Okay. Good evening everyone. I'm going to call the September 17th Action Meeting to order. And I believe we are starting this evening with a video.

The 2020 627 school year is off to an exciting and busy start. Across the North. Penn School District students and staff returned to classrooms ready for another year of learning activities and new opportunities. At North Penn High School, members of the class of 2027 began their final year together with Senior Sunrise Gathering before school to watch the sun come up, spend time with friends and celebrate the beginning of their senior year. Schools have also been conducting required emergency drills to help students and staff review important safety procedures. At North Penn High School, approximately 3000 students and 400 staff members participated in a full building evacuation drill. Students exited the building and moved to their assigned locations before returning safely to class. North Penn also welcomed Pennsylvania Governor Josh Shapiro to North Wales Elementary School last week, where he signed act 20 into law. Fifth graders attended the ceremony before joining the governor for recess, where they played basketball, enjoyed the swings and shared the laws they would pass if they were governor for a day. Students throughout the district also observed Constitution Day, learning more about the documents signed on September 17th, 1787, and the rights and responsibilities of all American citizens. North Penn is proud to announce our first 40 award recipients of the 2020 627 school year. Jerry Moore, a teacher at North Elementary School, and Kari Wert, a special education paraprofessional at North Penn High School, were recognized for ensuring belonging. Roger Roach, head custodian at Hatfield Elementary School, was honored for exceeding expectations, while Mike Werner, a North Penn High School teacher and coach, was recognized for engaging community. Congratulations to all four recipients for exemplifying the four E's and what makes North Penn great. Meanwhile, construction continues at North Penn High School. The first floor of Cape Cod and the new administrative suite are now open as work moves forward on the next phase of the renovation. The old A pod looks nothing like the space. Generations of North Penn students and staff have known for over 55 years, and at the same time, the new A Pod Edition H pod connector are fully taking shape, offering a glimpse of the high school's future. The North Penn community will have an opportunity to leave its mark on the project Friday night. During the football game, students, staff and community members are invited to sign a steel beam that will become a permanent part of the renovated high school, a lasting symbol of this exciting chapter in North Penn's history. Um, we'll move on to the audience of citizens, and I'm grateful for the video that the disclaimer has already been read. But if anyone would like to make public comment, we just we invite you to the podium to state your name and municipality.

Benjamin Hartrampf Lansdale, Montgomery County. Um, I just wanted to say, uh, great, great video for the Governor's Commission, which is great. Um, I just want to give a shout out to, um, Doctor Bauer. I can't believe you met the governor, was he? Nice.

Listen, I gotta tell you, I love governors. I wanted to come, but I guess it's okay. But I just wanted to say that, um. I'm excited about our nonprofit. I'm excited about, um, uh, Banerjee one foundation. Um, I really hope this board can really help us with our foundation. And I'm very excited about being on the governor's commission. I was at City Hall last week announcing the program with the mayor doing the Eagles chant, and it was just a lot of fun. So I just wanted to say the highlights are probably being at City Hall and then being here. It feels like Christmas morning to me. So I have to say, watching school board meetings on YouTube videos, it reminds me of Christmas morning. So thank you.

Jason Lanier Lansdale. Um, I wanted to talk again about something I've talked about a lot, which is regarding the proficiency and what we're doing about that. Uh, the, the 2026 numbers haven't come out, but when you look at the 2025 graph, and I'll try to let the audience see this. You can see the lines are going mostly in the wrong directions. 2015 we're at.

Around 78% proficiency. And currently we're below 60% proficiency. And that's that's just algebra. Similar things are happening in literature, in biology. And it's been my contention that some of this has to do with with education, equity and trying to help people by allowing students to lowering the standards in order for them to pass. And it kind of bears out in the data. And there's been laws, federal laws, which have said we can't do race based sort of education processes now, but instead you've adopted a guidance policy.

Uh, yes. So the first public comment was from Mr. Hartrampf, and he asked about the experience of Governor Shapiro coming to North Penn. And I will admit for the second time that when sometimes when you have some guests ask to come to your school, it is a large lift for the school district. Right. Schedules need to be changed. Security needs to be adjusted. All kinds of planning and preparation from our communications team and so forth. So when we had a last minute request, I was, much to my chagrin, I acquiesced to Doctor Waters. I mean, to Governor Shapiro and and Doctor Waters was right. It was a wonderful experience for the kids. It was a wonderful experience for our school community. Um, he spent about two hours here in the North Penn School District with our students. Uh, what you saw on screen was really what happened. He played with kids, he shot hoops. He went on the swings, took pictures, signed autographs. He was a very gracious guest. So it was a great experience. I hope our students remember it forever. So Doctor Waters, that is the last time I will admit that.

So Ben, when you get to spend some time with him, I think you will enjoy it. He's he's a great gentleman. Uh, regarding proficiency, um, on our tests, we are still waiting on the state numbers. We have some of our numbers. I am pleased to share that our PSA in math went up across the board. Our our algebra keystones went up. Uh, our English literature scores in on the Keystone exams also went up to the tune of about 11% over the last two years. So our gains have been really great the last couple of years. We are still waiting on biology, and there is some room for growth on our Ela scores at the elementary level. So, Mrs. Rudnick, I believe you had something you wanted to say.

I just I am curious from the statement by the by the speaker, about why there is any correlation between race based. I'm not sure. Maybe education is what he said and the proficiency scores. I have to say that I take particular disdain to that comment. As someone who is of a black race and has shown over years and years and years, that race has nothing to do with my abilities. I take significant, significant offense to those types of comments that attempts to correlate the proficiency in the same sentence as bringing up race. So if you want to make a better correlation, you know, be my guest. But I would ask that it is rude, it is untrue, and it is inappropriate to all that. It is inappropriate for you to keep coming to school board meetings, making comments like that. I never say anything. But today. Today it is my time.

You always ask us to make a response and I make it my response that it is rude, it is inappropriate. It is untrue to continuously make references to race when you bring up proficiency. Thank you, Mrs. Rudnick. And to those in the audience, I apologize for the statements. I think having Mr. Hartrampf here is a reminder that we are we stand in a place where we want to accept. And everyone here belongs regardless of race, regardless of background. You belong here at North Penn and we never want comments to leave anyone feeling that they are not wanted. And I want to recognize that we do have members of our school personnel here in the audience. You are valued and you are wanted. When Mr. Hart, Mr. Hartrampf, thank you so much for coming. I want to just say you are a proud North Penn alum. We are very proud of you. You alluded to this, but I do want to make sure that the community knows he. When he was speaking about the commission, he. He has just been appointed to the Governor's Commission on Disability.

So I'm very excited and and he also is repping his new foundation. So the logo on his shirt that he mentioned is a foundation that he has started. And we're very, very proud of the work that he is doing. But I also want to thank you for your video that that you that has to me, it's become viral that you did with the mayor of Philadelphia. We have a leader of a leader of our of a major city who some time ago made an error when she was spelling the word eagles. And you worked with her to spell it correctly. And there was just such a beautiful sign of humility and partnership. So that was an important leadership and life lesson for me in that video. And I think in light of the public comment and the things that have happened this evening, having that level of, of just and, and, and, and humility in leadership, I think you exemplify that, Mrs. Rudnick, and I appreciate that. Um, so she's here, but she also is a student with disabilities in North Penn, and she's very appreciative of the support she receives from her teachers. Um, her support is with it as well as, um, reading for tests. So Scarlett is dyslexic. She reads at a first grade level and is in sixth grade. Um, but I just want to say that even though we may have an advocate and we work and we have our IEP meeting, Scarlett feels loved. Scarlett feels accepted. Scarlett is a minority, um, as well. Um, and I just want to say appreciate it. Okay. Let's go.

Thank you. Scarlett. Scarlett and I had the privilege of speaking before the meeting, and we're going to have some follow up conversations. I love seeing this engagement and citizenship in action. Hi. Thank you. Um, the MCU met last on August 26th. Um, last month, there were three ad hoc committees formed. Um, there were multiple policies passed as well as the strategic goals for each department was shared. Um, there's quite a few open positions, which is normal for this time of the year. And they're developing a internal connect site to streamline all the professional learning and redesigning the MCU website for improved accessibility. They're also working on a pipeline for the paraprofessional teachers with the deaf. The next meeting is September 23rd, and that's the end of my report.

The foundation met virtually in August and welcomed all three of our new student representatives sophomore Daniela Luna Gofredo and Wes Peterson and Junior Quinlin Duke. We are very excited and grateful for their involvement. The foundation also greeted new teachers at its annual water icebreaker in August, where we talked about the foundation and the grant process. Thank you to Rita's of Lansdale for donating the water ice once again this year. Trustees are currently busy working on on the 25th golf outing, which will be held on Tuesday, October 6th at Tullamore. So everyone knows. Please know that for any of you, if you have relatives who would like to be substitute teachers or substitute assistants, we would welcome them. So this is Doctor Waters recently graduated college graduate. Jaden is her daughter. She is offering to substitute for us on occasion when she's not busy with her other jobs. So it gives me great pride in offering this recommendation. So.

We went. Could you explain the process we went through to choose the new legal firm?

Absolutely. Mr. Resch, so we do have a professional services policy here in North Penn. I'm not sure that all school districts have that, but one of the services that is explicitly called out in there is legal services. So every five years it says that every five years we need to go through an RFP process. RFP stands for request for proposal. Um, this was actually four years and we just thought it was time to because it says at least every five years. So at the four year mark, we initiated the process. We put an RFP out there. We had several firms respond. We finalized that down to three for interviews. We had some board directors and cabinet level administrators in those interviews. And after a very thorough paper process and interview process and presentation process, we settled on Whistler.

Um, anything that I can do to try and help ensure that current and future students receive the same opportunities that I did. I certainly view my time at North Penn as having been a major factor in setting a great foundation for the future, uh, education that I received in my career. So anything that can be done to help ensure that that's the case for all of our current and future students. I certainly want to do that and make sure that that happens. So much appreciated. Were certainly certainly capital improvement projects that are on the capital needs list. Um, we did, uh, several repairs at both schools last year and we continue to have failures and additional repairs. So we felt at this time it was, it would be good to pull the band aid off and just do a full replacement for these units. This is part of the grant that we asked to apply for that the board so graciously gave us permission for. So hopefully when the grant comes in, that helps with the offset. A lot of the costs out of the capital needs.

Yeah. So Mr. Summers may need to help me out here, but in general, um. So it is no secret. It has been well publicized in the school district and covered by our local media that there is a tax assessment appeal that we are currently working through with our neighbors at Merck. And because that has not been resolved and because real estate tax bills go out during the summer and are due over the summer, Merck is paying their taxes but under protest because we are currently in an appeal. Given the magnitude of the actual appeal when they are paying in protest. We have to escrow 25% of their taxes. So this creates an account to separate those funds and set them aside until we resolve the matter. So that's the reason for this motion. Um so we have a motion and a second.

And just to be clear, um, Miss Shirley, it's within her prerogative to abstain. And she's doing so. But she's not required under the Ethics Act in this particular instance, because, um this particular vote would not have benefited her in any way, nor does it really benefit Merck, uh, in any way. So there's not a requirement under the Ethics Act to abstain, which means the procedures under the Ethics Act for submitting a memorandum explaining the abstention is not required in this instance. So I just wanted to note that for the minutes that certainly Miss Rennick has every right to abstain and has done so, but it was not a legally mandated abstention.

So very pleased to introduce formally for the first time in public. No. Just kidding. Uh, Miss Mary White is our assistant business administrator. Uh, you recall that our last meeting was Miss Hauser's final meeting as our CFO. We do have an interim right now, Mr. Steve Skrocki, you probably also recall that we are having Mr.. Zachary Trump join us at the end of October. So in the meantime, Mr. Skrocki will be at some meetings, other meetings he cannot attend due to other commitments. But Miss Mary White is going to be doing the finance reports this evening. Good evening.

Well, that was a wonderful introduction. Thank you, thank you. So I have some business office updates that I'd like to give you. The 2020 728 act one index was released earlier this month. The index will be 3.6 for the fiscal year 2728. And this means that without any p d approved exceptions that any any North Penn tax increase may not exceed 3.6%.

The Business office staff is busy preparing for the 2526 audit, the independent auditing firm of Zelenska. This is a tough one. Zenkovsky Axelrod will start the audit in early October.

Za, I know, I know why now. Um the Federal Reserve raised interest rates by 25 basis points yesterday. That's a 0.25%. Uh, signaling that policy makers believe the persistence of inflationary pressures warrants a modestly less accumulating monetary policy stance. So for us, that means that the target range for the fed funds rate is now 3.75 to 4%, and the district's main depository, Univest, will automatically adjust the district's investment rate to a 4.0% as a result of the Fed's action. Okay.

And in terms of the Treasurer's report for the month of July, cash receipts totaled 28.9 million and cash disbursements totaled 18.8 million. The total available funds at the end of July were 127.7 million, which is a reduction of 1.3 million compared to July of last year. The total balance will dramatically increase over the next several months due to the revenue collected from the real estate taxes. I am recommending the approval of the July Treasurer's report.

Out there if anyone's interested. Tomorrow evening, York Avenue Elementary School celebrates their 100th year. I believe it's 6 to 830. Is that. Does that sound right? Be there at 6:00 if you want the main event. I believe there's some. They're going to be some speakers and perhaps some kind of a ribbon cutting of sorts and or a ceremony, if you will. And they're showing the B movie inside in the auditorium because they are the B's. And there's also a home football game tomorrow night.
