[2:51] Mayor Todd Kaseenberg and I'll call this meeting to order. I ask the clerk to

[2:55] note our starting time for the minutes is 7 pm. A warm welcome is extend and

[3:00] greetings as well are extended to councelor staff delegations and any

[3:05] observers who will participate in this meeting regardless of whether being

[3:09] physically in attendance in the council chamber in list or being connected

[3:13] through web technologies. We begin tonight's meeting with the playing of

[3:17] Canada those in chambers as able are invited to stand.

[6:39] pecuniary interest. Members of council have full lives with engagement in the

[6:44] community. Sometimes they may find themselves with a potential financial or

[6:49] pecuniary interest in an item at the council table. Provincial legislation

[6:53] mandates counselors to declare this interest and in so doing to avoid direct

[6:58] involvement in the consideration of or voting on the item. I invite any

[7:04] counselor with a perceived pecinary interest including those who have

[7:08] already declared in writing to verbally advise the chair in public session.

[7:12] Documentation is to be submitted if not already done pursuant to council

[7:17] procedures. councilors made clear now or at any point in the meeting should such

[10:35] number of issues I'd like to uh have discussion with council if permitted. Uh

[10:39] starting with item 7.5. Roma delegation requests uh 7.17 the uh

[10:46] P county planning department's uh fall legislative changes uh review uh report

[10:53] u and then uh all related then our 7.22 22 through 730

[11:00] dealing with uh the proposed uh prevention plan uh to uh

[11:07] called bill 68 to protect Ontario acts uh the proposed consolidation of

[11:12] conservation authorities. >> Okay, thank you. I think I got those.

[11:16] Councelor Nordom. >> Thank you, Mayor Case and good evening

[11:22] council and staff and members of the public. Uh I would like to extract 76

[11:26] please. 7.6. Anyone else? We may you may find more

[11:33] before we're done, I suspect. All right. Uh let's uh proceed in order for these

[11:39] extractions that we've heard them. So, let's start with 7.20. That's councelor

[11:43] Andre. >> Uh thank you, Mayor Kaseenberg. Um

[11:47] through you, I just wanted to um point out the letter that was sent to us from

[11:53] the Perth County Federation of Agriculture. We did receive a

[11:57] presentation um about the tree the upcoming tree bylaw that um county

[12:02] council will be looking at in the future and I know there was a public meeting in

[12:07] the past week or so. Um in reading the letter and in listening to the uh

[12:12] presentation um at our last meeting, I really um feel that the arguments

[12:18] provided by the Perth County Federation Agriculture are very important. pro

[12:23] provided five key changes to the and improvements to the bylaw which I think

[12:29] are very very advantageous. Um I also believe that since we are from an

[12:34] agricultural community and this bylaw has a direct impact on our agricultural

[12:39] land I think um that taking a look at some of these improvements to the bylaw

[12:44] would be really important. Um, and I, you know, I really appreciate the fact

[12:49] that, um, the Perth County Federation of Agriculture is pointing out that farmers

[12:55] are also stewards of the land and their contributions to um, you know, the with

[13:03] our environment are just as important as um, forestry and um, that needs to be

[13:09] noted in terms of our needs here in this community. And I think the action from

[13:15] this for me would be just to encourage our county council delegates to keep

[13:20] this in mind with their own voting um moving forward as this um comes to the

[13:28] table at the county council level and um you know they're giving my input to our

[13:34] uh county council de delegates to look closely at this letter I think would be

[13:39] really important. I think the uh Perth County Federation of Agriculture

[13:42] provides some great points. Thank you. >> Thank you. Did you have an action like a

[13:48] resolution that you wish to put on the floor or is this uh you know because

[13:53] certainly if if I might the opportunity for the contribution of comments remains

[13:59] available I believe uh there's a web portal environment uh for written

[14:04] comments. I am going to assume of course that the Perth County Federation has not

[14:08] only represented itself formally with this letter and perhaps additional

[14:12] documentation but also uh likely at the meeting recently a number of members uh

[14:18] of the association spoke. So is there another action that you wish beyond

[14:24] those opportunities still for input? >> Oh thank you for that opportunity. Yes,

[14:28] I would love to have a resolution from our council and perhaps some comments

[14:33] provided by North Perth. Um, formal comments from our council of course if

[14:39] that is something that would be the will of council I would make that motion as a

[14:45] resolution if possible. >> Okay. So, if I might before we go there

[14:50] uh let me just ask the the question. Are we putting the cart before the horse at

[14:54] this point um so to speak with uh regards to this matter given that the

[15:00] open commenting period to the public remains available?

[15:06] » Um okay. >> Yes. through you more case I agree with

[15:10] you really can't support this right now until we get all the comments in and we

[15:14] will gather them and it was very clear at the meeting last week there were 22

[15:19] people uh came to the podium to to ask questions and another 24 I believe for

[15:23] comments so I I'd rather take them all in now and then react after if that's

[15:27] okay with you >> right um just as a question mayor I'm

[15:30] wondering is this something that our council could

[15:34] provide comments on or um Okay. So, let me let me follow up with a thought on

[15:40] that. Sure. >> Um, as you'll recall, recently this

[15:43] council struck a short-term working group, uh, Councelor Rothwell, Councelor

[15:47] Duncan and I, um, involved with staff in the issue of the conservation authority

[15:52] restructuring that's, uh, headlined by Bill 68. And, um, and certainly that

[15:58] opportunity um, continues to advance forward. We expect that some comments

[16:04] will be available um from essentially this um organization to the private

[16:09] consultation um in due course. Um uh so if if you're proposing that I mean you

[16:17] could strike a similar working group of interested members of council to to have

[16:22] a look at what comments they'd like to put forward on this uh to the county's

[16:27] um uh process. Um but the county's process is available to everybody and

[16:34] you know it just depends on whether you feel that the weight of this council

[16:39] needs to be in comments right >> um I would be happy to work with

[16:44] colleagues to do that if there's you know a will of that from from our uh

[16:50] table here thank you >> okay so I'm not quite sure I'm just sort

[16:54] of thinking procedurally how we proceed um you have entries colleagues any any

[16:59] of the others of you willing to sit on a short-term um study group that will look

[17:04] at the issues of the county's forestry bylaw for the purposes of providing

[17:08] comment from this council.

[17:13] » I'm I'm not seeing a strong expression of interest.

[17:20] » Thanks, Mary Case. Yeah, I do think at this point Brief County Federation is

[17:24] doing a fairly good job on making comments at this point. So

[17:29] yeah, I I I support councelor Andre but just uh from my point of view right

[17:34] there. Thank you. >> Okay.

[17:38] » So how do you wish to proceed?

[17:43] » Um well without um without any other interested parties in in a working

[17:49] group. So, I guess I would just, you know, perhaps

[17:56] put comments in on my own and perhaps um you know, I guess down the road if um we

[18:03] get closer to the vote and we get to know where it's going, we could provide

[18:08] some further um action as a council if needed.

[18:14] » And and if I might, to me, that makes a lot of sense, right? Um I'm pretty sure

[18:18] that given the degree of commentary that has been received at the public um

[18:23] meeting and as well the opportunities for inputs uh through the web portal and

[18:28] and even I believe conversation is possible with the clerk and and written

[18:33] suggestions possible. um that you know all of that will be taken into account

[18:38] by the the the um staff of the county and the agriculture group that is behind

[18:45] and working on this and the behind the scenes. So, I think, you know, we'll see

[18:50] um an expression and and county council certainly expects it of um an improved

[18:58] effort towards a new bylaw resulting from the inputs in the commentary.

[19:05] Um that might be the better time for this council if we have concerns that

[19:10] remain persistent to to act. Does that seem fair or reasonable?

[19:14] » Yeah, that's great. Thank you. >> Okay. Thank you. Um, item 7.33. This is

[19:20] you, Council Mozzek. >> Thank you for you, Mayor Kazenberg. Um,

[19:24] as mentioned, this comes from the office of the mayor of Wellland. Um, and I

[19:32] would like um our council to support send a letter of

[19:38] support um to the city of Oland and calling on the province and federal

[19:43] governments to take immediate and decisive action by advancing the

[19:48] measures contained um within this letter. Um in this letter to municipal

[19:54] uh to municipalities um Mayor Campion states that the

[19:59] protection of children transcends politics and geography. It is a shared

[20:03] duty that defines who we are as a nation. And I would very much like

[20:08] Northworth to be a voice in the wave of leadership that as Campion says demands

[20:14] justice and refuses complacency. Thanks.

[20:19] » Thank you councelor Pzek. I think I'm hearing a resolution draft there that um

[20:24] we send a letter of support uh to the mayor of the city of Wellland on

[20:31] congratulating him on his uh letter and uh indicating our support as a council

[20:37] for the principles and and practice points in the letter and that this

[20:42] probably should be sent to a local MP MPP

[20:47] to both the premier and the prime minister.

[20:51] And um let's see some some ministries that would be involved here. CEO Snow

[20:56] who we'd be targeting for ministries that would be involved

[21:00] attorney >> attorney general of Canada and the

[21:03] attorney general of province of Ontario. Um circulate uh copies to all other

[21:09] municipalities I would assume as a as a courtesy and again show that um we have

[21:14] a strong position on this. Does that seem to cover it colleagues?

[21:21] clerk's table. You kind of got the gist of where we're going with that one. All

[21:36] It it does interest me certainly that uh there seems to be some political

[21:41] wrangling around this one, especially at the federal level at this point. And uh

[21:45] it's unfortunate that um some of this legislation is being slowed down um from

[21:51] what I understand. So um indeed uh I find myself um compelled and and

[21:57] supportive of um of Mayor Campion's letter. Anyone else?

[22:34] a couple of items here. Um item 7.5 is first, I believe.

[22:39] » Thank you, Todd. and members of council. Uh this item is found on page 20 of our

[22:45] agenda. So again, I appreciate the report from our inter manager of

[22:48] strategic initiatives, Ly Klein. Uh we do uh u with a number of other groups

[22:54] brought forward requests for delegations on four matters. A particular note, I

[22:59] just want to underscore this. This was just in the news this week. the province

[23:03] or MPP announced uh funding for this year uh for this upcoming year for the

[23:07] mobile mobile uh crisis response team. Although that's very important and and

[23:12] uh appreciated. I think the point is not to be under uh uh misunderstood is that

[23:18] our request is ongoing funding uh for this particular issue and I think it's

[23:23] critical for uh our province to understand the uh the need uh for

[23:28] multi-year funding for an initiative like this or permanent funding frankly.

[23:32] uh although that doesn't necessarily get the MPP the opportunity to make uh

[23:35] releases. Frankly, I don't uh think anyone's going to be uh upset the uh uh

[23:40] re-release news of already approved funding. If it is permanent, I think

[23:44] that's fantastic. And I certainly appreciate the uh uh the report and I

[23:50] just want to underscore that uh although announced this week, that's only uh one

[23:54] step of the long-term step that we're looking for. Um I I can offer a little

[23:59] bit of comments serving as the chair of the OP detachment board. Um certainly

[24:05] familiar with this issue and with the request that was made to councils uh for

[24:09] delegation which has been approved. So the ministry has approved us for that

[24:14] delegation already. Um I think there's been a confusion. We're not quite sure

[24:18] what this announcement means yet to be honest. Councelor Roth, we we appreciate

[24:22] that it it means that the coming year appears to be stable. Um but certainly

[24:28] the the scope of MSERT um has been in question for some time both in terms of

[24:34] its sustainability and its its actual number of hours of service uh that are

[24:40] available in Perth County. And so um there there's still some staff work to

[24:45] be done is my message to you that the announcement is still very fresh and not

[24:50] fully informed yet. We we don't fully understand the the implications of that

[24:55] announcement. Um given that they approved our delegation, it sounds like

[24:59] they still need to hear from us. So thank you for that. Um uh let's turn to

[25:06] item 7.17. That's also you council.

[25:10] » Yes. Thanks very much, Mayor Cod. So again, this is report that went to

[25:13] county council by Moira Davis, the senior policy planner of the county. Uh

[25:17] this is a very uh uh definitive report regarding the fact that the province

[25:21] will continue to talk about the uh uh desire to speed up approvals and so on.

[25:26] They continue to uh uh uh lay changes down which come at uh seemingly break

[25:32] neck speed. Uh so I would like uh for council to uh um consider uh giving uh

[25:40] uh direction through to our staff to have conversation with the uh county

[25:43] planning staff to uh perhaps uh uh reiterate comments that went to the

[25:49] Ontario Bill of Rights registry. Those comments I believe uh county council

[25:54] requested be submitted uh through the environmental bill of rights uh at their

[25:59] uh uh November 20th meeting. So again, I just uh was uh considering if council

[26:06] would author his staff to have those discussions so the municipality of North

[26:10] Perth can uh uh reiterate comments that the county expressed concerns regarding

[26:16] uh the pace of uh change regarding planning legislation in Ontario.

[26:22] » Okay. Um I I I don't think inherently there's

[26:27] there's a a problem with the notion of of giving staff direction to um to add

[26:33] our voice to this. I I think that's what you're suggesting is that you want it

[26:36] clear that North Perth um supports the county initiative which uh which is

[26:42] emerging still and will emerge over time with regards to expression um of uh of

[26:50] concerns various concerns about this. Um I'm not sure councelor Roth if you've

[26:56] watched the county council record u of meeting where um I I took my tear on

[27:02] this issue. um it might be entertaining to you. I suggest popcorn uh if you wish

[27:07] to watch that um that um comment about the subject but uh certainly the

[27:13] turnstyle nature of uh planning policy in Ontario is uh is very concerning. So,

[27:19] um I'm gathering what you're moving is, um a resolution to direct staff to um

[27:26] add our support to council to the the comments and concerns that are going to

[27:32] be raised and uh issued in the environmental registry uh pertaining to

[27:38] planning changes in recent prevention legislation. I'd be pleased to make that

[27:43] motion. Yes. Okay. Um clerks, you kind of got where we're going with that and

[27:48] we'll probably need need to see see some suspects here. Uh uh certainly the MPP

[27:55] um minister of municipal affairs and housing. Um

[28:02] and the premier would be a good idea to let Mr. Ford know. Um any other

[28:07] ministries we can think of that are relevant to a resolution like this? And

[28:13] um you probably don't need to CC all municipalities, but I think our peer

[28:17] municipalities in Perth County probably should know that um we've uh asked staff

[28:23] to uh um have a positive and uh encouraging conversation with the county

[28:29] about their efforts. Does that seem reasonable?

[29:28] want to tackle bill 68. Um, of course, it remains a work in progress. our staff

[29:34] team um at the direction of our working group. So

[29:38] » thanks very much uh Todd and again we've provided some information uh that uh

[29:43] yourself and councelor Duncan as well as uh a number of our staff met a week and

[29:49] a half ago uh to have deliberation and discussion uh regarding concerns which

[29:55] uh we uh have at this point and staff are drafting a report which will be

[30:01] reviewed and will come before this council or for comments which I believe

[30:04] are slated for December the 22nd. So that's the way the the province seems

[30:10] to want to roll with these things is I'd ask for comment and give a short

[30:13] deadline just before Christmas. Uh so uh clearly uh these eight uh res or uh

[30:20] pieces of correspondence have come forward many of them from uh uh

[30:25] conservation authorities, the Grand River conservation authority, the assay

[30:28] fields uh as well as the uh uh Long Points Conservation Authority and uh as

[30:34] well there was u mentioned specifically the valley conservation authority there

[30:38] as well. Uh so clearly uh the uh concern is the regionalization uh process which

[30:44] is uh in in our case we're splitting uh in two ways. One to the far north as far

[30:50] north as uh Thunder Bay and the other uh issue on the far south and the far east

[30:56] of uh North Perth and to the Lake Erie uh region which goes uh uh down as far

[31:02] as Toronto. Uh so it's uh clearly uh issue of concern in terms of what uh

[31:09] true benefit there will be in terms of uh uh making the services provided by

[31:15] conservation authorities better uh than is currently uh being done by the 36

[31:21] members penalties. throughout the comments uh especially from the

[31:25] conservation authorities uh from their boards uh they do realize there is

[31:29] opportunities that could be undertaken to uh streamline processes and and make

[31:34] them in fact similar. Uh but frankly uh uh when you look at the province of

[31:39] Ontario and the decreased funding uh that they have uh uh unleashed uh

[31:44] through conservation authorities over the last 10 years in particular, it

[31:48] makes it very tough to sus uh to suggest that conservation authorities somehow

[31:53] can come up with uh new uh uh programs and processes to have digital

[31:59] submissions and that sort of thing which cost time and money. uh where at the

[32:03] same time there's uh uh in some cases very much a two-string budget and as

[32:09] councelor Duncan pointed out his role on the mainland valley board conservation

[32:14] authority board is that when we look at planning approvals I think their average

[32:18] time for development approvals is less than six days uh there is very very few

[32:23] uh situations that we can expect the decision within a six day time frame

[32:27] from application being received that's on average uh it doesn't mean it's the

[32:31] least uh and it uh certainly not the most. So uh my suggestion through to

[32:37] this council for consideration is that there's uh associated with a number of

[32:40] these uh uh 720.22 through 730 there are uh resolutions uh

[32:47] and I would uh request council to uh respond in kind through to those uh

[32:54] items wherein that we've received their correspondence and support uh the

[32:58] recommendations that council chooses. Thank you.

[33:02] Okay. It it's a complex area of course because uh the several different um

[33:09] items in the consent agenda have some variations

[33:14] and some of them have some common ground. Um the the I I'm not quite sure

[33:19] how to proceed. You know, a sort of omnibus, hey, we agree with all of it.

[33:23] Um seems a little gratuitous in my opinion. So then how do we proceed with

[33:30] choosing what are what we actually support, right? Um that's kind of the

[33:36] message to me. You know, fundamentally, I think there's a a reasonable objection

[33:41] to be made and and you know, staff have talked about this with us a little bit

[33:46] um to the fact that the province accounts for anywhere from 2 to 5% of

[33:51] the cost of conservation authorities and yet it's restructuring them against our

[33:55] will and without our representation. And uh and so as a consequence um here we

[34:01] are left essentially with taxation without representation which you know

[34:06] causes wars at least historically. So um it's not a surprise that there's an

[34:12] uprising from a range of of different players. Um you know it will be pretty

[34:18] easy if I if I may be blunt to for the province to dismiss the comments of the

[34:23] conservation authorities themselves. So there is something to be said for

[34:27] councils um being the ones to speak out and say we don't like this. It's our

[34:31] money. It's our taxpayers money that's funding the the system and you're you

[34:37] know cutting off various elements of this and removing local representation

[34:42] in a significant way. Um but I am a little concerned about sort of a an

[34:48] omnibus we support every criticism that's been made. I don't I don't like

[34:52] the feel of that to be blunt. >> Yeah. And and having thought of that uh

[34:57] I think I think there was general agreements uh that I mean to to re to

[35:02] say that we received uh thank them for their correspondence and we received it

[35:06] and have reviewed it. But I think that we uh uh can certainly agree uh that we

[35:11] are concerned uh regarding the proposed regalization of the cost to the extent

[35:16] proposed by the province. I think we could put a period at the end of that. I

[35:19] think there will be general agreement across the board and and I'm quite

[35:23] satisfied with that knowing full well that this council will be making its own

[35:27] comments uh very specific to our area at a later point. But if council would

[35:32] agree um with with that point and that point only, I I'd be quite satisfied.

[35:40] that um directs staff um to send a letter to uh those agents who have sent

[40:44] programs and projects undertaken the last nine or so months since his

[40:47] appointment as the CMC for the county of Perth. Mr. Keyzer, I get to see you a

[40:52] lot, at least enough at the county table. It's a pleasure to have you at

[40:56] this one. Welcome through you, Mayor Kaseinberg, members

[41:01] of council, North staff, members of the public, other delegates. Thank you for

[41:05] having me. Um, I've submitted a report to you just as an update on the current

[41:10] activities that we've gone through in the emergency management program since

[41:12] my appointment earlier this year um, and working with all of your staff. For

[41:17] those of you who don't know me, my name is Chris Keyzer. I do work as the deputy

[41:21] chief of paramedic services and I am your community emergency manager this

[41:25] year. Um, this year I would say is a foundational year for myself and getting

[41:30] up to speed with the program. Um, I will not read my report to you. You're more

[41:33] than welcome to read and ask questions from it. Um, but, uh, getting a good

[41:37] landscape of where we are in the county with our program, our strengths, some

[41:40] things that we needed to work on and to prepare ourselves for the future. Um, as

[41:44] you may know today, um, some legislation reached Royal Ascent to modernize the

[41:49] act. Emergency Management Ontario has become its own ministry and now we are

[41:54] in a very good place to move along and move our program with the modernization

[41:57] of that act. Um, as far as far as the details go of exactly what that change

[42:02] looks like, it came out today, so not too many of us are aware quite yet.

[42:06] There will be some role changes, some responsibility changes, as well as some

[42:09] functional changes. Um, but it's very exciting. Um, one of the things I'm

[42:14] quite proud of this year is we did tackle our hazard identification risk

[42:18] assessment, which is our HYRA. After consulting with your staff as well as

[42:22] the other municipalities, we did move cyber security up uh into a higher realm

[42:28] and we actually exercised that this year and prepared ourselves for those sort of

[42:31] events. It was actually something um that was very different from what we had

[42:35] normally covered and something that I very proud of. Um, we've also

[42:38] established some baseline training for our groups. We reviewed all of our

[42:42] bylaws and started moving the program forward so that we have some consistency

[42:47] uh as well as some longevity and uh some thought to um capacity and capacity

[42:53] building. Um for that I'll open it up to any questions that anybody might have

[42:57] and I think I'll be right in within that 10 minutes now.

[43:38] and your uh uh work with the paramedic services. So, uh, as a former alternate

[43:44] CMC for many, many years, I think it's great to see that there's a, uh,

[43:49] renewed, uh, confidence in terms of longevity of the program and that it's

[43:53] keeping up to date and thankfully, uh, uh, well, or unthankful. No, thankfully

[43:59] uh we had the uh types of uh training that was uh helpful in terms of our own

[44:04] processes here that uh the cyber security threat that uh North Perth has

[44:09] uh been publicly uh acknowledged that we've had here. No one wants to have

[44:13] those things. Frankly, nobody wants to have an emergency of any sort, but I

[44:17] think preparedness is one of the key things. And uh thank you very much for

[46:06] to a draft plan of subdivision for property in the Elma ward owned by

[46:10] proponent Maple Creek properties. We call on Nathan Garland of the Perth

[46:15] County Planning Department who commonly works on North Perth files to address

[46:20] this item. Welcome as always, Mr. Garland. Uh, thank you very much, Mayor

[46:24] Hazenberg and members of North Perth Council. I have a very short

[46:27] presentation on respect to Maple Creek Properties Limited and the Red Line

[46:30] amendment that they're requesting tonight. Uh the applicant agent or the

[46:34] agent is Caroline Baker from Brarier Planning Group and the location is

[46:37] concession lot 27 and 28 war municipally known as 617586.

[46:46] Uh just I thought we'd start off with just what it's redline amendment because

[46:49] this is the first time I am bringing this to North Perth council uh

[46:52] previously. So a red line amendment is a application that's been submitted. So

[46:56] after a subdivision has been approved. So the subdivision has received draft

[46:59] and approval. It's gone through the process of receiving that. This is a red

[47:03] line amendment just to change and modify that the application slightly. Um so it

[47:07] occurs after it's been approved. It's typically technical in nature. So it's

[47:11] just requesting some lines usually based on site conditions. Sometimes they find

[47:14] different soils. Sometimes there's something comes up that might change it

[47:17] to that effect. Uh move some things around. In this case it's mostly trail

[47:21] realignment that's being driving the process. Um so that's why it's coming

[47:25] forward. There is no public media as there is no zone change associated with

[47:28] this. So they're not changing the zoning. The densities of the zoning that

[47:32] type of criteria all remain the same. So they're not upzoning it for instance.

[47:35] They're not taking it moving from like a commercial to industrial residential

[47:39] etc. So those are all staying the same and the plans are marked up in red. So

[47:43] the entire plans are marked up in red showing and outlining the proposed

[47:46] changes through that. So those are the areas that have been

[47:51] identified. So you'll see those areas highlighted. I have also highlighted in

[47:54] the blocks outline. So there is just a block one 41 has just been revised to

[47:59] a.3 meter trail or through a.3 meter reserve uh that was formerly a trail.

[48:05] There have been some walkways added just around a few of the blocks and there has

[48:08] been turning bulbs. So that's primarily the different uh alignments that have

[48:12] been redone. So there's only I I'll say seven or eight there are changes through

[48:17] there but they are just mainly realigning the trail and then shifting

[48:20] just some blocks to the south as part of canyon comments also affected the road.

[48:25] These are also a summary of the comments provided. I have tried to group them

[48:28] both in yellow I'll say bluish and green apologies for the AODA uh side of things

[48:33] but uh those are primarily related to the yellow which are associated with the

[48:36] trail. the blue which is associated with the uh building blocks and and boundary

[48:41] setbacks and as well as the road work and the green realigning that's part of

[48:45] the natural environment work. So those are the the three distinct sections. Um

[48:49] once again there are no changes in density there are no changes in zoning

[48:52] anything to that effect. It is the trail and then the road work as well as the

[48:56] natural environment. So those are the outline of the three major changes.

[49:00] Once again it meets the policies of the official plan and zoning. No changes in

[49:04] density. It, as mentioned, is primarily trail driven as well as some of the

[49:07] setbacks from PR 986. No expansion. There's no expanded areas. It's not

[49:12] infringing the natural environment area. Not nothing's going beyond what was

[49:15] previously approved. And it is based on the detailed design discussion designs

[49:18] that are currently occurring. Therefore, it is staff's recommendation

[49:22] that North Perth Council supports the application and recommend that the

[49:25] county of Perth approve red line amendment to the plan of subdivision

[49:28] NP2401 subject to the conditions listed in the

[49:32] report. And I should note as well too, none of the conditions have changed. All

[49:35] the conditions remain the same that was previously approved also. I'm happy to

[51:06] let us consider an item brought by the Environmental Services Department under

[51:09] item 9.2 two of our agenda. In item 9.2.1, council is presented with a

[51:15] report on this council's first plant a tree grow a future program. By all

[51:20] accounts, things went well. We call on GIS technician Betty Roth to update

[51:25] council on the pilot project and where things might go with our consent. Miss

[51:29] Roth, welcome.

[51:34] » Good evening, Mayor Genberg, council, and staff. On March 24th, 2025, staff

[51:41] brought forward a pilot proposal for the plant to tree grow future sale to make

[51:46] large trees more accessible to North residents.

[51:50] Residents had the opportunity to apply to purchase a tree package, including a

[51:54] stake, cocoa fiber feed mat, tree wrap, mulch, and a detailed planting guide to

[52:00] set residents up for long-term success. We opened the applications on the week

[52:05] of August 11th, 2025, online and in person at the municipal office. Interest

[52:11] was immediate and strong, and by Friday, August 15th, the end of the application

[52:16] period, we had nearly filled the full allocation of 200 trees. This confirmed

[52:20] that the scale of our project was appropriate.

[52:24] Distribution of the packages took place at the Listwell public works on Friday,

[52:28] October 3rd and Saturday, October 4th. It was warm with favorable weather

[52:34] weather conditions. Residents and families expressed their enthusiasm as

[52:38] they selected their trees and prepared for planting. Staff received numerous

[52:42] supportive comments with many participants showing interest in seeing

[52:46] the sale continue as an annual event. The program was overall a positive

[52:50] experience and it was inspiring to see community the community come together to

[52:55] participate in such a constructive initiative demonstrating support for

[52:59] environmental stewardship and local tree planting efforts.

[53:03] Financially, the event cost $9,950 to deliver. We secured a $5,000 grant

[53:10] from the Perth County Stewardship Program and also generated $4,000 in

[53:15] revenue from the tree purchases, resulting in a net cost of $950, which

[53:20] was covered through the climate change budget.

[53:23] Going forward, we anticipate that the majority of program costs will be

[53:26] covered through a per tree charge or with annual grant opportunities.

[53:32] With program success, the Environmental Services Department is requesting to

[53:36] make this event an annual follow. It is re recommended that the council of

[53:41] the municipality of North Perth direct staff to coordinate the plant a tree

[53:45] grow a future sale on an annual basis to be held at the beginning of October and

[53:50] that the council of municipality of North Perth direct staff to actively

[53:54] pursue grant funding each year to help help offset the costs associated with

[53:59] delivering this program. Thank you very much for your time and I'm happy to

[55:42] is a proposed sale of land policy. The municipal act requires that all Ontario

[55:46] municipalities adopt and maintain a policy regarding the sale and

[55:51] disposition of land. Our current policy was adopted in 2007 as part of North

[55:57] Park's commitment to good governance. A comprehensive review of our sale of land

[56:01] bylaw uh 152-207 was conducted by the governance review

[56:06] committee with feedback from the municipal solicitor also having been

[56:10] incorporated um into the policy to ensure legal risks

[56:14] are minimized and that all legislative requirements are satisfied. Municipal

[56:19] best practices were given consideration while drafting and reviewing this

[56:23] policy. The 2007 policy and the draft 2025

[56:28] policy were both included in tonight's agenda package for your review. Some

[56:33] notable policy updates include the addition of definitions of specific

[56:38] policy language, specific appraisal requirements, including spec specific

[56:43] instances when an appraisal is not required, and clearly defined processes

[56:48] for staff and council to follow out through the entire landscape process.

[58:10] you again to members of council. The municipality's current approach to

[58:13] petitions is outlined at a very high level in our procedure bylaw. And while

[58:18] this process has functioned adequately, it does lack some detailed direction for

[58:22] both residents, community groups, staff, and council. To modernize and formalize

[58:27] the process, staff, again, in collaboration with the governance review

[58:31] committee, have drafted the attached petition policy. The proposed policy is

[58:36] intended to increase transparency and consistency while reducing

[58:40] inefficiencies that arise from incomplete or unclear submissions.

[58:45] Included in the policy are clear expectations of what needs to be

[58:48] included in every petition, specific instructions on submitting petitions,

[58:53] and clearly defined staff responsibilities while receiving and

[58:57] processing petitions. If adopted by council, this petition policy will

[59:01] improve communication between residents and councils and council while also

[59:06] improving the operational workflow within the legislative services

[59:09] division. And I am happy to answer any questions.

[1:44:52] for a close session meeting of council and did give staff direction pertaining

[1:44:56] to the matter that was considered, the essence of which will remain

[1:44:59] confidential at this time for the reasons stipulated in our enablement of

[1:45:03] close session. Um,

[1:45:07] council uh as a mandated good practice does act to the end of its meeting uh

[1:45:12] agenda to confirm all of its actions and business of its meeting through what's

[1:45:16] called the confirmatory bylaw. And I have a copy of an enabling resolution

[1:45:20] for that as follows. Bylaw 133 of 2025 being a bylaw to confirm generally

[1:45:26] previous actions of the council on the municipality of North Perth is hereby

[1:45:30] passed. Moved by councelor Richardson, seconded by councelor Nordo. Any

[1:45:34] discussion or debate? Seeing none, let's have that vote.

[1:45:57] um for our bylaws that touch on provincial priorities considered and

[1:46:01] passed at tonight's meeting. I am in support and will not execute a veto.

[1:46:05] This information is and will be provided to the clerk as part of my required

[1:46:10] duties as mayor. So this comes to the point of the meeting which we have done

[1:46:15] on my watch for a few years now where we greet the public at Christmas season.

[1:46:20] The opportunity to uh share a greeting for each of you um with the public uh

[1:47:40] was uh the busiest of my 19 years in politics. Couple of cool highlights were

[1:47:44] obviously the uh the new county campus and then uh receiving the official plan.

[1:47:49] So looking forward to a well-deserved uh Christmas to spend with my family. So on

[1:47:53] behalf of from Jan and myself, wish you all very merry Christmas, enjoy the

[1:47:58] holidays and uh good luck in 2026. >> Thank you.

[1:48:05] » Uh I want to start off by saying that it seems really crazy to me that this is my

[1:48:09] fourth time um making this greeting and I guess time flies when you're having

[1:48:14] fun. Um I I would like to say um that this is a job that none of us can do

[1:48:19] without the support of our families. So on behalf of um my husband Merrick, our

[1:48:24] two daughters and myself um thank you for the blessing that that

[1:48:29] the blessings that this past year has given us. Merry Christmas. May you have

[1:48:33] a very joyful and safe holiday season and we will see you in 2026. 2026.

[1:48:43] you and just want to wish uh my council colleagues, staff, the public and uh

[1:48:47] everyone in North Perth for that matters a very merry Christmas and happy holiday

[1:48:55] family and it's with friends and that 2026 is a joyful and prosperous new

[1:49:03] I just want to um tribute my greetings today um to all the volunteers who

[1:49:09] support service clubs and organizations, businesses, and our municipality.

[1:49:14] Volunteerism brings fulfillment in so many ways. And we build relationships by

[1:49:19] doing that and improve lives and improve our community at the same time. Um it is

[1:49:24] that kindness that defines our municipality and brings character to it.

[1:49:29] So, thank you to all the volunteers out there. So, not only to all those who

[1:49:35] support the community through volunteerism, I just want to pay tribute

[1:49:39] to everyone urban and rural in North Perth and wish you all a safe and happy,

[1:49:45] healthy Christmas and New Year. Thanks. >> Thank you. Um Christmas is one of my

[1:49:53] favorite times of the year and uh it's a favorite time for a whole bunch of

[1:49:57] reasons. Uh, there's something charming about the wintry weather. Although the

[1:50:01] winter that we've had this year, I'm not so impressed with. There's something

[1:50:05] charming about being with family. There's something charming about eating

[1:50:09] turkey and and all of the fixings. There's something charming about the

[1:50:14] board games that you play with family and the opportunities you have to

[1:50:17] reconnect. And so I guess my greatest wish to all of us is that we have

[1:50:22] wonderful relaxing reconnection time with the people who are really important

[1:50:27] to us. And there may even be some that we haven't talked to for a while and

[1:50:32] where it's the time of reckoning. It's time to call them and extend your love

[1:50:36] and appreciation to them at this holiday season. I I look forward to the break. I

[1:50:42] look forward to the opportunity in January to get back at it one last year

[1:50:46] for me. And um I trust that all of you will be safe and careful in your travels

[1:50:52] in the crazy winter weather that we've had. Um and for those of you who are

[1:50:57] enjoying your sleds, it looks like a good year for you. So my my best wishes

[1:51:03] to the entire community uh for a wonderful holiday season. Um Chris, I'm
