[5:43] On behalf of the Alabama Antihuman Trafficking Alliance, uh, Trafficking

[5:48] Hope and the West Alabama Human Trafficking Task Force, we'd like to say

[5:51] thank you for what the city of Northport does to support our task force. Of

[5:55] course, we have a Northport, uh, investigator that is fully time assigned

[6:00] to the uh human trafficking task force. This is an expensive proposition. We do

[6:04] use your overtime. I'd like to say thank you to the chief for allowing us to use

[6:09] part of your overtime budget for this. Uh when we do these uh operations, these

[6:14] proactive operations, it is manpower heavy for safety reasons. Uh and also

[6:19] once we do recover victims, then it becomes uh a collaborative effort with

[6:23] the members of the community such as Trafficking Hope and uh the others that

[6:28] work so closely with us to uh try to get them help and try to get them to uh

[6:36] to to seek recovery. Uh because so often they don't, but when they do, we have a

[6:41] resource there to help them. And so we would like to uh thank the city council,

[6:46] thank the police chief for allowing us to use your resources uh and being great

[6:52] partners. Uh we do proactive operations in every jurisdiction in the county and

[6:57] uh so we're very thankful for this for y'all's support.

[9:31] the concessionire provider at Riverrun Park uh to allow for limited sales of

[9:36] alcohol um pursuant to the terms of the contract. Uh it also cleans up a couple

[9:41] of things from this code that were very very old. Um and just we were already in

[9:44] there cleaning it up already. So changing some things that um are no

[9:48] longer applicable um and positions that have been eliminated, things like that.

[10:57] hire a consultant to conduct a study um to determine the effects of

[11:01] oversaturation of these types of uses um on the overall development of our city.

[11:07] That would also give us time to uh revise the zoning ordinance and our

[11:10] zoning maps if needed. Um, we do have a couple of grandfather clauses in the

[11:15] proposed language. The first of those is um any establishments that have had a

[11:20] pre-esign meeting prior to January the 13th of 2026 under our current ordinance

[11:26] um and have received permit approval prior to April the 2nd of 26 would not

[11:31] be affected by the ordinance. Then also it would um anyone um who's trying to

[11:36] renew a business license or transfer a business license that currently has a

[11:41] business license, it would not affect them as well.

[30:51] I'd like to say that the Tuscaloosa EMA through Compassion Coalition is

[30:57] accepting donations. It sounds like they need twiniz blankets and they are

[31:02] actually taking donations uh today through Thursday.

[32:02] business forum on February 23rd at 5:30 in the civic meeting room. This is an

[32:09] opportunity for the small businesses here in Northport to let us know how we

[32:14] can help you. We spend a lot of time thinking we know how to help, but we

[32:19] have decided to change that position and let you tell us what you need from your

[32:24] council. Um, so reminders will go out. Our licensing office is helping get a

[32:30] list of small businesses to make sure everyone's aware, but please spread the

[32:34] word. We would really like your input. We tried to schedule this at a time

[32:37] where we thought you would be less busy in between seasons. So, February 23rd at

[32:43] 5:30 here at city hall, >> Miss Conger and I actually ran on that

[32:49] platform of bringing small businesses um in so we can have a better

[32:55] communication. So, I am also very excited about that. Um I don't know if

[33:01] councelor Hickden is on speaker phone from his trip, but hearing none, we're

[33:08] going to go into executive session. The form of the motion is to adjourn the

[33:12] meeting into executive session to discuss potential litigation. The

[33:16] session is expected to take 15 minutes. Mr. Davis, you will be timed. The

[33:22] council will not take action after the executive session is concluded. That
