[15:38] um number 55 and number 56 those are resolutions that are um canceling the uh

[15:45] the taxes for totally disabled veteran status for

[15:50] residents um number 57 is um a a resolution that is opposing

[15:59] a current bill that's in the New Jersey legislature which is the next phase of

[16:03] affordable housing um because of the unrealistic

[16:07] deadlines and honorous standards I'll give you a couple of reasons why most of

[16:13] the C most of the municipalities in our area are opposing this bill um number

[16:19] one the uh the formula to determine the number obligation of housing is based

[16:24] upon growth that's in the past in 2010 2020 rather than future growth

[16:30] um the second one is um the number of uh Coos issued for

[16:36] new housing units over 2010 to 2020 um was approximately 140,000 Which is less

[16:42] than onethird of those required under this year formula so that means about

[16:47] 60% of the stated the anticipated cos would have to be for affordable housing

[16:53] over 25 to 35 period so it's it's simply not realistic

[16:59] um thirdly even if the municipality proves that it doesn't have enough BAC

[17:04] land this housing um the state will still not

[17:10] accept that as as a reason two for one rental bonus credits

[17:16] have been eliminated um despite requiring municipality to address at

[17:20] least 25% of its number as rental units um if a parcel is zoned for

[17:27] inclusionary zoning % Market 20% affordable does not develop municipality

[17:33] will likely have to take additional steps to ensure that it will develop

[17:39] um to remain in the plan um even if you come to an agreement

[17:44] with the Department of Community Affairs no finality is provided meaning that the

[17:49] state has not said um okay that's good with us and then this is the really bad

[17:56] part the legislation permanently institutes a judicially run process for

[18:02] an administrative process substituting 3 to seven retired judges for an equally

[18:06] balanced interest and partisan entity which is cod to resolve virtually all

[18:13] disputes that arise during the entity the entirety of the process and it also

[18:17] exposes municipalities to risk loss of immunity if several of the unrealistic

[18:22] and unachievable deadlines are missed

[18:26] um that's just some of the reasons why um most of the municipalities are

[18:32] opposing this and that's why it's on our agenda uh

[18:40] tonight number 58 is a resolution that authorizes uh

[18:47] our engineer negle group to begin Professional Services on Wildwood Road

[18:51] West and Sh Avenue Road pavement program this year we did receive a grant for

[18:57] that road pavement $86,000 this will kick off that

[19:02] process 59 is a raffle license for a Texas Holden tournament at the at St

[19:07] Anthony's on April 6th um number 60 is for the Riverside

[19:13] Co-op and that's essentially to extend for one year an agreement that the co-op

[19:18] has with um Conquest construction um to extend um for

[19:23] emergency water M for sanitary sewer repairs

[19:29] number 61 is um is a budgetary one it it moves money $25,000 from the reserve

[19:36] budget from 2023 into uh this year's budget in order

[19:40] to uh in order to pay some bills number 62 is the payment of bills

[19:47] I hope everyone had a chance to review that um of course if you have questions

[19:53] um pleas pay forward so um that is it as far as the consent agenda is concerned

[20:00] uh can I get a motion and a second on those

[20:23] to mixed use with residential on top something like what's going on like

[20:41] example in the area is on Livingston Street Norwood you saw where you have

[20:46] the retail businesses on the bottom that had to comply as well does it also

[20:52] include like let's say condo associations too if someone wants to

[20:55] develop condo Community do that I believe it

[21:04] does it's not just mental could fine with it uh Mr Mayor if I can I was

[21:11] involved in this quite a bit in my prior terms with the I guess that was the

[21:16] second round of Kaa and they couldn't come to terms with the third round of Co

[21:22] and the rules back then were incomprehensible you couldn't figure

[21:26] them out which is part of the reason why they never on the third round of gold

[21:30] right and it got so ridiculous that they would have people going around town

[21:35] looking for any sliver of undeveloped land and you would have to count that as

[21:39] a place to build something when you couldn't physically build anything there

[21:44] right um the numbers just don't make sense as the mayor said you couldn't

[21:49] possibly build that much housing in our existing Town it won't fit it's really a

[21:55] push by Builders to be able to build and go up okay that's why and it's happening

[22:02] not just in New Jersey you see it all over the country we do have a nationwide

[22:07] problem where there's not enough housing space so it's inevitable at some point

[22:11] we're going to start building up but I think we need to be much more careful

[22:16] and maybe put the brakes on it and study this before we just say yeah we're going

[22:20] to build housing everywhere yeah but until then yeah you're probably going to

[22:25] see more projects like the one you just approved on P

[22:29] y but and and the um the thing I didn't mention was um you've got a major

[22:36] problem right now with flooding in storm water management across Northern New

[22:40] Jersey to do this and impose these sorts of numbers on communities where you're

[22:44] putting in more concrete and more you know and taking away the U you know

[22:48] Green spaces and it's just it doesn't make sense for flood

[22:55] perspective uh any other questions just the bills page 16 there's a charge for

[23:01] shop right monitoring is that like the super fund

[23:11] monitor oh yeah yeah that's that's it's your environmental engineer yeah it's

[23:16] the environmental engineer it's um when they say shoppr it's for the old um it's

[23:21] for the liquor store yeah that

[23:27] building any other

[27:08] much and not not like um the teacher not teachers I mean like substitutes or

[27:18] we're figuring for for the burrow itself you're talking about literally a few

[27:24] hundred it's only one time it's only one time yeah

[27:28] okay um we just don't we just don't want somebody to say hey I'm I'm coming out

[27:32] here to volunteer I want a coach and then we say okay go get fingerprinted

[27:36] and you got to pay $75 you know it's just you rather just take that

[27:47] this ordinance only okay uh close to the

[28:11] couple ordinances where there will not be open to the public um so the first

[28:17] one is an ordinance for storm water management um to meet a state mandate

[28:22] and I I'll let you explain exactly what we're doing to change our code sure

[28:28] so njac 7 is the state law that legislates storm water in the state of

[28:34] New Jersey specifically it's major developments and major development is a

[28:39] project that disturbs more than an acre of land or increases in pervious

[28:44] coverage like asphalt or concrete Etc by more than a quarter acre so if you take

[28:48] on a project of that scale you have to comply with these rules and they make

[28:52] you reduce runoff rates reduce water quality in terms of Etc and groundwater

[29:00] recharge which is perating water to the ground you have to comply with their

[29:04] standards so every now every couple years the state uh re-ups their

[29:08] regulations they just did so this past July 2023 the new addition was to

[29:14] account for storm water um rainfall uh amounts precipitation amounts to account

[29:21] for um future what the state has calculated to be future 2100 storms

[29:28] uh give the recent higher intensity more rainfall they uh now you have to design

[29:34] for current rainfall data and what the D projects to be future 20 year 2100

[29:40] rainfall data and the Really the the implication is that you'll end up

[29:46] developers will end up having to provide more storage underground than previously

[29:51] um it's a requirement to pass to adopt this as an ordinance the DP lets you go

[29:58] strictor but not less um and it has to be adopted by July 16th of this year um

[30:06] so that's why it's on the agenda and that's pretty much the change

[30:12] and that that was the change from July it doesn't matter commercial residential

[30:17] it's it's the amount of the project yes and and and Municipal projects as well

[30:23] are are subject to the rules if if you're if you fall on that

[30:30] okay okay um can I get a motion in a second

[30:36] for this one uh so

[30:46] question yeah I do but I gotta think about it a little bit in ter I have a

[30:51] question in terms of DP of New Jersey this is a federal government this is

[30:55] state New Jersey and you said it's 25% coverage solid say that again to me

[31:01] explain that to me one more time if you uh take on a project that disturbs

[31:06] actively disturbing the soil to construct your improvements that's

[31:10] greater than one acre okay or you increase in perious coverage by greater

[31:14] than a quarter acre or about 11,000 square F feet you're subject to the

[31:18] rules if your project is less than that then you're not subject to the rules

[31:22] you're subject to whatever local municipalities ordinances which is

[31:27] varies so for example let's say we I know this

[31:31] isn't real but let's say we took the section of the park which is all grass

[31:37] now it's perious right and we said we're going to

[31:41] take quarter of that area or it's over the yeah say you took say you took say

[31:49] you took two acres yeah or you took Veterans Park and you wanted to build a

[31:54] shopping center for example you would you would be subject to you would easily

[31:59] hit the criteria for that you'd be subject to following these rules and you

[32:02] would have to comply with what they make you do is reduce it's a whole bunch of

[32:06] engineering C really just reduce Peak runoff rates which is for for a two1 and

[32:12] 100 Year storm event which is just varing intensities and rainfall depths

[32:17] and for you would run those calculations and you'd have to prove that your

[32:20] proposed project reduces um compared to existing conditions which is a heck of a

[32:26] lot of stor because you're essentially doing is taking that

[32:29] grass nice grass that perks into the ground putting up hardcap pavement

[32:34] building parking lot and which greatly increases the amount of runoff and you

[32:40] have to store that and then some underground or above ground but

[32:44] typically New Jersey doesn't have the space for above ground tension the most

[32:48] part would that also include like on that haris project where they're doing

[32:52] like herous the rule they I think it was

[32:58] 2020 new rules included green infrastructure requirements which that

[33:04] isn't um is a method that you're an option you have to meet the rules

[33:09] there's there's specific methods of reducing Roth that you have to use to

[33:13] meet the rules as well and it's a whole part of the the green infrastructure

[33:17] updates previous pavement is one of them infiltration basins is one of them bio

[33:22] retention basins which are like ring Gardens is another one there's there's a

[33:27] couple options if if you recall you should have a few

[33:32] months ago I think we were required on the council to take a course and in

[33:37] trying to understand this yeah which was interesting of course it was like from

[33:41] 20 years ago and I thought it's not even up to date what we've learned about but

[33:45] yeah basically if we're going to keep caving over Paradise that water has to

[33:50] go somewhere and so you're going to have huge underground chambers that capture

[33:56] that water and hold it so slowly percolate under roll of that pavement

[34:00] back into the ground it's to prevent

[34:06] flooding thank you all right um did I get a roll call on

[34:25] yes okay so the next first reading is um number 1080 and again Scott this is

[34:31] another d one so I'll I'll let you explain yes different um piece of

[34:36] legislation that governs this this is part of um what the D what it's called

[34:42] it's called a tier a ms4 storm water permit which every municipality in the

[34:47] state is governed by um it basically authorizes the burrow to discharge from

[34:53] their storm system through the various outfalls in town to open bodies of water

[34:59] which are um like Pond and Spark Hill Creek Etc um all the outlet points are

[35:07] essentially governed by the state because the state takes jurisdiction

[35:10] over all Open Water Creeks Lakes Etc and the background of the the permit is to

[35:20] reduce uh water quality um detrimental effects of water quality to those bi of

[35:27] water water Downstream on Fisheries Etc from Salt and and different um debris in

[35:32] the roads because all that gets collected unfiltered through your system

[35:37] in the under the roads and whatnot and discharges out directly into these open

[35:43] bodies of water so this permit more or less just legislates that and you have

[35:47] to comply with many things that the DP wants uh that any requirements and I'm

[35:53] sure um DPW is very familiar with it because every year weit report um to the

[36:00] D noting our compliance a couple of them are you have to swe the streets x amount

[36:05] of um miles and x amount of times per year you have to clean catch basins you

[36:11] have to um report how much material material you removed from catch B you

[36:17] have to inspect all those outfalls and you have to report it all back that's

[36:20] just part of the permit um what we have to do now with the burrow the

[36:25] requirement on the bur now is to adop which is going to govern privately owned

[36:31] salt storage um facilities already the municipal owned public owned facilities

[36:38] are governed by essentially very close to the same requirements here if if you

[36:42] ask DPW to have to keep the salt piles um covered away from bodies of water

[36:49] away from inlets anywhere where it could Lech into the storm system and create

[36:54] negative impact of water quality they're just passing uh this on to now private

[37:00] owners of salt storage um and it's largely the same requirements that dpws

[37:06] around State already comply with and that's essentially just what the

[37:10] ordinance is I noticed there was a section in there for

[37:14] Resident right like which which was was less of a requirement but still there

[37:19] were guidelines that that residents have the follow as well right they don't want

[37:24] you putting them on top of catch B summer work for water my rans leas very

[37:32] easily on it that's why they want it covered they want weight put on the

[37:36] cover so that it doesn't roll away so that water just hits the cover and rolls

[37:39] off of it without actually uh coming into contact with the salt and then

[37:44] dissolving it and getting into the water the Water Systems

[37:48] system that's essentially what the ordinance is and this one has to be

[37:52] adopted by the beginning of May um without being in violation with this

[37:58] permit that's why it gives a little bit background with the

[38:00] permit it's not really an application that you make every year it's something

[38:04] that's sort of exists but you have to comply with the um mandates that they

[38:10] made okay can I get a motion in a second for

[39:04] $1,250 you know imprisonment for not exceeding 90 days so there's a little

[39:09] bit of leeway there that they give you but you know I we you know I guess as a

[39:16] bur you have to figure out who's actually going to enforce something like

[39:19] this and then what your find is going to be could imagine like the middle of a

[39:24] snowstorm you know pretty only to see

[41:38] now online it went live this morning on the burough website so people can go on

[41:48] program is all about all the parameters and guidelines for it as well um so

[41:54] thank you to councilman and mich who were on the committee and we'll tweak it

[42:00] as we go along but at least we got the first stage done which is it's there for

[42:04] the public to be able to see and to utilize the other thing is I know that

[42:09] we talked about the New Jersey film commission um there's a film Ready New

[42:13] Jersey um I guess seminar in person that I believe both uh council president

[42:21] mcaro and councilman are going to attend in

[42:25] April and that will give us uh some type of certification for having taken that

[42:32] class or seminar um and then we can from that's all part of you know we'll have

[42:38] an ordinance and so on for that um so that that's in you know in motion so I

[42:44] just wanted to keep everybody up toate on

[42:46] that is there any other old business somebody want to

[42:54] cover uh no we submitted the Grant um the original one was mid December but

[43:03] then it got extended I think we had to do a couple of other things and we

[43:06] submitted again what we have not heard I don't know you estimate on we might hear

[43:10] on that I don't they they submitted um we submitted some new information that

[43:15] they they have some questions we resupply with some information they

[43:19] acknowledged they received that was yeah I think that was done in February yeah

[43:23] we long yeah we did it a couple weeks ago we the question video conference

[43:28] with them we we had a conference call with them went through it explained what

[43:33] this Supply we did it same day I don't know what their timeline is

[43:39] for so let's would you guess in April

[43:44] maybe I don't know that' be great

[44:01] okay so we'll move to Mayor and Council reports I will start with h council

[44:06] president Mar okay so for the preschool I don't have anything to report but for

[44:13] the Ambulance Corp we have uh had 20 we had 22 calls in

[44:19] February um up okay there were nine of those 22 to Northville two to rocking

[44:24] residential three to the Jewish Home four Norwood one to H to park for

[44:28] coaster and one other um a few things that are going on

[44:34] in envac uh the radios and Pages were reprogrammed now it will have a one an

[44:39] all Town tone for response so it will kind of cut back on some of the radio

[44:44] traffic uh our chief and president went to Northern Valley old Japan to speak to

[44:49] students about potentially joining the core they had posters and they gave out

[44:52] cute little rubber ducts so hopefully that will entice some people to uh to

[44:56] join the for we'll see um 226 officially has it power load stretcher however it

[45:02] is currently in the shop getting some much needed um repairs so hopefully that

[45:08] will be back out on the road shortly the cor will be participating in

[45:14] a few of the town events coming up the Extravaganza on March

[45:18] 23rd um opening day of uh wreck or baseball season I don't know what they

[45:24] call opening day baseball's off basball Sall April 27th um they will be at Star

[45:30] Wars on May 3rd and of course the Memorial Day

[45:35] Parade um so that's it for them and of course if you'd like to join please join

[45:40] us you can get a rubber duck too and then um for the police department for

[45:47] February they had 495 total calls 139 total traffic stops 70 of which were

[45:53] selective traffic enforcement details 34 medical assist calls 13 motor vehicle

[45:59] crashes 30 activated bird Weare alarms 20 suspicious activity calls six fraud

[46:05] reports one shoplifting one shoplifting arrest and one arrest for sexual assault

[46:12] and that is all I have let's go this way coun man I got a

[46:19] long one just kid just joking all right uh start with the DPW

[46:25] um they began this bring clean up at Hogan Park in Veterans Field uh they

[46:30] also ordered some clay for the field number one at Hogan so they're going to

[46:35] be resurfacing that field uh they continue with po holder

[46:39] pairs brush collection wood shipping and normal sewage sewer

[46:46] maintenance and then on top of that there's some other items that some

[46:50] details here uh they painted inside the bar hole they installed a new oven in

[46:57] the wreck uh I mean a new roof over the wreck trailer which is next to the uh B

[47:04] cages or B cage uh they did install a hood and vent in the concession stand

[47:10] the snack bar so at least when the season starts this year they will be

[47:14] able to utilize the stone of the well actually the St yeah um they did uh and

[47:22] that was it that's it on the uh on the evw uh Senior Center

[47:27] uh today they did have their St Patrick's Day lunch in uh I heard it was

[47:32] pretty successful my wife happened to show up and assist and help so she gave

[47:37] her her own personal report and she did say it was wonderful

[47:41] it was a very nice nice uh afternoon uh tomorrow they are having a pottery class

[47:49] and on Good Friday they will be closed March 29th there's some regular

[47:54] activities that they're still doing each every month um but uh I decided not to

[48:00] play that into a little all right the Golden Age club uh

[48:06] they're celebrating St Patrick's Day tomorrow at The Brownstone Manor uh on

[48:11] April 10th the members will take a trip to wink Creek

[48:17] Casino uh in Pennsylvania and lastly the Gold AG age

[48:22] Club will be setting up trip to the Westchester performance Arts Center to

[48:28] see a play called Beautiful getting on to the rec

[48:34] department uh yeah great show is it it's really

[48:40] good um getting on to the recreation department I had a couple conversations

[48:44] with Sarah uh B basketball season is coming to an end there's still a couple

[48:49] of games left um not sure about indoor soccer

[48:53] indoor soccer might be over I think play do they still have see I wasn't sure

[48:59] about that because har and I didn't mention into our soaka we didn't speak

[49:02] about that um but overall she's been telling me and some of the other members

[49:07] of committee on the record for have been saying it's been a good season that the

[49:11] kids are having fun the coaches are doing well there hasn't been any

[49:15] incidents or anything like that negative stuff uh last month uh they began to

[49:22] sign up for softball and baseball the numbers last month were low

[49:27] the numbers have increased dramatically so there are a bunch of teams playing on

[49:32] the softball and baseball side and uh like we spoke about you and I had a

[49:37] conversation about uh Hogan's field and trying to get that fixed up so the DBW

[49:43] doing their job uh we will be laying down the clim making that field a lot

[49:48] better on the skin field and then like you mentioned Cara opening day is April

[49:54] 27th and the good news is Joel Maguire our mayor is going to be throwing out

[49:59] the first pitch yes so I will definitely be there for

[50:04] that uh I might warming up my arm that is it for

[50:45] so that ni events as always you can check out their website calendar forist

[51:02] to report for the Board of Health although I believe they have a meeting

[51:07] next week and I will attend that see if there's anything new uh

[51:12] last Thursday evening the northern Valley Greenway had one of their first

[51:17] in-person meetings because apparently since Co on everything's been zoomed and

[51:23] councilman ban attended with me and it was it was a very well attended meeting

[51:27] and it was it was a good meeting um you know they've purposely been taking a

[51:33] very low key approach in the past and the consensus seemed to be that maybe we

[51:41] need to push things up a bit to to get this going so I'm going to pass

[51:47] something out to all of you um it's going to maybe be confusing

[51:52] but take take one and pass it down um New York state has another organization

[51:59] which is the Palisades Interstate Park what I'm passing out to

[52:05] you Pal's Interstate path study you you probably all know they now

[52:12] have a bicycle path connection from the gwb and then it goes up the Parkway and

[52:20] they wanted to eventually connect to the B on the New York State grou this is a

[52:26] New York State initiative but the northern Valley

[52:30] Greenway organization is starting to say we should try and join in with them and

[52:34] show them that we could be part of that because the greenway could you know also

[52:40] be another place for the bicycle people to go so there is a zoom meeting for

[52:46] government officials next Wednesday um midday okay there's

[52:54] actually having a meeting right now with local vendors but we're all here so we

[52:58] can't be at that meeting obviously but I would encourage any of you who would

[53:03] like to attend the zoom meeting next Wednesday to do so and we need to show

[53:07] our support for what New York state is doing and also how the greenway could

[53:15] become part of that um and

[53:19] um actually I'll I'll ask you haran if there's anything else you think I missed

[53:24] on that uh I think that was my first meeting with them and I think they do

[53:31] have you know a lot of active people and I think they are getting involved with

[53:36] doing different things and this is another option to you know try to get

[53:42] the project right yeah so so Roy this this um this commission here

[53:49] they they're trying to do a study is this being funded by New York State yes

[53:54] it is so they've got backing already yeah they have backing that's than the

[53:59] greenway has I mean that's the greenway has backing but not the actual dollars

[54:04] right yeah um we're basically saying look to who has the most funding and the

[54:10] most power to keep pushing this thing along and needs to go up every level of

[54:15] government now to get their backing as well I think it's in the New Jersey said

[54:20] it seems to be almost like a steel me would you agree well it is because um

[54:27] you've got the arguments between New Jersey Transit and the state do as to if

[54:34] they're ever going to do a light rail where is it going to end and it's taken

[54:37] them 20 years to come to the decision that they don't know what they want to

[54:41] do and that's holding up even this Greenway thing

[54:46] and that's the frustrating part of this I think we're all getting frustrated

[54:50] with it and at some point maybe we somehow trying and go around it I'm not

[54:54] sure now we also spoke briefly about the fact that yes we're not supposed to be

[55:00] on CSX property and we can't clean it up but we've also heard some sentiment that

[55:07] maybe what CSX doesn't know doesn't matter and that if we want to go and

[55:12] clean up some of the areas maybe can they're looking for safety purposes for

[55:18] safety purposes right and they're looking at maybe doing some

[55:24] Community um what you yeah C clean updates and that kind of yeah so I'm

[55:31] hoping we can you know benefit from some of that

[55:35] okay uh regarding grants there's really nothing new to say we're up to

[55:41] [Music] 86932 in applications

[55:45] pended um and we have upcoming the open space Grant um and the again every year

[55:53] we we apply for the FEMA firefighters brand and so we have that one coming up

[55:59] and that's it for me I and uh the firefighters did win $775,000

[56:06] for I think it was the them award from last year yeah

[56:12] so so hopefully

[56:16] yeah okay great thank you Council uh yeah um the planning board we

[56:25] we didn't uh me there's no um actual applications but in February we had a

[56:31] total of um 11 permits issued um and a total of

[56:38] $1,413 in uh you know various permit fees and you know inspection

[56:44] fees um which is about $2,000 more than the multipli so it's kind of an uptrend

[56:52] and however it is about 8,000 less than the before right

[56:58] so and um there was no applications like I said and

[57:08] that's yeah I'm just excellent EXC I have a lot of questions but I just don't

[57:14] have a lot of reports so that's fine offer I got a lot of

[57:20] reports not a lot of questions uh fire department stats for

[57:24] the month of February 16 emergency calls totaling 87 and a/4 man hours that was

[57:29] six fire alarm calls three hazardous material calls one smoke condition Three

[57:34] non-structural Fires and four mutual a calls there's also 26 non-emergency

[57:39] calls totaling 230 and 3/4 man hours that includes one company drill and

[57:44] three Fire Academy training events that'll do it for the fire department on

[57:49] fire prevention side for the month of February there were 37 initial

[57:52] inspections and 12 new inspections moving on the northv board of Ved the

[57:58] last board meeting uh was on Thursday February 15th at the media center um

[58:03] some of the key takeaways there are that classroom items are being set up in the

[58:06] annex for the next school year for the preschool um there was a uh audit

[58:10] presentation by Bill Swisher the district auditor he mentioned a few

[58:15] minor audit

[58:18] findings and um as some of you are aware it was a standing room only Crow at the

[58:23] last meeting U mainly due to um an incident where a student had brought a

[58:27] knife into school and a parent had was some concern over school

[58:33] safety um student and staff safety had recommended that the uh the board of V

[58:39] looking to hiring a class two or class three retired police officer um and I

[58:45] expect that that topic will likely come up again at tomorrow night's

[58:49] meeting uh finally on the Northern Valley Board of EDS side the last

[58:54] regular meeting was held on March at the NPD Media Center uh the

[58:59] superintendent honored um teacher of the year and staff of the year for NP the

[59:03] teacher of the year was Lindsay stepner who was a health and physical education

[59:07] teacher and the staff member of of the year was Lauren Lopez who was a school

[59:12] nurse and she was also recently honored at Congressman gimr's Hometown hero

[59:17] event so it's her second honor recently um there was some mention of

[59:24] the uh 24 25 school budget it looks like a 1.9% increase for taxpayers for next

[59:29] year um the main points there on why it's going up are salaries

[59:35] transportation and health insurance cost once

[59:38] again um there's also some uh Capital Improvements that are planned for the

[59:43] next school year the the major one that impacts us is um new turf fields at mbot

[59:49] so they're expanding that was about $4 million in Capital Improvements plan um

[59:54] the nbot performance cats was very successful um well attended and well

[1:00:01] received there was a number of uh of sporting uh achievements um the key one

[1:00:08] was by Abby Dennis who placed in the top 10 for hurdles at the Nike IND track

[1:00:14] Nationals competition so she did really well there

[1:00:18] um there was also a um a member of the northern Valley Youth Lacrosse

[1:00:22] organization that was concerned over being charged to the field facilities um

[1:00:28] that's something that a lot of local wreck and club sports organizations are

[1:00:32] facing as the uh the schools try to contend with um the cost of maintaining

[1:00:37] these facilities um it's something that's going to impact these

[1:00:41] organizations because it's it's not cheap by any stretch of the

[1:00:44] imagination but we'll see where where things go there the next meeting is

[1:00:48] Monday April 22nd at 730m at the C

[1:00:54] tonight uh that 1.9% once once they get a little

[1:00:59] deeper into it that's that's for the seven pounds then they they should break

[1:01:04] it down into what it is for each like some it might be North Bell gets nothing

[1:01:09] right or you know get 3% because there's a formula they use

[1:01:15] with the number of students you have exactly it's not terrible but I got that

[1:01:20] more detailing I'll share with you okay so my report um um Council mcar

[1:01:27] already covered a lot of these but we've got events coming up Saturday March 23rd

[1:01:31] 11:00 a.m. is the egg hunt at Hogan Park we have a a rain date of um the Sunday

[1:01:38] the 24th at 2 p.m um Saturday uh May 3rd at dusk no I'm sorry Friday May 3rd at

[1:01:46] dusk is our movie in the park it's Star Wars um the rain date on that would be

[1:01:51] Sunday May 5th Monday May 27th 11: a.m. is Memorial Day Parade which will start

[1:01:59] at school and make its way down to uh the American region uh we've had two um

[1:02:05] public budget meetings the past two Thursdays where we've covered the

[1:02:09] budgets for the DPW and the fire department tomorrow we will continue

[1:02:13] here at 6 PM with the police department and the ambulance

[1:02:18] for um I do want to thank our DPW who are here for painting the conference

[1:02:24] room on the first floor of our Hall excellent job um I'm glad to see the m

[1:02:29] and the pink from 1995 is finally gone um so we're slowly bringing the

[1:02:35] offices into the uh 21st century with the transformation of the building

[1:02:39] department the mayor's office conference room so next will be the municipal

[1:02:43] perk's office and now she's excited about that what color is that

[1:02:49] more that's yeah that's still the old color yeah um and and then uh and then

[1:02:56] the main office area so there'll be some changes in there which DPW will

[1:03:00] certainly be a big part of so looking forward to that um last week as as

[1:03:05] Council Fernandez mentioned I was honored to attend two of the grand

[1:03:09] openings that we had in town first was a library grand opening uh reopening on

[1:03:13] Tuesday and I was glad to see just about the entire Council there so that was a a

[1:03:18] very good showing I know they were happy the renovation looks great um please if

[1:03:22] you haven't gone there go check it out the second was the Grand open of the NJ

[1:03:26] Fieldhouse on the Grand Avenue on Friday with Council manafa very impressive

[1:03:31] facility um all the latest it's the latest in sports facilities in North

[1:03:36] Bell so um you know after that we've got a hockey training facility that's coming

[1:03:41] very soon as well so um it's really turning into a big Sports um

[1:03:47] town with all these older buildings getting converted it's nice to see um I

[1:03:53] the um we did get an update from the all the water on the funding for our

[1:03:57] community garden um I guess we're into the next stage where they're setting up

[1:04:02] the actual vendor which would be the ambulance core where the funds will go

[1:04:08] from be to them and then the burrow can take them and use them for the garden so

[1:04:13] that is I guess a technical thing they've got to set up on era and that's

[1:04:17] getting set up so hopefully what we'll follow is um some funds coming from them

[1:04:21] so we can get this project moving this year that would be nice

[1:04:28] it's just under $110,000 it's like 96 or 9800 something like that um and our

[1:04:34] quarterly newsletter will be printed and sent out most likely by the end of next

[1:04:39] week and that is it for that U with that I will move to Mr

[1:04:46] Ferraro anything for our attorney thank you uh aside from the two ordinances you

[1:04:51] had this evening for the private salt and the storm water another one that's

[1:04:56] mandated by the D which is a tree Tre tree replacement ordinance and uh we'll

[1:05:03] have that for you at the next meeting Scott and I have been working on that

[1:05:06] together um in fact I got the appendix of the types of trees that we recommend

[1:05:12] the burrow use as the ones referred can I can I see a question on that because

[1:05:18] it it's actually a topic that's coming up in the last couple of weeks that

[1:05:23] ordinance that is that for municipality does it or is this for private residents

[1:05:28] is it for everything well it's definitely for

[1:05:32] private residents yeah I believe it also applies to misties too just like the

[1:05:37] storm water does and Sol as well so if you take down a

[1:05:41] certain number of trees You' got to replace

[1:05:47] those and Street trees and Street trees yes so part of the whole flooding issue

[1:05:54] and

[1:05:57] there'll be a few more ordinances that you'll see uh next month the mayor just

[1:06:02] reached out to about the uh we're going to have electric electronic permitting

[1:06:06] for our construction department so they'll have an easier access but uh it

[1:06:12] costs money and we're committed to charge a search charge for that help

[1:06:17] recoup over a threeyear period so you'll see that

[1:06:20] resolution and a few other ones in the offer

[1:06:27] and our our our sewer one oh yes we had an issue with with a contractor in town

[1:06:35] who broke uh two sewer lines having some issues with his

[1:06:41] insurance we're working through our insurance Consulting for

[1:06:47] insurance and we're we're going to deep up our street opening

[1:06:53] permits um both both with regard to the uh providing a bond and um to address

[1:07:01] the issue of insurance which just just arose on this one for the uh fellow who

[1:07:08] submitted a certificate of insurance for the two sewers that broke it's very

[1:07:12] interesting I don't know if you if you've experienced in your work that

[1:07:16] from time to time a contractor or someone will issue a US Certificate of

[1:07:20] Insurance right and it says named additional insured or named insured the

[1:07:26] burrow of northv well that's something we get on a regular basis the problem is

[1:07:32] and nobody I don't know I think everybody relies upon that Certificate

[1:07:35] of Insurance but one of the problems is in that certificate it says this

[1:07:41] certificate is subject to all the conditions of the policy but you don't

[1:07:45] see the policy and in this fellow's

[1:07:50] insurance damage underground such as a sewer repair is excluded on its coverage

[1:07:56] so we would never know that so we're going to require that on on the

[1:08:00] certificates of insurance that we receive that those are specifically

[1:08:07] insured yeah like show like other words this is a sewer operation we want you

[1:08:13] know you have to specifically say that any damage to our sew system is

[1:08:20] covered okay thank you anything else that's

[1:08:27] it Mr Lage thank you the light out front shop right was reinstalled week or so

[1:08:34] ago I believe after about a year working with a contractor um so we'll work with

[1:08:38] him to close out that project I think there are two do grants that has

[1:08:43] associated with the streetcap on Paris Livingston so we'll start put get that

[1:08:49] closed out re first um the next it is Livingston the other Livingston stre

[1:08:55] Street project is out to bid the bid opening is scheduled to be open Tuesday

[1:09:00] April 9th at her Hall um and then we'll shortly after that schedu a PR

[1:09:05] construction meeting with the contractor and hopefully begin late spring early

[1:09:10] summer and the dog park is scheduled contractors planning to come out next

[1:09:15] Wednesday the 20th to start construction there it should be about one to two

[1:09:20] weeks of work if not much and the Hill post notices to the residents ordering

[1:09:25] the the park and um the DOR friend made me aware of an issue with with the seni

[1:09:32] new senior cat dor so I look into that to the

[1:09:35] architect address whatever needs to be addressed that's all I have okay great
