[25:33] Unfortunately, fraud perpetrated by electronic voting machines, tabulators,

[25:37] and mailin ballots was on full display during the recent primary election.

[25:42] Analysis of the cast vote record obtained by FOYA once again reveals

[25:45] clear algorithmic manipulation and other data anomalies. So, the fix is in before

[25:50] we even get to the general election. This evening, I'll present information

[25:54] from an article by Mark Cook titled the American Citizens Declaration of

[25:58] Independence from Election Manipulation. The article highlights a sophisticated

[26:03] threat to our elections that most people have never heard of, feedback loop

[26:07] predictive modeling. Election security expert Mark Cook calls it exactly that.

[26:12] And once you see how it works, you'll understand why surface level fixes like

[26:15] clean voter roles, IDs, or more observers will never be enough. Here's

[26:20] the threat. Here's the threat in plain English. Bad actors start with a

[26:24] baseline model using decades of historical turnout data, party

[26:28] registration, and past voting patterns. Then they layer on big data pro voter

[26:33] profiling, your GPS locations, credit card purchases, social media posts, and

[26:38] even Amazon purchases. that gives them a ghost ballot predicting with scary

[26:42] accuracy how you will vote. Next comes real-time voter snapshot modeling. Every

[26:48] early mail-in ballot in every electronic pollbook check-in updates the model

[26:53] live. When you vote on a ballot marking device or direct recording uh direct

[26:58] recording electronic machine, the touchscreen already knows your choices

[27:02] before the paper ever prints. The model then tunes the outcome and tells the

[27:06] operatives exactly how many ballots to inject via dropboxes or late mailins. By

[27:12] the time the votes are counted, the result matches the engineered prediction

[27:17] predetermined outcome perfectly. Audits see clean numbers because the fraud

[27:22] happened before the ballots were ever cast. Here in St. Clair County and

[27:26] Ofall, we use the very systems that feed this loop. early voting, mail-in

[27:30] ballots, dropboxes, and optical scan tabulators. The Illinois election code

[27:35] allows electronic systems and extended voting windows that create the real-time

[27:39] data the model needs. The result, a completely rigged election system where

[27:43] only approved candidates win. When will Americans wake up, face the facts, and

[27:48] demand change? Now, to the declaration. When in the course of human events, a

[27:54] free people must rise and cast off insidious manipulations that corrupt our

[27:58] elections and steal our sacred voice. Decency demands, we declare the causes

[28:02] and the cures that will restore our liberty. We hold these truths

[28:06] self-evident. Every citizen, no matter of circumstance, is endowed by our

[28:10] creator with the right to free, fair, simple, transparent, and verifiable

[28:13] elections. The consent of the govern expressed through the ballot is the sole

[28:18] legitimate source of power. When any system, machine or cabal, domestic or

[28:23] foreign, subverts that consent through fraud, complexity, coercion, secrecy, it

[28:28] is our right and duty to reject that deputism and demand reforms rooted in

[28:33] clarity, local control, and public oversight. The cornerstone of free, the

[28:39] cornerstone of a free republic is handcounted, handmarked paper ballots

[28:43] tallied under the watchful eyes of citizens. No opaque machines or

[28:47] unaccountable public servants stand between the people's will. Yet we have

[28:52] endured relentless pattern of abuses. Voter suppression by algorithms,

[28:56] intimidation and barriers, phantom voters and fraudulent registrations,

[28:59] deliluding our voices, ballot stuffing, harvesting, discarding and alteration,

[29:04] electronic tampering, hacking and malware, delayed or falsified results,

[29:09] foreign and domestic interference, denied access to public records, and

[29:12] unchecked absentee voting. to cover the fraud perpetrated by the machines. At

[29:17] every stage, we have petition petitioned, sued, advocated, and audited

[29:21] only faced with denial, delay, and dismissal. In the meantime, we have

[29:25] proven simple methods work. Small precincts, public handc counts,

[29:29] transparent records. Yet, corrupted public servants cling to opaque systems

[29:33] unfit for a free people. Therefore, we declare our independence from this

[29:37] corrupted process. The city does not run elections, but you

[29:42] do speak for residents, or at least you should. The council must act now to pass

[29:46] a simple resolution urging St. Clair County Election Authority and the county

[29:51] board to adopt handcounted paper ballots. Help us restore trust, secure

[29:55] our elections, above all, honor the will of the people, send that resolution.

[31:36] still holds a lot of marketing trips, travel trips, expenses for a national

[32:01] 3812 was paid for some u budget meetings, food,

[32:08] travel, and a conference table. Seems to me I recollect buying another conference

[32:15] table several months ago. So I I'm interested in why you need more than

[32:20] one. Um

[32:26] the parks I mean the public now the parks had some uh 2,000 some odd dollars

[32:33] spent for some sort of an IP training for travel and expenses for a training

[32:42] career fair. You also purchased a piece of ground at

[32:48] 324 West Fifth Street for 89,500 and change.

[32:55] Durk's equipment is hauling away some more of the refuge from the waste

[32:59] treatment plant for 11,642

[49:54] dangerous area should be considered something to be done. statistically

[50:00] something will happen. And of course, maybe we can get some paint to fix the

[50:05] streets this year. Um, couple other questions I have.

[50:12] I've um had I don't know if they're from Amron or who they are, but I've had

[50:18] people come around from Amrons claiming they're from Amarind without placards or

[50:23] anything coming on door saying uh they would like to help you shave a penny off

[50:27] your off your power bill. I just want to know what the deal on that is.

[50:34] I've noticed that uh up at the caboose that you cut down the prairie grass in

[50:40] front of there and I don't think that's the right thing to do that. Another

[50:46] question I had is if you know anything about what's happening down at the old

[50:50] dairy. I've seen some a lot of work and stuff going on there and just wondering

[50:55] if the city knows what's happening in that regard.

[50:59] And then finally, a point.

[51:03] I've been online at a few different other uh cities and looked at their

[51:08] public time for comments. And

[51:15] we're the only one that shows the back of the heads of people.

[51:20] I'm showing you what I look like in the front because they get to see the front

[51:24] end. All you get to see is the back of my head. And I was wondering why that

[51:28] was ever changed because there used to be a podium over there and the camera

[51:33] could pick you up and see the person talking. I think the people need to know

[51:38] what the the people of the public look like instead of looking at the back of

[51:55] We'll start with our sis our city administrator

[51:59] Grant Litkin. One of these days, okay, long list

[52:05] tonight. Thank you everybody that's interested. Um so obviously Amazon

[52:09] purchases we do um a lot of operational things, flashlights, rain gear. Um a lot

[52:15] of uh again some of our field equipment we order from that. Um also mentioned

[52:19] was our commerce statements. Those are our credit cards. And so a lot of the

[52:23] training, travel, conferences, the one mentioned was the IP, that's the

[52:27] Illinois Parks and Recreation Association. So we do send staff to

[52:31] training. Um we do make these purchases on credit cards obviously. Um but

[52:35] anytime staff goes to training, it is in our personal handbook, which was

[52:39] recently updated. They are obligated and required to submit invoices and receipts

[52:44] itemized. And I assure you, even for myself and for Sandy herself, she goes

[52:50] through them all. um she has a lot of questions every time we go to training.

[52:53] So, thank you for that. The fieldhouse study is recently we're in a almost done

[52:58] with the draft. That'll come back to the council here soon as soon as we can

[53:01] button up some loose ends um on some other issues we're going with. We did

[53:06] did purchase 324 West Fifth Street. Um that's an item that was a part of a

[53:11] public works project. We did close on that property last week. That is near

[53:15] the dairy that was also questioned about earlier um on Highway 50. our fire uh

[53:20] department along with a lot of regional uh partners and some police I believe uh

[53:25] were out there training this Saturday. There is a demolition permit given for

[53:29] that and so that building should be coming down in the near future. Um I

[53:33] think it was a very good training. I saw some posts on Facebook that how often

[53:36] they get to train on commercial properties and I believe it was on

[53:40] channel 4 news as well. Brad White was featured. Um Hanks wrapped up the North

[53:46] Cherry Street project. That's one that's been going on for a long time. Um, it

[53:51] was referred to as Gilly Excavating. That's Jelly Excavating. They're doing a

[53:54] lot of the ground work out at the sports park. U, we did replace the generator,

[53:58] repaired the generator in French Village. This is our pump station that

[54:02] brings water from Illinois American um heading towards Fairview Heights in the

[54:06] river all the way up to Fallon. So, it's a rather large generator and rather

[54:10] large pumps. Um, and so we do maintain that property down there. We did have

[54:15] some emergency purchases at our wastewater treatment plant for the

[54:17] electrical system and some clarifier fixes. I did send that notice to the

[54:21] council a while back on those purchases before they were done. Um the power bill

[54:26] assistance as well as a water bill assistance. This is something the

[54:29] council and the city has done for a number of years. We do not give money

[54:33] specifically to people individuals. Um what we do is we split the costs with

[54:38] nonforprofits that have a vetting process on supplying assistance for

[54:43] utility bills and water bills. Um it's been very successful and I know the

[54:47] council continues to wish that to be budgeted and that is in the budget that

[54:51] was voted on tonight. Um I'm happy to announce that the

[54:55] lighting in downtown on State Street will be a component of the approval or

[54:59] the agenda item tonight approved with oats. I'm looking at the streetscaping

[55:04] on State Street. Uh there are a lot of solicitors and door-to-d dooror salesmen

[55:09] for electrical services. Um the city of Found does have an aggregation uh

[55:15] contract. We do not necessarily give advice on

[55:19] which providers to go to. Uh but do know that the aggregation rate or the Amarin

[55:24] rate are the only ones that are guaranteed to be reviewed by us. Um, and

[55:28] we do kind of caution people, make sure you read the fine or the the language in

[55:33] the contracts because a lot of these have teaser rates or promo packages that

[55:38] do uh raise in the later years. Um, if you do see solicitors without placards

[55:43] or solicitor license, please call the public safety non-emergency number. We

[55:47] do get a lot of these. We do permit the solicitors. They go through background

[55:50] checks and so please let us know if you see those. And then we talked about

[55:55] Highway 50 and the caboose. We have done a lot of maintenance on all of our wild

[56:00] prairie grass. In fact, if you go out to fire firehouse 4, we did do a controlled

[56:05] burn on a lot of those. And so those are annual maintenance we do every year.

[56:24] chairing the meeting last week when I wasn't here. The second thing

[56:32] seem like we run through um some of the stuff at city council meetings rather

[56:36] quickly. The meat and potatoes are discussed at the um committee meetings

[56:41] and questions are asked and the city staff does a fantastic job at preparing

[56:46] us for those votes by um the presentation that we get in our board

[56:51] docs which isn't board docs anymore but um the documentation that we get uh

[56:56] ahead of time and I know I'm not the only one but if I have specific

[57:00] questions sometimes I'll send an email and get answers. So there's a lot of

[57:03] communication that goes on that's not here at city council meetings. So if

[57:09] this is the only meeting you tune into, you're it may seem like we're just

[57:12] running through things. We're really not. We we go through them pretty close

[57:17] um or detailed. And so I just want that out there again.
