[9:38] I'd like to report a couple of things. Um the Ohio public police and fire um

[9:44] pension system is implementing a change that goes in uh effect to October 2026.

[9:49] Some of these um changes implementation has to do with enhancement of security

[9:55] features and um implementation of how they administer the pension. So that is

[10:02] that is something that we have to stay student on that we're required to do

[10:05] training and um a couple hours to be introduced to that and there is some

[10:10] implementation change that has to take place in regards to our ERP our

[10:15] accounting software system just to keep you updated on that. Um I will be

[10:19] attending that uh trainingconference uh September 28th virtually. Um due

[10:26] September 30th is our continuing disclosure statement that is required.

[10:30] That is a report necessary for our investors who are interested in knowing

[10:34] is the village of Oakland worthy of investing in. That report shares quite a

[10:39] bit of insight in regards to the vill's finances um our debt obligations etc.

[10:44] And it also includes some of the narrative as far as how we operate. So

[10:47] that's another thing to keep up to date. The department heads have received

[10:52] correspondence from me indicating that it is time to prepare for the 2027

[10:56] budget which we are going to ask for an extension. Typically council's

[11:00] expectation is to receive that information by or before September 4th

[11:04] or 7th. We are asking for an extension because we want to make sure that

[11:09] there's additional training and enhancements as far as what we present

[11:12] to council. a lookalike presentation, meaning all the uh reports and the

[11:17] narratives applicable to their budget is seamless and repetitive, meaning it

[11:22] looks the same. So that way it's easy for you to navigate through. And in

[11:27] addition to we are still in the process of working on amending the 2026 budget.

[11:34] We will be according to the finance chair council uh woman Mary Davis

[11:40] indicated that she will be uh scheduling another finance committee meeting

[11:44] sometime next week to [snorts] finalize those necessary amendments and any allow

[11:48] you to have additional questions um in regards to that and that is all I have

[12:09] finance chair for council and I just wanted to uh bring we had reviewed

[12:14] budgets that were for 2026 last week with this house and all of council who

[12:18] are all part of our finance committee. Um, and I wanted this to go out to the

[12:23] mayor and all the department heads. Uh it is the feeling of all council as a

[12:29] whole that we are and the job of council is to watch over the village spending

[12:33] and budgets. Therefore, council as a whole is requesting a spending freeze

[12:38] for every village department budget with the exception of essential emergency

[12:43] operating spending that includes payroll include salaries, wages, bridges,

[12:49] utilities, contractual obligations as long as you do not exceed your approved

[12:54] budget line items. We are scheduling to have another finance committee meeting

[12:59] next week to go over the all the budgets and

[13:04] Okay, that was it. So, I thank you as a council at home, the whole of council,

[13:10] that's what we feel at this time. Thank you. Thank you. Okay. Um, mayor, mayor's

[13:28] we've had a beautiful summer uh with camp. I wanted to start by saying the

[13:34] camp was a a a huge success. I brought some things to report on camp.

[13:42] Uh camp this year, we offered financial aid for the first time.

[13:47] Uh kids that had multiple kids in their family, they were able to get financial

[13:51] aid. Uh the budget, although it was reduced by 25,000, the kids were still

[13:57] able to go to United States two times, Cedar Point, Adrenaline Monkey, the Zoo,

[14:02] Fun and Stuff twice, Urban Air twice, the movies, Pioneer Water Park three

[14:08] times, Roseland, and Kalahari. In addition to that, the kids also

[14:14] experience painting, gardening, mural instruction, STEM education, crafts,

[14:21] cooking, karaoke, t-shirt design, and girls empowerment programming.

[14:28] So, I wanted to just get into that a little bit. There's been some rumors

[14:32] about what the camp was or was not. The important thing is that the kids were

[14:37] there. They had an amazing time. They paid 350 for 8 weeks. Okay. From 7:15 to

[14:46] 4:15. For 8 weeks, 350. You got Kalahari in there and 1 2 3 4 five of those trips

[14:54] included lunch. So, I want to just say the camp was a wonderful experience and

[15:00] it also was a wonderful deal for the children and I hope to see all of you

[15:04] back next year. And I hope if you were a parent, we sent out surveys. We hope

[15:09] that you fill out the surveys. Excuse [clears throat] me. Um, you fill

[15:14] out the surveys so we get your feedback for next year. So, every parent that

[15:18] participated in the camp, we had a survey. We sent it out to the

[15:22] counselors, the camp uh supervisors, and everyone. So, make sure you fill out

[15:26] those surveys so we get good information from what worked and what didn't work so

[15:30] we can improve for next year. Uh, also this summer we had the 75th

[15:36] anniversary celebration. This was a tremendous success. Beautiful three days

[15:42] of celebrating the community. Every single department showed up. The police

[15:46] were there. They kept it safe. The fire department made sure all of the vendors

[15:52] had their registrations and their certifications. Service was there

[15:56] managing everything from the top to the bottom. uh building all worked together

[16:01] to to ensure we had a beautiful turnout, a lovely weekend, and we're going to do

[16:06] it again next year. Um in in response to that, I'd love to thank all of the

[16:12] community partners that sponsored the event. So, I'd like to list them now.

[18:51] have a a huge wall with a lot of different um memorabilia stories and uh

[18:57] we'll have a souvenir 75th anniversary booklet. So, we'll be able to share that

[19:02] with you and something for you to take home to remember our 75th by a few um

[19:10] events that are coming up on September 5th. We have Bike with the Mayor

[19:15] September 5th. So, this is one of our wellness initiatives. So, if you have a

[19:20] bike and you want to want to ride, you don't have a bike, please give us a call

[19:25] because we're trying to work with partners to either loan bikes or donate

[19:28] bikes. But this is a health initiative. We work with the county because we are

[19:33] interested in expanding our trails. And one thing that we've learned that if you

[19:36] show the county and other funders that you're using the trails that you have,

[19:41] then they would be interested in seeing. And one project that CVE and I have been

[19:45] discussing was expanding a trail from the Meadows to Hawthorne Parkway. So

[19:49] that would allow the Meadows to access Hawthorne Parkway. And it's still in

[19:54] discussion. We still have to find the funding, but the good news is if we are

[19:59] funders that we we're using what we have and we're we're anxious to get more. So

[20:04] if you have a bike, don't have a bike, just register and we can get you access

[20:09] to a bike. It's a family event. all levels. We'll go in a loop. We'll start

[20:13] at the church. There'll be a light breakfast. We'll go around Broadway.

[20:20] It'll be a really good opportunity to bike with your family. If you have bikes

[20:24] in your garage that you haven't ridden in ages, please come out with your

[20:28] family and bike with the mayor. And another

[20:33] opportunity, we're partnering with American Red Cross and the coalition of

[20:39] black black trade unionists in support of cickle cell education. Maybe we don't

[20:45] know about cickle cell and our families, but this is a blood drive we're having

[20:50] on September 17th. This will be in our community center uh partnering with the

[20:55] Red Cross. You can come there. You can get to know your blood type and there'll

[20:59] be education on cickle cell uh and and what you if you donate you are helping

[21:04] individuals that have cickle cell. If you don't know if you have cickle cell

[21:08] uh trait in your family this is something you could learn because at

[21:11] some point you may need to uh have a blood transfusion as a result of cickle

[21:16] cell. So we're promoting that. And an added benefit, all who donate will

[21:22] receive a $20 Amazon gift card and that's compliments the CBTU of

[21:27] Cleveland. So, and a Hello Kitty collectible item. So, you can give that

[21:31] to your your grandkid if you don't like Hello Kitty. But yes, so the the

[21:35] coalition will give you a $20 gift card to donate and um and just come out if

[21:42] it's something. Don't be afraid. They'll give you snacks. Uh if you're worried

[21:45] about uh fainting, I know when I donated last time I fainted. So if you're

[21:50] worried about that, they have resting stations for everyone. Um so that's

[22:04] ability. Uh lastly, oh the one thing I did want want to report as part of 75th

[22:09] and our sustainability efforts, we did have an EV car show as well at the 75th,

[22:15] uh we had residents come out and share their vehicles. There were ride and

[22:18] drives. There were 30 ride and drives. They were offering $5 to anyone who

[22:23] wanted to ride an EV vehicle. They did 30 ride and drives. So that meant 30 new

[22:28] people who had never driven an EV vehicle had the opportunity to drive and

[22:33] ride in an EV vehicle. So this is our way to expand about the knowledge of EV

[22:38] vehicles and support our sustainability goals of transportation because our

[22:42] number one emissions in the village are related to transportation. So the one

[22:47] thing that we can do is think about driving electric. And that concludes my

[22:52] report.

[22:55] » Yes. Couple questions you please. Sure. >> Um summer camp. How many local residents

[23:00] attended? You didn't mention that. You just said huge success. Uh the summer

[23:04] camp was 50. >> 50 51. There may have been a couple that

[23:10] um left, but largely 49 to 50. >> Okay. And when are we going to get a

[23:16] budget about the income and expenses and all that stuff? When were we when is it

[23:20] finalized >> for the camp?

[23:22] » Yeah. For camp first. Yes. >> So, um we have

[23:27] a finalized notation of the camp, but we were going to report that with the rack

[23:31] budget. So, we were waiting to present the rec budget. We hadn't done that yet,

[23:37] but we do have everything here. So, if this is something you wanted to look at

[23:40] now, I can pass it down. Um, you want to pass that? Sure. But this is not the

[23:46] complete picture, but that's what we spent for camp. And it was about

[23:52] Oh, the folder. I asked for things and don't look at.

[24:06] So this is the red budget.

[24:22] I asked to do a comparison of 25 versus 26. In 25 there was $70,000 spent on

[24:30] camp. In 2026, [snorts] uh we spent $50,000 on camp. Uh

[24:38] this was a significant uh reduction in expenses.

[24:42] And the the goal is is that even though we didn't do field trips every day, the

[24:48] kids were able to do things like AI and entrepreneurship, work with gardening,

[24:52] and being in the garden. There were seniors that were also in the garden. So

[24:56] they were able to connect with seniors. So these were youth that were working

[24:59] with seniors. Some of our senior gardeners are here. So this was they had

[25:03] many more enriching experiences than just going to adrenaline monkey five

[25:07] times. So my goal for the camp is that we we continue to explore enrichment

[25:12] activities that give the kids uh an outlook to things in life that they can

[25:18] do, life skills. We wanted to do a survival swim class. we started too late

[25:22] to find a pool, but survival swimming is absolutely one thing that we wanted to

[25:27] add and we we intend to work with Veteran Heights uh next year to ensure

[25:31] that the kids get the survival swimming skill passes. So, they're able to to

[25:36] learn that life skill, but this is something that we need especially since

[25:40] the district won't have a pool in the the new building. So, we need to make

[25:44] sure that our Oakwood children are getting exposed to swimming as at least

[25:48] in the summertime in our camp. So this is one other thing. So uh anyone who's

[25:53] had concerns or criticisms of the camp, I welcome you to uh when it's time for

[25:59] residents to speak. Any concerns, I I welcome you to come ask me questions. We

[26:06] have the finances, she has the finances, and uh we can talk about it because

[26:12] there's a lot of uh negativity going around about the camp. But when you can

[26:15] pay $350 dazzer kit somewhere, [snorts]

[26:20] » 8 weeks, >> 40 plus hours a week,

[26:24] » that's a deal alone. So I think what we need to look at and for $50,000 for

[26:30] significantly less children. Uh so what I what I'd love to just just say is this

[26:36] is an open dialogue and you know if there's any grievance, these public

[26:41] meetings are where we're supposed to talk about them. Okay? Not late night

[26:46] conversations where lies are told. The grievances are supposed to be here in

[26:52] these public meetings. So, if there's anything that needs to be discussed

[26:56] about camp or otherwise, I offer I invite anyone to come here to talk to me

[27:03] about it. Okay? Because only cowards run around at night. Amen.

[27:17] a budget before you started but they never received one. I asked on July 8

[27:23] 14th our last meeting about how much the community cost the village.

[27:34] sponsorship dollars it was about 17 to 20,000. So

[27:41] that I like a real report if I can actual. Can I get a copy of this please?

[28:06] I think we Uh, I sent you guys a Oakland Police monthly call reporting.

[28:17] of the year on it. It has our charges, our calls, our accidents, our reports,

[28:23] our incident reports and our arrest and also citizens complaints on this report.

[28:27] I did I had to email you guys that. Um, [clears throat]

[28:31] a few things. We did have a coffee with a cop earlier this month at Dunkin

[28:36] Donuts. It went very well. We probably had over 100 people come in, interact

[28:40] with the officers, those residents, as well as people that work in work in the

[28:45] city. So, that was really good. Our citizens academy is starting on

[28:49] Wednesday, 6:30 p.m. to 8:30 p.m. That'll be for about 5 weeks. Just let

[28:55] you guys know about that. Also, I'm going to start having [clears throat] a

[28:59] police plotter every month for people to understand what's going on in the police

[29:03] department, different situations that's going on,

[29:06] different crimes, different arrests. So, I'm started doing that every month. Uh,

[29:11] last night officers were involved in the uh pursuit on Broadway force. Seemed

[29:18] like somebody was impaired driver person took off from the officers. They chased

[29:23] them up 271. Uh they called off the pursuit. Another

[29:28] city picked it up and they end up catching six persons. They had two guns

[29:34] with them. So they arrested all six people in the car. I Schuman the

[29:39] building that exploded a few years ago. It's it is closed, but they still have

[29:44] like security working there during the day. But anyway, people have been

[29:47] breaking into ice and stealing hundreds and hundreds of pounds of copper out of

[29:51] there. So, three persons were arrested by

[29:56] Oakwood Police Department and being charged at police court.

[30:01] Uh, I got a call, anonymous call about person smoking crack in the city. Uh,

[30:08] and that happens every day around 2:00. So, that's under investigation right

[30:12] now. I can't give you the information on that. Thank you guys for checking that

[30:15] out. >> I got another call. They had another

[30:19] call earlier in the month about persons smoking crack and a passed out male on

[30:24] the front porch and they thought that they might have been shooting up heroin

[30:27] as well. Uh fire department went down and did not find anything. But speaking

[30:32] to the neighbors, this is a situation that goes on frequently. So, we're going

[30:36] to be investigating that. Uh we've had numerous domestic calls. Uh

[30:43] no one was arrested. Usually, if you can talk it out, we'll talk it out. One

[30:47] person went to the car and they didn't sleep it off for the night and the other

[30:50] person just left before officers. That's not [clears throat]

[30:56] question.

[30:59] » I did. I had one thing and I think it kind of relates to the police. So I

[31:03] thought I would jump in now before we move on. Um we had prepared uh for the

[31:09] residents. We brought back mayor's court. We had our first court on the

[31:12] second Wednesday of this month. Um, and is did Carolyn leave? Carolyn,

[31:20] » I think I think she left. [cough] We prepared [clears throat] packets for all

[31:24] of council to review, but um I won't I won't take the time to go through this

[31:30] now, but what [clears throat] I would say is we had questioned whether or not

[31:33] mayor's court was a viable option. Uh, in one day, one port we brought in

[31:40] 20,000. So this would this would now justify my

[31:46] mind and we have to see you know nothing's we have to see if this trend

[31:50] continues. Um, but looking at it from what we've seen here, the trajectory,

[31:57] the numbers, uh, what we've currently been paying out to the court in 2026,

[32:03] we've already paid out to be municipal court close to $84,000

[32:08] and a lot of that money goes to paying their overhead because the cost of the

[32:11] court, we're paying for the cost of the court to be adjudicated there as well as

[32:15] well as overhead. So hearing a lot of the cases here now we're doing first

[32:20] level OVI and first level get suspended without driving uh under suspension

[32:26] driving under suspension. So that those all will be heard here in the mayor's

[32:31] court. We have a magistrate that will be moving over that. Um it's not me. So

[32:36] [laughter] uh but there is a magistrate here.

[32:39] report is every second and fourth uh Wednesday of the month and we'll have a

[32:44] full report at the end of November of what that looks like. Uh so this is a

[32:49] pilot to see uh the court was stopped in 2023. The last day of court was in

[32:53] January 2024. Um and you know I really wanted to bring it back to see why uh

[33:00] the court was stopped. Um we raised some of the fees and we'll see what how it

[33:04] goes. And the the good news is, you know, my goal would be and I spoke with

[33:09] finance, we've been operational without these funds for the last two years. And

[33:14] uh one thought would be that they could start to put these funds in a a you know

[33:18] in an account just to start uh saving for our civic buildings. Uh we've been

[33:23] talking about expanding our civic buildings. All loans, all grants, all

[33:26] bonds require us to have some skin in the game, some money for uh to apply for

[33:31] those grants. So if we take the monies that we collect from the court within a

[33:36] year and use that towards uh developing our civic building, I think that's how

[33:40] we can look at using these port dollars. But we haven't ironed out whether or not

[33:44] that is possible to use it just for that. But since we have been operational

[33:48] without the dollars, I'm thinking that that would be a good way for us to start

[33:53] to renovate the the the campus because this is something that we've all wanted

[35:05] » Well, the package that I passed out to you, they have all of the information

[35:09] and so I didn't want to take the time now.

[35:14] » Absolutely. So, you have that in front of you. That's what that is and we'll

[35:18] review it then. But I wanted to give it to you now just to show you. And every

[35:22] time we have court, so it's next tomorrow, Carolyn, tomorrow we'll have

[35:26] court. So by the time we have our next committee meeting, uh, finance committee

[35:30] meeting, you'll have at least reference from two courts for this month

[35:40] what I was saying was at by the end of November. I do request that our finance

[35:45] chair give projections from this month, but we discussed it and it would be more

[35:50] feasible to have projections after we have several months of court because,

[35:54] you know, maybe it was, you know, maybe that's a fluke. So, after 3 months of

[35:58] court, maybe that first week in December, we'll present something that

[36:02] would allow us to project what could potentially make, but we want to see

[36:36] misleading. We requested the this information before mayor and um before

[36:44] the recreation program, but we didn't get it. Uh over the past 8 months,

[36:49] members of Oakland Village Council have made repeated efforts to address

[36:53] significant concerns regarding the financial and

[36:57] administrative affairs of the bill of the mayor and administration. Our

[37:02] charter places specific responsibilities upon the mayor concerning the financial

[37:06] affairs of the municipality. Among those responsibilities is the

[37:10] submission to council of an annual estimate of revenues and expenditures.

[37:15] Advising council concerning the financial condition and needs of the

[37:18] community. Reporting to council concerning the affairs of the

[37:22] municipality. Presenting a three-year capital capital improvement plan.

[37:28] Despite repeated requests from council for a meeting with the mayor to address

[37:33] these matters, the mayor had a meeting with council since January 1st, 2026 to

[37:39] address these concerns. Council has repeatedly requested information

[37:43] necessary for us to responsibly perform our legislative and financial duties.

[37:49] For example, council requested a feasibility and financial analysis

[37:53] concerning the community guard. It was promoted by administration

[37:58] throughout the year. We understood that the project was anticipated to be

[38:02] supported through donations and grants. Council requested information concerning

[38:06] the feasibility of the project, its funding resources, and the municipal

[38:11] resources required to implement and maintain. That information was not

[38:15] provided to council. We subse subsequently became aware that our

[38:20] service department personnel and resources were utilized in connection

[38:24] with the project. The use of those resources contributed to the delays in

[38:29] the service department's regularly scheduled duties and has resulted in

[38:33] increased complaints from residents. Council also requested a full report and

[38:38] feasibility analysis concerning the mayor's court before considering

[38:42] additional appropriation requests associated with that operation. That

[38:47] report was not not provided until tonight. These are not insignificant

[38:53] matters. Council has a responsibility to make informed financial decisions on

[38:58] behalf of the residents of Oakwood Village. We cannot properly evaluate

[39:02] requests for additional appropriations or make responsible decisions concerning

[39:07] the remainder of the 2026 fiscal year without accurate and complete financial

[39:13] information from the administration. At our meeting with the finance director

[39:18] last week, council received financial information that raises

[39:23] additional concerns. The report presented to council indicates that

[39:27] numerous expenditure line items have exceeded their appropriated amounts.

[39:32] Council is not making a final determination tonight concerning the

[39:36] circumstances surrounding those expenditures. We are requesting a

[39:40] meeting with the mayor to give her the opportunity to explain the reasons for

[39:44] the variances and to provide council with the information necessary for us to

[39:49] understand how those expenditures occurred, whether appropriations were

[39:54] properly amended or transferred when necessary and what financial obligations

[39:59] remain for the balance of 2026. Before council makes additional

[40:04] financial decisions for the remainder of the year, we believe it is necessary and

[40:09] responsible to meet directly with the mayor and provide her an opportunity to

[40:13] respond to these concerns. Accordingly, council is formally requesting that the

[40:18] mayor schedule an appointment with members of council within the next 7

[40:22] days to address the current financial condition of the village, the

[40:27] expenditures that have exceeded their appropriate amounts. The reason for

[40:31] those variances, the status of remaining 2026 appropriations and anticipated

[40:38] expenditures, outstanding obligations and

[40:41] incumbrances, the community garden's actual and anticipated municipal costs

[40:46] and funding sources, the mayor's court's financial and operational status, the

[40:52] required three-year capital improvement plan, excuse me, and other financial

[40:58] matters necessary for council to responsibly we complete the 2026 fiscal

[41:03] year. Until council has received the necessary information and has had an

[41:08] opportunity to evaluate the village's financial position, council believes

[41:13] that that discretionary expenditure should not be undertaken outside of

[41:17] properly authorized and appropriated funds. This is not about personalities

[41:24] or politics. [clears throat and cough] It is about financial accountability,

[41:28] transparency, responsible stewardship of public funds,

[41:32] and the respective responsibilities assigned to the mayor and council under

[41:37] the Oakwood Village Charter and Ohio Law.

[41:41] Council has an obligation to the residents of Oakwood Village to

[41:44] understand where their tax tax dollars are being spent, to ensure that

[41:49] expenditures are properly authorized, and to make responsible financial

[41:53] decisions for the remainder of 2026. We are requesting the mayor's

[41:58] cooperation in resolving these concerns promptly and working with council so

[42:03] that we can fulfill our respective responsibilities to the residents of

[42:07] Oakwood Village. This statement is being placed on the record to document

[42:11] council's continuing efforts to obtain the information necessary to responsibly

[42:17] perform its duties respectfully submitted members of

[42:24] if I might. Um I've met with you all several times. As

[42:30] a matter of fact, we met last Thursday for over an hour. So we address your

[42:35] concern and there wants to know did I let you speak without saying a word

[44:36] budget. I was there for an hour, and before I left, I said, "Any more

[44:46] of what is actually happening. It's one-sided. It's not fair. And like I

[44:51] said, if we're going to have a discussion about it, let it be fair, not

[44:54] a one-sided narrative. That is what you're experiencing. And I'll leave it

[48:14] basically the park connected to Red Fox. Um, there will also that'll be the first

[48:18] part of the road program. After that, there will be work on Milburn and on the

[48:24] two open sins of Swani. So those uh will be done later. Uh work is going to

[48:30] begin. Um also we have the reconstruction of the rest of first

[48:35] place. Uh that will be beginning uh looks like in the next two and 3 weeks.

[48:40] Uh we don't have a first start date on that yet, but it's like it's going to be

[48:43] mid September. Uh again, it's just a continuation of the project was done a

[48:47] couple years ago. Um and also just wanted to update everyone that um the uh

[48:52] reservicing work that occurred earlier this year on our pubis uh still has to

[48:56] be corrected. Uh the contractor um has done some work to correct that. He was

[49:01] out there I believe early this week or possibly last week uh sweeping some

[49:05] loose stone but additional steel still has to be put down that road. Uh we are

[49:09] working with the contractor to get that done. Uh that's that's remediation work

[49:13] at no cost to the village. So just wanted to update everybody that we're

[49:16] aware of the situation and are working correctly. Anything else I add question?

[51:02] about the engineering budget for next year, that was one of one of the things

[51:06] I was going to bring up. Um and again, obviously there's a cost involved in us

[51:11] doing the research and planning for this. Um, but I was going to recommend

[51:16] uh that we take and basically do the equivalent of a PCR report like a

[51:20] pavement condition report for the trails. Um, because there are several

[51:24] sections that are now to the point where I mean the service department does a

[51:28] good job of keeping them functional but you know a lot of them are getting to

[51:31] the point where the service need. So obviously there's a cost to that.

[51:35] Unfortunately, there aren't a lot of outside funding sources available for

[51:38] that, just like there aren't a lot of sources available for for some of the

[51:41] other walks and trails that we've tried to do. Um, there are some, but it's, you

[51:46] know, in general, that's going to be a maintenance cost that's going to have to

[51:49] be worn by the village. So, um, but yes, I it's something that's definitely

[52:00] we did do some catching last week or before. We get closer to uh by 4,

[52:07] but we have some other spots we want to hit in the real near future. Like uh you

[52:12] said it's not, you know, it's not a cure all thing. It'll last forever, but I

[52:15] don't know. >> What about that bridge on Richmond?

[52:20] » We've talked about that before. The one on Richmond is going need to be

[52:23] reappear. And uh we have gone over, we went over

[52:29] it about a month ago. I see one coming back up and he comes up. We like last

[52:34] year three or four years we've spent quite a lot of time on there. Could it

[52:37] be possible to do red but that need to be redone?

[53:36] know, about the bike ride. Our police and fire, all trained paramedics will be

[53:42] with us on the bike ride. So, if anyone wants to get off their bike and put it

[57:38] mode. And one of the things that we're going to be doing is a community concert

[57:45] in which we celebrate local artists. So, our local artists would be just

[57:53] residents who live in Oakwood Village. We have a number of very talented

[58:00] artists that are here that we are going to highlight on September 12th. This was

[58:05] one of the dates that we shared at the top of the year to kind of mark your

[58:10] calendar for. And we're going to hold that date where we just celebrate from

[58:17] 2:00 p.m. to 6:00 p.m. in a community concert where we bring out those local

[58:23] residents that have talent and also giving local business owners who live in

[58:30] the village an opportunity to showcase their business. So, we'll have um an

[58:37] opportunity for tables to be up and it's always nice and good for us to know

[58:42] who's in our community, to know the business owners that are here. And

[58:46] sometimes we're just looking for someone that we can trust. So, we would like to

[58:51] take this opportunity to celebrate community on September 12th. And it's

[58:58] just a bring your lawn chair and relax time and meet be and be around your

[59:04] neighbors from 2:00 p.m. until 6:00 p.m. And we are going to do this immediately

[59:10] following the shred day. So if you come up for shred day and you're dropping off

[59:15] your papers, you'll be able to kind of see us set it up and just kind of spread

[59:19] the word. So, if you have a business or you know someone that has a business, um

[1:02:44] recognizing veterans at this launching. The veteran

[1:02:49] commission will be there. All right. We're also going to be

[1:02:54] conducting a workshop with the veteran commission regarding

[1:03:00] benefits for not only the veterans but for their

[1:03:05] spouses. It's something that they need to know a

[1:03:08] lot of information that you need to know regarding your

[1:03:13] benefits. Okay. Um so I just wanted to give you that information. And we did

[1:03:20] try diligent diligently to get those banners up by July 4th. We wanted them

[1:03:27] up May 31st, but that's what held us up was the um Illuminating Company.

[1:03:35] And um we're still trying to reach out to the illuminated company um their

[1:03:39] community outreach program to see when can those um holes be assessed and make

[1:03:46] sure that they're safe with those spammers on

[1:03:51] just something to piggy back on that. Um, we put the application into the

[1:03:55] ruminating company for them to come out and eat and bank. So they they have been

[1:04:00] pushing us behind, pushing us behind and they promised by the middle of August

[1:04:05] was the last promise and they still have not done it. So we have been in constant

[1:04:09] contact with them to try to try to get them [clears throat] and and complain to

[1:04:14] them enough that the Scooby wheel isn't going to come on. All they have to do is

[1:04:17] give us what poles legally we're allowed to put them on. So uh and if we put them

[1:04:22] on holes on our own but with the service then we are we're going to get fined if

[1:04:29] we put them on and they we didn't get their approval first. So we've been

[1:04:32] waiting for the community engagement outreach program from the illuminate

[1:04:36] company and they can push us behind behind. So we will get them out and they

[1:04:40] will be out in his chair the same matters and and we will have them posted

[1:04:45] nicely. We can't wait to put them up but we are behind because of the

[1:12:48] the next 5 to 10 years? And what specific plans do you have to make this

[1:12:54] vision a reality?

[1:13:08] I just I was just elected to the position and took office January 1st. So

[1:13:14] the history part I can't get. Um just today Matt just um reported that

[1:13:21] Buckthornne is going to be resurfaced. I had heard, you know, I've gotten a lot

[1:13:25] of calls regarding Buck Thorn. Um, and Tommy helped out with that and

[1:13:32] a lot of gravel and things after, you know, the patches of basketball were

[1:13:36] put down and he resolved that problem. But at the time,

[1:13:42] » still a problem and and so when is it going to be resurfaced? Well, he's

[1:13:46] asking for put in for the grant today and then they're going to hopefully

[1:13:52] we'll get a response next year and he's thinking in 2028 it'll be resurfaced.

[1:13:57] So, what other plans do you have for

[1:14:02] » long-term plans? Uh, right now I'm trying to get engaged

[1:14:06] with all the residents. I do need contact information other than an

[1:14:11] address because there certain things that I can do at the spur of the moment

[1:15:26] recently appointed in February. So I would like to have the community enga

[1:15:30] engagement so I can learn from you guys what you see what you deal with every

[1:15:35] day and bring that to the table and we can discuss that and bring solutions and

[1:15:40] then go from there. Um it won't be you know cake and ice cream all the time and

[1:15:45] we got to understand that. Um, but we have to be realistic of where we're at,

[1:15:50] where we want to go, and um, [laughter] just plan. Um, and that's really much

[1:17:36] there's been communications in the last week or two about that.

[1:19:18] accordingly. So in order to follow through on something like that to

[1:19:22] actually take them to court you have to show in court that you followed all the

[1:19:26] steps. So essentially we discovered that we had to start all over and with now

[1:19:31] with the new team we're on track to get I believe they're talking to someone to

[1:19:35] put up the fence but there are other ramifications with the planning

[1:19:40] commission but in short we had to start the process all over because

[1:19:53] it a priority to make sure that we start the process and the steps to get going

[1:35:42] changing or position changing titles how I can stay

[1:40:52] council recommending a resolution of basically saying that she

[1:41:14] council all of Anyway, he was recently during the time you all

[1:41:19] were on recess removed or forced to be removed from his

[1:41:24] position. I'm not going to go into anything that has to do with legal or

[1:41:28] anything. I just want the residents to be aware of that because they have no

[1:41:32] clue. [clears throat] Um the other thing is um we also have this gentleman Mr.

[1:41:40] James who was appointed to this position um after someone else had been put in

[1:41:46] that seat and in January all of a sudden games are played and se

[1:41:54] my question is this first thing is this while we are being

[1:42:02] asked to go to polls one in January one in

[1:42:10] And there's a potential plan for us to have to go to the polls one more

[1:42:17] time. That's three times in this year based on what you want.

[1:42:23] Me personally, I am tired of wanting especially if it has anything to do with

[1:42:31] village and especially since we are in a major transition. We have the same hair

[1:42:36] for 30 years. I have 15. I promise you that when

[1:42:45] we went to vote in 2024 for the presidential election, I can bet you the

[1:42:54] majority of these people back here did not understand the charter change that

[1:42:59] was put in place in 2024 that said if anything happened to the

[1:43:06] mayor, we would have the vote vote for a new mayor within 120 days.

[1:43:14] Prior to that charter, the charter read in the event something happens to the

[1:43:22] mayor, the seat will rotate the person in that seat will be that person who had

[1:43:29] the council at large who held the most amount of votes for the electors in that

[1:43:35] previous election. So somewhere in 2024 we were all sleeph

[1:43:49] and we see all presidents

[1:44:09] long story short we would not be having the same

[1:44:14] we would have that lo
