Minutes are still being reviewed by
council. But is there any correspondence
[8:24]
from the clerk's office, please?
>> Uh yes, we have just one piece of
[8:29]
correspondence. I wanted to let
community know that there are flyers
[8:33]
posted on the website in the foyer in
the glass case uh to remind you that we
[8:40]
have shred day, community shred day
coming up on Saturday, September the
[8:45]

Circle.
[8:53]
So, if you have any questions, you can

or you may email me for any questions,
[9:04]
any volunteers that wanted to help out
with the shredding um cack at Oakwood
[9:09]
Village.com.
[9:14]
That would be all. Thanks, ma'am. Okay,
we're going to go right into
[9:18]
departmental reports. The mayor's not
here yet. Um, law director, do you have
[9:24]
a report?
>> No, no, madam chair, I have no report.
[9:27]
Just thank you all for coming and
that's it. Thank you very much.
[9:33]
We have an interim finance director,
Karen House. Thank you, Madam President.
[9:38]
I'd like to report a couple of things.
Um the Ohio public police and fire um
[9:44]
pension system is implementing a change
that goes in uh effect to October 2026.
[9:49]
Some of these um changes implementation
has to do with enhancement of security
[9:55]
features and um implementation of how
they administer the pension. So that is
[10:02]
that is something that we have to stay
student on that we're required to do
[10:05]
training and um a couple hours to be
introduced to that and there is some
[10:10]
implementation change that has to take
place in regards to our ERP our
[10:15]
accounting software system just to keep
you updated on that. Um I will be
[10:19]
attending that uh trainingconference
uh September 28th virtually. Um due
[10:26]
September 30th is our continuing
disclosure statement that is required.
[10:30]
That is a report necessary for our
investors who are interested in knowing
[10:34]
is the village of Oakland worthy of
investing in. That report shares quite a
[10:39]
bit of insight in regards to the vill's
finances um our debt obligations etc.
[10:44]
And it also includes some of the
narrative as far as how we operate. So
[10:47]
that's another thing to keep up to date.
The department heads have received
[10:52]
correspondence from me indicating that
it is time to prepare for the 2027
[10:56]
budget which we are going to ask for an
extension. Typically council's
[11:00]
expectation is to receive that
information by or before September 4th
[11:04]
or 7th. We are asking for an extension
because we want to make sure that
[11:09]
there's additional training and
enhancements as far as what we present
[11:12]
to council. a lookalike presentation,
meaning all the uh reports and the
[11:17]
narratives applicable to their budget is
seamless and repetitive, meaning it
[11:22]
looks the same. So that way it's easy
for you to navigate through. And in
[11:27]
addition to we are still in the process
of working on amending the 2026 budget.
[11:34]
We will be according to the finance
chair council uh woman Mary Davis
[11:40]
indicated that she will be uh scheduling
another finance committee meeting
[11:44]
sometime next week to [snorts] finalize
those necessary amendments and any allow
[11:48]
you to have additional questions um in
regards to that and that is all I have
[11:53]
to report.
>> Thank you.
[12:00]
» All right.
Yes.
[12:03]
» Can I say something? We're speaking to
about finance.
[12:06]
» Sure.
>> Um, my name is Mary Davis. I'm the
[12:09]
finance chair for council and I just
wanted to uh bring we had reviewed
[12:14]
budgets that were for 2026 last week
with this house and all of council who
[12:18]
are all part of our finance committee.
Um, and I wanted this to go out to the
[12:23]
mayor and all the department heads. Uh
it is the feeling of all council as a
[12:29]
whole that we are and the job of council
is to watch over the village spending
[12:33]
and budgets. Therefore, council as a
whole is requesting a spending freeze
[12:38]
for every village department budget with
the exception of essential emergency
[12:43]
operating spending that includes payroll
include salaries, wages, bridges,
[12:49]
utilities, contractual obligations as
long as you do not exceed your approved
[12:54]
budget line items. We are scheduling to
have another finance committee meeting
[12:59]
next week to go over the all the budgets
and
[13:04]
Okay, that was it. So, I thank you as a
council at home, the whole of council,
[13:10]
that's what we feel at this time. Thank
you. Thank you. Okay. Um, mayor, mayor's
[13:17]
in Mayor, you would be next to give your
report, please. Thank you all. I
[13:22]
apologize. Been under the weather, but I
wanted to to make it out to report. Uh,
[13:28]
we've had a beautiful summer uh with
camp. I wanted to start by saying the
[13:34]
camp was a a a huge success.
I brought some things to report on camp.
[13:42]
Uh camp this year, we offered financial
aid for the first time.
[13:47]
Uh kids that had multiple kids in their
family, they were able to get financial
[13:51]
aid. Uh the budget, although it was
reduced by 25,000, the kids were still
[13:57]
able to go to United States two times,
Cedar Point, Adrenaline Monkey, the Zoo,
[14:02]
Fun and Stuff twice, Urban Air twice,
the movies, Pioneer Water Park three
[14:08]
times, Roseland, and Kalahari.
In addition to that, the kids also
[14:14]
experience painting, gardening, mural
instruction, STEM education, crafts,
[14:21]
cooking, karaoke, t-shirt design, and
girls empowerment programming.
[14:28]
So, I wanted to just get into that a
little bit. There's been some rumors
[14:32]
about what the camp was or was not. The
important thing is that the kids were
[14:37]
there. They had an amazing time. They
paid 350 for 8 weeks. Okay. From 7:15 to
[14:46]
4:15. For 8 weeks, 350. You got Kalahari
in there and 1 2 3 4 five of those trips
[14:54]
included lunch. So, I want to just say
the camp was a wonderful experience and
[15:00]
it also was a wonderful deal for the
children and I hope to see all of you
[15:04]
back next year. And I hope if you were a
parent, we sent out surveys. We hope
[15:09]
that you fill out the surveys.
Excuse [clears throat] me. Um, you fill
[15:14]
out the surveys so we get your feedback
for next year. So, every parent that
[15:18]
participated in the camp, we had a
survey. We sent it out to the
[15:22]
counselors, the camp uh supervisors, and
everyone. So, make sure you fill out
[15:26]
those surveys so we get good information
from what worked and what didn't work so
[15:30]
we can improve for next year.
Uh, also this summer we had the 75th
[15:36]
anniversary celebration. This was a
tremendous success. Beautiful three days
[15:42]
of celebrating the community. Every
single department showed up. The police
[15:46]
were there. They kept it safe. The fire
department made sure all of the vendors
[15:52]
had their registrations and their
certifications. Service was there
[15:56]
managing everything from the top to the
bottom. uh building all worked together
[16:01]
to to ensure we had a beautiful turnout,
a lovely weekend, and we're going to do
[16:06]
it again next year. Um in in response to
that, I'd love to thank all of the
[16:12]
community partners that sponsored the
event. So, I'd like to list them now.
[16:17]
Rome Missionary Baptist Church, Hampton
Inn and Suites, Petiti Garden Center,
[16:22]
Shagrin Valley Engineering, Levven
Furniture, the Joseph Tardinia, Tardini
[16:28]
Senior Family,
Harjan, um that's the Oakwood uh Deli
[16:35]
here on the corner across the street
from Family Dollar, Northeast Auto
[16:40]
Sales, and Denza America Corporation.
So, thank you to all of our sponsors who
[16:45]
made this possible. We look we look for
more sponsorship dollars next year to
[16:49]
make it even better. Okay, so thank you.
And during that celebration, we
[16:55]
recognized individuals in each
department that served for the longest
[17:00]
periods of time. And a couple of our
members did not were not able to attend.
[17:05]
So I wanted to give them their awards.
Now, the first award would go to Miss
[17:12]
Carolyn Jones, the longest serving
member in the mayor's board. [applause]
[17:25]
» You want to say the speech?
>> Thank you. [laughter]
[17:29]
» So, in the in So, we would just, you
know, just quick recap in our fire
[17:34]
department. It was Chief Tap. if you
raise your hand
[17:38]
[applause]
up in our service. [applause]
[17:44]
Chief Martin Herren who is not here but
Captain Freeman accepted on his behalf.
[17:50]
Thank you. And thank you. Thank you. And
lastly for council the longest serving
[17:56]
member, Miss Eloise Har.
[applause]
[18:04]
Thank you. So, thank you. Thank you all
for who came out and who uh showed up to
[18:09]
participate. Uh we hope to continue
doing it. Each year won't be the 75th,
[18:14]
but we wanted to do something to
recognize everyone in every department
[18:18]
um and to make sure that we we continue
to work together in the coming year. So,
[18:23]
thank you to all the department heads
and to all the companies that supported
[18:27]
the event. It's still the 75th, so we'll
have the uh state of the village the
[18:32]
second week of October. will have a
history wall there. So, please make sure
[18:35]
you come to the state of the village and
you'll see all of your old pictures and
[18:39]
a lot of the the people from many years
ago on this history wall. So, when we
[18:44]
have the se when we have the state of
the village, uh we had it last year for
[18:48]
the first time. We're going to have it
again second week in October and we'll
[18:51]
have a a huge wall with a lot of
different um memorabilia stories and uh
[18:57]
we'll have a souvenir 75th anniversary
booklet. So, we'll be able to share that
[19:02]
with you and something for you to take
home to remember our 75th by a few um
[19:10]
events that are coming up on September
5th. We have Bike with the Mayor
[19:15]
September 5th. So, this is one of our
wellness initiatives. So, if you have a
[19:20]
bike and you want to want to ride, you
don't have a bike, please give us a call
[19:25]
because we're trying to work with
partners to either loan bikes or donate
[19:28]
bikes. But this is a health initiative.
We work with the county because we are
[19:33]
interested in expanding our trails. And
one thing that we've learned that if you
[19:36]
show the county and other funders that
you're using the trails that you have,
[19:41]
then they would be interested in seeing.
And one project that CVE and I have been
[19:45]
discussing was expanding a trail from
the Meadows to Hawthorne Parkway. So
[19:49]
that would allow the Meadows to access
Hawthorne Parkway. And it's still in
[19:54]
discussion. We still have to find the
funding, but the good news is if we are
[19:59]
funders that we we're using what we have
and we're we're anxious to get more. So
[20:04]
if you have a bike, don't have a bike,
just register and we can get you access
[20:09]
to a bike. It's a family event. all
levels. We'll go in a loop. We'll start
[20:13]
at the church. There'll be a light
breakfast. We'll go around Broadway.
[20:20]
It'll be a really good opportunity to
bike with your family. If you have bikes
[20:24]
in your garage that you haven't ridden
in ages, please come out with your
[20:28]
family and bike with the mayor.
And another
[20:33]
opportunity, we're partnering with
American Red Cross and the coalition of
[20:39]
black black trade unionists in support
of cickle cell education. Maybe we don't
[20:45]
know about cickle cell and our families,
but this is a blood drive we're having
[20:50]
on September 17th. This will be in our
community center uh partnering with the
[20:55]
Red Cross. You can come there. You can
get to know your blood type and there'll
[20:59]
be education on cickle cell uh and and
what you if you donate you are helping
[21:04]
individuals that have cickle cell. If
you don't know if you have cickle cell
[21:08]
uh trait in your family this is
something you could learn because at
[21:11]
some point you may need to uh have a
blood transfusion as a result of cickle
[21:16]
cell. So we're promoting that. And an
added benefit, all who donate will
[21:22]
receive a $20 Amazon gift card and
that's compliments the CBTU of
[21:27]
Cleveland. So, and a Hello Kitty
collectible item. So, you can give that
[21:31]
to your your grandkid if you don't like
Hello Kitty. But yes, so the the
[21:35]
coalition will give you a $20 gift card
to donate and um and just come out if
[21:42]
it's something. Don't be afraid. They'll
give you snacks. Uh if you're worried
[21:45]
about uh fainting, I know when I donated
last time I fainted. So if you're
[21:50]
worried about that, they have resting
stations for everyone. Um so that's
[21:55]
September 17th. There'll be more
information about this on the website
[21:59]
and please come out and donate if you
have um if you have the strength and the
[22:04]
ability. Uh lastly, oh the one thing I
did want want to report as part of 75th
[22:09]
and our sustainability efforts, we did
have an EV car show as well at the 75th,
[22:15]
uh we had residents come out and share
their vehicles. There were ride and
[22:18]
drives. There were 30 ride and drives.
They were offering $5 to anyone who
[22:23]
wanted to ride an EV vehicle. They did
30 ride and drives. So that meant 30 new
[22:28]
people who had never driven an EV
vehicle had the opportunity to drive and
[22:33]
ride in an EV vehicle. So this is our
way to expand about the knowledge of EV
[22:38]
vehicles and support our sustainability
goals of transportation because our
[22:42]
number one emissions in the village are
related to transportation. So the one
[22:47]
thing that we can do is think about
driving electric. And that concludes my
[22:52]
report.
[22:55]
» Yes. Couple questions you please. Sure.
>> Um summer camp. How many local residents
[23:00]
attended? You didn't mention that. You
just said huge success. Uh the summer
[23:04]
camp was 50.
>> 50 51. There may have been a couple that
[23:10]
um left, but largely 49 to 50.
>> Okay. And when are we going to get a
[23:16]
budget about the income and expenses and
all that stuff? When were we when is it
[23:20]
finalized
>> for the camp?
[23:22]
» Yeah. For camp first. Yes.
>> So, um we have
[23:27]
a finalized notation of the camp, but we
were going to report that with the rack
[23:31]
budget. So, we were waiting to present
the rec budget. We hadn't done that yet,
[23:37]
but we do have everything here. So, if
this is something you wanted to look at
[23:40]
now, I can pass it down. Um, you want to
pass that? Sure. But this is not the
[23:46]
complete picture, but that's what we
spent for camp. And it was about
[23:52]
Oh, the folder.
I asked for things and don't look at.
[23:58]
Thank you, K. Okay. So we do we do have
some comparables.
[24:06]
So this is the red budget.
[24:19]
Okay.
So
[24:22]
I asked to do a comparison of 25 versus
26. In 25 there was $70,000 spent on
[24:30]
camp. In 2026,
[snorts] uh we spent $50,000 on camp. Uh
[24:38]
this was a significant uh reduction in
expenses.
[24:42]
And the the goal is is that even though
we didn't do field trips every day, the
[24:48]
kids were able to do things like AI and
entrepreneurship, work with gardening,
[24:52]
and being in the garden. There were
seniors that were also in the garden. So
[24:56]
they were able to connect with seniors.
So these were youth that were working
[24:59]
with seniors. Some of our senior
gardeners are here. So this was they had
[25:03]
many more enriching experiences than
just going to adrenaline monkey five
[25:07]
times. So my goal for the camp is that
we we continue to explore enrichment
[25:12]
activities that give the kids uh an
outlook to things in life that they can
[25:18]
do, life skills. We wanted to do a
survival swim class. we started too late
[25:22]
to find a pool, but survival swimming is
absolutely one thing that we wanted to
[25:27]
add and we we intend to work with
Veteran Heights uh next year to ensure
[25:31]
that the kids get the survival swimming
skill passes. So, they're able to to
[25:36]
learn that life skill, but this is
something that we need especially since
[25:40]
the district won't have a pool in the
the new building. So, we need to make
[25:44]
sure that our Oakwood children are
getting exposed to swimming as at least
[25:48]
in the summertime in our camp. So this
is one other thing. So uh anyone who's
[25:53]
had concerns or criticisms of the camp,
I welcome you to uh when it's time for
[25:59]
residents to speak. Any concerns, I I
welcome you to come ask me questions. We
[26:06]
have the finances, she has the finances,
and uh we can talk about it because
[26:12]
there's a lot of uh negativity going
around about the camp. But when you can
[26:15]
pay $350
dazzer kit somewhere, [snorts]
[26:20]
» 8 weeks,
>> 40 plus hours a week,
[26:24]
» that's a deal alone. So I think what we
need to look at and for $50,000 for
[26:30]
significantly less children. Uh so what
I what I'd love to just just say is this
[26:36]
is an open dialogue and you know if
there's any grievance, these public
[26:41]
meetings are where we're supposed to
talk about them. Okay? Not late night
[26:46]
conversations where lies are told. The
grievances are supposed to be here in
[26:52]
these public meetings. So, if there's
anything that needs to be discussed
[26:56]
about camp or otherwise, I offer I
invite anyone to come here to talk to me
[27:03]
about it. Okay? Because only cowards run
around at night. Amen.
[27:09]
» Okay? That concludes my report.
>> And that concludes my report. Thank you.
[27:13]
And you also the second question was uh
about community days. You're going to be
[27:17]
a budget before you started but they
never received one. I asked on July 8
[27:23]
14th our last meeting about how much the
community cost the village.
[27:29]
» Well [clears throat] in that in that it
was about 17 20,000 after we had
[27:34]
sponsorship dollars it was about 17 to
20,000. So
[27:41]
that I like a real report if I can
actual. Can I get a copy of this please?
[27:48]
» You can have your clear.
>> Absolutely.
[27:52]
» Any other questions of the mayor?
If not
[27:58]
have a report from um
uh Captain Freeman. Yes. [clears throat]
[28:06]
I think we Uh, I sent you guys
a Oakland Police monthly call reporting.
[28:12]
Um, we want to start sending this to you
guys every month and it has every month
[28:17]
of the year on it. It has our charges,
our calls, our accidents, our reports,
[28:23]
our incident reports and our arrest and
also citizens complaints on this report.
[28:27]
I did I had to email you guys that. Um,
[clears throat]
[28:31]
a few things. We did have a coffee with
a cop earlier this month at Dunkin
[28:36]
Donuts. It went very well. We probably
had over 100 people come in, interact
[28:40]
with the officers, those residents, as
well as people that work in work in the
[28:45]
city. So, that was really good. Our
citizens academy is starting on
[28:49]
Wednesday, 6:30 p.m. to 8:30 p.m.
That'll be for about 5 weeks. Just let
[28:55]
you guys know about that. Also, I'm
going to start having [clears throat] a
[28:59]
police plotter every month for people to
understand what's going on in the police
[29:03]
department,
different situations that's going on,
[29:06]
different crimes, different arrests. So,
I'm started doing that every month. Uh,
[29:11]
last night officers were involved in the
uh pursuit on Broadway force. Seemed
[29:18]
like somebody was impaired driver person
took off from the officers. They chased
[29:23]
them up 271.
Uh they called off the pursuit. Another
[29:28]
city picked it up and they end up
catching six persons. They had two guns
[29:34]
with them. So they arrested all six
people in the car. I Schuman the
[29:39]
building that exploded a few years ago.
It's it is closed, but they still have
[29:44]
like security working there during the
day. But anyway, people have been
[29:47]
breaking into ice and stealing hundreds
and hundreds of pounds of copper out of
[29:51]
there.
So, three persons were arrested by
[29:56]
Oakwood Police Department and being
charged at police court.
[30:01]
Uh, I got a call, anonymous call about
person smoking crack in the city. Uh,
[30:08]
and that happens every day around 2:00.
So, that's under investigation right
[30:12]
now. I can't give you the information on
that. Thank you guys for checking that
[30:15]
out.
>> I got another call. They had another
[30:19]
call earlier in the month about persons
smoking crack and a passed out male on
[30:24]
the front porch and they thought that
they might have been shooting up heroin
[30:27]
as well. Uh fire department went down
and did not find anything. But speaking
[30:32]
to the neighbors, this is a situation
that goes on frequently. So, we're going
[30:36]
to be investigating that.
Uh we've had numerous domestic calls. Uh
[30:43]
no one was arrested. Usually, if you can
talk it out, we'll talk it out. One
[30:47]
person went to the car and they didn't
sleep it off for the night and the other
[30:50]
person just left before officers.
That's not [clears throat]
[30:56]
question.
[30:59]
» I did. I had one thing and I think it
kind of relates to the police. So I
[31:03]
thought I would jump in now before we
move on. Um we had prepared uh for the
[31:09]
residents. We brought back mayor's
court. We had our first court on the
[31:12]
second Wednesday of this month. Um, and
is did Carolyn leave? Carolyn,
[31:20]
» I think I think she left. [cough] We
prepared [clears throat] packets for all
[31:24]
of council to review, but um I won't I
won't take the time to go through this
[31:30]
now, but what [clears throat] I would
say is we had questioned whether or not
[31:33]
mayor's court was a viable option. Uh,
in one day, one port we brought in
[31:40]
20,000.
So this would this would now justify my
[31:46]
mind and we have to see you know
nothing's we have to see if this trend
[31:50]
continues. Um, but looking at it from
what we've seen here, the trajectory,
[31:57]
the numbers, uh, what we've currently
been paying out to the court in 2026,
[32:03]
we've already paid out to be municipal
court close to $84,000
[32:08]
and a lot of that money goes to paying
their overhead because the cost of the
[32:11]
court, we're paying for the cost of the
court to be adjudicated there as well as
[32:15]
well as overhead. So hearing a lot of
the cases here now we're doing first
[32:20]
level OVI and first level get suspended
without driving uh under suspension
[32:26]
driving under suspension. So that those
all will be heard here in the mayor's
[32:31]
court. We have a magistrate that will be
moving over that. Um it's not me. So
[32:36]
[laughter]
uh but there is a magistrate here.
[32:39]
report is every second and fourth uh
Wednesday of the month and we'll have a
[32:44]
full report at the end of November of
what that looks like. Uh so this is a
[32:49]
pilot to see uh the court was stopped in
2023. The last day of court was in
[32:53]
January 2024. Um and you know I really
wanted to bring it back to see why uh
[33:00]
the court was stopped. Um we raised some
of the fees and we'll see what how it
[33:04]
goes. And the the good news is, you
know, my goal would be and I spoke with
[33:09]
finance, we've been operational without
these funds for the last two years. And
[33:14]
uh one thought would be that they could
start to put these funds in a a you know
[33:18]
in an account just to start uh saving
for our civic buildings. Uh we've been
[33:23]
talking about expanding our civic
buildings. All loans, all grants, all
[33:26]
bonds require us to have some skin in
the game, some money for uh to apply for
[33:31]
those grants. So if we take the monies
that we collect from the court within a
[33:36]
year and use that towards uh developing
our civic building, I think that's how
[33:40]
we can look at using these port dollars.
But we haven't ironed out whether or not
[33:44]
that is possible to use it just for
that. But since we have been operational
[33:48]
without the dollars, I'm thinking that
that would be a good way for us to start
[33:53]
to renovate the the the campus because
this is something that we've all wanted
[33:58]
to do.
>> Okay. Thanks, Mayor. I have a question
[34:02]
on that piece. Either one.
>> Let the record show
[34:07]
Davis speak.
>> I just want to know um
[34:11]
did we the Bedford court when we're
using them? Is it a contract? Are we
[34:15]
still paying their contract or it was
cut out completely with the paying for
[34:18]
Bedford Court because we had contract.
>> Once you stop sending your cases, you
[34:22]
don't pay them anymore.
>> So you don't have to pay them at all. We
[34:24]
don't pay them anymore. Okay. And then
if we send court cases down,
[34:27]
» you pay them for what we send over
there. So there are cases that have to
[34:30]
go there like the second OBI cases and
some cases we just can't handle here. Uh
[34:37]
those cases we will pay for but it won't
be to the extent that we were paying
[34:41]
for. Okay.
>> Mayor since you brought up the mayor's
[34:45]
court I'd like to take chair privilege
the fact that it was started and I'm
[34:50]
sure you had to do some research to make
the decision. So, uh, I personally
[34:56]
» was hoping that that would be a part of
the next finance report. Like to know
[35:01]
what prompted the fact that we are
starting it.
[35:05]
» Well, the package that I passed out to
you, they have all of the information
[35:09]
and so I didn't want to take the time
now.
[35:11]
» No, we're not going to do that. I'm
saying at the next finance meeting.
[35:14]
» Absolutely. So, you have that in front
of you. That's what that is and we'll
[35:18]
review it then. But I wanted to give it
to you now just to show you. And every
[35:22]
time we have court, so it's next
tomorrow, Carolyn, tomorrow we'll have
[35:26]
court. So by the time we have our next
committee meeting, uh, finance committee
[35:30]
meeting, you'll have at least reference
from two courts for this month
[35:34]
» and and you'll have projections. Is that
correct? I heard you mention the word
[35:37]
projection.
>> I'm not sure if I said projections, but
[35:40]
what I was saying was at by the end of
November. I do request that our finance
[35:45]
chair give projections from this month,
but we discussed it and it would be more
[35:50]
feasible to have projections after we
have several months of court because,
[35:54]
you know, maybe it was, you know, maybe
that's a fluke. So, after 3 months of
[35:58]
court, maybe that first week in
December, we'll present something that
[36:02]
would allow us to project what could
potentially make, but we want to see
[36:07]
what it brings in for the next three
months. Thanks, ma'am. Any other Yes.
[36:15]
I'm sorry.
[36:21]
Show that council person Evans is
speaking.
[36:25]
Um I appreciate the information that
you're providing tonight. Um but I I do
[36:31]
want to make this statement on behalf of
council. Um because it's kind of
[36:36]
misleading. We requested the this
information before mayor and um before
[36:44]
the recreation program, but we didn't
get it. Uh over the past 8 months,
[36:49]
members of Oakland Village Council have
made repeated efforts to address
[36:53]
significant concerns
regarding the financial and
[36:57]
administrative affairs of the bill of
the mayor and administration. Our
[37:02]
charter places specific responsibilities
upon the mayor concerning the financial
[37:06]
affairs of the municipality.
Among those responsibilities is the
[37:10]
submission to council of an annual
estimate of revenues and expenditures.
[37:15]
Advising council concerning the
financial condition and needs of the
[37:18]
community. Reporting to council
concerning the affairs of the
[37:22]
municipality. Presenting a three-year
capital capital improvement plan.
[37:28]
Despite repeated requests from council
for a meeting with the mayor to address
[37:33]
these matters, the mayor had a meeting
with council since January 1st, 2026 to
[37:39]
address these concerns. Council has
repeatedly requested information
[37:43]
necessary for us to responsibly perform
our legislative and financial duties.
[37:49]
For example, council requested a
feasibility and financial analysis
[37:53]
concerning the community guard.
It was promoted by administration
[37:58]
throughout the year. We understood that
the project was anticipated to be
[38:02]
supported through donations and grants.
Council requested information concerning
[38:06]
the feasibility of the project, its
funding resources, and the municipal
[38:11]
resources required to implement and
maintain. That information was not
[38:15]
provided to council. We subse
subsequently became aware that our
[38:20]
service department personnel and
resources were utilized in connection
[38:24]
with the project. The use of those
resources contributed to the delays in
[38:29]
the service department's regularly
scheduled duties and has resulted in
[38:33]
increased complaints from residents.
Council also requested a full report and
[38:38]
feasibility analysis concerning the
mayor's court before considering
[38:42]
additional appropriation requests
associated with that operation. That
[38:47]
report was not not provided until
tonight. These are not insignificant
[38:53]
matters. Council has a responsibility to
make informed financial decisions on
[38:58]
behalf of the residents of Oakwood
Village. We cannot properly evaluate
[39:02]
requests for additional appropriations
or make responsible decisions concerning
[39:07]
the remainder of the 2026 fiscal year
without accurate and complete financial
[39:13]
information from the administration.
At our meeting with the finance director
[39:18]
last week, council received financial
information that raises
[39:23]
additional concerns. The report
presented to council indicates that
[39:27]
numerous expenditure line items have
exceeded their appropriated amounts.
[39:32]
Council is not making a final
determination tonight concerning the
[39:36]
circumstances surrounding those
expenditures. We are requesting a
[39:40]
meeting with the mayor to give her the
opportunity to explain the reasons for
[39:44]
the variances and to provide council
with the information necessary for us to
[39:49]
understand how those expenditures
occurred, whether appropriations were
[39:54]
properly amended or transferred when
necessary and what financial obligations
[39:59]
remain for the balance of 2026.
Before council makes additional
[40:04]
financial decisions for the remainder of
the year, we believe it is necessary and
[40:09]
responsible to meet directly with the
mayor and provide her an opportunity to
[40:13]
respond to these concerns. Accordingly,
council is formally requesting that the
[40:18]
mayor schedule an appointment with
members of council within the next 7
[40:22]
days to address the current financial
condition of the village, the
[40:27]
expenditures that have exceeded their
appropriate amounts. The reason for
[40:31]
those variances, the status of remaining
2026 appropriations and anticipated
[40:38]
expenditures,
outstanding obligations and
[40:41]
incumbrances, the community garden's
actual and anticipated municipal costs
[40:46]
and funding sources, the mayor's court's
financial and operational status, the
[40:52]
required three-year capital improvement
plan, excuse me, and other financial
[40:58]
matters necessary for council to
responsibly we complete the 2026 fiscal
[41:03]
year. Until council has received the
necessary information and has had an
[41:08]
opportunity to evaluate the village's
financial position, council believes
[41:13]
that that discretionary expenditure
should not be undertaken outside of
[41:17]
properly authorized and appropriated
funds. This is not about personalities
[41:24]
or politics. [clears throat and cough]
It is about financial accountability,
[41:28]
transparency,
responsible stewardship of public funds,
[41:32]
and the respective responsibilities
assigned to the mayor and council under
[41:37]
the Oakwood Village Charter and Ohio
Law.
[41:41]
Council has an obligation to the
residents of Oakwood Village to
[41:44]
understand where their tax tax dollars
are being spent, to ensure that
[41:49]
expenditures are properly authorized,
and to make responsible financial
[41:53]
decisions for the remainder of 2026.
We are requesting the mayor's
[41:58]
cooperation in resolving these concerns
promptly and working with council so
[42:03]
that we can fulfill our respective
responsibilities to the residents of
[42:07]
Oakwood Village. This statement is being
placed on the record to document
[42:11]
council's continuing efforts to obtain
the information necessary to responsibly
[42:17]
perform its duties respectfully
submitted members of
[42:24]
if I might. Um
I've met with you all several times. As
[42:30]
a matter of fact, we met last Thursday
for over an hour. So we address your
[42:35]
concern and there wants to know did I
let you speak without saying a word
[42:42]
[clears throat]
civil?
[42:44]
» Yes we are. And I wish you could explain
her what civil is.
[42:51]
» All right. Let's move on.
>> Yes.
[42:54]
» No. Let me just say what I have to say.
>> We I met with you all last Thursday.
[43:01]
» Let her say what she needs to say. I'm
in your person what she wanted to say.
[43:05]
» Adnauseia. Excuse me. This is not a a
debate.
[43:12]
» I'm not a debate. I just made I just
made a point
[43:16]
» and and I and I and I I addressed that
the mayor has had time. We can come
[43:20]
back. We're moving to the next person.
We're not going back and forth.
[43:24]
» Well, you asked her and she she just
said I answered and we're moving on.
[43:29]
» No, I didn't answer. And I think and I
think as a resact [laughter]
[43:44]
go
[43:53]
what I will say is this I made myself
available and there were many
[44:01]
I said the email.
[44:07]
» Okay, mayor, you responded. I did not
respond because if I would be quiet,
[44:12]
let's move on.
>> Thank you. So, I met all the budget
[44:16]
hearings for the administration were
completed in March. Every department sat
[44:20]
with this council and went over their
budgets. I sat in a 6-hour meeting. It
[44:26]
went over my budget, which is about 11
lines. Okay? And this last Thursday, I
[44:31]
met with them to discuss exactly what
she's talking about, the variances, the
[44:36]
budget. I was there for an hour, and
before I left, I said, "Any more
[44:41]
questions?" Okay? I've made myself
available. That letter is not reflective
[44:46]
of what is actually happening. It's
one-sided. It's not fair. And like I
[44:51]
said, if we're going to have a
discussion about it, let it be fair, not
[44:54]
a one-sided narrative. That is what
you're experiencing. And I'll leave it
[44:58]
at that.
[45:22]
right now.
[45:27]
Anybody have any questions? I do.
[45:33]
These are questions from you. Just a
minute. Simple question.
[45:39]
Murphy, you'll have your opportunity.
[45:44]
Hold on. Not right now. Hold on.
[45:53]
Department.
The building department submitted a
[45:58]
report to council. Carol, did you
receive it?
[46:00]
» Yes.
>> In lie of his attendance. So, if you can
[46:04]
review it, that's what he submitted for
you all.
[46:07]
» Thank you.
service department.
[46:10]
» Thank you, Madam President. Um, I have a
question. We got our uh yearly recycling
[46:16]
pickup coming up soon. Just wondering if
any mayor council had any appliance
[46:22]
going out in the next couple of weeks.
U
[46:28]
maybe piggy back on your thing. We'll
get something to you. Give me a if you
[46:34]
give me a text tomorrow or something.
I'll back you give me a day. I'll write
[46:38]
something out. That's great. Paint and
tires and computers all that.
[46:46]
» And when was that day? I'm sorry. You
didn't say
[46:48]
» I have to date out. I have to act pretty
soon because
[46:53]
the county contracts pick up the tires
is going to pick up the tires reasonably
[46:59]
soon. So if you guys, you know, give me
something
[47:04]
back on that.
>> Is there a limit on how many tires
[47:07]
you're going to put on a
>> Yeah, usually it's 10.
[47:10]
» No rims. Can't be over I think 20ish.
>> Okay. Thank you. [cough]
[47:16]
[clears throat]
Question
[47:19]
for us. Tommy, do what is your time
frame for um getting the information out
[47:24]
to the residents about um the senior
snow shoveling? What do you think? I
[47:30]
mean, I'd like to get that out.
Usually we have sign up. Last year we
[47:36]
had sign up at the service department in
a few weeks in November.
[47:53]
» Yes, it's
[clears throat]
[47:56]
like
>> Sure. Just real quick, thank you, Madam
[47:59]
President. Uh, just let everybody know
the 2026 road program is going to be
[48:03]
starting very soon. If you're if you've
been in the Meadows recently, you've
[48:06]
seen signs go [clears throat] up. Um,
the the three streets back there that be
[48:10]
worked on a red box trail crossing, a
small portion of White Tail Run,
[48:14]
basically the park connected to Red Fox.
Um, there will also that'll be the first
[48:18]
part of the road program. After that,
there will be work on Milburn and on the
[48:24]
two open sins of Swani. So those uh will
be done later. Uh work is going to
[48:30]
begin. Um also we have the
reconstruction of the rest of first
[48:35]
place. Uh that will be beginning uh
looks like in the next two and 3 weeks.
[48:40]
Uh we don't have a first start date on
that yet, but it's like it's going to be
[48:43]
mid September. Uh again, it's just a
continuation of the project was done a
[48:47]
couple years ago. Um and also just
wanted to update everyone that um the uh
[48:52]
reservicing work that occurred earlier
this year on our pubis uh still has to
[48:56]
be corrected. Uh the contractor um has
done some work to correct that. He was
[49:01]
out there I believe early this week or
possibly last week uh sweeping some
[49:05]
loose stone but additional steel still
has to be put down that road. Uh we are
[49:09]
working with the contractor to get that
done. Uh that's that's remediation work
[49:13]
at no cost to the village. So just
wanted to update everybody that we're
[49:16]
aware of the situation and are working
correctly. Anything else I add question?
[49:24]
The first you said first place is that
resurfacing that's previous
[49:28]
» repairs and resurfacing. Yes.
>> Okay. And is that cost that we already
[49:32]
approved it or that's
>> yeah that's C funed. So it's no cost to
[49:37]
the building
>> and that's for you in the first place.
[49:42]
Correct.
>> Correct.
[49:46]
» Yes. Uh I was down on our Vutus and
there besides the loose stone there's an
[49:52]
issue of there's a drop. So the road is
not meeting the edge of the driveways.
[49:58]
So when you come pull out of the
driveway is a boom boom. So they either
[50:03]
have to go up to the driveway and I have
pictures I was going to send you. Yeah.
[50:07]
» So it's the loose stone but also the
loose stone leading up to the driveway
[50:12]
is about that far from the road. So, you
know, there needs to be some corrective
[50:18]
action taken to so when they come out,
it's a smooth
[50:21]
» Yeah.
>> uh exit as opposed to the bump that they
[50:25]
have on the edge of
>> Yeah. I'll make sure that's included in
[50:28]
the lunch.
>> Mhm.
[50:30]
Thank you.
[50:34]
Matt, question. Um any bike rides
where
[50:41]
Richmond roll the bike trails. Mhm. Is
there any way that we can look into some
[50:48]
type of repair? They're now starting to
crack and they're
[50:53]
someone just go down Richmond Road, look
at those back trails and make any
[50:57]
repairs or give us a price or
>> Yeah. So, um when we get into talking
[51:02]
about the engineering budget for next
year, that was one of one of the things
[51:06]
I was going to bring up. Um and again,
obviously there's a cost involved in us
[51:11]
doing the research and planning for
this. Um, but I was going to recommend
[51:16]
uh that we take and basically do the
equivalent of a PCR report like a
[51:20]
pavement condition report for the
trails. Um, because there are several
[51:24]
sections that are now to the point where
I mean the service department does a
[51:28]
good job of keeping them functional but
you know a lot of them are getting to
[51:31]
the point where the service need. So
obviously there's a cost to that.
[51:35]
Unfortunately, there aren't a lot of
outside funding sources available for
[51:38]
that, just like there aren't a lot of
sources available for for some of the
[51:41]
other walks and trails that we've tried
to do. Um, there are some, but it's, you
[51:46]
know, in general, that's going to be a
maintenance cost that's going to have to
[51:49]
be worn by the village. So, um, but yes,
I it's something that's definitely
[52:00]
we did do some catching last week or
before. We get closer to uh by 4,
[52:07]
but we have some other spots we want to
hit in the real near future. Like uh you
[52:12]
said it's not, you know, it's not a cure
all thing. It'll last forever, but I
[52:15]
don't know.
>> What about that bridge on Richmond?
[52:20]
» We've talked about that before. The one
on Richmond is going need to be
[52:23]
reappear.
And uh we have gone over, we went over
[52:29]
it about a month ago. I see one coming
back up and he comes up. We like last
[52:34]
year three or four years we've spent
quite a lot of time on there. Could it
[52:37]
be possible to do red but that need to
be redone?
[52:41]
» Okay.
>> And that would be part of the assessment
[52:43]
of the trails. We would also look at you
know there's two main bridges obviously
[52:46]
the long one for and then that shorter
one.
[52:49]
» Are we planning on doing that um that um
research all the way around? Yeah, it's
[52:55]
probably
>> Well, we're going to I would recommend
[53:00]
we look at all of the trails.
>> Um look at the forums, the Pharaoh's
[53:04]
Trail, um the sections on Broadway, etc.
I would recommend we look at all um as
[53:10]
far as, you know, that way you can kind
of make your own decisions about
[53:14]
priorities of which sections you
[clears throat] want to try to tackle
[53:17]
when because again it's, you know, it's
not going to be inexpensive to resurface
[53:22]
the entire trail system. there there's
obviously a big cost to that. So, you
[53:27]
know, with that data, you'll be able to
make an educated decision about, you
[53:31]
know, where where do you want to stop?
>> This is Mayor Nicholas and just, you
[53:36]
know, about the bike ride. Our police
and fire, all trained paramedics will be
[53:42]
with us on the bike ride. So, if anyone
wants to get off their bike and put it
[53:46]
on the the the golf cart, we'll have a
golf cart. If anyone falls out, we'll
[53:50]
have our paramedics with us. So we're a
good hand. So we we're safe on the ride.
[53:56]
Thank you. All right. Thank you. Any
other comments from any other
[54:01]
department?
If not, the next thing on the agenda are
[54:05]
for our boards from council
reports.
[54:15]
I'm sorry.
Thank you.
[54:23]
We we have our
weekly activities. Mondays we have
[54:29]
studying classes from 7 to 9. We have
about 40 to 45 participants.
[54:36]
Um eight of which are residents.
>> Eight isn't eight of them are residents.
[54:44]
We have Tuesday knitting classes with um
Vicki and we have five participants all
[54:50]
our residences. We have a martial arts
class on Tuesdays.
[54:55]
Uh we have eight participants for
residences.
[55:01]
Wednesday's lunches we're have
increased. We have 45 now um uh
[55:08]
participants for our senior lunch. We
also have a line dance class.
[55:13]
uh about eight participants uh
[clears throat] four residents
[55:20]
born classes uh we have 50 to 55
participants eight which are roughly
[55:25]
residents
we are looking to do our Amish trip uh
[55:31]
October 16th we're signing up now it's
$30 nonfundable transferable only
[55:40]
we have our full distribution
Every first Thursday we had 48
[55:46]
participants
uh on our last uh food distribution.
[55:51]
We have a computer lab on Wednesdays. We
have seven participants all residents
[56:02]
that include my book.
[56:07]
Yes. Uh the food giving the food pantry
or
[56:12]
um do you guys track like do they you
have to show the license in order to get
[56:16]
it or not? No.
>> No things at all.
[56:19]
» Okay. Cuz you don't go you don't go into
the national the Cleveland
[56:27]
just get a count of how many will come
into the facility.
[56:31]
» So they let you know ahead of time how
many are coming or you don't know?
[56:34]
» No, they just food runs out. The food
runs out. Yeah. Okay.
[56:47]
I apologize again.
[56:51]
All right. As I stated on the agenda,
the next category is for war reports or
[56:59]
reports.
[57:03]
um fitting name council and um
constituents
[57:08]
included in the award uh [clears throat]
report. I would like to share with the
[57:13]
community that
number one we celebrated with the mayor
[57:18]
and I did share with her privately but I
wanted to say publicly that the 75th
[57:24]
anniversary event turned out extremely
well. Um, and we want to continue to
[57:32]
celebrate for the remainder of the year
and just in a community celebratory
[57:38]
mode. And one of the things that we're
going to be doing is a community concert
[57:45]
in which we celebrate local artists. So,
our local artists would be just
[57:53]
residents who live in Oakwood Village.
We have a number of very talented
[58:00]
artists that are here that we are going
to highlight on September 12th. This was
[58:05]
one of the dates that we shared at the
top of the year to kind of mark your
[58:10]
calendar for. And we're going to hold
that date where we just celebrate from
[58:17]
2:00 p.m. to 6:00 p.m. in a community
concert where we bring out those local
[58:23]
residents that have talent and also
giving local business owners who live in
[58:30]
the village an opportunity to showcase
their business. So, we'll have um an
[58:37]
opportunity for tables to be up and it's
always nice and good for us to know
[58:42]
who's in our community, to know the
business owners that are here. And
[58:46]
sometimes we're just looking for someone
that we can trust. So, we would like to
[58:51]
take this opportunity to celebrate
community on September 12th. And it's
[58:58]
just a bring your lawn chair and relax
time and meet be and be around your
[59:04]
neighbors from 2:00 p.m. until 6:00 p.m.
And we are going to do this immediately
[59:10]
following the shred day. So if you come
up for shred day and you're dropping off
[59:15]
your papers, you'll be able to kind of
see us set it up and just kind of spread
[59:19]
the word. So, if you have a business or
you know someone that has a business, um
[59:25]
you can [clears throat] make sure that
you um get in contact with myself and I
[59:28]
will make sure that you are able to be
highlighted and and showcase during that
[59:33]
time. And um we're going to have a flyer
that's going out. It's going to be
[59:39]
mailed. We are also getting our constant
contact has been down for the um
[59:46]
council's constant contact, but we are
reinstating our constant contact so that
[59:51]
we can start to blast out information to
you as well through email, but we want
[59:57]
to make sure that you are there. So that
September 12th is going to take place in
[1:00:03]
the community
um park. So, we won't be in the sales
[1:00:11]
club leven's lot. We'll be in the park
on the grass. Hopefully, there'll be
[1:00:17]
some shade, but if not, we'll make sure
that um we we um have some type of a
[1:00:23]
tent for our seniors that may want to
come out and and are not able to be out
[1:00:28]
in the sun. So, if you have any
questions, you can see me afterwards,
[1:00:32]
but I definitely want to get the flyer
out to everyone this week.
[1:00:43]
question.
[1:00:49]
I want to speak I want to apologize to
the veterans. Um we participated and did
[1:00:56]
under the veteran banners.
The bed be our veteran banners are
[1:01:03]
beautiful, [clears throat] but what held
us up? They're all ready to go. We have
[1:01:08]
all the brackets, but we did not get the
okay yet or I don't know if they came
[1:01:13]
out. The um clean up the eliminating
company had to examine the polls for us
[1:01:20]
to do the graphics on. Um we do have the
banners. We have 20, but keep in mind we
[1:01:27]
did need the bed commission to pay for
the banners. So, all of the ones who
[1:01:32]
paid their $1 million will be reimbursed
for those banners. We're still going to
[1:01:38]
do the veteran banner um
program.
[1:01:43]
If we don't get one this year,
[clears throat] the school will have
[1:01:45]
them up [cough] ready for May, but that
will give the other veterans an
[1:01:50]
opportunity
to sign up, okay, and also participate
[1:01:57]
in the veteran banners. Okay? I want to
see them going all the way down
[1:02:01]
Broadway. I think it'd be beautiful.
Right now, I know they're really nice,
[1:02:05]
but the veteran commission was like,
"These are some nice banners." Okay. So,
[1:02:11]
we did our veterans very well with a
proud. Okay. Uh we're also going to do a
[1:02:19]
lunchon for the veterans on November
11th at Mount Zion.
[1:02:24]
» Okay. Um, during that time though, I do
I wanted to go out this summer, but
[1:02:30]
believe me, I got struck with shingles.
Um, so I've been trying to hold it down,
[1:02:37]
but
I wanted to go out and get all of your
[1:02:41]
information on if you're a veteran, if
you're not, because they're planning on
[1:02:44]
recognizing
veterans at this launching. The veteran
[1:02:49]
commission will be there.
All right. We're also going to be
[1:02:54]
conducting a workshop with the veteran
commission regarding
[1:03:00]
benefits
for not only the veterans but for their
[1:03:05]
spouses.
It's something that they need to know a
[1:03:08]
lot of information
that you need to know regarding your
[1:03:13]
benefits. Okay. Um so I just wanted to
give you that information. And we did
[1:03:20]
try diligent diligently to get those
banners up by July 4th. We wanted them
[1:03:27]
up May 31st, but that's what held us up
was the um Illuminating Company.
[1:03:35]
And um we're still trying to reach out
to the illuminated company um their
[1:03:39]
community outreach program to see when
can those um holes be assessed and make
[1:03:46]
sure that they're safe with those
spammers on
[1:03:51]
just something to piggy back on that.
Um, we put the application into the
[1:03:55]
ruminating company for them to come out
and eat and bank. So they they have been
[1:04:00]
pushing us behind, pushing us behind and
they promised by the middle of August
[1:04:05]
was the last promise and they still have
not done it. So we have been in constant
[1:04:09]
contact with them to try to try to get
them [clears throat] and and complain to
[1:04:14]
them enough that the Scooby wheel isn't
going to come on. All they have to do is
[1:04:17]
give us what poles legally we're allowed
to put them on. So uh and if we put them
[1:04:22]
on holes on our own but with the service
then we are we're going to get fined if
[1:04:29]
we put them on and they we didn't get
their approval first. So we've been
[1:04:32]
waiting for the community engagement
outreach program from the illuminate
[1:04:36]
company and they can push us behind
behind. So we will get them out and they
[1:04:40]
will be out in his chair the same
matters and and we will have them posted
[1:04:45]
nicely. We can't wait to put them up but
we are behind because of the
[1:04:48]
illuminating company. There's not been
any other process [clears throat] that
[1:04:52]
has been taken so long.
>> And thank you Tommy so much for your
[1:04:55]
help.
>> Yes, we do appreciate the last
[1:04:58]
told me.
>> Yes, they did. I just talked to him
[1:05:01]
again today. So,
Mr. Mr.
[1:05:08]
Do you have a comment from council
report?
[1:05:13]
» Um,
war five. I wanted to extend my
[1:05:17]
gratitude to all of the residents that
have opened their door to me uh during
[1:05:22]
the time that I've met you guys. Um, I
also went out and left a flyer for each
[1:05:29]
War Five resident. I will be having a
war five block party for all war five
[1:05:34]
residents on the 29th of August this
Saturday from 5 to 8. Gives you the
[1:05:39]
chance to come and meet me. Come and
meet your residents. Um and just have a
[1:05:44]
good time. Bring your kids. Um bring
your grandkids and just come relax and
[1:05:50]
have a good time and
build a village
[1:05:55]
as uh people like. But I thank you all
and I look forward to seeing you guys on
[1:06:02]
Saturday.
[1:06:05]
» I know very
[1:06:10]
we are also having a taking into the
streets community engagement meeting for
[1:06:15]
W three and four this coming Saturday.
Also a lot of you have gotten the
[1:06:19]
information. Uh it's at the Hampton
right here across from McDonald's and
[1:06:23]
they're roughly resident. So, uh,
between 3 and 5, please come and meet
[1:06:28]
with other residents from the
[clears throat] I appreciate it. Thank
[1:06:31]
you.
Any other report?
[1:06:36]
All right. [clears throat]
I'm going to read a statement.
[1:06:40]
I'm going to open the floor to the
residents at this time. comments in
[1:06:44]
general, please state your name,
address, and if you wish to
[1:06:50]
uh just for the record, and please limit
your comments to 5 minutes. Thank you.
[1:06:57]
So, we are
first,
[1:07:01]
let me see if I can remember your name.
[1:07:06]
» Crystal White, 24662 Alexander Road,
Over Village 4146. I just have some
[1:07:13]
comments. I never got any more thing and
I didn't war for never. And I think it's
[1:07:19]
a shame when when I think it's a good
idea, but I think it's a shame when when
[1:07:23]
the mayor was in whatever we always got
information, too much information.
[1:07:28]
Sometimes we wanted to throw it away.
Too much information. But you know, we
[1:07:32]
got a lot. Now we get nothing. And I
listen to a senior say this and I'm a
[1:07:36]
senior now. I don't play on a computer
like a lot of people. You know what I'm
[1:07:41]
saying? So they expect us to go look up
stuff on. I couldn't It [laughter] took
[1:07:44]
me an hour to find out how it was today.
>> Didn't know where to find it on I mean I
[1:07:50]
finally did. You're looking so much
mature. So I finally did it. But you
[1:07:55]
know what I'm saying? So we need to be a
little bit more if if you can't afford
[1:07:58]
to mail us just once a month something
mail or once every 3 months mail a fly
[1:08:05]
or something out saying we're having
this on this day. [clears throat] to us
[1:08:10]
seniors who don't play on the computer
or don't come up here every 5 minutes. I
[1:08:16]
don't come up here. Well, you know,
[clears throat] I used to come up here
[1:08:18]
all the time.
>> Okay. Yes.
[1:08:20]
» But that's when I was younger and could
barely could walk a little better. So,
[1:08:24]
we need to do something about that
because like I didn't know that. I would
[1:08:28]
love to go to that.
I was out canvasing with 44 just this
[1:08:33]
past week cuz I'm a couch of whatever
you call it the central committee
[1:08:40]
» and did not
didn't um didn't I mean it's like a
[1:08:45]
shame cuz we don't have side to get to
know anybody. You know what I'm saying?
[1:08:49]
So it is very hard. So I like that idea.
We used to have the guy in Bedford used
[1:08:54]
to have a big thing every year. I don't
know if you ever went to that. That
[1:08:58]
thing was so humongous. It was
ridiculous. People can't you couldn't
[1:09:01]
park on there. But I think they need to
get us out of that. I've never had an
[1:09:06]
issue on a statement with Tom H. When I
call time, somebody said make a
[1:09:10]
statement about the service department
getting slow. When I call Tom, Tom shows
[1:09:14]
up. Is it just because of me times?
[laughter]
[1:09:22]
I can't [laughter] complain because I
mean one day I look at it and I said,
[1:09:26]
"Dang, it's gone already." I mean, he's
just that fast. I can't I I've known him
[1:09:31]
for years years. He's never been slow.
[clears throat]
[1:09:35]
» And another thing is I want the council
to learn to respect each other. I'm not
[1:09:39]
trying to be disrespectful, but we need
you show us how to act.
[1:09:45]
» You know what I'm saying? You show us
how to act. If you arguing and carrying
[1:09:49]
on pick [laughter] that stuff behind the
closed door and nobody else see it. You
[1:09:52]
know what I'm saying? That's all I'm
saying. So respectful to do that. and
[1:09:57]
for the um he's looking like I'm
turning. [laughter] We're so caught up
[1:10:02]
on the sidewalks and the bike trail and
all that stuff is good. I'm on Alexander
[1:10:08]
Road and we have such a bad water
problem with the sewers since the storm
[1:10:13]
sewer which we don't have. Sometimes I
got water. I'm rushing trying to keep
[1:10:18]
water coming out of my coming in my
house.
[1:10:21]
» Why can't we address these things that
are important to people like me? I
[1:10:26]
called Tom and Tom said, "I'mma send
somebody." "No, don't send nobody. I'm
[1:10:29]
so mad at my cousin because the water's
coming up the driveway so bad, you can't
[1:10:34]
get it." One time the mayor told me,
>> "Let me put a trench in your yard
[1:10:39]
that'll fall for everybody on the
street. All the water would come to that
[1:10:43]
trench in my yard." And I was like, "You
sound like a fool." [laughter]
[1:10:48]
But the thing on this is that we need to
look had that problem. You guys got to
[1:10:52]
know about all the houses that been
flooded out on Alexander Road. I mean,
[1:10:57]
it's just horrendous over there. And I'm
sure I'm not the only one cuz I was at a
[1:11:01]
meeting once. Um,
I was at a meeting once in other streets
[1:11:06]
were talking about the same thing. All
this water damage that coming, water
[1:11:10]
coming into people's houses. That's more
important than the bike trail. I mean,
[1:11:14]
you know, to me,
>> it's more important than riding a
[1:11:17]
bicycle, riding a bicycle or more. We
need to keep this water out. You'd be
[1:11:21]
surprised how many times I've fallen
into my house just trying to get because
[1:11:25]
it's just me trying to get the water out
and I'm missing
[1:11:31]
expect you to come Saturday.
>> I'm not commenting. I don't last I have
[1:11:38]
» I have something else going on. But if I
didn't have known
[1:11:44]
» Okay.
>> Okay. Did you write down for a clerk or
[1:11:47]
not?
>> Make it. She just I just said I did not
[1:11:50]
say my address for the record. Thank
you.
[1:11:52]
» Okay. Thank you. Thank you. Thank you.
All right. Next person.
[1:11:56]
» Hi, my name is Denise Franklin 26105.
[1:12:02]
Okay. And um I just have a couple
questions. I first want to know um what
[1:12:08]
have you everyone here city council um
accomplish for our residents of our
[1:12:16]
city? during past couple years. I really
would like to know and pointedly what
[1:12:22]
measurable improvements can our
residents point to today? What has been
[1:12:27]
done especially for water too? Because I
I never really hear anything. The other
[1:12:32]
question, well being a real estate
agent, I sell a lot of houses in a lot
[1:12:37]
of different cities. I'm always
concerned about our values. So I have a
[1:12:43]
question. Looking ahead,
um what is your vision for our city over
[1:12:48]
the next 5 to 10 years? And what
specific plans do you have to make this
[1:12:54]
vision a reality?
[1:13:08]
I just I was just elected to the
position and took office January 1st. So
[1:13:14]
the history part I can't get. Um just
today Matt just um reported that
[1:13:21]
Buckthornne is going to be resurfaced. I
had heard, you know, I've gotten a lot
[1:13:25]
of calls regarding Buck Thorn. Um, and
Tommy helped out with that and
[1:13:32]
a lot of gravel and things after,
you know, the patches of basketball were
[1:13:36]
put down and he resolved that problem.
But at the time,
[1:13:42]
» still a problem and and so when is it
going to be resurfaced? Well, he's
[1:13:46]
asking for put in for the grant today
and then they're going to hopefully
[1:13:52]
we'll get a response next year and he's
thinking in 2028 it'll be resurfaced.
[1:13:57]
So, what other plans do you have for
[1:14:02]
» long-term plans?
Uh, right now I'm trying to get engaged
[1:14:06]
with all the residents. I do need
contact information other than an
[1:14:11]
address because there certain things
that I can do at the spur of the moment
[1:14:15]
just say one or two weeks. Um we're not
allowed to put flyers on mailboxes
[1:14:20]
anymore. So you know I've never seen you
around the area.
[1:14:27]
I was just I was just there taking
pictures. I was just there taking
[1:14:31]
pictures in Buckorn and Richmond because
[laughter] they were concerned about the
[1:14:36]
landscaping
not.
[1:14:46]
» So the other question
what is the vision? What is your vision
[1:14:51]
for our wonderful city for 10 years?
Five and within 5 to 10 years, what
[1:14:58]
measures have you made
>> to make this a reality?
[1:15:01]
» Well, my vision is to create the village
that we once knew
[1:15:08]
to create the village we once knew. Um,
we do that by communicating, respecting
[1:15:14]
each other, like you said, um, and
having those community engagements where
[1:15:19]
we can understand your guys' problems
because we work for you. Um, I was just
[1:15:26]
recently appointed in February. So I
would like to have the community enga
[1:15:30]
engagement so I can learn from you guys
what you see what you deal with every
[1:15:35]
day and bring that to the table and we
can discuss that and bring solutions and
[1:15:40]
then go from there. Um it won't be you
know cake and ice cream all the time and
[1:15:45]
we got to understand that. Um, but we
have to be realistic of where we're at,
[1:15:50]
where we want to go, and um, [laughter]
just plan. Um, and that's really much
[1:15:57]
all I can really explain to you for
myself.
[1:16:02]
» One thing, one thing I would like to do,
I would love to have a new city hall.
[1:16:09]
Um, that's going to take grants. Um
because we're small village and we don't
[1:16:14]
have a lot of revenue, but it's
something I should I think it should be
[1:16:18]
in the plan.
[1:16:24]
» Lorie Hoover, property owner, 7379
Macedonia Road. Short and sweet. What's
[1:16:31]
going on with my property in Econ? It's
going on three years.
[1:16:36]
» Three years. No one has contacted me. No
one in the law department. No one has
[1:16:42]
contacted me as to what's going on.
[1:16:48]
» Which property do you own?
>> 7379 Macedonian Road backs up to the
[1:16:53]
back of Econ. They tore down all the
trees
[1:16:58]
and it's nothing but weeds back there.
Now, I was told they were putting up a
[1:17:02]
fence, but I haven't heard anything.
There's been some recent discussions
[1:17:07]
about moving that project along. The
owners are attempting to put up a fence,
[1:17:12]
but they also have to comply with other
conditions imposed by the planning
[1:17:16]
commission at that time. The fence isn't
going to do it. From what I understand,
[1:17:20]
they have to also
I think create some buffers so that you
[1:17:26]
know the nation I don't sure if you live
there or not. I don't know, but the
[1:17:31]
neighbors aren't uh
inconvenienced. And uh so honestly,
[1:17:36]
there's been communications in the last
week or two about that.
[1:17:39]
» Well, how come no one's contacted me?
I'm a property owner. I think I have the
[1:17:44]
right to know what's going on. 3 years.
This is going to be 3 years. I was here
[1:17:50]
and I approved and gave them permission
to do all that concrete back there and
[1:17:57]
then they tore down all of our trees. I
submitted all the pictures before
[1:18:03]
to the law department who is he is not
here anymore.
[1:18:08]
» Thank God.
>> But no one has has contacted me. I think
[1:18:11]
that's pretty poor.
>> That's very changes going on with the
[1:18:16]
mayor pass. He get
>> Oh, come on. That's been over a year.
[1:18:20]
That's been over a year. And I'm sorry.
>> I hear you.
[1:18:24]
» No. No. I'm sure
>> he was made it a priority for
[1:18:30]
the new law department.
>> I met with the building department. I
[1:18:34]
met with the building department last
fall. Both people out at the site,
[1:18:39]
[clears throat] took pictures,
everything. So, you're telling me
[1:18:42]
another year has gone by and nothing?
changes department as well.
[1:18:50]
» So if I may if I may
so if I may um so with ECOM the the
[1:18:58]
truth of the matter is when there were
notifications put on the building there
[1:19:03]
was some steps that have to be done in
order to take a case to court to move it
[1:19:09]
on and to adjudicate it. Steps were
missed. So we had to start all over
[1:19:14]
because the people who were in place at
that time they didn't follow the process
[1:19:18]
accordingly. So in order to follow
through on something like that to
[1:19:22]
actually take them to court you have to
show in court that you followed all the
[1:19:26]
steps. So essentially we discovered that
we had to start all over and with now
[1:19:31]
with the new team we're on track to get
I believe they're talking to someone to
[1:19:35]
put up the fence but there are other
ramifications with the planning
[1:19:40]
commission but in short we had to start
the process all over because
[1:19:45]
» the process just we've been talking
about it with since the last [cough]
[1:19:48]
council meeting. So there's since the
last council meeting, we've been making
[1:19:53]
it a priority to make sure that we start
the process and the steps to get going
[1:19:58]
and there have been discussions about
the fence. That's that's accurate. So we
[1:20:02]
will make sure to include you in the
communications.
[1:20:06]
» We will if you leave your your email and
I may have it, but if you leave it with
[1:20:11]
the clerk to be sure, we'll we'll
include
[1:20:15]
can you please communications?
[1:20:22]
Hello, my name is Tanya Dixon. I'm at
26482.
[1:20:28]
Um, I know we spoke about this a couple
years back about that um platform in my
[1:20:35]
backyard and in my neighbor's backyard.
It's still there in this region. And I
[1:20:40]
believe
that house is a Airbnb because they only
[1:20:45]
cut grass once a month.
And it's trouble when you have company
[1:20:52]
or you're sitting outside on your nice
patio and you have to look at grass is
[1:20:56]
almost 2 ft high.
And um it's been like that for a while.
[1:21:01]
Um I think they sold that house was sold
around 2023. I had never received one
[1:21:07]
out there. And then also I looked it up.
This company owns about 86 homes around
[1:21:14]
the area. Yo,
please give her a listen.
[1:21:19]
» LLC's are a problem.
>> Absolutely.
[1:21:23]
» And there's another one they own on um
24797
[1:21:28]
road. And then the other ones right
behind me, 26450
[1:21:32]
road, but it's like 87 homes. This
company owns around stolen, you know,
[1:21:39]
bathrooms all over. And this is not well
kept [clears throat] up. And I just said
[1:21:45]
hope that we
I know it's kind of hard. There's
[1:21:49]
nothing we can really actually do. If
someone wants to buy a home, they can
[1:21:52]
buy a home. You know, this company is
really moving into all the our area and
[1:21:58]
the surrounding area. And then one more
other thing, the trash collection. One
[1:22:03]
day they pick the trash up at 7:30 and
next day they pick the trash up at next
[1:22:08]
time pick trash up at 7:00. You know,
[clears throat] I said like to get a a
[1:22:12]
consistent time. They just start
changing all of a sudden, you know.
[1:22:16]
» But that's about it. And I have seen the
um givers on fourth row. I see there has
[1:22:21]
been some a little bit more cleaner. I
just wish we could either rent a a truck
[1:22:26]
or something just to suck up all the
debris, all the gravel. I think it looks
[1:22:31]
so much better, you know. But it is
getting better, you know. The other day
[1:22:34]
I was picking weeds out of my out of my
um uh little island there cuz you know
[1:22:40]
it needed tending too and I that's my
first time out 22 years. I said no I
[1:22:45]
can't look at this anymore. Why would I
get my little bucket and I swuck around
[1:22:48]
but you know
they did a good job has done some people
[1:22:54]
see it the difference but that's it.
Thank you. May I ask a question?
[1:23:01]
Do you have called for the grass cut or
they just happen to cough once a month?
[1:23:05]
I just did it so [clears throat] long
and you I get that number. I could have
[1:23:08]
put the number on that one,
>> you know.
[1:23:13]
» Yeah. Yeah. I think in another state
[1:23:25]
they renting out a lot.
>> Yes.
[1:23:28]
» Yeah.
Yeah. Right. Every now and then I can
[1:23:31]
see the light on and people there but
then they grass. They only cut it once a
[1:23:36]
month and when they cut they don't pick
it up. It's just like block. Can I make
[1:23:40]
a comment? Excuse me. Make a comment
regarding what's going on with the
[1:23:45]
building department. To the credit of
the building department, I happen to
[1:23:49]
walk in the other day. There was a
meeting going on.
[1:23:53]
That situation, when I say that
situation, uh the fact that these homes
[1:23:58]
are being bought up by corporations,
>> yes, is being tracked. the building
[1:24:03]
department there has started a I guess
it's um a software package where they're
[1:24:10]
now going to be able to track a little
closer
[1:24:13]
um uh homes that are uh rentals are
rentals versus those that are owner
[1:24:21]
occupied. So you should see some
improvement
[1:24:26]
because we all we always had ordinances
in place to monitor those but it felt
[1:24:33]
kind of felt way out. So that particular
issue which is major now because
[1:24:39]
» yeah it is major because like I said
that platform has been there for at
[1:24:43]
least 5 years I think that platform
that's in their backyard.
[1:24:47]
» So and like the building department said
it's a pretty much good little
[1:24:51]
» padding or whatever that's around it but
it's been there a long time. young
[1:24:55]
animals are are going to burrow
underneath it, you know, and there's a
[1:24:59]
lot of rabbits back there and other
things, but that grass needs to see some
[1:25:04]
improvements because I understand.
>> Are they going to be able to walk behind
[1:25:07]
the houses? In fact, that's the person
back now. They don't see that the grass
[1:25:11]
is 2 ft high or just like you got the
picture. Uh I think between you and I,
[1:25:15]
you can see it from the next street.
>> Yes, you can see it. So, they can get
[1:25:20]
pictures. Okay. Okay. But it is being
addressed. All right. Tiny. Oh, is it
[1:25:26]
Tony or Tony? Tyler. Tanya. Are you
talking about the house directly in
[1:25:32]
» Okay. The house directly in back me
house. It's the house on the other side.
[1:25:39]
Next. Next. Uhhuh.
264504.
[1:25:48]
» Yes. We have 86 homes and it's just
sitting here all the solder
[1:25:58]
comments.
This is Mayor Nichol. We you will be
[1:26:02]
receiving in the mail a uh it's a rental
registration form. So even if you aren't
[1:26:08]
a renter, if you know of a house down
the street uh that you think is a
[1:26:13]
rental, put it on the form and send it
back. So, it will be a mass mailing
[1:26:17]
asking, "Is your home a renter?" So, if
the person who's in the home is renting,
[1:26:22]
we would hope that they would send it
back. But if you get that and you say,
[1:26:25]
"Oh, I'm not renting my house." But if
there's a scenario where you know that
[1:26:28]
there's a home that you might suspect
has a rental, please put it on the form.
[1:26:33]
That's good cuz that's what we do. You
know, so when someone comes to our
[1:26:36]
office and want to do a transfer, that's
the first thing we have.
[1:26:42]
We ask is it a rental or will you stay
there? You stay there. You get 2 and 12%
[1:26:46]
credit because you live your home.
>> The program is being put in place by
[1:26:50]
your staff. Okay. Murphy, can you step
up? Thank you. Thank you.
[1:26:57]
» 417.
[1:27:02]
Human beings. All human beings leave a
trail
[1:27:07]
and they know what
there's a lot of things that were done
[1:27:12]
not only for the kids but for the
grown-ups. We had a train ride which was
[1:27:17]
a beautiful thing at the holidays. Uh
how about Valentine's Day? We used to do
[1:27:23]
that. We [snorts] used to do the
Cleveland Orchestra.
[1:27:27]
None of that has been done in two years
now. I don't know why
[1:27:33]
someone can't look and see what was done
and keep it going. The holidays are for
[1:27:39]
families.
Soda camp is for the kids. The grown-ups
[1:27:43]
want to get out with their kids and have
a good time.
[1:27:47]
So, what's the problem? Why can't we do
this? It's easy.
[1:27:53]
I've been busy,
but we need mics at the table so we can
[1:27:58]
all listen and hear what everybody is
saying because some of us have ear
[1:28:04]
problems. We have problems. So why can't
we have something that we all speak to
[1:28:10]
where everybody can understand? I know
we can hear that word when it say money.
[1:28:16]
Everybody can hear that. But before that
and after that,
[1:28:22]
none of these people can't hear that.
They're older. I'm older. I got a
[1:28:26]
problem. I need to understand what you
all are saying.
[1:28:31]
And what can be done? And by the way, I
need somebody to start coming up on Buck
[1:28:36]
and doing doing some kind of traffic
thing because the people from every have
[1:28:43]
to come through and is like
traffic.
[1:28:50]
The way of speed
[1:28:54]
or something or something
speed
[1:29:03]
» I'm sorry I said I was just suggesting
we did it on the road speed trailer
[1:29:09]
please a little trailer tells you how
much you're going and if you're going
[1:29:13]
past the speed limit it I mean just a
slow down just to you know give them a
[1:29:17]
second
[1:29:21]
Thank you.
One edition of Mr. Murphy, we are I'm
[1:29:27]
going to talk with our finance director
to uh review pilots of speed bucks.
[1:29:32]
There are two streets that have been
brought to my attention. One's Red
[1:29:35]
Trail, one's Booker of the kids going
down to the park, but we can add Buck
[1:29:40]
Thorn to that list. uh their
>> speed humps
[1:29:43]
» their speed humps that we could put um
and to you know we would only know if
[1:29:49]
you call and let us know. So we're
trying out those two streets and we can
[1:29:52]
add buckorn to the list or put it in the
budget for next year. I see I see the
[1:29:58]
eyes.
>> Well, everybody's a lot of people in the
[1:30:02]
book.
>> When you get to the stop sign,
[1:30:05]
» one second and they call. They never
stop
[1:30:10]
at the stop sign. The stop sign. You
might as well not be there. One second.
[1:30:16]
They stop.
[1:30:20]
» I'm sorry.
Sit there for a while. Sit there for a
[1:30:25]
while.
[1:30:28]
redo that and
[1:30:36]
» all right. Thank you.
[1:30:40]
» Good evening. My name is Melinda Hart. I
live at 73273
[1:30:44]
Avenue. I'm sure you are all glad to see
me. I did not want to thank
[1:30:50]
um for our mayor, captain, council, Mr.
Attorney Montello,
[1:30:57]
finance council clerk, and all the
people who took the time to come out
[1:31:02]
today.
I have um prepared a statement. I've
[1:31:08]
timed it. is 5 minutes. But as I sat
there, I felt temporarily anyway
[1:31:12]
compelled to address uh council person
Warren's long detailed statement and the
[1:31:20]
reaction of council. But I decided I'm
just going to let that speak to itself
[1:31:25]
because it actually supports what I
prepared
[1:31:29]
before [snorts] my statement. Captain,
is there any information on the
[1:31:35]
disorderly conduct charge
from the July 4th incident on Wright
[1:31:42]
Avenue? And were there any additional
charges?
[1:31:46]
» No, that's the only charge that's been
filed is going to court right now.
[1:31:51]
[clears throat and cough]
I don't know if it's at the pre
[1:31:54]
pre-trial stage or not, but
[clears throat] it's it's still pending.
[1:31:58]
» Thank you.
>> Yes.
[1:31:59]
» Okay. The other question is because uh
we don't have to skirt the matter. There
[1:32:05]
is a recall petition blown around for
the mayor. My question is if the mayor
[1:32:10]
is recalled, who becomes the acting
mayor?
[1:32:14]
» I would. Thank you. Okay.
[1:32:28]
just a little bit.
>> Okay, I got you.
[1:32:33]
» My statement is I as well as other
people here tonight are concerned about
[1:32:39]
the state of our village. Yes, it is our
village.
[1:32:44]
I've been to many meetings in the last
15 months.
[1:32:49]
I said to a comment about the police
don't wave at us, you don't smile at us.
[1:32:56]
And in the next breath,
you were reverted for
[1:33:03]
overreacting to a clear disorderly
conduct situation
[1:33:09]
when you were just doing your job.
I have to wonder about us. What are our
[1:33:15]
priorities? Do I want you to smile at me
or do I want you to be there when I need
[1:33:21]
you? I would like to have a happy
balance, but if not, be there when I
[1:33:26]
need you. And so far, I can say that
over Police Department is on their job.
[1:33:35]
Now, I have watched the antics and you
have too tonight.
[1:33:40]
the disrespect
and the overriding increasing arrogance
[1:33:46]
of this council. You don't consider us.
You have your own agenda as you
[1:33:54]
accomplish through emergency measures
and special needs.
[1:34:00]
The other thing is why don't you take
that business
[1:34:06]
time
when the public is here
[1:34:11]
you take it but you schedule special
meetings now I may be mistaken I am
[1:34:18]
accountable
but I believe you have had over 25
[1:34:22]
special meetings since January
and in that you only required to give us
[1:34:27]
12 hours of those hours to the time they
pursued, but that's what the uh charge
[1:34:34]
says and we're going to change that.
Okay.
[1:34:38]
Um
[1:34:41]
I spoke to a colleague who is a former
council woman for Cleveland City
[1:34:47]
[clears throat] Council.
She said in the
[1:34:52]
third
they didn't have
[1:34:56]
25 special meetings in 16 years but we
know that you accomplish most of what
[1:35:02]
you want to do in special meetings
because you don't have an office. Yes,
[1:35:06]
you took them for you. You all feel the
disreg.
[1:35:24]
We know that the second Tuesday and the
next month we're going to have a
[1:35:30]
meeting. We have two weeks on this. You
will accomplish all of these things that
[1:35:35]
have nothing to do with the city of the
residents of the only has to do with
[1:35:42]
changing or
position changing titles how I can stay
[1:35:48]
here and how I can
[1:35:53]
minister
for many years um
[1:36:00]
sorry my child
[1:36:05]
moved village and we didn't have
[1:36:12]
nothing.
[1:36:16]
So what is it about?
[1:36:23]
What is it about now that I really chaos
[1:36:28]
like me saying these things. I'm trying
to impress you,
[1:36:34]
but you can't see it yourself. At least
listen to what I say and try to put
[1:36:40]
yourself in competition when you sit up
here and hear you see you act like that.
[1:36:45]
see you disrespect our mayor.
I don't like that. And it was
[1:36:57]
the same conversation. You disrespect
him. I wouldn't like that either. I want
[1:37:02]
you to know that
[clears throat]
[1:37:07]
you are the author of confusion, chaos,
distrust
[1:37:13]
and pressure.
[1:37:26]
You shall always be your shall always
be. You should always be able to show
[1:37:31]
these people
how
[1:37:36]
it may turn.
I keep looking for
[1:37:42]
I keep looking for
[1:37:49]
somebody.
[1:37:56]
Now
we're going to make sure that the
[1:38:00]
history of our own village will reflect
this time in history. All right,
[1:38:08]
collectively and finance everyone
who have caused our
[1:38:16]
village to deteriorate.
[1:38:21]
This is not about you.
are we the people you serve us.
[1:38:34]
» Thank you.
Now I said what I said with a lot of
[1:38:38]
love
[1:38:48]
this morning.
[1:38:58]
Um, so
I fast
[1:39:07]
question.
How many hours right now? How many of
[1:39:13]
you are sitting in an elected position
or
[1:39:17]
seat that you're in now?
[1:39:24]
Who was appointed to their seats and who
was showing the hand of the individuals
[1:39:31]
who were recently appointed to their
positions in their ward but not elected
[1:39:38]
hand race that's one
appointed any positioned
[1:39:48]
we Yes, we have so
[1:39:55]
then we have a third candidate who would
have been appointed
[1:40:09]
by you and he was recently
uh you know
[1:40:15]
it appears to me that he was recently I
was appointed by you all but yet removed
[1:40:22]
by you all at the same time because
[1:40:27]
I think it looks like he wasn't on your
team even though you appointed him to
[1:40:38]
things of that nature and this list who
is a member of my community that my
[1:40:45]
board um
Dubai from his position based on this
[1:40:52]
council recommending a resolution
of basically saying that she
[1:41:07]
was trying to represent our board my
board and the entire council because he
[1:41:14]
council all of Anyway,
he was recently during the time you all
[1:41:19]
were on recess
removed or forced to be removed from his
[1:41:24]
position. I'm not going to go into
anything that has to do with legal or
[1:41:28]
anything. I just want the residents to
be aware of that because they have no
[1:41:32]
clue. [clears throat] Um the other thing
is um we also have this gentleman Mr.
[1:41:40]
James who was appointed to this position
um after someone else had been put in
[1:41:46]
that seat and in January all of a sudden
games are played and se
[1:41:54]
my question is this first thing is this
while we are being
[1:42:02]
asked to go to polls
one in January one in
[1:42:10]
And there's a potential plan for us
to have to go to the polls one more
[1:42:17]
time. That's three times in this year
based on what you want.
[1:42:23]
Me personally, I am tired of wanting
especially if it has anything to do with
[1:42:31]
village and especially since we are in a
major transition. We have the same hair
[1:42:36]
for 30 years. I have 15. I promise you
that when
[1:42:45]
we went to vote in 2024 for the
presidential election, I can bet you the
[1:42:54]
majority of these people back here did
not understand the charter change that
[1:42:59]
was put in place in 2024
that said if anything happened to the
[1:43:06]
mayor, we would have the vote vote for a
new mayor within 120 days.
[1:43:14]
Prior to that charter, the charter read
in the event something happens to the
[1:43:22]
mayor, the seat will rotate the person
in that seat will be that person who had
[1:43:29]
the council at large who held the most
amount of votes for the electors in that
[1:43:35]
previous election. So somewhere in 2024
we were all sleeph
[1:43:49]
and we see all presidents
[1:44:04]
that
the But [laughter] but what happened
[1:44:09]
long story short we would not be having
the same
[1:44:14]
we would have
that lo
[1:44:23]
[laughter]
[1:44:32]
or
neighborhood
[1:44:35]
» [clears throat]
[1:44:38]
» to your face. Quit running
for bull crap to begin with. There is
[1:44:46]
absolutely nothing wrong with what's
left in this chart. And for you all to
[1:44:51]
continue [laughter] to try to make hard
changes to affect
[1:44:58]
whoever you are trying to
find out
[1:45:07]
in order to do them. Please stop. First
of all, you know, half the time
[1:45:14]
this
[1:45:22]
politic
my ex. We don't
[1:45:29]
do
I don't like that.
[1:45:36]
Thank you.
[1:45:43]
about it.
No, I'm you
[1:45:57]
put on
[1:46:08]
your ballot. This is about the valley
is Oh
[1:46:18]
his
god.
[1:46:44]
We are
[1:46:54]
Nice.
[1:47:19]
want you.
[1:47:23]
I'm afraid of you.
Amen. [clears throat]
[1:47:36]
Don't be afraid.
[1:47:50]
Really?
>> Yes.
[1:48:01]
Okay. Couple years ago, my house, right?
Um when we called um 911, they couldn't
[1:48:09]
find Oak Village anywhere on the list.
So they said Northfield and O'Neal,
[1:48:15]
right? O'Neal. I just want to make sure
that you guys
[1:48:27]
are
[1:48:36]
[laughter]
[1:48:45]
let me introduce myself. My name is
Denise Thompson and I only child of late
[1:48:53]
detective James Thompson and Rosie
Thompson who also worked on campaign and
[1:48:59]
I will be here for years and
I have great respect for the police
[1:49:05]
department. I want to make that clear.
on July 4th, someone spoke on my behalf
[1:49:13]
uh in regards to what happened on Grand
Avenue.
[1:49:16]
People take a look at what's happening
nowadays. Look at Have you seen what you
[1:49:24]
are doing? Have you seen the streets?
Have you seen seen you getting killed
[1:49:29]
for nonsense
on that Sunday?
[1:49:36]
tell you and say thank you. Correct. You
are going to put on us because I
[1:49:45]
remember
[1:49:49]
we had all we had trans radio
[1:49:59]
and most of you remember this
1968 on Friday
[1:50:11]
It affected me because my father at the
time was picking a prisoner in Atlanta.
[1:50:16]
They told me that here
if you recall
[1:50:23]
was the leader and the one that we were
going to do everything but honor the
[1:50:30]
person who had been who had been
assassinated
[1:50:34]
wisely
that day and I was only 15 years old at
[1:50:38]
the time and I remember that day going
to each and every saying we would not
[1:50:43]
disperse this man's name. We will act
accordingly.
[1:50:48]
That's the same
[1:51:03]
me.
[1:51:14]
All I'm saying is that all I'm saying is
that when we
[1:51:22]
shut
[1:51:29]
some
[1:51:33]
shut up you
doesn't appreciate you should have a lot
[1:51:40]
of things
[1:51:44]
You can kind of
[1:51:52]
wait here.
[1:52:07]
I'm
[1:52:10]
[clears throat] all said and done. We
together we
[1:52:17]
eat
[1:52:20]
together
[1:52:25]
and we need to be that
[1:52:35]
we know this will be this a beautiful
place to
[1:52:42]
Now thank you for
[1:52:49]
shut
[1:52:59]
[applause]
[1:53:09]
your hand and
up.
[1:53:20]
Middle
[1:53:28]
profession.
[1:53:33]
The rotation and the movement that you
saw here in this community was
[1:53:38]
unprecedented.
[1:53:42]
unprecedented
[1:53:48]
when
[1:53:56]
when the former mayor passed away,
things happened that had never happened
[1:54:02]
before in this community.
[1:54:10]
things that we thought we didn't ever
have to worry about became a problem.
[1:54:18]
I want this community to know
this night.
[1:54:24]
This night,
this community
[1:54:29]
was in an unstable condition.
[1:54:37]
and
[1:54:41]
the musical chairs. That is exactly what
it look like. Musical chairs. But I want
[1:54:46]
you to know it hasn't been easy.
It hasn't been easy. And yes, we could
[1:54:54]
have walked away, but we didn't. But we
didn't. And I stand on that. I stand on
[1:55:02]
that.
I did not want to move. My my career was
[1:55:08]
over and I speak for me this time
for me.
[1:55:14]
It won't be my song. I want you to know
I'm not I'm not the savior. I know
[1:55:21]
everything. I have made some real
mistakes while sitting here.
[1:55:27]
But I'm going to tell you something.
It's not because I didn't try. It's not
[1:55:31]
[laughter] because I didn't try. And if
I am not professional in any way, I
[1:55:36]
apologize this night for this community
because my desire is to serve you. I
[1:55:44]
make no wrong about why I'm here. None.
No apology. And yes, I am.
[1:55:52]
I really am. But I made no mistake. But
I made the choice to do this chair
[1:55:58]
because this has been rough. But I tell
you what, we're almost there.
[1:56:04]
We're almost there. And [clears throat]
we have Era
[1:56:12]
here
[1:56:16]
and I apologize
[1:56:25]
and I have respected that. I want you to
know this night that as as as long as
[1:56:32]
I'm sitting here, you will be respected.
I apologize. But the fact that we we
[1:56:37]
were musical chairs was because we were
trying to save lives
[1:56:43]
and and anything that done outside of
that I
[1:56:51]
so
[1:56:56]
but it was not matter of trying to power
or control it was the order of
[1:57:04]
secession. All
right.
[1:57:09]
» I want to say something. Yes, sir. 2
minutes.
[1:57:13]
» Anybody ever watch
[1:57:28]
734
[1:57:31]
Avenue? [clears throat]
Yes.
[1:57:35]
I'm I'm interested cuz the city is man
for this video and I think y'all just
[1:57:42]
need to take when you before you start
making just 2 minutes and tell everybody
[1:57:47]
how to go on YouTube.
It's easy on your phone and need to sit
[1:57:52]
at home to watch the meeting if you
don't feel like coming out.
[1:57:56]
» Yes,
>> that's important.
[1:58:00]
» All meetings today and for
>> Yes.
[1:58:04]
No, just
[1:58:24]
» so it's important for people to know
what's going on and they want to know
[1:58:27]
what's going on.
>> YouTube is easy to get. Just going turn
[1:58:31]
your phone on, put in the app, and you
click on it. And once you put over your
[1:58:36]
hair, you watch it every time it comes
up.
[1:58:49]
because this question was really
directed to to the rec department. As
[1:58:54]
far as um having um activities for
family enrichment, we did do the Lion
[1:59:00]
King this year.
>> We did the MLK orchestra and we also did
[1:59:06]
the science center. Those were all
family entertainment where children
[1:59:12]
parents brought their children and had
an awesome time. Last year I did a a an
[1:59:18]
annual wall I had to cancel because I
didn't get the participation.
[1:59:23]
So things are going forward with the
director department
[1:59:29]
that we're looking for
is out there is from January is
[1:59:35]
completed from January to December and
every
[1:59:40]
when it comes to the town I don't give a
participation I have to cancel. So we
[1:59:47]
doing the best we can but if if it is
not true they say to
[1:59:53]
love
and I had a lot of things together and
[1:59:58]
no one came. So, we had an awesome time
at the
[2:00:04]
We had an awesome time at the science
and we had awesome
[2:00:11]
family
[laughter]
[2:00:25]
with a certain amount of subscribers.
early
[2:00:33]
to last remote meetings. Um, so I ask if
you guys subscribe so everyone in the
[2:00:40]
village can have transparency. Um, and
we can move
[2:00:45]
every day.
[2:00:58]
[clears throat]
[2:01:02]
Mr. I like the idea that you guys
[clears throat]
[2:01:15]
can't talk
[2:01:22]
[laughter]
[2:01:29]
any
I've made
[2:01:45]
[laughter]
[2:01:51]
[clears throat]
[2:01:54]
something
[2:02:00]
on on YouTube.
[2:02:19]
Tomorrow.
[2:02:29]
So we already had data center part one
and we had an overall it was like a data
[2:02:34]
centers 101. Tomorrow we'll have an
actual owner of a data center there so
[2:02:40]
you can ask more point questions about
NDA water pollution. So there is no data
[2:02:45]
center plan but right now the building
department will be here about zoning
[2:02:50]
good things bad things. Uh we're not
promoting it either way but this is a
[2:02:54]
way for us to have those conversations.
the building department will be here
[2:02:57]
giving you updates uh about what's going
on so you can learn more about the river
[2:03:01]
registration. So come out to the uh town
hall tomorrow night at the community
[2:03:07]
center 6.
[2:03:15]
I just want to make it clear.
[2:03:30]
So thank first of all uh thank you for
coming out. This is your
[2:03:37]
[clears throat]
[2:03:39]
your
[2:03:42]
sovereign.
[2:03:45]
[clears throat and cough]
[2:04:02]
One more time.
[2:04:07]
Okay.
[2:04:18]
[laughter]
[2:04:28]
Please
[2:04:49]
Yeah. Heat.
[2:04:59]
Heat. Heat.
[2:05:09]
Yeah.
[2:05:13]
Heat.
[2:05:34]
Heat. Heat.
[2:06:05]
for
legislation.
[2:06:10]
Heat.
[2:06:20]
Heat.
[2:06:30]
celebration
[2:06:53]
here. I
[2:06:58]
Heat.
[2:07:01]
Heat.
[2:07:16]
Heat. Heat.
[2:07:26]
Holy
[2:07:54]
Heat. Heat.
[2:08:32]
Do you have any of the legion?
Yes.
[2:08:47]
Heat. Heat.
[2:09:05]
Heat. Heat.
[2:09:15]
Heat.
Heat.
[2:09:57]
This The more he
[2:10:32]
Heat. Heat.
[clears throat]
[2:10:42]
Heat.
[2:10:54]
Heat.
[2:11:03]
Explain
[2:11:25]
what's going on when we remove
session legislation to the agenda.
[2:11:34]
It then required a legislative number.
Okay.
[2:11:50]
gave you
a 9.
[2:12:01]
The legislation back
[2:12:07]
will not be moved to max
[2:12:13]
pieces that adds
[2:12:21]
Now make Earth.
[2:12:45]
Bye.
[2:13:02]
Heat.
[2:13:10]
session
[2:13:16]
609
[2:13:20]
number 20.62
That's right.
[2:13:45]
Yes.
But guess
[2:13:53]
[clears throat]
[2:14:17]
teacher
[2:14:26]

[2:14:31]
and Yes.
[2:14:59]
[clears throat]
Yes.
[2:15:07]
emergency.
[2:15:12]
Let me explain that. so that they get
money tomorrow if they didn't have
[2:15:17]
emergency there.
So now
[2:15:22]
they get money tomorrow. That's why
that's the reason for
[2:15:29]
students that they have to show.
So we have to wait until they start
[2:15:35]
college again like now and wait until
they show sign
[2:15:43]
in their entire
[2:15:55]
scholarship
[2:16:01]
this
made. But we have to wait until they
[2:16:05]
show before we become
[2:16:15]
Yes.
[2:16:35]
after cut off glass so that they could
enroll. Oh
[2:16:41]
my
[2:16:52]
god. [clears throat]
[2:17:16]
» [clears throat]
[2:17:25]

recreat.
[2:17:39]

[2:18:31]
Yes.
[2:18:44]
» [clears throat]

[2:18:47]
know
[2:19:10]
that she brings
[2:19:16]

[2:19:20]
Yes.
[2:19:34]

Yes.
[2:20:08]
Yes. Yes.
[2:20:13]
without
[2:20:35]

[2:20:43]

[2:21:00]
What is the revolution?
[2:21:20]

[2:21:31]

Yes.
[2:24:34]
I guess
[2:24:46]
she

Because
[2:25:23]
the motion
motion to
[2:25:30]
the motion was not correct.
to me.
[2:25:37]
So
[2:25:40]
you
[2:25:46]
my question is the language change.
[2:25:55]
That's my question. Is that
[2:26:10]
you?
[2:26:17]
[laughter]
[2:26:35]
Yes.

This one
[2:28:54]
is going to that that you guys are going
to choose
[2:29:02]
who the America.
[2:29:15]
[clears throat]
[2:29:42]
I'm trying to be clear.
[2:30:02]
President.
[2:30:31]
This is not
[2:30:43]
Amen.
[2:30:53]
That's what I say.
[2:30:59]
Each one individual each one has own

the real of a
[2:31:26]
So yeah,
[2:31:30]
sure. [clears throat]
[2:31:40]
We don't know. And I
because

[2:36:13]
No.
[2:36:17]
[laughter]
[2:36:20]
