an overview of the rain events on Friday

and damages public infrastructure as a
result and so deputy chief Pete Lawrence

all right good afternoon honorable mayor
members of council people our
[4:05]
institution Chiefs at the fire
department and I've been asked to give
[4:09]
some context in some information
relating to the the storm that occurs to
[4:13]
flash Friday so we had a week's worth of
rain but the important part is is that
[4:23]
on Friday we set a single-day rainfall
record for Oceanside obviously it's
[4:27]
tough Harbor it's not further inland but
we had a three point one eight inch
[4:32]
today 24-hour days for parking at
midnight and those records there go back
[4:38]
until 1909 so the most rain we've had in
a single day in any month throughout the
[4:47]
the last 111 years so our biggest
problem as well with the rainfall rate
[4:52]
we didn't just have one day of rain but
we had a whole week's worth of rain and
[4:57]
we have very high 12 hour rate so we
have 12 2 inches of rain throughout the
[5:02]
city through the course of the day and
it was falling on the back of a lot of
[5:08]
rain that had occurred over the weeks
leading the saturated soil so the runoff
[5:14]
that occurred on Friday was pretty
astronomical for all the flooding that
[5:19]
we've had here in the city our call for
service both police and fire went up 50%
[5:25]
there was a large quantity of people
that were in we were lucky that it
[5:29]
wasn't the normal Friday where people
were out driving for their traffic
[5:32]
accidents were not a huge component but
lots of calls for service ranging from
[5:37]
fires to flooding calls to water rescues
to trees into into buildings we have a
[5:43]
lot of tree failures again there trees
that fell over because of the saturated
[5:49]
soil that we were encountering the
family or a river has been trending very
[5:57]
low minimal water flow it's increase in
flow over a thousand percent in one day
[6:03]
we went from a 7 foot height to a 16
foot height and to put that kind of in
[6:09]
context just the flow and people talk
about cubic feet per second
[6:12]
most people don't you know seven gallons
are they per cubic foot
[6:16]
it went from 200 to 24,000 gallons per
minute to 2.5 million gallons per minute
[6:24]
at its peak and so it keeps it a little
over 16 feet on Friday
[6:29]
it went up immediately it was not a
gradual it was a very rapid rise so
[6:35]
gives you an indication of the amount of
rain that fell not only here in
[6:38]
Oceanside but in the henshaw Basin
basically and the sand where a valley so
[6:45]
it's tremendous amount of water all at
once
[6:47]
fortunately we didn't have any flooding
event of the dig breakthrough with the
[6:51]
harbor and we ended up with a lot of
debris that traveled on to the beaches
[6:57]
etc so emergency Proclamation this is
the first time since the 1990s we've had
[7:05]
concurrence inversion serious running
and that was a flooding events where we
[7:09]
got hit twice in the same month by
floods so we've had a local emergency in
[7:14]
effect for the coronavirus a local
emergency was proclaimed by the city
[7:17]
manager on the 10th of April and neither
the county nor any other cities within
[7:24]
the county have proclaimed the local
emergency because this was a very
[7:27]
localized kind of event it was pretty
much Del Mar to about midway through
[7:33]
Camp Pendleton let's say like olga's
the rainfall that occurred in San
[7:37]
Clemente was in the hundredths of an
inch versus in the multiple inches so
[7:43]
you can see that this was basically a
stream of water that was aimed at the
[7:47]
North County the city proclaimed the
local emergency because we did have
[7:51]
significant damage and we both have
water they have water utilities and
[7:55]
Public Works here to speak to the damage
that occurred to their individual
[7:59]
facilities the reason I bring up that
neither the county nor the city has
[8:03]
proclaimed the local emergency is
because it does make things a little bit
[8:07]
more interesting for us as a city but we
do have a strategy for hopefully getting
[8:11]
step or state financial aid I do not
anticipate that we will get any federal
[8:16]
but we will be able to get reimbursement
assistance hopefully from the governor
[8:20]
if we can't get it from the governor
then we're going to work toward the
[8:25]
directors concurrence which we did in
1991 in 91 we had significant rainfall
[8:30]
and we have damage to the Douglass
bridge we were one of the few cities
[8:34]
with significant infrastructure damage
was about a million dollar repair and we
[8:39]
were able to get the director to concur
that we had significant damage the
[8:43]
downside is as we don't get any
emergency work covers we just get
[8:48]
permanent work but that's our fallback
so we're hoping to be able to get
[8:53]
through this emergency Proclamation hit
the emergency works and the emergency
[8:56]
contracting taken care of and then move
towards trying to get reimbursement to
[9:00]
the city we believe that we've got
sufficient damage to warrant a
[9:05]
director's concurrence especially given
the economic impact that the Kovan virus
[9:10]
is taking on the city's finances and so
that's what what we're going to be
[9:15]
working towards at this point I'm going
to turn the presentation over to our
[9:19]
water utilities director so we'll be
available if there's any additional
[9:22]
comments or questions at the end of the
presentation

talk to you today about what we

experienced last part it was pretty
significant that's Keith Lawrence
[10:09]
mentions when we have that amount of
significant rainfall occurring in such a
[10:14]
short amount of time it's typically
manifests itself in drainage through our
[10:21]
waterways and especially additional
infiltration of rainwater and hits a
[10:26]
gravity sewer system
the photo that I'm showing you here
[10:31]
appears to be a river but it's actually
the 76 3 went 478 freeway that the El
[10:37]
Camino overpass
it's looking south to the shops Metro
[10:44]
Scott and I'm going to be talking about
a couple of different infrastructure
[10:49]
issues that we have it it had in this
area specifically related to the
[10:54]
flooding here before I go on to those
descriptions of those impacts I did want
[11:02]
to also mention that in addition to
these sewer issues we did have water
[11:07]
crews that were very busy on Friday
supporting the Public Works staff in
[11:12]
responding to some of the landslide
issues that you'll hear Kyle talk about
[11:20]
so the silver lining in this emergency
is that we actually do well with some of
[11:25]
our projects one of them being the
emergency work to protect the manhole at
[11:32]
TMR Drive City Council had declared an
emergency for repair work on February
[11:38]
26th that manhole is adjacent to the
eastbound lane in the 78 freeway just to
[11:48]
the east of the El Camino overpass this
is a picture of that site and here you
[11:54]
can see if I can if you want to look at
the screen there's a dark image here
[11:59]
that's sheet so showing that was put in
place to divert flow away from the
[12:04]
manhole so we didn't have further
erosion the contractor had also worked
[12:11]
through a previous story a few weeks
prior and was successful in it's
[12:16]
affecting a man's life the picture on
the left is a close-up of the sheets off
[12:23]
shoring which helps to divert the stream
flows away from the manhole and on the
[12:27]
right are additional boulders that were
put in place to protect the manhole so
[12:33]
from this perspective we did very well
we did not have any sort of ruptured
[12:38]
pipe or a ruptured manhood so ever we
did experience overflows and
[12:48]
infrastructure damage at three others
lights in the city the first one being
[12:53]
the Buena Vista lift station which is
located just west of that flooded
[12:58]
picture I showed you on the 78th so one
of if the lift station is located south
[13:04]
of the 78 freeway in the parking cooking
area of the mall
[13:11]

a little over two acres and it has an
[13:17]
abandoned treatment facility outside as
well as two separate lift stations and
[13:22]
old the station and new lift station
[13:31]
this is a video that our crew took of
the berm that butts up against it one of
[13:38]
us to Creek and to the last you'll see
that the Berlin breach before it flood
[13:44]
waters were filling into the site and
everything was under water pumps motors
[13:52]
electrical switch gear this is another
aerial photo taken later in the day on

Friday when we've had an opportunity to
actually get a drone up when the rain
[14:05]
stopped for a little bit I think it was
about 6:30 p.m. you'll see the site is
[14:10]
totally under water again it's adjacent
to the point of a secrete just on the
[14:15]
top part of the photograph
[14:22]
this picture shows one of our three of
our five motors that have been a total
[14:30]
loss at the station this was taken on
Saturday after some drainage had
[14:35]
occurred we also lost two blowers and
blower fans three drive shafts and
[14:44]
bearings three check valves will have to
be rebuilt the damage to the electrical
[14:49]
equipment as you can imagine is
significant it really does not like to
[14:54]
be wet and we've lost five soft starters
five contactors murder favors breakers
[15:00]
electronics and SCADA hardware
[15:07]
this picture was taken Saturday after
significant drainage had occurred so in
[15:13]
total or preliminary estimates of
damages at the site to restore
[15:18]
facilities is approximately $500,000 up
until the time that the site was flooded
[15:28]
the station was working and checking
sewage for treatment of tourists
[15:32]
analysts for a plant when it was flooded
and pumps were no longer able to convey
[15:38]
the sewage for treatment we did still
approximately 1.2 million gallons into
[15:43]
the crease as with the next projects
that I'll talk about we have been in
[15:51]
contact with the regulatory agency to
give them a preliminary heads-up about
[15:56]
the issues that we had experienced on
farting in addition we also had
[16:06]
significant drainage that came in to the
gravity sewer system leading into the
[16:11]
ocean side full of artless station which
is located on Oceanside Boulevard and
[16:15]
i-5 just to the left this is a picture
of Vine Street where we had water coming
[16:23]
up to remember this is one of several
areas where we had water coming up into
[16:29]
the street and in total the amount
spilled was thirty-eight thousand
[16:35]
gallons
[16:41]
additionally our main wastewater
treatment facility the demonstrate water
[16:46]
reclamation facility of the North River
Road also experienced difficulties this
[16:53]

influence or the amount of raw sewage
