[5:05] that is Hispanic demographic

[5:09] replacement. Okeechobee was

[5:10] founded, settled and built by

[5:11] white people and those of

[5:14] European descent. Through

[5:15] their extreme toils,

[5:17] sacrifice, ingenuity,

[5:18] perseverance. The town of

[5:20] Okeechobee was born and its

[5:21] spirit group as its white

[5:22] population grew. That spirit

[5:26] is dying. Our ancestors built

[5:29] this town under one GOD, one

[5:32] language and predominantly one

[5:34] And this race has its own

[5:35] unique culture values, customs

[5:35] traditions, and shared

[5:39] history. Okeechobee has always

[5:41] reflected the white culture.

[5:42] It must be preserved. And if

[5:43] it's not preserved, it will

[5:44] reflect the culture. Not a

[5:48] ballroom. We are duty bound to

[5:49] honor our ancestors and those

[5:52] who came before us. They

[5:54] intended on their posterity to

[5:55] inherit this county, not for

[5:56] to be handed over to aliens.

[5:59] Young men and women. Our youth

[6:00] are shaped by the town. They

[6:02] grow up in. Shaped by the

[6:07] traditions rooted in its oil.

[6:07] Today, our youth are

[6:08] suffering. Their town is under

[6:11] a massive transformation. It's

[6:12] old traditions clashing with

[6:16] those of another race. This

[6:17] new demographic of people are

[6:17] absorbing the finite jobs

[6:20] rentals, housing. Equals less

[6:21] and less opportunity for

[6:22] posterity of the founding

[6:25] stop. We cannot sit idly by as

[6:26] this inequity continues on

[6:31] impeded. All in this with the

[6:32] numbers and town was once a

[6:35] predominantly white town in

[6:35] the year 2000 or white

[6:39] population fell to 50%. Today.

[6:39] They sit at a staggering 16%.

[6:43] White population. The European

[6:44] culture that once flourished

[6:45] their their way of life is

[6:48] gone. Were placed with the

[6:48] Hispanic culture and Hispanic

[6:51] way of life. In the year 2010,

[6:53] Okeechobee had a white

[6:56] population just over 85%

[6:57] today, that number is filled

[7:00] to 50%. That is a horrendous

[7:03] decline. And just 16 years.

[7:04] We're at a critical juncture.

[7:07] We cannot reconcile ourselves

[7:08] to defeat. We cannot just

[7:09] accept this looming minority

[7:12] status. We must prioritize our

[7:13] own people. We must preserve

[29:57] around that $5,000 Mark, she

[29:58] had expressed that with the

[30:02] Tdc Council, Tdc Council had

[30:03] basically given her kind of

[30:04] that authority to spend up to

[30:08] to $5,000. With the bases that

[30:11] it was tourism related

[30:12] expenditures. When she left, I

[30:14] took over the department. My

[30:15] spending authority was

[30:17] substantially higher than

[30:18] that. However, kept with that

[30:22] routine. A $5,000. So if there

[30:24] was an expenditure under

[30:25] $5,000 at was tourism related,

[30:26] that made sense. The tdc board

[30:28] had approved that with me to

[30:29] kind of keep that same

[30:34] procedure going as we move on

[30:35] the department's grown. Now we

[30:36] have the tdc coordinator and a

[30:40] manager over that department.

[30:41] Expenses seemed to keep

[30:43] growing there. We have some

[30:44] larger routine expenses.

[30:45] They're like our website and

[30:49] app we have the Christmas

[30:50] program we have, you know, a

[30:51] lot of other larger Fisher

[30:54] fishing tournaments coming. We

[30:56] just want to make sure that we

[30:57] revisit this with both the Tdc

[31:01] board and this board. Get some

[31:02] direction from you on where

[31:05] your comfort level is. Because

[31:06] a lot of these expenses with

[31:07] tourism are Kent. The kind of

[31:11] come up. Throughout the years,

[31:12] new advertising opportunities,

[31:14] new sponsorship opportunities,

[31:20] new opportunities to market

[31:20] The counties through different

[31:24] activities. It's really

[31:25] important that they have some

[31:27] direction because the tdc

[31:31] board meets quarterly. So it's

[31:31] not always feasible for the

[31:35] tdc cordinator manager to wait

[31:37] to the next edc board meeting

[31:38] to get approval on an

[31:39] expenditure. If it's within a

[31:42] reasonable amount. So we're

[31:46] guidance from you on where

[31:47] your comfort level is. With td

[31:51] Sate Tdc staff expenditures.

[46:04] these goals to be addressed

[46:06] goals have been addressed

[46:11] early. If we start with the

[46:12] quality quality of life qol

[46:13] number one, you can see we are

[46:16] about 50% of the way through

[46:19] that we've done multiple needs

[46:20] assessments. Some informal

[46:22] polling with community

[46:24] services just to, you know,

[46:25] assess our services and make

[46:27] sure we're meeting community

[46:28] needs. So we are 100% complete

[46:32] on that action step. Action.

[46:35] Step One b is regarding

[46:35] funding opportunities. And

[46:36] that's really an ongoing goal

[46:39] to make sure we're finding as

[46:40] many grants donations and

[46:41] other support for services as

[46:44] possible. And you'll see that

[46:47] across multiple departments.

[46:51] recommended revisions in in

[47:07] included some language there

[47:09] that might help you. Actually

[47:14] step one c we are about 25% in

[47:15] progress with that. This is

[47:17] our public engagement action

[47:19] step. And I think you all have

[47:20] recognized how much public

[47:21] engagement we've gotten

[47:24] through our new communications

[47:26] program, increasing our social

[47:28] media reach and quite a few

[47:29] additional community

[47:30] partnerships like the culture

[47:31] of collaboration that have

[47:33] happened over this past year.

[47:38] And finally, in. Quality of

[47:41] life qol to we are about 60%

[47:43] in progress on that. We have

[47:44] completed the first action

[47:45] step which is on fiscal

[47:46] responsibilities. And again,

[47:48] that's really making sure we

[47:49] are developing as many

[47:49] partnerships going for as many

[47:52] grants as possible. And we

[47:53] believe the county has really

[47:55] done a good job at providing

[47:57] structure for that moving

[48:01] forward and then action step

[48:03] to be. We are about 20% into

[48:05] that goal. This is performance

[48:06] enhancement ensuring our

[48:07] public safety facilities and

[48:09] equipment are upgraded

[48:10] maintained. Again, this is

[48:11] another one of those really

[48:12] ongoing goal. So I would

[48:15] expect us to be at 20% on a 5

[48:16] year plan because every year I

[48:17] would expect us to be at 20%

[48:22] more. And I did give some

[48:22] additional recommended

[48:26] revisions there. Our next key

[48:28] priority area is tourism. We

[48:29] are about 72% complete with

[48:34] our tourism goal. Merkel, one.

[48:35] We have quite a few things

[48:37] here that Angela and

[48:38] Jacqueline have been working

[48:39] very h#

[48:39] #

[48:39] o#

[48:41] . So we have a lot

[48:43] of community community

[48:45] engagement. A lot of advocacy

[48:46] for for tourism and

[48:50] infrastructure development.

[48:51] For we consider that complete

[48:53] for one be local business

[48:54] training and marketing. We

[48:57] also consider that complete

[48:58] Angeles done a tremendous

[49:00] amount of work with our Toby

[49:02] Perks programs. Both Angela

[49:03] Jacqueline have worked really

[49:04] closely with Main Street and

[49:05] the Chamber of Commerce to do

[49:07] a lot of economic development

[49:09] work with our local businesses

[49:11] to make sure they have

[49:12] resources they have. They

[49:13] understand hospitality

[49:15] techniques and trainings. So

[49:17] we're really pleased with the

[49:19] progress there. And then

[49:20] action steps. One c were

[49:22] showing up progress of about

[49:24] 15%. And this is really more

[49:28] initiatives and advocacy. So I

[49:29] think we're in a good place

[49:30] here. We have worked on

[49:34] short-term rental regulations

[49:36] here, maintaining more

[49:37] partnerships ensuring

[49:38] appropriate use of that

[49:42] tourism revenue tax. Tourism

[49:45] goal number 2 are showing a

[49:47] 75% complete. Our first action

[49:48] step is 100% complete. This is

[49:50] on technology in digital

[49:51] marketing. We've definitely

[49:54] seen an expansion here. Angela

[49:55] really surprises me sometimes

[49:57] when she comes back and says,

[49:59] oh, I figured out how to do

[50:00] this. Wonderful new thing with

[50:02] our app or website. And I just

[50:02] look at her because I'm pretty

[50:03] tech savvy and say I don't

[50:06] think I could figure that out.

[50:06] So she's she's really been

[50:08] doing a great job there. But

[50:11] all of our programs really

[50:13] increasing awareness of

[50:14] services for our visitors,

[50:15] including programs at the

[50:16] library, our parks, the Agger

[50:20] Civic Center Economic

[50:21] Development related programs

[50:24] and our tours and programs.

[50:26] Actress up to be is about 50%

[50:29] completion. These are regional

[50:30] collaboration. Ys, we've

[50:32] really done a lot of work of

[50:32] strengthening these

[50:33] collaboration Zahn last year,

[50:37] too. I've in the 8 years I've

[50:38] been here. I haven't seen such

[50:41] a close collaboration with the

[50:42] Chamber and Main Street and

[50:44] the Economic Development

[50:45] Corporation and the economic

[50:48] the Economic Council. So I'm

[50:49] really pleased to see those

[50:50] those partnerships,

[50:51] strengthening and the result

[50:51] of those partnerships are

[50:54] things like Christmas in

[50:55] Okeechobee. We're really

[50:58] pleased at where that's gone.

[51:02] And then our 3rd tourism goal

[51:04] we're showing at about 75%

[51:05] completion. And this is an

[51:09] engagement goal. And again,

[51:12] action step 3, a where is

[51:12] local partnerships were

[51:15] considering that 100% complete

[51:16] action. Step 3 be is about 50%

[51:18] complete business community

[51:20] events. While we've done quite

[51:21] a bit of work with things like

[51:23] best Bash Christmas in

[51:26] Okeechobee, we can obviously

[51:26] do more. We can always do

[51:28] more. So I'm excited to see

[51:28] what Jacqueline and her team

[51:32] continues to work out there.

[51:34] Fiscal resiliency. We are

[51:35] showing the first goal at

[51:39] about 23%. And this again

[51:41] action step One. A is a 20%

[51:42] completion. This is one of

[51:44] those goals. I expect 20%

[51:45] every year because we should

[51:49] be maintaining these things.

[51:50] And that's, you know, related

[51:52] to our reserve policy and

[51:52] making sure we have funding

[51:56] where it's supposed to be. Or

[52:00] actually one be were about 25%

[52:01] completion. This is exploring

[52:05] revenue opportunities we have

[52:07] strengthened long-term

[52:08] financial sustainability.

[52:09] We're maintaining our reserves

[52:11] were implementing impact fees.

[52:12] We're looking at our user fees

[52:13] to make sure they're

[52:15] appropriate seeking all that

[52:16] grant funding. So I think

[52:17] we're right along where we

[52:21] should be in the school.

[52:22] Fiscal resiliency goal to we

[52:24] consider that 100% complete.

[52:24] This is completing long-term

[52:26] financial analysis and return

[52:29] on investment analysis. I

[52:30] think we've seen our budget

[52:32] department really come a long

[52:35] way implementing these grant

[52:37] positions is certainly

[52:39] helpful. And I think across

[52:40] the board are our leadership

[52:43] team is really focused on

[52:44] fiscal resiliency and ensuring

[52:45] that we're prepared for

[52:50] upcoming challenges. Our next

[52:51] cool infrastructure and

[52:53] transportation gold. One is

[52:54] about 15% in progress. The

[52:57] first action step is on

[52:58] funding opportunities again

[52:58] about 20%. This is about where

[53:02] we should be. The team there

[53:03] is doing a lot of work

[53:04] coordinating with the faa and

[53:06] fdot to make sure we have

[53:08] grant funding, make sure those

[53:09] improvements that need to be

[53:09] happening. There are finding

[53:13] that Sunday MAY need and then

[53:14] back to step one be we're at

[53:18] about 10% completion here. We

[53:20] have advanced phase Airport,

[53:22] infrastructure improvements or

[53:22] stitcher, strategic planning

[53:23] and permitting and

[53:23] coordination with the faa and

[53:27] fdot funding partners. For

[53:27] infrastructure and

[53:31] transportation goal, too. We

[53:32] don't have progress report

[53:33] during this reporting period

[53:36] for either action. Step again.

[53:37] These were action steps we

[53:39] planned on addressing later in

[53:40] the strategic plan. So I'm not

[53:41] worried about about that. In

[53:42] fact, for any of the

[53:43] infrastructure and

[53:44] transportation ones, we knew

[53:45] we were going to start slow

[53:47] and build up for go. 3 were at

[53:51] about 15% completion. Actually

[53:54] step 3 a's about funding

[53:54] opportunities. We're at about

[53:57] 10% there with enhanced grant

[53:58] management implementing a

[54:01] centralized platform to

[54:02] identify funding

[54:02] opportunities, improve

[54:03] efficiency and support

[54:06] strategic funding priorities

[54:07] and then actually step 3 be

[54:09] we're looking at facility,

[54:09] maintenance and needs

[54:12] assessments were at about 20%.

[54:13] 20% where we should be in a 5

[54:19] year plan. On the next key

[54:21] priority areas, economy and

[54:23] community goal. One word about

[54:26] 33% first action step is

[54:28] complete serving as a founding

[54:29] member of the Culture of

[54:30] collaboration, partnering with

[54:31] Main Street Chamber of

[54:32] Commerce, Economic Development

[54:36] Corporation to bring some new

[54:37] opportunities here for the

[54:39] community and local

[54:40] businesses. Actually a step

[54:41] one. B, we don't have anything

[54:43] to report on this one right

[54:45] now. But this is for market in

[54:46] facility analysis. We'll

[54:47] continue to look at that in

[54:50] the coming years. For economy

[54:52] and community goal. Number 2,

[54:56] we're about 12% completion.

[54:57] The first action step. We

[54:57] don't have anything to report

[55:01] during this reporting period.

[55:02] But for access up to be

[55:03] worried about 25%. That's our

[55:06] planning and zoning. We're

[55:08] continuing software

[55:09] implementation to modernize

[55:12] operations and to improve

[55:13] organizational efficiency

[55:14] action step to see where at

[55:15] about 10%. That's our

[55:16] affordable housing

[55:19] initiatives. And we're

[55:20] continuing to evaluate those

[55:21] initiatives are all have

[55:24] planned. We're incorporating

[55:25] legislative changes and

[55:25] expanding access to safe and

[55:29] affordable housing studies,

[55:32] think going to be I knew you

[55:32] were going say is overrated

[56:01] he has shown quite a bit of

[56:02] progress here for action. Step

[56:04] one, a communication channels

[56:06] assessment. He is constantly

[56:08] looking at all of our

[56:10] communication channels and

[56:12] making the best appropriate

[56:13] choices on how to reach our

[56:14] community. And I think, you

[56:15] know, he's really done a

[56:17] pretty good job at that. And

[56:19] he's routinely bringing back

[56:20] numbers on. Okay. This is

[56:21] where we're looking at for

[56:25] growth and Facebook in videos

[56:25] are doing better than this

[56:26] type of post. So we're going

[56:32] to emphasize that. On action

[56:33] step to be public engagement.

[56:34] We definitely expanded

[56:34] community engagement by

[56:38] gathering public feedback

[56:38] implementing communications

[56:39] standards to support

[56:39] consistent data, informed

[56:44] outreach. For communication

[56:45] goal. Number 2, governmental

[56:46] transparency. We're showing

[56:48] this is 100% complete. We

[56:50] definitely have a much

[56:53] stronger process right now to

[56:53] inform the public on what's

[56:58] happening with the government

[56:59] we are looking at long-term

[57:02] financial planning Sorry.

[57:03] That's a that's a typo there.

[57:05] And my apologies that that and

[57:08] get changed. But we definitely

[57:09] have shown more transparency

[57:10] on fiscal resiliency in

[57:13] reserves and budgeting with

[57:15] all recent videos that we've

[57:16] had guys going out anytime. We

[57:16] have a major thing happening

[57:18] within the county. It's really

[57:22] been good about turning that

[57:23] into layman's terms and

[57:24] putting that out in a format

[57:26] that's accessible to the

[57:30] public for action step to be

[57:32] 100% completion misses on

[57:33] sharing success stories

[57:35] showcasing kind. The county's

[57:36] financial management. Again,

[57:37] we're really working hard

[57:39] through the county

[57:41] administrator's report and

[57:41] video communications with

[57:42] department updates to share

[57:45] the success stories. Our

[57:46] communication goal. Number 3,

[57:49] we were showing this is 100%

[57:49] complete as well. Juror has

[57:53] done a great job at

[57:54] identifying gaps and kind of

[57:56] closing those gaps in our

[57:58] communication strategies and

[58:01] then also communication

[58:02] position, resources hiring

[58:03] him. You know, it's definitely

[58:06] help us fill those gaps and

[58:07] develop some long-term

[58:09] strategies here. On county

[58:13] workforce goal number one,

[58:15] this is more of an hr related

[58:20] gold. We're showing 58% Lisa

[58:22] done really good job at

[58:23] enhancing our recruitment

[58:24] campaigns. She's expanded

[58:24] workforce recruitment through

[58:26] participation in local career

[58:28] fairs, strategic outreach,

[58:30] promoting diverse county

[58:31] employment opportunities for

[58:33] one. B, we're showing that at

[58:37] 50% percent completion. She

[58:39] has submitted are distributed

[58:41] a employee feedback survey in

[58:41] JUNE. She has another one

[58:45] scheduled for DECEMBER and

[58:46] then one c is compensation and

[58:48] benefit plan analysis, right?

[58:50] 25%. This is in progress as

[58:52] part of our annual budget

[58:55] process. And then our last

[58:56] cool as the county workforce

[58:57] goal. Number 2, with an

[59:01] estimated completion, 100%.

[59:03] This is training and workforce

[59:04] development and promoting

[59:06] internships and opportunities

[59:08] to build pipelines and foster

[59:09] community engagement. I think

[59:15] of our departments are really

[59:18] working on professional

[59:18] development, focusing on

[59:19] retention and retain and

[59:23] retain Mont. Just really

[59:27] building our talent pipelines.

[59:29] So overall, we're looking at

[59:30] about a 54.4 8 completion rate

[59:33] after just one year. Very

[59:38] good. Missed an This is a very

[59:38] informing the things that's

[59:40] going on. Without this kind

[59:46] of. Information to us.

[1:07:53] Office of Management and

[1:07:57] Budget that would rewrite to

[1:07:58] Cfr part 200, which is

[1:08:00] commonly known as the uniform

[1:08:04] guidance. This is essentially

[1:08:07] the requirements for receiving

[1:08:08] and managing grants that the

[1:08:09] federal government puts on all

[1:08:11] of it. Recipients of its

[1:08:14] recipients. So this comment

[1:08:16] letter addresses some of the

[1:08:20] major changes. Some the

[1:08:23] concerning changes proposed

[1:08:28] would allow for. The

[1:08:29] cancellation revocation of

[1:08:34] grants without notice during

[1:08:37] basically at the discretion of

[1:08:38] political appointees, which is

[1:08:41] a big concern, especially for

[1:08:43] critical programs that rely on

[1:08:44] those federal grants. There

[1:08:55] are. A few other changes that.

[1:08:57] Really, too. The pastor

[1:08:59] entities, which and if county

[1:09:01] does not currently serve as a

[1:09:02] does that currently provide

[1:09:05] pastor funding? But in the

[1:09:06] future MAY to the city or

[1:09:10] other other sub grants which

[1:09:14] the changes to those recipient

[1:09:17] guidelines place. A lot more

[1:09:18] responsibility and burden on

[1:09:21] the county to monitor those

[1:09:23] funds and can have serious

[1:09:23] consequences if recipients are

[1:09:26] in violation of the the terms
