[2:50] extension of windows. We did not get group pricing like I thought we would

[2:53] get on it um with additional windows. So we did not recommend that award. Be nice

[2:58] to do those windows. it is a need, but we we didn't get the benefit of doing

[3:03] more of the same type of work uh at the same time. Um with the transfers I

[3:09] recommended with that letter, we can move forward. I went over that with

[3:12] Nicole. She was okay with that, but you can't bond that now because we can't

[3:16] wait that long for some of the stuff to get kicked off. 60-day solid referendum

[3:21] that has to go with the bonding. >> So that with the transfers, um we're

[3:26] just kind of running out of transferabil But I did recommend certain transfers of

[3:31] products that are closed out that came under budget, but we can fund it that

[3:34] way. Um, I also have a letter in the board uh that was not on the agenda for

[3:40] basically u going advertising for bids for the compost site remodeling work.

[3:44] Some of the mainly it's the installation work. We'll probably go over the

[3:48] threshold and in talking with the town attorney, we have to kind of go forward

[3:52] with that. We can do a a a quicker formal bid, but I need to be able to do

[3:58] that. Okay.

[4:04] too with the board some of that scope what we found out working with Chris on

[4:09] that what his needs are and he said he would maybe be in Oh, he's here. Um so

[4:44] gave him what our quotes were from the the kit provider and he saw that and he

[4:50] goes, "Well, I'm definitely going to look into that." It was interesting. So,

[4:54] he's I think he was he's he's done a lot of work. He's done work for other towns.

[4:58] Um the shelter was not as uh fancy, I should say, but um it's it was a decent

[5:04] picture shelter and it looked like he did a very good job on it. Yeah, the

[5:07] votes were there was a big disparity. >> Yeah, some of them are just fishing, you

[5:13] more of a remodeling company than a sort of

[6:44] retired following 20 years of service to Georgia Park community. So, I just want

[6:48] to wish him, you know, health, continued health and happiness into retirement.

[6:52] Been a good 20 years here. It's a great great service to our community. Also was

[6:57] six years worth of corrections prior to that. So I put in his long career for

[7:00] us. So we're pushing the best into retirement.

[7:04] We do have two

[7:08] community drives going on right now. Our public safety dispatchers are hosting

[7:13] their third annual Thanksgiving food drive where they are collecting entry

[7:19] essentials, paper products, and Thanksgiving items

[7:22] starting today until November 1st. Any of those products can be dropped off at

[7:27] the lobby of the police department. All donations will be uh benefiting the

[7:31] pantry at St. Bernardets. Anybody's interested in participating in that,

[7:35] it's their third year doing it. You should get a good out turn. help support

[7:38] people in need. And lastly,

[7:42] may see some change of grooming standards for police officers in the

[7:46] department. Going on with years past, there has been exceptions to growing

[7:50] beards for male officers wearing nail polish and uh earrings for female

[7:56] officers. U by doing this, they donate money $50 per month. And all these funds

[8:01] that are collected go to community initiatives such as shop with a cop,

[8:05] purchasing Easter baskets for children, other community relations activities. So

[8:10] we do see, you know, slight change of grooming standards. Uh they will be

[8:13] needly trained beers and everything that maintain safety and everything like

[8:17] that, but they are for community initiatives. And I will have one for

[1:19:02] resolution to oppose the creation of a county plant planning board or

[1:19:07] commission. And forgive me already, it's a long one.

[1:19:12] Whereas Erie County legislator Jean Vinyl representing portions of the towns

[1:19:17] of Amherst and Chawaga has recently contacted local officials regarding a

[1:19:22] renewed effort to reinstate the Erie County Planning Board. And whereas

[1:19:26] proposal of this nature have been opposed and rejected numerous times over

[1:19:30] the past two decades. And whereas based on the version of the of draft a draft

[1:19:35] local law shared and referenced by legislator vinyl's communication, this

[1:19:40] planning board would derive its mission and purpose from a regional growth plan

[1:19:44] adopted by Erie County in 2007. And whereas under this version of the law

[1:19:50] only two of the nine voting members of this work would reside outside of the

[1:19:54] cities of Buffalo, Lacawana and Tanowanda or the towns of Amherst,

[1:19:58] Chawaga, Tanowanda and West Senica leaving a large representation gap for

[1:20:03] communities that make up a majority of the land area in county and making no

[1:20:08] distinction between suburban and rural commun communities outside of the first

[1:20:12] ring suburbs. And whereas according to New York state law, this this board

[1:20:18] could have authority to review and reject certain local project proposals

[1:20:22] or set conditions for the approval thereof as well as act as lead agency

[1:20:27] under the state environmental quality review act, stripping away local control

[1:20:32] of the environmental impact review process. And whereas creation of such a

[1:20:36] board would add an additional and unnecessary layer of bureaucracy

[1:20:41] to the already daunting task of fa fostering constructive economic

[1:20:46] development within our region. And whereas the oversight and control

[1:20:49] conferred upon such a board would reduce the voice of local governments and the

[1:20:54] residents who would make decisions regarding land use within their own

[1:20:57] communities. And whereas local municipalities and

[1:21:01] residents who elect their government officials deserve to retain autonomy and

[1:21:06] authority to to determine their own development and zoning plans that best

[1:21:10] suit their communities. And whereas the state of New York has already has

[1:21:15] already been encroaching upon local control by proposing and enacting

[1:21:19] legislation that allows them to override local zoning regulations for various

[1:21:24] types of projects. And whereas the town of Orchard Park desires to maintain the

[1:21:28] identity of our community and retain control over the vision for growth uh

[1:21:34] through local representation. And whereas the Orchard Park Town Board

[1:21:39] does not believe the establishment of an Erie County planning board would be in

[1:21:43] the best interest of the residents of Orchard Park or similar similarly

[1:21:47] situated municipalities across Erie County. Now therefore, be it resolved

[1:21:52] that the town board of Orche Park relieves us, it is crucial that local

[1:21:56] municipalities retain the right to determine their own planning actions,

[1:22:00] and be it further resolved that the town board of Orche Park hereby opposes the

[1:22:05] creation of an Erie County Planning Board, and be it further resolved that

[1:22:09] certified copies of this resolution shall be sent to Erie County Executive

[1:22:14] Mark Pollen Carars, members of the Erie County Legislature, and the Erie County

[1:22:18] Association of Governments. Second

[1:22:52] new concrete pad and the construction of a 16x 20 foot picnic shelter with

[1:23:04] electrical lights and plug. again. Whereas the project was formally bid out

[1:23:10] with a total of 10 bids received. The lowest bidder, Foreman Enterprises, Inc.

[1:23:16] totaling $65,59

[1:23:20] base bid including alternates one and two and whereas the engineering

[1:23:25] department has reviewed the bids submitted, formid enterprises is more

[1:23:29] than capable of completing this project in the time frame identified. company

[1:23:33] has been found to possess the qualifications and experience to fulfill

[1:23:37] the stated project requirements and I have no reservations about their

[1:23:42] capabilities. The set completion date for the project is May 28th, 2027

[1:23:48] and whereas funding has been allocated through the SAM grant and capital

[1:23:53] account AB027 senior van outdoor SAMs. The town was

[1:24:00] awarded $150,000 to this grant. There has already been $660,380

[1:24:07] used for the new senior center transportation van. The remaining

[1:24:12] funding will be applied to picnic tables, benches, and so forth. Now,

[1:24:16] therefore, be it resolved that the town board does hereby award the contract for

[1:24:21] the community activity center shelter picnic to the lowest responsible bidder,

[1:24:27] Foreman Enterprises, Inc. PO Box 587, East Hammers, New York14051

[1:24:34] in an amount not exceeding $65,59

[1:24:38] base and ultimates one and two as recommended by the town engineer.

[1:30:08] data to us to Mary and I. Uh, we went through the data. The data looks pretty

[1:30:13] good. I don't know if you board had a chance to go through it. Um, I can hit

[1:30:19] some fine points of how it's working and I'd like to tell you that. So, I have it

[1:30:26] tonight 2023 data, 2025 data, and 2026 data.

[1:30:33] So if you go to the 25 data, [clears throat] the amount of vehicles

[1:30:38] that were coming down the road, and if you go to the 26

[1:30:43] per day, it's 435 less vehicles coming down road. This is all southbound one

[1:30:51] way. If you average it on a 30-day period, we're at 13,000 cars not coming

[1:30:59] down Wheeler Road. It has changed beer lo road for the

[1:31:05] good. It has people out there walking their dogs, walking, taking bikes all

[1:31:10] over. The speed limit has dropped seven miles an hour out. The average speed

[1:31:17] limit is anywhere between 21 to 23. And if you the data will show all this if

[1:31:24] you have the date. Um we didn't do this alone. Mary and I and the board all help

[1:31:32] get this where it is. And the other thing I want to say is it's not the

[1:31:37] height of the speed humps. It's the people that don't pay attention when

[1:31:42] they're coming down build road. There's signs everywhere and they're taking them

[1:31:46] too fast. That is happening at the beginning. As

[1:31:50] this progresses from year to year, it seems to be less and less and less.

[1:31:57] We got our trucks down. Probably 75% of the trucks are not coming down. We still

[1:32:04] have them out coming down. Some are in tractor trailers. Some are dump

[1:32:09] trailers. I know we're not going to get rid of everything, but these humps are

[1:32:15] doing what they're supposed to be doing. If you pay attention to the street,

[1:32:20] which we want, that's what we want. People to pay attention to our street,

[1:32:25] they will work and they will continue to work if they're in. You take them out,

[1:32:30] which I hope you're not going to go there, but if it does get to that point,

[1:32:34] I would like the respect to Mary and I to get an email saying you're thinking

[1:32:40] about doing that. Other than that, I have nothing else but to tell you that

[1:32:45] they're working. and uh have a good night.

[1:33:47] We've looked at the same data I have right in front of me. But from a little

[1:33:51] over a month time frame, we started the scanning on July 3rd of this year and we

[1:33:56] pulled the signs on August 13th. In that time frame, there was a total of 38,630

[1:34:01] vehicles that travel southbound on Beer Road. And uh between compliant and low

[1:34:07] risk, which is less than 10 miles per hour over the speed limit, it was 99.9%

[1:34:13] within that range. So there was out of all those vehicles, there was only three

[1:34:17] in that time frame that were traveling at a high risk, which is greater than 20

[1:34:20] miles per hour over speed limit. That doesn't take into account if there were

[1:34:23] any emergency vehicles in that time frame traveling at a higher rate of

[1:34:26] speed with justified reason. And there was only 20 in that time frame that was

[1:34:32] in a medium risk, which is between 10 and 19 miles per hour speed. So majority

[1:34:36] of data was showing that cars were averaging about 21 to 23 miles per hour

[1:34:42] in that time frame. That's all I have.
