[0:18]
okay well maybe I
[0:20]
call maybe get the meeting started it is now five
[0:23]
forty five ... so I think you've got the resolutions
[0:27]
go ahead
[0:29]
I live by myself and seconded by councilor Merton that
[0:33]
City council now move into closed session to consider minutes
[0:36]
of the closed session of the regular council meeting held
[0:39]
on February twenty eight twenty twenty two minutes of the
[0:42]
closed session of the own sound housing company board meeting
[0:45]
held on January eighteenth twenty twenty two one matter regarding
[0:49]
labor relations or employee negotiations and advice that is subject
[0:53]
to solicitor client privilege including communications necessary for that purpose
[0:58]
respecting the fire department and one matter regarding labor relations
[1:02]
or employee negotiations and personal matters about identifiable individuals including
[1:08]
municipal employees respecting grievances
[1:12]
thank you and all in favor not his
[1:22:53]
earlier the head over on some task force for presentations
[1:22:56]
from a variety of committee partner organizations on a number
[1:23:00]
of themes and topics including housing poverty committee safety well
[1:23:04]
being mental health addictions social services labor and employment youth
[1:23:10]
and senior supports policing
[1:25:48]
but the rise of inflation and the increased labor shortage
[1:25:53]
next slide please
[1:25:57]
so the following outlines the framework and the content of
[1:26:00]
the report and we've when we put all the information
[1:26:03]
together the report ended up being ... over a hundred
[1:26:06]
pages but there's a lot of good background information the
[1:26:09]
reports ... that help to inform the work plan and
[1:26:12]
actions so you can see in on the slides ...
[1:26:17]
how the reports broken down so provide some background information
[1:26:21]
it provides high level review of each of the meetings
[1:26:24]
with the community partners and highlight some of the main
[1:26:26]
discussion points it includes data summaries and key findings and
[1:26:31]
identifies next steps in action items as well as the
[1:26:34]
key stakeholders that will be involved in some of those
[1:26:36]
action items it also defines a proposed work plan
[1:26:42]
next slide please
[1:26:46]
in terms of the work plan ... this following slide
[1:26:49]
provides what's in the work plan in terms of the
[1:26:52]
contents ends the work plan identifies ... the opportunities and
[1:26:56]
actions for each team to address the touch the challenges
[1:27:00]
that were discussed with the task force
[1:27:02]
it also identifies the leading agencies ... identified for each
[1:27:06]
action
[1:27:07]
as well as all the key partners and stakeholders that
[1:27:10]
would be involved in the various actions
[1:27:14]
it identifies suggested next steps it identifies the proposed method
[1:27:18]
and time frames for completing each action
[1:27:22]
it also identifies some performance measurements to help track programs
[1:27:26]
in terms of whether or not those actions are being
[1:27:28]
addressed
[1:27:30]
there are total of fifty five actions identified in the
[1:27:33]
work plan for the various teams and I won't go
[1:27:35]
through all the actions the work plan tonight but I
[1:27:37]
will highlight some of the key actions
[1:27:41]
the next slide please
[1:27:45]
so under the housing theme
[1:27:48]
the housing challenges we're pretty much mentioned within each theme
[1:27:52]
and topic discussed with the task force in this just
[1:27:55]
reinforces the importance of addressing the housing challenges that are
[1:27:58]
currently faced throughout the county
[1:28:01]
so some of the key actions identified under the housing
[1:28:03]
team one is of course continue to move forward with
[1:28:07]
the actions identified in the housing action plan this will
[1:28:10]
be done in collaboration with local is a polity such
[1:28:13]
as ... the city builds sounds in order to help
[1:28:16]
address the for about housing challenges
[1:28:19]
under the housing action plan this includes utilizing the affordable
[1:28:22]
housing fund that was established by county council to support
[1:28:26]
future county housing builds a nonprofit housing builds
[1:28:30]
creating a housing surplus land banks by identifying public owned
[1:28:34]
lands that are suitable to support future affordable and attainable
[1:28:37]
housing builds and getting those land shovel ready and then
[1:28:41]
offering those lands through a can ... the comedian per
[1:28:44]
plane program
[1:28:46]
a promoting the committee proclaimed centers to encourage more affordable
[1:28:50]
and attainable housing
[1:28:52]
implementing re color gray policies invisible official plans and zoning
[1:28:56]
bylaws to pres on those lands to allow for medium
[1:29:00]
and higher density housing types
[1:29:03]
ends ... the so those are just to name a
[1:29:05]
few of the actions of the housing action plan ...
[1:29:08]
there's definitely more actions are identified in there and like
[1:29:11]
I said we're moving forward with in collaboration with Lucas
[1:29:14]
polities to implement those actions
[1:29:17]
some other actions under the housing team identified by the
[1:29:20]
task force includes identifying great opportunities and other financial incentive
[1:29:25]
resources for retrofit programs
[1:29:28]
... because part of the affordable housing challenge also includes
[1:29:31]
maintaining the costs of the housing such as the rising
[1:29:35]
utility costs that we're seeing a large part of the
[1:29:38]
county's oldest housing stock is in both Hanover and own
[1:29:41]
sounds an older housing stock generally means that the houses
[1:29:44]
are less energy efficient and therefore the utility costs are
[1:29:48]
typically higher and that is why a hosing retrofit program
[1:29:51]
was identified as an action by the task force to
[1:29:54]
help reduce some of those ... home energy costs
[1:29:58]
another key action of the housing team is creating more
[1:30:01]
supportive and transitional housing opportunities and as we know we
[1:30:05]
need safe and stable temporary housing for those experiencing homelessness
[1:30:09]
in our community and based on this need the county
[1:30:12]
is currently renovating a building that was recently acquired an
[1:30:15]
own sound to create support of housing there's also the
[1:30:19]
wellness a treatment center in the former baby school that
[1:30:22]
is being proposed by Gruber's health services so it'll be
[1:30:25]
important continue to explore further opportunities for creating supportive housing
[1:30:29]
in our communities
[1:30:32]
under the poverty committee safety and wellbeing team so the
[1:30:36]
key actions include supporting our community service providers through Bruce
[1:30:40]
gray data information sharing collaborative ... this would be through
[1:30:44]
sharing of data and information ... to find efficiencies and
[1:30:48]
enhance service delivery
[1:30:50]
a supporting the Bruce grey poverty task force and all
[1:30:53]
the great things that the task force does ... through
[1:30:57]
a providing for the resources as well as council where
[1:30:59]
innocent support
[1:31:02]
as well as the key one is assisting and supporting
[1:31:04]
the implementation of the committee safety and well being put
[1:31:07]
him
[1:31:09]
under the mental health addiction opportunities ... mapping out existing
[1:31:13]
mental health and addiction services offered through Graber's communities identifying
[1:31:18]
service delivery gaps and opportunities for collaboration
[1:31:23]
further exploring urban design concepts that prioritize creating healthy and
[1:31:28]
happy communities
[1:31:30]
identifying resource sharing opportunities to support non for profits in
[1:31:34]
program implementation and service delivery
[1:31:37]
and it should be noted under the mental health addiction
[1:31:40]
opportunities
[1:31:42]
it can you council has resurfaced obviously mental health and
[1:31:45]
addictions task force so they'll be exploring some of these
[1:31:49]
actions in further detail and there may also be further
[1:31:52]
actions or default by the task force as well
[1:31:56]
the next slide please
[1:32:00]
so some other key actions under the policing theme for
[1:32:04]
example is reviewing the funding model for providing court security
[1:32:09]
at the Superior Court in finding solutions that are actionable
[1:32:13]
further examining and developing more effective and efficient responses to
[1:32:17]
mental health calls including continuing and enhancing the bombardment of
[1:32:21]
Health addictions response team I understand that the on some
[1:32:25]
police services recently received further funding to enhance it extends
[1:32:30]
that's a response team in on sound which is excellent
[1:32:32]
news
[1:32:34]
and another a key action under policing is further developing
[1:32:38]
and supporting crime prevention initiatives versus reactive care and so
[1:32:42]
this will be queue in terms of moving forward the
[1:32:44]
actions identified in the community safety and well being plan
[1:32:48]
through a coordinated and collaborative effort it and to use
[1:32:51]
the social terms of health plans to prioritize and focus
[1:32:54]
future actions and initiatives
[1:32:58]
under the social services seat theme things like supporting food
[1:33:02]
literacy programming and food programs exploring the viability and sustainability
[1:33:07]
of a living wage or guaranteed income
[1:33:10]
continuing donation programs for old phones computers and tablets as
[1:33:15]
well as exploring the creation of community hubs are one
[1:33:18]
stop shops to access community services
[1:33:22]
under the transportation team I continue to support the great
[1:33:26]
transit routes exploring opportunities for resource sharing among all transit
[1:33:31]
providers and identifying gaps in transit service delivery are some
[1:33:35]
of the key actions that were identified by the task
[1:33:37]
force
[1:33:39]
there are many other actions identified by the task force
[1:33:42]
... and included in the test for support and encourage
[1:33:46]
you to review the proposed work plan and actions if
[1:33:48]
you have a chance to do so already
[1:33:51]
next slide please
[1:33:56]
so in terms of next steps has there been a
[1:33:58]
number of plans and strategies that been developed over the
[1:34:01]
past couple of years ... including re color gray this
[1:34:05]
particular work plan the committee safety well being plan the
[1:34:09]
age friendly action plan the climate change action plan the
[1:34:13]
housing action plan just to name a few
[1:34:16]
therefore the county is recognized the need to develop a
[1:34:19]
privatization work plan which is to look for common alignment
[1:34:23]
with the various plans and strategies to ensure that were
[1:34:26]
focusing on the actions that will address a number of
[1:34:29]
the plans and strategies so we will be working with
[1:34:33]
third look miss apologies and committee partners on this privatisation
[1:34:37]
exercise and then working collectively to move for with those
[1:34:41]
actions and to track progress over time
[1:34:45]
and that concludes my presentation and happy to take any
[1:34:48]
questions that ... council may have
[1:34:51]
your Mr Scherzer I think Deputy Mayor Larry has some
[1:34:54]
questions or comments
[1:34:57]
thank you worship and through you thank you Randy for
[1:34:59]
your presentation create the time ... under she actions leasing
[1:35:06]
I think everyone in this horseshoe is is focused on
[1:35:09]
that ... we pays you know and in excess of
[1:35:14]
three hundred thousand dollars for court security that none of
[1:35:17]
us feel like we should be paying it to regional
[1:35:20]
courthouse
[1:35:21]
I know you don't have a crystal ball and all
[1:35:23]
the staff make recommendations grey county council makes the decisions
[1:35:28]
what do you see in the future ... down the
[1:35:30]
road when it comes to the costing of securities
[1:35:36]
hi Greg great question then does for you Mayor Boddy
[1:35:40]
in terms of some of the proposed next steps that
[1:35:42]
were identified in the work plan ... includes working with
[1:35:46]
own town staff and would simply services ... first to
[1:35:51]
look at ... funding models of other superior courts and
[1:35:55]
rural areas just to see if they're running into similar
[1:35:58]
challenges and then to collectively advocate to the province for
[1:36:03]
a change in the funding model structure ... hopefully that
[1:36:06]
hopefully to find something a solution that's more equitable ...
[1:36:10]
because it it right now as you noted ... the
[1:36:13]
court security costs are picked up by the whole Smith's
[1:36:16]
apology and in some cases the hostess polity is providing
[1:36:20]
courts ... cords ... the for for a wider audience
[1:36:26]
than just of the hostess of polity so it's trying
[1:36:29]
to advocate to the province to look for a more
[1:36:33]
equitable funding strict structure in order to address those court
[1:36:37]
security costs just to make it fair for those host
[1:36:40]
miss polities ... that are carrying the the bulk of
[1:36:44]
sites that took those costs as it currently stands so
[1:36:47]
that's some of the next steps are identified in the
[1:36:50]
work plan obviously if that is not successful then we'll
[1:36:53]
have to look at other options ... in that's of
[1:36:56]
course working with city staff as wells county council in
[1:36:59]
terms of trying to explore what's what's a more active
[1:37:02]
role models to to help support those still scored security
[1:37:06]
costs so Randy if I could your worship same subject
[1:37:10]
what's the time frame on that like is that even
[1:37:12]
started yet looking at at what other municipalities are are
[1:37:16]
looking at or where we have terms of time for
[1:37:21]
in terms of time frame I think that's something that
[1:37:24]
will be working with and trying to identify through that
[1:37:27]
prioritization exercises to look at at some of the key
[1:37:30]
actions that we need to move for with sooner rather
[1:37:33]
than later and so we'll be working with us the
[1:37:35]
city staff and other look miss polities through that that
[1:37:39]
exercise to ... to move that forward so I don't
[1:37:42]
have a exact time frame but that's at this stage
[1:37:44]
but we're happy to work with ... city staff for
[1:37:47]
and on trying to at least explore if other miscarriages
[1:37:51]
are finding similar challenges and then moving for with ...
[1:37:55]
trade advocates the province through various cable channels and other
[1:37:59]
channels that we may be able to access to to
[1:38:02]
look for more equitable solution
[1:38:05]
Mr Randy I know ... we've we've taken a kick
[1:38:08]
this cannot cumple times and it came down to sort
[1:38:10]
of awestruck fill in so many other of the municipalities
[1:38:13]
are regional so it is spread across a we're very
[1:38:17]
few of municipalities and had trouble getting the upper provinces
[1:38:20]
attention one of these days John go ahead
[1:38:24]
thank you a Randy you're one of the most astute
[1:38:27]
civil servants I've met ... hardworking I don't see on
[1:38:30]
the golf course so I think that explains something
[1:38:34]
but so any got broad shoulders so I want to
[1:38:37]
push back a bit if I could K. when I
[1:38:38]
read this report
[1:38:40]
I saw fifty five action plans and or action steps
[1:38:45]
I remember prime minister Harper one saying of ... his
[1:38:48]
predecessor prime minister Martin that if you have seventy five
[1:38:51]
priorities and maybe even two hundred you have not
[1:38:55]
so I guess what I'd like from you and if
[1:38:57]
you can't give it now that's fine but when I
[1:39:00]
read these reports it often they read about talking about
[1:39:03]
talking about talking and that's not to insult you and
[1:39:06]
I know you would take it that way with that
[1:39:08]
as background can you identify maybe two or three examples
[1:39:12]
of low hanging fruit that you think we can jump
[1:39:16]
out with respect to this task force and can you
[1:39:19]
identify maybe two or three really hard nuts to crack
[1:39:22]
like give us some
[1:39:24]
make it a little more vivid and concrete if you
[1:39:26]
could I hope that's a fair request
[1:39:33]
thank you for that question that I might not be
[1:39:34]
able to ... identify right off the top of my
[1:39:37]
head in terms of some of the key ones that
[1:39:40]
I I'd recommend that we focus on and that's that's
[1:39:43]
why some of the next steps are to do that
[1:39:45]
prioritization exercise we recognize that that's we have been there
[1:39:50]
for last two to three years been talking a lot
[1:39:54]
about the various challenges and we think we have some
[1:39:57]
... ...
[1:39:59]
excellent solutions to move for with those ... those to
[1:40:03]
try to address some of those challenges so the next
[1:40:05]
step is to let's let's actually identify what that those
[1:40:09]
low hanging fruit are what is the common alignment with
[1:40:12]
those various plans strategies and where should we be focusing
[1:40:15]
our in some cases limited resources ... in order to
[1:40:19]
get the best bang for Buck so that's exactly the
[1:40:22]
exercise that we are planning to do ... I don't
[1:40:25]
want to pre judge what the exercise will look like
[1:40:28]
because we need to have those discussions with Lucas apologies
[1:40:32]
as well as other community partners in terms of trying
[1:40:34]
to identify with those low hanging fruit are but I'd
[1:40:37]
be happy to come back to you in a couple
[1:40:39]
months time and say this is what we think are
[1:40:42]
the those low hanging fruit and and we want to
[1:40:45]
work collectively to move for with these actions because we
[1:40:47]
think work we're gonna get off of the best bang
[1:40:50]
for Buck that that aligns hopefully with a number of
[1:40:53]
actions and strategies and and hopefully will
[1:40:57]
not to use another pardon kill multiple birds with one
[1:41:00]
stone so to speak so that's where ... that's the
[1:41:03]
exercise we wanna take next and we look forward to
[1:41:06]
working with the city staff and city council ... through
[1:41:10]
that exercise going forward
[1:41:13]
thank you counsel Thomas
[1:41:15]
thank you worship in thanks Randy for that presentation I
[1:41:18]
think I can actually partly answer councillor timings question while
[1:41:22]
at the same time asking my own question under social
[1:41:25]
services you have the key point explore the creation of
[1:41:28]
community hubs one stop shops to excess community service as
[1:41:32]
well this has been going on now for some time
[1:41:35]
and both hand over and ... and sound every second
[1:41:38]
week in on sound and I think everybody has been
[1:41:40]
absolutely staggered by the turnouts at these ... clinics that
[1:41:45]
they're holding right now the farmers market and I know
[1:41:47]
in Hanover they've been blown away by the number of
[1:41:50]
people turning out so my question is ... when you
[1:41:53]
talk about exploring the creation are you talking about a
[1:41:57]
more permanent set up or are we talking about a
[1:42:00]
more frequent temporary set up in different locations just what's
[1:42:04]
the vision there
[1:42:08]
another great question and three Mayor Boddy I think it's
[1:42:11]
probably a mixture of both ... we want to obviously
[1:42:16]
take advantage of our existing permit locations it might be
[1:42:20]
just a matter of sharing information that we collectively have
[1:42:23]
so that
[1:42:25]
depending on who's who's going to whatever eight existing office
[1:42:30]
that they will have access to a very separation from
[1:42:34]
... not only the county services that are provided to
[1:42:37]
the local missile services provided and vice versa ... so
[1:42:40]
I think it's utilizing our existing permit locations more efficiently
[1:42:44]
and I think the second is yeah and you you
[1:42:47]
describes ... some of the temperate models that have had
[1:42:49]
such great success we want to enhance the build on
[1:42:53]
those temperamental we want to look for those opportunities to
[1:42:56]
be able to provide services by going to where the
[1:42:59]
people are already at
[1:43:01]
meeting them at their place where they're already residing or
[1:43:05]
in some cases where they're already gathering and we want
[1:43:09]
to be able to provides quick and easy access to
[1:43:12]
those services and so the the the ... the farmers
[1:43:16]
market and some of the other locations where we've set
[1:43:19]
up those those more about response and ... areas have
[1:43:23]
been fantastic and so I think that's where we wanna
[1:43:26]
look at a model where we're providing those services again
[1:43:29]
where people are already a gathering and and meeting them
[1:43:33]
where they're already add so we can provide those and
[1:43:36]
access to a wide variety of services ... through those
[1:43:39]
those ... mobile units
[1:43:43]
can anyone else
[1:43:45]
seeing no o'carroll sorry go ahead customer in
[1:43:49]
three year worship to Mr sure Sir thank you so
[1:43:51]
much for the presentation ... housing is a key concern
[1:43:56]
in our community and I think you mentioned you know
[1:43:59]
there's it's been a few years and there's planning and
[1:44:02]
planning and planning
[1:44:04]
in our communities now there is more of a desperation
[1:44:08]
and urgency so you
[1:44:12]
hops the political concept of a priority and the community
[1:44:17]
concept a priority is is maybe not quite in alignment
[1:44:21]
so certainly wanted to emphasize as you go forward to
[1:44:27]
define what you mean by prioritizing ... in relation to
[1:44:32]
the community needs
[1:44:34]
I know that we have different levels of government and
[1:44:38]
different associations
[1:44:40]
throughout many municipalities we have had reports on attainable or
[1:44:45]
affordable housing strategies is there any intention to collate that
[1:44:52]
information and be able to disseminate it as a municipal
[1:44:56]
tool kit drop down menu R. I. tools that municipalities
[1:45:01]
can choose and select from in addition to working with
[1:45:05]
the county has there been any discussion about that
[1:45:12]
but
[1:45:14]
again another great question and answer you ... Mayor Boddy
[1:45:18]
so the housing action plan that has been created through
[1:45:22]
the affordable housing task force ... it has been shared
[1:45:26]
with with ... with all of our local miss polities
[1:45:29]
... we see that as a plan that that we
[1:45:32]
need to collectively work on together ... through coordination collaboration
[1:45:37]
that and so with that we are working through some
[1:45:40]
of that one is the community plan program ... that
[1:45:44]
was a template that was set up as a tool
[1:45:47]
to be able to incentivize not not just affordable housing
[1:45:50]
developments but some other developments we want to encourage in
[1:45:53]
our communities and we work collectively with our look miss
[1:45:56]
polities to either updates committee program plans or to add
[1:46:00]
new commuter prone plans where once hadn't existed before
[1:46:05]
that is an example of a program where we've identified
[1:46:08]
here's a tool
[1:46:09]
and here's how we can work together both of the
[1:46:11]
county and local missile levels to to move for with
[1:46:14]
that tool I'm to me there's a number of tools
[1:46:18]
in the county housing action plan tool box that we
[1:46:21]
are moving for with in coordination with our locus polities
[1:46:24]
what is updating official plan and zoning bylaw documents I
[1:46:28]
know the city has recently updated their official plan which
[1:46:31]
identified a number of of key policy areas in order
[1:46:35]
to encourage more affordable table housing and the next step
[1:46:38]
which I know you're actually gonna be working on soon
[1:46:40]
is the zoning bylaw updates and and so that's where
[1:46:44]
we can work together to be able to make sure
[1:46:46]
that we're in our policies and our zoning documents that
[1:46:50]
were not the barrier when it comes to affordable televising
[1:46:54]
factoring courage being a more things like additional residential units
[1:46:58]
higher density forms of development ... except truck that's can
[1:47:02]
be done through a documents those are just two examples
[1:47:05]
of where we're working already ... cleverly it ends and
[1:47:08]
coordinating through both county staff and local missile staff and
[1:47:12]
we're there's a number of other actions that we're also
[1:47:15]
working on ... ends and we need to do that
[1:47:18]
together and and it's through the support of county councils
[1:47:22]
wells council such as yourself that we're going to hopefully
[1:47:25]
make make a difference and be able to dress as
[1:47:28]
you noted it's a customer in the the crisis ...
[1:47:31]
the housing crisis that we're dealing with currently ... we're
[1:47:35]
seeing in terms of the exemptions that both the city
[1:47:38]
and the county provide through purpose built rental housing through
[1:47:42]
the development charges we're seeing ...
[1:47:45]
big uptake before more than what we've ever seen in
[1:47:49]
terms of purpose built rental housing in fact in speaking
[1:47:52]
with some other colleagues or the province thirst they're not
[1:47:54]
seeing that uptake yet they're not seeing the purpose built
[1:47:57]
rental housing coming but just knowing what's already on the
[1:48:00]
books and what's in the developer type lighting the city
[1:48:02]
phone sound when it comes to purpose built rental housing
[1:48:05]
it's quite significant ... and that's the type of housing
[1:48:08]
that we're gonna need to have more of in order
[1:48:11]
to make sure that we're adding a supply of housing
[1:48:15]
that's gonna be more affordable table for for folks going
[1:48:18]
forward there's also a number of other projects that the
[1:48:20]
counties that has supported through through some of our funding
[1:48:25]
... and that's already either being built as we speak
[1:48:28]
or will be being built ... so I again I'd
[1:48:32]
I'd be happy to provide further examples of how we're
[1:48:34]
already working collaboratively in order to address housing challenges I
[1:48:38]
think do we have ... have more work to do
[1:48:40]
absolutely I think we can do that through a continued
[1:48:45]
collaboration coordination with ... with local missile staff
[1:48:50]
good how anyone else
[1:48:53]
now thank you very much ... Randy ... I know
[1:48:56]
was when the city went back and joined the county
[1:48:59]
in about two thousand nineteen ninety nine twenty two thousand
[1:49:02]
one I can't remember the exact year part of it
[1:49:04]
was ...
[1:49:05]
the ... uploading to social services and housing ... to
[1:49:09]
the county from the city and we were ... both
[1:49:12]
doing it ...
[1:49:15]
with all the health services mental health services treatments that
[1:49:19]
we are able to provide in the city of on
[1:49:21]
sound we know there were the ... catchment area for
[1:49:24]
gray and probably Graham Bruce and perhaps further as ...
[1:49:28]
people command that ... that need help and ... so
[1:49:31]
we certainly appreciate being able to work with the county
[1:49:34]
on these ... issues and ...
[1:49:37]
and ... spread the obstinacy spread the responsibility but I
[1:49:41]
think it take advantage of the expertise really at the
[1:49:44]
uh county on housing and social services and ... being
[1:49:48]
able to do a to in one place really benefits
[1:49:51]
that people in need in ... in our community and
[1:49:54]
read across grey Bruce all I I think a you're
[1:49:56]
quite right this ... this document is going to be
[1:50:00]
good for all of grade not just hand over and
[1:50:03]
our own sound as we ... help others from across
[1:50:06]
the ... Dyer county and I think staff here are
[1:50:09]
probably looking forward to ... you know moving forward with
[1:50:14]
this and are working with the county into collaborating so
[1:50:17]
thank you very much for your presentation
[1:50:20]
thank you have a good evening everyone you too goodnight
[1:50:24]
thank
[1:50:27]
next the on our agenda is nine B. and C.
[1:50:31]
which is a presentation that ... I'm doing I'm going
[1:50:34]
to go down to the ... other microphone it's with
[1:50:37]
regard to the to the ... ethical economic developers council
[1:50:42]
of Ontario awards that ... city city staff and ...
[1:50:46]
it's cetera's reasons spread out a little further talking about
[1:50:49]
collaboration again ... I have received
[1:51:15]
going to be joined there by a branch just before
[1:51:17]
I start in on the agenda says the end goal
[1:51:19]
wards but I'm I'm gonna go a little bit sideways
[1:51:22]
I city born sound also or the recipient of five
[1:51:25]
awards for achievement from the festival events Ontario which was
[1:51:29]
... pretended presented in March the words ... program recognizes
[1:51:35]
exceptional events municipalities suppliers volunteers and sponsors for their dedication
[1:51:41]
and innovation regarding the festivals and events industry despite ever
[1:51:46]
changing parameters such as COVID requirements and conditions music at
[1:51:51]
the market
[1:51:52]
E. D. harbored nights Canada Day snow in some frolics
[1:51:57]
in saver on sound all received awards of achievement
[1:52:01]
... so that's a huge congratulations to our staff to
[1:52:04]
a print and all of his staff that have have
[1:52:07]
... carried out those events
[1:52:09]
it'd ... did what was required to get through COVID
[1:52:14]
and ... support local business most of all in addition
[1:52:18]
to those events that will be happening ... in twenty
[1:52:20]
twenty two or some of them perhaps ... snow and
[1:52:22]
sound and saber on sound already have the addition of
[1:52:26]
the sound waterfront festival being held on ... Thursday June
[1:52:30]
thirtieth to Sunday July third will be one more really
[1:52:33]
big event ... in on sounds about that's good so
[1:52:37]
congratulations to staff on those awards
[1:52:41]
... in late in twenty twenty one the city received
[1:52:46]
notification of two major initiatives the work from home capital
[1:52:49]
Canada initiative and the river district action plan were nominated
[1:52:54]
for economic development council of Ontario awards
[1:52:57]
earlier this month at the end co conference ... Mister
[1:53:01]
Fisher went down and ... received ... the two awards
[1:53:06]
and ... so I wanted to take a moment to
[1:53:08]
to acknowledge that to acknowledge him again his staff
[1:53:12]
these awards are important
[1:53:15]
Ed chords are big this is the third one receiver
[1:53:19]
received one a couple of years ago from ...
[1:53:24]
are you most there we go I blanked the ...
[1:53:27]
are you most campaign ... it's important for us to
[1:53:31]
get feedback from our peers in the economic development world
[1:53:35]
another municipalities allows us to measure our programs and to
[1:53:38]
get feedback and ... see how we're doing with these
[1:53:41]
and to win awards is pretty special
[1:53:45]
the city work from home capital of Canada initiative won
[1:53:48]
this award in the workforce development and resident traction role
[1:53:52]
category this initiative was created to capitalize on the desire
[1:53:57]
and ability of people to work from home on a
[1:54:00]
more permanent basis during the global pandemic
[1:54:04]
now as we continue to move out of the pandemic
[1:54:06]
in the ability for people to work from home becomes
[1:54:08]
more commonplace the city has proven itself to be a
[1:54:11]
great place to live and work remember at the time
[1:54:15]
just as COVID was kicking off going to a Mr
[1:54:17]
Simmons I think we've got an opportunity here we need
[1:54:20]
to ... wanted need to go after this and it
[1:54:22]
wouldn't have been anybody's work plan staff pivoted again reacted
[1:54:28]
quickly to the opportunity and ... and put this ...
[1:54:31]
project together
[1:54:33]
I up note the judges notes
[1:54:37]
work from home capital of Canada this initiative and campaign
[1:54:40]
was brilliant and rose above the others in Canada
[1:54:44]
great to see Brian from the merit to what wasn't
[1:54:47]
too hard for the matter to buy into a program
[1:54:49]
that was at this as good as we all did
[1:54:51]
done and council's supported it
[1:54:56]
it's nice to see is confidence in economic development staff
[1:54:59]
and that's ... I can confirm that second person says
[1:55:02]
pretty well the same month the best across Canada well
[1:55:06]
known across the GTA just the excellent media coverage ...
[1:55:10]
which ... we picked up on that ...
[1:55:14]
strong success attracting media for this ... bold initiatives so
[1:55:18]
... this is the warden gonna hand it back to
[1:55:22]
brand to ... did the ... work on it ...
[1:55:24]
along with that B. C. Hughes and ... got this
[1:55:28]
award put put together the whole program put together the
[1:55:31]
... the media contacts and ... all those things and
[1:55:34]
... gotta so much attention right across the country so
[1:55:43]
right now
[1:55:48]
next one is the a river district action plan a
[1:55:51]
collaborative marketing branding an action strategy between the city won't
[1:55:55]
sound of the river district board of management which took
[1:55:58]
home the Edgar Award in planning and strategic development we're
[1:56:02]
all category so I'd like to acknowledge ... chair Dave
[1:56:05]
Parsons of the uh river district board of management who
[1:56:07]
is here with us one
[1:56:11]
welcome Dave
[1:56:13]
a river district action plan was developed in partnership with
[1:56:16]
the river district board of management firm like the D.
[1:56:19]
I. A. and then consult Asian with businesses residents and
[1:56:22]
visitors the three year branding and marketing action plan created
[1:56:26]
a refined identity and strategy with clear actions in objectives
[1:56:31]
... that was supported by which has supported the revitalized
[1:56:35]
ation of the city's core Mr operator I think most
[1:56:38]
people in council but maybe people at home don't know
[1:56:41]
the vacancy rate in downtown right now is eleven point
[1:56:45]
five think about we've just come through COVID that's one
[1:56:48]
of the lowest numbers we've had in several years and
[1:56:51]
I think that says it just shows you ... the
[1:56:54]
good stuff that's going on downtown and ... the way
[1:56:57]
businesses ... reacted ... to COVID over the last several
[1:57:00]
years we've seen incredible investment the river district our community
[1:57:04]
improvement plan has been utilized to its fullest and we're
[1:57:08]
moving forward with phase two of the river precinct project
[1:57:12]
I think we can all agree that a wonderful that
[1:57:14]
what are wonderfully important space the farmer's market square has
[1:57:17]
become in our community
[1:57:20]
... chairperson on behalf of the city would like to
[1:57:23]
thank you
[1:57:25]
... the river district board of management and all of
[1:57:27]
the river district businesses ... for your resiliency commitment to
[1:57:31]
working together to make one sound a better place to
[1:57:34]
live and do business
[1:57:36]
so I'm pleased on behalf of the ... Edgecombe the
[1:57:39]
city to present to Dave with this river district twenty
[1:57:43]
twenty one ad gore Ward for the river district action
[1:57:45]
plan on how we that
[1:57:50]
the card
[1:57:52]
I would like to date
[1:57:54]
just give me just give me a second I'll go
[1:57:56]
through the judges notes ... here to ... to judges
[1:57:59]
again ... the object was to create a joint marketing
[1:58:03]
branding action strategy between the city phone sound and on
[1:58:06]
sound DA or now river district target audience stakeholder consultation
[1:58:11]
with downtown members with a primary market to focus between
[1:58:15]
the being on sound residents ... returning investment measurable metrics
[1:58:21]
outlined as a result of the marketing branding an action
[1:58:25]
strategy so that that's important where we put together a
[1:58:28]
long term strategy with metric measurable metrics that we can
[1:58:32]
keep moving along and taking a long
[1:58:35]
second person said much the same
[1:58:41]
partnership developing joint marketing branding an action strategy for revitalizing
[1:58:46]
of downtown core for a three year horizon ... returning
[1:58:50]
investment to the joint funding approach ... approx me half
[1:58:54]
from DA in the remaining three surplus ... city
[1:58:58]
projects
[1:59:03]
uniqueness ... city DA working together beyond rebranding to address
[1:59:07]
COVID recovery strategy so I think that's been a kind
[1:59:10]
of important part here with staff and at the DA
[1:59:13]
or a river district to board adjusted to of those
[1:59:18]
changes that that we're coming at them in the Middle
[1:59:20]
those
[1:59:22]
... three part plan including marketing branding an action plan
[1:59:26]
all in one with timelines ... primary and secondary target
[1:59:29]
markets ... is ... strategic approach solve that's ... of
[1:59:34]
the the ... notes from the ... judges so
[1:59:38]
go ahead
[1:59:40]
through your worship if I might add ... you stated
[1:59:43]
earlier that taking advantage of the expertise of county I
[1:59:47]
would like to suggest that the the river district board
[1:59:50]
of management has taken advantage and ... are truly thankful
[1:59:55]
for ... the city's expertise Briana Jamie Tim Simmonds Pam
[2:00:02]
I and many others who are here tonight ... without
[2:00:05]
their help we wouldn't have got this award and we
[2:00:07]
wouldn't be in the place we're in today I do
[2:00:10]
believe that ... everyone who sits on our board is
[2:00:14]
interested in making our city a better place to be
[2:00:17]
and so thank you for that
[2:00:24]
the
[2:00:26]
so close both these marketing efforts were developed with the
[2:00:29]
support of BC Hughes marketing local tourism development management marketing
[2:00:33]
firm led by Kristen bell views and we'd like to
[2:00:36]
extend our thanks to them and their staff and again
[2:00:39]
they were involved also with the ... Ward a couple
[2:00:41]
of years ago
[2:00:43]
osprey subsidy collaborative city are both ... council priorities in
[2:00:48]
our refresh to strategic plan the river district action plan
[2:00:52]
and the work from home capital of candid initiatives each
[2:00:56]
played a vital role in supporting existing businesses and new
[2:00:59]
business start ups and work to engage young people entrepreneurs
[2:01:03]
innovators and creative citizens and facilitating economic growth throughout the
[2:01:08]
COVID nineteen pandemic so congratulations to our staff and everyone
[2:01:12]
who is ... involved enough receiving these awards and I
[2:01:16]
think ... Brian's got some comments just as I had
[2:01:19]
back up there
[2:01:23]
thank you worship I too would like to acknowledge our
[2:01:26]
board chaired Dave Parsons gave thanks for your leadership counsel
[2:01:30]
I've been fortunate to sit on the river district board
[2:01:32]
for to council terms now I wanna thank the board
[2:01:36]
members and in particular Jackie for dinner for challenging the
[2:01:39]
board in the city to create a plan for the
[2:01:41]
downtown which is now called the river district I wanna
[2:01:45]
thank the board in the membership for working to to
[2:01:48]
issue the R. F. P. higher BC Hughes and to
[2:01:52]
developing this plan it's a plan full of actions that
[2:01:55]
are producing real and meaningful results for the river district
[2:01:59]
we all want immediate results but it's nice to see
[2:02:01]
this plan and our partnership recognized by Ed cool is
[2:02:05]
the foundation for transforming the river district and building on
[2:02:09]
it strikes
[2:02:10]
thanks to the board for your commitment and the staff
[2:02:13]
for your support for all this work thank you
[2:02:15]
... thank you again Dave and to you and ...
[2:02:18]
everyone involved congratulations and ... thank you we look forward
[2:02:21]
to the the DA becoming stronger over the next couple
[2:02:24]
of years ...
[2:02:28]
the river district excuse me becoming stronger over the next
[2:02:31]
few years
[2:02:33]
a motion asking to take into all a couple of
[2:02:36]
years to ... to get used to that but ...
[2:02:38]
the banners are great the colors public chosen are great
[2:02:41]
and ...
[2:02:43]
it should it should become easier than that slip right
[2:02:45]
there so again thank you
[2:02:48]
so next on our agenda is good ... public question
[2:02:52]
period and was Bloomfield we have no questions none that
[2:02:55]
have been submitted
[2:02:57]
at number eleven we have no correspondence ... items being
[2:03:00]
presented for council so we're down to staff reports at
[2:03:04]
twelve A. which is our streets a senior manager of
[2:03:08]
strategic initiatives operational effectiveness welcome
[2:03:19]
thank you pardon me sorry thinking whereby I'm here is
[2:03:23]
staff reports the M. twenty two zero zero three when
[2:03:26]
this is our municipal government priorities for the twenty twenty
[2:03:29]
to provincial election
[2:03:32]
... as you remember in December we brought forward the
[2:03:34]
inter governmental relations action plan and within that contains three
[2:03:39]
pronged approach advocacy collaboration and education this is a really
[2:03:44]
unique opportunity for us to collaborate to take forward ...
[2:03:48]
advocacy priorities so the association of municipal clerks and treasurers
[2:03:52]
of Ontario released a document outlining three priorities for the
[2:03:56]
provincial election
[2:03:58]
those parties were reviewed against the priorities identified within the
[2:04:02]
city's inter governmental relations action plan and of those we
[2:04:05]
found to the line so those are the two that
[2:04:07]
we're asking council to endorse a read them briefly the
[2:04:11]
first one is priority one municipal resilience require stable predictable
[2:04:15]
funding and investment and within that there's three bullets party
[2:04:19]
to support continuous improvement to strengthen municipal provincial partnership with
[2:04:24]
the not there's four bullets so I'm happy to take
[2:04:27]
any further questions that anyone may have related to those
[2:04:30]
recommendations councillor dot
[2:04:34]
thank you where survive no general questions so you that
[2:04:36]
you just did so well so thank you so much
[2:04:38]
... but I would ... move that recommendation it is
[2:04:41]
nice to see that we are working in moving forward
[2:04:43]
with a a program such as this ... knowing that
[2:04:45]
we have our inter governmental ... report that we are
[2:04:49]
working on sieve covering over things like insurance and trying
[2:04:51]
to find stable funding ... this is a great report
[2:04:54]
for us all to work in unison to try to
[2:04:56]
to recognize the fact that ... sometimes in the past
[2:04:59]
grant fundings were ... this is fairly done on an
[2:05:02]
equal level based on big municipalities to lower or smaller
[2:05:05]
municipalities urban versus rural so having a general more stabilized
[2:05:10]
... funding opportunity for us ... CIF which and ...
[2:05:14]
MPF on the Olympia finding as many people well known
[2:05:18]
around this table is a big form of funding that
[2:05:22]
helps with to keep our overall let me down so
[2:05:25]
if we have some more stabilization on that that's a
[2:05:27]
obviously a bonus so thank you so much for putting
[2:05:30]
this together to be more than happy to move that
[2:05:31]
recommendation good thank you anyone else seeing none others I
[2:05:36]
will call the question all in favor that is carried
[2:05:39]
thank you
[2:05:43]
next at twelve be we have a report from the
[2:05:45]
director of corporate services with regard to infrastructure Ontario debenture
[2:05:50]
is Alan
[2:05:52]
thank your worship through you this report is to commence
[2:05:56]
with the application for adventures on the tenth street bridge
[2:05:59]
and the recently completed Bayshore SPS upgrade there are two
[2:06:03]
recommendations that we submitted an application to the infrastructure Ontario
[2:06:07]
association as well as bring forward a by law to
[2:06:09]
execute a financing agreement and the satisfy the requirements ...
[2:06:13]
under the loan program held by the province both of
[2:06:17]
these programs were anticipated to be debt financed and the
[2:06:20]
debt payments anticipated are within the budgets that we had
[2:06:23]
previously planned for
[2:06:28]
thank you comments
[2:06:30]
questions
[2:06:32]
motions
[2:06:34]
motions go ahead
[2:06:39]
I'll I'll I'll accounts the Gregor this one now as
[2:06:41]
if I just spoke to it saw you can take
[2:06:43]
this one
[2:06:46]
of thanks concert Dodd I'm happy to move the recommendation
[2:06:50]
report is council will be aware ... contained within your
[2:06:53]
corporate service
[2:06:55]
... minutes Sir or the agenda is a package ...
[2:06:59]
which related to the twenty twenty one year end and
[2:07:02]
I believe noted ten ... capital projects that were still
[2:07:06]
awaiting of long term financing and this is two of
[2:07:09]
those ... projects that they're now off of that so
[2:07:12]
... I would move the recommendation in the report
[2:07:15]
good thank you any other questions seeing none all in
[2:07:18]
favor call the question and that is carried thank you
[2:07:22]
ms Allen ... twelve C. from purchasing and risk management
[2:07:27]
coordinator with regard to the east Bayshore road construction
[2:07:32]
through thank you worship through you of this so reports
[2:07:36]
here twenty two or forty five it's for the next
[2:07:38]
phase of the space shore ... roadway reconstruction project ...
[2:07:42]
it's for ... roadway reconstruction approximately from twenty street north
[2:07:46]
of it includes full urban ... cross section with curb
[2:07:50]
and gutter pay shoulder sidewalk reconstruction and associated retaining wall
[2:07:55]
as well and the whole works area
[2:07:57]
of the the cost of the project ... came into
[2:08:01]
a total bid of three point eight nine one million
[2:08:03]
from the mac Donell excavating others a breakdown on the
[2:08:07]
third page regarding the the cost breakdown for the project
[2:08:11]
... there are some issues with the city portion of
[2:08:14]
the cost break down the ... the sanitary sewer ...
[2:08:17]
forced me that's part of the project came in much
[2:08:20]
above estimates and regards that city staff ... good sold
[2:08:25]
in the contractor gonna work on of submit more innovative
[2:08:29]
construction techniques techniques to get that price down but it's
[2:08:34]
I should point out it was much above the ...
[2:08:37]
consultants estimate for the for that work
[2:08:40]
and in addition the other cost overrun of for the
[2:08:43]
city portion of the work which is to do with
[2:08:45]
the sidewalk in the retaining wall that runs from twenty
[2:08:48]
eight street just past the canny drain ... the the
[2:08:53]
way the ... cost allocation was done from the county
[2:08:56]
resulted in out a slight over run of fifty five
[2:08:59]
thousand dollars in the overall budget of from a from
[2:09:03]
an overall financial perspective it's it's expected that the city
[2:09:06]
will be able to recover costs from future development from
[2:09:10]
the former RCA project to pay for both the sanitary
[2:09:14]
overage and also the over to relating to the sidewalk
[2:09:17]
and retaining wall
[2:09:19]
so as per the report the board is toward the
[2:09:22]
above noted contracted mac Donell excavating at the lowest bid
[2:09:27]
and direct staff to bring forth by law to authorize
[2:09:29]
the Mayor click to execute the agreement one other party
[2:09:33]
note is that the county because this is account it's
[2:09:36]
a joint project with the county the county also has
[2:09:39]
to approve this they have to a county council before
[2:09:43]
the work can be be undertaken that's in my record
[2:09:47]
thank you very much Mr county
[2:09:49]
Marianne recounts the captain go ahead
[2:09:52]
thank you worship I'm happy to move the
[2:09:56]
recommendation in the report and thank you for your explanation
[2:09:59]
of the report
[2:10:02]
go ahead
[2:10:04]
just on that last point that you reference there in
[2:10:07]
the event that the county didn't approve their half of
[2:10:10]
the tender what would
[2:10:13]
what would happen at that point
[2:10:19]
pardon pardon me
[2:10:21]
through your worship of what would happen it's a county
[2:10:24]
road
[2:10:25]
so it's it's highly unlikely that the county is is
[2:10:27]
not going to prove their portion and and if you
[2:10:29]
look at the budget breakdown this is this is well
[2:10:32]
below what the county anticipated on spending on their their
[2:10:35]
portion of the costs so I don't anticipate that to
[2:10:37]
be a problem it's it's just a formality
[2:10:41]
double check
[2:10:44]
Deputy alert would be ... twisting arms up there I
[2:10:46]
think we might be the
[2:10:51]
... councillor courteous moved it and see any other questions
[2:10:55]
or call the question all in favor and that is
[2:10:58]
carried thanks Mike ... twelve D. report purchasing risk management
[2:11:04]
coordinators sitting ham crescent sanitary pump station constructions probably back
[2:11:09]
to you thanks
[2:11:11]
thanks thanks go through your worship of this project is
[2:11:14]
for the ... capital upgrading of the student crescent of
[2:11:18]
sewage pumping station for for anyone's knowledge it's it's it's
[2:11:21]
there's a little grass theory by the mill dam a
[2:11:23]
cul de sac that's where it's located I was actually
[2:11:26]
I suppose outside the city that's not the case this
[2:11:29]
is in the city ... so so this upgrade this
[2:11:32]
will bring this is the last sewage pumping station the
[2:11:35]
city that is that is not up to the Ministry
[2:11:38]
of Environment minimum design design standards so it will bring
[2:11:42]
that pumping station up to what's minutes what's required in
[2:11:45]
in this day and age ... the ... the the
[2:11:48]
total the low price on this was a bit of
[2:11:51]
three hundred twenty six thousand dollars and ... as is
[2:11:55]
I said it'll it'll work it'll it'll it'll result in
[2:11:59]
this I'm sorry
[2:12:02]
result in lower operating costs and it'll it'll provides ...
[2:12:06]
about better operation last chance by passers built in and
[2:12:10]
service the residents of this area just a little bit
[2:12:12]
better
[2:12:14]
so the recommendation is toward the contractor street line group
[2:12:17]
at the price of three hundred twenty six thousand four
[2:12:19]
hundred dollars and direct staff to bring for bilateral authorized
[2:12:23]
americorps to execute the agreement thank you counsel Thomas
[2:12:27]
well thanks for answering my question the first question for
[2:12:30]
tonight where's signum crescent because I racked my brains and
[2:12:33]
I couldn't for the life of me think where it
[2:12:35]
might be ... I'm happy to roof move that report
[2:12:39]
and thank you any other questions go ahead councillor.
[2:12:43]
thank you for sure but I think it's just a
[2:12:44]
again one of those ...
[2:12:46]
projects in capital projects that we're doing within the city
[2:12:49]
of ensuring that we're not sending by passing to our
[2:12:53]
our open waterways so again I think this is a
[2:12:55]
highlight of some of the capital improvement the city has
[2:12:58]
undertaken in the last several years to ensure that things
[2:13:02]
like doing ... ... that the at the enhancement to
[2:13:05]
our sanitation system overall is ... to reducing the amount
[2:13:09]
of by pass it's going and or or waste that's
[2:13:11]
truly going into the the the harbor self is one
[2:13:14]
point that ... because again I think this is we
[2:13:16]
get these capital projects I think we need to highlight
[2:13:18]
on the the importance and the significance of not just
[2:13:21]
that it's getting done but what that will lead to
[2:13:24]
an what's that going to prevent ... more on environmental
[2:13:26]
side of it as well so so thank you so
[2:13:28]
much
[2:13:30]
thanks
[2:13:31]
I will call the question on favor
[2:13:34]
and that is carried
[2:13:36]
thanks again ... twelve V. we've gotta oral report from
[2:13:40]
a Deputy Mayor or Larry with regard to great county
[2:13:43]
council
[2:13:46]
thank you worship I have ... two items tonight ...
[2:13:49]
is your where council at your the mental health and
[2:13:51]
addiction task force and during the very first meeting I
[2:13:54]
had suggested a change in the curriculum in our schools
[2:13:58]
beginning in grade seven or eight in an effort to
[2:14:00]
educate our kids on the dangers of smoking cigarettes chewing
[2:14:04]
tobacco
[2:14:05]
drinking alcohol and experimenting and drugs
[2:14:09]
it was then that we as a committee received an
[2:14:11]
education of our own in total agreement of the idea
[2:14:15]
Dr are explained that we need to start this at
[2:14:18]
age zero
[2:14:21]
we have far too many children brought into this world
[2:14:23]
and being raised with one parent or growing up witnessing
[2:14:26]
addiction first hand and missing out on important teachings being
[2:14:31]
taught the basics such as good manners and morals looking
[2:14:35]
a person in the eye the firm handshake treating people
[2:14:38]
with respect treating women with respect there are so many
[2:14:42]
of our kids that don't have the support or have
[2:14:44]
that role model home
[2:14:47]
at the April nineteenth committee meeting the task force approved
[2:14:50]
the following resolutions
[2:14:53]
where as mental health challenges can occur early in life
[2:14:57]
with children often not having the understanding about what mental
[2:15:00]
health is supports available and how manage how to manage
[2:15:05]
mental health in their daily lives and whereas building resilience
[2:15:09]
early in life is an important aspect of promoting mental
[2:15:12]
wellbeing and whereas there is strong evidence of the importance
[2:15:16]
of focused education on mental health the target children to
[2:15:19]
build resilience at this age group including identification prevention intervention
[2:15:26]
and support
[2:15:27]
now therefore be it resolved that the mental health and
[2:15:30]
addiction task force on behalf agree county council request the
[2:15:34]
minister of education implement a mental health
[2:15:38]
education curriculum beginning in primary school to provide children with
[2:15:43]
the necessary tools to support ongoing resilience and mental wellness
[2:15:48]
and that this resolution before to to all great county
[2:15:51]
municipalities for support and that due to the timing of
[2:15:54]
the upcoming provincial election this resolution before to the minister
[2:15:58]
of education and copied to the minister of mental health
[2:16:02]
and NPP's bill Walker and Jim Wilson ahead of council
[2:16:05]
approval in accordance with section twenty five point six on
[2:16:09]
the county's procedural bylaw
[2:16:14]
so this resolution
[2:16:16]
is already in the hands of the provincial government and
[2:16:20]
will be in the queue before the provincial election
[2:16:23]
one has to hope that regardless of who wins the
[2:16:26]
election the be enough common sense to bring this to
[2:16:29]
fruition
[2:16:30]
MPP bill Walker has already talked to the minister of
[2:16:33]
education about the really the resolution and received a very
[2:16:37]
positive response I look at this is a game changer
[2:16:40]
an opportunity to fill a void for our children
[2:16:46]
my second item the climate change action plan was presented
[2:16:49]
to county council engagement of the plan was overview it
[2:16:53]
involved online surveys virtual meetings written submissions and online gateman
[2:17:00]
there is discussion on the declaration of an emergency which
[2:17:03]
resulted in gray county council declaring a climate change emergency
[2:17:09]
it was noted that municipalities are well positioned to respond
[2:17:12]
to climate change in that over fifty percent greenhouse gas
[2:17:16]
emissions are under the direct influence of local government according
[2:17:20]
to the federation of Canadian municipalities
[2:17:23]
staff have identified the grey county is on track to
[2:17:27]
achieve net zero by two thousand forty six
[2:17:31]
with that I would ask city manager Tim Simmonds to
[2:17:34]
set up a presentation from Greene County staff laying out
[2:17:37]
the action plan including emission reduction targets I would also
[2:17:42]
ask the report will follow including the declaration of a
[2:17:46]
climate emergency I suggest declaration not in the sense of
[2:17:50]
panic or overreaction but as a solid commitment to follow
[2:17:54]
the lead of grey county and do our part in
[2:17:57]
achieving net zero by two thousand fifty this will give
[2:18:00]
our council members lots of time to think about the
[2:18:02]
process with that you worship I would never see that
[2:18:05]
verbal reports
[2:18:11]
I'm
[2:18:13]
the Springfield is asking if it's a notice of motion
[2:18:15]
but I I'm youth think it should be ... it's
[2:18:18]
a notice of motion to receive
[2:18:21]
however with regard to the report there was a report
[2:18:24]
that was on the agenda for the operations committee that
[2:18:28]
was tabled that will be coming back with regard to
[2:18:30]
the climate change
[2:18:33]
that was just
[2:18:36]
or was it a motion
[2:18:39]
there's no there's no motion I'm I'm simply asking for
[2:18:43]
the city manager to do ... really what he just
[2:18:46]
did with with ranchers are coming with the Hanover I
[2:18:49]
own some task force report ... someone is gonna come
[2:18:53]
from the county's county staff to do the presentation they've
[2:18:57]
they've already done the draft one but this will be
[2:18:59]
the final one and I'm just asking the manager a
[2:19:03]
city manager if you bring forward a report after that
[2:19:07]
that includes a declaration of
[2:19:12]
do you want that is a motion then yeah I
[2:19:13]
think if you wanna make that motion and then it's
[2:19:15]
on the table it's clean it's straightforward and but I
[2:19:19]
guess or or if you're giving notice perhaps we can
[2:19:21]
do it at the next meeting might be the easiest
[2:19:23]
because there is no notice
[2:19:25]
so if you want to give a notice of the
[2:19:27]
end Marianne
[2:19:29]
could I make a motion that we waive the notice
[2:19:32]
requirements
[2:19:35]
that's
[2:19:39]
okay yeah let's let's back up so Brian did move
[2:19:41]
that we receive the ... purple report any questions on
[2:19:45]
that all in favor that is carried now I'm going
[2:19:49]
to marry him
[2:19:52]
I'll make a motion that we waive the notice requirements
[2:19:55]
of the procedural bylaw
[2:19:57]
with this we need to add two thirds vote so
[2:20:00]
why if in favor all in favor of call the
[2:20:02]
question
[2:20:06]
sorry I'm gonna get you to put your hands up
[2:20:07]
and leave my up your one two three four
[2:20:12]
I would be five but that doesn't get us to
[2:20:14]
two thirds
[2:20:16]
Seoul Van Brian will give notice of motion Scott
[2:20:22]
I just like to bring back to council's attention that
[2:20:25]
this matter ... the climate change adaption adaptation plan is
[2:20:29]
coming back forward through the operations committee through council there's
[2:20:33]
a postponing motion that is in place just awaiting the
[2:20:37]
completion of of that document ... that the Deputy Mayor
[2:20:41]
spoke to tonight so we will be seeing that again
[2:20:44]
as staff are aware that that's that's intended
[2:20:48]
and his Bloomfield I think ... news Merrin was city
[2:20:52]
manager and with you as clerk we can set any
[2:20:54]
agenda we want to set up within reason and we
[2:20:56]
can ... help that speaker Clement some point we can
[2:20:59]
do that with a motion so we're covered good thank
[2:21:02]
you
[2:21:06]
would it be the intention I'm sorry don't other report
[2:21:08]
handy to have the author of the report I know
[2:21:11]
technically was authored by
[2:21:13]
politicians I forget is it what was her name I'm
[2:21:16]
sorry Laura
[2:21:18]
yeah
[2:21:20]
Linda sorry can we ask that she actually presented I
[2:21:24]
know we've matter briefly that's why I forget her name
[2:21:27]
so okay thank you
[2:21:30]
you know the the other thing that we're going to
[2:21:31]
match with the Scott I think it's just hit on
[2:21:35]
the county climate the plan does not set
[2:21:40]
the baseline ... I'm gonna call the carbon count there's
[2:21:43]
more proper word for ... the city of on sound
[2:21:46]
reasons still need to do that on our own to
[2:21:48]
adopt the ... of of the plan from the county
[2:21:51]
so that's something that will be discussed at the committee
[2:21:54]
at some point so I will ... but move on
[2:21:57]
to thirteen which is the consent agenda
[2:22:03]
through your worship on the consent agenda this evening I
[2:22:05]
reports respecting the April service review update the twenty twenty
[2:22:09]
one council committee and board attendance and the on sound
[2:22:12]
agricultural society's seventh annual board dance sorry barn dance fundraiser
[2:22:17]
there minutes for seat from the own sound housing company
[2:22:20]
board and the police board there's a flag flying request
[2:22:23]
for workers day of mourning and the last Sam on
[2:22:25]
the consent agenda is the information package a full listing
[2:22:28]
is available at thirteen G.
[2:22:31]
thank you ... ... ... we've had a little discussion
[2:22:33]
room to do this a little bit differently than the
[2:22:34]
way I usually do it is there anything in the
[2:22:37]
consent agenda that anyone wishes to Paul and speak
[2:22:45]
seeing none
[2:22:47]
so with that total go to ... councillor Cappy to
[2:22:50]
move the ... items
[2:22:53]
thank you worship moved by myself that City council receives
[2:22:56]
item thirteen eighty two thirteen G. on the consent agenda
[2:23:00]
dated April twenty five twenty twenty two and further that
[2:23:04]
the recommendations contained in items thirteen eight to thirteen C.
[2:23:08]
B. approved
[2:23:10]
thank you and call the question all in favor and
[2:23:13]
that is carried
[2:23:18]
reducing doing a bit of a hybrid here ... you
[2:23:21]
John was roughing you councillor damming up and you want
[2:23:23]
to discuss from the police services board from way back
[2:23:26]
in February
[2:23:29]
no it was a fairly light agenda I just I
[2:23:32]
guess just one interesting fact you know the cost of
[2:23:35]
policing arises ... goes up we know that ... they're
[2:23:39]
introducing through
[2:23:41]
we sparked are introducing something called electronic management of evidence
[2:23:46]
and ... the mayor and I both in our previous
[2:23:49]
lives did a bit of criminal Longley we know the
[2:23:51]
...
[2:23:53]
the need to move to electronic format for exhibits and
[2:23:56]
evidence and so forth and that's gonna be at least
[2:24:00]
initially a thirty thousand dollar ... tagged to participate I'm
[2:24:04]
sure that will only go up so I just found
[2:24:06]
that of interest ... at the committee at the at
[2:24:10]
the police board meeting to see that there are going
[2:24:13]
to be these fixed costs that we're gonna have to
[2:24:15]
encourage not all staffing ... when we talk police costs
[2:24:19]
... but there is some by necessity to these bills
[2:24:23]
other than that was a fairly light agenda and ...
[2:24:25]
I'm happy to take any questions
[2:24:29]
thank you and I don't see any hands going up
[2:24:32]
to ask any questions as we're down to fourteen A.
[2:24:35]
in our agenda which is minutes of corporate services committee
[2:24:38]
meeting held on March twenty fourth twenty twenty two councillor
[2:24:42]
Greg
[2:24:46]
I thank everybody ... to review those minutes for council
[2:24:50]
it was a lengthy agenda a lot of material on
[2:24:53]
it but mostly ...
[2:24:54]
... for information purposes committee recommends approval of an updated
[2:24:59]
fireworks bylaw which adds to Wally to the permitted dates
[2:25:02]
to it due to its cultural significance and definitions of
[2:25:06]
owner and occupant ... to the bylaw to assist in
[2:25:09]
Forsman of the bylaw as well the fire bylaws recommended
[2:25:13]
to be updated substantially the same the updated bylaw also
[2:25:17]
includes definitions of various types of dwellings and owners and
[2:25:20]
occupants to assist in enforcement it also includes restrictions placed
[2:25:25]
on flying lanterns a recreational fires a townhouses and multiple
[2:25:29]
dwelling units
[2:25:30]
received for information was the two thousand twenty one B.
[2:25:33]
M. A. comparative study some of my favorite documents of
[2:25:36]
the entire year
[2:25:38]
a lot of good information within those five hundred some
[2:25:41]
pages reaffirmed is our placement as high in taxation as
[2:25:46]
a percentage of household income
[2:25:49]
committee reviewed the two thousand twenty one year end benefiting
[2:25:52]
from safe restart finding the combined annual surpluses approximately one
[2:25:56]
hundred and five thousand dollars which is to be transferred
[2:25:59]
to the taxi realization reserve which is an estimated four
[2:26:02]
hundred thirty five thousand dollars a year and significant surpluses
[2:26:06]
were realized in policing public works easy ... I public
[2:26:10]
works it was an easy winter waste management with a
[2:26:13]
higher commodity prices ... contributing to that ... whereas deficits
[2:26:18]
appeared in cleaning services HR related legal costs transit facility
[2:26:22]
booking and the art gallery these deficits were largely COVID
[2:26:26]
driven
[2:26:28]
total two thousand twenty one tax fund the capital levy
[2:26:31]
was two million six R. three one thousand completed in
[2:26:35]
capital in progress amounts to two million five hundred forty
[2:26:38]
one thousand with the approximate ninety thousand dollars in reserve
[2:26:42]
for future requirements at the end of two thousand twenty
[2:26:45]
one the total funds held reserves increased by three million
[2:26:49]
six aren't thirty thousand dollars to forty two million dollars
[2:26:53]
which positions own sound very well when evaluating reserves per
[2:26:57]
capita in comparison to other municipalities
[2:27:00]
committee was provided the two thousand twenty two capital plan
[2:27:03]
update of notice transferring twenty five thousand dollars from reserves
[2:27:07]
to fund the Manitoba lighting on the east harbour wall
[2:27:10]
and directing staff to hold any unspent capital projects currently
[2:27:14]
approximately four hundred thousand dollars in the capital reserve for
[2:27:18]
any priority projects which may need support
[2:27:22]
reporter zero three four was a summary of insurance claims
[2:27:25]
and was received for information as was report respecting the
[2:27:28]
bi annual summary of tenders and proposals awarded that was
[2:27:31]
for second half of two thousand twenty one also received
[2:27:35]
for information was a review of the two thousand twenty
[2:27:38]
one freedom of information requests as well as a review
[2:27:41]
of our proactive of our current proactive by law enforcement
[2:27:45]
model and in returning to the postponed capital plan update
[2:27:49]
report committee received the report for information only with no
[2:27:52]
changes to the current procurement policy and with that I
[2:27:56]
would welcome any questions ... and ask council's endorsement of
[2:28:00]
those minutes
[2:28:02]
great thank you questions
[2:28:05]
I'm seeing none so I will call the question all
[2:28:07]
in favor
[2:28:08]
and that is carried
[2:28:11]
next we are down to fourteen be which is minutes
[2:28:14]
of the operations committee I ... note that there is
[2:28:17]
a ... but change of direction considered with regard to
[2:28:22]
transit so why will ask a councillor Greg to ...
[2:28:26]
moved to present the operation minutes save an accept ...
[2:28:29]
eight D. one
[2:28:33]
so this is the are the minutes of the April
[2:28:35]
twelfth meeting committee reviewed in assessment of fourth Avenue West
[2:28:40]
from fourteenth street to twenty third street regarding traffic flow
[2:28:45]
it was recommended to be forwarded to budget for consideration
[2:28:48]
of a stop sign on twenty third street west westbound
[2:28:51]
approaching fourth Avenue which now exists as a three way
[2:28:54]
stop that scenario does create confusion for both automobiles and
[2:28:59]
pedestrians also part of the report is to create a
[2:29:03]
four way stop at nineteenth street west and fourth Avenue
[2:29:06]
this intersection is poor sightlines and has been the scene
[2:29:09]
of severe accidents in the past police in engineering services
[2:29:13]
both provided insight into the preparation of this report and
[2:29:16]
the recommendation
[2:29:18]
committee was supportive of the road resurfacing list for two
[2:29:21]
thousand twenty two as provided and funded within the seven
[2:29:25]
hundred thousand dollar budget
[2:29:27]
these projects respond to any valuation of the municipal roads
[2:29:31]
which assessed a numerical value for the pavement condition of
[2:29:35]
each road based on the assessment twenty two percent of
[2:29:39]
the city's paved roads are in excellent condition thirty nine
[2:29:42]
percent are in good condition twenty eight percent in fair
[2:29:45]
condition three percent in poor and eight percent in very
[2:29:49]
poor condition applied against the strategic plan of having a
[2:29:54]
percentage of roads with the pavement rating of sixty five
[2:29:57]
percent or better the percentage of roads in this condition
[2:30:01]
increase from fifty five percent in two thousand nineteen to
[2:30:04]
sixty one percent in twenty twenty one which is in
[2:30:07]
line with our current ... with the strategic plan goal
[2:30:11]
this data is used to update the ten year asphalt
[2:30:14]
resurfacing plan the updated annual required investment noted within the
[2:30:18]
report to be spent ... annually currently is one point
[2:30:22]
one million seventy eight thousand dollars ... to continue to
[2:30:26]
close the gap on our road needs
[2:30:29]
committee received for information the annual ways our treatment plant
[2:30:32]
report this report is in compliance with provincial legislation and
[2:30:36]
noted that the average daily flow was fifty four percent
[2:30:39]
of plan capacity ... on the average daily basis
[2:30:43]
there were two major in six minor overflow events due
[2:30:46]
to the wet weather as council is aware the city
[2:30:49]
received provincial funding of one hundred ninety two thousand dollars
[2:30:52]
for sewage overflow monitoring and related works this ... also
[2:30:58]
response to a question from committee regarding acknowledging potential heavy
[2:31:02]
precipitation storm type events what may be the highest needs
[2:31:07]
the reply was to continue the investment in our sanitary
[2:31:10]
resigning and our storm water diversion works to lessen wet
[2:31:14]
weather system demands ... in our system
[2:31:17]
I was skipped item E. D. one
[2:31:21]
actually
[2:31:25]
yeah those are the items exclude saving and excluding item
[2:31:29]
eighty one and that with that I would ... welcome
[2:31:32]
questions or ... as for council's approval
[2:31:37]
motion to approve any questions
[2:31:40]
on that part okay I will call the question all
[2:31:42]
in favor and that is carried so because we are
[2:31:47]
reconsidering a decision made ... it with regard to transit
[2:31:52]
in the past first I'm going to ask a council
[2:31:54]
great to move a waiver of the notice of motion
[2:31:57]
requirement
[2:32:00]
I would move that motion to we've
[2:32:05]
notice of motion is required a procedure by the
[2:32:09]
thank you and he I guess really isn't any discussion
[2:32:12]
on that is ... ... all in favor
[2:32:17]
hold on her album seeing him go one two three
[2:32:19]
four five six seven eight so that's ... that's two
[2:32:23]
thirds that carries thanks ... next
[2:32:28]
... masking councillor Greg to move ... motion to reconsider
[2:32:34]
a previous decision
[2:32:38]
so I will move a motion to reconsider the decision
[2:32:41]
of our the service for three months ... which council
[2:32:45]
visited earlier I would just like to point out quickly
[2:32:48]
in speaking to wide move that motion is that the
[2:32:52]
awarding of the new con transit contract created a potential
[2:32:55]
two thousand twenty two surplus intransitive aren't seventy four thousand
[2:32:58]
five hundred if the city maintains a thirty minute service
[2:33:02]
the new contract me still generate a potential surplus of
[2:33:05]
twelve thousand one hundred ninety five dollars this information was
[2:33:09]
contained within the report to committee and council did communicate
[2:33:12]
an interest in marketing and investing in the transit service
[2:33:15]
and either surplus could provide some funding for that movement
[2:33:19]
to change the scheduling ... I should say ...
[2:33:22]
we approve the recommendation on a five two votes and
[2:33:27]
... movement to change the scheduling or the regularity of
[2:33:30]
our service could have unintended consequences for reducing ridership offering
[2:33:35]
a dependable consistent service is vital to maintaining customer relationships
[2:33:40]
... so with that said that a ... move the
[2:33:43]
motion to reconsider
[2:33:47]
V. D. a motion to reconsider a previous decision is
[2:33:51]
not debatable we would get into the discussion of the
[2:33:54]
actual meter but after but go ahead just some
[2:33:59]
by requesting a recorded vote your service yes
[2:34:07]
councillor.

[2:34:43]
the resolution carries with 9 in favor 0 opposed
[2:34:47]
so over and I'll go back to a councillor Greg
[2:34:50]
one more time and I guess he kind of did
[2:34:52]
it but to our present ... eight D. one and
[2:34:54]
th and move approval and we can discuss it
[2:35:00]
so I would move approval of the recommendation contained ...
[2:35:03]
in the minutes ... coming forward from the operations committee
[2:35:06]
as I stated was carried five to two
[2:35:09]
a six to us thank you accounts are kept you
[2:35:12]
for correcting me there
[2:35:14]
... I spoke to the balance of of the material
[2:35:18]
there in my preamble ... but I do welcome any
[2:35:21]
questions ... or perhaps there's questions for staff just two
[2:35:25]
... further provide clarification
[2:35:29]
any questions
[2:35:31]
the discussion
[2:35:33]
councillor khaki
[2:35:35]
a request a recorded vote please
[2:35:39]
okay before we get there discussion go ahead
[2:35:42]
three your worship just for clarification so the reason for
[2:35:47]
changing
[2:35:48]
from the our to the thirty minutes was based only
[2:35:52]
on finance
[2:35:55]
or was it to provide a service
[2:35:58]
because the new contract was going to save money there
[2:36:01]
for the committee felt that it was okay to reduce
[2:36:05]
and change the plan to go back to thirty minutes
[2:36:12]
I would say there was um concern from someone committee
[2:36:16]
that ... the budget surplus could be lost however in
[2:36:21]
this case ... the budget allocation was already there
[2:36:26]
and the say this surplus was generated mid year from
[2:36:29]
us establishing that new contract on a go forward basis
[2:36:33]
hence that hundred and seventy four thousand or twelve thousand
[2:36:37]
dollars which I alluded to in the report ... that
[2:36:41]
was definitely in consideration by committee as to ...
[2:36:47]
in the yet in determining to go back to the
[2:36:50]
thirty minute service as
[2:36:53]
as a you know for transit I guess as a
[2:36:56]
benefit to our residents
[2:37:01]
through your worship
[2:37:03]
my concern is that the decision was made with finances
[2:37:07]
has the primary core motivator and I really want to
[2:37:11]
encourage us as we move forward with future transit decisions
[2:37:16]
that this serves the public it's a transit is meant
[2:37:20]
to serve the public it's not necessarily a nice to
[2:37:24]
have it's a need to have so I certainly support
[2:37:29]
the change I believe that thirty minutes service is essential
[2:37:34]
for everyday living for those who are perhaps into a
[2:37:38]
situation where they don't have much choice ... they're not
[2:37:42]
privileged to be able to have transportation in other ways
[2:37:45]
or their limitations or such so as we move forward
[2:37:50]
again it is about moving people not just dollars and
[2:37:53]
I encourage us to continue with that lands
[2:37:57]
as we move through future contracts thank you
[2:38:04]
councillor Greg Agnon I'm worried that there's a little bit
[2:38:07]
of Confucianism blessing of the discussion council as a group
[2:38:12]
we're trying to save money and cut back to a
[2:38:15]
one hour service
[2:38:17]
and then once we got the new contract and there
[2:38:20]
was savings in the new contract we didn't need to
[2:38:23]
go to that we could maintain the half hour service
[2:38:26]
because of the ... the better contract I got that
[2:38:29]
right so we go back to by half hour that
[2:38:31]
we always wanted but ... it with the new contract
[2:38:35]
we could we didn't need to make that cut to
[2:38:38]
one hours at Akron
[2:38:40]
that's correct and I I should have noted to that
[2:38:42]
originally back in November ...
[2:38:45]
operations committee had been notified that the R. F. P.
[2:38:50]
would be coming back through operations committee back to council
[2:38:53]
however because of time the timeline ... issues we didn't
[2:38:58]
meet again until January February in terms of forwarding the
[2:39:01]
process of those that that gap ... that we lost
[2:39:05]
there in terms of time brought that it item right
[2:39:08]
to council for that decision and operations committee actually never
[2:39:12]
formally had any input into all that meeting that was
[2:39:14]
there their input at that night
[2:39:18]
thanks council Cappy
[2:39:20]
thank you worship ... my decision was not based solely
[2:39:23]
on finances it was based on service to the public
[2:39:27]
and I felt that by switching to the one our
[2:39:31]
service for those three months that's only confusing a lot
[2:39:34]
of people and it's maybe losing ridership and not servicing
[2:39:38]
the people that we need to on a consistent basis
[2:39:44]
councillor Thomas
[2:39:46]
and I think they were looking for there is continuity
[2:39:48]
of service for me that's what the decision is it's
[2:39:52]
not about the money it's about the continuity of the
[2:39:54]
service
[2:39:57]
originally the idea to change was because we're anticipating such
[2:40:01]
something much worse than happen
[2:40:03]
and I think to maintain the continuity of service for
[2:40:06]
our citizens especially the time of year when people are
[2:40:09]
out and about a lot just makes total sense I'll
[2:40:12]
be supporting the motion
[2:40:15]
okay so work councillor Greg has moved the motion which
[2:40:19]
is ... it had been approved or to approve the
[2:40:22]
item eighty one in the operations minutes which is to
[2:40:26]
... keep bus service at a half an hour not
[2:40:29]

[2:41:49]
couple of items
[2:41:51]
thank your worship bylaw with a couple of ... fellow
[2:41:53]
councillors in our corporate services director I had the opportunity
[2:41:57]
to attend the good roads convention in Toronto ... I
[2:42:01]
attended a session when I was there on smart and
[2:42:03]
connected communities and the world council on city data a
[2:42:06]
Canadian company was one of the presenters this companies created
[2:42:10]
the first ISO standard for cities through the international organized
[2:42:14]
Asians for standardize ation the ISO standard is described as
[2:42:18]
the distilled wisdom of people with expertise in their subject
[2:42:21]
matter and who know the needs of the organizations they
[2:42:24]
represent in the case of cities that user data portal
[2:42:27]
to input basic information about the community and they compare
[2:42:30]
them with key performance indicators from other cities around the
[2:42:33]
world the key is for the data they said and
[2:42:36]
the I also certification is to attract investment and economic
[2:42:40]
development your community and the city manager reminded me prior
[2:42:44]
to the meeting when I was talking about that that
[2:42:46]
in fact under key result five it says measure one
[2:42:50]
sounds progress towards becoming a more sustainable safe and resilient
[2:42:54]
city by adopting a globally recognized municipal benchmark for example
[2:42:59]
United Nations sustainable development goals world council on city data
[2:43:03]
in the twenty twenty three term of council priorities so
[2:43:07]
if I managed to get myself reelected I'll know a
[2:43:09]
little something about it when that when it comes along
[2:43:14]
now another presentation that was maybe not so positive was
[2:43:17]
from the ... was the twenty twenty two results of
[2:43:21]
the Adleman trust barometer which is an international survey of
[2:43:24]
the public on a variety of questions revolving around trust
[2:43:28]
the bad news for all of us here in this
[2:43:30]
chamber and I think for all of us in society
[2:43:34]
is that nearly six in ten respondents to the survey
[2:43:37]
say their default tendency is to distrust something until they
[2:43:41]
see evidence that is trustworthy and for those of us
[2:43:45]
that grew up in the glory days of the sixties
[2:43:48]
and the seventies where we were maybe a little more
[2:43:50]
trusting well sorry Travis maybe a little more trusting for
[2:43:54]
me I I find that really really alarming as as
[2:43:58]
a citizen of the world and social media is the
[2:44:02]
least trusted news source eighty five percent of people are
[2:44:05]
worried about job loss in seventy five percent are worried
[2:44:08]
about climate change
[2:44:10]
business is trusted over government and no developed countries believe
[2:44:14]
their families will be better off in five years from
[2:44:17]
now it's a pretty bleak picture on a positive note
[2:44:21]
those seventy seven percent of respondents trust their employer making
[2:44:25]
the employer employee relationship critically important as we move forward
[2:44:28]
into the future
[2:44:31]
the other presentation I was keen to see was from
[2:44:33]
Charles maroon the founder of strong towns an organization I've
[2:44:36]
been following since before I was elected his confessions a
[2:44:40]
recovering engineer was part history of how transportation systems developed
[2:44:44]
and part discussion on how we are building our roads
[2:44:47]
in correctly he pointed out that since the second World
[2:44:51]
War with the great transportation boom began we've been building
[2:44:54]
inter city roads the wrong way we keep building the
[2:44:57]
bomb them whiter thinking that that makes them safer when
[2:45:00]
in fact a wider road promote speeding and inattentive driving
[2:45:04]
he says it's been proven that people slow down on
[2:45:06]
narrower roads and that's how we should be building our
[2:45:09]
roads in the city narrower not wider
[2:45:14]
just for you Mike
[2:45:18]
so let's remember good roads in the second item tonight
[2:45:21]
your worship I just want to mention Earth Day I
[2:45:23]
want to offer my thanks and congratulations to the organisers
[2:45:27]
of the event which was held at the farmers market
[2:45:29]
on Saturday afternoon after what was a pretty rainy morning
[2:45:32]
the weather cooperated for the festival and hundreds of people
[2:45:36]
turned out to see the exhibits from dozens of groups
[2:45:38]
and organizations it was a real success and I was
[2:45:41]
really again surprised by the number of people who came
[2:45:44]
out for self thank you
[2:45:47]
good thank you
[2:45:48]
I have a motion I know there's been I know
[2:45:51]
there's been several are provincial funding announcements but ... three
[2:45:55]
or four in particular that I think affect us here
[2:45:57]
at city hall ... April first twenty twenty two MPP
[2:46:01]
bill Walker an associate minister of mental health and addictions
[2:46:05]
the honorable Michael to bolo announced that the Ontario government
[2:46:09]
is investing six million seven thousand nine hundred dollars through
[2:46:13]
the new addictions recovery fund to immediately enhance access to
[2:46:17]
mental health and addictions treatment supports in Owen sound
[2:46:22]
rivers health services provides a wide range of comprehensive inpatient
[2:46:26]
and outpatient services ... this funding will be provided to
[2:46:32]
expand access to a total of thirty six new addictions
[2:46:37]
treatment beds ... bringing our total to forty five which
[2:46:41]
will help hundreds of local residents angry Bruce on sound
[2:46:45]
access ... specialized addictions ... minister ... ... to bolo
[2:46:51]
is somebody that's been very involved in social services ...
[2:46:55]
... somewhere a little north of Toronto I can't remember
[2:46:57]
the exact place for a number of years and then
[2:47:00]
ran and gotten that the inside of government and as
[2:47:02]
been pushing this the total budget is ... many many
[2:47:06]
many I've got two hundred and something million dollars and
[2:47:09]
... trying to get more support for people with mental
[2:47:13]
health and with ... addiction recovery problems ... we thank
[2:47:19]
minister to follow and MPP Walker for this important and
[2:47:23]
significant investment in our community we know this is badly
[2:47:26]
needed in our community and we appreciate that they chose
[2:47:29]
on sound for this project
[2:47:32]
April fourteenth ... MPP bill Walker announced that on some
[2:47:37]
place service board will receive provincial funding ... over three
[2:47:41]
years as follows one million one hundred ninety four thousand
[2:47:45]
seven hundred ninety nine dollars for community oriented response and
[2:47:49]
enforcement unit enhancements open core unit
[2:47:53]
five hundred and thirty eight thousand five hundred fifty nine
[2:47:56]
dollars for part time officer program for Smith and support
[2:48:00]
to ... for full time officers during ... peak call
[2:48:03]
periods
[2:48:05]
and a hundred and fifty thousand dollars for mental health
[2:48:07]
crisis response team known locally as the mall bile mental
[2:48:11]
health and addictions response team so I think we're just
[2:48:14]
talking about that with that Mr shirts are about ...
[2:48:17]
mo bile mental health and ... being able to get
[2:48:19]
over to where the people are and a and support
[2:48:22]
them so ... that's a total of uh one million
[2:48:26]
eight hundred and eighty three thousand dollars and threatened fifty
[2:48:29]
nine for the on some police services which is ...
[2:48:33]
part of two million two hundred and thirty six thousand
[2:48:35]
dollars ... going right across grey Bruce to ... the
[2:48:39]
combined with ... ... west gray Hanover and ... in
[2:48:43]
grey highlands so that is nice money to have that
[2:48:47]
also helps us with mental health crisis it cetera
[2:48:53]
last Friday we received notice that the city has receiving
[2:48:57]
five hundred eighty five dollars for rehabilitation of sixteenth street
[2:49:01]
east being face to from the internal government through the
[2:49:04]
... connection links program so I'm sure ... Mr Kronwall
[2:49:08]
health more to announce in that ... in the coming
[2:49:11]
few weeks
[2:49:13]
... and also on Friday it was a great to
[2:49:17]
hear the news that the rivers district Catholic school board
[2:49:20]
has received provincial funding to replace St Mary's school I
[2:49:24]
think this is ...
[2:49:26]
notice of the Ontario government the need ... for future
[2:49:30]
growth needs of education on sound into growth in general
[2:49:33]
no one sounds off after ...
[2:49:37]
some of the schools ... shrinking for a few years
[2:49:40]
it's nice to have that kind of money coming in
[2:49:43]
recognizing your growth and ... to build a new school
[2:49:46]
... last Thursday at ten the on sound and district
[2:49:49]
chamber of commerce AGM in attendance with me as a
[2:49:53]
deputy Meryl Larry council Tamming city manager Tim Simmonds and
[2:49:56]
... Brent Fisher manager of community development of marketing
[2:50:00]
the Ontario chamber of commerce CEO Rocco Rossi was guest
[2:50:04]
speaker and gave a very motivating speech ... supporting remove
[2:50:07]
all barriers to business streamlining the produce a planning process
[2:50:12]
... to get homes built sooner and ... it less
[2:50:15]
expensively and supporting projects such as the DC energy pump
[2:50:20]
storage project if it if it gets approved ... in
[2:50:23]
order to meet the net zero goals ...
[2:50:28]
we look forward to working with the twenty twenty to
[2:50:31]
twenty twenty three chamber executive led by a chair mark
[2:50:34]
Benedict and all the directors
[2:50:37]
April twelfth two uh fourteenth I attended the Canadian nuclear
[2:50:41]
association conference I was accompanied by grey county economic developer
[2:50:46]
... director of Steve for NASA ... this conferences attended
[2:50:50]
by Bruce power all of their suppliers to the major
[2:50:53]
component replacement project as well as other nuclear industry related
[2:50:57]
businesses and agencies ...
[2:51:01]
there is also ... others ... involved in the clean
[2:51:05]
energy sector and related businesses and agencies such as ...
[2:51:09]
...
[2:51:10]
batteries hydrogen etcetera
[2:51:17]
we had a very good reaction from those who we
[2:51:20]
spoke to ... we have a great opportunity here to
[2:51:23]
take advantage of the clean energy frontier program which is
[2:51:26]
... lead because of the through the nuclear innovation institute
[2:51:30]
and focusing on growing ... energy storage needs here
[2:51:35]
as we try and go to ... to net zero
[2:51:39]
...
[2:51:41]
electricity and and nuclear generated electricity as are our best
[2:51:46]
hope and then how we store that energy when there
[2:51:49]
is an overabundance of ... energy produced because I can't
[2:51:52]
just turn on the machine at night and how we
[2:51:54]
capture that how you store and how you use it
[2:51:56]
during the day when the demand goes back up nine
[2:52:00]
go back to our Rocco Rossi at the as James
[2:52:03]
Ridge AGM who talked about ... to get to natural
[2:52:07]
and eliminate our dependence on ... carbon fuel ... we
[2:52:11]
need three times the electricity system in Ontario to meet
[2:52:15]
the potential daytime demand so he's talking about three Niagara
[2:52:18]
Falls
[2:52:20]
three Bruce power's three Darlington's and three times the volume
[2:52:24]
of ... wiring and delivery system that is needed to
[2:52:27]
get there so with that we need to ... know
[2:52:31]
and learn and ... except that we're going to have
[2:52:34]
to store surplus energy and ... put it back into
[2:52:37]
the ... system ...
[2:52:41]
I didn't even mention isotopes here
[2:52:46]
yeah
[2:52:48]
how how many hours you want to stay
[2:52:50]
I I I I was blown away with all the
[2:52:53]
knowledge that I weren't learned at this ... this nuclear
[2:52:55]
conference and it's you know the first time that I've
[2:52:59]
gone I think maybe staff went once before but I'm
[2:53:01]
not sure no great county staff went ...
[2:53:06]
sixty percent of the things that have been sterilized for
[2:53:10]
Colbert over the last two years around the world have
[2:53:14]
been sterilized with ... with isotopes from Bruce power
[2:53:18]
... there are other newer isotopes that they're using ...
[2:53:22]
that will be used for treatment of cancer the whole
[2:53:26]
held up in certain look like two little pans too
[2:53:28]
little metal things that ... are ... isotope
[2:53:33]
targets I guess you'd call them contained within those is
[2:53:37]
enough isotopes to cure a couple hundred people of cancer
[2:53:44]
phenomenal phenomenal and they're going to be able to continue
[2:53:48]
to pull those are they developed a new way for
[2:53:50]
his power to be able to extract the more often
[2:53:53]
most of these isotopes I'm gonna go on for an
[2:53:55]
hour most of these isotopes only have a about a
[2:53:58]
seven day shelf life for half life ... a lot
[2:54:02]
of them have to be flown to ... to ...
[2:54:05]
Germany where they're processed and sent back a note ...
[2:54:09]
some of them are sent directly to pharmacies and hospitals
[2:54:12]
and doctors all across Canada and around the world ...
[2:54:17]
Steve Kahn which is one of the companies one of
[2:54:19]
our six ... Bruce power suppliers that are in on
[2:54:22]
sound is ... putting together packaging for these things they
[2:54:26]
go quickly from the ... being pulled out of the
[2:54:29]
... nuclear plant processed by ... Concentrix shipped quickly to
[2:54:34]
a plan to be put onto a plane and ...
[2:54:35]
shipped around the world so you really fascinating and ...
[2:54:39]
I learned so much so it was a great experience
[2:54:42]
and ... kind of shared my experience and more in
[2:54:45]
detail my observations with ... Brant ... on Friday in
[2:54:48]
this office at down with him to give them some
[2:54:51]
of the details of my thoughts of what I thought
[2:54:53]
for economic development in on sounds that ...
[2:54:57]
is achievable might be achievable and probably isn't achievable as
[2:55:01]
we market from the small modular reactors and ... things
[2:55:05]
is is what is going on as we develop a
[2:55:08]
clean energy
[2:55:10]
... Earth Day it's great to see such a turnout
[2:55:13]
on Saturday I attended the field naturalists ... presentation of
[2:55:17]
hap Wilson on Sunday and that was a pretty ...
[2:55:20]
pretty impressive as well ... open Saturday morning ...
[2:55:26]
Deputy Mayor Larry councillor cap key ... councillor Dodd and
[2:55:31]
I went made everyone feel good ... bowling for a
[2:55:34]
big brothers and big sisters grapefruits gained two third wasn't
[2:55:38]
anybody that scored worse than we did so it was
[2:55:42]
... fun day to get over to and ... support
[2:55:45]
the community so I think that covers everything on my
[2:55:48]
list
[2:55:51]
yeah ... well have the CNA of the year Canadian
[2:55:55]
nuclear conference ... a few weeks ago the ... the
[2:55:59]
federal government released a ... green bond from framework ...
[2:56:05]
with parameters up how the federal government plans to invest
[2:56:08]
in clean energy technologies and believe it or not
[2:56:12]
the excluded nuclear energy from that
[2:56:16]
... through through the guides Mr Simmons we immediately wrote
[2:56:20]
a letter to the federal government which ... we got
[2:56:23]
rave reviews from people at ... at this conference certainly
[2:56:28]
Bruce power knew that we had written and several others
[2:56:30]
... I heard about it other merece Rick remembers that
[2:56:33]
were out there were thanking us and ... we're adopting
[2:56:36]
something similar to ... to descend and ... and Mr
[2:56:40]
Scully act are probably made a difference based on ...
[2:56:43]
while he's down there on the Tuesday ... ... prime
[2:56:47]
minister Trudeau announced that he wants more electric cars and
[2:56:50]
yes he wants a new clean energy ... to be
[2:56:53]
part of that and then there's lots of ... or
[2:56:56]
more funding for the nuclear industry in the federal budget
[2:57:00]
that ... they think probably changed after some of the
[2:57:03]
lot being that many of us did but it was
[2:57:06]
nice to be ... about letter appreciate it so now
[2:57:08]
I'm done
[2:57:11]
yep go ahead
[2:57:13]
thank you if I might indulge and ... I hope
[2:57:16]
I'm not jinxing things but wishing the attack ... good
[2:57:20]
luck in their first round of the playoffs ... some
[2:57:23]
say it might be jinxing
[2:57:26]
but they're one and one and we're looking forward to
[2:57:29]
them ... achieving that first round of playoffs
[2:57:34]
if you wanna talk on that for a little longer
[2:57:36]
Merion might have the score I guess we can quit
[2:57:39]
and finish and ... find of the score ...
[2:57:45]
so I guess the three number seventeen so next is
[2:57:48]
... the motion that the committee rise a of the
[2:57:51]
whole rise report
[2:57:54]
moved by myself that the committee of the whole rising
[2:57:57]
report
[2:57:58]
and all in favor and that is carried so we're
[2:58:02]
back into the formal session motion to adopt proceedings
[2:58:07]
moved by myself seconded by councilor Merton that the action
[2:58:11]
taken in committee of the whole and considering public meetings
[2:58:14]
deputations and presentations of a question period matters arising from
[2:58:19]
correspondence reports of city staff consent agenda committee minutes matters
[2:58:24]
postponed motions for which notice was previously given and additional
[2:58:28]
business be confirmed by this council
[2:58:33]
all in favor
[2:58:34]
so that is carried next number twenty notices of motion
[2:58:38]
do we have any notices
[2:58:40]
councillor Tamming go ahead
[2:58:43]
I just email this to the clerk and
[2:58:47]
I I'm tempted to talk about it but ... we're
[2:58:50]
not allowed to until two weeks from now so of
[2:58:53]
a refrain from expressing the deep emotions that I'm delivering
[2:58:58]
this motion with an all read the recitals
[2:59:03]
first
[2:59:04]
whereas in our sister county of Bruce the town of
[2:59:07]
Kincardine has just experienced an appalling instances of misogyny and
[2:59:13]
hatred expressed by one councillor to another
[2:59:18]
and whereas throughout Ontario in recent years there have been
[2:59:21]
repeated instances of such misogyny
[2:59:25]
and whereas the powers of the office of the integrity
[2:59:28]
commissioner do not include the ability to recommend expulsion of
[2:59:32]
councillors
[2:59:34]
I hereby give notice that are
[2:59:37]
or will cause to give notice that are at our
[2:59:39]
next full regular council meeting I will move that this
[2:59:43]
city council correspond with the minister of municipal affairs and
[2:59:48]
request that some men that such Ministry forth with study
[2:59:53]
the merits of allowing the impeachment of municipal councillors under
[2:59:59]
carefully prescribed circumstances which would include displays of hatred misogyny
[3:00:06]
and all forms of discrimination
[3:00:12]
thank you are there any other notices now for
[3:00:19]
go ahead
[3:00:21]
I will second that notice of motion whole
[3:00:25]
for god new rules thank you very much for being
[3:00:27]
on top of that marriage
[3:00:32]
now we have a notice of motion in place now
[3:00:34]
we're down to ... bylaws I think it was anyone
[3:00:36]
else's any
[3:00:38]
okay go ahead
[3:00:42]
through your ship bylaws listed for approval on tonight's agenda
[3:00:45]
include the confirmatory bylaw antibiotics you an amendment and restatement
[3:00:49]
of license agreement with Roger Catherine and chase ME out
[3:00:52]
respecting the operation of the patent pilot here some park
[3:00:58]
moved by myself seconded by councilor Merton the bylaw numbers
[3:01:01]
twenty twenty two zero four two and twenty twenty two
[3:01:04]
zero four three be passed and enacted
[3:01:08]
and all in favor and that is carried so with
[3:01:12]
that that completes our business for tonight I'm surprised with
[3:01:14]
this early ... eight forty six is the time we're
