I'd like to uh call to order the charter
[0:05]
township Oxford Board of Trustees
[0:07]
regular meeting for today, Wednesday,
[0:10]
September 9th, 2026 at 6:00 p.m. We all
[0:16]
please rise and pay respects to the
[0:18]
flag.
[0:21]
I pledge allegiance to the flag of the
[0:24]
United States of America and to the
[0:26]
republic for which it stands, one nation
[0:29]
under God, indivisible, with liberty and
[0:32]
justice for all.
[0:34]
>> Thank you. Uh noting of the role,
[0:37]
please.
[0:38]
>> Noted there is a quorum.
[0:40]
>> Thank you. Approval of the agenda. I'll
[0:43]
make a motion to approve the agenda with
[0:44]
the following amendment. Moving item
[0:46]
nine after item seven. Moving everything
[0:49]
down accordingly. I'll support.
[0:52]
>> I have a motion by Treasure Ferrari and
[0:55]
a second by Trusty Coven moving the fire
[0:58]
department from n number nine to number
[1:01]
eight.
[1:03]
Uh all those in favor signify by saying
[1:05]
I.
[1:06]
>> I.
[1:07]
>> Those opposed hearing none. Uh item
[1:11]
five, approval of the consent agenda.
[1:14]
>> I'll make a motion to approve the
[1:15]
consent agenda as presented.
[1:17]
>> I'll second. I have a motion by
[1:19]
Treasurer Ferrari, a second by Trustee
[1:22]
Coven. Are there any questions?
[1:26]
Seeing none, roll call.
[1:28]
>> Trusty Cvin,
[1:29]
>> yes.
[1:30]
>> Trusty Wiccol,
[1:31]
>> yes.
[1:31]
>> Wright, yes. Tony Ferrari,
[1:33]
>> yes.
[1:33]
>> Trustee Charles,
[1:35]
>> yes.
[1:35]
>> And Supervisor Curtis,
[1:36]
>> yes.
[1:38]
>> Uh, item six, uh, public comment. Are
[1:42]
there any members of the public that
[1:44]
would like to come up and make a comment
[1:46]
tonight?
[1:51]
Seeing none, we'll move on. Number
[1:54]
seven, board of trustees comments. We'll
[1:57]
start with Trustee Coven.
[1:58]
>> Nothing at this time.
[2:00]
>> Trustee Leicolo.
[2:02]
>> Nothing at this time.
[2:03]
>> Clerk Right. Uh just want to thank my
[2:06]
staff, Susan and Kelly, for uh keeping
[2:09]
the department going while I was absent
[2:11]
for better part of last month. And
[2:13]
anybody else who helped out in the
[2:14]
office. Appreciate it. Thank you. You're
[2:16]
welcome.
[2:18]
>> Uh, Treasure Ferrari,
[2:19]
>> nothing at this time.
[2:21]
>> Trusty Charles,
[2:23]
>> just a reminder that this Saturday is
[2:25]
the last noaz event of the year. So,
[2:29]
it's Saturday from 8 to 1:00 over at
[2:32]
1200 North Telegraph.
[2:34]
>> Okay. And Trusty Wagner,
[2:38]
>> I have nothing at this time.
[2:39]
>> Okay. I have a couple of comments. Uh,
[2:43]
one, um, we had a cemetery committee
[2:47]
meeting today and we had some
[2:49]
interesting dialogue with Trip Holt and
[2:52]
Dev Mick from the, uh, historical
[2:56]
society in in Oxford and they're wanting
[3:00]
to form the Friends of Oxford Township
[3:02]
Cemetery. So, the committee is
[3:05]
recommending I'm going to add Drew Holt
[3:08]
as a non voting member to that
[3:11]
committee. And what that does is allows
[3:14]
us to have uh formulated organized
[3:19]
uh preservation work uh research work
[3:22]
done in conjunction with the historic
[3:24]
society uh in our cemetery. So, that'll
[3:28]
be welcome. Uh, number two, I want to
[3:30]
give an update on Oxford Woods. Uh,
[3:34]
Oxford Woods water uh, pump station has
[3:37]
been without power since Wednesday. Uh,
[3:41]
a plethora of issues. Uh, storm damage
[3:44]
and previous damage to 1,700 ft of cable
[3:49]
has caused all the wells to be running
[3:51]
on pumps and generators. I'm sorry, the
[3:55]
pumps are running on generators. So, I'm
[3:58]
getting a lot of concerns about the
[4:00]
noise. Uh, Colts is out there right now.
[4:03]
They've got approximately 400 ft of the
[4:06]
1,700 ft of wire ra. Uh, and the third
[4:11]
thing, I think you all saw CJ Carnakio,
[4:16]
our grants and communications manager,
[4:19]
uh, put our first TAP grant in for $1.2
[4:22]
million for the Seymour Lake uh, safety
[4:26]
path. So that'll be selected uh it was
[4:29]
due in October should be selected by the
[4:32]
spring.
[4:34]
Other than that
[4:34]
>> personal topic
[4:35]
>> conclude that
[4:37]
>> item nine fire department of office for
[4:41]
Tyler Smith.
[4:46]
» Good evening everybody. Um
[4:49]
>> here tonight to swear in one of our two
[4:51]
new members. We actually brought two on.
[4:53]
one to fill the spot vacated by
[4:55]
Lieutenant uh Templeton when he left to
[4:57]
take the position as assistant chief in
[4:59]
White Lake and one for one of the three
[5:03]
positions that we had increased our
[5:05]
staffing to this year uh through our
[5:07]
regular budget process. Um one of the
[5:10]
one candidate is at doing his paramedic
[5:13]
clinical tonight. So he is unable. We're
[5:15]
going to try and get him in here for
[5:17]
next month or November at the latest for
[5:19]
his swearing in. Uh but Tyler actually
[5:22]
is one of our people who started with us
[5:24]
a while back. Uh was part-time. Um and
[5:28]
at the time, uh he was doing really
[5:30]
well. Uh but at that time, we did not
[5:33]
have a full-time position available. Uh
[5:35]
Tyler accepted a job full-time with the
[5:38]
Shelby Township. And when this position
[5:40]
came up, he reapplied and came back. And
[5:42]
here we we've stolen him back. Um and
[5:46]
we're happy to have him back. So, uh, at
[5:48]
this time, I'd like to ask Tyler to step
[5:50]
forward.
[5:54]
» Raise your right hand. Repeat after me.
[5:55]
>> Sir,
[5:56]
>> I state your name.
[5:57]
>> Tyler Smith. Or I, Tyler Smith. Do
[5:59]
solemnly swear or affirm
[6:01]
>> Do solemnly swear or affirm
[6:03]
>> that I will support the Constitution of
[6:04]
the United States
[6:05]
>> that I will support the Constitution of
[6:07]
the United States
[6:07]
>> and the Constitution of the State of
[6:09]
Michigan
[6:09]
>> and the Constitution of the State of
[6:11]
Michigan
[6:11]
>> that I will faithfully discharge the
[6:13]
duties
[6:14]
>> That I will faithfully discharge the
[6:16]
duties
[6:16]
>> of my office to the best of my ability
[6:18]
>> of my office to the best of my abilities
[6:21]
>> that I will uphold the mission, values,
[6:23]
and policies
[6:24]
>> that I will uphold the mission, values,
[6:26]
and policies
[6:27]
>> of the Oxford Fire Department
[6:30]
>> and that I will serve the citizens of
[6:31]
the township of Oxford
[6:33]
>> and I will serve the citizens of the
[6:35]
township of Oxford
[6:36]
>> with honor, integrity, professionalism,
[6:39]
and dedication.
[6:40]
>> with honor, integrity, professionalism,
[6:42]
and dedication.
[6:43]
>> Congratulations.
[6:44]
>> Thank you, SIR.
[6:52]
» Let me get the glasses off. Sorry. Now,
[6:54]
Chief, are we up to full staff now?
[6:59]
No,
[7:01]
>> we we hope to bring on another one this
[7:04]
year and another one right after the
[7:06]
first of the year if if all goes well
[7:08]
and then we will be at full staff,
[7:10]
>> full budget staff.
[7:11]
>> Thank you. Congratulations.
[7:16]
» Congrats.
[7:18]
>> Signature
[7:20]
got to make it official.
[7:35]
one for you, one for us, and I'll be
[7:36]
giving the clerk in the morning.
[7:41]
>> Thank you.
[7:41]
very much. Is that uh all the
[7:45]
fire department had, Chief?
[7:47]
>> Uh
[7:49]
yeah, that is all we have at this time.
[7:51]
We are we are waiting on some uh we're
[7:53]
hopefully hearing some news soon on the
[7:56]
grants that we had submitted for. Um we do know that we'll be hearing we're
[8:03]
supposed to be notified by the end of
[8:04]
the month on the large one that we put
[8:06]
in for on a on a regional grant with uh
[8:09]
three other departments here in northern
[8:11]
Oakland County for new cardiac monitors.
[8:14]
If that comes through, that's going to
[8:15]
be a little over $350,000.
[8:18]
And then uh I just got notification
[8:20]
today on some final stuff for the uh
[8:23]
Michigan Fire Gear Grant. Uh and that's
[8:27]
all completed and submitted. And if we
[8:29]
get that, it's going to be another
[8:31]
almost $50,000. So uh we're keeping our
[8:33]
fingers crossed, but like anything else,
[8:36]
we're not going to count the chickens
[8:37]
till they hatch. And if uh comes
[8:38]
through, then it'll save us a lot of
[8:40]
money out of our uh capital outlay. So
[8:43]
>> thank you.
[8:45]
>> Yes. Go ahead. Would this would this be
[8:47]
a good time to ask the chief to give us
[8:48]
a rundown on the recent events with the
[8:50]
uh cave-ins and stuff like that or
[8:52]
>> Well, it might be a good time to
[8:54]
congratulate all these men and women
[8:56]
that uh have been playing in trenches
[9:00]
lately. Uh I've been on one accidentally
[9:03]
and I've seen them all working hard. I
[9:06]
stayed away from that one because you
[9:07]
didn't need in the way, but your guys
[9:10]
and gals have been working their butts
[9:11]
off lately. It's it's it's been hectic,
[9:14]
but I can't uh I cannot praise the guys
[9:16]
and gals enough for the work they did.
[9:19]
Uh you know, I was lucky. I just got to
[9:22]
be the safety officer on that incident.
[9:24]
Uh but kudos to all the all of our crew
[9:27]
and then our mutual aid partners who,
[9:29]
let's face it, we no one agency has the
[9:32]
manpower or equipment to handle
[9:34]
something as labor intensive as as that
[9:36]
was. That was almost 5 hours uh from
[9:39]
time of call till uh victim out of the
[9:42]
hole. And it was I I I guess I would say
[9:45]
uh to give you an idea what what that
[9:48]
soil was like, it was kind of like as if
[9:50]
you had sands in an hourglass and we put
[9:52]
a plug in it and the the guy was the
[9:54]
plug. Uh and every time we tried to get
[9:56]
them out, everything just kept coming in
[9:57]
on him. So, uh it was again all hands on
[10:01]
deck like we said. Uh so much thanks to
[10:04]
our neighboring communities that helped
[10:06]
out the entire Oak Oakland County
[10:08]
technical rescue team, part of the
[10:09]
Western Wayne technical rescue team, our
[10:12]
on duty crews. We had a lot of offduty
[10:14]
people who saw this call come in and
[10:16]
they knew that we were going to be tied
[10:18]
up. So we had multiple people come in
[10:20]
from home and actually staff the station
[10:22]
and I think some of them are here
[10:23]
tonight.
[10:24]
>> Captain Fector, Lieutenant Bolinsky, uh
[10:26]
I don't want to miss anybody who did
[10:28]
come in off duty, but I know I did
[10:29]
obviously. Um but some of them are
[10:31]
working tonight as well. So uh again we
[10:34]
you know a team effort and the guys did wonderful work.
[10:38]
>> Yes they did. Thank you.
[10:40]
>> Thanks.
[10:42]
>> All right. Moving on. Item number 8A
[10:46]
second reading of ordinance 139 electric
[10:49]
bike regulations.
[10:51]
Uh is that up there now Curtis?
[10:55]
>> I don't have not the uh attorney.
[10:57]
>> Oh that's okay. Um,
[11:01]
that one is Were there any questions on
[11:05]
that board members?
[11:07]
>> I I do.
[11:09]
>> Yes. Go ahead. So I I guess um partially
[11:13]
knowing what and and I know Jack you
[11:15]
talked to the uh city manager over in um
[11:19]
Oxford Village and if we read the two
[11:22]
that there's a disalignment between the
[11:25]
two the village and what is currently
[11:28]
presented at the uh for for the
[11:31]
township. uh notably the difference
[11:33]
between allowing um type twos on the
[11:37]
bike on the bike path and the helmet law
[11:40]
for helmet requirement for under 14 and
[11:42]
then it's a kind of a silly one of just
[11:44]
you know no wheelies and things of that I noticed were in there. So I'd
[11:49]
like to make sure that just for interest
[11:51]
of the consistency for for the residents
[11:54]
of Oxford that we do try to as best we
[11:56]
can try to reconcile those two
[11:58]
differences
[12:00]
um in the law so that there is
[12:01]
consistent and we're not treating
[12:03]
village residents or village people that
[12:05]
are in the village different than we'd
[12:06]
be doing in the township. So, and and
[12:09]
the um I know that we run into an issue
[12:12]
with type two because of the DNR
[12:14]
um on the polyan trail and that
[12:18]
requirement there where they don't
[12:19]
require any type one or I'm sorry, type
[12:22]
two, but I'm not necessarily convinced
[12:25]
that that's a reason for us not to
[12:27]
consider type two on on our safety
[12:29]
paths. So, I don't know how we how we
[12:32]
what what we need to do at that point
[12:35]
>> as as to address those. I know that it
[12:38]
came up in front of the village council
[12:40]
last night. It did not get voted on. It
[12:42]
was tabled on. And I talked to Joe Mador
[12:45]
today and I said that after tonight's
[12:47]
meeting, I'm going to work with him to
[12:49]
ensure that there's parody. Uh the
[12:52]
reason they don't uh the DNR does not
[12:56]
allow class two uh ebikes on the on any
[13:00]
trail unless you are mobility impaired
[13:04]
and uh you have to have the trail
[13:06]
manager uh sign off and carry a card on
[13:10]
it. But uh we're going to work on that.
[13:12]
And then along with that, there's about
[13:15]
10 different uh regulations the state is
[13:19]
going to be working on here over the
[13:21]
next few days. With the massive increase
[13:24]
in injuries and annoyances,
[13:28]
uh they're they're acting fast on this
[13:30]
one. So, do do we and I I guess for the
[13:33]
attorney, I'll ask, do we
[13:36]
word our ordinance to to be more in
[13:39]
compliance with because what I'm afraid
[13:41]
of is we're going to do our ordinance,
[13:42]
Michigan's going to pass it, and then
[13:44]
we're we're back here at square one
[13:46]
reviewing our ordinance, right?
[13:47]
>> We will amend our ordinance uh based on
[13:50]
the additions of the states, but ours
[13:52]
are a lot inclusive of what the state is
[13:55]
going to have,
[13:56]
>> right? which is not unusual to have a
[13:58]
local ordinance very similar to a state
[14:00]
law.
[14:01]
>> And as far as being in uh alignment with
[14:04]
the village,
[14:06]
>> I I guess somebody has to go first,
[14:08]
right? So maybe the village comes into
[14:10]
align with what we've
[14:12]
>> or Yeah. Either way, you come back in a
[14:14]
>> I think that there needs to be
[14:15]
consistency between the two just so that
[14:17]
there's no confusion to the residents.
[14:19]
>> Right. That's what we Yeah, that's what
[14:22]
we were trying.
[14:22]
>> I move to approve the second reading and
[14:24]
adoption of ordinance 139 to create an
[14:26]
article 3
[14:28]
>> of chapter 58 of the township ordinances
[14:31]
for the regulation of electronic bikes
[14:33]
ebikes authorize a township clerk to
[14:35]
publish same and accords with state law.
[14:38]
>> I'll second for conversation. So a
[14:40]
motion by treasure Ferrari, second by
[14:43]
supervisor Curtis. There was another
[14:45]
question down here.
[14:46]
>> Yeah, a couple of quick questions. One
[14:48]
is enforcement will be by the Oakland uh
[14:50]
police
[14:52]
>> uh Oakland County Sheriff.
[14:53]
>> Oakland County Sheriff, I'm sorry. And
[14:55]
they're and they're staffed enough in
[14:57]
order to do this.
[14:58]
>> Yes.
[14:59]
>> The um the other request I have is I
[15:02]
know I asked for this earlier is that we
[15:04]
publish a a map on our website on where
[15:07]
these ebikes can actually be written
[15:09]
according to this ordinance because
[15:11]
right now folks I think are going to be
[15:13]
guessing.
[15:15]
>> Okay.
[15:17]
Any other questions?
[15:20]
Hearing none. Roll call. Trusty Wagner.
[15:23]
>> Yes.
[15:24]
>> Trusty Charles.
[15:24]
>> No.
[15:25]
>> Treasure Ferrari?
[15:26]
>> Yes.
[15:27]
>> Quick Wright? Yes. Trust Piccolo?
[15:29]
>> No.
[15:29]
>> Trusty Coven?
[15:30]
>> Yes.
[15:31]
>> And Supervisor Curtis?
[15:32]
>> Yes.
[15:33]
>> Okay. Item
[15:35]
>> question.
[15:35]
>> Yes.
[15:36]
>> For uh Mr. Kelly, um what is the
[15:38]
effective date of the ordinance for
[15:40]
publication?
[15:42]
I have to check the ordinance.
[15:45]
>> Usually it's uh upon adoption unless it
[15:48]
specifies otherwise. Apologize.
[15:57]
» All right. Well, they'd be upon adoption
[15:59]
to take effect immediately.
[16:00]
>> Okay. Thank you. Thank you.
[16:03]
>> So, be careful on your way home.
[16:05]
>> Yeah. Okay. Item 8B, ordinance 1078.0.
[16:11]
010 sewer ordinance.
[16:15]
>> Uh we have some changes to be made to
[16:16]
this. So I'd like to make a motion to
[16:18]
postpone the second reading adoption of
[16:22]
uh Brit's table or postpone.
[16:24]
>> Postpone if you know if you're choosing
[16:27]
the date which I believe your intention
[16:29]
is to
[16:30]
>> say the date it's postponing
[16:33]
>> postpone the second reading and adoption
[16:35]
of ordinance 107A. 010 to amend article
[16:39]
3 of chapter 62 tons of ordinances
[16:42]
governing service and sewage disposal
[16:44]
until the October 14th 2026 regular
[16:47]
meeting the charter toner box for board
[16:49]
trustee trustees to address the
[16:51]
following one change the required sewer
[16:53]
inspection in the second paragraph new
[16:56]
62-83b
[16:58]
from every 5 years to every three years
[17:00]
two incorporate the changes suggested by
[17:02]
clerk right into the amended ordinance
[17:05]
three add another section to the
[17:06]
ordinance or as additional language in
[17:08]
section 62-83
[17:11]
that states that any property within
[17:12]
Oxford Township that abuts a lake, river
[17:14]
or stream not connected to sewer must
[17:17]
also under substance inspected every 3
[17:19]
years with copies provided to the
[17:21]
township utilizing Eagle definitions of
[17:23]
lakes, rivers and streams and four
[17:26]
include a mechanism for the water and
[17:27]
sewer committee through link fee waiver
[17:30]
requests.
[17:32]
>> I'll second.
[17:34]
>> I have motion by treasurer Ferrari. I
[17:36]
have a second by trustee Coleman.
[17:40]
Any questions?
[17:41]
>> Yes.
[17:43]
>> Any questions, board members?
[17:46]
Roll call.
[17:48]

[18:14]
you.
[18:17]
Hearing none, move on to unfinished
[18:20]
business. We have none.
[18:23]
New business number 12A, certification
[18:27]
of August 4th, 2026 primary election.
[18:31]
Okay, clerk right board members, in your
[18:33]
packet is a certification of the August
[18:35]
4th election. Uh, as you as you'll see
[18:38]
in there, it has been certified by the
[18:40]
board of canvasers. Uh, just as a
[18:42]
summary, it's 7,500
[18:45]
17 people that voted either absentee or
[18:48]
in person or early voted and that was a
[18:52]
41.3%
[18:53]
turnout. So with that, I'll move to
[18:56]
approve the canvas of votes for the

this past month uh was held. Uh Deputy
[19:38]
Supervisor Smith went through and made
[19:41]
all the changes, corrections, and
[19:44]
improvements. And in front of you in
[19:47]
your packet tonight were all the uh
[19:49]
budgets. And if there are not any
[19:52]
questions, I look for a motion.
[19:54]

>> Well, North Oakland Transportation

[23:28]
supervisor Jack L. Curtis and Clerk

[23:34]
Township L429's tax rate request. I also
[23:37]
include the signed 2026 L429 forms as
[23:40]
attachments to the minutes.
[23:42]
>> I'll second.
[23:44]
>> I have a motion by Treasurer Ferrari, a

second by Trusty Coven. Are there any

questions?
[23:50]
>> Yes, Trusty Wagner.
[23:52]
>> What is or what are the changes in the
[23:54]
tax rates from the uh from the current
[23:58]
>> the changes? Uh, you mean the reduction
[24:01]
from Headley from last year?
[24:03]
>> Is it Are these all a reduction from
[24:05]
last year?
[24:05]
>> Yes.
[24:06]
>> Okay.
[24:06]
>> With the deletion of the parks bond debt
[24:08]
cuz that's been paid off.
[24:09]
>> Park bonds debt's gone.
[24:10]
>> All right.
[24:11]
>> And then what is it.5%
[24:15]
reduction for Edley?
[24:17]
>> Uh, yeah. Round that. If you take a
[24:18]
look, Dave, last year on column five.
[24:22]
>> Yeah.
[24:22]
>> That tells you what we love you last
[24:23]
year.
[24:23]
>> Is that our last year? Village rate.
[24:25]
Okay.
[24:25]
>> And then go to column 9 is where we're
[24:26]
at now.
[24:27]
>> Column nine.
[24:28]
>> Yes. So this should be good for the
[24:30]
residents actually seeing taxes go down
[24:32]
a little bit.
[24:34]
>> Yes.
[24:34]
>> Correct.
[24:35]
>> They have not gone up
[24:37]
because they don't have a motion on a
[24:39]
second.
[24:40]
>> Uh roll call, please.
[24:42]
>> Trusty Le Piccolo.
[24:43]
>> Yes.
[24:44]
>> White. Yes. Trusty Cen.
[24:45]
>> Yes.
[24:46]
>> Trusty Charles.
[24:47]
>> Yes.
[24:47]
>> Trusty Wagner.
[24:48]
>> Yes.
[24:49]
>> Ferrari.
[24:49]
>> Yes.
[24:49]
>> Supervisor Curtis.
[24:51]
>> Yes. Item 12D, Water and Sewer
[24:54]
Committee. Uh Trusty Wagner. Okay. So,
[24:58]
we received a a three three different
[25:01]
requests for waiverss of the late fees.
[25:04]
Uh the first one, so item I for 1150
[25:08]
irkquoise trail. Again, the committee
[25:12]
reviewed this and granted that waiver.
[25:15]
So, we are re the water and sewer
[25:18]
committee is recommending to this board
[25:20]
to provide the wave the $15 late fee.
[25:26]
I'll make a motion the Oxford Township
[25:27]
Board of Trustees authorizes that the
[25:29]
$15 sewer late fee for the property at
[25:32]
1150 or Cory's trail be waved.
[25:35]
>> I'll second.
[25:36]
>> I have a motion by trustee by Treasure
[25:39]
Ferrari, second by Trustee Coven. I have
[25:42]
a question. In our current ordinance, it
[25:46]
can we wave late fees? Right. According
[25:49]
to ordinance section 62-112
[25:53]
subsection A indicates that failure to
[25:55]
receive a bill does not excuse the
[25:58]
responsibility to pay the bill in
[26:00]
certain words.
[26:02]
So I heard
[26:05]
uh in the motion for the amended
[26:08]
ordinance that uh that wanted to be that section needs to be revisited. So
[26:14]
we're currently operating under the
[26:15]
current ordinance. Correct. Correct.
[26:19]
Thank you. Roll call.
[26:21]
>> Can I quick question?
[26:22]
>> Yes.
[26:22]
>> Clarify. So the or Mr. Wright possibly.
[26:25]
So the curtain or ordinance says we
[26:27]
cannot wave these fees is what I'm
[26:29]
hearing you say. Is that correct?
[26:32]
>> Correct.
[26:33]
>> Okay.
[26:35]
>> Trusty Coin.
[26:36]
>> That is not how I read that section of
[26:38]
the ordinance. It says failure to
[26:40]
receive a bill doesn't
[26:44]
absolve the resident of responsibility
[26:46]
to pay it. It doesn't say anything about
[26:47]
our ability to wave a late fee.
[26:49]
>> Correct.
[26:50]
>> What the ordinance is going to say is we
[26:54]
have the right to wave the
[26:56]
>> but this ordinance is silent on it. So
[26:58]
it really doesn't say one way or the
[26:59]
other what we can do.
[27:00]
>> Okay.
[27:01]
>> Yeah.
[27:04]
» Everybody clear?
[27:06]
>> There's mas
[27:08]
roll call.
[27:10]
>> Okay. Trusty Wagner.
[27:11]
>> Yes.
[27:12]
>> Trusty Charlesson.
[27:13]
>> Yes.
[27:15]
>> Ferrari?
[27:15]
>> No. Clerk right? No. Trusty Le Piccolo.
[27:19]
>> Yes.
[27:20]
>> And uh Trusty Coen,
[27:22]
>> yes.
[27:22]
>> And Supervisor Curtis,
[27:24]
>> no.
[27:26]
>> Motion passed.
[27:29]
>> Uh item double I.
[27:31]
>> So double I again is a sewer late fee
[27:34]
waiver request for 7180 Scenic Way. The
[27:39]
uh water and sewer committee met on
[27:41]
this, discussed it, and agreed to
[27:44]
recommend the board to wave the late fee
[27:47]
for this for this property.
[27:48]
>> I'll make a motion that the Oxford
[27:50]
Township Board of Trustees authorizing
[27:52]
the $15 sewer late fee for the property
[27:54]
7180 scenic way be waved.
[27:57]
>> I'll second.
[27:58]
>> I have a motion by Treasurer Ferrari, a
[28:00]
second by Trusty Coven. Any questions?
[28:05]
>> Hearing none. Roll call.
[28:07]
>> Trusty Coven. Yes.
[28:09]
>> Trusty Licolo.
[28:10]
>> Yes.
[28:11]
>> Right. No. Treasure Ferrari.
[28:13]
>> Yes.
[28:15]
>> Trustee Charles.
[28:17]
>> Yes.
[28:18]
>> Trustee Wagner.
[28:19]
>> Yes.
[28:20]
>> And Supervisor Curtis.
[28:21]
>> No.
[28:23]
>> Item uh 12D3I.
[28:26]
Sewer Lake fee for 222 Dan View.
[28:30]
>> Yes. Again, another waiver request. The
[28:33]
U water and sewer committee again met on
[28:35]
this and we are recommending to the
[28:37]
board not to wave the late fee in this
[28:40]
particular case.
[28:42]
>> I'll make a motion that the Oxford
[28:43]
Township Board of Trustees authorizes
[28:45]
the $15 sewer late fee that the property
[28:47]
at 222 Tan View Drive not be waved.
[28:50]
>> I'll second.
[28:51]
>> I have a motion by Treasurer Ferrari and
[28:54]
a second by Trustee Kovven. Any
[28:57]
questions?
[28:59]
Hearing none. Roll call.
[29:01]
>> Treasure Ferrari. Yes.
[29:02]
>> Wright. Yes. Trusty Charles.
[29:04]
>> Yes.
[29:05]
>> Trusty Piccolo.
[29:06]
>> No.
[29:07]
>> Trusty Wagner.
[29:08]
>> Yes.
[29:08]
>> Trusty Coven.
[29:09]
>> Yes.
[29:09]
>> And Supervisor Curtis.
[29:11]
>> Yes.
[29:12]
>> Okay. Item 13, items removed from the
[29:16]
consent agenda. We had item 14, uh,
[29:20]
public comment. Uh, saw Dan had his hand
[29:24]
up.
[29:28]
» How you doing today, Mr. Curtis?
[29:30]
>> Good. I'm kind of uh happy to see that
[29:32]
you're saying no to a lot of this uh
[29:34]
stuff that's going on because I believe
[29:37]
that you're starting to see a lot of
[29:38]
this stuff going on isn't
[29:42]
it's a lot of crap. Um
[29:46]
do you guys realize that we got a lot of
[29:47]
kids that hang out at that bus stop? All
[29:49]
that gravel's at, all that dirt, all
[29:52]
those tools
[29:54]
where those kids could be killed and
[29:55]
hurt. Nobody's supervising it. No
[29:59]
security at all. Do you not care about
[30:01]
children? You have grandchildren? Any
[30:04]
anything? That was a 50 year old 50-y
[30:06]
old man that barely made it out of
[30:08]
there.
[30:09]
>> I'm sure you do, sir, don't you? Fire
[30:12]
department.
[30:13]
>> How would you feel about that? Grandkid
[30:15]
hurt?
[30:16]
>> Yeah.
[30:16]
>> No, this is a reasonable conversation
[30:18]
that I'm asking.
[30:20]
>> You guys went into this thinking you
[30:22]
were doing us a favor in the community
[30:24]
and you're not.
[30:27]
We have water veins in that area.
[30:31]
You know what a water vein is? Any of
[30:33]
you?
[30:35]
I don't think you do.
[30:37]
Water veins in that type of area run on
[30:41]
top of each other. Different levels. You
[30:43]
have no control over it. You have a
[30:45]
water vein here, clay, water vein here,
[30:48]
clay. It all goes in different areas. So
[30:51]
when you dig, you break that ground up
[30:54]
and you have no control over what caves
[30:57]
in and what you don't cave in.
[31:00]
A man could have lost his life. But
[31:01]
think about the children that could lose
[31:04]
their life at any given day over a
[31:07]
selfish, inconsiderate thing that you
[31:10]
think you're doing us a favor for.
[31:12]
You're not.
[31:15]
There's no reasonable reason you could
[31:17]
give us for a sewer.
[31:21]
Nobody asked for that.
[31:24]
But you're willing to put a child's life
[31:26]
in danger, let alone a worker. You guys
[31:30]
are leaving these tools unsupervised.
[31:34]
» Chemicals.
[31:35]
You can leave this here building right
[31:38]
now and there's a building that has its
[31:42]
doors trapped by a machinery. And on the
[31:44]
opposite side of that is bottles of
[31:46]
bleach.
[31:48]
Chemicals that are swallowed by a kid
[31:50]
will kill them.
[31:52]
Any of you want to be responsible for
[31:54]
that?
[31:58]
» Shame. A shame.
[32:00]
>> You're welcome. Item 15.
[32:03]
>> I know he's not happy about it. I'm
[32:05]
>> any uh other
[32:11]
» Good evening. Brian Cloutier, director,
[32:13]
Oxford Public Library. I just want to
[32:15]
bring you up to date. I don't get an
[32:16]
opportunity to be here that frequent.
[32:18]
Um, so I want to share with you some
[32:20]
things that are happening at the
[32:20]
library. Um, I over I don't know a
[32:23]
couple years time, I'd been talking to
[32:24]
you about we're getting new windows.
[32:26]
Well, finally, I can't remember if I saw
[32:28]
you since, but finally, um, the windows
[32:31]
are installed in our circulation lobby.
[32:33]
And with the downpours that we had on
[32:35]
Thursday, um it was a great feeling to
[32:37]
stand in the middle of the circulation
[32:39]
lobby and not watch the water flow down
[32:40]
the wall. Um I also want to I'm happy to
[32:44]
share with you that we recently
[32:45]
installed a brand new flat roof on the entire building uh where there is
[32:51]
a rubber membrane roof. Um again, it was
[32:54]
a great feeling in a trench downpour to
[32:56]
stand in the building and not see water
[32:58]
dripping from the ceiling. It's a
[33:00]
30-year-old roof. It was time. Um, and
[33:02]
we did this without raising taxes. We
[33:04]
took it out of our fund balance.
[33:06]
The furniture in the building, the
[33:08]
majority of it is 30 years old as well.
[33:10]
Um, it's very good furniture. It's uh
[33:12]
they don't make it like that anymore.
[33:14]
And the new stuff just doesn't hold up
[33:15]
as well. So, the board uh recently made
[33:18]
the decision to um reupholster that
[33:21]
furniture rather than buy new furniture.
[33:23]
So, if you be patient with us in the
[33:25]
next several months, um the furniture is
[33:27]
going to be removed from the library in
[33:28]
stages uh and then returned um refreshed
[33:32]
with with new upholstery. Landscape plan
[33:35]
the building has landscape design uh of
[33:38]
the building has seen better days. Uh
[33:41]
some of the stuff is beyond its its its
[33:45]
age, I guess. Uh so we've been working
[33:47]
with landscape architect to redesign the
[33:50]
uh outer perimeter of the building and
[33:52]
we are very pleased to be presenting to
[33:55]
the board a plan to modify and update
[33:59]
that plan as well. Most of you have
[34:01]
probably heard about the book bike. Um
[34:03]
it's overwhelmingly popular. Uh, and
[34:06]
it's it's a great feeling to go to the
[34:08]
festivals and the concerts in the park
[34:10]
and and and meet with um residents of
[34:13]
the community and and we've been giving
[34:15]
away free books to children uh and and
[34:18]
in some cases we even have been invol uh
[34:21]
invited to uh other organizations to um
[34:24]
register people for library cards. So,
[34:27]
we're very happy. And the nice thing
[34:28]
about that book bike, uh, which was
[34:30]
several thousand, is that it was
[34:33]
completely paid for through a grant with
[34:35]
the Molina Foundation, the Molina
[34:36]
Healthcare Foundation, the For County
[34:38]
Community Foundation, and the Oxford
[34:39]
Public Library endowment fund.
[34:43]
Uh, as you know, our board approved the
[34:45]
budget for our next fiscal year. Um, it
[34:49]
looks like a favorable budget for us.
[34:51]
Uh, we're going to be able to, um,
[34:53]
continue to do a lot of the things that
[34:55]
we do in this community. Um, some of you
[34:57]
are aware that we through the for county
[34:59]
community foundation uh provide access
[35:01]
to the Dolly Parton Imagination Library.
[35:03]
We've had some concerns since Dolly has
[35:06]
passed that uh this uh program would
[35:08]
cease to exist, but we've been reassured
[35:10]
through the foundation, the Dolly
[35:12]
Foundation, um the Dollywood Foundation
[35:15]
rather, um and that Miss Parton had uh
[35:17]
established a clear parameter that this
[35:19]
is to continue on and the 4ount
[35:21]
community foundation is committed to
[35:23]
continuing that as well. the end of
[35:26]
summer reading back to school
[35:28]
celebration. That was something that we
[35:29]
started for the first time last year uh
[35:31]
during the 100th anniversary celebration
[35:33]
and we had I don't know probably close
[35:35]
to 500 people 4 or 500 people at that
[35:37]
event. uh we it was so popular that we
[35:39]
decided it's something we're probably
[35:41]
going to be doing annually and in fact
[35:43]
this year we had that celebration as
[35:45]
well a few about a month ago roughly
[35:47]
well not a month ago probably a couple
[35:49]
weeks ago and um we were very pleased to
[35:52]
see somewhere between 5 to 600 people
[35:54]
that attended that event so very well
[35:56]
received
[35:58]
um and just a reminder too I've had
[36:01]
conversations with our treasurer that
[36:04]
with changes in state law I don't back
[36:08]
in
[36:10]
2000. It was a long time ago, needless
[36:12]
to say, uh that the DDA tax capture law
[36:16]
has changed for the public library and
[36:18]
once those DDA debts are um expired, uh
[36:21]
the the funds for that are captured
[36:23]
currently by the DDA um will come back
[36:26]
to the public library. I'm not sure when
[36:28]
that debt I think it's like in another
[36:29]
year, is it not treasur?
[36:31]
>> I believe so.
[36:32]
>> Yeah. So, just making you aware of that
[36:33]
as well. So, thank you for your time and
[36:36]
uh if ever you have any questions about
[36:38]
the public library, come to us. Um come
[36:40]
to me, contact me, come see me. I'd love
[36:43]
to have you and um and I'd be happy to
[36:45]
answer any questions you have. And if
[36:47]
you have any right now, I'll even
[36:48]
entertain that.
[36:49]
>> Thank you, Brian.
[36:50]
>> All right. All right. Thank you.
[36:51]
>> Thank you.
[36:52]
>> Uh item,
[36:54]
anybody else in the public?
[36:57]
>> Yes, sir.
[37:01]
» Uh hi. first time here. So, um Okay.
[37:04]
>> Not sure about protocol or anything, but
[37:06]
uh uh I just um I'm curious about the
[37:09]
ordinance on the ebikes thing. It seems
[37:11]
to be getting very popular and then all
[37:13]
of a sudden I read in the paper that
[37:15]
there's going to be a ban. Uh there
[37:17]
wasn't much information in the paper.
[37:19]
So, I was wondering if there was any way
[37:20]
to get a copy of the ordinance.
[37:24]
>> We'll address that after the meeting
[37:26]
public comment. We don't have a
[37:28]
dialogue. We listen to your Okay. Okay.
[37:30]
Yeah. Okay. I trust.
[37:31]
>> Okay. Thanks. I appreciate that's like I
[37:33]
said in understand the protocol. So I'd
[37:34]
like to say is is some advanced
[37:36]
communication on what it exactly be in
[37:38]
this ordinance and and maybe even some
[37:40]
like what are you basing your uh
[37:43]
ordinance on? Have you had any studies?
[37:45]
Are you taking input from the state or
[37:47]
are you just listening to complaints and
[37:49]
just kind of like doing it in a vacuum
[37:52]
coming up with well this will be our
[37:53]
ordinance?
[37:55]
>> Talk about that. So um in your first you
[37:58]
had like one earlier hearing right
[38:00]
because that's what in the paper.
[38:03]
>> Yes.
[38:03]
>> You had one earlier hearing I
[38:05]
understand. So if you can't comment um
[38:07]
that was my understanding if there would
[38:09]
have been some kind of like uh
[38:11]
communication about uh uh the agendas
[38:14]
that go out for uh um
[38:18]
uh your meetings. Are they just usually
[38:21]
just t they're usually probably just in
[38:22]
the paper but I hadn't seen it. I guess
[38:25]
I just want to make the comment that uh
[38:26]
I hope we're not moving too aggressively
[38:29]
um on the ebike laws because this is
[38:32]
something new. So, let's not just have a
[38:34]
reactionary uh response. Let's let's be
[38:38]
thoughtful about this. Let's not throw
[38:39]
out the baby with the bathwater. Times
[38:41]
are changing. Kids are getting off their
[38:43]
screens a little bit and getting out
[38:45]
with this activity. So, let's just not
[38:47]
throw out the baby with the bathwater.
[38:48]
There are ways to enforce rules without
[38:51]
outright bans. And I like to also say
[38:54]
that most ebikes are class two. There's
[38:58]
rarely any class ones for sale that I
[39:01]
see. And I bought my first ebike in 2020
[39:05]
and I've got several and they're all
[39:08]
mostly class 2. Now you can get into
[39:09]
these out of class bikes, but I've not
[39:13]
seen any class ones. So, if that's like
[39:16]
a special European very expensive bike,
[39:19]
well, you're just putting a big burden
[39:21]
on anybody wants to um reduce the cost
[39:24]
of their transportation or even get
[39:26]
their first transportation by putting a
[39:29]
ban on this. So, I would hope that you
[39:30]
would reconsider and think more
[39:32]
thoughtfully and not move too
[39:34]
aggressively about having very
[39:36]
restrictive ebike laws. Thank you very
[39:38]
much.
[39:39]
>> Thank you. Any other members?
[39:46]
Hi, my name is uh Shane Carbellis. I'm
[39:48]
also from the Dewey Brab sub. I think
[39:51]
all the residents are in agreeance.
[39:53]
We're not a fan of the sewer system
[39:55]
going in, but I got a feeling there's no
[39:57]
stopping or avoiding it. But I do want
[39:59]
to thank uh Tre Treasurer Ferrari and
[40:03]
Mr. Char from coming out um listening to
[40:06]
our concerns and questions. That was
[40:07]
very helpful. I appreciate that. Um,
[40:10]
after the comments, could you make a
[40:12]
point of is there a delay now in the
[40:16]
sewage going in? Are you going to finish
[40:18]
it this year? Um, what has the timeline
[40:22]
changed since the last incident? Thank
[40:24]
you.
[40:28]
Any other members of the public?
[40:33]
Seeing none, uh, board of trustees
[40:36]
comments. I'm going to start with uh
[40:37]
clerk right tonight.
[40:39]
>> Yeah. To address the gentleman there
[40:41]
about the ebike ordinance. I do have a
[40:43]
copy from the packet. If you'd like that
[40:45]
tonight, it's not signed. Yeah.
[40:46]
>> So, you're welcome with that or you can
[40:48]
wait till we get it signed off on. Uh as
[40:51]
far as the agendas, if you'd like a copy
[40:53]
of the agenda, we can email you a copy.
[40:55]
Also, our communication and grants
[40:57]
manager puts that on our website.
[40:59]
>> So, the actual packet is on the website.
[41:02]
>> Oh, the ordinance is on the website.
[41:03]
>> The the board packet itself. Maybe
[41:06]
something
[41:08]
have the details, right?
[41:10]
>> Everything that we have that you get
[41:11]
that isn't confidential. You'll be able
[41:13]
to see that
[41:14]
>> on the website.
[41:14]
>> Yeah. As if you're setting up here at
[41:16]
the board level.
[41:16]
>> And right now if I go home, it would be
[41:18]
on there.
[41:19]
>> Yeah.
[41:19]
>> Oh,
[41:19]
>> yes.
[41:21]
>> Yep. So hopefully that addresses your
[41:23]
questions or concerns. But you're
[41:24]
welcome to this copy after the meeting
[41:26]
if you'd like it.
[41:26]
>> Um, no, that's I can look on on the
[41:28]
website.
[41:29]
>> Okay. And I don't have any more
[41:31]
comments.
[41:32]
>> Okay. I'll make one comment on the
[41:34]
ebikes. As you heard Trusty Le Piclo, we
[41:38]
were talking about the differentiation
[41:40]
between the village and the township.
[41:42]
has safety paths,
[41:45]
sidewalks, and polyan trail. Currently,
[41:49]
the DNR has a packet that's 10 pages
[41:53]
about rules and regulations for ebikes.
[41:56]
They do not allow class 2 ebikes on the
[42:00]
Polyan Trail. Okay. our safety path system.
[42:07]
Technically, we don't allow motorized
[42:09]
vehicles on there, ebikes included. So,
[42:14]
we're at least bringing them into
[42:16]
legality, if you will. We're not trying
[42:18]
to overrestrict them. Sergeant Dhy's in
[42:21]
the back of the room. Sergeant Dhy's
[42:23]
held numerous training events in
[42:27]
conjunction with the Polyant Trail, the
[42:29]
parks and recck department.
[42:32]
What what's happening is the outliers
[42:35]
are performing rather well causing
[42:38]
problems and we have no uniformity in
[42:42]
addressing them. As you can see, I'm
[42:44]
working with the village. We have to
[42:46]
take into consideration the state. The
[42:49]
state's taking into consideration even
[42:51]
more indepth
[42:53]
regulations for ebikes. The few spoil it
[42:57]
for the most. So, we have to be careful.
[43:00]
Sergeant DHY is not out there looking
[43:02]
for you on your ebike going 15 miles an
[43:05]
hour on the Polyan Trail. He's looking
[43:07]
for the kid that's going on its rear
[43:09]
wheel across Berdick Street, Seymour
[43:12]
Lake. You know, but you have to have
[43:14]
ordinances in place to do that.
[43:16]
Discretion of the officers. I was told
[43:19]
today the village doesn't even go out
[43:22]
into the uh Polyad Trail. So I I you
[43:25]
know who does what is what we're trying
[43:29]
to get our arms around. And then today
[43:31]
we were informed of the state being even
[43:34]
more egregious at uh ordinances. So
[43:38]
we're trying our best to have something
[43:40]
to address the concern.
[43:43]
Uh Treasure Ferrari just a couple
[43:46]
things. Uh next a agenda looking in
[43:49]
October, we're going to have an agenda
[43:51]
item from water sewer committee about
[43:53]
doing some water main extension. Uh as
[43:56]
you know, we're looking at getting
[43:56]
Sanders Road paved in 2030. We're
[43:59]
looking at doing some of the design work
[44:00]
on West Rainer Road to eventually loop
[44:03]
that system, which was anticipated back
[44:06]
in our 200
[44:08]
seven bonds. Uh we're looking at getting
[44:11]
that design work done. the sewer and
[44:13]
water uh letter adjustment that the
[44:15]
board approved. Uh that's going to be
[44:17]
it's all was printed today. We're
[44:19]
waiting on the envelopes to come and
[44:20]
those should be in the mail within the
[44:21]
next week or so. That's all I have.
[44:24]
>> Super. Trustee Charles.
[44:27]
>> Yes. Um attorney Kelly and I both being
[44:30]
graduates of Western Michigan University
[44:31]
want to remind everybody that Western
[44:33]
actually won the game on Saturday.
[44:35]
>> I agree.
[44:38]
» Trusty Wagner.
[44:41]
>> All right. I will echo the comment that
[44:43]
it is a challenge to find class one
[44:46]
ebikes for sale. Most of the bikes that
[44:48]
you do find, they they do come with
[44:51]
removable throttles and the manufacturer
[44:54]
will provide you a class one sticker for
[44:58]
the bike. So,
[45:00]
it's again, but it's a challenge to find
[45:02]
a class one only bike. got one in my
[45:05]
garage.
[45:11]
» Uh, Trusty Le Pickwell.
[45:13]
>> Um, yeah, a couple comments. I I the
[45:18]
regarding the ebike, I've already made
[45:19]
my comments, but I also want to make
[45:21]
sure that as we do this that we look at
[45:23]
the the benefit for the residents as is
[45:25]
really the common goal here that we look
[45:28]
at in their safety. I question whether
[45:32]
uh if we don't allow one or two on the
[45:35]
pass where they're going to go is on the
[45:37]
road which creates a little bit more of
[45:38]
a safety issue that I think is a bigger
[45:41]
concern that we have to take into
[45:42]
consideration in moving into the polyan
[45:45]
trail um as well. So I'd like to be able
[45:48]
to to make sure we take all of that into
[45:49]
consideration as we are moving forward
[45:52]
with this. Um I was not unfortunately I
[45:54]
was not able to make the last board
[45:56]
meeting and and I wanted to say um give
[45:59]
a kudos out to our planning commission
[46:01]
for their handling of their their last
[46:04]
planning meeting. I think you guys have
[46:06]
one tomorrow as well uh dealing with the data center issue. Um, I thought
[46:11]
that that and kudos to the police chief
[46:13]
for recognizing that we may have had an
[46:15]
issue with uh how popular and to delay
[46:18]
that to allow our residents to voice
[46:21]
their concerns.
[46:22]
>> Fire chief, I'm sorry, fire chief to
[46:25]
voice their concerns relative to the the
[46:28]
data center. I would like to remind
[46:29]
everybody that does attend tomorrow's
[46:32]
meeting that that it, you know, to
[46:34]
exercise some uh restraint and to
[46:38]
understand that that the what the rules
[46:40]
are relative to us having data centers.
[46:43]
Um it's been kind of a really hot topic
[46:45]
and I'm just somewhat embarrassed in
[46:47]
some of the reactions I've heard on from
[46:49]
some people. So just hopefully we'll
[46:51]
kind of get through that as well. Thank
[46:53]
you and everybody have a great weekend.
[46:55]
>> Thank you, Trusty Coin. Yeah, just a
[46:58]
couple of things to address. Um, how we
[47:00]
publish agendas. They're on this
[47:02]
bulletin board out here. You can always
[47:04]
look outside here. They're up there. Um,
[47:06]
the communications and grants manager
[47:08]
also posts on social media. So, if you
[47:10]
follow the township of Oxford on
[47:12]
Facebook, you'll get those in your feed.
[47:14]
Um, I see those agendas before I get
[47:16]
them in my email half the time. So, it's
[47:18]
a good way to to get the agenda for our
[47:20]
meetings. but it also includes the
[47:22]
agendas for things like the planning
[47:23]
commission and other things that
[47:24]
obviously a lot of people have been very
[47:26]
interested in of late. Um, and I also
[47:29]
want to thank the fire chief and the
[47:30]
entire fire department and everyone that
[47:32]
responded uh to the trench incident. I
[47:35]
know that you guys did such a great job
[47:37]
and uh everyone went home safe and
[47:39]
that's what's important. So, thank you.
[47:42]
>> All right. Thank you. Item 16.
[47:45]
>> I'll make a motion to adjurnn.
[47:46]
>> I'll second. I have a motion by
[47:48]
Treasurer Ferrari, a second by Trustee
[47:50]
Cover. Any questions?
[47:53]
Hearing none.
[47:56]
All those in favor signify by saying I.
[47:59]
>> I.
[48:02]
Motion carries. Ready.
