[1:17] also bought the apron that was behind me that used to be 24 or 218 N Avenue, I

[1:24] think. But anyway, uh the cement part that the uh

[1:32] state put in when they redid highway 2 originally on it, uh they took out uh uh

[1:37] what was there, which was I think black top or asphalt or whatever and and ran I

[1:42] think 500 ft up there with uh I guess highway grade u

[1:48] uh cement on it. Um and uh over the years and so forth on it, it's uh been

[1:55] patched some and uh uh not uh maintained the way that I think it

[2:03] should be on it. Uh we have a lot of traffic on that road. I I had almost put

[2:08] it against J20 from uh Highway 2 to Bethesda and uh

[2:15] going up the hill. They're all semiis or garbage trucks. Going down the hill,

[2:21] they're the same trucks, but they're unloaded at that time and they pop over

[2:25] the hill at 50, 60, 70 mph, whatever. And uh you know, I put dust control

[2:32] down. Uh, actually the cement goes to my first property and then it goes to

[2:38] gravel to my second property and then I and that that was

[2:43] 200 feet and then I went another 100 ft down on it to try to keep the gravel

[2:48] dust down. But that uh uh still by the time they get there and they're bringing

[2:53] the dust along with them on it, we still get it. But I I'm here mainly because of

[2:57] to try to get that maintained. I would hate to lose and I think the county

[3:02] would hate to lose a good cement road even though it's a partial up there uh

[3:07] and have to re have that go to gravel which the whole road really needs to be

[3:14] paid with the traffic amount but I don't know what calls for that and I and I

[3:18] realize that's a big dollar amount on it but uh [clears throat] uh we got garbage

[3:22] trucks going up we've got semis holding rock because of all the stuff that

[3:26] they're going out to the landfill Now um the big dump trailers side dump trailers

[3:33] are going up pickups and trailers uh at least wise till noon almost every day or

[3:39] one right after another going up and down on it. Um I I've given you some uh

[3:44] pictures there of the of the road that I I've taken and so forth. One of the

[3:49] hazards on is that picture one through three that you've got in front of you

[3:54] there on it that uh shows a six to seven foot drop off with a uh uh that it's

[4:02] been there probably over a year and that's just from war out along uh there

[4:06] on it. uh if a car, you know, semi-truck dropping off the site isn't going to do

[4:11] anything, but a car drops off, I you know, it that that's to me what I would

[4:16] consider as a uh a hazard on it. Then the remaining pictures show uh some of

[4:21] the potholes on it. Uh uh I used a 4ft ruler to try to kind of give you an idea

[4:28] uh of how big the holes were and how deep they were. And then you can imagine

[4:33] a unloaded dump truck or semi coming down that and hitting those uh

[4:41] [clears throat] the just the loudness and so forth of it that goes across

[4:45] there. Uh you know we have semis coming down using J brakes down Highway 2 and

[4:50] it's not as loud as what it is the popping and because you know those

[4:54] trucks are heavy and there are a lot of metal and stuff to them. So, uh, anyway,

[4:59] I guess what I'm here, I guess, to put it on record that that I would hate to

[5:03] lose that mainly because of my property value. And if, uh, if it isn't

[5:10] maintained, it's going to end up like I took I went to Red Oak on J52.

[5:17] Boy, I tell you, if I was a supervisor or somebody with the county, I'd be

[5:22] ashamed to call that an account road anymore. Um, I don't know if any of you

[5:26] have been on it lately on it, but uh, if anything, they should have a 25 m an

[5:32] hour speed limit on it for as bad as it is. It's it's just horrible on it. And

[5:38] and and the tough part is you pop over to Montgomery counties and they're

[5:41] they're better. Um, which I guess I don't understand, but

[5:46] then on J20, you come out of Montgomery County into Paige County and you got a

[5:51] better road on it. But uh um I would just ask somebody to take a peek at it,

[5:56] figure out what at least wise would do to maintain it. I realize, you know,

[6:00] it'd be nice to put an asphalt [laughter] top over it, but at least I

[6:03] was getting the potholes filled so that the water just doesn't keep corroding

[6:07] it. So anyway, uh that that's the only thing that I get. I presume that the

[6:12] landfill is probably taxfree. Is that correct or not? Are they do do they pay

[6:19] any kind of property taxes or anything or not?

[6:21] » I would doubt it. >> No.

[6:24] » This would just be a suggestion on it. Is there any way that we could look at

[6:29] it somehow that they adding on to, you

[6:34] know, their their their prices up there, some type of a search charge on it in

[6:38] order to maintain that road all the way up there on it. Uh um I mean that's what

[6:44] who uses it mostly is the garbage trucks. I mean

[6:47] » you could very easily find out what the number of garbage dumps there are.

[7:37] school, that kind of stuff, too. So, anyway, uh wanted to make it part of the

[8:17] of you. So, I just going to read through it a little bit to see if there's some

[8:20] things that they could so as I get to it, you can [clears throat] answer them.

[8:23] I I I I'll answer a couple things before you even start on the gun range. First

[8:27] of all, again, the gun range belongs to the state. again. Um, we had a meeting

[8:33] in 2019 on the gun range with the board of adjustment. I have talked to Darren

[8:38] Sundererman who was our sanitarian. He has met with Scott Hire who is out um at

[8:44] the prison. That that well is covered. When [clears throat] when you said it

[8:49] wasn't capped or it needed to be capped, it does have a cover over it. So,

[8:53] nobody's going to fall in, no animals going to fall in or anything. And at

[8:57] this point, it's in the hands of the state to take care of. It's not ours.

[9:02] So, I just assume not even talk about it because it's not ours. But, um, you

[9:08] know, our sanitarian has been in in contact with them about this. Um, and I

[9:13] think the the u the prison has some ideas um as to what they might want to

[9:20] do with this, but it's not um an open discussion at this point. But we have

[9:25] looked at it. It's covered. And so that part I when when you kept saying capping

[9:32] I was I was imagining an open well which it's not. And so

[10:31] just a couple questions. I didn't know >> if the Mid America's here. I don't think

[10:36] they're here, but I just had a couple questions for clarification. Um I was

[10:40] going over some of the information they've sent us and they talk about um a

[10:45] number of um jobs when they be u when they begin the project under

[10:50] construction. They talked about like a hundred jobs. And our question is how

[10:55] many of those jobs are going to be local people and how many are going to be

[10:59] people they're bringing in because they're talking about eating at

[11:02] restaurants um [clears throat] things like that. So if they're if they're

[11:07] local people they wouldn't be eating at the restaurant. They'd be eating at

[11:09] home. So my my concern is that they're making promises or pie in the sky

[11:16] expectations of how many jobs it's going to create and I don't think it's going

[11:20] to be as many as they're saying. Also, they're um when the project is

[11:25] completed, how many full-time jobs are they offering to the community? And it's

[11:30] probably going to be a couple, one or two. So, it's not like it's going to be

[11:33] a manufacturing plant that offers a whole lot of jobs. And that's kind one

[11:37] of my concerns. It's displacing three farmers off of the land that they farm,

[11:41] which is [clears throat] the land owner's choice, but they're talking

[11:44] about the trade in of what they're bringing to the community. They're also

[11:47] you have to look at what's taking away from the community. Um, my other

[11:51] question was how many of those panels are Chinese solar panels and how many

[11:55] are made with Chinese parts? You know, we we like to promote things that are

[12:00] USA. Are the solar panels all going to come from China in this project? I don't

[12:05] know that the data doesn't say. And then um we wanted to ask a question about who

[12:11] is going to determine [clears throat] how much uncontrolled water we have to

[12:15] take onto our flat land. Um, the letter that Met America sent to the Iowa

[12:20] Utilities Commission, the one lady, and I can I keep forgetting to look up her

[12:24] name, she was indicating she did she didn't think there was going to be any

[12:28] water coming on our land. We're contending that there will. So, what is

[12:34] who would be the determining person that says yes, there's going to be a problem

[12:38] or no, there isn't. And and our concern is, okay, if they're saying there's no

[12:42] issue and we feel like there's going to be an issue and we take action on our

[12:45] side of the property, is that going to be a a blowback on us? Because if they

[12:51] say there's no water problem and we think there is and we and we put

[12:54] something on our land to protect our land or we going to be in trouble

[12:57] because we we put something on our property. It's like they're having

[13:00] they're saying on their land they can do whatever they want when they buy it and

[13:04] then and then they turn around and say, "Well, you can't do something on your

[13:06] land." And that's what we want to know who is going to be determining. So who

[13:11] do we go to to find out or get that a get that answer or determination? Um the

[13:16] the other the last point would be they're saying right now there's no

[13:20] issue with groundwater or with the runoff water, [clears throat] but

[13:23] they're not saying what's going to happen during construction or

[13:26] afterwards. And that's our concern is that just like with the gun range and

[13:30] these other issues we brought up, they [clears throat] always make all these

[13:33] promises and say, "Oh, there's no issue here. There's no problem here." then

[13:36] they get the okay and then they they can take seven years to solve a problem. So

[13:41] that's my issue is who if we're if we're issuing the permission to build the

[13:46] solar panel farm or project, who is going to maintain that they are

[13:51] following the guidelines that they've agreed to because with the solar with

[13:55] the gun range, nobody has cared, nobody has bothered to check. And that's my

[14:00] point is is that going to be again the same problem we've had three or four

[14:03] other times with with these big projects. they make all kinds of

[14:07] promises and then when it comes down to the people having to live next to it and

[14:10] deal with it, well, we didn't know we didn't have anything to do with that.

[14:14] So, that's [clears throat] our our concern and I would like an answer, you

[14:17] know, at some point about who has that final say so that we can be be

[14:22] understanding what what our next step is if we have to take one. So, thank you.

[15:09] Apparently, he was spraying on the west side of the road. Shortly after that, he

[15:13] came back by, but when I got out of my vehicle at home, I could hardly breathe

[15:20] with the air from the chemicals. I walked into my house and it had filled

[15:26] up because we had the windows open. I just spent the last two and a half

[15:30] hours trying to get that smell out of the inside of my house. My throat's

[15:34] sore. We have fruit trees. I had grape vines. I don't know if I still do or

[15:41] not, but I don't know what was sprayed across the road.

[15:45] I don't know if this guy even has spray training. I don't know if he's certified

[15:50] to spray, but

[15:54] I called county engineers office and no one had time to call me back.

[18:32] graders, we extended that to the west. Another road section.

[18:38] We're hauling rock with three trucks, two belly dumps in a tandem yesterday

[18:42] and today. We're mowing [clears throat] gravels in

[18:46] the southwest. Spray patcher is working. It was on the

[18:51] East River Road and we're working on a bike replacement

[18:58] on D Avenue south of J64 down on the north the Westboro Road.

[19:05] Hungry Canyons has some funding in that. So, we're

[19:10] keeping track of the extra effort and keeping track of

[19:15] costs.

[19:19] Minor works going on in the shop, repairing tires from the mowers,

[19:24] getting ready to do our winter service for the tandemss.

[26:48] building 2,000 foot of the bypass road, we're going to not spend a million2 in

[28:49] we put them in into the uh listing uh to each contractor and they're actively

[28:55] getting them done. Um [clears throat] I would say that we're probably 50%

[29:01] complete on the punch list items. Um we're working through some issues on

[29:08] data. We've got some couple of things that or were um kind of popped up on us

[29:14] as far as some intercoms and getting some wire pulled where it needed to be,

[29:18] but nothing major. Um like I said, all major construction is over. So,

[29:23] [clears throat] we've had final cleaners in there a

[29:26] couple times. Um we'll have them in there one more time once everybody gets

[29:31] out of the building. As of right now, as it stands, um the plumbing crew is

[29:37] expected to be out by Friday. Um their trailer left today. Um HVAC, I

[29:45] think, is going to be right behind them the middle of next week. Electrical is

[29:49] pushing to get out by Friday. Um so data will still be working,

[30:44] lengthy process and I don't think we'll call DOC until we get um till we get all

[30:50] the commissioning done, which is basically

[30:53] um all your HVAC systems, your security systems, um door controls, um anything

[31:01] that's electronic in the building, um the lighting controls, uh the BAS

[31:07] system, building automation system, that all gets commissioned by a separate

[31:12] firm. um and make sure that it was done according to specifications

[31:16] uh listed in the plans. Um then we'll call for the DOC inspection. But during

[31:22] that time, uh also this county staff will start

[31:26] going through training and that'll be fairly extensive. I mean this is new

[31:30] building form, new way of operating um with a lot of electronics. So, we want

[31:35] to make sure that they have a very good understanding

[31:38] uh before we put uh inmates or offenders into that building.

[31:44] Um I think this will probably be my last update for you until we turn
