[5:20] His never-take-no for an answer attitude was especially helpful with business retention and expansion projects in the community.

[5:27] Mr. Claire fully embraced his adopted city of Payne'sville and his leadership, vision and

[5:33] commitment to the city's growth inspired the John F. Claire Economic Development Award.

[5:38] Eligible businesses and organizations for the award must demonstrate the value of balancing

[5:42] business and community service, substantially contribute time and energy to the growth of the community

[5:47] and contribute to the positive image of the city of Payne'sville.

[6:30] Some of the reasons for Belladonna's success over the years include Mary Jo's sheer hard work,

[6:36] dedication to her Salon and clients and an ability in willingness to embrace change.

[6:40] She continues to integrate new technology into her business model and add new services to keep Belladonna Salon and Spa evolving and updated to meet current trends.

[6:48] Her keen business sense has also allowed her to remain profitable and competitive during challenging times.

[6:54] Furthermore, she's developed a modern and attractive salon through investment in the renovation and preservation of

[6:59] its store building and downtown Payne's bill.

[7:01] Although she is a very busy business woman, as you can tell, somehow Mary Joe makes time to contribute

[7:07] to many nonprofit organizations in support of the larger Payne's bill business community.

[7:12] She's served on the boards of many organizations over the years, including the Chamber of Commerce,

[7:16] the Cosmautology Board of Auburn Career Center, extended housing, the Payne'sville Community

[7:21] Improvement Corporation, and she's the past president of Downtown Payne'sville Organization.

[7:26] She also chaired that committees of the Western Reserve Junior Service League, which she raised

[7:30] over $200,000, which goes back to the community.

[7:34] She invested substantial time in helping to plan and support events such as the Wyden Chocolate

[7:38] Tasting fundraiser, which was a big success,

[7:44] the weekend before last, and she's not to

[7:47] promote and endorse her fellow pain's bill entrepreneurs to help bolster their success

[7:51] as well.

[7:52] Mary Jo is also a strong civic leader, even helping raise funds needed for the pain's bill

[7:56] police department to start a bicycle patrol unit.

[7:59] So I'm sorry, it's a long introduction, but it's someone who's done a lot for the community

[8:05] and somebody who, when I started here, I was told, you have to meet me.

[8:08] Mary Joe. He said, you have to meet Mary Joe first. So I did. And we had a lovely talk and I came

[8:16] away knowing that she is somebody who cares a lot about this community. And her dedication

[8:21] to run a successful business for a vision and leadership and her continued investment in building

[8:26] a better community truly embody the spirit of this award.

[28:18] parcels which they own, a number of businesses there onto the property during a time when

[28:27] their maybe heavy snow. As we have done previously the public service department will then

[28:36] remove the mountains snow on the property as time permits. So usually what we have is second

[28:43] shifts and second shift goes out and picks up snow in the downtown and in various areas.

[28:50] So they would remove the snow at that time.

[28:53] The city of Pennsylvania budgeted $125,000 in 2023 CIP budgeted to purchase the property

[29:03] and construct a portion of the promenade prior to purchasing the city did receive a

[29:10] And the opinion of cost was 40,000, however, again, they would not sell it for that amount.

[36:26] The City of Kingsville identified the need to install a 12-inch water line from Renaissance Parkway underneath State Route 44 to Shamrock Boulevard, the project will provide redundancy and improved water quality to the residents west of State Route 44.

[36:44] 44. In addition, it will enable the city of Paynesville to provide water to a new industrial

[36:51] customers along Shamrock Boulevard and the 200-plus acres owned by the City of Manor along Brookstone

[36:59] Boulevard. The city of Paynesville applied for a federal earmark for the project. At that time,

[37:06] the engineer's estimate was 715,000, we submitted an application for federal funding to

[37:14] representative David Joyce and Senator Shared Brown, and we're awarded 570,000. Since that

[37:23] time, the project has increased due to materials and labor. Manicon Smith has completed the

[37:32] engineering and design, as well as preparing all bid documents, we are working on acquiring

[37:39] the necessary easements needed before the project to install the water line.

[37:46] The estimated cost of the project at this time is $896,289. This legislation will allow us

[37:56] bid and award the project. As stated above, we have a federal

[38:01] earmark in the amount of $570,000 that was budgeted for the

[38:06] improvement in the 2023 CIP budget. We also allocated the

[38:13] additional 341,501 dollars from the shamrock business center

[38:20] TIFF fund to complete the project. So this money is coming out of the TIFF fund so that we

[38:29] can provide services over within that TIFF district. This item can go three readings. However,

[38:36] we like to bid it out early in the year because we tend to get better bids. Also, if council would

[38:43] they can, would ask that they wave second, third reading.
