[9:04] overview of 2025, some of the statistics

[9:06] that I thought were relevant. You get

[9:08] the water each meeting, each month. So,

[9:11] I didn't really want to rehash the calls

[9:14] we had specifically. This is more kind

[9:16] of just an overview.

[9:18] The department inits is respond to

[9:20] approximately 1,800 calls in 2025. That

[9:24] includes traffic stops, citizen assists,

[9:27] code enforcement, and 911 emergency

[9:29] calls. No, that doesn't mean we wrote

[9:31] 1,800 reports. That's just calls for

[9:33] service or something that we have radio

[9:34] traffic law.

[9:36] 2025 was also the first year since 2019

[9:40] that the department brought on new

[9:41] officers. This represents progress of

[9:44] staff retention and department

[9:46] cohesiveness. It's a department our

[9:48] size.

[9:51] It's very resource intensive to bring on

[9:53] new people, run them through an FTO, to

[9:56] buy them new equipment. So, um to the

[9:59] best of our ability, if we can maintain

[10:01] staff and keep those teams together,

[10:04] that tends to pay dividends, not just

[10:05] financially, but each year that that

[10:07] group is together, they get more

[10:09] familiar with each other. They work

[10:11] better together. And that's kind of just

[10:12] a team set

[10:15] officers completed approximately 472

[10:18] hours of training in 2025. That training

[10:21] includes statemandated training um

[10:24] through post as well as policymandated

[10:26] training.

[10:29] We utilize a blend of inservice online

[10:31] and classroom training. So you know that training line item that you guys

[10:35] see in budget workshops each year. If we

[10:38] send somebody to another agency's

[10:40] training, that's what we use that for.

[10:42] We also have some grant money. We use

[10:44] grant money as well. We don't apply for

[10:47] grants to get their birth training sense

[10:49] who. But

[10:51] the officers here attend a fair amount

[10:53] of training. We also have a lot of

[10:54] instructors on staff. So it makes us a

[10:58] lot easier for us to get those

[10:59] postmandate trainings particularly when

[11:01] it comes to driving, rest control, and

[11:04] firearms. We do a lot of that in house

[11:05] which is also very helpful for us

[11:09] and for the first time in three years

[11:10] the town had a municipal court docket

[11:12] every month using municipal court as a

[11:14] venue has been valuable to both

[11:15] defendants [snorts] victims and

[11:17] officers. Um when I first started

[11:21] we were going skipping a month or going

[11:24] two months with municipal court because

[11:26] we weren't writing as much in municipal

[11:28] court. Now that we have our municipal

[11:31] court up and running, that process has

[11:32] become much more streamlined.

[11:35] Some of the changes we've made to our

[11:37] own has kind of allowed us to write more

[11:40] things into municipal court as well. But

[11:42] it's been really well received, not just

[11:44] by victims, but also by defendants and

[11:47] the officers. We're not having to drive

[11:48] to Delta. We're not having to utilize

[11:51] district attorney's office, use their

[11:52] time. They're very busy. So when we can

[11:55] utilize municipal support, it it really

[11:57] is better for everybody involved. And so

[12:02] it was a goal of ours. I'm very happy to

[12:03] see the municipal courts being utilized.

[13:26] They did some road work. U the outside

[13:28] is all painted green. So just a quick

[13:31] little update there. Uh wastewater, no

[13:38] kind of our slower season in streets.

[13:42] trimming while the trees are dormant,

[13:44] uh, brush, things of that sort.

[13:51] We did, however, have a small little

[13:53] snowstorm there just about two inches in

[13:57] December. We saw this in the

[13:58] dispersements as well. We had some

[14:00] emergency living removal that were

[14:02] becoming dangerous. Here's a before and

[14:04] after. Sorry, they're from the opposite

[14:07] sides of the street. Um, but those

[14:09] branches that are hanging down, that are

[14:11] starting to curl down, um, when those

[14:13] get weight on them, they snap. So, they

[14:15] took those off because it was hanging

[14:17] over Third Street. Um, there's also a

[14:19] good picture on the next one. This one

[14:21] did snap and it was too high for us to

[14:24] reach. See, it's completely vertical

[14:27] there. That was another one we had to

[14:29] call someone in to get it.

[14:33] Um, that was a pretty big one for trees.

[14:36] uh parks. We are working with a

[14:38] landscape company

[14:40] to get us an estimate to redo the park

[14:43] sprinklers and pump house that's on the

[14:45] capital improvement project uh or plan

[14:48] which we ended up getting that back. So

[14:50] that'll be in January's report but we

[14:52] got a little bit more work to do on it.

[55:12] chapter 16 land use comport with our

[55:16] recently adopted comprehensive plan. The

[55:20] request is to extend this contract until

[55:24] June, which the Department of Local

[55:26] Affairs is is okay with us doing. Uh

[55:30] originally the contract was going to end

[55:32] January 31st, but Stephan had some

[55:34] discussions with Department of Local

[55:36] Affairs and they said, you know, if you

[55:37] need more time, please write us a letter

[55:39] and let us know. So, he would like to

[55:41] ask for more time to June 30th. No, no

[55:44] additional money is being asked for. Um

[55:47] he wrote in his report that there is

[55:49] $9,78.15

[55:51] remaining in the grant and the town also

[55:54] has to provide a 50% match. So there's

[55:56] still close to $20,000 in the grant. And

[56:00] um Stephan feels that that is enough to

[56:03] get a pretty

[56:06] uh discussion ready changes to chapter

[56:09] 16. And then I'll add that I've looked

[56:12] at some of the other chapters that she

[56:13] had proposed changes to and they can

[56:16] come forward in the future as well in in

[56:18] a lot of cases as she had proposed

[56:20] because some of it is just a cleanup

[56:22] that's not a huge amount of difference

[56:24] in approach so we could have more code

[56:27] rewrite in the future. But Stephan felt

[56:30] like this was worthy of um staff
