[2:46] Councilman
[2:50] Dale.
[2:56] » Thank you, Mayor.
[2:58] Good evening, everyone. And again, thank
[3:00] you all for being here to support local
[3:02] government. I would like to take just a
[3:05] brief moment and assure the citizens of
[3:08] Pasadena that every decision made at
[3:10] these meetings is driven by the welfare
[3:12] of our community. Alongside my fellow council members, we work as a
[3:17] team to safeguard our city's interests.
[3:20] While we may not always agree on every
[3:22] topic, we collaborate because we know
[3:24] trust is built when we put your
[3:27] interests first. This ensures that when
[3:30] Pasadena thrives, you thrive. That's all
[3:33] I have to say. With that, I pass.
[3:35] >> Thank you, sir. Councilman Fuchsler.
[3:37] >> Good evening. Uh this Friday, August
[3:39] 21st at Krenshaw Park from 6:00 to 9:00
[3:42] is the last of the summer evening
[3:44] artwalk markets with Visit Pastina and
[3:46] Texas markets. Uh they've had two this
[3:48] summer. They've been wonderful times. So
[3:50] bring your family out. It's free. Uh
[3:52] there's local vendors, live art, uh live
[3:55] music, and uh just a great time to be
[3:58] together with community. Um also wanted
[4:00] to give an update on the Arno Street
[4:02] paving and drainage upgrades. This
[4:04] project did experience some delays, but
[4:06] I'm happy to report that work should
[4:08] start within the next month. So, uh, I
[4:10] know people had reached out from Arno
[4:12] Street and just reporting that that work
[4:14] should be starting very soon. Uh, thank
[4:16] you all for being here. And with that, I
[4:18] pass.
[4:18] >> Thank you, sir. Councilman Styron,
[4:21] >> good evening everyone. Thank you for
[4:22] coming out supporting local government
[4:23] tonight. Uh, last weekend we had our
[4:26] first annual bike safety day uh that was
[4:28] hosted out at First Baptist Church. We
[4:30] had a good turnout out there. uh several
[4:33] quite a few uh kids came out, rode their
[4:35] bikes to the obstacle course and learned
[4:36] some great safety features as school
[4:38] started back this year. So, we hope to
[4:40] be able to continue that and be able to
[4:41] support that throughout the city. Also
[4:43] want to wish uh Lanny Armstrong a happy
[4:45] retirement effective seepmber 30th.
[4:47] You'll see that on tonight's agenda.
[4:48] He's been with the city many many years
[4:50] and has done a great job for our fire
[4:51] department. So, we wish him the best in
[4:53] retirement. Uh as we know, we got the
[4:56] road closed at Crrenshaw and Baywood.
[4:59] That was for a sewer line repair that
[5:02] was fixed. They gave us a timeline of
[5:05] two weeks. The void down there was a lot
[5:07] larger than they anticipated once they
[5:09] got the road tore up. They did get most
[5:11] of that repaired now and we should be
[5:13] able to get that road hopefully open
[5:15] early next week. And with that, I pass.
[5:18] >> Thank you, sir. Councilman Heredia.
[5:21] >> Thank you, Mayor. [clears throat] Uh
[5:22] good evening, mayor, fellow council
[5:24] members, and residents of Pasadena. Uh
[5:26] first of all, Pastor Rosales, thank you.
[5:28] That was a beautiful invitation. Uh so
[5:30] thank you for that. And I want to
[5:31] recognize Mr. Armstrong as well. Uh so
[5:34] enjoy retirement though. I heard uh
[5:36] Pasadena has some great green fees.
[5:39] [laughter]
[5:40] So we'll catch you out there. But uh uh
[5:42] tonight as [clears throat] we consider
[5:43] the issues before us, I want to remind
[5:45] everyone that every decision that we
[5:47] make up here has a direct impact on the
[5:49] people we represent. Whether we're
[5:51] talking about public safety, city
[5:52] services, infrastructure, taxpayer
[5:54] dollars, or accountability.
[5:56] >> [clears throat]
[5:57] >> And I want to make it clear, my position
[5:58] is simple. Our residents come first.
[6:02] Period.
[6:03] There may be times when I'm asked to ask
[6:05] uh difficult questions or challenge
[6:07] decisions made by this administration.
[6:09] And that's not about being against
[6:11] anyone. That's our responsibility as
[6:14] elected officials.
[6:16] We were asked to ask questions, demand
[6:18] transparency, protect taxpayers dollars,
[6:21] and make sure city government works for
[6:24] the people, not the other way around. I
[6:27] will continue to support what I believe
[6:28] is right for Pasadena, question what I
[6:30] believe deserves scrutiny, and always
[6:33] put the residents I represent first.
[6:35] That's what public service requires, and
[6:38] that's what our community deserves. And
[6:40] with that, I pass.
[6:41] >> Thank you, sir. Councilwoman Valio,
[6:43] >> I pass.
[6:44] >> Thank you, ma'am. Council member
[6:46] Guerrero.
[6:46] >> Good evening everyone. Thank you for uh
[6:48] for joining us. Thank you for all the
[6:50] police officers. We got to revalue you.
[6:51] I need some some more of you on the
[6:53] street. I feel too safe here. I want to
[6:55] thank our our local uh news channel for
[6:57] being here as well. Thank you for
[6:58] supporting um local government. I want
[7:00] to uh congratulate Laney Armstrong. He
[7:03] was here earlier. I saw him earlier uh
[7:04] for his retirement. He's been with the
[7:06] city for many, many years. We appreciate
[7:08] you and we're grateful for you. I want
[7:09] to highlight speaking about the the fire
[7:11] department. I want to highlight the fire
[7:12] department. They encountered a fire late
[7:15] uh Saturday evening on Jenkins at the
[7:17] Jenkins food mark caught on fire. They
[7:19] were to contain that damage and uh as a
[7:22] result of that the death toll was zero.
[7:24] So thank you for that. I want to
[7:26] highlight the strawberry festival. They
[7:28] just uh held the thank you banquet for
[7:30] their uh volunteers. Uh many people it
[7:32] is a staple of Pasina but the strawberry
[7:34] festival was separate from the city. So
[7:36] I want to highlight them uh for for
[7:38] theirs. And I want to congratulate um
[7:40] Officer James Carter for for being uh
[7:43] promoted. Now I I never thought I'd see
[7:45] something not tight on him, but I feel
[7:47] safe with him being around the mayor,
[7:48] too. With that, I pass.
[7:51] >> Councilwoman Van Hal.
[7:55] » The Crime Control and Prevention
[7:57] District Board administers a half cent
[8:01] of sales tax that goes for police use.
[8:05] The board works with their budget and
[8:08] they have four positions that will be
[8:10] termlimited in September. That's next
[8:13] month. There is an application open
[8:16] online. Uh you have to live in Pasadena.
[8:20] Uh if you're looking for the
[8:22] application, go to the city page under
[8:24] government boards and commissions
[8:27] crime control and prevention district.
[8:30] uh in the question where it asks why you
[8:32] want to do this, you might give some uh
[8:35] tell them if you have any experience
[8:36] with either budgeting or law
[8:38] enforcement.
[8:39] So, we've worked, this administration
[8:42] has gotten this stuff online so that the
[8:45] general public has a way to participate
[8:49] and it's not just the mayor's friends
[8:50] getting appointed, but this only works
[8:54] if members of the public apply.
[8:58] Thank you, ma'am. Councilman Estrada.
[9:01] >> Thank you, Mayor. Good evening,
[9:02] everyone. I too would like to
[9:03] congratulate and thank uh Chief
[9:05] Armstrong for his service to our city of
[9:07] Pasadena
[9:08] um for making Pasadena Volunteer
[9:11] Department the best in the country. Uh I
[9:14] believe the Madison Job Senior Center is
[9:15] having their uh National Senior Citizens
[9:18] Day brunch. I think I got it right this
[9:19] time, Eric. Um with that, I pass. Thank
[9:22] you, Mayor.
[9:22] >> Thank you, sir. I would like to also
[9:24] recognize uh Chief Lanny Armstrong for
[9:28] 20 years of service, dedication, and
[9:31] pride in our city and being a great
[9:33] leader for our number one volunteer fire
[9:36] department in the nation. And then I
[9:38] want to give out some recognition to our
[9:40] city controllers's office. Uh we've
[9:42] implemented some some new software and
[9:46] uh that team has really pulled together.
[9:48] there was a unit of about 15 of them and
[9:52] I just want to kind of give them some
[9:54] recognition for for their hard work and
[9:57] for many many others that participated
[9:59] in the whole process. So with that being
[10:02] said, uh citizens uh wishing to address
[10:05] council uh please remember address uh
[10:09] council members do not address members
[10:11] in the council and any disturbances or
[10:16] loud voices you'll be asked to uh to to
[10:19] leave. So the first uh uh citizen
[10:23] wishing to speak will be uh Ken Hazley.
[10:27] You'd come forward, sir.
[10:29] >> Thank you, mayor.
[10:32] My hope is that you all listen to what I
[10:34] have to say tonight. Uh my name is Ken
[10:36] Hazley. I've been a business owner and
[10:38] active in the Pastina community for more
[10:40] than 30 years. Recently, the place the
[10:42] police department has come under
[10:44] scrutiny for the illegal and possibly
[10:45] criminal negligent use by a former
[10:47] Pastina police sergeant of the flot
[10:49] camera systems. For years, serious
[10:51] concerns have existed and been raised
[10:53] regarding this former sergeant's conduct. My daughter, a current police
[10:58] Pasadena police officer, has personally
[10:59] endured targeted harassment and
[11:01] mistreatment by this individual for more
[11:03] than two years. And that raises a
[11:06] question that no longer can be ignored
[11:08] tonight. What does the leadership of
[11:10] this city consider acceptable treatment
[11:12] of their female officers who have the
[11:13] courage to stand up to injustice? This
[11:16] sergeant was pre previously relieved a
[11:18] duty by former police chief Jerry Wright
[11:20] for conduct violations specifically
[11:22] involving my daughter. Yet, despite that
[11:24] history, the mayor's appointed police
[11:26] chief, MP Jackson, shockingly returned
[11:29] the sergeant to active duty without any
[11:31] meaningful accountability for his
[11:33] conduct. Why is this? It was a message.
[11:36] to every officer in the
[11:37] Pasadena Police Department about what
[11:39] happens when misconduct is tolerated and
[11:42] what happens when an employee dares to
[11:44] challenge it. Chief Jackson, former
[11:46] Chief of Staff James Holt, and you,
[11:48] Mayor Shambine, made decisions regarding
[11:50] this situation, which demonstrates a
[11:52] profound failure of leadership. Rather
[11:54] than protecting the officer who raised
[11:56] concerns, my daughter was subjected to a
[11:58] series of actions that were
[11:59] intimidating, retaliatory, and
[12:02] professionally dam damaging. These
[12:04] included attempts to pressure her to
[12:06] leave the PPD. Efforts to place the same
[12:09] sergeant back in a position of authority
[12:11] over her. Efforts were made to bar her
[12:13] from entering the police station under
[12:15] the explanation that it was for her own
[12:17] personal safety because of his location.
[12:20] She was forced to undergo a mental
[12:21] health evaluation. This was unwarranted,
[12:23] possibly leg illegal, but used as
[12:26] another means of pressure and
[12:27] intimidation.
[12:31] Considering what I've just described,
[12:32] this is not an isolated incident. It's a
[12:34] series of decisions, a pattern. Because
[12:37] if an officer can subject this kind of
[12:38] treatment to more to someone more than
[12:40] two years, a leaders and a leadership
[12:43] that condones it, then this is no longer
[12:46] simply conduct of one former sergeant.
[12:48] It's about the culture of the department
[12:50] that permits and tolerates this behavior
[12:52] and the lack of accountability it fails
[12:54] to enforce. Mayor Shane, Pasadin needs
[12:58] leadership. Leadership means holding
[13:00] people accountable regardless of their
[13:02] rank, their position, their friendships,
[13:04] or their political connections. What
[13:07] we're seeing in the Pasadena Police
[13:08] Department is a department trapped in a
[13:10] culture of insular leadership,
[13:12] intimidation, and institutional
[13:14] bullying, and that must end. I'm asking
[13:18] the mayor and city council to take
[13:19] meaningful action. These would include
[13:22] fully release an unredacted version of
[13:24] the commander summary and an internal
[13:25] affairs report related to this sergeant
[13:28] to the public. Request an independent
[13:30] investigation of this police department
[13:32] by the Texas Rangers and determine
[13:34] whether any laws were violated and
[13:36] whether criminal conduct occurred.
[13:37] >> Thank you, sir.
[13:39] >> Ask for 34 seconds.
[13:40] >> No, sir. Thank you. Okay.
[13:44] >> I have copies if any of y'all would like
[13:45] this. Robert Jeter.
[13:54] » Good evening, council. First up, we have
[13:57] records requests. The mayor said this is
[13:59] the most transparent administration in
[14:01] the city's history a few meetings ago.
[14:03] He's currently retaining the same
[14:04] outside council the Wagner crime family
[14:06] did to obstruct access to his mayoral
[14:08] communications that are a matter of
[14:10] public record. Complaints have and shall
[14:12] continue to be filed with the Texas
[14:14] Attorney General's office to assist
[14:16] passing in and getting this
[14:17] administration into compliance with
[14:18] Texas Government Code Chapter 552.
[14:22] Second, the mayor used to mock the
[14:23] ridiculousness of a mayoral protection
[14:25] unit under the previous administration.
[14:27] Thomas was even making a big show about
[14:29] being able to drive himself around. He's
[14:31] now created a mayoral protection unit
[14:33] again. At least this officer is well
[14:35] respected and highly qualified for the
[14:37] role. But seeing as how I'm only
[14:39] disappointed in the mayor and have never
[14:40] threatened a previous administration,
[14:42] nor this one, even when he put hands on
[14:44] me to protect a councilman engaging in
[14:46] slander, it begs the question, what is
[14:48] the mayor suddenly afraid of? Did either
[14:50] the violent councilman Emanuel Guerrero
[14:52] or the terrorism supporting county
[14:54] commissioner Adrien Garcia threaten him
[14:56] into being beholden to their agenda and
[14:58] only making appointments to boards they
[15:00] approve of when both have a long history
[15:02] of utilizing intimidation tactics for
[15:03] political gain? I dare you to debate me
[15:06] on that subject, mayor. The the debate
[15:09] invitation is still open any day, any
[15:11] time, any place, any any moderator of
[15:14] your choosing. Additionally, does the
[15:16] city have any intention to prosecute
[15:18] Jerry Wright for unlawfully giving
[15:20] Emanuel Gro a copy of Sergeant Michael
[15:22] Pitz's employee records to go to the
[15:24] media with?
[15:27] It's very interesting that he reacted
[15:30] that way. Until that reaction just
[15:32] confirmed it, I wasn't sure that was
[15:34] true. Thank you, Councilman Guo. I'll
[15:36] make sure the public integrity unit
[15:38] Sergeant Gary Wright White, ADA Brent
[15:42] Chappelle, and your personal buddy,
[15:44] District Attorney Shawn Tier, sees this
[15:46] footage. I appreciate you tossing the
[15:48] former chief under the bus. Y'all have a
[15:51] lovely evening. Thank you, council.
[15:53] >> Thank you, sir. Now, we move to
[15:55] presentation of minutes.
[15:57] >> Motion. Have a motion by Councilman
[15:59] Guerrera, second by Councilman
[16:00] Fucheller. Is there any discussion? All
[16:04] in favor?
[16:05] >> I.
[16:05] >> Any opposed? [clears throat] Motion
[16:08] carries. Progress payments. May I have a
[16:10] motion? Councilman Guerrero.
[16:12] >> Second. Uh, Councilman Estrada. Is there
[16:15] any questions?
[16:17] >> Mayor, like to abstain from any payments
[16:19] from uh to LJ.
[16:20] >> Okay. Madam Secretary, did you receive
[16:22] that?
[16:25] » Thank you, ma'am.
[16:26] >> Okay. All in favor?
[16:28] >> I.
[16:28] >> Any opposed?
[16:29] >> Finance resolution.
[16:30] >> Motion carries.
[16:32] >> Finance resolutions.
[16:34] >> Motion.
[16:34] Councilman Guerrero.
[16:37] >> Second. Councilman Styron. Any
[16:39] discussion?
[16:40] >> Mayor, I'd [clears throat] like to
[16:41] abstain from any payments to LJ.
[16:43] >> I I'd also like to abstain from
[16:45] >> Okay. So, we have Councilman Heredia and
[16:47] Councilman Dao.
[16:49] Thank you'all. Uh, all in favor?
[16:52] >> Any opposed?
[16:54] Motion carries. Personnel changes A and
[16:57] C. May I have a motion?
[17:00] >> Motion.
[17:00] Councilman Guerrero.
[17:03] >> Second. Councilman Fuchiller.
[17:05] >> Mayor,
[17:05] >> is there
[17:06] >> I move to divide the question.
[17:10] >> Okay. I have a motion to divide uh item
[17:13] A and C.
[17:14] >> That's correct. Thanks for guessing
[17:15] correctly.
[17:16] >> Okay. I have a second by Councilman
[17:18] Guerrero.
[17:21] » All in favor?
[17:23] >> Any opposed?
[17:26] Motion carries, Madame Secretary. Item
[17:29] A. All I'm sorry, any discussion on item
[17:33] A? All in favor?
[17:35] >> I.
[17:36] >> Any opposed?
[17:38] >> Motion carries. Now we move to item C.
[17:43] Is there a motion or motion? Councilman
[17:46] Estrada.
[17:47] >> Second.
[17:48] Councilwoman Valerio. Now, do we
[17:51] have discussion?
[17:53] >> Yes. Councilman Guerrero.
[17:56] >> Yes, sir. One moment. So, um motions
[18:00] here we're going to be highlighted u the
[18:02] creation of position 13421 uh 2222020-7
[18:07] uh creating a new lieutenant position
[18:09] for the police department. Actively, we
[18:11] have 10 lieutenants. They um wanting to
[18:14] add an 11th lieutenant. uh their salary
[18:17] started from 131,4579
[18:21] to 139,349
[18:24] with uh 83 cents. So it's currently um
[18:28] not a question of accountability. There
[18:30] has been a a question arisen in the
[18:32] process of how we got to this. Um
[18:36] before there was 10 positions and one
[18:39] was vacated. when there was 10
[18:41] positions, there was uh a ninth open
[18:43] which an officer uh committed to
[18:46] studying uh and achieving which you get
[18:48] this by being a sergeant two years
[18:50] before sitting for the civil service
[18:51] exam. Uh
[18:54] I'm rereading my concerns shared with
[18:57] the city secretary uh the city legal on
[19:00] Monday, April 13th uh in accordance with
[19:02] a a current lieutenant who had moved to
[19:05] civil service serve as acting chief of
[19:07] staff for the current administration and
[19:10] moved back to PD as a lieutenant and
[19:12] later an assistant chief. Um, note the
[19:14] following civil service law. In the in
[19:17] if an officer resigns to take a civilian
[19:19] job, they typically lose civil service
[19:21] status, seniority, and rank. Re-entry is usually treated as a new
[19:26] hire unless the department has specific
[19:28] rehire policies, which we won't. Rehire
[19:31] and reinstatement policies under chapter
[19:33] 143. There is no automatic automatic
[19:36] right to reinstate at a prior rank after
[19:38] resignation. Promotion to supervisor,
[19:40] sergeant, or above. To come back as a
[19:42] supervisor, the officer must be
[19:44] re-eployed as a classified officer
[19:46] first, meet eligible requirements, pass
[19:48] a competency promotion exam, be placed
[19:50] as a civil service eligible list. Um, in
[19:53] most Texas civil service cities, you
[19:55] cannot leave for a civilian job, and
[19:57] later return directly into supervisor
[19:59] rank. You will almost always need to
[20:02] re-enter as an officer and compete uh
[20:05] for the promotion.
[20:08] Seems like we're on we're on the news
[20:10] every week. Yet you all want to create a
[20:13] new lieutenant position. Public trust has been eroded and disappointed
[20:18] disappointing the the currently the
[20:20] Pasadena PD union uh prior president
[20:22] Brian and current acting president Lewis
[20:24] Garcia um are allegedly making promises
[20:27] for a vote of support and campaign
[20:29] support later. officers have called
[20:32] various various of my colleagues except
[20:35] me [clears throat]
[20:37] except me. It's very interesting.
[20:38] Various if not all of my colleagues have
[20:41] endured this uh multiple calls, multiple
[20:43] communication outreach. Lastly, most if
[20:45] not all my uh interesting I didn't
[20:48] receive a call and also I guess the
[20:51] union doesn't understand they're in
[20:52] danger of violating the law and doing a work a walking quorum or maybe
[20:57] they just don't care. These are things
[20:59] to re-evaluate, rehighlight, and for
[21:02] that reason, I will not be supporting
[21:03] this lieutenant position because of uh
[21:06] you cannot make up for a wrong.
[21:08] >> Okay.
[21:09] >> Any other discussion?
[21:11] >> Mayor,
[21:12] >> Councilman Heredia,
[21:13] >> members of council, mayor,
[21:16] I know everyone has been seeing the news
[21:19] lately and I'm quite disgusted and sick
[21:21] of it as well. But tonight, we have to
[21:25] take this put our big boy pants on.
[21:28] a girl, sorry, a woman.
[21:30] >> Uh, but tonight we're being asked again
[21:31] to approve a uh creation of an
[21:34] additional lieutenant position,
[21:36] something that this council reested just
[21:38] a few weeks ago. Um, so before we vote,
[21:42] I believe we owe our officers, our
[21:45] taxpayers, and our residents
[21:47] a very simple answer.
[21:50] What has changed?
[21:56] If this position is truly necessary for
[21:58] public safety, show us a need.
[22:02] Show us how it puts more officers in our
[22:04] neighborhoods, how it improves response
[22:07] times, or helps us fight crime.
[22:13] But if we're creating a position to
[22:15] accommodate past personal or management
[22:18] decisions,
[22:20] then we need to be willing to say that
[22:23] our responsibility is not to protect
[22:25] positions or personalities.
[22:28] Our responsibility is to protect the
[22:31] public
[22:33] and every decision we make tonight
[22:35] should be measured against that
[22:37] standard.
[22:38] I hope that my fellow councilmen and
[22:41] council women
[22:43] uh vote their conscience and vote what's
[22:46] right for the people of Pasadena. With
[22:48] that, I pass.
[22:49] >> Thank you, sir.
[22:51] >> Councilman Styron.
[22:52] >> Yes, sir. Thank you. [clears throat]
[22:54] As we talk about this lieutenant
[22:55] position tonight that's on the agenda,
[22:57] it is very hard to support knowing what
[23:01] this position used to have, sergeants
[23:03] underneath it, and we didn't have an
[23:04] overtime problem. We have been given
[23:06] multiple reasons why this position is
[23:08] needed, such as span of control, growth
[23:10] of the department, and to cure overtime
[23:12] rates.
[23:14] Whoever you talk to to ask questions
[23:16] about this has a different answer. You
[23:19] cannot get a straight answer from from
[23:20] one person throughout the department. If
[23:24] the department can't give us a true
[23:25] answer on why this position is needed,
[23:27] us as council has issues on supporting
[23:30] the issue. We do not have the right
[23:32] information to be able to vote on this
[23:34] at the current time and for that reason
[23:36] I cannot support that at the current
[23:37] time.
[23:39] >> Councilman Fler.
[23:42] >> Yeah. During pre-consil we had a
[23:44] discussion about this. Um like
[23:46] Councilman Styron said, uh depending on
[23:48] who you talk to, there's been different
[23:49] numbers floated around about how much
[23:51] this new position could save the city.
[23:54] Um some changes that were already made
[23:55] have are projected to save the city
[23:57] about $200,000. So, thank you for for
[24:00] making those changes. Um, I think that
[24:02] it's hard for us to make this decision
[24:04] with just getting this information um 30
[24:08] minutes prior to this meeting. Um, so we
[24:10] got some numbers uh in pre-consel, but
[24:13] this is something that um once we set
[24:15] it's a president and it's going to be on
[24:17] every year. And so, I think that um the
[24:21] information has just been all over the
[24:22] place as far as how much it could save.
[24:24] And even in pre-consil we discussed that
[24:26] there's really no figure that can be um
[24:29] there's there's no estimate of what the
[24:31] savings could be. And so for that reason
[24:33] uh it makes it very hard to rush through
[24:35] a decision through this. So for me it's
[24:37] not necessarily uh no. It's just not
[24:39] right now with the limited information
[24:41] that we've been given and nothing's
[24:42] really changed in the last two weeks.
[24:45] >> Any other comments?
[24:48] Councilwoman Vanhal.
[24:52] I voted yes on this last time
[24:56] supporting what the chief said that this
[24:58] was something they needed.
[25:02] I'm not sure if we need it or not, but
[25:04] my issue now is that two weeks ago
[25:07] council voted this down and I don't
[25:09] think it should be back on the next
[25:11] agenda when I have not seen any
[25:16] particular change to merit getting this
[25:18] back.
[25:21] Any final
[25:23] >> Councilman Dell?
[25:25] >> I just want to add that there are
[25:27] concerns regarding hiring and spending,
[25:30] but I assure you that our intentions are
[25:32] to protect the taxpayer dollars to
[25:34] ensure a successful future for our city.
[25:37] I've spent countless hours researching
[25:39] and listening to the information
[25:41] provided from all sources
[25:44] to ensure that what we do benefits the
[25:46] majority.
[25:48] This is the reason why I can't support
[25:50] this issue at this time.
[25:53] >> Any other further discussion?
[25:56] All right. This time we'll have a roll
[25:57] call vote. Councilman Heredia,
[25:59] >> nay.
[26:00] >> Councilman Valerio,
[26:02] >> no.
[26:02] >> Councilman Guerrero,
[26:04] >> nay.
[26:05] >> Councilman Vanhal,
[26:06] >> no.
[26:07] >> Councilman Estrada,
[26:08] >> I.
[26:09] >> Councilman Dao,
[26:11] >> no.
[26:11] >> Councilman Fusler,
[26:12] >> no.
[26:13] >> Councilman Styron,
[26:14] >> no.
[26:15] >> And I am an I. Motion fails.
[26:19] point of information.
[26:21] >> Yes, ma'am.
[26:22] >> What keeps it from coming back on the
[26:24] agenda next week or next council
[26:25] meeting?
[26:28] >> Well, it's been voted no. Uh we'll
[26:31] re-evaluate u the options and uh may
[26:34] come back at a later date.
[26:37] >> So then I'd like to discuss real quick
[26:39] with the council members.
[26:40] >> Uh there's no discussion. The motion's
[26:42] already been voted on.
[26:43] >> Okay. Point of
[26:44] >> there's no no discussion. Okay. Final
[26:47] readings, Madam Secretary.

[39:27] >> Have a motion by Councilman Dao, second

[39:33] discussion?
[39:35] >> We'll have a roll call vote once again.
[39:36] Councilman Heredia.
[39:39] >> I
[39:43] >> And I'm as well. Motion carries.

[41:24] >> Motion Councilwoman Valerio, second by
[41:26] Councilman Styron. Is there any
[41:28] discussion?
[41:29] >> Uh, I have discussion. I have um on
[41:32] resolution
[41:33] >> Councilman Heridia. I [clears throat]
[41:34] have comment on resolution G and F, the
[41:38] economic development uh appointed
[41:40] reappointing of Salvador Serrano Jr. to
[41:42] the board of directors and the
[41:44] appointing of uh Jesse San Miguel to the
[41:47] board of directors, Pasadena Economic
[41:48] Development Corporation. I do appreciate
[41:51] that the uh procedures were changed so
[41:54] that we could actually interview these
[41:56] candidates. So, thank you for that. Uh I
[41:58] think that's a better way of getting uh
[42:01] us informed and making sure that we are
[42:03] actually vetting these candidates.
[42:05] [clears throat]
[42:05] That being said, I'm going to refer. So
[42:08] if you feel if if our director feels
[42:10] that these are the candidates that were
[42:12] interviewed
[42:13] uh and uh uh uh were of your
[42:16] recommendation, I feel that uh I can
[42:18] support that. So thank you for that.
[42:20] Thank you for the changes as requested.
[42:23] Thank you.
[42:23] >> Thank you, sir. Councilman Guerrero.
[42:25] >> Yes, sir. I'm going to speak on item uh
[42:26] G a resolution of the city council of
[42:28] city passing and Texas reappointing s
[42:30] junior to the board of directors of
[42:31] passing economic development corporation
[42:33] uh or two-year term. Uh so our EDC
[42:36] handles portion of our sales tax uh
[42:38] economic development corporation they
[42:40] led the initiatives uh against some of
[42:42] our recommendations for the renovations
[42:44] of the convention center as we saw that
[42:47] stalled um that stalled and led to a
[42:50] ongoing lawsuit. So that being said, I I
[42:54] think everyone that was on that board uh
[42:56] went against um areas of concern, areas
[43:00] that could have been delayed and areas
[43:01] of improvement. Uh Mr. Alicono was part
[43:04] of that board at that time. Uh so for
[43:06] that reason, we need we um also it comes
[43:09] back to recycling the same people. We
[43:11] have to give opportunity to other people
[43:12] in the community. So for that reason, I
[43:14] will not be supporting uh this
[43:15] nomination. Transparency and
[43:16] accountability is important and if a
[43:18] reappoint, what does that show? Thank
[43:20] you.
[43:20] >> Thank you, sir. Any other discussion?
[43:24] >> Councilwoman Van Hal,
[43:27] >> we had some other people on the agenda a
[43:29] while back and
[43:31] things happened and I'm glad to see some
[43:34] people back on here.
[43:37] However, I also have a problem with item
[43:39] G and that uh the EDC allows for four
[43:45] consecutive two-year terms and then
[43:47] you're term limited. you can sit out,
[43:50] you can come back. But this particular
[43:53] person uh moved out of Pasadena in June
[43:57] of 2023. Had to go off the board at that
[44:00] time. Moved back, went back on the board
[44:04] in February of 2024. That was only an
[44:07] 8month break.
[44:10] And
[44:12] so they've started the clock over. Now
[44:15] we don't get to do that. We've got
[44:16] two-year terms. We can't leave eight
[44:19] months early and come back again. And I don't think that the clock should be
[44:25] restarted. This person needs to be out
[44:28] of term and can be considered after
[44:29] that.
[44:31] >> Thank you, ma'am. Any other discussion?
[44:36] Okay. All in favor?
[44:40] » Okay. I think we need to separate this.
[44:42] Madam Secretary, let's let's do
[44:45] everything E, H, I, and J, and then
[44:50] we'll separate F and G.
[44:53] >> Madam Secretary,
[44:54] >> that's a division of question. Don't you
[44:55] need a second for that?
[44:56] >> Well, I'm I'm fixing to ask for that,
[44:58] ma'am. Thank you. So, can I have a
[45:00] second for that?
[45:01] >> I second that.
[45:02] >> All right. All in favor?
[45:04] >> Any opposed? Okay. So,
[45:08] Madame Secretary, um, and council E, H,
[45:12] I, and, J., may I have a motion?
[45:15] >> Have a motion by Councilman Guerrero,
[45:17] second by Councilwoman Valerio. Any
[45:20] discussion? All in favor?
[45:23] >> Any opposed?
[45:25] Motion carries. Madame Secretary, now we
[45:28] will be voting on item F. May I have a
[45:31] motion?
[45:33] by Councilman Heredia, second by
[45:35] Councilman Guerrero. Um, is there any
[45:38] discussion?
[45:40] All in favor?
[45:42] >> Any opposed?
[45:44] Motion carries. Now we move to item G.
[45:48] May I have a motion?
[45:49] >> Motion.
[45:50] by Councilman Guerrero.
[45:52] >> Second.
[45:53] by Councilman Dao. Is there any
[45:55] discussion?
[45:57] All in favor?
[45:59] >> No.
[46:00] I I was will butt into the discussion.
[46:03] >> Okay. Go ahead, sir.
[46:04] >> I I wanted to see if I can if if
[46:06] Councilwoman Van How, could you give me
[46:07] just a little bit? I just took some
[46:09] notes. June 23 23 to February 24th. Does
[46:12] that make it ineligible? Is that
[46:14] correct?
[46:14] >> Are you addressing your question as a
[46:15] point of information?
[46:16] >> I am.
[46:17] >> Okay.
[46:22] » I don't know that it's in their bylaws.
[46:24] It's supposed to be there's a term
[46:26] limit. four consecutive two-year terms.
[46:30] I have not looked for the bylaws to see
[46:32] the exact wording.
[46:34] I know that what the director is doing
[46:36] is considering that eight-month gap is
[46:39] starting the clock over and I'm not
[46:42] considering it the same way.
[46:44] >> Okay. All right. So, we have a motion.
[46:46] We had a second discussion. Okay. All in
[46:51] favor?
[46:52] >> I.
[46:54] >> Okay. Let's do a roll call vote.
[46:57] Councilman Heredia,
[46:58] >> nay.
[47:00] >> Councilman Valerio,
[47:03] >> nay.
[47:04] >> Councilman Guerrero,
[47:05] >> nay.
[47:05] >> Councilman Vanha,
[47:08] >> Councilman Estrada,
[47:09] >> I.
[47:09] >> Councilman Dao,
[47:11] >> I.
[47:11] >> Councilman Fuchsler,
[47:12] >> nay.
[47:13] >> Councilman uh Styron,
[47:15] >> I I'm an I as well. Madame Secretary.
[47:23] Yes,
[47:28] » we have five nos.
[47:30] >> Okay, motion fails. Ladies and
[47:32] gentlemen, this concludes our 6 pm
[47:36] council meeting for September the 18th.
[47:39] God's blessing and may God bless city of
[47:41] Pasadena. Thank y'all.
