Okay, so I just want to start the new year of the right way by just showing you the things that we truly do here in the village of
[37:24]
Dalton
[37:25]
Despite all the mess and the negativity you might see or hear
[37:29]
It's a lot of great things that get overshadowed by people just being negative
[37:33]
But my goal is to try to make sure that everyone is always loved on cared about and make sure
[37:39]
they know that I appreciate them because at the end of the day, you don't know when
[37:42]
is when, you don't even know if you would have woke up this morning.
[37:45]
So you should be thankful for just seeing another day.
[37:48]
And I just want to tell the residents of Dalton that I truly appreciate you.
[37:52]
And you see that ain't no stopping us now.
[37:55]
We on the move.
[37:56]
So we don't continue to do that.
[37:58]
You see the promotions we did within the police department, which is public safety, which
[38:01]
which we truly truly need here in the village
[38:03]
and also with our fire department.
[38:05]
They've been waiting for a minute to do their promotions.
[38:08]
So now everything is here
[38:10]
and you will see them on the streets booted and rooted.
[38:13]
I just want to say again, I appreciate you
[38:15]
for those that do take up a field in public safety.
[38:19]
Next on the agenda is general announcements.

Go ahead.
[43:29]
Happy New Year to everyone.
[43:31]
As the mayor said, you never know when you may wake up for someone in your family.
[43:37]
Over the holiday, we lost a trustee, former trustee Jefferson.
[43:43]
So please keep his family in prayer.
[43:45]
He was elected village trustee for 16 years.
[43:48]
He was our finance committee chair.
[43:50]
So just please keep his wife and family in prayer because over the holiday, we did lose it. I hope that's 2024 brings us happiness
[44:01]
communication and a wealth of working together. Thank you. All right, anyone else?
[44:10]
All right, all right. Next on the agenda is Mayor's report. So
[44:16]
Last year was really epic, as always, we had a lot of different things going on in our
[44:23]
community.
[44:24]
So I'm going to highlight all the positivity that's been going on throughout the downtown
[44:28]
that maybe you might see in passing, because sometimes people who have tunnel vision, they
[44:33]
go to the store, home, and then to work, and they never go and see what's going on in their
[44:40]
own backyard.
[44:40]
So first, I'd like to start with my upcoming events.
[44:46]
January 17th, we have conversation with the mayor.
[44:49]
So if there's anything that you have questions about,
[44:51]
concerns, anything you need me to address,
[44:54]
that's the day that you should come
[44:55]
and you will see me here talking about anything
[44:58]
that's going on in our community.
[45:00]
A township talker follows that from January 24th. That's anything you want to know about the resource center at the township, which trustees there Brown just read to you. A lot of people don't know that I do so much more than what you see in headlines. For instance, we do pay your bills. So if you're struggling, you didn't know what you're like, your gas, your water. He even just stated burial systems because people are dying left to right. And what I mean by that is you hear the day gone today.
[45:29]
You didn't hear that they gone tomorrow.
[45:30]
So, my Georgia time, you guys come to me.
[45:33]
It's too late.
[45:34]
You guys wish you would have made it, right?
[45:35]
What your love once said, you're sorry,
[45:37]
or just made all I'm saying to you is just start now.
[45:42]
It shouldn't be that it turned to a new year for you
[45:44]
to make something right.
[45:45]
Just make it right,
[45:46]
because you found it in your heart to do something better
[45:48]
than what you used to do.
[45:51]
January 25th, we have senior tech classes
[45:53]
and that's also to help our seniors learn how to use
[45:56]
their electronic devices.
[45:57]
And with that being said, a lot of people, little do you know, do not know how to use
[46:01]
their phones, do not, not use their iPads or their computers.
[46:05]
If you give it to one of the kids, right now, the audience, I guarantee you they were on
[46:08]
circles around you because they know how to use those things.
[46:11]
They own it 24-7.
[46:13]
So I just want to stress out other services that we do have, which is transportation.
[46:17]
We have senior services.
[46:18]
So if you are a senior, you live in township, not just Dalton, you can also come and get services
[46:24]
or be around other people that actually live in your township and a lot of people may
[46:29]
friends that way. So all I'm trying to do is just spread a little love a little joy and let
[46:33]
you know that you're not alone because you're not. Right now what I love about Trustee Stan Brown
[46:38]
is they do a ton of outreach. A ton of outreach, we go door to door, we talk to the residents, we check
[46:44]
on them. And the guests who leading it, the youth, the youth is the ones coming to your house.
[46:52]
They're
[46:52]
you, your family live out of state and they make sure that you get the services that you need
[46:56]
such as a full box. Some people are struggling with food. Food costs has went up and right now,
[47:01]
we're making sure that you have everything that you need. So call us. Don't sit on the numbers.
[47:07]
We give the phone numbers all the time and that number is 708-596-6040. Again at number 708-596-6040.
[47:15]
And you can reach out to the third township to get help with any of those type of resources.
[47:20]
Next I would like to talk to you about our recap video. I did a recap video just to talk about what's going on in our village from last year. So James, are you ready?
[47:31]
Okay, so this is the 2023 recap for our village. You don't see a lot of highlights from demolitions, streets, repayment, alley repayment, sidewalk repayment, you name it, we did it.
[47:42]
So stay tuned because 2024 gonna be bigger and better this just before you press play
[47:48]
It starts off with our little Charlie Brown Christmas tree and the reason why we have that is because the board of trustees
[47:53]
When I allow it to get a bigger tree
[47:55]
Right now we do have a bigger tree for this season, but I always try to start off from where we started and then what we are so press play, please
[48:09]
So this is a recap. This is our ice ring
[48:17]
We've got the largest in the state, bigger than a lot of families.
[48:21]
We call these officers, LED stoplights.
[48:25]
We may work on one way.
[48:27]
There have been a lot of folks all the afternoon.
[48:31]
And if anybody feels like we do, on one third or four,
[48:35]
they've been to your house that I took the years.
[48:38]
So we tore them down.
[48:39]
One thing, pop all the mess that's going on.
[48:42]
This thing has held us down.
[48:43]
We're to the schools, put up screens.
[48:51]
I was really really happy. It came out. They enjoyed it. It's kind of fun. As you can see, I always packed. I always packed. I became the director of large of the Black National Caucus.
[49:04]
That's another position I hope repays the alleys that you can see right what Oh, they're queen that though
[49:10]
They're not there Tiffany. This is the resident job over here that this is very very much needed over in this house
[49:19]
And they're getting their alley pay which they've been paying for the years get done
[49:23]
We had a separate event outside at the ring
[49:27]
That was really dope if you have a scene bring with us you should go by there check it out
[49:34]
and talk to those needed for community.
[49:36]
We did fly out in the basement throughout Dalton.
[49:39]
That wasn't there, I knew she'd get through needed.
[49:41]
It was a long time coming, I'm glad you went all the time.
[49:44]
I told her to do it through.
[49:46]
This is my mental health school, I did this in every school.
[49:51]
To outdoor in town, she'll be going to the schools
[49:53]
and we talk to the kids.
[49:55]
And we educate them about mental health.
[49:57]
And a lot of kids got a lot of health
[49:59]
due to the fact that they come.
[50:00]
We got seniors on there with their kids.
[50:02]
because the first ring is for the little kids,
[50:05]
they just read them five.
[50:09]
And as you can see, the fire department did a one-on-one,
[50:13]
so I'll trust and stand round out there,
[50:15]
trust the homes out there.
[50:17]
This is me walking the kids in school,
[50:19]
which is Lincoln right there.
[50:20]
I locked them over to the ring.
[50:22]
I do a lot of activities with the youth.
[50:26]
And this is like them on the ring.
[50:27]
They did a day of fun at the ring.
[50:29]
So, these are the things you may not see, but you might hear about what these things do, too.
[50:35]
We make videos just to show you that's upcoming projects we're going on.
[50:39]
These are the new firemen being torn in.
[50:43]
Our new deputy chief, our new inspector.
[50:47]
This is me and the best ever.
[50:50]
Director, Superintendent, State Correa.
[50:54]
We had an issue and our tank exploded.
[50:56]
I wore the tank, but that guy, I wore the one coming from that tank.
[51:02]
We bought back the gray, y'all gray, we went along green with all.
[51:08]
Everybody was included, as you can see, the TF had a great time.
[51:12]
We ended up, that's us at Foreign Rich High School off of Cottage Grove.
[51:18]
We do well being checked, as you can see, every single year, every single month.
[51:24]
We go just the hottest day is like a hundred degrees.
[51:27]
Everybody went door to door giving water to residents.
[51:32]
This is when we had FEMA come out for the flood,
[51:35]
but it was for the July flood.
[51:38]
This is our main pipe replacement.
[51:42]
We had it in over a century years.
[51:45]
I know y'all had them trying to sit in there.
[51:48]
Or once they go past, they'd back up.
[51:50]
You know, I don't even want to be done.
[51:51]
So we just want to show you the things we've done.
[51:57]
It's just time to fix the repairs.
[52:01]
This is our Rift and Window replacement program.
[52:05]
We gave free Rift and Windows to all our seniors and veterans.
[52:09]
It's a grant program.
[52:11]
And that was something else that, you know, trust these thoughts.
[52:16]
This is the tree.
[52:17]
Trim it throughout Dalton.
[52:20]
That was epic. This is on the west side of town. We'll trust tomorrow. We'll stay. But it's
[52:25]
really voted for stopping. But it went really, really well.
[52:31]
This is us walking against
[52:33]
cancer. Of course, out in other states, they give me good press. And this is us doing the
[52:40]
flood for the September flood, pushing people out of the water out of the flood. This is
[52:46]
friends, socials throughout the schools, this is all the things that I do as you're a super
[52:51]
mayor.
[52:55]
This is of me with them, while all your disaster, all your issues, we always call it.
[53:01]
And as you can see, public works, police, buyers, code enforcement, all hands on deck, every
[53:07]
single time.
[53:12]
And this is the ring. So then we talked to a skating rink for the summer for the kids.
[53:17]
This is me at conversation with the mayor talking about the grants, the money. That was
[53:22]
the Halloween event. That was really epic. A ton of people would utilize a melancholy
[53:27]
fitness center to see overpass. Use the guns. We removed off the streets. And this company
[53:32]
here destroyed all guns that we collect. I just want to show you that. Congratulations
[53:37]
the police department. Thank you.
[53:40]
They're giving food, give away the epic glass all the way back to this area.
[53:44]
Mayor, in your happy Thanksgiving.
[53:46]
Thank you so much, Mayor.
[53:48]
You know, I thank you a lot for what you're doing because it actually helps a lot of people.
[53:53]
I thank you, but everybody.
[53:55]
Thank you so much.
[53:59]
You're welcome.
[54:00]
You hear my words as I tell you, I leave you alone, all back.
[54:04]
But one thing I love about them is that they always come support this was a tree lighting for last year that we had in December.
[54:13]
Kind of seven came out. They were good friends. I appreciate that. As you can see got a mega tree now.
[54:19]
We had a little childy brown tree. That's what we had in this we have now.
[54:25]
And of course we always give toys to get tons and tons of toys away.
[54:32]
All you have to do is register for any events that we do have.
[54:36]
And what people loved about the toy give away is, was they chose their gifts.
[54:41]
It was like they was in a toy store, like toys on a run.
[54:49]
And the best part about it is, if you pick what they want you, instead of you just
[54:53]
Grab the thumb up in the opening and never play with these the good toys
[55:10]
This was
[55:17]
What it looked like in the gym
[55:26]
This is really really nice guy
[55:39]
Yep really nice.
[55:43]
Oh, we made this video just to show you guys what we truly do here in our vest
[55:48]
These are things that don't get
[55:51]
It's a lighter day, you could think that people try to overshadow with negativity, but our goal, our job is to show positivity.
[56:00]
And as you can see all the kids, I have a real big on the youth, I'm real big on that.
[56:05]
That's how you, what others may say, you gotta get a hold of the baby.
[56:08]
Somebody gotta care, somebody gotta love on it.
[56:13]
Look at her, they have big things to do towards.
[56:16]
They didn't even have to go shopping no more after they left me.
[56:18]
And
[56:27]
then whenever they come, they eat too. Look how I love stories.
[56:31]
So it was really nice.
[56:32]
You know everyone, I just want to say that this is such a blessing and a great experience.
[56:37]
Tiffany has blessed us in her community.
[56:39]
She has been amazing and God bless her.
[56:42]
And I just think that she's doing a wonderful job in our community.
[56:46]
I think that she's a wonderful person.
[56:49]
And everybody should pray that she stays for a long time. God bless everyone.
[56:54]
I know you used to be held up in the ball, but seeing as I was believing, of course,
[57:12]
it's a full giveaway.
[57:14]
We also get turkey pams, ham hops, green things this off.
[57:20]
Lori's a fat neighbor and things as well.
[57:22]
Say you had a whole meal.
[57:37]
She got to me, so she got to trade the baby.
[57:47]
Thank you for all the gifts that he needed for the community and how she has done it every Saturday.
[57:54]
I say it's not a long for 22 years.
[57:56]
It's only changed.
[57:57]
I don't think it's 22 years.
[57:59]
We need to support her, even the trustee.
[58:18]
That's my gift to you guys. I just want you all to see what I ask what it is. We truly do here in our village. So I thank all those that support me. I thank you for all your prayers, all your letters, your text messages. Thank you so much because I'm going to say that I'm a visible mayor. I'm always on the ground. I'm always on the floor.
[58:31]
without you guys. Sometimes people don't know how they hold on. So, uh,
[58:35]
curvature words are good for this year. It's good for the soul because at the end of the day,
[58:39]
can nobody fix it but you, you have to fix what you feel is broken. If you feel something's
[58:45]
not going right in your community, you can always reach out and we will try our best to get to whatever
[58:50]
that is and then do better. If it's something to choose upset about, just know that it did not get done
[58:55]
like this overnight and it's not going to get fixed overnight. It's going to take time to fix
[58:59]
What you guys feel is broken what I'm trying to show you is that you've been neglected for so many years that I
[59:05]
Need you to know what love feels like and look like and that's what I oppose
[59:08]
I send love and show it and I take care of the people no matter what I don't care what boys and people put out there
[59:16]
Y'all live here. They don't
[59:18]
Internet and people especially my boy means can say whatever but at the end of the day we grew here
[59:24]
They flew here and for for that saying I need you to see that my work speaks for itself
[59:29]
And then I show you video so you can see what you're on to I said it's somebody coming to tell you what we're doing
[59:35]
You can see and then you judge a person don't judge people off or hear say or what somebody say or think they're doing and don't
[59:41]
Got no facts. So what they're putting out, but it said because when you do things like that guys you you get people attacked
[59:48]
You get people doing crazy stuff and you off again
[59:52]
I am the first I'm the first female youngest mayor of Dalton and I'm also the first female
[1:00:00]
African-American, supervised, the other largest township. And I get a fact because I cannot and will not be controlled by people that thought I was young or naive and thought that they can walk over me. That is not going to happen. Up going to happen. And y'all know that. So people got to go and do a spin cycle of smear campaign because they can't beat me. Let you know they can't. So they have to go and try to defame my name by putting out mess and poison. And that's the sad thing about it when I'm the only one that's loving on you.
[1:00:29]
Yeah, I've been watching the news. I've been seeing what's been going on with
[1:00:32]
TD Jake's and all of that what he said they trying to kill me while I'm trying to help y'all
[1:00:37]
It's the same situation. They trying to damage my character when I've done nothing but for years
[1:00:43]
But love on the people and show y'all that so when y'all hear things or think of things come and get the facts
[1:00:49]
Come and get receipts before you judge because people can make videos and that's the problem
[1:00:54]
They hate but they take it no stuff, right? I make videos y'all make videos, right?
[1:00:58]
So y'all really taking a lesson from me. I know I ain't going to get my
[1:01:02]
Do for it, but I'll take it as flattery. So I appreciate it. Thank you. Next. So all I'm saying to you is like come on guys
[1:01:09]
We got to do better
[1:01:10]
We have to do better and all I can tell you that I'm an I am a fighter and y'all know that
[1:01:14]
So when you come for me no be prepared for the fight
[1:01:17]
Because at the end of the day they talked about Jesus Christ
[1:01:21]
So why don't I think y'all are not going to do me the same way?
[1:01:24]
Somebody that's healing y'all and helping y'all same thing. I'm over here doing right
[1:01:28]
Pilling and helping but yet y'all don't even see it because you so blind to to what the negative is that you don't even see the
[1:01:36]
Positivity that's before you and you've seen them are true testants. There's no test, right without a test
[1:01:43]
You got a testimony. You got to have a test
[1:01:45]
So all I'm saying is you see true people that's talking to you on the camera about never seen none like this
[1:01:51]
I ever end up saying ever you never seen a mayor you got kids and they want to be a mayor
[1:01:57]
They know who Tiffany in your name is the man in the world know who I am for that matter. Thank y'all appreciate it
[1:02:03]
Because you open the other doors to put my name on tables that you never would have thought it would have been so I appreciate it
[1:02:09]
With the same time now it's time to clear up the mess because people think that y'all gonna get away with all the defamation of carrots and all the
[1:02:16]
Negativity stuff you've seen me do none of that to any of them
[1:02:19]
None of it because I'll play like that. I'm busy. I'm too busy working
[1:02:24]
I'm too busy going to knock on doors and get money and bring back to my community.
[1:02:28]
These are facts.
[1:02:29]
These are things you can go check.
[1:02:31]
These are things that I've done and accomplished.
[1:02:34]
Y'all talk about people going out of town, but yet all the mayors before me went out of town
[1:02:39]
rallying to Hawaii.
[1:02:40]
Did y'all talk about that?
[1:02:41]
Did y'all make noise about that?
[1:02:43]
No?
[1:02:44]
Hawaii.
[1:02:46]
But that's my problem.
[1:02:48]
And when I want me to do it, everybody got a problem with it.
[1:02:50]
But when a man does it, there's no problem.
[1:02:53]
But it's the same laws. It's the same facts. It's the same salary that everybody had before me and that show you that people are really, really geared up by people salary
[1:03:03]
That's sad because I didn't know how much nobody made I ran cuz I care and I just want to fix my town
[1:03:09]
Didn't care about the salary why cuz any of y'all that know me know you know that I am a business person
[1:03:14]
Business person had everything I got before politics well up politics
[1:03:21]
everything. But thank God, God bless me put me in a place to receive and to give that
[1:03:28]
tool my community. So when we go out of state or we go out of town, we bring back money
[1:03:33]
to our community. And that's how we're able to create programs for you. And we make up
[1:03:38]
a budget instead of fighting me and talking math come help. Don't hinder help. People can
[1:03:46]
You said that out there now because it sounds good running off your tongue, but it don't mean it it starts with us
[1:03:51]
It's a shame that it's black on black crime
[1:03:54]
I'm already got a lot of racial stuff that come my way, but it's a shame when I got to fight my own people
[1:04:00]
It's like dying here every night. I got to fight to prove my love. Why?
[1:04:04]
When y'all know I care I've shown you that you've seen that y'all know this these are facts
[1:04:11]
People that don't live here don't know what goes on it don't they don't know where y'all come from or where we are
[1:04:16]
That's why you hear everybody testimony saying hey, you're the only mayor that done this. I've been beg for this for 30 years 40 years
[1:04:24]
It's how long I've been here. I've never seen anything that I've come hitting the ground running
[1:04:30]
Making sure I provide everything that you access me. You guys say you want more sidewalks done
[1:04:35]
You guys say you want street repayment at least fix tree trim. I go get it
[1:04:39]
But it's shameful that the board when you get here. They gotta shoot down
[1:04:43]
I don't get grant money and bring it back and all they have to do is vote for the money being in a resolution
[1:04:50]
We went into what we got $600,000 to build a water park right there on Greenwood Falls
[1:04:57]
While our communities they had the same thing that we all run to we all take our money out of our community
[1:05:03]
Everybody because we don't have nothing here to choose from
[1:05:06]
But I said enough of that we're gonna make something to choose from
[1:05:10]
We're gonna have restaurant room 10 sit down restaurants who don't want that you got a three-story restaurant
[1:05:16]
Again built right there off of a Lincoln and sibling come on all glass elegant stuff
[1:05:22]
Who don't want that you got your own ice-prinked steering your own basketball course your own errors
[1:05:29]
Well, you can have a family reunion or a gathering for you on your time who don't want that
[1:05:34]
People wake up you got to want more than what people tell you about me can in your ear you have to
[1:05:39]
but it starts with you. You have to make that change two day. Don't wait. Make
[1:05:45]
the change two day. So with that being said, I just want to talk to y'all about
[1:05:52]
all the things I had going on and all the things I've been doing for the
[1:05:55]
community. So I just want to leave you with that because it's mayor's report and I'm
[1:05:59]
a move forward so we can get through our agenda and our board package because we
[1:06:04]
got a lot of stuff to talk about this evening but I wanted to give you some
[1:06:07]
positivity before we start our board meeting because it always start positive but it always go left
[1:06:12]
because at the end of the day state facts don't lie up here state facts
[1:06:17]
all right next on the agenda mayor's veto
[1:06:21]
the veto is
[1:06:23]
no happy
[1:06:26]
so there's a veto for
[1:06:30]
a secret scorer meeting that the board trust he's had and they had a secret scorer meeting at
[1:06:35]
the park district. Anyone that knows how government works, you guys are a violation of
[1:06:41]
all the means act. It is more than two, three, four, you guys is considered a corn. You
[1:06:47]
cannot and should not be having secret scurramids. It's a shame that the Board of Trustees left
[1:06:52]
the board meeting that was scheduled that Monday and went to have their own look fake mayor.
[1:06:58]
I guess he won't be called mayor so bad meeting that Tuesday with the same exact agenda that
[1:07:03]
that we had on Monday, make it makes it in shawl.
[1:07:06]
You could have had of the same business here
[1:07:08]
that you wanted to go have at your fake meeting
[1:07:10]
that you should have had here
[1:07:12]
when the entire body was here.
[1:07:14]
Myself, the actual mayor,
[1:07:17]
and also the two trustees,
[1:07:18]
trustees stand around, trust the Andrew House.
[1:07:21]
The clerk even involves herself by getting in the mess
[1:07:24]
when she's supposed to be a neutral factor in it all,
[1:07:26]
for those that don't understand how the Paula tricks works.
[1:07:29]
You always stay neutral because there's no sign.
[1:07:33]
your job is to do your job, not follow nonsense. So with that dancing head, I am
[1:07:39]
V2 in their meeting for, I don't even know the date, what was the date?
[1:07:49]
Okay. So the
[1:07:51]
things that I am V2 in is the approval of an estimated levy in
[1:08:02]
or what else?
[1:08:04]
Yeah,
[1:08:05]
and I'm gonna let the attorneys find a little more, but I just know that it was the
[1:08:08]
estimated levy and she said it's one other thing. So in course I just
[1:08:11]
Society State and Open Means Act violation. That's the other thing that you're in violation
[1:08:16]
of. So I'm going to let the attorney speak to it so you can understand what's going
[1:08:19]
on.
[1:08:21]
Yes, thank you very much, Mayor. On December 5th, the Board of Trustees held a special
[1:08:26]
meeting at the Dalton Park District and at that meeting, one of the agenda items was
[1:08:31]
a motion to accept and approve the preliminary estimate of the 2023 property tax levy collected
[1:08:37]
in accordance with the Truth and Taxation Law in Illinois.
[1:08:41]
My understanding, and the mayor's understanding that when the Board of Trustees did this,
[1:08:45]
they also may have approved the actual levy, however, state law requires that there be
[1:08:52]
a 20-day gap between the approval of the estimate and the approval of the actual levy, and there
[1:08:58]
was no 20-day gap, so they couldn't have actually approved the levy on December 5th.
[1:09:04]
So the mayor is vetoing both the estimate of the approval of the estimate of levy and the
[1:09:09]
a purported alleged levy that was approved December 5 as it did not comply with the Open
[1:09:14]
Meetings Act because the Open Meetings Act, or I'm sorry, the agenda item did not
[1:09:18]
say approval of the levy. And in addition to that, it does not comply with Illinois property
[1:09:23]
tax code, specifically section 18-60, which again requires that not less than 20 days prior
[1:09:29]
to the adoption of its aggregate levy. The corporate authorities of each taxing body
[1:09:35]
should determine the amounts of money that they're estimating for the levy. So in our
[1:09:41]
in the mayor's opinion as well as in our legal opinion the action did not comply with state law.
[1:09:46]
Thank you. All right. Thank you so much. So that's for the mayor's veto. So we're going to move
[1:09:53]
forward. We do have executive session. We're going to get through everybody's reports and we'll try
[1:10:00]
to go through. Does she leave attorney?
[1:10:11]
Okay, so we have to do a close session item, but we're
[1:10:15]
going to get through the reports and then we will go to close session and come back up. So next,
[1:10:20]
we have village clerks report.
[1:10:26]
All right. No report. No, why not? Been all for a long time. All right,
[1:10:32]
next. Village administrator report.
[1:10:36]
Good evening, Marin. Happy New Year to everyone. I just like to
[1:10:40]
start by saying I think that everyone did a great job last year and I want to thank all
[1:10:45]
of our staff in the mayor's office for making sure that we are able to do our job and have
[1:10:50]
the proper tools and resources that we need to do it. I think you're doing an honorable job and I
[1:10:54]
think everyone up here appreciates everything that you do so thank you for your time. Thank you for
[1:10:58]
your consideration and thank you for supporting us.
[1:11:03]
My report is brief today. I just want to make sure
[1:11:06]
that number one everyone knows that snow is coming. So I'll leave public works to give you
[1:11:11]
guys the details, but make sure that you pay attention to the snow routes. And also, if something
[1:11:15]
happens or you if you see something, say something, you know, roads can be slick, there are a ton
[1:11:21]
of things that can happen when you have inclement of weather. I just want everybody to be prepared
[1:11:26]
so that they know, hey, listen, the wind is coming. It comes every year, just make sure that we're
[1:11:30]
prepared. And then we'll have some discussion later on from the engineer about
[1:11:35]
of coming streets and alley projects and some other things.
[1:11:38]
So I want everybody to have a happy new year.
[1:11:41]
Be safe and make sure you pay attention
[1:11:43]
as the implement weather comes in.
[1:11:44]
Thank you Mayor, I appreciate you.
[1:11:46]
Next we have Engineers Report.
[1:11:56]
Thank you this evening Mayor,
[1:11:58]
Madam Clerk, trustees, department heads
[1:12:01]
and residents village of Dalton.
[1:12:03]
Happy new year to everyone.
[1:12:06]
In 2024 we will be having new infrastructure projects.
[1:12:11]
These projects will be funded through the Motorview Tax Funding and also the Rebuild Illinois Funding.
[1:12:19]
We'll be doing street resurfacing, Allian improvements, and sidewalk replacement.
[1:12:25]
The village did receive a $1.8 million grant through CMAP.
[1:12:31]
That is to redo 154th Street from Doorchester to Dr. Martin Luther King Jr. Drive.
[1:12:37]
The other project will be completing the 16-inch water main replacement project that's right behind
[1:12:46]
Old Village Hall. Also, the village will be in receipt of a $200,000 grant from DCEO for higher
[1:12:54]
fire hydrant and valve replacement. So, I'll be working with the fire chief and public works. They
[1:12:59]
will be identifying those hydrants and valves that are to be replaced this year. That concludes my
[1:13:06]
report this evening and I will entertain any questions that the Mayor
[1:13:11]
Board may have. All right I just want to say thank you so much for your support
[1:13:15]
and thank you for always making sure we go bring money back to our community.
[1:13:20]
So I appreciate you. Thank you. You're welcome. Next we have department head is
[1:13:24]
police chief Lycy.
[1:13:31]
Thank you Madam Mayor and I want to say happy new year to
[1:13:33]
everybody. Hopefully it will be a safe one because that's our direction. Moving
[1:13:39]
Moving forward, the Dalton Police Department responded to 2,247 calls for service who also wrote 634 parking citations within the village.
[1:13:51]
State citations were 170, red light violations were 4,418.
[1:13:58]
Major crimes are down in the village of Dalton.
[1:14:01]
I would like to thank the public for heating to not leaving their vehicle running because that was in fact a big factor.
[1:14:08]
people want their vehicle to be warm when they get in it, but they leave the keys in it. So, which means guess what crime of opportunity they take the car. So, thank you for listening village of Dalton to that message also mayor.
[1:14:21]
I'd like to say which direction of police department is going in we were currently on 12 hour shifts, which which actually what that was doing was we've been on for like two and a half years maybe more.
[1:14:32]
And it would actually burn off throughout not to mention the fact it was costly.
[1:14:37]
starting this new year, which was Monday, we went back to 8.5 hour shifts, which gives
[1:14:42]
the officer a break into resting and just recouping their body because it's hard out there
[1:14:48]
as far as when they're jumping in and out of that car and the cause that they're responding
[1:14:51]
to.
[1:14:52]
So we went back to 8.5 hour shift.
[1:14:54]
We're also with our traffic unit this year, we are going to be utilizing a grant which
[1:14:59]
just
[1:15:00]
From I dot, and what that grant is, is when the officer gets out there, for four hours, for our grant, we are reimbursed. The bill is reimbursed, which means we recouped that money, whatever it's ever spent when the officers are out there enforcing traffic. The other thing I'd like to say is, and Mary, you touched on it as far as it were. Thank you, because guess what? We have had little to no accidents at that location since it's been made a one way. So thank you. So moving forward, I just want to give kudos to
[1:15:29]
to Stu, Devante Stort, and Chief McCain,
[1:15:33]
because we have made become a dynamic team
[1:15:36]
in getting things done.
[1:15:37]
So I'd like to thank you guys for being there,
[1:15:40]
whenever I need you, and we're gonna look forward
[1:15:42]
to moving forward in this coming year.
[1:15:45]
That ends my report, Mayor.
[1:15:47]
Thank you, thank you.
[1:15:48]
Next, we have fire, Chief McKay.
[1:15:53]
Thank you, Mayor, good evening to you.
[1:15:55]
Chief Lacey, thank you for the nice words.
[1:15:58]
It is a pleasure working with everyone in public safety.
[1:16:01]
as well as all of the department heads here in the administration and I appreciate everybody and
[1:16:06]
Happy New Year's and to the clerk's office
[1:16:08]
trustee's all the department heads and to all the residents of Dalton happy new year
[1:16:13]
2023 the fire department had a total of 5,616 emergency responses
[1:16:20]
1,890 of those were fire-related motor vehicle accidents and 3,726 were emergency medical incidents
[1:16:28]
Again, for the grant total 2023, 5,616 runs.
[1:16:33]
Training objectives, the members of the Dalton Fire Department have conducted thousands
[1:16:38]
of hours of training, totally not only on duty training, which they do daily and outside
[1:16:44]
classes.
[1:16:45]
And those classes consist of fire behavior, fire science classes, fire officer development,
[1:16:51]
building construction, safety, water training, technical rescue training.
[1:16:56]
We have six members that are part of a car team which is not only in our Mavis division, but they could be deployed throughout the state
[1:17:02]
So I'm very part of that where we have six members a part of that team. I have here's materials, emergency medical training as well as
[1:17:10]
All the other incidents that anyone in this community they call 911. We're here to respond to take care of your residents
[1:17:16]
And of course to the firefighters going out in the community and performing pub ed
[1:17:21]
They're going to go to all the pub events at schools or reaching out to the community, and it's very important that they're touching the youth to keep the village safe from fire.
[1:17:30]
So I'm very proud of those guys, and again, I thank you for the opportunity to serve the village and have a complete my report.
[1:17:37]
Thank you so much.
[1:17:39]
Next we have public works.
[1:17:40]
Thank you, Mayor Hanger.
[1:17:42]
Good evening residents and board members.

[1:18:04]
and 16 blocks were pot hole patched.
[1:18:08]
As winter weather approaches please be on the lookout for water pooling from the ground
[1:18:13]
and or IC services, which is a good indication of a water leak. If that is the case, please contact the public works department at 708-201-3280.
[1:18:24]
That is between the hours of 7 and 330 regular hours. And for after hours, you can contact this batch if it's late at night.
[1:18:32]
You can contact us at 708-201-3240.
[1:18:37]
I would like to send a special heart-warmed thank you to the men and women of the public
[1:18:42]
works department who are constantly being called out to fight our water man repairs.
[1:18:48]
I know sometimes they get a little hectic and people get tired of the pressure going
[1:18:53]
up and down and things like that, but the men and women, they come out in the middle of
[1:18:57]
the night no matter the temperature or the weather to make these repairs, which is also a very
[1:19:01]
dangerous job.
[1:19:02]
So I would like to send a special thank you to the men and women of the department who
[1:19:06]
helps keep us with services. Mayor that concludes my report. All right. Thank you. Next we have water miss. I need
[1:19:13]
a good evening mayor, board, staff and residents. I would like to start off by wishing everybody a happy and
[1:19:18]
prospering new year. Water Department has been continuing sending out water shut off notice.
[1:19:24]
Peppin plans are still available with the first installment of 50% down. Please contact Dorn Township for
[1:19:30]
a system with your water bill.
[1:19:32]
CEDA is no longer helping with water bills.
[1:19:34]
If you have any questions or concern about your water bill,
[1:19:37]
please contact me one either during
[1:19:39]
at 708-201-3273 or at 708-201-2977.
[1:19:47]
Also, the Water Department of Payment Center
[1:19:49]
is open on Mondays from 9 a.m. to 7 p.m.
[1:19:52]

[1:19:55]

[1:21:24]

[1:21:25]
Right.
[1:21:25]
Thank you so much.
[1:21:26]
Next, we're going to go to closed session so we can get the pay to turn it out.
[1:21:31]
So is there a motion to go to closed session?

[1:21:51]
There's been a motion at second.
[1:21:52]
We probably are.
[1:21:53]

[1:21:54]
I'd like to move the executive session to the end of the meeting for the sake of the residence
[1:21:58]
time is getting darker early.
[1:22:00]
If we can get her off our payroll because I did it last time, she had to sit through an entire meeting, but she's still on the clock.
[1:22:13]
Well, it's trusty, Belcher mentioned last time, maybe it'll be more cost-efficient if we ask that the attorneys come a little bit later, since we know that we probably won't start to seven.
[1:22:22]
And then we're going to do this for an hour before we get to executive session, so that's already eight o'clock.
[1:22:26]
So well it's a motion in the second on the floor to go to close that should you guys I want to go in the next

[1:23:12]
I wish we could do it up in front of you, but we are going to close session and we'll be right back upstairs. Thank you so much
[1:49:15]
All right, we're back. It's like 10 minutes. All right, is there a motion to resume the regular schedule for a meeting, the second.
[1:49:26]
It's the motion. Second, please follow up.

[1:49:50]
All right. We're going to have the attorney read it's a record. The motion and someone just motion and seconded. All right. Go here. Okay. The motion that the we're asking for from the board is a motion to give settlement authority to the attorneys as discussed in closed session.
[1:50:09]

[1:50:34]
Next, we have corporate bills.
[1:50:36]
Trustee Stan Brown.
[1:50:37]
Okay,
[1:50:40]
the
[1:50:46]
Toronto warden list, but November the 30th, 2023, corporate payment registered,
[1:50:54]
363,675, water fund registered.
[1:51:00]
685,903,14, American Rescue Plan registered, 32,713,020, but total corporate payments,
[1:51:11]
but $1 million in $82,292 dollars and 49 cents.
[1:51:20]
Is that your motion to pay the bills?
[1:51:23]
All right, is there a second?
[1:51:24]
Second.
[1:51:25]
Man, motion and second, any discussion?
[1:51:28]
Call around.
[1:51:29]
I have a comment on this one.
[1:51:31]
All right, go ahead.
[1:51:32]
I do have some amendments.
[1:51:33]
I want to suggest there are items on here that,
[1:51:35]
and this is the credit card warrant list.
[1:51:37]
As a poor member, I have not seen the credit card statements since May.
[1:51:41]
I have not had access to receipts on any of these, so there are some items on here that I would like to amend if this motion is on success.
[1:51:51]
Thank you.
[1:51:57]
Did you make the motion that you want to charge?
[1:52:01]
Well, there was a current motion on the way you see it as if, should I amend it now?
[1:52:05]
You want to amend a motion?
[1:52:07]
You want to change the correct, are you trying to make a superseding motion?
[1:52:11]
If I can do that, I will fight to yes.
[1:52:13]
Well, I just I procedurally so that that's you're trying to do so you're trying to do a motion over the current motion. That's pending.
[1:52:21]
Sure. Yes. Let's do that.
[1:52:23]
Okay.
[1:52:26]
Okay.
[1:52:27]
Go ahead. Make your motion. Okay.
[1:52:30]
I would like to make a superseding motion.
[1:52:32]
I'm going to write that down.
[1:52:34]
I would like to make a superseding motion for the bills as read amending and removing the following items on page two.
[1:52:41]
a really owes pizza $131.63, page two, Best Western Plus $318.14, page two,
[1:52:53]
Chicago Midway Airport $200, page three, Cooper's Hawk Winery $557.68, page
[1:53:00]
three, Dollar Tree $145.32, page three, Food for Less $107.99, page six,
[1:53:08]
I read jerk hunt $1356.22, page 6, Italian Fiesta $113.59, page 6, JJ Fish and Chicken $68, page 7,
[1:53:21]
Johnny T's Beastro in Blues $90,000, I'm sorry, $90.30, page 7, Kirk's Barbecue $676, page 8
[1:53:33]
Park, Belly, Sandwich Shop, $126.57, page 8, ruby soulful, $674, page 9, Sophia, to
[1:53:43]
Molly's and Corn, $2,400, even, and page 9, the Tasty Crab, $458.79. My motion will be
[1:53:52]
that we pay the bills as red, removing the item's state.
[1:53:55]
All right. Is that a second? Second. Okay. That's been a motion in second. Any discussion?
[1:54:00]
question. All right. So I have a question. So the problem I have with you guys comments
[1:54:07]
aboard meetings and acting as though I don't get things I don't appreciate. I think this
[1:54:12]
year you should tell the truth that you guys don't do your job. And if you need information,
[1:54:17]
you should ask for information that you feel you need. Don't get to a board meeting and put
[1:54:22]
on a show. How are you going to trust the house when you don't even know where to start?
[1:54:27]
You have to leave stop leading blind. You're leading them blind and y'all following him
[1:54:32]
That's the sad part about prime example. This is a what's
[1:54:37]
Electric warrant list. That means they did what's already spending so how dare you get here and showboat for the people out there
[1:54:45]
In the audience you already know what it is
[1:54:47]
So why we sit here playing this game wasting time saying I'm gonna take this out that out
[1:54:53]
This already been paid. Come on now stop playing. This is 2024. Let's move forward. Let's handle the business
[1:54:59]
Stop letting the business handle y'all because y'all keep coming playing games. I'm just over it
[1:55:04]
Like come on. Let's focus on the business move forward and if anybody know what our authorities are up here
[1:55:11]
Which let me remind you if my thought is $5,000. Y'all pulling out $200. $100. Stop it. If it hits the thought is $20,000
[1:55:19]
let's stop it. That's what I'm saying. It's a show. Stop sending the people off. Let's move forward
[1:55:27]
with the business. It's a electric warrant list. That means it has been paid. But go ahead
[1:55:34]
for the optics. If y'all want to do that, uh, Colorado, clerk, Mayor, you asked for discussion
[1:55:39]
there. I was trying to speak and you start talking so can I? No, I didn't start talking. I didn't hear
[1:55:44]
you say anything. But if you want to say something, it's just asked to be recognized again.
[1:55:47]
We're gonna be going to run this is the way supposed to let's let's be respectful follow robber who's a order
[1:55:52]
But go ahead since we got something to say now. I do have something to say. It's an electronic warrantless
[1:56:00]
Electronic also you keep and you made it very clear that these have been paid
[1:56:05]
Last meeting which I said and the finance director wasn't here at that time, but I'm so glad she's here now
[1:56:11]
She stated that we didn't have a credit card anymore
[1:56:15]
because she said the trustees cut it off the show okay so if we don't have I
[1:56:22]
requested an email could we get the final statement because if we had to
[1:56:26]
receive the credit card since May of 2023 and she stated that we cut it all no
[1:56:32]
documentation has shown that has been cut off so what card are they using outside
[1:56:38]
of ACH debits okay before you start here I'm gonna give you the floor let's
[1:56:42]
clear some things up. You guys did cut it off when you guys are on unexplained so you know you guys
[1:56:48]
had control of the bank account that trusty house did illegally and clerk key went illegally and
[1:56:55]
hijacked the bank account for entire year. You know like I know anybody understand money know that you
[1:57:01]
cannot see anybody's information with someone else's on the bank account. That's what I'm speaking of.
[1:57:08]
You're going to let me finish.
[1:57:10]
Oh, yeah.
[1:57:10]
As I said, we have to be respectful.
[1:57:11]
You say you owe stuff.
[1:57:12]
I be quiet.
[1:57:13]
You got to be quiet when I talk.
[1:57:14]
So what I'm saying is that if you guys have done that, which I'll do, that's trustees,
[1:57:19]
no one up here could see anything that y'all was doing for an entire year.
[1:57:24]
We didn't have access to anything because Jason House was on the bank account.
[1:57:28]
And so I was out of thinking the mayor wasn't on it.
[1:57:31]
So we couldn't call, check it, check in, see what was going on because you guys was holders
[1:57:37]
on the account.
[1:57:38]
So that's number one number two. I'm a let her respond to your question because you get here to board meeting
[1:57:43]
And you don't pick up the phone call my phone
[1:57:45]
Hopefully you'll do that this year since you said you want change and you want us to work together
[1:57:50]
It has to start by starting trust about you can't see and say that out your mouth and then don't do it
[1:57:55]
So we want to see what happened because you could have called if you had questions instead of coming put on the science show
[1:58:01]
We just did for an entire year. Y'all should be tired of it
[1:58:04]
Y'all should be ready to actually do some progress in the village besides see here, and we are going over
[1:58:09]
Hornlets come on now people do working our village. They should be paid for the work they have done
[1:58:14]
But yeah, y'all hold a progress hold a people hostage picking the chosen who y'all want to pay
[1:58:19]
That's not right. That's discriminatory
[1:58:21]
You guys are discriminating against people because what they didn't get y'all money for y'all these tools
[1:58:25]
Like why do y'all pull people out of this trustee house y'all need to stop with the mess
[1:58:30]
Go ahead
[1:58:31]
finance the record. Good evening. Our bank accounts do not have a debit card to be clear. The credit
[1:58:38]
cards are issued by the bank. The last card was cancelled or suspended in June by whoever had
[1:58:44]
administrative rights over that account, which is not anyone sitting up here. Thank you. That's
[1:58:49]
sad. So the last statement that you received was in June for that account. Okay. The last statement we
[1:58:57]
received was in May. I said it and I was very clear when I said it. I said in
[1:59:03]
communication because you just stated be respectful to people. Not not your
[1:59:08]
change any comes off into the mayor be respectful but Janice Johnson had access
[1:59:14]
to the council for mayor for you to sit there and say only the clerk and Jason
[1:59:18]
House that's an absolute lie because she cussed the check so I'm sure she wasn't
[1:59:22]
kind of checked blindly. Also, we have stuff on this list from June. She makes the decisions
[1:59:29]
where checks go out, which I'll tell her to hold and not hold. So that means she had
[1:59:34]
access because we had emails from the bank that showed the people that had access and control
[1:59:40]
because at some point you guys stopped letting the clerk and Jason House even see what was in
[1:59:46]
account and they had to send the information via email. So don't get up here and say nobody
[1:59:52]
had access to the account because Janice Johnson and I'm sure the finance
[1:59:56]
director's engineer had access. Nevertheless,
[2:00:00]
I just want to be very clear because I requested if you're saying that it was counsel, show us the
[2:00:07]
June statement that was counsel because for at some point or some shape form of fashion when you
[2:00:13]
did get back on the bank account and the clerk was on the account at the time, the last statement
[2:00:18]
started showing the American express card that's been used through the police department.
[2:00:28]
When
[2:00:29]
originally had $3,000 here, $3,000 there that we were seeing
[2:00:34]
and so we were moved from my viewpoint.
[2:00:37]
Now it's 37,000, 50,000, 28,000.
[2:00:41]
So that means that all of the transactions
[2:00:43]
that was on the fifth third account
[2:00:45]
have now been used through the American Express Card.
[2:00:49]
I don't care if it's fifth third American Express,
[2:00:51]
US Bank, we're entitled to it.
[2:00:53]
So please just give us access to either accounts payable again
[2:00:57]
on my viewpoint or the credit card so we don't have to sit here we can see what you
[2:01:01]
spent it on and move forward I see something on here that trusty house took off which I
[2:01:06]
would have been like oh I think I know what that is from the way that it's line item but I'm
[2:01:10]
not going to sit here and find a battle that I don't have a receipt for. So just be fair.
[2:01:18]
Jenis had access to CV account to print out bank balances which we had to do based on a court order
[2:01:25]
Yeah, that's why we provided bank balances that was by court or right, but the mayor just said that nobody had access to it and
[2:01:32]
Minnest rate of access was only by the two people who were over the account
[2:01:36]
Which they were the only ones who could add or cancel any card on the account that was not something Janice could do
[2:01:42]
Can't do not have that access correct any check that Janice cut has to be signed by those two people who had an administrative
[2:01:49]
Access Janice could not issue a check without those signatures first preach
[2:01:55]
No, you got trusty house or clerk key, they either want to y'all cut off the credit card. No. Okay. Thank you from the
[2:02:03]
Please for the email to the board of trustees tonight
[2:02:08]
I've been waiting on a whole lot of stuff. Okay, so
[2:02:11]
I have a comment mayor. Okay, go ahead
[2:02:15]
Um
[2:02:16]
When we're talking about access to the bank and the information myself and clerk key
[2:02:21]
The checks were printed by the finance department,
[2:02:25]
checks were presented to myself and the clerk,
[2:02:28]
we would sign the checks assuming they were approved
[2:02:31]
on the warrant list.
[2:02:33]
Once the checks were signed,
[2:02:35]
they were handed immediately back to the finance department.
[2:02:39]
Now what happened with the checks beyond that point
[2:02:42]
was beyond clerk key and myself's knowledge.
[2:02:46]
Some checks were released,
[2:02:47]
am I understanding some checks were not released?
[2:02:49]
but that's passed the point of our role in that process.
[2:02:55]
Secondly, when we're talking about the credit card,
[2:02:58]
I made no request to cancel the credit card.
[2:03:01]
I would have liked to, I'll be honest, which I would like to,
[2:03:04]
but I made no changes that everything was scrutinized
[2:03:07]
through the court if there was something improperly done,
[2:03:10]
the court would say so.
[2:03:12]
So there was no changes, and then additionally,
[2:03:15]
when we're talking about credit card charges
[2:03:17]
is in order to make a charge on the credit card,
[2:03:20]
you have to have the credit card in your hand.
[2:03:23]
So every item that we're talking about being charged
[2:03:26]
had nothing to do with myself,
[2:03:28]
had nothing to do with clerk key.
[2:03:30]
It had to do with the card holder
[2:03:31]
and the person that had the card in their hand.
[2:03:34]
I didn't go, I didn't take any trips.
[2:03:36]
I didn't fly anywhere.
[2:03:38]
I didn't do anything that benefited Jason House
[2:03:41]
or anybody else in proper.
[2:03:43]
Every charge we're talking about was done by the card holder
[2:03:46]
And so whoever authorized that, that's their responsibility.
[2:03:51]
As Trustee Belcher mentioned, all we're really asking for
[2:03:55]
is the documentation and the proof.
[2:03:58]
Personally, I would say ask that it be put on the website,
[2:04:01]
so that way it's transparent because we spend a lot of time
[2:04:05]
in this meeting saying, I've sent that, I didn't send it.
[2:04:08]
At this point, please, anything sent to me,
[2:04:10]
you put it on the website.
[2:04:11]
I'll get it from myself.
[2:04:12]
Thank you.
[2:04:18]
So you keep saying a ledge that's not a true statement allegedly use it the right way
[2:04:25]
because when they give you the check it's the items you voted on trustee house.
[2:04:30]
And for the record it's many a time this body this board have voted for you guys to sign checks
[2:04:36]
and you refuse to sign the checks at all.
[2:04:39]
So when you stay facts state the truth state facts that make sense. You're making up things that sound good for you or what you feel that you want doing or whatever with a credit card stop. It's all like a spin cycle.
[2:04:53]
That's all y'all do y'all get up here. We put on the show for the outside world. But yet if you guys want any information. I'm going to say this and I'm sitting again.
[2:05:03]
All y'all have to do is ask all y'all gotta do is call me. I tell all y'all that don't none of y'all call me
[2:05:08]
Cuz y'all too busy fighting y'all too busy doing a smear campaign
[2:05:11]
And all y'all do is call if y'all want any any type of information any
[2:05:15]
But no one calls my phone we get to a board meeting and we sit here for hours
[2:05:20]
Want back and forth over you said this we doing this this was going on this person got caught like come on stop
[2:05:26]
It's kiddie stuff. It's like I'm over it like stop let's move forward and all I was stating is y'all making a show
[2:05:33]
about something that's already approved,
[2:05:35]
and you pull it out, that's already approved.
[2:05:38]
It don't make sense.
[2:05:39]
It's for what I think to top up a video, what it's for?
[2:05:44]
Because it ain't the truth.
[2:05:46]
I just wish I'll just focus on the truth.
[2:05:48]
That's all I want.
[2:05:49]
So we're gonna move forward.
[2:05:50]
We'll be here all night.
[2:05:51]
We on an electric one with a little guy.
[2:05:52]
Yeah, we recognize.
[2:05:54]
Okay, one second.
[2:05:55]
We still got AP one, listen, three other items.
[2:05:57]
So go ahead.
[2:06:00]
Mayor, we in spirit of working together because it is 2024 and we are just that up here
[2:06:05]
and stated that our whole goal is to work together for the betterment of the community.
[2:06:11]
When you see here and you say we don't want to go back and forth, we do not want to go
[2:06:20]
back and forth.
[2:06:21]
But then you all say out of your mouths, we have credit card statements that we don't have.
[2:06:27]
They're missing.
[2:06:27]
They're clearly missing if we do not have them if they were not emailed to us if they were not sent to us
[2:06:33]
And as we all know my viewpoint access our access has been denied restricted should I say so yes
[2:06:40]
We can't access it, but we cannot look up receipts. I remember as a trustee you said in that very seat
[2:06:47]
And you stated to the mayor at the time that you would not blindly vote on deals or
[2:06:53]
or options that you've met on things I would purchase
[2:06:58]
that you cannot present receipt or evidence for.
[2:07:02]
You stated that out of your mouth as a trustee.
[2:07:05]
So it baffles me that we sit up here
[2:07:07]
and now that you're the mayor,
[2:07:08]
when the very trustees are asking for this information,
[2:07:13]
you're stating in that term,
[2:07:14]
oh, well, we've sent it to you,
[2:07:16]
knowing that you all didn't.
[2:07:17]
We're not asking for anything
[2:07:18]
that you did not for as a trustee.
[2:07:21]
Let's first make that clear.
[2:07:22]
We're also missing financial statements.
[2:07:25]
We haven't received financial statements in months.
[2:07:27]
How is it that as a board, we're over the finances.
[2:07:31]
That's the trustee's job.
[2:07:32]
We keep hearing, oh, we'll no one's doing their job.
[2:07:35]
No one's doing their job.
[2:07:36]
This is our job.
[2:07:37]
We are here for checks and balances,
[2:07:40]
whether you all like it or not.
[2:07:42]
So we request the information,
[2:07:43]
it should be provided to us.
[2:07:45]
But yet, we sit here and then we have invoices.
[2:07:48]
We have emails every day.
[2:07:56]
I have a payment for work that I'm done. I'm going to take out the invoice number for their privacy where villager don't purchase they purchase lights.
[2:08:06]
The board approved the lights in June. Here it is. We're in January of the following year. They haven't received payment.
[2:08:14]
here's another email please see email below from the
[2:08:18]
vindicating and indicating that he has not received payment or
[2:08:21]
communication on this bill payment invoice then he have all of
[2:08:25]
these invoices this object was approved by the board and set
[2:08:29]
temper and were steady waited for payments hold on there's one more
[2:08:36]
are you done no there's one more okay let me go Katie here we are
[2:08:42]
9-11 from this vendor we call Keith and 12 he said that the
[2:08:46]
check with mail. We spoke to Janice. They said that the check was mail. The email was sent.
[2:08:50]
Several calls to the villages, which were all on answer. Then we sent emails to the following
[2:08:55]
trustees, Jason House, Brittany Norwood, Kiana Belcher. So when we're receiving these
[2:09:00]
invoices, and when we're questioning these things, we're not doing it to go back and forth.
[2:09:05]
There has to be some type of transparency. We will not be able to work for it as a village.
[2:09:10]
If we don't have transparency, and that's all we're asking for, if you don't want to email us
[2:09:15]
that we see to provide us with the receipts.
[2:09:17]
Make it easy.
[2:09:18]
Provide us backward access with my viewpoint
[2:09:21]
so that we're not back and forth.
[2:09:23]
But I just want to state for the record that is unfair
[2:09:26]
that as the mayor, you don't see fit
[2:09:28]
for us to receive this information.
[2:09:31]
But as Trustee, this is a very thing
[2:09:32]
that you were fighting for.
[2:09:34]
Transparency, thank you, Mayor.
[2:09:36]
For the record, Trustee, you guys get everything that we have.
[2:09:40]
We send an email, you get the financial reports,
[2:09:43]
where you get everything and I've shown that in videos.
[2:09:46]
Now you want me to go do some more work
[2:09:48]
and show you again that you get what we tell you
[2:09:51]
you should have.
[2:09:52]
Now, as relates to transparency,
[2:09:55]
we have been nothing but transparent here
[2:09:57]
at the village of Dalton.
[2:09:58]
You guys can do spend cycles,
[2:10:00]
scare tactics, tell people that we not when we are.
[2:10:03]
At the end of the day, I keep stating this.
[2:10:05]
If it's something that you don't feel comfortable with
[2:10:07]
when you come to this meeting, you have literally 48 hours
[2:10:10]
So make sure you reach out, ask questions, bring up a invoice, talk about it or see whatever
[2:10:15]
it is.
[2:10:16]
But y'all all choose not to because this is your only time to get on a platform and talk
[2:10:21]
or say whatever you want to say.
[2:10:23]
When y'all really, if you're going to be a daughter about it, call somebody, follow, ask
[2:10:26]
the question.
[2:10:27]
But y'all don't.
[2:10:28]
So now when y'all get up here, you point the finger, this person ain't doing this, this person
[2:10:32]
ain't doing that.
[2:10:33]
Well, all y'all have to do it.
[2:10:34]
It's pick up a phone, call, get your questions answered.
[2:10:37]
or you have everything that you need.
[2:10:39]
But yeah, we gotta sit here and throw tantrums
[2:10:42]
and go back and forth with one another about what you say,
[2:10:45]
you did, you didn't get all of that, like, come on.
[2:10:48]
Like I said, y'all should be tired of it.
[2:10:50]
Y'all can't keep coming up here, making the same excuses
[2:10:53]
when y'all not doing y'all job.
[2:10:55]
That's really what it boils down to.
[2:10:57]
It's a y'all do y'all job, y'all can stop with the mess.
[2:11:00]
Miss me with all that in 2024
[2:11:01]
because we here to do the business.
[2:11:03]
So with that being said, call the road,
[2:11:05]
car key. Let's move on. We got another one, Liz. Please, is this vote for with amendments?
[2:11:10]
Yes, it is. Okay. Thank you. Trustee Noah Wood. Aye. Trustee Stan Brown. No. Trustee
[2:11:19]
Tammy Brown. Trustee House. Aye. Trustee Holmes. No. Trustee Boucher. Aye. Okay. Moving on.
[2:11:27]
Like that was pointless. That was just done. So now moving on. AP one, Liz. Trustee Stan
[2:11:33]

[2:12:35]
All right, that's your motion.
[2:12:37]
It's a motion to accept these bills as red.
[2:12:39]
All right, the second?
[2:12:40]
Sure.
[2:12:41]
The motion, second, any discussion?
[2:12:43]
Yes, Mayor.
[2:12:44]
I also have a superseding motion.
[2:12:47]
All right.
[2:12:48]
For this, let's say, well.
[2:12:50]
Okay.
[2:12:51]
Like to request the bills as red with the following items removed.
[2:12:56]
page 9 existing concrete, $14,000, $123,000, page 10, $5,000, $62,375, page 12, John's Pro
[2:13:06]

[2:13:31]
My motion is to approve the bills with the amendment stated.
[2:13:35]
All right.
[2:13:36]
Is there a second?
[2:13:37]
Second.
[2:13:38]
The motion is second.
[2:13:39]
Any discussion?
[2:13:41]
No.
[2:13:42]
I have one comment or question.
[2:13:44]
For the bills that are approved on this list, will those checks be released this week?
[2:13:52]
Every time you guys approve bills, we do release the checks.
[2:13:56]
And I'm asking that specifically, as Trustee Norwood mentioned,
[2:14:01]
and there are off-sense as you asked.
[2:14:03]
I've sent several emails about vendors who have asked for payment
[2:14:08]
for things that were approved, be more specific,
[2:14:11]
third millennium and associates, and the email on December 1st,
[2:14:14]
they indicated $17,000, which was approved in August.
[2:14:18]
Pyritec, 32,500, email sent on December 19th.
[2:14:22]
They were approved in August, LED lighting.
[2:14:24]
That's the stop signs, the fashion stop signs,
[2:14:27]
look really good.
[2:14:28]
17,999,80 cents.
[2:14:30]
That was emailed on 12,19, asking for status.
[2:14:34]
That was approved in April.
[2:14:36]
Mako, $20,000.
[2:14:38]
That was emailed on December 11th.
[2:14:40]
That's for payment of multiple invoices
[2:14:43]
and D's construction, $370,620.64.
[2:14:48]
Again, I will email without a response on December 15th.
[2:14:51]
That was approved in July.
[2:14:53]
That's the reason for my question,
[2:14:54]
is if I was just to confirm I have your word on record.
[2:14:57]
So, that's my statement.
[2:14:59]
Thank you.
[2:15:00]
Okay. So why do you guys keep taking things out of the warn list that the people need? Why should I take out the concrete company? Why y'all keep taking stuff out that matters to the residents? Help me understand that trustee. How's why did you take that out? So the items that I take out. No, no, I'm about that one item right there. Concrete. Why why did you take that out? How do public works keep going? If y'all take out people that supply us with things for water main breaks,
[2:15:29]
because we had a whole issue when y'all did the same dance or show when it was Thanksgiving.
[2:15:35]
And we didn't have any cold patch.
[2:15:36]
We didn't have nothing because you guys took it out of the warn list.
[2:15:40]
So how do you provide for the residents when y'all played his game?
[2:15:44]
Would you like me to respond?
[2:15:45]
You should respond.
[2:15:46]
Okay.
[2:15:47]
My statements have been the same for last four months.
[2:15:49]
We have bills that are piling up that are way past due.
[2:15:52]
We cannot afford them.
[2:15:54]
And yet we can see you to go out and get new bills and accumulate new things
[2:15:58]
Without following the budget without a plan just really nearly hey go over here you get
[2:16:04]
You get a plane ticket you get some restaurant food. So after after at the end of the day
[2:16:09]
We have to pay all of our back stuff public works again as public works been paying jet for their back pay for four years
[2:16:15]
Now we're past due that's a lawsuit that they can file at any given moment
[2:16:21]
We also have other unions that are four years past new we have tons of bills way past due in addition to the bills
[2:16:27]
that I just read into record that need to be taken care of.
[2:16:31]
So if those bills get taken care of first, pay your old bills first,
[2:16:34]
then we'll look at the new bills. That's my stance.
[2:16:37]
Okay, so that's excuses because at the end of the day,
[2:16:40]
we still got to provide the service of the resident.
[2:16:42]
We got to love your thought or how you feel about things and how
[2:16:46]
it's ran. Our job is still make do with what we have.
[2:16:50]
So right now, if we have to order concrete or need a, like I just said,
[2:16:54]
a water main fix, a whole patch. It's people that call us every day about things like that.
[2:17:01]
But you guys sit here and play this silly game and not take care of the people. Your job is
[2:17:06]
to provide for the residents. Yeah, you guys won't even pass a tax levy. You guys won't even pass a
[2:17:12]
budget. All these things warranted the things that you're asking to be paid, such as union negotiation,
[2:17:18]
contract and you just stated for the record you been here what six years
[2:17:23]
now so four years ago you just stated right four years ago you was the same
[2:17:26]
trustee sitting there right so these are the same problems y'all had four
[2:17:29]
years ago all we're doing is trying to clean up what has been broken for so long
[2:17:35]
and if you guys will just work with me and stop fighting on every little thing we
[2:17:39]
will be a whole lot further as a community it's no unity here all you guys
[2:17:44]
is create chaos, chaos agents. That's all y'all do is go and create mess. But with no solution.
[2:17:51]
Name one thing y'all have came up. We are done in this community. Nothing. All y'all do is say
[2:17:57]
point finger. Oh, she doing this. Oh, he doing that. But y'all ain't did nothing for other people.
[2:18:01]
Set prime example. We are going to try over concrete concrete that way within our purchasing power.
[2:18:08]
If our purchasing power is $20,000, we put it on that 2B transparent for the record.
[2:18:13]
Because y'all keep want to use that word, but all I'm asking you guys is do what's right stop picking and choosing
[2:18:19]
People to not pay if they did the work pay them
[2:18:22]
What is the issue pay them y'all voted last time to pay well or not y'all
[2:18:27]
That's when Tammy Brown flipped on y'all voted to pay everybody including her friends
[2:18:30]
But yet you and the clerk chose nothing even sign the checks
[2:18:34]
Y'all need to sign the checks after the board voted to y'all just say this how the game go right we put it up
[2:18:40]
They vote for it and whatever check come up. We supposed to sign them. Y'all didn't sign them at all
[2:18:45]
So let's talk about how you still got things sitting things sit because y'all refuse to sign the checks
[2:18:51]
So if you refuse to sign the checks, what does that mean?
[2:18:55]
That's my problem. Y'all have to do better trust the house. You can't want to leave people and can't leave, man
[2:19:00]
You got to do better. I keep telling you just cuz you got a suit don't make you suitable stop
[2:19:05]
Stop you got to do better than what you're doing right now
[2:19:08]
And right now you're doing is keeping up confusion keeping up mess. You got a grown man. All right moving on. Can I can I please make a statement?
[2:19:18]
Yeah, make a statement four years ago. We were not in this mess four years ago. Yes, we were correction. We were not in this mess. We were paying bills.
[2:19:27]
we did not have vendors emailing us on a weekly basis for non-payment. Yes, I did approve to pay my
[2:19:35]
friend and it is January 24th and my friend still ain't paid. Because your other friends didn't
[2:19:42]
find a place. So let's get that right. Let's just make it, you know, be for real, be 100, or not being paid.
[2:19:50]
You know, so this is nothing that nobody's doing a grandstand show. The emails are here. If anybody
[2:19:56]
would like to see them. I can print you a copy and I will block out the other information.
[2:20:01]
So yes, again, we were not in this mess four years ago. We were able to pay our vendors because
[2:20:10]
we followed the budget. That's the reason why you make a budget. And it is to be followed,
[2:20:16]
not to spend and do as you want to do, nearly willing. Thank you.
[2:20:20]
Okay, not true trusty let me take me down memory line. Don't y'all have somebody from five star me
[2:20:27]
And remember can't for this body and y'all owe him money from 2019 2017. So y'all wasn't paying y'all bills
[2:20:33]
Stop lying to the public. Y'all wasn't
[2:20:37]
Like I said, y'all got a grandstand on everything and we got the invoice to prove it y'all saw it
[2:20:42]
Your friend wasn't paid because your friends trusty house and clerk key didn't
[2:20:50]
not sign the check. And then I bought it up at the next meeting and I said, hey, they
[2:20:55]
ain't assigned a check. So what you going to do? And you said that, right? Didn't do nothing
[2:20:58]
because it was okay. They can't make up government. The problem is they trying to make up government
[2:21:03]
as they go. But all y'all do is keep losing. Y'all making up a fictitious play world of y'all run
[2:21:10]
stuff and y'all don't stop. I am the executive branch. Y'all are the legislative branch. That's it.
[2:21:16]
know your place, learn your seat, and that's the problem y'all got. Y'all overstelt.
[2:21:22]
Y'all have to know what to do and y'all don't. That's why y'all keep losing. Y'all getting
[2:21:27]
school from our attorney, the village attorney. Y'all gotta legislate a
[2:21:32]
county that y'all pay. Y'all talk about budgets, right? But y'all been paying that man,
[2:21:36]
right? Y'all been putting up on this night. Y'all been doing that trust. I'm talking out of order.
[2:21:40]
I'm you all right, so y'all keep on having this attorney come in. Make up these fake lawsuits that y'all keep losing
[2:21:51]
losing at the taxpayer's expense. That's what y'all keep doing. Y'all need to stop
[2:21:58]
But yeah, he's on payroll. Did y'all budget for that? Is it a line out of for that? No, it is no y'all didn't budget for it at all and
[2:22:05]
That is the problem. It's good for y'all but ain't good for us, right?
[2:22:08]
Y'all can do what y'all want more men and we say hey hold on y'all let's change this. Let's fix this. Let's do something different
[2:22:15]
Y'all keep talking about all that happy mediums. I told you that's all fluff
[2:22:18]
And then we get to this point and then we got to fight over bills pay the bills pay the vendors
[2:22:23]
They did the work. It's like y'all want us to have bad credit
[2:22:26]
Y'all want us to have a bad image to the public that we don't pay our bills. That's the image y'all got out there
[2:22:32]
Why because y'all get here and people scared to come and do work in our village? We are in village guys
[2:22:37]
This ain't no mom at pop store.
[2:22:40]
We supposed to be known for paying our bills, our vendors,
[2:22:44]
not sitting here and pointing out who we gonna take out.
[2:22:47]
We don't do that, but y'all do.
[2:22:51]
Call her up.
[2:22:52]
Hey, clerk, for verification.
[2:22:54]
We done with discussion.
[2:22:55]
Call her up.
[2:22:56]
Clerk, is this with a amendment?
[2:22:57]
I'm talking to a clerk.
[2:22:58]
Clerk here.
[2:22:59]
Is this vote for Trustee?
[2:23:01]
Thank you.
[2:23:02]
Thanks, clerk.
[2:23:03]
I appreciate it.
[2:23:04]
Okay.
[2:23:07]
Hi.
[2:23:09]
Trustee Norwood.
[2:23:09]
I trusty Stan Brown. No trusty Tammy Brown. I trusty house. I trusty homes. No trusty vouchers. I motion passed.
[2:23:22]
All right. Here we go. I saw two. Y'all know I'm the receipts lady right. I always got paper, paper trail for all of them.
[2:23:31]
They were saying that they credit card that they that we land. Here's the proof right here.
[2:23:35]
or an email stating that they counseled the dog on credit cards from the bank.
[2:23:39]
I'm going to give it to all y'all, clue in the public.
[2:23:41]
But my point to y'all is stop believing the lies.
[2:23:44]
They lie so much up here.
[2:23:45]
It don't make no sense.
[2:23:47]
Like I said, every night I got to prove my love.
[2:23:49]
Every night I got to show y'all what it is.
[2:23:51]
It's saying they lie because they can't beat me.
[2:23:55]
I keep telling you, they try to run a campaign on lies.
[2:23:58]
And don't get you nowhere.
[2:23:59]
Know it.
[2:24:00]
Next on the agenda is new business.
[2:24:02]
Is there a motion to terminate contract with oldest and stark Murphy, Frazier and McGrath, L.T.D. as Legislative Council? Is there a motion?
[2:24:14]
Motion.
[2:24:14]
Is there a second?
[2:24:15]
Second.
[2:24:16]
Is there a motion to second? Any discussion?
[2:24:19]
Yes. Can I be recognized?
[2:24:20]
Go ahead.
[2:24:22]
Okay. But why I don't understand how it's new business and you keep putting it on the agenda every period.
[2:24:28]
So I'm going to ask the attorney and refer to the attorney.
[2:24:31]
at what point if it keeps voting down?
[2:24:33]
Is there something that says it cannot be voted?
[2:24:35]
No, I'm gonna put it up on the agenda.
[2:24:37]
Every boy, I ask the attorney, I ask the attorney.
[2:24:40]
And I just ask.
[2:24:41]
Okay, so then my next thing is,
[2:24:43]
because she sit here and tell these lies
[2:24:45]
to say that we're paying an attorney.
[2:24:47]
She has not paid the attorney.
[2:24:49]
She wants total control.
[2:24:51]
So she thinks that she's the only person
[2:24:52]
that can have an attorney.
[2:24:54]
And then we have no legal representation
[2:24:56]
that's for the board.
[2:24:57]
If you look at the budget for anybody that was here
[2:25:00]
during the time when they had a
[2:25:02]
fictitious town hall meeting which
[2:25:04]
is if that's what they call it.
[2:25:06]
It says $455,000 was spent
[2:25:09]
in Actuals for legal counsel.
[2:25:13]
$432,000 that went to Delgado.
[2:25:16]
So when people sit here and they sit
[2:25:18]
there and talk about what they got
[2:25:19]
receipts for, what they don't have
[2:25:21]
receipts for, she has not paid
[2:25:23]
bird odorses.
[2:25:24]
So as long as bird odorses
[2:25:25]
in McGrath or anybody else want
[2:25:27]
to give us free legal advice at
[2:25:29]
at this point pending payment, we're gonna accept this.
[2:25:32]
So you can put it on at every meeting
[2:25:35]
to one of us is absent, two, three, four of us are absent.
[2:25:38]
But you're not gonna see him keep trying
[2:25:40]
to control the situation where you're attorney
[2:25:43]
because he made it perfectly clear he worked for you.
[2:25:46]
He don't work for us.
[2:25:47]
We didn't hire him as the corporate counsel.
[2:25:50]
We hired Delgado Farm as the prosecutor counsel.
[2:25:53]
So technically we don't even have corporate counsel.
[2:25:56]
But for you to sit here and keep lying saying
[2:25:58]
that we are paying somebody that you know has no check has been cut. You need to stop. It's
[2:26:05]
ridiculous. And you see here and talking about I did this, I did that. They lie and they lie.
[2:26:11]
She sat here and just pulled up a piece of paper. If you got something that said that it cancelled it
[2:26:16]
and I'm sure all of y'all including you was on the e-mail, we requested it. Why wouldn't you give
[2:26:21]
it to us? But you say we sit here and wait so we get here to ask the question. If she had something,
[2:26:26]
She should have sent it to us. Then we wouldn't even have discussion
[2:26:30]
But for you to sit here and keep sitting lying talking about some life first we can go back pooled means up
[2:26:36]
Cuz she grew up or pulling them up first
[2:26:37]
She said we paid them $600,000 then we pay them almost a million dollars
[2:26:42]
But if you look at the actual only $455,000 been spent in legal cost and most of it went to the Elgato
[2:26:50]
So who line
[2:26:52]
All right, you finish all right. Go ahead, Sanjani
[2:26:55]
That's right.
[2:26:55]
Um,
[2:26:56]
Um,
[2:26:56]
because you are not sure about that.
[2:26:58]
Thank you.
[2:26:59]
legal counsel.
[2:27:00]
I have no question.
[2:27:02]
I will.
[2:27:03]
Let her.
[2:27:03]
Oh,
[2:27:04]
you got to be quiet.
[2:27:06]
You got to be quiet.
[2:27:06]
You're too.
[2:27:07]
I said,
[2:27:07]
I can't.
[2:27:08]
What page was over some budget?
[2:27:10]
I still have.
[2:27:10]
Legal expense.
[2:27:11]
Ask the.
[2:27:12]
Let her finish.
[2:27:13]
You say I will be quiet,
[2:27:14]
let her talk.
[2:27:17]
She got the floor.
[2:27:18]
I have to.
[2:27:19]
It's her time.
[2:27:20]
You have to be quiet.
[2:27:21]
No,
[2:27:22]
I don't know.
[2:27:24]
I just wanted to make it clear. That was not budgeted for legal expenses. Oh my god. That show problem. That's your property quiet. It was not amended and added. It was not budgeted for it. And it is not included this year.
[2:27:38]
Legal expenses. They not show trustee. You cannot over talk her. Let her get her point out like you just did your rent. So you have to be quiet to hear her.
[2:27:48]
side. Like we was quiet to hear your side. Stop. Point of order. Follow Robert
[2:27:53]
Rouge of order. Please. Go ahead. Go ahead. Pension.
[2:27:57]
That was not cut. That does not mean the expenses were not incurred and you're
[2:28:01]
putting the village of Dalton on the line to pay those expenses. Thank you. Thank you.
[2:28:06]
Let's know as we go on and we talk about this and we go back and forth as you can
[2:28:12]
see. People are so out of order, so disrespectful. You got to give respect and
[2:28:16]
order to get it. If we talk and we be quiet, you gotta give us the same
[2:28:19]
courtesy. Ain't nobody interrupt you whether you was lying or not. We
[2:28:23]
shut up and we listen to your lie. Now you be quiet and let the finance
[2:28:27]
direct the response to you. Like how we just deal with you. As
[2:28:30]
relates to y'all attorney, y'all are turning to do nothing. So if you
[2:28:33]
say free help, give that back because it's free. It shouldn't be for
[2:28:36]
you because he ain't winning no cases for you. So why would you even have
[2:28:40]
a person like that around if they causing the village the taxpayer
[2:28:44]
every month. Also, y'all walked out of that last boy mean, right? Y'all to pay no bills. Reminding you that we still got public works, police, fire, all these expenses, the day-to-day operations, the light bills, the gas bill, all the things to run a business was still at state, but y'all walked out tired of your month went back, right? That's what I'm talking about. Y'all don't care.
[2:29:10]
Because who walks out on the people? I don't care whatever y'all gonna bring up about fighting back in the day
[2:29:15]
Or whatever but I never walked out on the people, but y'all did several times y'all walked out on the 33 million out of lawsuit
[2:29:22]
That's why we got the 33 million lawsuit right now y'all walked out again at the ass for me
[2:29:27]
Y'all walk out on everything y'all got to sit here and sit in the fire if you don't like it so be it
[2:29:33]
But that's what discussions for we go back and forth hopefully find a happy medium if we do not think that's what
[2:29:39]
Then no people are just don't get paid because y'all chose not to pay them for whatever reason that you thought you should pay
[2:29:46]
And it's warranted. That's what I'm proud of y'all should pay people after they have done the work when there are storms in our community
[2:29:52]
We had a storm, right? What was y'all faces? I ain't seen out one of y'all on the block. I ain't seen out one of y'all helping nobody
[2:29:58]
not one
[2:30:00]
This is on call, street, this is on houses, and guess what, the day before y'all chose not to pay them vendors, but every single vendor came out to care to people. Every one of that's because of what you network relationships. They didn't want to leave the people high and dry. So they said, you know what, Mayor, we got you. We don't come out. And we're going to make sure the people I take care of. That's what I do as a leader. You guys just talk and talk about nothing and ain't producing nothing. And that's my problem. Y'all talk, but ain't putting in no action.
[2:30:29]
You know what? At least my work speaks for itself. No matter what y'all want to put up against me. Go lots of people bring media here. Who tells about that town? Like think about that for a minute. Y'all, y'all black, black.
[2:30:43]
Look how we fight African American community fighting like this over what a title, a seat. I told you, you all are bench warmers. Everybody got to go at the end of the day. You wait your time. You wait your time.
[2:30:54]
Your turn ain't here yet. We don't run the 2025 and then you let it be what it be like I said
[2:30:59]
Didn't you come and run against me by all that little fake stuff y'all be trying to do it ain't working
[2:31:05]
And it ain't gonna work as he said any weapon form against me ain't gonna prosper. So y'all should stop
[2:31:13]
Call the world, okay, man. I'll come in now. You got something else. Oh, yeah
[2:31:20]
So, just the entire meeting is set up for an argument.
[2:31:26]
Information is not given to the board.
[2:31:29]
And then we get in here and set up to say,
[2:31:31]
yes, I did, my ask, I keep asking the same thing.
[2:31:35]
Let's put it on the website.
[2:31:36]
We don't have to go back and forth.
[2:31:37]
We don't have to do any of this show.
[2:31:39]
The same item has been put on the agenda
[2:31:42]
for the last nine minutes, I'm exaggerating.
[2:31:46]
But the mayor did say she's gonna keep on putting it up there,
[2:31:49]
are knowing that there's not enough support for it.
[2:31:52]
It's set up just for us to come in here and argue.
[2:31:55]
That's the whole intention.
[2:31:56]
Come in here and argue.
[2:31:57]
And then state, I don't want to go back and forth.
[2:32:00]
I mean, you know, most people say definition of insanity, doing the same thing, expecting
[2:32:05]
a different result.
[2:32:07]
It's insane to put up the same item knowing it doesn't have support.
[2:32:12]
But it's set up for the argument and set up and then to twist it and say, oh, boy, you're
[2:32:17]
doing this here, you're doing that. It really doesn't make sense, but if we have to,
[2:32:21]
if it has to be vote put up there nine times, put up there 15 times for us to go and do it,
[2:32:26]
but just understand we talk about why the whole back and forth, the meeting is set up that way.
[2:32:31]
As board members, we can look at the package. And I'm sure everybody looks at the package by now
[2:32:36]
and say, up, that one right there, that's going to be the argument. Corporate bills, we know that's
[2:32:41]
where it goes up. So like, well, I don't think even most people tune in until about an hour into
[2:32:45]
to the meeting so that way they get to corporate bills.
[2:32:47]
But again, the meeting is set up for an argument.
[2:32:50]
Sorry, they just set up that way.
[2:32:51]
And hopefully we'll do different things in the next meeting.
[2:32:54]
Thank you.
[2:32:55]
Trustee, that's definitely not true.
[2:32:57]
And then you should basically pause on the things you actually
[2:33:02]
say.
[2:33:03]
If you set up for argument, then why take the bait?
[2:33:05]
Stop it, because it ain't set up for argument.
[2:33:08]
The whole point is to show people that you're a lot full of crap.
[2:33:11]
Y'all put things up on here. Y'all spend taxpayer money. Y'all do all this wasteful spending, but point the finger at the long
[2:33:19]
Wolf, the one that's still standing, right? The one that's still standing. Y'all point the finger at me when it's you guys
[2:33:26]
It's really running them up. You four trusty house trusty voucher trusty no wood and trusty Tammy Brown who don't read nothing
[2:33:34]
She listen to what y'all tell her to do and come and vote accordingly
[2:33:39]
So state backs, and I have all the proof always of everything y'all are about, but yeah, we gotta put on the show like we always do to sit here, go back before for hours about nothing, but y'all can just do rights.
[2:33:53]
Alright, call her off.
[2:33:54]
Yeah, I know we still have discussion.
[2:33:57]
Yeah, we still have discussion.
[2:33:59]
I know she had a speech, but I was waiting.
[2:34:01]
What is it?
[2:34:02]
I can't hear you out here, no, you just say we were in discussion still so I said I know you were talking
[2:34:07]
So I was waiting on you, but you got some of the safe process. Okay, go ahead
[2:34:12]
And this is just for the record and I keep it fast
[2:34:14]
It's a hypocrisy for me again as trustee
[2:34:18]
She said it is very seed and when she felt the mayor was not was withholding information from that
[2:34:24]
She was entitled to she did the exact same thing which is good. They're all special counsel
[2:34:29]
So we have this discussion and it's like this is some form that just these
[2:34:34]
these set of trustees decided to do just for the record it is not.
[2:34:38]
This is what people have to do when they have a leadership that is not transparent.
[2:34:44]
Thank you.
[2:34:45]
Trustee, you ain't getting a flow no more. You repeat the same thing every time.
[2:34:49]
You need to start with the same thing just for the record.
[2:34:51]
I'm just letting you know we done with that move on.
[2:34:53]
Call a row. Call a row.
[2:34:55]
Yeah, man, could I?
[2:34:56]
You got a phone, man.
[2:35:02]
Come here.
[2:35:04]
I'd just like to say, you know, to us as the trustees.
[2:35:10]
In December, we had three paydays.
[2:35:13]
And you had individuals on the police force, the Friday
[2:35:17]
public, and public work.
[2:35:19]
They were wondering if they was going to get paid
[2:35:20]
and money for the holiday.
[2:35:23]
We actually had to pay a payday December 1, December 15,
[2:35:28]
he seemed to be 29. And for us to not to even approve that, that was totally unfair and disrespectful to these individuals that was worried about, what are they going to even get a check for the holiday.
[2:35:40]
So just something to think about, you know, when you just walk out like that, that's that's unfair to them. That's unfair to them in their family.
[2:35:48]
All right, Colorado, Colorado, they got paid but we had a meeting on the 4th and we got
[2:35:59]
the holiday coming up, we got the holiday coming up, we got the holiday coming up.
[2:36:06]
Hey Jason, I don't need glasses on when I talk, I don't need glasses on when I talk, so
[2:36:15]
they're willing up alone, stay, stay, stay with that laying where you at because I'm just
[2:36:18]
Just putting the point out here for people to understand what's going on up here.
[2:36:23]
So it's going back and forth and I'm not going to participate in the little back and
[2:36:26]
forth going.
[2:36:27]
But I'm just looking at individuals that have spoke to me about this.
[2:36:30]
So I just want to relate it to you guys.
[2:36:33]
So when you just up and walk out of me, think about other people that's going to be involved
[2:36:36]
in that.
[2:36:37]
You're not just going straight at the man because what it is now, anybody around the man,
[2:36:42]
just take it out on them.
[2:36:43]
You don't care about the residents such as you guys say and you and you talk strong about the
[2:36:50]
Retro pay for public works
[2:36:52]
We're gonna stop when my public works. You know, so now we we getting all that and we know what what's happening right now
[2:36:58]
But I just wanted to put that on your head that you walk out
[2:37:02]
With three paychecks for that December
[2:37:04]
Yeah, they got paid. Yeah, they got paid
[2:37:07]
But it was just a threat you put on them when you walked out to meet no
[2:37:11]
Thank you, ma'am. All right. Clerk, key. Call the roll, please.
[2:37:16]
This roll is for a termination of contract for Oson, Murky, Fraser, and the
[2:37:20]
grant as legislative council. Trustee Norwood. Trustee Stan Brown. Yes.
[2:37:27]
Trustee Tammy Brown.
[2:37:33]
Trustee House. No.
[2:37:36]
Trustee Holmes. Yes.
[2:37:39]
Trustee Belcher. No. No.
[2:37:41]
and you further record residents that he tried to take $2 million from my insurance policy.
[2:37:47]
So, it's a shame that they keep up with the mess.
[2:37:50]
Stay tuned. Stay tuned. Next, is there a motion for approval of the 2023-2024 Annual Appropriation
[2:37:57]
Ordinance Slash Budget? Is there a motion?
[2:38:00]
I have a motion with amendments.
[2:38:02]
Okay, go ahead. Let's see.
[2:38:04]
Yeah. My motion is to approve the ordinance. I want to read into record. There are several
[2:38:11]
amendments. And then I will you. Did you give that to our team? Whatever the amendments
[2:38:15]
are. Which was my statement. I will. Can you give them that? Can you print that so they
[2:38:20]
can follow or whatever you're seeking up? I do not have a printer. So see how you're
[2:38:25]
incomprepared. But you want us just to listen. And you already got your man made up of what
[2:38:29]
you're going to do. But these are the department heads that should understand what it is.
[2:38:33]
you find the take out of their departments.
[2:38:36]
Okay, so my motion.
[2:38:38]
Can you send that to us now so we can print it so we can follow you?
[2:38:41]
Can you e-mail that to keyfremors so we can print it out so they can follow you?
[2:38:45]
So they can understand what it is you're about to do for their department with the mimics.
[2:38:49]
Sure.
[2:38:57]
Connect.
[2:39:09]
And print that so that everybody up here can have it.
[2:39:28]
You got this?
[2:39:30]
You got this also?
[2:39:32]
My grandma.
[2:39:36]
Yeah, she made it several.
[2:39:47]
Okay. Is it sent?
[2:39:50]
I'm not sure I'm still the next answer to the wildfire.
[2:40:07]
Let's find my name.
[2:40:08]
You can see here.
[2:40:09]
First of all, we asked her if we have a way to never get in.
[2:40:15]
Really, we're very interested.
[2:40:38]
Yeah, why do you do one next thing?
[2:40:40]
You make sure to be in the top of your name.
[2:40:41]
It's a castle bank.
[2:40:43]
Our heart is credit card.
[2:40:45]
Okay, okay, okay, okay.
[2:41:06]

[2:41:10]
That's hand unique.
[2:41:10]
just get to the mayor and the power with cancer.
[2:41:14]
So I would like to pass you over right now.
[2:41:17]
Like everybody else is keeping their stuff on.
[2:41:23]
I'm just saying since we're waiting on him to send something,
[2:41:25]
if you have important stuff, can you get that to me?
[2:41:27]
Like I asked you to send me earlier.
[2:41:32]
I'm asking him a question.
[2:41:34]
I'm sending this to you.
[2:41:36]
Okay.
[2:41:37]
You got the email?
[2:41:39]

[2:45:23]
Are you done?
[2:45:24]
Y0142-611 decrease $80,000.
[2:45:27]
Y014-466-597 decrease $70,000.
[2:45:32]
Y014-423 decrease $50,000.
[2:45:36]
Y014-7-451 decrease $25,000.
[2:45:40]
Y014-0101-47-596.
[2:45:43]
increase, increase, decrease 5,000, zero, one, four, seven, five, nine, seven,

[2:45:56]

[2:45:58]
Decrease.
[2:45:58]
Zero, one, because I know they didn't give it to y'all.
[2:46:00]
Zero, one, two, decrease 35,000, zero, one, four, one, five, five, seven, zero,
[2:46:06]
25,000, zero, one, five, seven, zero, one, five, seven, zero, one, five, seven,
[2:46:11]
and it's my motion.
[2:46:13]
Wow.
[2:46:16]
Woo, woo, I don't even know what I'm saying.
[2:46:18]
By the way, I don't even know.
[2:46:19]
Look, it's a shame that people just sit here and read.
[2:46:24]
All these bells to y'all.
[2:46:25]
They don't even know what they are.
[2:46:26]
But they talk about transparency.
[2:46:28]
Oh my god, I can't make this stuff up.
[2:46:32]
I don't know how to stop you just read,
[2:46:34]
but I'm about to read it in record fun.
[2:46:35]
You say you're going to stand with a JSD and the y'all.
[2:46:37]
This is the budget for your time.
[2:46:39]
This is your day-to-day operation, just so you understand what they just did, right?
[2:46:45]
Data talks about one department here found out what the need was up here for
[2:46:49]
public safety, housing, code enforcement, nothing, nothing. Y'all even took out the
[2:46:56]
6.8 billion dollar grants I would have gotten. Y'all, that's sad. That is sad, guys. But
[2:47:01]
okay, here we go. Let me see. And he got it like with item eyes like it should be. He
[2:47:08]
got salaries and administration. You want to reduce it by $110,000. You took away the
[2:47:13]
grants of $6,800,000. You took away the CDBG or you try to increase it. Okay. You took
[2:47:22]
away the home with disposal. So residents, for those that don't understand how this game
[2:47:26]
go, home with disposal. That's your trash. That's to pick up your garbage. How are you to get
[2:47:32]
your garbage collected if they took it out of the budget? How do we pay guys? They're not
[2:47:38]
I tell you the fact that this is the head of the stuff,
[2:47:40]
but we tell my transparency, transparency, right?
[2:47:42]
So then we go to salary for human resource.
[2:47:46]
We got 50K.
[2:47:53]
Yeah, well, we should tell that, yeah.
[2:47:55]
And see the lawyer, the attorney, that they're educating them,
[2:47:59]
just said that this is that that we created in the past.
[2:48:02]
Of course, for $500,000, and we have to pay it.
[2:48:09]
How you gonna just take it out of the bun?
[2:48:11]
like what's ahead when you get the money for I'm just saying but this is
[2:48:14]
stuff they do the nonsense they do right so after that let's keep going let's
[2:48:18]
keep going since they took time to do this a grant writer they took out 55k for
[2:48:23]
grant writing salaries for customer service they took out 62 thousand for the
[2:48:27]
youth program oh my god y'all don't want to help the youth they took out $25,000
[2:48:33]
oh that's right y'all don't do none no way okay then you got printing you took
[2:48:37]
out $10,000 for printing how you get stuff printing you got to print the water
[2:48:40]
bills and all these other things. Okay. Uh, general liability took out $270,000. Special
[2:48:45]
events. Oh, you don't want us to do activities for the community. $115,000. You also took out
[2:48:52]
what is this?
[2:48:55]
What's happening for? I don't know what that is. So settlement of $115,000. You took out
[2:49:02]
maintenance supplies for a building. This is how we keep our power buildings, all our government
[2:49:06]
building, water department, public works, what is that fire, police, all of them, right?
[2:49:12]
The maintenance, they took out $155,000.
[2:49:15]
So when foreigners go out, when a boy will go out, how are y'all going to fix this stuff?
[2:49:20]
Up to the same.
[2:49:21]
All right, let's keep going.
[2:49:22]
Let's keep the party going, right?
[2:49:23]
Because he didn't want to tell you what all these numbers were, it's going to read numbers,
[2:49:26]
right?
[2:49:26]
Transparency, all right?
[2:49:27]
No.
[2:49:28]
I would be transparent with you.
[2:49:30]
Then we got salaries.
[2:49:32]
What do we get?
[2:49:32]
No, no.
[2:49:34]
We got salaries $1 million.
[2:49:35]
$10, okay. Who y'all cutting by me and dollars? Okay. Yeah. And then you got
[2:49:41]
What is this maintenance supplies for a $300,000?
[2:49:46]
Then you got salary over time for $900,000 and y'all know that's police department, right?
[2:49:51]
So when you got crime, a shooting, a domestic, anything who y'all gonna call ghost bustles?
[2:49:56]
I'm just saying who you gonna call? So then you got
[2:49:59]
that may need the vehicles $5,000 of the truck get broke.
[2:50:03]
I don't know how we're gonna fix it.
[2:50:05]
Then you got other miscellaneous expenses.
[2:50:06]
I don't know what that is to put $15,000.
[2:50:09]
Then you got as the y'all don't want emergency services.
[2:50:12]
Okay, so if the car is then you want it
[2:50:14]
to be manned about police officer.
[2:50:16]
Not as the worker, make it make sense.
[2:50:18]
This is stuff I'm talking about.
[2:50:20]
So they took that out of $130,000.
[2:50:22]
Then you did clerks.
[2:50:24]
So you're gonna decrease the clerks by 27,000.
[2:50:26]
I hope that's clerky.
[2:50:27]
then you got maintenance of building $40,000.
[2:50:32]
You got more salaries, $25,000.
[2:50:35]
These are all reductions.
[2:50:37]
They cut the budget by all this money.
[2:50:39]
Then you got regular salaries of $300,000.
[2:50:42]
Then you got maintenance of sidewalks.
[2:50:43]
That's the number one thing everybody keep calling about.
[2:50:46]
sidewalks, streets and alleys.
[2:50:48]
You're gonna be deducted by $250,000.
[2:50:52]
Stop it, I'ma double it next month.
[2:50:54]
Next, you got other pro services, $250,000.
[2:50:59]
Then you got maintenance supplies and other $50,000.
[2:51:03]
I don't know what any of this goes to, but this is how he wrote it up.
[2:51:06]
But I'm not reading it to a record for you.
[2:51:07]
It's all for the record by the way, Clarky.
[2:51:09]
And please do not say refer to mayor's office because this is all from trusty house.
[2:51:13]
Then you got maintenance service, $80,000.
[2:51:18]
Then you got other contractional service, $26,000.
[2:51:21]
And everything on reading is that they trying to deduct it.
[2:51:24]
So I'm not gonna say negative or minus.
[2:51:25]
So you understand salaries.
[2:51:27]
You got $5,000, salaries regular.
[2:51:30]
They got $70,000.
[2:51:32]
You got salary for coding for us.
[2:51:34]
And a while you want to deduct by $50,000.
[2:51:36]
So if you got a abandoned house, don't call us.
[2:51:39]
Cause I don't know who gonna like the ticket
[2:51:40]
because you just gonna get squatters and issues.
[2:51:43]
I don't know who going for it, right?
[2:51:45]
Then you got medical insurance premium of $25,000.
[2:51:49]
Uh, board of you want to play for a board of two five thousand dollars of a contractional service of $7,000 operating transfers
[2:51:56]
$100,000. Please pay me $220,000. Another maintenance line, $35,000, hauling. So that's like the debris and things when they cut down trees or when they do the
[2:52:08]
Of the milling, that's $25,000. Operating expenses, another $25,000. One of my missing anymore.
[2:52:19]
Okay, then you got $400,000 for a fire. So that's for overtime salary. So I don't know
[2:52:27]
how y'all going to run operation with all these cuts. Please make it make sense, guys.
[2:52:34]
But again, you see how you just did y'all. When tell y'all items that he couldn't, you see
[2:52:39]
the amount of money that he cut. How do you run a village without any of those services?
[2:52:43]
is these all of them that sit up here. They didn't ask them one question about
[2:52:47]
the department. They didn't ask what they needed. They didn't ask what they
[2:52:50]
could cut or trim it. Nothing. That's how they run government blind. They
[2:52:55]
running it blind. For three blind nights, four blind nights, they running it blind. It's
[2:53:00]
a shame that they got no visions for our time. It's a shame that they don't cut all
[2:53:04]
these things for you residents. What you supposed to do when y'all call us, how do
[2:53:09]
we handle this? When we say, oh, we sure we can't get nobody to your house at
[2:53:12]
This time, but I got I got an issue. I got a robin progress. Oh, we can't get you an officer.
[2:53:17]
That's stupid. Y'all need to fix that. You should amend this trusty house. I don't think you should dare do this. I think you should amend this.
[2:53:24]
I think that the residents deserve better. I don't think that it should be left up to you guys just to pick numbers and make cuts for whatever your reasons are.
[2:53:33]
I just think that you guys didn't do a good job of talking to the staff about the things you want to cut.
[2:53:51]
And then the lawyer just stated to me because these are the people that do all of the
[2:53:55]
limitations that we have current litigation is pending.
[2:53:58]
So we do in negotiations.
[2:54:00]
So how do we go to the table when y'all are cutting everything?
[2:54:04]
But this is how they put our ability in the financial condition that we're about to go in due
[2:54:10]
to your Board of Trustees.
[2:54:12]
So thank them when you see them in passing.
[2:54:14]
Thank them for all the mess because at the end of the day, all it takes is a conversation.
[2:54:18]
So you know what to do how to do it what people got going on in a department
[2:54:23]
Yeah, first is communication cat talk to people can't just make up stuff because you think this what it is
[2:54:28]
You don't run day-to-day. You wouldn't know what it is or talk to the V.A. He run day-to-day
[2:54:33]
But no one does that and now we found a vote on her budget that child
[2:54:36]
No, isn't right the child know the same what we need y'all know that right trustees
[2:54:43]
I'm throwing this out here. I'm hoping I change y'all mad y'all know we need better, right?
[2:54:47]
Y'all know we cutting down more trees where we're basically cleaning up the west side and that was starting on the
[2:54:54]
Saw side we putting up more street lights
[2:54:57]
And by cutting the trees back we can see the actual light on the block. Y'all do know we're doing streets
[2:55:02]
Y'all know we're doing alleys. Y'all know we're doing sidewalks when
[2:55:05]
Once upon a time they used to pay 50-50
[2:55:07]
Now the residents are paying nothing and that's still to see
[2:55:12]
CBGD grant that y'all took out of the budget. Why would y'all do that? That's money
[2:55:17]
What's wrong? I'm so lost at how you decided to come up with this list. How did y'all decide to come up with the list?
[2:55:26]
Trustee, how you decide to come up with this list?
[2:55:28]
Okay, so looking at the budget, we looked at the year's historical. And historical years, the items you're saying are cut out are not cut out their reductions to be realistic.
[2:55:39]
The budget that we were given had numbers that could not be substantiated, or I don't believe they could be substantiated.
[2:55:47]
We talked about in the last meeting we asked about the $6.8 million, the ledges $6.8 million that's coming.
[2:55:54]
It's an appropriation and asked when will it come, could not get an answer, ask that repeatedly.
[2:55:59]
And if there is a $6.8 million, when you complete a budget, you also have to fill out the expenses, which means it's going to be a net zero on terms of the budget anyway.
[2:56:08]
So all these, and we talked about, oh, overtime police, before this administration that did not have security details following them around everywhere, overtime was at $600,000 maximum, maximum every year.
[2:56:24]
This administration is at 1.6 million. How are we going to get service? We need the mayor to stop spending money irresponsibly.
[2:56:32]
that's where the reductions came is awful all of the
[2:56:36]
and
[2:56:39]
all the expenses that were not necessary until this one came in.
[2:56:43]
And she even said in here, oh man forget that I'm going to double it.
[2:56:47]
Yes.
[2:56:47]
That's the reason that we have vendors calling because we can sit here and put it down there.
[2:56:52]
But the minute that you go out there, tell a vendor you're going to do it.
[2:56:55]
And then there's not enough money in the bank which is what we're running into today
[2:56:58]
because we were receiving lies about money that's coming in and it went from
[2:57:03]
what 6.8 million and then there's 15 million. Never see it in the bank. Don't
[2:57:08]
never see it in the bank. And the minute it starts hitting the bank we can add it
[2:57:11]
in the budget. But other than that we're just kind of there. I'm just gonna conclude on
[2:57:16]
that point. So you don't need to stop with the mayor just spending the mayor
[2:57:24]
this the mayor that if we budget for items we spend for those items that budget it for.
[2:57:30]
I can prove everything that you all accused me of up here that shall problem is hearsay
[2:57:36]
but you won't see me ever talking about y'all because y'all know where I'm everywhere.
[2:57:40]
Now as relates to a budget you have to put the 6.8 million dollars in the budget if the money
[2:57:49]
comes through how you gonna get the money you ain't even got it in the budget and y'all know
[2:57:53]
It's true every outlet meaning media wrote about it because everybody was mad like I said when I leave go anywhere
[2:58:00]
I bring back a bed. I got a
[2:58:03]
15 million dollars that you have to wait until it come down the pipeline like anything else
[2:58:09]
Anybody understand grant money and when you go and ask for the grant money you have to be specific then what you want to use it for
[2:58:16]
So here it is my boy once again. It's like I did a $600,000 right that we went got secure
[2:58:22]
came back to this body and you guys didn't even vote for it. It's grant money.
[2:58:27]
It ain't coming out the general fund. That's the problem with y'all. Y'all want
[2:58:31]
to lead and don't know how to lead. Won't you follow my lead and you will
[2:58:35]
understand how to do things like how y'all follow my lead by making videos. Like I
[2:58:39]
said, I splatter it. But all I'm saying to you is that y'all have to do better. You
[2:58:43]
can't come up with this stuff and just say things that's untrue that y'all talk
[2:58:47]
about spending you have to spend in order to improve your town. These
[2:58:52]
These are things that everybody been complaining about for years, for years and never got
[2:58:58]
it.
[2:58:58]
And then if you really want to sit and have a dog conversation, some stuff that I can
[2:59:02]
really educate you guys on, you will understand where we get the money from because I keep saying
[2:59:07]
that we this and we that where we get what accounts that come from.
[2:59:11]
We have all kinds of accounts that the funds come out of, but you guys don't want to just
[2:59:15]
sit and educate yourself of how we get in trees cut, how we get in the sidewalks and how
[2:59:19]
we get in the alley's pay. No one wants to learn and that's the problem up here. You guys are too
[2:59:24]
frisket to come and just really learn from your superman here. It's sad. Go ahead attorney. She
[2:59:31]
want to say some things hopefully y'all listen to her. I just want to say a couple things as it relates
[2:59:37]
to budgeting and appropriating just as general principles. Essentially, if you don't appropriate
[2:59:44]
for something and that money comes in, you then cannot spend that money. So if
[2:59:50]
this is $6.8 million in grants does come in like the mayor stated it will
[2:59:55]
regardless you're not going to be able to spend that money if
[3:00:00]
If you don't, if you don't appropriate for it, so that is a very serious concern. And I can understand that, that you guys may or may not believe whether it's going to come in, but my recommendation would be to put that in there, at least have it in the appropriations ordinance. If it does come in, then you can use it. If it doesn't come in, then it doesn't affect the, the budget appropriations ordinance at all, truthfully. And then the other thing I wanted to point out is that, you know, as the mayor had previously stated, we are in the middle of negotiating various kinds.
[3:00:29]
contracts and it really does tie our hands at the negotiations table when we're not able
[3:00:37]
to make the same offers to other bargaining units that we've settled with.
[3:00:42]
And it really, it just makes it very difficult for us to negotiate a fair contract.
[3:00:46]
So, I just wanted to point those items out to the board.
[3:00:49]
May I make a statement?
[3:00:51]
Go ahead.
[3:00:53]
So, that was wonderful, but what you just see it, but in October.
[3:00:56]
appreciate it yeah October of Keith read all three of the grants that he stated that we got
[3:01:03]
those are not in the budget so if we already been approved for those or applying for them or
[3:01:09]
appropriating form then why are those but why are those items not allocated in the budget like
[3:01:15]
the $6.8 million then there was a statement that was made at the last board meeting that said
[3:01:22]
that even with the negotiations for public works,
[3:01:26]
that there wasn't panic into May 1, 2024,
[3:01:29]
which is the next fiscal year.
[3:01:32]
So if you have this money allocated in the 2024, 2025 budget,
[3:01:37]
but you don't plan on paying them to 2025, 2026 budget,
[3:01:41]
then why is it allocated in there?
[3:01:43]
So if you're gonna say that the 6.8 of the appropriation,
[3:01:48]
then that means that everything that he read in October
[3:01:51]
should be in there, too, since we're talking about transparency and all these grants.
[3:01:55]
So that should be in there also, and those are not being reflected in there.
[3:02:00]
Are you done?
[3:02:02]
Yes.
[3:02:02]
Go ahead, Keith.
[3:02:05]
Was that a question that you were asking whether or not it was reflected or is that a
[3:02:09]
statement that you were making?
[3:02:10]
That's a question.
[3:02:11]
Because I believe that it's reflected in the $6.8 million.
[3:02:15]
It's not individually broke out, but you didn't ask us to individually break it out, nor did
[3:02:19]
you ask a question about that. So I think the first thing is, is before you make an assumption on a
[3:02:24]
budget, you should probably ask a question. I'm not assuming anything. I'm just going based on
[3:02:28]
what you just said. So the second thing is, is that I would like to know what accounting firm helped
[3:02:34]
you guys put together this budget. How do you guys plan on making up for the half million dollars that
[3:02:40]
we're going to lose for home with disposal? You're not passing a bond later on. And is there any,
[3:02:47]
Did you guys think of anything?
[3:02:49]
I mean, did you guys have any help with this?
[3:02:51]
Is there anyone that helped with this?
[3:02:53]
Are you guys just going off?
[3:02:54]
You guys basic accounting skills?
[3:02:58]
Is that a question?
[3:02:59]
That's a question.
[3:03:00]
Are you going off what you learned in college?
[3:03:02]
Is there something that you learned in day camp?
[3:03:06]
Oh, yeah.
[3:03:07]
I know, that's tough.
[3:03:08]
That's real tough.
[3:03:09]
There's no way in the world you could cut this much money out of the question.
[3:03:12]
Yesterday it stopped spending.
[3:03:14]
I'll tell you what.
[3:03:15]
If we didn't spend a dime until next year you still wouldn't be able to cover the resources that you cut out of this budget
[3:03:22]
Yes, we will it. How how do you know what financial experts told you that please tell me
[3:03:29]
Oh, what his name was conspiracus I can get him on a phone right now
[3:03:35]
This is ridiculous
[3:03:37]
Well, hey, hey, well, hey
[3:03:39]
He's the accountant, right? I'd really like to know can somebody tell me?
[3:03:45]
I was quiet now, in the words
[3:03:47]
Tiffany here, just quiet now.
[3:03:49]
I can wait.
[3:03:51]
Get the attorney on.
[3:03:54]
I mean, get the account firm on the
[3:03:55]
phone.
[3:03:56]
You want to amend it?
[3:03:57]
Okay.
[3:03:58]
Go ahead.
[3:04:01]
To kind of address attorney
[3:04:03]
Nelson George's comment.
[3:04:06]
I would like to make one amendment
[3:04:09]
for the appropriation.
[3:04:11]
And I will state.
[3:04:11]
So, just to be clear, you're doing a superseding motion to your own motion?
[3:04:15]
Oh, took me.
[3:04:16]
I think that.
[3:04:19]
Okay, superseding motion, all items are read, but I would.
[3:04:26]
I have great concern because I don't, well, about the $6.8 million was appropriated, but
[3:04:31]
I have great concerns about it coming.
[3:04:32]
And I did add several times about time frame through via email, but I've not received it,
[3:04:38]
which added to my concerns.
[3:04:40]
here and that it needs an appropriation just to make sure that we're covered I
[3:04:46]
would remove the reduction of that from the revenue column the 6.8 and leave
[3:04:52]
the 6.8 million in the budget I would also add on the expense side 6.8 million
[3:04:59]
dollars worth of grants expenses to for because when you submit the grant you
[3:05:05]
have to submit the expenses so that should also be reflected in the budget
[3:05:10]
So I would like to remove to leave the $6.8 million in there, add a $6.8 million line item to account for the adjustments just made.
[3:05:21]
So that was my superseding motion, is everything as read with the two amendments, and I will send that via email.
[3:05:27]
Thank you.
[3:05:28]
So it says you're amendments of you want to talk to the police and fire departments since we are here and you could ask them questions of why they need what they need in a department.
[3:05:38]
question. Here's my question. How much was spent on the security detail because that adjustment
[3:05:42]
came strictly because of the security details we think. The firemen don't protect me,
[3:05:47]
so no, it did not. You did the firemen. I want to ask questions. That's my question.
[3:05:51]
But it did not. Okay, trust me. Why are you so concerned about my security detail that
[3:05:57]
you guys got me happen to have? Because all y'all mess that y'all created, let's be
[3:06:02]
be crystal clear about that.
[3:06:04]
So stop with the drama.
[3:06:06]
Like I'm over it.
[3:06:07]
Y'all have no idea the things y'all created with just lies.
[3:06:11]
Lies, I'm a single black woman.
[3:06:13]
So you better miss me with that.
[3:06:15]
Stop with my security detail stuff.
[3:06:17]
It's in the CBA, read your stuff.
[3:06:20]
I'm sick and tired of coming here after proof myself
[3:06:22]
to people like you that don't even know what to do with it.
[3:06:25]
If you want to run against me, you run in 2025.
[3:06:27]
But you're gonna put my safety in jeopardy.
[3:06:30]
Let's be clear.
[3:06:31]
I'm not going to keep playing with y'all.
[3:06:34]
So talk about some else.
[3:06:39]
Sick of this.
[3:06:40]
You sitting here, bang rubbing the town.
[3:06:42]
That's what y'all doing, bang rubbing the town.
[3:06:45]
Cuz y'all cut all this stuff with no focus, no direction, no vision, no answers, no questions.
[3:06:51]
Y'all just came and did it cuz y'all felt like that ain't how y'all run government.
[3:06:55]
That's why y'all don't need to be in y'all seats cuz y'all didn't get the right advice.
[3:07:00]
He asked you clearly this day, who told y'all this?
[3:07:02]
Where do you get it from? Hold on trust me. You out of line and y'all had no answer
[3:07:07]
But yeah, y'all keep coming up here put on this show, but you puttin' the people in harm's way
[3:07:12]
Stop it. Whatever our fight thought is our fights. Whatever we gonna do we gonna do but stop neglecting the people stop
[3:07:21]
I didn't run to neglect people. I ran to help them trust the house
[3:07:27]
How you run on my ticket follow my vision then get here to board me and then want to take a person out
[3:07:35]
That's sick me. You played it
[3:07:38]
Shame on you
[3:07:40]
You wanted to see you should have ran against me, but you did
[3:07:44]
But now you got to create chaos to think you're going to win something that you ain't going to win
[3:07:48]
Stop, but what I will not do and I'm not up here. It's put my safety in jeopardy
[3:07:54]
I'm not so stop trying to pick something to sit here and cat about you to some that you would never be stop
[3:08:01]
I'm sick of it and for those women that's right here with you sitting back watching the nutball stuff
[3:08:07]
Y'all should be ashamed yourself because I am you
[3:08:11]
But y'all sit back and do this little shock like we ain't people
[3:08:16]
I'm a hearing being before anything stop call
[3:08:22]
around as mayor go ahead is
[3:08:28]
anybody second
[3:08:31]
second all right go ahead trustee you know one thing about you know pulling
[3:08:38]
up the duct in this maintenance you know you you're putting this village in
[3:08:42]
harm's way we can't afford if these vehicles go down and the farms are not
[3:08:47]
there we can't afford to wait on another missing Palatine to get their police
[3:08:53]
here once the residents call fire department the same thing we we can't
[3:08:58]
afford if that truck goes down to we don't somebody else you know you're going to put this
[3:09:03]
village in a life and death situation and the criminals are going to have a field they if our
[3:09:07]
vehicles are not being operated or maintenance we can't afford to cut anything in there you know
[3:09:14]
once they find out that we don't have vehicles and they're waiting on Harvey or someone else to get
[3:09:19]
here guess what it's going to be a field they hear and if our maintenance is not up the power and
[3:09:23]
fire department, we don't have live loss. It's going to be a critical incident and they're
[3:09:29]
going to have a feel. They need to think about safety first. I'm done. All right, call
[3:09:49]
I.
[3:10:01]
I.
[3:10:05]
Welcome to board of trustees,
[3:10:08]
Bankrupt, the villager,
[3:10:09]
Dalton.
[3:10:10]
Next, is there a motion to accept and approve the 2023
[3:10:13]
property tax levy collected in 2024 in accordance with the
[3:10:18]
truth and taxation law of Illinois. Is there a motion? Motion. Is there a second?
[3:10:25]
Second. It's been motion and second. Any discussion? I have a question.
[3:10:30]
The attorney read in your veto that it was 20 days and you said to ask me because you reiterate
[3:10:37]
what you said because I was confused but it was the veto because the same thing that you're
[3:10:43]
put in here now is the same thing that we, that she veto, but you've put it before us
[3:10:51]
again.
[3:10:52]
Okay, so if I could clarify, yeah, and just to make sure it's my computer's of course not
[3:10:58]
coming up right now, but let me just do it from memory. Essentially section 10.6, I'm
[3:11:04]
sorry, 10-6-8 of the property tax code requires that there be a 20-day time frame between the
[3:11:12]
the passage of a estimate of a levy and then a passage of the actual levy.
[3:11:19]
At the December 5 meeting that you guys had held, so let me back up even further.
[3:11:24]
December 4th, the item on the agenda was to approve the estimate of the levy.
[3:11:29]
Then on December 5th, the item on the agenda again on the special board meeting agenda was
[3:11:33]
to also approve the estimate of the levy.
[3:11:36]
So it was not voted on at the meeting on the 4th because as I understand it, that meeting
[3:11:40]
ended when the trustees left and it was voted on and approved the estimate of levy was approved
[3:11:47]
on the meeting on the 5th. What I honestly am not clear on is whether the actual levy was
[3:11:54]
approved at the meeting on the 5th or if you guys just approved the estimate because the agenda
[3:11:58]
item only says estimate. However, there's been multiple conversations as I understand it where
[3:12:04]
certain trustees have told various administration officials that the levy was approved on December
[3:12:09]
fifth or was approved on December 5th 2023. So in the event that the levy actually was
[3:12:16]
approved, the mayor was vetoing that approval and vetoing the estimate because the estimate
[3:12:23]
of 20 days, because the understanding was that the veto, I'm sorry, that the estimate and
[3:12:30]
the levy were approved at the same time. Now if the levy was, now I guess the question
[3:12:36]
is was the levy approved at the December 5th meeting. So there are two motions to approve
[3:12:42]
the estimate and the actual levy. So that is improper under section 10-8 of the code.
[3:12:48]
10-8 or 8-16. Or 10-6-8. I don't have it in front of me because my computer is not coming up
[3:12:56]
right now. Let me see if I can pull it back up.
[3:13:01]
Okay. Does that answer your question so we can move on
[3:13:03]
why she gets you the numbers. Yes. All right. All right.
[3:13:08]
I have a question. Go ahead.
[3:13:10]
Levy that we're looking at is a represents an increase
[3:13:15]
of an operating levy of about $500,000. Am I saying that correctly?
[3:13:22]
Who is the question for?
[3:13:23]
The question. Anybody that can ask whether the finance director
[3:13:26]
is? She can ask the finance director and key frame me. You can ask her this question.
[3:13:30]
So, can you repeat it, that's it?
[3:13:35]
Does this vote represent a, that's the
[3:13:40]
approximating $500,000 increase to the
[3:13:43]
operating levy in section one?
[3:13:45]
From which, from last year's vote, sir.
[3:13:51]
I'll be a little bit more I'm looking at.
[3:13:54]
I'll share with you.
[3:13:56]
Last year, the levy had $11,134,799.
[3:14:03]
this year of the requested 11,682,000 dollars.
[3:14:09]
That is correct.
[3:14:13]
That's correct.
[3:14:15]
Okay, so then essentially we're asking that we raise taxes.
[3:14:18]
Is that correct?
[3:14:22]
Are you asking me?
[3:14:23]
Yes, sir.
[3:14:24]
Yes.
[3:14:25]
Okay, with that, I have a superseding motion that I would like to add to two requests.
[3:14:33]
My request is that we approve the ordinance at the level that was issued last year, the $11,134,799.
[3:14:44]
That was my motion.
[3:14:45]
Have you considered cost of limits?
[3:14:48]
Have you considered inflation?
[3:14:49]
Have you considered collective bargaining?
[3:14:51]
Have you considered all of the things that people normally do when they pass tax levels?
[3:14:56]
Yes, sir, and I'll tell you where my confusion comes at.
[3:14:58]
Okay
[3:15:00]
Um, unclear information being given to the board. My belief that there's overspending on things
[3:15:07]
that are cost and tax payers' money. That's why I think we need to work with them
[3:15:11]
what we have before asking the residents to pay more money out of their pocket for items
[3:15:17]
that they didn't ask for. So yes, I consider that and I believe at this time is not the
[3:15:24]
proper time to request a tax increase. And additionally, not getting the information
[3:15:32]
needed leaves me saying we need to until we can learn to operate with what we've had
[3:15:36]
and what we do. I do not want to ask another taxpayer for more money. We can't even get information
[3:15:42]
distributed to the board. Again, forgive me. Put on the website. We can't get information.
[3:15:47]
The residents are really, really flying blind as is the board. And we've made no request
[3:15:53]
of the residents, we didn't even put out there, a tax increase was being requested.
[3:15:58]
That was not even put out there to have a discussion of, hey, tax payers, we need to increase
[3:16:04]
it, and here are the reasons.
[3:16:06]
No discussion whatsoever with the community, but we come in and ask for a tax increase.
[3:16:12]
I think that's unfair and proper, and I think that we can stay within the bounds of what
[3:16:19]
we have.
[3:16:19]
So that's the reason for mouth.
[3:16:22]
just like you just didn't ask no questions about the budget no clarification no nothing right see I see what I'm saying how y'all do it's good for you to say that oh okay well y'all should ask the people y'all should this y'all should that well you know just like I know everybody raises their taxes by 4.99% so y'all like to do this
[3:16:44]
take Tisha's word of making videos last and a mayor want to raise a taxes.
[3:16:49]
It's a mayor. Well, y'all know the mayor don't even vote trust y'all.
[3:16:51]
You know better, but you need to stop. Hold on.
[3:16:54]
Let me finish my statement. You know better.
[3:16:56]
You know everybody go about 4.99%.
[3:16:59]
But yeah, y'all made a video pointing the finger at me, right?
[3:17:01]
Trusty belch, right? Stop it.
[3:17:05]
You guys have been raising taxes since day one here.
[3:17:08]
But yeah, y'all sit here and act like y'all don't, but y'all have.
[3:17:11]
You show you saying you don't raise taxes.
[3:17:13]
Is this trustee as you have rate taxes?
[3:17:14]
Yeah.
[3:17:15]
By seven years on the board, we have voted to raise taxes one time.
[3:17:18]
Oh, that's it.
[3:17:19]
One time?
[3:17:19]
And it's not been in this administration.
[3:17:25]
There are times we had offsetting, we increased the operating level, we decreased the debt service,
[3:17:30]
net effect was zero.
[3:17:32]
Tax increased to look to look to look to look to look to look to look to look to look.
[3:17:33]
Okay.
[3:17:34]
But you rate taxes one time.
[3:17:35]
One time.
[3:17:36]
Okay.
[3:17:36]
All right.
[3:17:37]
Trustee, about your YouTube?
[3:17:38]
Yes.
[3:17:39]
Oh, you want my response?
[3:17:40]
Yeah, yeah, go ahead.
[3:17:41]
Sure.
[3:17:41]
So this is where I'm confused at because we just had a vote that you want you sat there
[3:17:48]
and went through the other stuff.
[3:17:49]
Oh, they cut this.
[3:17:50]
They cut this.
[3:17:50]
They cut that.
[3:17:51]
Then the next one, you want us to raise the taxes.
[3:17:54]
I'm so confused right now because if we didn't make those cuts, then this tax would have to
[3:18:01]
take place to fund Joe luxuries like that.
[3:18:06]
Okay.
[3:18:06]
Okay, pause.
[3:18:07]
You asked me to comment. I will not support a tax increase right now. That's why the budget
[3:18:17]
who y'all say whoever helped us who didn't help us or whatever, those items was cut
[3:18:23]
for service. And it's funny how someone sits here and be like, oh, you know, this maintenance
[3:18:30]
said we should think about that. We have $42,000 worth of lease payments and new cards.
[3:18:35]
They better not need no maintenance right now.
[3:18:38]
So it behooves me that you try to keep doing this back and forth, then keep with the old
[3:18:45]
inflation.
[3:18:46]
Everybody knows it's inflation.
[3:18:48]
But everybody knows that when inflation comes, there's a way of budgeting, cutting back
[3:18:53]
on things, not sitting here and saying, I'm going to steal, do what I want to do.
[3:18:57]
I'm going to double it next month.
[3:18:59]
Oh, taxpayers, give me all money.
[3:19:03]
I'm not supporting it.
[3:19:05]
Are you finished with me?
[3:19:07]
Are you done? I just want to make sure you do so I can interrupt you so you can hear me when I speak to you. Are you done trusty? Okay, so as I always say, you guys put on the show y'all talk about what y'all ain't done.
[3:19:22]
How y'all been at board meetings and we never read your taxes. It's the mayor. It's the mayor. It's not the mayor. It's the board of trustees.
[3:19:31]
these. The board of trustees are the ones that vote on the tax levy. How dare you get
[3:19:36]
up here and say that I want to raise taxes because that's not true. I don't even have
[3:19:41]
a vote when it comes to raising your property taxes. Every single year you guys raised the
[3:19:47]
property taxes here in the village of Don, trustee House, Mr. Oni, voteee one time. That's
[3:19:51]
a lie. These are the lives that they tell like I keep telling you are every single time.
[3:19:56]
They lie about everything and matter of fact, let me approve it. Let me show you. Let me show you play the tape
[3:20:02]
Please play the tape play the tape in the back play the tape
[3:20:06]
Just so you can see how these people right here like y'all raised by 4.99% and speaking of that
[3:20:11]
Let me give you some more information before you play my tape
[3:20:14]
So you can see how people be lying and I advise you to
[3:20:18]
Revisit your video. You may trust the
[3:20:20]
Belcher because you want popularity is not gonna work stop stop lying
[3:20:25]
I never raised anything keep keep my name on your mouth because Mayor Hingier have not raised anything
[3:20:30]
But let me give you some things 4.99%
[3:20:33]
Phoenix raised there this for the year of 2023 the 2024 for those that don't understand how tax ladies go
[3:20:39]
They can do it without going out to the public by 4.99% finishes did it soft Holland just did it
[3:20:46]
Lansing did it for 2.99 percent. This more did it for 4.99 percent. Cayman City did it for 4.99 percent.
[3:20:52]
Thornton did it for 4.99 percent. Harvey did it for 5 percent. That's this year, too bad.
[3:20:57]
So this is what I'm saying you'd why people don't pay attention. Everybody raises it. 4.99 percent, no matter what.
[3:21:06]
Don't let them sit here because they need something to campaign on. Oh, guys, it wasn't us. We didn't do it. All right.
[3:21:11]
washers, play the tape.
[3:21:16]
You understand what it used to be, what it turned out to be,
[3:21:20]
you know, where we are today. So today on Tech Gaming Relatives, once in
[3:21:24]
you, all the nonsense that you see a couple people trying to keep up chaos in our village.
[3:21:31]
First, I'll start with what tax level is. Every year, we must level taxes for our village.
[3:21:38]
When we level taxes, we get money to run our day-to-day operation this time.
[3:21:42]
These, I'm fired, are worked.
[3:21:45]
All of those departments are levied by our taxes.
[3:21:49]
So if we do not levied tax, we will not receive
[3:21:52]
the money to do the day-to-day
[3:21:53]
on the thresholds of public service.
[3:21:56]
So it made a video and sent it to a lot of residents
[3:21:59]
thinking they're trying to increase your property taxes.
[3:22:03]
In no way, shape, form, have I ever advocated
[3:22:06]
to increase property taxes?
[3:22:08]
As you know, as a trustee myself,
[3:22:10]
I've always tried to decrease taxes, or if it's warranted, yes, you have to let me
[3:22:16]
afford taxes. But in this case, if you don't know, now you will know today
[3:22:20]
every community passes a tax limit of 4.9% no matter what the public says,
[3:22:27]
because that's the levy they can pass. It is under 5%, you can pass it without
[3:22:32]
going out to the public. But it goes well 5%, you must go to the public and let
[3:22:37]
that you guys know that. So if you go, you go for it, anything I stand up here, you go for
[3:22:41]
you eat third time, some holiday kind of city, rip it down, man. Any time you'll see that
[3:22:46]
they do the same thing. So that's one of the shows that I'm going to give you the facts.
[3:22:50]
So I'm going to take you now, memory lane, by going to 27th and keep that safe.
[3:22:56]
Remember, trust me, I said he never raised your taxes. Let's pay attention to this.
[3:23:06]
Life. It's what the trustees don't want you to know about.
[3:23:13]
If you look at really on that page right here, they increase your property tax card 14%
[3:23:20]
This is what you don't know resident, 14% so if you really go up a little further and you'll see
[3:23:27]
vote it.
[3:23:28]
That's the initial problem test.
[3:23:30]
On here, you'll see, perhaps,
[3:23:32]
vote it, take initial problem test.
[3:23:34]
You'll see, that's trustee still vote it,
[3:23:37]
take initial problem test.
[3:23:38]
But I wanted to give you the orders
[3:23:40]
and you can understand.
[3:23:41]
Vote it.
[3:23:41]
Vote it.
[3:23:42]
So when you're getting information,
[3:23:44]
you will have facts to go back.
[3:23:46]
They were going to vote it.
[3:23:48]
2018.
[3:23:49]
They were going to vote it right.
[3:23:50]
You were going to vote it.
[3:23:51]
Now, if you look, if you look,
[3:23:55]
taxes of trustees raise your taxes by 14 percent a year. Another
[3:23:59]
40 that was again trustee house and trustee stumps. Of course, the rest of the
[3:24:05]
guys will be your name again. But your only right here says one, all unbuttoned.
[3:24:08]
It's a wrap because see how you're gonna spawn your board now that's trying to do
[3:24:12]
spin cypher continue to opt. So the gears that are raising your taxes to 18. Now,
[3:24:18]
let's move on. 2019. 2019. Try to do the same thing. But this time, this is when
[3:24:25]
and everybody voted for it.
[3:24:27]
So this is $7.20, $20.10.
[3:24:31]
Trust me, Brown, not Brown, stand Brown.
[3:24:34]
Trust me, Tammy Brown voted for this.
[3:24:36]
Trust me, Holmes, trust me, House, trust me, Steve's.
[3:24:41]
Everybody voted for this.
[3:24:43]
But it stayed the same on
[3:24:48]
May, 2020.
[3:24:50]
Same difference.
[3:24:51]
It stayed the exact same.
[3:24:53]
0%.
[3:25:08]
them? It was only $20 million and I'm going to
[3:25:16]
2021
[3:25:17]
um tax levy for 10 billion dollars. Yep. I'm here to say again 0% 0% on a start but when you read it no people that vote for it everybody voted for yeah
[3:25:29]
and that's what I wrote up there for racial taxes which is trusty trusty trusty no look trusty
[3:26:06]
every year, every year. People that are going for trusty house, trusty normal, trusty
[3:26:13]
ASDs. But guess what? Trusty, Tammy Brown said, no, on this one time, trusty, last
[3:26:19]
time. This is what I was going to make her trusty. Well, she's going to trust it. Why she's
[3:26:24]
going to trust it? She's going to trust it. She's going to trust it. Either yes or you
[3:26:26]
know why you're going to trust it. She should've just said, yeah, you know, you like to do it
[3:26:31]
the other time. I want to point that out. This is all the taxes of today, 2022. Now that
[3:26:36]
the new tax thing that you guys being presenting is a side concept. You have them.
[3:26:42]
Side concept. Well, you have a million dollars. So let's say zero percent on the service.
[3:26:49]
Once again, in this one, it's the one that I'm saying we don't have a vote for yet, but
[3:26:53]
people have become sort of worthy. And if you have a difference of opinion, it's a
[3:26:57]
discussion score. And you come and you have a happy meeting because the end of the
[3:27:01]
that we must provide services to our residents so
[3:27:14]
we'll show you the package one of every single year.
[3:27:21]
Before the key climate we didn't do it.
[3:27:23]
It's a matter of life.
[3:27:26]
The trustees vote to raise taxes.
[3:27:30]
As you can see, follow the money.
[3:27:34]
Just because to say zero on the surface don't make it true.
[3:27:37]
You have to follow the money.
[3:27:38]
The money just showed you every year went up even though it says they're all right
[3:27:42]
But it's still increased by 4.99% and then other years they did about 14%
[3:27:49]
Right, but so who line and we just talk to them. They are all the loud about it
[3:27:53]
But you go make videos lying to people about it. It's the mayor. No, it's the trustees. I don't know to the seat you sitting
[3:27:59]
Your vote you vote on things
[3:28:02]
Such as a Tesla. Yeah, as you see
[3:28:04]
follow the money. It's all you ever do is follow the month. It's like they have been raising your
[3:28:10]
property taxes for years. That part you must follow the money as you can see is proof of the
[3:28:18]
border trustees raising your property taxes.
[3:28:26]
I keep up. So that's the point that I want to point
[3:28:28]
out to y'all that people gonna lie. They're gonna make up stuff on you. When they can't control you,
[3:28:34]
when they can't beat you, they got to try to dilute the resonance,
[3:28:37]
to make them think you're doing something other than helping them.
[3:28:40]
And that's what I just proved to y'all.
[3:28:42]
Today, every single time they put the best stuff on my name,
[3:28:45]
I come back with facts, paperwork, and show y'all the truth.
[3:28:49]
You see people, a lot of y'all are right here on the spot.
[3:28:52]
Like, no, we can do that.
[3:28:53]
And then I also told you, you got to look at things just like how you
[3:28:57]
go to a contra.
[3:28:58]
You know what I'm saying?
[3:28:58]
Hey, make sure you read the fine print.
[3:29:00]
Make sure you read the fine print because we read everything
[3:29:02]
all the surfers, it says zero, but we didn't go down to that dollar amount. That dollar amount
[3:29:06]
increased by 300,000, 400,000. You follow the money. It's going to tell you the whole truth.
[3:29:13]
As I say, women lie, men lie, numbers don't. If in black and white, that part. So people can stop
[3:29:19]
without a spend cycles and all the mess. Miss me with that for this shit. Please. When you talk
[3:29:25]
at least state backs.
[3:29:27]
Everything I talk about, I have proofed the back it up.
[3:29:30]
Every single thing.
[3:29:32]
So therefore Tiffany, what you saying, attorney?
[3:29:35]
What we doing?
[3:29:37]
I'm going to move forward.
[3:29:38]
She got to have two comments, man.
[3:29:41]
Yeah, you got your butter, we can fix your life.
[3:29:42]
You ain't going to work.
[3:29:43]
I really just want to know your official stance on this.
[3:29:46]
You've got to know my official.
[3:29:47]
Nothing.
[3:29:47]
You're a trustee.
[3:29:48]
You advocating for an increase, or are you not?
[3:29:51]
I just answered all your questions.
[3:29:53]
You are trustee.
[3:29:54]
You must do your job. Do what you're conscious tell you don't be trying to get me to say something other than what you need to know
[3:30:00]
No, and I'm asking you, trustee, make a decision. You want to be the boss? It come with
[3:30:04]
calls. Be the boss. Go ahead. Boss up and make a decision on what you want to do. Either you
[3:30:08]
either for or you not. Stop, stop. Make a decision, right? Yeah, I make a decision when
[3:30:14]
y'all have to confirm me, right? Yeah, I make a decision when y'all cut all these, this budget,
[3:30:18]
y'all made all the decisions, right? So make a decision. Stop trying to sit here and throw
[3:30:22]
it back my way. Own up to it. So I keep telling people, everybody want to be the boss, but
[3:30:26]
I don't know what it is because the public see you for who you are, which is a liar.
[3:30:31]
Y'all lots of the public stop it at point at me and it's you done tired of time.
[3:30:38]
Okay.
[3:30:38]
I'll tell you what we're doing.
[3:30:41]
So under the, you know, in consideration of the mayor's veto and since the veto was both
[3:30:47]
to veto the estimate and the levy because obviously when the veto was delivered, there
[3:30:52]
was a bit of uncertainty as to what was approved at the December 5 meeting.
[3:30:57]
So it'd be my recommendation to the board to amend this motion to make it in an approval of an estimate of a levy
[3:31:04]
And then you approve the estimate at this meeting and then at the next board meeting you guys approve the levy
[3:31:10]
Okay, so my motion is to approve the estimate at the same rate on the operating level as last year
[3:31:18]
Second is there a second second all right, please call them all
[3:31:23]
Hi
[3:31:28]
Trustee Stan Brown, Trustee Tammy Brown, Trustee Halves, Trustee Holmes, Trustee Neltier, aye.
[3:31:41]
All right, thank you guys, coming out now, can I have a motion to adjourn?
[3:31:45]
Motion.
[3:31:45]
Second.
[3:31:46]
Is there a second?
[3:31:47]
Is there a motion to adjourn?
[3:31:48]
Please call the roll.
[3:31:56]
Trustee Norwood?
[3:31:57]
Aye.
[3:31:58]
Trustee Stan Brown?
[3:31:59]
No, no.
[3:31:59]
Yeah, people on the TV.
[3:32:00]
We'll be talking about.
[3:32:02]
We'll be talking about.
[3:32:04]
We'll be talking about.
[3:32:04]
We'll be talking about.
[3:32:04]
Trusting House.
[3:32:06]
Trusting Belcher.
[3:32:07]
Aye.
[3:32:08]
Meeting adjourned at 109 p.m.
[3:32:11]
All right.
[3:32:11]
Pick.
