[3:56] » Five.
[3:58] Thank you. Roll call. Madam clerk.
[4:00] » Council. Council President.
[4:02] » Council Motton.
[4:03] » When does this when does this take
[4:05] effect?
[4:07] » Council um CFO.
[4:10] » It would take effect for um the second
[4:13] half bills. So for August and for
[4:15] November.
[4:16] » Okay. So for August and November,
[4:19] they'll see the the rate the the
[4:20] increase.
[4:21] » Correct. Okay. Now, um Okay, I see it
[4:26] now. Thank you. Um Javier,
[4:29] » Thank you. Roll call. Madam clerk,
[4:31] » Mr. President,
[4:32] » Council member last
[4:34] » Um
[4:36] just see in the page number two
[4:40] if it 4%.
[4:42] That's increasing right only 4%. at um
[4:46] page number two uh voltmental rate for
[4:49] CCF on the page number um
[4:53] last last page before the last uh
[4:57] uh on number four say $1,293
[5:02] um if it's 4% will be an increase of
[5:06] $51.72
[5:07] I believe so and then um the number that
[5:10] shows here shows 1,345
[5:13] and comes up to 300 1,34472.
[5:17] So I don't know if that's 4%.
[5:20] » You got to go to the next dollar.
[5:22] » Well, they rounded it to the next.
[5:24] » Oh, okay. Okay. I got
[5:26] » I just want to be clear that there. Uh,
[5:29] Councilwoman Ruby Khan, do you need to
[5:30] be close on yourself on this because
[5:32] this
[5:33] » I didn't hear you.
[5:34] » Oh, she's on the water.
[5:35] » Oh, they're going. Okay. I just
[5:37] » Roll call. Madam clerk.
[5:40] » Roll call on ordinance 2608.
[5:43] Councilwoman Cotton,
[5:45] » Yes.
[5:47] » Vice President Davila,
[5:48] » Yes.
[5:51] » Councilman Jackson has not joined.
[5:54] Councilman Khalik,
[5:56] » Yes.
[5:58] » Councilman
[6:00] Menddees has not joined yet. Councilman
[6:02] Omar,
[6:03] » Yes.
[6:05] » Councilman Vez,
[6:12] » No.
[6:16] President Mims.
[6:18] » Yes, madam clerk.
[6:21] » Five yeses, one nos, three absent. This
[6:24] item passes.
[6:25] » Items number five and six are removed.
[6:28] Uh the owner has to come in. The clerk
[6:30] will send a notice out for items five
[6:31] and six for renewal of entertainment and
[6:34] dance license. Uh madam clerk, let's go
[6:36] to item number four.
[6:41] Item number four is a resolution of the
[6:43] city of Patterson authorizing the
[6:45] submission of a request to the New
[6:47] Jersey Urban Enterprise Zone Authority
[6:50] for Patterson UEZ corridor lighting and
[6:53] security project in the city's UEE zone
[6:56] in an amount not to exceed 1,235,197.
[7:02] This is from economic development
[7:04] resolution 26302.
[7:06] So move
[7:07] » Second move by second
[7:09] » VP uh Davis second by Mims and Omar
[7:13] » Discussion
[7:14] » Discussion council member
[7:16] » Uh through the chair if the director
[7:18] could ask her this question director
[7:19] Vero uh is a it looks like a good idea
[7:23] uh what we doing moving forward to bring
[7:26] uh lighting to the uh coders of the uee
[7:32] um I know this is
[7:34] a request to urban urban enterprise zone
[7:39] or try to give us this money. Um
[7:43] but do you have a map uh what corridor
[7:47] we going to start doing this if it's all
[7:49] going to be main street market
[7:52] uh you know uh the uee zone is wide wide
[7:56] open. So, you know, if you have a
[7:59] designated area, you're going to start
[8:01] putting this lights with PCG.
[8:05] » Director Rosado
[8:08] or is Washington? Are you answering, Mr.
[8:10] Washington?
[8:11] » Yes, I'm here.
[8:12] » Mr. Washington.
[8:13] » Okay. Uh, Councilman, thank you for your
[8:15] question. Yes, we do. And the way this
[8:17] is going to be executed, it's going to
[8:18] be done in phases. We're gonna start off
[8:20] with the downtown area as that's where
[8:23] uh DPW DPW and PACG has highlighted that
[8:27] that's where the most efficient lamps
[8:29] are. So the initial stage will be
[8:31] conducted downtown and it will be guided
[8:34] through DPW uh Mr. Estatudo and the uh
[8:39] NPACG executives. In other words, their
[8:42] technical team will tell us exactly
[8:43] which lamps will go first and from there
[8:45] we'll spread out to the different
[8:46] corridors. So, so in other words, can
[8:49] you tell me if that old green light
[8:52] poles are going to disappear from the
[8:54] city?
[8:55] » It's going to be the really tall ones,
[8:57] those 24-footer. Those specifically the
[8:59] ones that are right now have become at
[9:02] this point broken off or damaged or are
[9:05] in any danger of breaking off. Those are
[9:07] the most immediate ones that are that
[9:08] we're going to address.
[9:10] » Correct. because I had a constituent
[9:11] that lived in the fifth ward that uh
[9:14] live around the uh mark main street and
[9:18] and Grant that one of those life fisher
[9:21] fell right in front of her and she was
[9:23] lucky enough to to not get hit with it.
[9:26] And those are the reasons why we're
[9:28] working closely with PS&G is to address
[9:30] those specific fixtures right away
[9:33] because they're they're dangerous and we
[9:35] decided through UE being that the
[9:38] resources were there to utilize those
[9:39] funds in a way that that it creates
[9:41] safety safety for both the consumer as
[9:44] well as the people who live in the city.
[9:46] » So they the um the do you consider that
[9:50] downtown is up to um Mil Street? Uh,
[9:55] Director Rosado, I know you work closely
[9:57] on what the definition of the downtown
[9:59] areas are. Could you
[10:02] » Director Rosado?
[10:03] » It's going to be a total of 310 total
[10:06] poles. Okay. Um,
[10:09] the corridors are from Main Street,
[10:11] which is Krooks Avenue to Lower Maine.
[10:14] Market Street, which is Mill to Summer,
[10:17] Broadway, which is Main Street to
[10:18] Memorial Drive, Ellison from Main Street
[10:21] to Memorial Drive, and then Ward Street
[10:24] from Maine to Clark, and then Memorial
[10:26] Drive from Market Street to Broadway.
[10:29] So, okay. So, let's keep the record
[10:30] clear when we say downtown. And I
[10:33] nothing against with the Krooks Avenue
[10:35] up to u of downtown but um the reason
[10:40] I'm asking is because I believe Mil
[10:43] Street Peruvian Square Van Halton uh
[10:48] back portion of it uh the um before
[10:51] going to Gray Falls all that section is
[10:54] downtown we have the old uh antique uh
[10:57] poles there and u we be requested with
[11:00] Satuda way back that we upgrade ated
[11:03] those pole especially when they in the
[11:05] historic district area but it's
[11:06] including downtown. Now you mentioned
[11:09] Cruz Avenue that's not downtown that's
[11:11] in South P. So we have to make clear to
[11:13] the record that is covering also that
[11:16] section. So um uh when you say downtown
[11:20] only everybody could think it's
[11:21] downtown. Now you stated it's coming
[11:23] from Kru all the way down to downtown.
[11:25] Well, the phase the phase is starting in
[11:27] downtown phase one.
[11:30] » Director, if you can just send out the
[11:32] information on the four phases of this
[11:34] project. I know we're just starting, but
[11:36] just send an overview of the phase out
[11:38] to all the council members for review uh
[11:40] for committee and then so the council
[11:42] can
[11:43] » Council president,
[11:44] » I haven't finished. I haven't finished.
[11:46] Uh director um and and you're gonna and
[11:48] you're going to hear this from me a lot
[11:50] when it comes up to uee.
[11:52] Fifth Ward also has UEZ zone. Fifth Four
[11:56] has area that needs that kind of uh
[11:59] upgrade. So, um nothing against anybody
[12:02] else ward, but I have a a majority
[12:06] section of downtown that is u needed
[12:09] that that that type of quality of lights
[12:12] and and cameras and I and I want to see
[12:15] it there too, especially this coming up
[12:17] two years. And I gonna be and I gonna be
[12:20] I got to be more enaminous on that, you
[12:23] know. Um I have supported as a
[12:25] councilman for 10 years here any other
[12:27] project in any other ward. So uh I don't
[12:30] want to feel like I'm being left behind
[12:32] in any project that we have money to
[12:35] invest.
[12:35] » Council President,
[12:36] » Council vice president. So I I want us
[12:39] just to, you know, be clear um that the
[12:42] items are specific to UEZ zones and uh
[12:47] Director Rosado, please correct me if
[12:49] I'm wrong. If the portion that we're
[12:51] discussing on Crooks is UE,
[12:53] » Yes.
[12:54] » So it started Yes. It's only on
[12:56] » The answer is yes. The answer is yes.
[12:58] The reason I'm saying that is is because
[13:01] we tend to,
[13:03] you know, when it comes to South
[13:05] Patterson or the six ward and and things
[13:07] are getting done, it almost like there's
[13:09] some type of and I'm going to put it out
[13:10] there, some type of favoritism. No, that
[13:13] portion of Krooks app is UE. And so you
[13:17] you were specific to say and you sent it
[13:19] in the email as well that went out
[13:21] yesterday and this morning as well, uh,
[13:23] indicating all of those streets. I don't
[13:25] want anyone to think that this these
[13:27] monies or these lights these fixtures
[13:29] that are being fixed are only you know
[13:32] and specific to the six war that that's
[13:34] not a UVZ zone. Uh to Councilman Velis's
[13:37] um point um it is true he has a lot of
[13:40] of of uh the downtown area um who part
[13:44] of it is UZ and so Councilman if you see
[13:48] you know part of it is within the area
[13:51] that you're discussing but I know that
[13:53] you're going to want more. I just wanted
[13:54] to clarify and make sure that we're not
[13:57] sending a message that we're doing uez
[14:00] and crooks have because the portion of
[14:02] it is also part of uez and I understand
[14:05] also that you are working closely with
[14:08] um statudo uh with DPW and with PSNG as
[14:13] well. Um the only thing that I heard you
[14:16] know uh um uh director uh Washington say
[14:20] is they'll tell us I think that within
[14:23] that we the council can also let them
[14:26] know our interest cuz we understand that
[14:29] they'll give us the overview of
[14:30] everything that needs to be done and
[14:32] then we can say well we'd like certain
[14:34] priorities you know based on requests
[14:37] you know either from businesses or for
[14:39] from constituents who have discussed
[14:41] that you know the lighting needs to be
[14:43] All right, council president. Thank you
[14:46] very much. I just wanted to clarify.
[14:48] » Thank you. Roll call. M clerk.
[14:50] » I said I had my hands.
[14:51] » I'm sorry. I didn't see it. Council
[14:52] cotton.
[14:53] » I just wanted to find out again from um
[14:56] I know director Rosado. Um you said
[15:00] Broadway. What part of Broadway?
[15:03] » Rosado. Um Memorial from Market Street
[15:07] to Broadway.
[15:11] And then we also
[15:11] » No, no, no. You said Broadway
[15:14] » Memorial Memorial Drive from Market
[15:16] Street to Broadway.
[15:18] So this list is based on Statudo uh
[15:22] telling us where all the polls,
[15:23] » Right?
[15:24] » Oldfashioned polls are
[15:26] » Okay. So starting from Memorial Drive up
[15:29] to uh Madison Avenue,
[15:32] » Marcus Street to Broadway.
[15:36] » Where's Market Street to Broadway?
[15:38] » On Main Street on Memorial.
[15:40] » No, I'm say I'm asking you about
[15:41] Broadway. I didn't say nothing about
[15:42] Main Street. I said Broadway. I heard
[15:44] you say Broadway.
[15:45] » Oh, Broadway. I'm sorry. From Main
[15:47] Street to Memorial Drive.
[15:49] » From Main Street to Memorial Drive now.
[15:51] And then uh what was the other one?
[15:54] Ellison Street to what?
[15:56] » Uh Ellison Street will be from Main
[15:58] Street also to Memorial Drive.
[16:01] » No,
[16:02] » Behind that. That's not much. Main
[16:05] Street to Memorial. That's nothing.
[16:06] That's only three blocks.
[16:08] » Those are where the poles are are
[16:09] located.
[16:12] They are.
[16:13] » Let me just finish. So, you're telling
[16:15] me they can only put these lights on
[16:16] certain poles?
[16:19] » Is that what you're saying?
[16:21] » Director Rosado.
[16:23] » I'm sorry, Council President. Point of
[16:25] order for a minute. I I'm getting some
[16:27] messages from constituents that the
[16:29] meeting is not on YouTube. Madame Clerk,
[16:31] the meeting is not on YouTube.
[16:33] » Ryan, could you check into that, please?
[16:36] » We have a delay from what I understand.
[16:39] Correct.
[16:41] » All right. I'm sorry that council
[16:43] council my apologies. Just said I got
[16:45] two messages right now saying the
[16:47] meeting is not on YouTube.
[16:48] » Okay.
[16:48] » Go check.
[16:50] » So my So my question is to director
[16:52] Rosado. You you said Memorial Drive to
[16:55] Main Street which is two blocks like is
[16:58] that because they got certain polls? Is
[17:00] that why?
[17:03] » Cuz director Rosado I thought okay I
[17:07] » No, I'm still not finished.
[17:09] So, director, I'm saying to you there's
[17:11] only two block and I asked you the
[17:13] question. Is it because it's a special
[17:15] pole that that's why they can use these
[17:17] lights?
[17:18] » It's because they're only focusing on
[17:20] the green architectural lights. Those
[17:22] are the ones where the fixtures are
[17:24] being uh replaced.
[17:26] » Okay.
[17:27] » Those lights are there already.
[17:29] » Yes.
[17:30] » So, say what now?
[17:31] » These are the green poles. They're
[17:32] they're in the
[17:34] » Green on the green architectural design.
[17:36] First,
[17:37] » My next question, and you know, we're
[17:39] going to I'm going to do it like
[17:40] director Rodriguez, I don't I asked you
[17:43] many times about the trees that needs to
[17:46] be trimmed. Trees are kissing each other
[17:48] and which are now really blocking the
[17:51] lights. They're kissing like they're
[17:52] coming across the street and kissing. Uh
[17:55] we have a lot of blocks like that. And
[17:58] one of main one of the main blocks
[18:01] director is Montgomery Street that
[18:04] they're kissing. You can't. So, even if
[18:06] you have the lights up there, you still
[18:08] you can't you still can't It's still
[18:10] dark because the trees uh has to be
[18:12] trimmed. So, I got to get some of those
[18:13] trees trimmed, especially around the
[18:16] lights and especially around the stop
[18:18] signs. You got to get some of those stop
[18:21] signs clear. You don't see stop signs
[18:23] until you right on top of it. And so, I
[18:25] just put I need to put that request in.
[18:27] Director,
[18:28] » Council President, Council President, if
[18:30] I can just give you an update on on
[18:31] what's going on with uh YouTube. It's my
[18:34] understanding uh right now uh this
[18:37] meeting is live so it is on uh Verizon
[18:40] uh channel 32 uh channel 77 the access
[18:44] channel there is an issue with the
[18:46] YouTube streaming so they are working on
[18:48] it but this meeting is also being
[18:50] recorded so once they're able uh if
[18:53] we're done with the meeting it will be
[18:54] it'll go on YouTube but just letting the
[18:57] community know that this meeting is
[19:00] being broadcasted on channel 77 and on
[19:03] channel 32. Just wanted to let you know
[19:05] that.
[19:05] » And from what I understand, it's not an
[19:07] issue on our IT side. It is an upgrade
[19:11] or an update to the link from the
[19:13] YouTube side.
[19:15] » Thank you, madam clerk. Roll call,
[19:16] ma'am.
[19:18] » Um, council,
[19:21] » Council my colleague.
[19:22] » Thank you. I just want to clarify one
[19:25] thing. Um these replacement are for only
[19:29] those green PS that we have which are
[19:32] not installed in every location of the
[19:35] UE zone. I don't have any in the second
[19:39] world for example union app to app there
[19:41] is none. So there is nothing being done
[19:44] on union app with this project or or to
[19:48] app with this project. So we need to
[19:50] understand we might have a new easy zone
[19:53] in in our world does not mean that if
[19:58] they want to even replace these light
[20:00] bulbs and stuff with this project they
[20:02] cannot do it but it has not been
[20:04] installed in this section yet. I hope in
[20:08] future with future project we should be
[20:11] able to put new lamps on the the section
[20:13] they are not covered with these uh green
[20:16] uh light poles. That's that's all I'm
[20:19] requesting to our EUZ um director. Thank
[20:22] you.
[20:23] » Great point, Councilman. Roll call,
[20:25] Madam Clerk.
[20:26] » Councilwoman Cotton,
[20:28] » Yes.
[20:29] » Vice President Davila,
[20:31] » Yes.
[20:33] » Councilman Jackson has not joined.
[20:36] Councilman Khalik,
[20:38] » Yes.
[20:40] » Councilman Mendes has not joined.
[20:42] Councilman Omar,
[20:44] » I just want to thank Director Rosado for
[20:46] all his work into this project. My vote
[20:47] is yes.
[20:50] » Councilman Udin has also not joined at
[20:53] this time. Councilman Valz,
[20:55] » I'm happy to see that u the money of uee
[20:59] are being requested and uh spending
[21:02] wisely in our city especially the UE
[21:05] zone. I went way back to uh Union City
[21:09] and it looks like a stadium. They use a
[21:11] lot of money for uee to uh light all
[21:14] that more than 45 street uees zone they
[21:18] have in this case. Uh I'm happy to see
[21:21] that the projects will be move forward.
[21:22] Hopefully we could do this before the
[21:25] winters comes in if we have the funding
[21:27] coming. And uh and just to keep the
[21:30] director in mind that um Market Street
[21:33] between Straight Street and Madison
[21:36] Avenue, we have uh 15 polls of those
[21:40] already counted when I went go way back.
[21:43] Um saying that my vote is yes
[21:46] » And council president Mims.
[21:48] » My vote is yes, madam clerk.
[21:51] Six yeses, three absent. This item
[21:53] passes.
[21:54] » Item three, madam clerk.
[21:55] » As a reminder before I read number
[21:57] three, for those listening um on our
[22:00] channels, for those who would like to
[22:02] participate in public portion, you can
[22:05] dial 973
[22:07] 3211579
[22:10] and enter meeting ID 8321.
[22:14] You then press star one to listen and
[22:16] press star three to be added to the
[22:18] speaker queue. and that's been
[22:19] advertised with our agenda. Item number
[22:22] three is a resolution approving transfer
[22:25] of 28 taxi cab registrations from Taxi
[22:28] Patterson LLC to New Jersey Yellow Cab
[22:32] Taxi Service LLC of 742 River Street
[22:36] Patterson, New Jersey. This is a
[22:39] resolution from our office number 26301.
[22:43] » So move.
[22:43] » Moved by council vice president Davis.
[22:45] Second by
[22:47] » Second by VeZ. Roll call on item three.
[22:50] » Discussion for a minute.
[22:51] » Discussion. Councilman.
[22:53] » This is only transfer for 28 taxi car
[22:56] registration. Uh it says that it's 742
[23:00] River Street. Uh where they going to
[23:02] park this vehicles?
[23:09] Because uh whose mailing address and
[23:11] parking address are stated above. But
[23:14] where's the uh the parking location?
[23:19] » Councilman, where's 742 River Street at?
[23:22] What street?
[23:24] » That's on between third and four Avenue
[23:27] before the field. You where the where
[23:29] the mattress company ceiling is at on
[23:31] front of there where you see a lot of
[23:33] cat park overnight on the streets.
[23:36] » Um Councilman, the owner is not on uh
[23:40] the these businesses are not operating.
[23:42] So, it is up to you if you desire to
[23:44] pull them until he comes in. They'll be
[23:46] out of business for a couple weeks, but
[23:48] it's up to you.
[23:48] » No, no, no, no, no. I I just want to
[23:50] make clear that, you know, it's a
[23:53] » There's no one on the No one on none of
[23:55] us can answer where they're parking.
[23:57] That would
[23:57] » No, no. But I know it's transfer. They
[23:59] just transferring registration. I
[24:01] understand that. It's a paperwork. They
[24:03] transfer paper,
[24:05] » Right? But when when they come into a
[24:07] conclusion to use those paper that we
[24:10] transferring
[24:12] uh where they going to park the car and
[24:13] that's one thing that have to be clear
[24:15] in the resolution because every time
[24:17] that we uh pl you know put cars out
[24:22] there they always stay in the resolution
[24:24] where they're going to be parking. Well,
[24:26] I understand the process. We are
[24:28] transferring paper here. Transfer this
[24:31] paper to that company. But when those 28
[24:34] papers, they could have used it where
[24:36] they could park those cars. And I I know
[24:38] we have received I don't know if
[24:39] councilwoman Cotton had received uh
[24:42] complaints about uh those uh cab
[24:46] being parked on on River Street
[24:48] alongside the uh alongside the um the
[24:52] ceiling mattress company. So um
[24:55] » Actually actually councilman that's the
[24:57] third one.
[24:57] » Yeah, I know. I'm just saying you said
[25:00] cotton. So actually that's the third
[25:01] ward.
[25:02] » Oh because you asked because between the
[25:04] third fourth
[25:05] » Did I what did I ask? I didn't ask
[25:07] » Council members that come like what did
[25:10] I ask?
[25:10] » I understand the concern they can send
[25:13] that request to like
[25:14] » The request should be and from here on
[25:16] out council president
[25:17] » That we have
[25:17] » That they should also list where they
[25:19] going to park their vehicles. That's all
[25:21] they got to do. Correct. That's all they
[25:23] got to do.
[25:24] » So let me let me hold on for a minute.
[25:26] Councilwoman
[25:27] » Ral sir
[25:28] » President
[25:30] » Um
[25:32] let's not create a a a a perception that
[25:35] because it's in that ward we don't
[25:37] receive complaints I receive complaints
[25:40] and I try to address accordingly even
[25:42] it's not my ward but I just want to make
[25:44] sure that they have parking anything
[25:47] councilwoman Davida you want to say
[25:49] something
[25:50] » No she councilman bles she's talking to
[25:52] someone councilman
[25:54] » Oh okay So, um I just want to make sure
[25:57] that when we transfer those license, the
[26:01] uh I know the clerk know how how to do
[26:04] her diligent work to make sure those
[26:06] those vehicles when they operating, they
[26:09] not be in the streets taking residents
[26:11] parking.
[26:12] » Thank you. Roll call. Madam clerk,
[26:14] » Council president.
[26:15] » Yeah, Councilman Khaled.
[26:17] » Parking location should be attached to
[26:20] the resolution easily. That's just
[26:22] that's the practice.
[26:23] » Yes. Honestly, I don't have that um
[26:26] » Yes
[26:27] » Resolution in the paperwork in front of
[26:29] me. I'm just asking uh
[26:30] » To the license department
[26:33] » Is the parking location attached to the
[26:36] resolution. Can you please check it for
[26:38] me?
[26:38] » It's not
[26:40] it's not requested.
[26:42] » It is not. That's mean this this
[26:44] application is not complete then.
[26:46] » Yes, it is.
[26:47] » It is complete. That has not been the
[26:49] practice to add it. That is something
[26:50] that's being requested today. We can do
[26:53] that in the future but it has
[26:54] » He's not requested every application
[26:56] what I have known council president even
[26:59] if somebody I know somebody has one
[27:01] vehicle he provide the the uh parking
[27:07] lease from our parking authority for his
[27:10] application to move forward. So I mean
[27:13] is council president if I may address
[27:15] council
[27:17] » Okay one second council VP I don't think
[27:19] that's something that should allow us to
[27:20] remove it I don't want to stop business
[27:23] from
[27:23] » No no no no definitely not
[27:25] » I think it's something that we should
[27:26] look into madam clerk um perhaps that is
[27:29] on the uh information please disseminate
[27:31] it to
[27:33] » As far as I know it's been pass past
[27:35] practice every taxi company or any
[27:39] transportation company they must provide
[27:42] provide a parking lot or parking lease
[27:45] with parking authority to to have the
[27:48] resolution move forward. Council
[27:50] » President, so let's make sure that's uh
[27:52] there madam clerk. Um um clearly I just
[27:56] wanted to just clarify that the
[27:58] application in the application. Okay. So
[28:02] that's what I wanted to um just let
[28:05] because councilman Kique is correct.
[28:08] » It has always we always ask that. I know
[28:10] that the clerk also does her due
[28:12] diligence. Um what we have in front of
[28:14] us right now is just a copy of the reszo
[28:16] which is just saying that it's a
[28:18] transfer. All right. Um but it is in the
[28:21] application and I know that um uh when I
[28:24] called cuz I know I got numerous calls
[28:26] because you know we were having the
[28:28] special meeting and the finance meeting
[28:30] uh um and we were having a finance
[28:32] meeting and this goes through finance.
[28:34] Okay. Um but he is correct that you know
[28:37] whenever if there's a transfer if it's a
[28:39] new in new medallions that they need to
[28:41] show proof that they have a parking
[28:44] enough parking looking at the at the
[28:47] reszo and the address you can see that
[28:48] they have a lot of parking.
[28:51] » So madame clerk could you just forward
[28:52] the applications because that's not here
[28:55] and I'm sure it's on there. Just send
[28:57] all those applications to all the
[28:58] council members.
[28:59] » I mean we can send
[29:01] » Roll call madam clerk on item three.
[29:04] Item two. Item three. I'm sorry.
[29:06] » This is This is item three.
[29:08] » Yes. This is it.
[29:08] » Councilwoman Cotton.
[29:10] » Uh thank you, U. Madame Clerk. I just
[29:12] want to say that, you know, um you know,
[29:15] we have two taxi inspectors and when
[29:18] these taxi companies are not doing what
[29:19] they're supposed to do, you can then
[29:21] report it to the taxi inspectors that we
[29:23] have and they do look into it. Whatever
[29:25] you have, they will look into it. U
[29:28] Madame Clerk, um my vote is yes.
[29:31] » Vice President Davila. Yes,
[29:35] » Councilman Jackson has not joined.
[29:39] Councilman colleague,
[29:40] » I do agree with our dean of the council,
[29:43] Councilwoman Ruby Kton, and my vote is
[29:46] yes.
[29:49] » Councilman Mendes, I see that you have
[29:52] joined. We're on item number three.
[29:56] » Uh, yes. Good afternoon to all my
[29:58] council colleague. Good afternoon to the
[29:59] city of Patterson. Uh uh which item are
[30:02] we? Uh ML clerk and I do apologize.
[30:04] » Item three. This is a resolution
[30:06] approving the transfer of 28 taxi cab
[30:09] registrations from Taxi Patterson LLC to
[30:12] New Jersey Yellow Cap Taxi Service.
[30:15] » My vote is yes, Madam Clerk.
[30:17] » Councilman Omar.
[30:19] » My vote is yes, Madam Clerk. Thank you,
[30:21] Councilman Khan, for clarifying that up.
[30:23] You can always report an infraction to
[30:25] the tax to the taxi inspectors.
[30:28] Councilman Udin has not joined.
[30:31] Councilman Vez,
[30:34] » Nothing against the U applicant. Let
[30:37] that keep the record clear just in case
[30:40] whoever came in late to the meeting and
[30:42] listen something um different. Um the
[30:46] practice is practice. Councilman Khal
[30:48] just stated the resolution state the
[30:50] license address uh where they office at
[30:52] and the location also uh where they
[30:55] park. That's why I was saying in the
[30:57] beginning uh to say that uh the place
[31:00] has a lot of parking is a mechanic shop
[31:03] only with that is full of cars that need
[31:06] to be repaired. So I want to make sure
[31:08] that if I get complaints I got their
[31:11] numbers and I tell them right straight
[31:12] in the bat parking street parking is for
[31:15] residents especially in the fifth ward.
[31:17] I tell them your cab is parked in the
[31:20] fifth ward you need to move it. Our
[31:22] residents need parking and this is a
[31:25] complaint that every council members
[31:28] listen every day. Now the elections are
[31:30] over. Everything had to be back in
[31:34] place. We have ordinance in place and we
[31:37] have rules in place and um let's make
[31:41] effective. My vote is yes to transfer 28
[31:45] license that eventually is going to
[31:47] convert into a vehicle and I hope they
[31:50] have parking for that. My vote is yes.
[31:53] » President Ms.
[31:54] » My vote is yes, Madam Clerk.
[31:58] » Seven yeses, two absence. This item
[32:00] passes.
[32:01] » Item number seven, Madam Clerk.
[32:05] » Item number seven is a resolution
[32:08] addressing the renewal of a junkyard
[32:10] license for Regio Rinkon Remy American
[32:13] Auto and Repair at 4244 Franklin Street
[32:17] in the fourth ward. This is from finance
[32:19] and resolution 26305
[32:25] second by council cotton and Mendes.
[32:27] Roll call on item number seven. Madam
[32:29] clerk,
[32:30] » Councilwoman Cotton,
[32:31] » I must say I and I need to say this for
[32:33] this company. He is he keep his business
[32:36] nice and clean. He don't have stuff all
[32:38] over the place. He I got I got to give
[32:40] him credit. um uh Rico um Recon. He
[32:45] really does a good job with his business
[32:47] of taking care of the the area that he's
[32:49] in. With that being said, um Madame
[32:51] Clerk, my vote is yes.
[32:53] » Vice President Davila,
[32:55] » Yes.
[32:57] » Councilman Khalik.
[33:01] » Yes, Madam Cler.
[33:04] » Councilman Mendes,
[33:05] » My vote is yes, Madam Clerk.
[33:08] » Councilman Omar,
[33:09] » My vote is yes, Madam Clerk. Councilman
[33:12] Vez,
[33:14] » Who don't know Remy? Remy is a good guy,
[33:16] man. I hope I hope the owner of the
[33:18] parking the space next to him do
[33:21] something with that place there. It will
[33:23] it will stick out a lot for his
[33:24] business. And trust me, I see him
[33:27] cleaning a little bit further when he
[33:29] had to clean his lot. So, um Remy,
[33:31] everybody knows Remy, he got more than
[33:33] 40 years there, I believe. So, right.
[33:35] Right, Ruby? Um my vote is yes. And um
[33:38] this is one of the uh business owner
[33:40] that believes still in Patterson. Uh my
[33:43] vote is yes
[33:44] » And president m
[33:46] » My vote is yes madam clerk.
[33:47] » This item passes.
[33:49] » Last item on the agenda the payment of
[33:51] bills for um uh finance chair.
[33:55] » Council president. Thank you very much
[33:57] once again. Uh good evening to everyone.
[34:00] Uh council members. We have a uh summary
[34:04] of dispersements of totaling
[34:07] 15,977,130.19
[34:13] of which this this has a two um payroll
[34:17] uh um
[34:19] summing up 11,834,310.74.
[34:26] The remaining is 4,142,81945.
[34:33] That breakdown is uh capital fund is
[34:35] 2,149,54711
[34:42] of which
[34:45] I believe the um
[34:49] the capital fund is JA Alexander and
[34:53] street resurfacing
[34:55] uh for street resurfacing and for River
[34:57] Street. And then uh the other bigger
[35:00] payment is the uh 1,28,91252
[35:07] which is other statutory expenditures
[35:09] uh which um
[35:13] are for uh emergency sore and uh and
[35:18] store reconstruction.
[35:21] » Council president.
[35:22] My motion is for payment of bills for
[35:24] the amount of 15,977,000
[35:28] $130.19.
[35:32] » Council BZ and then Councilman Mendes.
[35:35] » Leave Mendes first.
[35:37] » No, go ahead. Councilman, go ahead.
[35:38] » Go ahead. You you you
[35:40] » Councilman Mendes,
[35:41] » You live outside.
[35:42] » Uh thank you. Uh um uh council president
[35:45] uh I expressed my concern a few months
[35:47] ago about the uh way way back about um
[35:51] as we all remember we hire a outside
[35:55] entity to over to look at the project on
[35:57] river street and and I've been trying to
[35:59] find the um the company that is uh
[36:03] that's supposed to oversee the project.
[36:04] I've been in a multiple occasion been on
[36:07] on River Street. I remember I I sold
[36:10] them for the first in the beginning of
[36:11] the project on site and as we all
[36:14] remember the agreement was to uh uh they
[36:16] they will be on site oversee the
[36:18] project. I haven't seen that company and
[36:19] I haven't see any payment for that
[36:21] company. Uh can I get an explanation on
[36:23] this because that's one of that was one
[36:25] of the important pieces that council
[36:28] president means always talk about uh
[36:31] project manager and and we spoke about
[36:33] that and we and we hired that company
[36:35] but that agreement uh was in place that
[36:38] they got to be on site and I I have not
[36:40] seen them on site. Director Rodriguez
[36:49] » Is raining probably
[36:51] » Uh is uh
[36:52] » Don't think he's on
[36:53] » Dr. Rodriguez was on um
[36:57] » Mr. Ba I don't know if you have the
[36:59] information or can this information be
[37:01] sent to uh not just to the councilman to
[37:04] all council members to get the
[37:06] information on the oversight that's
[37:08] being provided on River Street? Council
[37:10] President.
[37:11] » Yes, Council President. I I will ask the
[37:12] question and then forward the response
[37:14] to the entire governing body.
[37:15] » Thank you, Mr. Ba. Councilman Bles.
[37:18] » Yeah. Uh through the chair to madam uh
[37:21] um chair of finance. You stated there's
[37:24] two payroll. Which one is that?
[37:35] » I can't hear you.
[37:39] My apologies. I said council president
[37:41] if I may. Councilman if you know that
[37:44] every other week our payment of bills
[37:46] are 5 million plus change. So if you
[37:48] total that number it's 11 million.
[37:50] That's two payrolls.
[37:53] We only meet twice.
[37:54] » Okay. I'm sorry. I would.
[37:56] » So that's why the 11 million which is
[37:58] the total of the two which is 5 million
[38:00] plus each.
[38:01] » That that payroll include overtime.
[38:03] That includes everything and it includes
[38:05] the money that we received from the
[38:07] state. The reimbursement of 8,513,5198.
[38:14] » Which one is that item?
[38:16] » For public safety, you know how we get
[38:18] the public? No. No. Yeah, you have to.
[38:20] Yeah. Okay. For public safety, we get
[38:23] reimburse. Okay. That's um Okay. Um
[38:28] so to the chair, um Mr. 8. Um,
[38:34] do we owe anybody any union out there
[38:36] money uh
[38:38] that we are pending for any budget?
[38:43] » We have from any contract from any
[38:45] contract. Sorry.
[38:47] » You're saying you're asking the CFO or
[38:49] the BA?
[38:50] » No, I see the BA CFO or CFO could
[38:53] answer. He's he's the one that manages
[38:55] the checks um and dispersement. uh CFO
[38:58] if you're still here I don't see you but
[39:00] is any chance uh can you tell me if we
[39:02] still own any retro to any uh contract
[39:05] that we already settled and we have vote
[39:07] on it
[39:09] » Mr. BA.
[39:11] » Um there were several contracts settled
[39:14] this year and I believe um the fire
[39:16] officers retro still has to be
[39:18] rectified. Um the initial numbers that
[39:20] the city came up with and that the union
[39:22] came up with do not exactly match. So
[39:26] we're going through the process of
[39:28] working through we did the same thing
[39:29] with the police and it turns out the
[39:31] city's numbers were correct. So um we're
[39:34] doing that due dil due diligence. It's
[39:37] it's a process. It's a year and a half
[39:38] that it was out of contract. There's
[39:40] step movement. There's increases. So,
[39:42] um, we want to get it right.
[39:44] » So, they they So, in other words, the
[39:46] unions are put in the wrong numbers
[39:49] or is somebody is calculating the
[39:51] numbers?
[39:51] » This the city provided in its initial
[39:54] view of what the numbers are. The union
[39:56] has um a slightly comes out to a
[39:58] slightly different number. So, we need
[39:59] to get into a room like we did with the
[40:01] police and hash out which side um is
[40:04] approaching the math the correct way.
[40:08] » Okay. I tossing you. You go handle that.
[40:11] » Thank you. Roll call, madam clerk, on
[40:12] payment of bills.
[40:14] » Roll call on payment of bills.
[40:15] Councilwoman Cotton.
[40:18] » Yes.
[40:21] » Vice President Davila.
[40:23] » Yes.
[40:25] » Councilman Jackson has still not joined.
[40:28] Councilman Colleague.
[40:29] » Yes.
[40:30] » Councilman Mendes.
[40:32] » Uh thank you, Madam Clerk. I I've been
[40:34] very vocal when it comes to the uh
[40:37] reconstruction of River Street. I want
[40:39] to make sure that we get it right. We
[40:42] investing a large amount of money uh by
[40:44] fixing uh River Street. Uh so as I've
[40:48] been making this request I would not
[40:50] vote against because I know that um you
[40:53] I've been in full support of that um con
[40:56] reconstruction because it not only take
[40:58] the third water but take it take the
[41:00] four the first and it's one of the most
[41:02] important uh role in the city of patter
[41:04] that that need to be repaired but Mr. VA
[41:07] I really I need that information. uh we
[41:09] vote on this contract and I want to make
[41:11] sure that that that that if that if we
[41:14] pay that company I want to make sure
[41:15] that they do the job that they're
[41:17] supposed to do and they are responsible
[41:19] to oversee this project and I I've been
[41:21] making comment about this and making
[41:23] this request for the longest. So I'm
[41:25] looking forward to have that email u and
[41:27] I'll be I'll I'll be available tomorrow.
[41:30] Uh my vote is yes madam clerk.
[41:32] » Councilman Omar
[41:34] » My vote is yes madam clerk. Councilman
[41:37] Vez,
[41:38] » One thing I could say is that we see
[41:39] less potholes on River Street and people
[41:42] are getting h getting happy on it. So,
[41:44] uh, my vote is yes to pay my bills.
[41:48] » President moves.
[41:49] » Thank you, Madame Clerk. Uh, the agenda
[41:52] is now complete at 5:42 p.m. My vote is
[41:56] uh yes, Madame Clerk.
[41:58] » Okay. Payment of bills passes.
[42:00] » Um, let's open public portion. Madam
[42:02] clerk,
[42:04] » We have so far two speakers. The first
[42:07] one is coming onto the line.
[42:10] » Uh just for every speaker before they
[42:12] come on the it automatically cuts off in
[42:16] three minutes. It's not done by us. The
[42:17] system does it automatically. You have
[42:19] three minutes. First speaker, madam
[42:20] clerk,
[42:21] » Please state your first and last name.
[42:29] » Good evening. This is Deborah Hannibal
[42:33] and I'm just calling in um to just
[42:36] express my concerns that the meeting was
[42:40] not um accessible through YouTube. A lot
[42:44] of people do not have cable in the city
[42:47] and this and I just tuned in late. I
[42:50] dialed in late so I don't know what was
[42:53] discussed about the sewer um fees. Um,
[42:59] so I don't know if that was still on the
[43:00] agenda for tonight, but I think that
[43:04] would be something that people would be
[43:06] concerned about would want to hear. Um,
[43:10] and it was advertised as being available
[43:13] on YouTube. So, I just wanted to express
[43:16] my concerns about that. And I also
[43:19] wanted to congratulate Rodney Addison
[43:23] and Adah Pew on a
[43:26] wonderful
[43:28] wonderful events this weekend for the
[43:31] Junth um
[43:34] celebrations and for the AfricanAmerican
[43:37] Heritage Parade. Excellence was on full
[43:41] display. It was a really wonderful
[43:43] event. And um that is all I have for
[43:48] this evening and uh thank you and I I am
[43:51] concerned that people did not have
[43:53] access to this meeting tonight.
[43:56] » Thank you M. As was stated previously,
[44:00] it was not an internal concern. YouTube
[44:02] had a streaming issue. Once they
[44:04] rectified on their side, this content
[44:07] will be uploaded immediately on the uh
[44:10] YouTube side. Next speaker, madam clerk.
[44:14] Next speaker is coming in. Please state
[44:17] your first and last name for the record.
[44:27] » Hello. Good evening. This is a beta
[44:29] Patterson first
[44:31] calling in also to express the same
[44:35] sentiment that Deborah Hannibal had. Um,
[44:38] I did log in on to YouTube at 5:00 p.m.
[44:41] expecting to watch the meeting and the
[44:44] meeting was not on. Now, even though
[44:48] it's an internal issue or it's not an
[44:50] internal issue, it's an external issue.
[44:52] Does this meeting still qualify as a
[44:54] open public meeting
[44:56] since people cannot watch it?
[44:59] That's one question. Second question is
[45:03] the first reading ordinance for the
[45:05] sewer tax for the sewer fees was not on
[45:09] the agenda and was added on to the
[45:11] agenda and never was advertised in the
[45:13] newspaper according to the clerk's
[45:16] office.
[45:17] Um that's a question of corporation
[45:20] council to through to through to madam
[45:22] chair if he could give that uh clarity
[45:25] um an answer on that if that is allowed
[45:29] to vote on an item on first reading
[45:31] without it being advertised.
[45:34] Also the volume for the sewer fees on
[45:39] commercial properties. When is the
[45:41] council planning on raising the actual
[45:45] um cost per unit for the volume users? I
[45:50] think it hasn't been changed since 2017.
[45:52] I think the council should look at that
[45:54] and take that into consideration instead
[45:56] of just attacking the homeowners, the
[45:59] single family homes, the two family
[46:00] properties.
[46:02] Uh that's about it. Thank you.
[46:06] » Thank you. Um, is there are there any
[46:09] more speakers? Madam clerk,
[46:10] » We do have another person.
[46:14] » They're coming into the line. Please
[46:15] state your first and last name for the
[46:17] record.
[46:22] » Good afternoon. This is Mr. Price
[46:24] calling. I don't know if you guys can
[46:26] hear me or not.
[46:27] » We can hear you.
[46:31] » Okay. Um, I I have some of the same
[46:33] sentiment as some of the other callers
[46:35] about this meeting. And I came to this
[46:37] council several times about making all
[46:40] of our meetings virtual, but there seems
[46:43] to be a convenience or inconvenience
[46:45] decision making process here where it's
[46:48] like you guys don't want to hear from
[46:50] the public.
[46:51] In regards to this sewer increase, one
[46:54] of my questions is how will the increase
[46:58] in the sewer fees help me as a
[47:00] homeowner?
[47:02] Just it's a general question that you
[47:04] guys if if you're going to tell me
[47:05] you're going to increase sewer fees,
[47:07] there should be some kind of benefit to
[47:08] me. And the other question is if this
[47:12] council can provide details on how the
[47:15] growth in our city with all the
[47:18] buildings, all the overcrowding, how is
[47:21] that positively impacting a homeowner
[47:23] like me?
[47:26] And also, when will this council who
[47:29] supported a lot of you guys supported
[47:31] this uh new property revaluation that we
[47:34] received? How was this council as a body
[47:38] holding the hands of the individual
[47:41] property owners like myself? I'll give
[47:43] you a prime example. I submitted my
[47:46] comps and when the comps came back to me
[47:50] indicating what the revaluation company
[47:53] was going to provide, there were two
[47:55] comps that they didn't even include of
[47:58] homes that were sold on my street across
[48:02] the street from where I live. But I knew
[48:04] the reason why they didn't include those
[48:05] comps because those comps would require
[48:07] them to charge me or to make my assessed
[48:10] value lower. So they didn't use them. I
[48:13] had to go to the hearing and I had to
[48:15] bring this up at the hearing. But it's
[48:17] almost like the burden of proof is on me
[48:19] to prove it when these comps are out
[48:21] there. If you look at Red Fin, you look
[48:23] at Zillow, these things all out there.
[48:26] But I need some help from this council.
[48:27] But I want these questions answered as
[48:29] well as what is our plan for balancing
[48:32] the budget. You guys were supposed to
[48:35] council president, you said you were
[48:36] going to produce meeting minutes and you
[48:38] were going to produce um all of the
[48:40] questions that are asked for every
[48:42] public portion and that they would be
[48:44] publicized on the website. That was
[48:46] almost a year ago. I think only one list
[48:49] has been provided. And the public, we
[48:51] need this. I mean, you guys want us to
[48:53] support you, but we need this. And my
[48:56] final question, what is going on with
[48:59] street cleaning? I can't get street
[49:01] cleaning done on a regular basis. No
[49:04] matter what I do, I've called DPW. I've
[49:07] reached out to council members. I've
[49:08] sent emails and we can't get street
[49:11] cleaning on a regular basis. Why do you
[49:13] guys think we complain about paying more
[49:15] for services when we know we're not
[49:18] going to get those services? So, what
[49:20] are we paying for?
[49:22] Thank you. Have a good night.
[49:26] Thank you. Are there any other speakers,
[49:28] Madam Clerk?
[49:29] » We have no other speakers.
[49:31] » We'll give it uh one minute, but you
[49:34] know, just to uh piggyback, Madame
[49:36] Clerk, I know that is one of our
[49:38] non-compliant issues with uploading that
[49:40] information on our website. So, Mr.
[49:42] Price, you are correct. That is
[49:44] something that they're diligently
[49:46] working on, but that request has been
[49:47] made to make sure those things are
[49:49] uploaded. and then all the other
[49:50] requests and concerns that you guys have
[49:52] stated um they will be responded to. Can
[49:55] I get a motion to close if there are no
[49:58] other speakers in the queue? Medical
[49:59] clerk.
[50:00] » No other public
[50:02] » To close.
[50:04] Uh move to close by Councilman Bles,
[50:07] second by Councilman Omar. Roll call to
[50:10] close the public portion of our special
[50:13] meeting for today, June 23rd, 2026.
[50:17] » Councilwoman Cotton.
[50:18] » Yes.
[50:20] Vice President Davila.
[50:22] » Yes.
[50:24] » Councilman colleague.
[50:26] » And he just gets underneath it.
[50:31] » Councilman Mendes.
[50:35] » My vote is yes. ML clerk to close the
[50:37] public portion.
[50:38] » Councilman Omar.
[50:39] » My vote is yes. Madam clerk.
[50:42] » Councilman VeZ.
[50:44] » My vote is yet to close the public
[50:45] portion. and President Mims.
[50:48] » My vote is yes. Thank you. First of all,
[50:50] before I vote, I want to say thank you
[50:51] to everyone that uh did call in. Um and
[50:55] just to reiterate, the uh YouTube
[50:57] concern was not our issue. It was an
[51:00] external issue by YouTube streaming
[51:01] services. Um knowing YouTube and the
[51:04] great content that they provide, they
[51:06] will get it fixed immediately um to
[51:08] avoid any um lawsuits. So, I'm sure
[51:11] they'll get it resolved and they'll
[51:13] upload all the data um as soon as
[51:15] possible. Madam clerk, my vote is yes.
[51:19] » Portion is closed.
[51:20] » Roll call to close the special meeting
[51:22] of June 23rd, 2026.
[51:24] » Motion to close.
[51:26] » Closed by VP Davis, second by Councilman
[51:29] Men Menddees and Valz. Roll call to
[51:32] close the special meeting June 23rd, my
[51:34] mom's 79th birthday. Madame clerk, roll
[51:37] call. Councilwoman Cotton,
[51:41] » I just want to say um for your mom,
[51:44] Council President Mims, I want to wish
[51:46] your mom, I call it my mom, to a happy
[51:48] birthday. Uh I know you're going to take
[51:50] her out tonight to celebrate. Uh and I
[51:53] say to all people who still have their
[51:55] mothers and fathers around to please,
[51:57] please appreciate them. Do whatever you
[51:59] can for them cuz they are so like when
[52:01] they're not with you no more, you really
[52:03] see this. So, and I want to say happy
[52:05] birthday to all the June babies. I'm not
[52:08] going to say Gemini and Cancer all the
[52:10] June babies. I'm a June 18th baby. And
[52:13] for all the people that were born in the
[52:15] month of June, I appreciate you all to
[52:17] all my council colleagues. Um we going
[52:20] to have a wonderful July 1st coming up.
[52:23] Um for our swiveing, for our two our
[52:26] three women that's going to be on this
[52:28] council, my council president Dr. M, my
[52:30] vice president, council Marissa Dav, and
[52:33] our newly elected council woman Paula
[52:35] Alfred, and our mayor Andre Se. So, I
[52:37] look forward to that happening on July
[52:39] 1st. To you all out there, God bless you
[52:42] all.
[52:44] Happy and for the fathers. I never said
[52:45] happy Father's Day to all the fathers
[52:47] out there. To all the uncles and the
[52:49] brothers and the grandfathers and
[52:51] everybody. So, with that being said,
[52:54] Aunt Melinda, Melinda, Melinda, I always
[52:56] forget about you, but I can see you now
[52:58] cuz I can't see you when I'm in the room
[53:00] cuz you upstairs. But anyhow, I'm happy
[53:02] to see you. With that being said, you
[53:04] all, everybody, madame clerk, my
[53:07] secretary dedra, have a good evening.
[53:09] Like I said, God bless you all. Madame
[53:11] clerk, my vote is yes.
[53:15] » You have me, you have me on timer.
[53:18] » I am timing everybody.
[53:21] » Okay.
[53:23] » And you still had more time.
[53:24] » I did. All right.
[53:27] » Vice President Davila,
[53:28] » Thank you so much. And I I did speak to
[53:31] Dr.
[53:32] uh earlier today watching her happy 79th
[53:35] birthday. And I agree with you,
[53:36] Councilwoman Cotton. If you have your
[53:38] mother and father alive, just cherish
[53:40] them, hug them every day,
[53:43] make videos, take pictures, even if they
[53:45] don't want it, because that is what
[53:47] you're going to keep as as they move on.
[53:49] The obvious, the love that they shared.
[53:51] Uh but in addition to that, yes, June
[53:53] was a beautiful month. uh my son's
[53:56] return, his birthday, you know, we
[53:59] started off with my stepdad who's been
[54:01] in my life for over 50 years. June 14th.
[54:04] June 15th was my mother's heavenly
[54:06] heavenly birthday. My son's birthday,
[54:09] June 15. We went on to my nephew, baby
[54:12] Liam, which was born on Junth. Uh which
[54:15] by the way, the the parade was
[54:18] beautiful. I mean, I enjoyed it. Took
[54:20] many pictures. I still haven't uploaded.
[54:23] Uh and we ended with my father's
[54:25] birthday on June 20th. Uh a heavenly
[54:28] birthday as well. And again, I send out
[54:31] some messages to everyone. I did post,
[54:33] you know, saying happy birthday to
[54:35] everyone to to our council colleagues,
[54:38] to our fathers, to our directors, to
[54:41] those that maybe have not bear children
[54:42] but have been there to raise children.
[54:45] Um I think it's so important. You know,
[54:47] men, I always say when women say, "Oh,
[54:50] I'm the mom and dad." you know to a
[54:51] certain extent I always say you can
[54:53] never replace a a a man's figure in a
[54:56] child's life. So you know with that said
[54:58] and lastly I will say this I am looking
[55:01] forward to to July 1st as we take office
[55:05] you know for a fourth term. I'm thankful
[55:07] to the community and to God for allowing
[55:10] me to be able to serve another term
[55:12] along with my council president for her
[55:15] third term historic third term as well.
[55:17] And just finally, you know, uh to Miss
[55:19] Hannibal who did reach out to me as one
[55:21] of the constituents, uh please know that
[55:24] um we are in compliance. Um our open
[55:27] meetings act um does indicate that we do
[55:30] advertise in various places and we were
[55:32] being streamed on cable channel 77
[55:35] access channel as well as channel 32
[55:38] with Verizon. And again, as council
[55:40] president indicated and our clerk, this
[55:42] issue is not on our side. And so YouTube
[55:46] uh it will be up soon as this is fixed
[55:48] or whatever you know that you will be
[55:50] able to have access through uh YouTube.
[55:52] So with that said, blessings to all. Um
[55:56] I'm looking forward July 1st is around
[55:58] the corner. Thank you. My vote is yes.
[56:02] » Councilman colleague.
[56:06] » Good night everyone. July is around the
[56:08] corner. Vista Park is around the corner
[56:11] from my house where I grew up. So, we'll
[56:14] see you on July 1st. My vote is yes,
[56:17] Madame Clerk.
[56:18] » Councilman Mendes.
[56:21] » Um, thank you, Madam Clerk. So, um,
[56:24] first of all, um, uh, Council President,
[56:26] happy birthday to your lovely mom. Uh,
[56:29] hug her and just, you know, enjoy her.
[56:32] Um, also to our, uh, all the students in
[56:35] the city of Patterson, uh, that are
[56:37] getting ready for graduation this Friday
[56:39] and throughout the week, uh,
[56:41] congratulation. I wish all the best of
[56:43] luck. The sky's is the limit and dream
[56:45] big. Never give up and just believe in
[56:48] yourself and you will you will be able
[56:50] to accomplish any goal in life. Uh so to
[56:54] the African-American parade to the
[56:55] organizer was amazing. It was a
[56:57] beautiful parade. I have such a great
[56:59] time uh at Eastside Park. Uh and also
[57:02] throughout the parade was amazing. It
[57:04] was great. Um let's just continue
[57:06] pushing and doing what we got to do to
[57:08] make our city better every single day.
[57:10] Right. Um, also to our director,
[57:13] director Billy, one of the requests that
[57:15] I have with the street cleaning is that
[57:18] I, you know, we need a uh we definitely
[57:20] need a report uh and and about the
[57:23] street cleaning. We're getting a lot of
[57:24] calls uh people asking us in my third
[57:27] war, my constituent asking me about why
[57:29] we didn't have the street cleaning uh
[57:31] passed by today. So, if we could get a
[57:32] report, that way we could be fully
[57:34] informed about what happened and um it
[57:37] will help us a lot because we'll be able
[57:39] to get back to our constituents and
[57:40] letting them know what is the problem,
[57:42] what happened, what is the reason why
[57:44] street cleaning didn't pass by. Uh so,
[57:46] council Kali, I'm looking forward to see
[57:47] you guys on July 1st. God bless you all.
[57:50] God bless you Patterson and happy
[57:52] Father's Day all those father this past
[57:53] weekend. Happy Father's Day. Thank you
[57:55] to all the resident that show up on my
[57:57] event. It was amazing. It was great. Uh
[57:59] we have a we have an amazing time and we
[58:01] have to celebrate family. We have to
[58:03] celebrate family every single day. So
[58:06] God bless you all and my vote is yes
[58:08] clerk.
[58:10] » Councilman Omar.
[58:12] » Thank you Madam Clerk. Well first I do
[58:13] want to wish uh Mama Mims a happy
[58:16] birthday. I also call her mom.
[58:18] Councilman Mendes. Happy birthday to you
[58:20] too last week and also Councilman Khan.
[58:22] Happy birthday. I wish we could have
[58:23] celebrated other birthdays together but
[58:26] um happy birthday. I'd also like to
[58:28] congratulate Adah Pug and Rodney Addison
[58:31] on a wonderful and successful parade and
[58:33] also a celebration at East Side Park. It
[58:35] was beautiful. I think this was the
[58:37] biggest one thus far um on a beautiful
[58:39] day. And uh congratulations to all the
[58:42] graduates whether it's middle school,
[58:44] high school, um moving up ceremony from
[58:46] fifth to middle school. I had the
[58:48] pleasure of going to uh my alamter
[58:50] school 9 yesterday. Uh speaking of those
[58:53] kids as they move up to middle school
[58:54] and I'll be visiting all the schools
[58:56] coming uh I believe Friday's graduation.
[58:59] So congratulations to all our young
[59:00] scholars the sky is the limit and I am
[59:03] also looking forward to July 1st. Um
[59:05] congratulations to the winners uh from
[59:07] the previous election uh Mayor Andre
[59:09] Syer, uh my two lovely council
[59:12] colleagues, Council President Mims and
[59:14] uh Vice President Marissa Davala. And
[59:17] congratulations to Councilwoman elect
[59:18] Paul Alfred. Looking forward to working
[59:20] with you. With that being said, my vote
[59:22] is yes, Madam Clerk. Thank you. Good
[59:24] night, Patterson.
[59:26] » Councilman Vez.
[59:28] » Yeah, thank you, Madam Clerk. Um, I know
[59:29] you got the time in two minutes. Just
[59:31] want to take 30 second to just tell the
[59:35] uh residents of Patterson that Madame
[59:37] Clerk is new to Patterson, but is not
[59:40] new to the job. And I know that she's
[59:42] not going to risk her license, her
[59:45] petis, her experience for doing
[59:47] something wrong. We are here live and we
[59:50] are set by the record that we doing
[59:53] things legally and in order. Um all this
[59:58] question never happened before when we
[59:59] had other clerks. So and we have doing
[1:00:02] the same process since co I just want to
[1:00:05] set that record clear. Last but not
[1:00:07] least, I just want to say to the uh
[1:00:10] African-American community and
[1:00:11] organization that they have been through
[1:00:14] two important days in my life since
[1:00:17] three years ago is February two month,
[1:00:20] February and June. uh February I had to
[1:00:23] travel to Dominican Republic to
[1:00:25] celebrate my uh my father-in-law uh uh
[1:00:28] birthday and June I had to celebrate my
[1:00:32] wife's birthday and that's why we take
[1:00:34] the time to to go out the city and those
[1:00:37] important events. I don't want to miss
[1:00:39] it because I want to I have other
[1:00:41] commitment in those two months. U but I
[1:00:44] congratulate for an outstanding event.
[1:00:47] Uh keep on doing a great job. Let's
[1:00:49] unite the community because we only one.
[1:00:52] Happy birthday to Mama Mims. Uh happy
[1:00:55] birthday to my uh friend from East Side
[1:00:58] High School now colleague Ruby Cotton
[1:01:00] also in June. Happy birthday to my
[1:01:03] friend Alex Mendes. And one I got to say
[1:01:07] elections are over. I always say like
[1:01:10] council uh David Davis says elections
[1:01:12] have consequence but if you want to
[1:01:14] correct those consequence after election
[1:01:17] you have to build up relation and you
[1:01:19] will see that action and result and
[1:01:21] communication will be in play saying
[1:01:23] that God bless you all thank you DPW
[1:01:25] county administration thank you I'm
[1:01:28] hopefully to be there in July 1 if god
[1:01:30] they haven't called me first I'll be
[1:01:32] there in July 1 uh thank you for your
[1:01:35] hard work madame clerk and u and to
[1:01:38] patter doesn't um that's doing the great
[1:01:40] job. Uh to it, make sure you take off
[1:01:44] the comments from YouTube because I see
[1:01:46] hearts and everything around. I don't
[1:01:48] know if that's something that's
[1:01:49] happening, but uh that's something new,
[1:01:52] but that's okay. God bless you all.
[1:01:55] Happy birthday and remember, participate
[1:01:59] in the pigeon of the Dominican Republic
[1:02:01] of celebration here at the the Fil
[1:02:03] Dominicano of New Jersey in August. and
[1:02:06] we could give more announcement down the
[1:02:08] road. So my vote is yes to close this
[1:02:12] meeting. Madam clerk, I hope I didn't
[1:02:13] pass for 3 seconds.
[1:02:15] » Thank you, President Ms.
[1:02:17] » Thank you. So first and foremost, I want
[1:02:19] to say thank you to God for allowing my
[1:02:22] mom to live 79 years. She has been
[1:02:25] through some tough experiences in her
[1:02:28] life, especially over the last, I would
[1:02:30] say, 8 to nine years. Um, but God saw
[1:02:33] fit to still allow her to live. Our
[1:02:35] family is all in town to s they were
[1:02:38] supposed to surprise her, but she knows
[1:02:40] they're here. So to surprise her uh so
[1:02:43] we can all celebrate her. Um not just
[1:02:46] tonight but every night. So thank you to
[1:02:48] all my colleagues for your calls, your
[1:02:51] messages, your love to my mom. It is
[1:02:53] truly appreciated by me and my sister
[1:02:56] and my family. Also, thank you uh happy
[1:02:59] birthday. I already said to Council
[1:03:01] Motton, but I want to say it here,
[1:03:03] Council M Cotton. And as was stated to
[1:03:05] everyone's birthday in the month of
[1:03:07] Jude's Babel, my nephew, um, and
[1:03:09] everybody, happy birthday. Also to the,
[1:03:12] uh, uh, the organizers of Junth and the
[1:03:17] African-American parade, Rodney Addison
[1:03:19] and his team, Ayah Pew and her team for
[1:03:22] doing a great job. Our flag raising here
[1:03:24] was amazing. Uh, CAPS and all of their
[1:03:27] youth that came to raise our flag. Um, I
[1:03:30] just think as we continue to come
[1:03:31] together and work together, we will do
[1:03:33] amazing things. Madame clerk, keep up
[1:03:36] the great work. Uh, we do follow
[1:03:38] compliance orders. I heard some
[1:03:40] statements that were made. Um, uh, VP
[1:03:43] Davis stated is the best which she
[1:03:45] talked about how we published in various
[1:03:47] uh, publications as well as it is shown
[1:03:50] on uh, Verizon as well as um, the cable
[1:03:55] channel, cable vision. So, we are in
[1:03:57] compliance as we always are. Madam
[1:03:59] clerk, you're doing a phenomenal job.
[1:04:01] Not sure why you're being challenged and
[1:04:03] no one else has been challenged in the
[1:04:05] past, but I guess that shows you that
[1:04:07] God um definitely placed you in this
[1:04:09] position uh to be in a operational
[1:04:12] authority over the city of Patterson.
[1:04:14] With that being stated, everyone, God
[1:04:16] bless you. I can't wait till July 1st.
[1:04:19] historic historic reelections of the
[1:04:23] mayor, my VP Dava, myself, and also
[1:04:26] congratulations to uh Councilwoman elect
[1:04:29] Paula Alfred. Looking forward to July
[1:04:31] 1st. I think I heard Councilman Khalik
[1:04:34] said that he's going to carry us on his
[1:04:35] back cuz he lives around the corner. So,
[1:04:37] if he's going to carry you on his back,
[1:04:40] that means Councilman Omar needs to hold
[1:04:42] our legs. And then Councilman uh uh
[1:04:45] Mendes and uh Councilman Valz needs to
[1:04:48] hold our head. So, we're looking forward
[1:04:50] to it as the women that you carry us
[1:04:52] through as you always do. God bless all
[1:04:55] of my council colleagues, all the
[1:04:56] directors, the administration, um, and
[1:04:59] everyone that is on this call. God bless
[1:05:01] you. With that stated, madam clerk, my
[1:05:03] vote is yes. The meeting is now
[1:05:04] adjourned at 6:05.
[1:05:08] » Meeting is hereby adjourned. Our next uh
[1:05:12] the convening of our governing body is
[1:05:14] Wednesday, July 1st at Visa State Park
[1:05:17] at 12 o'clock, followed by the
[1:05:19] reorganization at 2:30 in the council
[1:05:22] chambers.
[1:05:23] Have a good night, Patterson.
[1:05:25] » Good night, everybody.
[1:05:27] » Good night. Good night all.
[1:05:28] » Good night, Patter.
[1:05:29] » Good night.
