Item number four is a resolution of the
[6:43]
city of Patterson authorizing the
[6:45]
submission of a request to the New
[6:47]
Jersey Urban Enterprise Zone Authority
[6:50]
for Patterson UEZ corridor lighting and
[6:53]
security project in the city's UEE zone
[6:56]
in an amount not to exceed 1,235,197.

This is from economic development

open. So, you know, if you have a

designated area, you're going to start

putting this lights with PCG.

question. Yes, we do. And the way this
[8:17]
is going to be executed, it's going to
[8:18]
be done in phases. We're gonna start off
[8:20]
with the downtown area as that's where
[8:23]
uh DPW DPW and PACG has highlighted that
[8:27]
that's where the most efficient lamps
[8:29]
are. So the initial stage will be
[8:31]
conducted downtown and it will be guided
[8:34]
through DPW uh Mr. Estatudo and the uh
[8:39]
NPACG executives. In other words, their
[8:42]
technical team will tell us exactly
[8:43]
which lamps will go first and from there
[8:45]
we'll spread out to the different
[8:46]
corridors. So, so in other words, can
[8:49]
you tell me if that old green light
[8:52]
poles are going to disappear from the
[8:54]
city?
[8:55]
» It's going to be the really tall ones,
[8:57]
those 24-footer. Those specifically the
[8:59]
ones that are right now have become at
[9:02]
this point broken off or damaged or are
[9:05]
in any danger of breaking off. Those are
[9:07]
the most immediate ones that are that
[9:08]
we're going to address.

[9:11]
that lived in the fifth ward that uh
[9:14]
live around the uh mark main street and
[9:18]
and Grant that one of those life fisher
[9:21]
fell right in front of her and she was
[9:23]
lucky enough to to not get hit with it.
[9:26]
And those are the reasons why we're
[9:28]
working closely with PS&G is to address
[9:30]
those specific fixtures right away
[9:33]
because they're they're dangerous and we
[9:35]
decided through UE being that the
[9:38]
resources were there to utilize those
[9:39]
funds in a way that that it creates
[9:41]
safety safety for both the consumer as
[9:44]
well as the people who live in the city.
[9:46]
» So they the um the do you consider that
[9:50]
downtown is up to um Mil Street? Uh,
[9:55]
Director Rosado, I know you work closely
[9:57]
on what the definition of the downtown
[9:59]
areas are. Could you

» It's going to be a total of 310 total

poles. Okay. Um,

the corridors are from Main Street,
[10:11]
which is Krooks Avenue to Lower Maine.

Market Street, which is Mill to Summer,

Broadway, which is Main Street to
[10:18]
Memorial Drive, Ellison from Main Street
[10:21]
to Memorial Drive, and then Ward Street
[10:24]
from Maine to Clark, and then Memorial
[10:26]
Drive from Market Street to Broadway.
[10:29]
So, okay. So, let's keep the record
[10:30]
clear when we say downtown. And I
[10:33]
nothing against with the Krooks Avenue
[10:35]
up to u of downtown but um the reason
[10:40]
I'm asking is because I believe Mil
[10:43]
Street Peruvian Square Van Halton uh
[10:48]
back portion of it uh the um before
[10:51]
going to Gray Falls all that section is
[10:54]
downtown we have the old uh antique uh
[10:57]
poles there and u we be requested with
[11:00]
Satuda way back that we upgrade ated
[11:03]
those pole especially when they in the
[11:05]
historic district area but it's
[11:06]
including downtown. Now you mentioned
[11:09]
Cruz Avenue that's not downtown that's
[11:11]
in South P. So we have to make clear to
[11:13]
the record that is covering also that
[11:16]
section. So um uh when you say downtown
[11:20]
only everybody could think it's
[11:21]
downtown. Now you stated it's coming
[11:23]
from Kru all the way down to downtown.
[11:25]
Well, the phase the phase is starting in
[11:27]
downtown phase one.

information on the four phases of this
[11:34]
project. I know we're just starting, but
[11:36]
just send an overview of the phase out
[11:38]
to all the council members for review uh
[11:40]
for committee and then so the council
[11:42]

Uh director um and and you're gonna and

Fifth Ward also has UEZ zone. Fifth Four

has area that needs that kind of uh
[11:59]
upgrade. So, um nothing against anybody
[12:02]
else ward, but I have a a majority
[12:06]
section of downtown that is u needed
[12:09]
that that that type of quality of lights
[12:12]
and and cameras and I and I want to see
[12:15]
it there too, especially this coming up
[12:17]
two years. And I gonna be and I gonna be
[12:20]
I got to be more enaminous on that, you
[12:23]
know. Um I have supported as a
[12:25]
councilman for 10 years here any other
[12:27]
project in any other ward. So uh I don't
[12:30]
want to feel like I'm being left behind
[12:32]
in any project that we have money to
[12:35]
invest.

just to, you know, be clear um that the
[12:42]
items are specific to UEZ zones and uh
[12:47]
Director Rosado, please correct me if

I'm wrong. If the portion that we're

discussing on Crooks is UE,

The reason I'm saying that is is because

we tend to,

you know, when it comes to South

there, some type of favoritism. No, that
[13:13]
portion of Krooks app is UE. And so you
[13:17]
you were specific to say and you sent it
[13:19]
in the email as well that went out
[13:21]
yesterday and this morning as well, uh,
[13:23]
indicating all of those streets. I don't
[13:25]
want anyone to think that this these
[13:27]
monies or these lights these fixtures
[13:29]
that are being fixed are only you know
[13:32]
and specific to the six war that that's
[13:34]
not a UVZ zone. Uh to Councilman Velis's
[13:37]
um point um it is true he has a lot of
[13:40]
of of uh the downtown area um who part
[13:44]
of it is UZ and so Councilman if you see
[13:48]
you know part of it is within the area
[13:51]
that you're discussing but I know that
[13:53]
you're going to want more. I just wanted
[13:54]
to clarify and make sure that we're not
[13:57]
sending a message that we're doing uez
[14:00]
and crooks have because the portion of
[14:02]
it is also part of uez and I understand
[14:05]
also that you are working closely with
[14:08]
um statudo uh with DPW and with PSNG as
[14:13]
well. Um the only thing that I heard you
[14:16]
know uh um uh director uh Washington say
[14:20]
is they'll tell us I think that within
[14:23]
that we the council can also let them
[14:26]
know our interest cuz we understand that
[14:29]
they'll give us the overview of
[14:30]
everything that needs to be done and
[14:32]
then we can say well we'd like certain
[14:34]
priorities you know based on requests
[14:37]
you know either from businesses or for
[14:39]
from constituents who have discussed
[14:41]
that you know the lighting needs to be
[14:43]

one of main one of the main blocks

they're kissing. You can't. So, even if
[18:06]
you have the lights up there, you still
[18:08]
you can't you still can't It's still

dark because the trees uh has to be
[18:12]
trimmed. So, I got to get some of those
[18:13]
trees trimmed, especially around the
[18:16]
lights and especially around the stop
[18:18]
signs. You got to get some of those stop
[18:21]
signs clear. You don't see stop signs
[18:23]
until you right on top of it. And so, I
[18:25]
just put I need to put that request in.

what's going on with uh YouTube. It's my

understanding uh right now uh this

channel there is an issue with the
[18:46]
YouTube streaming so they are working on
[18:48]
it but this meeting is also being
[18:50]
recorded so once they're able uh if
[18:53]
we're done with the meeting it will be
[18:54]
it'll go on YouTube but just letting the
[18:57]
community know that this meeting is
[19:00]
being broadcasted on channel 77 and on
[19:03]
channel 32. Just wanted to let you know
[19:05]
that.

» And from what I understand, it's not an
[19:07]
issue on our IT side. It is an upgrade
[19:11]
or an update to the link from the
[19:13]
YouTube side.

thing. Um these replacement are for only
[19:29]
those green PS that we have which are
[19:32]
not installed in every location of the
[19:35]
UE zone. I don't have any in the second
[19:39]
world for example union app to app there
[19:41]
is none. So there is nothing being done
[19:44]
on union app with this project or or to
[19:48]
app with this project. So we need to
[19:50]
understand we might have a new easy zone
[19:53]
in in our world does not mean that if
[19:58]
they want to even replace these light
[20:00]
bulbs and stuff with this project they
[20:02]
cannot do it but it has not been
[20:04]
installed in this section yet. I hope in
[20:08]
future with future project we should be
[20:11]
able to put new lamps on the the section
[20:13]
they are not covered with these uh green
[20:16]
uh light poles. That's that's all I'm
[20:19]
requesting to our EUZ um director. Thank

lot of money for uee to uh light all

that more than 45 street uees zone they
[21:18]
have in this case. Uh I'm happy to see
[21:21]
that the projects will be move forward.
[21:22]
Hopefully we could do this before the
[21:25]
winters comes in if we have the funding
[21:27]
coming. And uh and just to keep the
[21:30]
director in mind that um Market Street
[21:33]
between Straight Street and Madison
[21:36]
Avenue, we have uh 15 polls of those
[21:40]
already counted when I went go way back.

they will be on site oversee the

project. I haven't seen that company and

I haven't see any payment for that

this because that's one of that was one

that and we and we hired that company

that positively impacting a homeowner

And also, when will this council who

this uh new property revaluation that we

received? How was this council as a body

holding the hands of the individual

property owners like myself? I'll give

comps and when the comps came back to me

indicating what the revaluation company
[47:53]
was going to provide, there were two
[47:55]
comps that they didn't even include of
[47:58]
homes that were sold on my street across
[48:02]
the street from where I live. But I knew
[48:04]
the reason why they didn't include those
[48:05]
comps because those comps would require
[48:07]
them to charge me or to make my assessed
[48:10]
value lower. So they didn't use them. I
[48:13]
had to go to the hearing and I had to
[48:15]
bring this up at the hearing. But it's
[48:17]
almost like the burden of proof is on me
[48:19]
to prove it when these comps are out
[48:21]
there. If you look at Red Fin, you look
[48:23]
at Zillow, these things all out there.
[48:26]
But I need some help from this council.
[48:27]
But I want these questions answered as
[48:29]
well as what is our plan for balancing
[48:32]
the budget. You guys were supposed to
[48:35]
council president, you said you were
[48:36]
going to produce meeting minutes and you
[48:38]
were going to produce um all of the
[48:40]
questions that are asked for every
[48:42]
public portion and that they would be
[48:44]
publicized on the website. That was
[48:46]
almost a year ago. I think only one list
[48:49]
has been provided. And the public, we
[48:51]
need this. I mean, you guys want us to
[48:53]
support you, but we need this. And my

final question, what is going on with
[48:59]
street cleaning? I can't get street
[49:01]
cleaning done on a regular basis. No
[49:04]
matter what I do, I've called DPW. I've

reached out to council members. I've

sent emails and we can't get street
[49:11]
cleaning on a regular basis. Why do you
[49:13]
guys think we complain about paying more
[49:15]
for services when we know we're not
[49:18]
going to get those services? So, what

are we paying for?

started off with my stepdad who's been

in my life for over 50 years. June 14th.

June 15th was my mother's heavenly

heavenly birthday. My son's birthday,
[54:09]
June 15. We went on to my nephew, baby

Liam, which was born on Junth. Uh which

by the way, the the parade was
[54:18]
beautiful. I mean, I enjoyed it. Took
[54:20]
many pictures. I still haven't uploaded.

Uh and we ended with my father's
[54:25]
birthday on June 20th. Uh a heavenly
[54:28]
birthday as well. And again, I send out
[54:31]
some messages to everyone. I did post,

you know, saying happy birthday to
[54:35]
everyone to to our council colleagues,

to our fathers, to our directors, to
[54:41]
those that maybe have not bear children
[54:42]
but have been there to raise children.

Um I think it's so important. You know,

men, I always say when women say, "Oh,

I'm the mom and dad." you know to a

certain extent I always say you can

never replace a a a man's figure in a

child's life. So you know with that said

and lastly I will say this I am looking

forward to to July 1st as we take office

you know for a fourth term. I'm thankful
[55:07]
to the community and to God for allowing
[55:10]
me to be able to serve another term

along with my council president for her

third term historic third term as well.

report, that way we could be fully

informed about what happened and um it

will help us a lot because we'll be able

to get back to our constituents and

letting them know what is the problem,

are set by the record that we doing

things legally and in order. Um all this

question never happened before when we

had other clerks. So and we have doing

the same process since co I just want to

set that record clear. Last but not

least, I just want to say to the uh
[1:00:10]
African-American community and
[1:00:11]
organization that they have been through
[1:00:14]
two important days in my life since

three years ago is February two month,

February and June. uh February I had to

travel to Dominican Republic to

celebrate my uh my father-in-law uh uh

birthday and June I had to celebrate my

wife's birthday and that's why we take

the time to to go out the city and those

important events. I don't want to miss

it because I want to I have other
[1:00:41]
commitment in those two months. U but I
