[2:03:10] West Old Carefree Highway. It's

[2:03:12] a request to rezone

[2:03:15] approximately 78 acres of land

[2:03:16] from Special Use and Floodplain

[2:03:18] to Cowtown Planned Area

[2:03:19] Development. Mr. Tyne.

[2:03:40] Mayor and Council. Items 15r

[2:03:41] and 16r they pertain to the

[2:03:44] Cowtown property. 15r is a

[2:03:47] proposed rezone and 16r is a mou

[2:03:48] or Memorandum of Understanding

[2:03:49] between the city and the

[2:03:51] applicant and the supplements to

[2:03:54] rezone so they work in tandem on

[2:03:55] this case. The applicant

[2:03:59] tonight is Westward Ho

[2:04:00] Adventures and represented brie

[2:04:02] Brian grate house and his firm

[2:04:05] and Cowtown is a property of

[2:04:06] 78 acres. It's identified in

[2:04:08] red on the screen. It's locate

[2:04:10] body 2.2 miles west of the

[2:04:14] intersection of Lake Pleasant

[2:04:15] Parkway and Old Carefree Highway

[2:04:17] alignment so if you think of

[2:04:21] driving out of Lake Pleasant

[2:04:24] Parkway and to the wild west

[2:04:25] restaurant on the corner there

[2:04:28] and drive past the cab ion

[2:04:32] `raceway you will get to the cow

[2:04:33] property eventually so it is

[2:04:35] property is passed Aqua Fria

[2:04:39] River and as you see on the

[2:04:40] screen the terrain is

[2:04:40] exceptionally rugged

[2:04:42] particularly to the north, west

[2:04:45] and south. Property. The

[2:04:46] ruggedness of the area within

[2:04:49] and around Cowtown provides

[2:04:52] topographic separation from Lake

[2:04:55] Pleasant Heights, the future

[2:04:56] planned community come is to the

[2:04:58] west. Cowtown is I long

[2:05:01] standing facility dating back to

[2:05:02] the early 1970's so I will talk

[2:05:04] about the history and why we're

[2:05:06] here this evening. This case is

[2:05:08] a little unusual there is no

[2:05:10] proposed development associated

[2:05:13] with this rezone. Rather this

[2:05:14] rezone was filed by the

[2:05:16] applicant at the behest of the

[2:05:18] city to better identified

[2:05:21] permitted land uses on the site

[2:05:22] and standards and operation of

[2:05:24] criteria and I want to pause and

[2:05:26] thank the applicant for their

[2:05:29] continued engagement in the

[2:05:31] process and working with with

[2:05:32] them and it's a big case to

[2:05:35] bring to you this evening. We

[2:05:38] `worked with them the last year

[2:05:40] and a half and thank staff and

[2:05:41] Lori Dever in the audience and

[2:05:43] worked on the sign code and

[2:05:46] worked on this project too and

[2:05:48] involved in the complexities and

[2:05:50] details of the project and thank

[2:05:52] the departments and the City

[2:05:53] Attorney's Office the

[2:05:54] development engineering program

[2:05:56] and the Police Department as

[2:05:59] well for their consultation as

[2:06:01] we moved along. Okay. So we

[2:06:02] have two cases before us

[2:06:05] tonight. 15r. This is a rezone

[2:06:07] and the intended action is

[2:06:09] rezone the property from Special

[2:06:11] Use and Floodplain to Planned

[2:06:12] Area Development. As you know

[2:06:12] -

[2:06:14] Planned Area Development is a

[2:06:16] customized type of zoning

[2:06:19] category that we can identify

[2:06:20] specific standards and criterias

[2:06:22] that's unique to that

[2:06:23] development, and 16r this is a

[2:06:27] Memorandum of Understanding

[2:06:27] between the city and the

[2:06:28] applicant and the purpose of

[2:06:29] this again is to work in tandem

[2:06:29] -

[2:06:30] with the rezone but outline

[2:06:33] commitments and performance

[2:06:36] measures of the Cowtown

[2:06:39] facility. In terms of the

[2:06:40] context this graphic illustrates

[2:06:41] landownership in the area so if

[2:06:43] you look at the graph and I can

[2:06:45] identify all the land in blue.

[2:06:47] That's the land that is owned by

[2:06:49] the Arizona State Land

[2:06:50] Department. It surrounds the

[2:06:52] property for the most part. The

[2:06:54] private land is area not colored

[2:06:58] in blue so if you look to the

[2:07:00] east there's a 420-acre private

[2:07:02] parcel owned by first trust.

[2:07:04] Another ownership in the area is

[2:07:07] the aps substation. I will note

[2:07:09] that the -- I mentioned canyon

[2:07:11] speed way earlier. That happens

[2:07:13] to be a lease on state land

[2:07:16] property. That's the same

[2:07:18] situation with the glider school

[2:07:23] down near Lake Pleasant Parkway

[2:07:25] and both leased properties.

[2:07:27] Okay. The property of Cowtown

[2:07:30] actually traces its history to

[2:07:31] 1974 when it was purchased by

[2:07:39] Ron purchase Nicks

[2:07:41] and a lolly wood stun man and

[2:07:43] producer and was in Maricopa

[2:07:46] County and didn't annex yet and

[2:07:49] established as a amusement park

[2:07:54] in the county and primarily for

[2:07:55] promoting entertainment events

[2:07:56] and centered around old west

[2:08:00] activities and included old west

[2:08:02] entertainment, film productions,

[2:08:04] stunt school, restaurant,

[2:08:06] competitions and shooting

[2:08:07] competitions, live shooting

[2:08:10] gallery to name a few and as the

[2:08:12] applicant indicated and I was

[2:08:13] Surprised and 200 film

[2:08:15] productions filmed at the

[2:08:19] property. I had no idea but

[2:08:22] that's what we learned. It was

[2:08:25] purchased in 1993 by the current

[2:08:28] ownership of westward ho and

[2:08:31] continued the activities on site

[2:08:33] and the western shooting and

[2:08:35] sport shooting and other

[2:08:38] activities and supplemented with

[2:08:41] firearm and marksmanship trains

[2:08:44] geared towards military and

[2:08:46] police agencies. The property

[2:08:48] was later annexed as part of the

[2:08:49] larger annexation anddraw your

[2:08:50] attention to the exhibit on the

[2:08:52] right that's the City of Peoria

[2:08:53] outline. If you look at the

[2:08:56] area in the dark blue that's the

[2:08:59] area as the city existed in 1990

[2:09:01] or 63 square miles. At that

[2:09:03] time there was a series of very

[2:09:04] large annexations that occurred.

[2:09:06] Race to the lake but essentially

[2:09:08] it. A bid to bring in Lake

[2:09:10] Pleasant as part of the City of

[2:09:13] Peoria and effectively in the

[2:09:16] 1990's the area, the land area

[2:09:16] -

[2:09:19] of Peoria doubled in size. The

[2:09:21] Cowtown property was part of one

[2:09:23] of the large annexations that

[2:09:24] occurred in the 90's. The owner

[2:09:25] at that time agreed to annex

[2:09:27] into the city with the

[2:09:30] understanding that the land use

[2:09:31] occurring there would be

[2:09:33] grandfathered in so prior to

[2:09:35] annexation in 1994 a letter was

[2:09:38] generated by the City of Peoria

[2:09:40] under the City Manager at that

[2:09:41] time and acknowledged that

[2:09:43] existing uses structures and

[2:09:45] means of servicing the building

[2:09:47] would be grandfathered upon

[2:09:49] annexation so with that the

[2:09:51] applicant agreed to annex into

[2:09:56] the city and that occurred as I

[2:09:58] indicated in 1994 so despite the

[2:10:00] good intent of the letter there

[2:10:05] was ambiguity in terms of the

[2:10:06] uses permitted and some train

[2:10:08] between the city and the owner

[2:10:10] there and some examples when you

[2:10:12] look at the letter the land uses

[2:10:14] identified are pretty general

[2:10:17] and for example gatherings.

[2:10:19] What is a gathering? What

[2:10:20] constitutes a gathering? Could

[2:10:22] be all types of scenarios and a

[2:10:26] gathering or a dance. What is a

[2:10:27] training activity? That is a

[2:10:28] ambiguity term there so the

[2:10:32] purpose of this pad was try to

[2:10:33] Andy ada aradd certainty to the

[2:10:35] land uses and the standards

[2:10:41] they're allowed to occur in and

[2:10:42] the operational criteria. The

[2:10:44] graphic on the right identifies

[2:10:50] the existing zoning in the area.

[2:10:53] The property upon its annexation

[2:10:54] in 1994 had Special Use and

[2:10:58] Floodplain zoning so that was

[2:10:59] the closest associated zoning we

[2:11:00] had at the time lined up with

[2:11:01] -

[2:11:03] what the county had prior to

[2:11:05] that. We repealed that the

[2:11:06] Floodplain zoning from the

[2:11:10] Ordinance but the Special Use

[2:11:11] and Floodplain u main unchanged

[2:11:15] to today on the property. The

[2:11:15] property to the north, west,

[2:11:18] south -- I guess the darker

[2:11:22] yellow that's state land that is

[2:11:23] zoned Suburban Ranch and the

[2:11:26] properties to the east, the

[2:11:30] lighter yellow is zoned

[2:11:32] agricultural, general

[2:11:33] agricultural or Ag. The graphic

[2:11:35] on the right is a site plan

[2:11:36] associated with Cowtown. I know

[2:11:38] it might be hard to see but let

[2:11:41] me try to walk you through Tif

[2:11:43] you look at the extreme

[2:11:46] southeast corner of the site

[2:11:48] that's where the Old Carefree

[2:11:50] Highway enters the property so

[2:11:52] that's a gate house and parking

[2:11:56] area upon that entry. If you

[2:11:56] could see the area in the brown

[2:11:57] that's what they call the

[2:11:59] western village and the area

[2:12:01] that some existing -- where the

[2:12:04] movie sets are and filmed movies

[2:12:06] in the past. The area in the

[2:12:10] lighter green that's where the

[2:12:11] existing long range shooting

[2:12:13] platform and training area and

[2:12:15] the dark green on the right hand

[2:12:17] side of the site that's where

[2:12:21] they have shooting bays for

[2:12:23] pistols and guns of that type.

[2:12:25] As I indicated Cowtown has been

[2:12:27] the host of various activities

[2:12:30] over the years including

[2:12:32] recreational and other

[2:12:33] activities and firearm

[2:12:35] competitions and training and

[2:12:37] advance training so the uses

[2:12:38] existed prior to annexation in

[2:12:40] some capacity so this is a

[2:12:42] departure from our typical

[2:12:44] zoning case when dealing with a

[2:12:45] development that is a

[2:12:46] nontraditional type of land use

[2:12:48] and a land use cases we often

[2:12:50] have to consult with experts to

[2:12:54] provide us with information

[2:12:57] about the case. With an outdoor

[2:12:58] shooting range you can imagine

[2:13:00] there are specific land use

[2:13:01] considerations that we have to

[2:13:04] consider with the designing,

[2:13:05] maintaining and managing this

[2:13:08] type of facility. Can you

[2:13:10] imagine it's outside the staff's

[2:13:12] normal proficiency but within

[2:13:14] Cowtown's expertise so to that

[2:13:19] end Cowtown group and part of

[2:13:19] -

[2:13:21] the pad retained a qualified

[2:13:23] expert Don Turner from Don

[2:13:26] Turner consulting services and

[2:13:30] has expertise and knowledge in

[2:13:31] the outdoor shooting ranges.

[2:13:34] The resume is attached to the

[2:13:37] staff report and a nra

[2:13:39] instructor and a tactical

[2:13:40] adviser and has experience

[2:13:42] managing the county and other

[2:13:44] ranges. Mr. Turner reviewed the

[2:13:46] details of the site plan and

[2:13:49] operational handbook as part of

[2:13:51] this case. His review lead to

[2:13:52] some modifications to the

[2:13:55] platform areas and the

[2:13:56] operational practices. Attached

[2:13:58] is Exhibit b in your staff

[2:14:02] report is a letter from Don

[2:14:03] Turner asserting Cowtown meets

[2:14:05] criteria for best management

[2:14:08] practices so as indicated in the

[2:14:09] letter "best management

[2:14:11] practices ensure that shooting

[2:14:12] ranges are safe because of

[2:14:14] practices and safety rules and

[2:14:17] operations and physical design"

[2:14:19] . In the letter he says

[2:14:22] "cowtown demonstrates they will

[2:14:23] maintain the criteria and with

[2:14:25] appropriate safety and

[2:14:29] management concerns" so over

[2:14:31] time there maybe circumstances

[2:14:34] that warrant changes to Cowtown

[2:14:36] and maintain best practices and

[2:14:39] they're responsible to keep the

[2:14:42] best practices maintained as

[2:14:48] they go along. Okay.

[2:14:48] Accompanying pad fad and

[2:14:51] Memorandum of Understanding that

[2:14:55] will replace the 1994 letter

[2:14:55] that produced some train and has

[2:14:58] more specificity to what land

[2:15:01] uses are permitted. Some land

[2:15:04] uses have additional conditions

[2:15:05] or required a Fire Department

[2:15:08] permit depending on the land

[2:15:11] use. We have a threshold for a

[2:15:13] tup and when it's required.

[2:15:15] This is one source of strain in

[2:15:16] the past when events occurred on

[2:15:19] the property again this has the

[2:15:22] zoning entitlement of an

[2:15:24] amusement facility but some

[2:15:25] types of activities when they

[2:15:27] involve the public at large or

[2:15:31] of a certain size really should

[2:15:33] require the review and

[2:15:34] evaluation from the city, so

[2:15:36] we've identified a threshold in

[2:15:40] this pad that determines when a

[2:15:41] type of activity would require a

[2:15:43] termary use permit from the city

[2:15:45] so that threshold would be based

[2:15:47] on if generators are used or

[2:15:50] size of a tent so those types of

[2:15:52] facilities are align up with the

[2:15:55] size of a facility so in that

[2:15:57] case if a temporary use is

[2:15:59] required and it would come in

[2:16:01] and see if there is adequate

[2:16:03] parking and access and water

[2:16:05] facilities and the appropriate

[2:16:06] security andsafety measures in

[2:16:09] place and would occur with the

[2:16:11] Temporary Use Permit for those

[2:16:13] activities. What we're not

[2:16:16] looking to capture is smaller

[2:16:18] activities and they had model

[2:16:20] shoots and that's the purpose of

[2:16:23] the thresh host the mou it's a

[2:16:25] companion and outlines the

[2:16:26] commitment and how the range is

[2:16:28] operated in the future. In

[2:16:32] terms of public safety the pad

[2:16:33] `will specify that outdoor

[2:16:35] shooting will only occur within

[2:16:37] areas designationed shooting and

[2:16:38] range on the site plan.

[2:16:39] Furthermore all operations and

[2:16:42] management of the shooting

[2:16:43] ranges must be in accordance

[2:16:45] with the protocol in the

[2:16:47] operations handbook reviewed by

[2:16:49] Mr. Turner. The use of the

[2:16:50] facility is limited to shooting

[2:16:52] clubs and events and registered

[2:16:54] groups and police and military

[2:16:55] organizations and private

[2:16:57] members. Users on site they

[2:17:01] have to be accompanied by a

[2:17:04] Cowtown range safety officer.

[2:17:06] Rso or an approved one with

[2:17:07] credentials from Cowtown.

[2:17:11] Members that use the property

[2:17:14] also have to be within a range

[2:17:15] safety course of every six

[2:17:17] months to maintain the knowledge

[2:17:20] of the protocol. Now in terms

[2:17:24] of physical access -- this has

[2:17:25] been a little concerning there

[2:17:26] isn't any physical barrier

[2:17:31] around the property. We

[2:17:33] certainly don't want people to

[2:17:34] unwittingly to enter the

[2:17:36] property and what will happen as

[2:17:39] part of the pad and there are

[2:17:40] stipulations within the

[2:17:42] Ordinance and required to be

[2:17:45] fenced within a year and in two

[2:17:47] phases if you look at the plan

[2:17:50] to the right, the area

[2:17:51] identified in red. That's the

[2:17:52] most accessible part of the

[2:17:54] property and the entry and has

[2:17:55] to be fenced within a six month

[2:17:56] -

[2:17:57] period of the effective date if

[2:17:59] the Council chooses to adopt the

[2:18:01] Ordinance tonight. Also along

[2:18:03] with that the fencing would be

[2:18:06] required to have warning signage

[2:18:09] no less than 50 feet along the

[2:18:11] fencing. The second phase, the

[2:18:14] area in orange will be required

[2:18:16] to be fenced within a 12 month

[2:18:17] period and the area around the

[2:18:22] `orange is some of the areas on

[2:18:24] the property that are more

[2:18:25] rugged or have wildlife

[2:18:26] corridors that run through it so

[2:18:30] in the case that we have extreme

[2:18:32] rugged condition there is is the

[2:18:35] ability for post to be

[2:18:38] substituted and the fence is not

[2:18:40] practical in those cases but the

[2:18:43] warning signs are required in

[2:18:46] all the areas of the least 25 to

[2:18:49] square feet and within a year

[2:18:53] fully enclosed and signed to

[2:18:56] warn visitors of the area. The

[2:18:57] city does not presently have

[2:18:58] water and wastewater

[2:19:03] infrastructure to serve the

[2:19:04] site. However of Cowtown

[2:19:07] receives some potable water on

[2:19:09] site and wells and toilets are

[2:19:12] brought on site on a as needed

[2:19:16] basis. Any future expansion of

[2:19:17] the Cowtown facility will need

[2:19:19] future capacity and permitted

[2:19:21] facilities. As with any rezone

[2:19:24] case we also have a public

[2:19:26] outreach process. Given the

[2:19:28] size of the property

[2:19:29] notification was required to all

[2:19:31] properties within a quarter mile

[2:19:32] radius of it so we sent

[2:19:34] postcards out when the

[2:19:35] application comes in and prior

[2:19:39] to the notice of hearing and all

[2:19:42] registered HOAs within a 1 mile

[2:19:43] radius. You sought area and

[2:19:46] didn't touch a lot of owners and

[2:19:47] mainly the State Department and

[2:19:50] a number of property owners and

[2:19:53] we had a meeting at the wild

[2:19:56] west restaurant and attended by

[2:19:58] the state Land Commissioner and

[2:19:58] staff and Councilmember

[2:19:59] Binsbacher. Opposition and

[2:20:01] support to date we don't have

[2:20:03] any opposition to the pad

[2:20:06] request. We did have an

[2:20:07] opposition letter that was

[2:20:08] submitted and I will talk about

[2:20:10] and how it was resolved but

[2:20:14] today there is no current

[2:20:16] opposition. The state Land

[2:20:18] Department withdraw their

[2:20:18] opposition previously. Let's

[2:20:21] talk briefly about that

[2:20:22] opposition. Prior to November 2

[2:20:24] we hadn't received any support

[2:20:26] or opposition to the case.

[2:20:28] November 2 was about the time we

[2:20:31] were moving the case forward to

[2:20:33] the planning commission but we

[2:20:34] received a letter of opposition

[2:20:36] from the State Land Department

[2:20:37] and some of the concerns cited

[2:20:40] in the letter they wanted

[2:20:42] remediation. There were some

[2:20:43] -

[2:20:44] known contaminants they studied

[2:20:46] near the area and some physical

[2:20:49] encroachpts they were concerned

[2:20:51] about. They wanted savegards to

[2:20:53] encroachments on the property

[2:20:55] from any Cowtown activities and

[2:20:58] they believed that the range ban

[2:21:01] study and the diagram and

[2:21:05] technical studies that look at

[2:21:05] -

[2:21:07] the nature of where guns are

[2:21:10] fired and where they reach the

[2:21:13] property, so they wanted to in

[2:21:15] conformance with the Army range

[2:21:16] manual. After the letter was

[2:21:18] received the case was continued

[2:21:19] by the commission. Staff and

[2:21:21] the state Land Department and

[2:21:23] the applicant got together to

[2:21:26] talk through these concerns.

[2:21:27] Cowtown agreed they wored

[2:21:29] separately with the State Land

[2:21:30] Department on a separate

[2:21:32] agreement but essentially they

[2:21:35] agreed to fence the property

[2:21:37] that will help prevent future

[2:21:41] encroachments as I indicated and

[2:21:43] remove all of the encroachments

[2:21:46] and restore disturbed areas

[2:21:49] within that time frame and

[2:21:50] remediate the area within a

[2:21:52] three month period and the terms

[2:21:52] -

[2:21:54] evening though it's a separate

[2:21:57] agreement with Cowtown and state

[2:21:59] lands we acknowledge it in the

[2:22:00] mou and acknowledge the actions

[2:22:03] will be occurring as well, so as

[2:22:06] I indicated they withdraw their

[2:22:08] opposition in February 2018.

[2:22:10] The case went to the commission.

[2:22:12] We held a Study Session in

[2:22:14] January to talk through some of

[2:22:17] the complexities of the case and

[2:22:18] held a Public Hearing in

[2:22:20] March 2018 and had no speakers

[2:22:24] from the general public and that

[2:22:25] evening the commission

[2:22:25] recommended unanimously approval

[2:22:28] of the case and the key finding

[2:22:29] it's important to bring the case

[2:22:31] forward given the past histoy.

[2:22:35] We believe that the pad is the

[2:22:37] right tool. It provides

[2:22:41] improvement to the existing

[2:22:41] disposition and removes

[2:22:43] ambiguity and clarifies the uses

[2:22:44] and the operation and going

[2:22:47] forward this will put the city

[2:22:48] and Cowtown at a better position

[2:22:50] to resolve some of the disputes

[2:22:52] in the past so with that Mayor

[2:22:54] and Council the recommendation

[2:22:56] is two fold concur with the

[2:22:58] Planning Commission and the

[2:22:59] 78 acres from Special Use to

[2:23:02] Planned Area Development subject

[2:23:04] to condiions one through 17 and

[2:23:07] 16r approval to enter into a

[2:23:07] Memorandum of Understanding with

[2:23:11] Westward Ho Adventures and with

[2:23:13] that I will take any questions.

[2:23:18] thank you for all of your hard

[2:23:20] work on this. I know it has

[2:23:22] been going on for years and

[2:23:24] complicated in many different

[2:23:26] ways at many different times so

[2:23:31] of the land and the staff that

[2:23:33] worked with the City of Peoria

[2:23:35] and for all of your diigence to

[2:23:39] `find a way for everyone to win

[2:28:01] you're developing we will Matt

[2:28:06] won't need to be done until

[2:28:07] something is proposed out there

[2:28:09] other than what is being used

[2:28:11] today. I don't think there are

[2:28:16] ongoing basis other than just

[2:30:57] the 2018 Spring Training season

[2:31:05] Director of community services

[2:31:06] introduce the staff. Thank you

[2:31:21] hear a fantastic season, our

[2:31:23] 25th season, but it's not just

[2:31:25] the team on the season that we

[2:31:26] get to see during Spring

[2:31:29] Training. I would be remiss if

[2:31:31] I didn't mention the support

[2:31:33] staff at Spring Training. You

[2:31:35] will hear two professionals talk

[2:31:36] about the season but behind the

[2:31:40] scenes we're working with the

[2:31:41] Police Department, Fire

[2:31:43] Department, safety andsecurity

[2:31:46] and mlb and a huge support and

[2:31:47] Jill [Inaudible] And the

[2:31:49] organization as well. Our video

[2:31:51] board is running with replay

[2:31:52] that has been aided upon by

[2:31:54] their professional skills and

[2:31:56] many more others behind the

[2:31:59] scenes I could stay all night

[2:32:01] and express but I wanted to pass

[2:32:05] that on and 25 years of support.

[2:32:06] I would like to introduce staff

[2:32:09] who will walk you through the

[2:32:10] season for 2018.

[2:32:12] >> Thank you Mayor and

[2:32:13] Council. We appreciate the

[2:32:15] opportunity to present to you

[2:32:17] some of the highlights from the

[2:32:20] 2018 Spring Training season as

[2:32:24] Jeff and Chris mentioned our

[2:32:26] 25th season. Peoria finished

[2:32:27] sixth over all in average

[2:32:30] attendance for the third year in

[2:32:33] a row so 3% increase in average

[2:32:36] per game attendance over 2017.

[2:32:38] We drew over 200,000 fans for

[2:32:40] the fourth year in a row and for

[2:32:44] the 14th time in the 25 seasons.

[2:32:47] Compared to the other two teams

[2:32:51] facilities in the Cactus League

[2:32:53] we were third in those rankings.

[2:32:56] As 2017 was a world baseball

[2:32:57] classic seasonlet 2018 Campaign

[2:32:59] Academy the return back to a

[2:33:02] typical average 30 game season

[2:33:06] as we hosted five less game than

[2:33:08] 2017. We had a record 13 night

[2:33:11] games driven by a Mariners

[2:33:14] performance study. And under

[2:33:15] the new player agreement the

[2:33:17] start of Spring Training was

[2:33:20] earlier than before and the

[2:33:22] first game on February 23 which

[2:33:24] will be a challenge for the fear

[2:33:25] seeable future. The league

[2:33:27] reported that the start did

[2:33:31] affect the relate of the league

[2:33:34] with all the other stadiums

[2:33:38] recording the lowest game prior

[2:33:43] to March 1. In 2018 the Spring

[2:33:45] Training just missed eclipsing

[2:33:49] the $8 million in gross revenues

[2:33:51] from game day revenue

[2:33:53] categories. But although the

[2:33:56] total revenues are don impacted

[2:33:58] by the five less games we did

[2:34:00] see a positive uptick in all

[2:34:02] game day revenues categories

[2:34:06] with the overall totaling an

[2:34:09] increase of 6.9% per game in the

[2:34:11] key categories. Additionally

[2:34:14] City of Peoria staff for the

[2:34:18] first time directly operated the

[2:34:20] cater group sales despite having

[2:34:23] five less games we reached great

[2:34:24] success increasing our group

[2:34:26] sales revenue by nearly 20% over

[2:34:33] 2017. And I will pass it over.

[2:34:40] >> As mentioned this season we

[2:34:44] are in the 25th year of Spring

[2:34:47] Training and an unprecedented

[2:34:48] campaign themed around civic and

[2:34:50] community engagement in serving

[2:34:52] the fans for 25 seasons. We %

[2:34:53] celebrated people in the

[2:34:55] community that work and serve in

[2:34:56] capacities that protect and

[2:34:59] provide for others such as

[2:35:01] teachers, nurses, first

[2:35:02] responders, volunteers, active

[2:35:04] military and retired veterans.

[2:35:07] We also enhanced fundraising

[2:35:08] opportunities for childrens'

[2:35:09] education and animal care and

[2:35:12] celebrated with fans with

[2:35:14] special give aways and

[2:35:15] experimental opportunities.

[2:35:17] Along with our goal to work with

[2:35:20] the Mariners and the Padres to

[2:35:22] offer competitive and affordable

[2:35:23] ticket prices the resident

[2:35:25] awards program was offered again

[2:35:29] this season. The second year of

[2:35:31] this season saw 72 increase in

[2:35:34] redemptions over last year.

[2:35:36] With this offer Peoria residents

[2:35:39] could claim 25% off each ticket

[2:35:41] up to four tickets for as many

[2:35:43] games and when purchasing

[2:35:47] tickets in advance we included a

[2:35:49] voucher for free parking. As

[2:35:52] always the Peoria Diamond Club

[2:35:54] was an interal part of Spring

[2:35:58] Training in Peoria and started

[2:35:59] with five store volunteers 20%

[2:36:03] which were new recruits and

[2:36:05] contributed 20,000 hours of work

[2:36:08] at the Sports Complex and

[2:36:13] parking and ticket taking and

[2:36:15] ushering and more and the

[2:36:18] charity game the Diamond Club

[2:36:20] show the for youth organizations

[2:36:23] and raised funds for these

[2:36:25] efforts and it yielded over

[2:36:30] 21,000 in giving for the period.

[2:36:33] The Cactus League commissioned

[2:36:35] an economic impact survey this

[2:36:36] season. Arizona State

[2:36:38] University executed the survey

[2:36:41] and the previous one conducted

[2:36:44] by fmr associates was done in

[2:36:45] 2015 and Spring Training impact

[2:36:47] of $30 million annually for the

[2:36:49] City of Peoria. Additionally

[2:36:52] asu is cmpleting a non Spring

[2:36:55] Training economic impact study.

[2:36:58] The 2015 study yielded an

[2:36:58] additional 25 million in

[2:37:03] economic impact throughout the

[2:37:04] calendar year and Peoria Sports

[2:37:04] -

[2:37:06] Complex and all the activities

[2:37:07] from April to January. Wit

[2:37:08] that on behalf of everyone at

[2:37:09] the Spors Complex we would like

[2:37:12] to thank the Mayor, the City

[2:37:14] Council, city leadership, and

[2:37:16] Peoria residents for their

[2:37:17] continued support.

[2:37:55] the citizens in mind, the

[2:37:58] community in mind. The

[2:38:00] promotions that you're so loyal

[2:38:01] to that Peoria is loyal to year

[2:38:04] after year to take care of the

[2:38:07] residents I think is fantastic

[2:38:08] too so well done guys.

[2:38:28] returning individuals, men and

[2:38:29] women volunteering their time

[2:38:30] and they're part of the Peoria

[2:38:32] family. They really understand

[2:38:34] the area. They know the

[2:38:35] concessions. They know the

[2:38:37] parking and the restaurants

[2:38:41] across the street so they really

[2:38:44] are an extension of Peoria with

[2:38:47] Peoria and I watched many times

[2:38:49] "what is need to do here? Have

[2:38:51] you anyone to the restaurants

[2:38:55] across the street or the go to

[2:38:56] the lake they're really

[2:38:58] Ambassadors for us and I want to

[2:38:59] thanks them for a job well one.

[2:39:19] quick item I just wanted to

[2:39:21] bring out you're aware that the

[2:39:23] city puts considerable effort to

[2:39:24] maintain the highest standards

[2:39:26] within the major operating

[2:39:27] department ofs. We often do

[2:39:29] that through the form of

[2:39:30] accreditation and recently the

[2:39:32] Police Department has done

[2:39:32] through its accreditation

[2:39:34] process. The commission of

[2:39:35] accreditation for law

[2:39:35] -

[2:39:37] enforcement agencies was in town

[2:39:40] with two of their national site

[2:39:41] interviewers under going

[2:39:42] extensive review of our

[2:39:43] department and our city and our

[2:39:46] community met with a number of

[2:39:47] different stakeholders including

[2:39:48] our own Mayor to learn more

[2:39:50] about all of our operations and

[2:39:52] practices that we have. While

[2:39:54] we won't have an official answer

[2:39:59] until the summer I can tell you

[2:40:01] that colea interviewers said

[2:40:01] -

[2:40:03] we're compliant with all 484

[2:40:04] standards they have in place so

[2:40:06] we're very optimistic to say the

[2:40:07] least. That's all I have and

[2:40:25] Life. I remember I mentioned

[2:40:31] this last meeting that happened

[2:40:35] on -- a Saturday -- it's not

[2:40:37] important but our high school,

[2:40:39] Centennial High School hosted

[2:40:42] Relay for Life and the event and

[2:40:43] the mission to give hope and

[2:40:46] comfort to the victims and

[2:40:48] family members of cancer. There

[2:40:51] were many organizations there

[2:40:53] trying to raise funds, trying to

[2:40:56] raise funds to research for a

[2:40:57] cure. The Youth Advisory Board

[2:41:00] was there raising money as well.

[2:41:03] Last time I checked we raised

[2:41:04] -

[2:41:06] $800 but that is notincluding

[2:41:07] the thousand dollar donation

[2:41:10] from Councilmember Finn. Thank

[2:41:13] you for that and I think that

[2:41:16] was -- it was like -- that was

[2:41:18] about the total. I'm not sure

[2:41:20] where we left off but we did a

[2:41:25] really good job so I also

[2:41:27] mentioned that I was going to

[2:41:33] fcla state and guess what? I am

[2:41:35] also to nationals. Yay.

[2:42:22] on Saturday April 7 Carin

[2:42:24] Halstead and I attended the

[2:42:25] Peacock hoa meeting in

[2:42:27] conjunction with the annul

[2:42:28] meeting and probably 30 people

[2:42:29] in attendance. I gave an update

[2:42:32] what is going on in the City of

[2:42:37] Peoria, what we can expect in

[2:42:38] the future. It was attended by

[2:42:42] the Police Department and City

[2:42:43] Code officer Evan Greenwald.

[2:42:44] It's good to have the police and

[2:42:47] the code come out and so many

[2:42:49] questions they're asked and the

[2:42:51] Commander talked about crime

[2:42:52] statistics and they wer

[2:42:54] impressive so it was a good

[2:42:58] meeting and I like attending hoa

[2:42:59] meetings and telling people

[2:43:02] about what goes on in our city

[2:43:04] and on Monday April 9 and

[2:43:07] Tuesday April 10 last week we

[2:43:08] held our Budget Study Sessions

[2:43:10] and the Budget Study Sessions

[2:43:12] are were actually scheduled for

[2:43:14] three days. We got those taken

[2:43:17] care of in two days. On both

[2:43:20] days we actually got out early.

[2:43:22] I saw the budget presentation as

[2:43:24] being pretty flawless. It was

[2:43:26] very easy to understand and

[2:43:28] follow. A know a lot of work --

[2:43:30] if you ever look at the budget

[2:43:32] book it's 6 inches thick and I

[2:43:34] know a lot of work goes into the

[2:43:38] budget and I want to thak Katie

[2:43:41] Gregory and Barry Hogue for an

[2:43:43] amazing job. It's quite a job

[2:43:45] that you guys do and I for one

[2:43:47] appreciate an easy budget

[2:43:49] process. I'm not that numbers

[2:43:50] guy and congratulations to the

[2:43:53] police accreditation process. I

[2:43:53] -

[2:43:58] am sure Chief that you will

[2:44:00] become accredited and it's no

[2:44:03] easy task. Like Jeff said you

[2:44:05] have over 400 standards that you

[2:44:06] have to movement that's a lot so

[2:44:08] congratulations to you and I

[2:44:10] look forward to you becoming

[2:44:10] accredited. That's all I have

[2:44:28] -- run any more efficiently

[2:44:30] really. Thank you to staff for

[2:44:32] all your work and commitment and

[2:44:35] making that happen, and you made

[2:44:37] that process so seamless, and I

[2:44:39] am very grateful for that and we

[2:44:41] got some great things

[2:44:42] accomplished so that's

[2:44:44] fantastic. I just want to

[2:44:46] mention that we have the Party

[2:44:48] for the Planet New River clean

[2:44:51] up on Saturday morning and that

[2:44:54] is at 7:00 A.M. At the 99th and

[2:44:56] northern and then later that

[2:44:58] same afternoon on Saturday at

[2:45:01] 4:00 P.M. We have Planet Palooza

[2:45:03] Earth Day Festival at West Wing

[2:45:05] community park. That starts at

[2:45:06] 4:00 P.M.. Fantastic event and

[2:45:07] I currently everyone to get out

[2:45:09] to either of those events that

[2:45:11] day. That's all I have Mayor.

[2:45:29] That was the Budget Analystary

[2:45:33] process I have been through and

[2:45:35] incredibly thorough and never

[2:45:38] ceases to amaze me people can

[2:45:39] answer questions on the fly and

[2:45:41] you answered them and very

[2:45:42] impressive and very appreciated

[2:45:44] the work that went into that. I

[2:45:46] also wanted to thank my

[2:45:49] assistant Irene for help in the

[2:45:50] shred-a-thon on Saturday, this

[2:45:53] `past Saturday, very nice turn

[2:45:54] out. We actually collected

[2:45:55] donations for the church as

[2:45:57] people handed money for the

[2:45:59] church so it was a nice site

[2:46:02] there we could actually help

[2:46:02] collect some donations for them

[2:46:07] but it was a nice turn out, 130

[2:46:08] some cars. It's always daunting

[2:46:10] when you pull up and there is a

[2:46:12] line out into the street and

[2:46:13] thank the Youth Advisory members

[2:46:15] that came out and helped us as

[2:46:17] well so that was very, very

[2:46:20] helpful for us and then finally

[2:46:21] I attended an informational

[2:46:24] meeting on the improvements at

[2:46:27] the Thunderbird and 83rd Avenue

[2:46:29] that are upcoming. If someone

[2:46:30] is watching that is interested

[2:46:32] in that and you could get to the

[2:46:34] meeting because of the sheer

[2:46:35] gridlock of the people that

[2:46:37] attended there is an absolutely

[2:46:41] amazing video and I mean that

[2:46:42] sincerely. About four minutes

[2:46:44] long. I believe we're posting

[2:46:45] it on the city's website that

[2:46:49] gives the information on that

[2:46:50] project, how long it takes, why

[2:46:52] we're doing it and the

[2:46:53] innovative technology the city

[2:46:54] used in their traffic signal

[2:46:56] there is so I encourage anyone

[2:46:58] if you weren't able to make that

[2:47:00] meeting to please go on the

[2:47:02] website when it's up and watch

[2:47:03] the video because it's very,

[2:47:05] very well done and incredibly

[2:47:07] informative so that's all I

[2:47:07] have.

[2:47:40] so seamless. I have been here

[2:47:41] in years past when the process

[2:47:44] wasn't seamless and you did a

[2:47:45] phenomenal job and Jeff and

[2:47:48] staff thank you for that. Last

[2:47:51] week I attended ribbon cutting

[2:47:54] at bubbies and in the p83

[2:47:56] district and next to Harkins I

[2:48:01] highly recommend going over,

[2:48:06] phenomenal burgers pizza,

[2:48:07] chicken, a phenomenal group of

[2:48:09] food and welcome to the p83

[2:48:12] area. I attended the opening of

[2:48:13] the Peoria Leadership Institute

[2:48:15] class and the class just seems

[2:48:17] to grow every year. I think

[2:48:19] it's 24 residents that we have

[2:48:22] in this year's class.

[2:48:23] Phenomenal amount of interest in

[2:48:26] the classes and they range from

[2:48:28] public safety to water to

[2:48:30] budget. Katie you had them

[2:48:32] eating out of your hands last

[2:48:33] week on the budget numbers. It

[2:48:36] was neat to watch and listen to

[2:48:38] the questions they had and again

[2:48:40] you anticipated and had all of

[2:48:41] the information readily

[2:48:43] available and kudos to you and

[2:48:47] staff. Ths weekend I was able

[2:48:49] to cohost a shred-a-thon with

[2:48:51] Wal-Mart off of Deer Valley Road

[2:48:53] and Lake Pleasant Parkway and

[2:48:55] had 170 cars come through the

[2:48:57] parking lot. I hink I beat you

[2:48:58] Mike.

[2:49:00] >> Yeah, I know, maybe it was

[2:49:02] 500. I don't know. But again I

[2:49:04] just want to thank everybody

[2:49:06] that came out and will continue

[2:49:13] point point and it's a great

[2:49:15] opportunity to get rid of items

[2:49:17] no longer needed and finally I

[2:49:19] want to be one of the first to

[2:49:23] welcome one of the new police

[2:49:26] officers to our force. Oliver

[2:49:31] is our new service dog donated

[2:49:33] by the foundation for service

[2:49:36] dog support and golden retriever

[2:49:38] and went through 18 months of

[2:49:39] training and had a graduation

[2:49:41] and ceremony and sworn in on

[2:49:42] Saturday and welcome to the

[2:49:45] police force and that's all I

[2:49:47] have.

[2:49:51] >> I had the privilege of

[2:49:52] meeting Oliver today earlier in

[2:49:57] the parking lot out there and

[2:49:57] needless to say it's love at

[2:49:59] first sight and he's actually a

[2:50:01] `comfort dog. He doesn't have to

[2:50:03] smell out for bombs or anything

[2:50:05] like that. He just gets loved on

[2:50:08] all the time and as a golden

[2:50:09] retriever he certainly puts out

[2:50:12] that love. I want to say first

[2:50:15] of all thank you you Boy Scouts

[2:50:19] for coming and you have been so

[2:50:20] patient. I watched -- was a

[2:50:21] teacher so I gravitate to

[2:50:25] watching kids and I didn't have

[2:50:27] an inpulse anytime to tell

[2:50:28] someone to turn around and tell

[2:50:30] someone to be quiet and I think

[2:50:32] -- I think someone was doing

[2:50:36] their homework but that is okay.

[2:50:37] These meetings can be tedious, i

[2:50:39] agree for your age but I hope

[2:50:41] you got something out of it

[2:50:43] tonight and I hope that you saw

[2:50:46] that we don't do all boring

[2:50:49] things. The shooting range, the

[2:50:51] Cowtown. That will probably be

[2:50:53] of interest to you as you turn

[2:50:53] -

[2:50:54] afternoon I think you have to be

[2:50:56] 18 in order to go out there and

[2:51:01] shoot but that's going to be a

[2:51:04] real amenity for you. Also the

[2:51:04] -

[2:51:06] ballpark. Here's me being a

[2:51:08] teacher again. How many went to

[2:51:13] a game at the Sports Complex?

[2:51:15] Mariners, anybody? Did you sit

[2:51:17] in the grass and eat a hot dog

[2:51:18] and a fun experience and one of

[2:51:19] the things to do in the City of

[2:51:21] Peoria and anyway thank you for

[2:51:24] being our guests here tonight.

[2:51:26] Okay. First of all Maylee

[2:51:29] mentioned the Relay for Life. I

[2:51:33] was privileged to welcome all of

[2:51:34] the hundreds of cancer

[2:51:36] survivors, people with active

[2:51:38] cancer, relatives of cancer

[2:51:40] victims to the City of Peoria

[2:51:42] and it was at Centennial High

[2:51:45] School and they allowed me to

[2:51:47] come in there even though I'm a

[2:51:47] -

[2:51:50] Peoria High School person and it

[2:51:55] was really uplifting and I

[2:51:57] really enjoyed it. And that was

[2:52:00] the Relay for Life. Also the

[2:52:01] Peoria arts and culture festival

[2:52:04] was held down here a couple of

[2:52:08] Saturdays ago where the old

[2:52:11] place was jus student art from

[2:52:13] all high schools and elementary

[2:52:14] schools in the Peoria Unified

[2:52:19] School District and that is

[2:52:20] really fun. The planair --

[2:52:22] Bridgette you didn't mention it.

[2:52:24] >> [Inaudible].

[2:52:28] >> Results? Okay. There was

[2:52:30] a wonderful planeair. If you

[2:52:33] don't know what it is it's when

[2:52:37] artists go paint in the open air

[2:52:49] and get a vision there beautiful

[2:52:50] scenery and others learn from

[2:52:52] them and paint themselves. It's

[2:52:54] just an amazing festival. It

[2:52:56] was the first of many I am sure

[2:53:00] to come and that was put on by

[2:53:06] wam. And I think last I want to

[2:53:09] say just thank you to our police

[2:53:11] personnel on all levels. We

[2:53:14] just know how hard you work for

[2:53:14] -

[2:53:16] our safety and just to make

[2:53:18] Peoria a really comfortable

[2:53:20] wonderful place to live. We do

[2:53:22] feel safe in our neighborhoods

[2:53:24] because of our cops on the

[2:53:26] street. You guys put -- you put

[2:53:28] your lives on the line everyday.

[2:53:30] You never know when you stop

[2:53:32] someone for a tail light how

[2:53:35] they're going to respond and we

[2:53:40] just really -- I really

[2:53:42] appreciate that, and all of the

[2:53:43] backstage people too that make

[2:53:46] your cops on the street

[2:53:47] possible, our 911 operators that

[2:53:50] we celebrated two weeks ago here

[2:53:51] at our Council meeting, and they

[2:53:53] have a really tough job.

[2:53:56] They're the first ones to hear

[2:53:57] that cry for help, and just want

[2:53:59] you to know at all levels

[2:54:02] whether you're in an office now,

[2:54:04] whether you're a detective,

[2:54:05] whether you'r a street cop,

[2:54:06] whatever your position you

[2:54:09] really are appreciated and the

[2:54:12] fact that you're going to

[2:54:13] receive this calea accreditation

[2:54:15] is just really a high tribute to

[2:54:16] this whole department so thank

[2:54:20] you for what you do and I am so

[2:54:21] glad you have Oliver now because

[2:54:24] he will take you to a whole new

[2:54:26] level I am sure.

[2:54:43] Saturday April 7 I went to Osuna

[2:54:46] Park. They had the Peoria arts

[2:54:48] culture festival. This is a

[2:54:51] great event and I don't want to

[2:54:56] see this fade away, go away

[2:54:58] someplace else because the kids

[2:55:00] that did all the drawings did a

[2:55:01] great job. They do a lot better

[2:55:03] than I can do and the music was

[2:55:04] great and the food was great and

[2:55:08] there was a lot of people there

[2:55:11] and I really proud to see as

[2:55:13] many there as there was. I want

[2:55:14] to make sure to keep this

[2:55:15] festival going and important to

[2:55:22] the City of Peoria and important

[2:55:24] to the families. Also Wednesday

[2:55:26] the leadership school and had

[2:55:30] about 30 kids there, 30 people

[2:55:32] there and it's great and they're

[2:55:34] going to have eight, nine weeks

[2:55:39] and they're going to learn a lot

[2:55:41] from all these instructors, so

[2:55:44] when you go if you have any

[2:55:45] questions make sure you ask the

[2:55:48] questions and get the answers.

[2:55:49] `It's important and these are the

[2:55:53] people that can give you the

[2:55:57] answers. On Saturday April 14

[2:55:59] we had Scotland Yard Park event.

[2:56:03] It was just great. We had the

[2:56:05] movie Coco. I don't know if

[2:56:07] anybody saw it or not but it was

[2:56:09] a great movie. Everything was

[2:56:11] free. There was a lot of people

[2:56:15] there and I just want to say

[2:56:17] thank you to my assistant Carin.

[2:56:19] She did all the work. She put

[2:56:21] it together and took it a part

[2:56:23] and I want to thank her for

[2:56:26] that. God bless each and every

[2:56:30] one of you and God bless America

[2:56:41] in the morning I attended the

[2:56:42] `Peoria Arts and Cultural

[2:56:45] Festival. There was amazing art

[2:56:47] work that was there. There was

[2:56:49] even a chalk board to fill out

[2:56:51] what art means to you and there

[2:56:53] were a lot of different

[2:56:58] responses and to me it was

[2:57:00] really inspirational. Later

[2:57:02] that day I attended the Relay

[2:57:05] for Life event held at

[2:57:09] Centennial High School. The

[2:57:11] Youth Advisory Board raised $820

[2:57:15] and 10 cents. That's not

[2:57:18] including Mr. Michael Finn's

[2:57:22] donation, and they also lead a

[2:57:24] Congo lap from what I heard. I

[2:57:25] also want to say thank you to

[2:57:27] those that participated and

[2:57:30] donated and helpd out at this

[2:57:31] event because it truly remains a

[2:57:34] lot because I had a lot of

[2:57:38] family who has cancer so yeah.

[2:57:40] On April 14 I attended a

[2:57:43] shred-a-thon for Vice Mayor Finn

[2:57:48] along with one of my youth

[2:57:52] advisory peers Leah Gilbertson.

[2:57:54] There was lots of cars and went

[2:57:57] by smoothly. Later that day I

[2:57:58] went to Carlo Leone event, the

[2:58:01] Park Fest and had a showing of

[2:58:03] movie Coco like he said. I

[2:58:05] never seen that movie and it was

[2:58:09] `the first time and it was just

[2:58:10] amazing. By far my favorite

[2:58:12] Pixar movie. I know it's

[2:58:13] getting into the summertime.

[2:58:15] It's getting warm, pool season

[2:58:17] is here and so I just encourage

[2:58:17] -

[2:58:20] you guys if you haven't yet take

[2:58:23] the cpr certification class from

[2:58:25] the Peoria Fire med because I

[2:58:27] took that class and you get

[2:58:29] certified then and there and it

[2:58:32] was really awesome. I enjoyed

[2:58:35] it, and also at the -- I also

[2:58:38] forgot to mention at the Relay

[2:58:42] for Life we had a dunk tank and

[2:58:43] -

[2:58:45] we dunked the Chief and I am

[2:58:49] pretty sure he had a good time

[2:58:49] in that dunk tank --

[2:58:54] >> And I would also like to

[2:58:56] congratulate the Peoria Police

[2:58:59] Department for getting their new

[2:59:01] addition Oliver because I like

[2:59:12] haven't heard too much about it

[2:59:14] already. I know that it seeps

[2:59:17] like we were just oh so

[2:59:18] brilliant getting through the

[2:59:21] budget in two days but we must

[2:59:23] not forget throughout the course

[2:59:24] of the last six months we have

[2:59:26] been having work Study Sessions

[2:59:28] that lead up to this brilliance

[2:59:31] on economic development and our

[2:59:34] Enterprise Funds and various

[2:59:35] different kinds of conversations

[2:59:38] that took a big chunk of our

[2:59:40] budget, and also our Capital

[2:59:44] Improvement Program. I would

[2:59:46] like to congratulate a denna.

[2:59:49] It was the first time giving the

[2:59:50] Capital Improvement Program

[2:59:51] budget presentation. She spoke

[2:59:54] for an hour and a half on our

[2:59:56] very largest proects in the

[2:59:59] city and she did it without

[3:00:01] notes. It was incredible. She

[3:00:02] knew the answer to every

[3:00:05] question. She knew every

[3:00:06] project and just peoples volumes

[3:00:08] for how ready you were for your

[3:00:09] promotion that you received last

[3:00:11] year so thank you for that and

[3:00:12] thanks everybody for all the

[3:00:14] preparation, how well you

[3:00:16] prepared us is what was really

[3:00:19] great, and then we ended up with

[3:00:21] a perfectly balanced budget with

[3:00:22] no tax increase the Peoria way

[3:00:24] so thank you all very much and
