[18:44] Before we begin the formal K-Prepresentation, I would like to take a few minutes to provide
[18:49] a CDBG program overview.
[18:52] The Community Development Blog Grant was initiated by an act of Congress as a part of the Community
[18:58] Development Act of 1974.
[19:00] The program is funded directly by the federal government's U.S. Department of Housing and Urban Developments, also known as HUD.
[19:10] City of Paris, CDBG Program overview.
[19:13] Since the CDBG Program transition to the public services department back in August of 2025,
[19:18] one of our primary focuses has been to gain a complete understanding of the program's financial and administrative standing.
[19:25] In order to accomplish this, we have established by weekly meetings with our non-public service project teams
[19:31] increasing our tracking of active projects, our tracking of expenditures.
[19:36] HUD timeliness requirements and providing more frequent technical assistance to our sub-recipients and city project leads.
[19:43] We have also scheduled CDBG committee meetings to update and provide program progress and status updates.
[19:51] A significant amount of our work has centered around program reconciliation and compliance.
[19:56] The staff has conducted a comprehensive review of the
[20:00] We have CDBG records, funding balances, expenditures, prior year activities, and information reported in HUD's IDIS portal.
[20:09] We have worked closely with our CDBG consultant and the city's finance department to identify and resolve outstanding items and ensure that our program records accurately reflect the status of our funding and activities. Through that process, we have also identified timeliness as an area requiring significant attention.
[20:29] staff developed a plan to accelerate expenditures and has been closely tracking prior your projects towards completion and close out.
[20:39] It is also important to recognize that this particular program year 2526 experience an unusual delay at the federal level.
[20:48] Due to the federal government shutdown, the city's HUD grant agreement which would typically expect to be received around September or October of 2025
[20:57] was not received until the end of January of 2026.
[21:02] This reduced the timeframe available to execute agreements and begin moving forward current year activities.
[21:08] This delay was a critical concern in counter during the 2526 fiscal year.
[21:14] But despite that delay, staff continue working on the items that could be advanced internally,
[21:18] so that the projects would be positioned to move forward.
[21:22] Now, next steps, while a significant amount of work has been completed, moving forward,
[21:28] our focus is to continue implementing the fiscal year 2627 programs, execute agreements
[21:34] and launch funded projects and expand remaining funds.
[21:38] Overall, since CDBG transition to the Public Services Department, our focus has been to strengthen
[21:43] the foundation of the program financially, administratively, and operationally, while also
[21:49] addressing prior year activities and preparing current and future projects for implementation.
[21:54] A tremendous amount of work has occurred behind the scenes to get the programs to where it is today.
[21:59] And I want to thank our staff, our finance department, the CDBG committee,
[22:04] project leads, sub-recipients, and our consultant for their continued collaboration throughout this transition.
[22:10] And with that overview, I will now turn it over to our consultant to walk the city council through the fiscal year 2526,
[22:34] I will be reviewing the CDBG reporting overview to continue to receive its annual location had requires the city comply with three specific requirements.
[22:47] The first being the consolidated plan also known as the comp plan.
[22:51] The comp plan is a five year plan that outlines the city's five year goals and strategies for the next five year cycle.
[22:58] The fiscal year 2526 represents the second year of the city's comp plan year.
[23:05] The second is the annual action plan, or known as the AAP, is an annual plan that outlines the city's intended use of CDBG funds for
[23:15] the year in alignment with the meeting, sorry, with meeting the sitting schools as established
[23:20] in the consolidated plan. Lastly is the paper, which is the report presented to you today,
[23:28] the paper assessments, the cities in which the progress and performance in meeting the goal
[23:33] outlined in the previous fiscal year's annual action plan. So this paper reports on the
[23:39] the 2526 annual action plan goals.
[23:43] In accordance with the city's citizen participation plan,
[23:47] the paper was made available to the public for 15 days common period,
[23:52] beginning August 24.
[23:59] For fiscal year 2526, the city received a total of 940,237 of which 188,047 was allocated to the city's
[24:12] the CDBG administration, there is a 20% cap on that.
[24:18] There's also a 15% cap on public services, which is a total of $141,035.
[24:26] The city was successful in the spending 100% of its administrative and public service funds.
[24:39] Public service accomplishments, this table outlines organizations that received funds and
[24:45] implemented programs in fiscal year 2025, along with the respective accomplishments.

[25:16] for live 140% and voices for children 93%.

[25:28] 2526 were allocated to public facility projects.
[25:33] As noted, early in implementation challenges, there were delays in launching these activities.
[25:39] And spending money, however, staff efforts and reconciliation,
[25:44] implanting these projects are expected to start and can be completed by the end of this year, December 2026.

[29:42] So tonight, to summarize, we have in front of you a resolution that will approve the issuance of bonds for
[29:50] the park west CFD improvement area number one, the not to exceed amount of the bond issue will be 12
[29:57] 2,250,000.
[30:00] In front of you two are all the documents that have prepared by the city's bond council required for the sale of the bonds. The bond proceeds will be used to reimburse the developer for infrastructure and fees paid for the development of the project. We will also fund a death service reserve fund and a capitalized interest fund and cost of issuance. I'll look at those on slide five when we go through the sources.
[30:29] and uses. The security for the bonds is the property located within the improvement area
[30:36] number one. All the homes that are in that development have a special tax lien recorded
[30:44] that is used to secure the repayment of the special taxes to secure the repayment of

[32:32] We have 124 homes that are either under being built or are going to be built very soon.
[32:40] And we have 50 homes that are in escrow.
[32:42] So, you know, we basically have half the project that are actually now sold to individual homeowners.
[32:49] As I mentioned, the appraisal was done in August.
[32:53] The apprais value and the assess value, because we did have some homes that were on the secure property tax roll was approximately $90 million dollars.

[33:50] We anticipate that will be right around 5.41% interest rate as of August 21st.
[33:58] The parameters within the resolution, as I mentioned, are 12,250 in terms of the bond
[34:06] authorization, 6.5% for the true interest cost, and 1.5% for the under-udders discount.
[34:14] On this slide, just wanted to highlight the value to lean, as I mentioned, is 8.3 to 1.
[34:20] So we have a lot of value for the lean on the property.
[34:23] Your policies require four to one, so we're double what the minimum policy threshold is for the city.
[34:31] We are providing 110% debt service coverage on the bond, so for every dollar debt service, we collect a dollar 10, so there's a cushion for
[34:42] the potential, any delinquency and payment of special taxes for the bond holders.
[34:48] This shows a breakdown of the different types of products within the development.
[34:53] You can see we have some, some homes over 3,300 square feet and then some down in the 21.
[35:05] I will mention that the effective tax rate of homes in this development are below 2% which is the city's policy. So tonight in front of you with the resolution we have the preliminary official statement that is the marketing document used by the underwriter to market the bonds to the public. It provides all information of bond investor needs to make a decision whether they want to buy the bonds or not.
[35:29] not. We also have the continuing disclosure agreement annually. You'll provide update on the
[35:36] development to the bond market, the fiscal age and agreement which lays out all the terms with
[35:41] US bank about how principal and interest payments will be paid over the 30 year life of the bonds.
[35:48] And then the bond purchase agreement which is the document where Oppenheimer buys the bonds from
[35:53] the city and then resells them to the public.
[35:57] So tonight we have the approval of the resolution to authorize the issuance of the bonds.
[36:03] On September 14th, we're going to post the preliminary official statement that starts
[36:08] the marketing for the bonds.
[36:10] The bonds are scheduled to be sold right around September the 24th and then close on October
[36:16] the 8th.
[36:19] So tonight's recommendation is to adopt the resolution for the issuance of the bonds
[36:25] for part-quest improvement area number one, approve the financing documents that are
[36:30] in your packet tonight, authorize the city officers to take any necessary actions required
[36:36] to complete the financing, and as I mentioned, the principal not to exceed amount is 12,250.
