All
[5:10]
» [clears throat]
[5:13]
» right, welcome everybody. We've got
[5:15]
quite the crowd here tonight. Um, let's
[5:18]
go ahead and call our meeting to order.
[5:20]
You see council lady Perry and have roll
[5:21]
call.
[5:22]
>> Coffee
[5:23]
>> here.
[5:23]
>> Bledo
[5:24]
>> here.
[5:25]
>> Marshall
[5:25]
>> here. Davis
[5:26]
>> here. Cold
[5:28]
>> here.
[5:28]
>> Rubs
[5:30]
>> here.
[5:30]
>> Och here
[5:32]
>> here. We've got quorum. All right. So
[5:34]
tonight our invocation is going to be
[5:36]
pastor Josh Bell, Pastor Dr. All the
[5:39]
above barbecue.
[5:43]
>> Would you please pray with me?
[5:45]
Almighty God, we thank you for the
[5:47]
opportunity that we have to serve our
[5:49]
community. We ask that you bless these
[5:51]
city officials as they uh listen and
[5:54]
dream and have visions of what our
[5:56]
community can be. We thank you for the
[5:59]
beautiful and awesome opportunities that
[6:01]
we have to be in this city of Perry. And
[6:04]
we ask that you bless our city in your
[6:06]
son Jesus's name we pray. Amen.
[6:08]
>> Amen.
[6:08]
Thank you, Josh. So, we'll invite
[6:10]
Josh back in just a little bit to kind
[6:12]
of give us a little update of what's
[6:14]
going on, but we want to move along
[6:17]
because we've got quite a bit to go over
[6:19]
here in just a second. So, let's start
[6:20]
with item number one, our consent
[6:22]
agenda.
[6:23]
>> Motion to approve.
[6:24]
>> Second
[6:27]
>> and coffee.
[6:28]
>> Yes.
[6:28]
>> Bullets,
[6:29]
>> yes.
[6:29]
>> Marshall,
[6:30]
>> yes.
[6:30]
>> Davis,
[6:31]
>> yes. Cold,
[6:32]
>> yes.
[6:33]
>> Williams,
[6:33]
>> yes.
[6:34]
>> O, yes. For them,
[6:35]
>> yes. Item four, comments from those
[6:38]
assembled.
[6:40]
Seeing none, we'll move on to item
[6:42]
number five, proclamations,
[6:43]
commendations, reports, inquiries by the
[6:45]
governing body. So, at this time, I'd
[6:47]
like to turn it over to Chief Thomas.
[6:50]
All right.
[6:53]
So, this is quite an honor for me. The
[6:57]
17 years I've served as your chief, I've
[6:59]
never been able to promote a captain.
[7:01]
This is my first in my career to be able
[7:03]
to do this. So, um, I'll just read
[7:05]
something really quick, then I'll have,
[7:07]
uh, Richard's wife come up here and
[7:10]
we'll do the honors. So, over the past
[7:12]
year, the Perry Police Department has
[7:14]
worked [clears throat] to ensure we are
[7:15]
making the most efficient use of our
[7:17]
manpower. During this process, we've
[7:19]
evaluated each position and streamlined
[7:22]
our commanding structure. During this
[7:25]
process, we determined that we were uh
[7:27]
with the pinning of the retirement of
[7:29]
Assistant Chief Stevens, which is the
[7:30]
end of this month. It could be almost
[7:32]
beneficial to promote an officer at the
[7:34]
rank of captain to assume command of
[7:37]
numerous areas that need day-to-day
[7:38]
management, supervision, and leadership.
[7:41]
This past Friday, a promotion board was
[7:44]
held. Of the three applicants, Sergeant
[7:47]
Richard Tyler emerged as the unanimous
[7:48]
choice among the [snorts] board members
[7:50]
to become the next captain of the Perry
[7:52]
Police Department.
[7:54]
Sergeant Tyler is a certified police
[7:56]
officer with 14 years of service. During
[8:00]
his tenure, he's held positions as a
[8:01]
patrol officer, detective, field
[8:04]
training officer, drug task force
[8:06]
member, and special operations team
[8:08]
member, and a patrol supervisor.
[8:11]
Despite the rank he held in all these
[8:13]
three pos all these positions, Sergeant
[8:15]
Tyler excelled and served as a mentor to
[8:18]
the officers around him. He has proven
[8:20]
himself over and over again not to only
[8:23]
be a dedicated law enforcement officer
[8:25]
to be a skilled leader. As a chief, I
[8:29]
have full confidence that Sergeant
[8:30]
Tyler's transitions into this new role
[8:33]
as a captain. He will lead those and the
[8:36]
care with confidence, foresight, and
[8:39]
integrity and serve the citizens of
[8:41]
Perry. So, at this time, I'd like
[8:43]
Mallerie to come up.
[8:47]
And if you would
[8:50]
go ahead and place his new badge on him
[9:09]
[applause]
[9:16]
as a ranking captain. Captain, you
[9:18]
received these bars and I was just aware
[9:21]
while ago these bars here have a lot of
[9:26]
special memories. Last captain we ever
[9:28]
had was Captain Jim Mackway and he is
[9:31]
going to donate his collar brass. We're
[9:33]
going to place these on you at this
[9:35]
time.
[9:42]
Congratulations.
[10:07]
[applause]
[10:12]
» [applause]
[10:20]
[snorts]
[10:21]
>> family that's here with you today.
[10:23]
>> Uh, sure. Um,
[10:26]
I'll try to go through this, not make it
[10:28]
too long. Uh, so with me here is my
[10:30]
wife, Mallerie. Um, this is my oldest
[10:32]
daughter, Evan. Uh, my young second
[10:35]
oldest child. This is Winston. We have
[10:37]
two other small children. Of course,
[10:38]
they they're pretty small, so they went
[10:39]
to the babysitter today. Um, of course,
[10:42]
I have Chief Donald Thomas as Chief uh
[10:44]
Stevens, uh, retired captain, uh, Jim
[10:47]
Mane. My former chief of Blackwell, Fred
[10:50]
Lavali. Um, Nick Denny Willis from OBN.
[10:53]
My parents, uh, David and Jamie Tyler.
[10:56]
My other family, my father and in-law
[10:58]
and mother-in-law, I got Larry Miller,
[10:59]
Kathy Miller, Carly Miller, and
[11:01]
Christina Miller. Tony Almagar, he was
[11:03]
actually my assistant chief when I began
[11:05]
my law enforcement career in Watonga,
[11:07]
Oklahoma. uh his second grandson, former
[11:10]
street partner of mine is now city
[11:11]
manager of Blackwell, Jerry Wheelen, and
[11:13]
of course in our local uh officers that
[11:16]
we got here, officer JD Foster, Jack
[11:18]
Fier, and Robert Spikers.
[11:21]
All right. And then it appears that the
[11:24]
Garfield County Sheriff Cory Rinky
[11:27]
[laughter]
[11:28]
right on time.
[11:29]
>> Right on time. So,
[11:33]
thank you guys. [applause]
[11:40]
I'D LIKE to go ahead and make a motion
[11:41]
that we recess.
[11:43]
>> Yes. Second.
[11:48]
» Okay. Coffee.
[11:49]
>> Yes.
[11:50]
>> Blood. Marshall?
[11:51]
>> Yes.
[11:52]
>> Davis?
[11:52]
>> Yes.
[11:53]
>> Colar?
[11:53]
>> Yes.
[11:54]
>> Williams?
[11:54]
>> Yes.
[11:55]
>> Och. Yes.
[11:56]
>> Yes.
[21:08]
I know. Wait till we get back on.
[21:10]
[laughter]
[21:12]
» Okay. Now,
[21:13]
>> all right. I'll motion that we
[21:15]
reconvene.
[21:15]
>> Second.
[21:17]
>> Okay. Coffee? Yes.
[21:18]
>> Yes.
[21:19]
>> Marshall?
[21:19]
>> Yes.
[21:20]
>> Davis?
[21:20]
>> Yes.
[21:21]
>> Cold?
[21:21]
>> Yes.
[21:22]
>> Williams?
[21:22]
>> Yes.
[21:25]
>> All right. Thank you, Chief, for that.
[21:27]
And Captain Tyler,
[21:30]
congratulations.
[21:31]
>> Thank you, sir. You're welcome.
[21:33]
Okay, we'll move on to our council
[21:35]
reports. We're going to start with board
[21:36]
one. Scott,
[21:38]
>> I don't have anything this week or this
[21:40]
week.
[21:40]
>> Jay,
[21:42]
>> I'm good now.
[21:43]
>> Okay, Joe,
[21:45]
>> I'm good.
[21:47]
>> Awesome.
[21:48]
>> I don't have anything. Just a question
[21:49]
for Nate. Has there been any recent
[21:51]
development about the road, the damn
[21:54]
road that we're going to ask?
[21:57]
>> Yeah, great question. Um, in terms of
[22:00]
the paving on it
[22:02]
>> or
[22:04]
>> the paving on it, um, we haven't I've
[22:07]
reached out to to Nick, but with him
[22:09]
getting voted out, um, I haven't pursued
[22:13]
uh any kind of commitment with that. I'm
[22:15]
waiting for Daryl to come in before we talk. However, we have talked
[22:20]
about uh the alternative route
[22:22]
situation. Um, and I'll have to
[22:25]
coordinate with Daryl on that too to
[22:26]
improve those roads so that people can
[22:28]
get around while uh while the dam is
[22:30]
being constructed.
[22:33]
>> When does that change? Is it end
[22:36]
November or the end of the year?
[22:37]
>> Oh, I thought it was November.
[22:38]
>> I think it's end of the year, but
[22:46]
» Dette
[22:50]
Sammy.
[22:51]
>> Yes. I had one concern. Um, a group of
[22:55]
kids, little kids, ride their bikes
[22:58]
every other day to um, the creek area on
[23:01]
7th and on 9inth Street. And both of
[23:04]
those areas where they go to fish every
[23:06]
day is covered up with trees and brush
[23:08]
and stuff like that. So, people aren't
[23:10]
seeing them when they're driving up 7th
[23:12]
or up N. So, the concern is they don't
[23:15]
see them till they get right up on them
[23:16]
and then they're scared. Someone's going
[23:18]
to get ran over. So the ask was if we
[23:21]
could clear that out a little bit maybe
[23:24]
just so they can see and they park their
[23:26]
bikes behind the guard rails.
[23:28]
>> What area? 7th and 9th. What area?
[23:30]
>> So it's north 7th. There's a creek area.
[23:33]
It's before you get to Wake before you
[23:35]
get to Quill Creek. And the same thing
[23:37]
on 9inth. It's after you pass Wakefield
[23:39]
before you get to the country club.
[23:41]
There's another the creek runs right
[23:42]
through
[23:43]
>> over by the halls.
[23:44]
>> Okay. So north of Wakefield. Yes. North
[23:47]
of Wakefield. Yep. Show them the low
[23:49]
water.
[23:51]
>> So then they go back there and park
[23:52]
their bikes and fish and nobody can see
[23:54]
them.
[23:56]
>> So
[23:58]
>> thank you.
[24:00]
>> I'll definitely look into
[24:02]
>> I saw a kid riding a bicycle down 15
[24:04]
this fishing pole.
[24:06]
>> I love seeing kids instead of doing
[24:09]
this. They're out fishing. I talk to
[24:10]
them every day when they're fishing.
[24:12]
It's awesome.
[24:14]
Derek.
[24:18]
All right. Well, I do have something as
[24:20]
well. Um, so on Monday for Rotary, um,
[24:25]
Senator Lucas is coming out, um, and
[24:29]
visiting Perry. Um, and so part of this
[24:32]
update, I also invited Josh to kind of
[24:34]
fill us in on
[24:37]
um, what's happening with the fire
[24:39]
station. But if you recall, um, we we
[24:42]
put in a request to get funding from
[24:45]
Senator Lucas because he has funds
[24:47]
earmarked for those kind of projects.
[24:49]
And so,
[24:51]
and as he's coming up, so council, I'd
[24:53]
also like to invite everybody to, you
[24:55]
know, mark that on your calendars if you
[24:56]
can come out. It'd be really good to
[24:58]
have to have the city there to kind of
[25:02]
>> impress upon Senator Lucas the
[25:05]
difference that fire station can make.
[25:07]
>> Lunch time.
[25:08]
>> Yeah. Yep. And they meet at Well, they
[25:10]
might change where they meet. I don't
[25:12]
know.
[25:12]
>> I'm not really sure yet.
[25:15]
>> Yeah, usually they meet at the country
[25:17]
club, but then how many people come out
[25:19]
if the venue might change, but typically
[25:22]
it's at country club at noon.
[25:28]
» Okay. So, um this is about two years
[25:31]
worth of work, but this is kind of phase
[25:34]
one. So I I'm going to give you guys
[25:36]
kind of the big picture so that it kind
[25:38]
of makes a little bit more sense. This
[25:40]
what you have in front of you is just
[25:42]
the fire station. Um the for those of
[25:46]
you that might not know uh we are
[25:49]
looking at uh two really three phases.
[25:52]
Um Ditch uh has allocated around 15
[25:58]
acres uh for sure on the south side of
[26:01]
fur right across the the way there. If
[26:04]
you look at the both of the entrances uh
[26:07]
to Ditch Witch's um so the westernmost
[26:10]
entrance and the eastern most entrance
[26:12]
to Ditch Witch not to the training
[26:14]
center in between there there's a little
[26:16]
road that goes to where the old hat's
[26:18]
house used to be. Um they've allocated
[26:20]
that land for us to build what I started
[26:23]
out as calling the Noble County Public
[26:25]
Training Facility. Um the the really the
[26:28]
big reason for this is is that uh having
[26:31]
a training facility in Noble County
[26:32]
increases uh economic development for
[26:35]
us. It lowers our ISO rating. Um so for
[26:38]
corporate insurance, for example, for us
[26:40]
to have a training facility and a ladder
[26:42]
truck, your corporate insurance uh will
[26:45]
go down uh theoretically by about 30%.
[26:49]
um uh property insurance for residential
[26:52]
will go down for 15% within a 5 mile
[26:54]
radius of us having that training
[26:57]
facility as well as a brand new
[26:59]
firehouse. Um you all know I don't need
[27:02]
to preach to you about how the fire
[27:03]
station is. It's it's in very much of a
[27:07]
disrepair doing the best we can with
[27:08]
what we have but we know that we have to
[27:11]
do something. So started off with
[27:13]
Ditchwood saying here's the land now
[27:16]
make it happen. Uh so for the last year
[27:19]
and a half I've been meeting with
[27:20]
different organizations specifically
[27:22]
with the county and things of that
[27:24]
nature. And the more we got into it, the
[27:26]
more we realized that that we need to
[27:29]
focus in on uh phase one being the
[27:31]
firehouse and ambulance bays um and new
[27:35]
housing facilities. And then in the same
[27:38]
vein, not ever losing track of we have
[27:42]
in order to make our ISO rating drop,
[27:44]
you have to have the training facility.
[27:46]
like that's that's the biggest piece. Um
[27:49]
and the ladder truck. Uh there's a lot
[27:51]
of ways to fund it. Um and uh Lucas's
[27:54]
people reached out to us at a an event
[27:58]
that we were at just by happen stance um
[28:01]
and said that uh they would like to look
[28:03]
into a USDA rural economic development
[28:05]
piece where they would add it into their
[28:07]
budget. So at that time we asked for
[28:10]
around $8 million. Um, this facility,
[28:14]
uh, for those of you that are in
[28:15]
construction can vouch for me, when
[28:17]
you're looking at this type of facility,
[28:19]
most of the time you're looking at about
[28:20]
$250 per square foot. This facility is
[28:23]
around $18,000 ft. So, we were looking
[28:26]
at $4.5 million to build the facility.
[28:29]
Um, if this goes through, um, from what
[28:33]
Melanie and I've been told, we're
[28:34]
looking at around being allocated for
[28:36]
sure. Well, and I and you know how it
[28:39]
for sure goes. Uh the the goal is to be
[28:42]
receiving around $3 million from the
[28:44]
USDA rural economic development piece on
[28:47]
the on the bill. So uh and possibly
[28:51]
more, but what they what they were
[28:53]
saying was that uh pretty close to being
[28:55]
sure as much as you can say around a
[28:58]
million dollars. So that leaves uh
[29:00]
Melanie and I the great task of coming
[29:02]
up with another five another two um
[29:05]
really to to finish this facility. Um
[29:09]
the 5 million is is pays for the base.
[29:12]
You all can see it. I'm just going to go
[29:13]
over this really quickly. Um the first
[29:15]
page you see here is the overhead view
[29:17]
of the base. Uh this would the the bays
[29:21]
over here are increased so that we can
[29:23]
have um a ladder truck and things of
[29:26]
that nature. And it also houses and it
[29:28]
provides room for growth which you all
[29:31]
understand as our town is continuing to
[29:32]
grow, we need to have the growth
[29:35]
available. Um and so uh my favorite part
[29:38]
about this is um currently our guys do
[29:42]
not have that that have to be stationed
[29:44]
there do not have a tornado shelter and
[29:46]
we don't have any training facilities
[29:48]
inside that facility. So uh we do have
[29:50]
training facilities. We have a training
[29:51]
room facility in the middle there. Uh
[29:54]
there's our O2 rehab and our um
[29:59]
uh decon bay uh which is right there.
[30:01]
They are both uh tornado shelters. If
[30:03]
you move over to the to the left hand
[30:06]
side of the page, this piece right here,
[30:08]
this room with all chairs, that's a
[30:10]
training room. Um, and then there's some
[30:13]
uh different cool things. My favorite
[30:15]
piece of the first floor is this room
[30:18]
right here, which we're calling the
[30:20]
emergency operations command center. Uh,
[30:22]
for those of you that know anything
[30:23]
about how FEMA operates, if we have when
[30:26]
we have a natural disaster, um, it's
[30:29]
just it's always a matter of when. um
[30:32]
you have to have what's called an
[30:33]
emergency operations command center.
[30:35]
Well, we do not have one currently in
[30:37]
Noble County except for the little room
[30:39]
that they use inside the jail so that
[30:41]
during the storms, as long as we're not
[30:44]
processing anybody all huddled up inside
[30:46]
there and [snorts] and then they all
[30:48]
watch the screens until the storm has
[30:50]
passed. This would allow us to have all
[30:52]
of the officers there in one place and
[30:55]
dispatch being in that little section
[30:57]
there completely safe from harm in any
[31:00]
way, shape, or form. And then on the top
[31:02]
side of the page, you'll see the
[31:03]
ambulance bays. Uh there's three and you
[31:06]
can see where it says future expansion.
[31:08]
Moving along just so I can keep it
[31:10]
going. The next page is a a little bit
[31:13]
better view of that so that you can see
[31:15]
it better. And then uh the third page is
[31:18]
even deeper so that you can see the
[31:21]
office rooms and things of that nature.
[31:22]
Now, I want to go to the back page so
[31:25]
you can see the upstairs because this is
[31:27]
the most important piece for me. Mainly
[31:30]
because I'm a little bit overprotective
[31:32]
of my guys right now. Uh we have uh when
[31:36]
it comes to sleeping arrangements, they have no um separation from exhaust
[31:43]
and carbon monoxide except for one door.
[31:46]
So when we we have any aspect of them
[31:48]
running their engines in any way, shape
[31:50]
or form, there's nothing that separates
[31:52]
from from this. So this allows us the
[31:55]
second floor to be completely
[31:56]
decontaminated from them. And the guys
[31:59]
only asked for one thing. They wanted
[32:01]
poles. So [laughter] um there's a fire
[32:04]
pole on the far right hand side in the
[32:06]
bottom corner and then there's a fire
[32:08]
pole for the ambulance bays on the top
[32:10]
section. But my second favorite piece of
[32:13]
this is on the bottom left hand side of
[32:15]
this page. You'll notice that there's
[32:17]
four bunks. It's actually eight. Notice
[32:20]
that we do a lot of work with volunteers
[32:22]
and other departments in our area in
[32:24]
Noble County. When we have an emergency,
[32:26]
there's no place for them to sit uh to
[32:29]
sleep in case they have to spend the
[32:31]
night. Uh when I was in Texas helping
[32:34]
with the the massive floods in Kurville
[32:36]
and and the the canyon camp and all
[32:38]
those things, the one thing that I
[32:40]
noticed the most is in rural communities
[32:42]
and our size and they had no emergency
[32:45]
operations command center, there was no
[32:47]
place to sleep for the volunteers. So
[32:49]
this would give us our ability for Rock
[32:51]
Township or Red Rock or anybody else to
[32:53]
spend the night here. Well, there's a
[32:55]
Yeah, there's some nice things in there,
[32:56]
but uh they're individual bedrooms and
[33:00]
we'll be installing a heart healthy tone
[33:02]
system because right now we have found
[33:04]
out scientifically that well the
[33:06]
statistics prove that the at 2:00 in the
[33:09]
morning it causes massive blood pressure
[33:11]
changes and they have more issues with
[33:14]
PTSD because of the the heart um healthy
[33:18]
without having the heart healthy um tone
[33:20]
systems and it's completely exhaustfree
[33:23]
the whole facility.
[33:25]
Um, so the $3 million is going to go
[33:28]
directly towards this.
[33:31]
Um, and then my goal is is I'm not done,
[33:33]
right? Like I mean my goal is is that we
[33:36]
would raise $1 million and we would have
[33:38]
the the the burn tower. We'd have a
[33:41]
training facility. I want to do water
[33:43]
rescue. Part of the deal was the
[33:44]
property that Dwitch gave us as a pond.
[33:47]
Uh, and everybody says, "Oh, we'll never
[33:49]
have to do water rescue." And then look
[33:51]
at three or four weeks ago and we had we
[33:53]
had to call somebody else to come and do
[33:55]
it for us. So water rescue is a huge
[33:58]
piece. We have a lot of water in our
[34:00]
county. Um this would give us the
[34:02]
ability to do that type of training
[34:03]
which we don't have currently. So any
[34:06]
questions? Did that in seven minutes. So
[34:09]
how can we help? Um
[34:12]
talk to Senator Lucas. I think just the
[34:15]
just just kind of the focus in on we are
[34:19]
uh we are not in a position
[34:22]
uh currently with our sales tax
[34:24]
structure to to add a bond like that. I
[34:26]
mean it's just it's just not it's not
[34:28]
available. I mean Melanie and I are
[34:30]
looking for grants specifically. Uh
[34:32]
we're going to be approaching FEMA for
[34:35]
uh redoing all the electronics um
[34:38]
because FEMA will pay for the
[34:39]
electronics and help us. They'll have to
[34:41]
do a matching grant. I think they
[34:44]
Lucas's gang is going to want to hear
[34:46]
from you how much in support you are of
[34:49]
this effort and that we will do
[34:52]
everything we possibly can within our
[34:54]
power to help uh I don't want to say
[34:56]
match but try to figure out a way to
[34:58]
match. Um you all did a phenomenal job
[35:01]
with your letter of approval and and
[35:04]
excitement. Um we we've we've received
[35:07]
letters from all over the state geared
[35:09]
to him to help us with that. So, the
[35:11]
more you can say, "Hey, we really need
[35:14]
some assistance with this and we're kind of strapped." That would be very helpful. Uh, the county is 100%
[35:21]
the county commissioners are 100% in
[35:23]
support of this. It's it's just trying
[35:25]
to figure out the logistics, you know,
[35:27]
cuz the firehouse specifically is is is
[35:30]
more for us, right? The emergency
[35:32]
operations command center would house
[35:35]
Noble County in an emergency situation,
[35:37]
but the training facility is a county
[35:39]
thing. So, there we are. Is that
[35:42]
helpful?
[35:43]
>> Yeah. No, thank you, John.
[35:44]
>> Any questions? Because this is kind of
[35:46]
the first time you guys have got any
[35:48]
plans and I'm I've been working on this
[35:51]
for a little over a year and a half with
[35:53]
Melanie and so my brain's a little
[35:54]
fried.
[35:57]
Okay, cool. Thank you. So, I hope this
[36:00]
kind of paints the picture for everyone.
[36:02]
come on Monday just to see Senator
[36:04]
Lucas. This gives you an idea of what
[36:06]
the fire department is kind of looking
[36:08]
at going for the cost of it. That way if
[36:11]
he asks you what what your thoughts are
[36:13]
on it, you can answer him.
[36:18]
He'll be at the
[36:19]
>> he'll be at Rotary. Yeah. At this
[36:21]
[clears throat] next Rotary meeting.
[36:23]
That's Monday at noon. Um as of right
[36:26]
now, they typically have it at the
[36:27]
country club. Depending how many people
[36:28]
come, they might move it to another
[36:30]
venue.
[36:32]
All right. So, now we'll move on to item
[36:35]
number six, city manager remarks and
[36:37]
updates.
[36:38]
>> Absolutely. Thanks, Mayor. I have a a
[36:40]
few things to go over. The first is uh
[36:43]
council last meeting you brought up
[36:45]
Quail Creek and 9inth. Uh just wanted to
[36:47]
give you an update. Reached out to uh
[36:51]
Commissioner King Holtz with the county
[36:54]
uh and he's in support of that project.
[36:56]
It's it's a county road, but I said,
[36:58]
"Hey, the city would be willing to
[37:00]
assist with that. We have a mutual aid
[37:01]
agreement as they've assisted us with
[37:03]
many roads. Uh so the ball's kind of in
[37:05]
his court on setting up a date when we
[37:07]
can meet him out there and and discuss a
[37:09]
plan. But um just wanted to update you
[37:11]
on that
[37:12]
>> as in paving it or just maintain it and
[37:14]
paving it.
[37:15]
>> Yep.
[37:17]
>> Um all right, let's talk about electric
[37:20]
rates and reliability. So, I know a few
[37:23]
re a few of you have reached out uh just
[37:25]
given some of the issues we've had
[37:27]
recently with the overload on, you know,
[37:29]
it's been really really hot and that's
[37:30]
overloaded our system a couple of times.
[37:32]
Um, and asked uh a few questions. One
[37:36]
is, you know, how do our rates compare
[37:38]
to other cities? Uh, another is, hey,
[37:41]
what's our reliability look like
[37:43]
compared to other entities? Um, and then
[37:45]
the third is, well, what programs do we
[37:47]
have uh to help with reducing costs for
[37:50]
residents or businesses? Um, just wanted
[37:52]
to let you know those questions are on
[37:54]
my radar. I was working with Merida
[37:56]
today. We're working with Autumn. We're
[37:57]
going to have uh some answers for you
[38:00]
next meeting and do kind of a
[38:01]
presentation on that. Uh, so if there's
[38:04]
additional questions besides those ones
[38:05]
that I've just mentioned, um, just let
[38:08]
me know between now and then so we can
[38:09]
work on.
[38:12]
And then um lastly, I want to update you
[38:15]
on
[38:17]
the two projects that you've assigned me
[38:19]
specifically, which is the main kill
[38:21]
project uh and the airport. So, with the
[38:24]
main kill project going really really
[38:26]
well, um they're in their final phase,
[38:30]
which is boring underneath uh underneath
[38:32]
fur uh to fix some lines that they have
[38:35]
there and kill out some lines there. Um,
[38:37]
and then it's just going back and
[38:38]
patching people's yards, which I think
[38:40]
people will be excited about because
[38:41]
we've received several calls about that.
[38:43]
Um, but project went really, really
[38:46]
well. It's under budget. Uh, and um,
[38:51]
didn't run into nearly as many issues as
[38:54]
they thought they would, which is why
[38:55]
it's so far under budget. So, um, any
[38:59]
questions on Manula?
[39:03]
>> Okay. Are any of those uh streets are
[39:06]
they coming back and fixing those holes
[39:09]
I guess in the
[39:10]
>> Yes.
[39:10]
>> in the streets?
[39:11]
>> Yep. Yep. Coming back patching fixing
[39:14]
yards. Yep. Still got to do
[39:15]
>> How are they patch Are they going to
[39:17]
patch those with concrete?
[39:20]
>> I don't know what their plan is.
[39:22]
I'll have to ask.
[39:24]
>> There'll be reinforced concrete on on
[39:26]
the uh side streets. the the the highway
[39:30]
will have concrete patched with asphalt
[39:32]
over the top.
[39:34]
>> Is that
[39:36]
going to work well with us repaving the
[39:38]
streets and the zipper?
[39:45]
» Well, it's probably the best alternative
[39:48]
to be able to repair the streets with
[39:50]
the zipper. I mean, we can just we can
[39:52]
put concrete over the top of the
[39:54]
concrete patch when we come through
[39:56]
there. But as far as just doing the pull
[40:00]
or we just don't do the the pavement
[40:02]
repair at all and then just fix it when
[40:05]
we do the streets, but then you left it
[40:07]
the hole for an extended period of time.
[40:09]
So I like the concrete because it's
[40:12]
reinforced. It's not going to settle
[40:14]
completely and it's just like we did the
[40:18]
uh repairs for the uh for the big 10-in
[40:22]
loop through town is what we're doing.
[40:25]
But we can come back with an extra inch
[40:28]
and a half of asphalt over the top of
[40:30]
those patches when we get there and
[40:32]
feather it over it. So,
[40:34]
>> I'll I'll talk to Chris Verpo about it,
[40:37]
Joe. But, um, it shouldn't be an issue
[40:39]
because that's going to match the the
[40:41]
current height that we have and so that spot will just be more stable.
[40:45]
It'll have a more stable base.
[40:47]
>> And is is that what we're waiting on to
[40:49]
finish some street projects?
[40:51]
>> That and the weather too hot.
[40:57]
Hey, [clears throat] back to the
[40:59]
electricity really just communication. I
[41:02]
don't know whoever did the update last
[41:04]
night about 9:00 about I thought that
[41:06]
was a great message. I mean it's not
[41:08]
anything we want to hear, right? But I
[41:10]
thought it was transparent. I thought it
[41:11]
was timely.
[41:12]
>> Um and I mean said we're still looking
[41:15]
into it and I think that's what people
[41:16]
want to know some of it.
[41:19]
>> So thank you.
[41:20]
>> Yeah, appreciate that. Any other
[41:23]
questions about stuff we've discussed so
[41:25]
far?
[41:27]
All right. Well, Terren is here, our
[41:28]
airport manager, to give us an update on
[41:31]
the airport hangers. Um, so I'll let him
[41:33]
come up and talk to you guys about that.
[41:36]
>> How's it going?
[41:38]
Good. Are you doing all right? Um, so we
[41:42]
officially got handed over those
[41:43]
hangers. It would have been
[41:46]
um the 20th was the date that they
[41:48]
handed them off to us. Everything was
[41:50]
squared away. did the walk through and
[41:52]
all that. And I can say at this point I
[41:56]
have three of the four of them already
[41:58]
rented.
[41:58]
>> Nice.
[42:01]
>> Thought I was going to get that fourth
[42:02]
one in before this meeting, but didn't
[42:03]
quite get it. So, um but yeah, we've got three of the four of them in.
[42:08]
Uh pulled a couple of guys out of town.
[42:12]
Um one I'm moving from our terminal
[42:16]
hanger to that one. So, he's going to
[42:18]
end up paying more cuz he's got a big
[42:19]
twin. So, there's going to be a plus
[42:21]
there. And then I'll fill that terminal
[42:23]
one probably within
[42:26]
less than a week because it's OS. OSU is
[42:28]
always looking,
[42:29]
>> right?
[42:30]
>> So, and then the other uh slot that I've
[42:33]
got in there, I'm going to start
[42:35]
contacting. I haven't even reached out
[42:37]
to anybody. This was just based off my
[42:38]
list. So, that's squared away. And uh
[42:43]
yeah, so progress. I expect to have that
[42:46]
one filled pretty quick.
[42:48]
>> Nice. We're ready for four more.
[42:50]
>> Yep. Four. One big one. I'm still trying
[42:53]
to run the numbers on that. [laughter]
[42:55]
I'm trying to figure out is it is it
[42:56]
advantageous to make them smaller,
[42:59]
longer, and more of them? What's the
[43:01]
cost going to be compared to what we
[43:03]
would get or would we get more bang for
[43:05]
the buck out of just a large gang one?
[43:09]
And then also that possibility on the uh
[43:12]
mechanic deal. Is that funding, that
[43:15]
same funding that we got still
[43:17]
available?
[43:18]
>> Yeah, this is they started doing this
[43:20]
yearly. OS or ODA
[43:24]
did they started this program and
[43:26]
they've had a ton of success with it.
[43:29]
>> So,
[43:29]
>> but we don't know how long the state's
[43:31]
going to continue doing that. So, we we
[43:33]
are eager to if you guys want us to, we
[43:35]
are eager to bring back a budget
[43:36]
amendment and continue pursuing no more
[43:38]
of these hangers.
[43:39]
>> I mean, if we can keep filling them, we
[43:41]
keep getting funding like we did. That's
[43:43]
fantastic.
[43:44]
>> If you if they just get handed to you
[43:46]
and you've already got them full
[43:48]
basically.
[43:49]
>> Yeah.
[43:49]
>> That's then it sounds like it wouldn't I
[43:52]
say we keep doing it until they don't
[43:54]
fill up that quick.
[43:55]
>> And the break even was what 2 3 years.
[43:58]
Two year two and a half two and a half
[44:00]
years.
[44:01]
>> The uh the entire from what I've talked
[44:03]
to the airport managers even you know
[44:06]
down in Texas up north and
[44:10]
uh Kansas pretty much all over the
[44:11]
United States. They're just we need
[44:14]
hangers. Like all the airports need hang
[44:16]
hangers and I think that's one of the
[44:18]
reasons that uh Oklahoma State uh they
[44:22]
passed that and tried to get get our
[44:25]
ball rolling on that.
[44:27]
>> The state's really pushing for the
[44:29]
aviation side. They've got that
[44:30]
spaceport going on out there. I mean,
[44:32]
they're pushing hard for it, which is
[44:34]
great cuz we'll run with them.
[44:38]
I I think it's a huge asset for us that
[44:40]
we haven't really tapped into over the
[44:42]
last however many years and that's
[44:44]
something that we really need to
[44:47]
if the funding's there and we can do it,
[44:48]
we should go ahead and do it because I
[44:51]
think down the road it's going to really
[44:53]
be advantageous for us.
[44:54]
>> Yep. I agree. there's uh in any kind of
[44:57]
infrastructure. I I consider that
[44:59]
long-term infrastructure cuz I've got
[45:02]
some out there that are probably coming
[45:04]
up on 50 years old that are still
[45:07]
they're still being used,
[45:08]
>> right?
[45:09]
>> Um and these the way these things are
[45:11]
built are
[45:12]
>> they're awesome. I like
[45:16]
>> Yeah, bigger than I thought. [laughter]
[45:20]
» All right, any other questions?
[45:24]
Cool. Thank you. Thanks.
[45:29]
Have a good one. You too, sir. Good to
[45:31]
see you. All right.
[45:32]
>> Sounds like we'll bring back some uh a
[45:34]
budget amendment next time and and talk
[45:36]
about it then. And I don't have anything
[45:38]
else on my report unless there's
[45:39]
specific questions.
[45:43]
» Amen. All right. Thank you, Nate.
[45:45]
>> Mhm. All right. We'll go into item
[45:47]
number seven, consideration of possible
[45:48]
action regarding a school resource
[45:50]
officer contract between the city of
[45:52]
Perry Independent School District number
[45:54]
one for the 2627 school year.
[45:57]
>> Just continuing our
[46:00]
>> Yep. contract correct. Same same idea.
[46:03]
Contracts beefed up a little bit.
[46:05]
>> Motion to approve.
[46:06]
>> Second.
[46:07]
>> Roll call.
[46:10]
>> Coffee.
[46:10]
>> Yes.
[46:12]
>> Marshall?
[46:12]
>> Yes. Davis?
[46:13]
>> Yes.
[46:14]
>> Cold?
[46:14]
>> Yes.
[46:15]
>> Williams? Yes.
[46:16]
>> Oshai.
[46:17]
>> Yes.
[46:18]
Item number eight, consideration,
[46:20]
possible action regarding the mayor's
[46:21]
nomination uh to the Perry Planning
[46:23]
Commission. So, I just wanted to have
[46:25]
that on there. We do have an open seat
[46:26]
on the planning commission. I've got a
[46:28]
couple people that I'm talking to about
[46:30]
filling that seat. Um so, I don't have a
[46:32]
nomination as of right now, but probably
[46:35]
here in the next meeting or so, we'll
[46:38]
have somebody that'll be presenting for
[46:39]
everybody. Um, so we will continue on
[46:43]
with item number nine, discussion,
[46:46]
consideration, and possible action
[46:47]
regarding the Oklahoma Water Resources
[46:49]
Board rule economic action plan grant
[46:52]
program, including a identification and
[46:55]
selection of an eligible water,
[46:57]
wastewater, or storm water project,
[46:59]
adoption of a resolution authorizing
[47:01]
submission of the grant application,
[47:03]
designation of an authorized
[47:04]
representative, approval of a local
[47:06]
funding commitment if any, and
[47:08]
authorization of all related actions and
[47:11]
documents.
[47:13]
>> So, Matt and I went back and forth on
[47:15]
this one. Uh, and he's here to present
[47:17]
the recommendation.
[47:20]
>> What projects we looking at?
[47:21]
>> Well, I wanted to pick a project that we
[47:23]
could get done this funding cycle just
[47:26]
in case there is another trough of money
[47:28]
that gets push pushed into this program.
[47:31]
This has been a grant that we have not
[47:32]
went for historically because we're just
[47:35]
too large of a city uh to to be able to
[47:38]
score adequate points. I mean, and we
[47:40]
are still losing points for our
[47:42]
population. Um so the way we can
[47:45]
overcome that and gain some of those
[47:46]
points back is to not ask for the full
[47:49]
amount this year. So the this year they
[47:52]
put $10 million into that program and
[47:54]
entities can ask for up to $350,000.
[47:58]
But if you ask for $350,000,
[48:01]
you lose seven points off of your
[48:03]
scoring criteria. This uh if you ask for
[48:07]
$200,000, well 100,9
[48:10]
take $1 off whatever I tell you. So
[48:12]
$200,000 is zero points. And then every
[48:14]
25 points that you come or $25,000 you
[48:18]
come off of that, you pick up a point.
[48:20]
So if you ask for $174,9.99,
[48:22]
you get one point. If you ask for 150,
[48:26]
you get two points. If you ask for 125,
[48:28]
three points. If you ask for 99,000, you
[48:31]
get four points. So, we wanted to break
[48:33]
something off of a project that we're
[48:35]
already doing. If we can save that money
[48:36]
off our FAP funds, we can allocate those
[48:39]
dollars to something else. So, I said,
[48:41]
"Let's break out the uh controls and
[48:43]
instrumentation at the water treatment
[48:45]
plant because that's something that we
[48:47]
could get done in a fairly short time
[48:48]
frame um and close this out before
[48:52]
September 1 of next year just in case
[48:55]
they keep the rules the same and there's
[48:58]
additional funds in there and larger
[49:00]
communities are available to go for
[49:02]
that. So, the recommendation is to, you
[49:05]
know, decide, do we want three points,
[49:08]
do we want four points, kind of try to
[49:10]
make up some of those points that we're
[49:12]
going to lose because we're over uh what
[49:15]
was this? 1750 on population. I'll find
[49:18]
the population.
[49:23]
So, you get 55 points max on your
[49:26]
population.
[49:28]
Um, so if you you were 1750 or less, you
[49:30]
would get 55 points. Um,
[49:34]
3500 or less is 40 points and 5,250 or
[49:38]
less is 25 points. So, okay. So, we're
[49:41]
already taking, you know, pretty good
[49:43]
hit on points right there. So, asking
[49:46]
for less will help
[49:49]
increase our odds of getting that. So,
[49:52]
you know, I'd rather see us get 99,000
[49:54]
than get zero. Uh so
[49:57]
>> so the just a a quick interjection here.
[50:00]
We looked at like I said we looked at
[50:01]
five or six different projects. This
[50:03]
project was actually already slated.
[50:04]
It's something we're already planning on
[50:06]
doing as part of the funding um that
[50:08]
we've we've been working towards. Um and
[50:11]
the thought process was well this is
[50:13]
already planned so we have money to
[50:14]
match. We uh it's already designed so
[50:17]
it's ready to go. We can get it done
[50:19]
very quickly. Um, and then if we wanted
[50:22]
to, we could either pay off the debt
[50:24]
faster or use, uh, that funding for some
[50:27]
of the other things that we were
[50:28]
considering like waterline extensions
[50:30]
and things like that. So, um,
[50:33]
>> well, the and the the thing to notice
[50:35]
about this one is there's no points for
[50:37]
economic development.
[50:38]
>> Even though it's a rural economic action
[50:40]
plan, you get no points for any economic
[50:43]
incentives [clears throat] associated
[50:45]
with this project. Whereas with the not
[50:47]
to reap grants that we get, they like to
[50:49]
see development. So the line extension
[50:51]
projects and things like that that we
[50:52]
were looking at, those will be better
[50:54]
geared and score better towards the not
[50:56]
to reap. So whereas this one is, you
[50:58]
know,
[51:02]
more broad and more based off of
[51:04]
intentness, things like that. So
[51:08]
>> So I guess we're kind of looking for two
[51:10]
things. One is uh permission to proceed
[51:13]
with with this grant application and two
[51:15]
is uh if you have any feedback whether
[51:17]
we go for 99
[51:20]
uh $1,999
[51:22]
versus the $1249.99.
[51:25]
>> And the only reason we would do that is
[51:27]
because of point differences. How much
[51:28]
did that project?
[51:31]
>> How much total? Yeah,
[51:32]
>> that one was
[51:33]
>> approximately 300,000. Oh,
[51:35]
>> okay.
[51:36]
>> Yeah.
[51:36]
>> But we already had funds allocated to do
[51:39]
that. Correct.
[51:41]
>> Yeah, that's part of the FAP fund. So,
[51:43]
we'll show our FAP loan in there. And
[51:45]
we'll get points for having 20% match or
[51:47]
more, too, because you get points for
[51:49]
20% match. You'll get points because you
[51:51]
have debt. Uh, you know, we'll have a
[51:54]
sustainability plan in place. So,
[51:56]
that'll get some points. Uh, that you'll
[51:58]
actually get some points because you've
[52:00]
never asked for an OWRB reef grant
[52:02]
before. So
[52:07]
» I say go on know that when that we're
[52:09]
going to get I mean as far as money
[52:12]
>> the more likely one
[52:13]
>> the more we don't know any of them but
[52:17]
more likely one
[52:21]
» okay
[52:23]
I like the conservative gamble
[52:25]
[laughter]
[52:27]
» how close does this get us back to what
[52:29]
we lose on
[52:31]
population points
[52:36]
just just a little bit. I mean, we're
[52:39]
going to get some points back for, you
[52:40]
know, not applying there, but I mean, we
[52:43]
have we've taken on some debt lately, so
[52:45]
that helps. You've raised rates, that
[52:47]
helps, you I mean it the the the scoring
[52:50]
is basically population, water and sewer
[52:52]
rates indebtness per customer, median
[52:56]
household income,
[52:58]
the ability to finance projects, which
[53:00]
you know we have diminished our ability
[53:02]
to take on further debt because we just
[53:04]
borrowed, you know, a pretty good FAP
[53:06]
loan. So that helps there. Uh a need, we
[53:10]
obviously have a need. we could show a
[53:12]
benefit to another system because we
[53:14]
have a wholesale connection to Noble
[53:16]
County number
[53:18]
the Lucian water district one I think
[53:20]
yeah one so we haven't asked for a grant
[53:23]
before so we get points there and then
[53:26]
workshop attendance so it's just when we
[53:29]
submit asked did you attend the workshop
[53:31]
it's available online and they didn't
[53:33]
specify whether you had to go to the
[53:34]
class or online so I would say if Nate
[53:36]
would watch the the YouTube video on
[53:39]
there then he he could park. Yes. Go
[53:42]
home and feel good about it.
[53:43]
>> I got their email today. It's on It's on
[53:45]
the list.
[53:46]
>> I think Derek to answer that question
[53:48]
directly, I think we'll be first in line
[53:51]
of the bigger population.
[53:54]
>> Yeah.
[53:57]
>> So, I mean 10 million divided by 150,000
[54:00]
I mean that's you know that's how many
[54:03]
projects they're going to hand out. So
[54:04]
there there are going to be quite a few,
[54:06]
you know,
[54:09]
cuz I figure everybody's kind going to
[54:11]
kind of ask for that sweet spot. So
[54:12]
you're looking at probably 66 67 that
[54:15]
they're going to try to hand out, you
[54:16]
know, and um you know, they're not going
[54:20]
to hand out a bunch of little ones
[54:21]
either because
[54:24]
they don't want to administer that many
[54:25]
projects. I mean, that's same thing
[54:28]
commerce did whenever they got their big
[54:30]
trough of money. They said, "You get
[54:32]
more points for asking for more money,
[54:34]
you know, because we don't want to do
[54:37]
that much work." [laughter]
[54:40]
So, I mean, they don't want to load
[54:42]
themselves up with too much. Like,
[54:44]
before it was $99,000. Like, you ask for
[54:46]
$99,000, you go up to 150. This year
[54:48]
it's up to 350. So, they increase that
[54:51]
up a little bit. But, at the end of the
[54:52]
day, it's a formula. They plug it in.
[54:55]
They just check out every cog. The top
[54:57]
ranking projects in that cog until that
[54:59]
money's gone, we'll get funded. So,
[55:04]
>> yeah, I'd say do it or we could we're
[55:06]
more likely to get it.
[55:07]
>> Yeah.
[55:08]
>> The 99.
[55:09]
>> Okay.
[55:09]
>> Then we'll go from there.
[55:12]
>> All right. Thanks for the explanation.
[55:14]
>> Yeah.
[55:15]
>> And it was pretty short. Code.
[55:18]
>> I can keep going.
[55:20]
>> Stop it. [clears throat]
[55:25]
Is there anything to build on? Uh adopt
[55:27]
a resolution.
[55:34]
» Was there wasn't a resolution yet.
[55:36]
>> I think we're just giving direction
[55:37]
right now.
[55:38]
>> You guys will bring that to us.
[55:40]
>> Yeah, I think that's correct.
[55:43]
>> Discussion consideration possible
[55:45]
because we don't have a resolution in
[55:46]
there.
[55:47]
>> We can pass the resolution for water
[55:49]
system improvements and that covers. It
[55:51]
doesn't ask what how many dollars you're
[55:53]
going for. That's just going to be the
[55:55]
engineering report that has to be
[55:56]
submitted with the application. So,
[55:59]
generally what I've been having entities
[56:02]
do in the past is just say water system
[56:05]
improvements, sewer system improvements,
[56:07]
and that leaves it pretty broad for what
[56:11]
we want to do. Matter of fact, I didn't
[56:13]
know if we were doing going to do water
[56:14]
or sewer when I did the resolution. So,
[56:16]
I made it very broad when I said the
[56:18]
price. I didn't know if we had it on the
[56:20]
agenda for today.
[56:21]
>> It's on there. Adopt a resolution
[56:23]
authorizing submission of a grant
[56:25]
application.
[56:26]
>> Okay.
[56:26]
>> It's on there and it's in the
[56:28]
recommendation, too.
[56:29]
>> Okay.
[56:32]
>> So, what you're saying is you're wanting
[56:34]
to do it for instruments, right?
[56:36]
>> Yeah. Just water system improvements,
[56:38]
water treatment plant improvements,
[56:41]
right?
[56:41]
>> Controls and instrumentation. I mean, if
[56:44]
we want to I just always keep it very
[56:46]
broad because sometimes people don't
[56:48]
make their mind up until like a week
[56:49]
before the grants due and it's like
[56:51]
here's what we want to do, man. I was
[56:52]
like, okay, it's wonderful time of year.
[57:04]
» So, what are we doing?
[57:05]
>> Yeah. So, you make a motion to approve
[57:08]
water improvements and I don't know, you
[57:11]
said a bunch of stuff.
[57:13]
>> Yeah. Make a motion to approve the water
[57:16]
uh water system improvements at the
[57:19]
>> water treatment plant and adopt the
[57:21]
resolution.
[57:21]
>> Adopt the resolution.
[57:23]
>> Yep. make a motion of what he just said.
[57:26]
[laughter]
[57:27]
>> And I second it.
[57:34]
» Oh, come on.
[57:37]
>> And do we need to designate
[57:39]
authorized representative
[57:45]
after we do this? I'm sorry.
[57:47]
>> It doesn't help or it doesn't hurt. That
[57:49]
way if something else comes up we can we
[57:53]
can do it ourselves without having to
[57:54]
come back.
[57:55]
>> Is this something we have to do
[57:56]
individually cuz it's ABC D or can we do
[58:00]
it all in one?
[58:05]
» They have to be individual motions race
[58:06]
or can it all be one?
[58:08]
>> You mean the amount?
[58:10]
>> So item nine has
[58:11]
>> has
[58:12]
>> A, B, C, D, and E.
[58:17]
Yeah, I would just say approve the
[58:19]
recommendation.
[58:21]
>> Just approve the recommendation.
[58:22]
>> Yeah. [snorts]
[58:27]
» And so we need an authorized repres
[58:30]
representative.
[58:31]
>> Mayor mayor or another appropriate city
[58:33]
official.
[58:38]
» See if you approve the recommendation be
[58:39]
the mayor.
[58:42]
I suppose
[58:43]
>> it says it designate the mayor more.
[58:47]
>> Maybe you need to specify.
[58:49]
>> Yeah, that's why we put those
[58:50]
recommendations down there. You can just
[58:52]
read them if you want. I mean [laughter]
[58:55]
mostly as exactly what we want you to
[58:58]
do.
[58:59]
>> Paint by color.
[59:06]
» Authorize me. I'll get it done
[59:11]
in group.
[59:13]
>> Have a motion.
[59:14]
>> Where we at? We have a motion, a second
[59:16]
>> on something. We [laughter] already have
[59:18]
a motion on all and and I authorize Nate
[59:23]
the representative on this.
[59:25]
>> Second.
[59:26]
>> You were the motion. I was the motion.
[59:29]
>> So, she needs to second.
[59:30]
>> Second again.
[59:32]
>> Okay.
[59:32]
>> And we're good.
[59:33]
>> Are we ready?
[59:34]
>> And the answer is yes. [laughter]
[59:37]
Yes.
[59:38]
>> Floz.
[59:38]
>> Yes.
[59:39]
>> Marshall.
[59:39]
>> Yes. Davis.
[59:40]
>> Yes.
[59:41]
>> Cold.
[59:42]
>> Yes.
[59:42]
>> Williams.
[59:43]
>> Yes.
[59:43]
>> Bet.
[59:44]
>> Yes.
[59:47]
>> All right. Item 10.
[59:49]
>> Thank you, Matt. No problem.
[59:51]
>> Consider approval of pay application
[59:53]
number two to loan Hickory Cattle LLC
[59:56]
for the Perry Water Systems Improvement
[59:57]
Project. So, this is just the project
[1:00:00]
that we've approved. So, this is their
[1:00:01]
payoff number two.
[1:00:02]
>> Yep.
[1:00:05]
Second
[1:00:08]
» and coffee.
[1:00:09]
>> Yes.
[1:00:10]
>> Bledo,
[1:00:10]
>> yes.
[1:00:11]
>> Marshall,
[1:00:11]
>> yes.
[1:00:12]
>> Davis,
[1:00:12]
>> yes.
[1:00:12]
>> Colar,
[1:00:13]
>> yes.
[1:00:13]
>> Williams,
[1:00:14]
>> yes.
[1:00:15]
>> Bosch,
[1:00:15]
>> yes.
[1:00:16]
Item 11, consider approval of
[1:00:19]
ordinance number 2026-13 of the city
[1:00:21]
council of city of Perry, Oklahoma,
[1:00:23]
amending chapter 17, article 7 of the
[1:00:25]
Perry Municipal Code, entitled Storm
[1:00:28]
Water Management System, amending
[1:00:30]
specified subsections of sections 1772,
[1:00:33]
1770, 1775, 17707, 1778, 1779,
[1:00:39]
17710, 17723, and 17740.
[1:00:43]
providing additional findings and
[1:00:45]
[clears throat] definitions. Providing
[1:00:46]
for administrative appeals, enforcement,
[1:00:48]
variances, and maintenance of private
[1:00:50]
storm water facilities. Correcting
[1:00:51]
internal references and technical
[1:00:54]
provisions. Authorizing administrative
[1:00:56]
technical standards, providing for
[1:00:57]
repealer, savings, codification,
[1:00:59]
severability, penalties, and declaring
[1:01:00]
an emergency.
[1:01:01]
>> That was a lot of a motion to approve.
[1:01:04]
Second,
[1:01:06]
we go.
[1:01:08]
>> Oops, that was too fast. That was not
[1:01:10]
ready. Okay. Copy. Yes.
[1:01:13]
>> Bledson.
[1:01:13]
>> Yes.
[1:01:14]
>> Marshall.
[1:01:15]
>> Yes.
[1:01:15]
>> Davis.
[1:01:16]
>> Yes.
[1:01:16]
>> Coldarm.
[1:01:17]
>> Yes.
[1:01:18]
>> Williams.
[1:01:18]
>> Yes.
[1:01:19]
>> Rocher.
[1:01:19]
>> Yes.
[1:01:20]
>> Worm.
[1:01:20]
>> Yes. Item 12. Consider application of
[1:01:23]
emergency clause to ordinance number
[1:01:24]
2026-13.
[1:01:26]
>> Second.
[1:01:30]
» And coffee.
[1:01:31]
>> Yes.
[1:01:32]
>> Bledo.
[1:01:33]
>> Yes.
[1:01:33]
>> Marshall.
[1:01:34]
>> Yes.
[1:01:34]
>> Davis.
[1:01:34]
>> Yes.
[1:01:35]
>> Colar.
[1:01:35]
>> Yes.
[1:01:36]
>> Williams.
[1:01:36]
>> Yes.
[1:01:37]
>> Proce.
[1:01:40]
Item 13. discuss city strategic plan.
[1:01:42]
This week we've got housing.
[1:01:45]
Tyson, would you share my screen?
[1:01:54]
Thank you, sir. So, um if you look, we
[1:01:58]
have our uh the housing is strategic
[1:02:00]
initiative number four. Um we've got
[1:02:02]
four bullet points associated with it
[1:02:04]
and one objective. The objective is to
[1:02:06]
expand and improve housing options to
[1:02:08]
support population growth, workforce
[1:02:11]
needs, and overall community vitality.
[1:02:14]
Um, and that includes four kind of
[1:02:16]
points which the first is encourage
[1:02:19]
development of new single family and
[1:02:21]
multif family housing to support
[1:02:23]
[clears throat] population growth and
[1:02:24]
provide housers
[1:02:30]
commuting every day um to Perry. I think
[1:02:33]
the idea is provide more houses for them
[1:02:36]
to have the option to live here and
[1:02:38]
others, right? As we're growing with the
[1:02:40]
paint facility, as we're growing with
[1:02:41]
Amazon and things like that.
[1:02:45]
Um, [clears throat]
[1:02:46]
number two, promote reinvestment in
[1:02:48]
existing neighborhoods by addressing
[1:02:50]
dilapidated, vacant, or underutilized
[1:02:52]
properties. Number three, utilize
[1:02:55]
partnerships, incentives, and
[1:02:56]
development tools to support responsible
[1:02:58]
and sustainable housing growth. And
[1:03:00]
number four, develop and maintain zoning
[1:03:03]
and ordinances that promote growth while
[1:03:05]
ensuring high quality housing standards.
[1:03:08]
So, um, wanted to focus on point number
[1:03:10]
one, but I'll talk a little bit about
[1:03:12]
point number two as well today. So,
[1:03:15]
point number one, I wanted to update
[1:03:17]
council on the current housing projects
[1:03:19]
that we have going on, answer any
[1:03:20]
questions, and receive any feedback. Uh,
[1:03:23]
we have, I think, four, yep, four
[1:03:26]
housing projects going on and they are
[1:03:28]
all moving so much slower than I wanted
[1:03:31]
them to, but they are moving. So, Tower
[1:03:35]
Edition, um, that's the one that we
[1:03:37]
hoped would be fastest, and it's looking
[1:03:39]
like it is going to be the first that
[1:03:41]
breaks. Um, we've only had one developer
[1:03:44]
of the three who's actually moved
[1:03:47]
forward with uh with the commitment to
[1:03:50]
build houses in that addition. Um,
[1:03:53]
there's obviously other interests as
[1:03:55]
well. Uh, but the one developer that or
[1:03:58]
the one builder that we have is Chess
[1:04:00]
Development LLC. It's Denton Parker. He
[1:04:03]
is developing or building homes in
[1:04:05]
Mustang right now that look really nice. Uh, working with him. He's
[1:04:09]
assign he's signed a contract um that
[1:04:12]
council has approved. Um the final piece
[1:04:15]
of that is bringing his finalized new
[1:04:16]
design for you to look at. He looked at
[1:04:19]
his old designs and said, "Oh, we like
[1:04:20]
those." But he's that doesn't fit on the
[1:04:23]
lot very well. And so he's having the
[1:04:25]
architect adjust that. So I'll bring
[1:04:26]
those to you once they're ready. Um and
[1:04:29]
he's hoping to break ground in November.
[1:04:32]
Uh which
[1:04:34]
well I won't say that. He's hoping to
[1:04:36]
bring down in November on these five
[1:04:38]
homes and see how they do and then if
[1:04:40]
they do well, he'll he'll do additional
[1:04:42]
homes.
[1:04:43]
>> How many lots of those that was
[1:04:45]
originally said he wanted 10?
[1:04:47]
>> Yeah.
[1:04:48]
>> Okay.
[1:04:48]
>> Yep.
[1:04:49]
>> How many lots are over there? Is it 30?
[1:04:51]
>> We have TW Well, we have 25 right now.
[1:04:54]
20 of those are developable.
[1:04:55]
>> Okay.
[1:04:56]
>> Yes.
[1:05:00]
So do have, like I said, there is other
[1:05:02]
interest uh from other builders. Uh but
[1:05:05]
he's the furthest along and um I'm
[1:05:08]
learning you have to get verbal
[1:05:10]
commitments from five before one does
[1:05:13]
something.
[1:05:15]
Second project is the Locust Street
[1:05:17]
development. So that's been talked about
[1:05:19]
for many, many years. Uh but we're
[1:05:23]
finally getting close on it. So, the big
[1:05:26]
hangup on that one has always been
[1:05:28]
infrastructure. $4 million of
[1:05:31]
infrastructure for your roads, your
[1:05:33]
water, your sewer, your electric, your
[1:05:34]
sidewalks within that development. Um,
[1:05:37]
and
[1:05:39]
MZON, uh, the Mzone family has verbally
[1:05:42]
said, "Hey, we're interested in in
[1:05:44]
funding this and paying half of that
[1:05:46]
money to help develop this." The other
[1:05:49]
half would come for P3 financing. Um,
[1:05:51]
which the state has said they would fund
[1:05:54]
a project like this with that P3. Uh,
[1:05:57]
and Bear Creek Homes, who's wanted to
[1:06:00]
develop it for it's probably been a year
[1:06:03]
now. Um, but has we've have yet to
[1:06:07]
overcome that $4 million wall, um, is
[1:06:09]
still interested and is very interested
[1:06:11]
with the idea of malls on behalf and the uh state paying the other half. So,
[1:06:18]
um, we've sent Bear Creek Homes a
[1:06:20]
contract to look through. Uh, he's
[1:06:24]
talking about doing it in two, maybe
[1:06:25]
three phases, and the contract, uh, is
[1:06:28]
very well written. Bryce wrote it up.
[1:06:30]
That gives us quite a bit of protection
[1:06:32]
and, uh, him quite a bit of incentive to
[1:06:35]
perform. So, that's the the second
[1:06:38]
project that's for the storm.
[1:06:42]
Third project, 25th Street, the malls on
[1:06:45]
duplexes and triplexes. So that's multif
[1:06:46]
family. Um that's the one that uh Eric
[1:06:50]
Flesky and his team are developing.
[1:06:52]
They're still moving on that just very
[1:06:54]
slowly. The full lot is being platted
[1:06:58]
right now. I have a meeting with uh that
[1:07:00]
team this Friday uh to discuss their
[1:07:04]
final plat um and give feedback on that
[1:07:07]
final plat. So, the hope is to do I
[1:07:10]
think they're still looking at doing
[1:07:12]
around 100 units um but in in
[1:07:16]
uh groups of 20 is what they're looking
[1:07:19]
at. So, that one's still moving.
[1:07:23]
And then um we've been talking with some
[1:07:25]
people about apartments being proposed
[1:07:28]
on other lots in town. One uh of those
[1:07:31]
locations that's been proposed
[1:07:34]
uh would be on the 120 acres the city
[1:07:37]
owns across from Soonershorn. Um that
[1:07:41]
one's the the newest in terms of we
[1:07:44]
don't have a lot of details yet. So I
[1:07:46]
don't have a whole lot to say besides
[1:07:48]
the IDA has been thrown out. Um
[1:07:49]
obviously as we get further along we
[1:07:51]
would bring you uh additional
[1:07:53]
information to approve. So,
[1:07:58]
» any questions on those projects?
[1:08:00]
>> Some kind of rough drawing on on that
[1:08:02]
before we get too involved in that cuz I think that's a prime
[1:08:09]
I think that that location was prime
[1:08:11]
candidate for single family and the the
[1:08:15]
retail and the different things that
[1:08:16]
we've talked about there.
[1:08:17]
>> Yeah.
[1:08:18]
>> I'm not saying that apartment complex
[1:08:20]
can't fit in there. You just want to see
[1:08:21]
how it fits in there before you put a
[1:08:24]
whole lot of time and effort into
[1:08:26]
chasing that.
[1:08:27]
>> Yeah, totally agree. I have I have a a
[1:08:30]
drawing that AI made and I I'm not
[1:08:32]
saying this is right or would work or is
[1:08:36]
perfect, but I like this for one reason.
[1:08:38]
I like everything involved in it. And
[1:08:41]
I'll explain what that means. Hold on
[1:08:43]
just a second.
[1:08:46]
So,
[1:08:47]
if you look at that, you have I35 here.
[1:08:50]
You have Highway 77 there. This is
[1:08:52]
obviously owned by ONQ. And like I said,
[1:08:54]
it's not perfect yet. Um, but I like the
[1:08:58]
aspect of having an anchor retailer that
[1:09:01]
brings people off of I35 to spend money
[1:09:04]
in Perry. I like the idea of having
[1:09:06]
smaller retail, uh, maybe some
[1:09:08]
restaurants or some other retail
[1:09:11]
shopping centers. Uh, and I like the
[1:09:14]
idea of having a mixed use of the
[1:09:16]
apartments. And like I said, I don't
[1:09:18]
know if that's the right spot, but and
[1:09:20]
then I like the idea of having single
[1:09:22]
family. Um,
[1:09:24]
that's kind of what I envision in terms
[1:09:26]
of what would be included in that 120
[1:09:29]
acres. Um, I think you're going to get a
[1:09:32]
lot more interest from retailers if
[1:09:35]
there's housing as part of it, right? So
[1:09:37]
that they know, hey, they're going to
[1:09:38]
walk over here and and buy Taco Bell or
[1:09:40]
whatever. Um, the anchor retailer is
[1:09:43]
going to be obviously the piece that
[1:09:44]
brings everybody in. Um, and we'll work
[1:09:47]
really hard with uh, retail strategies
[1:09:51]
with that if that grant gets approved.
[1:09:53]
Um,
[1:09:57]
» right off the interstate.
[1:09:59]
>> Mhm. Yeah,
[1:09:59]
>> that's what my concern would be.
[1:10:02]
>> The housing against Lake Road. That to
[1:10:05]
me makes the most sense cuz it's
[1:10:08]
>> Yeah. for the like closest to the lake
[1:10:10]
you're saying. Yeah, I agree.
[1:10:12]
>> I think people would pay to to live
[1:10:14]
there. I think maybe what you do though
[1:10:15]
is instead of putting the apartments
[1:10:16]
right next to it, I think you maybe put
[1:10:18]
those up here,
[1:10:19]
>> put a green
[1:10:21]
separate.
[1:10:23]
>> Yeah. And obviously there's not a pond
[1:10:25]
there right now. So, and there is a pond
[1:10:28]
here. So, future development, like I
[1:10:30]
said, it's not perfect, but I like all
[1:10:32]
the aspects of it.
[1:10:34]
>> Right. Right.
[1:10:37]
So
[1:10:39]
any other thoughts on uh housing before
[1:10:41]
I talk dilapidated
[1:10:46]
okay so the the other thing I'll give a
[1:10:48]
quick update on is cuz point number two
[1:10:50]
on our strategic plan is the promote
[1:10:53]
reinvestment in existing neighborhoods
[1:10:55]
right by addressing dilapidated vacant
[1:10:57]
or underutilized properties. Um, I will
[1:10:59]
say that our code enforcement team has
[1:11:02]
been working really, really hard and
[1:11:03]
they've utilized a lot of Brisc's time
[1:11:05]
as well in terms of looking at
[1:11:08]
identifying, notifying and working on
[1:11:11]
getting rid of dilapidated structures in
[1:11:13]
Perry. I think last year we t tore down
[1:11:16]
nine uh either through our efforts or us
[1:11:20]
saying, "Hey, if you don't tear it down,
[1:11:21]
we will." And so they and did it, which
[1:11:23]
was the ideal situation, you know. Um,
[1:11:27]
and so far this year, we've already
[1:11:29]
declared another six dilapidated and
[1:11:31]
we're in the process of of tearing those
[1:11:34]
down. Now, in terms of you have to give
[1:11:36]
them a certain amount of time and things
[1:11:38]
like that.
[1:11:39]
>> So, so to ask or go back, you said the
[1:11:42]
ideal situation is that they tear that
[1:11:44]
house down, right? The the people that
[1:11:46]
own it.
[1:11:47]
>> Yeah.
[1:11:47]
>> So, is that ideal because now you've got
[1:11:50]
an empty lot that they're I mean, they
[1:11:51]
already weren't taking care of a house.
[1:11:54]
Now we have an empty lot that um I've
[1:11:56]
seen some that they've torn down that
[1:11:59]
the Johnson grass is now five six foot
[1:12:01]
tall.
[1:12:02]
>> Yeah.
[1:12:03]
It's I mean it's I see what you're
[1:12:04]
saying. It's ideally you'd have
[1:12:07]
responsible people own every property
[1:12:09]
and take care of every property in the
[1:12:11]
city, right? Um, I think that maybe what
[1:12:14]
you're getting at, Scott, is what we've
[1:12:16]
talked about before of us taking
[1:12:17]
ownership of it and and giving it to
[1:12:20]
someone who's actually going to build
[1:12:21]
something nice and
[1:12:23]
>> Yeah. And I would consider that also
[1:12:26]
probably equally ideal. Um, the only
[1:12:29]
downside to it is then we have more
[1:12:31]
property to take care of, which we're
[1:12:33]
already having a hard time getting rid
[1:12:34]
of what we have, but
[1:12:38]
>> and we've got more cost into it at that
[1:12:39]
point as well. and and I understand
[1:12:42]
that, but I you know on once the house
[1:12:44]
gets torn down
[1:12:47]
and that's just some of the ones that
[1:12:49]
I've seen torn down and and I'm not
[1:12:51]
going to say where they're at cuz
[1:12:52]
everybody don't know but
[1:12:53]
>> but the you go by and the Johnson grass
[1:12:56]
is just
[1:12:57]
>> when the grass tall anyways they're not
[1:12:59]
taken care of anyway.
[1:13:01]
>> Yeah, it just doesn't have a house now.
[1:13:05]
>> But yeah, you're totally right. And I
[1:13:07]
can think of two just off the top of my
[1:13:08]
head that have been torn down. two of
[1:13:10]
those nine that were torn down that yeah
[1:13:12]
the grass is extremely high right now
[1:13:14]
>> you know so from one issue to another I
[1:13:17]
think probably increment but progress
[1:13:19]
but not perfection right
[1:13:27]
» that's all I have I don't have anything
[1:13:29]
else to discuss on housing it but I'll
[1:13:31]
give the opportunity to you guys if you
[1:13:32]
have anything you want to discuss in
[1:13:34]
terms of strategic plan housing goals or
[1:13:36]
projects that we're
[1:13:39]
I've said this before and and I've had a
[1:13:41]
couple of conversations with someone on
[1:13:44]
your staff kind of talking about
[1:13:46]
different things. The apartments that's
[1:13:48]
I I really feel like we really need to
[1:13:51]
push on trying to get apartments here in
[1:13:53]
town. I think that would help with a lot
[1:13:55]
of the situations that we've talked
[1:13:56]
about in the past as far as the the
[1:13:59]
rental market and and the kind of the
[1:14:01]
rates that those are at now. And that's
[1:14:03]
because of inventory. I mean I mean
[1:14:08]
if if you own a rent house and and
[1:14:10]
people are begging to come in I mean you
[1:14:12]
can kind of name your price and what I
[1:14:14]
mean and quality
[1:14:16]
>> right I mean so I I think apartments is something that we really really need to put some focus in and try
[1:14:26]
to come up with the solution on who we
[1:14:28]
can get in here to build them and and
[1:14:29]
where can we build them.
[1:14:31]
We need it all, but that's probably the
[1:14:33]
hardest to get somebody here. So, we
[1:14:35]
need some focus there, right?
[1:14:36]
>> Mhm.
[1:14:38]
>> Yeah, totally.
[1:14:39]
>> I think that would that would solve some
[1:14:42]
of our housing issues on two fronts. One
[1:14:44]
is the rental and one is just
[1:14:46]
availability to to be able to get people
[1:14:48]
to live here.
[1:14:49]
>> Um,
[1:14:51]
>> well, the really nice apartment comp I
[1:14:54]
think is that's just something we we
[1:14:56]
don't have. I mean, there's apartments
[1:14:58]
here, but not
[1:15:00]
>> Yeah. And there's a lot of apartments
[1:15:02]
getting developed, town homes getting
[1:15:03]
developed down in the city.
[1:15:05]
>> Mhm.
[1:15:05]
>> I mean, they're popping up everywhere
[1:15:06]
down there.
[1:15:07]
>> Mhm.
[1:15:07]
>> Yeah. To that point, I think the market
[1:15:09]
is asking for those right now because
[1:15:10]
rates are so high, people aren't looking
[1:15:12]
at buying or they can't afford to buy.
[1:15:14]
And so, they're like, well, we'll rent
[1:15:16]
until something shifts, you know,
[1:15:18]
>> and it's so being in that market. So we just did a study the other day or
[1:15:26]
I don't know what you call a study and
[1:15:28]
we watch video and it's talks about the industry and the and the market and
[1:15:32]
all that stuff. And then 19 what was it
[1:15:35]
1991
[1:15:36]
somewhere in that neighborhood the
[1:15:39]
average first-time home buyer was 21
[1:15:41]
years old. In 2026 the average firsttime
[1:15:44]
home buyer is 41 years old.
[1:15:49]
So
[1:15:51]
kids aren't buying their their goal
[1:15:53]
isn't to get out of college, get a job
[1:15:55]
and buy a house.
[1:15:56]
>> Their goal is to get out of college, get
[1:15:58]
a job, and rent a something.
[1:16:01]
>> So
[1:16:01]
>> well, too, you don't have to take care
[1:16:03]
of the rest.
[1:16:04]
>> And they don't want to do that.
[1:16:06]
>> They don't. My son's one of them.
[1:16:11]
» I mean, there's ones that are 45 that
[1:16:13]
don't want to do that, but that's
[1:16:15]
another So, right.
[1:16:18]
But
[1:16:19]
>> it's just it's weird where I mean and that's something that we've been
[1:16:22]
talking about for a long [clears throat]
[1:16:23]
time is that kids nowadays they don't
[1:16:25]
want to buy they want to rent
[1:16:26]
>> and they don't I think that's just the
[1:16:28]
generation they don't want things they
[1:16:29]
don't want to be tied down
[1:16:30]
>> right
[1:16:33]
>> because people don't stay in the same
[1:16:35]
job
[1:16:36]
>> the same job anymore.
[1:16:37]
>> Yeah. Used to you stayed at a job they
[1:16:39]
had a retirement program and you stayed
[1:16:40]
there for the retirement. Now you have a
[1:16:42]
401k that
[1:16:44]
>> you just throw it in your briefcase and
[1:16:45]
go take it to your next job.
[1:16:47]
>> Yeah.
[1:16:51]
» Dang, I feel old. [laughter]
[1:16:56]
» Is there any [clears throat]
[1:16:58]
development in the old elementary school
[1:17:01]
property? No.
[1:17:03]
>> Is it still under the same owner? Great
[1:17:05]
push for an improvement.
[1:17:06]
>> It is. We um we should probably follow
[1:17:08]
up on that. we uh contract a breach of
[1:17:11]
contract with that. [clears throat]
[1:17:13]
>> Um I mean there's not really a whole lot
[1:17:15]
we can do besides just finish that
[1:17:17]
process, but ultimately I think they
[1:17:19]
know they're not getting incentives at
[1:17:21]
this point unless they revisit, [snorts]
[1:17:23]
you know, something with with us and we
[1:17:26]
have some real consequences tied to it.
[1:17:28]
>> The last conversation I had with him, he
[1:17:30]
wants to do something. He just
[1:17:33]
he's still planning on but you know
[1:17:36]
maybe it's bring him up here by himself
[1:17:41]
not with this the other person that's
[1:17:43]
been with him and just see what we can
[1:17:46]
get done with him.
[1:17:49]
>> Yeah, maybe we could try that.
[1:17:51]
>> I'll be glad to help that anyway I
[1:17:53]
can't. This was it second street with
[1:17:57]
the multiple homes in the small area. Is
[1:18:02]
that second street?
[1:18:03]
>> You're talking down on Delaware.
[1:18:05]
>> Delaware. Delaware. Yeah.
[1:18:06]
>> The pud.
[1:18:08]
>> Anything? Yeah. [clears throat]
[1:18:09]
Anything? Are they starting?
[1:18:11]
>> No, we've uh we've followed up with them
[1:18:13]
a few times since that putt has been
[1:18:14]
created and no traction yet.
[1:18:17]
>> They do have quite a bit of time. I
[1:18:19]
think what's our putt ordinance say? 36
[1:18:22]
months or
[1:18:24]
So they have quite a while to to act on
[1:18:26]
it, but
[1:18:28]
that's
[1:18:30]
>> So once we approve a putt, they have 36
[1:18:32]
months to do anything.
[1:18:33]
>> Well, it's still a putt. And that that's
[1:18:36]
just the nature of putts because they
[1:18:37]
normally take so long to to actually
[1:18:40]
develop, but in this case, we probably
[1:18:42]
should have it down faster.
[1:18:44]
>> And when you're talking about hundreds
[1:18:46]
of apartments or things like that, it's
[1:18:48]
like, okay, that makes sense. But when
[1:18:50]
you're talking about
[1:18:52]
>> 12 homes
[1:18:53]
>> Yeah. 12
[1:18:54]
>> small homes, you know, we probably
[1:18:55]
should have ten [music] something.
[1:18:58]
>> Sorry.
[1:19:00]
>> Good. We We said that one might be a
[1:19:03]
lesson for us. So, we'll we'll just keep
[1:19:06]
>> that
[1:19:07]
>> marking those lessons down.
[1:19:14]
» All right. Any other questions on
[1:19:16]
housing?
[1:19:20]
All right. Thanks, Nate.
[1:19:22]
>> Absolutely.
[1:19:24]
>> Um, so let's go on to item number 14.
[1:19:27]

[1:19:28]

[1:19:30]

city-owned building within the city's
[1:19:53]
jurisdiction.
[1:19:56]
Have
[1:19:57]
>> a motion. Some second
[1:20:02]
Copy.
[1:20:03]
>> Yes.
[1:20:03]
>> Blitzo.
[1:20:04]
>> Yes.
[1:20:04]
>> Marshall.
[1:20:05]
>> Yes.
[1:20:05]
>> Favas.
[1:20:05]
>> Yes.
[1:20:06]
>> Goldar.
[1:20:06]
>> Yes.

[1:56:49]
>> Davos?
[1:56:50]
>> Yes. Yes.
[1:56:51]
>> Williams?
[1:56:51]
>> Yes.
[1:56:53]
All right. We don't have any
[1:56:55]
actions to take from our
[1:56:58]
>> executive or are we going to approve the
[1:56:59]
FOP contract?
[1:57:02]
>> They gave me power to negotiate it. I
[1:57:04]
don't I I don't need their approval.
[1:57:05]
Okay.
[1:57:05]
>> They've already done it.
[1:57:07]
>> I just need to Okay.
[1:57:11]
>> So, we will move on to item number 17,
[1:57:13]
upcoming meeting review.
[1:57:18]
Um
[1:57:21]
the next uh the next discussion will be
[1:57:23]
infrastructure in terms of actual agenda
[1:57:26]
items. Uh I don't know that we have
[1:57:28]
anything substantial to talk about but
[1:57:30]
I'm sure stuff will come up between now
[1:57:32]
and then. the PUD ordinance amendments.
[1:57:36]
Well, there will be a planning
[1:57:38]
commission meeting at uh at uh 5:15
[1:57:42]
and uh and so those amendments uh which
[1:57:46]
will uh well, we'll explain it that
[1:57:49]
time, but it it allows uh more variance
[1:57:52]
and uh more of what we're talk what we
[1:57:56]
talked ended up talking about today,
[1:57:58]
time periods and more conditions and the
[1:58:01]
like will be able to be added uh to the
[1:58:04]
individual PUD ordinance. uh when an
[1:58:07]
when a putt is approved. So, I I think
[1:58:10]
you'll like it because it ties into some
[1:58:13]
of what has been said.
[1:58:20]
All right. Anything else to add on for
[1:58:23]
next meeting?
[1:58:25]
>> Nope. Like I said, I'm sure stuff will
[1:58:27]
come up, but
[1:58:29]
nothing right now.
[1:58:30]
>> All right. Item 18. Any new business?
