Hello everyone. Uh we're starting off
tonight. We have Jim Council Kushman who
[0:13]
sends his regrets. He's not feeling
well. Um other opening comments. I want
[0:19]
to just uh make a comment. We've lost on
last Friday former mayor of Perry
[0:24]
Township. He was with us from 1994 to
2010, Bill Core. I'm sure he will be
[0:30]
messed around Clear Lake. He was from
Clear Lake for many many years and uh
[0:35]
send our regrets to his family.
Uh the other thing I wanted to mention
[0:40]
is uh through our fire department, I saw
on Facebook we also had two firemen
[0:45]
move up in the ranks a little bit. Uh
finally getting their final NFPA I think
[0:51]
is what they call it or something like
that. So they are now full-fledged
[0:54]
firemen and we uh say thank you to them
for for that. Also,
[0:59]
um I was hoping our fire chief would be
here tonight, but he's on another
[1:02]
course. So,
uh thank you, Douglas, for getting all
[1:07]
those things lined up and moving through
for the for the fire department.
[1:11]
Um I ask if any councelor declaring
pecun interest for this meeting or
[1:16]
previous meeting. Councelor Kushman,

[1:20]
» no.
>> Uh councelor McFale,
[1:23]

>> Notice of this public meeting was given
[13:11]
by posting the application on the
township's website www.tanchperry.ca
[13:16]
CA on December 5th, 2025, posting it at
the property and forwarding it to all

persons and public bodies as prescribed
under the Ontario Planning Act
[13:24]

to those requested. The purpose of the
proposed bylaw is to reszone the lands
[13:33]
from the shoreline residential zone to
the shoreline residential exception 52
[13:37]
zone. The purpose of the proposed
application is to allow for a reduced
[13:42]
minimum required front yard of 12.8 8 m
for a dwelling and a reduced mineral
[13:47]
required front yard of 9.7 m for an
attached deck to be located within the
[13:51]
vegetative buffer and to allow an
increase to the maximum area of decks
[13:55]
and docks within 30 meters of the
shoreline from 60 m to 81.77
[14:00]
m. The proposed dwelling will be 124.12
m and have 50.56 square meters of deck
[14:07]
attached. The existing 62.5 square meter
dwelling located on the subject lands
[14:12]
will be demolished and replaced with the
proposed dwelling in all other section
[14:17]
provisions in zoning file 201421 shall
apply. A full report was presented to
[14:23]
council and staff are recommending
approval of the application
[14:29]
paper.
>> Um I now declare this public meeting to
[14:33]
deal with the proposed zoning bylaw
amendment. Is the applicant or their
[14:37]
agent present wishing to make a comment?
Any comments?
[14:41]
» Go.
[14:42]
» Uh, I would ask the members of the
public who wish to speak in connection
[14:45]
with the proposed zoning bylaw amendment
clearly state their name, full address,
[14:49]
and postal code for the record. And do
we have anybody online that is wishing
[14:53]
to speak to the matter?
[14:59]
» Uh, Don
Don Mccanei. I'm uh own the property
[15:06]
right beside North Cliff, formerly North
Cliff Lodge. I currently reside um at
[15:11]
2395 Delaware Avenue, Space 74, Santa
Cruz, California.
[15:17]
Um I had a question about the 30 meter
setback and what the purpose is of it
[15:25]
and how we decide that it's okay to to
be within that setback.
[15:33]
Did you want to speak to that?
>> I can a little bit if you want.
[15:35]
» Sure.
>> So, one of the one of the reasons is if
[15:38]
under new development, uh it would be
restricted to be at least uh 30 mters
[15:43]
back from the shore road uh from the
shore.
[15:48]
One of the things that happens is when
we're de when we're going into uh
[15:52]
development of properties that already
have been developed on um and this is
[15:57]
partic in this case it's also a building
already the structure that's been there
[16:02]
for many many years has been used as a
cottage and I believe now they're using
[16:06]
it as a as a home and when the township
looks at this we look at where where
[16:11]
exactly it is located on the lot and and
uh a lot of times we'll find that on a
[16:18]
lot of the lots today around lakes
there's only one location you can put a
[16:21]
building on on the lot because of uh
just the topography of the lot the land
[16:26]
itself
um and it's also one of the things where
[16:29]
if we start pushing people back a lot
further than the other cottages on the
[16:34]
lake it kind of offsets the cottage so
suddenly there's a somebody looking in
[16:38]
the backyard or somebody's cottage next
door all the time so we can we try to
[16:43]
keep it pretty consistent that where it
is now it lines up with the other
[16:46]
cottages probably within that area on
the on the shore road. So that's why we
[16:51]
have a a look at how we're developing
and where it's going and whether or not
[16:55]
it will be um
accepted under those terms.
[17:03]
» So if I was to build an on the north
cliff lot which is right beside it, I
[17:09]
would have to also be that close to the
lake so that I'm not looking in his back
[17:16]
window. No, no. I believe there's
actually part of a lot between some of
[17:21]
your lot and where that lot is. You
would be required to stay back the the
[17:26]
90 m,
>> the 100 feet, I should say. 30 mters.
[17:31]
» 30 m. I would be required to stay back
the 30 m from
[17:37]
my shoreline. Yes.
>> But he doesn't. Even though there was an
[17:40]
existing building where on my lot.
No, because your existing building's
[17:46]
been gone probably for 50 years already.
Correct. And I believe your existing
[17:51]
building was back fairly far from the
water, too.
[17:54]
» It was. But that's what I'm concerned
about. If I build up on that hill, is
[17:58]
that going to be allowed?
>> You're saying that we have to be all
[18:03]
kind of in the same area? Yeah. North
Cliff where the lodge was was up on the
[18:08]
hill. So, it set back even more than 30
meters.
[18:11]
» Are you Are you wanting to build
Are you wanting to build up on the hill?
[18:18]
» Yes.
>> I don't think we're going to have a
[18:20]
problem with that because you're back
more than the than the 30 meters.
[18:25]
» Okay. I just wondered because you said,
you know, you wanted them kind of all in
[18:29]
the same uh level, you know, so that
somebody isn't set back and then looking
[18:35]
into the backyard of somebody else's
place.
[18:37]
» So, I was curious about that. And then
also, is it true that there's a second
[18:42]
dock on the lot? Like I think it might
be on that part of the which is a whole
[18:49]
other issue for me, the chunk of
property that is missing essentially
[18:54]
from our my lot. Um I was never notified
that that was going up for tax sale and
[19:02]
it's literally half my shoreline.
Um, and so that that's a a separate
[19:08]
issue, but I just wonder like what are
the rules about docks? Like
[19:13]
» maybe for
>> can you have as many docks as you want?
[19:17]
» No, the dock actually is also in falls
under the building code where it's added
[19:22]
into the square footage of when you're
building on your lot today.
[19:27]
» Okay.
>> If I can add, Mr. Mayor. So, I'll add a
[19:30]
couple things on that. When you're
talking about your specific lot, I'd
[19:34]
have to look at the size of your lot
because we do have some exceptions that
[19:37]
are built into the zoning bylaw that do
allow a 25% redu reduction if you're an
[19:43]
existing undersized lot. Sometimes the
lots on Clear Lake are that. So that
[19:47]
would allow a 22.5 meter um distance
from the lake. So that's something that
[19:53]
can be looked at specifically when we're
looking at your property.
[19:57]
um the other property that you're
referring to, that is a separate um lot.
[20:01]
So, I don't have information tonight to
specify um what is existing on that
[20:05]
property because the property we're
talking about is the property to the
[20:09]
south of it. So, it's a separate one. Um
our zoning bylaw does specify um the
[20:15]
number of docks that you can have and
you have to have extensive amount of
[20:20]
shoreline to allow for um more than one
dock on the property. And there are very
[20:26]
specifics on the maximum size, how far
it can go out, that's all outlined in
[20:31]
the zoning bylaw. So if you're prepared
and you want to come forward with a
[20:34]
development, we can go over a lot of
that at that time.
[20:38]
» Okay.
>> And I believe there is
[20:43]
» like set out right.
So the and the other thing too um with
[20:50]
that property, a dock is an accessory
structure to a principal use. So you
[20:57]
can't have a dock on a property if you
don't have the principal use. Having
[21:02]
said that, there may be specific
properties at one time they've had had a
[21:06]
dock or might have had a dwelling and
the dwelling's been since tore down and
[21:09]
the the dock sitting there would be
considered um like a legal legal
[21:14]
non-complying use. But, uh generally
speaking, like sheds, garage, docks,
[21:19]
things like that are are accessory to
the principal dwelling. So, if you're if
[21:25]
you're looking at um anything on your
particular property, that could give
[21:29]
that information as well.
Yeah. Okay. No, I was thinking about the
[21:35]
lot beside. I don't know where the
second dock is. I can't see it on the
[21:39]
site plan. Um, so I'll look into that.
Um, the fish habitat part of this
[21:46]
because it is zoned fish habitat one
according to your zoning bylaws. Is that
[21:53]
does that how does that factor into
anything or does it not?
[21:59]
Let's see.
>> That's in the official plan. So, that's
[22:03]
in the official plan. And generally
speaking, any like new lot creation, any
[22:07]
new development on a property, and when
we speak of new development, it would be
[22:11]
a vacant lot um with specific work.
Having said that, if somebody was moving
[22:16]
forward and they were wanting to build a
boat house, wanting to do substantial
[22:20]
work within the water, then you'd have
to look at it. This particular property,
[22:25]
they're looking at building one for one.
they're they're tearing down and
[22:28]
building on the similar footprint.
They're not working within the the
[22:33]
shoreline area um per se. So, it
wouldn't so much apply in this
[22:40]
circumstance.
>> Okay. Okay. I'm just, you know,
[22:45]
concerned about what was happening on
the lake obviously, um, with it getting
[22:52]
built up and also curious, which I I
guess I'd have to reach out to someone
[22:57]
to find out if my lot aside is
considered vacant because the lodge has
[23:04]
been torn down for, I don't know, 35
years or something, not 50, but it has
[23:10]
been down for a while, but there's still
footings and everything up
[23:14]
um like you can see where it was. So I'm
just curious what that
[23:20]
» what that's going to look like too.
>> So go ahead,
[23:22]
» Mayor H. So in that particular instance,
it if there's not a structure on the
[23:27]
property, then EMPAC has probably been
out. It's probably on your tax bill
[23:32]
would show as vacant land. And um
generally you lose your status of a
[23:38]
structure after a year's time once it's
been demolished. So then you'll be
[23:42]
making application as though the land's
vacant with the building department when
[23:46]
you decide to proceed.
>> Okay. So it's vacant land. So then it
[23:51]
needs that 30 m set act.
>> Right. Unless I have that
[23:56]
» provided that like I said we can have a
look at your specific property. We're
[24:00]
we're dealing with a different zoning
but with your particular property we can
[24:03]
look at it. If it happens to have if
it's undersized then there are 25%
[24:08]
reductions um allowance and we can go
over that with a pre-conultation.
[24:14]
» Thank you.
>> Yeah. Okay.
[24:16]
» I think the I think the other thing to
keep in mind is when
[24:20]
» these new developments happen, we're not
actually creating new lots. The lots are
[24:24]
there for many many years and it's it's
been a registered lot for many years.
[24:27]
But I think council looks at when we do
get people coming in and want to upgrade
[24:32]
and take an old building down, it's a
real benefit to the township and the
[24:36]
lake, I think, because under that when
they do that now, we're we're looking at
[24:40]
new septics, uh, everything new. There's
less leeching into the water from the
[24:45]
septic beds, um, all of that. So,
there's a lot to take into consideration
[24:49]
when the council looks at these
proposals. I think one of the big things
[24:54]
is is we're not adding square footage
really to buildings around the lake, but
[24:58]
we're also improving the the land around
the lake by
[25:01]
» in getting rid of the old septic systems
that that uh can be leeching into the
[25:05]
lake for for years. So that's how
it
[25:11]
» I appreciate you mentioning that and I I
appreciate the time that you've allowed
[25:16]
me and I just want to make one comment
that that lake like I think we growing
[25:23]
up on it probably took it for granted um
how beautiful it was and it was when I
[25:30]
moved to Michigan and saw what the lakes
were like there that I began to get
[25:38]
really concerned about what would happen
because all the lakes there unless
[25:44]
they're in the middle of nowhere people
build right up to the shoreline you know
[25:48]
within 30 probably within I don't know
20 meters of the shoreline and there
[25:56]
sidewalks and docks it looks like a
suburb with a bunch of water in the
[26:01]
middle of it and I just am concerned I
don't want Clear Lake to turn into that.
[26:07]
And I understand nicer homes and it's
great and it looks nice, but I like
[26:12]
looking around at a lake and seeing some
trees and not just everybody's fancy
[26:18]
house because
>> you know it's a lake.
[26:20]
» And I would have to agree with that
100%.
[26:22]
» Country, not mansion mansion country.
[laughter]
[26:26]
So that's that's kind of where I'm
coming from because I've seen that what
[26:30]
happens when you're not um paying
attention.
[26:35]
uh you know and and you're not and
you're shortsighted. And I'm not saying
[26:39]
you are. It sounds I appreciate
everything that you're saying, but I'm
[26:43]
saying if people are shortsighted, they
don't see what's happening. Um and
[26:48]
before you know it, their their
beautiful lake is is just a city with a
[26:53]
bunch of water in the middle of it.
>> Yeah. And I agree with you.
[26:56]
» So,
thank you.
[26:59]
» Thank you.
>> I appreciate all your time. Thanks so
[27:02]
much.
Do we have anyone else online wishing to
[27:06]
speak to the matter? I don't think so.
Okay.
[27:14]
Miss Morton, can you advise the public
does what correspondence has been
[27:18]
received with respect to the application
as a for?
[27:22]
» I think we don't really need that, do
we?
[27:25]
» Or you read the
>> I have to read it.
[27:27]
» You have to read it.
>> I do have to read it.
[27:29]
» You're on.
As 4:30 p.m. today, staff have received
[27:34]
the following email from Dominic. Dear
Beth, I received notice from amends
[27:38]
bylaw 2014 21 for part 30, plan 167. I
have some questions about what is being
[27:44]
proposed and how it will impact my
adjacent property and the well-being of
[27:48]
the lake, the habitat surrounding the
lake and life on the lake. Could you
[27:52]
provide building plans to show location
of the proposed structure and deck and
[27:55]
any dog plans as well? I'm still
digesting that I was never notified when
[27:59]
the shore allowance piece was put up for
tax sale and I do not want to allow any
[28:03]
more crowding of my lot. Of even greater
concern is regarding the lake being
[28:08]
building at building capacity. So any
development that proposes to cut the
[28:13]
required setback by more than half from
30 m to 12.8 m is irresponsible in my
[28:19]
opinion in my opic thinking. This is
also type one fish habitat as shown on
[28:24]
your zoning maps which should further
restrict shoreline development. Laneway
[28:28]
access may also reduce the size of a
dwelling. What is their access to that
[28:32]
property? As I recall, they have to
cross other lots to get to it. Any
[28:36]
additional information you can provide
is appreciated. Don McConni. On January
[28:40]
9th, Jordan Ross development planning
coordinator intern responded to Don
[28:43]
Mcconiki's email. Thank you for
informing our staff about your concerns
[28:47]
with proposed zoning bylaw amendment at
27 Moss Lane, part of lot 30, plan 167.
[28:52]
We will include your comments in our
report to council that will be presented
[28:55]
at the January 21st meeting. Attached to
this email is a site sketch submitted
[29:00]
with the zoning by amendment
application. The site sketch depicts the
[29:03]
location of all existing structures in
the proposed dwelling with attached deck
[29:06]
along with the setbacks. In regard to
the dock index on the subject lands, the
[29:10]
application is proposing that the
existing dwelling and attached direct be
[29:14]
will be demolished and replaced with the
proposed dwelling with attached deck.
[29:18]
There have been no proposed changes to
the existing dock. The subject lands are
[29:22]
currently accessed through a right ofway
known as Moss Lane. I've attached a map
[29:25]
of the subject lands which illustrates
the location of Moss Lane. Please let us
[29:30]
know if you have any questions. We'd be
happy to assist you. Thank you. On
[29:34]
January 9th, staff received the
following email from Dominicki. Good
[29:37]
morning, Beth. further the below email
and our conversation the other day. I
[29:40]
have some additional questions and
concerns. I took a look at the
[29:43]
interactive map you provided that was
very helpful. Thank you. Also, thank you
[29:46]
for clarifying that the lake itself is
not at capacity, but if you understood
[29:50]
you correctly, there are no new lots
being added to the lake. I did think
[29:53]
that what is being at capacity is could
you explain what being at capacity means
[29:58]
and how close to the lake is to
capacity. I have been researching about
[30:02]
lakes that are designated as fish one
habitat.
[30:06]
fish habitat one because section of
Clear Lake where the below lot is is
[30:09]
designated as fish habitat one. Would it
be possible for you to share the
[30:12]
environmental impact assessment that
would have been completed before this
[30:16]
can be approved? I do plan at the attend
the council meeting via Zoom and I would
[30:20]
like to formally register my concerns
about needing to see an environmental
[30:23]
assessment before we vote on this zoning
uh resoning application. Thank you. On
[30:29]
January 13th, staff received an email
from Domicki requesting the township
[30:33]
staff report for propos zoning bylaw
amendment. On January 14th, do Jordan
[30:37]
Ross de development and planning
coordinator intern responded to
[30:40]
Dominic's email. Thank you for providing
us with your additional questions and
[30:44]
concerns. I will be including them in
the report to council for the zoning
[30:48]
battle amendment. Our staff have
reviewed your questions and provided
[30:51]
response below. Thank you for clarifying
that the lake itself is not at capacity.
[30:55]
But if I understood you correctly there
are no new lots being added to the lake.
[30:59]
I did think um that that is what at
capacity is. Could you explain what it
[31:04]
means and how close lake is at capacity?
Staff response. Hutcherson Environmental
[31:09]
Services completed a lakeshore capacity
assessment for Clear Lake on behalf of
[31:13]
the Clear Lake Property Owners
Association in 2013 which assessed the
[31:17]
capacity of Clear Lake for additional
shoreline development based on Lake
[31:21]
Shore capacity assessment. Their
analysis concluded that Clear Lake is
[31:25]
presently over capacity with respect to
total phosphorus concentration and the
[31:29]
would recommend against further
development within 300 meters of the
[31:33]
lake's shoreline. The review also
concluded that Clear Lake exceeds the
[31:37]
one definition of social crowding. At
the time that the official plan was
[31:42]
approved, the only lakes in the township
that were subject to formal traffic
[31:47]
monitoring and assessment were Lake
Trout Lakes, Bay Lake, and Mdale Lake.
[31:51]
Council supportive of lake associations
undertaking traffic state assessment and
[31:55]
analysis and sharing the results of this
work with the township for consideration
[31:59]
of future planning policy to ensure that
all water bodies are protected. The
[32:03]
township's official plan outlines that
any new lots to be created have a
[32:07]
specification that septic tile fields be
located a minimum of 300 meters from any
[32:12]
shoreline. The official plan also
outlines the policies for shoreline lot
[32:16]
creation in section B 2.3.4.
It outlines that larger lot requirements
[32:21]
will be required for new lots where
sensitive fish habitats or other
[32:25]
environmental or physical constraints
are identified. Note that development
[32:29]
for cap capacity would be for the
creation of new lots. This does not
[32:34]
apply to existing lots of record as they
would have been considered within the
[32:38]
lake capacity studies as a developed lot
i.e. your existing vacant lot or other
[32:44]
lots proposing demolition and
reconstruction etc at the time of
[32:48]
completion of the studies. question. I
have been researching about lakes that
[32:53]
are designated as fish habitat one
because the section of Clear Lake where
[32:56]
the below lot is is designated as fish
habitat 1. Would it be possible for you
[33:00]
to share the environmental impacts
assessment that would have been
[33:03]
completed before this can be approved?
Response. The amendment to the zoning
[33:07]
bylaw that was requested by the
applicant is regard to a proposed single
[33:11]
detached dwelling. There will be no
alterations to the existing dock and no
[33:14]
work within the fish habitat. The
proposed dwelling will be situated in
[33:18]
the same location as the existing
dwelling located on the lot. The
[33:21]
footprint will increase. However, the
structure will generally be the same
[33:25]
distance from the shoreline. The
existing dwelling has a front yard of
[33:28]
13.97 m. The proposed dwelling will have
a front yard of 12.8 m. Having the
[33:34]
proposed dwelling in the same location
as the existing dwelling will ensure no
[33:39]
furthered vegetation is disrupted on the
lot. Both the existing and proposed
[33:43]
dwellings have attached decks that
encroach into the front yard. As this
[33:47]
zoning bile amendment will not introduce
any new uses on the lot and will not
[33:51]
impact the current vegetation, staff
have not requested an environmental
[33:54]
study impact study be completed.
Occupying the proposed dwelling will
[33:58]
have similar impact on environmental
concerns as continuing to occupy the
[34:02]
existing dwelling would have. Is a
possible question. Is it possible for me
[34:06]
to see township's planning report that
speaks to this application before the
[34:09]
meeting? The agenda for the January 21st
meeting will be available to the public
[34:15]
on January 19th. Once the agenda is
public, I will send you the report to
[34:19]
council that was prepared for the zoning
bylaw amendment.
[34:23]
On January 15th, staff received the
following email from Don McCloni. Hi,
[34:27]
Jordan. I've been thinking that I will
be able to speak at the council meeting,
[34:30]
but in case I cannot, in addition to the
environmental concerns, the lake turning
[34:34]
into an Americanstyle suburb with a lake
in the middle, the fish habitat, also
[34:38]
like to register my concerns about any
erosion the work they could do have on
[34:42]
my property, either erosion of the
shoreline or of the hill to the west end
[34:46]
of my property. The lodge was called
North Cliff for a reason. Let's not mess
[34:51]
with that piece of history. I don't mean
the lodge history. I mean the ice age
[34:54]
that deposited that hill there. Thank
you for your consideration, Don.
[35:00]
» Are there any questions or comments from
council to the applicants or township
[35:04]
staff? Councelor McFale, do you have any
questions?
[35:08]
» No.
>> Councelor Lmley,
[35:10]
» no. I think it's pretty clear.
>> Councelor Sar,
[35:12]
» no thanks.
>> Okay. Uh, those wishing to receive
[35:16]
further notice of the decision of the
zoning bylaw must make a written request
[35:20]
as per previous instruction. Council
will consider the proposed bylaw at the
[35:24]
February 4th, 2026 meeting of council.
Once council makes a decision on the
[35:29]
bylaw, please be advised that there is a
20-day appeal period from the date of
[35:33]
notice of decision of the bylaw during
which time any specified person or body
[35:38]
public body may appeal the decision of
council to the Ontario Land Tribunal.
[35:43]
Having received questions and comments
from the public and council, I declare
[35:46]
the public meeting to be concluded.
[35:55]
be resolved. The council corporation of
the township of Perry hereby now adjourn
[35:59]
from the public meeting at 7:35 p.m.
In order to recommence the regular
[36:06]
meeting of council on Wednesday, January
21st, 2026. Councelor McFale, do you uh
[36:12]
councelor Sour, do you move?
>> I move.
[36:14]
» Councelor McFale, do you second or do
you
[36:16]
» second?
Uh, I'll call for the vote. Councelor
[36:20]
Romley,
>> yay.
[36:21]
» Councelor McFale.
>> Yay. Councelor Salary.
[36:24]
» Yay.
>> That was carried.
[36:33]
» That is it. You're welcome to
>> battle the storm and go home.
[36:37]
» Thank you.
>> Can I give a comment on on Dawn's
[36:39]
property um at all?
>> Um,
[36:42]
» I would have preferred if you'd have
done it during the meeting.
[36:45]
» Okay. Sure.
>> All right. Yeah. Okay.
[36:47]
» I was just going to give you a lay of
land where she is. She's
[36:49]
» Oh, I know exactly where it is.
>> Yeah, I know exactly where it is. Yeah,
[36:54]
» that's good.
>> Thank you,
[36:55]
» guys. Thanks for listening.
[37:03]
» Delegation by Councelor Lley.
>> Have a good night, guys.
[37:06]
» Thank you for coming out.
[37:12]
So um as you know I sit on the OP board
um our last meeting we were in
[37:19]
discussion phase um about budget having
a discussion about budget and uh staff
[37:26]
uh district the district commander uh
Doug Vincer Mr. Vinc Vincer am I saying
[37:31]
it right? Um, so [clears throat] just a
little backdrop that we've uh they have,
[37:37]
you know, community engagements, right?
And they've uh you know, they they're
[37:41]
playing the high school, right? And uh
Mr. Vincer had made a comment that, you
[37:46]
know, maybe our board uh because each
member represents a kind of a region,
[37:50]
right? Has as a as a seat on it. I'm
looking after Carney, Perry, McMur,
[37:57]
Mr. Robinson, I think it's Armor,
Ryerson, and Burks Falls. Anyways, he
[38:01]
asked if we could go back to our
respected counselors uh councils and ask
[38:05]
um so the district commander also
requested that the board member consider
[38:09]
allocating funds for the OP detachment
staff appreciation and recognition initi
[38:14]
initiatives uh which we may include uh
like he the one idea that was floated
[38:19]
was like um just like like a dinner and
like an awards or certificate of awards
[38:26]
for appreciation of our our constiples
and offic officers up here in Omegent.
[38:31]
Another idea that was floated across was
um the buying of uh some hockey jerseys
[38:36]
because uh like I said when I was going
back to that game against uh oh my went
[38:40]
they do it it's an annual thing right
they do it and uh this year well this
[38:45]
past year I think they've had to borrow
u jerseys off the Huntsville detachment
[38:50]
right so I think it's just you know
they're just looking at being uh I don't
[38:56]
think it's wrong for what they're trying
to say is let's appreciate uh the
[38:59]
policing that we get in our area and
back them up, right, through some type
[39:02]
of initiative.
>> So, the other members like myself have
[39:05]
gone back to their respective councils
and floated this idea and that's why I'm
[39:10]
kind of spilling it out for you guys.
>> Okay. Any idea of dollar value you're
[39:14]
looking at for jerseys or
>> I think we based it on about $100 to
[39:19]
150. I think that was just like like no
one's gotten costing just quite yet, but
[39:23]
that was just like I think it was a
rough basing. you know,
[39:28]
» they were looking to put $2,000 into the
budget.
[39:30]
» Yes.
>> They would use that for either
[39:32]
» dinner
>> the uh the dinner or awards or for
[39:36]
jerseys. There's something that could
give recognition back to um the Omegen
[39:42]
um OP officers. So, they they don't have
any appreciation built in. That's
[39:46]
something that's up to the board to
build in. And so, um, it the the board
[39:51]
is looking for, um, just, uh, input
because they're look they're looking at
[39:56]
putting in that $2,000 and just saying,
you know, is does this council look that
[40:00]
is a favorable favorable thing for to to
do such.
[40:04]
» How many uh members are there?
>> Oh, you'd be surprised. There's 32 32
[40:11]
members of Birk Falls uh station. No, I
mean I mean how many municipalities and
[40:17]
towns?
>> Oh, okay. So, there's there's uh
[40:20]
» is it just this core?
>> No, no, there's Dan Robinson. Yeah, all
[40:25]
12. Yeah,
>> 12.
[40:26]
» Yep.
>> We said there was an all 12 bit board.
[40:28]
» Kevin
and then two community members are on
[40:32]
it.
>> It's actually quite interesting. You
[40:34]
know, these are newly formed boards,
right? So, it's growing, but I mean, not
[40:38]
growing pains, we're members, right? We
got our membership. So, it's growing
[40:41]
pains, but it's fun. and and not just
fun but it's uh you know I think we have
[40:45]
to remember the service that these
people are doing right and you know as a
[40:48]
mag I think we should be showing that we
we back up our troops
[40:54]
» any comment
>> I like the idea of the jerseys cuz
[40:57]
they're they're going to be around for a
while
[41:00]
» and what we have coming down the pipe
might fit in right quite well with it
[41:03]
right was that community game down at
our down at our new rank you know so it
[41:08]
kind of kind of fits in good timing
Officer
[41:12]
McFale, any questions or
>> I I like the idea of a dinner uh because
[41:17]
then we have a chance to meet the
officers and um you know have a
[41:22]
networking
portion possibly. Um are they are they
[41:27]
spending time at the high school?
>> They they are Maran. They they do they
[41:33]
their presence is is is is very felt up
there.
[41:36]
» Yeah. They generally stop in several
times in a week, you know.
[41:40]
» I because I remember
um the detachment commander Vincer from
[41:47]
high school when uh my kids went to high
school. So
[41:52]
um anyway, I think it's really great.
Anything we can do to support our um our
[41:58]
police is is good.
>> I can add. So the the dinner that would
[42:03]
be something that would be a dinner that
would be hosted by the board. So you'd
[42:06]
have the board um you would have um the
uh members of the OP detachment and uh
[42:13]
their spouses that would be there for an
award. So it wouldn't be something that
[42:17]
would be open to uh councils and the
public to attend. It would be an
[42:22]
invitation only and hosted by the board
if they did something like that. And
[42:27]
then if it was the jerseys, um the the
there was a lot of support on the jersey
[42:32]
even from the detachment and the the
commander, they do a lot of fundraising.
[42:37]
They have these events and it brings
networking with children. It brings with
[42:41]
other families. A lot of people come out
from the community to come to the
[42:45]
events. They'll work events with EMS, um
uh fire, like they they've they do a lot
[42:52]
of things. They will do fundraising for
food bank and do different things. So,
[42:55]
they want to have some recognition with
the jerseys is what they have talked
[42:58]
about. Or if it was a dinner, like I
said, it would be um a specified dinner
[43:03]
that would be hosted with the the board
and with members of the detachment.
[43:08]
» I think can I speak again?
>> Yes. Yes. Mayor Hoffet or I I just think
[43:14]
maybe the jerseys is a way to start and
then um because the board and the
[43:20]
detachment maybe that will a dinner will
come in the future because that is
[43:24]
networking within their uh scope.
>> That's exactly what I was going to say,
[43:30]
Council Phil.
[43:34]
» Yeah, like jerseys are could be a
multi-purpose thing. It's kind of like
[43:36]
council like the wreck, right? When we
have our swag, we're kind of noticed,
[43:40]
right? And people, you know, take take
note of our group, right? So, I think
[43:46]
that's what they're looking for.
>> Pass anything. Same with the general
[43:49]
support.
>> No, it's actually the board that passes
[43:52]
the budget. It's just the board thought
it would be beneficial to bring it back
[43:57]
so that the councils could be able to
pro put a little bit of input back into
[44:02]
it. So, um nothing needs to be brought.
And then, um if I could just speak with
[44:08]
councelor Lumley. So, um, the
correspondents that went last week to
[44:11]
you. So, you'll be organizing to work
out with the other municipalities to
[44:15]
attend their council meetings for
discussion.
[44:17]
» Yes. I was open to step into a carne one
and maybe roll up to McMurray Mont
[44:22]
» and in person and just describe exactly
what we just described here. Yeah.
[44:27]
» It'd be good. It'd be really good if we
could, you know, I know they have those
[44:31]
two games, but the winter time's a long
time and it'd be good to see them if
[44:35]
they can, you know, circulate and maybe
have a community game, right? Oh, the
[44:40]
police versus a shimmy. You know what
I'm trying to say?
[44:43]
» How long does it take to get the jersey?
You know,
[44:46]
» that's a good question. That's a good
question. I think anywhere between four
[44:50]
to six weeks, you know, just depending
on sizing, lettering, and what they kind
[44:54]
of want their album to be like, right?
>> Okay. Well, I think it's positive. It
[45:00]
must for sure.
>> I don't hear anything negative, so I
[45:04]
guess we're all
good with it. I know I am. So,
[45:11]
uh, any other discussion before we move
on?
[45:14]
» Happy to
be resolved bylaw number 20261 being a
[45:19]
bylaw to confirm the proceedings of the
council of the corporation of township
[45:22]
at period be given first and second
reading. Councelor McFale, do you move?
[45:26]
» I move.
>> Councelor Lumley, do you second?
[45:28]
» Second.
>> Um, I'll ask for the vote. Uh, councelor
[45:33]
Salary,
>> yay.
[45:34]
» Councelor McFale,
>> yay. Councelor Lumbling.
[45:37]
» Yay.
>> Carried.
[45:40]
Any questions or comments?
Good. Be resolved. Bylaw number 20261
[45:48]
being a bylaw to confirm the proceedings
of the council of the corporation of
[45:50]
township period. Be given third and
final reading and acted on. Councelor
[45:54]
Lumley, do you move?
>> Councelor Sar, do you second?
[45:57]
» I second.
>> I'll call for the vote. Uh, councelor
[46:00]
Lumley.
>> Yay.
[46:01]
» Councelor McFale.
>> Yay.
[46:03]
» Councelor Sar,
>> yay. was carried.
[46:14]
Uh, be it resolved bylaw number 20262
being a bylaw to authorize the execution
[46:20]
of the municipal funding agreement for
the fire protection grant FY25-26
[46:27]
between the province of Ontario and the
corporation township of Perry given
[46:31]
first and second reading. Uh, councelor
Sar, do you move? Hello.
[46:35]
» Councelor McFale, do you second?
>> I second.
[46:38]
All
>> for the vote and we can have a
[46:40]
discussion. Councelor Sar,
>> yay.
[46:43]
» Council McFale,
>> yay.
[46:44]
» Councelor Lemon,
>> yay.
[46:46]
» Carried. Any questions or comments?
[snorts]
[46:51]
» Just it's positive that got that grant.
>> Yeah, I think it is a it's a real
[46:57]
positive.
[47:17]
Yeah. So, actually I I didn't even know
we were Did Did Douglas do this on loan,
[47:22]
Kim, or
>> uh So, we So, they it was open to all
[47:26]
fire departments to make application.
There was funding there. Um so they just
[47:30]
had to make application and then each
department based on their application
[47:34]
got allocated money.
>> Okay. Right.
[47:37]
» All right. And and was it uh
predetermined what you were applying for
[47:41]
or not?
>> So it has to be in regards to cancer
[47:44]
prevention.
>> Okay.
[47:45]
» Yes. Yeah. Health and safety.
>> Okay. So it was Yeah. Because I just
[47:49]
kind of wonder what were the the
guidelines for
[47:52]
» Yeah.
>> Okay. Great. No, I I know they had a bit
[47:55]
of a dryer there before or sort of a
hand. They do have one that is I think
[48:00]
it has two um you can hang two on it um
which was homemade and they're they're
[48:06]
going to keep that one but then this is
this will be an addition um because what
[48:10]
happens is if you don't dry it
completely hanging out drying then you
[48:16]
end up with mold and that type of thing
in the gear. So
[48:19]
» yeah. So, is this like a drying rack
with air going through it or is it like
[48:22]
a dryer like I throw?
>> No, it's like a drying rack that you
[48:25]
hang it and it hangs like
>> Oh, the air goes through the irons and
[48:28]
everything else. Looks like a person
hanging there.
[48:31]
» Okay, got it.
>> Yeah, because I kind of wonder if it was
[48:33]
a actual dryer or if it's a something
like they had already that was built
[48:38]
before. Good. No, that's a real
positive, I think. Any questions,
[48:42]
Councelor McFale?
>> No questions. I think it's a great
[48:45]
thing. Anything we can do to pro to um
health and safety for our firefighters,
[48:50]
it's great.
>> Council,
[48:52]
» I think it's wonderful, too.
>> Good.
[48:55]
» Be resolved with bylaw number 2026 being
a bylaw to authorize the execution of
[48:59]

protection grant FY25-26
[49:04]

[49:12]
» I move.
>> Councelor Salary, do you second?
[49:14]
» I second. I'll call for the vote. Uh,
councelor McFale,
[49:18]
» yay.
>> Councelor Salary,
[49:20]
» yay.
>> Councelor Bley,
[49:21]

[49:35]
Uh, bit resolve bylaw number 20 2603

>> I move.
[49:58]
» Councelor Sry, do you second?
>> I second.
[50:00]
» I'll call for the vote and then we can

[50:05]
» Councelor Lumley,

[50:26]

>> Councelor Mcy any questions?
[50:30]
» I don't have any questions. No.
[50:34]
» Quickly, look at this again.
[51:02]
All right.
uh be resolved. Bylaw number 202603

[51:29]
Councelor Lemley,
>> yay. Councelor McFale.
[51:32]
» Yay.
>> Councelor Salary.
[51:34]
» It.
>> That was carried.
[51:40]
» Be resolved. The council of corporation

2,988
[52:14]
cents plus HST of 37711 and any and all
township administrative and legal costs.
[52:21]
Councelor Lemley, do you move?
>> You move.
[52:23]
» Councelor Sary, do you second?
>> I second.
[52:29]
» Any questions or comments? Councelor
McFale.
[52:32]
» Uh, no questions.
>> Okay. Councelor Lley, any questions?
[52:37]
» I do. I just have one for staff. So when
this happens, right, the sale of
[52:41]
something like that, do the adjacent
owners and everybody get notified of
[52:46]
that sale of of that allowance? You know
what I'm trying to say? Like
[52:51]
» so yes. So what happens is when the um
survey is being drafted and the draft
[52:57]
service is going before the sale's done,
it's circulated to the to the
[53:02]
neighboring property owners to confirm
boundaries. That's what I was
[53:04]
» the only individual that can purchase
the shore allowance in the scenario
[53:08]
would be these individuals because it's
in front of their lands at the shoreline
[53:12]
but um it's a verification to uh make
sure so it is um sent forward to to both
[53:18]
parties and for their comment if they
they choose to make comment.
[53:22]
» Thank you.
>> Um councelor McFale, did I ask you if
[53:27]
you had any comments?
>> Yes, I said no. I'm fine.
[53:30]
» Council any comments?
Uh call for the vote. Uh councelor
[53:35]
McFale.
>> Yay.
[53:37]
» Councelor Sry.
>> Yay.
[53:38]
» Councelor Lumley.
>> Yay.
[53:40]
» Carried.
[53:55]
It resolved the bylaw number 2020604
uh bylaw to close and sell part of the
[54:00]
original shore road lining in front of
lot 24 concession 6 opposed by bylaw 399
[54:06]
registered as PE3269

second reading.
[54:25]
Councelor McFale, do you move?
>> I move.
[54:28]
» Councelor Sar, do you second?
>> I second.
[54:30]
» I'll call for the vote. Uh, councelor
Lumley.
[54:33]
» Yay.
>> Councelor McFale.
[54:35]
» Yay.
>> Councelor Salary.
[54:36]
» Yay.
>> That was carried.
[54:42]
Any questions or comments?
Council McFail. Any questions or
[54:47]
comments?
>> No.
[54:49]
» Okay.
Uh, be it resolved bylaw number 202604,
[54:53]
a bylaw to close and sell part of the
original shore road allowance lying in
[54:56]
front of lot 24, concession 6, proposed
by bylaw 399, registered as PE 3269,

Councelor Lley, do you move?
[55:18]
» I do move. Councelor McFale, do you
second?
[55:20]
» I second.
[55:24]
» I'll call for the the vote. Councelor
McFale,
[55:27]
» yay.
>> Councelor Lumley,
[55:28]
» yay.
>> Councelor Sary,
[55:30]
» carries.
[55:44]
» Uh, be resolved. Bylaw number 202605
being a bylaw to remove the holding
[55:49]
overlay provision from bylaw number
201421 is amended as zoning bylaw for
[55:54]
the township of Perry with respects to
lands legal described as part of lot 22
[55:59]
and part of lot 23 concession 4 and the
township of Perry designated as part one
[56:04]
on plan 42R8116
except for part one on plan 42R 1132
[56:13]
be given first and second reading.
Uh, councelor Sar, will you move?
[56:18]
» I move.
>> Councelor Lumley, do you second?
[56:19]
» I second.
>> Um,
[56:23]
call for the vote, then we I'll ask
questions. Councelor McFale.
[56:27]
» Yay.
>> Councelor Sar.
[56:29]
» Yeah.
>> Councelor Lmley.
[56:30]
» Yay.
>> That was carried. Any questions or
[56:33]
comments?
>> Councelor Lley.
[56:39]
» Oh, I read it. I I my T4 reports quite
quite entailed.
[56:45]
» Mhm.
>> I guess I you know the only question I
[56:47]
had and I seen the new existing
footprint that the property owner wanted
[56:52]
to put a new house on. The only the only
thing I had to say is it's just that
[56:57]
that lot looked like it went right back
to the railway track. Right. And it's
[57:01]
pretty much almost it's very at the back
of that lot. If you go downh
[57:07]
there's two good right here. Next one
down. There's another photo like that.
[57:13]
It shows where the transfer station is.
Which one am I looking at here?
[57:19]
Part of the environmental impact
or the deep core study. Sorry.
[57:25]
It show.
>> Yeah.
[57:29]
Appendix A.
[57:35]
» There we go.
back. Yeah. So, that's where the new
[57:40]
house is behind the old one. Except you
see where that back black line is?
[57:44]
That's railway line behind this house.
My only question is I was just wondering
[57:47]
like when's it come that the railway
needs to be notified of any like
[57:51]
» I'm sure they'll have been notified.
>> They have to be. Yes. So, um when it
[57:56]
comes in the building, there'll be
comments from uh railway, there'll be
[58:00]
comments from MTO for highway 592. So,
all of that is still in place. Will
[58:06]
still be a requirement. Okay,
>> this is just allowing them to be able to
[58:09]
proceed
>> development to take the overlay which
[58:13]
had to do with the um
>> the um contamination and things from
[58:18]
each shade of the dump site.
>> So that's what that study is for.
[58:22]
» Okay, I'm satisfied.
>> The applicants have confirmed they meet
[58:24]
zoning with everything else. They did do
an amendment to their site plan to
[58:29]
ensure that they met the zoning, right?
And so that's all done. So once they go
[58:32]
through the stage then they'll proceed
with the building department which will
[58:35]
have to get the um depending on the
distance
[58:40]
» they are from CN will outline whether or
not they need to follow up with them for
[58:44]
permit and the same and in this one here
you they would need to get um approval
[58:49]
through from
>> MD right because it's finite. Okay,
[58:53]
thank you.
>> You're welcome.
[58:56]
» Uh councelor Sour any questions?
>> No questions.
[58:58]
» Uh councelor male any questions? No
questions.
[59:02]
» Okay.
Be it resolved that bylaw 20265
[59:06]
being a bylaw to remove the holding
overlay provision from bylaw number
[59:11]
201421 is amended. The zoning bylaw for
the township of Perry with respects to
[59:15]
lands described as part of lot 22 and
part of lot 23. Concession for Township
[59:21]
of Perry designated as part one on plan
42R8
[59:26]
8116 except for part plan 42R 11132 be
given final third and final reading to
[59:34]
act the council. Councelor Sry, do you
move?
[59:36]
» I move.
>> Councelor McFale, do you second?
[59:38]
» I second.
>> I'll call for the vote. Councelor Sry.
[59:41]
Yay.
>> Councelor Lumley. Yay.
[59:43]
» Councelor McFale.
>> Yay. That
[59:45]
» was carried.
[1:00:09]
Uh, be it resolved that bylaw number
2026
[1:00:12]
06 being a bylaw to enter into an
agreement for the provision of regional
[1:00:16]
economic development services be given
first and second reading. Councelor
[1:00:20]
McFale, do you move?
>> I move.
[1:00:22]
» Councelor Lumley, do you second?
>> I do. Second.
[1:00:24]
» I'll call for the vote and then we can
have a discussion. Councelor Lumley.
[1:00:27]
Yay.
>> Councelor McFale.
[1:00:29]
» Yay.
>> Councelor Sary.
[1:00:30]
» Yay.
>> Carried.
[1:00:35]
Any discussion on what we have?
So, I talked to just to start, I talked
[1:00:41]
to Kim earlier here today and um when
you look at the graph, you can obviously
[1:00:46]
see Perry is uh pulling in the larger
putting in the larger amount of the
[1:00:50]
funds to keep it going for the next two
years. One of the things that I
[1:00:54]
questions I had is where does it end up
when somebody doesn't want to be another
[1:00:59]
municipality is not participating but
they have in the past and now people
[1:01:04]
still want to have services and Kim sent
me and I didn't get a chance to look at
[1:01:08]
it yet. Kim you want to go over that
quickly? Uh so the ACE uh staff report
[1:01:14]
going to their meeting um tomorrow night
uh is proposing a fee schedule for uh
[1:01:21]
services uh that municipalities can
purchase on. So for instance, if they
[1:01:25]
want to utilize uh ACE for grant writing
only, then there would be a fee that
[1:01:30]
they would pay to get that service. Um
and then they had like different levels
[1:01:35]
and that's
>> nonparticipating members, right?
[1:01:37]
» Yeah.
>> Yeah. Yeah. So, I just wanted to make
[1:01:40]
sure that was clarified.
Um, any comments, councelor McFale?
[1:01:46]
» Uh, no. I just I'm just grateful to uh
Perry for wanting to at least stay in it
[1:01:52]
until like my biggest concern has always
been we have that CENO funding and we we
[1:02:00]
all s well we signed on to stay on until
the at least until the CENO funding.
[1:02:05]
Now, we're saying two more years. Um,
who knows what's going to happen because
[1:02:09]
I know the numbers are seeming to go
down. Um, so we will be faced with some
[1:02:16]
decisions to make as in the future. I
know we we're going to have a quite a
[1:02:21]
discussion at our meeting tomorrow
night. Um, but um, economic development
[1:02:27]
is something I've always felt it you
don't do it just by yourself. Um it's
[1:02:33]
um so I just I'm grateful that Perry is
wanting to stay in it for the time being
[1:02:40]
and we'll um see where it goes and I
hope we can stay in for a little while
[1:02:46]
longer.
>> Yes.
[1:02:50]
[clears throat] So it's not right to
like you know talk about one's neighbors
[1:02:54]
but there's 12 municipalities right and
I think we start have to start you know
[1:02:58]
talking honestly with each other right
you know and and and being pretty
[1:03:02]
transparent and forefront with these
conversations because it is important
[1:03:05]
like Maran said and it's not the first
time our group has talked about this but
[1:03:09]
it's not the first time that ACE has
been form formulated before it was
[1:03:14]
something else and before that it was
something else it's had a long road with
[1:03:18]
many acronyms, but now it's a magnan
community economic development, right?
[1:03:23]
And [clears throat] I hate to say this,
but we as a group kind of said, "Okay,
[1:03:28]
let's try this as a group." And as
council male has alluded to, there's
[1:03:31]
been people that have pulled out or felt
different ways, but in the end of it,
[1:03:35]
the way I look at it is
you're going to pay for economic
[1:03:39]
development one way or the other. So, if
you're a municipality that doesn't want
[1:03:43]
to be involved with this group and you
want to grow your municipality, you're
[1:03:47]
probably going to have to get someone
involved with economic development and
[1:03:50]
you're going to pay that person a fee,
right? So, what this this a is that
[1:03:57]
we're stronger as a as a a shared
service with these services going
[1:04:02]
forward and and pitching in and and
making this this this time stick and
[1:04:07]
this time work. I I know it sounds silly
and I took me a little bit at the first
[1:04:12]
time my first time counselor to be
dragged to the table of believer
[1:04:16]
believing in the the medicine that we're
swallowing right now, but I do I I have
[1:04:20]
seen positive action with ACE. They have
got traction in this area and they're
[1:04:25]
doing good things for this community or
and for this region. So
[1:04:31]
for the municipalities that have jumped
out, all I can say is that yeah, I am
[1:04:34]
happy. It's an election year, so the
ball's up. It might change, you know,
[1:04:39]
the municipalities and have they all
wanted to be in it. Well, here we go.
[1:04:42]
It's 2026 and maybe new councils and new
faces. Maybe they'll feel differently
[1:04:47]
and maybe they'll give it a shot. And I
am I'm excited for that. That's that's
[1:04:51]
that's what I got to say. I really am.
We'll see. We'll see where where the
[1:04:55]
where the cards hold cuz next year it's
a different story. I felt no shame in
[1:04:59]
going in with Margaret and going to
different municipalities and selling
[1:05:03]
ace. You're not selling it. You're
you're you're explaining the benefits of
[1:05:07]
it, right? And one neighbor benefits
like so what what are we trying to say
[1:05:11]
here? Let's just [clears throat] be
honest. Carney, our neighbor is not in
[1:05:13]
at ace right now. Okay. But they're
going to have their
[1:05:17]
» they get the follow from it.
>> That's right. There you go. And they're
[1:05:19]
going to have their carne dog side race.
But guess what? We're going to benefit
[1:05:22]
off that, too. We got restaurants, we
got uh other vendors, we got community,
[1:05:27]
we got we got [clears throat]
community general stores and and grocery
[1:05:32]
stores that are going to benefit from
that dog race, right? So that's economic
[1:05:35]
development. What what goes on one
community, it benefits other
[1:05:38]
communities, right? So I think we have
to start reooking at that and revisiting
[1:05:43]
that and really keeping that in our
minds going forward.
[1:05:47]
» Thank you. Any questions or comments? I
think economic development is it's
[1:05:52]
crucial to keeping the area growing for
sure. I agree with Conley on that.
[1:05:58]
» Okay. Thank you everyone. Resolve bylaw
number 20 2606 being a bylaw to enter
[1:06:04]
into agreement for the provision of
regional economic development services
[1:06:08]
be given third and final reading and
acting open council. Councelor Lumley,
[1:06:12]
do you move?
>> I do move.
[1:06:13]
» Councelor Salary, do you second?
>> Second.
[1:06:15]
» I'll call for the vote. Uh councelor
McFale. Yay.
[1:06:19]
» Councelor Lley.
>> Yay.
[1:06:20]
» Councilor Sari.
>> Hey.
[1:06:22]
» Carried.
[1:06:26]
» Thank you.
[1:06:33]
» Uh B resolve. The council of corporation
township of Perry hereby approves the
[1:06:37]
health and safety report dated January
21st, 2026.
[1:06:41]
Councelor McFale, do you move?
>> I move.
[1:06:44]
» Councelor Lumbly, do you second?
>> A second.
[1:06:46]
» Any questions or comments? So, it was
fairly lengthy this time, Beth.
[1:06:57]
» I think you put that together, didn't
you, Beth? Yeah.
[1:06:59]
» Yes, I did.
>> Yeah.
[1:07:02]
» Can I make a comment?
>> Yes, please.
[1:07:04]
» Yeah. I I am just so grateful to our
staff for having to deal with all this
[1:07:10]
winter. Uh this winter seems to be
continuing to give us whatever. We never
[1:07:17]
know daytoday what it's going to give
us, but I can't even imagine what
[1:07:21]
they're dealing with. And I'm so glad we
have a safety um that we're concerned
[1:07:25]
about their safety out there. Um and uh
um you know, you can never keep them
[1:07:32]
safe enough, especially when people are
getting, you know, what is it on
[1:07:35]
highways with accidents and and people
are sitting on the highway now because
[1:07:39]
there's road closures and that kind of
thing. So anyway, that's my comment.
[1:07:46]
and the port it spreads out to not just
the staff, it's the the residents,
[1:07:50]
members of the public that are using the
library, the community center coming to
[1:07:54]
our facilities. Um, so that's got to be
maintained. So, it's one thing that
[1:07:59]
we've had some discussions. So, like our
park staff now because the snow is
[1:08:02]
building up throughout the day, so
they're coming in the afternoons and
[1:08:06]
doing some of that maintenance again
because the morning route just isn't
[1:08:09]
just enough now, right? Um they've had
some struggles with that ice uh rink
[1:08:14]
this year because they just get the ice
built and then it goes into a saw and
[1:08:19]
then there's there's individuals that
are going out onto the ice and then they
[1:08:22]
damage the ice and then there's they've
got to be able to check and make sure
[1:08:26]
it's safe because there could be pockets
where there's holes into the ice. So
[1:08:32]
it's been a it's been a challenge for
them with the ice making. And that's
[1:08:36]
that's um one positive. when we were
speaking about this new Novar rink build
[1:08:41]
is that um with having that
refrigeration is that once the the team
[1:08:46]
gets the ice built, it'll be there for
the season. Whereas unfortunately um
[1:08:52]
with the regular outdoor rinks that you
do face like open enclosures and and I
[1:08:57]
know that's frustrating to the
residents, but we're at the mercy of the
[1:09:00]
of the weather, right? learning for me.
>> So,
[1:09:03]
» and it's got to be frustrating for our
guys trying to build ice because they no
[1:09:07]
sooner get a good layer of ice there and
three days later it's got water puddles
[1:09:11]
on it again. That's got to be just
>> hard hard to put up. You put that work
[1:09:16]
into it and suddenly it melts on you
again. So,
[1:09:19]
» but from what I understand, we're going
to have ice for the next four or five
[1:09:22]
days. Getting pretty cold at night. So,
looks like I don't think it's going to
[1:09:26]
melt before the weekend this time.
[laughter]
[1:09:29]
» No. Any other questions or comments on
that?
[1:09:33]
We're good. Um,
[1:09:38]
I'll ask for the I think I read that
already. I'll ask for the vote. Uh,
[1:09:42]
councelor Lley.
>> Yay.
[1:09:43]
» Councelor Sar.
>> Councelor Mcale.
[1:09:46]
» Yay.
>> That was carried.
[1:10:00]
Uh be it resolved the council of
corporation and township perry have no
[1:10:04]
objection to consent application B05025
for Marshall subject to the following
[1:10:09]
conditions. A draft reference plan of
survey shall be submitted to the
[1:10:14]
secretary treasurer for the southeast
planning board
[1:10:18]
uh to the municipality to review prior
to registration. The township of Perry
[1:10:22]
requires four paper copies and one PDF
copy for its files. Councelor McFale, do
[1:10:28]
you move?
>> I move.
[1:10:29]
» Councelor Salary, do you second?
>> I second.
[1:10:32]
» Does anyone have any questions or
comments on this?
[1:10:38]
» By the
[1:10:45]
government program.
[1:10:51]
So, the only thing I would ask, Beth, is
is this going to be zoned the same as
[1:10:56]
the pre the property it's benefiting?
>> Both properties are have the same
[1:11:00]
zoning.
>> Oh, do they? Okay. Sorry.
[1:11:03]
» Um, no other questions or comments?
Call for the vote. Councelor Sry. Yay.
[1:11:09]
» Councelor Lley. Yay. Councelor McFale.
>> Yay. And carried.
[1:11:30]
» [clears throat]
>> be resolved. The council township of
[1:11:32]
Perry have no objection to consent
application B05525
[1:11:36]
for Douglas subject to the following
conditions. The township requires a cash
[1:11:40]
and new parkland payment of 5% based on
the assessed value of the newly created
[1:11:44]
lot. The township requires four copies
of the new survey together with a
[1:11:49]
digital PDF copy for our records. The
draft reference plan of survey shall be
[1:11:54]
submitted to the secretary treasurer of
the district planning board and to the
[1:11:58]
municipality for review prior to
registration.
[1:12:01]
If the reference plan or other evidence
discloses that either the surveyed
[1:12:06]
property or the retained property owned
by the applicant contains a deviation
[1:12:10]
road maintained by the municipality as
the public road, then the applicant
[1:12:14]
shall survey and transfer such deviation
road to the municipality
[1:12:19]
as a condition of severance. The area to
be severed and transferred shall
[1:12:23]
generally be 66 feet in width and
centered upon the center line of the
[1:12:28]
present traveled road. In situations
where this is impractical, the applicant
[1:12:33]
should discuss how this requirement will
be fulfilled with the municipality
[1:12:37]
before reference plan is finalized.
Prior to the finalization of consent,
[1:12:41]
the district planning board must advise
in writing that the municipality had
[1:12:46]
that above conditions has been
satisfied. The township requires
[1:12:50]
confirmation from the working road
supervisor or entrance permits can be
[1:12:54]
obtained on the newly created lot.
Uh the North Bay Manawa Conservation
[1:13:00]
Authority has no concerns or objections
with regard to sewage disposal systems
[1:13:04]
on the severed parcel.
Uh
[1:13:09]
Council McFale, do you move?
>> I move.
[1:13:12]
» Council LY, do you second?
>> I do second.
[1:13:16]
» Uh anyone have any questions or
comments?
[1:13:20]
» No question.
>> Questions here, Council L.
[1:13:24]
Okay, I'll call for the vote. Uh,
councelor Cry.
[1:13:28]
» Yeah.
>> Councelor McFale.
[1:13:30]
» Yay.
>> Councelor Lick.
[1:13:32]
» Yeah.
>> That was carried.
[1:13:48]
Uh be it resolved the council of the
corporation of township of Perryi hereby
[1:13:51]
accepts the recommendation by the
working road supervisor to retain Tull
[1:13:55]
engineering for the bianual bridge
inspections for 2026 onward.
[1:14:00]
Uh councelor Lmley, do you move?
>> I move.
[1:14:03]
» Councelor Sary, do you second?
>> I second.
[1:14:05]
» What does that word mean for onward?
>> It's only just for the one season. Are
[1:14:11]
we going to carry on? Oh, we keep
carrying on with them
[1:14:14]
» for engineer record for that
>> until working supervisor says different.
[1:14:19]
» Yeah. Has a fight with
>> so it doesn't have to come.
[1:14:22]
» All right. Got it. Thank you, Kim. Uh,
councelor Lama, you move.
[1:14:26]
» I do.
>> And councelor S, you second?
[1:14:28]
» Second.
>> Any questions or comments?
[1:14:31]
» Councelor McFale?
>> No.
[1:14:33]
» Okay, I'll call for the vote. Uh,
>> councelor Lumley.
[1:14:37]
» Oh, yay.
>> Councelor Sar.
[1:14:39]
» Yeah.
>> Councelor McFale.
[1:14:40]
» Yay. That was carried.
Actually, that's um Is that roughly the
[1:14:46]
same cost as it was the last time?
Because I thought that the price seemed
[1:14:50]
pretty reasonable.
>> Yeah, it's it's not. It's only I think
[1:14:53]
$200 difference or something.
>> Yeah, I was going to say it seemed
[1:15:06]
resolved. Council Corporation Township
of Perry hereby wave the procedures for
[1:15:10]
procurement on the fire department
administrative vehicle and authorize
[1:15:13]
staff to purchase directly from Bickley
Ford one new 2025 Ford Broncos Sport at
[1:15:20]
a quoted price of $41,140.98
[1:15:25]
plus tax and further that the lights and
radio supplied and installed by Spectrum
[1:15:30]
Communic Communications [clears throat]
at a quot price of 12,6527
[1:15:35]
plus act. Councelor McFale, do you move?
>> I move.
[1:15:38]
» Councelor Sal, do you second?
>> I second.
[1:15:41]
» Questions or comments? Any comments or
questions here?
[1:15:46]
» Male November, right?
>> Council McFale, any questions?
[1:15:51]
» No questions. No.
>> Yeah. I think this does one thing. It
[1:15:54]
speeds up the process, too, because it's
already in stock. We're not going to
[1:15:58]
wait for 6 months on whether or not uh
it's being made or available or it
[1:16:05]
doesn't come in and it's orange and we
have to take it anyway.
[1:16:08]
» Yep.
>> And we also looked at the other uh local
[1:16:11]
dealers to see what they had on their
lots and what would be, you know, what
[1:16:15]
we needed. Um and this was the only one
really that fit. Um a lot of the other
[1:16:21]
vehicles have sunroofs which are no good
because you need to put the lights on
[1:16:24]
and everything. Mhm.
>> Will Chief Douglas probably be putting
[1:16:30]
like Perry's album like fire chief?
>> Yeah,
[1:16:33]
» exactly.
>> Yeah, it'll be a numbered year. Yeah,
[1:16:36]
» definitely. It'll look like the other
trucks when it's done,
[1:16:38]
» right? Just to identify. Yeah.
>> Yeah.
[1:16:41]
» And just out of curiosity, I did ask if
there was parking at his place through
[1:16:45]
Kim and he verified that there's not a
problem for parking on a on this parking
[1:16:51]
lot. doesn't have to be parked on the
road or anything like that for
[1:16:53]
professional liability issues, that kind
of thing. It's good. Uh, anyone else
[1:16:58]
have any questions?
I'll call for the vote. Uh, councelor
[1:17:03]
Sari,
>> yay.
[1:17:04]
» Councelor McFale,
>> yay.
[1:17:06]
» Councelor Lley,
>> yay. Terry
[1:17:20]
whereas the council township of Perry
receives a quest request from the Omega
[1:17:24]
Minor Hockey Association
U13 LL for I think I think that's youth
[1:17:30]
13 is that
>> under 13
[1:17:32]
» under local league.
>> Okay. uh for a financial donation of
[1:17:37]
$1,000 or any funds would be helpful as
per the township of Perry donation
[1:17:41]
policy to support the hockey team's
international silver stick tournament.
[1:17:46]
Uh be it resolved the council township
of Perry support a financial donation to
[1:17:50]
the Elme softball associate in the
amount of and it's empty
[1:17:55]
that off. It's we Jeff and Amy have
something in here so it probably got
[1:17:59]
confused. It needs to say my minor
hockey the softball one is following
[1:18:04]
this. Just
>> right. What is that? [clears throat]
[1:18:07]
» It's just one word, but it appears all
under
[1:18:13]
» you
>> once in a while. My eyes are sharper now
[1:18:17]
that I have.
Take them all.
[1:18:20]
» Okay. So, it says be resolved to council
township of Perry support a financial
[1:18:25]
donation to the Elmein hockey
association under 13 in the amount of
[1:18:32]
councelor LM. You do move. I do move.
>> Councelor McFale, do you second?
[1:18:36]
» I second.
>> Discussion. We haven't got an amount yet
[1:18:39]
for this year's budget, do we, Kim?
>> Not yet.
[1:18:43]
» Normally, we have a donation amount of
$2,000.
[1:18:46]
» Yes.
>> And I believe you've already allocated
[1:18:49]
funds.
>> We gave 500 to
[1:18:53]
» special
>> Special Olympics.
[1:18:55]
» Yes. Think we might want to double that
donation.
[1:19:00]
Anyways, just my opinion. It's always
been that two, right? Two free.
[1:19:04]
» Well, I've noticed it's coming more and
more all the time. People want
[1:19:09]
» Yeah. donations, right? Oh,
>> the police fund that we just talked
[1:19:13]
about doesn't come out of that, would
it, Kim?
[1:19:15]
» No. No,
>> that's that's Yeah.
[1:19:19]
» Okay. Because [clears throat] I know we
always do. There's the others that
[1:19:24]
constantly come in too.
a staffer that I'm just curious because
[1:19:28]
I knew other municipalities had received
the same letter in lie of have they have
[1:19:33]
they reached out and asked any others
what they their donation have they
[1:19:37]
donated
>> um we directed not to because every
[1:19:39]
municipality is different like our
policy um we go we address whether or
[1:19:44]
not this meets the municipalities policy
>> criteria um
[1:19:48]
» criteria so we don't really gauge it
because some of the other municipalities
[1:19:51]
might not have a donation policy
[1:19:58]
So just out of curiosity, this they hold
this where Sunundidge or is this where
[1:20:04]
they
>> It was it was held I think in Niagara
[1:20:06]
Falls area I think is what
>> but the teams are from local teams from
[1:20:10]
like Sunidge.
>> It's only one team. This will only
[1:20:12]
benefit 13 children. It's one team. It's
not the actual
[1:20:18]
» hockey association. It's only one team
that the money would go to. It's not
[1:20:22]
going to go to the association itself.
It's only going to go to the children
[1:20:26]
that are going through the silver stick
tournament.
[1:20:29]
» Okay.
Got it.
[1:20:34]
» Amount. Somebody throw out an amount.
>> What do you think, CL?
[1:20:41]
» What are they asking for?
>> Thousand.
[1:20:44]
» That's 13 kids.
>> And it doesn't I think in the report it
[1:20:48]
does outline it doesn't meet the
donation policy. So, it's at council's
[1:20:51]
discretion today.
[1:20:57]
» I throw a number out there at $200.
>> Yeah,
[1:21:03]
» I can go with that.
>> Yeah, I'd be supportive of that.
[1:21:08]
» So,
to start to start. Sure. Okay.
[1:21:14]
Um,
I'll call for the vote at $200. How's
[1:21:18]
that?
[1:21:22]
Uh, councelor McFale.
>> Yay.
[1:21:25]
» Councelor Lley.
>> Okay.
[1:21:26]
» Councelor Sary.
>> Yes.
[1:21:28]
» Carried.
[1:21:34]
» Uh, can we maybe have a chat? Sorry,
officer. Can we maybe just think about
[1:21:38]
that a budget time though? Like index
that
[1:21:41]
» when we discuss? Yeah, when we
>> discuss. Do you have one? Okay.
[1:21:44]
» Just so I don't forget about it, right?
>> How many years has it been the same
[1:21:47]
amount? Kim, can do you know
>> 66
[1:21:53]
or something?
>> Uh whereas uh council the township of
[1:21:57]
Perry receives a request from the
Almeguin Minor softball association
[1:22:02]
uh for a financial donation as well as
an inkind donation as per the township
[1:22:07]
of Perry donation policy to support the
softball team's 2026 season. Be a
[1:22:12]
resolved the council of the township of
Perry support a financial donation to
[1:22:17]
the Omegen Minor Softball Association in
the amount of $250,
[1:22:22]
$100 towards insurance and 150 towards a
year-end event. And further that council
[1:22:28]
approves the use of the Novar baseball
field, chalk machine, and sports
[1:22:33]
equipment for the league to use for the
season. And further that council
[1:22:36]
approves the use of either the Novar
community center or the Msterdale
[1:22:41]
Community Center for the year-end event.
Councelor Salary, do you move?
[1:22:44]
» I move.
>> Councelor Lley, do you second?
[1:22:46]
» Second.
>> Um,
[1:22:50]
go ahead.
>> Just a quick one that this is um this
[1:22:54]
will be I think it's the fifth year in
in going now. So, this Omega Minor
[1:22:58]
softball was done by the municipality
and it still has six members in it. six
[1:23:04]
municipality members in it that have now
taken it out of the municipal hands and
[1:23:09]
made it a nonprofit organization. Right?
So that's why the donation request is
[1:23:13]
coming back like this. Right? So before
like we'd have we this association now
[1:23:18]
has to do its own administration. It
needs to collect the monies. It needs to
[1:23:22]
do its own registration. It's not
falling on staff's shoulders anymore.
[1:23:26]
It's falling on outside. Right.
>> So this is uh Mr. Marshall, who's um a
[1:23:32]
board member of the minor uh softball
association, getting a jump start on
[1:23:38]
this season because, you know, it's
going to come fast.
[1:23:41]
» Comes fast,
>> right?
[1:23:43]
» Kudos to him.
>> The the one thing that they had also
[1:23:49]
requested was the use of the um shed for
the summer. One of the problems is the
[1:23:54]
shed, the location of it is actually in
the Fston area that we don't have access
[1:23:59]
to this year.
So that is um one of the
[1:24:05]
» we do have the community garden shed
that we could potentially use um as long
[1:24:12]
as it's put back in
>> not just throwing in. Yes, I understand.
[1:24:18]
And I think again that maybe with some
challenges that's going to add with the
[1:24:21]
parking if this construction is still
going on during the baseball season. Um,
[1:24:26]
parents are going to have to be notified
by coaches and board members that the
[1:24:30]
parking is going to be up in the
>> end of the That's right.
[1:24:32]
» Yeah.
>> Y
[1:24:35]
is there any shelving in that unit uh
for storage?
[1:24:38]
» Not that one. Not the u not the uh
>> But it wouldn't take much to get some
[1:24:43]
shelving in there to put their stuff on,
right?
[1:24:46]
» Yeah. Usually it's just a couple big
bags, right, for bases and stuff.
[1:24:50]
» I don't know. You have to ask Kim. She
knows. She knows what's on the floor.
[1:24:53]
Yeah, [laughter] I've seen I've seen the
pictures.
[1:24:56]
» Yes.
>> Wasn't me.
[1:25:00]
» More of a hot chocolate kind of guy.
>> Uh, any other questions?
[1:25:06]
I'll call for the vote.
[1:25:10]
» Councelor Ling,
>> I'm in favor.
[1:25:12]
» Council McFale?
>> Yay. Councelor
[1:25:14]
» Sar. Yes. Carried.
[1:25:27]
Whereas the use of aerial spray and
glyop phosphate for forestry uh poses
[1:25:34]
significant biodiversity loss, harmful
health effects and wildlife, loss of use
[1:25:40]
to land for recreational tourism and
hunting, gathering purposes, water
[1:25:44]
contamination, and concern about the
effects on human health. And whereas
[1:25:49]
municipalities have limitability to
address the issue of the aerial spray of
[1:25:54]
glyos glyophosphate particularly on
crown land and require provincial
[1:26:00]
leadership and regulation. And whereas
the province of Ontario has a
[1:26:04]
responsibility to protect the
environment and public health and must
[1:26:08]
take action to reduce the harm caused by
the aerial spray. Now therefore, be it
[1:26:13]
resolved the council of the corporation
of township of Perry hereby urges the
[1:26:16]
federal and provincial governments to
take immediate action to end the aerial
[1:26:20]
spraying.
Uh, councelor Sar, do you move?
[1:26:24]
» I move.
>> Councelor McFale, do you second?
[1:26:26]
» I second.
>> Uh, questions or comments?
[1:26:30]
Anyone?
>> So, what's the actual purpose of the of
[1:26:32]
the spraying of that for forestry
purposes? Like what what purposes are
[1:26:35]
they talking about? I wonder.
>> Don't they use it along the side of the
[1:26:39]
roads too when they're spraying kill the
weeds and stuff?
[1:26:43]
» Well, I know I'm going to sound silly,
but is that the same people that are uh
[1:26:47]
spraying? Sometimes they spray they'll
come to your residence and they'll offer
[1:26:51]
a spray service to kill uh No, that's
totally different. Okay. So, that's not
[1:26:57]
harmful at all. Right.
>> Well, tell you.
[1:26:59]
» Well, they but yeah, they tell you close
all your windows, right?
[1:27:05]
I I I'm not too sure if they do it for
uh certain like caterpillars, that kind
[1:27:09]
of thing sometimes that are in the bush
sometimes. I know
[1:27:12]
» this is something different. I think
it's completely for vegetation. Yeah,
[1:27:16]
vegetation.
>> Kills vegetation.
[1:27:17]
» Yes.
>> Lower growth vegetation.
[1:27:23]
» Yeah. It's got to be pretty wicked
stuff, right?
[1:27:26]
» I would say.
So if they don't spray it, then what
[1:27:31]
happen? They have to go in
manually remove this stuff.
[1:27:34]
» I have no idea. I don't know enough
about it.
[1:27:37]
» No,
[1:27:41]
» I know. Um, and I I would assume like
they're not they don't spray like
[1:27:47]
Well, it says particularly on crowned
land. And I can't imagine they go over
[1:27:51]
and fly over and spray a lot of crown
land. Do they?
[1:27:55]
» I don't know. I've never
>> Yeah, I know up north they were talking
[1:27:58]
about spraying to kill certain tree
species so they could have more logs.
[1:28:03]
» But that's not what this is about.
>> No, I think this is mainly undergrowth
[1:28:07]
in certain areas that they're trying to
control. I don't know. Maybe along power
[1:28:11]
lines, major power lines, that kind of
thing. I don't know. Towers.
[1:28:15]
» Any idea, Ken?
Any idea? So this would it be helpful
[1:28:21]
that this young lady uh Ash Ashley Awan
would she would would she would she be
[1:28:27]
considered to have like a you know to
come or even speak on it you know
[1:28:32]
» or is even necessary.
>> So Ashley what she has likely done in
[1:28:36]
all likelihood is there's a lot of
municipalities are up against it because
[1:28:41]
it is affecting their water quality
health and things like that. So they're
[1:28:44]
urging it spreading out and so she's
linked on to it and when she selects it
[1:28:48]
automatically plots up that email to
circulate to your municipal.
[1:28:52]
» Oh, I see.
>> So u whether or not she would have any
[1:28:55]
more information than reading it on u
the website that's um the
[1:29:01]
» the group that has been um that she had
had linked in
[1:29:06]
» would it be M&RF that controls this?
>> I believe so. Could we reach out to them
[1:29:11]
for more information on
>> Yeah. See if they give us a little more
[1:29:15]
information on it.
>> We can.
[1:29:17]
» Yeah.
>> I think that's the easiest.
[1:29:19]
» Yeah. I think if we did that, then we'd
have a better
[1:29:22]
» understanding of what's actually
happening there.
[1:29:24]
» I agree.
>> What areas are
[1:29:26]
» it's roadside or
[1:29:31]
» also does it under not a for fire issue?
We don't know.
[1:29:38]
Council
>> McFale.
[1:29:39]
» Um I just wanted to know if we could
find out what uh municipalities there.
[1:29:45]
She's saying there's a lot of
municipalities that have um express
[1:29:49]
their concern about this. I would I'd
like a little bit more information.
[1:29:54]
» Yeah.
>> So
[1:30:00]
like
>> Yeah. I know when you travel through a
[1:30:04]
lot of their national parks down south
and I mean they're they're more
[1:30:08]
controlled they're smaller areas than
what we have but they do control burns
[1:30:12]
every year on
>> really.
[1:30:13]
» Yeah. And I was talking to uh three
fellas down there. They the those three
[1:30:19]
guys burn about a thousand acres a day.
Three of them.
[1:30:22]
» Holy.
>> And they use nothing but drones.
[1:30:25]
» And it says all they do is drop little
fire pockets down. And he's and they say
[1:30:29]
they watch the weather, they watch the
winds, and if it gets too much, they
[1:30:33]
drop a little fire in front of the fire
and it puts that big fire out.
[1:30:36]
» Wow.
>> It's pretty amazing when you see how
[1:30:38]
they're doing that. Like I just Nobody's
on the ground. It's all aerial drones
[1:30:42]
flying over watching it and drones
dropping these little fire pucks down.
[1:30:47]
So it's
but I don't think you'd want to try that
[1:30:50]
up here because it's never
>> Yeah. Right.
[1:30:55]
» Just amazing how some of these people
control the undergrowth. Right.
[1:31:02]
» Just in regards like so uh on government
Canada website. So products containing
[1:31:08]
gla phosate are used to control weeds
including invasive weeds and toxic
[1:31:13]
plants such as poison ivy. But it would
probably be um like the roadside
[1:31:18]
management as well. Um when you see like
the uh
[1:31:23]
» I don't know what that
>> the weed is fragmate.
[1:31:27]
» Yeah, the fragmitees and and other
things like that.
[1:31:33]
» Okay, thanks Kim.
We can see if we can get a little more
[1:31:37]
information on it too if they how much
they use in the area or if they really
[1:31:40]
even use it in our area already.
How much spraying goes on here?
[1:31:46]
» There was a notification, I believe last
year, that they were going to spray and
[1:31:50]
then they halted it because I think a
lot of the municipalities had
[1:31:55]
» concerns with it.
>> Yeah. Okay.
[1:31:59]
Uh, be it resolved that the council of
the corporation township of Perry hereby
[1:32:02]
support the submission of an application
to the Northern Ontario Heritage Fund
[1:32:07]
Corporation for the funding of a
recreational and culture program
[1:32:11]
coordinator interm position and further
support the implementation of the
[1:32:15]
position for 2026 subject to successful
funding approval. Councelor McFale, do
[1:32:20]
you move?
>> I move.
[1:32:22]
» Councelor Lumley, do you second?
>> I second.
[1:32:24]
» Questions or comments?
>> No questions. Oh, I think it's a great
[1:32:29]
thing.
>> Council McFale, any questions?
[1:32:32]
» I don't have any questions. I I just
think this is a good um move forward as
[1:32:38]
far as when you're talking recreation.
This is uh recreation and culture. Uh
[1:32:43]
when we're I think there's something in
there about library. Um
[1:32:48]
» yes,
>> I just think it would be I think it's
[1:32:52]
time to um you know, especially when the
staff I we don't want to um burden our
[1:32:58]
staff anymore than they are already. Uh
they have enough to do without having to
[1:33:04]
look after our um you know, some of our
programming and and that kind of thing.
[1:33:12]
Um, I just think it would be a good move
forward and it's a to me it's a a a good
[1:33:18]
way to get into doing this to see how it
would work if we, you know, you do a
[1:33:23]
year you you get to know especially when
uh, you know, in the hiring process um,
[1:33:29]
make sure that you're looking for the
right person and uh, you never know
[1:33:33]
where it will go. I I just think it our
cring.
[1:33:37]
We've got more people moving in. We've
got, you know, young families. We want
[1:33:42]
to see um our whatever events we have,
we want to see them continue to be in
[1:33:48]
the best light possible. So, this might
be helpful to that.
[1:33:53]
» New programming, new infrastructure,
right?
[1:33:56]
» Yeah.
>> Makes sense.
[1:33:57]
» Yeah. I like Mark Council
[clears throat] Pale said, I think it's
[1:34:00]
a great way to to try out a position
before you jump in.
[1:34:04]
» Right. We're getting a deal with it,
>> right? See what what happens. Was it
[1:34:08]
successful? I believe me outfitter the
carney journey did the same thing uh
[1:34:13]
tried to get this grant and they were
successful in it. They had over 60
[1:34:17]
applicants.
>> Yeah.
[1:34:18]
» Right. Over 60 applicants applied for
that position. Wow.
[1:34:21]
» So yeah, I'm very positive. Right.
>> I'll call for the vote. Councelor S.
[1:34:28]
» Yay.
>> Councelor Lley. [clears throat]
[1:34:29]
» Yay. Councelor Mc
>> Yay.
[1:34:32]
» That was carried. Kim, are you writing
the application out? You call?
[1:34:36]
» Yep. not going to call east.
[1:34:43]
Maybe I shouldn't have asked you.
[laughter] All right. Be resolved of
[1:34:47]
council corporation township of Perry
hereby receives correspondence items 8.1
[1:34:51]
to 8.43 as outlined in the agenda on
Wednesday, January 21st, 2026. Councelor
[1:34:58]
Lumley, do you move?
>> Do you move?
[1:34:59]
» Councelor S, do you second?
>> Second.
[1:35:02]
uh call for the vote and we can see if
anybody has any new business old bids or
[1:35:07]
talk about it. Uh councelor Lonley
>> I vote yes.
[1:35:11]
» Councelor McFale.
>> Yay.
[1:35:13]
» Councelor Salary.
>> Yeah.
[1:35:15]
» Carried.
Any correspondence items anybody wants
[1:35:19]
to discuss? Councelor McFale. I know you
talked about uh
[1:35:25]
uh uh conservation authorities.
>> Yeah. No, I can I just make a comment?
[1:35:30]
Yes.
>> Regarding the con the uh correspondence,
[1:35:34]
it seems to be that we seem to be having
an a lot of correspondence and it some
[1:35:39]
of it's duplicated in my opinion. Um I'm
just wondering in the future whether we
[1:35:45]
could um you know just look at them and
decide whether we because that
[1:35:50]
conservation one has been the last
correspondence we've had several of them
[1:35:56]
and I'm I'm I'm not sure whether that
really applies to our township or not. I
[1:36:01]
I think it's you know to go from 36 to 7
seems a little much. But um that's just
[1:36:10]
my comment. I don't really have anything
else as far as
[1:36:15]
um if anyone else wants to add or wants
to
[1:36:18]
» I think at one time staff vetted them a
little bit but I don't know if they've
[1:36:23]
had a chance to do that the last couple
of council meetings maybe
[1:36:27]
» I can try to do that more often. Yeah,
>> it just gets the extra time.
[1:36:32]
» Yeah, it takes time to do that too and
sometimes they you run out of time,
[1:36:36]
right? Especially at Christmas and New
Year and everything else is coming at
[1:36:39]
you.
Yeah,
[1:36:41]
» it's not it's not meant as a criticism.
I just sort of wanted to help the staff
[1:36:45]
if you know I know it's a lot. It's just
you know whatever
[1:36:49]
» everybody getting mad at the
>> conservation authorities [laughter] or
[1:36:54]
those guys 8.11. Can we just look at
that? Uh Kim, it's the twoin one highway
[1:37:00]
program. Uh Narin and Hyman were
commenting on it and I was just
[1:37:04]
wondering I didn't I didn't see that.
I'm just wondering what they were
[1:37:08]
saying. Are they supporting it or they
supporting it?
[1:37:11]
» They're supporting the two.
>> Yeah,
[1:37:13]
» I think they're supporting it saying
that it but in the long run they believe
[1:37:17]
it should be fourlane.
>> So they're not why don't we just do the
[1:37:20]
fourlane then?
>> I think it's uh too big a project to
[1:37:24]
take on all
>> Oh, I thought we were all in the big
[1:37:26]
infrastructure program around Canada.
>> Yeah.
[1:37:28]
» Building it all. Oh man,
>> I I thought we already did that two in
[1:37:35]
one two.
>> Yeah, we did a while ago, but it's just
[1:37:38]
their support is coming through now.
>> I guess I guess they want to keep
[1:37:42]
flogging it because it needs,
[clears throat] you know, if otherwise
[1:37:44]
it may not happen.
>> Great. Great.
[1:37:49]
» Yeah,
I know it's not a it's not the ultimate
[1:37:54]
thing to to have in a highway that two
in one either. That's
[1:37:58]
» because it's always coming back and
forth, right?
[1:38:00]
» You go to North Bay at Surgeon Falls.
>> Yeah.
[1:38:03]
» And that's two in one, right? It opens
up to a pass and then come back. At the
[1:38:07]
same time, you're still driving on a
single lane highway.
[1:38:09]
» Exactly.
>> And a weather like this.
[1:38:12]
» And you're passing transports, you know,
that it's a scary drive.
[1:38:16]
» Oh, yeah. Yeah.
>> Anybody from up north will really know
[1:38:19]
it's a scary drive?
[1:38:23]
» Yeah. Just in regards to the
correspondence, did council just want to
[1:38:26]
see like if there was something that
comes forward, for instance, um like
[1:38:31]
about the the conservation authority?
So, you've seen a correspondence about
[1:38:37]
» Yeah.
>> whether they're in support or whatever,
[1:38:40]
but then you don't really want to see
that come forward again because you've
[1:38:43]
already seen it. Is that what you're
looking for for vetting?
[1:38:47]
» Yeah.
>> Or what?
[1:38:51]
» You know what? It's a it's a tough
position to be in to say I'll send this
[1:38:54]
to council and I won't send this to
council. Right.
[1:38:58]
» Right. Because you get all the other
municipalities are asking us to provide
[1:39:02]
this to your council.
>> Yeah.
[1:39:05]
» Well, I I I think we just leave it a
status quo and be done with it. We can
[1:39:10]
go through it and vet it ourselves,
right? Want to
[1:39:13]
» at least and sometimes you do.
>> There's an interesting one. I know we
[1:39:19]
talked about the HST for housing. I
think that's being changed now. Is it
[1:39:23]
Matt?
>> I I believe it is.
[1:39:24]
» Is it Kim? I heard
>> I haven't heard that.
[1:39:26]
» I heard reports where it's going to be
pulled. If it's under
[1:39:29]
» Right.
>> Was it I can't Was it under 700,000?
[1:39:34]
» Under Yeah.
>> I think if it's under 700,000, they're
[1:39:36]
pulling the HST off that house.
>> Yeah. Try to ramp up the sales again.
[1:39:40]
the new sale then it
>> that's something Mayor Hoffsteader that
[1:39:46]
I would like to see is that if you if we
sign what is that we bring a resolution
[1:39:51]
up and we
>> move it forward what happens with it do
[1:39:57]
like we're that one we're actually
seeing something happen with it it's
[1:40:02]
like there's one here on the curbside
blue box collection um you know like
[1:40:08]
that's been on many times, right?
>> So,
[1:40:13]
» and then that that particular one, sorry
I cut you off, but that particular one,
[1:40:16]
Perry started the circulation on that.
And so what happens now is a lot of them
[1:40:21]
are sending back and saying they
support, right?
[1:40:23]
» And so it's whether or not council wants
to see who supported it or if they just
[1:40:27]
say, you know what, we've already sent a
resolution, we don't want to see any
[1:40:31]
more correspondence on it. Is if that's
what
[1:40:34]
» Yeah,
>> I say send it through and we'll decide.
[1:40:37]
We can go through it later.
>> Sure. Yeah.
[1:40:41]
» Takes a lot of time for staff to go
through a lot, too. So,
[1:40:44]
» yeah,
>> just as easy for us to look at it, too.
[1:40:48]
» Any other questions? New business, old
business before we call it a night. Is
[1:40:52]
it still snowing out there? Is it not?
And uh
[1:40:57]
» I guess we should just give a big props
up to the roads crew, too, right?
[1:41:00]
» Yeah.
>> Yeah. They've had a good year. They've
[1:41:04]
had a hard year, but they're doing
really well.
[1:41:05]
» It's not over.
>> No, it's not. right in the midst of it,
[1:41:08]
you know,
>> say that it's
[1:41:11]
» big shout out to those guys.
>> Not they've been out there when they
[1:41:13]
should be and sanded and cleaned up and
>> I don't know if it's just me, but I've
[1:41:18]
noticed the um the railway crossing
seems to be getting a little more
[1:41:23]
attention this year than other years. I
don't know why, but
[1:41:26]
» getting on it.
>> Yeah.
[1:41:28]
» Well, maybe anticipation for the
passenger coming back, right? I have no
[1:41:31]
idea because I noticed on deer like
they're out there quite a bit scraped
[1:41:35]
down and
>> I wish the rocket stays that way for a
[1:41:38]
few weeks.
>> Yeah. But no, they're they're on them
[1:41:40]
fairly fast now. So that's good.
>> Yeah. And it's
[1:41:44]
» Mhm.
>> Good.
[1:41:46]
» Yeah.
>> Go ahead, Councelor McFill.
[1:41:50]
» I just I just want to say thank you to
the staff for being there tonight with
[1:41:55]
and with all our weird weather lately. A
lot of driving in and out. It's I'm sure
[1:42:01]
it's been treacherous going home or
coming or whatever. It's uh so I'm
[1:42:07]
grateful to them for being here. Kim
hasn't used the bunk bed yet or whatever
[1:42:12]
it is they got in the shop.
[1:42:17]
» Couldn't say that too loud. I jinx
people sometimes. I get right.
