[0:00] going to come in. I don't think >> Yeah. Oh, you know what?
[0:05] » Okay, let's get started. Calling order the Phoenix City Council meeting of
[0:10] September 8th, 2026. Roll call, please. >> Hello everyone. Um, Mayor Mielhuffer,
[0:16] » I'm here. >> Councelor Cambaros is absent. Councelor
[0:19] Rmillian >> here.
[0:20] » Councelor Sutos >> here.
[0:22] » Councelor Chester >> here.
[0:23] » Councelor Shunk. >> And counselor Dixon
[0:26] » here. >> We have quorum. Okay, let's rise for
[0:28] pledge of allegiance, please. >> I pledge algiance to the flag of the
[0:35] United States of America and to the republic for which it stands, one nation
[0:42] under God, indivisible, with liberty and justice for all.
[0:46] » Thank you very much.
[0:54] and public comments. I don't see anybody in the room that would be making a
[0:58] public comment. Do we have anybody um on Zoom? I can't see anyone, but
[1:09] » Okay, very good. Okay, presentations. We don't have any tonight. We're down then
[1:16] to consent agenda. We have uh items A, B, C, D, and E on there.
[1:24] And counselors, do you want to pull any of those items for uh discussion?
[1:31] » Um I'm not sure if this is this where >> Yes, that's where you would do it. Yes.
[1:36] » Okay. Um so for the notes from last meeting
[1:41] » the comments that I made at the end I just wanted to explain that it said I
[1:44] spoke about summit brewing and community concerns with the noise and landscaping
[1:49] that was due to pack wall the landscaping and
[1:52] » okay which minutes were those we were um >> August 13
[1:57] » yeah 10 mayor and council comment reports
[2:03] so I was I spoke about the construction construction at Summit Brewing and then
[2:08] community concerns of the noise and landscaping at pack wall
[2:13] which has now been resolved. They planted a lot of trees.
[2:18] » Yeah, I just was like since Angie uh corrected the last note I just thought
[2:22] we should be >> Well, we can we can improve it with the
[2:25] corrections. You want to read the correction, Joe? And then we can improve
[2:27] it. Thanks.
[2:33] So you said it was the noise at Pack Wall that was the issue.
[2:39] » The noise and landscaping >> at Pack Wall
[2:41] » at Pack Wall. And it was the construction at Summit Brewing.
[2:45] » Perfect. >> Okay, you have it.
[2:48] » Yes. So changing it to the construction at Summit Brewing and then the noise and
[2:52] landscaping at Pacwall. >> Correct.
[2:54] » Okay. >> Thank you.
[2:55] » I move to approve the consent agenda with the changes.
[2:58] » With the changes. Thank I have a second roll.
[3:05] » Councelor Vermillion. >> Yes.
[3:06] » Councelor Shunk. >> No.
[3:08] » Councelor Sutos. Councelor Chester. >> Yes.
[3:11] » Councelor Dixon. >> Yes.
[3:13] » Motion passes. >> Okay. Very good. Thank you very much.
[3:15] We'll go on to item 7A, public art application. Mr. Moody.
[3:21] » Thank you, mayor and councel. Uh what you have before you is uh an application
[3:26] for public art that has been installed at the Phoenix Elementary School. Um so
[3:33] this uh the council had previously approved um kind of just by consensus
[3:38] this uh opportunity for the uh Phoenix I think it's Phoenix Arts Council to uh
[3:46] print a mural on the Phoenix Elementary or paint excuse me paint a mural on a
[3:49] Phoenix elementary school. That was a few months back. Um, we notified Levana
[3:56] uh Krueger from the arts commission that that there was a requirement for a land
[4:00] use uh portion of this and it was well underway um at that time. So this is the
[4:07] formal application to accept what was presented before. So there's not really
[4:13] much to discuss. This is what you've already approved in land use format.
[4:16] » Okay. >> Yeah. The only comment of council that
[4:19] I've heard from the um Phoenix uh Art Commission is that in the future they
[4:26] would like to review and approve any art proposals that are coming in uh prior to
[4:34] the council getting them and they are the our official, if you will, art group
[4:39] under the chamber of commerce. And so that was their request. I think that
[4:44] makes sense. And then the rest of this, as Zach said, um, yeah, I think it's
[4:49] self-explanatory. And unless someone has an objection from
[4:54] what was presented last time by Leavonia Krueger, I don't think we need a motion
[4:58] here at all. >> Uh, there Yeah, you want a motion?
[5:01] » Yeah, they do need a motion, but this is a point of clarification for the arts
[5:03] council. So, the the zoning code >> already prescribes the the Phoenix Arts
[5:08] Council as the decision-making body here uh for this type of application. um a in
[5:13] order for us to use the the chamber um public arts council through the chamber,
[5:20] we'll we will write a intergovernmental agreement or some sort of agreement with
[5:24] them to have them do that work for us because they're not an official
[5:31] city committee until we make that agreement with them. They wouldn't be
[5:34] acting on behalf of the city until that happens
[5:36] » and that agreement would cover all future art um submissions,
[5:40] » right? So, right, because they shouldn't be the only reason they've been coming
[5:43] to the council is because we didn't have an arts council to review them in the
[5:46] past. >> Um, so we can still bring them to the
[5:49] council and say this is what the Phoenix Arts Council approved.
[5:53] » Um, but the decision will not be your decision at that point. You you will
[5:58] give that uh function to that arts council.
[6:03] » And maybe I need to save this one for for the later agenda item about the the
[6:07] arts grants that we're going to do. is that same process would go through the
[6:10] arts commission as well. >> Uh the the grants themselves will go
[6:14] through the uh Phoenix Chamber. >> Okay.
[6:18] » Uh and F uh excuse me, through uh through FURA, actually. Yeah. So, we set
[6:22] up an email address. So, Will will be watching um as the chair, he'll be
[6:26] watching these applications come in. >> Okay. Um, I'm sure that there will be
[6:30] arts. >> Yeah, I'm sure that there will be some
[6:32] some back and forth between the arts council to make sure that there's some
[6:35] input from them before the before would appear uh approve a
[6:40] » a grant, but we're just starting that process. So, we'll see how it goes.
[6:44] » All right. >> Okay. All right. So, we do need a motion
[6:48] to approve the mural, the Phoenix Elementary School.
[6:52] » Yeah, there should be one on the >> Is there is there one written in here?
[6:56] » No, kind of. They can be together. >> Oh, go ahead.
[7:00] » To make a motion to approve the mural at Phoenix Elementary School.
[7:05] » That'll work. >> Go ahead.
[7:08] » Okay. Go ahead. >> Who seconded that? I'm so sorry.
[7:10] [laughter]
[7:13] » Okay. Roll call. Um, councelor Shunk.
[7:17] » Yes. >> Councelor Chester,
[7:18] » yes. >> Councelor Sutos,
[7:20] » yes. >> Councelor Vermillion,
[7:21] » yes. >> Councelor Dixon,
[7:23] » yes. >> Motion passes.
[7:24] » Okay, very good. Let's go on to 7B. Capital improvement update with uh Alana
[7:30] Valencia and Mr. Moody. Welcome.
[7:53] » I know we always tech issues. Um under the agenda uh for today.
[8:24] Yeah, it's thinking. >> Is that a public computer or something?
[8:31] » Well, we can just kind of start to um so we wanted to give an update on the
[8:36] capital projects that we completed in 2526 and how much of that was grant
[8:41] funded versus our own funding which comes from our reserve or um SDC charges
[8:49] u for the most part. And so I put together a list which is in your packet
[8:54] of the projects that we completed. There's quite a bit. We separated them
[8:57] by water projects, um, street projects, park projects, and then other
[9:03] miscellaneous projects. Um, but what you will see is overall um, in 2526, we were
[9:11] either awarded prior or in that year um, a total of $16 million in grants towards
[9:18] these projects. Um the majority of the projects were at least 50% to 80%
[9:24] covered. Um some of them are 100% covered. And so we wanted to just um go
[9:29] over those projects that were completed as well as projects that we are working
[9:34] on to give the council an update on where we are with some of those projects
[9:37] that we've began in 2526 and they're still ongoing as well as some new
[9:42] projects. So um we'll start with just that overview.
[9:48] Um so for water infrastructure uh projects we have um the North Phoenix
[9:54] reservoir project, our PH10 improvements and our AMI um metering project. Um and
[10:01] we'll go through each of them in detail. And then we have our street
[10:05] improvements. Um some of these are familiar to you. We've been working on
[10:09] um highway 99, downtown parking, our PH5 infrastructure,
[10:15] um first street overlay, and Pine Street overlay is new. Um so we were just
[10:20] awarded a grant for that project, which is pretty awesome for parks. Um
[10:26] » we have a few park projects, which we haven't had park projects in a while.
[10:31] Um, we did receive a grant for our civic center natural area. Um, local wetland
[10:36] inventory or delineation project as it's named in the budget. Um, micro park and
[10:43] auto caster bathrooms. And then the other is our solar project um, which has
[10:48] been pretty visible and you guys can see our solar panels um, that have been put
[10:53] in already. Um, and then we have a few plans that we're working on. um our
[10:57] transportation system plan, water master plan and blue heron park master plan. Um
[11:03] so go to the next slide. So for water improvements um the north
[11:10] Phoenix reservoir project all in all um will be a little bit over $7 million. Um
[11:16] it has been completed um for the most part. We went through some tests um and
[11:23] we have passed our tests now. um and have been able to fill up the water
[11:28] reservoir. Um we did receive an ARPA grant um federal funding for $5 million.
[11:35] Um so that covered the majority of the project. The rest of the funding came
[11:39] from our um reserves for the most part and then also SDC I believe. So we did a
[11:46] transfer for that. We have our PH10 improvements. I'll let you speak a
[11:50] little bit about that one because I'm not so familiar with that.
[11:53] » Yes. So, PH10 improvements are over by Phoenix Corner on the corner of Grove
[11:57] Road and North Phoenix Road. So, that's the new uh small street that goes east
[12:02] west um on the would be the north side of the development. Um that's Pear
[12:08] Orchard Road as the planning commission named it. Um and so, uh we call that the
[12:14] PH10 project really because it does extend to PH10 and it will ultimately go
[12:18] through PH10 which is an urban area that hasn't been brought into the urban
[12:21] growth boundary. Um and then up into PH5. Um so that was completed and that
[12:27] was actually under budget. Um we were about $300,000 under budget. We tried to
[12:32] spend as much as that as the grant would allow us to. Um even it's going as far
[12:36] as putting sidewalk uh curbon gutter or curbon gutter on on Fern Valley Road. Um
[12:42] you know, but at the cost of like $60,000, it didn't eat up much of it.
[12:46] But that grant was very defined as far as what we could do with the money. Um,
[12:50] so lesson learned. We we be more vague in our grant asks next time and then we
[12:55] can do more with the extra money. But um, that one did come in on the budget
[12:58] list.
[13:04] » Um, I think we had a few more water. Um, we also have our AMI project that we're
[13:10] working on. This is the smart meters. Um, as some of you have noticed, I've
[13:16] noticed on my own block, um, we just put in some of the smart meters. So, um,
[13:20] public works is working on replacing those. I think we're at 50%. And, um,
[13:27] we, as far as the actual AMI project, those that have smart meters, um, should
[13:33] be, uh, fairly soon within at least this next um, winter, I would say, be able to
[13:41] see all of their smart meter information. So, your utility billing
[13:45] account will have more information. you'll be able to get notifications on
[13:49] leaks or activity or high consumption. Um, so right now we're at 50%. So it
[13:56] will take um probably about the next um this fiscal year coming up and the next
[14:01] fiscal year to get everybody on the smart meters. Um so once you are on then
[14:08] our system is set up. Um, we've updated our billing and our utility billing and
[14:13] just have been working with Tyler and Ferguson
[14:17] um, our vendors to make sure that once you do have a smart meter, you can
[14:22] access all of that information. I just I just mentioned one of the other things
[14:26] that we'll save in with the automatic metering system is the uh current
[14:32] practice is guys are walking around and trying to read meters in different
[14:36] places and so this will eliminate that h having to occur and have should have
[14:41] some savings long term when it comes to I spend a day or two on a month you know
[14:48] so being able to to eliminate that need is is a huge Plus,
[14:56] » water loss will be easier to track. Yeah.
[15:00] » And water damage if there is to residents if they do have any leaks.
[15:07] » And so that is estimated to be completed. Um
[15:11] » all of the meters updated by June 30th, 2028. our water improvements. Um these
[15:17] water improvements that are mentioned overall funded 73% by grants. Um so
[15:23] quite a bit there. And then if we could go to the next.
[15:28] So street improvements. Um we're doing a lot with Highway 99. So I'll let Zach
[15:33] talk about that. >> So Highway 99, as you know, the
[15:37] sidewalks were put in not too long ago. um we finally finally were able to um
[15:43] get the bid out and get the contractor on the lane reconfiguration. So um
[15:48] you'll see on the city's website there's a notification of road work coming up in
[15:51] September um probably midepptember through the beginning of October. I
[15:57] think we put it out to maybe midocctober just in case there were weather weather
[16:00] related issues. But um the picture below is is really is kind of the image of
[16:06] what Highway 99 will look like through that corridor which um we anticipate
[16:12] will hopefully reduce a lot of traffic crashes there from people stopping in
[16:16] the lane of travel to turn left in either direction. Um especially as you
[16:20] get further south, there's been a lot of um really bad accidents at Cabbage Lane.
[16:25] Um so um hopefully this will extend down to just about that area. that would be
[16:31] about the transition area. Um, but the rest of Highway 99 from that point to
[16:36] Oak Street would be uh that threelane crosssection that you see there. Um, and
[16:40] there'll be a few there'll be a few changes to the Oak Street going
[16:44] southbound. Um, like the second lane will turn into a left turn lane only.
[16:49] Um, so there'll be lots of signage up there to to make sure that people know
[16:53] where to go and aren't confused. Okay. >> Um I know Paul K had a a list of um
[17:00] items that he was concerned about this project. Have those been resolved? And
[17:05] » yeah, I mean all the sidewalk issues were resolved um when we signed off on
[17:09] the project. Um the the lane reconfiguration is is really basic.
[17:14] They're going to grind some lines um and then they're going to chip seal and then
[17:18] they're going to restripe. Um, and then at that same time, we're hoping that
[17:22] those folks that are doing the striping for uh that contractor will also do the
[17:26] striping on Rose Street that we talked about. There's been a few questions
[17:29] about when that's going to happen and um we're trying to work with them to strike
[17:33] that at the same time.
[17:39] » Yeah. >> Okay.
[17:42] Um we have a few more street improvements. So, uh overlays, first
[17:47] street overlay. Um, we know that was completed. Um, and so that was completed
[17:53] in 2526. Um, I'm particularly happy about it because I exit out onto First
[18:00] Street every day. So, um, I know when it was happening, um, I was not so
[18:05] thrilled, but [laughter] now that it's completed, it looks great.
[18:09] Um, >> looks great, too.
[18:11] » Yes. >> Yeah. Yeah.
[18:13] » Uh, Pine Street overlay. Uh, we did receive a small city aotment grant of
[18:19] $250,000 and we are anticipating completing that
[18:23] in this fiscal year is what the project end date was, but I haven't confirmed
[18:28] with you if that's >> Yeah, we um the project goes out to bid
[18:31] um to tomorrow. Um and then we'll open it by the end of the month. I think the
[18:36] 24th of the month and then we can um hopefully choose a contractor, get them
[18:40] on board and hopefully get it done before it really starts raining. That
[18:44] those road that road's really bad and so um there's some storm water issues out
[18:48] there that we're hoping to avoid. Um and then as part of that project, we'll also
[18:53] be um looking to potentially replace the ADA ramps at fourth of Pine. Um those
[19:00] seem to be not in compliance with ADA rules. So, um, so if we find that they
[19:05] are out of compliance, those will be replaced. But I would say for the most
[19:09] part, um, with this one, probably about 75% of the project is is funded by, um,
[19:16] that small city aotment grant and then we're able to take a small amount, which
[19:20] is good because then we're able to move that maybe to some other projects.
[19:23] » Yeah. But I just mentioned we anticipate some feedback from the neighbors prior
[19:28] to this and so we've sent out some notices and letting people know that
[19:32] we'll be hopefully, you know, relatively quickly being able to to to pave that.
[19:38] But um it's been this way a long time. So obviously any kind of change is going
[19:42] to be met with some uh questions, which is good. We we can respond to that. But
[19:46] I think at the end of the day when you look at the condition of that of of that
[19:51] street and understand that when we got notification that we received $250,000
[19:56] and it notified all these other jurisdictions, that's the picture they
[20:00] chose to uh to basically pro provide the notice. So it made it
[20:06] made the state ODOT um news I guess
[20:12] » the poster child of what you get there for
[20:16] » poster child for like this is what this is about. Yeah.
[20:19] » So are you going out to each uh household on Pine Street?
[20:24] » I think that's we Yeah. We'll send out a when we get to that point when we know
[20:27] more about dates um because there are people that park um alongside the road
[20:31] that won't be able to park there for a little bit of time. This isn't going to
[20:34] be a very long extended project because it's really just a grinding in the bad
[20:38] spots and overlaying. It's not a fullon take out the street and uh put a new
[20:44] street and curb gutters in there. And that'll be important to let people know
[20:47] too is is that we um we're not putting curb gutter and sidewalk in there. So,
[20:51] we're not taking away any existing. >> That's what they're concerned about.
[20:55] » Um we we are in some spots making it a little bit wider. There are some areas
[20:59] where it's only 18 feet wide um and we're trying to get to 20. So, um, so
[21:03] that there's two 10 foot travel lanes, but that won't have much of an impact.
[21:06] But you can see just, you know, just from those pictures right there that,
[21:09] um, those cars will have to move, but we'll notify them in plenty of time and
[21:13] and make sure that they're >> we'll post it on the website and
[21:16] Facebook, too. >> Uh, PH5 Grove Road, um, that project is
[21:21] funded by Oregon Lottery Funds, $4.5 million, and we feel like that entire
[21:25] project can be done for that amount. Um, we were a little stalled. Um, we were
[21:29] hoping to have the project further underway. um really once the water line
[21:32] was in the ground, but um we've been dealing with some wetlands issues out
[21:36] there that we have to resolve before we can make the connection where we need to
[21:40] go. Wetlands kind of run right through the middle of where the road needs to
[21:43] go. So um we're in the process of figuring out where the water's coming
[21:47] from, if they're true wetlands, and what we do with them if they are. Um and then
[21:51] in downtown parking lot, we've made gosh, finally feels like we've made some
[21:55] headway. Um we've got all of our environmental reviews are almost um done
[22:00] being reviewed. We have we've we've submitted one that they like finally and
[22:04] we're going to submit the other three which we feel like won't take much time
[22:07] to review. Um then there's a statutory notice period which we'll have to wait
[22:12] out for a couple of weeks and then hopefully you know within the next month
[22:17] or two maybe we can get notice to proceed. Um the drawings are like 95%
[22:22] done. Um so it's it's almost bid ready. We just have to make sure that there are
[22:26] no changes that need to be made. Um, and if we can get that out soon and the
[22:32] weather cooperates, which may be a struggle this winter depending on how
[22:36] much rain we get, um, we hope that that project will still stay on schedule and
[22:41] be done by June 30th of 2028. We have about a year buffer. Um, it doesn't have
[22:46] to be finalized and closed out until June of 2029, but we're really trying to
[22:50] stick to that. Um, for obvious reasons, we want the parking lots there. Um, and
[22:55] some of us just want to be done with the grant.
[22:58] » That has gone on forever. I look at 20 2028
[23:03] » and you know you we've talked about it. I'm shaking my head. This is really
[23:07] ridiculous. We need the parking >> badly and this thing just goes on
[23:12] forever. And I know it's out of your hands and hopefully we're making
[23:16] progress, but I've been very disappointed. I know the it's quote free
[23:21] money, but at what cost? Yeah, it's >> huge cost.
[23:24] » Yeah. >> The good thing is with this too is and
[23:27] it's not part of this, but it might be part of the next capital improvement is
[23:30] is that we we were asked to submit new grant applications for additional pure
[23:34] money that's available. And so we're trying to add to this parking lot
[23:37] project by um adding more parking spaces at Blue Heron Park and re uh master
[23:41] planning that parking area down there. So we've asked for $1.8 million um of
[23:46] the additional $5.5 million that's left um to fund that project. And I feel like
[23:50] it's tie into the pure project um and and some trail systems that we're
[23:55] proposing as part of that um additional funds will probably we'll probably be
[23:59] able to leverage at least some of the money um and and maybe get some benefit
[24:04] out of um that extra as well. >> Where is that parking going to be? Where
[24:09] is it all the the parking project? What what all places is this going to
[24:14] be? Uh so the for the pier parking lots um one over here by the medical office
[24:19] center. Okay. >> One between the commercial building uh
[24:22] the commercial buildings right over here by the food and um
[24:26] » cross >> uh Moxy Brew. So right there behind
[24:30] Brew. >> Um one right behind um Puck Donut kind
[24:34] of extends back a little bit. And then the one over on Second Street. And
[24:38] that's where the micro park comes in which we'll talk about in a second.
[24:40] Okay. Okay.
[24:47] you want? My >> um so park improvements civic center
[24:51] natural area. Um we've got a little slowdown on this one only because we bid
[24:55] the project out or we we got quotes for the project and it exceeded what we
[24:59] could actually award per our procurement program. So after going back and forth
[25:06] and getting bids, we realized that we actually have to go out and get an
[25:09] official bid. So, it's the bids been written um and ready to be released so
[25:14] that we can get official bids through the right procurement process because it
[25:17] was over $250,000 of work. Um the the pulling of the non-native vegetation and
[25:24] planting the native vegetation was over our aotment that we could um just direct
[25:28] award. So, um so that slowed us down a little bit, but we have plenty of time
[25:32] on that one. Um >> yeah, I have a question on the natural
[25:36] area. Citizens are asking me when are they going to see some progress or
[25:40] something visually? Can you give me a time frame when something's going to
[25:44] happen? They can >> Well, we would have hoped that it would
[25:47] have been this fall. Um because that's when you can do all the removal of
[25:50] blackberries and and do what you need to do to remove them.
[25:54] » I don't know that we're going to make that. Um they might be able to do work
[25:57] into November. So, um but again, it depends on the weather. So, they could
[26:01] see some removal maybe this winter. Um we just we we start running into uh bird
[26:08] habitat issues um starting in March. So then we can't do anything until August.
[26:13] » Um and so um yeah, it's it could be a few months. Uh the local wetlands
[26:19] inventory um it's really a Yeah, >> sorry. I have a question about the civic
[26:24] center still. Um the amount of 846,500 um what is that including? Certainly
[26:30] that shelter doesn't cost that much money.
[26:33] » No. So, um, so it it's going to be roughly $200 or $300,000 at least to do
[26:37] the planting of the the removal of the vegetation and planting of new
[26:40] vegetation. A bulk of the costs come from the pedestrian trails because some
[26:44] of them are going to be elevated um and have to be geotechnically engineered in
[26:49] order to be um where we want them to be. >> Um, and then there's the shelters,
[26:55] there's the education areas, there's all the landscaping that goes around the uh
[26:58] the trails. Um, >> okay.
[27:00] It's probably going to be over $840,000. We're probably going to have to try to
[27:04] find some park sec funds to to supplement it.
[27:07] » Okay. Thank you. >> The local wetlands inventory is really a
[27:10] requirement. We expanded our UGB. Um we need to um have a good inventory of what
[27:15] our wetlands look like. Um this is not a delineation. This is actually just where
[27:21] are the wetlands at and identifying them on the map. We are working with the
[27:24] property owner to to do a delineation on they're going to do it on their own. um
[27:29] dying I guess. Um but we're trying to you know coordinate that work with the
[27:34] person who's doing the wetland study now so that they some cost benefits for them
[27:37] but they need to know where those wetlands are at so that they can um move
[27:40] things around as they need to do with their master planning.
[27:43] » Uh which wetlands are we talking about? Can you
[27:46] » um all of Phoenix? >> All of Phoenix.
[27:48] » Yeah. >> Okay.
[27:50] » Yeah. So most of the wetlands are already identified but we're really
[27:52] focusing on PH5 some in PH3 along the greenway. Um, and then the PH10 area,
[28:01] but most of the other wetlands have been already identified, so they'll just be
[28:04] confirmed. >> The ones downtown have been identified,
[28:07] » but those were identified previously. And then there's some other things along
[28:11] the greenway that are already in the wetlands inventory.
[28:14] » The micro park, um, this $185,000 structure is part of the pure project.
[28:19] Um, so it's it's really just kind of reassigning where the money is coming
[28:23] from, but um, it is it is part of the $4 and half million dollar or $4.2 million
[28:28] that we have for the peer money and it's really taking the parking lot that's
[28:31] over by city hall and at the entrance of the parking lot, there'll be a concrete
[28:36] area there with a nice shelter that matches city hall uh, with some picnic
[28:40] tables. Remember how many tables? like five,
[28:44] » four or five picnic tables, a shelter, a trash can, just an area for people to
[28:48] sit in city hall folks want to go over and sit there or if people it it really
[28:52] is a good example of what we could maybe try to do in these pocket parks um
[28:56] around the around the city. Um but as you can see, they're not inexpensive
[29:00] either. >> Yes. Yeah.
[29:01] » So, um Autocaster bathroom um we hope that we can get that one done. It's in
[29:07] the budget this year. Um, and it's a pretty inexpensive project, but a lot of
[29:11] people have been asking for a bathroom over there so that they don't have to
[29:14] use the library. Um, and the library is not always open. So,
[29:18] » that park is busier and busier. Every time I go by, there's there's people
[29:21] always there, too. >> It'll be a good amenity for it.
[29:24] » And as Alana has here, about half of that is grant funded.
[29:28] » Okay. >> Uh, what's the next slide?
[29:31] » Um, I'll talk I guess you can talk about the financial parts of it. We get there.
[29:36] Um so for the solar project um originally we had budgeted $400,000. It
[29:42] came in under budget. Um we do know the total cost is that 386 324
[29:48] um which will be funded by Business Oregon OBDD. Um and then we also
[29:54] received um a $10,000 incentive from the Energy Trust of Oregon and it's pretty
[30:00] much complete. Um >> yeah, we also received a $112,000
[30:04] credit, a tax credit which will be taken by um True South Solar. Um and so that
[30:11] takes the project really it takes it from 386 down to more like $260,000.
[30:17] So we came in well under budget and we were able to get 99% coverage. So we
[30:23] assume that we could plank in 99% of our energy uses with the solar.
[30:27] » Wow. I think we're just waiting for we needed a cable. [laughter]
[30:33] » So, yeah, we're almost there. >> Well,
[30:38] » but we're getting there. >> Wow.
[30:41] » And then we have a few plans. Um the transportation system plan or TSP plan
[30:46] that we started last year is continuing this year. Um I'm not sure where
[30:52] » uh it will go to the planning commission again for public hearing for continued
[30:56] public hearing on Monday. Um and then we hope to um we hope to get it right to
[31:02] the council right after that. And so that's an interim update that again
[31:06] something that we have to do in order when we expand our UGD we have to take
[31:10] into consideration our our transportation system. Um, and it also
[31:14] unlocks the door for those that have property out there to change from the
[31:18] holding zone to the industrial zone that we buy out there. Um, we nobody could do
[31:23] a zone change out there until our transportation system plan was in line
[31:26] with the state planning rules.
[31:31] » Um, and then for this year, we also have our water master plan budgeted um, as
[31:37] well as the blue heron park master plan. I don't know that we've started that
[31:41] work yet. Um, but those are budgeted projects. So, um,
[31:45] » I think the the we've mentioned it before if we get it's contingent upon
[31:50] the uh the money that we would get from Pier to accomplish that. So, we'll we'll
[31:55] see. >> Yeah,
[31:56] » we should find out relatively soon. Um, so
[32:00] » yeah, if we get the money, if we do because we asked for a second aotment of
[32:03] money, we asked for $200,000 for a study to do Blue Her and Park. Um, really for
[32:08] emergency preparedness, um, operations, buildings, things of that nature. Um,
[32:12] but you need to master plan your park so you know where to put those. So, we're
[32:16] trying to we're trying to get two things out of a lot of money. Um, I I would
[32:20] imagine if we don't get the money, um, then we will take that money from parks,
[32:24] SDC's, and and do the master planning if we need to. it just might not be on as
[32:28] big of scale. >> So, this master plan, the 37,000, what
[32:33] is it specifically for? And then, >> well, this 37,000 was budgeted before or
[32:38] planned for before we knew we were going to apply for the 200,000 before we knew
[32:43] we wanted to go for more grant money. Um so if we don't get the pure money for
[32:47] some reason it's going to be super competitive then we think that we can
[32:51] probably do a basic master plan of the park its needs like u
[32:56] » playground equipment water water stuff you know those types of things.
[33:02] » Um if we were to get the grant funds from pier we'd be looking at what types
[33:05] of buildings we can build over there for um community use or the words of
[33:10] preparness or readiness.
[33:15] Okay. >> I think mayor, you had a question
[33:17] earlier today when we spoke about the amount of parking that's going to take
[33:22] up the the property there. And I I think you came up with a pretty good number.
[33:26] It's not going to be obviously we can't it's not going to be all parking. It's
[33:30] there's going to be a percentage of that. I you wanted to share that. Uh we
[33:35] anticipate we'll be using about 60 60ish feet of the existing parcel that we just
[33:42] bought for parking and the rest of it will be part of the master planning. So
[33:48] um you know depending on the final design of the parking lot and storm
[33:50] water stuff um that may change a little bit but we're not consuming an enormous
[33:55] amount of that property. >> We're going to have how many is it? Uh
[33:59] we'll go from 43 parking stalls to well like 36 usable parking stalls to roughly
[34:05] 140 45. >> Good.
[34:07] » Yeah. And a lot of trees down there. >> Okay.
[34:12] » Yeah. One comment. I I talked to um uh the city manager and and Zach about it
[34:19] earlier that when [clears throat] we get into the planning of the expanded Blue
[34:24] Heron Park, I've got a list of all the people that are interested in me on the
[34:29] around the table and I just want to mention that right now.
[34:34] Obviously, the entire city staff is concerned about it. Pollinator Project
[34:38] of the Rogue Valley enriched communities. Mr. Joe Slaughter, Parks
[34:43] and Rex Committee, Save the Phoenix Wetlands Committee, uh the council, the
[34:48] mayor. There's also a skate park group now that I'm aware of, and the Rotary
[34:53] [clears throat] has brought up a squash park. So, those
[34:57] are all the players that want to come to the table at some point. Just making you
[35:03] aware of it. Okay, >> there you go. All right, I've got to add
[35:08] them. All right, that's another group. So anyway, let's continue. But yeah,
[35:13] that's all coming in the future. >> Um, so city council was provided a
[35:19] report of the finances and the grants that we've received um during our
[35:24] quarterly financial report. Um, you did see that we did spend $6.6 million in
[35:30] 2526 towards capital projects. And I've just detailed that out for you so you
[35:35] can see exactly what we spent um our money on and then how much of that was
[35:40] grant funded. Um overall for these projects in 2526 it's about 80% funding
[35:47] from grants. Um when we look at the overall picture just for 2526 which is
[35:53] pretty amazing um to have that much in grant funding for our little city and to
[35:59] do the projects that we were able to to do and complete. Um major project is the
[36:05] reservoir project um and that is complete. Um, in addition to that, uh,
[36:11] the downtown parking lots, that's going to be also a very visible project, as
[36:16] well as the solar project, which is not on here. Um, because technically it's
[36:21] 2627. Um, but just to give you kind of a
[36:24] snapshot of the year and the projects that were completed um, and how much of
[36:30] that was funded by the city. And so if if it's not grant funded, it is coming
[36:34] from if it's parks. Um usually it's if it's eligible, it's the SDC's or
[36:40] possibly park maintenance fees that we've just um increased recently. Um so
[36:46] that will contribute as well towards these projects that are unfunded
[36:50] currently.
[36:53] » It's a lot of grant money. >> Yeah.
[36:57] » Prior years. That's a lot of grant. you know, good good healthy organizations
[37:00] celebrate things. And I I go back to the plan to do a ribbon cutting for the the
[37:06] the the tank, you know, 2 million gallons that was added to our system.
[37:12] » But there's also some of the equipment that's been recently purchased. It's
[37:16] making us a lot more efficient. Um it was I don't know if it was mentioned but
[37:21] the mower and uh I know we also uh replaced the back truck which makes us a
[37:27] lot more efficient in that way. So anyway the plan is that we'll have a
[37:32] ribbon cutting not at the site of the tank but maybe out of the public works
[37:36] yard if you haven't been out there be a good chance to check it out and see the
[37:39] equipment and just celebrate the celebrate the uh
[37:43] » the reservoir. Joe's working on it for me and uh we should have some
[37:48] information out here relatively soon um for the that event.
[37:55] And I think one of the other ones that we didn't mention was the field
[37:57] collection system and um community development worked with Chris and and
[38:02] his crew. Um and we were able to secure a really super awesome intern that came
[38:09] and and did about 80 hours of work for us, may maybe a little less than that,
[38:13] and was able to GPS our entire our entire life. Right.
[38:18] » Yeah. And started on some of our signage. Um, we may bring him back if
[38:23] he's interested because he was super efficient with this equipment, but it
[38:27] only because the field equipment that we purchased, it's it's pretty expensive,
[38:31] but um it's really a point andoot GPS unit um where it's um sub centimeter
[38:37] accuracy, so we know exactly where our water meters are at. we're able to take
[38:40] that those GPS points once the AMI system is fully updated and integrate
[38:45] that with the the data so that when we go click on those points, we'll get all
[38:48] of the information about the water meters and their age, um if they've had
[38:52] leaks, you know, those types of things. So, it really is um when you look at the
[38:57] cost of some of those things, the RC mower, like Eric said, is another one
[39:01] that, you know, not only is a safe, you know, helps us be more safe um but is
[39:05] also really efficient. So, um, just food for thought when we come and ask for,
[39:11] you know, purchasing of equipment, the these types of things really benefit.
[39:15] And then if you can find the people to actually do the work efficiently, it
[39:18] makes it even better. I think we only ended up we only ended up putting out
[39:22] maybe maybe roughly $2,000 for that intern to do all of that work.
[39:27] » Wow. >> Which is is time that we don't have to
[39:31] go out and collect or public works. So, um, kudos on on him for doing that good
[39:36] work. >> Yeah.
[39:39] » Any questions? >> Watch that mower going down the road. It
[39:44] was pretty cool. Yeah, I'm sure it saves a lot on on risk and um salar on
[39:50] employee time. >> It's fun to drive.
[39:52] » Yeah, it was >> not in the rain. That's when I seen it
[39:55] was in the rain. >> Joystick still.
[39:57] » Yes. >> Which place work?
[40:02] Okay. Any other questions, comments? Is that it? Okay. Very good. Thank you very
[40:08] much. >> Thank you.
[40:10] » All right. We are moving on to old business.
[40:18] We had quite a bit that we started. So 8A is ordinance 1055 pavement moratorum
[40:26] amendment. This is the second reading.
[40:31] And unless someone has any comments on it, u it's on page 75 is the motion. Did
[40:40] anyone have any comments on it? >> No. Okay. I move to adopt by second
[40:46] reading ordinance 1055 and ordinance repeating repealing
[40:51] ordinance 356 and applicable street excavation provisions of ordinance 920
[40:57] and adopting Phoenix Municipal Code Chapter 12.12
[41:02] street cut moratorum. Do
[41:04] » I have a second? >> Second.
[41:07] » Roll call. >> Councelor Chester.
[41:11] » Yes. >> Councelor Vermillion.
[41:12] » Yes. >> Councelor Suesto. Yes.
[41:14] » Councelor Dixon. >> Yes.
[41:16] » Councelor Shunk. >> Yes.
[41:18] » Motion passes. >> Very good. Let's go down to 8B.
[41:21] Ordinance 1056. An ordinance repealing ordinance 806 adopting a new chapter
[41:26] 15.16 regulating cross street banners and banners on street light poles and
[41:30] declaring an effective date. >> Mayor, if you don't mind, we we would
[41:35] like to see about bringing this one back to um the next council meeting. Um there
[41:40] are a couple of things that we want to go back and relook at just to make sure.
[41:43] » Okay. um that we've hit the mark on what it was we were intending to do and we
[41:48] didn't have a whole lot of time to make that change um right before the meeting.
[41:52] So um I don't have any recommendations now, but I would like to be able to
[41:56] bring it back. It'll probably come back as first reading because we probably
[41:59] will have some changes that will require that.
[42:01] » Okay, very good. We can certainly do that. All right, let's move on to 8C
[42:06] ordinance 1057. An ordinance repealing ordinances 286, 619, 814, 816, 880,
[42:14] 6920, and 961, and adopting revised regulations for public parks and
[42:20] offenses against public peace, including alcohol, beverages, commercial activity,
[42:24] and commercial use permits in city parks and outdoor facilities.
[42:29] Any comments on that at all? Any comments from uh council? If not, we do
[42:36] have that on page 86.
[42:41] » My phone on my phone is a little >> Okay, I got it.
[42:44] » You got it. Go forward. Um, I move to adopt by second reading ordinance 1057
[42:50] and ordinance repealing ordinances 286, 619, 814, 816, 886, 920, and 961, and
[42:59] adopting revised regulations for public parks and offenses against public peace,
[43:04] including alcoholic beverages, commercial activity, and commercial use
[43:08] permits in city parks and outdoor facilities.
[43:11] Do >> I have a second?
[43:14] Roll call. >> Councelor Chester,
[43:18] » yes. >> Councelor Dixon,
[43:19] » yes. >> Councelor Vermillion,
[43:21] » yes. >> Councelor Sutos,
[43:23] » yes. >> Councelor Shunk, motion passes.
[43:25] » Very good. And on to 8D ordinance uh 1058 restricting the attraction and
[43:31] feeding of wild animals. >> I wanted to make a comment.
[43:36] » Yes. >> Is it the one about the feeding of the
[43:38] wild animals? >> Yes, it is. Go ahead. Um, I think all of
[43:41] us received this email from somebody speaking about the wild cats, the
[43:45] strike, the stray cats, and do we want to somehow incorporate that into this or
[43:50] not? >> Okay.
[43:53] Do you want to talk about it? >> Does anybody have opinions?
[43:58] Do we consider >> I know that that that was in her letter.
[44:02] It was that they capture them so they can spay and neuter them. That kind of
[44:07] thing. And so it that might be I don't know if we make an acceptance for that.
[44:12] » How does the city does the city consider barrel cats wild animals?
[44:19] » I don't think that was in the original we listed some examples but I think
[44:24] there's enough the language is broad enough to where we'd
[44:27] » be okay. >> Right. Right. Yeah.
[44:30] » I mean the idea was raccoon, skunks and turkeys obviously. Uh
[44:35] » so yeah it's as the city manager said it's broad enough to
[44:40] » protect the cabinet. >> I just want to make sure that this
[44:43] thought is included in >> we'll make sure that make sure that gets
[44:46] in the record so that if there's any >> question about that
[44:51] » definitely >> okay
[44:53] we're good with it
[44:58] » allowing it with regulations like at certain times with meeting times and
[45:02] stuff like that. Yeah, I I wasn't clear on it all. So that's why I thought I'd
[45:06] ask for everybody's opinion before we move.
[45:08] » Yeah, it's hard to feed the cats and not feed the raccoons at the same time.
[45:12] » Well, that was >> Yeah. Yeah.
[45:14] » So man, but you are so feeding tax removal of trying to figure it out,
[45:20] which would be I think really >> complicated, right? Yeah, that's what
[45:24] I'm thinking. So, as long as we have control over feral cats when we need
[45:28] them. >> Okay. I just feel we appreciate the
[45:33] need. >> Yeah, Joe wrote this. Um, so on here,
[45:36] wild animal means the for the purpose of this chapter, any non-domemesticated
[45:40] mammal or bird commonly found in the state of Oregon, including but not
[45:44] limited to a list of animals. So, non-domemesticated, I guess, would be
[45:49] » right >> where you're landing.
[45:52] » So, >> yeah. Yeah, exactly.
[45:56] » So, keeping it general in that sense. >> All right. If that's settled, then I'll
[46:00] take a motion on this. >> I have it on my phone.
[46:05] » Get to page 80. Is that >> I move to approve ordinance number 1058
[46:09] restricting the intentional attraction and feeding of wild animals.
[46:13] » Have a second. >> Second.
[46:16] » Call. >> Councelor Chester.
[46:18] » Yes. >> Councelor Vermillion.
[46:20] » Yes. >> Councelor STOs.
[46:21] » Yes. >> Councelor Dixon.
[46:22] » Yes. Councelor Shunk. >> Yes.
[46:24] » Motion passes. >> Okay. Very good. Thank you very much. Um
[46:28] we're going to go on to staff reports now.
[46:31] City attorney at this time. Do you have anything?
[46:34] » All right. Thank you, city manager. >> I just Well, I was just going to comment
[46:37] on the ceremony we had this this morning. Was really well done. And you
[46:42] know, Carolina, you know, Marshall is her biggest she can get a lot of people
[46:46] together. And uh I really appreciate the fact that she was able to to organize
[46:52] that. We had we rang the bell and and uh mayor had a great made some great points
[46:58] about all of the volunteers that we have now that are helping with the rebuild.
[47:03] And it was just I think it was just a good chance to to be out there and look
[47:08] back but also look forward, you know, and look forward to things that we're
[47:12] we're doing now with some of the prevention issues. So it was really well
[47:17] well done. So I don't other than that that's all I have. Thank you.
[47:21] » Okay. Community development director. Nothing tonight. All right. We'll go
[47:24] around. >> I do have something really quick.
[47:26] » Go ahead. You can start on this end and float.
[47:28] » Um so I just wanted to let the council know that Jessica Marsh on parks and
[47:33] wreck stepped down. She took a leadership position with the union
[47:37] representing um I believe educators in in some sense. So she has stepped down.
[47:42] Um, and I just wanted to let you know I have posted on our website and our
[47:46] Facebook about the three available positions that we have open on parks and
[47:49] wreck. We had one on budget as well as one on planning. So, um, people are
[47:54] asking how they can get involved into the community. Those are three really
[47:57] great opportunities to get involved with the city. Um, but just wanted to let you
[48:01] know about Jessica. Thank you. >> Thank you, Joe.
[48:04] » Okay, Mr. Shan. >> Oh, let's see. We got um art walk coming
[48:10] up this Friday. >> Mhm.
[48:11] » Next Wednesday we have town hall and I believe you're doing a separate town
[48:15] hall for the >> I'll talk about it here in a second.
[48:17] » Okay. You'll talk about that. Um I met the new parks employee Derek at the dog
[48:23] park. He seemed like a good strong worker, nice person. And then Hunter has
[48:28] connected their thing to my house. I don't have it in my
[48:32] house yet, but I got the wire from the street to my house. So, it's progress
[48:36] and they were very helpful and kind and considerate
[48:40] » this time around. So, like um they were neat and tidy with my garden and can't
[48:43] even tell where they put it. So, >> good.
[48:45] » Y >> um I I wanted to say first that Larry
[48:51] needs to be looked at because he's been feeding the wild animals with his
[48:54] garden, he said. So, I think he might be in trouble. [laughter]
[48:58] A >> lot of people are going to be in
[48:59] trouble. I know I have a neighbor, too, that
[49:03] » Oh, yeah. unwillingly feeding. Yeah. Um >> today is the day of as as Eric said of
[49:10] the six years since the fires and um Carolina showed up at my salon and
[49:15] brought me a bouquet of sunflowers as well. And I I remember after that when
[49:19] everything when when the air was still filled with smoke to drive down um when
[49:24] we got [clears throat] to drive down South Pacific Highway and the back roads
[49:27] that that someone had taken the time to put sunflowers all along the way. a
[49:30] little spot of bright and my house was taken in that fire. Actually, it was
[49:35] taken on the 9th. It my house didn't burn until 1:00 in the morning, but
[49:39] someone also came by my house and put a sunflower in my door. I don't I don't
[49:43] know if that was Carolina or if they did it all through the neighborhood cuz 24
[49:46] homes in our neighborhood were taken that night. So, anyway, very nice. We're
[49:50] so blessed to have come so far. I heard um I was at Lucy's the other day and I
[49:55] heard there's a group of three people talking like Phoenix has everything.
[49:59] Yes, Phoenix has everything. Well, not a raise, but they have everything. And I'm
[50:02] like, >> I agree.
[50:03] » Good to ease. >> Yeah, good to ease drop on.
[50:06] » Um, I don't have anything. >> I don't.
[50:10] » Okay. I always have a few things. So, anyway, I'll start in my list here. Uh,
[50:15] today uh starts the time when campaign yard signs can go up. And since we don't
[50:21] have any contested elections, I'm not sure we're going to see any from uh
[50:25] people here in uh that are going to be on council or myself, but we may see
[50:30] political yard signs for other people. So, just be aware that the the yard sign
[50:37] has arrived. Uh and in fact, yes, tomorrow night I'm hosting um a town
[50:44] hall meeting at Creekide Estates and it's the first time that uh the three
[50:50] manufactured parks are having a combined town hall. So the people from uh Rogue
[50:56] Valley South and also Greenway Village have been invited in at uh Creekide
[51:02] Estates because they have the largest community room. So that'll be tomorrow
[51:06] night at uh at six o'clock and I look forward to talking to them and um they
[51:12] bond the three parks bonded together initially because of the firewise
[51:16] program and Bob McKeen who spoke tonight at 6:00 was the uh the initial person
[51:22] that started that and now they're expanding it to talk about other issues
[51:27] such as Highway 99 bus stops and so forth which I'll be talking to him about
[51:32] tomorrow night. So again, um, we're building community in Phoenix
[51:38] historically where we've never had it before. So I really think this is very,
[51:43] very exciting and I'm looking forward to visiting with those people. Okay,
[51:48] Thursday, uh, community dinner from 5 to 7, the Ark Walk, as was mentioned, uh,
[51:54] September 14th, the final concert, the Phoenix Vibe concert at Blue Heron Park.
[52:00] will be a a DJ, I understand, this time. And yeah, I have a town hall meeting on
[52:05] the 16th at the Phoenix Library. Uh, Saturday, September 19th, Bear Creek
[52:10] Stewardship Day at Blue Heron Park for anybody that wants to come out. I'm sure
[52:14] my wife will be out there from 9 to noon working on whatever they do out there.
[52:20] And then in addition to that, something that we do uh every uh candidate season
[52:27] and uh I've requested that Will Vert and the chamber host again a candidate forum
[52:33] which will be on Tuesday, October 6th from 6:00 to 8:00 p.m. at the Civic
[52:38] Center. It'll also be on Facebook Live. And uh the big idea is for people to
[52:43] meet the two new city council candidates, uh Tim Larie, who's right in
[52:49] the audience here, and Kim Hosford. And of course, Mr. Shunk will show up. Uh
[52:54] he's sort of known and he'll be more wildly known after that time.
[53:00] I want to announce our city recorder, Joe, for receiving a master's degree in
[53:06] public administration. So, uh, thank you and and I really
[53:13] appreciate the fact that he's bilingual and he's doing a great job. I thank you
[53:17] for all the work. One of the things he's doing that I I know has sat around for
[53:22] years, there were all these paper files, right? And who the heck wants to
[53:26] digitize paper files? He's doing he's doing it.
[53:31] » He's doing it. And, you know, that's that's something that most people just,
[53:35] you know, put it away. But thank you Joe for everything you're doing. I really
[53:39] appreciate it. Um here's an idea that u not my idea but I want to pass it on. So
[53:47] at the medical building they have a a sign up there but how about we putting
[53:54] something up to show this is a public private partnership. So, city manager,
[54:00] think about putting up something right next to the sign there on Fourth Street
[54:04] for the medical building that uh announces and and you know says what
[54:10] we're doing because it is a a partnership with them. So,
[54:13] » no, I think that's a great idea. In fact,
[54:15] » I think that would be great. >> The problem that property sat there for
[54:18] so long and to be able to get what we got there now is is nothing short.
[54:23] » I think we need to take credit for that great project.
[54:26] » It looks good. as you come into town. It gives a little more
[54:30] like it looks good. >> Architecture is really cool. That's
[54:33] done. It's going to be amazing. >> Yeah.
[54:35] » Um I want to thank Chris and the gang for Culver Park paving. I was out there
[54:41] walking around. I know you know she's like Yeah. Yeah. Yeah. Yeah. But
[54:46] [laughter] but yeah, I'm sure. But thank you very
[54:50] much because that that path is used so much and it's it's critical. So, I
[54:55] really really appreciate that. So, here's an interesting um update that I
[55:00] have for you on Rays. Not good. So, I finally found out that the lease that
[55:08] Ray has on that space, are you ready? Expires in August of 2028.
[55:16] So, the people that own that property are being paid until August of 2028.
[55:22] » They're in no hurry. And that is really sad to hear.
[55:30] » Yeah. >> Yeah.
[55:33] » Well, maybe something will happen. >> Well, I'm hoping. Yeah. There are some
[55:36] things working behind the scenes, but you know, that's that's not good.
[55:44] » Next two years. >> They've been looking at it and haven't
[55:47] come up with anything. Yeah. >> Anyway, there there's some people
[55:52] looking. And I still got some optimism. We'll see what happens. But
[55:57] » seems like they could incentivize someone to come in by by that lease
[56:00] being paid. >> I know. Yeah. No, they're out. Raise is
[56:03] looking for it. They want to get out of their lease, but it's been really
[56:06] difficult. And then another thing, um I know you mentioned it. You have some new
[56:12] drone controlled contra. Is that it? I heard, you know, I was over at the hot
[56:19] dog stand and I see, you know, everything is cleaned up on that urban
[56:23] renewal property and this woman says some kind of a guy with a drone up. Is
[56:28] that you? >> It's
[56:32] got like a joystick going. >> It's got a joy up. Yeah. She's
[56:35] describing. I'm going, "What the heck is that?"
[56:37] » No, it's >> It did a great job.
[56:40] » I mean, that thing is like, you know, almost like grass. I mean, it's like
[56:44] perfect. So, >> can you imagine that versus the the weed
[56:48] eater going, you know? >> Yeah. No. Yeah. Yeah. Forget it. Yeah.
[56:52] And I really want to thank you, Chris, and and your group for, you know, we
[56:56] talk about weed abatement and we reduced it from 12 in to 6 in. But, uh, just
[57:02] keeping up with the weeds every year is really a challenge. And I mean, that's
[57:07] one incentive to get all these places, you know, planted and the Blue Heron
[57:11] Park all done and get other properties. soul so we don't have to trim weeds
[57:17] every year. So I'm optimistic about that. Um, one interesting thing that um,
[57:24] I noticed is going on that on First Street we have that Amer gas facility
[57:31] next to the railroad. And um, I wrote a letter to the company in Pennsylvania
[57:37] and I said, "What's going on?" You know, and maybe it could be used for other
[57:42] purposes like a pocket park. I just sort of hinted at things. never got a
[57:47] response, but all of a sudden somebody's out there doing all the weed eating and
[57:52] then there was a truck there and I talked to the guy and I said, "What are
[57:55] you doing?" He said, "I'm taking all the propane. You maybe you know what's going
[58:00] on." All the propane out of those tanks. So, can I assume that all those tanks
[58:06] are going to be gone? >> Wow.
[58:10] » Yeah. Yeah. They're all going to be gone.
[58:13] » Pretty sitting there though. those times.
[58:18] » I think they're all going to be gone. >> That's her name. That's uh
[58:22] » Yeah, that's I'm just throwing out I know we need
[58:26] another uh pocket park, Zach, but I'm just throwing out the idea that we can
[58:32] use that property for something, but I assume Americas eventually will come in
[58:38] and say, "Hey, >> yeah, we don't want it." So anyway, I'm
[58:43] optimistic because uh >> you know that I know that Maragas has
[58:47] been there I think from World War II practically and we you I'm sure as a
[58:52] neighbor would like to see it gone. And so that I'm optimistic about that. And
[58:57] then well what one other dream I have you know this is what I want you like
[59:02] this Alana. How would you like to have an old railroad dining car on the siding
[59:10] where Americas and then that all be parking lot and it would be a restaurant
[59:15] in an old rail car? That's my dream. Never happened. [laughter]
[59:20] Yes, Jake, come on up. >> October 14th, 5:15 homecoming parade. If
[59:27] you're not in the parade and you want to volunteer to help us with traffic
[59:30] control, >> I'll be I'll be in the parade.
[59:34] » Sergeant, >> thank you. I'll be in the parade.
[59:38] » Yeah, >> that's only Anybody wants to be in the
[59:41] parade, come on in. >> Yes, of course. 100%.
[59:44] » Chief's last parade. >> Did you put in an application?
[59:47] » No, they haven't sent them out yet. >> Yeah, but yeah, anybody who wants to be
[59:50] in, let's do it. >> October 14th at 5:15.
[59:55] Yeah. >> Yeah. Yeah. You ran it last.
[59:58] » Okay. Hey, that's enough. Anything else? No, we're ajourned. Okay. Let's take 5
[1:00:03] minutes then get started with executive
