golfers and other customers do like the

high tables better so I'd be looking to
um get approval to purchase those I

think and I the high tops I think do

good idea so uh three tables nine chairs

$435 total if I could get a motion for

uh purchasing those for the clubhouse

59,000 um that does fall into the budget
[2:47]
range that we were
[2:50]

with parkerland so is you're saying that

benefit changes or um yep um the other

thing he did negotiate um would be
starting at tier two um in terms of the

PTO which would amount to 40 hours of
additional PTO so does that does that

the 40 hour of PTO or is that just it

for the first year so he would start at
tier two so he's not making more than

weeks of pt versus one you follow me I

meet with them and also I feel that the

other council members uh should have the
opportunity to uh meet with uh uh Mr
[4:39]
Claire uh as well um this is a it's a
relatively big decision for the city and
[4:46]
also uh we're adding we're opening up
the the golf course going 18 holes and
[4:53]
it obviously we want this to be a
success we want to make sure that uh
[4:58]
he's the right candidate and um I would
like to have the opportunity to meet
[5:04]
with him um myself personally or with or
with another council member and then
[5:10]
give the opportunity for the other
council members uh to meet with them now
[5:14]
we can do either we could do a closed
door or a closed session meeting or we
[5:19]
could set up like we did with uh with
Laura um like a meet and greet so we
[5:24]
could have the person here and then uh
um we could come in at our leisure and
[5:29]
talk to him just set up like a
three-hour three-hour meeting great are
[5:34]
you saying you want this before we take
a vote on his I would great I would Gary
[5:40]
I mean and if we have to call if we have
to call a special meeting we don't have
[5:44]
to wait two weeks if we want to do it
next Monday we can do it next Monday too

coming from but the hiring committee's
[5:51]
already went through the process and
we're bringing we're going to bring it
[5:55]
to a vote tonight um I guess that's that
would be my proposal we want to get this

ball rolling and to put it off any
further I don't think is

necessary yeah so I get so the I my
rationale I'm just going to I took a
[6:11]
couple of notes so I just uh for for
sake I'm just I'm not sure that you know
[6:17]
that I'm sure the candidate's a good
person I'm sure he's likely qualified
[6:21]
but I'm uncomfortable on the hiring
process and the guidelines that were not
[6:25]
voted on that were utilized the
guidelines of hiring uh the compensation
[6:30]
package uh um I asked but was not given
the opportunity to meet with the
[6:35]
candidate for me and the balance of the
council members uh in addition I feel
[6:40]
for this position the importance like I
stated to the Future the success of the
[6:43]
golf course uh we need a full Council
vote and
[6:48]
um what and and I think you guys know if
anything happens in the city whether I'm
[6:55]
involved with it or not it comes back to
me right and I feel very uncomfortable
[7:01]
voting for this person when I have not
even met the person cuz people are going
[7:05]
to come back to me and say well what do
you know about this guy well I I don't
[7:09]
know anything about him then why'd you
vote for him for well we we have a a
[7:14]
committee for this the hiring committee
um you should be able to trust the
[7:18]
hiring committee to get the process done
we followed the process we hire the guy
[7:24]
uh within our hiring
parameters so there there should be no
[7:28]
question
whether or not we should bring it
[7:31]
tonight or not so Gary and you were you
went through the hir process with Laura
[7:36]
and this person obviously isn't at the
level of Laura but they're not at a
[7:40]
level of like uh a Bradley either so
they are a supervisory person they're
[7:45]
going to be out in the community I you I
I know I don't have to explain to you
[7:48]
understand all that um but when we when
we went when we had uh something set up
[7:55]
with uh hiring Laura I actually went to
the council
[8:00]
um and a motion was made by Don Bowski
and seconded by Jackie Johnson to allow
[8:06]
me to make an offer and state the wages
for the new city administrator the
[8:11]
motion was carried unanimously nobody
gave anybody permission to actually put
[8:17]
in an official offer or take an
acceptance of that position from that
[8:21]
person I looked through all the minutes
so is that not the hiring committee's
[8:25]
job is to make the offer to this the
park board is an advisory commit to the
[8:30]
but we're bringing it to the meeting
tonight yeah it was contingent on
[8:35]
Council we should have went we should
have had a meeting and decided what that
[8:40]
was not the parameters John it never was
the parameters were the park board was
[8:44]
to interview and come back with a
candidate that was qualified and to fit
[8:48]
it within the the budget range I'm just
I'm just saying you guys we're all
[8:52]
independent thickers that's what I love
about this Council uh I I uh if we don't
[8:58]
table it
um I will give my I'll give my reasons

uh why um I'm not going to vote for the
person but I think it's really uh it it
[9:09]
would be really good to have everybody
on board uh with the hiring because it's
[9:13]
not going to set a good tone going
forward but if you guys don't want to
[9:18]
give us the opportunity to meet with
them it's not about the opportunity John
[9:21]
it's it's a trust thing also you you
gave us this J so Len you told me you've
[9:26]
never voted against the park Council
while you were on the Council before say
[9:30]
that again have you did you ever vote
against the park Council when you were
[9:34]
par Council what do you mean on the Park
Board V on the park absolutely but it

came to a vote and that was my vote so
you should have the opportunity to vote

not going to it's it's miscommunication

this out reasonably and if you guys want
[10:19]
to my suggestion is to table it so
Donnie and Sarah have a have a chance to
[10:24]
at least ask the person a couple of
questions but if if you guys want to
[10:28]
make a motion um uh and I'll just call
for a I just I'm going to call for a
[10:34]
roll call vote and then we can give her
I guess give her reasons why and um uh
[10:40]
but I think it's crucial that the mayor
of the town of peers uh would have an
[10:46]
opportunity to meet uh that candidate
before uh we vote the High room I just
[10:51]
think it makes sense and I actually
asked it isn't like I never asked to
[10:55]
meet the person I was actually uh
basically denied the opportunity to when
[11:00]
was that when I sent that email to Laura
and then you called me well I didn't
[11:04]
deny it you said you wanted to and I
said I was bringing it to the meeting
[11:07]
tonight he said I didn't have to cuz
you're bringing it to the meeting I said
[11:10]
I'm bringing it to the meeting so that's
what I'm doing well I don't see that's
[11:12]
where it needs to be I don't see I don't
see him here I would have loved to have
[11:15]
met him tonight well because I said I
was going to bring it to the meeting to
[11:20]
anyway so that's my suggestion so you
guys uh um I will make the motion to
[11:26]
approve the hiring of Parker player um
starting at
[11:32]
$58,000 um at six-month interview going
to
[11:35]
$59,000 he is more than qualified for
this position and he would be a great
[11:40]
asset
to our community as well as the golf
[11:45]
course I second that okay so what I'm
going to do is I'm going to uh call for
[11:51]
a roll call vote and um uh I'll actually
take the lead first um and uh put the
[11:59]
first first vote in uh since I'm kind of
the in charge a little bit here so uh
[12:05]
what I'd like to say is that uh not long
ago actually a person sitting in here a
[12:10]
particular citizen told me as the mayor
I should know everything that happens in
[12:15]
the city of peers that is what I'm
actually trying to do I'm trying to do
[12:19]
in this position I'm trying to know
what's going on as the mayor
[12:23]
representing the people as well as you
guys I'm not voting no because of the
[12:28]
candidate I'm voting no because as mayor
the buck ultimately stops with me I
[12:33]
haven't seen the hiring offer that's
another thing we have I'd like to see
[12:37]
the hiring offer we should all sign off
on the offer before it's presented
[12:41]
presented to them um I haven't seen a
hiring offer nor um has the council
[12:47]
given the authority to anyone to extend
any offers in addition I'm not having an
[12:52]
opportunity to meet the candidate uh to
ask my own personal questions so
[12:58]
therefore uh I'm casting the first vote
of No and then I'm just going to start
[13:02]
with Sarah and then I'm going to move my
way down no I thought about it and I'm
[13:07]
okay with it I
mean I trust the hiring board they've
[13:13]
done this before
and I mean I guess it was a different
[13:18]
situation with
Laura
[13:21]
and I mean I just I guess I
don't remember any precedents where
[13:26]
we've had you know even the other super
supervisors go through a process like
[13:32]
that I mean the hiring committee was put
there and I guess you have to make an
[13:39]
offer to know if the person is
interested before we can approve and
[13:42]
that the person that
you um offered to they do know it's
[13:47]
contingent if the council doesn't
approve then they don't get the job
[13:50]
anyway so I mean I'm okay I go I vote

would gives you the opportunity to
extend the offer for his acceptance I

of the assistant supervisor um we would
recommend the hiring of Mark hoisel for
[14:27]
that position starting out at 1950 an
hour um we would do a three-month review
[14:33]
if he was doing well we would recommend
extending or moving him up to $20 an
[14:38]
hour that would be a six-month job um
with no benefits and and I I know Mark
[14:46]
personally he's a nice person and um
he's been he's part of our community so
[14:51]
um he also would be a great asset he
would be a great asset
[14:54]
absolutely so I would make the motion um
to approve approve hiring of Mark hoisel
[15:00]
for the assistant supervisor position at
the clubhouse Helen makes motions Gary
[15:05]
seconds it all in favor
say uh n uh motion carried and then the
[15:11]
third is the team lead position um we
currently do not have anybody that has
[15:16]
accepted that position um I would ask
that we could post for that
[15:21]
position and then look to um the hiring
committee to um do interviews and then
[15:28]
come back back to the council um for
[15:33]
approval I'll make a motion to post for
the
[15:37]
position of Team
lead and then you know have the hiring
[15:43]
committee do interviews and all that s
makes a motion I'll second that Gary
[15:49]

oppos the motion carried that's all I

got okay so then we don't have claims we
don't have a Treasures uh report um

Department updates the only thing I have
is a request to uh approve the invoice

that came from League of Minnesota
cities for our workman's comp it is $

3,756 for the year is

approval of insurance for three League
[16:25]
of cities I'll make a motion to accept
that or to make that payment why don't
