[2:22] Good morning, Mayor Stone council members. I'll be presenting the July

[2:24] 2026 financial statements on behalf of Carr Riggs Ingram.

[2:28] As of July 31st, the available cash in the general fund is $20,495,000.

[2:35] This cash This cash balance represents 32 months of operating expenses as

[2:39] directed in the adopted budget for 2026. After completing the quarterly funding

[2:44] transfers, the available cash has decreased $515,000 more than last month

[2:49] and increased $833,000 more than last year.

[2:53] The fund balance stands at $20,000, a decrease of $294,000 over last year.

[3:00] Year-to-date revenues are $11,223,000, an increase of $204,000 more than July

[3:06] of 2025. Current year-to-date net income is

[3:10] $2,855,000. When comparing to last year, it

[3:14] represents a decrease of $905,000. If we're comparing apples to apples, the

[3:18] quarterly transfers are about $912,000. So, we are pretty much breaking even

[3:24] from last year. It's not really down. Um the town of Pike Road uh target ratio

[3:29] for year-to-date net income to year-to-date revenues is a minimum of

[3:32] 10% and currently we are at 25%. When comparing primary sources of

[3:37] revenue collections in July of 2026 to July of 2025, ad valorem receipts are up

[3:43] 4%, sales and use receipts are up 12%, business contractor licenses are down

[3:48] 11%, building permit fees are up 9%, Franchise fees are up 24%. Overall

[3:54] revenues collected in July of 2026 are up over 2% from last year.

[4:00] Uh this concludes the financial statement presentation. Are there any

[4:09] regarding the financials as they were um posted. So, before you leave today, or

[5:15] connecting current um pieces in on Timberlane Road.

[5:24] It was granted annexation uh 6.2 acres. And this is the

[5:29] And it is uh filling gaps on Timberlane Road.

[5:33] » Yep. They were here last meeting if you all recall.

[6:08] your packet. Our team has been working, uh, assertively

[6:13] to address all of the uh, uh,

[6:19] issues, opportunities, uh, relative to our fire, uh,

[6:24] service and fire protection in the town of Pike Road. We'll thank them for their

[6:28] hard work. Our liaison, Councilman Bradshaw has been working hard.

[6:32] Uh, our council, both Mr. Williams and, um,

[6:37] Mr. Graves have done a good job, and I understand we have this morning a

[6:40] resolution, Mr. Graves, you want to talk to us about.

[6:47] » So, the resolution before you is a,

[6:50] uh, resolution to allocate funds out of the

[6:53] town's fire protection fund

[6:59] to

[7:07] There you go. Through the, uh, Pike Road Volunteer Fire Protection

[7:12] uh, for the expansion of emergency medical services, fire protection

[7:16] services. Uh, the amount is currently $75,

[7:20] $307,000. That comes out of the

[7:24] 10% held, uh, by the town.

[7:28] Uh, 10% of revenue held by the town

[7:31] generated by the fire department.

[7:35] » So, this resolution allows us to meet that request for additional funding to

[7:39] support their services. Uh, I think it's pretty straightforward as

[7:43] to what it gives. Uh, asking the council to do is you know the

[7:46] 10% reserve comes before the council for disbursement uh

[7:51] decisions before we can share that with the requestor.

[7:55] Any thoughts? Councilwoman Lady? >> I'll just say thank you for your work on

[7:59] this. Um, as in council like as we discussed on our work session, we'll

[8:03] continue to have um I'm having weekly check-ins um with um

[8:08] the Pike Road fire chief as for my operations perspective. And so I'm

[8:11] looking at those quality numbers on the weekly now working with um directly with

[8:15] Clint regarding um you know as we get in the weeds to um

[8:19] meet additional um needs. I feel real confident that we're

[8:23] going to get where we're going quicker than we expected in terms of more boots

[8:28] on the ground and things like that. So we're monitoring all that. It's a work

[8:31] in progress. There is one thing I wanted to clear up from the work session. It

[8:34] was the my verbage that I used incorrectly when I mentioned that we

[8:37] were looking into outsource 911. That was the wrong verbage. That's not what

[8:42] we're looking at. The 911's fine. It's the dispatch piece of it that comes with

[8:46] it that we um just you know are looking at another model not that the county um

[8:51] doesn't do a great job. It's just our model being that we have more

[8:54] volunteers. We've got to come up with a work with a model that is um more

[8:59] conducive to dispatch specifically for our type of hybrid uh program which is

[9:04] volunteers and paid um to try to decrease the workload on all of our

[9:09] volunteers all the time which in return will get us a better use of our

[9:13] volunteers for boots on the ground. So I just wanted to clarify the terminology.

[9:16] It's not the 911 system. It's the dispatch system that we're looking to um

[9:21] um you know looking for other options

[9:23] there. So not ready for a recommendation on that yet, but I did want to clear

[10:29] her recommendation. So, if unless you have a problem with it, we'd love to

[10:34] have a uh motion from Council just to um

[10:38] show support for the clerk and her decision relative to that

[10:43] uh choice.
