[7:53] the sport. Our program currently serves

[7:57] over 15 kids

[8:02] that we personally, as coaches and

[8:03] parents, sponsor. When they cannot

[8:04] afford it,

[8:05] we dip into our pockets to make sure

[8:08] that our bills are paid and the doors

[8:09] stay open but we

[8:11] know how important it is, not for

[8:12] us, but for the kids and

[8:15] the youth and everybody who is

[8:17] part of argentum able to call someplace

[8:18] home. We brought

[8:20] today, as you see, our amateur fighters.

[8:21] amateurs, stand up

[8:33] have an

[8:39] international level and international

[8:40] level. We

[8:41] have been 11 the country competing

[8:42] and making noise. Not only for the

[8:48] california. Pittsburg,

[8:49] california. We have professional boxers

[8:51] care profession or

[8:54] boxers often become mentors.

[8:59] they often become mentors after competitive

[9:00] careers for a variety

[9:03] of reasons. They're valuable is the

[9:04] knowledge of

[9:05] the sport, both in and out of the

[9:06] ring. They can guide

[9:12] younger or

[9:13] less experienced fighters beyond just

[9:14] teaching techniques and strategy.

[9:15] mentors can also provide emotional

[9:16] support, help with discipline, and

[9:17] offer career advice guiding mentees

[9:18] through the ups and downs

[14:57] we have over 600 employees. Civilian

[14:58] and staff folks. We have

[15:04] 35 fire stations throughout the county,

[15:05] 39 companies

[15:07] can really be adding two or stations

[15:08] here

[15:09] pretty soon. We'll talk about that

[15:10] but our fleet continues to grow. Have

[15:11] seen

[15:12] the big monday trucks out there with

[15:13] the guy driving in

[15:16] the back

[15:19] . That

[15:21] is a coveted job and everybody seems

[15:22] to love that. They are not

[15:23] just cool pieces of apparatus out

[15:25] there. They have a purpose. A lot

[15:28] of equipment

[15:30] . They are able to make turns other

[15:31] apparatus cannot make. When you

[15:34] see them in operation , they are doing

[15:37] an efficient and really good job.

[15:42] we have our administration, our training

[15:44] division. They are in

[15:46] concorde, off of tree boulevard. There

[15:50] 12 markers

[15:52] of fun to be had there if anybody

[15:53] ever wants to come out

[15:54] and have what we have going on. We

[15:56] have our engines, boats

[15:58] , rescue. There is a dedicated rescue

[15:59] company

[16:02] just up the road at the point

[16:04] that it is stocked with four personnel.

[16:06] and as all of the cool toys to do

[16:08] anything. Collapsed buildings

[16:09] to vehicles that are crushed and someone

[16:11] needs to get out.

[16:14] they are the professionals .

[16:15] there are two of those in the county.

[16:17] one is in concorde

[16:19] staffed with three and one right here

[16:23] -- point. We also have our hazmat

[16:25] division. They work with the state

[16:30] oh yes. They can travel anywhere up

[16:37] the biggest nerds we have in the fire district.

[16:43] what is happening, why it is happening,

[16:45] what it is going to do. It is kind

[16:47] of a bigger addition

[16:53] here in pittsburg

[16:56] and industry . Railroads

[16:59] with railcars leaking

[17:02] , mysterious gases

[17:08] , a very slow

[17:09] painful process. They are very much

[17:10] professionals. We also have our prevention

[17:11] bureau.

[17:13] we have a staff of five law enforcement

[17:17] , fire investigators

[17:22] . We continue to grow. We have paramedics

[17:23] on every piece of

[17:26] apparatus which is great.

[17:29] we have our

[17:30] fema urban search and rescue folks

[17:31] read one of our assistant chiefs was

[17:32] just

[17:33] a ploy to kentucky for the tornadoes

[17:40] and weather events happening out there.

[17:41] a lot of good

[17:42] stuff. In our regional fire and ems

[17:44] communications center

[17:47] is continuing to grow. If

[17:48] you're in the area, pleasant hill

[17:49] off of tree boulevard, which turns

[17:50] into dairy. You

[17:52] will see it down to the studs . They

[17:53] are rebuilding

[17:55] it to make it state of the art so

[17:56] it will not just be

[17:58] the bones it will be all of the computer

[17:59] equipment. A lot of

[18:01] good stuff. 2024 we graduated an academy

[18:02] of

[18:05] 60 folks . Excuse me. 13 folks.

[18:10] class 60. They just got a probation

[18:11] actually this

[18:14] last week. We have two

[18:17] new ladder trucks

[18:18] we talked about. Six new engines coming.

[18:19] the byron boys ranch. If remember

[18:21] that area, it was acquired by the

[18:23] fire district. So wildland fire

[18:26] center. During

[18:31] the summer months, you will see a

[18:32] helicopter that we

[18:33] contract out there. You will see them

[18:35] drop waterbed are handful of folks

[18:36] are

[18:37] out there. We have water tenders out there.

[18:38] a lot of good

[18:40] things are happening with that. We

[18:41] just finished

[18:44] our organizational

[18:47] dei training this last year.

[18:50] and we launched a k-9

[18:52] peer support k-9 program. If you need

[18:53] to love and

[18:56] a god

[19:01] --love on a dog, we have four. Two

[19:02] our support dogs. We have

[19:04] an arson dog and then we have a human

[19:06] live search and rescue dog. That is

[19:08] a lot of good

[19:11] stuff happening.

[19:15] month, we're going to graduate academy

[19:17] 61. That will be 23 folks coming out

[19:18] of that. Rodeo hercules you may have

[19:20] seen in the news. If you

[19:22] paid attention all to what we are doing

[19:23] , we are going

[19:26] to annex

[19:28] rodeo hercules fire department. There

[19:29] are two stations out there.

[19:32] what

[19:34] is really mean to the city of pittsburg?

[19:35] it means more capacity. More

[19:37] engines coming your way. Or firefighters

[19:38] on

[19:41] the streets.

[19:44] it is a good thing for us. We talked about

[19:47] the communications

[19:48] center. We have got new stations happening

[19:50] out further east in brentwood.

[19:55] and in our marine program continues

[19:56] to expand and where in

[19:58] the process of the ambulance rfp.

[19:59] we are working together

[20:01] with a public/private partnership

[20:02] with amr

[20:05] to provide really good

[20:08] service with our emr folks.

[20:11] if you look up

[20:12] and down the state of california,

[20:14] we are all having a problem

[20:17] . Every fire department is

[20:19] hiring paramedics. If you are a paramedic

[20:25] and you want to become a firefighter,

[20:26] you're going to get a

[20:28] job anywhere you want to go. We are

[20:29] having a hard time hiring

[20:30] paramedics specifically. We got creative

[20:32] these last couple years.

[20:35] we will take our newer

[20:36] firefighters are interested in going

[20:37] through the paramedic program. They

[20:38] work out of the san

[20:39] pablo community college out there.

[20:44] we just graduated 12.

[20:47] we graduated 12 previous to that.

[20:48] we are finding creative

[20:49] ways to deal with problems we are facing.

[20:53] for the

[20:55] city of pittsburg, you can see the

[20:56] calls for 2024.

[20:59] over 10,000 calls. A lot of fires.

[21:02] a lot of ems calls for that

[21:04] is the majority of what we have been

[21:05] running on.

[21:08] you can see the rescues, vehicle

[21:11] accidents.

[21:14] highway 4, you see it all the time

[21:15] on the news.

[21:16] the most dangerous place we are going

[21:17] to work . That

[21:20] is on the freeway. I have been doing

[21:23] this job for 22 years now.

[21:26] I have had plenty of experiences

[21:29] in

[21:31] the freeways. That is what scares

[21:32] me the most. Having my personal on

[21:33] the

[21:35] free we

[21:38] --freeways scares me even more. If

[21:40] the public needs to hear one thing,

[21:41] it is slow down. Put your phone

[21:43] away. Get home safely. We have crashed

[21:44] a lot of fire engines

[21:47] that are

[21:49] stopped on the side of the road because

[21:50] people are not paying attention or

[21:52] they have been prepared. A lot of accidents

[21:56] and highway 4 seems to be a hot spot

[21:59] for it. Since the beginning

[22:01] of the year, you have had three significant

[22:02] structure fires on biking, clear

[22:05] wood, and alvarado. If you want

[22:08] more details on that,

[22:15] that info. And

[22:16] since the beginning of the year, you

[22:17] can see we are trending towards the

[22:21] same amount of calls and

[22:23] we get a little bit more during the year.

[22:27] preparedness. We were just

[22:30] talking about

[22:33] how the greens or the

[22:34] hills are really green. It is going

[22:35] to change in a matter of minutes.

[22:42] you to know your cws alerts

[23:34] going to be put all of that stuff.

[23:38] you should already have preplanned

[23:41] my going to get out of my neighborhood?

[23:45] is not going

[23:47] to be given to you in the first 15-30

[23:48] minutes of the incident.

[23:53] time to develop and figure all of

[23:54] those things out. The

[26:51] of staff on the fourth of july, meaning

[26:54] put more units into service for more

[26:55] personal in the

[26:56] service because it gets crazy. The

[26:57] best fireworks I've ever seen

[27:00] is in the middle of a field in martinez.

[27:03] watching the public

[27:09] light off a barrage of fireworks but

[27:10] it was

[27:11] something that we cannot control alone.

[31:39] fiscal year 2025-26 budget workshop

[31:40] will provide a broad

[31:43] overview of expenditures focusing

[31:44] on the city of pittsburg's general

[31:46] fund.

[31:49] these are some of the assumptions

[31:52] with regard to the 20 year

[31:55] projection tool that we will be presenting

[31:58] over the next several slides.

[32:01] as the

[32:02] budget process continues, staff will

[32:03] be performing further analysis on both

[32:04] revenues and expenditures.

[32:05] they have been conservatively estimated

[32:07] for this presentation.

[32:12] --for example, right now, budgeted

[32:13] at a 1% increase.

[32:19] they may very

[32:21] well come in higher than that 1%.

[32:22] staff will continue to present updated

[32:23] projections

[32:24] as the budget process continues. As

[32:25] staff completes their expenditure

[32:26] estimates, the goal

[32:28] has been to keep expenditures

[32:31] at fiscal year 2024 levels.

[32:33] costs, however, to rise, and the model

[32:34] does reflect increases.

[32:40] scenario one.

[32:42] this shows a 1% increase in salaries

[32:43] and benefits while

[32:45] all other assumptions remain the same.

[32:49] this projection estimates an

[32:52] operating deficit

[32:55] for 2025-26 at $911,550.

[32:58] that grows to

[33:01] track $22 million in

[33:07] 2026-27. Stop at anytime if you have questions.

[33:10] I would like as a kind of go

[33:11] through the next several slides to

[33:13] take a look

[33:15] at the light green or aqua bars. Those are

[33:16] , they

[33:19] shrink as expenditures go up.

[33:22] it will become clear as we

[33:25] go through these flights here.

[33:27] keeping all of the assumptions the

[33:28] same with the assumption of keeping

[33:31] salaries to

[33:34] 1.5 increases. The

[33:36] incoming deficit increases two --

[33:37] as of

[33:40] 6/30/26

[33:43] but that the rigor grows to

[33:46] 10 $22 million .

[33:48] the half increase in salaries and

[33:49] benefits increased general fund

[33:52] salary and benefit by about

[33:55] $130,000. Each

[33:58] have percent . About

[34:01] $130,000 increase.

[34:07] a 2% increase in salaries and benefits

[34:08] increases

[34:10] the deficit of $1,169,641

[34:13] for 2025-26.

[34:16] in 2026-27,

[34:19] that increases to one $.9 million

[34:22] --

[34:25] 1.9 million

[34:29] dollars. And

[34:32] --this increases the deficit to

[34:35] 1.3 million

[34:38] dollars in 2025-26 but

[34:41] in increases to .2

[34:44] million four 2026-27. As you

[34:46] can see, those aqua bars are shrinking.

[34:53] okay.

[34:58] finally, 3% increase in salaries and

[34:59] benefits

[35:02] will increase the deficit to

[35:05] 1.4, and

[35:11] 2.4

[35:12] in 2026-27. As we scroll through the

[35:14] slides, you can see the

[35:17] bars represent

[35:18] the reserve balances and how they

[35:19] are affected. If you scroll all the

[35:20] way back

[35:21] a little bit to the first, these reserves

[35:23] are quite a bit higher

[35:26] as

[35:28] expenditures are increased. You can

[35:29] see kind

[35:31] of a dramatic drop in our reserves.

[35:41] finance staff has

[35:42] also projected an analysis based upon

[35:43] historical actuals, as well as the

[35:44] 2024-25 midyear budget.

[35:46] staff has presented three scenarios.

[35:47] pessimistic,

[35:48] realistic, and optimistic. For fiscal

[35:50] 2022 actuals

[35:55] report --negative far make an adjustment

[35:56] to the . While

[35:58] the 2024 actual revenue is reflect a

[36:05] 2.6 percent market value adjustment.

[36:06] these are on paper only as required

[36:07] by the governmental standards board

[36:08] in either the

[36:11] loss or gain

[36:13] have been or will be realized in other words

[36:16] , they do not impact the budget. However,

[36:17] they do

[36:18] inflate the revenues with the actuals

[36:23] as we break it down. The fiscal year

[36:26] 2024 revenues reflect one-time project

[36:27] returned

[36:28] to source revenues of 2.1 dollars.

[36:31] excuse me. The comparable 2024 revenue

[36:36] , when adjusting for the fair market

[36:38] value adjustment, as well as the return

[36:39] to source one-time revenue, is about

[36:41] $64.8 million.

[36:44] with that said, businesslike projects a

[36:47] 1% increase

[36:50] to salaries and benefits.

[36:56] the three scenarios project

[36:58] in the working capital reserves of 32%

[37:02] for pessimistic.

[37:08] 35% for realistic, and 37%

[37:09] respectively. These reserve percentages

[37:11] are being presented and rounded to

[37:12] the

[37:14] nearest whole dollar.

[37:17] this slide represents

[37:23] a 1.5 percent leaving

[37:24] reserve balances for the three scenarios

[37:26] at

[37:29] the two, 35, and 36%. The

[37:34] 2% increase in salaries and benefits

[37:35] projects a new working capital

[37:38] reserve percentages at

[37:41] 6/30, 26, at 32, 34, and 36%.

[37:44] in a 2.5% increase to salaries and

[37:45] benefits projects

[37:47] and a reserve balances of 31 , 34,

[37:50] and 35%.

[37:53] oregon, pessimistic ,

[37:56] realistic, and optimistic

[37:59] projections. I should stop for a moment and

[38:02] show you

[38:05] . The pessimistic takes the midyear

[38:07] revenue is and presents no increase

[38:08] to the revenues.

[38:14] a realistic is across the board of a

[38:17] 2% increase revenues. Optimistic

[38:18] projects a straight-line 3% increase

[38:20] to a revenues but again, staff will

[38:23] be diving further into

[38:26] the general fund revenues as the budget

[38:27] process progresses.

[38:29] and then for operating expenditures

[38:32] other than personal costs

[38:35] , the pessimistic shows

[38:38] up 3% increase

[38:41] in our

[38:42] expenditures. The realistic, 2% increase

[38:44] to managers. And optimistic, 1% increase

[38:47] to expenditures , with again, stepping directed

[38:50] to try to live

[38:52] within our fiscal year 2024 budget.

[38:53] each

[38:59] have

[39:00] percent increase to personnel costs

[39:01] reduces the operating reserve percentage

[39:02] by about

[39:05] a quarter to a half percent to 3%

[39:06] increase in salaries and benefits

[39:07] projects ending worker capital reserve

[39:08] balances of 31%

[39:13] , 34%, and 35% for the three projected scenarios.

[39:17] if the council chooses,

[39:20] their potential project funny dollars

[39:22] that could be returned to source ,

[39:23] increasing the general

[39:26] been reserves. The not

[39:28] yet returned to staff has received direction

[39:38] at the fiscal year

[39:40] 2025 budget to return to source the

[39:41] items identified in the midyear budget.

[39:42] that will

[39:43] positively impact the 2024-25 deficit,

[39:44] reducing that deficit to around $40,000.

[39:47] for 2025-26, it is

[39:50] estimated there will be about $100

[39:51] million of

[39:52] general fund reserves the were previously

[39:53] transferred out to project funds

[39:56] to fund the

[39:58] fema winter storm project but will

[39:59] now be

[40:01] available to be returned back to the

[40:02] general fund reserves.

[40:05] this slide

[40:08] down here at the bottom, as you

[40:10] can see , this takes both of those.

[40:11] it takes

[40:17] the $651,000 of

[40:18] potential 2024-25 midyear adjustments,

[40:20] and the

[40:23] 1.2 million

[40:25] dollars for the slideshows if you

[40:26] take the ending balance of 38.1%,

[40:30] the blue shaded at the

[40:33] bottom include those returned

[40:36] to source on

[40:39] the expenditures

[40:47] or revenues back into the general fund

[40:48] and

[40:49] with that, I will turn it over to

[40:50] the city manager.

[40:51] » we have seen

[40:52] a lot

[40:53] of numbers your pet a lot of different

[40:54] scenarios. And I want to maybe

[40:55] summarize a bit of the narrative here.

[40:56] bottom line, and as you know from

[40:57] the last

[40:59] meeting, with the midyear, this current

[41:00] fiscal

[41:01] year, 2024-25, we do not have a structural

[41:03] deficit. A lot of that is a

[41:06] credit to

[41:07] this council in previous councils

[41:08] establishing a fiscal sustainability

[41:11] ordinance. Living within our means.

[41:18] or expenditures. We have lost

[41:19] a couple of different revenue generators.

[41:24] target. We have

[41:25] had some closures. U.s. Steel. Things

[41:26] that have taken away some revenues

[41:27] that we

[41:28] have a new revenue source. It does

[41:30] not fill in all the gap there.

[41:33] but overall,

[41:35] there are certain one-time expenditures

[41:36] that this

[41:39] council is

[41:40] directed such as infrastructure for

[41:42] roads.

[41:43] for certain types of maintenance.

[41:45] trying to

[41:47] address needs. Whenever you have seen

[41:54] a deficit in the last couple of years,

[41:55] after he built up a nine plus million

[41:57] dollars surplus in one year,

[42:00] that is

[42:02] the council carefully spending that down.

[42:03] we

[42:04] are at the point now where we spent

[42:06] that down and we are doing

[42:07] various projects. Now is the time

[42:09] where we have to be

[42:10] careful because, you know, expenditures, whether

[42:11] that is through salaries or ongoing

[42:12] increase in

[42:14] operational costs , are going up. So

[42:18] it will be a

[42:21] fine balance to make sure we do

[42:22] not cross over the one-time expenditures

[42:24] into an ongoing

[42:27] structural deficit.

[42:33] hopefully, people do not read as

[42:35] many articles on city as I do, I guess

[42:36] that you see a lot of

[42:37] cities going through structural issues.

[42:39] that is when you really see a

[42:41] constriction of activities in a government.

[43:07] we are around a million dollars

[43:10] right now oh. Over the next two

[43:13] months we work with the budget

[43:14] subcommittee to own those numbers

[43:16] and get that

[43:19] back within that 1% we

[43:22] shoot for and really look

[43:25] forward to hearing this

[43:26] through. Again, there is some silver

[43:28] linings in here. You have

[43:29] all these numbers and scenarios in

[43:31] front of you

[43:34] but we have

[43:37] to be vigilant. I

[56:59] time with your merchants, with your

[57:03] owners so you can see firsthand what

[57:04] we see. I have done some research

[57:06] and I've been to a couple

[57:08] of meetings in pittsburg that as of

[57:09] most recent data

[57:12] our police department

[57:15] has

[57:18] only 81 sworn staff. 81. That

[57:19] is approximately eight officers per

[57:20] 1,000 residents. Our police department

[57:24] shouldn't be who we call when

[57:25] we have someone having a mental health

[57:27] break down or on

[57:28] drugs. Our businesses are being pushed

[57:29] away because of the pressure we are

[57:30] seeing and

[57:32] having to result to call the police

[57:34] department. I'm asking you not only

[57:36] as homeowner but as a business owner

[57:38] that you please come spend some time.come

[57:39] out of here and come spend some

[57:42] time with the business owners at

[57:44] different times so you can see firsthand

[57:45] what we

[57:46] are experiencing as business owners. I

[57:48] was ready to open up my

[57:51] second business but I was scared because

[57:52] it wasn't that much support. There

[57:54] is about six of us

[57:55] getting together. We will rally more

[57:57] business owners here in pittsburg

[58:00] to ask that you please

[58:02] figure out a plan. We need maybe on

[58:03] demand services for

[58:06] people who are

[58:07] suffering from this illness. More education. I'm

[58:09] happy to hear

[58:10] there will be some education around

[58:12] fentanyl and maybe that could

[58:15] be offered to the

[58:16] businesses here in pittsburg. Our

[58:18] police department is under served. They

[58:20] need more support in order to protect our

[58:21] community but

[58:22] we need on demand services. I'm asking

[58:24] you the please come so now

[58:26] I'm here physically giving you the

[58:27] invitation to come

[58:29] spend the day where my son works at

[58:30] everyday

[58:33] and his safety is my concern. As a

[58:34] barber

[58:35] trying to help people feel good because

[59:24] time on a bridge near

[59:25] pittsburg high school where I had

[59:27] my foot slipped and

[59:30] I fell into the road,

[59:31] into the street where thankfully there

[59:33] wasn't any cars passing but

[59:36] I was able to get up

[59:39] and go to

[59:42] back

[59:44] to school. I think that is it. I think

[59:45] it would help

[59:48] if we had a trail

[59:51] built for our safety so

[59:55] that everybody could be safe. Thank you.

[1:00:45] life enrichment subcommittee

[1:00:48] met. During the subcommittee meeting

[1:00:51] we reviewed cdbg block grants and

[1:00:53] organizations that have submitted to

[1:00:54] be

[1:00:57] allocated

[1:00:58] funds to support their programs. So

[1:01:00] we made some selections and they

[1:01:03] will be coming to the

[1:01:09] council at a future date.

[1:01:12] just report out on march 24th the

[1:01:15] two by two sub committee

[1:01:16] met which is subcommittee comprised

[1:01:17] of representatives from the city of

[1:01:18] pittsburg as

[1:01:21] well as the pittsburg unified school

[1:01:23] district. Items that were discussed

[1:01:24] was

[1:01:25] our joint facility use agreement. We

[1:01:27] also heard about a

[1:01:29] proposal for pittsburg plays which

[1:01:30] is

[1:01:33] an opportunity to secure

[1:01:36] funding from the health advisory

[1:01:39] committee to support access to local

[1:01:42] facilities for youth sports programs. We

[1:01:45] also got an update on the

[1:01:47] sister city delegation that is being

[1:01:48] planned

[1:01:51] for later this year. The school

[1:01:54] district presented on sb937 which

[1:01:55] is

[1:01:57] essentially a state bill that will

[1:01:58] impact

[1:01:59] how they collect developer's fees. They

[1:02:00] just wanted to provide us an

[1:02:03] update about how that will

[1:02:05] impact the district. We also received

[1:02:06] some project updates

[1:02:09] in terms of projects that are

[1:02:11] happening throughout the city as well

[1:02:12] as an

[1:02:15] update regarding school resource officers

[1:02:16] and campus safety

[1:02:17] and also just heard from the district about

[1:02:18] some of the

[1:02:20] instances that have been happening on

[1:02:21] campus and how

[1:02:23] there has been great coordination

[1:02:24] with the police department

[1:02:27] and as well as communication with the

[1:02:28] community which

[1:02:31] was a good it foam discussion

[1:02:33] and just overall how the district

[1:02:35] communicates with the community and parents

[1:02:37] and so we also

[1:02:40] got an update on

[1:02:43] pedestrian

[1:02:44] safety and traffic and so that was

[1:02:46] all

[1:02:47] for this two by two subcommittee. We

[1:02:49] also

[1:02:51] had a meeting for the pittsburg arts

[1:02:53] and community foundation subcommittee

[1:02:55] on march 26th

[1:02:58] which is myself

[1:03:01] and council member lopez. Items

[1:03:02] of discussion really were around pacf. It

[1:03:04] is

[1:03:05] budget as well as future activities. We

[1:03:07] also had

[1:03:10] a discussion about the railroad

[1:03:11] book depot as well as assets. Discussion

[1:03:13] about the

[1:03:16] future of the railroad book depot. This

[1:03:17] has been an ongoing conversation for

[1:03:19] at least a couple

[1:03:20] of years now. The subcommittee was

[1:03:22] really looking forward

[1:03:25] to being able to bring some type

[1:03:28] of resolution to the item and a

[1:03:29] future recommendation for the council. I

[1:03:31] know staff is

[1:03:32] working through the item. We look

[1:03:34] forward at a future

[1:03:36] date to bring at least a recommendation

[1:03:37] to the council as

[1:03:40] it relates to the pittsburg

[1:03:41] arts and community foundation. So

[1:03:43] with that

[1:03:45] that will conclude my subcommittee

[1:03:46] reports. If there are

[1:04:19] as we have got to

[1:04:22] there point. I also want to thank

[1:04:23] sarah

[1:04:24] and jennifer and staff for all their

[1:04:25] work

[1:04:33] be presenting the 25-26 city council

[1:04:34] strategic plan for your hopeful

[1:04:37] adoption. So here you will

[1:04:40] see the

[1:04:42] fruits of a collaborative effort.

[1:04:46] I wanted to go over each of these

[1:04:49] with some emphasis because we

[1:04:52] haven't yet in any of our presentations. Trust

[1:04:55] and accountability. A strong

[1:04:58] city is built on trust. Transparency,

[1:05:01] integrity and accountability

[1:05:04] are essential in ensuring

[1:05:06] they remain. Collaboration and community. Leadership

[1:05:07] is strengthed

[1:05:09] by inclusivity, team work and listening

[1:05:10] to diverse

[1:05:11] perspectives. Engaging with the community

[1:05:12] and working together ensures decisions are

[1:05:16] made with the needs of all

[1:05:18] residents in mind. Innovation and

[1:05:19] problem solving. Forward thinking

[1:05:21] leadership means approaching challenges

[1:05:22] with creativity,

[1:05:24] courage and a solution oriented mind

[1:05:25] set. By seeking to understand

[1:05:58] and use as a main means

[1:06:00] of improving local quality of life

[1:06:01] and aid vancing

[1:06:03] pittsburg. The areas of youth development,

[1:06:04] public safety and

[1:06:05] effective service delivery are to remain

[1:06:07] stable with the

[1:06:10] same level of commitment as

[1:06:12] last year. In the area of economic

[1:06:16] development the council focused on

[1:06:19] creating

[1:06:20] local jobs, filling housing, bringing

[1:06:21] non-profits, and continuing to make

[1:06:22] pittsburg a

[1:06:25] place people want to live and visit

[1:06:27] with signature events and elevated

[1:06:28] retail

[1:06:31] centers. In the area of public infrastructure

[1:06:32] the proposed council goals developed

[1:06:34] responses to community out cry for better

[1:06:35] community

[1:06:37] roads and shorter drives in town. While

[1:06:38] underfunded

[1:06:39] by about $8 million each year staff

[1:06:40] is developing means to

[1:06:41] carry out it's new pavement management

[1:06:43] plan that aims to address about a

[1:06:44] tenth

[1:06:46] of the city's local roads

[1:06:47] per year. Through grants, reallocation

[1:06:49] of existing

[1:06:51] revenues like the city's half cent

[1:06:52] tax measure

[1:06:53] or introduction of a new revenue source

[1:06:55] the city aims to fill the

[1:06:58] funding gap to improve all our roads

[1:06:59] by

[1:07:01] 2035 and keep them from reaching

[1:07:04] failure

[1:07:06] in the future. Regarding youth development --

[1:07:07] means we will

[1:07:09] work to connect our residents with

[1:07:10] on going

[1:07:11] efforts happening under the county's

[1:07:13] measure x. Main whether I programs

[1:07:14] and

[1:07:15] resources for children and youth,

[1:07:16] equity and social justice, health

[1:07:19] and mental health. This will be an effort

[1:07:21] in partnership and communication as

[1:07:22] it aims to inform

[1:07:24] our residents of the excellent resources

[1:07:25] already available and

[1:07:28] fill our local community centers with

[1:07:30] providers of these services where

[1:07:33] ab olympicable. In order to continue

[1:07:34] pittsburgh's down ward

[1:07:36] trend crime frequency the pittsburg

[1:07:37] police department proposes

[1:07:39] to review response times and better

[1:07:40] understand how crimes in

[1:07:42] neighboring jurisdictions may be related

[1:07:43] to those in

[1:07:45] ours. Ppd will also leverage it's

[1:07:46] nationally recognized work

[1:07:48] in evading human trafficking by launching

[1:07:49] a human trafficking

[1:07:52] educational efforts for kids and

[1:07:55] parents in pittsburg is

[1:08:00] developing it's continuing education

[1:08:01] plan. Council would like to focus

[1:08:02] on

[1:08:04] um me menation of these plans with

[1:08:05] training, identification

[1:08:06] of resources and funding to better

[1:08:07] support the plans and a campaign

[1:08:10] or program to help the

[1:08:13] community prepare for large scale

[1:08:14] emergencies. Lastly the

[1:08:16] city council

[1:08:19] really cares

[1:08:22] about the public's

[1:08:23] experience. Through upgrades to our

[1:08:25] public facing permits

[1:08:28] and payment software the city's website,

[1:08:29] our public reporting

[1:08:31] app and more we aim to remove pinpoints and improve

[1:08:32] efish

[1:08:35] yen su in the come few's

[1:08:36] day today interactions with their

[1:08:37] local government. Now we are pittsburg

[1:08:38] through and through

[1:08:41] so staff will be doing

[1:08:44] this as thriftily as

[1:08:46] possible ensuring waste elimination

[1:08:47] where appropriate. Thriftily is a

[1:08:49] word, I looked it up. With that I

[1:08:50] invite

[1:08:51] the council to adopt the minute order

[1:08:53] aproofing the city

[1:08:55] council's plan for fiscal year 25-26.

[1:09:32] all of our

[1:09:35] finger prints are on it as we

[1:09:36] are moving forward. I wanted to commend

[1:09:38] you

[1:09:41] as staff and

[1:09:44] also as a council. I am excited

[1:09:47] to

[1:09:50] get to this place together.

[1:10:06] have been going through these iterations of

[1:10:08] our goal setting over the

[1:10:10] past I would say four years or so

[1:10:11] and to see

[1:10:13] where it is coming to even as vice

[1:10:14] major shared

[1:10:16] really all of our finger prints. That

[1:10:17] was

[1:10:19] something that when we first were looking

[1:10:20] down

[1:10:23] a number of goals we had it

[1:10:24] was something the council took ownership of

[1:10:26] in terms of something we were

[1:10:27] communicating to the community as

[1:10:29] large but

[1:10:30] also having that shared vision and

[1:10:32] priorities as we are looking at

[1:10:33] strategic planning in terms of our

[1:10:35] investments as well and

[1:10:37] how it ties in with the budget. Great

[1:10:38] job. Thank you to

[1:10:39] all of the city staff that helped

[1:10:41] us get to this document. I know

[1:10:43] there is a lot of work ahead. Even

[1:10:44] for the

[1:10:46] community even as we heard some of

[1:10:47] the concerns tonight we know

[1:10:50] that we have to be flexible as a city. Just

[1:10:51] because we don't see something called

[1:10:53] out in the document

[1:10:55] we know we want to be responsive which

[1:10:56] is apart

[1:10:57] of our effective service delivery. I

[1:10:58] think just even going back to what we

[1:11:01] hear a little bit in the public comment

[1:11:02] tonight about some of what

[1:11:04] is going on in our shopping corridors

[1:11:05] with the businesses. We touched

[1:11:08] on that when it came to effective

[1:11:10] service delivery with trying to understand

[1:11:11] the experience that

[1:11:13] people are having within the community

[1:11:14] and so looking forward to

[1:11:17] how even as we have the embedded goals

[1:11:19] how we don't flush that out in term of

[1:11:20] that experience that

[1:11:22] people are having here in the community. With

[1:11:23] that I want to

[1:12:36] and by minute order accepting standards. As

[1:12:40] you will see in the upcoming slides

[1:12:41] this is a process is

[1:12:44] that started

[1:12:47] in

[1:12:49] 2022. It has involved plenty of the

[1:12:50] meetings. A

[1:12:53] whole lot of participation so

[1:12:56] tonight

[1:12:58] we have jordan davis. We have denae

[1:12:59] romero

[1:13:01] and we have our excellent consultant

[1:13:02] who

[1:13:05] has helped us through

[1:13:07] this whole process with a presentation.

[1:13:11] mentioned this is

[1:13:13] a process that has taken several years

[1:13:14] to come

[1:13:15] to fruition. I also want to note this

[1:13:17] is one of the first

[1:13:20] items that was included in our

[1:13:21] economic development strategic plan

[1:13:23] when that

[1:13:25] was adopted in early 2022. So we are

[1:13:26] excited to bring this

[1:13:28] before you tonight. We are going to tag

[1:13:29] team this presentation. I will

[1:13:30] talk a little bit about background,

[1:13:32] hand it over to sam preston with

[1:13:35] north star to talk about the process

[1:13:37] in developing what is before you tonight

[1:13:38] and

[1:13:40] then pass it over to denae to talk

[1:13:41] about

[1:13:43] what the next steps are in implementation. This is

[1:13:44] only the first step in what

[1:13:46] is going to be a multi-year process

[1:13:47] to help market the

[1:13:50] city and

[1:13:51] bring new businesses to pittsburg.

[1:13:53] so starting with a little bit of background

[1:13:56] this was something that

[1:13:59] began in 2022. We did issue an rfp

[1:14:00] and contracted with

[1:14:02] north star. They did a lot of background

[1:14:03] research

[1:14:05] that sam will

[1:14:08] dye a little

[1:14:11] more into. I want to talk

[1:14:14] about the reaction we got as

[1:14:17] we under took

[1:14:19] this effort. Really trying to bring

[1:14:20] new businesses to

[1:14:23] the city on pittsburg and focus the

[1:14:26] image of the city to be attractive

[1:14:27] to

[1:14:28] some of these businesses, especially the

[1:14:29] business we were hoping to

[1:14:31] attract in that strategic plan which are

[1:14:32] businesses that bring

[1:14:35] jobs to the community but are modern

[1:14:36] forward thinking,

[1:14:38] looking at the changing face

[1:14:40] of industry going forward and we wanted

[1:14:41] to meet them and put our

[1:14:46] best foot forward and be attractive.

[1:14:52] one of the challenges we have that

[1:14:53] we don't have

[1:14:56] a lot of standardization in our logo. So here

[1:14:59] we have take an

[1:15:01] few screen shots doing a quickal. On

[1:15:02] the left suicide you will

[1:15:05] see what is in our municipal code

[1:15:06] we

[1:15:07] are proposing to change tonight. These

[1:15:08] two logos in

[1:15:11] fact don't even really

[1:15:14] match. You

[1:15:16] see different line weights, different

[1:15:17] perspectives and

[1:15:20] then the logos we use on our

[1:15:23] letter heads and our websites and

[1:15:26] even our flag don't always match. And

[1:15:27] this can

[1:15:29] be really difficult when a

[1:15:32] business is going through

[1:15:34] the entitlement process and are file

[1:15:36] an application and

[1:15:37] see one logo. Then they get a planning

[1:15:39] letter and see a

[1:15:40] different letter. Then they get their

[1:15:41] building permit and there is a different

[1:15:42] logo. There we

[1:15:44] want to make sure we can standardize

[1:15:48] this so that way we have a

[1:15:53] cohesive image to any business coming

[1:15:54] forward. One

[1:15:57] of the big goals was

[1:15:58] economic development. When we talked

[1:16:00] to the

[1:16:06] submit committee we recognized this

[1:16:09] is a

[1:16:12] city wide effort. It is

[1:16:13] the whole city working together to

[1:16:15] try to bring businesses

[1:16:16] here. We really wanted to do something

[1:16:18] with the idea that we

[1:16:20] were going to drive economic development

[1:16:21] but

[1:16:23] use something that was going to be

[1:16:27] utilized by the entire city. We wanted

[1:16:28] to find our place in contra costa

[1:16:30] county and what makes

[1:16:32] us special. I will leave it to sam

[1:16:36] to talk more about

[1:16:37] that. And the professionalism in our

[1:16:39] municipal services. I said on february

[1:16:40] 8@city

[1:16:41] of pittsburg is not a business but

[1:16:42] we are dealing with a lot

[1:16:43] of businesses. We will continue to

[1:16:45] deal with businesses

[1:16:47] and we want to match businesses in

[1:16:48] the

[1:16:50] image and what we are conveying to

[1:16:51] them in order

[1:16:53] to bring them here. We want them to

[1:16:54] see us as professional and caring

[1:16:57] about what we

[1:16:59] look like and what we present. So

[1:17:03] with that I will hand it

[1:17:04] over to sam. He will talk more about

[1:17:06] how

[1:17:09] we

[1:17:11] uncovered the brand for pittsburg. Sam.

[1:17:18] we uncover the brand here

[1:17:20] in pittsburg? This has been a very good

[1:17:22] project for us because we rarely come

[1:17:24] into a community where there

[1:17:27] is already such a strong

[1:17:28] recognizable and adopted brand throughout

[1:17:30] the community. We

[1:17:32] are very impressed. When we came here

[1:17:36] in november of 2023 for

[1:17:38] our visit just to hear the passion

[1:17:39] and the pride the

[1:17:42] people had for living

[1:17:44] here in pittsburg. Going back several

[1:17:45] generations. This --it

[1:17:47] runs deal. So it is very good, very

[1:17:48] refreshing for us to

[1:17:49] hear that. We didn't want to come

[1:17:51] in and change

[1:17:52] anything about pittsburg. We really

[1:17:54] wanted to hear what it is that makes

[1:17:57] it as great as it is. So we

[1:17:59] started we are search and then we

[1:18:00] went into strategy and

[1:18:02] then into creativity and then finally

[1:18:03] into action. The

[1:18:06] way this kind of looks is

[1:18:08] here on this image. The top half of

[1:18:09] that image is

[1:18:12] doing a lot of stake holder and

[1:18:13] community education, a lot of focus

[1:18:15] groups and

[1:18:17] one on one interviews and that gathering and research

[1:18:19] phase. Then we take all of the information

[1:18:21] we have and boil it

[1:18:24] down into a

[1:18:26] dna statement that says this is who

[1:18:27] and what pittsburg

[1:18:29] is. Then that is when we started working

[1:18:30] on

[1:18:32] some of the creative elements. We

[1:18:33] didn't want to

[1:18:35] completely overhaul the logo because

[1:18:36] there

[1:18:39] is such a brand equity in that. I mean

[1:18:41] people were showing up to the focus

[1:18:42] groups and interviews

[1:18:45] and they had the tattoo anchored on them. So

[1:18:48] it just really is cool

[1:18:50] to see it runs deep. Then last thing

[1:18:51] we have

[1:18:53] here is some brand action ideas. So

[1:18:57] it had a whole lot of ways of how

[1:18:58] to

[1:18:59] actually enact the brand, how to implement

[1:19:00] it into the community

[1:19:03] but also there is a strategic marketing

[1:19:06] plan that we are working with so

[1:19:09] as this is adopted we can start promoting pittsburg and

[1:19:10] letting people know all the great

[1:19:12] things that are here and

[1:19:15] making it an

[1:19:16] easy choice for people to come here.

[1:19:18] so just to recap

[1:19:21] the research, we did a lot. It

[1:19:23] was the better part of three, almost

[1:19:24] four months of research

[1:19:27] both inside and outside of the community. I

[1:19:30] mentioned we were here in november

[1:19:31] 23 doing

[1:19:33] focus groups, one on

[1:19:36] one interviews. We received several

[1:19:42] hundred responses on

[1:19:44] surveys. We also surveyed people outside pittsburg.

[1:19:48] then we also talked with some

[1:19:51] of your peers

[1:19:54] and neighboring cities, county wide,

[1:19:56] elected officials, economic development

[1:19:57] groups, chamber of

[1:20:00] commerce just to figure out from individuals what

[1:20:01] are you

[1:20:02] doing well where we are not doing

[1:20:03] well, what

[1:20:06] do we need to improve on. I want to

[1:20:09] recap a couple of bits of research

[1:20:10] though.

[1:20:12] from our time when we were here

[1:20:14] doing focus groups and interviews

[1:20:15] we ask people some

[1:20:18] of

[1:20:21] the best of pittsburg.

[1:20:24] some of

[1:20:27] the things that came up, togetherness. There's

[1:20:30] a great culture

[1:20:33] here. We are

[1:20:34] very prideful. We are headed towards

[1:20:36] progress. We have a lot of

[1:20:38] heart. It is rough but we are dedicated

[1:20:39] to making this the

[1:20:42] best place possible. Some of the greatest

[1:20:43] assets

[1:20:45] that exist here in the community,

[1:20:46] a lot

[1:20:47] of housing variety. Bart runs right

[1:20:48] through here. The

[1:20:49] marina we heard that mentioned time and

[1:20:51] time again just how

[1:20:53] much that adds to the community. The high

[1:20:54] school being a

[1:20:57] one high school town really says

[1:20:59] a lot. Seafood festival, the events

[1:21:00] that you put on are

[1:21:02] fantastic and of course the senior

[1:21:03] center

[1:21:05] what is being done there. In the community

[1:21:06] survey

[1:21:09] we asked what are the

[1:21:11] best december crypters for pittsburg. The

[1:21:12] top things were our diversity, our

[1:21:15] hometown pride and it is relative

[1:21:16] affordability. We understand prices

[1:21:18] all across the u.s.

[1:21:21] are going up. It is still

[1:21:23] more affordable than other areas. And

[1:21:24] what is --

[1:21:27] what are some of the pittsburg's

[1:21:29] greatest assets? We are well connected. Our location,

[1:21:30] the old town pittsburg

[1:21:33] and then also our high school sports,

[1:21:35] our arts and music programs. People

[1:21:36] really resonate with

[1:21:39] all of those. What do people not know

[1:21:41] about this city they should? Old town pittsburg. You

[1:21:42] guys

[1:21:44] have been making a lot of great efforts to

[1:21:45] improve

[1:21:48] that area and make that a

[1:21:49] destination. The marina and our local

[1:21:51] restaurants. I will say when we

[1:21:54] were here in november we ate really

[1:21:55] good

[1:21:57] everywhere we went here in pittsburg. You

[1:22:02] guys got a great local scene. We also

[1:22:04] asked what is missing. What

[1:22:05] do you wish is here? What do you have

[1:22:07] to leave the

[1:22:08] city for? Some additional shopping

[1:22:10] and dining. I wish there were

[1:22:11] more things for kids and teens to

[1:22:13] do and also

[1:22:14] some high paying jobs. And if we were

[1:22:16] to run survey again

[1:22:18] today we might see we are missing

[1:22:21] a high school cross country track. We will

[1:22:25] make that note here,

[1:22:27] too. We also in our survey for outsiders

[1:22:28] we wanted to

[1:22:30] ask some very similar questions just

[1:22:32] to understand what are outsiders thinking

[1:22:34] about us. We asked

[1:22:36] how would you best describe pittsburg? Those

[1:22:37] that don't life

[1:22:39] here say it is a pass through. I travel there

[1:22:41] or travel through it to get somewhere

[1:22:43] else. There is not

[1:22:44] much to do. It is changing and growing

[1:22:46] but it

[1:22:49] is also well connected. Again

[1:22:50] with the transportation. What is the

[1:22:52] primary purpose or

[1:22:53] main reason you visited the city? Family

[1:22:55] members and

[1:22:56] friends pass through to get elsewhere

[1:22:58] and then

[1:23:00] I ate at a restaurant. While our residents

[1:23:04] feel

[1:23:06] we need more shopping and diningings

[1:23:10] , the

[1:23:13] number one

[1:23:16] reason

[1:23:19] is for our dining. So

[1:23:22] we took all of thatand then boiled

[1:23:24] it down that dna statement that said

[1:23:25] this is who

[1:23:27] and what we are and then worked with

[1:23:30] the committee to really put together

[1:23:31] this

[1:23:34] new brand and

[1:23:36] just want to share how that did come

[1:23:37] together. We have

[1:23:38] three different looks that show how

[1:23:40] that

[1:23:43] does come together with the modified

[1:23:46] logo, with really strong

[1:23:48] photography and some of the language

[1:23:49] leaning on

[1:23:51] that anchored phrase. We are anchored in

[1:23:52] your

[1:23:54] fufrngs anchored in innovation and anchored

[1:23:55] in fun. And

[1:23:58] then just want to share

[1:24:00] quickly the logo. We have got this

[1:24:01] modified or

[1:24:03] the new font we have here makes --

[1:24:05] we brought back this classic kind

[1:24:10] of timeless

[1:24:12] font. We gave it more weight. Then

[1:24:13] simplified some of

[1:24:14] the line weights, the things that

[1:24:16] jordan was mentioning

[1:24:19] so we have that here

[1:24:21] and this new logo. Then also the -- one

[1:24:24] of the biggest purposes of this project

[1:24:27] was to get that unified brand standards

[1:24:28] guide, to have a

[1:24:31] real set of rules of what to do or

[1:24:33] what not to do. We put together a

[1:24:34] brand standards

[1:24:35] guide. Part of that is a color palette. You

[1:24:37] have got

[1:24:39] a lot of great options but we pembroke that

[1:24:40] up with some primary

[1:24:43] colors and then also some secondary

[1:24:44] colors. That is

[1:24:45] not to say that these are the only

[1:24:46] ones that

[1:24:48] can be used but this is really what

[1:24:49] you should

[1:24:52] be leaning on. Then you can

[1:24:55] find that in more expanded brand

[1:24:57] standards guide along with fonts,

[1:25:03] incorrect usages november. -- you

[1:25:04] can share them

[1:25:06] with them so they can all play within the rule book.

[1:25:20] the north star team

[1:25:22] for your efforts on the

[1:25:24] city's marketing and branding initiatives. I

[1:25:25] will

[1:25:28] now share some brand

[1:25:30] executions with the creative logo. Firstly we

[1:25:31] have stationary using

[1:25:34] some of the primary colors and

[1:25:37] the color

[1:25:40] palette. We have pens, letter

[1:25:43] heads, post-its, business cards, envelopes. We

[1:25:44] have

[1:25:45] some digital advertisements that can

[1:25:49] be used

[1:25:52] on billboards, media and general.

[1:25:55] we have

[1:25:58] promotional items

[1:26:00] including water bottles and stickers. And

[1:26:01] we have our public works vehicle

[1:26:04] if you didn't see it on your

[1:26:07] way in demonstrating how we can

[1:26:10] use our

[1:26:13] branding with our public service

[1:26:16] vehicles. We have full banners

[1:26:19] using the anchored

[1:26:22] in tag line,

[1:26:24] some economic development brochures,

[1:26:25] a

[1:26:28] billboard using also the anchored

[1:26:31] in fun tag line advertising dining,

[1:26:34] shopping

[1:26:37] entertainment here in

[1:26:40] the city. Some gate

[1:26:42] way signage. So what is next? The

[1:26:43] city is

[1:26:46] going to work on or the

[1:26:49] marketing and strategy working with

[1:26:50] the departments and collateral materials

[1:26:52] that will in the

[1:26:55] order in which those changes

[1:26:58] -- some include printed material, online

[1:26:59] systems, the city website, social

[1:27:01] media, vehicles to name a

[1:27:04] few and how we

[1:27:07] will promote those moving forward. Education and

[1:27:09] training guide others on how to effectively

[1:27:10] implement

[1:27:13] the new branding and

[1:27:16] start collaborating with those who

[1:27:17] utilize

[1:27:19] the logo. We will create a

[1:27:21] quick reference guide for all

[1:27:22] staff on

[1:27:25] how to use the

[1:27:28] new logo. And finally integrate the

[1:27:29] new

[1:27:31] logo. With that staff recommends the

[1:27:32] city council introduce and waive

[1:27:34] the further reading

[1:27:37] of an ordinance amending section

[1:27:40] 1.28.015, city logo, of the pittsburg

[1:27:41] municipal

[1:27:43] code, and accept

[1:27:44] the attached brand standards. Thank you.

[1:28:07] was wondering --I have

[1:28:09] gotten a few inquiries from residents

[1:28:10] regarding

[1:28:13] this

[1:28:16] and some of the concerns were cost implement all

[1:28:19] of this, to change all the los

[1:28:22] -- logos, to

[1:28:25] put them on the cars. That is one

[1:28:26] thing that

[1:28:28] was of concern

[1:28:31] as well as the colors. They

[1:28:34] were saying that maybe reverse colors. Put

[1:28:35] the anchor red

[1:28:37] since we have a red anchor in front

[1:28:39] and then sun red and then blue. Kind

[1:28:40] of reverse

[1:28:43] the colors a little bit. That is something

[1:28:44] because

[1:28:47] again the red

[1:28:52] anchor and the red sun. Also they

[1:28:53] were concerned about

[1:28:56] they have had the same logo

[1:28:58] all these years and people grew up

[1:29:02] with this logo or they have had

[1:29:05] it for several years. It seems

[1:29:08] that the old logo

[1:29:11] with these colors

[1:29:12] were very impactful. I called it like

[1:29:14] a wow factor. It hits

[1:29:17] you and it is like whoa, this

[1:29:20] is a really

[1:29:22] neat logo. This logo here people were

[1:29:23] asking

[1:29:26] how does

[1:29:27] this provide that wow factor? And

[1:29:29] also my question also

[1:29:31] was how many surveys that you took

[1:29:32] were from pittsburg? Cause

[1:29:34] you said it was also from outside

[1:29:36] areas. So what is the percentage or if

[1:29:38] not if you can

[1:29:40] provide a number that would be appreciated.

[1:29:41] »

[1:29:42] so I will start to answer

[1:29:43] some of though and then hand it over

[1:29:47] to sam to talk about the

[1:29:49] number of surveys that were done. The

[1:29:51] cost is really going to be dependent

[1:29:53] on the type of budget we have. So

[1:29:54] much of the branding and marketing

[1:29:56] that we have out

[1:29:58] there is digital. There is really

[1:29:59] no cost other

[1:30:01] than perhaps staff time need to implement

[1:30:04] that. When the city council did approve

[1:30:05] this project, they

[1:30:08] allocate add certain amount of money,

[1:30:09] about $200,000. Not all of which was

[1:30:11] spent on

[1:30:14] this part of the process. The remainder

[1:30:15] is meant for secondary phases and

[1:30:17] I will mention

[1:30:19] this is intended to be an ongoing

[1:30:20] effort and economic

[1:30:21] development does have a marketing

[1:30:23] budget as do

[1:30:25] some other departments. We will continue

[1:30:27] to utilize that to market as best as

[1:30:29] we can. But there is

[1:30:32] some money that has been set

[1:30:34] aside for change out of different

[1:30:35] logos say

[1:30:38] on vehicles and that type of thing. There

[1:30:39] is

[1:30:40] no way with the number of signs and

[1:30:41] other infrastructure we

[1:30:43] have throughout the city that we can change

[1:30:44] every

[1:30:47] logo everywhere. That is not our

[1:30:48] intent. So there will be some carry

[1:30:50] overs. As far as the actual

[1:30:53] design of the logo and

[1:30:55] the history, we purposely at the direction

[1:30:56] of the

[1:30:58] council and the community economic

[1:30:59] development subcommittee

[1:31:02] made as minor changes as

[1:31:05] possible in order to keep it consistent

[1:31:06] and with that

[1:31:08] her thank folks have come

[1:31:10] to know. I would venture to guess

[1:31:11] had

[1:31:13] we made these changes and not bread

[1:31:14] cast

[1:31:17] them they may not have even

[1:31:19] been noticed because we do have such

[1:31:20] differentiation between the

[1:31:23] different types of logos we

[1:31:25] have. We had floated an idea where

[1:31:29] we actually

[1:31:35] broke that circle. We wanted

[1:31:38] to keep as much of that tradition

[1:31:39] as

[1:31:40] possible. Even so far as to not break

[1:31:41] that

[1:31:42] up. The majority of the opportunities

[1:31:44] we implement this

[1:31:46] logo, it is actually a single color. So

[1:31:47] we are showing a

[1:31:49] two color design which is not something

[1:31:50] that is widely used. Part of

[1:31:52] the reason we are doing this is because we do

[1:31:53] want to add

[1:31:55] a little bit of excitement and your recommendations

[1:31:56] on color we

[1:31:58] will take a look at those. This is

[1:31:59] intended to

[1:32:02] be something that can be a

[1:32:03] multitude of colors. It can be green

[1:32:05] for civic pride day. It

[1:32:08] can be blue for the marina. It can

[1:32:09] be multi-colored. We show add version

[1:32:11] of that with the sticker. We

[1:32:14] can continue to use it in those different

[1:32:17] forms but again

[1:32:20] I go back to wanting toly say follow

[1:32:21] trends and

[1:32:23] I know that can be a

[1:32:25] little concerning because trends often die

[1:32:26] but over the past couple

[1:32:29] of decades you have seen

[1:32:30] a transition into more simple logos

[1:32:32] that get the point

[1:32:33] across that are easily repeatable

[1:32:35] on shirts

[1:32:37] and stickers and other types of things. So

[1:32:38] while we can use the

[1:32:41] full color and we will when appropriate

[1:32:43] we wanted to base the logo in that

[1:32:44] one color and two

[1:32:47] color design to make it as repeatable as

[1:32:48] possible and we

[1:32:50] think with the two color design and

[1:32:52] by designate a two color design we

[1:32:53] will have

[1:32:54] more opportunities to sort of meet

[1:32:56] in the middle if you will where we

[1:32:58] can't do the full color but the single

[1:32:59] color may

[1:33:02] be a little bit boring. We can add

[1:33:03] a

[1:33:04] little bit of pop by having that second

[1:33:05] color there. That is something

[1:33:08] that is more doable than a full color logo

[1:33:09] when

[1:33:11] you

[1:33:14] look at things as pens,

[1:33:16] shirted printed and that type of thing. I

[1:33:17] will pass it over

[1:33:20] to sam now.

[1:33:23] happened before. We the

[1:33:25] exact same number of community responses,

[1:33:26] community survey

[1:33:29] responses which is 380 and we

[1:33:32] also surveyed exactly 380 people from

[1:33:35] outside of pittsburg. So we targeted

[1:33:36] 100

[1:33:37] people from alameda county, 100 from

[1:33:38] sacramento county, 100

[1:33:41] from san francisco county and then

[1:33:44] also from san joaquin county.

[1:34:16] you are working with clients? How

[1:34:18] did

[1:34:20] you --how do you benchmark to propose

[1:34:21] what

[1:34:23] you have created for us?

[1:34:26] so how do you measure that success?

[1:34:29] necessarily how you measure the success

[1:34:30] but I

[1:34:32] think as this is a different look

[1:34:36] and feel for how we shared or

[1:34:38] shown our logo and so I think helping

[1:34:39] people understand like

[1:34:41] where we are --where we are wanting to

[1:34:42] go

[1:34:44] as a city, maybe the things you put

[1:34:47] into the methodology as you were doing

[1:34:48] the research

[1:34:51] to provide what we have here

[1:34:52] because I think what I hear when I

[1:34:54] am in the

[1:34:55] community and then having a background

[1:34:57] in this space so

[1:34:58] there is things happening in the market

[1:34:59] lace and sort of trends but then you

[1:35:03] want to be true to the identity

[1:35:06] of the client

[1:35:09] and what they are trying to

[1:35:10] keep as you are creating something

[1:35:12] that is more forward

[1:35:15] looking. So if you could share a little

[1:35:16] bit

[1:35:17] maybe the thought leadership or the

[1:35:18] things you thought about to

[1:35:21] get us to this place that

[1:35:24] may help folks as they are seeing

[1:35:27] this and it is new

[1:35:29] and different.

[1:35:30] » yes. So the biggest something

[1:35:31] really

[1:35:32] engagement and involvement from the

[1:35:33] community all along

[1:35:36] so that is why we had residents were

[1:35:37] invited to come and participate in

[1:35:39] those

[1:35:41] focus groups, one on one interviews. Residents

[1:35:42] were

[1:35:44] encourage to do the community survey. We

[1:35:45] had a

[1:35:47] website where people could come in

[1:35:48] and check in on progress

[1:35:51] and sign

[1:35:53] up to be a ambassador. Then now we

[1:35:54] are

[1:35:56] here at the end we never recommend

[1:35:57] doing

[1:36:00] just a brand or a huge

[1:36:02] unveiling of the logo as people see

[1:36:03] just an image. They don't know

[1:36:05] everything they run into and don't

[1:36:06] know the full context. They don't

[1:36:08] really know as jordan has done a great

[1:36:09] job of explaining the whole

[1:36:12] purpose of this and what we are trying

[1:36:14] to accomplish. Dedication is still

[1:36:15] on going now. So we

[1:36:18] are rolling out the brand. That

[1:36:21] is why there is no unveiling of this

[1:36:23] but rather we are slowly doing this

[1:36:24] also

[1:36:25] in cost effect measures. The messaging

[1:36:27] that goes out to the community

[1:36:28] really helping them understand what

[1:36:30] went it into, what the purpose

[1:36:32] is, what we are hoping to accomplish

[1:36:33] and do

[1:36:36] is really how you

[1:36:37] gain favor from the community.

[1:36:38] »

[1:36:47] questions on this item? So the only

[1:36:48] commentsly make I appreciate

[1:36:51] the work that has

[1:36:54] been done on this. I appreciate

[1:36:57] staffs as well as

[1:37:00] our consultant. As we started

[1:37:02] this process it was just as far as

[1:37:03] economic development but

[1:37:05] we really took it as an opportunity

[1:37:06] as it has been

[1:37:09] shared a number of times through the

[1:37:10] presentation

[1:37:12] about really just the consistency

[1:37:13] and

[1:37:15] really a uniformed approach to

[1:37:17] how the city is portrayed. So with that

[1:37:18] you know I

[1:37:21] think that we really held true

[1:37:24] in terms of the logo itself. We

[1:37:27] didn't go create a brand

[1:37:29] new icon for the city for that very kind

[1:37:30] of sense

[1:37:33] we are talking about now, right? There is

[1:37:35] so much nostalgia, people with the anchor and

[1:37:36] so I think

[1:37:39] we entered into this process

[1:37:41] with that understanding but just knowing

[1:37:42] that there was

[1:37:44] a refresh that was needed as well

[1:37:45] as I think it

[1:37:48] was really more important as we are

[1:37:49] looking

[1:37:51] at even just this process is

[1:37:52] the brand standards that were created. I

[1:37:54] think for me as

[1:37:57] we are looking at the adoption of

[1:37:58] this,

[1:37:59] these standards and then also how

[1:38:00] we are communicating to

[1:38:02] the public and making sure that whether

[1:38:03] it is

[1:38:05] materials being put out digitally

[1:38:06] as

[1:38:07] it was shared about, folks doing business

[1:38:09] with the city that everything is

[1:38:11] consistent and that there is really

[1:38:12] that level

[1:38:15] of professionalism we are depicting

[1:38:16] as a city. I

[1:38:18] think that even as we are looking

[1:38:19] at the

[1:38:20] colors, you know, we have had discussions

[1:38:21] about

[1:38:24] the colors even as

[1:38:27] we had the our goals workshop

[1:38:30] we had back in february as well as

[1:38:31] even going through iterations and

[1:38:33] looking at even just over

[1:38:35] years about how it has morphed. I

[1:38:36] believe you will continue

[1:38:39] to see I'm sure

[1:38:42] people that will use the multi-colored

[1:38:45] logo. It is one thing I shared with

[1:38:48] staff in

[1:38:51] times past. This logo has really --

[1:38:52] take

[1:38:53] on this life of it's own. We have

[1:38:54] businesses,

[1:38:57] people do their own t-shirt companies. People

[1:38:58] have

[1:39:01] all type of stuff with this

[1:39:02] logo, the iconic nature of it. I don't

[1:39:04] think that

[1:39:05] will ever be lost. That is why I'm

[1:39:07] sharing as far as and I really

[1:39:09] take to the comments that were shared

[1:39:10] I

[1:39:13] think that even if we had just

[1:39:14] outside of an action being done right

[1:39:16] now and

[1:39:18] people just saw this logo out there

[1:39:20] online nobody would have thought that

[1:39:22] necessarily we changed

[1:39:23] it or something different happened. It

[1:39:25] is essentially

[1:39:26] the same logo, we are just using some

[1:39:28] different things that

[1:39:31] will make it stand out and just to

[1:39:32] unify it. With that I don't want to

[1:39:34] -- I know we took some

[1:39:37] time to get through this process and

[1:39:39] you know our consultants took that

[1:39:40] feedback. I'm

[1:39:42] sure they would have loved to let their

[1:39:43] creative juices

[1:39:45] go and come back with a whole new

[1:39:46] brand

[1:39:47] identity for the city but we through

[1:39:49] community feedback and

[1:39:50] one more thing that is important to

[1:39:53] me as we are really trying to hint

[1:39:55] at you

[1:39:57] know what we are trying to accomplish

[1:39:58] with the brand

[1:39:59] standards I thought it was important

[1:40:01] when we saw what people thought

[1:40:03] about outside of the community as

[1:40:04] well as even

[1:40:05] what people think our strengths and

[1:40:07] assets are here in

[1:40:08] the community. And for me that is

[1:40:10] the larger thing I think

[1:40:13] we are trying to

[1:40:16] address as a council. This will be

[1:40:17] put

[1:40:18] on materials. It is pretty standardized

[1:40:19] but I think the things that we are

[1:40:20] gaining in terms of who brings people

[1:40:22] to our city, what

[1:40:23] their thoughts are about our city and

[1:40:25] about public comments in

[1:40:26] terms of our business sector, I think

[1:40:28] those are a lot

[1:40:30] of the things that really make the

[1:40:31] brand

[1:40:34] stand out even more. So

[1:40:36] with that I don't have any reservations

[1:40:37] in terms

[1:40:40] of what we have here. I'm excited

[1:40:41] to

[1:40:42] see the brand standard implemented

[1:40:43] and looking forward

[1:40:44] to the marketing strategy that will

[1:40:46] accompany it as we

[1:40:48] tell our story. I think that is also

[1:40:49] the larger and

[1:40:51] next step of this process. Now we

[1:40:52] have a

[1:40:53] standard, what are the communications
