[0:19]
Mr. Height here. Mr. Tucker here. And
Mr. Whittle here.
[0:26]
106 Dearborn Drive, Emerald, North
Carolina location. Okay. And that's the
[0:32]
reason why you're unable to be present
in person. Yes, sir. Thank you, sir.
[0:40]
Thank you, sir. Moving to agenda item
number three.
[0:46]
Uh, any be to the agenda?
Anything to be added to the agenda?
[0:53]
Thank you, gentlemen. We'll move to
agenda item number four. I'll call for a
[0:59]
motion to approve the agenda, please.
[1:05]
Second. Thank you, Mr.
Second. Approve the agenda. Any
[1:10]
discussion?
No discussion. Cast your vote, please.
[1:22]
Miss Will.
Yes.
[1:27]
70. Motion passes. We move to agenda
item 5A, the selection of county
[1:34]
administrator,
uh, board of supervisors.
[1:39]
Yes, sir. I have a motion. I make the
motion to appoint Vincent Short as Pern
[1:43]
County Administrator of the terms of
contract that's been prepared by county
[1:47]
staff.
Is there support for Mr. In's motion?
[1:53]
Second. Thank you, Mr. Height.
All right. Any discussion?
[2:01]
Any discussion on the motion? Mr.
Chairman. Yes, sir. Mr. Um, I think
[2:07]
everybody saw the email that come out
today and everybody had looked at that.
[2:10]
Thank you, Matt, for giving us all the
information. And I had talked to Vincent
[2:16]
and I told him he's got my There were
some things in the contract
[2:22]
um that we all stumbled on and had some
some heartburn and um but I do support
[2:30]
it. Are you going to combine
the vote and the contract together or be
[2:36]
separated? We're just going to vote on
the contract. That's what the motion is.
[2:40]
On the contract as I understand that.
Okay. As presented. Yeah. Okay. Um, you
[2:46]
know, I didn't agree, but I I told him I
support him as county. I'm being honest.
[2:52]
I told everybody else that
any other discussion. So, Mr. Chairman,
[2:56]
just for clarification,
the selection of county administrator is
[3:00]
what we're voting on, not just the
contract.
[3:04]
Are we breaking this out?
[3:08]
Read your motion again, please, sir.
Yes, sir. It combines both. It reads, I
[3:12]
make a motion to appoint Vincent as a
Pin County Administrator under the terms
[3:17]
of the contract that has been presented
by county staff. Thank you. So, yes,
[3:23]
they are.
[3:27]
I think that's where
[3:33]
apologize for not understanding when you
first did. Yeah, I'm fully supportive of
[3:39]
the contract. just
all of us did not agree with and and I
[3:45]
think everybody knows that
[3:54]
sir
I'm I'm in support of it. Um I think we
[4:00]
have a unique opportunity right now to
hire a local county administrator. I'm
[4:06]
very pleased with that. As I've said
before,
[4:11]
I'd heard 31 plus years, why couldn't we
have somebody in Pennsylvania County to
[4:16]
help run?
So, I think we have that opportunity
[4:20]
now. Mr. Short has proven that and
I'm looking forward to working with
[4:28]
Thank you, Mr. Any other discussion?
Yes, sir. Uh, one more thing, too. Vince
[4:35]
and I talk on the phone today. Um, and
he knows I I'll support him on the on
[4:41]
the county administrator all day long.
Is to um
[4:46]
for each member of the board somehow to
establish
[4:50]
a good relationship with him. Um, and
I've done that this year and
[4:59]
I think he's think he's done a fine job.
Yes, sir.
[5:04]
Thank you, Mr. He's behind me. He might
slap me, but I He knows we talked today.
[5:10]
I do support this.
The only comment I'll make uh very
[5:15]
briefly is the fact that you like to
address what you refer is uh I I have a
[5:22]
very positive relationship with Mr.
Sharter and you know, even if it wasn't
[5:28]
Mr. Sher that we were anticipating
hiring, I still start out on even realm.
[5:36]
Absolutely. Uh wanting to set forth a
good relationship and and you know um
[5:43]
not to be spiritual or spiritualized but
you know uh in order to have friends you
[5:49]
must first show yourself friendly. So
the onus is on the board because it's
[5:54]
going to be a tough mandate for Mr.
Shorter or any county administrator to
[6:00]
answer to seven different indiv
with seven different minds and being
[6:05]
supervised by those individuals
it is very daunting and very
[6:10]
challenging. So uh I just want Mr.
shorter on this board and I even sit
[6:17]
behind closed doors. Uh even if I did
not agree with this election, I would
[6:24]
wholeheartedly support the individual
that was chosen by the consensus of the
[6:30]
B and I think it's important that all of
us do that based on the history of you
[6:37]
know trying to fill this position you
know with several county administrators
[6:42]
that have come and gone. So, we're
looking for uh Mr. Shorter to give us
[6:47]
some stability in that position, which
is much needed in the county. That's
[6:51]
that's my statement.
Any other I guess I'll have just one
[6:57]
statement here. So, I'm not going to
support this
[7:02]
vote on this simply because it's wrapped
in the contract piece of I'm not in
[7:08]
agreement as you all know. We discussed
this and I pointed out issues in that
[7:13]
contract that came to light and I'm not
just comfortable with that and Mr.
[7:22]
He's been given over 12 months as
he spent time in this office. He spent
[7:29]
time in the seat. I think he probably
understands the job a whole lot better
[7:33]
than he did 12 months ago. My question
is why do you want to do this? Because
[7:38]
it is a it is a tough tough job. So when
you walk in there with that hat on full
[7:44]
time and take over,
it's going to be you. It's going to be
[7:50]
you making those decisions and
and I will help you. I'll do anything I
[7:56]
can to assist you, provide guidance,
advice right down the line. But the
[8:02]
contract piece just not there. So as
long as this is wrapped into that
[8:06]
contract,
thank you Mr. B.
[8:11]
You know, this is a long time coming
because in 21 it looked as though we
[8:16]
were going to be able to hire Mr.
and 22 uh one of it just fell apart. Put
[8:23]
it that simple. But you know, he never
gave up on the possibility of being
[8:27]
county administrator. He was given the
opportunity as a and he's done a
[8:31]
fabulous job and did remotely. He's a
three-time elected official by the
[8:35]
entire county, not just one specific
district. But um he has so many gifts
[8:40]
and talents that he brings to that
office and he's proved that time and
[8:44]
time again. And u and I I appreciate
like Tim talking about reaching out to
[8:50]
Absolutely. and that that's that's good.
That's where it should be. But you know,
[8:54]
he never turned his back on his love for
this county or his willingness to be a
[8:58]
servant because that's what he is. And
uh and I'm just
[9:04]
excited that we we finally have have
this opportunity to hire him full time.
[9:09]
And
uh Mr. Widow, did you want to have any
[9:15]
remarks before we get ready to call for
the question? No, I'm good to go. Good
[9:21]
to go. Mr. Height, anything from you?
I'm looking forward to working with you
[9:26]
for a few months.
[9:30]
I had to get that
good morning. But you know, anything I
[9:36]
can do and you know, even when I go out
office, anything I can do to help you uh
[9:41]
it's about serving Pennsylvania. I think
Vicky,
[9:46]
he loves Pennsylvania County and that
he's his family's from here. His roots
[9:52]
are here. Uh I think we'll do great. I
think you'll do a good job.
[9:58]
All right, gentlemen. If that's it, we
will proceed to the vote. Please cast
[10:04]
your votes.
[10:12]
Yes.
61 motion passes. Mr. Sher,
[10:18]
congratulations. Thank you. Thank you,
gentlemen, for
[10:24]
your selection. Um, let's see.
Moving to item six, matters from the
[10:32]
board. Anyone have anything for the
betterment of the
[10:39]
All right. Item seven is adjourned.
