[0:31] a couple presentations. The first is a very special presentation. So, uh, Doug,

[0:35] if you'll come forward,

[0:48] first I have a certificate that says for 34 years of service. It's a certificate

[0:54] of appreciation from the city.

[0:59] I'm sure you have seen no change during that time at all, have you? No,

[1:03] » but I do need proof. >> That's true. And Doug does have it.

[1:10] » The second thing Doug has is he he now has he has he has enough name plates to

[1:15] put on the bathrooms at home. So, they're all his bathrooms.

[1:19] » There we go. So, he's got enough name plates. We also have a proclamation for

[1:22] you. And I'm going to attempt to read this. I was going to say it looks like a

[1:26] » it's pretty long and then I sometimes get a little emotional when I think

[1:30] about these things. >> So this is recognition of police chief

[1:34] Doug Doug McKinley's 34 years of outstanding service and dedication to

[1:39] the city of Platville. Whereas police chief Doug McKinley has faithfully and

[1:43] honorably served the city of Platville in the Platville Police Department since

[1:48] 1991. Whereas throughout Doug's distinguished

[1:52] care career with the Platville Police Department, Doug rose from the ranks

[1:57] serving as police officer, police sergeant, police lieutenant, and finally

[2:02] as police chief, which he served at as for the past 21 years. Whereas Doug

[2:10] served as police chief during the planning and development of the current

[2:13] police station, monitoring the construction o and overseeing the

[2:18] transition of the department into this space. And whereas under Doug Doug's

[2:23] leadership, the Platville Police Department pursued and earned

[2:26] accreditation from the Wisconsin Law Enforcement Accreditation Group first in

[2:31] 2021 and every year since. And whereas Doug has displayed calm leaders, calm

[2:37] leadership, sound judgment, dedication to service, integrity, professionalism,

[2:44] and an unwavering commitment to excellence. Doug has earned the respect

[2:48] and gratitude of the citizens of Platville, elected officials, city

[2:52] staff, and fellow law enforcement professionals.

[2:56] And whereas beyond his professional accomplishments, Doug does Doug has

[3:00] exemplified the values of public service, mentorship, and community

[3:04] engagement, leaving a lasting and positive impact on the city of Platville

[3:09] and those he served alongside. Now therefore, I Barbara Daws, council

[3:14] president of the city of on behalf of the coun common council and city

[3:18] employees, both past and present, do hereby recognize, honor, and commend

[3:23] police chief Doug McKinley. years.

[4:18] It's been the honor of my professional career to call myself a Platville police

[4:24] officer. And I'm humbled to hear this proclamation. And

[4:32] like so many things, things like this aren't one person doing it. We've got a

[4:39] tremendous group of professionals over there at the Platville PD officers,

[4:46] dispatchers,

[4:49] support staff, community service officers, everybody. And

[4:57] it's that place is my baby. I've been there for

[5:02] 34 plus years. I have every confidence that Josh will take it to the next level

[5:09] and beyond. And I'm excited to watch that from a distance. [laughter]

[5:16] But uh and when I talk about a tremendous group of people,

[5:24] I need to mention two of them are sitting back there right

[5:28] now. My daughter isn't here, but my son Connor and my wife Lori.

[5:34] Nothing like this gets done without having them firmly in my camp. So, but

[5:43] thank you and the community of Platville. It has truly been.

[6:14] with your uh family, and that's great, too. And Sarah, thanks for coming.

[6:20] Okay. Um we'll move on to our second presentation. Tonight we're going to

[6:25] have the annual tourism report provided by our uh Platville Regional Chamber of

[6:32] Commerce executive director Wayne Woodarts.

[6:38] Thank you, Barb. It's a pleasure to be here and do my annual report. and I they

[6:43] already left the room, but I wanted to commend the chief on keeping all of our

[6:47] visitors and guests safe throughout that time that he was here because we're

[6:52] we're bringing a lot of people into our community to to look at all of our

[6:56] assets and our amenities here. And so, uh, it goes without saying we need to

[7:02] have the safe community for that to happen and to continue to happen. So, I

[7:06] applaud his efforts and all that he's done. and I know he's been a big uh help

[7:10] to me for many things that have happened throughout the course of my seven years

[7:14] with the chamber. So, uh thank you for letting me come tonight. We're going to

[7:18] I've got a a verbal presentation. I'm going to show you some slides of some

[7:22] things that we did during the last year. A year ago when I reported to you uh uh

[7:28] we were recapping 2024 and that was kind of a soft year for us. Uh we had a 9%

[7:34] decrease for that year and part of that >> [clears throat]

[7:38] » was due to the uh fact that we didn't have we had a lack of snow and we had uh

[7:43] a lot of flooding in the area. So that really impacted numbers and travelers

[7:48] and visitors. And I've given you a wealth of information in those packets.

[7:51] So I can't possibly go over everything, but uh the last economic impact report I

[7:57] have from the state was in your packets. It was for 2024 versus 2023. And we were

[8:03] only one of uh 12 counties that had a decrease that year. and it was due to

[8:08] the fact that we didn't have any snow and we had had flooding. So, uh we've

[8:12] improved on that. So, 2025, uh those results show that we've had

[8:16] steady growth in our room tax. [clears throat]

[8:19] And there's many reasons for that. I like to take credit for some of that,

[8:23] but we also we can't leave out the elephant in the room tax equation, which

[8:28] was the hail damage and the hail storms. So, we've had some consistent uh

[8:32] contractors in our community that have helped with guiding this increase and

[8:38] not just in the roofing business, but in solar and in wind projects as well. And

[8:42] I think Allian Energy has been doing some projects. So, we've had uh a number

[8:46] of things that have really contributed to the increase that we've had. And if

[8:50] you look at the uh fourth quarter, for those of you that are new to the

[8:54] council, I think we have a couple. I'm comparing notes based on quarter four

[8:58] from last year added with the three quarters from 2025 because we just

[9:03] recently received the fourth quarter results. So, so the numbers may not

[9:07] match from what you're seeing on this sheet with what we're reporting, but uh

[9:11] that's just the way it works. There's always a 30-day uh continuence after the

[9:16] end of the quarter for the motel and lodging properties to turn in their room

[9:19] tax. So, but if you look at the results from 2025,

[9:25] you'll see that the first quarter we had a nice it was about even with last year,

[9:29] but it's number two of all time for first quarter uh results. The second

[9:34] quarter we had a a record for second quarter. Third quarter was a record and

[9:40] the fourth quarter was a record for the quarters. For the year, it was a record.

[9:44] We've never had a $236,500 room tax. uh a significant revenue for

[9:52] us. So that was a 17.5% increase. So uh I project the trend is going to continue

[9:58] to go up. We've been doing uh some a lot more promoting to other communities,

[10:04] other parts of the state. We still have uh construction projects that will be

[10:09] happening. I know there's still many roofs and siding jobs that have to be

[10:12] done. And I think that uh there's other projects in the works with solar and

[10:16] wind that should continue. I think the impact of that may be felt for the next

[10:21] four or five years from my understanding. So, uh some of the things

[10:25] that we've done I can share with you in these slides here. Uh

[10:30] we publicize in a a variety of print publications and we do other things as

[10:35] well but these are some of the assortments of things that we've done

[10:39] and you may see a consistent theme or message through some of these because we

[10:42] may repeat an ad. We want to have a consistent look. We've been doing

[10:46] billboards in the Debuke uh on the other side of Dyresville as people traveled

[10:50] this way from the field of dreams. So, we've had a variety of uh billboards

[10:55] that we've done. We've been in the Brewers yearbook the last couple of

[10:58] years which we've had a lot of uh comments and notoriety about. Uh we're

[11:02] not going to do that this year. We're going to kind of mix up things and uh

[11:06] adjust things, but we've had some great uh publicity from the Brewers yearbook.

[11:11] Uh we do a digital campaign through the Debuke Chamber, which is really

[11:15] inexpensive just promoting some of our events and things. Uh we attended a

[11:19] traveler show in Chicago last year. This is something that the chamber used to do

[11:23] many years ago. They went to De Moine and other parts of Iowa and Chicago. And

[11:28] we have not done that since I've been here. So we uh pulled monies with

[11:32] Castville uh Great River Road and Prairie Dashene in order to afford uh a

[11:38] booth space. And so we collaborated there.

[11:42] uh the Galinian, we have a lot of uh day travelers that people go to Galina and

[11:47] they're looking for something to do during the day. So, they come over here.

[11:50] So, we've been supporting those uh publications in the spring and the fall.

[11:54] Of course, we support our Grant County uh uh brochure with a day uh listing of

[12:01] our events. The Great River Road uh is a very popular publication. Everybody's

[12:06] fascinated with the water along the Mississippi. Hidden Valleys is another

[12:10] very popular publication that uh covers seven counties and it's a lot of outdoor

[12:16] recreation, which is what we're known for here. So, we tend to do that. We've

[12:21] uh developed this last year. We've got a QR code sign that we can put in all of

[12:26] our lodging properties and attractions. It takes the pressure off of the

[12:30] employees when someone comes in to say, "What's going on this weekend?" and they

[12:34] can't think. they can just scan the uh event QR code and it brings up our

[12:40] website listing of what's happening. So the I don't want to say our employees in

[12:44] our community don't have to think anymore, but it sure takes the pressure

[12:47] off of them to know what's happening. So we do that with our attractions and our

[12:51] dining as well. So, uh, Midwest Midwest Living is a a national publication and

[12:57] this one has a request card in it where we can send information back to those

[13:02] folks that are interested in Platville and we've been mailing anywhere from 900

[13:07] to,300 uh, envelopes of of Platville

[13:11] information the last couple of years. So,

[13:14] uh, people are always engaged with maps, like to know the layout of the land. So

[13:19] we've been promoting in the Northwoods map. Uh it's a publication that's

[13:23] actually done by Quick Trips. It's all outdoor recreation. Uh this is in their

[13:28] larger Quick Trip locations and it's also on their digital presence. So uh we

[13:33] just feature outdoor recreation. They also give us a a nice uh 200 or 250word

[13:39] essay that we can put in each uh publication as well. Exploring at

[13:43] Tri-States. Again, we do an event listing. We've had some success uh

[13:47] bringing people up to our community from Davenport and the Quad Cities. So, I've

[13:51] been trying to do some small little ads to keep those people interested in and

[13:55] taking day trips and coming up along the river. Uh shopping news, of course, we

[14:00] support that with their day trippers the two times during the year. We'll do some

[14:04] events. This is what we did last year for National Travel and Tourism Week.

[14:07] We've got some things already planned for this year. Uh we do a hotel guide in

[14:12] Super 8. Most of these things will be do going digital going forward. We support

[14:17] the Telegraph Herald and the vacation land publication. Uh combining some ads

[14:22] with featuring the museum, you know, experience Platville's highs and lows is

[14:27] a great uh theme so we can get the M and the the the mine. Uh we do our events

[14:33] and some of those specialty publications through the Telegraph Herald, which has

[14:37] actually helped us increase our attendance at some of our farm events.

[14:41] And the dinner will also be done this year. Uh again the th we do promote our

[14:47] southwest music festival especially when we have regional bands and acts that are

[14:51] coming from the Cedar Rapids area and the Quad Cities. So and Travel Debuke

[14:56] again our neighboring partner that we share some things.

[15:00] Johnson Travel Guide is a very popular publication. They did not do a printing

[15:05] last year. They just changed the cover. So we're reformatting it for the

[15:09] upcoming season. And we also have been supporting uh

[15:14] women's day and good housekeeping a couple national publications in various

[15:18] parts of our country. We've been in the north Chicago and Cedar Rapids areas. So

[15:23] we're trying to draw people from a little drive to come here. And this was

[15:27] a copy of our Platville guide from last year. So I think at this time Jody was

[15:32] going to cue up some videos. Is she Oh, there you are. I got to unplug here.

[15:38] We did a couple of 30 second spots that we promoted on the CW out of Madison

[15:45] and uh so I just wanted to share those with you. We spent some uh a little

[15:49] money to reformat some of the uh video that we had gotten from uh Abbing video

[15:56] when we did those two-minute videos and we reformatted it into 30 secondond

[16:00] spots and featuring our our trails and our outdoor recreation and also

[16:05] Southwest music festival.

[17:57] really nice nice things that our community has to offer for not just our

[18:01] residents, for anybody that would be staying in our properties here to go and

[18:05] enjoy. So, uh, at this time, I guess I would entertain any questions that any

[18:14] » the, uh, the impact of the, um, the hail stom and all the sorry, all the damage

[18:20] and everything, are you able to factor that out just to see how we were doing

[18:24] year-over-year without about that. Do you have any sense at all?

[18:28] » No, I I don't have those numbers. That would be really up to the lodging

[18:32] properties to be able to identify what was uh the room stays were for

[18:37] construction versus uh football games versus just family visits and whatnot.

[18:43] So, >> I was just curious how we were doing.

[18:45] » Yeah. >> Without that pump.

[18:47] » Yep. >> Thanks.

[18:52] Just for the benefit of our several new members on the council, you want to

[18:58] explain the percentages and what the impact is for the city with

[19:03] the contract that you have. So the

[19:10] the tax numbers, well, we have a 5% room rate tax

[19:15] and the

[19:19] chamber gets 70% of the room tax. The city gets 28% and the hotels or lodging

[19:27] properties get 2% for their administrative fees. So during 2025, if

[19:33] you go by the fourth quarter report, the city earned $66,351.

[19:40] So, and we're taking all of the money that you're giving to us, reinvesting it

[19:45] to bring people back here. So, that was the biggest total uh that we've been

[19:50] able to achieve for the city in the time that doing room tax. So, and hopefully

[19:56] we can do better than that next year with some of the plans that we have

[20:00] made. So,

[20:04] » and those percents are set by state law. >> So,

[20:09] » yeah, this the percents of the percents are actually set by state law.

[20:13] » Okay. >> Okay. Anybody with any other questions?

[20:19] » Question, but um just a comment. This was this was great. Those videos are

[20:24] really nice, too. those, you know, we can't reuse the

[20:27] Southwest Music Festival and we'll have to recreate one, but those other two

[20:30] videos can be used whenever. So, we've already we're already thinking about

[20:34] reusing them. Maybe not in Madison or maybe a different channel, but they can

[20:38] be used somewhere. So, once you spend the money on designing it, you know, as

[20:44] long as it's generic, so to speak, you can reuse that. So, it's not money

[20:48] wasted. So, so I just want to thank the city for the cooperation. We work uh

[20:55] Quarterly we meet with the city tourism committee and so we try to be

[20:58] transparent with all of our dealings and uh it's been a pleasure working with

[21:03] everybody trying to combine events. Uh even we just had an an event at the

[21:09] airport this last week so we tried to promote that on our uh social media and

[21:14] on our website. So uh continue to let's continue to work out that partnership.

[22:59] North Fourth. and Saturdays from 6:30 to a.m. to 100 p.m. from May 2 to May

[28:33] a tough one. That was quite the process, but I um we all have high hopes for you,

[29:34] last year we had applied for that and we wish to do so again. The DNR requires a

[29:39] resolution of support for grant request. Resolution 2604 would be for an 8020

[29:44] grant to maintain the circular trail in Mountain View Park. These grants are

[29:49] capped at 100,000. Awards would be announced in the fall of 2026 for

[29:54] construction in 2027. >> [snorts]

[29:56] » staff has identified up to seven locations in need of repair or

[30:00] approximately 25% of the length of the trail. This is the same as last year. Uh

[30:05] we are essentially resubmitting the grant request. Uh if awarded, the city

[30:11] would conduct repairs at up to seven identified locations. The 20% match up

[30:17] to 20,000 would need to be budgeted in the 2027.

[30:22] Staff is recommending to pass the motion resolution 2604.

[31:36] uh contracts over the years. There is no issue with the quality of work. The bids

[31:41] came in much lower than expected at 2946.

[31:46] As a matter of fact, if if uh we had the bid prices from 2025, the bid would have

[31:53] been just over $40,000. Uh so what we're going to do is we're

[31:59] going to work with them to add additional repair locations so that we

[32:05] would be at or under $40,000. Uh so we're recommending that you award

[32:12] the contract to Gelli next time. Um Dan is here if you've got any specific

[32:18] questions. Also,

[32:34] Okay. then we'll uh see it on the agenda for action next time. Uh next is letter

[32:40] of support for the standalone curb ramp improvement project.

[32:47] » Script. Yes. Um the DOT is proposing a project to improve all the uh sidewalk

[32:56] curb ramps on highways 80 and 81 in conjunction with their 2020 2033

[33:02] improvement project. Uh but it would require a letter of support from the

[33:06] city to receive that federal funding. Just a reminder, um the the 2033 project

[33:16] has two parts and this would be a third part to this project. The first part

[33:21] would be reconstruction of Water Street from business 151 to Pine Street. um

[33:28] doing all the work and the curb ramps in this section will be brought up to code

[33:34] as part of this project. Millan overlay of highway 81

[33:39] of that asphalt section from Mineral Street on Chestnut at the Chestnut and

[33:45] Mineral intersection where the asphalt starts to the city limits. It would

[33:49] grind out 2 in of asphalt and replace with new. Uh all sidewalk curb ramps in

[33:54] this section would also be brought up to code as part of the project. The part

[33:58] three, the script portion would be to replace sidewalk curb ramps bringing

[34:04] them up to current code for all portions of highways 80 and 81 not included in

[34:11] those two that I just spoke of. So it would do all of that. Um,

[34:18] I've been told that there is no city funding required. Uh, all design,

[34:23] construction, real estate, all of it is part of the DOT grant funding through

[34:29] Federal Highway Administration. So, we're recommending that we u adopt

[34:35] the letter of support. >> Questions?

[34:54] what they do is they will remove the the curb ramps with the bumps right at the

[35:02] uh right at the intersections and what they will do is make sure that

[35:08] those are to the current code Um they basically have to be flat as you come

[35:15] off of the street. Uh no more than 2% slope in any direction.

[35:22] And um you know and then there's other little things. So um you might what you

[35:30] might see is you might see a a curb on the back side of the sidewalk. Um, if

[35:38] you go over to uh Camp and Seventh, uh on the east side of of of

[35:46] uh 7th there at on Camp Street, there's an example of one of those little back

[35:53] backside curbs. That's because of how they need to do things.

[35:59] So, they'll they'll be doing those sorts of things, making sure that they're five

[36:03] feet wide instead of four feet wide. uh things things of that nature.
