[10:28] from them. Uh and that would be if we do everything

[10:33] and that would include the additional audits that we may or may not have to

[10:47] uh from EFPR.

[10:50] Uh that's a $6,000 savings.

[11:00] does do Clinton County. Uh they have done the Clinton County uh

[11:05] audit for several years now. Uh

[11:09] Jennifer did speak with the deputy treasurer. They're very happy with their

[11:13] services and find that they do a good job. The other thing that we are adding

[11:19] on so in that $39,200 there's an extra $1,200

[11:26] in there. Lumsden will submit the AFR, the annual

[11:32] financial report to the comptroller's office for us after the audit has been

[11:37] completed. Um and that is a huge time savings

[11:43] uh for the finance office. Uh Jennifer went through some of it with

[11:48] me this year and it's astronomical amount of time that it takes to fill

[11:51] that out. So, money well spent. That will be done after they complete the

[11:56] audit. Uh so, the information we get back will

[12:00] be packaged very similar to what we see today.

[13:19] with Douglas Boulevard with Clinton County.

[13:23] Um we will be returning the escrow account for

[13:26] warranty. Um

[13:29] and the last thing that we will that you have for consideration is

[13:35] uh authorizing the agreement uh for

[13:39] assessing services from Clinton County. Um

[13:44] Clinton County kept their word 100% with that. Uh knowing that the end of last

[13:51] year and this year were kind of the test program cost-wise.

[13:56] So, for reference, we this year for the tail end of last

[14:02] year proportionalized and for this year uh paid $35

[14:07] per parcel for assessing services from the county.

[14:12] Next year, it will go down to 31.50 per uh but Tammy Leahy from real

[14:20] property had said that they would monitor, take a look at the different

[14:25] numbers, see how everything came in, uh and they actually dialed that back a

[14:30] little bit. So, we're going to save $3.50 per parcel.

[16:16] Uh so, once we get this signed uh agreement with them, which we did and

[16:25] picture and they have to go into a storm water review with their engineer, fire

[16:32] that back. Then that comes back, then they have to do a foundation review,

[16:36] that has to go back and be stamped by an engineer again.

[16:40] Long and short of it is best case scenario for this year would

[16:45] be for us to start the process in December.

[16:49] Uh so, what we have done with Hybrid, we've signed a contract with them. We're

[16:54] going to allow them to deliver the building. We're going to do some of the

[16:58] groundwork, but we're not going to do anything with foundation, footers, etc.

[17:02] until spring. Uh we had a meeting with highway.

[17:07] » So, they they they debated it again to make it longer for

[17:12] us. >> Well, Hybrid, uh you know, I'm not sure

[17:16] where the communication breakdown was there.

[17:19] Uh but certainly we all would have liked to have had it up this year. We're not

[17:22] going to have it up this year. >> The fence will go up though

[17:25] » We'll probably have the fence up. The groundwork, the storm water retention

[17:30] plan will probably be in. I don't know that we'll have asphalt down. That will

[17:35] be very determinant, but um I would seem to think that if we got

[17:40] some of the road base or some of the driveway base in there

[17:44] that it'd be better that that's settled anyways and then asphalted in the

[17:48] spring. Which kind of makes sense if you think

[17:51] about it. It goes through the winter, goes through a frost process, will

[17:54] settle in a little bit before. So they'll get the you know the

[17:58] the crushed stone in, roll it, etc. after everything's dug out. They'll be

[18:03] ready to go with the foundation. So the building will start next year. Next

[18:07] year. It will be up for next year. >> And they're um

[18:13] they met with highway won't meet with them until

[18:17] a couple weeks from now, but um we're good for storage of salt for this

[18:21] winter. >> Oh yeah. Yeah, they're all set. They're

[18:26] going forward with the orders yet because we do not have the contracts

[18:30] back from the county yet. Uh the salt. So they don't know what to

[23:27] So, we'll be able to look at it and say, "Look, if there's a $300,000 grant, we

[23:32] can go back and say this is these are the sections we're going to do."

[23:35] » Is I Is the plan for like typical sidewalk side sidewalks or everything's

[23:42] going like e-bike, scooter, that kind of stuff? The reason I'm bringing up Route

[23:46] 9 coming from the town to the city by like Pine Harbor in there. Like that's a

[23:51] little bit There's a lane dedicated for bicycles and then still walking lanes.

[23:55] That to me with this day and age of everybody's on, you know, push scooters,

[23:58] electric scooters, the e-bikes, especially like on a Tom Miller Road,

[24:01] that would be invaluable, I think, to do those to make it if it's at all

[24:04] possible, specifically the busier streets, make it that much wider so

[24:08] you've got a lane for non-motorized or small motorized

[24:12] wheelies and then people walking. >> A lot of the smart growth plan when you

[24:15] get into the town center area. So, Tom Miller Road

[24:21] would be an example where if Tom Miller Road were to be rehabbed,

[24:26] a lot of that would be built into that. >> Wasn't it the restriction

[24:31] on how far what how wide you could go because of the fact that

[24:35] the property is close to >> Well, and that's where a lot of the

[24:39] where a lot of the challenge is with when you get in the older part of town,

[24:43] Katieville. Uh

[24:45] you know, where those sidewalks have been down for 40, 50 years. You know,

[24:49] some of those areas you're not going to be able to do something like that. A lot

[24:52] of that's going to be rehabilitated and replaced where we can.

[25:01] county about it. The county realizes that that's going to be a major project.

[26:33] you know, anything else that that's law, ordinance, whatever, accept a variance.

[26:45] Uh and they give you the justification in the paperwork in order to get the

[26:50] proper coverage. And correct me if I'm wrong, the bloom test was done at 145, I

[26:56] believe, right? >> That's my recollection of this.

[27:05] also have to ask them to correct one other thing.

[32:45] Park tucked over in the back of of the Wallace Hill Park

[32:49] to see if they were suitable for the placement because the local law states

[32:53] that it has to be placed on our property first.

[32:57] Uh so, they did do those and they did eliminate

[33:00] mainly the reason there was setback because of the fall zone, the which is

[33:05] the height of the tower plus the 10% That's if it falls.

[33:09] » So, it tells in here why they rejected these towns.

[33:12] » Uh there's a park someplace in their town he said. Yeah.

[33:15] » And that goes to their justification to get these two variances they would have

[33:18] to take. This other property they checked won't work and here's why. So,

[33:22] this is kind of the next least restrictive area for them.

[34:09] lot of stuff going on. They've cleaned up like the East Morrisonville Park, the

[34:13] sidewalk, parking to gate, and adding a pad. They're they're fixing the building

[34:17] entrance to remove the lip. Um they've cleaned up the Lapier Lane. They

[34:23] had um cut some brush that's all been picked

[34:25] up. Uh basketball courts and lines in West

[34:29] Plattsburg Park have been resurfaced. They've done a lot. Um still working on

[34:33] the pollinator garden. Um they may switch from the Vermont

[34:38] person that they were working with to Cornell Cooperative Extension and

[34:41] Clinton County Soil and Water or work collaboratively with the three. Um

[34:45] they're trying to get that up and going. So, yeah, they've done a lot. Doing very
