[2:51] the statuto officers appointed officers of Pleasant Grove City and providing for

[2:56] effective date. And I think you're going to take care of item uh B2 for that. Is

[3:25] Okay, we have two separate items. They're specific to really the same

[3:29] thing. Oh my gosh,

[3:35] this is so much easier when it's right on my screen. Okay. Um, [clears throat]

[3:40] the reason there are two separate items is, uh, by statute, we have to have two

[3:44] separate public hearings. So, I'll introduce them at the same time. Uh, uh,

[3:49] every every year we do a mid-year adjustment,

[3:53] [clears throat] uh, for different parts of the city. Uh it's where we do a full

[3:57] market analysis and we uh make sure that we're staying compensation wise. We're

[4:02] staying competitive with our u with cities and uh really we're comparing to

[4:08] other cities. We don't compare against the private sector. It's kind of hard to

[4:11] get private sector data. Uh so we specifically um do that with comparing

[4:17] against other cities. Um [clears throat] three years ago we did the police

[4:21] department. Two years ago was the fire department. Last year was public works

[4:25] and parks. Uh this year is really the remaining departments. So admin

[4:30] community development um recreation library and also the

[4:35] department heads. So anytime we change compensation as far as um the the salary

[4:41] ranges or the actual compensation then uh there is a public hearing that is

[4:46] associated with that. So what you have uh before you is the current range and

[4:52] the new proposed range for uh all the positions that are um [clears throat]

[4:58] appointed. So um when we deal with this with um almost all the other employees,

[5:04] we do the same things, but it doesn't require council uh a public hearing and

[5:09] council approval to change those ranges. We just handle that administratively.

[5:13] Um but as you can see here um actually through our research we were doing

[5:18] pretty good as far as uh being competitive uh with the market.

[5:23] [clears throat] A couple of the ranges aren't changing. Um but we do have some

[5:27] ranges that were a little out of whack and so we have made uh those requisite

[5:31] changes. So you can see the positions on the left and then we have the current

[5:35] range, the mid, the mid, the minimum, mid and max and then the new range. So,

[5:41] is there any questions about this? >> I'm just Yeah, I'm just wondering um

[5:47] could you just kind of just dis disclose to us or let us know what cities are we

[5:52] talking about? You referenced like we [clears throat]

[5:54] » kind of try and pull different cities. Are we talking about cities that are

[5:58] kind of our same demographic, size, kind of work requirement? Yeah. department

[6:03] size, department kind of overhead type thing or is it just everybody that

[6:08] » No, we [clears throat] focus on Utah County and we do have uh larger cities

[6:13] and we also have smaller cities. Out of the cities in Utah County, Pleasant

[6:16] Grove at 40,000 people is probably right in the middle of size cities. So we'll

[6:21] have cities we'll compare against um like a Provo Orum, but we'll also

[6:26] compare against a Santa Quinn and a PAC. And so um we we've done this with all

[6:32] the um employees. Every time we do this we use we we belong to a service called

[6:38] TechNet which is where the cities that participate in TechNet upload all that

[6:43] information so that we can go to this uh particular website with that's been

[6:49] populated and it goes through the you know the salary scales and wages. And so

[6:55] when we [clears throat] do that, there are a couple things that we might

[6:58] customize a little bit if there's something we're looking at that just

[7:02] doesn't make sense. Either we'll make a phone call to a city and say, um, you

[7:06] know, have you updated your ranges in there? It does say when the cities have

[7:09] updated their ranges because that that matters. Most cities are just like us

[7:14] where um they handle their business usually on the fiscal year. So most

[7:18] raises will come in July. Um but if and some and a lot of cities will do

[7:23] mid-year increase similar to what we're doing where we're doing an analysis

[7:26] where we go a little deeper. >> Um but that's that's who we compare

[7:30] against. And so we feel um if we compare it against cities that were just really

[7:37] more or less our size, we're only comparing probably against three cities.

[7:41] And so we try to make it a little bit more data driven in a sense that we're

[7:46] going to have more information. I would say most of these David eight cities

[7:51] usually eight or >> seven or eight is um is what we were

[7:57] compared against. So it's a good question.

[8:13] are making a recommendation that we increase the salaries for uh the

[8:19] appointed officials. Um and this is a new law. I think this is about two years

[8:24] old uh where uh in the past it just had to be ranges. Now if we're doing an

[8:29] actual increase then it needs to be disclosed through a public hearing. Uh

[8:33] so on the left is the positions on the right is the market salary increase.

[8:38] You'll see most of them are 3% meaning that we were pretty close to where we

[8:42] needed to be market. The 3% is a placeholder to keep us into market. And

[8:47] then we had some that weren't um that were below market. Uh namely community

[8:52] development, uh library, police, fire, and our uh building official. Uh so we

[8:59] have uh a little bit more of a percent increase for them to help uh catch them

[9:03] up with market wages. Is there any questions about that?

[9:08] » I know this one's hard for you to come up as a city manager [laughter] and talk

[9:12] about yourself and the directors, but yeah, thank you.

[9:14] » No, I appreciate it. Uh, this is the nature of city government. I mean, most

[9:19] if you're trying to find somebody's salary that's not in public service,

[9:22] good luck. Uh, our salaries are online. Like, you can go to the transparency

[9:27] website if anybody wants to see uh what our salaries are. And and that's fine.

[9:32] That's part of being a a government employee and needs to be transparent.

[9:36] The public needs to know how the tax dollars are spent. Um we we uh own every

[9:41] bit of this. I mean, we we want to play pay a market. We want to attract good

[9:45] employees. And so, um that's that's our goal. We are not the highest paid in the

[9:51] county. We're not the lowest paid. I feel like we're in a pretty good spot

[9:55] where we're being fair to the employees. >> Do you have a breakdown of how market

[10:02] study was done. So, we do have residents ask what specific cities how the how it

[10:06] was conducted at what time period. Do you have a breakdown of how that market?

[10:10] » Yeah, if somebody wants to do a grandma request and if they want to take a look

[10:13] for us is >> No, if you guys want to see it. Yeah, we

[10:15] can show it to you. >> You want to send that out?

[13:07] and appendix D fire apparatus access roads and appendix is that

[13:12] » L >> L okay L requirements for fire fighter

[13:16] air replacement systems in high-rise and large footprint buildings for the

[13:20] international fire code and providing for an effective date.

[13:23] » Thank you, mayor, mayor, and council. As discussed in the work session, this the

[13:27] purpose of this ordinance is to amend title 9, chapter 8, the fire code

[13:32] adoption. Typically, we adopt the international fire code by reference in

[13:36] our ordinance. It is not spelled out specifically, and that's uh sufficient

[13:40] under the state code. We have discovered that in order to enforce certain of the

[13:45] appendices, they need to be adopted specifically. The fire department has

[13:49] requested that the four um appendices mentioned in the in the short title be

[13:54] adopted and the purpose would be to um strengthen fire protection, enhance

[14:01] firefighter safety, improve emergency response effectiveness, and align local

[14:06] regulations with nationally recognized best practices.

[14:10] Um I could explain all of those, but I think the short title is pretty clear

[14:14] about what each of those appendices um covers. If you have any questions, I'm

[15:04] construction chapter 8, fire code adding subsection 2 adopting the international

[15:09] wildland urban interface code and providing for an effective date.

[15:13] » Thank you, mayor, mayor, and council. This ordinance also amends title 9,

[15:16] chapter 8, the fire code to specifically adopt the international wildland urban

[15:23] interface code. As mentioned in the warehouse clauses of the ordinance, um

[15:28] house bill 48 of the 2024 Utah state legislative session enacted provisions

[15:34] requiring counties and municipalities to adopt the state wildland urban interface

[15:41] code. That adoption was actually delayed because we were waiting for them to

[15:45] finalize the WOOI map. You they did finalize that map and you approved that

[15:50] map a few weeks ago in city council and now we need to adopt the code that goes

[15:55] with the map. The purpose of this is to be in compliance with the state code.

[16:00] And also the advantages are that it um sets out whose responsibility uh for

[16:08] fighting wfires in the wildland urban interface area

[16:12] which for Pleasant Grove City is our east bench area um and the eastern

[16:17] borders of the city. And it also provides for a way for us to be

[16:23] reimbursed should we need to expend manpower and services in fighting any

[16:27] wildland fires in that area. That would normally be um the responsibility of the

[16:32] state or the county. >> Great. Any questions?

[17:22] It's a res or it's a resolution actually, sorry, not an ordinance, a

[17:25] resolution um of the governing body authorizing the mayor to execute an

[17:29] interlocal cooperative agreement with the North Utah County Water Conservancy

[17:33] District regarding the use and placement of security cameras at Gro Creek and

[17:37] Battle Creek basins. As explained in the work session, um we currently have a

[17:43] master services agreement with uh flock safety cameras. Um the police department

[17:48] has utilized these cameras very successfully in uh crime detection and

[17:54] crime uh solving activities. The um North Utah County Water Conservancy

[18:00] District is concerned about um criminal mischief, graffiti, that type of thing

[18:06] occurring at their two basins in Grove Creek and Battle Creek. They approached

[18:10] uh our public works department and our police department requesting um that we

[18:16] you allow them to use our master contract with Flock to place two

[18:20] cameras, one at each basin. Because we are an interlo because we are a

[18:25] governmental agency and North Utah County Water Conservancy District is a

[18:29] governmental agency. Uh we need to memorialize these types of agreements

[18:34] with an interlocal agreement. It's a little bit of overkill in this

[18:37] situation, but we're following the rules. Basically, the interlocal

[18:42] agreement just provides for the um agreement of who's going to do what,

[18:47] what the responsibilities are between Pleasant Grove City and the North Utah

[18:51] County Water Conservancy District with regard to placement and payment for the

[18:55] cameras that are going to be deployed in those two basins. Do you have any

[20:10] It is a um we have had an existing franchise agreement with Rocky Mountain

[20:15] Power for many, many years. This is simply an extension of that agreement.

[20:21] it expires um every five to eight years and so

[20:26] we're just replacing that. There are no significant changes between the last one

[23:34] that's we're reiterating that's our position. We are requesting anything

[23:37] they give us is done in writing because we don't know where this is going to

[23:41] land as we work through this. We just want to make sure everything's done

[24:01] turn the time over to Council Member Rogers, but we had some a great a great

[24:05] week and I I think yesterday, right? So, go ahead.

[24:09] » Yeah. No, I think it was a great month. Really, Choose Kindness Month was

[24:12] February and there were a lot of events. I one of the great things is a lot of

[24:17] the businesses around town, you know, they offer kind of the wearable coupon

[24:21] stuff and so that sweater was was kind of a cool thing to go around and kind of

[24:26] get free little treats around. But one of the highlights of choose kindness

[24:31] month was the choose kindness scholarship that was offered at Posen

[24:36] Grove High School. It was offered with in conjunction with Rogers and Russell

[24:42] and also with the PG Lindon Chamber and we were able to give out six different

[24:48] scholarships and a total amount of $5,500 which I think is pretty cool and

[24:55] uh we're just hoping that we're going to be able to continue to grow that fund

[24:58] and continue to offer those scholarships. But yeah, so six different

[25:02] uh high school seniors at Pleasant Grove High School received uh some

[25:06] scholarships to go towards their continuing education. And we we got a we

[25:10] had a little assembly where we were able to go up and the pictures didn't turn

[25:13] out all that great. So then we got to meet with them again at the high school

[25:18] and uh >> never have barcodes up on the screen

[25:20] while you're doing pictures. >> Yeah. having a QR code on your face

[25:23] surprisingly doesn't look great in a picture. But um but yeah, no, we got the

[25:27] pictures re we retook them and and anyway, we just have exceptional youth

[25:33] in our city that want to care for each other. And I just love that February

[25:38] gives us a chance to to kind of get out and be kind and focus on that. And these

[25:42] these youth wrote essays that really showed that we have people in our

[25:47] community that are struggling and it makes a difference when we're kind and

[25:50] nice. So, I liked it. It was great. >> Yeah. [applause]

[25:59] » Um, yeah, coming up on 10 years, True Kindness has been part of Pleasant Grove

[26:03] and so and it's come a long way and then when we teamed up, we were in the main

[26:08] hall and we decided last year that we can do better and so I think we did this

[26:13] year. It was great to see the the seniors with a smile on their face uh

[26:18] being awarded that. It's just an amazing experience. So, whatever we can do to

[26:22] continue that on. Um, I don't have really any items. I just wanted to say

[26:27] thank you to our city staff to tremendous job that you do on a daily

[26:31] basis. We, you know, we are a city of services and we appreciate that the work

[26:35] that you do continually to help our residents and help our city become

[26:39] better every day. So, thank you. It's much appreciated from that. I I hear

[26:44] from a lot and they come in and express their thanks and and I I love to see

[26:48] that all the time. Um >> I wasn't done yet, mayor. What's that? I

[26:52] wasn't done yet. >> Oh, you weren't done. I can turn the

[26:56] thunder, but I just wanted to say some of the ordinances we passed today, I

[26:58] think reflect the quality of leadership that we have in our city. And I am glad

[27:04] uh that we have such great directors and great um department heads that uh care

[27:10] about our city and are really putting in extraordinary effort. So I think that

[27:14] passing those ordinances is definitely well founded and and they and we're

[27:19] we're really lucky to have the quality and talented people that we have. So I

[27:22] just wanted to make that was one thing I wanted to say
