[0:03] Welcome all to the dog days of summer. Today is Monday August 24, and this is the written
[0:12] meeting of the Alicia Pleasantville Board Trustees. We have only three of us tonight, David Paul
[0:19] handed me. Yemi and the coal are elsewhere as the summer winds up, so we have it abbreviated.
[0:26] Let's just think of you tonight, and we did not have a radio and work session. As is always the
[0:31] You can pick up the Zoom link for this meeting or any other at
[0:36] Pleasantville-NY.gov.
[0:39] And with a few days, the recording of this meeting is available
[0:44] Pleasantville-NY.gov along with the recordings of previous meetings.
[0:48] We will be back on our regular schedule work session at 7
[0:50] regular session at peace on Monday, September 14.
[0:57] So I have a few announcements to make.
[1:01] one wonders if anyone is listening, and one couldn't blame them for not, but I will say them
[1:09] nonetheless. First off, I was on a street, I was out of town this weekend, but I filed reports
[1:15] in our successful civic space concert for you guys. That's what I wasn't that, yeah, it was
[1:19] a lot. But I filed reports in a very successful civic space concert in our series that were
[1:27] main tumor in the next one is on Saturday, September 26th, and the closing one in the fall
[1:35] is Saturday, October 24th, all at 7 p.m. So thank you again to Mike Nguyen, Christian
[1:45] President of Nity Rogers, Kerry Ramirez, all the folks down at the Rector Department for
[1:50] putting all this together and running it. It's really been a great thing to come in as they
[1:53] So I won't bore you with the details yet, but there's a sports swap plan that our folks can donate sports equipment that's in good condition that they don't need down at the Red Center and then pick it up anything you want that would take place on Saturday September 19, but more on that to come similar arrangement for Halloween swap coming up over those have been great opportunities to clear out your closet with stuff that
[2:24] could go to better use. A couple of updates to make. One of them is that we still haven't
[2:31] got word from the county, about whether they have committed to a vendor to put out the series
[2:38] of red light cameras that will be going on county roads with the one that will go on the summit
[2:44] of Parkway, Grand Street. We continue to press them. We have no word about that yet, but by the county's
[2:51] report they are close to having committed to a vendor and hopefully when I report on this
[2:57] September 14 we'll have better news. Quite a bit of a conversation going on about electric bikes
[3:05] and electric scooters, particularly kids writing them. I know the school district is considering
[3:12] and very likely will act on their next meeting agenda to require kids to walk an E5 or
[3:22] scooter. I think this is the airplane. You would not be allowed to ride an E5 or a scooter
[3:28] on school property. Kids of 16 or older are allowed to ride Ebits on the street, which is
[3:42] activity with kids who are clearly open in that kids writing without helmets, kids writing with
[3:47] somebody else on the back, which is taking the normal kid activity on a petal bite to a little
[3:54] level when they're writing what is in some cases almost a small motorcycle. So, very much encouraged parents to be
[4:02] responsible in advising their kids about how to use electric bike or a micro scooter to make
[4:08] than the risks and as a matter of parenting to assess in your own mind, whether you think
[4:13] that you have a kid who can be making mature decisions on a split second basis in writing
[4:18] a motorized vehicle.
[4:19] So, goal has been a great season, continuing obviously through Labor Day.
[4:23] Thank you to all of our participated crossing guard jobs are available in the 20, 20, 20 hours.
[4:29] If you're interested in crossing guard job, please reach out to Eric Verwatt at the Puzzle
[4:34] Bill, please, Department, that's E-B-Y-R-W-A.
[4:39] That's pleasable, that's generally not gut.
[4:41] Eric is the administrative sergeant who is a kid from track of all of that.
[4:47] The county is hosting a number of 9-11 services.
[4:54] There will be an interfaith prayer visual taking place on Thursday, September 10th at 5am.
[5:00] At the Kensko Dam Plaza, there will be a memorial service on Friday, September 11, at 2 p.m. at Kensko Dam Plaza.
[5:09] Those will be streamed on Facebook live on the West, which can be homepage. If anyone has a family member or someone who died on 9, 11, or 9, 11, related to the illness and would like to be involved in either of these two memorial events.
[5:22] You're invited to contact communications at Westchester CountyNY.com.
[5:30] Anybody else have a report?
[5:33] We have the last report I wanted to make.
[5:37] We continue to receive a bunch of letters with folks who haven't been in use about the proposed
[5:42] LNR development that is proposed for 102 cowhouses on the site behind the bank of New York,
[5:51] former Bank of New York site, and on that site, that past Foxwood.
[5:56] So obviously all comments are appreciated, and welcome at info at Pleasantville, Descent
[6:00] Right.gov.
[6:02] I will say that a bunch of the ones we're receiving now that don't reflect the latest
[6:06] submission.
[6:06] If you go to Pleasantville, Descent, NY.gov and click on to the tab that provides the latest
[6:14] information about the UNR project, their latest submission and the technical memorandum
[6:19] and their revised site plan are available, and they are marked for September 14.
[6:26] That is because when I was going to come and September 14, and they will make a
[6:30] detailed presentation about where they are now, and then revised application they have submitted.
[6:35] So let me just encourage anyone who has a sincere interest in this to dig into it a little bit
[6:40] at Pleasantville.com and take a look at all that has been proposed, including one page fact sheet.
[6:47] Because we're getting a bunch of letters about matters that have now changed substantially from what the writer imagines to be the case.
[6:56] So, again, anyone who is interested, you can log in by a Zoom on September 14th.
[7:03] You're also obviously welcome to come here in a regular review.
[7:06] And as is the case for all of our meetings, the full tape of that presentation by Bernard and anything else that happens,
[7:13] We'll be available in a few days at PleasantoBesh and why we'll talk about it.
[7:18] What I anticipate will happen is that there will be a bunch of steps that we would have
[7:23] to take up.
[7:24] And one of them would be to have a public hearing about them or go zone change, so we will have
[7:29] at some point that is sitting about what date to post that public hearing.
[7:33] If I'm a betting man, I would guess that public hearing would be held over to a second
[7:37] date.
[7:38] So, again, sometime after September 14th, whatever, based on the chance that I adjust the new materials,
[7:44] a lot more to say about what your next opportunity to come in would be
[7:50] with that.
[7:51] Let me just go to the Zoom, link and see if anyone has raised their hand, Helen Muir, has
[7:59] raised her hand, and is allowed to talk, Helen Howard,
[8:05] can you hear
[8:08] me, John Deak?
[8:17] Hello. Hello.
[8:19] And you here?
[8:23] Yes, we can hear you.
[8:24] Did you want to say something?
[8:26] Yes, I did.
[8:27] I wanted to know if I need to be present for the
[8:34] announcement of the public hearing for the zoning code change.
[8:38] You do not need to be present.
[8:40] All right.
[8:41] That I support it, so I'm going to back off.
[8:43] Okay.
[8:44] Right.
[8:45] Essentially, we're just assigning the date for the public hearing.
[8:48] We'll make a brief comment about what's involved in the proposal but very brief.
[8:52] Because, obviously, we'll go through it in detail at the time of the public hearing.
[8:58] Excellent.
[8:58] Thank you for taking my waving hand.
[9:02] Thank you.
[9:02] Thank you.
[9:05] Any other comments on any subject?
[9:09] that anyone would like to make, raise your hand in the parts that have been paying, and we will
[9:19] be there being none.
[10:00] So, second, second. All in favor. Aye. Aye.
[10:04] Welcome to a continuation of the public hearing. We need to continue it for scheduling reasons to make certain that it met all requirements prior notice.
[10:14] We described this generally at our last public hearing when we began this and the details of the franchise renewal are attached to the agenda.
[10:23] The very short version of a very long story is that we are, we have very few options and
[10:31] have already settled in agreement with Verizon and are required by law to settle a parallel
[10:35] agreement with all T's, which operates the optimum system, and so we, in the course of both
[10:44] of these renewables, both Verizon and all T's, we're working with a law firm and Pennsylvania
[10:50] that specializes in this, we're confident that we've gotten as reasonable the deal as can be
[10:55] had in today's world. If there's any comment, we invite it now. Hey, buddy, in the chat.
[11:03] You're being the one on the room. Is there a motion to close the public here? So,
[11:07] second. Second. All in fifth. All right. High, public hearing closed. All right. All resolution,
[11:16] the mission number 286, I will share my screen,
[11:26] read the great painting, your share your
[11:27] screen.
[11:57] He's also the village of Ford, trustee's here by Skylos, a public hearing for Monday,
[12:01] September 14th, 2016.
[12:03] The APM at Village Hall, a will around you, second floor, wasn't only Europe 10570, to consider
[12:09] an introductory local law number 5, 2026, a Mending Chapel 1805, or the Puzzle of Village
[12:16] we respect landscaping, criminal law, and replacement, and site plan requirements.
[12:22] Is there a second?
[12:24] So anyone who wants to be interested in this, we very much encourage you to read the text of this,
[12:28] which is attached to the agenda, and we'll again be attached to the agenda when we have the public hearing.
[12:34] This is a result of a long process with our conservation advisory committee, led by Helen Mure and many other folks,
[12:43] and tremendous positive contribution by Robert Gives
[12:48] our building inspector who has shepherded this,
[12:52] I think, in a very positive way.
[12:55] So, the short version of a long story,
[12:56] which will be described in detail
[12:58] when we open the public hearing September 14,
[13:01] is that some aspects of how we manage our tree inventory
[13:06] will be sharpened and enhanced.
[13:10] Some projects that have not adhered to gone to the planning commission will go to the planning commission and there will be a set of terms under which when folks want to take down trees depending on the size of the tree that will work with the building department
[13:24] either to replace those trees with new trees or to contribute to a tree fund if they're in a position where they can't or don't want to.
[13:34] So much detail to be provided when we have the public hearing on the 14th, but in the meantime,
[13:43] please go to our website, post-villationright.gov, and take a look at this agenda and read the attachment.
[13:52] All in favour?
[13:53] Aye.
[13:54] Motion approved.
[13:56] David, 27th.
[13:57] is all the rest of these here by cruise to the minutes of the regular meeting held on August
[14:01] 10, 20, 26. Is there a second?
[14:04] Second, primary event on our meeting of August 10 was the elevation of Joe Zayn to
[14:10] the tenant. Congratulations, Joe. All of it. I'm Ashak, who would be back to equal to a huge.
[14:19] Whereas the village of Pleasantville, the village is a franchising authority and a
[14:27] in case to that, and is authorized to grant one or more non-exclusive able television franchises
[14:34] pursuant to Article 11 of New York Public Service law, as amended, in Title 16, Chapter
[14:39] 7, on Chapter 8, Parts 890.16 through 899 of the official compilation of codes, rules,
[14:48] and regulations of the state of New York as amended, collectively the cable loss,
[14:52] whereas the village executed a franchise agreement of evolution of osming help you the franchisee
[14:58] and generally 20 years to die.
[15:00] 11, case 13, that's V, that's 0, 181, and where I set franchise agreement expired in June 24, 2025.
[15:11] All right, hold on, we can figure this out. That's 12, 2013 to 2025, right? Yeah. Okay, for a term of 12 years. Yeah. Okay, we're just dealing with a typo in the written part. Okay.
[15:24] And the whereas franchisee has submitted a proposed franchise renewal agreement, the franchise
[15:31] renewal agreement, to continue operating a system with individuals and whereas the village
[15:35] and the franchisee have mutually agreed to the terms of set franchise renewal agreement
[15:41] and whereas the village has determined that franchisee is and has been a substantial
[15:46] compliance with all terms and provisions of its existing franchises and applicable law
[15:51] and whereas the village has determined that the franchisee has the requisite legal, technical,
[15:57] and financial capabilities to operate a cable systems within the city, and that franchisee's
[16:03] proposal for renewal of the franchises, we think cable related in these are the community,
[16:08] and whereas the newly noted public hearing, boarding an opportunity for all of the interested
[16:13] parties within the village to be heard in the proposed franchise renewal agreement,
[16:17] was held before the village upon August 10th, 2026, and August 24th, 2026.
[16:24] Now, therefore, we have resolved that the Village Board trustee's determines that it is
[16:28] in the best stages of the public to award the French government to the French IZE.
[16:33] And be it for the result, the Village Board of Trustees hereby authorizes the Village Manager to enter into the French IZE
[16:39] I'm a cable agent, a Bostoning LP, and to execute any other documents necessary to
[16:44] fluctuate the granting or the franchise renewal, I'll be happy to be able to reach out
[16:48] close.
[16:50] It is very sick.
[16:53] So again, this was the subject of the public hearing.
[16:56] We began the last meeting, open again for further comment, where we received none, then closed.
[17:04] Just to be clear, I will make certain they get corrected and I've record that that
[17:08] online about the previous contract was a term of 12 years. All in paper. I motion a
[17:16] period back to you David to piggyback. So we're just not here by our parents. This is the title
[17:23] change for Daniel O'Reilly, part-time permanent, part-time bill, bus driver, job, class 2, 0, 2,
[17:28] a quarter, five, five, 20, 20, 26. Is there a second? Second. All in paper. I motion a period
[17:35] to 90 people. Result of the Board of Trustees, here by authorizing the Village Administrator,
[17:40] at least sheaves the Sun and Agreement with Wester's Accounting for a Traffes traffic and
[17:45] criminal software program for an electronic capture of a ticket and accident data, and the
[17:49] electronic transfer of said data, so the DMBN Court is there a second. Again, this is a county service
[17:58] that municipalities are spinning all in favor.
[18:03] I motion it through to 91 people.
[18:06] Do you want me to read all the name?
[18:08] I do not think they need to read all the names.
[18:11] Well, we're trustee's here by after I was a strong rate change
[18:13] for recreation assistant job class code 0 to 369.
[18:18] And recreation leader after school program,
[18:21] Panther Club drop of the job class code 1047.
[18:24] In fact, of August 28th, 2026, this effects a variety of individuals, drug costs, code 0269 minutes from $222 to $202 to $250.
[18:36] The second system now, and that happens.
[18:38] It depends on your scenario already.
[18:40] So I think that's further statement in the act.
[18:42] It's further statement.
[18:43] Is there a second?
[18:47] So these are modest differences.
[18:50] We're very obviously interested for the folks who provide dedicated service to our cancer
[18:56] club program, which is about to launch for the new year. All in vain.
[19:01] Hi. I'm motion approved to an E2 poll.
[19:05] Resulted word for CCR authorizes establishment of a capital account for the renovation of
[19:10] the nano-vagan festival courts, and the further result, the word for CCR appropriates
[19:15] I don't know if it came to eight thousand from general upon the final balance of the final
[19:18] question.
[19:20] Is there a second?
[19:21] Thank you.
[19:22] The United States of all courts have been just showing their age, and then we're also used
[19:30] as a staging area during our pool project, so the time has come to fix them.
[19:33] All in favour?
[19:34] I have a tie.
[19:35] I motion that proved to an 83 date.
[19:38] It's not what we're trustee is here, but we're just following budget amendments for fiscal year
[19:42] 2020-27 was listed below, 31-224 from contingency that PDW welfare 1850 from Heart Supplies,
[19:51] Parks equipment for teleporting 9-72, 153,000 transfer to capital within this new capital project we
[19:58] discuss the name.
[20:00] Again, the basketball court resurfacing. $9,700 for the waterfront from contingency to water, for water distribution,
[20:09] on my outside services. And $153,000 transferred from the general fund for the nano-haken basketball court
[20:19] resurfacing in the capital fund. Is there a second? Aye. All in favour? Aye, motion approved,
[20:26] to 94.
[20:29] There's all of the vertices here by it proves the actual occupants of claims they had
[20:34] August 24, 2026, so at fiscal year of 2027, general fund.
[20:39] 349,924,000 to 10 cents, water fund, 43,405 to 3 cents, capital fund, 45,488,
[20:48] great.
[20:48] Refuse fund, 25,537 cents for a total of 264,365 and 55 cents.
[20:57] Is there a second?
[20:59] So, as well as the case, the full detail of every single check we write, is included in the attachments, all in favour?
[21:06] I, I wasn't approved to any four-gave it to that five percent.
[21:10] There's a lot of work to trust these here.
[21:12] By the way, it's the 30-day requirement to local municipalities for a liquor application by sole brewing company.
[21:16] I want to see 41-wheeler avenue for those who don't want to 5-7 out to the New York State liquor authority.
[21:22] It's in the spiral side later.
[21:24] Yeah.
[21:25] Is there a second?
[21:25] Second, as is always the case, but always agree with these. There's no reason for a 30-day period all in favor, I motion approved to a 96-pole.
[21:36] There's all of the board trustees here by excessive donation of current state centers, C, M, Z, R, E, 5, from John and K, M, the amount of $100 for the purpose of seeing your meals.

[22:53] crossing guard, I think we're still short of positions, so anyone who is interested please
[22:57] reach out to the place to park it. All in favor. Hi, I'm Bolshevik, I believe that's the end
[23:04] of our agenda items. Is there any further comment on any sort from somebody online? Raise your hand,

[23:21] we will see you again on Monday, September 14.
[23:25] Again, a bunch of things going on that night
[23:27] that are of special interest,
[23:29] the first being the presentation by Lenar
[23:30] about the status of the current Revive Proposal

[23:37] on the revised requirements for trees and landscaping.
