[4:52]
» All right, we have a nomination of Ms.

nominations?
Seeing none, we will close the
[5:00]
nominations for chair and we'll take a
roll call vote in favor of Ms. Visio for
[5:06]
chair of Plymouth Township Council. Miss
Leonard
[5:10]

appoint. [applause]
[5:28]
And at this point, I'll turn over the uh

[5:32]
» Thank you, Mr. West. First of all, I
would like to thank my council
[5:35]
colleagues for their show of support uh
for my ability to chair the the
[5:39]
committee. I am happy to do so. I'm very
grateful and ready to get started. So,
[5:44]
at this time, we will take nominations
for a vice chair of Plymouth Township
[5:49]
Council. Are there any nominations for
vice chair?
[5:54]
» I'd like to nominate Kristen Frederick
Leonard for vice chair.
[5:56]
» Thank you, Mr. Rero. Are there any other
nominations?
[6:02]
At this time, we'll close the
nominations and we'll take a roll call
[6:05]
vote
uh for Miss Frederick Leonard as our
[6:08]
vice chair. Mr. Monero
>> in favor.
[6:12]
» Mr. Nelson
>> in favor.
[6:14]
» Mr. Winchester
>> in favor.
[6:16]
» Miss Frederick Leonard
>> in favor. And the chair votes in favor.
[6:20]
[applause]
[6:25]
» [applause]
[6:29]
» At this time, we have a number of
motions to take tonight. Most of which
[6:33]
are residents being appointed to our
citizen boards. Um, and a few others.
[6:38]
So, we will get started with those
action items. The first, we have a
[6:42]
motion to appoint our township
consultants for 2026 and accept their
[6:47]
rights that uh their rates. And that
motion will be read by Mr. Nelson.
[6:52]
» Thank you, chair. I move that township
council appoint the township consultants
[6:55]
and acceptance rates for 2026 per the
attachment.
[7:00]
» Thank you. Is there a second to the
motion?
[7:04]
» Second.
>> Thank you, Mr. Winesa. Mr. West will
[7:07]
summarize the process and that document
for us.
[7:11]
» Good. So, this is an annual uh motion
that council needs to take and we
[7:16]
identify professional consultants that
work for the township. talking about
[7:20]
solicitor, engineer, labor council, um
sewer engineer, anything that you can
[7:25]
think of that we don't have on permanent
staff. Uh council has that uh option to
[7:29]
appoint them annually. And so this is
what we're doing. We are appointing a
[7:33]
list of those consultants which were
included in the public meeting packet
[7:36]
for tonight along with the 2026 rates.
>> Rest. Are there any comments or
[7:42]
questions from council members?
Hearing none, we will take a roll call
[7:48]
vote. Um, Mr. Monero
>> in favor.
[7:51]
» Thank you. Miss Frederick Leonard
>> in favor.
[7:54]
» Mr. Nelson
>> in favor.
[7:55]
» Mr. Winchester
>> in favor.
[7:57]
» And the chair votes in favor.
Our second motion of the night is a
[8:02]
motion to adopt a resolution around our
subdivision and land development and
[8:06]
consultant review fees. And that motion
will be read by Miss Frederick Boner.
[8:10]
I move that township council adopt
resolution 2026-01
[8:16]
subdivision land development and
consultant review fees per the
[8:20]
attachment.
>> Thank you. There's a motion by Mr. Fred
[8:23]
Glennonard. Is there a second?
>> Second.
[8:25]
» Thank you, Mr. Nelson. Uh Mr. West again
will summarize that document process for
[8:29]
us.
>> Great. Thank you. So this is a companion
[8:32]
to action item A. This is very specific
to our land development process. When
[8:39]
our professional consultants are
employed to review any documents related
[8:44]
to a land development process, we
actually charge the um the applicant for
[8:49]
those fees. And so these are setting
those rates that we will then bill um
[8:53]
those applicants for reimbursement.
>> Any questions or comments from council?
[9:00]
» Hearing none. We'll take a roll call
vote. Mr. Winchester
[9:03]
» in favor.
>> Mr. Monero
[9:06]
» in favor.
>> Mr. Nelson
[9:08]
» in favor.
>> Miss Mr. Fredley Leonard
[9:11]
» in favor.
>> And the chair votes in favor.
[9:15]
Our next series of motions are all
around appointments to our citizen
[9:19]
boards. Oh, I'm sorry. No, one more
before we get to our citizen boards.
[9:25]
The the the ultimate citizen board in
indeed.
[9:29]
The um our next motion is a motion to uh
approve the employment the ongoing
[9:35]
employment agreement between the
township and Mr. West. And so I will
[9:39]
formally read that motion. I move that
township council approve the employment
[9:43]
agreement between township manager
Matthew West and Plymouth Township. Is
[9:47]
there a second?
>> Second.
[9:50]
» Thank you. Any questions or comments
from council members?
[9:56]
Hearing none, we'll take a roll call
vote. Mr. Mr. Monero
[9:59]
» in favor.
>> Miss Frederick Leonard
[10:01]
» in favor.
>> Mr. Winchester
[10:04]
» in favor.
>> Mr. Nelson
[10:06]
» in favor.
>> And the chair votes in favor.
[10:09]
» We can clap. We can clap for that.
[applause]
[10:15]
» We can we can definitely clap for that
because we're thrilled to have Mr. West
[10:18]
continue with us as our township
manager.
[10:22]
Okay. Now, we have a series of
appointments to of residents to our
[10:26]
citizen boards, which I will say we are
uh very excited to announce because when
[10:33]
residents step up to serve the township,
it's a significant uh contribution to
[10:38]
the township. So, we'll take each of
these uh one at a time and just want to
[10:42]
recognize each of the uh folks who are
stepping up. The first is a uh motion
[10:46]
that'll be read by Mr. Nelson for an
appointment to the planning agency.
[10:52]
Thank you, chair. I move that Township
Council appoint Brittney Carousel to the
[10:56]
Plymouth Township Planning Agency for a
4-year term expiring on December 31st,
[11:01]
2029.
>> Thank you. Uh motion by Mr. Nelson. Is
[11:05]
there a second?
>> Second.
[11:08]
» Thank you, Mr. Winchester. Any comments
or questions from council members?
[11:12]
» Uh Miss Pissy, I just have one comment.
um because I have a lot of high school
[11:15]
students. My current students that are
here tonight and I just wanted to point
[11:19]
out that Britney while we're
reappointing her and she has been
[11:21]
serving is one of my former high school
students. So
[11:26]
» very nice.
>> There are opportunities
[11:30]
opportunities to get involved in a very
powerful capacity in things like the
[11:35]
planning agency. So look for those in
the future in the future.
[11:38]
» Fantastic. Thank you. Uh any other
questions or comments?
[11:44]
Hearing none, we will take a roll call
vote. Mr. Monero
[11:47]
» in favor.
>> Mr. Winchester
[11:49]
» in favor.
>> Mr. Nelson
[11:51]
» in favor.
>> Miss Frederick Leonard
[11:53]
» in favor.
>> And the chair votes in favor.
[11:57]
Okay. Our next motion is uh to appoint a
resident to the Plymouth Township
[12:02]
Planning Agency. Um that will be read by
Mr. Nelson.
[12:12]
[clears throat]
[12:15]
» [snorts]
[12:26]
» I move that Township Council appoint
Christine Quinn to the Plymouth Township
[12:31]
Planning Agency for a 4-year term
expiring on December 31st, 2029.
[12:37]
» Thank you, Mr. Nelson. Is there a
second?
[12:40]
» Second.
>> Thank you, Mr. Era. Are there any
[12:42]
questions or comments from council
members?
[12:45]
Hearing none, we will take a roll call
vote. Miss Frederick Leonard
[12:48]
» in favor.
>> Mr. Monero
[12:50]
» in favor.
>> Mr. Nelson
[12:52]
» in favor.
>> Mr. Winchester
[12:53]
» in favor.
>> And the chair votes in favor.
[12:57]
We have another um appointment to the
Plymouth Township Planning Agency.
[13:02]
That'll be read by Miss Frederick
Leonard. I move that Township Council
[13:06]
appoint George Corkus III to the
Plymouth Township Planning Agency for a
[13:11]
4-year term expiring on December 31st,
2029.
[13:16]
Thank you. Motion by Miss Frederick
Leonard. Is there a second?
[13:19]
» Second.
>> Thank you, Mr. Winchester. Any questions
[13:22]
or comments from council members on this

[13:27]
» Hearing none, we'll take a roll call
vote. Miss Frederick Leonard in favor.
[13:30]
» Mr. Monero
>> in favor.
[13:32]
» Mr. Winchester
>> in favor.
[13:33]
» Mr. Nelson
>> in favor
[13:35]
» and the chair votes in favor.
>> Uh we have another appointment. This is
[13:41]
to the Civil Service Commission. Uh Mr.
Monero.
[13:45]
» Thank you. Uh Madam Chairwoman, I move
that we appoint Ronald Plant to the
[13:50]
Plymouth Township Civil Service
Commission for a six-year term expiring
[13:55]
in December 2031.
>> Thank you. Is there a second?
[13:59]
» Second. Thank you. Any comments or
questions from council members?
[14:04]
Hearing none, we'll do a roll call vote.
Mr. Monero
[14:07]
» in favor.
>> Miss Frederick Leonard
[14:09]
» in favor.
>> Mr. Winchester
[14:10]
» in favor.
>> Mr. Nelson
[14:12]
» in favor.
>> And the chair votes in favor.
[14:15]
[applause]
[14:20]
[applause]
[14:24]
We can clap for all of them. We can clap
for each one.
[14:27]
» I like that.
Uh we do have a few appointments that um
[14:33]
we're not ready to announce at this
point. So we do have to table them. We
[14:36]
have um an open spot where we do not
have an appointment yet to an open spot
[14:41]
on the Civil Service Commission. So I
will just need a council member to
[14:45]
motion that we table that at this time.
>> So moved.
[14:50]
» Thank you, Mr. Nelson. Is there a
second?
[14:52]
» Second.
>> Thank you. Um take a roll call vote.
[14:55]
Miss Frederick Leonard
>> in favor.
[14:57]
» Mr. Mr. Nelson
>> in favor.
[14:59]
» Mr. Winchester
>> in favor.
[15:01]
» Mr. Monero
>> in favor.
[15:02]
» And the chair votes in favor.
>> I know this seems redundant, but we have
[15:06]
to take them one at a time. There's
actually a second motion. We have
[15:09]
another open spot on the Civil Service
Commission, not yet filled. We are
[15:13]
tableabling that appointment. So again,
if we can get a motion to table, please.
[15:17]
» So moved.
>> Thank you, Mr. Nelson. Is there a
[15:19]
second?
>> Second.
[15:21]
» Thank you. Uh we'll take a roll call
vote to table. Um Mr. Monero
[15:26]
» in favor. Thank you. Miss Frederick
Leonard in favor. Mr. Nelson
[15:30]
» in favor.
>> Mr. Winchester
[15:31]
» in favor.
>> And the chair votes in favor.
[15:34]
Okay. Now we're back to motions to
actually appoint people to positions. We
[15:38]
have one to be read by Mr. Winchester
for the park wreck and shade tree
[15:42]
advisory board.
>> All right. I move that township uh
[15:46]
council appoint Jen McCracken to the
Plymouth Township Park uh recreation and
[15:51]
shade tree advisory board for a 4-year
term expiring on December 31st, 2029.
[15:58]
» Is there a second?
>> Second.
[16:00]
» Thank you. Any comments or questions
from council members?
[16:04]
Hearing none, we'll take a roll call
vote. Mr. Winchester
[16:06]
» in favor.
>> Thank you. Mr. Nelson in favor.
[16:09]
» Mr. Frederick Leonard in favor.
>> Mr. Monero in favor.
[16:12]
» And the chair votes in favor.
No claps for that one. [applause]
[16:19]
There we are. Thank you.
All right. We have another motion. This
[16:24]
one will be read by Mr. Nelson for
another appointment to the Park Wreck
[16:27]
and Shade Tree Advisory Board.
>> Yes. Thank you, Madam Chairwoman. I move
[16:32]
that Township Council appoint Naomi
Winchester to the Plymouth Township Park
[16:36]
Recreation and Shade Tree Advisory for a
4-year term expiring on December 31st,
[16:41]
2029.
>> Thank you for the motion. Is there a
[16:43]
second?
>> Second.
[16:45]
» Thank you, Mr. Monero. Any questions or
comments from council members?
[16:50]
Hearing none, we'll take a roll call
vote. Mr. Nelson,
[16:53]
» in favor.
>> Mr. Monero,
[16:55]
» in favor.
>> Miss Frederick Leonard
[16:57]
» in favor.
>> Mr. Winchester
[16:59]
» in favor.
>> And the chair votes in favor. [applause]
[17:06]
[applause]
[17:08]
» Thank you.
Coming down the home stretch, we have
[17:11]
another motion to appoint a resident to
our environmental advisory board to be
[17:16]
read by Miss Frederick Leonard. I move
that Township Council appoint Andrew
[17:21]
Convoy to the Plymouth Township
Environmental Advisory Board for a
[17:25]
three-year term expiring on December
31st, 2028.
[17:29]
» Thank you. Is there a second?
>> Second.
[17:32]
» Thank you, Mr. Nelson. Any questions or
comments from council members?
[17:36]
Hearing none, we'll take a roll call
vote. Mr. Frederick Leonard
[17:38]
» in favor. Thank you. Mr. Nelson
>> in favor.
[17:41]
» Mr. Winchester
>> in favor.
[17:43]
» Mr. Monero
>> in favor.
[17:44]
» And the chair votes in favor.
[applause]
[17:50]
Now, now we're getting the hang of it.
That's great. All right. We have another
[17:54]
appointment. This is to our
communication advisory committee. Um I
[17:59]
will read this one. I move that Township
Council appoint Becky Cosgrave to the
[18:03]
Plymouth Township Communications
Advisory Committee for a 4-year term
[18:07]
expiring on December 31st, 2029. Is
there a second?
[18:11]
» Second.
>> Thank you. Any questions or comments by
[18:13]

[18:22]
» Mr. Winchester
>> in favor.
[18:24]
» Mr. Nelson
>> in favor.
[18:26]
» And the chair VOTES IN FAVOR. [applause]
[18:32]
THIS IS THE BEST MEETING EVER. So much
clapping. [laughter]
[18:36]
» All right, we're coming down the home
stretch. We have another appointment.
[18:40]
Um, this is to our zoning hearing board
to be read by Miss Frederick Leonard.
[18:44]
» I move that Township Council adopt
resolution 2026-2.
[18:50]
Appoint Karen Bramblelet to Plymouth
Township Zoning Hearing Board for a
[18:54]
5-year term expiring on December 31st,
2030 per the attachment.
[19:00]
» Thank you. Is there a second?
>> Second.
[19:03]
» Thank you, Mr. Nelson. And Mr. Freder,
would you read the resolution for us?
[19:07]
» A resolution of Plymouth Township,
County of Montgomery, Commonwealth of
[19:11]
PA, appointing Karen Brlett to the
zoning hearing board. Whereas Plymouth
[19:16]
Township has established a zoning
hearing board pursuant to the
[19:20]
municipalities planning code 53 PS
10901.
[19:25]
And whereas the municipalities planning
code at section 903A requires the
[19:31]
township appoint members to the board by
resolution. And whereas the township
[19:36]
desires to appoint Karen Braramblelet to
the board. Now therefore, be it resolved
[19:41]
that as of this fifth day of January,
2026, Karen Bramblelet is appointed as
[19:46]
member to the Plymouth Township Zoning
Hearing Board with a term that shall
[19:50]
expire on December 31st, 2030.
Presented and adopted by Plymouth
[19:57]
Township Council at a public meeting
held on this 5th day of January, 2026.
[20:03]
Thank you. Any questions or comments
from council members?
[20:08]
I will just add our appreciation to
Karen. Karen just finished two terms on
[20:12]
council and was interested in continuing
to serve the township on a citizen
[20:17]
board. So, just wanted to mention that
we appreciate her stepping up.
[20:21]
[applause]
[20:26]
Okay. And we have a final uh motion on
our list, but this is another one that
[20:31]
must be tabled. So, uh we do not have an
appointment at this time, an additional
[20:35]
appointment to the zoning hearing board.
So, I'll just ask for a motion to table
[20:38]
that appointment.
>> So, moved.
[20:40]
» Thank you. Is there a second?
>> Second.
[20:42]
» Thank you. Uh, quickly take a roll call
vote to table. Mr. Frederick Leonard
[20:48]
» in favor.
>> Thank you. Mr. Monero
[20:50]
» in favor.
>> Mr. Nelson
[20:52]
» in favor.
>> Mr. Winchester
[20:53]
» in favor.
>> And the chair votes in favor.
[20:58]
[applause]
[21:08]
Did we miss a roll call vote?
>> Okay. Okay. I was like, I don't know if
[21:13]
it's just me. My first my first night as
chair and I've already missed something.
[21:17]
All right. So, apparently, uh, we failed
to take a roll call vote for Karen
[21:20]
Braramlet's appointment to the zoning
hearing board. We can't have that
[21:23]
happen. So, um, we have a motion. We
have a second. We will take a roll call
[21:29]
vote for Karen Bradlet's uh, appointment
to the zoning hearing board. Mr. Monero
[21:34]
» in favor.
>> Miss Frederick Leonard
[21:36]
» in favor.
>> Mr. Winchester
[21:38]
» in favor.
>> Mr. Nelson
[21:40]
» in favor.
>> And the chair votes in favor. Thank
[21:43]
[applause] you.
Thank you.
[21:48]
Okay.
Do we have any additional public comment
[21:53]
this evening?
[21:57]
I'd like to thank everybody for being
here. I uh I know it means a lot to
[22:00]
council when you join us and our meeting
is adjourned.
[22:05]
[applause]
