opportunity to welcome Mr trip Justice

trip thank you for agreeing to serve
these last few months of the year and uh
[3:24]
he's no stranger obviously to service
and uh she comes in with a well-rounded
[3:29]
background so thank
you should I had a journal proceedings

as email do I have any discussion or

really big meeting last night we Grand

you their single audit report that's
required when the county receives over
[4:16]
750,000 any given reporting year this uh
covers our ARP and pilt awards and uh
[4:23]
always direct everybody to page
14 no matters were reportable
[4:30]
and uh so this is a requirement for as
long as we get this ARP money on the
[4:35]
books and uh and uh covers you know our
pilt funding and all that so A good
[4:40]
audit and uh I'd like to thank the lton
uh CPA firm for their F work on
[4:48]
this do I have any comments from the
public regarding tonight's
[4:52]
agenda let the record reflect there are
no comments from the public on tonight's
[4:56]
agenda at this time I'd like to uh
before we get into unfinished business
[5:01]
uh recognize some Stellar County
Employees uh from all facets of County
[5:06]
government so I'll let the sheriff come
forward to address his department and uh
[5:10]
what's happened recently there all right
thank you judge uh justices I'm I'm very
[5:15]
honored and privileged to uh be up here
to uh recognize a group of folks uh at
[5:21]
the Pope County Sheriff's Office thought
I would let uh Charla uh our boss lady
[5:28]
there at the office we uh you know y'all
met Charla before but I'm she couldn't
[5:32]
make it to this evening's deal but she
we our department and her were the only
[5:38]
one in the state of Arkansas to receive
100% on our acic audit so I was very
[5:45]
proud of that so she was she was able
she couldn't be here tonight uh she's
[5:50]
got grandbabies at home and I think she
needed to get home to them and uh but
[5:54]
I've got uh my jail my jail
Administration staff is here and I'm so
[5:59]
proud of these because as most of y'all
know I serve on the uh risk management
[6:04]
board uh that is designed with uh I we
got three sheriffs three County judges a
[6:12]
tax
assessor we got several different County
[6:16]
judges and tax assessors on the board
but uh you know our job is a very
[6:21]
important job of being a board member
and that is to protect our our our
[6:25]
management fund and we've got to keep a
close eye on that but I'm so proud
[6:30]
because we done a risk assessment across
the state the risk management uh group
[6:36]
came in and done a risk management
assessment of each County and guess who
[6:42]
got number one in the state for being
top in the jail and that's uh that's
[6:47]
Pope County Sheriff's office so I want
to recognize a few people and I I wanted
[6:51]
to present this plaque to them so uh I
want to recognize a few people if I call
[6:57]
their name if you would come up here and
stand and

and uh Sergeant Sam
[7:04]
Holmes my assistant Jael administrator
Lieutenant Aaron
[7:09]
swatzel or uh the lady that runs the
booking and everything back there in the
[7:15]
jail that'd be Miss Yuna
Heron Sergeant Heron and Captain Rowdy
[7:23]
s I'm so proud of
these I'm so proud of these group of
[7:29]
people here Rowdy's got one heck of a
team and and it's it's comfortable as
[7:34]
most of y'all know I know Tim knows from
and Ronnie being in the being in the
[7:39]
career of law enforcement but your jail
is your biggest headache as a sheriff if
[7:44]
it wasn't for the jail you couldn't
print a ballot off long enough cuz
[7:47]
everybody would want the job amen but
this team right here that Rowdy's put
[7:51]
together is just fantastic and and I
cannot take credit for that this is this
[7:57]
is Captain sweet and and and uh
Lieutenant swatt's deal and uh Mr Holmes
[8:04]
here he's My Bodyguard he follows me
around there at the jail and stuff so
[8:08]
when I have somebody that's mad I send
him out first so I just that's the
[8:12]
reason why he's standing beside me so
he's my security for this evening but I
[8:17]
want to rep I want to present them this
plaque the uh to the Pope County
[8:21]
Detention Center in recognition of your
hard work and commitment to Excellence
[8:25]
Captain SED along with his detention
staff for ranked number one out of 7 5
[8:29]
counties in the state of Arkansas for
2024 this is based on assessment
[8:35]
completed by the Arkansas Association of
counties on September the 12th of 2024 I
[8:40]
would like to offer uh my sincere
appreciation to Captain site and the
[8:45]
detention center staff for a job well
done and this is signed by Sheriff Shane
[8:49]
Jones and Chief Deputy Blake Wilson so

Acy audit for you don't know that's a

huge deal because there's hundreds of
pie apps and and audits that go for the
[10:01]
state and I don't know that anybody has
ever gotten a perfect audit so we did
[10:07]
last but I mean other other outside of
Pope
[10:15]
County Char and was that
[10:20]
got County was the only one out of the
entire State not just sheriff's office
[10:25]
but Police Department Sheriff's offices
Department directions FBI everybody
[10:30]
we're the only Department that got 100%
that's
[10:40]
great what does that consist of when you
say assessment I mean just kind of
[10:43]
generally as you know we have a computer
sawi computer and it's tied in with
[10:49]
Nationwide computers and whenever we
enter stuff in that it has to be
[10:55]
verified as being the correct
information correct date of birth
[10:58]
correct this correct that
and when you something it also has to be
[11:01]
updated at certain times or if warrant
is served has to be taken
[11:07]
out David going down the road get
sto years ago you know so they come
[11:15]
randomly pick things and make sure that
it's put in correctly taken out whatever
[11:20]
and for that to happen they literally
have to go back and touch every one of
[11:25]
those pieces and it takes hours and
hours and hours and days that and
[11:30]
they're so
conscientious striving so hard to get
[11:34]
that 100
[11:53]

the Year Misty barefield to come forward

thousands of dispatchers hundreds of
agencies out of all 75

counties um she is a stellar employee
works the busiest shift that we have

over the least tenure shift that we have
and every dispatcher that she's over is
[12:36]
better for it I

County Employees doing Stellar work and

exceeding the standard uh you know I've
worked with mist mist's been there 23

years so that's a a test to

of of the ordinance to Levy a 3/4 of 1%
tax and I recommend it

state of Arkansas an ordinance to be
entitled an ordinance to Levy a 3/4 of

tax to establish a system for the rebate

required by act 29 of 1981 and for other
purposes and without discussion that

will be placed on for the third and
final reading of our November regular

11 34 of 1% sales tax for the purpose of

Pope state of Arkansas an ordinance to
be entitled an ordinance calling a

questions of the levy of a 3/4 of 1%
[14:43]
sales and use tax issuing bonds under
amendment number 62 to the Constitution
[14:48]
of the state of Arkansas for the purpose
of financing the cost of various Capital
[14:51]
Improvements and pledging a 3/4 of 1%
sales and use tax for the purpose of
[14:57]
retiring such bonds and prescribing
other matters pertaining there
[15:01]
to all right now we move into new

29,35 from the EMS fund for the EMS

so if you get to looking it's your your

stuff is under your JP District Number 1
through 13 and I've moving them around

the so Pope County Soil Conservation
