The budget amendments for the Presidio

airport
uh enter into an airport project
[12:37]
agreement with Texas on December 13,
2023 for the development of the city of
[12:42]
Levi International Airport. The
construction project will replace visual
[12:47]
approach slope indicator. The original
agreement was $45,000 from state funds
[12:53]
and 45,000 to come from the county. The
project has had an increase of 260,62
[13:00]
uh dollars and an amendment to the
original agreement has been approved.
[13:05]
The new amount for construction is
310,100.
[13:10]
Changing the county's contribution to
71,10.
[13:14]
The county had paid Texas $45,000. An
additional $26,10 will need to be paid
[13:20]
to cover the new match amount. This is
an unbudgeted item and budget amendment
[13:26]
from the airport's fund balance in the
amount of $26,10
[13:30]
is required.
You guys have approved this amendment
[13:35]
the previous commission.

Uh, I think Texa got an audit and they

found that the county from their their
original

uh amount that we had to pay still owed
the $4,000
[22:00]
$4,245.

So, we have received a credit from
another project. So, I took this money.

I'm taking the that pay this unbudgeted
invoice out of that fun receipt. I spoke
[22:15]
to the judge and he's had a conversation
with some people on text. So, if the
[22:20]
court wants us to hold on paying this
invoice, we're okay doing that as long
[22:25]
as it's not over maybe a couple weeks so
that we're not as good. Nothing can be
[22:29]
fixed on that.

uh safe streets uh grant that was
awarded. I want to say the total was $9

million in sidewalk projects for the
city at the time. And it was something

But when this first started and I want

to say they call it but anyway
uh so uh I had forgotten that the county
[23:05]
had this is back when judge
she participated the county participated
[23:10]
and they took a portion of projects and
I think it was bled so to O'Reilly.

uh but as we were moving along uh the
way Tex lot was doing it they were

[23:38]
2017 so I'm still a little mucky uh but
I recall them saying you know what we're
[23:44]
having too many poems we're bogging down
progress rest. Let Tech do go ahead and
[23:49]
take care of everything for so forget
about this stuff. We're going to use
[23:52]
people we already have contracts with
engineers. Let's just use our staff
[23:55]
engineers that we have contracts with
and we'll do away with. So I guess my
[24:00]
biggest question with text and I'm not
throwing rocks on because this is a
[24:04]
great project. Uh but now you come after
the fact, what's it been eight years,
[24:08]
nine years and you're like oh audit
audit uncovered that you guys are
[24:13]
delinquent. So, I kind of I kind of I I
guess I'm just more frustrated that than
[24:18]
than anything that that it was that it's
so late in the game and so many years
[24:23]
have passed and documents get shredded
at two years, four years, five years. We
[24:28]
started the RCI program. This is going
to be one I suspect it's going to be one
[24:32]
of the projects where we've already
shredded whatever documents we have. I
[24:37]
suspect the city of Palio, they do the
same thing. I suspect their documents
[24:40]
are going to be gone. So there's really
no way for us to go and contest them. I
[24:45]
did speak with the city administrator in
Presidio. We do have a meeting tomorrow
[24:49]
with textile. Uh our portion is not that
much. It's $4,000. Now we don't want to
[24:53]
be throwing money out the window, but I
believe the city of Picidio, they're
[24:57]
they're trying to back claim I think
it's $84,000.

agenda. Uh HB3000 is a county grant and
basically it's House Bill 3000, Texas
[28:17]
House Bill 3000 that was presented by
Representative Pen King, District 88 in
[28:23]
the panhandle. Uh then uh approved and
signed by Governor Greg Abbott. It's
[28:29]
basically these funds that are being
allocated for rural counties and uh it's
[28:34]
allowing these rural counties to be able
to purchase an ambulance. And I say
[28:39]
ambulance, we'll probably get into that
later, but uh Presto County qualifies
[28:45]
for $500,000.
Um and that's pretty much uh kind of the
[28:50]
synopsis of it. It is due on January
31st and it is only a one-time grant
[28:56]
award.

judge has pointed out numerous times
that we just have the first set of
[29:42]
rules. I and Ramon have been writing uh
emails to the rules committee asking
[29:50]
specific questions um because in talking
with other EMS providers that were
[29:57]
involved in the very language that the
legislature approved at that point in
[30:04]
time, they were pointing out that some
counties do have two providers and that
[30:10]
this was going to create a real issue in
some counties. if we could only award it
[30:15]
to one of the providers. Um so that's
kind of the questions we're trying to
[30:21]
get to the bottom of judge is is um can
that that 500,000 just be awarded to
[30:29]
Prescidio County. We split it in half.
We give 250,000 to Presidio, 250,000 to
[30:36]
Marfa. We have received bids from both
Prescidio and Marfa and they are under
[30:42]
their 250,000
to do um a refurbishing of their big
[30:48]
ambulance big box. I don't know that
Marfa got creative with theirs, but I
[30:53]
don't think it's going to be acceptable.
So, we asked them to please do a big box
[30:57]
refer. Um I am reaching now Ramon. I
started this morning into um uh

Representative Morales and Senator
Blanco to see if they can help us move
[31:12]
the rules committee forward in answering
that question before our meeting on the
[31:18]
19th. Um, so either it will be a smooth

decision, you know, on which of the
[31:30]
entities get that. Um, we can talk about
the interlocal agreement because it's an

adding. This will issue this will give

me the ability to issue an address for
the Foreman's residence. Okay. Another

aspect to adding this roadway. This
gives us really good road loop for fire
[34:38]
or any kind of emergency mitigation we
may have to to do out there. So, um,
[34:45]
these guys have been amazing. Actually,
this is one of the only ranches that is
[34:50]
calling me because they're worried about
my reward. They want to be found. They
[34:54]
want if there is a fire, they want to
make sure everybody knows where the
[34:57]
roads are, things like that. So, I like
to commend those. Take that situation
[35:02]
seriously. So, that's the first one.

Judge, we are in the midst of migrating
our data over to the latest and greatest
[42:29]
mapping software. With this move over, I
am having to divert all of my requests
[42:36]
to our coordinator in Hudsmith County.
Her name is Annie Brightenstein. So,
[42:41]
anybody submitting requests to me right
now, they're going to get a response
[42:43]
from her. Um, we've had to do this. It's
probably going on a month now and it's
[42:49]
going to continue for a minute. I'm
having to write code and create systems
[42:53]
that will
automate my workflows. It'll enable me
[42:57]
to display our maps online so the public
can actually see them for themselves,
[43:03]
which will be tremendously helpful. Then
furthermore, we're working towards an
[43:08]
online request form so that you can even
sit on your couch in your bathrobe and
[43:13]
request your address. Right? So all of
those changes are desperately needed.

We've needed that for years and years
and years. But it takes one person to

sit down and navigate it and make it all
work and that person is me. So we are

right now about a month behind with our
request. I full disclosure on that,

right? Not much I can do about it. We
have one person issuing for five

counties right now. So just if you're
getting calls commissioners and judge

about that lady takes forever, you know
why it is a legitimate um workflow right

now that's just taking us a while. So um

moment ago, Eagle View. I'm going to
continue to talk about Eagle View

anytime I walk into commissioner court,
city council, anything like that. Eagle

View. For those that don't know, I I do
believe Commissioner Heisler uses it.

situation to navigate for me to actually
get a hold of that. We're working on

that. I fully intend on sharing that
with your CAD so that we can maybe make
[45:16]
some alignments, right? so that we
understand where the proper block

insection actually is and we're not
poking around in the dark. Okay.

Census Bureau. The addressing and road
centerline data that comes from us and

then everything trickles down from

registering and things like that here in

that we're looking after for that. So
which brings on that importance of how
[47:16]
important is addressing very very
important. I know that we all know we
[47:21]
were underounted in 2020. We feel it. Um
I did actually hear through the Texas
[47:27]
demographic office that they collected
26% of the surveys in 2020. So, being
[47:34]
part of the testing region, that's why
that's why because we didn't do so hot
[47:38]
in 2020. Um, we're going to be testing
with them. I also am in the process of
[47:45]
of contacting the Texas demographic
office. They've reached out through
[47:50]
another cog and obtained our contact
information to be part of their testing
[47:55]
as well. So, if we have a double whammy
testing, that's awesome. I love that.

that puts us in the best possible
position for a 2030 count that actually
[48:04]
means something that actually bears some
sort of result that resembles our

region. So really looking forward to
that and I encourage anyone if you're

um and then finally subdivisions. Uh, as
you can see, when we have abuse

now I have to honor that or force them

to redraw with their surveyor and

names that match. So, I caught one
yesterday in Bruce County Commissioner's

Court that they were trying to pass a
road name that wasn't it matched and it

like that, please remind them, come to
me first. Let's make sure that road name

is accurate, that it doesn't match, that
easements intact. That's another thing

do is because of time constraints,
I am prepared to make a motion on this
[51:20]
interlocal agreement so that we can keep
moving forward because once
[51:28]
once Blair gets the interlocal agreement
and the judge signs off that, Carrie and
[51:34]
I are working crazily to Carrie's
already gotten it on the agenda which
[51:38]
I'll be presenting to the Martha City
Council and the Prescidio City Council
[51:43]
because we have to have this interlocal
agreement in place in order to do the
[51:49]
next step of the application.
Um, so what I am going to propose is I'd

like to move to approve the Prescidio
County judge to enter into an interlocal

agreement for EMS ambulance services
between Prescidio County and the cities

then we thought, well, maybe we can find

a mutual aid agreement and we couldn't
find that. So, um, I worked with, um,

uh, Judge Hennington at Brewster County
provided us with an example with that we
[53:21]
got to Blair. We used the current Jeff
Davis, Marfa, and then also uh, Raul
[53:27]
Getta, am I saying that right, Joe? Um,
he provided me with a template, too,
[53:34]
because I I went through that document
you sent and it was just a manual.
[53:37]
didn't have anything in it. So Blair's
got all the information. It's just that
[53:42]
Olive took president and rightfully so.

looking at. Probably the most pressing
is that uh the grant does does require

51% of the projects to be water
wastewater and then after that now you

can delve off into things you would
really um uh want. Uh so need has to be

water wastewater and uh wants can be uh
topics of discussion but let's start at
[55:26]
the very beginning. Let's just talk
about uh when and I I appreciate Miss
[55:30]
Sanchez and Miss Nunes uh getting that
uh application in. We were pretty broad
[55:36]
in the way we we kind of just just a big
sweep. These are the projects,
[55:42]
but eventually we're going to have to
get more detailed. So, uh, my
[55:48]
understanding is I did speak to
Kleinman, uh, because Kleinman has a a
[55:53]
he has a a history of when when we had,
uh, back when I think when we were
[55:58]
commissioner night, uh, when we had what
was the name of that guy that was the he
[56:04]
was a city I think city administrator
for out and then he became a consultant
[56:08]
and started doing graphics.
I think it's with a C. Cala or Tisuela
[56:16]

systems that have caved in on

drainage improvements, rehab of flood
drainage facilities. And Margarito, I
[1:02:04]
was speaking specifically about the
Redford. Yeah.

stuff like that.

» And then the the other water and sewer
improvements category was replacement of
[1:02:18]
water meters and water system
improvements to include electrical
[1:02:23]
system repairs for all Colonia within
Prescidio County that have existing
[1:02:30]
water systems.
So I think those three, you know, could
[1:02:35]
easily get us to the 51% Joe. Um, and
then we have to recognize the remaining
[1:02:43]
49% is where is that where the engineers
and the grant administrators get paid
[1:02:49]
out of. So yeah, there's not going to be
a lot. Yeah, because
[1:02:55]
» engineers are going to be um much more
pricey than the grant administrator.

>> Um, so yeah, and I'll tell you because I
[1:03:07]
see the same problem with video
procedto. They have 2,200 water meters.

» Well, about 60% of them are manually
read. So, literally what you have, you
[1:03:18]
have the water guys, the the maintenance
guys stop everything they're doing for
[1:03:24]
almost a week and they have to go and
manually read these meters and it's a
[1:03:29]
horrible waste of time,

» Uh, and the truth is is they just
haven't had the money to upgrade uh, you
[1:03:35]
know, 1,600 water meters to be RF red.
And the ones that they do have that are
[1:03:42]
RF red. What they do is it has a
receiver uh and it sends out a signal
[1:03:47]
and they drive around with a laptop and
it promulgates the uh the data the usage
[1:03:53]
of water uh which would take them half a
day or a day to just drive up and down
[1:03:57]
the streets. Unfortunately they have to
read them by hand.

» So and the same thing is happening the
colonials. They they we they have as a
[1:04:04]
matter of fact I think Candelaria has uh
used water meters from the city of
[1:04:10]
Presidio is what they have.

» No they never they never got those Joe
but theirs are antiquated. They're down
[1:04:17]
to 25 meters. And actually, you know, we
had hired Jimmy Abila from the city of
[1:04:24]
Prescidio to help with that water
system. And he made some
[1:04:28]
recommendations, but when we went um to
Pablo, there weren't any water meters
[1:04:34]
available. So, these are decrepit. And
we were looking to Jimmy to make
[1:04:40]
suggestions of what kind of water
meters, but that's probably what the
[1:04:44]
engineers will do on this if if we get
No. No. And and I'll tell you and and I
[1:04:49]
I say this with the in the kindest terms
with love in my heart. Uh if the city of
[1:04:55]
Prescidio was auctioning off a vehicle,
I wouldn't buy it. Uh it's I mean it's
[1:04:59]
worn out. If they're if done with it,
it's done, right?
[1:05:03]
» Uh and the same thing with water meters.
If they're replacing those water meters,
[1:05:07]
they probably are way past their shelf
life.

» So, uh, this but this again, this would
be a good opportunity for us to go back
[1:05:14]
and make their life a little simpler and
other improvements to the water system

that we can think

Right now we don't currently have tablet
services provided for the inmates and
[1:21:53]
we're
probably one of the many jails that
[1:21:57]
don't have it. Everyone has upgraded to
video visitation and basically
[1:22:03]
everything the inmates can do is now
electronic. Um we're kind of behind. I
[1:22:09]
do know that this uh will help provide
more revenue as they'll have to pay for
[1:22:14]
all the services that the tablets
provide. I believe the only thing that
[1:22:19]
is free are a selection of music and
movies and maybe um some emails like
[1:22:26]
they'll get like a free email here and
there for their family or friends. And
[1:22:31]
the other service that is free is the
law library
[1:22:35]
which I'm excited about because our law
library is pretty sad in the library
[1:22:39]
here at the jail. Um that'll help reduce
a lot of the complaints that come in as
[1:22:47]
well as it's going to have the jailer is
less uh less likely to lose requests
[1:22:54]
from the cell to my desk for medical
requests, mental health request,
[1:23:00]
any kind of requests that they may make
throughout the day. Now they can do it
[1:23:03]
electronically directly to me through
the computer.
[1:23:09]
Um the tablets are going to be at no
cost to the county. Uh correct solutions
[1:23:15]
group will uh inst the installation of
all the tablets at zero operating and
[1:23:20]
there is zero operating cost.
If tablets are damaged or broken uh I
[1:23:26]
want to incorporate into the policy that
the inmate will be responsible for
[1:23:30]
replacing that tablet.
Meaning we could just deduct the amount
[1:23:35]
for the tablet directly from their
account.
[1:23:41]
and it general wear and tear on the
tablets. Correct solutions group will
[1:23:45]
also replace that at no cost to the
county.
[1:23:50]
And yeah, that's pretty much all I have
right now.

locked down. They cannot access the
[1:27:47]
tablet.

And from what I'm seeing is the tablets
will be mounted on the wall and it will

be uh checked out by their inmate ID. So
no inmate can use someone else's tablet
[1:28:02]
without the ID. I know there's face
recognition as well. So if an inmate
[1:28:07]
does have access to another inmate's ID
and gets on a tablet, the tablet's going
[1:28:12]
to kick that inmate out because it's not
the correct face to the number.
[1:28:20]
Then there's also restrictions on the
tablet. Um, if someone is having a video
[1:28:25]
visitation
and the visitor is exposing themselves
[1:28:30]
or showing something inappropriate, the
tablet will automatically kick them out.
[1:28:35]
It's being monitored 247.

not creating any additional costs to the

county. It has the potential to bring in

force meetings and part of the reason is
because we're working on EMS task force

here and it has been so informative. I

potentials that are out there. So, I
just wanted to inform the court that
[1:43:00]
Brewster County is going out to public
meetings. Um January 21st at the Alpine
[1:43:08]
Civic Center, January 26th at Soul Ross
University Center, and January 31st at
[1:43:14]
the Marathon Rec Center. They're all at
6 pm. So if we have any interest in
[1:43:20]
starting to do our homework on how do we
possibly go towards ESDs or what are
[1:43:29]
alternatives to how we're operating, you
know, our city um uh EMS services, I'm
[1:43:36]
just going to strongly recommend y'all
y'all just attend that. Then, um,
[1:43:43]
on January the 19th, we have a task
force meeting. As I mentioned earlier,
[1:43:49]
it's going to be at 3:00 here in the
jury room at the courthouse, and
[1:43:54]
everyone is always welcome to attend
those. We had a nice um at the last
[1:43:59]
meeting actually we had the city
administrator
[1:44:04]
Pablo Rodriguez and then uh Christian
Mononttoya who is also a city councilman
[1:44:11]
that that joined in. So it's a it's a
really a a good group and everyone's
[1:44:16]
working hard.
um February 11th through 13 if if y'all
[1:44:21]
are interested in water in the desert um
stuff that's being held at Soul Ross
[1:44:28]
University. And you know when you think
of geology, groundwater system,
[1:44:35]
legislative updates, water policy and
panel discussions because you know we
[1:44:42]
are starting we've got geothermal going
in down in Presidio. we have the
[1:44:47]
potential of open origin here in Marfa
and the common denominator is always
[1:44:53]
water. So, I'm going to be attending
that, but I just wanted to make the
[1:44:57]
court aware that um if you have any
interest, I strongly re uh suggest you
[1:45:03]
go to that. This will be my third year.
And then I just want to make sure
[1:45:08]
everyone's aware we have upcoming
elections. Early voting starts February
[1:45:13]
17th through the 27th with March which
March 3rd is election day.

So I strongly recommend that you know
we're all educating ourselves. There's

uh when the federal government passed
the CR uh there were billions of dollars
[1:47:02]
uh uh put into the CR for rural
healthcare and then they define it and
[1:47:09]
surprise surprise we meet every
definition and not only us the entire
[1:47:14]
far west Texas. So, we met with Judge
Jojo McKenzie uh from Hudsmith County.
[1:47:22]
Uh Judge Udas is on board, although he
wasn't present, but Judge Udas from um
[1:47:28]
Culver County. Judge Curtis Evans from
Jeff Davis County. Judge Hennington in
[1:47:33]
Brewster. Myself, Judge Dale Kurthers
from Carol County, Sanderson.
[1:47:41]
And we are um we have a a uh we're going
to we're going to try to tackle this
[1:47:50]
from a far west Texas effort and we're
going to try to go after about $30
[1:47:56]
million of this. Now the Texas the
monies have already gone from the
[1:48:00]
federal government to the state. The
money is now in the states it's in the
[1:48:05]
state's hands and they will be awarding
money. the amount that's going to be
[1:48:09]
distributed to Texas is about 300
million. We we suspect that with our
[1:48:15]
demographics, our geography,
uh, and the and the definitions that
[1:48:20]
we're going to have a hell of an
opportunity to go and seek about $30
[1:48:23]
million in funding for five years. And
we're going to do this, like I said, uh,
[1:48:28]
we're all going to show up to Austin and
and and push this. Um, I have yesterday
[1:48:35]
I spoke with uh uh Representative
Morales. He's all in. Uh, I spoke with
[1:48:41]
uh Senator Blanco. He's all in. They're
ready to support us. We're probably
[1:48:46]
going to be going out very soon and
asking for resolutions
[1:48:50]
um in in accordance with this from the
city of Marpa, city of Pidio, the
[1:48:56]
hospital district, and then of course
I'm going to ask the uh a resolution
[1:49:00]
from the commissioner's court. Um, can
school districts get involved in that,
[1:49:05]
too?
>> You know, you you bring something up
[1:49:08]
because I know that um that is something
they've been asking for is is access to
[1:49:16]
uh to rural health care, but they have
nurses, they have but I mean they don't
[1:49:23]
have vaccinations, they don't have they
can't do these things. So, how can we
[1:49:26]
better serve the schools? Uh it doesn't
hurt. I think the more resolutions we
[1:49:31]
have, it's gonna it's going to bring a
big spot
[1:49:36]
» uh on us. But um the beauty of it is in
this model and and before I come and ask
[1:49:43]
you for a resolution, I'm going to I'm
going to bring you a model of what this
[1:49:47]
looks like. But there's obviously a
central unit in the middle and it's
[1:49:52]
comprised of all the county judges and
then the providers. Uh and then the
[1:49:57]
monies will be distributed to clinics in
Sierra Blanca Van Horn uh Fort Davis
[1:50:05]
Balmer
Mara uh Alpine Tingua Anderson. Uh and
[1:50:13]
this model is going to have it's going
to be in lock step with our EMS's
[1:50:17]
because one thing that all these little
communities have they have an EMS and
[1:50:22]
they've all experience that EMS is
getting to be a bigger and bigger and
[1:50:26]
bigger portion of their budgets and it's
very tough on them. And so this is going
[1:50:31]
to be something where um the clinics
would have access to an extra set of
[1:50:36]
eyes and ears through a paramedic or EMT
um and then there will be funding
[1:50:41]
available uh and a better mechanism to
move these resources around wherever
[1:50:48]
they're needed.

So, all I'm going to ask is just is keep
your, you know, keep u keep your minds
[1:51:00]
open to the idea that I think this is
good for all of us.

counties that meet the definition and
and it's a pilot program and it's only

five years. The goal should be at the
end of five years to be self-
[1:51:47]
sustaining. and we've already identified
two or three things where we're really
[1:51:51]
doing things. We're not uh there's
there's u opportunities out there for on
[1:51:57]
the matrix the way you charge Medicaid
or Medicare. There's mechanisms that
[1:52:02]
we've never even approached because
nobody knows how to do it. So, we're
[1:52:05]
missing out on a lot of monies. Um, so I
think this will be um, if we're able to
[1:52:12]
solve rural health care problems in far
west Texas, I think we can probably do a
[1:52:18]
great service to, uh, the greater
continental United States.
