[0:20]

[0:21]
please rise and join me in the pledge of
[0:22]

[0:25]
>> I pledge algiance to the flag of the
[0:27]
United States of America. and to the
[0:30]
republic for which it stands. One nation
[0:32]
under God, indivisible, with liberty and
[0:35]
justice for all.
[0:41]
» Thank you.
[0:59]
As is our annual custom, we want to
[1:02]
recognize Arbor Day uh for the good work
[1:04]
that our parks department does and
[1:06]
ensuring that our trees are kept healthy
[1:09]
and new ones are planted every year. So,
[1:12]
are you going to accept Mr. Mine?
[1:14]
>> All right. Tree board member.
[1:17]
>> All right. Excellent. Well, if they
[1:19]
would like to join us as well, come on.
[1:21]
>> I don't know if I told them they would
[1:22]
have to come up.
[1:23]
>> Yeah.
[1:26]
Now they know.
[1:29]
All right. Well, I'm going to go ahead
[1:30]
and read this. It says, "Whereas in
[1:31]
1872,
[1:33]
J. Sterling Morton proposed to the
[1:36]
Nebraska Board of Agriculture that a
[1:38]
special day be set aside for the
[1:39]
planting of trees." And whereas this
[1:42]
holiday called Arbor Day was first
[1:44]
observed with the planting of more than
[1:45]
a million trees in Nebraska and is now
[1:48]
observed throughout the nation and the
[1:50]
world. And whereas trees can reduce the
[1:53]
erosion, cut heating and cooling cost,
[1:56]
moderate the temperature, clean the air,
[1:58]
produce lifegiving oxygen, and provide
[2:01]
habitat for wildlife. And whereas trees
[2:04]
are a renewable resource, giving us
[2:07]
paper, wood for our homes, fuel for our
[2:10]
fires, and countless other wood
[2:11]
products, and increase property values,
[2:14]
enhance the economic vitality of
[2:16]
business areas, and beautify our
[2:18]
community.
[2:19]
Now therefore, I, Christopher P. Turbo,
[2:21]
mayor of the city of Raymore, do hereby
[2:23]
proclaim April 28th, 2026 as Arbor Day
[2:27]
in the city of Raymore, and do hereby
[2:29]
encourage all citizens to celebrate
[2:32]
Arbor Day by planting a tree in support
[2:34]
of efforts to protect our trees and
[2:36]
woodlands for future generations, and
[2:39]
witness whereof I have here unto you set
[2:41]
my hand, and cause the seal of the city
[2:43]
of Raymore to be affixed this 28th day
[2:46]
of April, 2026. So, thank you for your
[2:48]
efforts. We really appreciate it.
[2:53]
Mike, you want to say anything?
[2:56]
>> No words. Okay. All right. Well, I just
[2:57]
give you
[2:58]
>> We'll just go. It's all line up here.
[3:02]
>> Close.
[3:07]
Appreciate it. Thanks, sir.
[3:22]
Okay, we have no personal appearances
[3:24]
this evening. So, we'll move on to staff
[3:26]
reports. Mr. Furborn.
[3:27]
>> Thank you, your honor. I would ask Mr.
[3:28]
Salsbury to make a report. Mr. Perry to
[3:31]
make a report for public works. My
[3:34]
apologies, Mr. Perry.
[3:35]
>> It's okay. Thank you, Mr. Fearborn.
[3:36]
Mayor, members of the council has
[3:38]
submitted a written staff report. Um, I
[3:41]
would like to highlight a few of the CIP
[3:43]
projects. Most of our road improvement
[3:45]
projects are under contract or out to
[3:48]
bid. Phase one of the Dean Avenue curb
[3:50]
replacement project will finish up this
[3:52]
week. They just have to backfill the the
[3:54]
asphalt wedge along the new curb. Uh,
[3:57]
the Willow Hill Storm Culver Replacement
[3:59]
Project has completed their scope of
[4:01]
work. The annual curbon ramp replacement
[4:03]
program is underway. They started on
[4:05]
Bridge Drive. They're currently on
[4:07]
Brmpton Lane. and our annual street uh
[4:11]
preservation program is scheduled to
[4:12]
begin the week of May 11th weather
[4:15]
dependent. That concludes my staff
[4:17]
report and I'm happy to answer any
[4:18]
questions.
[4:19]
>> Thank you, Mr. Perry. Does anybody have
[4:20]
any questions of Mr. Perry this point?
[4:24]
>> Okay. Thank you, Mr. Fearbornne.
[4:28]
» Thank you, Mr. Perry. I would ask Mr.
[4:30]
Mustin to make a report for parks and
[4:32]
recreation.
[4:37]
» Thank you, sir. Mayor, members of the
[4:39]
council, I've submitted a written staff
[4:40]
report. I got a couple of items that I'd
[4:42]
like to highlight for you this evening.
[4:45]
Uh first of all, this week on Friday
[4:48]
evening, we have our uh Park in the Park
[4:50]
movie night. This is at Hawkidge Park at
[4:53]
the amphitheater uh from 6:00 to 9:00.
[4:56]
So, we will be uh all our K9 friends and families here in town. Uh come on
[5:02]
out to Hawkidge Park at six o'clock.
[5:05]
And secondly, I want to uh highlight the
[5:09]
fact that uh this particular April,
[5:11]
we've done a uh veterans brick drive
[5:13]
online uh in promotion of our bricks and
[5:17]
uh our bricks and block party coming up
[5:19]
for the 250th uh anniversary of America.
[5:22]
I wanna as we come to the end of the
[5:25]
month um we've gotten as of today we've
[5:29]
got right around 140 veteran bricks
[5:32]
submitted for that and with uh combined
[5:36]
with our veterans day p last November we
[5:39]
will be installing around 170 veteran
[5:42]
bricks to honor our veterans. So we're
[5:43]
pretty excited about that. That's I
[5:45]
think that's fantastic. really excited
[5:48]
for uh just to be able to honor those heroes of ours. Tomorrow night is
[5:54]
the park board, our April park board
[5:56]
meeting. We have a large agenda. Uh a
[5:59]
lot of things that we're looking at
[6:00]
approving a couple contracts that will
[6:03]
be approved tomorrow night and then uh
[6:05]
the council will see them in May. We'll
[6:08]
be doing a work session immediately
[6:10]
following just our our first initial
[6:12]
look at uh this year's budget process.
[6:14]
And then immediately following that work
[6:16]
session, we'll have a treeboard uh work
[6:18]
session and uh we'll do our arbor day uh
[6:22]
kind of a ceremony there with the tree
[6:24]
board and take some photos. We planted
[6:25]
three trees at Center View this year for
[6:27]
our our uh um Arbor Day trees. So, we'll
[6:31]
do that tomorrow night. And then
[6:33]
finally, I normally don't add
[6:35]
attachments
[6:37]
to my staff report, but I did want to uh
[6:40]
highlight my athletic department and my
[6:43]
uh recreation coord uh superintendent
[6:46]
Todd Brennan's here, and this is just a reflection of his leadership and his
[6:50]
staff. But the sheets that I've attached
[6:53]
are a comparison of what we do
[6:55]
year-toear. The first uh the first form
[6:58]
is a a year-to-year comparison of
[7:01]
ourselves all the way back to uh 2020
[7:04]
and just showing you where our numbers
[7:06]
are and how we continue to increase and our programs continue to grow. And
[7:11]
then the other three sheets are
[7:14]
comparisons of our communities, our
[7:16]
sister communities that we share games
[7:18]
with and and where our numbers are in
[7:21]
comparison to other numbers. So, when we
[7:24]
have uh some grumbling about parking and
[7:29]
space and all of those things, those are
[7:31]
problems that we want because that means
[7:32]
we're doing a fantastic job on our side
[7:35]
of of the of the ball, so to speak. So,
[7:39]
um I wanted to share those with you just
[7:41]
to give you an idea of flag football. We
[7:44]
have 32 teams and Harris, uh Belton has
[7:48]
18. They're the second highest number.
[7:50]
So, we're almost doubled on on just flag
[7:53]
football teams. Uh the same with
[7:55]
volleyball, we have 21 teams and
[7:58]
Harrisonville has 13.
[8:00]
Soccer, we have 36 teams, and Belton has
[8:04]
22 teams. So, our numbers are are really
[8:07]
high. And space is a premium, practices
[8:10]
are a premium, and uh we just uh we hope
[8:14]
that our families and our participants,
[8:17]
we feel like they're enjoying our
[8:18]
programs based on the numbers. So, I
[8:21]
just wanted to give some uh credit to
[8:22]
the athletic department. Nick and Todd
[8:25]
do a great job and obviously our
[8:26]
maintenance guys for providing fantastic
[8:29]
fields and facilities. So, that
[8:31]
concludes staff report.
[8:32]
>> Thank you, Miss M. Anybody have any
[8:34]
questions? Miss Mine, I will say my
[8:36]
daughter did want me to point out that
[8:39]
on the parking situation,
[8:41]
just the turnbos alone will take up five
[8:45]
parking spots to see one grandchild
[8:47]
play. So, I mean, I can see how the
[8:49]
spots fill up, trust.
[8:50]
>> So, I can blame the mayor.
[8:52]
>> Well, yeah, if you want to, I guess. So,
[8:54]
>> perfect. Thank you.
[8:57]
>> All right. Thank you, sir, and Mr.
[8:59]
Fearborn.
[9:01]
>> Thank you, Mr. Mustin. I would ask Miss
[9:02]
Harmer to make a report for the
[9:04]
communications department.
[9:06]
>> Thank you, Mr. Fearborn. And good
[9:07]
evening, mayor and members of the
[9:08]
council. I submitted a written report in
[9:12]
the agenda packet, but I wanted to touch
[9:14]
on the flash vote survey. our new
[9:16]
resident community resident survey
[9:18]
program that we just put into place. Um,
[9:21]
and we just put out our first survey a
[9:24]
little while ago. So, as of April 14th,
[9:26]
there were 344 participants that had
[9:29]
joined our panel. The survey went out to
[9:31]
those participants on April 14th via
[9:33]
their preferred method of delivery. They
[9:35]
could choose text, email, or phone call.
[9:37]
They had 48 hours to take the survey and
[9:40]
212 people ended up taking the survey in
[9:43]
that time frame. The topic for the first
[9:45]
survey was a broad topic on priorities
[9:47]
with five questions. So a summary of the
[9:50]
key findings. Community direction.
[9:53]
Residents are cautiously optimistic
[9:55]
about the city's trajectory. 44% feel
[9:57]
the city is headed in the right
[9:58]
direction. 27% say wrong direction. 30%
[10:02]
unsure. Community strengths. When asked
[10:05]
to identify the city's greatest
[10:06]
strengths, residents selected parks and
[10:09]
recreation programs and facilities most
[10:10]
frequently at 66%, followed closely by
[10:14]
physical safety and security at 63% and
[10:16]
overall community appearance at 47%.
[10:20]
And then we move to priority areas. When
[10:22]
asked which aspects of life matter most,
[10:24]
residents prioritized physical safety
[10:27]
and security at 84%.
[10:30]
followed by condition of streets and
[10:31]
sidewalks at 64%, ease of getting around
[10:34]
town at 56% and parks and recreation
[10:36]
programs and facilities at 35%. And then
[10:39]
this is where um the survey shows a the
[10:42]
results show a comparison of importance
[10:44]
versus satisfaction with those two
[10:47]
questions. So for instance, physical
[10:49]
safety and security were high importance
[10:51]
and pretty high satisfaction.
[10:54]
condition of streets and sidewalks was
[10:55]
ranked as high importance but didn't
[10:57]
have such a high rating on satisfaction.
[10:59]
Um, and as you know, we continue to
[11:01]
invest a lot into our street maintenance
[11:02]
programs and explore new ways to stretch
[11:04]
our available funds. Um, such as the new
[11:08]
hot and place recycling program that was
[11:10]
just uh talked about um at a recent city
[11:13]
council meeting and the crack sealing
[11:15]
program this summer.
[11:17]
And then parks and recreation programs
[11:18]
and facilities ranked lower on
[11:20]
importance but high in satisfaction
[11:22]
which suggests that our investment in
[11:24]
those things is well regarded by our
[11:26]
residents.
[11:29]
And then future challenges looking ahead
[11:31]
10 years residents identified traffic
[11:33]
congestion 91% maintenance of roadways
[11:36]
63% and housing affordability 55% as a
[11:39]
top anticipated challenges facing
[11:41]
Greymore. And then every survey ends
[11:43]
with an open-ended question. This one
[11:45]
asked for comments or suggestions about
[11:46]
community priorities or needs in
[11:48]
Raymore. So you can view the full
[11:50]
results of these surveys of this survey
[11:52]
at www.ramore.com/servey
[11:55]
and residents can sign up at that link
[11:56]
as well to take future to be part of the
[11:59]
panel to take future surveys. So that
[12:02]
concludes my report questions.
[12:04]
>> Anybody have any questions of Melissa?
[12:07]
>> Okay. Thank you Mr. Fearborn.
[12:10]
>> Thank you Miss Harmer. I would ask the
[12:11]
city clerk to make a report.
[12:14]
Thank you, sir. Good evening, Mayor and
[12:15]
Council. The city regularly adopts an
[12:17]
ordinance establishing procedures to
[12:19]
disclose potential conflicts of
[12:21]
interest. This ordinance calls for the
[12:23]
chief administrative officer, which is
[12:25]
Jim Furborn, and the chief purchasing
[12:27]
officer, which is Kim Quatti, to file
[12:29]
financial disclosure statements annually
[12:31]
before May 1st. Both statements have
[12:34]
successfully been filed with the
[12:35]
Missouri Ethics Commission and are on
[12:37]
file and available for inspection in the
[12:39]
city clerk's office. That concludes my
[12:41]
staff report. I can answer any
[12:43]
questions.
[12:43]
>> Thanks, Miss Hill. Anybody have any
[12:45]
questions of Miss Hill?
[12:47]
>> Okay. Thank you, Mr. Fearborn.
[12:49]
>> Thank you, Miss Hill. I would I would
[12:51]
ask Mr. Murdoch to make a report on the
[12:53]
justice center.
[12:54]
>> Good evening, mayor and members of the
[12:56]
council. Um, going forward at each
[12:58]
legislative meeting or routinely we are
[13:00]
going to provide you updates with how
[13:02]
the concept design is going with PGAV
[13:05]
architects. Um we hope that that will
[13:08]
give an opportunity to share any
[13:10]
feedback that we get because we will
[13:11]
obviously be having um routine meetings
[13:13]
with that particular firm. We're going
[13:16]
to do this a couple of different ways.
[13:17]
Not only will you get updates through
[13:19]
this through these particular meetings,
[13:21]
um we do now have a live link on the
[13:23]
website as well under the residents tab.
[13:26]
Um you'll see a thing that says justice
[13:27]
center there that residents are free to
[13:30]
click on and we will update through a
[13:33]
timeline format of every meeting that we
[13:36]
have with the firm including the topics
[13:38]
that are discussed and then kind of what
[13:40]
the next steps are going to be in that
[13:42]
particular process to make sure that
[13:44]
residents are also informed about this.
[13:46]
Um we will also do a a little bit of
[13:48]
periodic social media engagements as
[13:50]
well um to make sure that we are keeping
[13:53]
everybody as up to date as possible. The
[13:55]
highlights so far on April 13th, the
[13:57]
city council did approve the concept
[13:59]
design contract. Um, and then over the two weeks leading up to yesterday,
[14:04]
um, excuse me, to today, um, we provided
[14:07]
PGAV with a ton of information about
[14:10]
this particular facility, primarily
[14:12]
obviously about downstairs and the
[14:13]
facilities that the police department
[14:15]
uses. Um, and then they also had access
[14:18]
to previous staffing studies and the
[14:21]
space design, uh, the space analysis
[14:23]
that we did a couple of years ago. Last
[14:26]
Friday, Chief Wilson and I participated
[14:29]
in the kickoff meeting with PGAV
[14:31]
Architects and their team um, via a
[14:34]
Google Meets call um, where we outlined
[14:36]
the steps and calendar that we are going
[14:38]
to be going through um, with them over
[14:41]
the next couple of months to produce
[14:42]
those renderings that everyone will get
[14:44]
to see.
[14:45]
The cool part about this is is tomorrow
[14:48]
and Wednesday um PGAV's entire team is
[14:51]
going to be here in our building um and
[14:53]
we are going to be meeting with them in
[14:55]
essentially a workshop format um where
[14:57]
they are going to tour our facilities
[14:59]
downstairs. They'll tour the site out
[15:01]
off of 58 highway. Um we're going to go
[15:04]
through the staffing needs including
[15:06]
looking at growth in the city, growth in
[15:09]
the police department. um and starting
[15:11]
to make some of those particular
[15:13]
decisions so that they can um begin that
[15:15]
process of evaluating how they would put
[15:18]
together that particular facility um
[15:20]
over on 58 highway. When those meetings
[15:22]
are done, including meeting with
[15:24]
multiple parts of the police department,
[15:26]
including communications, we'll meet
[15:28]
with emergency management. Um we'll meet
[15:30]
with court. Um once all of that is done,
[15:33]
we will post the update to the website
[15:35]
for everybody to see what was
[15:36]
accomplished during those two days. Um
[15:38]
and then as the first little sketches
[15:40]
and drawings and stuff like that start
[15:42]
to come out, we will post those
[15:43]
immediately. Um even if we haven't had a
[15:45]
chance to update the council yet um on
[15:47]
that particular thing, we we'll continue
[15:49]
to post as we have meetings um with
[15:51]
PGAV. We do anticipate after the
[15:53]
workshop that we'll have um weekly calls
[15:55]
with them and then bi-weekly meetings as
[15:57]
well as we as we go through this
[15:59]
particular process. So we're excited to
[16:01]
get it started here over the next couple
[16:02]
of days. Um that concludes staff report
[16:04]
and I'm happy to answer any questions
[16:06]
about that.
[16:07]
>> Thank you, Mr. Murdoch. Anybody have any
[16:08]
questions?
[16:10]
Okay, hearing none. Mr. Verhorn.
[16:13]
>> Thank you, Mr. Murdoch. Uh, next week's
[16:15]
work session, uh, staff has had a
[16:18]
request to review one element of the
[16:20]
sign code. So, that will be on the
[16:22]
agenda. Um, and then the mayor is going
[16:27]
to be making some statements because we
[16:29]
are actually
[16:30]
getting pretty close to the process for
[16:34]
uh establishing the charter review
[16:36]
commission which will be meeting in 2006
[16:39]
2007 to make our 10-year deadline. So,
[16:42]
the the mayor is going to have some
[16:44]
comments as we begin that process. And
[16:46]
then following the meeting, we will be
[16:49]
having our annual Raymore Foundation
[16:52]
meeting and the board for the F
[16:54]
foundation for the new members uh is the
[16:58]
group who is actually sitting up here.
[17:00]
So at the beginning of the foundation
[17:02]
meeting, we will actually be choosing
[17:03]

[21:29]
We'll now move on to new business. As
[21:31]
you know, this is the time of year where
[21:33]
we select a mayor prom. I'll
[21:36]
uh like to read this statement to you.
[21:38]
In section 3.4 of the city charter, the
[21:41]
mayor promides
[21:43]
the council shall elect annually from
[21:46]
among its members a mayor prom. The
[21:49]
mayor prom shall assume the powers and
[21:51]
duties of the mayor during the absence
[21:53]
or disability of the mayor or if a
[21:55]
vacancy occurs. While assuming the
[21:58]
powers and duties of the mayor during
[21:59]
the physical absence in person or
[22:01]
disability of the mayor until and if the
[22:04]
seat is declared vacant, the mayor prom
[22:06]
shall retain his or her vote as a
[22:08]
council member but shall not possess the
[22:10]
additional mayoral voting power provided
[22:14]
by section 4.4
[22:16]
subsection A and shall not possess the
[22:19]
mayoral veto power provided by section
[22:22]
4.4 subsection 2. While assuming the
[22:26]
powers and duties of the mayor following
[22:28]
a vacancy, the mayor prom shall possess
[22:31]
the mayor's the mayoral veto power
[22:35]
provided by section 4.4
[22:38]
subsection C and the mayoral voting
[22:40]
power provided by subsection 4 by
[22:43]
section 4.4 subsection A butel not
[22:47]
retain his or her vote as a council
[22:49]
member. And with that in mind, are there
[22:52]
uh I would open it up for discussion and
[22:55]
or uh nominations for the position.
[22:59]
>> Mr. Mayor.
[23:00]
>> Yes, Mr. Row.
[23:01]
>> I'd like to nominate Councilman Don
[23:03]
Baker from Ward One.
[23:05]
>> Thank you, sir. Councilman Don Baker has
[23:08]
been nominated. Are there any other
[23:09]
nominations? Mr. Burke.
[23:12]
>> Thank you, Mr. Mayor. I'd like to
[23:13]
nominate Thomas Ciro for mayor prom.
[23:16]
>> Thank you, sir. Council member Tom Ciro
[23:19]
has also been nominated for mayor prom.
[23:21]
Are there any other nominations?
[23:26]
» Do each nominees accept those
[23:27]
nominations?
[23:28]
>> Um, yeah. I'll
[23:31]
do you accept that nomination,
[23:33]
gentlemen?
[23:34]
>> Yes, I do.
[23:36]
>> Okay. Thank you. All right. With that in
[23:38]
mind, the first nomination, uh, are
[23:40]
there any other nominations? I'll ask
[23:41]
one more time.
[23:44]
There no further nominations. will vote
[23:46]
one one each. Uh so the first one was uh
[23:49]
Councilman Baker. All those in favor of
[23:52]
Councilman Baker.
[23:55]
I have three votes. All those in favor
[23:57]
of Tom Ciro.
[23:59]
I have five votes. Five votes prevail
[24:02]
for Councilman Tom Ciro Ward two to be
[24:05]
the next Mayor Pro Tim for the following
[24:07]
year. Congratulations Mr. Ciro.
[24:11]
And now we'll move on to governing body
[24:13]
members on planning and zoning
[24:14]
commission. Um for the 10 years that
[24:18]
I've served here, I I provided uh the
[24:21]
representation from the council on the
[24:24]
planning and zoning. I would agree to do
[24:27]
that again, but as you know, there's an
[24:29]
opportunity for a council member to also
[24:31]
serve on that uh which has to be
[24:34]
nominated and voted on uh for purposes
[24:36]
of service on the planning and zoning.
[24:39]
As I said, I I plan to continue to serve
[24:43]
on the planning and zoning commission.
[24:45]
Are there any nominations or is there
[24:47]
any discussion about anyone else from
[24:49]
the body to serve on the planning and
[24:51]
zoning commission? Mr. Burke,
[24:53]
>> I would like to nominate that you stay
[24:55]
our representative. It's worked out very
[24:57]
well for the last decade and it's it's
[25:01]
good how you're able to come back and
[25:02]
give us updates. Okay.
[25:04]
>> Thank you, sir. Any further discussion?
[25:10]
Okay. Well, that matter is resolved.
[25:12]
I'll continue to serve to represent the
[25:14]
council and the government as on the
[25:15]
planning and zoning commission. Uh that
[25:18]
um is the official business for this
[25:21]
evening. Um we now move on to public
[25:23]
comments. If anyone from the public
[25:25]
would care to address the council at
[25:26]
this time, please step forward, state
[25:28]
your name and address for the record,
[25:30]
and try to keep your comments to five
[25:32]
minutes or less.
[25:38]
Seeing no one come forward, I'll go
[25:40]
ahead and u close the public comment
[25:43]
section and open the mayor council
[25:45]
communication. And um Mr. Ingerard, I'll
[25:48]
start with you this evening, sir.
[25:52]
>> Thank you very much. I have nothing
[25:54]
today. I'm about to lose my
[25:56]
>> Okay. All right. Thank you, sir. Mr.
[25:58]
Holman, I'll yield my time, sir. Thank
[26:00]
you. Thank you, Mr. Burke.
[26:01]
>> Thank you, Mr. Mayor. I just want to say
[26:03]
it's good that we're all here. We're not
[26:04]
we haven't floated away. We haven't
[26:05]
blown away. And most of the things in
[26:08]
our yard are still there. And uh no one
[26:10]
that I know of was was injured. So
[26:12]
that's that's the most important part.
[26:15]
>> Thank you, sir. Mr. McDonald,
[26:18]
>> just one thing for me tonight. Just a uh
[26:20]
special happy birthday to my wife whose
[26:22]
birthday is today and uh has allowed me
[26:26]
to uh leave her for the evening to serve
[26:28]
the community. So appreciate her and her
[26:30]
support and happy birthday.
[26:32]
>> Happy birthday to her as well. Thank
[26:33]
you, sir. Mr. Baker,
[26:36]
>> thank you. U excellent job, Mr. Mine,
[26:38]
with all the the the goings on the park
[26:41]
department and and and all that uh parks
[26:43]
and wreck. Um obviously acknowledging
[26:45]
the parking problem, that is a good
[26:46]
thing and and and something that that
[26:48]
means that we do have a lot of interest
[26:49]
in that. I will say the honor brick um
[26:52]
the online form is good until April
[26:54]
30th. So, we have a few days I take to
[26:56]
add if if we have anyone out there who's
[26:58]
a veteran. So, uh please take part in
[27:00]
that. And I think that block party will
[27:02]
be awesome on June 25th so we can unveil
[27:04]
all that and see the veterans we have in
[27:06]
our community. Thank you.
[27:07]
>> Thank you, sir. Mr. Ciro,
[27:12]
» there we go. Turned on now. Uh I'd like
[27:15]
to say again to Mine. Yeah, the veterans
[27:17]
bricks are is fantastic. And we got a
[27:21]
few more days. I'm going to try to get a
[27:22]
few more bricks in of some family
[27:24]
members who served well. Thank you for
[27:27]
that for all you doing. parks, the
[27:29]
trees, you guys are doing a great job.
[27:32]
Keep that going. I appreciate that. Uh
[27:34]
emergency response, we did fantastic. I
[27:37]
mean, we had a couple of different
[27:38]
events over the last what, 8, 10 days.
[27:40]
Emergency response going off. The PD was
[27:42]
out there. Everybody was working for the
[27:45]
city to keep us as safe as they could,
[27:47]
getting information out. So, and our
[27:49]
text coming across our phones. It was
[27:51]
fantastic. Thank you for all that.
[27:53]
Otherwise, uh again, thank you for
[27:55]
electing me a mayor pro Tim for this
[27:57]
next year. I appreciate that from all
[27:58]
who voted. Thank you very much.
[28:00]
>> Thank you, sir. Mr. Barber.
[28:02]
>> Thank you, your honor. Um, I'd just like
[28:05]
to make a couple of comments. Um, number
[28:07]
one, um, I I've been born and raised
[28:10]
here my whole life, and this historic
[28:12]
weather event we just had is the first
[28:15]
time that I can remember ever a tornado
[28:18]
touching down in this area. The closest
[28:20]
it's ever gotten, I think one got on
[28:22]
Richard's Gabbar and went down the uh,
[28:24]
flight line, but that's Kansas City,
[28:25]
Missouri. Belt and Raymore, we've been
[28:28]
pretty blessed about not having that
[28:30]
kind of weather. And fortunately, it was
[28:31]
just a small one. If you're going to
[28:33]
pick one, I guess that's the one to
[28:34]
have. And uh damage was minimal. And um
[28:38]
so I'm just happy that we all made it
[28:40]
through that. And we hope it's behind
[28:42]
us. Um
[28:44]
I'd like to also make a comment about uh
[28:46]
the parks department, Mr. Mine. One of
[28:49]
the things too to remember, we all need
[28:50]
to remember is all those teams have
[28:52]
volunteer coaches and most of those
[28:55]
teams have more than one coach and I
[28:57]
think that speaks highly too of your
[28:59]
program that people are willing to take
[29:01]
their time and volunteer uh and become a
[29:04]
part of your uh parks and rec program.
[29:06]
So I think that speaks highly of your
[29:08]
staff and um and our amenities and
[29:11]
everything else and we can work on the
[29:14]
parking. We can get that fixed at some
[29:15]
point. So thank you. Oh,
[29:17]
congratulations, Tom. Thank you.
[29:20]
>> And Mr. Row,
[29:22]
>> congratulations, Tom. I'm gonna echo
[29:24]
your comments on parks and wreck. My
[29:25]
family, all of my kids, uh, went up
[29:28]
through those programs. Awesome. Some of
[29:30]
them are college athletes today, and I I
[29:32]
owe a good part of that to where they
[29:34]
started here in Raymore. Uh, the other
[29:36]
part I wanted to call out is our
[29:38]
emergency and first responders,
[29:39]
emergency management group that sent out
[29:41]
all the alerts. And I know we all got to
[29:44]
the point even this morning where we
[29:46]
were like, "This is it over yet?" Uh, so
[29:49]
again, you guys did a great job and I I
[29:51]
appreciate it. I was also happy to see a
[29:53]
lot of pictures of some of our first
[29:55]
responders helping out over in Beldum,
[29:57]
too. I thought that was pretty great.
[29:59]
So, thank you.
[30:00]
>> Thank you, sir. Um, and I can only echo
[30:03]
what was said up here tonight and and
[30:05]
offer my congratulations to Mr. Ciro on
[30:08]
his selection as the mayor pro Tim. Tom,
[30:10]
congrats on that. And um I will uh hold
[30:15]
my comments to that and ask for a motion
[30:18]
to go into executive session.
[30:20]
>> Your honor,
[30:21]
>> Mr. Holman.
[30:22]
>> I motion that the Raymore City Council
[30:24]
move into executive session to discuss
[30:26]
litigation matters as authorized by the
[30:29]
revised statute state of Missouri
[30:31]
610.021 subsection 1.
[30:33]
>> Thank you, sir. Is there a second?
[30:34]
>> I'll second the motion.
[30:36]
>> Thank you, Mr. Barber. Motion's been
[30:37]
made and seconded to move into executive
[30:39]
session. Any further discussion? Hearing
[30:42]
none. All those in favor? Oh, sorry. Got
[30:44]
to do a roll call on executive session.
[30:46]
I apologize. Roll call vote, please.
[30:49]
>> Council member Baker,
[30:50]
>> yes.
[30:50]
>> Council member Barber,
[30:51]
>> yes.
[30:52]
>> Council member Burke,
[30:53]
>> yes.
[30:53]
>> Council member Ciro,
[30:54]
>> yes.
[30:55]
>> Council member Ingert,
[30:56]
>> yes.
[30:56]
>> Council member Hullman,
[30:57]
>> yes.
[30:58]
>> Council member McDonald,
[30:59]
>> yes.
[30:59]
>> Council member Row,
[31:00]
>> yes. Motion carries unanimously and upon
[31:03]
the completion of the executive session,
[31:05]
we will come back to regular session for
[31:07]
adjournment. Thank you.
