[2:52] and Riverside Avenue.

[2:55] It's a variants 26-001, CDP, or a conditional development permit number 26-001.

[3:04] Precise plan to design number 26-001 and environmental assessment review 26-001.

[3:15] So the applicant request is to approve variance number 26-001 to allow the front

[3:23] property line set back to be reduced from 50 feet to 5.75 feet to approve conditional

[3:32] development permit number 26-001 for the development use of a car wash, to approve precise

[3:40] plan of design number 26-001 for construction of a car wash, to find the project is exempt

[3:47] from California Environmental Quality Act under environmental assessment review number 26-001.

[4:00] Project location, the north side of East Baseline Road, approximately 250 feet east of North

[4:08] Riverside Avenue.

[4:09] It is where the current vacant bank of America building is now, and that will be demolished.

[4:18] It is a commercial shopping center C-Dash A-1 A-Zone.

[4:28] It is in the North Rialto Center, which includes the state of brothers,

[4:33] a good will store, harbour freight, and to other drive-thru's, Walgreens, and TAMsburgers.

[4:43] The site will be approximately 0.99 acres with 3593 square foot building area.

[4:53] So include a pay station, which is quite quite for first two is a QB building, where the employees can

[5:01] direct with customers. There are overhead canopies, 18 vacuum stalls, one for ADA, and three

[5:11] employee parking stalls. One of those will be ADA. It includes drive through lanes,

[5:17] a trash enclosure, landscaping, and that 5.75 foot set back from north, or excuse me, from

[5:27] that it should be, it should say East Baseline Road.

[5:33] The primary building, it's this is the main drive

[5:35] through car wash tunnel, an electrical room,

[5:38] an equipment room, an employee restroom,

[5:41] and an employee lounge.

[5:47] These are the elevations.

[5:51] That main tunnel building is approximately 22,

[5:54] little more than 20 feet wide,

[5:57] little more than 103 feet long

[5:58] and 29 feet high at a size point.

[6:01] The articulation and finishes include plaster finish, stone veneer, it is an earth-thone

[6:08] colors with cornice roof line and varying roof heights.

[6:18] These are elevations of the paint station canopy, the vacuum canopy, and the QB station.

[6:26] It would be

[6:31] about 27% landscape coverage, there you can see landscaping along the north east and south edges of the exterior perimeter and there's also landscaping inside around the vacuum station areas.

[6:52] We open from 7 a.m. to 9 p.m.

[6:55] Monday through Friday it will employ approximately 15 people with two or three working each shift.

[7:03] The quick-wack members, they pay a monthly fee, but employees can collect payments from non-members as a washer cart.

[7:13] Each vehicle is washed with approximately 22 gallons of fresh water and 50 gallons of recycled water.

[7:20] The recycled water is filtered, and I know Smosis system.

[7:25] Quick-wack uses biodegradable liquid soap products during the wash process.

[7:30] no chemicals gasoline, diesel or other petroleum products will be sold, and the vacuums in the

[7:37] interior of their self-service.

[7:42] The variance request. The variance is requested to reduce the minimum

[7:47] building setback required along baseline road from 50 feet, which is the required to 5.75 feet.

[7:55] The existing bank building that's on the project site, it's set back is currently three feet.

[8:04] From the ultimate right away, the proposed car wash building will be set back in additional two feet further than the existing bank building.

[8:13] So that set back will actually increase each development on the four corners at the intersection of baseline and reverse side.

[8:24] We're granted variances to encroach within that 50 foot set back.

[8:29] The most recent one was in July 2013 when Tocco's gavel on was allowed a 5 foot set back.

[8:42] Script compliance with the 50 foot set back would impact the existing parking lot and traffic circulation within the North Rialto Shopping Center.

[8:51] This would require major modifications to the centers lay out to accommodate any development.

[8:58] The variants will also maintain consistency with the existing developments in the surrounding area and preserve the integrity and layout of the existing center.

[9:10] are men in the Hoh Van Nesien transportation consulting conducted a traffic impact study.

[9:19] It was to assess the potential impacts on nearby streets and intersections.

[9:25] The project will generate approximately 348 daily vehicle trips.

[9:30] 33 trips will be in the AM peak hour and 36 trips will be in the peak AM peak hour.

[9:37] The nearby intersections in roadway will continue to operate at their current level of service.

[9:45] The parking analysis, based on the score of footage of the QB building, it would require one parking space.

[9:57] However, quick-quack will be fighting three parking spaces, one of which is ADA.

[10:09] project meets the exemption requirements of sequence section 15303 for a new construction or conversion of small structures.

[10:20] Class 3 allows for the exemption of a project consisting of the construction of commercial structures, not exceeding 10,000 square feet and floor area.

[10:33] In summary, the project's consistent with the General Plan, the Commercial Shopping Center Zone,

[10:39] and Realtome Municipal Code Chapter 1861 for Design Guidelines,

[10:45] the project's consistent with commercial uses and developments in the surrounding area.

[10:50] It has catacorically exempt person went to sequence section 15303.

[10:56] We have prepared a notice of exemption to submit to the county.

[10:59] Public hearing notices were mailed, was posted, and published in the San Bernardino's

[11:07] son newspaper.

[11:11] He recommended that planning commission adopt exhibit H, exhibit I, and exhibit J,

[11:17] thereby approving variance number 26-001, conditional development permit number 26-001 and

[11:27] site's plan, a design number 26-001 based upon the findings and subject to the conditions

[11:34] they're in. Also recommended to find the project is exempt from the California Environmental

[11:42] Quality Act pursuant to section 15303 new construction or conversion of small structures

[11:49] with the environmental assessment review number 26-001-001-001 and that concludes that part of the presentation.

[13:11] people are going on it, and because our model is a membership base formula, we know that

[13:18] we build more it begins to relieve pressure at existing car wash our quickwats and what we find

[13:26] it happening is that someone a one location may not be convenient on the way to work or

[13:32] way from work and so we build these in strategic locations. At some point we feel that we control

[13:40] the market and then our customers are satisfied with going anywhere.

[13:45] Well, it's a good location. I don't know any of the car washers on baseline, so I mean, that does make it, that makes, that's a good one. So yeah, the second thing is the one thing, this is just a comment on a question, I appreciate a quick whack when they open.

[13:58] They usually seek out some type of nonprofit or some type of thing to do when it opens to do that first day of fundraiser to be able to get money to that nonprofit and in that area to be able to do that.

[14:08] And that's, I know people when you open up in San Bernardino, or in Fontaine, they do the same thing.

[17:30] that through our osmosis system. Any water that we don't consume is naturally going to be recycled,

[17:37] it recirculated through the sewer system,

[17:41] but we've taken basically 4500 gallons of water

[17:45] that we filtered through this, our sediment tanks.

[23:50] And that predicated my question to the applicant here regarding the removal of solids.

[23:56] Now, that being said, call washes, save water, environmentally, they're a benefit to all of us in our community.

[24:10] A much more beneficial than us.

[24:12] You see the whole system working the dirt off and letting it at the street.

[24:16] At the same time, like in the industry, we have to not only regulate it, but we have to take a look at what it's doing, and it's impacted upon the community.

[24:26] So I think in this, in this instance, again, I want to congratulate and thank staff for their health and bringing that forward.

[24:37] And at the same time, the cooperation they receive from the applicant and from our allied agencies inside the city and county.
