[1:42] [Calling roll]
[1:54] >>Thank you all right we will move on
[1:56] to proclamations in Awards of Merit we
[1:57] have none. We will move on to public
[2:01] forum, we have several folks signed up

[2:03] minutes and no more than 2 hours total
[2:04] Will be allottedFor public form
[2:04] comments at the meeting. So we will
[2:06] start with
[2:13] Amanda.
[2:17] >> All right can you hear me? Good
[2:33] evening Mayor and counselor, staff, I
[2:33] am Amanda I live in Rio Rancho. On
[2:34] 7/27/26 approximately 3-week-old
[2:35] puppies were damp in Rio Rancho. The
[2:35] shelter will the help of social media
[2:36] and people sharing, did manage risky at
[2:43] the end of the day.
[2:44] Our animal shelter needs a poster
[2:44] program, for situations like this and
[2:50] also to help animals that have been
[2:51] For a long time. Become better
[2:52] candidate for adoptions. If you need
[2:58] help reach out to the community and
[2:58] ask. The shelter have never been full
[3:23] when I visited.
[3:24] Because I assume there be euthanize for
[3:34] canal stress. It is having does not
[3:36] allow this, (Inaudible) And what other
[3:47] shelters do.
[3:47] If I do not see the city of Rio Rancho
[3:48] animal resource Center at the upcoming
[3:53] (Inaudible) I will be very disappointed.
[3:56] Thank you.
[3:57] >> Thank you very much, next on the
[4:02] list, nichole Graver.
[4:10] >>
[4:18] Mayor and members of the city Council,
[4:18] thank you for your time this evening.
[4:20] My name is Nichole Graver constituent
[4:25] of District 5 in Rio Rancho. And I'm
[4:27] here today to talk to you about a vital
[4:27] community asset Ray Rancho animal
[4:35] resource Center. More specificallyThe
[4:36] MS. Potential of its volunteer program.
[4:36] If you visit this website you will
[4:56] bring the link. In practice however,
[4:57] the program is severely limited.
[4:58] Currently there is no formal training
[4:58] provided to volunteer to teach how to
[4:59] properly handle animals or assist.
[5:00] More importantly volunteers are
[5:01] restricted prohibited from walking dogs
[5:01] or taking them runs.
[5:09] As we know getting Dog out of their
[5:10] canals is vital. Mental health and
[5:12] well-being during the state. This is
[5:14] crucial task that will incapable
[5:15] volunteers such as myself, I would
[5:20] like to ask the city to overhaul this
[5:21] program to include proper handling
[5:28] training, train volunteer.Furthermore,
[5:29] expand the program to involve
[5:30] volunteer with potential adopters
[5:36] during public Meet and Greet. I have
[5:37] personally asked for the opportunity to
[5:39] assist in this waste but I was denied
[5:51] to the current policy limits. We can
[5:53] improve their welfare, reduce shelter
[5:55] stress and increase adoption rates.
[6:13] Help us unlock the full potential In
[6:14] center. Thank you for your time.
[6:15] >> Thank you MS. Graver. Next up
[6:26] Juaquin Mantegna.
[6:27] >> Hello thank you for your time
[6:32] tonight. My name is Juaquin. A
[6:43] high-powered(Inaudible)
[6:50] Surveillance industry goes on and on.
[6:51] The name change, technology changes
[6:58] question never does. Who watches the
[6:59] watch. Rio Rancho residents did not
[7:00] consent to hiring their movement by
[7:05] private corporations. This is database
[7:10] of innocent. Guys public safety. In
[7:10] fact New Mexico asked this council to
[7:16] pause, the input input people before
[7:17] vendor contracts. Remove the ai, the
[7:19] system installed in her community.
[7:20] Freedom of movement is not a privilege.
[7:27] It is right. Petition for removal is
[7:28] 3700 signature. Thank you.
[7:35] >> Thank you.Please refrain from
[7:38] outbursts such as That I understand
[7:40] this is very emotional issue, but
[7:46] there are 2 sides to every story and I
[7:48] heard from both side. So please let's
[7:51] act professionally and let the speakers
[7:54] speak and we will move on with the
[7:56] meeting. Next up Matt Griffin.
[8:08] >>Good evening. My name is Matt
[8:19] Griffin citizens of the city. I also
[8:20] and concern about the camera popping up
[8:20] everywhere. I feel like in general
[8:21] there's a lot of public oversight. I
[8:22] feel like more people were probably
[8:23] aware about the (Inaudible) In the
[8:24] camera. And what they are will have
[8:28] access to them. Where the data stores
[8:29] and how long it is stored for its own
[8:30] and so forth. I feel like ultimately
[8:35] we should probably pump the brakes in
[8:39] the technology. Slow down a little bit.
[8:39] I feel like the country grew up in
[8:48] America ladder free, thereby the is
[8:52] becoming less (Inaudible).That's it.
[8:55] >> Thank you MR. Griffin.
[8:58] [Gavel]
[9:07] I wont say keep the applause down again
[9:07] we will start moving people. Next
[9:09] Crystal Kleinhans if I say that wrong I
[9:15] apologize.
[9:22] >> Good evening first time doing a
[9:24] like this so bear with me. I come on
[9:26] behalf of myselfMy grandkids and
[9:32] everybody here in Rio Rancho. Who lived
[9:32] 5 miles or so and further with the new
[9:44] project that apparently was, I
[9:44] actually move away for a few years I
[9:45] own property here since 2017 and move
[9:46] away for a few years because of
[9:48] domestic violence in my life but I
[9:49] moved back just a few years ago
[9:56] FEBRUARY last year. And was
[9:57] disappointed to come back to the
[9:57] construction or near construction of
[10:01] this missile factory. Motor factory
[10:06] not quite sure what exactly it is.
[10:08] Keep my opinion when I called about the
[10:09] actual concern is the water be utilized
[10:16] to keep the dust down,Far West and my
[10:19] side was told by the city manager
[10:20] person over there rearranging public
[10:24] works that it was to keep the water
[10:26] down. Well on 10 minute drive from my
[10:39] house to that fill station at the
[10:40] corner of Rainbow Boulevard, King
[10:40] Blvd., Doctor Hoke with a hydrant with
[10:41] continuously pulling fresh water from
[10:42] the city water from what I understand
[10:45] although the pay bill I am just
[10:46] concerned that the water crisis and
[10:51] what is being taken by thousands of
[10:51] public, if not millions of gallons, to
[10:57] be sprayed on dirt to keep the dust down
[10:57] for the people who supposedly is this
[11:03] what I was told. To be ticketed is
[11:03] done to the residents that live up that
[11:04] way. Maybe one of those present holy
[11:05] fire that week and military have the
[11:09] zero desire to be seen probably did not
[11:11] get the notice that happened to be a
[11:11] small sign about this big, but that
[11:16] project that was going on out there.
[11:16] Major concern is that that I hope
[11:19] somebody needs somewhere has done the
[11:20] research for the water that we are
[11:28] having and that we can provide a study
[11:32] somewhere down the line because I saw
[11:33] real letter to the auditor. So maybe
[11:33] have access to that information if I
[11:34] don't have it please forgive me. Thank
[11:35] you for your time.
[11:51] >> Thank you next up, chris Adams.
[11:52] >> Hello my name is Chris Adams and
[11:55] resident of District 2. And I'm here
[11:56] because of the camera overtime. I
[12:01] support public safety effective in the
[12:03] use of technology to solve crimes. My
[12:03] concern is not with any particular
[12:10] company, I would oppose this type of
[12:12] test system regardless of who
[12:13] manufactured it. I believe there's a
[12:13] fundamental difference between
[12:18] investigating suspect and collecting
[12:19] work location data on everyone just in
[12:20] case it becomes useful later. Issues
[12:24] that whether -- If our current data
[12:27] retention policy are reasonable. The
[12:28] issues whether increased society should
[12:34] build to maintain this capability and
[12:35] all. Government power should be
[12:36] limited by design not by trust and who
[12:46] happens to hold off Today. Technology
[12:47] makes it possible to record store in
[12:48] search people movement at the skill
[12:48] that was never possible for it. Once
[12:49] that infrastructure exist future
[13:03] government inherit those capabilities
[13:04] Whether citizens approve of their
[13:05] future user or not. The recognized
[13:05] systems MAY help solve crime the
[13:06] question is not if the technology can
[13:07] be beneficial to question is whether
[13:07] those benefit justify tracking and
[13:08] storing information about the movement
[13:09] of large number of innocent residents.
[13:22] I do not believe mass surveillance of
[13:23] law-abiding citizens is consistent with
[13:24] the values of a society. I just
[13:24] respectfully ask that we not renew this
[13:25] contract nor enter into new mass
[13:26] surveillance contract and remove the
[13:26] existing Cameras. Thank you.
[13:39] >> Thank you MR. Adams.Next up Ronald
[13:40] I MAY not see this right of -- I
[13:45] apologize.
[13:46] >> Of like we probably get to know
[13:48] each other really well. I just got an
[13:50] army after 15 years.
[13:51] 15 years of litigation and Constitution
[13:51] and our rights. In 15 years of staff
[13:57] dedication to staffWhen I got my dd 214
[13:58] protect the Constitution right of this
[13:58] people (Inaudible).
[14:02] [Faint audio]
[14:14] >> Please address the Council.
[14:15] >> So I did 15 years special forces
[14:15] group 4 years, MAY have a background
[14:25] and bio. And I'm working at the -- I
[14:27] came here I noticed all the cameras all
[14:28] over town and I'd have to explain to
[14:31] you because (Inaudible) Is a violation
[14:36] of 4th amendment. I know you say you
[14:37] are both side I only heard one side
[14:38] since have been here and outside that
[14:39] violates it doesn't violate the
[14:51] Constitution.
[14:52] 14 years of dedication I appreciate
[14:52] that for your service and I hope that
[14:55] your influencing the Council, to make
[14:58] the decision to take down the cameras.
[14:59] I want you to put your officers in a
[15:05] position where they have to be a
[15:06] Ethical dilemma where they have to
[15:06] violate the 4th amendment rights of
[15:08] people in this room. Or in the city.
[15:09] It's irritating
[15:18] To me, everybody and counsel to see
[15:18] like the relation of the rights that
[15:20] are taken from this people. And by
[15:20] this people even as it is of Rio
[15:21] Rancho. I spent so much life
[15:22] Dedicated to the Constitution I'm
[15:31] hundred percent this disabled veteran.
[15:35] That's why I'm here.Soi'm a little
[15:44] nervous but(Inaudible).Is there a
[15:48] situation or their plan stop the mass
[15:50] surveillance?
[16:03] >> This is not a back-and-forth. This
[16:04] is your time for public comment.
[16:05] >> I get user. It's irritating. I
[16:17] did 4 years in law enforcement myself.
[16:18] >> Can you wrap up your comments your
[16:18] 2 minutes.
[16:24] >> That is quick to minutes.
[16:25] >> For those of you who have come here
[16:28] to speak against or to hear comments
[16:36] about the surveillance flock, I would
[16:37] encourage you to go to the city website
[16:38] we heard a very informative discussion
[16:39] from the police department last Tuesday
[16:58] a week ago Tuesday. Suggest encourage
[16:58] you to go watch that so you can hear
[16:59] that side of the story. Those are very
[17:00] good information that's on the city
[17:01] website under the police tab and
[17:01] license plate reader. Please do that
[17:05] because a recognizedThere are people
[17:06] that are very very and I understandably
[17:07] very committed to their belief in this
[17:09] issue also say that I heardEven though
[17:14] not in the room for a quality equal
[17:16] people who have said and told me in
[17:21] writing that they are happy thatThe
[17:22] surveillance systems are in place.
[17:28] Anyway thank you'll are coming to speak.
[17:28] That it's the public form unless we
[17:32] have anybody online sign-up to speak in
[17:37] the public forum?
[17:37] >> no, sir.
[17:38] >> That is a public forum section of
[17:39] the evening moving on to comment by
[17:39] counselor any comments of counselor?
[17:43] >>I just want to take a moment to
[17:49] highlight the initiative that's taking
[17:57] place this Saturday. Led by dedicated
[17:58] young people future leaders but already
[17:59] leaders in the community and with
[18:00] permission of his parents I just wanted
[18:03] to highlight Erin Christensen Who is a
[18:04] junior rear and show high school has
[18:05] for several years running, plan and
[18:11] organize an initiative of hope. And
[18:12] that's take and invite all of you to
[18:21] attend this taking place this Saturday
[18:22] from 2 to 4:30 pm at the Eastern Hills
[18:23] Baptist Church in Albuquerque. Why
[18:32] this is so impressive, they Raises
[18:33] money for the group center which
[18:34] provides services in a committee as
[18:35] well as our book working for those who
[18:35] lost a loved one or who have been
[18:36] impacted by loved ones. In the world
[18:38] leaders and people are doing in Rio
[18:45] Rancho to concept helps pay the bills
[18:46] Further center to ensure that people
[18:51] can receive grief counseling at no
[18:52] cost. It's really outstanding. Really
[18:53] represented my opinion the best of
[18:54] human script. I just wanted to invite
[18:58] you that that's 2 to 4:30 pm Eastern
[19:02] Hills Baptist Church in Albuquerque.

[19:25] allowing me to be away from you guys.
[19:28] I don't, I also fibrillation I don't
[19:29] want to share with everybody there.
[19:32] >> Thank you for not sharing Councilor
[19:33] List we appreciated.And anything
[19:40] further?Seeing and hearing none we will
[19:42] move on to the consent calendar can I
[19:42] get a motion to approve the consent
[19:43] calendar?

[20:36] Townhome Subdivision on the Property
[20:37] Legally Described as La Plazuela, Tract
[20:41] 2a. Director?
[20:41] >> Good evening Mayor and members of
[20:52] the governing body,So item number 7
[20:53] tonight is a site plan approval for 32
[20:57] townhomes subdivision. And description
[21:06] is La Plazuela this is just north ofThe
[21:07] apartment that are being built right
[21:08] now called Sandoval plots. So just of
[21:18] of (Inaudible). This property is under
[21:19] a special use zone so we will look at
[21:19] the site plan we will looking at our
[21:20] special use zone district Standards
[21:25] but there is also settlement of
[21:26] Agreement that is quite in place on
[21:27] this rezoning that took place multiple
[21:28] years ago and so there's some
[21:29] additional standard that the applicant
[21:31] had to put in for noticing this item
[21:33] before the actually even came to
[21:37] application. In some other standard
[21:46] that needed to be because of that
[21:47] settlement agreement. Staff reviewed
[21:47] this item. There's a lot more images
[21:48] in your agenda briefing memorandum is
[21:49] pickup couple we also have the
[21:52] applicant here also gives presentation.
[22:02] Here is a rendering and elevation. But
[22:03] the site plan is here as well. It does
[22:10] meet the standard of our su regulation
[22:11] And it meets the standards of
[22:12] salesforce in the settlement agreement
[22:12] as well. Staff reviewed recommended
[22:13] approval and I will stand for any
[22:13] questions.
[22:14] >> Thank you director can I get a
[22:21] motion?
[22:21] >> I moved to approve the d52.
[22:21] >> 2nd.
[22:25] >> we have motion and 2ndThe applicant
[22:38] here, the applicant wish to speak?
[22:39] >> Good afternoon councilors. I do
[22:43] have a presentation together. MS. Did
[22:56] the job explaining. We represent the
[22:56] developer llc the applicant. On the
[22:58] screen before you you have a rendering
[23:05] of one of the entrancesAt the project.
[23:12] We appreciateThe effort information and
[23:17] great attention to this help the city
[23:20] and staff has given to this project.
[23:20] It's been a while in the making. And
[23:23] so thank you all for being here to
[23:25] listen tour presentation. She already
[23:28] explained the technical, the legal,
[23:33] the engineering related to this project.
[23:37] It's meets the qualifications, set
[23:41] forth with Andy staff finding for
[23:45] conditions that will need to be met
[23:46] very quickly in summarizing those
[23:50] submissions Under this condition
[23:53] landscaping conditions and confirmation
[23:58] of accessible Park. Each of those
[24:11] condition have already been met or are
[24:12] currently in the process of being
[24:12] handled so at the time that are
[24:13] prepared to move forward this condition
[24:14] will be met. My role tonight is to
[24:16] move away fromTechnical aspect of this
[24:39] project.Thank you. It's to move away
[24:40] from the technical aspect because MS.
[24:41] Runcorn already did told them and of
[24:42] course in her representation. This
[24:48] project lays on the southeast corner of
[25:04] hops BergSorry,Excuse me. Thank you.
[25:16] Thank you, I apologize. So we are at,
[25:16] this project at the interstate or the
[25:17] intersection of Habsburg, the project
[25:21] is for the development of 32
[25:24] single-family homes. There will be
[25:31] townhomes andThe purpose is to fill a
[25:32] gap that unfortunately is present in
[25:36] Rio Rancho. And that gap is the people
[25:44] whoHaveAssessableRealistic and
[25:45] accessible path to homeownership. Over
[25:49] the last decadeThat path has very
[25:50] narrow and the obstacles to
[25:51] homeownership because of the increasing
[25:57] crisis have been substantial. There
[25:59] needs to be a solutionAnd this is what
[26:05] we hope to prove to be a well thought
[26:11] through solution that is families and
[26:12] individuals an opportunity to have
[26:13] assessable affordable housing that
[26:13] isn't multifamily. But is below the
[26:23] price pointOf detached single-family
[26:26] residences. This is the community that
[26:27] we hope can provide and fill that gap.
[26:32] For me especially when I look at this
[26:38] projects, I see the creation of 32
[26:38] homes for families in our community for
[26:39] around 2 residence home in an otherwise
[26:46] be able toRealistically have a home of
[26:51] their own. Okay. Yes.Very briefly
[26:58] this is drive you through if you will
[26:58] the projects. The image on the screen
[27:04] right here is the first or primary
[27:15] access. This is gated community. So
[27:19] they access well come off of Habsburg,
[27:20] and next slide just reminder a picture
[27:34] of the site so that was a picture of
[27:35] First axis which is right of the
[27:36] corner. If you look down Habsburg Road
[27:37] you will see an alternate path. In the
[27:50] next, I don't, okay, well I do know
[27:56] what's happening. There is an
[28:10] alternative for 2nd axis entry point so
[28:10] that you don't have hopefully don't
[28:11] have a problem and coming in and out of
[28:12] the subdivision either for Habsburg
[28:13] rogue or for the community. The
[28:13] picture that you see here is private
[28:23] drive I'll that goes to the site plan.
[28:24] It's helpful he shows you that this is
[28:25] truly a community that we are looking
[28:26] to build. Houses are high quality.
[28:34] And well again hopefully provide a an
[28:34] opportunity that MAY not be there for
[28:37] 32 families and individuals. I try my
[28:39] luck with this one more time. And this
[28:48] is just a morePicture of what this
[28:48] development, what this community would
[29:03] look like the rendering.Okay,The other
[29:06] item that I would like to make sure I
[29:10] haven't passed over,Is in doing this
[29:16] project for, we are not looking to we
[29:17] are not looking for an exception we are
[29:20] not looking for an outside what is
[29:21] already planned for this property into
[29:22] special use.The developer has
[29:23] thoughtfully look at what could be done
[29:29] here that will provide a true service
[29:33] provider community and hopefully get
[29:34] people who couldn't otherwise afford a
[29:36] single-family residence. Home and with
[29:38] that I will stand for question.
[29:42] >> Thank you anyone else signed up to
[29:48] speak from the public?
[29:52] >> No sir but we do have the engineer
[29:53] should the Council have questions.
[29:56] >> All right do we have any counsel
[30:10] discussion on this project?COUNCILMAN?
[30:11] >> If the applicant would you mind
[30:18] coming back up ma'am.I'm in the site
[30:20] plan doesn't so either condition 5d
[30:23] imposed by the zoningRick requires that
[30:32] when you get to the preliminary plat
[30:33] review that will need to be addressed,
[30:34] do you know how could you share with us
[30:34] buddy how you plan to address that?
[30:36] >>'s are currently weThat is a
[30:40] condition that has been metBecause this
[30:48] project is within half a mile of 3
[30:49] separate Park so with fear we can meet
[30:51] the requirement for the code. The
[30:55] rendition does containa what we call
[30:58] helpful Park and if you look at the
[31:05] site plan you can seeLikeWhite space
[31:08] which is drainage and you might be able
[31:14] to see, we are looking into or
[31:16] developer looking into but it has
[31:16] nothing concerning additional items
[31:17] will have to be addressed. An alternate
[31:29] possibility is to essentiallyExpand
[31:29] upon the drainage that is improvements
[31:43] that are already there because it drains
[31:43] today, there is connecting
[31:44] improvement drainage improvement that
[31:45] would drain through the multifamily
[31:45] below so that has already put in place
[31:46] to address the drainage. And
[31:47] essentially it will be to tank or put a
[31:52] tank inBuried the tank and be able to
[31:56] Compaq and have playground equipment in
[32:02] top of the drainage.So it's not a waste
[32:03] of space. So it's being evaluated both
[32:04] structurally to make sure that it can
[32:08] be done in safe and also financially to
[32:08] ensure that the finances of doing each
[32:12] of those steps want Porsche the houses
[32:15] outside of the price point that the
[32:17] developer really wants them to be able
[32:23] to see out. Either we that condition
[32:24] has been met because if for some reason
[32:27] the park on the site above the drainage
[32:33] is unfeasible, if you will be paid and
[32:34] it fits within the 3 parks within half
[32:37] a mile of this community.
[32:39] >> Okay, thank you.
[32:45] >>Director can expand to that or add to
[32:48] that?
[32:52] >> MR. Mayor COUNCILMAN When you we
[32:56] are talking about parks one of the new
[32:56] requirement that came in with the
[33:02] updates into the dpm was not any type
[33:03] of subdivision a desert inside was
[33:06] required (Inaudible).The 3 parts that
[33:22] were talking aboutKind of hard to see
[33:28] this map actually does think I map
[33:32] enough. So 2 of the parks would
[33:34] actually be in cantatas so one of those
[33:35] Park the city-owned park the property
[33:41] owned by the cityBut the maintenance is
[33:44] handled by the hoa. And then there is
[33:50] another part that is completely hoa
[33:50] maintained and owned. And further to
[33:59] the south is the park that Sandoval
[34:00] County has in the property so those are
[34:01] the 3 areas that are being discussed as
[34:04] those parks as being access.
[34:08] >> So in your review of this it can
[34:09] form this request can form because of
[34:13] her proximity of those Parkway
[34:15] >> MR. Mayor yes, we do staff find out
[34:18] that parts are within half mile and
[34:18] would meet those standards.
[34:22] >> Thank you any further discussion
[34:29] from counsel?Hearing in seeing none
[34:30] Call the roll.
[34:32] >> Thank you.
[34:49] [Calling roll]
[34:49] >> d52 is approved.
[34:51] >> And good luck with your project.
[34:55] >> Thank you counsel and MR. Mayor.
[34:56] >> That concludes the public hearing
[34:56] portion of the meeting we will move on
[34:57] to the 2nd reading of ordinances we
[34:58] have none. Movement the first ratings
[35:04] of ordinance we have none. That moves
[35:05] us to discussion and deliberation item
[35:08] 8d 53Advice and Consent of the
[35:10] Governing Body to Award Two Contracts
[35:10] to Pump Tech, llc dba Alpha Southwest
[35:15] for Well 7 and Well 15.Director?
[35:25] >>Good evening councilors MR. Mayor.
[35:26] Tonight we have of course the advice
[35:30] and consent toward 2 contracts to Alpha
[35:40] Southwest. 7 is located near Boulevard
[35:45] Well 7 can produce up to close to
[35:46] million gallons a day when it's
[35:46] running. This water could be is to
[35:49] supply water throughout the city.
[35:55] Pressure from Cubbison toRivers edge
[35:58] and China Hills offended to put there
[36:02] as well. This is very good location
[36:03] for us throughout the city. The
[36:09] project cost rehabilitation of all 7
[36:20] $710,537.58 including the Mexico
[36:20] grocery tax. Well 15 is located at the
[36:21] intersection of Mariposa Parkway and
[36:25] Well 15 can produce up to 792,000
[36:27] gallons per day. And of course this
[36:31] serves primarily Mariposa and is the
[36:32] oxide Martin Hoke subdivision in that
[36:44] area. And the project cost for the
[36:45] rehabilitation of Well 15 is $526,000
[36:51] $864.15 including the grocery tax. We
[36:52] rehabilitation of this will include
[36:57] replacing the motor and pump wells.
[36:58] And ensure that we made the capacity
[36:58] for those areas throughout the city.
[37:12] ProjectEstimated take several months.
[37:13] For the equipment to come in and
[37:16] finishing and complete the project.
[37:17] Most of this will be done concurrently
[37:21] so from one spot to the next spot so
[37:22] it's not 6 months and then another 6
[37:23] months or better not be. So they'll
[37:28] moveThe other one wants to move to the
[37:28] equipment and they moved to the other
[37:39] one and same thing.Amtech doing
[37:40] business Alpha Southwest confirm the
[37:47] work under the 2026 invitation for bed
[37:48] Which is reworded to them. That was
[37:48] for wall repair and rehabilitation
[37:52] services.There is a city about more
[37:57] than 25 years so many years we go out
[38:03] invitation for a bid For those
[38:04] services. In accordance with city
[38:05] policy both this contractor about
[38:07] 500,000 this way we are coming for
[38:12] Council for approval. Executed impact
[38:13] execution agreement will allow us to
[38:17] rehabilitate Well 7 in 15 which is
[38:31] vital for water production.Andrew stand
[38:32] for any question you MAY have.
[38:42] >> Thank you director failed to
[38:43] acknowledge that Councilor Dapson has
[38:44] joined us what time was it that you
[38:44] recorded?
[38:44] >> 6:13.
[38:49] >> All right, welcome. All right
[38:51] anyone else signed up to speak for this
[38:52] item?
[38:52] >> No MR. Mayor.
[38:56] >> Any council discussion?
[38:57] >> We need a motion.
[39:10] >> I'm sorry?
[39:10] >> We need a motion please.
[39:11] >> Moved to approve motion?
[39:12] >> Moved to approve the d52.
[39:12] >> 2nd.
[39:14] >> Know we have motion and 2nd.Now we
[39:16] can Call the roll.
[39:33] [Calling roll]
[39:34] >> Thank you d53 is approved.
[39:40] >> Moving on to item 9 d54, Advice and
[39:41] Consent of the Governing Body to Award
[39:42] a Contract to Axon. We have a
[39:47] different presenter.
[40:19] >>Good evening Mayor governing body
[40:19] Brandon administrative Lieut. And
[40:27] contract administrator. Can he hear me?
[40:34] Apologize.Tonight I'm here to present
[40:42] the Axon Contract consolidation
[40:43] Affiliate expansion technology
[40:44] expansion and then ask for advice for
[40:45] consent to word accent in your contract.
[40:54] What we plan to doIsTake rc existing
[40:59] Axon Contract combine them into one.In
[41:05] addition to that we will be asking for 4
[41:06] technology expansion in regards to
[41:14] Axon. We currently haveArt is a
[41:14] program or body worn camera and
[41:19] real-time crime center platform all
[41:19] Axon product proposing enhancement to
[41:23] add 25 cameras of the tagging
[41:24] capability to our body worn camera
[41:38] videos.Add accent translation and
[41:39] through Axon assistance and also vr
[41:56] training capability.
[41:56] Take advantage of bundled pricing
[41:59] offered by Axon. Moving into cost and
[42:08] savings this is 90 month agreement.
[42:08] Price through a cooperative agreement
[42:10] that axon already have within the city
[42:20] of New Mexico with a total cost
[42:22] $4,400,306.80 that is priced 28% below
[42:22] the list price if we do not consolidate
[42:23] each one of this contract remain
[42:28] individual. That is total savings in
[42:32] the life of the program $1,662,572.32.
[42:40] The biggest cost savings come in year
[42:41] one. That is the because Axon has
[42:51] provided us with creditDue to one of
[42:51] our retirement contracted body one
[42:52] camera contract already being paid for
[42:53] this fiscal year. As you consider
[42:55] first year payment will be $363,680
[42:56] that is significant less than what we
[42:58] already budgeted for for this fiscal
[43:05] year. Now 19 months and $4.4 million
[43:08] started this process we recognize that
[43:13] is heavylift. So we potentially
[43:17] negotiated some safeguards with Axon.
[43:18] Section 20.2 termination by customer
[43:23] and msa which Axon has already approved
[43:24] states that any part of this contract
[43:28] can be terminated should say whole or
[43:29] in part of this contract can be
[43:34] terminated at any time for in a reason
[43:34] that is determined by the customer
[43:35] which is the city to be in the best
[43:38] interest of the customer. Furthermore,
[43:45] we can terminate the contract if worth
[43:46] is not budgeted and wouldn't get the
[43:47] budget or funds approve for the next
[43:48] fiscal year. We are able to terminate
[43:56] the contract and lastly we are allowed
[44:03] to we are given 30 days to return any
[44:04] piece of the contract that associated
[44:05] with type of equipment like body worn
[44:06] camera that training material that sort
[44:09] of things to find replacement and
[44:11] hopefully keep from having late fees
[44:22] and returning equipment. In closing
[44:23] again I ask you approve the
[44:23] consolidated agreement consolidate
[44:24] teaser, but one camera to 90 month
[44:31] agreement to allow expand new 35
[44:31] camera, body worn camera action
[44:38] assistance is specifically translation
[44:40] and vr training material which is
[44:41] already been budgeted for this fiscal
[44:55] year. And thank you again, I stand
[44:55] for any questions.
[44:56] >> Thank you Lieut. Can I get a
[44:56] motion?
[44:57] >> I moved to approve d54.
[44:57] >> 2nd.
[44:58] >> Motion and 2nd we haveOne motion
[44:59] sign up to speak from the public MR.
[45:11] Richard Sanchez.
[45:13] >> Pardon me, can you hear me? Good
[45:20] afternoon my name is Richard Sanchez
[45:21] I'm here to speak in behalf of the
[45:22] deflect movement. I have family share
[45:25] (Inaudible).
[45:28] Anything that is really big and 4th
[45:29] amendment rights as people the public
[45:36] aimingWithout the consent of the public
[45:39] when will know what happens when the
[45:40] government starts making list. Good or
[45:46] bad. What happens after this contract?
[45:47] What happens after you all turns and we
[45:48] get someone else who is more and
[45:57] willing to do some more stuff with the
[45:57] state technology. There's cases across
[45:58] the country were offices are tracking
[46:28] their ex-wife or ex girlfriend.My time
[46:28] is my time have a good night.
[46:31] >> Thank you MR. Sanchez.
[46:38] Anyone else signed up to speak?
[46:39] >> No sir there is none.
[46:40] >> Any council discussion?
[46:41] >> MR. Mayor?
[46:42] Thank you can you just clarify for us
[46:56] role quickThe camera that you are been
[46:57] part of this contract, this body
[46:58] weight, by the officer, these are not
[46:58] related to traffic based cameras is
[46:59] that correct?
[47:04] >> MR. Mayor and governing body that
[47:04] is correct. Specific to body worn
[47:05] camera program.
[47:05] >> And body worn camera can you tell
[47:06] us about little bit
[47:07] How body worn camera
[47:09] Are both protections for
[47:16] Officers as well as citizens when
[47:17] They have interaction with police or
[47:20] that it provides a generalized record
[47:23] that can be used
[47:24] To both protect the officer as well as
[47:24] the citizens?
[47:26] >> Yes,
[47:32] The police department is required both
[47:33] by her policy in the state of New
[47:34] Mexico that every interaction with the
[47:34] public is recorded
[47:35] . Those videos are
[47:37] Used as
[47:38] a record or
[47:39] Some cases
[47:40] Evidence
[47:44] For
[47:46] Every interaction that officers have
[47:51] with the public.
[47:52] >> Excellent, thank you that's very
[47:52] helpful this wanted to make sure that
[47:56] portion of your presentation was clear
[47:57] To the public, thank you so much.
[47:58] That's all I have MR. Mayor.
[48:03] >> MR. Mayor?
[48:04] I'm probably just being ignorant here
[48:13] but what is auto tech?
[48:14] >> MR. Mayor, governing body the auto
[48:15] taking every video that is recorded
[48:20] integrates with our system.
[48:22] And it is automatically assigned
[48:24] Date, time officer who recorded it
[48:29] , location,
[48:34] Anyway to streamline the
[48:40] Evidence process. More time to
[48:41] officers because otherwise they have to
[48:41] manually enter that information.
[48:46] It also helps reduce on the back and
[48:51] When we are assembling discovery pocket
[48:52] for the District Attorney's Office or
[48:59] compiling records for request those
[49:00] videos are easily recoverable and it
[49:06] helps everyone be more efficient.
[49:11] >> Sort of like search terms?
[49:12] Search tax?
[49:12] >> Essentially yes.
[49:13] >> Okay, thank you. Thank you MR.
[49:13] Mayor.
[49:17] >> Councilor Dapson?
[49:17] >> Just one common Lieut. This is just
[49:21] piggybacking,
[49:26] Auto tagging isn't automobile. It's
[49:26] automatic tagging for body worn camera
[49:28] to the system.
[49:32] >>
[49:32] Mayor, governing body that is
[49:33] correct.
[49:36] >> Thank you counselor mann? Any
[49:42] further discussion from the Council?
[49:42] Seeing and hearing none Call the roll.
[49:44] >> Thank you.
[49:58] [Calling roll]
[50:02] >> Thank you d54 his approve.
[50:03] >> That concludes our deliberation
[50:06] from the meeting. City manager?
