[0:02] [clears throat]
[0:03] » It wasn't me, King Lear.
[0:08] Recording better? Okay.
[0:10] Good morning, everyone. Uh I'd like to
[0:11] call this meeting to order for our
[0:13] regular council meeting of September
[0:15] 1st, 2026.
[0:17] Uh make sure you follow those speed
[0:19] signs.
[0:20] » Yeah.
[0:21] » [laughter]
[0:23] » Uh we'll do some quick introductions. Uh
[0:25] Counselor Bonner check.
[0:26] » Morning.
[0:28] » Counselor Boudreau J.
[0:29] » Morning.
[0:30] » Counselor LeBlanc.
[0:31] » Morning.
[0:32] » CEO.
[0:33] » Morning.
[0:34] » And uh Shane Pelkey, deputy mayor for
[0:36] the armor breach hat. Uh his worship has
[0:40] something else to attend this morning.
[0:42] Call the meeting to order at 9:02.
[0:45] Um
[0:47] at two, adoption of the agenda. Get a
[0:49] mover.
[0:50] Mr. Bonner check. Mr. LeBlanc.
[0:52] [clears throat]
[0:53] » I'll move the opening deal, I think if
[0:54] you don't mind.
[0:56] » I'll second that.
[0:58] » We really need to talk about that one.
[1:00] » I think it's just a common word, but
[1:01] » Yeah.
[1:02] » All in favor.
[1:05] » I.
[1:06] » Thank you.
[1:07] Uh
[1:08] item three, declaration of interest.
[1:12] Being none, we'll move along.
[1:15] Item four, adoption of minutes. Oh,
[1:17] there is none.
[1:20] Should we cover those in all
[1:23] Okay.
[1:25] Item 5.1,
[1:28] arson P. Staff sergeant Poirier, who's
[1:30] online with us this morning.
[1:32] Good morning.
[1:34] » Oh, yes, I'm muted.
[1:37] Are you able to hear me?
[1:39] » Can't hear you, Ron.
[1:41] » Oh, okay. Great. Thanks.
[1:43] Um
[1:44] we'll just start with um
[1:46] it's our first meeting of the new fiscal
[1:48] year.
[1:50] » [clears throat]
[1:54] » Sorry.
[1:55] » No one can hear you.
[1:56] » [clears throat]
[1:56] » Sorry.
[1:58] » Uh
[1:59] » Being the first meeting of the new
[2:00] fiscal year,
[2:01] I usually reach out to the CAO for your
[2:04] priorities for the RM.
[2:06] This year I have chosen not to reach out
[2:10] because I'm carrying over all our
[2:12] priorities from last year.
[2:14] I didn't get to where I wanted to last
[2:15] year, so we're just going to keep
[2:17] building on where we were what we were
[2:19] working towards. So you'll still see us
[2:21] doing
[2:23] sort of school visibility, community
[2:25] visibility. Uh myself meeting with
[2:27] councils as
[2:29] as part of our communication strategy.
[2:32] Road safety program still relies on our
[2:34] check stops and all of our members
[2:37] participating in traffic enforcement. Um
[2:41] the big key there is going to be
[2:42] alcohol-related offenses. We're trying
[2:44] to focus on that that aspect, which is
[2:46] why check stops come up. And crime
[2:48] reduction, [clears throat] you're going
[2:49] to see us
[2:51] as you have been is knocking on doors,
[2:53] checking our curfew people. And that
[2:55] usually results in other criminal code
[2:57] charges going up because we find them
[3:00] breaching fail to complies and so on.
[3:02] We'll talk about that a little later. So
[3:04] Shane, there'll be no request for
[3:05] priorities this year.
[3:07] Um statistics, you had a chance to
[3:10] review. Just go over some of the
[3:11] highlights for me.
[3:13] Um your collisions went down in the RM,
[3:16] more specifically in Ile des Chenes.
[3:18] Um
[3:21] Your traffic report is probably where
[3:24] I'd like to focus on. Um you'll see a
[3:28] number of increases
[3:30] in the reported and charges
[3:33] um in the RM.
[3:36] Um
[3:38] which had the bulk of the increases. St.
[3:40] Adolphe had a minor increase, Grande
[3:42] Pointe
[3:43] west of the Red River, and you saw drops
[3:46] in Ile des Chenes and no change in Ste.
[3:49] Agathe.
[3:50] Um
[3:51] on the reported side um our traffic
[3:54] services and I've spoken about them
[3:56] multiple times, they're pretty well
[3:59] matching us effort for effort and in
[4:02] some places um
[4:05] they surpass what we're doing. So, we're
[4:07] kind of getting double dose of traffic
[4:09] enforcement. It was mentioned to me and
[4:11] uh I think it was in Grand Pointe where
[4:13] the black unmarked uh Ford Ford
[4:16] Explorers doing some work, that's our
[4:18] traffic services people. So, we don't
[4:20] see them
[4:21] um kind of like our vehicles, but
[4:23] they're out there doing um as much if
[4:26] not more work than we are when it comes
[4:28] to traffic services.
[4:29] Um
[4:30] you'll notice charges uh in the RM
[4:34] Sainte-Adolphe went up. It dropped in
[4:39] Uh no changes in Sainte-Agathe and Grand
[4:41] Pointe. Um
[4:43] the changes in west of the Red River
[4:45] basically came from traffic services. Uh
[4:47] that's where the bulk of the work came
[4:49] from.
[4:50] Uh just to give you an idea, um
[4:54] when you look at charges for the for the
[4:57] area, uh Saint-Pierre detachment wrote
[5:00] 50, traffic services wrote 98.
[5:04] Uh we wrote 13 warnings, they wrote six.
[5:07] Uh we dealt with 108
[5:10] traffic related files, they dealt with
[5:12] 107.
[5:14] So, they're kind of the um
[5:16] hidden aspect to our traffic
[5:18] enforcement. Any questions on that?
[5:23] » No, it is the uh west of the Red River
[5:25] being monitored more. That's good.
[5:27] Thanks.
[5:28] » Right, it is uh I was speaking speaking
[5:31] to uh CAO Ray the other day and um it is
[5:34] a challenge for us to get up there
[5:36] uh with without a call for service um
[5:40] bringing us that way, but um our traffic
[5:42] services is helping us out there. Um
[5:46] I will talk about burnout road. There
[5:48] was a report that came to our office
[5:49] about speeders on Burnout Road. Um it
[5:52] was sent to one of my corporals who
[5:54] actually took an interest in some of the
[5:57] commercial B&E's that were happening in
[5:59] the Grand Pointe area.
[6:01] Uh so he spent some time there. Um tread
[6:04] the traffic stats themselves didn't
[6:06] really climb to too much. Uh but he did
[6:08] deal with some unregistered unlicensed
[6:10] vehicles parking on Burnout Road uh
[6:14] thinking in front of a home-based
[6:15] business.
[6:17] Uh dealt with that to pull it off the
[6:18] road. It was a safety issue.
[6:20] We are aware of the ball diamonds
[6:22] potentially being part of this factor.
[6:25] Um so far nothing's really come up
[6:28] uh that we can attribute to the ball
[6:29] diamonds, but it kind of makes sense.
[6:31] The traffic's going north after the ball
[6:33] game's over. Uh I think we know where
[6:35] where the issue's coming from.
[6:37] Um there was a mention of the CSO.
[6:40] Uh
[6:42] this may be one of those projects that
[6:45] would be helpful uh when the CSO gets
[6:47] equipped with his vehicle. And uh as
[6:50] he's allowed and he's authorized to
[6:53] enforce uh speeding under the HTA. So
[6:56] having the proper equipment for him
[6:57] might be helpful to deal with some of
[6:59] these hotspots.
[7:01] Um
[7:02] if there's any more on Burnout Road,
[7:04] please let me know.
[7:05] Uh I know we've looked at it and uh
[7:08] it's just sort of part of
[7:09] what we do. We're not specifically
[7:11] focusing on it right now. So
[7:14] uh
[7:16] » [clears throat]
[7:17] » On the impaired side, you saw that our
[7:19] reported numbers went down
[7:21] Sainte-Agathe, Eldridge, and Grand
[7:23] Pointe.
[7:24] Um and your provincial statutes
[7:29] calls for service went down in the RM of
[7:30] Eldridge, and but they went up west of
[7:32] the Red River.
[7:33] Most of this is related to Mental Health
[7:35] Act 911
[7:37] fire prevention
[7:39] and IPDA uh which are drunk in public.
[7:43] So, where you saw the decrease, they
[7:45] were related to that. Where you saw the
[7:47] increase was also related to the same
[7:48] thing.
[7:51] In the other criminal code side,
[7:52] increases in the RM and St. Adolphe.
[7:55] Decreases in Ile des Chenes and Grande
[7:57] Pointe.
[7:58] Uh and this is where you'll see um
[8:01] failed to complys.
[8:03] Um
[8:05] causing a disturbance
[8:07] and for disobeying a court order. Uh
[8:10] failed to complys in the RM, St.
[8:12] Adolphe, and Ile des Chenes were all
[8:13] consistent. Uh that was one of the
[8:15] issues we were we were facing. Again,
[8:18] some of it is tied The increases are
[8:20] tied to our curfew checks. The decreases
[8:23] could be something somebody moving out
[8:26] of the area or no longer being on
[8:28] conditions.
[8:30] » [snorts]
[8:31] » Person's crime
[8:34] increases in the RM and West of the Red
[8:36] River.
[8:37] Uh decreases in Ste. Agathe and Ile des
[8:39] Chenes. In the RM, your assaults went
[8:41] up. West of the Red River, your assaults
[8:44] and pointing of firearms went up.
[8:46] Ste. Agathe, your assaults went down,
[8:48] sex assaults went down. And Ile des
[8:50] Chenes, your threats went down.
[8:54] Uh
[8:54] on property offenses, a little bit of a
[8:57] of a caveat to the property offenses. Uh
[8:59] we've seen some
[9:00] uh some stats in July that
[9:04] kind of contradict what I'm going to
[9:05] tell you.
[9:06] Uh I think we've seen a bit of an
[9:07] increase in the Grande Pointe area with
[9:09] some commercial thefts. But for April,
[9:11] May, June, that wasn't the fact. So,
[9:12] these are stats reflect April, May,
[9:14] June.
[9:15] Um property crime went up in the RM. All
[9:18] theft related.
[9:20] They went down in Ile des Chenes and
[9:21] Grande Pointe. It was theft related as
[9:24] well. But in Ile des Chenes, you saw
[9:25] your mischiefs go up. So, there was a
[9:27] bigger de- decrease in thefts
[9:30] than there was an increase in mischiefs,
[9:31] but we saw a little bit of of uh
[9:34] property crime go up there.
[9:36] Uh statistics wise, any questions?
[9:41] Comments?
[9:44] » No. No, it's good.
[9:45] » Okay.
[9:46] Um,
[9:47] just so you know, uh,
[9:49] my HR is, um,
[9:52] has taken a bit of a shift. Uh, we're
[9:55] getting an influx of cadets.
[9:57] Uh, the end by the end of September,
[9:59] I'll have five active cadets, so they're
[10:01] all less than 6 months service.
[10:03] Uh, the point, I guess, is that those
[10:05] five cadets also take up the time of
[10:08] five regular members because they have
[10:10] to be coached and mentored.
[10:16] Um, doing a bit of double duty. Uh, so
[10:19] far, my cadets have all been meeting
[10:21] standards. I'm quite happy with that.
[10:23] Um, I am losing two regular members
[10:26] September and October with a third one
[10:29] pending. Um,
[10:31] we're just waiting for a date for him.
[10:33] Uh, I have one going to Wasagamack, one
[10:35] going to Cross Lake, and one going back
[10:38] east to New Brunswick.
[10:41] Uh, we have received our our, um,
[10:44] the corporal that replaced corp, uh,
[10:47] uh, we became invested. Gavin went to
[10:49] Depot. Uh, we've received uh, Dave Helm
[10:53] from Selkirk on a promotion. He's in
[10:55] place for us now.
[10:56] Um, so he's, uh, just trying to fit in
[10:59] there.
[11:00] And, uh, we have lost another corporal
[11:03] to headquarters for 2 months on a
[11:05] secondment. So, we're kind of flipping
[11:06] bodies a bit at the central traffic unit
[11:09] uh, but overall, give it a couple of
[11:11] months and we should
[11:13] be all settled. Our young guys should be
[11:15] out on the road on their own. You should
[11:17] see the increase in visibility because
[11:18] of that.
[11:20] That's it for me.
[11:22] Questions? Comments?
[11:24] » Anything? [clears throat]
[11:26] Uh,
[11:26] yeah, well, first of all, uh,
[11:29] thank you. Uh, about 3 weeks ago, there
[11:31] was a person acting erratically
[11:34] running on the highway and then through
[11:36] town and you know, I
[11:38] uh
[11:39] we made a call to you and this was at 6
[11:41] 6:30 in the morning or something. I
[11:43] mean, 40 minutes later, you guys were
[11:44] there and then the guy was escort
[11:46] escorted out of town. So, that was good.
[11:49] » Uh
[11:50] » [clears throat]
[11:50] » I did have a request from a group of
[11:52] residents. I know in the town of Morris,
[11:55] they have a um
[11:59] voluntary community camera registry
[12:01] program,
[12:03] which I don't know if it's done through
[12:05] the RCMP and I mean, as you know, we
[12:08] have our local call it a 911 group chat
[12:13] uh with about 40 50 of us. When
[12:15] something happens, this goes out and
[12:17] that's kind of how we rectify some
[12:19] issues
[12:20] uh along the way, but I'm just wondering
[12:22] if that's something of interest to the
[12:25] RCMP where you know, again, people
[12:29] willing to share. I don't know how this
[12:31] registry work, but I I assume it gives
[12:33] you guys access to uh
[12:35] uh camera footage out of businesses and
[12:38] people's homes.
[12:40] Um I don't know what the success is in
[12:42] the town of Morris, but um
[12:44] anyways, I thought I'd brought that
[12:45] forward to you see if there's benefit or
[12:49] you know, how all that works.
[12:51] » Do you have a contact for the program?
[12:53] » I do not, but I can definitely find out.
[12:57] I'd like the community maybe to
[13:00] check with
[13:01] the town so this you know, is it
[13:04] working? Is it good? Not? Whatever, pros
[13:07] and cons. But I can definitely share you
[13:09] some information as as I I do get it or
[13:12] gather it.
[13:14] » Yes, for sure. Just an email is good. If
[13:16] you can give me a contact, I'd like to
[13:17] learn more about the program. So, when
[13:19] it comes to video and stills and camera
[13:22] shots, um all of our members wear body
[13:25] worn camera now. The company is called
[13:27] Axon.
[13:28] And through their software, whenever
[13:31] let's say if you have video on your
[13:33] doorbell camera or some security system
[13:35] at home or on your phone for example,
[13:38] I can send you an email community link
[13:41] and you can reply and download your your
[13:44] your footage or your pictures to that
[13:47] link and it emails right back to me.
[13:49] So we have greater access to community
[13:52] video through our software program. It
[13:55] works really well.
[13:56] Um
[13:58] I I've never heard of the voluntary
[14:00] community camera registry, but I
[14:02] wouldn't mind learning more if it if it
[14:04] helps us absolutely.
[14:05] » It's it just very quickly Morris RCMP
[14:08] detachment are launching a voluntary and
[14:10] confidential community camera registry
[14:11] program.
[14:13] Um
[14:15] They the RCMP does not have live access
[14:18] to our cameras. Uh the town RCMP cannot
[14:21] monitor camera system. Video footage is
[14:25] automatically collected, but if need be,
[14:28] it could be shared or downloaded like
[14:30] you say.
[14:31] » Okay. I know the Morris commander well.
[14:33] I'll give him a shout as well to see
[14:35] what what it's all about. Thank you.
[14:37] » Yeah, just again just quickly on the
[14:40] Tuesday so I don't know Thursday Friday
[14:43] last week there was a truck roaming. You
[14:46] can see he parks in front of people.
[14:47] He's going through everybody's cars. So
[14:50] there's footage of this vehicle, license
[14:52] plate, the person
[14:54] and I think it'd be cool to share it if
[14:56] need be.
[14:57] » Right. And this was And this was through
[14:59] a private person's video system?
[15:02] » Uh it eventually goes to the girl sorry
[15:05] the private businesses, but most of them
[15:07] you can see all the footage clear
[15:09] footage going down a certain street or
[15:12] two on the south side. So I don't know.
[15:14] I thought it was interesting, but
[15:16] » Yeah, very much so.
[15:17] Okay. I'll look into it. Thank you.
[15:20] Anything else for me?
[15:23] » No staff sergeant, just want to say
[15:25] thanks again for coming out to meet with
[15:26] our CSO and myself and going through
[15:28] some information. It was really good and
[15:30] educational and
[15:32] looking forward to the growth of the
[15:33] program and working with you guys more
[15:35] on it. So, thanks again.
[15:37] » Yes, for sure. Thanks so much for for
[15:39] the invite. I do know that one of my
[15:41] cadets
[15:43] they have to do a community program, a
[15:46] community profile and what we call a CAP
[15:49] project is
[15:51] one of the ones that's been suggested is
[15:53] for them to
[15:55] look into the CSO program, to learn more
[15:58] about it, put something together for the
[15:59] detachment
[16:01] interview the CSO. So, you might see a
[16:03] request come from our office to meet
[16:06] with Manjeet and the other CSOs as well.
[16:08] So, good for our guys to know.
[16:12] Okay, thanks so much.
[16:14] » Thank you.
[16:15] » Thank you.
[16:16] » Okay, bye now.
[16:20] » All right.
[16:22] I don't mean point one fire department.
[16:25] » Warren.
[16:26] » Hello, sir. I don't have nearly as much
[16:27] to say as he does.
[16:28] » [laughter]
[16:31] » Yeah,
[16:32] I shared with Dominic all the
[16:37] calls we've done since January. I don't
[16:38] know I don't really don't recall that we
[16:40] actually met to have this meeting. So, I
[16:41] sent all information over. I don't think
[16:44] there's anything stands out as far as it
[16:46] goes for me.
[16:47] Finish it off for as of
[16:50] end of August being September 1st today.
[16:52] I don't think I can give you the August
[16:55] one. I can share it whenever.
[16:57] Remember at we're 98 calls for the year
[17:00] for now. We got roughly four months to
[17:01] go. So,
[17:02] we'll be pretty much on par as what we
[17:04] have in the last couple years at 150-ish
[17:07] as far as volume goes.
[17:09] Same thing the big
[17:11] big ones we do are the
[17:14] regular [clears throat] alarms whether
[17:15] smoke alarms, CO alarms, that kind of
[17:16] thing in homes and NBCs are the big ones
[17:19] we do. So, between those two, that's the
[17:20] bulk of what we do in our Obviously, we
[17:22] know that same old thing, same old
[17:23] conversation, so.
[17:26] Uh I heard him say that the the crashes
[17:28] went down in the Eldridge area. I know
[17:30] we've been pretty busy between 210 and
[17:33] and 59 and
[17:35] Old Grove Road. It seems like those are
[17:36] hot spots for us. So, I mean, maybe he's
[17:39] seen something different if we're going
[17:40] to something that maybe he's not going
[17:42] to. Don't know. But, those are always
[17:44] hot spots for us and 59 is pretty busy.
[17:47] And uh and Grand Point is picking up as
[17:49] far as alarms going off in that area.
[17:51] That little area, so.
[17:54] Other ones like that, I really don't
[17:55] have anything. There's nothing really
[17:57] pertinent I would say that would call
[17:58] normal for me
[18:00] um as far as the department stuff goes,
[18:02] so.
[18:03] » I would think probably his um
[18:08] area for Eldridge area would probably
[18:10] not include 210. That might be in the
[18:11] arm of reach. I
[18:14] As a whole area, as we're
[18:17] at the Tasha boundary, too.
[18:18] » 100%
[18:19] » Yeah, for sure.
[18:20] » I just kind of I mean, I chuckle when he
[18:21] said he the crashes went down. I'm like,
[18:22] well, we're seeing something a little
[18:24] bit different. Again, again, I don't
[18:25] know where his boundary stops and starts
[18:27] and all that sort of thing. So, I know
[18:28] those are always hot spots for us as at
[18:30] 59.
[18:31] Um you know, the big ones, 59, 305 and
[18:34] Santa Fe 210 here and Santa Fe. All
[18:36] those are always the the big
[18:37] intersections, the big
[18:39] Yeah.
[18:39] » Is 210 is it more busy this year than it
[18:42] because of the bridge construction? Like
[18:44] there's more traffic maybe in that area?
[18:45] » I think it was 305 and 75. We're doing a
[18:47] little bit less this year when we're
[18:48] there, for sure. We've had a few more
[18:50] incidents over here at 210 and 75, for
[18:52] sure.
[18:52] » Is that probably
[18:53] » I mean, maybe. Maybe. I mean, the bridge
[18:55] has been closed down for a year or
[18:57] pretty close to that, so that some
[18:58] traffic gets diverted or around from
[19:00] there, so.
[19:01] I don't know which way. And I mean,
[19:03] even, you know, the bridge at
[19:05] uh
[19:06] um
[19:07] like the like flowing bridge on St.
[19:09] Mary's at close, too. So, I mean, yeah,
[19:11] there's less traffic going there. I
[19:12] mean, the bridge at Santa Agatha is kind
[19:13] of closed half-assed. So, again,
[19:16] people [clears throat] have different
[19:17] routes maybe. I don't I don't know,
[19:18] maybe.
[19:19] I mean, you know
[19:21] Well, for sure. Did you spend any time,
[19:23] you know, I live in St. Olaf obviously,
[19:24] you come down with 75 and 210 at 5:00
[19:26] and 8:00 like 5:00 and 8:00 in the
[19:29] morning and 5:00 at night is like, "Holy
[19:30] man, there is lots of cars." So, you
[19:32] know, it's obviously being diverted from
[19:33] St. Mary's.
[19:34] » Yeah.
[19:34] » You know, and most of it is going down
[19:36] 75. So, I assume cuz there was lots of
[19:38] traffic. And Connecticut I guess for
[19:40] that matter, so.
[19:42] Um yeah, unless there's anything you
[19:44] guys questions about what we had four
[19:46] instances. I can elaborate on a little
[19:48] bit, but like I say,
[19:50] um
[19:50] kind of run-of-the-mill stuff as far as
[19:52] I'm concerned for
[19:53] for the fire department anyway.
[19:56] » Do people just start cooking in the
[19:57] house more in June and July cuz
[19:59] the monitors I see them
[20:01] » Well, I think there was and there was a
[20:02] couple homes we had issues with. I kind
[20:04] of went to the homeowner and chewed them
[20:06] out a little bit. It went off three
[20:07] times in a row, four times in a row.
[20:09] » Them. Yeah, we're there.
[20:10] » At the same house was four or five four
[20:11] times
[20:12] » It was across the street from you. I'm
[20:13] like, I leaned on those guys like, "You
[20:15] got to figure some stuff out cuz when I
[20:16] come back I'm going to start charging
[20:17] you." So,
[20:18] once I kind of leaned on them a little
[20:20] bit it stopped. So, which is good. We're
[20:22] not that service just to go to, you
[20:24] know, base I think his head was close to
[20:27] the the bathroom or the shower. The
[20:28] steam was going to make it go off. So,
[20:30] it was. Again, kind of a stupid setup,
[20:32] but that's kind of what it was. So, it
[20:33] comes in as alarm for that and it turned
[20:35] out to be steam from the shower which
[20:37] activated the alarm which
[20:39] blah blah blah.
[20:39] » After the third or fourth time I'm like
[20:41] » I think after the third time or second
[20:42] time Paul leaned on him and after the
[20:44] third time I went there and didn't
[20:45] really chew him out. I'm like, "You got
[20:47] to sort this out cuz I'm bill I'm going
[20:48] to start billing you." So, once you
[20:49] start talking that language guys are,
[20:51] you know, no one wants to pay any bills,
[20:52] right? So,
[20:53] you know, he was nice about it. Just,
[20:55] you know, he was super good and
[20:56] apologetic, but again
[20:58] you have to sort your stuff out for
[21:00] that, so.
[21:04] » How many How many guys do you have?
[21:06] » Uh we're still around 60 altogether.
[21:10] We've lost a couple. Uh, we have uh, a
[21:13] few more people uh, lined up. Like we're
[21:16] going to start drilling right away. We
[21:16] don't drill over August or July and
[21:18] August. Uh, so we start up right away in
[21:20] September. So I think there's four five
[21:23] between the different communities that
[21:24] are interested in the department. So um,
[21:26] we'd like to stay around that 20 members
[21:28] per
[21:29] um, station. Is that Is that what you
[21:31] like? Ideally like a little bit more.
[21:33] Um, but there's a little fact that not
[21:35] everybody shows up. Everybody has day
[21:36] jobs.
[21:38] Summertime's a bit of a crapshoot cuz
[21:40] everybody's busy and no one's around
[21:41] kind of thing. Everybody's holidaying
[21:43] and whatnot. So you're a little bit run
[21:44] short on staff as far as that goes. But
[21:46] to answer your question, we're on that
[21:48] 60 mark.
[21:49] Between the three communities.
[21:51] » Okay.
[21:51] » Yeah. [clears throat]
[21:52] » Thanks for the open houses again.
[21:54] » Uh,
[21:55] » Awesome. It's gradually sent it all
[21:57] next month and I know you you know it's
[21:59] been great. So.
[22:00] » Yeah, for sure. I think it's uh, and I
[22:01] think like the old station we had a
[22:03] great turnout. There was kind of crappy
[22:04] weather. So again, that's kind of what
[22:07] you're up against with that sort of
[22:08] thing. But I think the open house is one
[22:10] of the a good way to show off all the
[22:11] stuff you have. Absolutely. Everybody
[22:13] loves it. Yeah, we do very well in this
[22:15] municipality. Thanks to you folks that
[22:16] you know, give us nice trucks and good
[22:18] equipment and all this kind of stuff. So
[22:20] uh, nice to show it off, right? See what
[22:21] your public's paying for. So.
[22:23] » Yeah, thanks for coming up to Grand
[22:24] Point at their party. Like.
[22:25] » Yeah, I mean stuff like that works.
[22:27] That's the thing. I mean I think that's
[22:28] that's small stuff. Takes a little bit
[22:29] of time. That that PR stuff is huge,
[22:31] right? So everybody sees that. Everybody
[22:32] All the kids like shiny stuff. So I
[22:35] » I just want to say yeah, don't worry.
[22:36] » Well, I And the And the big kids like it
[22:37] too, I guess. And yes, yeah, 100%. So I
[22:39] mean it's it usually goes over very
[22:41] well, right? That right with that sort
[22:42] of thing. So.
[22:43] Um, yeah.
[22:45] » Cool.
[22:46] » Awesome.
[22:47] » Anything you need from us?
[22:49] » Uh, no. I've talked to Shane a few
[22:51] times. I've lost time about the hall in
[22:52] Olds Station. I guess that's probably
[22:53] the the biggest kicker that you know,
[22:55] we've had this conversation us and other
[22:58] groups for that matter to get the Olds
[22:59] Station hall kind of going. So
[23:01] um,
[23:02] yeah. I mean that I can go on and on and
[23:03] on about that or you know, whatever
[23:05] about that, but that's the biggest thing
[23:06] right now is want that want that hall
[23:08] done like at least started showing on
[23:10] the ground to get that process started
[23:12] and then you know, definitely don't want
[23:14] to lose out on any grant money or
[23:15] anything like that because of
[23:17] not necessarily our tardiness, but the
[23:18] challenge we had trying to find land to
[23:19] start off with, right? So,
[23:21] again, same old conversation. You guys
[23:23] want to see me start that process to get
[23:24] all the same done and then
[23:26] and we're we're pretty well set up and
[23:28] then I can retire.
[23:31] I can call it quits.
[23:34] » [laughter]
[23:35] » Uh besides that, I think
[23:37] no, I think
[23:38] we [clears throat] are good as far as
[23:39] the department goes. Like I say, I think
[23:41] we I give you guys my wish list, my
[23:43] needs and all that and then
[23:45] within reason and it's all working out
[23:47] very well last, you know, since I've
[23:49] been doing this, so all good.
[23:52] » [clears throat]
[23:53] » Thanks, Andrew.
[23:54] Thank you, sir. No other questions?
[23:56] » That's it.
[23:56] » Easy peasy.
[23:58] » [laughter]
[23:59] » Awesome. Okay, guys, have a good day.
[24:00] » You too.
[24:02] » [clears throat]
[24:04] » Uh item 9.2, council indemnities.
[24:07] » 9.1
[24:08] » For information.
[24:10] » Oh, sorry. Yes. 9.1 accounts payable.
[24:13] » Uh so, the batch summary has been
[24:15] uploaded. You'll notice obviously a
[24:16] number of large expenses,
[24:18] uh Centennial Gravel 104,000,
[24:21] Titan,
[24:22] uh Bitumex 160 for asphalt, things like
[24:25] that. That's all of our large capital
[24:27] projects over the course of the summer,
[24:28] the road reconstructions, the public
[24:30] works, things like that. All of those
[24:31] are obviously in some way starting to
[24:33] wrap down
[24:36] and so bills are coming due on those.
[24:38] So, if there's any questions about any
[24:40] of the batches that are in there,
[24:42] uh please let myself know and uh
[24:45] Muhammad and I will get a response for
[24:47] you, so.
[24:53] » All right, 9.2
[24:54] council indemnities.
[24:56] Get a mover, to name second, Jason.
[25:00] » Uh
[25:01] I don't have anything to highlight in
[25:04] terms of the
[25:05] indemnities for council. If there's any
[25:07] questions
[25:08] about anybody's indemnities, I would uh
[25:11] ask you to
[25:12] pose that to the counselor mayor in
[25:14] question.
[25:15] » Okay.
[25:19] Any questions?
[25:22] I'll go further with the question. All
[25:23] in favor?
[25:25] Passed.
[25:27] 10.1 bylaw 7-2026
[25:30] fees and charges, second reading.
[25:33] » So, this is the second uh reading for
[25:36] the revision and consolidation of the
[25:38] fee schedule for municipal services.
[25:42] Uh we did the first reading last week.
[25:43] There's been or you know, last week, 2
[25:45] weeks ago, sorry. Trying to remember my
[25:47] dates here.
[25:48] Uh there hasn't been any other changes
[25:49] since then. Are there any questions or
[25:51] comments about that?
[25:55] » Nope.
[25:56] Nope. No questions.
[25:57] » Okay. We need a mover and seconder.
[26:00] » I'll move.
[26:01] » I'll second.
[26:03] » All in favor?
[26:05] Passed.
[26:07] 10
[26:09] Point two, third reading.
[26:10] » 10.2 bylaw 7-2026 fees and charges,
[26:13] third reading.
[26:14] » I'll do.
[26:15] » Okay.
[26:18] » It's me.
[26:19] » Oh, yeah, you're right. Sorry.
[26:23] » [laughter]
[26:23] » Okay.
[26:26] Any further discussion?
[26:29] Call for the question. All in favor?
[26:32] Passed.
[26:33] Uh 10.3 bylaw 8-2026
[26:37] RSR pass-through utility rates, second
[26:39] reading.
[26:40] » So, again, this is the second reading
[26:42] for the RSR rates regarding the
[26:44] wastewater treatment facility
[26:47] uh
[26:47] in order to gather the operating funds
[26:51] for the next 3 years.
[26:53] Are there any questions or comments?
[26:56] » Uh
[26:58] the tipping fees for septic haulers,
[27:00] um
[27:01] how is that monitored? How does that go
[27:04] back to the
[27:06] resident? So, this would be involving
[27:08] the hauler, but the they would charge
[27:10] more to the resident, obviously.
[27:12] » Um
[27:12] » Is that
[27:13] » Potentially, yes. Uh so, we don't allow
[27:16] tipping in our lagoons currently.
[27:19] But, in the future, if people want to
[27:20] haul to the RSR, to the wastewater
[27:22] treatment facility, that would be the
[27:24] tipping fee that the hauler would
[27:25] charge.
[27:26] Um I personally believe it'll actually
[27:28] mean a decrease for some of our
[27:30] residents because right now many of them
[27:31] are hauling to the north end treatment
[27:33] facility. So, a lot of them are looking
[27:35] at 200-plus dollars for a delivery fee.
[27:39] Uh so, I would hope that it would
[27:41] actually decrease for some of those
[27:42] people when they're hauling closer.
[27:44] » I'll let you know.
[27:44] » It should. It should. And that would be
[27:47] a question that I would say our
[27:48] residents should pose to the haulers,
[27:49] [clears throat] right? If they're seeing
[27:50] a similar delivery fee or even an
[27:53] increase, then that's a question for the
[27:55] haulers to why
[27:57] uh
[27:58] it [snorts] is not so.
[28:00] » Okay.
[28:01] Thanks.
[28:05] » Any other discussion on that?
[28:06] » Mover and seconder.
[28:09] » Councillor and Jason.
[28:11] » [snorts]
[28:13] » All for the question, all in favor?
[28:16] Thank you.
[28:17] 10.4 bylaw 8-2026 RSR past due utility
[28:21] rates third reading.
[28:23] » Mover and seconder, please.
[28:25] » Councillor Zinone.
[28:27] Councillor Benninger.
[28:30] » Any further discussion?
[28:33] All for the question?
[28:35] Thank you.
[28:38] Uh
[28:41] item 12.2.1.1
[28:44] sponsorship policy.
[28:46] » Uh so, this is the follow-up to uh the
[28:50] project that we did uh with the
[28:51] partnership group to develop a
[28:53] sponsorship program.
[28:55] Uh, this is the policy that would guide
[28:58] uh that program.
[28:59] Um, something that we brought forward
[29:01] previously and discussed it at a
[29:03] community the whole meeting. Any
[29:04] questions or comments on what the policy
[29:06] itself?
[29:12] » I'm here.
[29:14] » So then
[29:15] the next step will be we're doing an RFP
[29:17] to hire a third party to do the sales.
[29:21] Uh, we'll also be doing a presentation
[29:23] to community groups, I think in 2 weeks.
[29:26] September.
[29:27] Um, in 2 weeks, I think it's the 16th.
[29:32] Uh,
[29:33] they'll be coming out to do a
[29:33] presentation with all our community
[29:35] groups and what the program is as well.
[29:36] So
[29:38] 16th or the 13th, I can't remember.
[29:40] » Are you having them all come here or are
[29:42] we doing one in each town?
[29:43] » No, we're doing one in and then we'll
[29:45] invite the all the all the groups have
[29:46] been invited to that.
[29:48] » Yeah.
[29:49] » So
[29:51] » So if something's happening with you
[29:54] don't refresh your page or anything.
[29:57] I think someone deleted it.
[29:59] » Yeah, I have the agenda.
[30:02] » Refreshing
[30:03] » Well, I'll refresh it.
[30:04] » No.
[30:04] » Okay, I will. I'll pitch it then.
[30:07] So we can put that under discussion,
[30:09] too.
[30:10] » Yeah.
[30:10] » You got one?
[30:11] » If you don't refresh it
[30:12] » Yeah, yeah.
[30:14] » Keep going. But if something's deleted,
[30:16] so just don't refresh your page.
[30:17] » I'm not touching anything.
[30:18] » Someone deleted it so I can re-add it.
[30:22] » Uh, move or second it for sponsorship
[30:23] policy.
[30:25] » I'll move.
[30:27] » I'll second.
[30:28] » [clears throat]
[30:30] » Any further discussion? I think this is
[30:31] a great opportunity for some fundraising
[30:33] for
[30:36] community groups and facilities.
[30:38] » Sure, anything any help
[30:40] helps.
[30:42] » We'll call for the question. All in
[30:43] favor?
[30:45] Passed unanimously.
[30:47] Uh 12.2.1.2
[30:50] uh
[30:51] letter of credit
[30:53] percentage increase.
[30:55] » Uh so this is the letter of a credit
[30:57] credit that we require from developers.
[30:59] Uh currently we're at 22.5%.
[31:01] Uh
[31:02] we're looking to increase that to 25%.
[31:04] Uh
[31:05] this is something again that we
[31:06] discussed at a community of the whole
[31:07] meeting before. Many RMs are actually
[31:11] over and above that. Um
[31:13] so we look to move ours up to 25.
[31:16] » Okay.
[31:18] Any further discussion?
[31:19] » Mover and seconder.
[31:22] » Mover and seconder, please.
[31:25] Jason and Gerald, thank you.
[31:27] » I sorry, I got distracted cuz my screen
[31:30] refreshed on its own without me touching
[31:31] anything. So that is
[31:33] » I'll note that wasn't me.
[31:36] » It's all gone.
[31:37] » Refresh it again.
[31:38] » Uh all in favor?
[31:40] Thank you.
[31:43] I can refresh again.
[31:44] » Yeah.
[31:44] » Don't. Okay.
[31:46] Uh
[31:48] Item 12.2. point
[31:52] I have them
[31:53] covered up my numbers here.
[31:55] » 1.3
[31:55] » 1.3
[31:56] » 1.1.3 3M action plan for 2026-2027. Get
[31:59] a mover and seconder, please.
[32:02] » Mhm.
[32:06] » I got it.
[32:07] » [laughter]
[32:08] » Duke it out, guys.
[32:10] » Uh so this is part of the municipal
[32:14] maturity model for with AMBM uh
[32:17] regarding building new homes in the
[32:18] municipality. We have our action plan
[32:20] the council's previously
[32:22] uh passed. Uh
[32:24] and
[32:25] so we next sat down with
[32:27] uh AMBM
[32:30] a couple months ago now to go through
[32:32] the plan and do an update. And so this
[32:34] is the updated version
[32:36] uh for council to adopt for the year
[32:39] 2026-2027.
[32:42] Do you have anything to add?
[32:44] » No, it went well. We've hit a couple of
[32:47] our targets from the previous plan, so
[32:49] we just essentially went through it
[32:51] again to see where we can adjust for the
[32:53] next year. So again, it's just driving
[32:55] to continue to
[32:57] provide those services in both French
[32:58] and English and continue to review on a
[33:01] yearly year basis and see what we can
[33:02] do.
[33:05] » Not right now, but later can you unlock
[33:07] those documents again because they've
[33:09] disappeared?
[33:10] » [laughter]
[33:11] » Just
[33:14] Okay, no, that's awesome. There's been
[33:15] some There's a lot of work done.
[33:19] And by the way, that's great.
[33:21] Everything's valid.
