[19:17] all of that that's not true we've got fluoride and chlorine in our waters. If

[19:22] you're not filtering our water you're really putting dangerous and your body part

[19:29] in the air spraying the air every single day. Look up and buy new cds can trail are

[19:39] taught. There's a brand that you have to research that information and the city

[19:43] officials. I know the mayor she is very strong with this climate change policy whether

[19:49] she is not where who's behind it or it just fits her her political agenda to her korea

[20:01] I mean they get they get state funds by implementing these programs and federal

[20:11] funds though. But in the bottom line you guys are the ones that are going to be

[20:12] suffering because you're going to be happen to credit for every carbon footprint

[20:21] your carbon footprint. Anyway on another note and twenty six years ago I was part of

[20:27] protesters were protesting the tyson miller shooting. If you remember that whole saga

[20:33] was pretty sad and how the city responded to that well there were certain

[20:41] black members in the community that refused to speak out and gail roberts

[20:44] was one of those that is when he was not to be seen because if he spoke out about that we

[20:52] would not be getting the praise from the city that she is getting today I was

[20:57] there to those people who wear their helicopters did not speak out on the shooting

[26:24] community. Adrian dale roberts lifelong river said community leader graduate of

[26:31] poly high school nineteen fifty five. These distinguished himself as an

[26:36] athlete swimming football attract he's dedicated himself to positively

[26:42] touching and transforming the lab's river says you through his work. The city of

[26:48] parks or rex to the school district to go on and on. He served as a assistant

[26:54] principal football coach go on. He established the black student union to paly high

[26:59] school in riverside area subsequently serving as an adviser to the nine black

[27:07] students in california. So after as returning or retiring from the district

[27:13] following thirty years of service mr. Roberts continued his commitment to students

[27:16] and families and adults in need. He still does it today there's several we were as

[27:22] is a couple of them means on mr. Roberts' commitment and expanding the horizons of

[27:30] young people has provided service at youth with opportunities to experience

[27:34] places the possibilities beyond their immediate surroundings trips to

[27:37] the snow the beach in conferences to dedicate this decade the service has this

[27:43] man down reckon as through numerous honors to go through he's received the spirit of

[27:48] city awards am gonna skip a couple or as is now therefore be it resolved that the river

[27:56] sat in a c p branch ten fifty nine here by honors and celebrates adrian del roberts

[28:03] for life the extraordinary service leadership mentorship advocacy and commitment. Be

[28:10] it further resolved that the branch proudly joins with the community today and

[29:30] houses their houses on september first will be our senior citizen townhall

[29:36] aboard will park stratton center at eleven thirty a m I hope to see a lot of folks

[29:39] there and a series of others from businesses to a general town hall a student at home

[29:44] will share all that online interest of time mayor but a lot happen a lot of ways to

[30:37] group that helped to champion that effort. It's beautiful to see it coming to life and

[33:11] actually in ward four. But it's a it's a it's a non profit agency here in the sea

[33:15] that it helps with the with the animals that have been wild animals that have been

[33:20] injured and whatnot. What an amazing what an amazing facility that the folks there

[33:26] put together and then this morning was out at cpu cpu always doing something in

[33:31] this morning we had the groundbreaking of the new dental hygiene building at cv

[33:40] you again doctor ron else is always at the forefront of of of where the job market's

[33:43] going to be and we need dental hi janice so see you now will be offering degrees

[33:47] in dental hygiene with a groundbreaking out there this morning some upcoming events

[33:52] on thursday for the mobile home park in ward five. We will be having a town hall

[33:57] for the residents of that mobile home park on september seven which is labor day my

[34:02] office is very happy to help along with the elon empire labor council to bring

[34:07] the very first labor day parade to riverside. We have a labor day parade and then a

[34:13] little bbq and fun over at white park afterwards so hope hope the community comes out

[34:17] to celebrate with that on september twelve and biggest part we're going have to be a

[34:24] good spark boxing club show begins early in the morning goes all day you want to see

[34:28] some impressive young young men and women come on out and check out the boxing show at

[34:39] peters park that saw him he can swim workouts member on and on august nineteenth I

[34:42] was invited to me was born members and staff of the river site community

[34:46] health foundation. This was an informative mean that highlighted

[34:52] the organization's history and evaluation with illustration which

[34:55] illustrated their investment and expansion in providing health services and

[35:02] preventive educational programs. One of them being the mosque program we headed

[35:09] to the bus and muscle up and salute led by ward six residents. Ellie a comin' and

[35:17] comin' on august twenty second tt I had the honor of attending the ribbon cutting

[35:20] ceremony for the la sierra high school's brand new football stadium a huge win

[35:27] for last year's students who can now compete right on their own campus and as an

[35:36] added bonus the last year eagles celebrated a win that night so that was awesome

[35:41] updates coming events and meetings the transformative climate communities grant

[35:50] input meeting on thursday september third held at the isle and the community

[35:56] center at six p m this is a community engagement meeting where residents will receive

[36:01] information and have the opportunity to provide feedback on the available

[36:06] state grant that the city of riverside is applying for that aims to provide

[36:13] investment in under served communities to mitigate effect of the effects of

[37:28] to go dance in awe of this last weekend to celebrate our fiftieth anniversary with

[37:34] their sister city their fiftieth their second oldest sister city so in sonata in

[37:39] and ask are celebrating her fiftieth anniversary this year zach got to meet

[37:43] the mayor down there and I just wanted to think latino network for being able to be

[37:49] available at letting me speak with them last week and giving them an update on all

[37:53] the things we have going on in the city and for all their work helping us with the at

[37:59] cesar chavez center and the cesar chavez statue renaming so appreciate that

[38:07] we have a cup bowl and just one committee meeting coming up. I think we have are

[38:12] housing and homeless as many as at three thirty p m on monday august thirty first

[39:43] also proclaim this day in his honor. So we have a couple of things I think what I would

[39:48] like to do is all save the city's proclamation for the end m and then I will but

[39:54] I work on a few people I know I've caught counselors are on tenses up on the list here

[40:06] you wanna go first well there are so many things I could be sad I will say in my

[40:10] five years of being on the council. I have never seen the line wrapped around

[40:17] city hall for someone to be recognized on their birthdays and I had to text a lot of

[40:23] people at the council's ears are packed I'm very sorry if you're trying to get in

[40:26] the dell. It's a testament to the community. You've touched here in riverside you know

[40:32] for me personally I can explain and put into words the impact you've had in my

[40:37] life in the lives I've been able to see you impact in the east side and beyond is

[40:43] truly something to be proud of and I hope that you are able to I wanna say rest in

[40:49] knowing how well that you're taking care of his community but we all know dale

[40:56] robertson he doesn't stop the marais area but I think that that's also what

[40:59] motivates so many of us to keep fighting to keep going to keep showing up and I as I

[41:05] shared at the toppings are many but I'll share here with the community on never forget

[41:09] sitting down with del and I was running for city council and asking for his support

[41:16] because if you're writing for war to office you want to have dale roberts standing by

[41:19] you and I'll never forget even carmen as well cuz when I went to talk to people

[41:25] adores I kid you not there were times or they look at say all I need to know and

[41:29] see is that del carmen are with you and I'm with you but I know that for me that that

[41:34] was a testament to you again to what you have done as a couple as a community and

[41:40] with everyone behind you but your legacy is truly to me a reflection of your heart and

[41:46] your soul and for what you have given to us here in riverside and so I just wanna

[41:53] say wish you the happiest birthday I hope you are able to take in all the love that

[41:57] you truly are worthy of receiving and I hope that you just never forget that

[42:02] the impact you made on so many lives reaches beyond even the borders of the city

[42:08] riverside. We have a limp the athletes we have so many students youth who got

[42:13] incredible colleges space is higher education leaders in different parts of the world

[42:19] and some other stories are too high to you and so I just want you to know that your

[42:25] legacy is going to live on and so many different ways but we're so proud to be able

[42:29] to say here at the city riverside that we could celebrate you today and that

[42:33] your name will be on the building for the del roberts gymnasium that is

[42:39] coming to the side uh the uh with the idea of a certificate from the office

[42:47] of war two is your councilmember curt curt health member now how we get

[42:53] to share with you a camera coney but just know that I anything I could ever deal a

[42:56] phone call away and as we all say when dale roberts calls you answer thankyou thankyou

[43:04] counselors or front is our right and I hope he brought a wagon del cuz I got quite a

[43:08] few things to give you our eight. Next up is your friend and mine supervisor jose

[43:16] medina welcome supervisor with the well it certainly is excited to be here to

[43:24] celebrate dull robertson ideas birthday and l roberts day here in the chamber of

[43:32] riverside city council. So thank you to the mayor thank you to the city council

[43:40] members I first had the opportunity to meet dao over thirty years ago when I

[43:44] was a brand new teacher at poly high school and I feel like though maybe took me

[43:51] under his wing but we certainly became great friends and we remain great

[44:00] friends when iowa's elected to the legislature. I happen to me then senator holly

[44:08] mitchell now lee county supervisor holly mitchell holly mitchell shared a story

[44:16] with me she said she had never been to sacramento ever before which she was a

[44:22] student at riverside poly high school and it was dull robbers who took her and

[44:29] the bsu members and I think ali was the president of bsu at the time window roberts to

[44:37] holly mitchell to sacramento and I can tell you this having served with holly

[44:42] mitchell in sacramento. She is a force she remains a force on the lee county board

[44:49] of supervisors. It is really an honor for me to call dial a friend and he really is a

[44:58] friend and the history of riverside and the history of dull robbers are so much

[45:07] inner woven you can't talk about the history of riverside without talking

[45:11] about the history of del roberts is vast and it is good and if you have been

[45:19] fortunate to hear his stories you know what I'm talking about or if you're fortunate

[45:26] like I have been over the years to be able to share a breakfast at one of our

[45:34] favorite restaurants socket that his cafe. He's been known to go there once or

[45:42] twice so it really is an honor to be here on behalf of the riverside county board of

[45:49] supervisors honored all robbers for all the accomplishments. There

[45:53] are so many that I will really start to try the name of but let me mention one

[46:03] because just one. You know many of it was dull roberts who while he was at riverside

[46:09] poly started the multi cultural council and the multicultural counts of I

[46:17] understand well brought students from different ethnic groups different

[46:19] racial groups together. It was very important. It still is so important right and

[46:27] that is part of the work the dough roberts has done over the years again an honor

[46:34] to be here with all of you to celebrate though roberts and roberts day his ninetieth

[46:41] birthday and let me just lift up the proclamation the neighboring from

[46:44] riverside county board of supervisors that he can add to his wagon to make you sick

[46:55] or resin the uh the uh the uh the you are right what they are taking photos. I am going

[47:13] to call it chief larry king's allah as podium. I know he is going to make some comments

[47:18] if you can get in their teeth I had on highly unlikely to make it to the podium. Thank

[47:34] you jose. Thanks for being here chief. Happy birthday uncle bill. I guess it is I

[47:44] the you know I would tease him because he does get so many awards I'm surprise not

[47:48] getting like the del roberts award joe roberts tonight did I do get that many awards or

[47:54] something but I'm glad you're here still and ninety home in all seriousness I think

[47:59] you'll hear over and over the theme with l roberts is the same words here over

[48:05] community leader he's a leader he's a coach a mentor and to most of us in here a

[48:12] friend I would be remiss if I didn't talk about dale roberts effect on committee

[48:19] relations with the riverside please. I was I couldn't wait to talk first of all sippy

[48:24] with but after heard the comment come in I said I can't wait to talk now

[48:30] because I don't know what was but um to get us through our darkest days and even our

[48:35] good days in our darkest days again. That man was there from the beginning I don't

[48:41] know what meetings back I was at but the meetings I was at bill roberts spoke out and

[48:51] he's been instrumental to not only his favorite keeping me but the past she's uh five

[49:01] chiefs ago he's been of all views on chief's advisory board during this time and to

[49:04] build those relationships has taken us a long time and that man's if not the biggest

[49:09] party huge part probably the biggest part of that to build those relationships I

[49:13] know he's somebody I can always count on him he's going to shoot me straight in

[49:20] to tell me the truth but as a friend I always know that he has my back unless I'm wrong

[49:25] maybe not but he's always been there is a friend just quickly so I was sitting on

[49:30] the interview panel last week for you see are and um couple police chiefs on their couple

[49:35] highly hire education folks on there for position there and one of the questions were

[49:40] they were going over was community involvement home port that is for use or to

[49:43] reach out to the community when the panel member says why was mentored by the best

[49:46] I was mentored by dale roberts was mentor by the simply chic was in here

[49:54] said was mentored by john roberts. So it was it was great to see what a shadow he

[50:00] casts across this city and I'm proud to call my friend a blessing to his nice you know

[50:05] my position I get phone calls all day long texts all day long the start of a you good

[50:13] how are you and it'll come in what can you do this to take care of this have you looked

[50:18] into that ordeal will call me regularly to say how you doing you're right there's no

[50:23] question behind it there's no just to see how I'm doing and I can't say much I

[50:27] appreciate that and his friendship relation of years and and I know it will be

[50:31] many more years I have that relationship to rely on but I'm thankful that he's always

[50:38] here for us in building those salacious when the police department and the tree

[50:41] because if we lose security we lose the police department and we need that so great you

[50:47] cheat. I uh I got the ai ai ai ai. Intel. I have a very nice surprise for you. So let

[51:25] leah newell tell me what the thing in the video greetings riverside where

[51:31] love doesn't take you so much for this opportunity to share from my perspective in my

[51:37] delight and thank you and riverside city council for your brilliant idea of

[51:44] declaring adrian dale roberts today across the city of riverside. I joined with

[51:51] polly bears all across the land including those who now call l a county home in

[52:00] congratulating you dale. In honoring you dale for your decades of dedication and

[52:06] service to earth as your student forever to the school system across riverside

[52:11] unified and the ether I and the riverside ca as a whole you have no idea how often

[52:19] we'll talk about the role you played in our individual lives and the example youth

[52:23] that in what civic engagement look flight with civic engagement feels like and

[52:30] what every individual person can do to make their own community a better place for

[52:36] generations to come. That's how we experience you throughout the course of our

[52:40] lives and I'm so thrilled that your fellow riverside residents acknowledge it as

[52:47] well. So even though you're riverside boy you do have family and friends and former

[52:52] students who caught l a county home. So here in the holiday administration l

[52:58] a county. I want to bring congratulations to you from all of us on dale roberts day

[53:06] in the city of riverside congratulate uh uh uh the dell you're probably

[53:17] wondering about that but um so I sit on the south coast air quality and you just are

[53:24] to poly so we're colleagues and I mentioned to her that we're doing this and she said

[53:29] let me do a video interview she had like very little time cuz she's traveling right now

[53:32] she was unable to make it she sends her regrets for that but I so she managed to get

[53:38] that inning given to the wire because it was so important to her like it is important

[53:43] to all of us so we wanted to make sure she got her video in so okay um counter kinder

[53:50] I've got their proclamation to do was speak before we go okay so I'm going to read

[53:55] that proclamation that declares this deja roberts day and then we're going to

[54:01] do them and let you know we have a number of other certificates and truck and

[54:06] dime or recognitions from various folks and then we can have him in with carmen will

[54:11] take a picture with council fat okay with you does that work right so there are a lot

[54:26] of whereas europe whereas kinda guy the worry of adrian del roberts has dedicated his

[54:29] life to serving the city of riverside through unwavering leadership mentorship and

[54:35] community service leaving any measurable impact on generations of residents

[54:40] whereas dale roberts graduated from poly high in nineteen fifty five where he

[54:45] lettered in swimming football and track demonstrating the dedication and teamwork

[54:52] that would become hallmarks of his lifelong service whereas while attending rcc

[54:58] dell began his career working at butcher boy foods and later joined the city of

[55:03] riverside parks and recreation department at lincoln park beginning a

[55:07] lifelong commitment to serving the youth of our community and were as dell

[55:11] has generously served in leadership roles with numerous civic organizations

[55:18] including rcc foundation board word well park advisory committee salvation army

[55:24] youth service center riverside police chief's advisory committee mission

[55:30] inn foundation while directing community parades for black history month since

[55:34] nineteen eighty and numerous other historic community celebrations and bras are

[55:39] countless youth trips educational experiences and mentorship opportunities dell

[55:44] has broadened the horizons of riverside young people giving many their first experiences

[55:51] beyond their neighborhoods and inspiring them to pursue their dreams whereas dells

[55:59] enduring legacy is strengthened by the love and support of his beautiful wife

[56:04] carmen their four sons adrian clan. Craig and terence and their shared commitment to

[56:11] faith service and there's my community through park avenue baptist church. Now therefore

[56:17] I just liked us and near the city of riverside do here I can graduate adrian del

[56:23] roberts on the celebration of his ninetieth birthday and express our deepest gratitude

[56:28] for his extraordinary life time of service and proudly proclaim august twenty fifth

[56:33] as dell robert today in the city the aye aye aye aye aye aye the unit we encourage

[56:51] all residents to join in recognizing and celebrating dal and just follow his

[56:56] example that all you have to do in our world be a better place. So I know that but so

[57:07] I've got a certificate of recognition from assembly member which is you can steal

[57:11] here I have he says to clear recognition from doctor corey jackson assembly member and I

[57:21] told you need a wagon yet something about the people in a beautiful resolution from

[57:26] the california state senate from senator sabrina savant is quite uh I uh I am not

[57:36] reading all those were the heirs to many of those but before we take a picture

[57:43] of the cancer connor has something he would like to say the deal would like you

[57:46] to come up to the mike if you would want a repeat would have said but when I first

[57:51] came a thought dale I walked up to and I think he'll how did ninety years happen

[57:54] because it's been twenty years since I met him but he is he is amazing god has put

[57:58] him in carmen in our world and ninety years I just I just came in to fort scott a

[58:06] friend it's just it's just crazy. God's going to give you more. Keep working. We

[58:10] need your voice out there working today he called home for the uh I I I I know d o n

[58:23] e year when the man himself the you think you might come on up and say few words del

[58:36] and I meet a few words down hoo boy I think the less I see the better uh uh uh uh uh

[59:02] uh uh uh uh uh uh uh. I don't believe it the a b sure. Yes I know some of you know

[59:41] that's hard for me to be sure to give a special show them a wave carmen who puts the eye

[59:54] eye eye every time I get an award to me she has work to do the but I want to thank

[1:00:02] everybody in the bottle might hurt a bit in riverside eighty one years and came

[1:00:11] here when I was nine years old and I can truly say unlike some others I've never

[1:00:19] wanted to be any other place I love the city I love the school system delivered

[1:00:30] thing about it not to say that this system is perfect by any means but it's a lot

[1:00:37] better than some other systems. So I'm proud to be your own proud to be a member

[1:00:44] thankyou thankyou thankyou thankyou god bless you uh uh uh I uh uh uh food. In

[1:20:02] thirty three which is that the rebate plan for battery backup available to riverside

[1:20:10] residents. I think this is a great idea we need to improve our energy grid and the way

[1:20:16] we can do that individually you know our own inner own homes with solar panels

[1:20:22] electric cars battery backup is a way to take the strain off the city utilities help

[1:20:29] them so we don't have brown outs for other people. I just want to offer my support and

[1:20:33] also philip thank you for your idea of a moratorium on yeti data center the best

[1:20:44] data said the riverside is our libraries. I love it thank you thank you all

[1:20:52] right thank you ms driver or a dress rehearsal for our library system. Yes she is

[1:21:01] and if I can ask folks to step out of the doorway so the door can close so it's

[1:21:04] it's quite loud in here please. We just need the doorway to close so I'm

[1:21:20] cool or next or sell her a tank you so I didn't ever six underage and that is a

[1:21:28] proclamation recognizing national nonprofit day on august seventeen and we have

[1:21:34] the lighthouse of hope foundation here to receive the proclamation one of our

[1:22:26] california. If they just too amazing amazing work in the community helping those

[1:22:34] in need. It's heartwarming to see the work that you guys too so I'm very blessed

[1:22:39] we're going on are you as as part of our celebration of national nonprofit day so I

[1:22:48] read a few the whereas is that we have here today whereas august seventeen

[1:22:51] designated as national nonprofit day a day to honor and celebrate the vital

[1:22:55] contributions of nonprofit organizations throughout our city. And whereas non profits

[1:23:00] are essential to the fabric of our communities providing support resources and

[1:23:04] services that positively impact the lives of countless individuals and families at

[1:23:08] something you most certainly do every single day. And whereas the dedication and

[1:23:14] commitment of nonprofit staff volunteers advocates are critical to driving change

[1:23:19] and improving our community and whereas by recognizing national nonprofit be. We aim

[1:23:25] to increase awareness of the important role nonprofits play in riverside encourage

[1:25:27] and diapers and wipes and whatever we can do that without my amazing team who

[1:25:31] sits with me and walks with me but my my last minute pop ups were all over the city

[1:25:35] doing things late nights early mornings whatever we can do to continue to make

[1:25:39] sure that the community knows that we're there for them and I wanna give a huge shout out

[1:25:52] is like we need to be seen but just knowing that there is work going on behind

[1:28:13] september as national preparedness month and we have mark amis from our

[1:28:22] emergency operation center here too except be the proclamation and I'll

[1:28:28] just read a few whereas out here and will go through the whole thing but just so

[1:28:33] folks know or as emergencies and disasters can occur unexpectedly whereas the city

[1:28:39] of riverside office of emergency management and partner agencies from

[1:28:46] organizations and the fed also volunteer level dedicate countless hours were as this

[1:28:49] month is national emergency management awareness month raise next month national

[1:28:56] preparedness month creates an opportunity for ever in the city of riverside to

[1:29:00] prepare for any type of emergency including those due to natural hazards such as

[1:29:05] earthquakes wildfires and now extreme heat technological hazards and industrial

[1:29:14] accidents whereas emergency preparedness is the responsibility of all

[1:29:16] people in the city of riverside in each resident is encouraged to help build

[1:29:21] prepared ness and whereas people can find local emergency preparedness

[1:29:25] information resources including classes through the record ready riverside

[1:29:29] program at ready riverside dot org now therefore I pitchers like tossing me

[1:29:35] the city riverside do hereby proclaim september twenty twenty six as national

[1:29:40] preparedness month in the city of riverside and with that I would like to

[1:29:44] invite mr. Anis pleased to confer didn't give us some remarks about thank you mayor

[1:29:49] and council for recognizing national emergency management month and national

[1:29:53] preparedness month. Our office emerged as one team server side everyday with

[1:29:58] planning and building capability strengthening policy according to long term

[1:30:03] recovery after disaster we have many dedicated oem staff here today reps in our office

[1:30:07] and our work in response recovery grants and preparedness community

[1:30:13] preparedness is how we build a resilient nation and more importantly how we build a

[1:30:17] resilient riverside. We need residents to prepare and plan for various hazards that we

[1:30:22] may face whether that's an earthquake wildfire flood or extreme heat we would love to

[1:30:28] discuss with residents what they can do to prepare themselves family

[1:30:31] neighborhoods and their businesses they can reach out to schedule a presentation on

[1:30:36] already riverside or webpage which is also linked on the city's main website

[1:30:42] riverside ca dot gov. We are also excited to continue our partnership with the galleria

[1:30:49] at tyler shopping mall with are ready riverside safety expo and coming next month

[1:30:52] september twenty six from twelve pm to three p m residents can come out to me

[1:30:56] first responders pickup checklists and get their parents' questions answered

[1:31:01] as I mentioned our website it offers simple steps to get residents ready to build a

[1:31:07] kit make a plan. Stay informed and get involved get involved can mean creamer to

[1:31:14] response team training which is a twenty hour program we've got to those coming up

[1:31:19] one next month in late september and another in early november. We also have

[1:31:24] leased training which means ready we can take an eight hour course and get get

[1:31:32] residents ready for disasters that may come our way we also can get involved by just

[1:31:39] using the three one one at or call into one one we see storm drain in need of

[1:31:44] cleaning. So whether it's we're facing this week's extreme heat. Hopefully not

[1:33:06] have to leave your house leave a fast one of the things you need to get

[1:33:12] make sure his medications. So one thing I advise people to do was go to home depot or

[1:33:13] lowe's get the parts box small parts box and put a week's worth of medications

[1:33:18] in that box and put it somewhere preferably toward like the fun of the garage

[1:33:23] were you know if the house collapses you can get to if you have to run about every

[1:33:27] ninety days change those out because in a disaster situation and you need

[1:33:32] the medications you might be able to get him so make sure you have that backup plan for

[1:33:37] yourself take care of yourself to carry health just a little parts box to box

[1:33:42] will pay for itself and in health or think you can serve or hunger and I'm sure that

[1:34:01] get to do an overview tell us what they're up to an employee recognition and

[1:34:08] today we are here to hear from george scully all that director innovation and

[1:34:17] technology department mr kali o good afternoon america council members and

[1:34:19] colleagues. My name is george will your chief innovation officer. And it's my pleasure

[1:34:21] to present before you today the overview of our departments. Our mission all

[1:34:27] skip reading all of it but were essentially the glue that connects all departments

[1:34:30] we work in the back and we make sure that staff have the resources the tools and

[1:34:35] software up to be able to serve our community were structured under three

[1:34:41] strategic decisions we have an innovation team under purcell holly's leadership

[1:34:46] really the research and development of a leader at business process

[1:34:49] transformation data analytics product management gis in the nation inclined services

[1:34:54] as well as awards and recognition to make sure that will bring positive attention

[1:34:57] to the good work of the city our strategic initiatives under matthew burrows saw he

[1:35:02] leads our enterprise application team database infrastructure data center

[1:35:08] networking operations video cameras and web application development and

[1:35:15] administration under chris garcia he leads our budget procurement policy purchasing

[1:35:18] and special projects arm a little bit of an overview we are supporting the complexity

[1:35:25] of the city of riverside is as broad. We have seventy two locations that were

[1:35:29] connecting we have more than nine thousand connected devices and last year we had

[1:35:34] thirty six thousand support tickets to serve all of our city employees and with that

[1:35:39] volume just to put that in context we have a support ticket coming in every three

[1:35:43] point eight minutes for accounting for business hours just to put the work load and

[1:35:48] volume love chickens for presentations from going to use similar parallels hundred

[1:35:52] and forty service requests coming in thai tea per day and that's not counting

[1:35:55] projects maintenance and things that we have to maintain and that he has done

[1:35:59] that and were able to achieve ninety five percent customer satisfaction rating or big

[1:36:04] believers in performance management and we measure all of our every service requests

[1:36:08] followed by a satisfaction survey. We have thirty seven projects from system upgrades

[1:36:13] from permitting system enhancements to financial system upgrades et-cetera as

[1:36:19] well as defending the city some of our major accomplishments we had a lot

[1:36:25] of a lot of you have seen ready rei agent that we haven't or websites also

[1:36:30] integrated with our phone system on it supported in excess of five thousand

[1:36:35] conversations in the lasts in the last year and it's doing about ten percent of the call

[1:36:41] volume right now coming into our three one one call center and achieving a fairly high

[1:36:44] satisfactory ninety plus percent on generational change project were trying to

[1:36:52] transform the city so we have a chat bot is available twenty four seven will

[1:36:55] continue to enhance that we're leveraging and I we deploy microsoft co pilot to

[1:37:00] enhance productivity and support all of our departments were also

[1:37:04] leveraging data driven decision making or merrill was encouraged us to we

[1:37:09] launched the dash the dash is accessible to all leadership for monitoring how their

[1:37:14] performance employee overtime analytics et-cetera we also launch or gis roadmap to be

[1:37:21] able to leverage a lot of real time decision making and dashboard and capabilities as

[1:37:26] ry has and much much more there is infrastructure upgrades enhancements

[1:37:30] maintenance and replacement of outdated infrastructure some of our goals were

[1:37:36] continue to defend the city and just to give you context or were under constant

[1:37:41] barrage of this not just the attacks. I wanted to also mention the productivity

[1:37:46] enhancements we had twenty seven million e mails that was the liver to the city in

[1:37:51] the last twelve months twenty one million of those were filtered out from buyer

[1:37:56] cybersecurity systems. If we just put ten seconds per e mail that staff would have to

[1:38:00] read that is in excess of three million dollars of labor. About fifty plus

[1:38:05] employee full time employee year long by just having to offset that volume of e mail

[1:38:10] coming through. So not only are we dealing with protecting the infrastructure

[1:38:14] world's increasing productivity for little comment about eighteen

[1:38:16] thousand of those were advanced malware attacks ran somewhere but sixty four

[1:38:21] thousand were fishing e mails about four thousand were fraudulent wire transfer

[1:38:26] times trying to exploit the city. We also lean with homelessness we built up

[1:38:33] through our gis supporting field staff to be able to do surveys outreach surveys and

[1:38:39] supporting our hs team as well as optimizing infrastructure replacing and

[1:38:44] the wife cameras through the investments we have three measures e baseline

[1:38:48] operations we've seen year over year about eighteen percent increase we had about

[1:38:52] thirty thousand service requests thirty one thousand service request and thirty

[1:38:57] seven thousand this year and it's by eighteen percent increase year over year

[1:39:07] the department is not just recognize were recognized nationally we've turned

[1:39:10] the twenty twenty five municipal information system excellence awards digital

[1:39:17] cities award saw and were a national contender on the recognitions little

[1:39:23] personal matrix and I thought that's helpful as all departments look for

[1:39:28] efficiencies of how can we do better and faster work we rely more on technology are

[1:39:32] staffing level has been fairly static. We have some vacancies right now but as

[1:39:36] you can see our work work volume is year over year says exponentially increasing as

[1:39:44] well turn over. We have roughly eleven vacant positions were recruiting it

[1:39:50] does take us a little bit longer. The level of access we have requires getting

[1:39:54] peace security clearance that takes a little but the time but it also means that we're

[1:39:58] able to have cross coverage with our police departments with about nine point five

[1:40:03] percent turnover were fairly diverse group we have a really close knit team we

[1:40:08] work hard. We also like having all that fun and it's the age distribution as well

[1:40:15] we're all over the place and we have tremendous amount of knowledge and experience in

[1:40:21] the team promotions we've been investing into developing the team and

[1:40:23] the team has been investing into developing themselves through competitive or care

[1:40:29] for the recruitment swede had plenty of promotions and every single one of them has

[1:40:32] been very well deserved. Some of our new hires we have a new client services manager

[1:40:39] bernie and chris our new admin serves as manager that just joined us we are a lot

[1:40:46] of the promotions has occurred has been a progression with the client

[1:40:51] services team so we're leveraging some time services and we're grateful for

[1:40:54] the staff that are helping us keep to the operations going well we recruit we also been

[1:41:00] leveraging in turns. We've had really good luck with our interns being able to take

[1:41:04] the experience they learned in the department to be able to have your full time job in

[1:41:10] the city or outsides and with that our employee of the year twenty twenty five employee

[1:41:14] of the years eric uranium eric has recently been promoted to our principal I t

[1:41:21] analysts. He is more or less or are one man team for cybersecurity all that

[1:41:24] wonderful things we're hearing eric is handling a lot of this and he has a very

[1:41:29] positive attitude can do attitudes getting to a yes and trying to find the best

[1:41:35] way of supporting our business partners in protecting the city. We wish

[1:41:38] she was here today he was expecting a baby he's no longer expecting as of this

[1:41:43] morning so he's getting two recognitions of the same day I so not only inherently

[1:41:58] rarely does happiness and with that. We recommend the council receive and file

[1:42:02] overview of the department and happy to answer any questions you have great

[1:42:25] appreciate the trains running on time until they don't so we don't know what goes on

[1:44:48] housing units specifically in my ward and just for just for that item the second twenties

[1:44:57] to appoint myself to stay neat standing committees previously held by former

[1:45:04] council member perry on the mobility and infrastructure committee

[1:45:09] governmental process committee and youth safety and wellness committee as

[1:45:14] they think it's incredibly important that it seeks be represented on each of these

[1:45:24] committees to have a second ok. Council members around okay I don't come in first

[1:45:34] or come back to counter that well let me let me go ahead and hear comment revelation

[1:45:46] second thoughts or comments go ahead the price if you're a new drink you can go ahead

[1:46:03] and start speaking arate eye color we are not hearing you not see a new so we will

[1:46:10] close comment and come back to council considers front yes thank you and I just

[1:46:17] want a convocation and I I do support a knife and cut a record topping on two of her

[1:46:21] committee meeting next week and there is an item in ward six I just I don't know if we

[1:46:35] sure customer hernandez can join us for the meeting next week what our options

[1:46:42] the matter before you is to discuss the I'm standing committees and regional

[1:46:50] organization assignments which my understanding from consulting with legal that is

[1:47:42] senior members to be their seniority be usurped. Ok so that was the substitute

[1:47:50] motion for just taking it really ought to be to separate them anyway. A

[1:47:57] separate separate killings early on for effect and I heard a second from

[1:48:00] councilmember kinder for the substitute council member mildred you were king I just

[1:48:07] had a quick question yes we did the agenda. I mean is that is it is this

[1:48:12] the correct time to be bringing up the substitution of on the committee cairo

[1:48:16] problem sitting in but I don't know under the rules we have it that was an agenda I

[1:48:21] don't know if this is the proper under this particular item I don't know

[1:48:25] if it is or is it so the matter before you today is to discuss a standing

[1:48:30] committee appointments now what that looks like in terms of a substitution an

[1:48:35] appointment that all income is standing committee appointments so that batters

[1:48:40] before you that what we have on the agenda is a recommendation that was

[1:48:44] brought forth by the mayor's nominee screening committee was certainly assure pleasure

[1:48:48] to deviate from that recommendation should I just love that it was that we had

[1:48:56] to attend eyes when we do such a substitution that is how we have done in the heart

[1:49:01] was always in the past and I have no note no problem with it but I just think it's just

[1:49:07] that. Are we following proper procedures and I mean you know folks folks we have

[1:49:14] rules for reason and meaning so and are under under normal circumstances if this item

[1:49:20] was not a jin dies and the plan was to the standing committee you are correct we

[1:49:23] would bring you forth on the consent calendar with the substitution requests but

[1:49:28] because the matter is already again dies as appointments it is a proper motion by

[1:49:35] ward six to request the substitution. Ok so I think why in the past it's

[1:49:39] been past practice because it hasn't been the overall appointments but it's been

[1:49:44] some special circumstance I think that's richer thinking so but it sounds like it's

[1:49:50] okay for this right. Cancer hernandez will be going back to you know addressing

[1:49:59] the separation of the two motion says. I don't understand how it's usurp in

[1:50:10] any of the seniority of the in any of the other council members. It's merely

[1:50:17] are you know allowing me to sit on the heartache the previous council members

[1:50:22] place on those committees until the next election where the council members will then

[1:50:31] have ability to choose their committees. It's not usurping the other council members are

[1:50:45] ready on committees and this will leave a vacancy on those committees and ward six won't

[1:50:52] be represented on any of these committees is to a cancer survivor to us if we

[1:50:59] could I I do have some comments on the second portion as well. Of or can we

[1:51:03] vote on the first one for the substitution I would recommend that up so I would

[1:51:06] follow counter for clooney's comments and I will make the motion to move forward

[1:51:09] with the first piece which is substituting count from hernandez to join is only for

[1:51:13] item two for housing homelessness next week that you hadn't made them pay. I

[1:51:20] had ward one and word for it was a second sale on the paralysis going burden

[1:51:29] that the queue and if I could buy or build on for the second most thinkers

[1:51:35] unanimous think you and for the second item I I would also like to say here counts

[1:51:39] and hernandez I guess my car got my question is to the city clerk. Given

[1:51:43] the recommendation from the mayor's nominees green committee that we keep what's

[1:51:48] in place and we have comes member hernandez it's now in ward six with that not

[1:51:53] automatically then have him become the member that is holding the positions of

[1:52:02] health member perry my understanding is that once the vacancy occur in an

[1:52:06] action would have to read and actually need to be taken by the city council to make an

[1:52:11] appointment of a new council member for your rules and so if there's not an action for

[1:52:16] him to be to take those what the charter says that each of us has to serve as a chair

[1:52:22] vice chair and a member. So what process does he have to be able to occupy to fulfill

[1:52:28] a charter as an elected member of this council this I think I can clarify with

[1:52:36] the mares nominee and screening committee discussion was that that

[1:52:40] would be taken up when because there has to be the whole shockley you know

[1:52:46] this counter surround has or has yes whole shuffling we are given on

[1:52:51] the recommendations ask and so then there's seniority and I think that's there are not

[1:52:56] and that was in taking in account for these particular spot so I think that's where

[1:53:02] the issue but that's where mike so then what is going to happen in the interim account

[1:53:05] number hernandez to be able to fill to fill open positions I think it was to

[1:53:11] hold those steady and leave them open until november or december. That was the motion

[1:53:18] at the nominee is green one and so I will share that of the third ranking senior

[1:53:23] member here now on this council. I personally if we're going to talk about

[1:53:27] seniority. There are some other positions I have been sought after put my

[1:53:32] recommendations and so for myself I've personally believe more so though that

[1:53:38] it is not in the interests of our residents of our community at large. And if I

[1:53:44] can look for city attorney and to the cork once again though it's my understanding

[1:53:48] that it says very clearly in the charter that we each are to have a role as the chair

[1:53:55] vice chair member after having a cafe so I'm confused does the proposed list not

[1:54:04] have been and is in seats know what I'm looking at here it shows propose listing

[1:54:11] that has was there not to propose this but then were voting on so he would have

[1:54:14] you would have a seat on the finance committee would have a seat on the housing

[1:54:18] homelessness committee he would have a seat on at least what I'm reading isn't that

[1:54:21] what the committee voted when they come I may delete seniority in the in the usurp

[1:54:26] sian comment I made is that for example counselor perry had the most seniority of all

[1:54:31] members of p are there certain committees that comes from perry was on it now that

[1:54:34] once he vacated the seat have people in the sand but mayor your list of the once once

[1:54:42] counter perry vacated that's eat their words are highly sought after seat he vacated

[1:54:45] particular the sea on the mobility infrastructure committee is highly sought

[1:54:48] after and there was other members that wanted that seat and so because their cert

[1:54:53] members have more seniority than customer hernandez we would then get axis that seat

[1:54:58] before counselor and as with similar leaders cousin restaurant has more seniority

[1:55:02] than I do if she wanted that seat she would have access to sea before I could have acted

[1:55:07] to think and I agree and and so the three quick things one I think at some point

[1:55:13] the government a process kit committee could look at. We only do this every two years

[1:55:20] not if someone wins outright in june. I think that should come forward just a side note

[1:55:23] number two I think we're talking about two separate things what you're talking

[1:55:26] about seniority of how the shuffle happens but I think l hernandez talking was

[1:55:30] thinking that he's not going to be able to serve on any committees but I'm saying

[1:55:34] the proposed list has him serving on three committees and think there might be some

[1:55:37] confusion what we would be approved today would have him in fact fulfilling

[1:55:43] the charter obligations serving on three committees with me that the city clerk

[1:55:46] respond to that. Thank you to propose so let's start from the beginning so the mares

[1:55:53] the main screening committee that received the presentation from

[1:55:56] the city clark related to the our preferences our provide provided by every

[1:56:03] council member. The proposed list that you see is part of your packet was the lists

[1:56:06] provided to that committee at the time that could meet. I decided unanimously to leave

[1:56:15] the appointment the status quo not consider the posts lists but to leave everything

[1:56:21] as status quo and those appointments where perry sat will remain vacant until this

[1:56:27] matter were to come up again in december when the new two council members from wards

[1:56:33] two and four when those seats are are sore knee and in so I've provided the proposed

[1:56:41] list to you today just for a fact of information just in case you decided on a

[1:56:46] different direction you had work of what information was provided to the mayor's

[1:56:55] nominees queenie committee so I had mis read than I thought it was we're going to proof

[1:56:56] this does seem that we would have a cult or not serving on the committee so so yummy

[1:57:03] the mayor's nominee and screen committee vote on that and then council member at

[1:57:09] the kearney me that motion to just not feel anything and just leave it open right now

[1:57:13] because they are and have two other people come in then there would be another

[1:57:17] massive re shuffling so I think that their work recommended to me is knowing

[1:57:21] screening committee my concern is this I said that when I came on the city

[1:57:27] council and issuers can insert me into customer edwards former seats and I

[1:57:29] her committees. I don't care for any of her committee that she was on and so I said why

[1:57:32] would I go there for few months just to be reassigned a few months later so we

[1:57:38] could do is this mayor's committee could meet again that if your if your pleasure

[1:57:42] so see that fit mayor to look at that but I what I wouldn't be supportive of just

[1:57:48] plugging in cancerous tumor cancer perry was because again it goes back to what

[1:57:51] I'm sane is that that means other senior members in the sty is to not get to be

[1:57:55] in concert they want to be on weekend that the list I think that is they are that perhaps

[1:58:00] has that seniority folded into that security that a vote on that list every day

[1:58:06] if I'm not the least today it was just the it was just the recommendation of a

[1:58:10] committee to hold it but that list is there you can make a motion to vote on the five by

[1:58:15] may then I would recommend that we move with the proposed assignments

[1:58:19] because I believe the cork was actually able to get with this and what majority in

[1:58:23] every once and already was asking for it which by the clerk of court thank you

[1:58:27] that it's very challenging to deal and I think what maybe we could hold off as

[1:58:31] the regional assignments being paused until we have a new council. There's many of

[1:58:36] us that serve in those capacities in the three alternates and I think that

[1:58:40] could occupy any absences so my motion would be as we move forward with the proposed

[1:58:46] assignments and hold on any regional assignments second ari question a second counter

[1:58:56] rove learned ignore that I was discussing which is okay great for its revelation is

[1:59:00] second to make appointments as working in may the city clerk to the city council

[1:59:06] response of clarification what does this take effect. I think it would be immediate

[1:59:12] but so in that would not include regional boards and so those would be things like

[1:59:20] the jpa and so then it was just a clarification. It took over immediately with

[1:59:22] the first motion that we needed that we took is irrelevant because he would

[1:59:26] already be serving on the housing and this committee so it's irrelevant

[1:59:30] so if that's the route we're going to go now you vote on it saying you probably have

[1:59:41] to reconsider guessing or test so that portion to buy just says for the record with

[1:59:47] and we kids would make a motion that we though we'd remove the substitution

[1:59:53] request for house number hernandez that the council initially voted on. Ok super

[1:59:59] aren't so now we have a motion the second met me at them. May I verify the most

[2:00:04] it is for the as they get a little confusing and so the motion on the floor is to

[2:00:08] adopt the proposed list that was recommended to the mayor's nominee and

[2:02:00] while we are always excited to create opportunities for veterans and for those in our

[2:02:04] community with workforce training of their still language in here that

[2:02:09] references ai and I know that there are still concerns around what that piece is

[2:02:14] going to look like. So I will say my why I think there's parts of this that are

[2:02:22] exciting that could be very helpful to what we're looking to do in the community I

[2:02:27] going to personally abstain until we could see what other future items that we have

[2:02:29] coming from some council members around data centers and how that could impact

[2:02:36] riverside and our constituents but I just wanted to I guess since we

[2:02:40] have your peer director could you please speak to some of the adjustments that were

[2:02:43] made to this report as it related to language originally that's a data

[2:02:47] center and I understand it was removed but just given that things are always ever

[2:02:53] changing. I wasn't sure if that something could emerge again in the future depending

[2:02:57] on how this program could unfold. Yes absolutely thank you so much good good

[2:03:04] afternoon america dozen members of the city council randy evans kenny an

[2:03:07] economic element tractor before you today. This is in response to this mou that was

[2:03:12] last heard in for the economic development committee last month at

[2:03:16] the june meeting. This is with the institute for veterans and emerging

[2:03:19] technology skills also known as I vets which works out very well and stem works and

[2:03:24] so really what we're looking at to address the mayor pro tem comments are how can we

[2:03:31] encourage and focus on workforce development as it relates to skilling re

[2:03:34] skilling for veteran and that includes emerging technology and so part of that is caught

[2:03:39] is quantum computing. Yes mayor pro tem you're absolutely correct on ai and

[2:03:44] we also have language learning models included in that robotics and

[2:03:47] semiconductors also considering infrastructure and training and job

[2:03:53] readiness around veterans in the area and also defense and aerospace as we're continuing

[2:03:58] to build out that thriving cluster that we have in riverside as well so that

[2:04:13] economic development committee conversation staff did go back and revise

[2:04:16] the mou to remove that phase two is you had mentioned which could consider we

[2:04:21] didn't have any binding language but it would consider the potential of

[2:04:25] exploring a data center so that part was completely removed in terms of the staff

[2:04:30] report presentation and the mou itself it is all non binding and entering into

[2:04:35] this and though you really is a workforce development tool and authorizes mare locked us

[2:04:40] in her doesn't need to be able to make any minor changes to that as well so as

[2:04:44] we're waiting for the cut the conversation coming in september the land use

[2:04:47] committee surrounding data center's staff out of respect for that remove that

[2:04:52] completely. We also have a representative today from the institute for veterans

[2:04:56] and emerging technology mr. Robert nava who might want to speak to that announcement

[2:05:01] missional context as well so that we ensure all of your questions or just appreciate

[2:05:07] that and I think just for myself knowing that there are still layers that would need

[2:05:10] to be worked out a future as a release two more so the defense and aerospace

[2:05:15] references drones autonomous systems advanced manufacturing the drug

[2:05:20] the time systems for me are still little bit of a point that I am there's there's

[2:05:25] been a lot emerging in those sectors some of which are very concerning whether

[2:05:30] that's through our labor workforce. You know with labor unions with the time

[2:05:37] the systems or even drones through some of you know alice a lot for some agencies

[2:05:42] and other groups you know and how they are being utilized at this time right now and

[2:05:47] communities and so I still have apprehensions with some of the pieces but I was

[2:05:50] really I wanna say I appreciate the sling which being removed. Regarding

[2:05:55] the data center and also one of the celts memorable art. I know is you know working on

[2:05:59] the site connecting communicating with your team as you know he had worked

[2:06:02] helping this economic development committee and so just today I still think I'd

[2:06:07] be more information before I could feel comfortable confident moving forward but

[2:06:15] but again loving the emerging tech component the infrastructure and I

[2:06:19] think there's some really great pieces to this but again think there's still

[2:06:22] some work we have to do some other areas before I could feel comfortable taking a

[2:07:56] the united states to have a government contract for transportation authority

[2:08:01] these are all things that are already happening in our city and I think when we look at

[2:08:06] our economic conditions that were in there are winners and losers in the ones who are

[2:08:11] not participating and not moving for losers and this technology what's happening

[2:08:19] today the hundreds of different tomorrow. It's it's you think about ten years

[2:08:24] from now look at pc from ten years ago it's when you know an ancient machine compared

[2:08:30] to what we have today and so I think we'll wait for the data center conversation

[2:08:33] a later date but I think this mou as a stand which is phase one is it's it's not open

[2:08:38] the door to anything that scariest just getting people that work force training that

[2:08:42] they need and a changing economy and denied access to our own residence to

[2:08:48] the skytrain I think is going to hurt us economically but most leave it there

[2:11:22] from sacramento. So I have have some questions in the report stated that there

[2:11:28] be no fiscal impact to the city so my first question two would be how can

[2:11:36] the report states there is no fiscal impact when the city will have responsibility for

[2:11:42] outreach administration inspections and enforcement so we do there's no no in

[2:11:48] fiscal impact with the ordinance in and of itself though we will have

[2:11:54] the fiscal year are right we will have that fiscal impact for any of the complaints any

[2:11:59] code violations that do go into effect just like we would with any other code a

[2:12:05] code requirement. The other and we do have other requirements under this

[2:12:10] particular legislation as well as other legislation that plath passed around

[2:12:15] the same time to do to do outreach to customers and other items but that is cost

[2:12:21] impacts that we we saw from the regulation as opposed to from this but you are correct

[2:12:30] there would be an impact on our enforcement news so far from a lay person and I'm at

[2:12:35] home you know reading council reports. It says there's no fiscal impact it's misleading

[2:12:39] to say that there's no fiscal impact when they're in fact is a fiscal impact it will

[2:12:43] cost the taxpayers of riverside something. My next question is how many

[2:12:50] riverside is is it your ways and other properties will actually be affected by this

[2:12:53] ordinance. Do we know. I don't have that number right off the top of my head I'm

[2:12:58] right here but we have been reaching out to all of our customers over the last

[2:13:03] several years and since this legislation passed and we have done several

[2:13:10] presentations to the chamber of commerce two different chamber of commerce to

[2:13:12] different neighborhood groups and we are reaching out we have done the assessment to

[2:13:17] look at which ones needed to be contacted but I just don't have that number right in

[2:13:23] front of me question what is he an estimated cost to property owners to comply

[2:13:28] have you as a staff calculated that it is highly dependent on the land area

[2:13:33] and the veggie the landscaping that they choose to replace that with

[2:13:38] this can be a small amount for for a small space and then depending on what is it

[2:13:43] can be very expensive for them. Fourth question how much rebate or other

[2:13:50] financial system is currently available and what happens when that funding runs out

[2:13:56] so am. Last summer it was there was a rebate that was available from

[2:14:03] the metropolitan water district for seven dollars per square foot every

[2:14:05] placement and those rebates were very large they rapidly ran out of money in that

[2:14:11] program is currently set at four dollars and per square foot and rp use funding but

[2:14:17] that is pretty much fully subscribed. Rp use additional funding that adds on to that

[2:14:23] and adds air supports that four dollars is also fully subscribed at this point for

[2:14:30] our commercial rebates my fifth question what hardship protections will be provided

[2:14:36] before issuing citations to businesses already are ways that cannot afford these

[2:14:42] conversions. So the support that we can provide on that and this is part of the part

[2:14:49] of the legislation that was passed was a delay in the implementation and if

[2:14:55] they are facing hardship or are in a disadvantaged community area they do have

[2:15:00] until twenty thirty one for compliance to save up for the money. Hopefully we would

[2:15:05] also get some more funding available for additional rebates but we can also

[2:15:11] assist those customers in applying for a hard ship with the department with the state

[2:15:17] department located at I apologise for not letting you know no that's fine. Not my

[2:15:24] questions on the diligence and for sticking up for what I think our businesses or

[2:15:26] agencies were being taken advantage of our friends in sacramento. Yet again I'm not

[2:15:33] apologizing for that I'm apologize that I didn't give you a heads up ahead of time

[2:15:36] so my next question what happens legally if the council senses back and

[2:15:44] asks to get those answers that I have my bike I know you were prepared has

[2:15:48] unfortunately I my my bad for not giving you the heads up on the questions ahead of

[2:15:53] time so you have those answers but what happens to us if we send this back and

[2:15:57] wait you have those answers so I can feel comfortable voting yes some of

[2:16:02] the questions some of the answers we can develop ourselves and I can

[2:16:05] definitely get those answers for you for example on the square footage the number

[2:16:09] of customers that will be impacted but this week and we can get that number for

[2:16:14] the as some of the other questions that you hide related to funding I am not

[2:16:22] even sure that the state will have an answer to that if there's going to be funding

[2:16:27] made available and some of it is for example would have been the water conservation

[2:16:32] surcharge that we no longer have here at the city of riverside. That was what was

[2:16:36] providing our remaining funding for our programs here and we're now pretty much

[2:16:41] we're going to be bringing for tonight and pretty soon to let you know that that

[2:16:44] money as you directed from a council to have that money spent down in four years we

[2:16:49] will be done with that probably this year so this really early though we can we

[2:16:55] can add you. We don't have to we don't have to move on this today we have plenty of time

[2:16:59] to move on that as long as we get this adopted before the end of the year we would

[2:17:06] not face any penalties. So we can bring this back at the next at another meeting

[2:17:10] with the additional information that you have requested here but we do have

[2:17:14] if we do not. If the council does not approve this by the end of the year. There is

[2:17:19] the potential for penalties on from the state if we are because we would be found in

[2:17:25] noncompliance. So I have other comments and I have a motion want to make but if

[2:17:33] you want to see if there's any comment that if there's a comment for this item are

[2:17:38] eight will close comment will go to cancer and cancers of I go again this is yet

[2:17:46] another impose to mandate from sacramento in our city and I want to be clear that

[2:17:52] we needed accounting of what it's going to cost us what's going to house that this is

[2:17:56] what it's going to ca I need to know what's going to cost the taxpayers because again

[2:18:01] this report says there's not modify a shot that clearly there's going to be a fine

[2:18:06] ship. I want to know what the impacts going to be like to know what the financial

[2:18:09] impact would be on on on the business is the age of ways and the folks that are

[2:18:14] are being required to pay for this you know what kind of financial assistance is going

[2:18:20] to be available I think it's important you know times are tough right now we're turn on

[2:18:24] the news businesses are struggling. This is yet another another hit to

[2:18:29] the pocketbook for businesses small businesses and I want to know what we're going to

[2:18:39] do to protect those that are in your facing economic hardship. I think you know

[2:18:45] times are tough right now and this is yet another sacramento mandate that they

[2:18:49] give to us to impose on our residents or businesses folks I just don't think

[2:18:54] it's fair. So how about a promotion but I like to make I like to move that we

[2:19:01] continue this item and direct staff to return with additional information

[2:19:04] addressing the fiscal and administrative impacts of implementation enforcement

[2:19:10] the number of riverside business is it your ways and other properties affected

[2:19:14] estimated cost to property owners the availability and adequacy of rebates or other

[2:19:19] financial assistance hardship protections clear standards for determining functional

[2:19:23] versus non functional turf and confirmation that the ordinances not impose

[2:19:31] requirements beyond those mandated by ab fifteen seventy two as much a login

[2:19:40] and that the latest week a comeback is in november so we will actually have a report

[2:19:44] done in about sixty days to date at adam. We may actually be him. I'm sorry pretty so

[2:19:52] so we need to come back in november to you so the ninety days. Yet ninety two election

[2:19:58] are yet to come back sooner then refine it a guide for ninety days or sooner if you

[2:20:09] or if it's the information rights of emotion a second skelter savant else think you

[2:20:13] I think for myself and just a little confused when we actually think about water

[2:20:18] conservation and the cost it's quite expensive and to actually have to pay to make

[2:20:23] and the justification for this is the non functional turf with little water house

[2:20:27] no longer considered reasonable or sustainable use of underwater state policy

[2:20:32] so I am actually in the other side where I think this is going to save people

[2:20:36] money by not having not paying into just you know which I know that there's all

[2:20:41] different opinions on unification when it comes to green landscaping and I will

[2:20:47] say that though my on the other flip side I actually wonder how much are

[2:20:51] we say being right means in a row some residents but the clear layout of those

[2:20:56] who'd be impacted. It says here more so common errors each ways common interest

[2:21:01] developments. See I d's kami service organizations it does reference local government

[2:21:42] of potentially desert landscape for some alternatives if they want to

[2:21:45] still have their view the properties be unified but with this not actually

[2:21:49] ultimately save h away and other folks' money down the line it does have

[2:21:54] the potential the year is the upfront cost in the case said it's very dependent on

[2:21:59] individual properties what they already have in place because it depends on what

[2:22:08] their irrigation system is unfair for a place out that irrigation system that's

[2:22:10] where cost is but that isn't upfront cost but you're absolutely correct in that

[2:22:14] the customers will be saving money in the long term and by not watering and they won't

[2:22:20] have as high of a water bill or at least not as high as it would have been how they have

[2:22:26] turf in there in their yard or in their long their landscaping because this

[2:22:33] doesn't impact single family homes in anyway and this is this is purely commercial

[2:22:39] industrial and institutional we did not present those costs to the board on which

[2:22:43] is way did not have that do not have that but we'll include that as well in

[2:22:49] the subsequent report that we bring for it right can sever him in rain and maybe just

[2:22:56] for information that might come back as well do it is riverside in a unique space

[2:23:02] where I was so we have our own pub utility. We have certain water rights. I've

[2:23:07] heard things in the past about use it or lose it in all the different things. Are

[2:23:11] we uniquely position that would set us a little bit apart from others that we

[2:23:17] might need to consider how these impact differently if we don't have a chance for

[2:23:22] that maybe at some we come back with as well. We can weaken we can address that in

[2:23:25] the report but I do I riverside is not uniquely positioned in in relative to

[2:23:30] the rest of the state in this in this space are we do have our own water one hundred

[2:23:38] percent of our own water here but as far as the state law goes they did not separate

[2:23:44] out any in any type of differentiation between what you have your own water

[2:23:52] supply or you're depending on for example the state water project is that is not

[2:23:53] separated but having our own water supply and use it or lose it does not impact us in

[2:23:59] the weeks we do have a lot of growth and development from additional but we also have

[2:24:04] requirements to reduce per capita water usage and report on that and meet those

[2:24:10] standards as well having this ordinance in place actually helps us meet those

[2:24:15] requirements is well those were under the making conservation a california way

[2:24:18] of life which is another piece of legislation that we're working on implementing

[2:24:25] right now and then just as I was reading it it does say common areas of hoa hum had

[2:24:27] questions from our hoa is certainly to ease our space where they have big green

[2:24:33] patches of common grass in the middle where they have picnics and movie nights are

[2:24:38] with those be included in that space. Those are excluded because those are

[2:24:41] active turf touch areas so anything that is used actively where somebody is

[2:24:46] whether it's picnicking or it's it's used for outdoor activities. Those are

[2:24:53] excluded so parks and cemeteries are excluded from from the requirements other

[2:24:57] types of uses h two a areas that are used are definitely excluded from this process

[2:25:03] and they have to self certify and the hoa will be able to self certify they would be

[2:25:07] able to define that that is used for their for their area and that may have answered

[2:25:14] when my last question here with said it's mainly for all these larger commercial

[2:25:21] although it does say larger property owners with more than five thousand square

[2:25:23] feet. I'm guessing it will jump in the ward five but with the greenbelt area. I'm

[2:25:25] guessing there are some that have lots of trees and for no sorry it got re thinks that

[2:25:34] that would be a single property owner not necessarily commercial on

[2:25:38] some level but would they be affected maybe just a private home or to has over you know

[2:25:44] know am it again in only and only applies to commercial industrial so large that

[2:25:48] somebody who has their own single property is not used for business is not it is

[2:25:53] exempt from this things they're not required to comply. I'm not great and by

[2:25:58] real person so thankful for the fakes and counter are not to believe this point again

[2:26:05] frustrated by the sky mandates share the frustrations that sean

[2:26:08] has but you do that cost analysis I would suggest a couple like two or three

[2:26:14] specific examples properties get the quotes on them so helps us visualize

[2:26:22] the impacts are not just us but the community impacts because yes upfront costs

[2:26:26] versus down the road cos I anticipated to be a lot of grass around our city for a

[2:26:30] long time because people in the front cost but that's it that's it that's a different

[2:26:36] you have those. I'm sorry didn't mean to talk of eid we do have examples because we

[2:26:41] have had several of our customers have already done their conversions are in

[2:26:46] the process of doing out arate accounts or from pony mayor thank you trish has

[2:26:52] actually frozen to get to I actually disagree with sacramento won ninety five

[2:26:55] percent of everything that they do but in this particular case I think this

[2:26:58] is a wise wise law we have we've had several and I worked on some of my myself

[2:27:04] with landscape designer several projects and rebates have been amped have been

[2:27:12] available for ample time businesses have had time is a lot of churches in particular

[2:27:14] actually. In ward three and were five that did this work we did in a park space that

[2:27:19] was have an underutilized park space here in ward one and its paradigm because

[2:27:24] the rebates were available so there's been ample time to prepare for this I think and

[2:27:28] I just think we have to get out of this you know nineteenth century mindset of

[2:27:34] the turf it just sits past it has to be gone so I think that this is one thing that I

[2:27:38] can agree with out of sacramento and folks have had time to do it needs to be

[2:27:42] done to remove their turf think you can spare ammonia I dislike a follow up on a

[2:27:49] comment or question from a customer hemingway and we talked about the grass open

[2:27:55] space. Who determines who makes the determination where the turf is functional or non

[2:28:02] functional who makes the call so if as far as code enforcement comes and if it

[2:28:05] looks like it's active. It'll be at kind of leaving it open instead of rigidly defined

[2:28:11] gives some leeway in that determination but again each individual customer will self

[2:28:16] certify and they can make some of those determination it could enforcement is

[2:28:20] called we will we will have to come out with standards at that time but it may be

[2:28:29] beneficial to allow its better being so rigid. You might have that flexibility

[2:28:33] because something you may want him you know either to not enforce or to enforce

[2:28:37] based on the use that makes sense for that might be unique for that particular

[2:28:42] site and it could be excluded or included. If the definition is too strict

[2:28:47] which is why the state left it as open as they did the back are areas where we

[2:28:52] run into trouble because when we go after property a move in but not proper to be I

[2:28:58] think that's where we run into it leaves us open for potential lawsuits. I just

[2:29:08] want to say you know I believe you said that we don't have to to to have this

[2:29:11] passed until next year now and by the end of december so be sure to call him ask in

[2:29:20] force for more information so I would I would hope that my colleagues would be would

[2:29:23] indulge in the fact that we before we vote on things that we would have as much

[2:29:27] information as as possible before before we vote on things and all I'm asking for

[2:29:33] is is the opportunity to have all the information in front of me before I vote yes or no

[2:29:41] and I would hope that my my colleagues would indulge me and him being informed as to

[2:29:47] what we're voting on so I if we have until december thirty first. There's no need that

[2:29:50] we need to to to move forward with this today you can come back within ninety days with

[2:30:00] the information I want and I can make an informed decision I thought I would hope that I

[2:30:03] know my voter's my residents want me to be informed when I vote on things here and I

[2:30:08] would hope that my colleagues would would join me in wanting to be have all

[2:30:13] the information before we vote or survive tess one speaking to that I was going

[2:30:17] to ask a member I feel more comfortable if we could look at me sixty days just because

[2:30:23] a I feel like want to make sure we can get this before us and I can work with

[2:30:31] the mayor with sixty six e okay I I I'm I'm a little bit works in the sunshine

[2:30:35] ordinance with getting everything done and some of that and getting the postings

[2:30:40] out but as early but early as early as sixteen ninety. Ok I am most concerned about

[2:30:52] getting the responses back from the state so that is just making sure we have

[2:30:56] adequate time to get an answer for that they will fight by appealing to support

[2:31:01] the extension of time if we can work with you home when your team on the agenda

[2:31:05] setting conference whatnot on getting this back sooner as I'd love to be able to fully

[2:31:11] participate in it as well before the end of the year but I will say that for to

[2:31:14] wrap and then would my could also be is I don't know if we have the city are able to

[2:31:20] actually get across at the be a discount on turf. If you know if we have a program or

[2:31:26] something uh if we're able to say no you go through this program we go through a

[2:31:30] certain provider of other cities have done this but essentially if you were to go

[2:31:34] through the city and want to go through this turf abatement you know you'll get

[2:31:38] a discount for x amount of square footage but just even seeing if there could be some

[2:31:43] options like that brought forward for us to look at. I think that that's my thought

[2:31:48] on line is we'll have to have some potential show people so I was apprehensive on voting

[2:31:54] to speak stand this but I'm willing to vote yes but if we can work to get more to

[2:33:49] project would include the fiscal year's twenty five twenty six sb one street

[2:33:53] maintenance and the downtown ballard and deletion a little background on sb one of

[2:34:01] the funding was passed in twenty seventeen by senate bill one and it actually

[2:34:08] create legislation to increase funding for our local streets and this is

[2:34:17] paid for through increase in gas taxes and registration fees these funds are

[2:34:29] distributed to local municipalities to the state of california road

[2:34:35] maintenance and rehabilitation accounts are known as rm or any part of

[2:34:40] the s b one local streets and roads program since it began we have actually received

[2:34:44] fifty nine million dollars from this program since twenty seventeen so it's

[2:34:51] actually been making a good dent in our paving needs each year the city council

[2:35:00] approves a resolution to accept list that will be funded for with these fines

[2:35:05] so for the twenty five twenty six sb one project lists was adopted by this

[2:35:11] council on august eight twenty twenty five work utilizes a combination of our

[2:35:23] pain management program and requests from residents and our council to develop our

[2:35:28] annual paving plan b one is just one part of our our pie for our poor funding we also

[2:35:49] this brought this project primarily uses sb one funds I say primarily because

[2:35:52] the main street dollars will be funded through measure a so diving into our project

[2:36:02] this project is going to rehabilitate some southbound the street from the sixty

[2:36:10] freeway to eucalyptus will be only half street the other half owned by moreno valley

[2:36:14] they already peeped their side of brockton avenue from and an arlington would grow

[2:36:21] from them into jfk la sierra avenue from grammar sea to cyprus washington street from

[2:36:25] indiana to victoria in it. In addition will resurface two point seven miles of minor

[2:36:31] streets within four neighborhoods altogether cover six point four miles of

[2:36:39] roadway with an average cost of one point two million dollars per mile not

[2:36:49] including the mullets this project will utilize recycled asphalt from wood road and

[2:36:54] we're going to use that at a segment on pp segments of harrington road and ferrari

[2:36:58] drive to reduce the dust and erosion control on using using a recycled asphalt

[2:37:05] known as rap is a new cost effective met that the public's been piloting to

[2:37:13] address a broad analysis logical soul will repair curbs gutters sidewalks and

[2:37:16] driveways a pre production ramps and upgrade sign a striking and makes a traffic

[2:37:21] signal modifications within the project limits if necessary. The project will

[2:37:30] implement curb extension pilot program with pavement markings and vertical d'alene

[2:37:34] eaters install twenty six actually stop sign seven solar speed back signs and

[2:37:40] finally onslaught hundred and thirty two dollars along main street to improve pedestrian

[2:37:44] safety and to protect spaces from unauthorized vehicles here is a location

[2:37:52] map of our street maintenance locations and here is the location map of the ball

[2:38:08] are looking now brockton avenue and washington street highlander drive and la

[2:38:14] sierra avenue they all work so staff recommendations today are the actions follow

[2:38:45] the construction agreement with on expanding company including making non minor

[2:38:51] non subjective changes if budget allows. And finally with five affirmative votes

[2:39:02] supplemental appropriation of seven hundred and fifty five thousand dollars in for

[2:39:09] the main street dollars using available measure a funds this concludes my

[2:39:55] contractors. How do we do how do we ensure our specs are the same there. Yeah got

[2:40:00] the look at tor specs and ceo you know what what are they doing to cut corners or say

[2:40:07] cos obviously the contractors are trying to go the cheapest way but some of the crack in

[2:40:10] fate so much faster god that we do. I don't assign freak but it's it's it's very busy

[2:40:15] so I know director mustafa may have something there to its member and make me stop

[2:40:20] of course irked or sometimes we've noticed that the graffiti coating or I'm

[2:40:24] sorry that the uv coating as well can be omitted from some of the science which can

[2:40:33] inspectors have a closer eye on that if you notice any that were recently done

[2:40:38] please let us know because generally the contractors we have them with a warranty

[2:40:43] period so we knew back in quickly resolve that we can believe me our teams where

[2:40:47] the issue in the past and will be sure to inspect as per what are they still

[2:40:51] though doing this the same specs though because I think what's happening is they're

[2:40:54] living through their warranty phase which is maybe two years or something or year

[2:40:57] but we have some that you know if you're driving from the courtyard to city hall

[2:41:01] using using city streets on the freeway you can tell these are street signs like I

[2:41:06] think it's in the mix from ward five in or three brought a rise in the thing is
