[2:06] but they represent hundreds of votes of hardworking taxpayers in the paper Robs

[2:11] County. Bless these new commissioners coming in. Give them strength, Lord, to

[2:16] make the right decision and give them strength to meet the public and show

[2:21] them they're proud to be a county commissioner for Robinson County. Lord,

[2:24] we ask you to be with our country. Ask you be all over the world. ask you to be

[2:30] with our first responders, these at home and abroad, and these here local. Lord,

[2:36] we ask you to be with them. Ask you, Lord, to be with that voice that cries

[4:21] go to as commissioners. Those of you who've been elected, the new ones, and

[4:25] those of you that have been here a while, now we have an orientation

[4:29] meeting coming up coming up on the 24th and 25th

[4:34] this month. It' be at the Embassy Suites and that's in Murphy'sboro. If you were

[4:40] elected in the year 2018 or afterwards that you need to go to that orientation

[4:46] meeting if you haven't been. If you missed the time if you served and then

[4:51] missed a term and then came back and was re reelected, you have to do it again.

[4:57] Okay. Now, on the n on the 3 of September, we've got another meeting. We

[5:03] have a regional meeting every year and it's held here in Springfield. I've been

[5:07] trying to get Charcoal to move it somewhere else, but we've been meeting

[5:10] in the past several years after the Catfish House closed. We've been meeting

[5:15] at my church at Springfield Baptist, and that has changed. My preacher said no. I

[5:20] don't know why, but that's okay. [laughter] But the bottom line, we're

[5:23] going to meet at the Robson County Senior Citizens Place. Now, those of you

[5:28] that have been around a while, that's the old Pain Brothers place up on Locust

[5:32] between 6 and 7. We're going to have the same situation. We're going to meet

[5:36] starting at 5:30 registration. 6:00 will be a meal and then we'll go to about

[5:41] 8:00. But there is a little catch to this one. We as commissioners, we need

[5:46] to be certified. It takes about eight points. This meeting on the 3rd of

[5:51] September will give us two points with one hour of CASS instructions.

[5:58] So, it's worth the while to be there. get a free bill, get to hear about

[6:01] what's going on in the state, and you get to hobnob with some good folks.

[6:05] There is another meeting coming up in October the 21st through the 23rd. Now,

[6:11] these letters may be a little confusing, but the TCCA, Tennessee County

[6:15] Commissioner Association, and the TCSA, Tennessee County Services Association,

[6:20] they're having their statewide meeting. That's the one I go to to get the no

[6:25] finding certificates in Gatlinburg. We have this also at the embassy suite in

[6:31] Murphy'sboro. So, but that one will cost you. The meeting this upcoming week is

[6:37] free for orientation unless you need to go back and renew. It's going to cost

[6:42] you a couple hundred bucks, but the meeting in October is $450.

[6:48] And so, you [clears throat] need to be aware of that as well. We're not staying

[6:51] at the hotel. If you did, you're going to be on your own. It's not far enough

[6:55] away for the state to reimburse this county because we staying and I think

[7:00] some of the folks Josh you're staying there it's you on your own now if it's

[7:05] far enough away that you have to stay I think we as a county can do that now

[7:10] reason I made those announcement is really to get up here and make the

[7:14] announcement okay [clears throat]

[7:23] but anyway Like this man back here is a fantastic

[7:27] » individual as far as I'm concerned. >> Two weeks ago, this day I woke up and

[7:32] this is going to sound crazy, but I was thinking about this man. I

[7:36] [clears throat] was thinking, was it anybody in our group?

[7:40] Get him to a point of retirement. Celebrate his legacy here. I looked

[7:45] around, couldn't find anybody. I called his main assistant.

[7:51] » Yeah. And so I said, "Has anybody doing

[7:54] anything?" And she said, "No." Then she said, "He doesn't want

[7:58] anything. >> Don't want nothing. Y

[8:00] » I said, I don't want a cake. I do not want

[8:04] » I don't want nobody to show up either." [laughter]

[8:06] » And then I tell you,

[8:08] » and then and then I said he and then you said he doesn't want and I said, "Go

[8:15] watch. [clears throat] You don't want any of those, right?"

[8:18] » What? But I didn't hear that conversation. that was between you two.

[8:21] And I told Leanne there, I said, "Leanne, I'm going to see what I can

[8:24] do." So I called one of my good friends, Charles Curtis, who's the director,

[8:29] executive director of a TCCA, the organization that I belong to. I said,

[8:33] Charles, I need some help. He said, "What do you need?" I said, "I want to

[8:37] honor my mayor that's put 20 years of county commissioner work and eight years

[8:43] » Yeah. >> of county mayor work."

[8:44] » I got appointed in 97, so that adds up. >> That's a long time. [laughter]

[8:49] But anyway, I need some help. I know I want to honor him somehow. He doesn't

[8:53] want a cake. He doesn't want a party. What can I do? I said, "What about a

[8:56] resolution?" He said, "Okay." I said, "Where do I go?" He says, "See your

[9:01] representatives." I got two of them. Y'all do, too. One of

[9:06] them is Dr. Kumar and the other one is my good friend Carrie Roberts. And he's

[9:11] here. Okay. So, I called Carrie. I said, "Carrie, I need some help. We got two

[9:16] weeks. I want to do it this night. Can you help? He said, I believe I can. I

[9:21] said, I'd like to have a resolution of something of the House or the Senate.

[9:26] Get somebody to sign something because this man right here, how many times have

[9:30] you given resolutions away? Have you ever received one?

[9:33] » I've been to more ribbon cutings. >> Yeah.

[9:37] » But he I want to give something back that he's been given for the last long

[9:41] time. >> Okay. So, uh, but when I was talking

[9:45] with Carrie, Carrie said, "I think I can help you with that." Little did I know

[9:50] that Carrie started this process about seven, eight weeks ago, right, Carrie?

[9:56] And he said, "I think I can finish this thing." I said, "Can we get it from the

[10:01] house?" And he said, "I'm going to make a joint resolution."

[10:04] Okay. I said, "Can you get some people to sign it?" And he's going to go over

[10:07] who signed it and [clears throat] talk about this. Okay? So, and I called all

[10:12] of you that I know of. I think I I made this call and everybody said it thought

[10:17] it was a great idea. So, with that authority,

[10:21] I want us and I know I'm out of character here a little bit and I know I

[10:24] shouldn't be doing this, but I want to move that we allow Carrie, my senator

[10:29] Roberts, to come forward and present the resolution. I'd like to make him a

[10:34] member of this legislative body. We got a second with Eric, a whole bunch

[10:40] of them over here. All those in favor say I.

[10:45] Carrie's coming forward, mayor, I want you, if you can, come down

[10:55] coming up here to be a part of this, I need to tell this a little story about

[10:59] my friend. [laughter] >> Okay,

[11:13] » Well, [laughter] what I want to say about this man right here, we had an

[11:17] opportunity to meet the governor. I know he's met him several times. I've met him

[11:21] once or twice, but not as often. He wasn't feeling too good. And the

[11:26] governor was coming to town. And on the next day, he needed to be there. He

[11:30] said, "Bobby, that's what you called me, Bobby." [clears throat]

[11:33] » He said, "Bobby, I need some help." I said, "What do you need?" He said, "I

[11:36] need you to go meet the governor. We got the people coming in. He wants to walk

[11:40] the streets of Springfield and he would like to see what's going on in small

[11:44] businesses in Robson County and Springfield." I said, "Mayor, I can do

[11:48] that." He did. The governor came in, we talked, we

[11:52] walked down the street and we got well, we started at the Homewood Hardware or

[11:59] the extension center and we started walking. Well, when we got to Seventh

[12:04] Avenue, there's a mural there on the on that wall and the governor was looking

[12:09] at it and I see Billy come across the street or the mayor here come comes

[12:15] across the street and I noticed the governor saw the same thing. And so the

[12:22] governor stopped doing what he was doing. He came over to see this man

[12:29] and they started talking. And the first thing he asked him, he said, "Mayor, how

[12:34] are you doing?" >> Yeah.

[12:35] » And you replied by saying, "I've had better days." Okay.

[12:41] Now, he >> It's always a good day when the governor

[12:44] comes rob. >> That's right. But then he asked, he

[12:47] said, "Billy, [clears throat] doing okay."

[12:52] He said, "Well, yeah, I'm doing fine." He said, "Me and my wife, we've been

[12:57] thinking about you." And then he said, "Billy,

[13:03] I'm going to be praying for you. We've been praying for you for a long time

[13:06] now, and I'm going to continue that." Me and uh Maria. And so that came out. Now,

[13:12] I tell this story for three things. Number one is the governor of Tennessee

[13:17] called my friend here, his position, mayor. That's pretty cool.

[13:22] He know they know one another. Amen. [clears throat]

[13:26] » The second thing is that he called him by name. He had a personality there. He

[13:33] knew who you were. He called you by name. And the last thing he said, he

[13:38] called him by friend. He's my friend. Friend, I'm going to be praying for him.

[13:42] So, I don't know about you, but I haven't been told by the governor that I

[13:45] was his friend by my name. Let me tell you how that kind of I was

[13:51] making a speech in White House and we're doing a ribbon cut and the governor was

[13:54] there and at the end of it I got his book. I've read his book if you hadn't

[13:58] read it. I read it. I walked up to it. They putting him in the sharp Tahoe he

[14:04] drives. [laughter] I said, "Gun, will you sign this book

[14:08] for me?" He took it and signed it. I walked off and I looked at it. He'd

[14:13] spelled my name wrong. [laughter]

[14:18] It wasn't it wasn't two weeks later I got a note from his office apologizing

[14:22] [laughter] and sent me another book with the name

[14:26] spelled right [laughter] that's ever since then I've been Billy

[14:29] V. But he how he found out he's a good

[14:34] Christian man his wife's been through it and um you

[14:39] know um he's just a good fellow. We was having a all the mayors was meeting and

[14:45] them mayors was firing on him pretty hard a lot of hard questions about T dot

[14:49] and everything. Somebody else said you got a question for the mayor. I raised

[14:54] my hand up and he looked at me over there grinned. I said mayor I said

[15:00] you've had a rough two weeks. This was I forget what was going

[15:05] through. I guess it might have been vouchers or co or something. And I said,

[15:09] I had a rough couple weeks myself. This is a three-day weekend. I said, 'What

[15:14] are you going to do? He said, 'I'm going home tomorrow morning and get on the

[15:18] porch with my mama and I'm going to rock a chair and I ain't leaving her. That's

[15:23] what he said. >> And he looked at me and grinned and

[15:26] said, "I appreciate that softball." Cuz that was an easy question, but uh

[15:30] his mama passed away not long after that.

[15:33] » Yeah. Senator Roberts, would you do the

[15:38] honors? >> Well, [clears throat] Billy, I know how

[15:42] you feel about this, but we did it anyway. [laughter]

[15:45] » He want no cake, no ice cream. I Hey, I just done my job with the help of these

[15:51] people right here. >> You know what? You can say you just did

[15:54] your job and and it's true. You've had a lot of people that uh are phenomenal

[15:58] that you've been able to work with and have helped you, but it's the way you've

[16:02] done your job that stands out to me. And um as I was sitting back thinking, I I

[16:07] thought, you know, um I don't know why it is that we've gotten into this thing

[16:12] where where people that work in public office uh you know, don't want to share

[16:17] their beliefs. They don't want to talk about Jesus. They don't want to talk

[16:19] about God. But I appreciate the fact that since I very first met you, that

[16:25] that has been central to your life. And uh

[16:28] » I found out when a group of men get together and you start talking about

[16:31] Jesus Christ, how they how they all a sudden everybody just sort of,

[16:35] » you know what I mean? When I was a kid, a lot of men didn't talk to each other

[16:38] about stuff. >> Yeah. [clears throat]

[16:40] » How just how cool it is to do it. >> Yeah. Well, I remember the first time I

[16:44] went to the fisherman's club and I went home and I I just told my wife, "You're

[16:50] not going to believe, you know, what's taking place in Adams, Tennessee about

[16:55] Billy will get up there and he'll he'll talk about, you know, miss so and so and

[16:58] Mr. So and so and, you know, he lost his wife and he's not doing very well. We

[17:03] need to go by and see him and, you know, just all these different things." And I

[17:06] I just I just thought that is exactly what it's about. And um I just have so

[17:13] appreciated [clears throat] um it's the way you've done it that just

[17:17] means >> that's another thing. You don't do it by

[17:20] yourself. It takes a group of men to show up meet and

[17:24] » Well, >> it's not Hey, nothing in this county is

[17:26] a oneman job. >> That's right. And and I just appreciate

[17:31] everything about you. Okay. I've got for those of you in the audience, I've got a

[17:34] sheet of paper, but I've got to explain it. It's it's more than just a sheet of

[17:37] paper. This is a a Senate joint resolution and is Bob uh or Bobby. I've

[17:42] never I've never called him Bobby before.

[17:45] » It's Bobby, but >> I could tell stories on Bobby, too.

[17:48] [laughter] >> I guarantee you that if you told stories

[17:52] about Bobby, he would tell more on you and he'd probably talk a little bit

[17:55] longer. [laughter]

[17:59] » I'm going to be brief. Um, [clears throat] this is a Senate joint

[18:02] resolution and and you know, we can do a a proclamation, a sheet of paper,

[18:06] whatever. But what makes this significant is this started several

[18:10] weeks ago. We were still in session. You can see the date on this is April 20th,

[18:14] 2026. This is actually something that we voted on. And um, so it's a resolution

[18:19] to honor you uh, for your service, not only as as county mayor, but the many

[18:25] years that you spent before on the county commission. Also, we recognize uh

[18:29] the fact that you and and Cindy have been married for 50 years. So, it's just

[18:33] a great um a great snapshot of of your life here. And we voted on this. And the

[18:40] significance of voting on it is this makes you part of Tennessee's recorded

[18:46] history. You you've you've literally become part of the history books of the

[18:50] state of Tennessee. It's Senate Joint Resolution 1102. was v voted on uh you

[18:56] know in the Senate voted on in the house. You can see that speaker of the

[18:59] senate signed it, speaker of the house signed it. Uh your friend Governor Lee

[19:04] signed it and um and then of course we signed it too. And um so this is this is

[19:09] one copy, but then we um we put it in a frame for you. And I'd like to uh

[19:15] present you and and Cindy this tonight and just say we just appreciate so much

[19:21] uh everything you've done for this county, for all your friends, for all

[19:25] the people that have been blessed to know you over the years, and thank you

[19:27] for all your service. Thank you.

[19:57] I said, "Governor, I ain't got one county. You got 95." I said, "How do you

[20:00] do it?" He said, 'I don't do it by myself.'

[20:05] He said, 'Trust me, it is a headache. And I I can imagine have 95 counties and

[20:10] to show that I was told the other day out of 95 counties, I think 24 of them

[20:15] is going to have a new county mayor this year.

[20:18] » Yeah, that's pretty good. That's pretty big turnover. Thank you for the job you

[20:21] do, what you're probably going through right now. [snorts]

[21:50] going to want to run for mayor and somebody's going to use this video

[21:56] kidding. It'll be the register of deeds that I'm going to get. But um cuz I'd be

[22:03] crazy to go for the mayor, wouldn't I? Um anyway, people do ask me every day

[22:07] about will tax and how you get into the convenience centers with the wrong

[22:11] county on the back of your car. And there is a story behind that and I'll be

[22:16] happy to come to a budget committee meeting and talk about that if whoever

[22:20] the chair is uh wants to me to come. I'll be more than happy. But I lied and

[22:25] said I was going to get up here and talk about will tax because I knew if I told

[22:28] him I was going to talk about him, he would say absolutely not. Um, and so

[22:34] last week when the agenda come out, he actually called me and he said, "I'm

[22:38] looking over the agenda and I see you're on it. What's that about?" And I said,

[22:43] "Oh, you know, I have calls about will tax." And so anyway, he fell for it

[22:47] [laughter] and he said, "Well, I just wanted to be sure you weren't going to

[22:50] sit there and do something stupid on Monday.

[22:54] So, here I am. >> But, um,

[22:59] we all knew that with all y'all here, he wouldn't tell me to sit down. So, I

[23:04] think I'm safe. Um, tonight is very bittersweet because it's his last

[23:09] meeting with us. And as we've all said, 20 years of a commissioner and eight

[23:13] years of our mayor, of over 350 meetings. Um, but we we know it was more

[23:18] than that, but that was just a good number. Um, most people think that our

[23:22] friendship started when he became the the mayor and I became the clerk, but

[23:27] that's far from the truth. Um, he loves to get me out in hooptie-doo crowds and

[23:33] say, "I've known Madame Clerk since she was pooping green in her diaper." He

[23:38] loves he loved to tell the governor the night

[23:42] » the night that we met the governor. Um, he loved to explain that to him. So that

[23:47] that was uh that's the way he loves to do it. Um when we started this journey

[23:52] eight years ago, neither one of us knew what we were doing. Um we figured it

[23:57] out, worked together and we learned together and most importantly we become

[24:02] a team. And early on I threatened him that I was going to get him a shot

[24:06] caller because every time he got out of line I was just going to hit the button

[24:09] on him. And I'm not sure if I've just gotten older or I've gotten tired. And

[24:15] I'm he's he's just I'm not I'm not getting on to him as much because he's

[24:19] really gotten so much better in eight years. He's come a long long way.

[24:24] [laughter] >> Couple weeks ago, I said, "I'm finally

[24:27] going to get you training and then you retire on me." So, um Billy's always led

[24:34] us all by example. Um he'd never asked us to do something that he wouldn't do.

[24:39] Um if you're in the trenches, Billy Bogle's in the trenches with you. He's a

[24:44] team player most of the time. Um he's called my office before and I've not

[24:49] answered. And when I finally do in his my my v vocal boy voice, he'll say,

[24:56] "What are y'all doing down there?" And I say, "I've been lined out to the

[24:59] elevator and not the drive-thru. Why don't you get down here and help me?"

[25:02] And he's Oh, no. You got it. You got it. You know exactly what you're doing. So,

[25:06] he's never come to help me in the county clerk's office, but I do think he's been

[25:10] in solid waste and animal control. I think he's helped those. So, he's a team

[25:14] player, just not at the the county clerk's office.

[25:19] » Um, Billy's the kind of mayor that we can

[25:22] send to the state capital and he's going to represent us well and we can send him

[25:28] out on an undercover sting operation with the sheriff's department and he's

[25:33] going to get those bad guys talking in a few days. And he's also going to bring a

[25:37] few of them to Jesus as he's with them because he's going to tell them where

[25:41] he's come from and what what he's done. So, Sheriff, I think that's going to be

[25:46] a fabulous job for him once he retires uh to go undercover for you because a

[25:52] lot of people [laughter]

[25:56] » a lot of people don't know him. A couple months ago, we were at the National Day

[26:01] of Prayer up on the courthouse square and he got up and he spoke and this lady

[26:06] was standing behind me and she said, "Is that Howard Bradley?"

[26:13] I just stopped and I know there's just no reason to say no.

[26:19] So, I turned to her and I said, "Well, yes, ma'am. That is [laughter]

[26:24] undercover. There's no doubt." Um, >> he may be a little rough around the

[26:29] edges, but he's got a heart of gold. He would give you the shirt right off of

[26:33] his back. He has served Robertson County with everything he has. Now, Bill is far

[26:39] from perfect because he's made people mad in the last eight years. And if you

[26:45] don't believe me, get on the Facebook and

[26:49] and Smokey Barn when they're doing something about Robertson County. he he

[26:53] doesn't become the perfect person we think he is. Um last July, Billy had a

[26:58] serious health issue come upon him and in eight years I've never missed a

[27:03] county commission meeting and he's missed one and that was because he was

[27:06] in the hospital and I called him and I said you need to get your priorities

[27:11] straight. He should have been here [laughter] but um then in December we

[27:16] really thought that that was probably going to be our last meeting with him.

[27:19] um his health had progressively declined and uh I had people call me and tell me

[27:24] it was time for him to step down. Um it wasn't him and that uh he needed to go

[27:30] home. And my friendship with Billy is um kind of like a mother and a son

[27:35] relationship. I can talk about him all I want, but you're not going to talk about

[27:39] it. And so when those people called me, I told them he might step back, but he

[27:45] was not going to step down. take my hand. [clears throat]

[27:47] » And then about a week later, he called me and he said, "I'm resigning Monday."

[27:53] And I went in full mama mode. And I said, "You are absolutely not

[27:58] resigning." I said, "You're going to go home and you're going to go and check on

[28:02] your health and we're going to continue running this county. You're going to be

[28:05] just fine." He hollered at me and I hollered at him and he hung up on me. No

[28:11] big deal. No big deal. I'm used to it. Um, Billy doesn't like to start

[28:15] something that he can't finish. And I truly believe the Lord isn't finished

[28:20] with Billy Bogle. >> Amen.

[28:22] » My motto is if God wakes you up, he's not done with you. So, let him use you.

[28:28] » And that is exactly what Billy is doing. He is going to finish his term. He's

[28:32] [clears throat] got two more weeks and he'll tell you how many hours if you

[29:09] county commissioners, our department heads, and the citizens of Robertson

[29:12] County, I want to say thank you, Billy. Thank you for the countless hours. Thank

[29:17] you for the long nights. Thank you for answering the phone. Thank you for

[29:21] showing up. Thank you for getting in the trenches with us. And most of all, thank

[29:26] you for giving so much of yourself to this great county. You have served

[29:31] Robertson County with your whole heart. And a couple months ago, we honored our

[29:36] county attorney, Clyde Richard, on his retirement. And we have this beautiful

[29:40] crystal trophy up here. And I held it before the meeting like I had won a CNA

[29:44] award. It was gorgeous. And as I planned this tonight, I thought, you know,

[29:49] that's so not Billy Folk style. So I got Billy

[30:03] world's finest dark fire tobacco right >> and the goats

[37:48] community, the county that you are serving on a more intimate level. You

[37:52] may know all your districts very very closely, but we really want to have a

[37:57] bird's eyee view and let you have pivotal conversations with people so

[38:02] that when things come up that you need to vote on, you can say, "Yeah, I

[38:06] remember that. I remember going into that school. I remember going into that

[38:09] that that factory." And so, uh, it's all paid for. It's free. You don't even have

[38:15] to drive. We're going to feed you really really good food. and it has been

[45:34] of a poor farmer, one of three sons born during the depression, raising tobaca,

[45:38] selling bottles, attending church, and playing sports, which sent him to

[45:42] college on a basketball scholarship. He farmed all his life while managing the

[45:47] Nashville Oil Mill on Fourth and Chestnut, retiring to finally build and

[45:51] farm full-time on Owens Chapel Road. This was one of two properties he farmed

[45:56] in Springfield. Our mother was the daughter of WC Pete Wils and Laurel Fry

[46:00] Wils, both from large farming families in Springfield. Mom cared for us growing

[46:05] up, as well as sewed our clothes and canned and froze vegetables from dad's

[46:09] gardens. My sisters and I were not raised on dad's farms, but visited

[46:13] grandparents and parents regularly. Our brother farmed alongside dad more just

[46:18] because he needed him to than a love for farming. Our families are scattered from

[46:22] Nebraska and Ohio to Knoxville and Florida. Doug remarried and upon passing

[46:27] left the house and our memories of home to our stepmother's family who

[46:31] immediately sold it. The remaining 82 acres we are not able to farm purchase

[46:36] from each other or maintain. Dad hated leasing his land didn't like using

[46:41] chemicals excessively. Mr. Brian Cook, a prospective buyer is a

[46:45] neighbor who bought Mr. Harper's land adjacent to ours upon his passing.

[46:49] Houses have popped up along Brown Road up to the edge of our farm. He has

[46:53] installed nice wood fencing around the land on Owens Chapel Road and built

[46:57] barns and ponds. His land is mowed and well-kept. If aesthetics are important,

[47:02] especially for property values, he has done a great job and will want to do the

[47:06] same for our land he wants to purchase. His proposal to build 15 custom houses

[47:11] on 30 acres along Brown, Green, and Owens Chapel Road and farm the remaining

[47:15] 50 acres will enhance the area, not deter from its value. Mr. cook like our

[47:21] father will continue to be a good steward of the land which is which what

[47:24] our father would want. As you can see in the application for reszoning, the soil

[47:29] test water utility report traffic feasibility study map proposal had been

[47:34] successfully completed. Please vote to approve the reszoning of Sarah Mcdow

[48:05] right across where she wants to build. Um I am

[48:11] these houses being built [clears throat] as long as the roads are fixed. Um, I do

[48:16] have photos that I would like to share. It's my first meeting. I don't know how.

[48:24] So, this first photo is what Brown wrote and that is at my mailbox at the five8

[48:31] Brown Road. And then we also went out and

[48:38] I have I have a few. We went out and measured the road. So,

[48:43] this photo that I'm passing out is just showing like the tape measure where it's

[48:47] at. Um, we started the tape measure in a um grassy area to try and give a

[48:55] little bit more leeway for the road. Um, so the next

[49:02] photo I'm handing out is where it stops. And where I have it, it stops in the

[49:06] grass, like I said, to give a little bit more leeway because the road is not very

[49:11] big. And then the last this next photo I have

[49:15] is where it ends.

[49:19] And if you can um the measurement says it's a little bit under 15 and 1/2 ft.

[49:26] Um, I also have some measurements,

[49:32] fabric measurements of cars, vehicles that would go on the road.

[49:42] And if you take a look at the very last page, um, it has your average bus and

[49:48] RVs. So, your average school bus is about 8 ft to 10 ft. And that road is 5

[49:55] 15 1/2. Um I currently drive a Subaru Forester which is about 17 in which is

[50:01] roughly 5 to 6 ft. So if I'm going against a bus, I would have to be on the

[50:08] side of the road. Um I also have pictures of a school bus coming down a

[50:12] road. Really making it work too much.

[50:19] As you can see, the first photo that's being [clears throat] passed around, the

[50:23] bus is right at my mailbox and it is in the middle of the road. The second photo

[50:28] that would be passed around is it's at the stop sign at Brown and Green.

[50:35] Um, some other measurements I have is my husband and my mom. They both drive a

[50:39] Honda Pilot, which is about five, roughly 5 feet, six feet. And then I

[50:45] used to drive a smaller car which was a Ford Fusion and it's still roughly about

[50:49] 6 to 5 ft. So there's not a lot of leeway on this road.

[50:54] It's it's 15. It's not even six. It's not even a whole tape measure. Like it's

[50:59] not even 16th. Um so if there is two on this road, two cars on this road that's

[52:04] and I own property at 9377 and 9379 Owens Chapel Road which joins

[52:11] the parcel but not the tracks up for discussion. [clears throat] The prior

[52:15] owner of this parcel utilized it as a working farm for years. Cattle, hay,

[52:20] tobacco, and row crops. And since his death in 2022, it's been utilized for

[52:24] hay. My main concern is flooding. We have row crops in the north portion of

[52:30] our property along Owens Chapel Road. The northwest corner is a flood is in

[52:34] the is in the flood plane. It sometimes floods damaging or destroying our crops.

[52:41] The reason for the flooding is often times not from Beaver Dam Creek which

[52:45] runs parallel to Owens Chapel Road but from water runoff all along the stretch

[52:50] of Owens Chapel Road past Nikki Drive. The slopes south of Owens Chapel Road

[52:56] are 30 feet plus above the property along the road frontage. Part of our

[53:02] field, part of our neighboring field and part of the property referred to as the

[53:08] north tract are in the flood plane. FEMA flood maps done in 2008 draw lines on a

[53:14] map as a reference point. They do not stop the water.

[53:18] These properties are already being flooded like the recent storms July the

[53:23] 21st and this month on August the 8th which dumped almost 3 in of water on at

[53:30] our house in less than an hour. Adding imperous surfaces will increase water

[53:36] runoff and add more concentrated water volume at a faster flow rate with no

[53:41] place to go. It will rise. It will overflow the road. It will back up the

[53:46] ditches even as far back as to our property. Robertson County Sheriff's

[53:51] Department at times has blocked motorists from traveling through this

[53:54] area because of flash flooding. Those days I reroute east to Roy Cole Road

[54:01] over to Highway 25 just to go to work in Springfield.

[54:07] Flash flooding happens in a flash. Civilians and first responders in route

[54:13] two and on scene at rescues are then in peril. In speaking with EMS director

[54:18] Brent Dyer, he advised our county is equipped for swiftwater rescue

[54:23] responses. They are trained and have personnel. However, they are limited to

[54:28] a response of minimal numbers at a time, possibly only one at a time.

[54:34] It [clears throat] would be nice to make them better equipped for when there are

[54:38] more there there are more than one event occurs at a time.

[54:43] My second issue is with the failing water manes water mane lines out there

[54:48] on Green Road. White House utility district advised that there were 44

[54:53] repair calls in the past 20 years on Green Road. 20 of those have been in the

[54:58] last five years. Those lines were put in in 1979 and prior to

[55:05] they are aware that these lines are failing. We have low water pressure all

[56:13] I'm looking to uh purchase this farm here. And to my knowledge, we've met

[56:19] everything that the county requires far as a flood zone, uh soils, the water

[56:24] from White House utility district, improved letters from all of them. Uh

[56:28] we've got the traffic survey that's been approved. So there's nothing that needs

[56:32] to be done. My long range plan with this farm is,

[56:38] and bad as I hate to say it, in Roxton County, the land is getting so high now,

[56:43] there's no way that you can buy it and farm it. You got to keep got to sell a

[56:49] little of it to compensate and get some of your money back. And my long range

[56:53] plant, the farm is, and like a lot of people have said, they're going to do 15

[56:57] lots. My builder is an exclusive custom builder. The houses will be 600 to

[57:03] $650,000 homes. There are no shotgun shacks and we're going to keep over 50

[57:09] acres of farm that generally 112 acres I already got. So you're going to have 160

[57:15] something acres that's a farm. It's going to be a farm as long as I live. My

[57:19] family helps me with the cattle going to be passed down to my children and it's

[57:24] going to stay a farm. And I'd like to the woman said earlier, I bought the

[57:28] Harper farm a few years ago, done the same thing, had to sell a few tracks

[57:32] off, kept the rest of it. It's fenced nice, it's clean, we keep it bush hog,

[57:38] and it's a cattle operation. And this farm that joins it, we're going to put

[57:41] it with it and keeping a cattle operation. In my eyes, that's better

[57:46] than somebody coming in and buying it up and doing 5 acre tracks and chopping it

[57:51] up in flag lots and the whole farm would be gone. I mean, I'm a farmer. I was

[57:55] grown a farmer. Yes, I have a construction business, but my heart's

[57:58] still in farming and cattle. >> That's why I'm doing this. I mean,

[58:02] nobody else is taking the chance I'm taking, but I just wanted to join my

[58:06] farm and keep the rest of it that's not homes that will be a farm. And I

[1:04:39] fiscal year ending June 30th, 2027.

[1:07:47] Um what we're bringing to you tonight is uh to accept this

[1:07:59] acres of it that's really good for much. We tried to give this land to TCAT. TCAT

[1:08:05] didn't want it. It was going to cost over $2 million just to develop that.

[1:08:11] So, we've had one person come off for bids on it. Prime Trucking.

[1:08:16] So, we can get a get this back on the tax records. I think it would be good

[1:10:14] there and they're not on that list, they're not going to get in. So, it's

[1:10:17] your job to go see Bonnie head. Okay? you know, that's probably hadn't been

[1:10:21] announced before, but u you know, we're paying a fee for all the names that's

[1:10:28] going in there. So, um you want your family in there, that's what it's all
