[5:37]
Good afternoon everyone. I
[5:39]
apologize for keeping you
[5:40]
waiting. So at five after four,
[5:47]
I call the people Parks and
[5:50]
Public Works Committee to order
[5:52]
and ask the deputy clerk to
[5:53]
call the roll.
[5:55]
>> Council member Monroe here.
[5:58]
Council member Gruber here.
[6:00]
Council member. Patterson. Vice
[6:02]
president. Harris. Excuse.
[6:04]
President Melendez here. Thank
[6:06]
you.
[6:09]
>> So there are no presentation
[6:10]
scheduled for today's committee
[6:12]
meeting, and I will proceed
[6:13]
with the legislative agenda.
[6:16]
Introductory number 333,
[6:18]
authorizing appropriations
[6:20]
related to the 2024 Safe
[6:23]
Streets and Roads for all
[6:25]
planning demonstration project.
[6:30]
Are there any. Yes. Council
[6:31]
member Gruber.
[6:33]
>> Thanks. Last, a question
[6:35]
about the specific legislation
[6:37]
and more about the grant in
[6:38]
general, just for. Just for
[6:43]
kind of total transparency, we.
[6:46]
AM I correct that we had two
[6:47]
safe streets and roads for all
[6:49]
grants approved by the feds?
[6:54]
>> Yes. That's correct.
[6:57]
>> And this $32,000 is a, I
[6:59]
assume, a very, very, very
[7:01]
small portion of one of those
[7:03]
grants. Can you just clarify
[7:04]
what is the total dollar amount
[7:06]
in the two buckets? And where
[7:07]
does this fall in?
[7:10]
>> Sure. So this comes from the
[7:12]
2024 Safe Streets and Roads for
[7:14]
all grant. It's a $23.7 million
[7:17]
federal grant with a local
[7:19]
match of about 5.9 million. The
[7:22]
majority of that goes toward
[7:24]
for corridor improvement
[7:26]
projects, but a small portion
[7:29]
of it, about $1 million, is for
[7:31]
various planning and
[7:32]
demonstration work. And that
[7:34]
$32,000 comes from that.
[7:36]
>> Thanks. And the the, the the
[7:38]
majority of the money goes for
[7:40]
corridors, which I, the DS has
[7:43]
presented on. And we've gotten
[7:44]
plenty of information on in the
[7:45]
past. That work is in the
[7:47]
design phase right now.
[7:49]
>> For the majority of it,
[7:51]
we're in the design procurement
[7:52]
phase. So we're we're in the
[7:54]
process of getting design
[7:56]
consultants under agreement to
[7:57]
begin the design. Yes. One of
[7:58]
the projects is already under
[8:01]
design with local funds, and
[8:02]
the funding would go toward
[8:04]
construction. So that would be
[8:06]
bid later this year.
[8:08]
>> Great. Thank you.
[8:12]
>> Any other questions? Yes,
[8:14]
Mr. President.
[8:15]
>> Yes. Thank you. Chair. So
[8:17]
the one that's under
[8:19]
construction or going to be
[8:20]
under construction or bid on is
[8:22]
that North Clinton Avenue just
[8:23]
for clarity, correct. All right.
[8:25]
Thank you.
[8:28]
>> Any other questions or
[8:29]
concerns?
[8:31]
>> So moved. Second.
[8:36]
>> All those in favor say I. I
[8:38]
the motion carries.
[8:44]
Introductory number 334.
[8:47]
Authorizing an agreement and
[8:49]
appropriating funds for the
[8:50]
removal of an area way as part
[8:52]
of the Stone Street
[8:54]
Reconstruction Project. Any
[8:56]
questions? Yes. Council member
[8:59]
Gruber.
[8:59]
>> Thanks. So, Stonestreet, my understanding is there has
[9:04]
been some back and forth during
[9:07]
the design phase about moving
[9:08]
to one way, keeping the street
[9:10]
two ways. Just want to
[9:12]
understand where we landed.
[9:16]
>> Yep. That's correct. The
[9:18]
street before construction was
[9:22]
two way. It was one way back,
[9:27]
maybe about eight years ago,
[9:31]
but it got converted to two way
[9:32]
at the time. And we are going
[9:35]
back. What we landed on was one
[9:37]
way northbound. I'm sorry, two way from Broad Street to
[9:44]
the South Avenue garage
[9:45]
entrance, which is also the
[9:47]
entrance to the Metropolitan
[9:48]
Building. Two driveways there.
[9:51]
So coming out of those
[9:52]
driveways, you can go either
[9:53]
north or south and then to the
[9:55]
north of that there are no
[9:57]
driveways, so it's northbound
[9:59]
only. So about the upper two
[10:01]
upper one third would be one
[10:02]
way northbound, and the lower
[10:04]
two thirds of the street would
[10:06]
be two way.
[10:07]
>> Thanks. And that's the final determination.
[10:10]
That's what's been communicated.
[10:11]
That's moving forward.
[10:13]
>> That's correct.
[10:14]
>> Okay. Thank you. Yep.
[10:17]
>> Any other questions? Seeing
[10:19]
none. Can I have a motion?
[10:21]
>> So moved.
[10:23]
>> Second.
[10:25]
>> Now we can go to the vote.
[10:27]
All in favor, say aye.
[10:28]
>> Aye.
[10:29]
>> Those against, say nay.
[10:32]
Motion passes. Introductory
[10:37]
number 335. Appropriating New
[10:39]
York State Department of
[10:40]
Transportation funds and
[10:42]
amending the 2020 627 budget.
[10:44]
Any questions?
[10:46]
>> Move it!
[10:48]
>> Sorry. Sorry, Mike.
[10:49]
>> Council member. Gruber.
[10:51]
>> Apologies. Is this just
[10:52]
formula based? Like how.
[10:53]
Where's the 410 come from? And
[10:57]
is the formula based on the
[10:59]
number of potholes? Because
[11:00]
that would be that'd be.
[11:02]
>> Now the state budget was
[11:04]
passed so late that the numbers
[11:06]
that we had in the proposed and
[11:08]
approved budget was less than
[11:11]
what the state actually
[11:12]
afforded us.
[11:14]
>> The state gave us more.
[11:16]
>> Than what we had in the
[11:18]
proposed budget. If you
[11:19]
remember, the state had not
[11:20]
passed their budget.
[11:22]
>> But in terms of the. So the
[11:24]
410 is to help with paving and
[11:26]
fixing potholes, etc. is it. Is
[11:29]
it just. Does each municipality
[11:31]
get a. Is it a formula based.
[11:33]
Or are we. Are we applying for
[11:35]
it? How is the dollar amount
[11:37]
determined?
[11:37]
>> It's formula based. So it's
[11:39]
a total amount of over $8
[11:42]
million for all these grants.
[11:44]
The Chips program, the pave,
[11:46]
our potholes, the paved New
[11:48]
York right. And so the the
[11:51]
amount that we appropriated in
[11:52]
the budget, this is just the
[11:55]
excess that we did not budget
[11:56]
for. Got it.
[11:57]
>> Got it. Okay. Thank you.
[11:59]
>> Just a point of
[12:01]
clarification. Those funds are
[12:02]
not pothole money. It is for
[12:05]
road reconstruction. It's
[12:07]
always a disclaimer that you
[12:09]
can use for potholes that
[12:11]
cannot be. It can be used for
[12:13]
street reconstruction, chip
[12:15]
seal and so forth, but not for
[12:17]
potholes.
[12:17]
>> Okay. Thanks.
[12:22]
>> Any other questions? And we
[12:26]
can let the record show that
[12:28]
we've been joined by both
[12:29]
Council Member Martin and
[12:30]
Lubian. So I had a first. Can I
[12:35]
have a second?
[12:36]
>> Second?
[12:37]
>> All those in favor, say I.
[12:38]
>> I.
[12:40]
those against say nay.
[12:44]
Item passes. Introductory
[12:48]
number 336. Amending ordinance
[12:54]
number 2026-126. Amending
[12:58]
resolution number 2020 623 and
[13:01]
authorizing an agreement for
[13:02]
the Mount Hope Cemetery
[13:04]
Historic Fence project.
[13:07]
Questions.
[13:09]
>> Move it.
[13:10]
>> Second.
[13:12]
>> All those in favor, say aye.
[13:13]
Those in favor, say nay.
[13:17]
The motion carries.
[13:20]
Introductory number 337.
[13:23]
Authorizing and a mandatory
[13:24]
agreement related to the Martin
[13:26]
Luther King Jr Memorial Park
[13:28]
playground renovation questions.
[13:32]
>> Move it.
[13:34]
>> Council president.
[13:36]
>> Yes. So in the transmittal,
[13:38]
it references that there was a
[13:42]
delay that was caused by the
[13:44]
construction firm that is
[13:46]
causing this $15,000 increase
[13:48]
is. That's the way I read it
[13:50]
anyway. And that the
[13:53]
administration intends to get
[13:54]
that money back or recoup the
[13:56]
cost from the construction
[13:57]
contractor. Could we talk
[13:58]
through that a little bit? Why
[14:00]
we would front money that we
[14:03]
would want to recover?
[14:14]
>> So there's been some delays
[14:16]
with the contractor on on this
[14:19]
work. And we would. So we have
[14:24]
a poor service that's
[14:25]
technically overseeing the work.
[14:27]
So with the delays of the
[14:29]
contractor that we require that
[14:31]
our service to stay a little
[14:33]
longer than because of the
[14:34]
delays of the work, we will be
[14:36]
building the contractor who's
[14:37]
supposed who's supposed to be
[14:39]
doing the work for damages.
[14:43]
Associated with the delays of
[14:44]
the work. So that's how we
[14:45]
recoup that.
[14:46]
>> Got it. So it's not. So it's
[14:48]
really the project management
[14:50]
team that.
[14:50]
>> Is.
[14:51]
>> Providing the cost. Okay.
[14:52]
Got it. Thank you.
[14:55]
>> Council Member Gruber.
[14:56]
>> And so what is the timeline
[14:59]
and and like Will will MLK
[15:03]
playground be usable before.
[15:07]
Snowfall?
[15:09]
>> That's the hope
[15:10]
commissioners on it working
[15:11]
with the contractors on a daily
[15:13]
basis. We begin updates every
[15:14]
day on the work. Fencing was
[15:16]
put up recently this past week.
[15:20]
They're very close to finishing
[15:22]
the substantive work. Then we
[15:24]
have to identify the punch list
[15:27]
items. My hope is I don't want
[15:29]
to give an exact timeline
[15:30]
because it's been give and take
[15:32]
between us and the contractor,
[15:33]
but my hope is to have it done
[15:35]
in the near term. But we're
[15:37]
working with them.
[15:38]
>> Thanks.
[15:40]
>> Any additional questions?
[15:43]
Seeing none. May I have a
[15:44]
motion?
[15:44]
>> Move it.
[15:46]
>> Second.
[15:47]
>> All those in favor, say aye.
[15:49]
aye. Those in favor, say
[15:51]
nay. The motion carries.
[15:58]
Introductory number 338. A bond
[16:00]
ordinance of the City of
[16:01]
Rochester, New York,
[16:02]
authorizing the issuance of
[16:05]
$850,000 bonds of said city to
[16:07]
finance a portion of the cost
[16:08]
of the Rundel Memorial Library
[16:10]
elevator modernization project.
[16:13]
Any questions?
[16:17]
>> Move it.
[16:18]
>> Second.
[16:20]
>> All those in favor, say aye.
[16:22]
>> Aye.
[16:22]
>> Those against say nay.
[16:25]
Motion carries. Introductory

[16:48]
Motion carries. Introductory
[16:52]
number 340. Authorizing a grant
[16:54]
agreement related to the Youth
[16:56]
Climate Action Fund program. I
[16:59]
have one question. I requested
[17:01]
a list of the organizations
[17:03]
that were reached out to
[17:04]
specifically about the grant.
[17:06]
And I noticed that Green Topia
[17:07]
and Slash Green Vision is not
[17:10]
on the list.
[17:15]
>> I'll have to consult with
[17:18]
Shalini to find out why that
[17:19]
was left off of the list.
[17:22]
>> Okay. And then if, if you
[17:23]
could just shoot them a email
[17:26]
to give them a heads up in case
[17:28]
they hadn't heard.
[17:29]
>> Correct? Yes.
[17:30]
>> Thank you very much. Any
[17:33]
other questions?
[17:36]
>> Move it.
[17:38]
>> Second.
[17:39]
>> All those in favor, say aye.
[17:41]
All those in favor, say nay.
[17:45]
The motion carries.

[18:06]
I have a motion.
[18:07]
>> Move it.
[18:09]
>> Second.
[18:10]
>> All those in favor, say aye.

[18:25]
authorizing the issuance of $14
[18:27]

[18:45]
Those against say nay.
[18:49]
Motion carries. Introductory

the 2020 627 budget relating to
[18:58]
the reimbursement of costs to
[19:00]
repair property damage to the
[19:02]
public market. Any questions?
[19:06]
Council member Martin.
[19:08]
>> Just please resend the draft
[19:11]
plan, the drawings, but very
[19:14]
excited to support this.
[19:18]
>> Any other questions? Seeing
[19:21]
none, can I have a motion?
[19:22]
>> Move it.
[19:24]

Introductory number 345.
[19:59]
Authorizing an agreement
[20:00]

[20:02]
Crime Act Victim and Witness
[20:04]
Assistance Grant program
[20:07]
questions. Yes. Mr. president.
[20:11]
>> Yes. Thank you. And I
[20:13]
appreciate the questions that
[20:14]
were asked by the chair in in
[20:16]
the pre meeting. But could we
[20:18]
get an overview specifically of
[20:23]
crisis intervention services
[20:25]
outcomes that have been
[20:27]
produced? We often hear about
[20:28]
Pic and we hear a lot about the
[20:31]
action team now, but I know
[20:33]
there's a lot more that's
[20:34]
happening in crisis
[20:35]
intervention. And I think it
[20:36]
would be beneficial to the
[20:37]
council to get a full scope of
[20:39]
what other outcomes and other
[20:40]
services we have in that unit.
[20:43]
>> We can provide that to you.
[20:45]
>> Thank you.
[20:47]
>> Additional questions. Seeing
[20:50]
none, can I have a motion?
[20:52]
>> Move it. Second.
[20:54]
>> All those in favor say aye.
[20:56]
Opposed? Say nay. The
[20:59]
motion carries. Introductory
[21:04]
number 346. Authorizing grant
[21:07]
agreement and appropriation for
[21:09]
public market improvements.
[21:11]
Questions. Can I have a motion?
[21:15]
>> Move it.
[21:16]
>> Second.
[21:18]
>> All those in favor say aye.
[21:20]
All opposed? Say nay. The
[21:24]
motion carries. Introductory
[21:27]
number 347. Authorizing
[21:29]
agreements and appropriation
[21:31]
for the 2025 Bureau of Justice
[21:34]
Assistance. FY 25 Justice
[21:37]
Assistance Grant program.
[21:39]
Questions.
[21:42]
>> Move it.
[21:44]
>> Can I have a second?
[21:46]
>> Second.
[21:47]
>> All those in favor, say aye.
[21:48]
Those opposed, say nay.
[21:52]
The motion carries.
[21:56]
Introductory number 348
[21:59]
authorizing an agreement with
[22:00]
Jason Corben. Any questions?
[22:05]
>> Is this 348 or 347?
[22:10]
>> Yeah.
[22:11]
>> 348 sorry. Okay. Thank you.
[22:19]
I'll move it.
[22:20]
>> Second.
[22:21]
>> All those in favor, say aye.
[22:23]
>> Aye.
[22:24]
>> Those against say nay. The
[22:27]
motion carries. With no further
[22:30]
business, the people, Parks and
[22:32]
Public Works Committee stands
[22:34]
adjourned.
[22:56]
» Get them in while you can. I
[23:03]
will leave you alone. I'm just
[23:04]
like. Turn my mic off.
[30:17]
» At this time, I'd like to
[30:18]
call the public Safety
[30:19]
Committee to order and ask the
[30:21]
deputy clerk to call the roll.
[30:22]
>> Vice President Harris
[30:24]
excused. Council member Gruber,
[30:27]
Council member Leslie Smith
[30:28]
here. Council member Lupien
[30:30]
here. Council member.
[30:33]
>> Martin here.
[30:34]
>> Council member. Monroe.
[30:36]
Council member. Paterson.
[30:38]
Council. Member. Smith.
[30:40]
President. Melendez here. Thank
[30:42]
you.
[30:50]
>> All right. So I'll just
[30:54]
point council members to the
[30:55]
monthly public safety updates.
[30:58]
Thanks to the administration
[30:59]
for providing those. I'm going
[31:02]
to move us into the public
[31:05]
Safety committee business. And
[31:08]
we'll start with introductory
[31:09]
number 349 budget amendment for
[31:12]
the 2020 627 budget of the
[31:15]
Police Department and
[31:16]
distributed. This is amending
[31:19]
the 2020 627 budget to carry
[31:22]
over unspent grant funds for
[31:24]
the Police Department. Any
[31:25]
questions, comments or concerns?
[31:29]
Council Member Martin.
[31:32]
>> Is there a specific reason
[31:33]
why they weren't used in the
[31:36]
initial period? I guess there
[31:38]
was supposed to be spent.
[31:44]
>> I don't know of anything
[31:46]
specifically, but I can ask and
[31:49]
get it back to you in writing.
[31:52]
>> Entertain a motion. It's
[31:53]
been moved and seconded. All in
[31:55]
favor, please say aye. Aye. Any
[31:58]
opposed? Motion carries.
[32:03]
Introductory number 350.
[32:04]
Authorizing an inadmissible
[32:06]
agreement with the County of
[32:07]
Monroe for explosive storage.
[32:09]
Questions. Comments. Concerns.
[32:12]
Entertain a motion. Been moved
[32:15]
and seconded. All in favor,
[32:17]
please say aye. Aye aye. Any
[32:19]
opposed? Motion carries.
[32:24]
Introductory number 351
[32:27]
resolution reappointing.
[32:28]
Members of the Police
[32:29]
Accountability Board. Questions.
[32:31]
Comments. Concerns. I go to
[32:33]
Council Member Martin.
[32:36]
>> Do I ask about the report in
[32:38]
this section or narrowly about the item in front.
[32:42]
>> Of us. Oh sure. So you
[32:43]
you're interested in the report.
[32:45]
Okay. Got you.
[32:45]
>> Well no questions.
[32:46]
>> On this. Any additional
[32:48]
questions on 351 seeing none,
[32:50]
I'll entertain a motion. It's
[32:52]
been moved and seconded. All in
[32:53]
favor, please say aye. Aye. Any
[32:56]
opposed? Motion carries. And
[32:59]
now we'll bounce back to the
[33:01]
public safety updates. Council
[33:02]
member Martin.
[33:06]
>> Good afternoon. Director. So
[33:11]
thank you for being here. And
[33:13]
thank you for pretty thorough
[33:16]
report. I just have two
[33:18]
questions. The first one is
[33:21]
about the complaint intake. You
[33:24]
mentioned there were ten in
[33:25]
August and six of them came
[33:28]
through the channels. What
[33:32]
channels were the other four
[33:33]
received through?
[33:36]
>> Good evening. Thank you for
[33:37]
that question. So we get
[33:41]
complaints online so people can
[33:43]
submit that. So we regularly
[33:45]
are looking at the online
[33:47]
portal portal to make sure that
[33:49]
it's accessible, right. That
[33:51]
it's easy. And then also
[33:54]
individuals call in on the
[33:57]
hotline.
[33:59]
>> Gotcha. Okay. Thank you. And
[34:01]
second question. So data access
[34:03]
has been one of the biggest
[34:05]
struggles in every iteration of
[34:07]
the PEB. It appears it is still
[34:10]
a struggle. And I do appreciate
[34:11]
that there is a collaborative
[34:13]
working relationship between
[34:14]
all the entities at the table.
[34:18]
But in the based on the report,
[34:19]
I'm not sure like what the
[34:22]
specifics are. So can you say
[34:25]
more or provide a little more
[34:27]
detail around specific data you
[34:28]
may be looking for and barriers
[34:30]
you may be experiencing?
[34:32]
>> Absolutely. Just a few weeks
[34:33]
ago, and actually, President
[34:35]
Melendez was in the meeting, I
[34:37]
know that Patrick Booth is here.
[34:39]
He was in the meeting. The
[34:40]
chief was in the meeting as
[34:42]
well as two staff members. And
[34:44]
it really comes down to Council
[34:46]
member Martin. We want to look
[34:48]
at trends and patterns. Right.
[34:50]
And so we needed to come to
[34:54]
agreement relative to what that
[34:56]
meant. And so where we landed,
[34:59]
after a 30 minute conversation,
[35:01]
we are going down to the public
[35:03]
safety building. We're going to
[35:04]
meet with the chief Captain
[35:06]
Swetman, and I believe some of
[35:07]
his other staff. And we want to
[35:11]
map out what those parameters
[35:13]
are. And we've been working
[35:15]
back at the Police
[35:16]
Accountability Board to really
[35:18]
make it clear, to articulate
[35:20]
what it is that we are seeking
[35:22]
so that we can grant that
[35:24]
access. We felt that the
[35:25]
meeting was very productive and
[35:27]
that we just needed, again, to
[35:30]
make clear what exactly it is
[35:32]
that we were looking for.
[35:34]
Patrick was agreeable to that.
[35:36]
So I feel very hopeful and very
[35:39]
positive for positive movement.
[35:41]
>> Amazing. Thank you so much.
[35:42]
And Patrick, as these issues go
[35:45]
on, if there are any reasons
[35:46]
why you decide to bar access
[35:49]
based on a request, can you
[35:50]
just please provide it to all
[35:52]
of council in writing? Thank
[35:53]
you and thank you so much for
[35:55]
all your work.
[35:56]
>> Thank you.
[35:59]
>> Any additional questions
[36:01]
related to any of the reports
[36:02]
before we conclude? All right.
[36:06]
With no further business, the
[36:07]
Public Safety Committee stands
[36:09]
adjourned, and we have the
[36:11]
Committee of the whole at 445.
[37:42]
» They can find.
[37:48]
>> Yeah. No no no no.
[45:13]
» At this time I'd like to
[45:15]
call the Committee of the whole
[45:16]
to order and ask the deputy
[45:18]
clerk to call the Roll.
[45:19]
>> Council member, Gruber,
[45:21]
Council member Leslie Smith
[45:23]
here. Council member Lupien
[45:25]
here. Council member.
[45:27]
>> Martin here.
[45:28]
>> Council member.
[45:29]
>> Monroe here.
[45:30]
>> Council member. Paterson
[45:32]
here. Council member. Smith.
[45:35]
Vice president. Harris. Excused.
[45:37]
President Melendez here. Thank
[45:39]
you.
[45:41]
>> All right. So before the
[45:43]
council and the committee of
[45:45]
the whole are a couple items.
[45:47]
We have introductory number 352
[45:50]
adoption of a new zoning code
[45:51]
and zoning map. We will be
[45:54]
holding this item, but I will
[45:57]
explain what we're doing here
[45:58]
in a moment. And then we also
[46:00]
have introductory number 353,
[46:04]
establishing a temporary
[46:06]
moratorium on applications to
[46:07]
amend the zoning code and
[46:08]
zoning map. So what we'll be
[46:12]
doing on introductory number
[46:13]
352, we will be having a
[46:18]
extensive public engagement
[46:19]
process regarding the proposed
[46:21]
zoning code and zoning map.
[46:24]
Instead, this item will be
[46:26]
referred to the budget, Finance
[46:27]
and Governance Committee. As
[46:28]
chair, Gruber will lead public
[46:30]
hearings on the proposed zoning
[46:32]
code and map with the
[46:34]
administration, and that will
[46:35]
be held next month in council
[46:37]
chambers. The dates for that,
[46:39]
we're looking at October 21st
[46:41]
and 22nd here at City Hall,
[46:44]
beginning at 5 p.m. and then
[46:47]
the item will also be referred
[46:49]
to the Neighborhood Jobs and
[46:50]
Housing Committee as Chair
[46:51]
Patterson, in conjunction with
[46:52]
each district Council member,
[46:55]
will conduct community forums,
[46:57]
host community forums in each
[46:58]
quad of the city on the
[47:01]
proposed code and map. There
[47:04]
will be at least four meetings
[47:07]
in these in each quad of the
[47:08]
city, and those would start at
[47:10]
the end of this month and into
[47:12]
October. The dates for those
[47:14]
will be confirmed and publicly
[47:16]
released as early as tomorrow,
[47:18]
and we plan to have a. In
[47:21]
addition to the four meetings
[47:22]
we're talking about with
[47:23]
district Council members
[47:25]
leading them, we're expecting
[47:26]
that council members on their
[47:28]
own will also be joining
[47:29]
community meetings or hosting
[47:31]
additional forums outside of
[47:32]
that process. It is our
[47:37]
expectation in terms of
[47:38]
timeline, that we also will
[47:40]
have a work session with one of
[47:42]
the consultants that worked on
[47:43]
this project before coming.
[47:45]
We're looking at October 8th,
[47:47]
but we will confirm that
[47:48]
publicly as well. And then it
[47:51]
is not anticipated that we will
[47:53]
have a public hearing on the
[47:55]
matter until November. So the
[47:57]
public hearing for the zoning
[47:59]
outside of the district forms
[48:00]
that we talked about, the
[48:01]
public hearing will be held on
[48:03]
Thursday, November 12th at 6
[48:05]
p.m. The council will not vote
[48:07]
on the zoning code until at
[48:09]
least November, but possibly
[48:11]
December, pending the public
[48:13]
input and decisions that
[48:14]
council has to make. I will
[48:17]
open it up just to see if
[48:18]
there's any quick questions
[48:19]
about process, and then we will
[48:21]
adjourn. Any questions?
[48:22]
>> Yeah, I think it was my
[48:25]
understanding when we had
[48:26]
initially discussed a plan that
[48:28]
a someone who hadn't worked on
[48:29]
the zoning code, an independent
[48:32]
person would be available to us
[48:34]
to discuss the code. So I'm I
[48:37]
didn't hear that in the list of
[48:39]
things you you mentioned. So I
[48:40]
just wanted to follow up on
[48:42]
that piece.
[48:42]
>> Sure. So the, the consultant
[48:47]
that we're talking about worked
[48:49]
on this, the very front end of
[48:51]
Zap in the previous
[48:53]
administration. I don't think,
[48:55]
to my understanding, has been
[48:57]
involved. And we can get
[48:58]
confirmation from the
[49:00]
administration since the
[49:02]
beginning, but they would be an
[49:04]
outside consultant that would I
[49:05]
don't think they've worked on
[49:06]
our zoning code. And we can ask
[49:09]
maybe the council staff also to
[49:11]
confirm this in any substantive
[49:13]
matter. And in a couple of
[49:15]
years.
[49:16]
>> I'll I'll stay back. But, I, yeah, I, I think a, a, a
[49:19]
larger conversation should be
[49:21]
had. This is my first time
[49:22]
hearing that cameras would be
[49:24]
the, the group. And initially
[49:25]
we had, you know, discussions
[49:26]
that had input. So this I guess
[49:30]
deviates from, from my
[49:32]
expectation and some
[49:33]
expectations we had around who
[49:35]
would be doing this and what
[49:36]
decision making around it would
[49:37]
look like. But I'm happy to
[49:39]
hang back and discuss further.
[49:41]
>> Thank you. Thank you. Any
[49:42]
additional questions on the
[49:43]
process? Council Member Gruber.
[49:48]
>> Yeah, not a question, just a
[49:50]
comment. I think it would be
[49:51]
good. I think typically during
[49:53]
budget season, council staff
[49:56]
puts out a a graphic that is
[49:58]
shareable so that people know
[50:00]
where and when to engage. When
[50:02]
do we plan to have the four
[50:05]
district based sessions
[50:07]
scheduled?
[50:08]
>> So at this point, I believe
[50:10]
staff are working on locations
[50:11]
and have been working with
[50:12]
district council members to
[50:14]
solidify that. I know that we
[50:15]
have two confirmed dates and
[50:17]
locations, and we're working on
[50:18]
the other two. So it is our
[50:19]
hope that by tomorrow we'll
[50:21]
have that ready and then we'll
[50:22]
be able to put out a graphic to
[50:25]
the public through our social
[50:27]
media and other channels,
[50:30]
hopefully by early next week.
[50:32]
>> Great. I know there's
[50:33]
continues to be. There's going
[50:35]
to always be some communication
[50:37]
from community members that
[50:38]
there's not enough public
[50:39]
engagement, there's not enough
[50:40]
public hearings, as you just
[50:42]
laid out. There's going to be
[50:43]
at least five more. Six more,
[50:46]
maybe not just for us, but for
[50:49]
community members to come
[50:50]
participate. So I think we just
[50:51]
need to continue to, to beat
[50:52]
that drum over and over again
[50:54]
and encourage people to come
[50:55]
out to those sessions.
[50:56]
>> Yes. And I would also
[50:58]
encourage anyone in the next
[50:59]
couple of months to also join
[51:00]
us for speak to council and
[51:02]
sign up to speak on zoning.
[51:03]
It'll be on the A list because
[51:05]
it is an item that's before us.
[51:07]
So anyone who would like to
[51:08]
speak on zoning and speak to
[51:10]
council will be prioritized.
[51:13]
Any additional questions? Okay,
[51:17]
so one final note for the
[51:19]
council. We will also have a
[51:20]
staff report that will be
[51:22]
produced. And the hope is to
[51:23]
have that to council by Friday,
[51:25]
October 9th. As a companion
[51:27]
piece before we get into public
[51:30]
hearings with the
[51:31]
administration and with no
[51:33]
further business, the Committee
[51:35]
of the whole stands adjourned.
