This sheet must be filled out in order
to select to be selected to speak during
[1:26]
the public comments portion of the
meeting. Public comments is not offered
[1:30]

participation. Participants are limited

to three minutes. Questions shall be
asked all at once and then the board
[1:39]
will respond. The three minutes does not
include council's response time. If any
[1:46]
time during the agenda portion of the
meeting you speak out, you will forfeit

your turn to speak during the public
comments portion of the meeting.

Speakers must address council chair and
council directly. Ethics and conflict of
[1:59]
interest.
The curinary interest. Council members
[2:02]
must recuse themselves for matters that
they or their family have financial
[2:06]
interest. Conflict of interest. Council
members must recuse themselves for
[2:11]
matters where they are where they or
their family have a conflict of
[2:16]
interest. Enforcement violations of the
code may result in censor suspension or
[2:22]
removal from the premises. The presiding
officer or council president promps can
[2:27]
issue warnings or impose sanctions for
conduct.

The concern over privacy was handled
publicly rather than raising concern

directly to me. While framed as an
effort to protect privacy, it focused on

personal opinion. The video shows me
reading and reviewing records as well as
[50:07]
individuals remaining in the public
building for an extended period engaging
[50:10]
in social conversations including the
utility clerk. While I, an elected
[50:15]
council member, was attempting to read,
I asked Suzanne Hayes, Kate Borisel to
[50:20]
take their conversation outside or at
least keep it down. Both requests were
[50:23]
denied. The recording also captured
discussion regarding another resident's
[50:28]
medical condition. That resident was not
present and to my knowledge had no idea
[50:32]
his medical information was being
discussed by the utility clerk. And
[50:36]
Donna, this is not a behavior I support
as a council person nor as a resident.

Donna made serious allegations about my
character without fact and does not and
[50:45]
does nothing to improve the working
relationship necessary to serve our
[50:48]
residents.

goal tonight is to express my dedication
and aspirations to become an active

member of the Rockway Council with the
primary purpose of ensuring every voice

challenges and in my opinion one of the
most pressing issues is a lack of

understanding about what residents truly
want. It's essential to foster open

dialogue and nurture input from the
community as the council exists solely

because of residents. Serving on the
council is a responsibility that

requires prioritizing the village
residents best interest even when

decisions may not align with my personal
beliefs. I will advocate for what

fosters growth and development for Rock
Creek. In addition to the need for

better communication, I believe we must
address issues such as infrastructure

improvement, economic development, and
community engagement. As a young woman

entering the political arena, I want to
highlight the significance of our role
[56:36]
in leadership. Young women in politics
are often at the forefront of change,

bringing fresh ideas and innovative
solutions to long-standing issues. Our
[56:44]
perspectives are not only different but
necessary for a balanced approach to
[56:49]
governance. Firstly, being young allows
me to view challenges through a
[56:52]
different lens. I have the energy,
creativity, and resolutess to explore
[56:57]
new solutions that may not have been
considered. Secondly, young women in
[57:01]
politics serve as role models, inspiring
the next generation to engage in civic
[57:06]
life. My application represents the
voices of young families and individuals
[57:11]
who are also passionate about our
community's future. Lastly, I believe in
[57:15]
engaging with younger constituents,
fosters a culture of inclusivity. By
[57:20]
encouraging diverse perspectives, we can
cultivate an environment where everyone
[57:24]
feels valued and heard. Over the past
three months, things have been
[57:27]
particularly difficult for my family as
we face the loss of two loved ones.

many years to come. We love Rock Creek
so much that I actually convinced my

parents to go here, too. They're now our
neighbors. Um, I currently work for the
[58:30]
village of Roaming Shores in the water
and sewer utility billing department. I

had a wonderful mentor, Mark Reed. I'm
sure a lot of you know Mark. Uh, through
[58:37]
that experience, I gained valuable
knowledge about village operations and
[58:41]
the importance of serving our residents.
And I believe I can bring that
[58:44]
experience and perspective to Rock Creek
as well. I'm running for village council
[58:48]
because I want to become more involved
in our community to give back to the

place that we get to call home and help
Rock Creek continue to grow while

preserving the small town community that

lived on Jefferson Street since 1993. My
husband and I have raised our four
[59:34]
children here and have appreciated the
public events and the services offered
[59:38]
by the village. I'm here tonight to ask
to be considered to build a vacancy
[59:42]
currently on council. I am running
because I care deeply about our
[59:46]
community. I promise to work hard to be
a strong voice willing to listen to
[59:51]
ideas, concerns and fees. We have an
idea to make things better and one make
[59:56]
it happen. If I am elected, I plan to
focus on three things. First, to address
[1:00:02]
our current concerns, working together
to bring a revolution and following
[1:00:06]
through to make it a reality. Second,
improve communication. What has been
[1:00:11]
discussed in many meetings, there have
been little to no action taken to
[1:00:14]
improve the situation. I seek to change
that. Third, I hope to make each
[1:00:19]
resident feel welcome to the meeting to
be more visible to the community and for
[1:00:24]
everyone to feel supported and valued. I
was fortunate to sit on council for
[1:00:28]
several months last year and I learned a
great deal about how the bill runs.
[1:00:33]
Since then, I have continued to attend
workshops and meetings, keeping a breast
[1:00:37]
for the issues that village faces. Since
last year, I began a welcome program
[1:00:41]
designed to highlight our local
businesses and new friends by handing
[1:00:46]
out a gift basket. Each basket is a
handwritten note, a few household items,
[1:00:51]
plus an information packet that helps
business cards, menus, gift
[1:00:54]
certificates, brochures, or pens
contributed by our local businesses and
[1:00:58]
organizations. This has given me the
unique position of showcasing our
[1:01:02]
village and hearing from store of
finding residents. I currently serve on
[1:01:08]
the comm planning commission working as
a team to create an environment that
[1:01:12]
incoming businesses while retaining our
small town.
[1:01:17]
Over the years I've invested through
volunteer work by standing and executing
[1:01:21]
children's activities that work. I have
sat on various committees such as the
[1:01:26]
state of school and those that were
interested in creating a historical
[1:01:31]
museum.
Most recently, I help with the Christmas
[1:01:35]
parade both the cemetery and Brand Park
clean up and the large cabin changing
[1:01:40]
tires around the town. In process now is
a community yard sale that is labor.
[1:01:46]
This includes all residents and our
list. I have a vested interest in the
[1:01:51]
village and do not hesitate to go high
school.
[1:01:55]

been here since 93. We raised our
children here
[1:02:39]
and donated our time and effort to the
community. We've done have the cub
[1:02:46]
scouts up to the full pledge scouts and
we've donated plenty of our time and in
[1:02:55]
for PTO the schools our community
and I've been on council before
[1:03:03]
and was prom and helped out with many
visual things that we needed throughout
[1:03:11]
the village
and I think I would be a good candidate
[1:03:17]
to to help with the experience that I
had.

everybody thought before we jump into

talk about. So some of the notes um
Sammy works at Roman Shores. I think

so would that be a conflict with her

job? Would she have to check that or
would it I just don't have any
[1:04:09]
like would that be an issue? Lauren
lives in
[1:04:12]
roaming tours and works for the village.

» I know that there's quite a few other
ones, few other positions. Dave Larosa
[1:04:21]
is Morgan Township. He works for
Trumbull. Mark Reed is a township
[1:04:26]
trustee for Trumbull. He works in Roing
Shores. So, I would tend to say no.

for that two that stood out to me and
they are both Olivia and Sammy and

that's talking about young families
coming to the community because you know
[1:04:56]
I think we have to I think we should
want to foster some of these younger
[1:05:02]
people coming in and getting on council
um and getting interested in what's
[1:05:08]
going on the village. so they can have
some input on the future that is theirs.
[1:05:13]
I mean, honestly, theirs and their
children's.
[1:05:18]
So, those are two things that really
stood out to me.
[1:05:22]
[clears throat] So, I'm a little biased
because Donna was on council when I was
[1:05:26]
appointed and um
she does a lot for the community. So,
[1:05:32]
that stands out for me.
>> I agree. I think Donna does so much for
[1:05:37]
the community. She's continued to come
to every even though she was not
[1:05:41]
elected. Um she continues to come to
every council meeting, every workshop.
[1:05:47]
Um she just what anybody needs, she
always is the first one to say, "I'll
[1:05:53]
help."
>> Yeah. That

and I worked with her on council before.
>> I understand. I understand that for
[1:06:01]
sure. Um, but watching that last meeting
and and all the things, I just feel like
[1:06:07]
there would be a lot of animosity them
adding to our table.

» Well, all I can say to that, if that
would have happened to me, my husband's
[1:06:15]
also having some medical issues, and if
that would have happened to me, I would
[1:06:19]
have been furious.

We were all there talking.

Well, she didn't say anything to Dave at

someone totally new. um giving residents

welcoming them to come up with other

Samantha has served on council and as

prom. So I mean that is also um number
of years of experience that she had.

» So my concern with um Samantha and the
experiences in prior meetings, she has
[1:07:33]
questioned um certain ways that council
works. And in my opinion, I feel like
[1:07:40]
she should know those things because she
served on council. That so that's
[1:07:46]
that's my regular.

>> Well, experience matters and if you have
[1:07:56]
a lot of experience and you do a lot of
things for the village already
[1:08:01]

as Donna does and Samantha has done
[1:08:05]
things in the past, I do not know her
that well.

Uh

even though younger people are uh
welcome to come to the council meetings,
[1:08:18]
um I just met Olivia and um
uh Sammy. I don't think I've met, but
[1:08:26]
I've seen face their Facebook
[clears throat]

book posts and stuff like that. Uh I
like Donna for her experience and what
[1:08:35]
she's done. as to that meeting that we
had where the confrontation existed.
[1:08:43]
That's a sorrowful thing that should
have not happened and people should have
[1:08:48]
used better judgment
and
[1:08:53]
that I would go with someone who's
already been here and has more
[1:08:58]
experience.
I understand with both of those um with
[1:09:03]
both Donna and um Samantha, all due
respect, they did run and both of them
[1:09:10]
had the lowest votes from the community.
So, um I'm just asking for open minds
[1:09:17]
and new faces, new new young people to
come in and and help us serve.
[1:09:26]
said there would be no more bias, no
more animosity.
[1:09:32]
» How can you How can you say there'd be
no more bias and animosity when that
[1:09:38]
kind of stuff happens every day
and people are not really basically very
[1:09:47]
good friends. We have not bonded as a
council since the beginning of the year
[1:09:54]
and it's been taking this long for us to
even I'll say tolerate one another and
[1:10:00]
talk to one another and that's the
group. Well, and I think we've seen some
[1:10:04]
facen
stuff. So, I you know, I'd like to,
[1:10:11]
you know, it's a shame that we haven't
had a whole lot of new young people come
[1:10:16]
in because young people really don't
want to come spend their time in a
[1:10:21]
council meeting.

» Obviously, they're watching.
>> I say, well, we have two that do. And I
[1:10:29]
think that is an advantage that we're
missing out on. You know, we've talked
[1:10:32]
about this communication thing and
getting out to more people and I think

that we're kind of I think I used the
word stale before. You know, we're a
[1:10:41]
little stale in our approach to things
and this might give us some fresh eyes
[1:10:45]
and opportunities from a younger point
of view that we simply don't have.
[1:10:52]
But I think it would be new perspective.

we should try to help our path forward,
which would be pulling in one of the two

council to serve on standing committees.

if the motion is adopted, any changes in
[1:23:54]
the original names,
repeat the names. To expedite matters,
[1:23:58]
the vote need not be taken unless
council asks. For the sake of
[1:24:01]
prominating the spirit of cooperation,
it would be considered prudent if the
[1:24:05]
mayor would from time to time ask
council members for suggestions.

However, the mayor shall not be bound by
rule.

So there the president of council
nominates who's going to be on what
[1:24:18]
committees and then council approves
which is not what we did in January

in the original names have been made.

The president shall repeat the names as
they now stand and ask for approval.

Again,
um council can strike a name. President
[1:27:09]
can put somebody else in until
the decision is finally made. A vote
[1:27:15]
need not be taken unless it is asked for
by council. [laughter] So, the mayor

should fill positions and then council
can vote to accept it or they can strike
[1:27:26]
a person, but they can't nominate
somebody else to take the place. It's up
[1:27:30]
to the mayor then to appoint somebody.

that the village is in danger of losing

the safety committee, why did you

Regarding the video you made and later

posted on Facebook, why do you feel your
private conversation should be protected

unwilling to post the remainder of the

with Mayor Drees? Um, and you also told

campaigning, you said our village
