[2:30] Okay. Now we go into roll call. Mrs. Swonger here. Mrs. Cintic present.
[2:39] Mrs. Ska, >> yes.
[2:41] » Mrs. Nash >> here.
[2:42] » And Mrs. Becker >> here.
[2:45] » Okay. Stand for the pledge of allegiance. [cough]
[2:52] » I pledge algiance to the flag of the United States of America and to the
[2:58] republic for it stands. One nation under God, indivisible, with liberty and
[3:04] justice for all.
[3:12] We need to accept the agenda as presented.
[3:16] » Uh I have a concern on legislation. >> Um I it was posted on Facebook some
[3:23] discussion on this. Um but we don't have a motion to adopt the water increase.
[3:29] And I went back and I looked at old um adoptions that we did and we did do an
[3:35] adoption for any of the other legislation that we did. I reviewed the
[3:39] the um recordings and we did not do an adoption on that water increase.
[3:46] So I think we need to add that to our agenda as an item.
[3:50] » We didn't pass that legislation. >> We read the third. We did not do an
[3:54] adoption. We did not make a motion to adopt.
[3:56] » There was no vote. >> Yes, we did.
[3:57] » We read the third. We didn't make a motion to adopt. We voted on the third
[4:01] reading. We didn't make a motion to adopt.
[4:09] » If you voted, you adopted it. >> Well, my concern is I don't want to take
[4:13] right of referendum away from our residents. And our residents saw it as a
[4:16] third reading, not as a motion to adopt. And they can't do referendum on a third
[4:22] reading. They have to have the motion before they can do that. So, I don't I
[4:26] think we're I don't think we should be taking their rights away. And I don't
[4:30] know that we've gave them that right. >> Mr. President, I don't know that you
[4:35] have taken their rights away. If you pass the legislation and you adopted it,
[4:40] but [clears throat] if you want to specifically use the word adopt and vote
[4:46] on it again, it's not going to hurt anything.
[4:52] So, we want to do the vote. >> You can There's been a motion to add the
[4:59] water rate increase and you're going to need the the ordinance number
[5:05] to add it to the agenda for adoption.
[5:10] » What is a motion to pass and a motion to >> Exactly. But if we've done it before
[5:18] another then it's been in the minutes and in our
[5:22] recording then that then we didn't do it this time is what I think the the
[5:28] question is. It wasn't specifically said and done for
[5:34] this water but it has been in the past. Yeah.
[5:39] » [clears throat] >> in the minutes as well,
[5:46] » Mr. Mayor. >> Well, I feel that it was voted on to you
[5:51] guys, so it was passed. >> Well, that is not the way
[5:58] that >> residents were reading it because
[6:01] they're reading it was a motion to um pass the third reading, but not a motion
[6:05] to adopt. And if somebody wanted to So >> you're saying we didn't say the word of
[6:09] God. >> Mhm. And that makes a difference for the
[6:12] right to referendum. >> That leaves the right of referendum for
[6:17] the residents. And if we did not use the word adopt and
[6:22] the residents don't see that it was adopted, then they have lost their right
[6:26] to referendum.
[6:32] I I I think we can't change from one time to another and the residents have a
[6:37] clear understanding of what their rights are.
[6:43] So I
[6:46] I think adopt and and pass are the same thing. I don't think you vote on a third
[6:52] reading, but again, it it's already been passed. It's not going to hurt anything
[6:58] to do a motion and say adopt. >> The only thing is we've already sent out
[7:03] the letter saying that the increase starts now,
[7:06] » right? I mean, >> so it's already taken effect.
[7:09] » Well, at the on the first >> had I had I seen that letter before it
[7:14] was sent, I probably would have brought this up at that time, but I didn't know
[7:17] it was being sent. So, unfortunately, I didn't know till I
[7:21] got it in the mail. that you didn't think we adopted it. Why
[7:25] didn't you say something then? >> I looked into it later.
[7:30] » After it was brought up and I looked into it then
[7:35] he always
[7:38] » that's the way we always do things. It was done.
[7:46] » I think we should just add it as a motion to adopt. I don't want to take
[7:49] that right.
[7:53] That's important.
[7:59] » But I told you I don't think you have but
[8:03] » right because they voted >> right and I but I don't think it's going
[8:08] to matter if you do a motion to adopt today because it would still take
[8:12] effect. You could still in that motion say that
[8:16] the rates take effect September 1st.
[8:21] » Well, let's do that. need the um ordinance
[8:25] » the ordinance number >> I have it number 26-0501
[8:31] » or zero 501
[8:35] » again 26 >> yes ordinance 26-0501
[8:41] ordinance amending ordinance 23-12 03 relating to commercial and
[8:48] residential water rates for premises located within the village of Rock
[8:52] Creek. And this is for $6, $1, and $5 increases.
[9:00] » I hate the [clears throat] Can we turn the air on for Miss Britter? Cuz she's
[9:05] like super hot, but wants to sit in here for a minute, but it is hot in here.
[9:10] [laughter] >> Everybody's
[9:14] » windows open. Maybe we can get some airflow.
[9:16] » Does it work? >> Get a light switch in the middle by you.
[9:24] There you go. [clears throat]
[9:28] » Okay. So, 265.
[9:42] Why wouldn't the motion to adopt have a 30-day window
[9:50] » for the rights of referendum? I mean, if we adopt it now, I guess I guess my
[9:54] question would be if we adopt it now and say it's effective September 1st,
[10:00] is there still the right to referendum up until
[10:02] » my legal opinion, you've already adopted. Whether you use the word adopt
[10:06] or not, you've already adopted it because the mayor's already signed it
[10:09] and it's already passed. it's already been signed as passed. But if
[10:17] it it makes [clears throat] the council wants
[10:21] a motion to adopt and for whatever reason
[10:27] don't want to do that, that's fine. But it's already been adopted.
[10:37] Says to adopt is to pass. >> [clears throat]
[10:42] » I think we just leave it the way it is and I ask why.
[10:45] » I think we need to give the residents right of referendum. I don't think we
[10:48] should leave it as is. I think we need to make the motion.
[10:50] » I think they're right a referendum started in the past.
[10:55] » Having the third reading didn't have the didn't have the adoption. We have
[10:58] previously had the adoptions. So, the residents now have to know the
[11:02] difference between when it's a third reading and when it's an adoption. And
[11:05] our minutes were different. Our minutes previously said, sorry, our minutes
[11:09] previously said we adopted the ordinance and we had a motion to adopt. In this
[11:13] case, we did not. So that's the confusing part for residents.
[11:17] » Didn't we have a motion to pass? >> We passed the third reading.
[11:20] » Yes, we passed. Well, that's passion. Correct. But that same third reading we
[11:27] passed, >> right?
[11:28] » There's not a fourth reading where you adopt it. No.
[11:33] So
[11:36] » I saw in the minutes before that it was stated that way.
[11:42] [clears throat] >> Okay. So she's telling us that when you
[11:46] vote that it's adopted. >> I don't I don't agree with that. I do
[11:50] not believe that we made the motion to adopt. It is the word I'm having trouble
[11:53] with because I think it is not legally correct in the eyes of the board of
[11:58] elections if you were going to file a right of referendum. And I need to make
[12:02] sure that the residents have their right of referendum
[12:06] as a city council person. I think that's my duty.
[12:09] » As it is passing adoption, it would still take effect September 1st because
[12:14] it was passed earlier and then
[12:20] we can sort it out with the board of elections whether adopt has to be in the
[12:25] motion. All right. Can we adoption for 26-05-01?
[12:39] » Yes.
[12:44] » Okay. [clears throat] Can we accept agenda as presented?
[12:51] » I'll make a motion to accept the agenda as presented. Has [laughter]
[12:58] [clears throat] everybody read all of the minutes that
[13:00] are in this agenda? >> No.
[13:02] » So, wait. Are we adopting the What are we doing? [laughter]
[13:08] » He's going to add it at the end. >> To the legislation.
[13:11] » At the end. >> To the legislation.
[13:14] » It's going to be added to the legislation agenda.
[13:18] » Give Miss Beckwood's motion to adopt. I'm assuming, Miss Beckwood, that your
[13:23] motion to adopt the agenda included the addition of adoption of 26501.
[13:31] » Yes. >> Is there a second? You need a second for
[13:33] that motion, Mr. President. [clears throat]
[13:38] » Mrs. Becker, >> yes.
[13:39] » Mrs. Swer, >> yes.
[13:40] » Mrs. >> Yes.
[13:43] » Mrs. Sk. >> The minutes.
[13:46] » We're not on the minutes. We're on this agenda.
[13:48] » Yes. >> Mrs. Nash. Yes.
[13:53] » Yes. >> I Yes.
[13:58] » Okay. Second from July 28th, 2026 regular council meeting, the August
[14:04] 11th, 2026 special council meeting, and the August 18th, 2026 workshop.
[14:11] » I have not read these. Has anyone else been able to read these? We just sat
[14:15] down 15 minutes ago. I have them in front of me, but I
[14:19] haven't had an opportunity to compare them to my notes, so I can't speak to
[14:23] them. >> I tried to email them. I've had email
[14:26] issues. >> I'm sorry.
[14:30] » I Well, I can't I can't read these right now.
[14:34] » I'm not a motion. >> I motion to um move the acceptant of the
[14:39] minutes to the next meeting. I haven't had the opportunity.
[14:43] » I second that. Anybody
[14:48] accept?
[14:54] » So, does that mean we go over them at workshop?
[14:57] » No. >> So, so we can't do that.
[15:01] » I just see that there's an error in this technology.
[15:15] » [clears throat] >> to the next.
[15:19] » All right. Do we have a vote to move this to the next?
[15:24] » Yes, we have to vote. >> She motion
[15:30] seconded. [clears throat]
[15:33] » President, Mr. President, if I might. So the motion on the board is to table the
[15:39] adoption the acceptance of the minutes to the next council meeting in
[15:44] September, >> right?
[15:47] » Yes. >> Yes.
[15:51] » So what happens if you do that? Does that
[15:57] » you just can't do that or >> can we get our minutes? Like so today's
[16:02] Tuesday if we can get them Friday. Then we have a week to look at them before
[16:07] our next Tuesday meeting. I don't
[16:12] » you can come in and get them anytime you want. I did try to email them.
[16:16] » So the August 11th, when would those have been prepared so I know when I can
[16:21] come in. >> It depends. But you can always call me,
[16:24] text me or whatever and ask if they're done.
[16:26] » Well, yeah, I emailed you. You said they weren't ready.
[16:29] » Sometimes they're not, but I mean they are. You can come in. I did try. I had
[16:34] problems emailing Cecilia this week. That's not a normal occurrence, but
[16:44] if it's not working, I can't help. >> So, we voted,
[16:48] » but you can come in anytime and get them if you need them.
[16:51] » I need to have my question answered before I can go.
[16:55] » Is there if we don't accept these minutes, does it affect anything as far
[17:00] as this meeting? Honestly, off the top of my head, I can't give you an answer
[17:05] because I've never had this happen before.
[17:07] » Okay. All right. [laughter]
[17:12] Somebody have a vote to move these to the next council.
[17:18] » She's going to do
[17:23] » uh Mrs. Cent. >> Um Oh, yes.
[17:28] » Mrs.
[17:31] Mrs. No,
[17:36] » Mrs. Nash. >> I'm undecided.
[17:42] » And this is >> no.
[17:48] [clears throat]
[17:56] » I can't hear you. >> I'm sorry,
[18:01] » Mr. President. My understanding was that vote is now 22. If it's a tie, the mayor
[18:06] breaks the make breaks the tie. >> Unacceptable.
[18:12] » You're [laughter] accepting them. You're accepting minutes that we haven't had an
[18:15] opportunity to review. [clears throat] >> I'm accepting them.
[18:23] » All right. Motion to accept payments as presented.
[18:29] I'll make a motion to accept the payments as presented. Can we have
[18:32] discussion on some of these?
[18:39] Um,
[18:43] so you bought zip ties for panel boxes
[18:50] and business cards for Sam. Danger stickers for panel boxes.
[18:59] and shelter logics. What is that? The
[19:05] » That is the salt. Do
[19:09] » you have an extra copy? >> Okay.
[19:11] » I don't have a copy of it.
[19:15] » Sam needs one too, I think. >> [laughter]
[19:19] » And then um bull moose gravel
[19:26] » $1,35940 for the gravel.
[19:33] » Do we have any other um bills for that? Did that do we get our bill for the
[19:41] people that did the water me? No.
[19:47] Any other questions?
[19:52] » No.
[20:00] » I make a motion to accept at that point. Yes.
[20:06] » I'll second. >> Actually, Mrs. Beck had already made a
[20:11] motion. So, you're seconding. >> Sure.
[20:15] » Beck. >> Yes. Stea.
[20:17] » Yes. >> Mrs. Nash.
[20:18] » Yes. >> Mrs. Cinte.
[20:20] » Yes. >> And Mrs. Stormer.
[20:23] » Yes. >> Okay. We're legislation. So, we're going
[20:28] to [laughter] adopt [clears throat] 26-05-01.
[20:36] » Um, is there any way you can just give a little synopsis on it?
[20:51] » [clears throat] >> Can you speak up? We can't hear you.
[20:53] [laughter]
[20:56] » All right. Well, I need a motion to adopt 26-05-01.
[21:02] It's the water increase. >> That was the water increase. Yes. I make
[21:05] a motion
[21:09] to go to September 1st into effect.
[21:17] Are we Is that allowed to happen? >> I'll second it.
[21:25] » Mrs. >> Yes. Mrs.
[21:27] » Yes. >> Mrs. Nash.
[21:28] » Yes. >> Mrs. Yes.
[21:30] » And Mrs. Cint, >> I'll abstain. Thank you.
[21:39] » Okay. A motion to pass resolution 2026-08-01R.
[21:45] » Okay. I'm sorry. This Go ahead. >> It's for the budget commission.
[21:51] » This is one I was asking what if you could give a summary of what this
[22:02] » did you guys you guys did get an email about this?
[22:04] » I did get one. >> Okay. Um, [laughter] every July we have
[22:09] to um, basically do an estimate of our resources um, for the rest of this year.
[22:16] We give them from last year estimate what we're going to use for the rest of
[22:21] this year and for next year. And all of that goes to the budget commission,
[22:25] which is the county auditor, the county treasurer, and the prosecutor. They
[22:30] review everything and send us back our estimated resources for next year. This
[22:34] is a resolution accepting those numbers and I sent you guys all of that
[22:39] and that is what this is. >> Where is that budget? It was supposed to
[22:43] be on here. I thought that Cecilia's email said that it should be attached.
[22:48] » I sent it to you guys. Said she got it. So, I'm assuming all of you guys got it.
[22:53] » Yeah, I did get it. [laughter] >> Yeah, I got it.
[22:58] » You got it. >> Yeah, I got it.
[23:01] No, that's not it. That's not it. And it's just certifying the income that we
[23:06] will get next year from the county auditor. That's all it is.
[23:12] It's [clears throat] not an actual budget.
[23:15] It's not what we're paying or anything like that. I mean, what we're spending
[23:20] it is just certifying the numbers from the budget commission. That is it. And I
[23:24] » That's tax income, >> right? It's the Mr. President, if I
[23:27] might, it's technically it's also called the tax budget and it's just an
[23:32] estimated revenue from taxes and levies and whatnot.
[23:37] » Yes. >> And the budget commission looks at it
[23:39] and if they think you have too much in the surplus or that your levy is too
[23:44] high, they can reduce your levy. >> Right.
[23:48] So, >> right. So, we're good on that.
[23:51] [laughter] >> The state sets the tax rate, so that's
[23:53] what it's for. But and her I was just asking where it was cuz it wasn't on
[23:57] here and I thought you guys had received that. So instead of printing out another
[24:03] papers I just thought you guys already had it.
[24:06] » So can we get a motion? >> Yes. I motion.
[24:11] » I'll second it. >> This is to adapt
[24:17] » this budget. Yes.
[24:21] » This is Yes. Mrs. Beckway. >> Yes.
[24:24] » Mrs. Nash, >> yes.
[24:25] » Mrs. Swonger, >> yes.
[24:26] » And Mrs. Cint,
[24:29] » yes. >> Okay. A motion to add myself as a signer
[24:33] to our bank accounts and remove Mr. D. >> A motion.
[24:38] » I'll make a motion to add you as a signer and remove Mr. Graves.
[24:41] » I'll second.
[24:46] [laughter]
[24:50] It's >> on the last page.
[24:52] » On the last page. >> He moved up. [laughter]
[24:54] » He moved it up.
[25:04] » Wendy.
[25:08] » Mrs. Yes. >> Mrs. Cint.
[25:13] » Yes. >> Mrs. Yes. Mrs. Snatch.
[25:16] » Yes. >> And Mrs. Becker.
[25:17] » Yes.
[25:21] Okay. A report from administrator. >> We put up a new speed limit sign onto
[25:27] slow. Can you speak up, please? >> I'm [clears throat] trying. We put a new
[25:32] speed limit sign on slow and we also added two curve signs, one on each side
[25:37] ontolo.
[25:41] [laughter] I had our electrician stop at the lot
[25:47] » um because we had a a concern from Mike that it was not wired right. He said
[25:52] everything was fine. Also at his place on slow he said everything was fine as
[25:56] it was. I have one quote and I'm getting another one to cut the uh pear trees
[26:02] down on Liberty and High Street because if we were to trim them to where we need
[26:07] to below the wires it would kill the trees anyway. So might as well just have
[26:10] them cut down. I'm getting quotes on that. I've been going around um tagging
[26:18] I've been going around tagging the the grinder electrical boxes with our tamper
[26:25] zip ties and checking the bolts. I'm like halfway done. So far, none of the
[26:30] boxes have been open, so that's good. And I think we should declare our black
[26:37] GMC 2500 truck to surplus since we don't really use it all that much. We have
[26:43] four trucks, three fulltime employees, >> drivers. So
[26:54] report [clears throat]
[26:59] » we can't hear back there. I mean, I I understand you guys talking amongst
[27:04] yourselves, but I'm sure they can't hear either.
[27:07] » Okay, we'll talk louder. >> Thank you. That would be great.
[27:19] » Truck.
[27:22] » Mr. President, the question was, can we have a motion to declare the truck
[27:27] surplus? And my response was, "No, it has to be an ordinance."
[27:33] » Okay. >> All right. We're moving on to committee
[27:36] reports. >> I had a couple of questions for uh the
[27:41] administrator. I saw over the weekend there was some roof uh replacement at
[27:45] the park. >> Yes.
[27:47] » Um how did we how did that come about? How did we decide on who was doing it?
[27:53] This is the first I've heard of it. may have been something that was on the
[27:56] books previous, but >> yeah, we're talking about it for a while
[28:00] and was the cheapest I think.
[28:06] » Do we have those bids? Who all bid on that and what the bids were?
[28:11] » We didn't bid it. Sam actually just got estimates on it.
[28:15] » We didn't send it out for bid. Is that >> okay?
[28:22] Um, is there a reason on the surplus stuff we sell you haven't used that
[28:27] might say it backwards? It's either gov deals or deals gov whichever that site
[28:32] is.
[28:35] » I have talked to all the townships and they've been using it and they seem to
[28:39] have real good success with it and it takes it out of the Facebook realm and
[28:44] the nobody has to say but I bid and I didn't. You know, I mean it kind of just
[28:48] throws it out there. anybody can look at it and anybody can purchase it. Um
[28:52] Morgan Township Dave Lar Roa he uses it all the time. So he'd be a good contact
[28:57] if you want to try that. I think it'd be >> a nice
[29:00] » I don't think so. I don't think so. And I some of the other townships I've heard
[29:04] using it too and it just seems like that way it removes a lot of questions and
[29:10] statements and you know >> as for the stuff we put up today that
[29:17] has been this the stuff we just listed today that
[29:21] has been in circles for a long time. >> Yeah. And we put it out and no one
[29:26] wanted it. So >> yeah trying that. Yeah. It goes out to a
[29:30] lot more than just >> what we've done.
[29:38] » Yeah, I think Chloe should check that out.
[29:41] » Anything else? >> What about the the zip ties? I know that
[29:44] was mentioned during the workshop that she was buying those. What do we do we
[29:50] have a policy or how this procedure how this is going to happen? I know she
[29:54] mentioned putting >> She's already doing them
[29:56] » right the box, >> right? She said she did have
[29:59] » Wendy brought that to our attention with the Boston community.
[30:02] » Oh, I I supported the fact that they >> we're addressing it.
[30:06] » What I supported is the fact that without preventative maintenance, we
[30:09] have seen that there are cases where things are not hooked up properly.
[30:12] Probably I think Blo you said over time it happens,
[30:16] » but without preventative maintenance that could happen. And now we're going
[30:20] to lock the boxes. >> And what I understood from the the video
[30:24] was tamper. Like you want to find out who's getting into the boxes or
[30:30] » Well, yeah. It's it's for so to make sure that no one can get into them and
[30:33] then if someone does, we know >> as they are now.
[30:37] » Zip lock. >> Yeah.
[30:39] » And then what?
[30:44] » Replace them. >> Well, that's why I asked if there was a
[30:46] policy. I know Brenda, you said that they're doing them, but [laughter]
[30:49] what's the policy? >> You see them, they're not on, you
[30:53] replace them. I guess they go around and check them, right?
[30:56] » If we catch somebody tampering, we need to make a police report.
[31:01] » Yeah. Chances if you have
[31:04] » We have done that. >> Is there a policy for that or do we need
[31:09] a policy [clears throat] to do that or is that just under her under the
[31:12] administrator's discretion? >> Who owns those? I guess
[31:17] » who owns those? >> It's village property.
[31:25] So, I don't know why we needed us to report somebody breaking in basically,
[31:31] » but they're on residents property. Residents supply the electric to them
[31:37] because we the village doesn't supply the electric. The homeowner has to buy
[31:43] the grinders. So now we're putting a a a device on there to know if they're
[31:51] tampering with them, but we don't do as village employees don't
[31:58] do any preventative maintenance. I don't So I guess I'm just not
[32:03] understanding how this works. >> We don't need to do preventive
[32:07] [clears throat] way. like if it's if the zip tie was cut
[32:11] or if we know there's a problem. It would be easier to tell if it was
[32:15] homeowner that did that or if we did that.
[32:18] » Be a problem if it wasn't. >> I remember there was a couple months ago
[32:21] that you you um said that you would do a class for us to show us how the grinder
[32:29] system works. >> Oh, we'll do that.
[32:32] » Can we get that on the books? Cuz I guess I just don't understand the the
[32:35] process that we're doing here. >> Some dry stuff.
[32:38] in that sub panel box. It's just electrical components to operate that
[32:43] system. No homeowner should be in that box.
[32:48] That's why she's putting the tags on there. There's absolutely nothing in
[32:52] there they should be. >> So, Chloe, if a homeowner has a light
[32:55] not come on and they discover sewage in their home or wherever it backs up to
[33:00] and it was not hooked up properly, because like we've discussed before, it
[33:04] comes undone. That means that the village takes the responsibility for
[33:10] cleaning that up for the homeowner.
[33:17] » On what? >> This is not a situation I've ran into
[33:23] yet. >> I ran into it. [laughter]
[33:26] » Mr. Mayor, it would depend on the facts of the situation. If there was grinder
[33:30] abuse, they caused a backup then >> that would be one thing. If there was a
[33:36] failure of the grinder, that would be another thing. But when we were having
[33:40] all these discussions, there were people saying number one, the electrical boxes
[33:44] were unsafe because people could get into them or they weren't secured. So
[33:48] now the village is trying to secure them.
[33:51] » Another time there were concerns because the lids weren't on the grinder so
[33:55] people could argue get into them. So now they're trying to secure the grinder
[33:58] lids. >> Yeah. My question was specific to if
[34:04] there's a backup, Chloe has to come out or Aaron, whoever, and they open the box
[34:09] and they discover that the cord or the wire has come unhooked. Who takes
[34:14] responsibility for that now >> because we're saying the homeowner can't
[34:18] get into it. We don't want them to. >> As legal counselor for the village, I'm
[34:23] saying that you're not I would advise you not to make a blanket statement to
[34:28] who would be responsible that it would have to be decided on the facts of each
[34:32] situation. >> Good idea.
[34:35] » So there's your answer. [laughter] >> All right.
[34:41] » Are we done? >> All right. Finance.
[34:47] Um, our [clears throat] revenue was 68,45818
[34:53] and [clears throat] our expenditures was 77,63858.
[35:02] [laughter] >> We spent more than we had.
[35:05] » We finally got now that we realized Chloe doesn't [laughter] live in
[35:09] Australia.
[35:16] Is there a motion to accept? [laughter]
[35:22] » I'll make a motion to accept.
[35:28] [laughter] >> Mrs. Cic,
[35:32] » yes. [clears throat] >> Mrs. Wall,
[35:33] » yes. >> Mrs.
[35:35] » Yes. >> Mrs. Nash.
[35:36] » Yes. >> And Mrs.
[35:38] » Yes. >> Water. I'm just going to speak real
[35:42] quick. I think everybody in the village knows we have two water man breaks, but
[35:46] I want to thank our employees that came in at 7 o'clock, the normal time. They
[35:51] stayed till 900 p.m. And I know that because the break was right in front of
[35:56] my house. So, I do want to thank them. It was a very long day.
[36:02] That's all I have >> with that. And that water man break by
[36:05] your house. The what's happening with the road? It's like buckling down.
[36:10] Question. >> [laughter]
[36:13] » I mean that's kind of tricky because it's o
[36:19] » So what happens if our water main cause the road problem? [laughter]
[36:24] » I'm not sure. >> And that water ran for all day long.
[36:30] » They will let us know if they want us to fix it.
[36:33] » Especially chip and seal. He'll be doing it.
[36:37] » Absolutely. That's a point. EPA gave us a paper. We can talk about it. Why?
[36:41] We'll talk about a workshop. Why the water water was left on a shirt?
[36:47] » But we'll do workshop. Okay. All right. Cemetery Andy.
[36:50] » Um I really don't have anything for cemetery since our monthly meeting isn't
[36:55] until the Thursday the 27th. >> Okay. Then SCMR, that's me. We found out
[37:04] that the U street lights when they go bad whether mechanism or the bulb they
[37:10] are going to start uh switching over to LED.
[37:15] So
[37:19] we already talked to signs that we put up on slow and we'll be trying to follow
[37:23] up and see if helping slow track it down. Um there's one child sign or it'll
[37:31] be put out. >> Okay. Safety for bar.
[37:36] » Um I we did the fire extinguisher training that went well last
[37:43] what was that the seventh? Um and I'm working for our towards our other uh
[37:50] class. It'll be a stop the bleed class. Um, and then I'll let you guys know when
[37:56] that gets scheduled. >> I also had something, sorry. Um, I had a
[38:02] report from a resident that we were I don't know, I haven't seen it myself,
[38:05] that we were moving some of our heavy equipment on a trailer, but didn't have
[38:09] it strapped down or chained down. >> We have straps for it.
[38:14] » We didn't have any. Now we're good. >> No, I mean, we're still we we're
[38:18] learning as we go. >> Okay.
[38:20] » It was just not something we thought of, but we do have straps now.
[38:22] » Okay. Do you need any training on that? Because I'm sure I could get some help
[38:26] with that. >> There's training out there. I'm always
[38:29] willing to take it the same way. >> Okay. Absolutely. Thank you.
[38:35] » Okay. For SCAD, I have SCAD report. We went over their finances. Everything's
[38:40] fine. They do have surplus property. It's an old ambulance. They It's
[38:45] possible [clears throat] Orwell might be using that um for their water and
[38:50] service. I don't I don't know how but uh they did get their new mower and they
[38:56] are doing their 2027 budget but they're going to have to
[39:01] increase for uh health insurance um increase for equipment and CPR
[39:06] equipment. Um Rock Creek had 16 callouts which last month I think we had only
[39:14] four and we average maybe 11. So, we're a little bit higher, but it's coming
[39:20] into the end of summer. And um let me see. Orwell had 29
[39:27] compared to us. >> Wow.
[39:28] » And for the month, they did 205 runs and trauma came up as the highest one of the
[39:34] 24
[39:37] by
[39:41] planning commission. >> Okay. So, planning commission had a
[39:44] meeting today and um if anybody was at the public hearing last month um we had
[39:53] tabled the map changes and so we're going to start over from scratch. We're
[39:58] going to do a community needs assessment and we're going to run that over a
[40:01] couple of months and we're going to encourage everybody to do the survey so
[40:05] that we can collect some data and go from there.
[40:09] That's all I got. personnel that will remain. We're still
[40:14] working on a procedure by chance, but we have to be able to use them, but we
[40:19] allow them to still do their physical work. So, we're still working on that.
[40:25] » I didn't hear you. What did you say? You were working on
[40:28] » the body. >> Oh,
[40:32] how's that going with everybody wearing them?
[40:36] » We're working on 100%. >> Well, I know, but h I mean, they're
[40:39] wearing them. >> Yeah. We warm pretty much all day today.
[40:43] » Like it. >> I don't even notice it. [laughter]
[40:48] » All right. My report. I'm just going to remind everybody that we're doing a
[40:51] community yard sale. We got stuff over the garage. 10 to 3.
[40:59] And that's September 4th, 5th, and 6.
[41:05] Cecilia.
[41:09] fiscal office [clears throat]
[41:13] really have much of anything reports are here.
[41:18] Um said our expenditures were higher
[41:22] because we did finally get the invoice for the Bobcat.
[41:26] Um, [laughter]
[41:31] I did want to say though that um finally got in touch with some people at First
[41:37] Energy. It was really fiscal. It's just something that I was doing. Um,
[41:43] something that David been working on and the
[41:48] [clears throat] electrical boxes are our responsibility.
[41:52] Um, they will not remove them for us. One of the problems we're having is
[41:56] trying to get First Enterp to um compile a list of which ones have had all of the
[42:06] » which have been completely deenergized and which ones haven't. Some of them
[42:09] have just had the immunity removed and some of them still have um
[42:17] are going to the box itself. >> They don't know which ones are. So,
[42:23] » so we're not touching. >> So, I would I was going to say, so I
[42:26] wouldn't touch them. >> Chloe, what was the ones they tied the
[42:29] things around? Did that they didn't verify the live ones when
[42:32] [clears throat] they did that? When didn't you do that with Dave?
[42:35] » Yeah, we Aaron and I went around and tied red caution tape around.
[42:40] » But that doesn't >> because he that was when Dave was
[42:44] supposed to call and see if they would take them out. So, we went and marked
[42:47] them so it' be easy to find. Um but now we have contacted First Energy and they
[42:53] said that it was their our responsibility to remove but not all of
[42:56] them are deenergized. >> Okay.
[42:58] » So that doesn't >> So First Energy is responsible for
[43:03] deenergizing them. We're responsible for taken away.
[43:07] » Yeah. But technically they belong to us and they they will not
[43:13] » Yeah. >> Well, we can't remove them if they're
[43:15] still >> Exactly. [laughter] No. [snorts]
[43:16] » Correct. >> Our answer is probably river kind of
[43:20] stand right now like zoning inspector. >> Oh yes
[43:28] » he sent out eight vacant property warning violation notices with vacant
[43:32] property registration forms. They have until August 31st to respond. Anyone
[43:36] with no response will get a non-compliance violation letter and that
[43:40] will be sent out August 31st. He will be sending out high grass
[43:44] letters this week to a couple of residents. He had a resident call and
[43:48] have a complaint about a few properties near them with junk and old cars.
[43:52] Warning letters will be going out for those properties and Dan is glad the
[43:56] planning commission is updating the [clears throat] zoning. He finds it very
[43:59] vague on those topics. [laughter]
[44:05] » Sorry. On the planning commission, didn't you guys have a discussion
[44:09] [clears throat] about that ordinance about the vacant properties that you
[44:12] needed to review it and update it? >> Haven't gotten that far yet. So, we're
[44:16] using the ordinance that is in place without the updates, even though we knew
[44:19] we needed to update it. >> Updates are going to take a while.
[44:33] » Went over what? >> Nothing.
[44:37] [laughter] >> I don't remember.
[44:40] » Well, can't we just bring that to workshop as a topic?
[44:43] I think it already came before council and
[44:46] » we'll have to look back and I think it was reviewed back.
[44:50] » They decided that the presidents were okay what they were and
[44:55] » I I only recall the um planning commission meeting I attended. I don't
[44:59] recall it at work at um [laughter] council.
[45:02] » I think Gloria brought it to council right after that.
[45:05] » I don't remember. I have to look in there.
[45:08] » All right. >> What was the letters that um zoning sent
[45:12] out?
[45:16] » He sent out the vacant property warnings and he will be sending out high grass
[45:20] letters to a couple residents and um residents that had complained that there
[45:26] were junk on other properties. Those properties will be getting a warning
[45:29] letter. >> He sent out vacant
[45:32] » Yeah, those are properties letters. >> Yeah, that he has sent out.
[45:37] Are we attempting to reach out to property owners or sending
[45:40] [clears throat] them a letter? >> What's the letter say that's vacant
[45:45] property?
[45:48] » Not the one that sent it out.
[45:56] » We don't have it. >> The zoning reports to you, right, Chloe?
[46:02] » Okay. All
[46:07] right. Utility clerk Lauren. These are motions to approve adjustments.
[46:12] [cough and clears throat]
[46:37] » [clears throat]
[46:40] » I don't understand any of this or would wait for us to make a motion to
[46:46] accept. Um, okay. She had this month.
[46:53] They had tenants move out and after some time they had never paid the balance.
[46:58] So, it was transferred to the owners. Um,
[47:02] » what was transferred to the owners? >> The balance that was left
[47:05] » the balance of their >> water sewer.
[47:08] » Water sewer was transferred to the owners of the property.
[47:13] » Yes. In the state of Ohio, the owner is
[47:16] responsible. >> Okay.
[47:19] » Okay. Thanks. So after, you know, billing them probably for multiple
[47:24] months and the owners get a copy of the bill
[47:28] every month. So they are aware that the balance is hanging out there. Um so
[47:33] yeah, it was transferred to them. That's what the transfers were.
[47:37] » So the account number stays the same, right?
[47:40] The account number stays the same then it looks like
[47:43] » um the front digit is different. You see one starts with
[47:46] » Oh, I see. >> So that's the difference between 10 and
[47:51] one. >> Oh
[47:51] » yeah, that's
[47:57] [clears throat] >> so these one that's moved if they moved.
[48:02] » Oh, those are ones that also got transferred.
[48:06] » Yeah, I was looking. >> Those were the transfer. Do they start
[48:09] with a nine or no? Thank you. >> Okay, that was back in July. Um, it was
[48:14] a different one that their deposit was applied to their account. They moved
[48:20] that probably wasn't transferred. That was just their deposit would have been
[48:24] applied to their account, but it has to be listed here as an adjustment because
[48:28] it comes out of the system, [clears throat] but it's not.
[48:34] It goes onto their balance. So it's like they're paying $85, but that's not $85
[48:39] coming over to the fiscal side. So that's why it's listed here.
[48:50] » I move to make a motion to accept the adjustments for August.
[48:58] » I'll second it.
[49:02] » Mrs. >> Yes.
[49:03] » Mrs. Beckwood. >> Yes. Mrs. Nash.
[49:06] » Yes. >> Mrs. Cintech.
[49:07] » Yes. >> And Mrs. Swander.
[49:09] » Yes. [laughter]
[49:13] » Okay. We're going. There's nothing for old Vincent.
[49:17] » Um, actually, I had something. Um, I had a statement I wanted to read
[49:23] regarding some allegations concerning the June 26 recording.
[49:28] I would like to address it with statement that was made by Donna Wazny
[49:31] concerning a video that was posted following a special meeting held on June
[49:34] 26th. Recordings provide an objective record
[49:38] and protect everyone involved. I do not record meetings or activities to
[49:43] embarrass anyone. Unaltered recordings ensure events are documented accurately.
[49:49] Residents deserve the complete context of events before forming conclusions.
[49:54] The concern over privacy was handled publicly rather than raising concern
[49:58] directly to me. While framed as an effort to protect privacy, it focused on
[50:02] personal opinion. The video shows me reading and reviewing records as well as
[50:07] individuals remaining in the public building for an extended period engaging
[50:10] in social conversations including the utility clerk. While I, an elected
[50:15] council member, was attempting to read, I asked Suzanne Hayes, Kate Borisel to
[50:20] take their conversation outside or at least keep it down. Both requests were
[50:23] denied. The recording also captured discussion regarding another resident's
[50:28] medical condition. That resident was not present and to my knowledge had no idea
[50:32] his medical information was being discussed by the utility clerk. And
[50:36] Donna, this is not a behavior I support as a council person nor as a resident.
[50:40] Donna made serious allegations about my character without fact and does not and
[50:45] does nothing to improve the working relationship necessary to serve our
[50:48] residents. >> Thank you. Can I ask a question?
[50:54] » Did you take the post down? >> I I have already answered that. We've
[50:59] already discussed that. I simply read the statement and that's all I'm going
[51:02] to discuss on that today. Thank you. All right. We're going into new
[51:08] business. [clears throat] We're going to do
[51:11] nominations for council person appoint and committee appointments. I'm going to
[51:18] read this over real quick. This is to for throwing your head in. To be
[51:23] eligible, you must be a registered voter and have lived in the village for one
[51:27] year. Potential candidates who wish to throw their hat into the ring will have
[51:32] three minutes to speak. Tiger council will then make nominations
[51:38] and vote. So,
[51:41] » are we are we discussing who our promp is before? When we got Cecilia's email,
[51:49] it said promp and then nominations for new council. And are we able
[51:59] if somebody is not elected, if they are appointed to council,
[52:05] what is that um requirement for being proton?
[52:13] Do we have anything in place or is there anything legal for that position?
[52:18] » Mr. President, if I might, the email I sent was just a list of things. It was
[52:23] not in any particular order. Um, it may be best to appoint the new person to
[52:28] village council and then allow them in on the vote process, board, president,
[52:33] prom. Um, there the president prom needs to be a member of council. It doesn't
[52:39] matter whether they're elected or appointed.
[52:44] Okay. >> So, does the council
[52:48] want to discuss that? What we feel like? >> I also had a resident approach me and
[52:54] asked if to become promp. It was a requirement that you were an elected
[52:59] official over an appointed official. And that's why I
[53:02] » I also had that. Somebody asked me that. [clears throat]
[53:07] » And Mr. President, the legal answer is it doesn't matter as long as you're on
[53:11] council. >> Okay. So council
[53:14] » if us council want to discuss >> I think that we should go with them
[53:18] first and have a full council before we decide for a
[53:24] » I agree. >> What about the appointed versus
[53:29] elected? How do you feel? >> She just said it doesn't
[53:34] that is not what I heard her say. Excuse me. I haven't found anything legally
[53:39] that says either or. That same discussion came up when I was appointed
[53:44] less. Yeah. So, I haven't found anything.
[53:48] » Okay. Then I think it's up to council then to to decide that.
[53:55] » I think we should go with I think we should do interviews first and then
[54:01] » let's appoint a new council person. >> Yeah.
[54:05] » Okay. First. So in interviews so we're gonna have some discussion once we hear
[54:09] from everybody amongst us. >> Agreed. Yeah. [clears throat] Okay.
[54:15] » Angie, do you have any? >> Yeah.
[54:17] » Okay. [laughter]
[54:19] » Are there anybody interested in being on council?
[54:23] » So what is this? Are we opening that up? No, that's
[54:26] » No, that's former.
[54:33] » I saw >> I saw a few hands in the air.
[54:38] » Olivia, >> who wants to go first?
[54:41] » Why not? >> Go ahead, Olivia.
[54:43] » Who else is >> wants to be on?
[54:45] » Donna. Olivia. I'm not sure her her name.
[54:49] » Oh,
[54:52] what's your last name? >> Uh, Mortimer. M O R T I M E R
[54:58] » T I M >> E R
[55:01] » What's your first name? >> Sammy.
[55:04] » Sammy. >> Sammy.
[55:08] » Hold on.
[55:13] » It's a magic mushroom.
[55:24] Okay. [laughter]
[55:26] » Good evening and hello. My name is Olivia Spray. My family and I proudly
[55:30] call Rock Creek home. We've been here nearly four years. We started out here
[55:34] renting and love this village so much we decided to plant our roots here. Today,
[55:38] I'm excited to announce my intention to again apply for our own council seat. My
[55:42] goal tonight is to express my dedication and aspirations to become an active
[55:46] member of the Rockway Council with the primary purpose of ensuring every voice
[55:51] whether in support or opposition is heard. Our village faces significant
[55:55] challenges and in my opinion one of the most pressing issues is a lack of
[55:59] understanding about what residents truly want. It's essential to foster open
[56:04] dialogue and nurture input from the community as the council exists solely
[56:08] because of residents. Serving on the council is a responsibility that
[56:12] requires prioritizing the village residents best interest even when
[56:15] decisions may not align with my personal beliefs. I will advocate for what
[56:19] fosters growth and development for Rock Creek. In addition to the need for
[56:24] better communication, I believe we must address issues such as infrastructure
[56:28] improvement, economic development, and community engagement. As a young woman
[56:32] entering the political arena, I want to highlight the significance of our role
[56:36] in leadership. Young women in politics are often at the forefront of change,
[56:40] bringing fresh ideas and innovative solutions to long-standing issues. Our
[56:44] perspectives are not only different but necessary for a balanced approach to
[56:49] governance. Firstly, being young allows me to view challenges through a
[56:52] different lens. I have the energy, creativity, and resolutess to explore
[56:57] new solutions that may not have been considered. Secondly, young women in
[57:01] politics serve as role models, inspiring the next generation to engage in civic
[57:06] life. My application represents the voices of young families and individuals
[57:11] who are also passionate about our community's future. Lastly, I believe in
[57:15] engaging with younger constituents, fosters a culture of inclusivity. By
[57:20] encouraging diverse perspectives, we can cultivate an environment where everyone
[57:24] feels valued and heard. Over the past three months, things have been
[57:27] particularly difficult for my family as we face the loss of two loved ones.
[57:31] While this has been a challenging time, it has only strengthened my resolve to
[57:35] contribute to my community. Sometimes it's only through profound loss that we
[57:40] can truly see the path laid before us. My commitment to Rock Creek remains
[57:44] unwavering. I believe in our village. [laughter]
[57:49] » Thank you.
[57:53] » Thank you. [clears throat] >> Okay. Sammy
[57:55] » Sammy
[58:01] [laughter] got the mushroom.
[58:06] » Let me know when you're ready. Let me know.
[58:08] » We are ready. [laughter] >> All right. Hello everyone. My name is
[58:11] Sammy. I have been a resident of Rock Creek for almost four years now. My
[58:15] family and I have absolutely loved living in this wonderful little village
[58:18] that we call home. And we hope to continue raising our family here for
[58:22] many years to come. We love Rock Creek so much that I actually convinced my
[58:25] parents to go here, too. They're now our neighbors. Um, I currently work for the
[58:30] village of Roaming Shores in the water and sewer utility billing department. I
[58:33] had a wonderful mentor, Mark Reed. I'm sure a lot of you know Mark. Uh, through
[58:37] that experience, I gained valuable knowledge about village operations and
[58:41] the importance of serving our residents. And I believe I can bring that
[58:44] experience and perspective to Rock Creek as well. I'm running for village council
[58:48] because I want to become more involved in our community to give back to the
[58:52] place that we get to call home and help Rock Creek continue to grow while
[58:55] preserving the small town community that we all love. I truly believe Rock Creek
[59:00] has so much potential and I would be honored to have the opportunity to be a
[59:03] part of its future. Thank you. That's all. Thank you.
[59:07] » Beat the timer. >> Yeah, she has minutes left. [laughter]
[59:13] » All right, can I just stand over there? That would help.
[59:20] [laughter]
[59:25] » All right, you're on. >> Hello, my name is Donna Wley and I've
[59:29] lived on Jefferson Street since 1993. My husband and I have raised our four
[59:34] children here and have appreciated the public events and the services offered
[59:38] by the village. I'm here tonight to ask to be considered to build a vacancy
[59:42] currently on council. I am running because I care deeply about our
[59:46] community. I promise to work hard to be a strong voice willing to listen to
[59:51] ideas, concerns and fees. We have an idea to make things better and one make
[59:56] it happen. If I am elected, I plan to focus on three things. First, to address
[1:00:02] our current concerns, working together to bring a revolution and following
[1:00:06] through to make it a reality. Second, improve communication. What has been
[1:00:11] discussed in many meetings, there have been little to no action taken to
[1:00:14] improve the situation. I seek to change that. Third, I hope to make each
[1:00:19] resident feel welcome to the meeting to be more visible to the community and for
[1:00:24] everyone to feel supported and valued. I was fortunate to sit on council for
[1:00:28] several months last year and I learned a great deal about how the bill runs.
[1:00:33] Since then, I have continued to attend workshops and meetings, keeping a breast
[1:00:37] for the issues that village faces. Since last year, I began a welcome program
[1:00:41] designed to highlight our local businesses and new friends by handing
[1:00:46] out a gift basket. Each basket is a handwritten note, a few household items,
[1:00:51] plus an information packet that helps business cards, menus, gift
[1:00:54] certificates, brochures, or pens contributed by our local businesses and
[1:00:58] organizations. This has given me the unique position of showcasing our
[1:01:02] village and hearing from store of finding residents. I currently serve on
[1:01:08] the comm planning commission working as a team to create an environment that
[1:01:12] incoming businesses while retaining our small town.
[1:01:17] Over the years I've invested through volunteer work by standing and executing
[1:01:21] children's activities that work. I have sat on various committees such as the
[1:01:26] state of school and those that were interested in creating a historical
[1:01:31] museum. Most recently, I help with the Christmas
[1:01:35] parade both the cemetery and Brand Park clean up and the large cabin changing
[1:01:40] tires around the town. In process now is a community yard sale that is labor.
[1:01:46] This includes all residents and our list. I have a vested interest in the
[1:01:51] village and do not hesitate to go high school.
[1:01:55] My life experiences.
[1:01:59] Thank you. >> [clears throat]
[1:02:07] [laughter] >> Okay, there's no
[1:02:12] people.
[1:02:17] » I would like to [laughter] say
[1:02:20] » I would like to sit on the council also.
[1:02:31] Go ahead. I'm sorry. >> My name is Samantha Brown and I we've
[1:02:34] been here since 93. We raised our children here
[1:02:39] and donated our time and effort to the community. We've done have the cub
[1:02:46] scouts up to the full pledge scouts and we've donated plenty of our time and in
[1:02:55] for PTO the schools our community and I've been on council before
[1:03:03] and was prom and helped out with many visual things that we needed throughout
[1:03:11] the village and I think I would be a good candidate
[1:03:17] to to help with the experience that I had.
[1:03:22] That's all I have. >> Thank you.
[1:03:24] » Thank you. >> Thank you.
[1:03:37] » I would like to discuss what what everybody thought before we jump into
[1:03:43] voting so we can
[1:03:49] talk about. So some of the notes um Sammy works at Roman Shores. I think
[1:03:56] that's good. Um so would that be a conflict with her
[1:04:02] job? Would she have to check that or would it I just don't have any
[1:04:09] like would that be an issue? Lauren lives in
[1:04:12] roaming tours and works for the village. >> She's an employee.
[1:04:16] » I know that there's quite a few other ones, few other positions. Dave Larosa
[1:04:21] is Morgan Township. He works for Trumbull. Mark Reed is a township
[1:04:26] trustee for Trumbull. He works in Roing Shores. So, I would tend to say no.
[1:04:31] » All right. >> Because of that,
[1:04:33] » I mean, it seems like I see a lot of it. >> Okay. No.
[1:04:41] I mean there was >> any other highlights anybody wrote down
[1:04:46] for that two that stood out to me and they are both Olivia and Sammy and
[1:04:51] that's talking about young families coming to the community because you know
[1:04:56] I think we have to I think we should want to foster some of these younger
[1:05:02] people coming in and getting on council um and getting interested in what's
[1:05:08] going on the village. so they can have some input on the future that is theirs.
[1:05:13] I mean, honestly, theirs and their children's.
[1:05:18] So, those are two things that really stood out to me.
[1:05:22] [clears throat] So, I'm a little biased because Donna was on council when I was
[1:05:26] appointed and um she does a lot for the community. So,
[1:05:32] that stands out for me. >> I agree. I think Donna does so much for
[1:05:37] the community. She's continued to come to every even though she was not
[1:05:41] elected. Um she continues to come to every council meeting, every workshop.
[1:05:47] Um she just what anybody needs, she always is the first one to say, "I'll
[1:05:53] help." >> Yeah. That
[1:05:56] and I worked with her on council before. >> I understand. I understand that for
[1:06:01] sure. Um, but watching that last meeting and and all the things, I just feel like
[1:06:07] there would be a lot of animosity them adding to our table.
[1:06:11] » Well, all I can say to that, if that would have happened to me, my husband's
[1:06:15] also having some medical issues, and if that would have happened to me, I would
[1:06:19] have been furious. >> Well,
[1:06:22] » furious. >> I get that when we were at
[1:06:26] the um fire extinguisher training.
[1:06:30] » Mhm. We were all there talking.
[1:06:34] Well, she didn't say anything to Dave at the that meeting. She didn't or to me
[1:06:39] » or to focus.
[1:06:42] » We are. >> I'm answering her question.
[1:06:45] » So, yeah, we're discussing >> No, it isn't. It's right on point. She
[1:06:50] just mentioned it. So, I wanted to >> address that.
[1:06:55] I I [clears throat] think we need someone totally new. um giving residents
[1:06:59] a chance to come in to this table um welcoming them to come up with other
[1:07:08] ideas on how they can join into our community.
[1:07:12] » Yeah. If you talk about um experience, Samantha has served on council and as
[1:07:18] prom. So I mean that is also um number of years of experience that she had.
[1:07:24] [clears throat] So that's what you're looking for.
[1:07:26] » So my concern with um Samantha and the experiences in prior meetings, she has
[1:07:33] questioned um certain ways that council works. And in my opinion, I feel like
[1:07:40] she should know those things because she served on council. That so that's
[1:07:46] that's my regular. >> What do you think, Angie?
[1:07:52] » [clears throat] >> Well, experience matters and if you have
[1:07:56] a lot of experience and you do a lot of things for the village already
[1:08:01] [clears throat] as Donna does and Samantha has done
[1:08:05] things in the past, I do not know her that well.
[1:08:12] even though younger people are uh welcome to come to the council meetings,
[1:08:18] um I just met Olivia and um uh Sammy. I don't think I've met, but
[1:08:26] I've seen face their Facebook [clears throat]
[1:08:28] book posts and stuff like that. Uh I like Donna for her experience and what
[1:08:35] she's done. as to that meeting that we had where the confrontation existed.
[1:08:43] That's a sorrowful thing that should have not happened and people should have
[1:08:48] used better judgment and
[1:08:53] that I would go with someone who's already been here and has more
[1:08:58] experience. I understand with both of those um with
[1:09:03] both Donna and um Samantha, all due respect, they did run and both of them
[1:09:10] had the lowest votes from the community. So, um I'm just asking for open minds
[1:09:17] and new faces, new new young people to come in and and help us serve.
[1:09:26] said there would be no more bias, no more animosity.
[1:09:32] » How can you How can you say there'd be no more bias and animosity when that
[1:09:38] kind of stuff happens every day and people are not really basically very
[1:09:47] good friends. We have not bonded as a council since the beginning of the year
[1:09:54] and it's been taking this long for us to even I'll say tolerate one another and
[1:10:00] talk to one another and that's the group. Well, and I think we've seen some
[1:10:04] facen stuff. So, I you know, I'd like to,
[1:10:11] you know, it's a shame that we haven't had a whole lot of new young people come
[1:10:16] in because young people really don't want to come spend their time in a
[1:10:21] council meeting. >> Yeah. [clears throat]
[1:10:24] » Obviously, they're watching. >> I say, well, we have two that do. And I
[1:10:29] think that is an advantage that we're missing out on. You know, we've talked
[1:10:32] about this communication thing and getting out to more people and I think
[1:10:36] that we're kind of I think I used the word stale before. You know, we're a
[1:10:41] little stale in our approach to things and this might give us some fresh eyes
[1:10:45] and opportunities from a younger point of view that we simply don't have.
[1:10:52] But I think it would be new perspective.
[1:10:58] I'm going to vote for Sammy. >> Make a motion. Make a motion.
[1:11:02] » Well, I know, but I mean, if we don't like try to talk about who
[1:11:08] we're going to vote for, I understand we need to make a motion, but if we don't
[1:11:12] talk about who we're going to vote for, then how do we know? What if we vote for
[1:11:17] the same person three times? Like if you like Sammy too, you like
[1:11:23] Sammy, you like Sammy, but we need to like maybe
[1:11:29] talk about which one would be the best fit. And
[1:11:34] I think we could do multiple motions and see.
[1:11:40] So if we make a motion
[1:11:47] whichever one you want and then they go and then if that one doesn't go then go
[1:11:53] to the next one. >> So then the first one who gets the go.
[1:11:59] » Yeah [clears throat] I understand your point. What you're trying to say is we
[1:12:03] need to make sure that we're giving each person a fair voting. If we don't have
[1:12:08] this discussion, we're not doing that. Let's see where we're going.
[1:12:14] [clears throat] So,
[1:12:18] » I already told you who I who I thought should be.
[1:12:22] » I think it should be Donna. >> Yep. I My opinion was Donna. I don't I
[1:12:27] don't know Sammy enough yet. Um I hope that
[1:12:32] maybe I can get to know her a little better.
[1:12:40] So then I mean I don't know her either. So can we then table this appointment
[1:12:46] and then um no vote again later >> that we can get [clears throat] to know
[1:12:51] more people or give her another chance to talk or something like let us know.
[1:12:56] » I think I think that more it's it's possible that more opportunities could
[1:13:00] open.
[1:13:06] I mean, >> you have a motion.
[1:13:08] » I have my personal feelings that I don't think that is the fit because I don't
[1:13:12] think, as Angie said, we've gotten very cohesive as council and I don't believe
[1:13:17] after the events last week, that's going to help. I think that's going to hurt.
[1:13:21] So, if we're trying to hurt our path forward, that would be one thing I think
[1:13:26] we should try to help our path forward, which would be pulling in one of the two
[1:13:31] newer candidates that [clears throat] have not been on council that do have
[1:13:36] experience. >> I don't think that's fair to Donna to
[1:13:38] say that. >> I don't think it's fair to the others to
[1:13:41] avoid to leave them out. >> I make a motion that we nominate Donna
[1:13:45] Wy as council person. >> I make a motion that we nominate Sammy.
[1:13:51] or second Sammy motion.
[1:13:58] » Mr. President, so >> under Robert's order, the first motion
[1:14:03] was made [clears throat] to appoint Donna to the council. So that and it was
[1:14:09] seconded. So that motion would have to be voted on first and then the second
[1:14:13] motion, if the first motion fails, then the second motion would have to be voted
[1:14:17] on. >> Okay. to your point.
[1:14:20] » Motion is for >> So we have Mrs. Beck.
[1:14:25] » Yes. >> Mrs.
[1:14:27] » Yes. >> Mrs. Cinte.
[1:14:30] » No.
[1:14:33] » Mrs. N. >> Yes.
[1:14:38] » Mrs. Spear. >> No.
[1:14:50] » [clears throat] >> Go ahead. Is there any more nominations?
[1:14:55] » I mean, we nominated Sammy. She seconded.
[1:15:05] » I did.
[1:15:16] Mrs. Cint, >> yes.
[1:15:19] » Mrs. >> Yes.
[1:15:22] [clears throat] >> Mrs.
[1:15:23] » No. >> Mrs. No.
[1:15:26] » And Mrs. N? >> No.
[1:15:33] » Any more?
[1:15:37] » No.
[1:15:44] » [laughter]
[1:15:51] » What did you say? >> I asked if she had an oath. Mr.
[1:15:55] President,
[1:16:01] » hold on. We're just doing
[1:16:14] » [laughter]
[1:16:16] » All right. Take a second. >> That way, Mr. President, that way it's
[1:16:21] official within the 30 days required by the statute.
[1:16:24] » Okay.
[1:16:34] I had two of some things and none of others. So,
[1:16:41] » we're all missing. >> Did everybody get the August 11th
[1:16:45] » meeting minutes? Cuz I had two. There's an extra. [laughter]
[1:17:01] » [laughter]
[1:17:06] » Mrs. Wazy, you'll stand
[1:17:11] and raise your right hand. I state your name. I can
[1:17:17] » do hereby solemnly swear >> Do hereby solemnly
[1:17:21] » that I shall support the Constitution >> that I shall support the Constitution
[1:17:26] » of the United States >> of the United States
[1:17:29] » and the Constitution >> of the Constitution
[1:17:32] » of the State of Ohio >> of the state of Ohio
[1:17:35] » and that I shall faithfully >> and that I shall faithfully
[1:17:39] » honestly >> honestly
[1:17:41] » and impartially >> and impartially
[1:17:44] » discharge the duties the duties
[1:17:46] » of a member of council >> of a member of council
[1:17:49] » for the village of Rock Creek, Ohio >> for the village of Rock Creek, Ohio
[1:17:54] » for the term ending December of 2027. >> for the term ending December of 2027
[1:18:00] » to which I have been elect. >> To which I have been elected
[1:18:05] » appointed or appointed. Yeah. To which I have been appointed.
[1:18:08] » To which I've been >> I want to thank everybody. Can I ask a
[1:18:14] question? >> Um, so since Donna was just appointed to
[1:18:19] council, planning commission is now going to have an open seat. So if
[1:18:24] anybody's interested in that, come to the next planning meeting.
[1:18:30] » So it will be it's shared in the newspaper.
[1:18:34] » It is the before the council meeting at 5:30
[1:18:40] » workshop. >> Workshop. Yeah.
[1:18:43] Oh yeah.
[1:18:50] » And the next one's >> I just wanted to thank everybody that
[1:18:55] stood up. >> Thanks a lot. Thanks for being here at
[1:19:00] this point. >> Thank you.
[1:19:00] » Yes. Thank you everybody. Thank you. >> Okay. We're going to the point [snorts]
[1:19:19] » full
[1:19:23] [laughter]
[1:19:28] present.
[1:19:32] Well, I would like to make a motion for Barbara to be promp. Um, basically same
[1:19:38] reasons I said in the past. She was the highest election um voted person at this
[1:19:42] table and that means that the residents spoke. Um, and I feel that we should
[1:19:48] listen to what the residents had to say.
[1:19:52] » We'll second.
[1:19:57] I would like to nominate Glenda as she's been on council for a long number of
[1:20:02] years, worked with multiple councils, administration, mayors. So, I feel she
[1:20:08] has a personality to be impartial. She is very precise in the way she works her
[1:20:13] sentences and addresses situations. [clears throat] I feel she would be
[1:20:17] » So, do we have to vote on that first one? Yeah.
[1:20:20] » All right. We just went over that. [laughter]
[1:20:36] I nominated Barb Gloria seconded. >> Um Wendy.
[1:20:41] » Yes. >> Gloria.
[1:20:46] Um Mrs. Nash. Uh
[1:20:50] » I'll probably go with Barb.
[1:20:55] And Donna, >> no.
[1:20:58] » And Brenda, >> no.
[1:20:59] » And I say yes. >> Oh, I'm sorry.
[1:21:07] » Four to two. >> Thank you everybody. [laughter]
[1:21:12] You too.
[1:21:15] » Not for me. [laughter] >> Which ones are
[1:21:19] » Yeah. on these committee appointments, [laughter]
[1:21:24] we had um went over those sheets where we tried to put together what the
[1:21:29] committees cover and we never finished that.
[1:21:33] You know, we we said we had some guidelines that Pam gave us that she
[1:21:39] created, but we never went back and nailed that down, discussed it, and
[1:21:42] finished it. Um I'm wondering if we should wait till workshop and try to do
[1:21:47] that at the same time we appoint committees so that we can go over all of
[1:21:51] those and understand the committees. um >> see what everyone's strengths are and
[1:21:56] where and discuss I think you know as council members I don't know each
[1:22:00] other's strengths and I'm sure they don't know
[1:22:02] » now that we have D on >> right we don't know each other's
[1:22:05] strengths I think it'd be good for us to have that discussion amongst us
[1:22:08] » and make that um that >> just because there's so many that we
[1:22:11] need to fill now >> go ahead
[1:22:14] » so it is my understanding that we can divvy up what's what was Sam's
[1:22:22] » but we can't change any other committee till January
[1:22:27] » till January >> and I looked up planning commission and
[1:22:31] that is actually for my entire term. >> So that's the information that I have
[1:22:36] other than that. >> So Sam was on almost every committee I
[1:22:39] think. So we have a lot of [snorts] spaces open.
[1:22:41] » I'm going to stay on for now. >> Huh?
[1:22:45] » I'm going to stay on for that. >> Are you allowed to do that?
[1:22:50] » Yes. So it be water and sewer.
[1:22:54] » So be water, sewer, >> which is streets and then personnel.
[1:23:05] » So are we trying to fill these now or not? I mean I would like to make a
[1:23:08] motion to wait and discuss at at a workshop where we can
[1:23:14] kind of talk to each other about our strengths and what we want to.
[1:23:20] So, Mr. President, if I can, according to both the rules of council and
[1:23:28] administrative code section 22 2203,
[1:23:34] which also codifies the rules of council. Um, council shall divide itself
[1:23:40] in committees to study matters at the first meeting in January. The president
[1:23:45] and council shall nominate members of council to serve on standing committees.
[1:23:50] Um if the motion is adopted, any changes in
[1:23:54] the original names, repeat the names. To expedite matters,
[1:23:58] the vote need not be taken unless council asks. For the sake of
[1:24:01] prominating the spirit of cooperation, it would be considered prudent if the
[1:24:05] mayor would from time to time ask council members for suggestions.
[1:24:09] However, the mayor shall not be bound by rule.
[1:24:13] So there the president of council nominates who's going to be on what
[1:24:18] committees and then council approves which is not what we did in January
[1:24:22] though. >> I can't
[1:24:27] there's three opens. >> Yes. I'm already on personnel so I can
[1:24:34] stay on personnel. >> Okay.
[1:24:39] Barb, you've done a lot of you have experience hiring and firing people. So,
[1:24:43] personnel would probably be a good fit for you.
[1:24:45] » You know, too. >> I I do too. So, I'll take personel, too.
[1:24:50] » Well, is it just >> It's two.
[1:24:56] » Are you interested in it? Gloria's interested. Are you interested in it?
[1:25:00] » I don't. >> We only need two.
[1:25:02] » Yeah. >> And there's Brenda. I don't know
[1:25:05] anything about water and sewer or the streets.
[1:25:07] » I don't think we anyone does. We were waiting for that training.
[1:25:11] » Take water and sewer. Would you also check the streets?
[1:25:14] » I will. I listen. I need to have some committee assignments here. I'm I'm
[1:25:19] alternate on scad and I have nothing. We need to divide this up a little more
[1:25:23] fairly >> so that I have some duties that I'm
[1:25:26] helping out with. It is unfair to saddle anybody with that much responsibility.
[1:25:32] Um, I think water and sewer would make sense
[1:25:36] since I've been learning a lot about it.
[1:25:44] So, you want Wendy on water and Donna, you want to do streets?
[1:25:51] » Streets. >> Thank you for taking streets.
[1:25:55] I guess I'll have to vote between me and Barb.
[1:26:01] » You're going to need to run through all these again.
[1:26:06] » So, water and sewer, Wendy, SCMR, Donna. >> Yeah.
[1:26:13] [clears throat]
[1:26:18] » Are there safety stamps that he's staying out of?
[1:26:22] » Yes. where you've got planning personnel is Brenda and that was it. Wasn't that a
[1:26:29] change? Brenda and somebody else between.
[1:26:34] So actually what's supposed to happen is according to this rule
[1:26:43] if council doesn't approve the list made by the president of council which is the
[1:26:46] mayor um council can move to strike out one or
[1:26:51] more names but not to insert new ones and which the president shall do if such
[1:26:55] a motion is adopted. After any changes in the original names have been made.
[1:27:00] The president shall repeat the names as they now stand and ask for approval.
[1:27:05] Again, um council can strike a name. President
[1:27:09] can put somebody else in until the decision is finally made. A vote
[1:27:15] need not be taken unless it is asked for by council. [laughter] So, the mayor
[1:27:21] should fill positions and then council can vote to accept it or they can strike
[1:27:26] a person, but they can't nominate somebody else to take the place. It's up
[1:27:30] to the mayor then to appoint somebody. >> Okay. So, Donna for SCMR, Wendy for
[1:27:36] sewer. >> The mayor has to
[1:27:39] » Yes. The mayor got
[1:27:44] accept and then you vote to accept the slate or reject the slate. And if you
[1:27:49] reject the slate, then you can strike a name.
[1:27:54] You can strike out one or more names, but you cannot insert new ones. The
[1:27:58] president then inserts a new name into whatever struck and you vote again.
[1:28:02] » Who made that complicated? >> I'm just
[1:28:07] » She said I'm reading from the book.
[1:28:12] » Right. >> So he has to he has to go through each
[1:28:15] one. He has to choose someone and then we either accept or deny.
[1:28:19] » Right. >> Are you ready?
[1:28:21] » Yes. >> All right.
[1:28:22] » I got scared. Ser.
[1:28:27] Yeah. >> Whitney are you
[1:28:29] » personel Brenda? >> Those are this is the mayor's slate.
[1:28:35] » So you're changing that. >> So we're changing it.
[1:28:38] » Okay. >> I thought we were only we were only
[1:28:40] filling what Sam has abandoned. >> We are correct. [laughter]
[1:28:45] » So he was on personnel and can't be on personel.
[1:28:49] » Right. But Brenda's already on personnel.
[1:28:51] » I was already on personnel. Right. So you're naming the chairman.
[1:28:57] Did you?
[1:29:03] » Okay, Lindy. Um,
[1:29:07] SCR.
[1:29:11] » Okay. The opposite of what Don and I agreed. Okay.
[1:29:16] » You can strike it. Yeah. I mean, you were good with streets. I was good
[1:29:22] with water and sewer. Oh,
[1:29:29] [laughter] check out the lights.
[1:29:32] » No, I'm not worried about that. This will work.
[1:29:35] » So, finish making your list and then they vote to accept or reject your list.
[1:29:41] » Is that everything? >> Yes.
[1:29:44] status. I see with that water sewer
[1:29:54] CDMR is ready. [laughter]
[1:30:01] » Got it.
[1:30:05] » [laughter] >> So, if council wants to vote on that,
[1:30:09] » then a council person has to
[1:30:13] vote. >> I think we're good.
[1:30:17] » I think we're good.
[1:30:22] » All right. Well, >> no,
[1:30:25] » I guess we're com.
[1:30:30] Um, [laughter] if they're not in here, they still have
[1:30:34] the opportunity. Correct. >> No,
[1:30:36] » there are people that came in. I don't know that anybody knew that rule coming
[1:30:40] in that wasn't here. >> I spoke right off the bat when we opened
[1:30:45] that. >> No, she's saying something to come in
[1:30:47] after. >> Yeah, I don't know that everybody heard
[1:30:49] all that. >> I guess I didn't hear it. So,
[1:30:54] I get started.
[1:30:57] » Let's see how this console runs.
[1:31:04] » [snorts]
[1:31:07] » I didn't know we were doing that. >> Jim Ble or Rel
[1:31:12] » sorry. >> Yeah. Um what is the projected revenue
[1:31:15] from this uh water height over 12 months?
[1:31:22] » Um >> the whole thing or the infrastructure?
[1:31:30] the whole thing. >> I don't know. I can't figure it out that
[1:31:33] way. Um, and I don't have that in front of me.
[1:31:36] » But if you want to email me tomorrow, I will give you those numbers.
[1:31:39] » I'll probably come in and see you again later this week and I think I'm going to
[1:31:45] have some record requests for you. Um, also, can I get a copy of the code of
[1:31:54] conduct that you have out?
[1:31:56] » Sure.
[1:32:01] » [laughter]
[1:32:10] » And that's it. >> Thank you,
[1:32:15] » Beverly Martin.
[1:32:19] » Hold on. I got to touch your side. [laughter]
[1:32:25] » There you go. Okay, this is for Wendy. I assume from your conversation earlier
[1:32:30] that you're trying to do a referendum against the water rates
[1:32:34] and it seems to me like um uh the current citizens we have to have the
[1:32:39] water rates because I don't know where everybody thinks we're going to be able
[1:32:42] to pay the employees and chemicals and everything we need to do. Water breaks
[1:32:47] if we don't raise our rate. The water got to take care of itself. We can't
[1:32:51] steal another wine item. So, we really have to raise the rates. And I just
[1:32:55] don't see unless you have some miracle money from somewhere. I don't understand
[1:33:00] why you referendum. This is something the village has to do. [clears throat]
[1:33:04] We have to we won't have any water in six months. We we spend it all. We're
[1:33:07] done. What's going to happen? We run out of money. But we already have two water
[1:33:13] line breaks. They're expensive. And we have no extra revenue at all. We have
[1:33:17] got to, you know, this is it's not it's not a want to have, not a to not a want
[1:33:23] to have to. We then we really have to do we have to raise the rates. I don't
[1:33:27] understand why people can't understand that really. I know you ran on not
[1:33:30] running rates, but then you have been here long enough to realize that we do
[1:33:34] need money from the lottery. They really do. You know, this is something that has
[1:33:38] to be done. I just don't understand all this. But
[1:33:42] that was my thing about the laundry.
[1:33:50] » No, >> Olivia, but hold on. Such a [laughter]
[1:33:59] » go. >> Um, I had a question. Can the water bill
[1:34:02] have a breakdown on our bill showing where the funds for this break will be
[1:34:07] going like Ashula and Shores do have on their water bills? They have a breakdown
[1:34:12] of like your usage um infrastructure fund, emergency fund. I actually pulled
[1:34:19] the bills that >> it will show infrastructure fee. Yes.
[1:34:22] » Okay. Is there like an emergency fund that's going like so the $12 like six of
[1:34:26] it >> part of it is just a rate increase
[1:34:28] that'll be in your >> just a regular water rate
[1:34:30] » but then the the infrastructure fee will show that we have set it up to show that
[1:34:34] » so the current bill doesn't reflect the previous like rate increase because we
[1:34:39] had a rate increase prior for >> that's just your
[1:34:47] rate increase it wasn't to start >> putting money into an improvement fund.
[1:34:52] » No, this one. >> So, this is the second rate. I just
[1:34:54] wanted to clarify. This is a second water rate. It's not just an
[1:34:58] infrastructure fund in like the last I want to say like less than 10 years. I
[1:35:04] think it's less than that because we had one prior, right?
[1:35:07] » Yeah. >> Okay. I just wanted to clarify that.
[1:35:09] » Also, are we any closer to a completion date for the sidewalks? I know I had
[1:35:14] asked you about that prior and you said you were going to get back to me about
[1:35:17] » John told me that he should be done in two weeks.
[1:35:20] » Okay. So, we have two weeks for the bid to
[1:35:23] » That's what he's No, we absolutely do not. I'm sorry.
[1:35:27] » No, that's just I was just asking for confirmation.
[1:35:29] » Yeah. >> Um and then this one was for Chloe. If
[1:35:31] it's if any of the boxes or the lids are tampered with that goes straight to the
[1:35:37] resident or is there like a slight investigation to figure out did somebody
[1:35:42] forget to put a zip tie on? Did somebody The only reason I say that is because
[1:35:47] the last time my lid was pulled off, zip ties weren't put back on it.
[1:35:52] » So, we have a checklist and like I've been going around and checking and
[1:35:55] making sure that there's bolts and a zip tie. So, as soon as that's done,
[1:36:01] » and we have body cam, >> but there will be checks
[1:36:06] for
[1:36:09] [clears throat] >> Joe. Oh, I'm Julian. I just wanted to
[1:36:13] thank Cecilia for knowing so much about our electrical boxes and caps to move
[1:36:18] the meeting. >> Maybe Chloe ever needs help.
[1:36:21] » She's the electrician. [laughter]
[1:36:26] » All right, Kaitlyn For. [laughter]
[1:36:31] » Well, I have like questions for a few people. So, should I
[1:36:34] » You get to use your three minutes and then
[1:36:36] » just bing bang boom. >> Yeah.
[1:36:39] » I can't use your timer. >> Am I good?
[1:36:41] » You're good. All right. Uh, for Miss Cooper, do you believe the village lease
[1:36:46] from a maintenance garage property is valid? And would it be legal for the
[1:36:51] village to walk away from a valuable asset like the lease where that is?
[1:36:55] Moving on. Sam, same question. Do you believe the lease that we have is valid?
[1:37:02] Um, do you believe the fiscal officer is up to date on her required trainings?
[1:37:06] And do you have any suspicion that the fiscal officer has mismanaged or stolen
[1:37:09] any funds from the village for the fiscal officer? Um, Councilwoman Cint's
[1:37:14] husband accused you of circumventing the mayor regarding the second signature on
[1:37:18] paychecks at the last meeting. Is there a reason why Miss Beckwith signed those
[1:37:22] instead of Mayor Graves? For Chloe, Samantha and Mark Brandt claimed that
[1:37:27] Mr. Brandt was the one that installed the bolts on their grinder unit rather
[1:37:30] than the village. Do you believe that to be true? Um, for Mrs. Cinte, can you
[1:37:36] elaborate on your statement that abuse fees are not handled in a consistent
[1:37:39] manner? Do you believe the village lease for the main scratch property was valid?
[1:37:44] Did you report to fire chief Sha Muter that the village is in danger of losing
[1:37:47] the sidewalk grant? Um, as a member of the safety committee, why did you
[1:37:52] abstain from voting for salt vents for winter? Do you have an alternative
[1:37:55] solution for getting salt for the roads? Regarding the video you made and later
[1:38:00] posted on Facebook, why do you feel your private conversation should be protected
[1:38:04] when residents shouldn't? Why are you unwilling to post the remainder of the
[1:38:07] video showing a conversation you had with Mayor Drees? Um, and you also told
[1:38:11] Donna that you didn't listen to it before the posting and then reference
[1:38:14] something she had allegedly said. So, did you knowingly post a video of a
[1:38:18] private conversation? Why not? While campaigning, you said our village
[1:38:22] offices should be open and accessible and mayor and council should welcome
[1:38:25] your input, not treat residents as a nuisance. and now claim that the
[1:38:28] lawyering ordinance was not personal personal. So which is it? Should
[1:38:32] residents feel welcome here or do you think it's a waste of tax dollars to
[1:38:35] allow residents to visit the village hall? And for Mrs. Ska, what suggestions
[1:38:42] do you have for avoiding the water increase? And as chair of the safety
[1:38:46] committee, what's your plan for salt for the upcoming winter season?
[1:38:52] [laughter] >> You got a little tag left.
[1:38:54] » We'll reclaim it maybe later. We might need help.
[1:38:58] » Yeah, that's why I asked if you wanted me to do it like that.
[1:39:01] » Okay, I think you were the first. >> And so, Mr. Mayor, I am going to
[1:39:06] respectfully decline to give a legal opinion on a matter that may be part of
[1:39:13] litigation and a publication.
[1:39:18] » I will take that. >> Okay. My question is about him.
[1:39:24] Have you seen her training certificates? >> Oh, yes.
[1:39:29] » Do you have any suspicion she's mismanaged or stolen at any moment?
[1:39:32] » Not at all.
[1:39:36] » Pam, you were >> um I didn't circumvent the mayor. I had
[1:39:42] um Mrs. Beck with come in and sign checks because the first week Mayor
[1:39:46] Ranch did not show up at all. Um so we went with one signature. Um the next
[1:39:52] week I had her come in because he had been avoiding me and I don't feel I did
[1:39:57] anything wrong. Um so I did not reach out to him.
[1:40:02] Um then he still continued to avoid me. When he finally came in I told him that
[1:40:07] I already had Mrs. Beck sign
[1:40:12] it. administrator
[1:40:16] » Aaron Smith went down lot last year and installed both.
[1:40:22] » Thank you. >> Mrs.
[1:40:26] I'm under no obligation to answer any of the questions that received during the
[1:40:29] count uh during the session and these questions have been asked asked numerous
[1:40:34] times and it's getting old and I'm done with it. But thank you for once again
[1:40:40] repeating them. >> But many are new.
[1:40:49] » Motion to >> I said I'm under no obligation to answer
[1:40:53] them.
[1:41:03] » It was about working. >> He's probably got the
[1:41:08] [laughter] Is there any more questions? I believe
[1:41:18] » you
[1:41:21] second and I'm ready.
[1:41:35] » Trying really hard.
[1:41:44] Donna, >> Donna.
[1:41:57] He's a Marine. He's serving in Japan right now.
[1:42:12] » Are you recording
[1:42:19] that, you know? I help.
