[3:38] we need to like take a different approach or maybe look at a different

[3:42] approach to manage it because it is so it seems like increasingly bulliness and

[6:04] in survey, so the state is here and um I will let each all the departments talk

[6:12] more specifically about it, but my overall impression is that it's gone

[6:17] extremely well. Um I think if anything um the takeaway is how much the

[6:24] departments support each other specifically you know um Jude's team

[6:28] helping long-term supporting long-term care both obviously we have life safety

[6:32] and we have um the actual survey of long-term care but um there are just all

[6:38] these like small moments of of support and kindness that we see between the

[6:44] departments and it's really just like a beautiful thing I know like um Robin

[6:50] deserves some particular credit because she really uh came through in the clutch

[6:54] and I know other members of your team were particularly um impactful. Um the

[7:01] long-term t care team just has done an outstanding job and um I you know um it

[7:10] really I think we're going to end up in a really good place coming out of

[7:13] survey. So, um, the other thing is we, uh, long-term care just submitted their

[7:18] annual report, and I think it's, and this is just a example of what we're

[7:24] seeing across the county, which is like the annual reports are kind of a great

[7:28] thing in that not only does it give you information to our, you know, to our

[7:33] community, but it also is like a nice reflection of how much gets accomplished

[7:38] in one year. you know, when we're all in the weeds and you're like digging at it,

[7:41] it's like hard to recognize how much um how much change has occurred. And when

[7:46] you do that summary over the year, you really see how much progress has been

[7:50] made and like that's like pretty remarkable when you're like in the weeds

[7:55] that you that you can lose sight of. and it came forward with long-term care with

[8:00] even um the IV all the work we did to get IV cert certification so that we can

[8:06] give IVs to residents which is um and that ended up being part of survey and a

[8:12] successful you know uh evaluation but um we didn't have that here before this

[8:19] past year so it's a big change anyway so great progress

[8:24] here open everything you know, continues to go on the same great great trend.

[9:45] uncollectible accounts. I'll make a motion that Rockingham County increase

[9:50] the June 30, 2022 long-term tier allowance on collectible accounts of

[9:56] 1,969,418

[10:01] an increase of $316,52.91

[10:06] in comparison to the fiscal year June 30th 2025 balance of 1,652,887.

[10:25] » discussion. >> I I had called Chuck on this. So I don't

[10:28] know if Chuck maybe we ask him. Chuck and I had a conversation about because

[10:32] it was different than what I'm used to seeing. So I don't know if you want.

[10:36] » Yeah. So there's an increase this year because there were um some private pay

[10:41] accounts that either newly went into the two years aging or greater or a greater

[10:46] portion of their account balance became two age two years age or greater. So

[10:51] basically anything the allowance methodology is that anything that is

[10:55] older than two years so in this case 6 uh 30 24 and before we do 100% reserve

[11:01] on. So there were some several private pay accounts and some patient

[11:05] liabilities. So the private pay portion of uh Medicaid went into being two years

[11:10] or greater. We didn't do also any write offs during 2026. So that also

[11:15] contributes to the increased um allowance balance as well. And we also

[11:20] had some Medicaid accounts that went into um greater than two years age or

[11:25] one to two years because we also do a 50% allowance on a Medicaid that's one

[11:29] to two years. Um now Chantel relayed to me uh last week that recently the HHS

[11:37] which has the backlog of some of these uh determinations or redeterminations

[11:41] approve some very aged Medicaid accounts. So the good news is when

[11:46] hopefully when we're talking about this next year we will have done some write

[11:49] offs and we'll have actually collected on some things that we had allowance for

[11:53] right now. And so I think that's the the important point where even though

[11:57] they're labeled as uncollectible, it doesn't mean there's not still efforts

[12:01] to collect. And in terms of the private pay, we could have a lean on a property

[12:06] that even it's at, you know, for reasons that, you know, the property is not at a

[12:12] place where it can be sold, but it means we could still collect it out, but

[12:15] beyond that two-year period, it's mostly an accounting.

[12:20] » Did we look Chuck? [clears throat] Didn't we look into a company to kind of

[12:23] help us collect it and get >> Polaris did, but sometimes um as I

[12:28] relate to sometimes, um families or guardians don't necessarily respond to

[12:34] when the county sends out minor notices to pay and we do have to get sometimes

[12:40] uh legal involved as well. um that usually has garnered some better

[12:45] results, but obviously you want that account to be of a state show amount

[12:51] that for paying legal services on for collections, it makes it worthwhile.

[12:56] But yes, so we we and it's right in the documentation to this board

[13:02] documentation states that even though something's in the allowance, we haven't

[13:05] given up collection efforts. So >> yes,

[13:07] » and there's monthly meetings that are being had for RCM for both assisted

[13:12] living and long-term care. >> So they're aware of all these accounts

[18:14] coming weeks there could be some requests to apply for various DOC

[18:18] grants. Um some cover some things are similar to that public safety mental

[18:22] health initiative grant and the CASUP grant. Um but I know that John I mean

[18:28] Madison is on top of it and John does want to John Manville wants to pursue

[18:32] some of them. Also the uh notice of funding opportunity for the FY26 Jag

[18:38] came out and this time the town of Salem also qualifies. Sylvie, Derry, Salem,

[18:43] and Forz have recipients. Madison's already reaching out to them. So, she

[18:47] has to look up the contact for Salem because Salem hasn't qualified for a

[19:24] well in facilities operations. Um, we've been having fun with survey as well.

[19:29] Life Safety did their um review of our documentation and did a walk through

[19:36] Tuesday and part of yesterday till 11 time. And um they had one finding down

[19:42] in dietary when the kitchen hoods were recently cleaned a couple of weeks ago.

[19:46] The contractor pushes the nozzles back to clean the hood and on one of the

[19:50] hoods they failed to bring them back. We should have seen it. It's our

[19:54] responsibility. They're supposed to do it. So um that's the only deficiency

[19:59] that came through from Lexi. He was very complimentary.

[20:02] » Um really gives us a lot of credit for responding when things come up. The guys

[20:07] are doing a great job. They clearly have pride in their work inside and outside

[20:10] of the building. Even though he was like safety, he's like, "You guys have a lot

[20:14] of pride in what's happening. We've only got two out of four grounds people on

[20:17] staff right now." So, I was sure to pass that on. I was just overall very proud

[20:21] of the whole team. They did a terrific job and we're happy about it. We're

[20:26] waiting to see what happens with um long-term care. Fingers crossed. Um

[20:31] Driscoll elevator is out of service. There is a hydraulic leak in the slab

[20:38] somewhere between the the hydraulic containment tank. It goes

[20:44] through the slab and then up into the elevator. I'm waiting for pricing. It's

[20:48] meaningful. Um the the long care is working around it easily enough. I've

[20:53] had no complaints at all and I appreciate your patience. I really do.

[20:57] Um they've given us one estimate which was on the order of $50,000.

[21:03] Um they're hoping to come in next week to look at it with a potential

[21:07] alternative um that may include cutting through the slab instead of going

[21:11] aerally, but aerally was, you know, 130 ft of pipe and 13 fittings. It would

[21:16] need a bigger pump because they would have to pump it up, which would mean a

[21:18] bigger containment tank, etc., etc. So, we're working on it. It's going to be a

[21:22] little while on it. >> Options are repipe

[21:26] vertically. >> Yes.

[21:28] » Or cutting the slab and mend the >> Yes. And it's been there since 92. So

[21:33] it's a little uncertain how because it's not a straight shot. It goes somehow

[22:09] type thing. They found piping for us in the jail when working to be done. It's

[22:49] four and expect to push two on next week to second interviews. Autumn's been

[22:54] wonderful. Um Katie Casey's been very helpful from the finance department

[22:58] because clearly there's a lot of um financial implications to that position.

[23:02] Robin Bernier and I it's gone well. We've had some really really strong

[23:06] candidates. So I'm excited to think that we might find someone that's a good fit

[23:10] for all of us because that's important. Um over here today they put a card

[23:16] reader on the Lula so um employees can use the handicap elevator to get down

[23:23] into the Lula and a person coming in from outside cannot. So it's another

[23:28] security measure. Um it they were working on it this morning. I don't know

[23:31] that it's working but when it is it'll be an all employees deal just like the

[23:35] door. [clears throat] It is good. It's another security feature. um access it,

[23:40] which is the um door release camera um integration has been installed on the

[23:48] two receptionist desks in county attorney. It's not turned on yet, but

[23:52] it's been installed. They'll be installing it on yours today or

[23:55] tomorrow. Hopefully this afternoon. Um training will be next week. Gigantic

[23:59] step. We're so excited to have that done. We'll be able to secure the

[24:02] elevator so you can't get on the continuous floor unless they let you.

[24:07] Um, and none of the employees will be able to get on the floor whether or not

[24:09] they do. So, it's it's a really nice security measure. Um, and after that, I

[24:14] think right now the elevator shuts off at 5:00, but when county attorney's

[24:17] floor is secure, we could probably talk about what time because then we're only

[24:20] keeping it available for your department. So, we'll confer with deeds

[24:24] and see what time we think the elevator should be shut off. Right now, it goes

[24:27] until 5. You can just come in and hit the button. So, we'll be working on

[24:31] that. Um the master stations were installed at Charles Dispatch yesterday

[24:36] and they're you know working on some issues with the captain but essentially

[24:41] there is a station that the dispatchers have that will show them a range of

[24:45] cameras certain views outside somebody hits a button at the door they can speak

[24:49] to them and they can let them in. So again it's a nice security measure

[24:54] tightening up the building and they can control who's coming in and they don't

[24:57] have to get up and let someone in the door. So all of these are like the

[25:01] things we've been waiting for for a really long time. We're very excited to

[25:04] have it come into [clears throat] play. Next week we'll be training and um we're

[25:08] getting there. We're getting there with A3 with um honey

[25:12] scenes. That's a little bit lower progress, but we're getting there. So
