Check. Good. [chair scraping]
[0:06]
Alright, welcome everyone to
tonight's meeting.
[0:09]
It's Monday, August the 17th.
[0:11]
I'll call this meeting to order.
[0:13]
[gavel strike]
[0:15]
Alright, approval of the agenda. Any
changes to the agenda at all?
[0:19]
Just uh your worship you may want to
put Monday August 17th.
[0:22]
I'm not too sure.
[0:23]
Thank you.
[0:24]
I'll make that correction. [chair
scraping]
[0:27]
[paper rustling]
[0:28]
[door]
[0:31]
Oh, and here walks Councillor Hunter.
[door closes]
[0:35]
[clatter]
[0:38]
We just pause for a second.
[0:40]
[light conversation] Good day. Good
day. Welcome.
[0:44]
We just called the meeting to order.
[0:46]
You need up another two to get here?
[0:48]
Okay.
[0:48]
[paper rustling]
[0:50]
Approval of the agenda. I need a
motion.
[0:52]
Councillor Keler, all those in favor?
[0:54]
That is carried. Thank you.
[0:57]
Does any member have a conflict of
interest on tonight's agenda?
[1:00]
[light conversation] None, none.
[1:02]
I should uh step out for new
business, actually, until close.
[1:07]
Okay, thank you.
[1:09]
[paper rustling]
[1:12]
Next, onto the minutes from the
regular meeting from August the 4th.
[1:18]
Any errors or omissions, anyone
noted?
[1:22]
[paper rustling]
[1:24]
[paper rustling]
[1:26]
[paper rustling]
[1:29]
Okay.
[1:30]
I have a motion for approval of the
minutes.
[1:33]
Councillor Cap uh Crossing, sorry.
[1:35]
All those in favor?
[1:36]
That is carried.
[1:38]
Uh public meeting, there's none.
[1:40]
Public forum and delegations, there's
none.
[1:43]
Onto communications.
[1:45]
First we have the RCMP monthly
report.
[1:50]
[paper rustling]
[1:51]
Anything anyone noted? Any questions,
comments about the report?
[1:58]
Look pretty normal, up to usual
numbers.
[2:01]
May I ask what summary conviction
report is, Dave?
[2:04]
Uh, where do you see it? Uh, bottom
group, uh violation group.
[2:10]
7300150.
[2:13]
What page is it?
[2:14]
Um, [paper rustling]
[2:18]
first page.
[2:19]
Okay.
[2:20]
Just my curiosity.
[2:22]
Summary conviction?
[2:24]
Yeah.
[2:25]
About.
[2:26]
didn't know that was.
[2:27]
Summary Conviction Act is um the
Liquor Act. Uh it's it's
[2:32]
it's acts in which there you can get
a ticket for.
[2:35]
Oh, I got you.
[2:37]
Uh like traffic court is a summary
offense, uh liquor
[2:40]
liquor act. The the um you know, that
kind of stuff.
[2:43]
Yeah, it's everything except traffic.
[2:45]
So non-criminal.
[2:46]
Okay.
[2:48]
Good explanation.
[2:49]
Yep.
[2:50]
Any other questions about the RCMP
report?
[2:54]
[paper rustling]
[2:56]
Looks like quite a few checks
stopped, uh 27 or so, I believe.
[2:59]
Uh 27 checks stopped, so that's good.
[3:02]
They're checking on people. Make sure
our roads are safe,
[3:04]
and they do a great job for us here
in the community.
[3:09]
No other questions?
[3:11]
I'm just wondering what the current
sergeant have a visit us,
[3:16]
visit every six months or is it once
a year?
[3:19]
We were doing every six months.
[3:20]
Six months.
[3:21]
Six months, okay. Okay.
[3:25]
I think I have a motion on acceptance
from.
[3:27]
Well, I guess we don't discuss course
box, right?
[3:29]
We'll wait till the end and uh accept
all the course box my lump sum.
[3:33]
Next, we have a letter from the Prime
Minister's office. Response
[3:36]
to our letter about the Snowbirds.
[3:40]
So they get an opportunity to read
that.
[3:42]
Yeah.
[3:43]
It's nice to acknowledge that they've
received our letter about
[3:46]
the Snowbirds and our support towards
that.
[3:50]
And they've noted it and passed it on
to the Ministry of National
[3:54]
Defense.
[3:55]
So that's good. We hear back from
them.
[3:56]
I thought that was a fairly quick
response personally.
[3:59]
It was, yep.
[4:00]
Yeah. [light laughter]
[4:03]
Any other comments on that?
[4:04]
Possibly have been in his computer
already. [laughter]
[4:07]
Mass email was sent out, yeah.
[laughter]
[4:09]
Any other comments on that?
[4:12]
Okay, move on to the next one.
[4:13]
Letter from Minister of Health and
Addictions, an invitation.
[4:18]
[paper rustling]
[4:25]
Interesting.
[4:29]
Page 13.
[4:34]
Oh, sorry, page 23, sorry.
[4:36]
Alright.
[4:38]
So they've invited me to attend a
meeting at the Westound District
[4:44]
Primary Care Center to talk about
team-based care initiatives.
[4:47]
There's supposed to be a special
announcement made there by Minister
Carr.
[4:50]
So I have a conflict here because I'm
to be at the Dunes Casino for
[4:56]
that recruitment day with the
doctors.
[4:58]
So
[4:59]
being invited to this.
[5:01]
I probably should attend this one
being that Minister's going to be in
such.
[5:05]
I guess is there any member of
council would like to attend that
[5:07]
uh Dunes Casino booth the uh
recruitment for doctors.
[5:11]
We uh What's the date on that one?
[5:13]
September 10th.
[5:14]
Oh.
[5:15]
Same day.
[5:16]
I didn't see the date.
[5:21]
I'm away then.
[5:23]
I could swing on here.
[5:26]
Unless somebody else wants to.
[5:29]
I I don't.
[5:30]
Doesn't matter to me.
[5:32]
Maybe we could go together.
[5:34]
We could go together.
[5:35]
Yeah, you sure could.
[5:37]
You want to assemble a team
[5:39]
to lure in these young doctors to
come to Rosetown.
[5:42]
Lure is such a
[5:43]
[laughter]
[5:44]
Okay, persuade?
[5:46]
[laughter]
[5:47]
Persuade.
[5:49]
And the way you said it too.
[5:51]
I'm pretty sure I can make this one
too.
[5:53]
Okay.
[5:56]
And we're going to collaborate with
uh SA that a couple of members
[6:00]
and maybe get Kelly some of that
booth to like the booth stuff for
information.
[6:05]
Yeah.
[6:06]
take this time.
[6:07]
take the time.
[6:07]
I'm in your window, your car, Greg.
[6:11]
That big sign.
[6:12]
So who's going to that then?
Counselor Carlson and Arport?
[6:15]
Okay.
[6:16]
So I'll just communicate with you
then and make plans.
[6:18]
So,
[6:19]
I got to put some lights around the
flash.
[6:21]
Sure.
[6:22]
Do we need a motion?
[6:24]
Flashing red.
[6:25]
And maybe he said ding ding.
[6:27]
Jan probably still has 50 some pins
to give out, so.
[6:30]
[laughter]
[6:32]
I believe there's a motion there.
[6:34]
Any other comments on that?
[6:37]
Okay, we'll move on the next one.
[6:39]
A letter from the hospital,
Behavioral Health therapist.
[6:43]
So receive correspondence saying that
they're going to have a behavioral
health consultant
[6:49]
who'll be available at the Rosetown
District Primary Care Center
[6:52]
every Monday and Wednesday starting
August the 10th.
[6:56]
So they will uh support a variety of
mental health and wellness concerns
[6:59]
and can assist individuals in
assessing appropriate resources and
care.
[7:04]
So, this is going to be just a
welcome asset here to our uh our
hospital
[7:10]
to have this service there.
[7:11]
and I think it's uh much needed.
[7:13]
There is some a lot of different
issues from, you know, to do with
[7:16]
mental wellness and
[7:19]
I mean, I got a list down here if I
go, right from anxiety, depression,
[7:22]
uh insomnia, stress.
[7:26]
Postpartum concerns.
[7:28]
Parenting challenges.
[7:29]
Lifestyle and behavioral changes.
[7:32]
Health eating and weight related
behaviors.
[7:36]
And uh smoking cessation and
substance abuse.
[7:39]
So it's very much needed. I think
this is going to be a great asset
[7:42]
to our community.
[7:43]
So I'm really glad that they're
starting with this.
[7:47]
Have another level of care there to
look after people.
[7:52]
Any other comments on that?
[7:53]
Will that be something that's on our
website or could be put on our
website?
[7:56]
We did share this poster on our
website.
[8:00]
Yeah, and Facebook.
[8:02]
Good.
[8:06]
I know a lot of people that have to
drive into the city to get some of
that.
[8:09]
And so
[8:10]
Absolutely.
[8:11]
like it's really great to add on to
[8:12]
more benefits here in our town and to
to be based out of here.
[8:17]
We I think we have the staff to to
help with this as well
[8:20]
to assist, so it's really great.
[8:28]
And next will be on later on under
new business at Lete's Haven,
[8:31]
a request for road closure.
[8:34]
So we'll have that later on under new
business.
[8:37]
Have a motion to accept the
correspondence.
[8:39]
So moved, Mary.
[8:40]
Council Garrett.
[8:41]
All those in favor?
[8:42]
That was carried.
[8:48]
That does go. Next.
[8:49]
Financial reports, Bank
reconciliation.
[8:53]
So we have an adjusted bank balance
of $4,192,016.23.
[9:01]
I can point out for Council,
[9:03]
so last year same time period, we had
5.8 million, 2024, we had 4.2
million,
[9:07]
and 2023, we had 5 million even,
[9:09]
so over a three-year average,
[9:11]
that's 4.7 million in our bank
account at this time of the year.
[9:13]
So we're about 12% below the
three-year average, but keeping in
mind,
[9:17]
we had a large paving project this
year
[9:19]
around $800,000 or just short of
$800,000,
[9:22]
as well as UFA expenses to date,
[9:24]
and those have all been budgeted out
of operations,
[9:26]
or hasn't been any transfers from
reserves yet.
[9:27]
Okay.
[9:30]
Any other questions about the bank
reconciliation?
[9:34]
No.
[9:36]
Have a motion for approval.
[9:38]
Counselor Ospore.
[9:39]
All those in favor?
[9:40]
That was carried.
[9:45]
Next, we have detailed financial
statements.
[9:50]
Anything you want to highlight on Dan
at all?
[9:52]
Yep. So, uh, I didn't see anything in
revenues that I need to point out,
[9:57]
but uh, I'll go down to the expenses,
[9:58]
and if you look at the screen, it
might be
[10:10]
Uh, so it's I've got it here though
anyways. I've got a backup.
[10:13]
Uh, so under expenditures General
Government 510 290
[10:17]
and we're not going to have it on the
screen because
[10:18]
I can't read and do it at the same
time.
[10:20]
Uh 510 290 lease and agreements,
that's $414
[10:23]
for Clover and Munisoft agreements.
[10:25]
I didn't know what the words, I had
to look them up.
[10:27]
Uh and most of these are questions
that I have myself.
[10:30]
So I'm just to you.
[10:32]
Under general government 510 600
office equipment.
[10:34]
We had $4,420 for two new computers
for the CAO
[10:37]
as well as Angela, that was approved.
[10:40]
Under 510 900 under miscellaneous
expenses, that's
[10:43]
$550 for green line consulting,
[10:45]
the HR firm that we reach out to when
we need them.
[10:49]
Only one under protective services
that caught my attention
[10:52]
was 520 430 under bylaw enforcement
supplies,
[10:54]
$1,749 for a new computer.
[10:58]
So, uh when we were transitioning to
a new bylaw officer,
[11:02]
we identified that the computer is
very old
[11:04]
and we would choose for an upgrade.
[11:06]
That puts us over the budget in that
particular GL account.
[11:09]
However, the salary for the bylaw
officer is going to be
[11:12]
way under because they don't have a
bylaw officer.
[11:15]
Uh so overall that the protective
services funding group I expect
[11:19]
will be somewhat flush, so.
[11:21]
Okay.
[11:23]
Under transportation 53250 under
transportation maintenance
[11:26]
training and travel, we had $1,293
for manlift
[11:29]
training. That's what that was for.
[11:33]
53260 for transportation workshop
repair contracts
[11:36]
for $6,243 was the security system at
Public Works building.
[11:42]
53260 transportation street
maintenance contracts,
[11:45]
$127,200 for Southwest patch peving,
[11:49]
that was just patch peving around
town.
[11:53]
Yep.
[11:54]
Uh 530 450 transportation main
drainage, $10,514
[11:57]
for manhole cover and drainage parts.
[12:02]
530460 transportation street
maintenance and materials,
[12:06]
$8,060 that was hot mix and traffic
paint.
[12:10]
53600 transportation capital paving,
$646,422
[12:14]
again for paving projects for 2026.
[12:19]
53600 transportation planning and
subdivision contracts,
[12:23]
$19,788 for the UFA related surveying
and engineering.
[12:29]
Under environment health services, I
had nothing that stood out.
[12:31]
Public health and welfare, nothing
that stood out to comment.
[12:35]
Under recreation 57210, recreation
rink contracts,
[12:39]
$1,157 that was for the kitchen
exhaust fan
[12:43]
inspection and hockey board cleaning.
[12:47]
Under recreation 57220, it's
recreation training,
[12:50]
travel and meals, $646 for lifeguard
training
[12:54]
plus times two as well as someone on
manlift training.
[12:59]
57420 recreation equipment and
maintenance,
[13:02]
$1,905 for vehicle maintenance as
well as a set of tires,
[13:05]
which was the main expenditure there.
[13:08]
57420 recreation parks and
Boulevards, $5,168
[13:12]
for tiller repairs and weed spray.
[13:16]
And then the last one is utilities,
58430 under
[13:19]
utilities, water maintenance and
supplies,
[13:21]
$12,590 for hydrant supplies.
[13:24]
That resulted in an overall monthly
deficit of $427.90
[13:28]
$427,824 for the month, so.
[13:34]
This is probably for another meeting.
[13:35]
But could we go back to that one
about the paving?
[13:38]
There was 100 and some thousand for
Southwest coming.
[13:41]
for patching.
[13:42]
Patching, yeah.
[13:42]
I wonder if we should bring that up
at the budget and look at some
[13:46]
more patching that ease the burden on
public works.
[13:49]
Oh, so that's that's to do like the
dig jobs
[13:51]
when they have to dig water leaks,
that's a big huge.
[13:53]
Everything just get just get them to
come in and maybe
[13:55]
help them out, you know?
[13:56]
In case there are shortages in the
summer holidays,
[14:00]
have them here longer and
[14:02]
they can, you know, if we want to
walk the streets
[14:05]
or whoever wants to walk the streets
and they can fix it.
[14:07]
Maybe get a few more streets done and
and
[14:10]
like I say, takes some pressure off
our our staff.
[14:12]
You've seen around town where they've
done some of these like
[14:16]
where King Street, they just stripped
on the center of King
[14:18]
Street and then lots of these other
ones we've done sections of it.
[14:20]
But I think there's some more that,
you know, we can probably
[14:22]
do a lot more.
[14:23]
Yeah. So maybe you know, if we wanted
maybe do more of that,
[14:26]
Yeah, like at our budget meeting that
maybe gets by
[14:29]
so we can get around to.
[14:32]
If we're not going to do the streets
anyways and
[14:35]
spend some money on patching and
[14:38]
like I say, give the public works
time to get some other
[14:41]
stuff done and not get too over, you
know, overwhelmed with
[14:44]
the projects, right, that come up,
so.
[14:46]
I'm sure we've done more.
[14:48]
I'm sure if we've done more concert
councils, there'd be
[14:50]
more people happy with the things the
way things are going.
[14:52]
Well, and and also it just shows a
little more um we're paying
[14:55]
attention to it as well as diligence
not following.
[14:59]
behind every year so far and
[15:02]
yes, there's major projects that need
to be done.
[15:04]
But in the interim time maybe
[15:06]
we could have them come in and do
more work.
[15:08]
you know, during the next public
works meeting we can
[15:10]
discuss this and I'm sure
[15:12]
about recommendation what it is that
probably could be done.
[15:14]
Yeah. Yeah, but it's a good point.
[15:17]
I'm not sure whatever anybody else's
thoughts are
[15:19]
on that or if it's just
[15:20]
I thought they're really great. There
is if they had
[15:22]
was early nice addition and get us
through if somebody's really
[15:27]
Exactly. Yeah.
[15:29]
I agree with you.
[15:33]
Okay, any other questions about the
financial statement?
[15:38]
Moving none. Motion for approval.
[15:40]
Counselor Kath. All those in favor.
Pass carried.
[15:45]
Item two, approval of accounts.
[15:47]
We have online payments from 2026-095
to 2026-010.
[15:53]
In amount of $66,599 and 59 cents.
[15:58]
Any questions about the online
payments?
[16:15]
Moving none. Got a motion for
approval.
[16:18]
Counselor Carlson, all those in
favor. That's carried.
[16:22]
Next we have pay period number 16.
[16:26]
In amount of $49,373 and 12 cents.
[16:34]
Any questions about pay period number
16?
[16:43]
Moving none. Motion for approval.
[16:46]
Counselor Kath. All those in favor.
That's carried.
[16:50]
Oh, I see. Got you.
[16:54]
Okay, moving on to department head
reports.
[16:56]
First off, we have the administration
report.
[17:06]
I I really have nothing outside of my
report, your worship,
[17:08]
unless there's any questions at all,
so
[17:14]
Looks like uh 80.8% of taxes have
been collected as of June 30th.
[17:19]
So that's a good number. That that's
usually about where we're at.
[17:32]
Any comments or questions on the
administration?
[17:35]
No, I don't.
[17:40]
Okay, next we have the recreation
director report.
[17:48]
Public Works has been continuing to
work at the cemetery finishing
[17:51]
up that Columbarium area that we're
developing,
[17:54]
the family Columbarium area.
[17:56]
Uh, we've been doing some spraying
and roto tilling again along the
trail
[18:00]
and in the park, spraying.
[18:07]
Stuff at the ball diamonds is
wrapping up.
[18:08]
There's still some slow pitch, but
other than that,
[18:11]
everything's kind of wrapped up in
the ball diamonds.
[18:16]
Everything's been pretty busy with
the Tourism Center and the
[18:19]
Fun Squad program. So
[18:20]
our kids, most of them are done at
the end of this week.
[18:25]
Uh, cuz the kids go back to school
soon.
[18:29]
They're back on like the 2nd of
September, so it's seems early.
[18:32]
But we usually, we usually give not
[18:35]
It's early for nowadays.
[18:37]
Yeah.
[18:38]
Yeah. So um we usually give them the
last week off
[18:40]
cuz a lot of our university kids are
on the move
[18:42]
going wherever they're going.
[18:45]
So
[18:46]
So we'll be done. The pool closes
Monday.
[18:49]
So in a week.
[18:50]
We started early though.
[18:52]
Yeah.
[18:52]
But you started early, which is good.
[18:54]
So you got a few weeks in this year.
[18:55]
Yeah.
[18:56]
Yeah.
[18:57]
So, but we lose
[18:59]
Yeah, we lose
[19:03]
like six or seven lifeguards going to
university.
[19:06]
So we just don't have staff to keep
it open.
[19:09]
I know.
[19:10]
It it's gone really fast, so.
[19:12]
And legally we need so many on staff
to operate, correct?
[19:15]
Mhm.
[19:16]
Okay.
[19:18]
So,
[19:19]
A comment on the walking trail which
a walker on the walking
[19:21]
trail said the trail is in the best
shape
[19:24]
it has been for years.
[19:26]
Yes, they've been doing lots of work
out there.
[19:28]
Spraying and roto tilling again.
[19:30]
Yeah.
[19:31]
And dragging it.
[19:32]
He said he's really impressed.
[19:33]
We dragged it with our uh we have a
rascal groomer, so that we use
[19:36]
like on the ball diamonds and they
usually use that on the trail as
well.
[19:39]
And we got new little tines for it,
which is really helped out.
[19:43]
So.
[19:44]
Yeah.
[19:45]
So it's great.
[19:47]
more attended to and it gets groomed
like that.
[19:49]
Yes, yeah.
[19:50]
It's great.
[19:51]
Mhm.
[19:52]
One correction, you've got it down
the sprinkle repairs at
[19:54]
Lights of Columbus. I think you mean
the Kinsman if you've been.
[19:58]
Oh yes, that is correct. Yeah.
[19:59]
Um so we're
[20:00]
there's they're supposed to be a
Wednesday.
[20:02]
[laughter]
[20:03]
we've kind of it's kind of been like
a
[20:06]
They're coming up Wednesday, so we
will help them all.
[20:08]
[laughter]
[20:09]
So,
[20:12]
So, we had the urban camp workers
came out from the city to help out.
[20:15]
They painted a lot of bleachers.
[20:17]
They painted, they washed walls at
the Elks Hall. They, um, picked
garbage.
[20:23]
Picked garbage at the landfill and
along Marshall.
[20:26]
Excellent.
[20:27]
Um, they helped paint some of the
dugouts and the ball diamonds, so,
[20:30]
That's great.
[20:31]
Yeah, so it was they got a lot of
work done in the week that they're
here, so.
[20:34]
It's.
[20:35]
It's an excellent we can uh have them
come out and do that for us
[20:36]
and that, so,
[20:38]
nice to keep them busy for themselves
to do something and as well as us to
[20:41]
clean everything up. That was
awesome.
[20:44]
Mhm.
[20:48]
And the Bluetooth timers are just to
be more remote to set up the timers.
[20:51]
Yeah, and then you can actually set
them, they'll um, you can actually
set
[20:54]
the sprinklers to the water through
the sprinklers to the water through
the night instead of having to be
there to
[20:57]
turn them on and off all the time.
[20:59]
Oh, yeah, right.
[21:00]
So.
[21:04]
any other questions for our
recreation director?
[21:07]
Mhm.
[21:10]
Hey, thanks, Kelly.
[21:13]
Next, we have Mayor and Council
Forum.
[21:15]
Any counselor that anything you want
to speak on?
[21:18]
Oh.
[21:19]
[laughter]
[21:21]
Well, I went to council school last
week and I got schooled.
[21:25]
[laughter]
[21:27]
Um, I did a really fantastic session
with uh Gordon Macintosh, um,
[21:32]
collaborating for results.
[21:37]
Um, so what I liked about it was it
was very interactive.
[21:41]
Um, and he asked a lot of questions
and called on people that weren't
[21:45]
necessarily like going to speak.
[21:48]
So it felt very natural and very, um,
like, you know, just off the cuff.
[21:53]
Improv. Yeah.
[21:54]
Yeah.
[21:55]
Um, and so he basically talked about
how to identify areas that you can
[22:01]
collaborate, I mean, with either
other communities or maybe groups
within your
[22:05]
communities.
[22:09]
Um, ways to identify how you should
collaborate, um, and then how to kind
[22:14]
of create an action plan from that.
[22:18]
Um, so I thought that was really,
really great. That was like a whole
morning
[22:22]
that we spent on that, which I really
enjoyed.
[22:25]
Did it give any examples, sir, uh, of
the sport, any examples of the
[22:27]
collaboration?
[22:32]
Um, I mean, I'll talk about it all.
[22:34]
Yes, however, I think the issue is is
that because I don't know very many
[22:38]
of the community names.
[22:40]
Okay.
[22:41]
But just an example of what they were
collaborating about.
[22:44]
Oh, um, like lots of different
things. Some share equipment.
[22:47]
Okay.
[22:48]
Or, um, one of the examples was they
created a bridge.
[22:52]
Um. Yeah, like lots of
[22:55]
Oh.
[22:56]
Kind of like that uh Canada USA
bridge, the Gordy Hall bridge.
[23:00]
Yeah.
[23:02]
Or not like that bridge.
[23:04]
Not like that, yeah.
[23:05]
Um, I don't know. If the community
needed a bridge, so they collaborated
[23:09]
like with the RMs to try to figure
out how to fund it.
[23:12]
Okay.
[23:12]
Good.
[23:13]
Um, we talked about lots of um, like
pros and maybe some challenges that
[23:18]
you would have for collaborating with
other communities and other groups.
[23:23]
Um, so yeah, I thought it was really,
really interesting and fun.
[23:30]
Um, and then the ombudsman,
obviously, they did a really good
presentation on
[23:34]
fairness, civility, and council
success.
[23:38]
Um, that one was on like the first
day, so,
[23:43]
not remembering as much about that,
but I got a big pamphlet, so we can
uh
[23:47]
once I have time to do another
review, I will update you if there
was anything,
[23:52]
um, that really stood out to me.
[23:54]
One thing I really liked about
Omismon, they almost take a neutral
position.
[23:59]
They're kind of there to help council
as well as residents and the public
[24:02]
and stuff, collaborate together. I
really like that. They kind of take a
[24:07]
non-biased opinion on things and so
whenever there's something that goes
on,
[24:11]
they try and you know, mediate that,
right? So, help steer people, right?
So.
[24:15]
Yeah, they are a good organization
and I think uh, obviously a great
[24:20]
resource, um, for anybody.
[24:23]
Because you can just call them up and
chat, chat with them anytime you
like.
[24:28]
That's excellent.
[24:30]
Okay, anyone else?
[24:32]
any member of council anything to
comment on?
[24:34]
Uh, and I know I texted Damon about
this, but today I was like, I'll
[24:37]
actually catch it.
[24:39]
So on the at first and second, kind
of by the by the PCC had been
building,
[24:44]
that intersection occasionally has a
rank rank odor. It smells like wet,
[24:49]
rotten garbage.
[24:51]
Okay.
[24:52]
So I had several members talked to me
about it like from So I I let Damon
[24:56]
know and um, but I hadn't smelled it
myself.
[24:59]
Today I did. It's when it's up, it's
not good.
[25:02]
It was.
[25:04]
Yeah.
[25:05]
Yeah.
[25:06]
Where is it at again?
[25:07]
Uh, the it's the intersection of
First Street and Second Avenue US.
[25:10]
So by the admin building? By the
admin?
[25:12]
Yeah, like the Percy center, like the
Percy center, like the Percy center
mid building, the the you know, the
clinic and everything like that
intersection.
[25:17]
Mhm.
[25:18]
It kind of moves around a little bit.
[25:20]
Okay.
[25:21]
So usually it's either from the from
what people tell me,
[25:24]
it's either the coming from the storm
drain
[25:26]
kind of on the corner by the credit
union building or from
[25:29]
the storm drain by the condo.
[25:32]
Okay.
[25:33]
So it seems to move like there but
I've had people who were parking and
stuff and just mentioned that
[25:38]
there was an issue with the building
or whatever and we're like
[25:44]
So,
[25:45]
I I said I don't disbelieve you or
whatever I've got out three times and
I can't smell it today.
[25:50]
They're like, come down here.
[25:51]
I'm like, okay, and then I yeah, as
soon as I stepped outside, I was
like, oh, that's that's right. That's
pretty strong.
[25:58]
Not like green strong, but not far
off either.
[26:00]
Yeah, particularly when it's like a
catch basin in there.
[26:03]
Mhm.
[26:04]
Well, that's yeah, I talked with a
couple of the guys from public works
were there,
[26:09]
and they were just clearing branches
and they were just clearing branches
and stuff, and I happened to catch
them.
[26:13]
That's what they figured just
something in the, you know, when it
rains, it kind of stirs up, so
[26:17]
they figured if, you know, next time
Bob's got the truck up to just either
flush it or whatever,
[26:21]
it's probably got something sitting
in the basin that just won't get up
out of it.
[26:26]
They flushed it Friday morning.
[26:28]
Oh, did they?
[26:28]
I'd seen them there, yeah. Thursday,
Friday morning, but yeah.
[26:32]
[inaudible]
[26:33]
This was today.
[26:34]
It was there today. It was the first
time I smelled it.
[26:36]
Mhm.
[26:38]
So,
[26:38]
Yeah.
[26:40]
I don't know how or why, but it's
definitely real. They're not
imagining.
[26:45]
And I did say I'd bring it up.
[26:47]
Perfect.
[26:49]
Okay.
[26:50]
Any Anything else from anyone?
[26:54]
Thank you.
[26:56]
Moving on to unfinished business.
Arena Digital Billboard.
[27:02]
I'll let Kelly maybe speak to that.
[27:05]
Um, we had looked back as we had
talked to Munisoft.
[27:10]
Yeah, Munisoft about the VPN.
[27:12]
And they said like, we can't direct
into the sign. We'd have to direct to
the computer
[27:18]
which runs the sign at the rink, um,
due to the age of the software they
said
[27:23]
to get it to work from here would be
really slow.
[27:26]
So we'll just have to train our guys
to be able to change things on there,
[27:32]
um, to get games and stuff out there.
[27:34]
There is the schedule online as well
as well as the schedule that's on the
TV in the ring.
[27:38]
So if anybody's wanting to take
pictures if they miss it on the
digital sign, they can always stop in
the rank and
[27:44]
see the schedule up on the two TVs
that are in there.
[27:47]
So Kelly, you figured there's
something that we're able to to do
then?
[27:50]
Like the staff that'd be able to post
on game.
[27:52]
Yeah, I mean, you know, it's gonna
take time away from
[27:56]
other things, but we can definitely
do it.
[27:58]
You know, I mean, it's always a give
and take if we want to do it
[28:01]
and it's going to take away from
something else that they could have
[28:03]
been doing.
[28:05]
So, it's just balancing everything.
[28:09]
So I I think what the public wants is
for example, let's say Thursday at 5,
[28:14]
U13 Elrose versus Macy Rose down.
[28:18]
Mhm.
[28:19]
That's all they want.
[28:20]
They don't want the practices or
anything.
[28:22]
Yeah, even it's just even then like
just even then like just weekly and
then having to update,
[28:26]
it's just staff time.
[28:27]
So you'd probably do it daily, like
[28:29]
Yeah, it they they change it, yeah.
[28:32]
It'll have to be just something, you
know, that we do every certain day of
the week.
[28:37]
And then when it needs updating,
they'll have to update it.
[28:40]
So like you said,
[28:41]
games are probably only Thursday to
Sunday, are they or?
[28:44]
Uh, typically only Friday to Sunday.
[28:46]
Okay.
[28:46]
So sometimes there's some during the
week depending,
[28:50]
lots of times like if Rosetown will
play Rosetown on a Tuesday if they
have back-to-back ice times and
stuff,
[28:54]
it just is hit and miss.
[28:55]
Yeah.
[28:56]
And you do the one on the website?
[28:58]
Yeah.
[29:05]
Any questions about that?
[29:10]
I think that's great if they get
something on the board and try and
figure out something
[29:13]
that we currently have for, you know,
operation standards to to facilitate
this
[29:18]
games to see how that works. I think
we want to give it a try. It could be
great.
[29:24]
Any other questions or discussion?
[29:29]
There's probably no motion that needs
to be made or it's just operational,
is it not?
[29:33]
Okay, let's move on.
[29:35]
Next, we have a decision document
Seda West Coast Economic report.
[29:42]
So we had this on uh last council
meeting and counselor Coffee Olson
wanted it brought back to answer the
challenge.
[29:47]
So that's why it's here.
[29:48]
I do have a recommendation if you
want to hear it unless you have
anything else.
[29:51]
It's central.
[29:52]
West Coast is kind of throwing me.
[29:54]
Oh, yeah, yeah, sorry. Yeah. Yeah,
yeah.
[29:58]
I think it could be the West Coast.
[30:00]
I'm looking to see if I'm
[30:02]
Just waiting for the big one to
happen.
[30:05]
[laughter] they're all doing it.
[30:06]
We're going to be punched, right?
[30:07]
[laughter]
[30:08]
I said it and I didn't even catch it.
Okay.
[30:13]
What's your recommendation?
[30:15]
Uh, so I think council may wish to
respond to the challenge by
[30:18]
identifying housing development as
the primary action priorities.
[30:22]
Recognizing that housing ability is
our availability is directly linked
to
[30:27]
workforce attraction, business growth
and long-term community
sustainability.
[30:32]
Because we're a key regional service
hub and actively pursuing ch funding
right now
[30:36]
to support new residential
development, it'll create additional
housing opportunities
[30:40]
and position town for future growth.
[30:43]
So the measurable actions that are
already underway include pursuing ch
[30:46]
funding for the servicing of a new
residential subdivision.
[30:50]
Maintaining a supply of development
ready residential lots and then
discontinuing
[30:56]
discussions with employers and
developers regarding housing demand.
[30:59]
So success can be measured through
infrastructure funding secured,
[31:03]
the number of service lots created,
[31:05]
residential building permits issued
and new housing units developed.
[31:08]
So, so to sum all that up, my
recommendation would be right now to
hold fast,
[31:12]
wait and see if we get the ch funding
that we've put in for.
[31:15]
I'm hopeful that we will.
[31:17]
And then perhaps we can host a Ro
Town business meeting or a community
meeting
[31:21]
to assure local businesses that
additional housing is forthcoming and
they can
[31:24]
maybe start planning on that.
[31:25]
So.
[31:27]
Good job.
[31:28]
Yeah.
[31:28]
I'm fixing housing is definitely it.
[31:31]
Um, they talked about start here and
start here and start with
conversations with a neighboring
[31:37]
community, maybe our RMs or maybe one
of the communities close by.
[31:41]
Um, to see if they'd like to partner
in somehow.
[31:44]
Obviously it's to their advantage
too.
[31:47]
And or they might want to work with
whatever developer we eventually find
[31:52]
um to put some out there in their
areas too.
[31:57]
Just gives a developer more options.
[32:00]
The other thing they suggest in here
is um the other conversation that we
start
[32:06]
should be with um local partner or
employers.
[32:12]
Which is I wonder if maybe at our
coffee coffee with council?
[32:16]
Mm.
[32:17]
That could be the theme to say like
[32:23]
maybe you want to spark something,
right?
[32:24]
Yeah. Bring people in. And eventually
[32:27]
like if we get this chiff visit.
[32:29]
Chiff. Chiff. Chiff.
[32:32]
funding, um, then
[32:35]
we should be in line then to be able
to set up a committee of some kind
[32:39]
that can work on the details that are
needed.
[32:44]
Um, so I don't we don't want to build
houses, but we want to make sure it's
possible.
[32:51]
That's my sense. Yeah.
[32:52]
So yeah, housing is the one I think
we should be on.
[32:54]
Yeah. Absolutely.
[32:55]
It's almost the word not to be taken
too likely is almost a housing
crisis.
[33:01]
With only nine houses for sale in
town and hardly any very limited
rental areas,
[33:06]
space, we are in very big need of
that. So. Oh.
[33:10]
Some of our major businesses have
taken it on to to find housing for
their workers.
[33:15]
Yeah.
[33:17]
But our smaller places also need our
small businesses need housing for
their workers.
[33:23]
Agreed. We have uh school division
office here, we have.
[33:26]
SA. The banks, like it.
[33:29]
Banks, we have a lot of places that
are have people that are looking for
housing.
[33:34]
I a whole assortment of it whether
it's rental,
[33:37]
um, short-term, long-term or even to
buy.
[33:41]
And we have opportunity with our
current upgraded services like the
Lagoon and
[33:45]
our water that we're looking at also
that, uh, we won't be restricted to
that.
[33:50]
That because that's what some
communities are they're handcuffed.
[33:53]
That's the thought of the time to,
Counselor Carlson, at the time we
did,
[33:58]
we wanted to make sure we unlocked
this potential in the future and not
be held up by anything.
[34:02]
So now we're starting to open up now.
So.
[34:04]
Mm.
[34:05]
The future looks bright. So.
[34:06]
Hopefully we can be proactive and due
diligence will get us a long ways.
[34:10]
Yeah.
[34:11]
Yeah, like I don't just want to wait
for grant funding,
[34:15]
I want us to start thinking about it
[34:18]
and getting that word out there so
people are thinking about it.
[34:20]
That's why I suggested maybe the
coffee with the.
[34:22]
Because we do have available space
right now, right? To do any
development.
[34:25]
So we have available spaces which is
a luxury for us to have that
opportunity
[34:29]
so we exactly yes, we can talk about
development.
[34:33]
And then talk about what it is we
want.
[34:36]
Yeah.
[34:36]
Whether it be multi-unit housing or
apartments or rural housing or
whatever.
[34:43]
Even too if to get out to public
opportunities to maybe enhance your
own house.
[34:48]
And they've done this in Sasco and
cities for many years, develop your
basement
[34:52]
into suites, rental suites, increase
your own uh revenue generated out
[34:56]
your own home by opening up space and
turning that into a legal suite.
[35:01]
I know in the cities that happens.
[35:04]
people always taking that opportunity
to do that.
[35:07]
And we actually had that in Rosetown
about five years ago an application
for a permit to change a basement
into a legal suite.
[35:13]
We allowed it and we signed the
permit and it was changed.
[35:16]
So they have a post in town for legal
suite in the basement.
[35:18]
And those become really important
when we have like construction crews
or pipelines coming through.
[35:23]
Oh, absolutely.
[35:24]
And then there's just a huge demand
just for, yeah, a short-term rental
[35:28]
maybe just a room even.
[35:30]
Yeah.
[35:31]
Can we healthcare workers too?
[35:33]
It could be.
[35:34]
Yeah.
[35:35]
Oh, I know we've got.
[35:36]
Substitute teachers right into town.
[35:38]
That we used to. Yeah. Right.
[35:40]
And with the cost of fuel, the more
places we can have here.
[35:44]
And it even sounds kind of like some
of like some of the realtors in town
collect that data for information
sharing for places for rent.
[35:50]
So I know there's a a couple of
realtors for sure that.
[35:54]
If we can maybe lock that in, so have
some sort of correlation between even
our office people ask about that, we
can rely onto the realtor, maybe have
a resource of places for rent.
[36:03]
Yeah.
[36:05]
people to go to. So all of a sudden
they decide let's let's rent this
place up we have everything, have a
place to go to and talk to and.
[36:11]
It's more central that they wouldn't
kind of lock it into one place
instead of just having up in the
universe to try and figure out, so.
[36:19]
So it just seemed to me that like
their their framework would be to one
announce that this is what we're
interested in developing.
[36:27]
Um, or looking into.
[36:29]
Um, two is to seek partners,
neighboring partners, outside
Rosetown partners, inside Rosetown.
[36:36]
Um.
[36:37]
And three to even start seeking a
developer to lure.
[36:44]
[laughter]
[36:46]
But to invite somebody that we trust,
we trust
[36:48]
they have a good record, they do a
quality product.
[36:51]
So we don't just get all the fly by
nights come in.
[36:54]
Yeah. When there's free money.
[36:56]
Yeah. You need to be aware of that
too, right? Because that can happen.
[36:58]
Always does when there's free money.
Yes, it does. Yeah.
[37:01]
Um, so yeah, who do we want to
invite?
[37:04]
And we should be doing some looking.
[37:06]
Definitely someone that's been
knowledge from another
[37:09]
community that has it done, right?
[37:11]
Like development been done by someone
that has references, right?
[37:14]
Yeah. So it's important.
[37:17]
Yeah, that could be as simple as
there's developers out there
[37:19]
looking for places like this.
[37:21]
I mean, they just don't know this is
maybe by doing things like this,
[37:24]
getting it out into the universe that
we're doing this kind of thing
[37:27]
and we have a big need for this.
[37:29]
Maybe people looking, we need a
strong community behind that
[37:31]
request and that support, right?
Yeah.
[37:35]
Like that's how we got all those um
seniors condos all those years.
[37:39]
Because there was a strong community
behind they were
[37:41]
able to sell all those suites
basically before they put
[37:43]
shovels in the ground. Yeah.
[37:46]
And that's usually what they try to
do when they announce that they're
[37:50]
coming. They like to presell
[37:51]
about 50% at least I think before
they break ground.
[37:53]
And we may not be able to do that
with everything, but
[37:57]
over a an under an umbrella of a
whole lot of things.
[38:01]
Yeah. They might be able.
[38:04]
And everyone that's under the same
kind of uh the same need
[38:10]
understanding of that and support
that.
[38:12]
When you have a community that
understands, I think you get
[38:14]
a lot of buy when everyone's talking
about it.
[38:17]
We need the housing and supportive
about it and uh.
[38:20]
We have builders and stuff around
town and suppliers
[38:23]
and trades people, so.
[38:25]
Yes, we do. It's very one of those
things that's.
[38:29]
Just needing kind of a developer who
can kind of
[38:31]
developer investor.
[38:33]
Absolutely.
[38:39]
We should probably get a motion then
to make a formal announcement
[38:42]
that we'll be prioritizing that the
town can make an announcement
[38:44]
that we're prioritizing housing
related infrastructure.
[38:50]
Does that sound good, Deborah? Yes.
Yes.
[38:52]
Okay. I have a motion.
[38:54]
Councillors for all those in favor.
[38:56]
That's carried.
[39:05]
So we'll get an announcement out for
coffee with the council,
[39:07]
with council, I should say.
[39:11]
Um, do you want to have maybe a
corner set up for um
[39:14]
I think we have do we have a design
concept for the new subdivision?
[39:20]
So perhaps we can get a a design
concept up in the corner there just
[39:23]
to let people know there's what we're
thinking, what the plan is.
[39:28]
Actually get it, you know, in front
of people that are there so they know
[39:31]
what, you know, what we're looking at
and what the plan is.
[39:34]
And then maybe some more with.
[39:36]
Right there with.
[39:37]
I don't know, newspaper or something,
sticky notes so people can just
[39:40]
make a note or
[39:43]
respond that way or orally.
[39:50]
Yep.
[40:02]
Good.
[40:07]
[paper rustling]
[40:11]
[paper rustling]
[40:19]
[clears throat]
[40:24]
Okay, next up decision document for
Miller Cemetery headstone.
[40:29]
[paper rustling]
[40:33]
So Council received concurrence from
Mr. Tom Miller regarding
[40:36]
a damaged headstone of his parents
located in Rose Town Cemetery.
[40:41]
And Mr. Miller alleged that the
town's mowing operations damaged
[40:44]
the monument, removed the bronze name
plate from the marker.
[40:49]
He had an estimated uh cost from
Shander replacing it and to repair
[40:54]
it for $1570.5.
[40:57]
And he's asking for us to to do that
for him.
[41:02]
So we have uh by-laws in place,
talking about responsibility and
[41:06]
damages maybe incurred.
[41:12]
So we had uh instructed
administration to do a little uh
[41:16]
investigation into anything that's
happened in the past while.
[41:22]
Do you want to speak a little bit
about that?
[41:25]
Uh, the review, yep. So, um,
[41:28]
Uh, so when I put this together for
council, I I I honestly,
[41:31]
I still don't know, you know, which
way to go for sure, um,
[41:35]
because there's a compassion part of
this, but there's also a, a, a
[41:38]
uh, a bylaw and policies and
[41:40]
procedures, regulations part of this.
So,
[41:44]
Um, which is what I lean more heavily
on. So,
[41:47]
Um, our own bylaw states uh that the
town is removed from any kind
[41:51]
of damage as a result of regular
maintenance.
[41:52]
And I think it has to be like that
because
[41:55]
when we have 600 monuments out there,
500 monuments out there,
[42:00]
and we're doing regular maintenance,
you know, cutting grass and and
[42:04]
weed eating, um, you know, damage is
probably going to happen.
[42:08]
Like we're doing our best, but at the
end of the day there's there's
[42:12]
going to be some, you know, some
damage as a result of regular
[42:15]
maintenance because we have to do
regular maintenance.
[42:17]
I'll also to that Dan, I'd comment
too that is a public open space.
[42:19]
So anyone could go in there at any
time.
[42:22]
So we unbeknown is also there. It's
not secured, gates closed
[42:25]
at 5 o'clock, only open during
certain times.
[42:28]
It's open to anyone at any time, so
things could happen with all
[42:30]
our knowledge.
[42:31]
That's right.
[42:32]
Like sometimes tombstones get tipped
or whatever, or some vandalism
[42:35]
happens. So that's there's that side
too of possibilities.
[42:39]
Mhm.
[42:40]
So our bylaw already has that in
place where it removes the town
[42:44]
from any kind of responsibility or
financial um liability
[42:48]
having to do with regular
maintenance.
[42:50]
And and I didn't really, you know,
start leaning that way until I was
[42:53]
able to review other similar by-laws.
[42:55]
So for example, the ones I was able
to come across online are
[42:58]
Saskatoon, Rostern and Outlook.
[43:00]
All of which have um a little bit
different wording,
[43:02]
but in the end it's the same.
[43:04]
It's uh the towns are not or the
cities are not responsible for
[43:08]
the for for the monuments as a result
of regular maintenance
[43:12]
because they can't be.
[43:13]
Because again, when we're talking
about Saskatoon or Regina, you know,
[43:17]
there are thousands of monuments.
They have to do maintenance and,
[43:19]
you know, some damage, albeit they do
their best to avoid it is
[43:23]
going to happen. They can't be
responsible for every monument in
[43:25]
the in the cemetery.
[43:28]
Um, and then I guess and the mayor
pointed out as well, so in this
[43:31]
particular circumstance, the entire
bronze uh name plate is missing.
[43:36]
Um, Kelly talked to her staff, no one
remembers hitting it.
[43:39]
You would remember hitting a bronze
face plate with a lawnmower.
[43:44]
Uh, no one remembers hitting it. I
think there would even probably
[43:47]
be some damage to the lawnmower, at
least to the blades with hitting
[43:50]
a bronze face plate like that.
[43:51]
So while I think it's probably likely
that we did damage it with
[43:54]
a lawnmower, I can't say definitively
so.
[43:57]
It could have been stolen. I don't
know.
[44:00]
Um, there is no proof that, you know,
I can't say definitively
[44:03]
that the town of Rose Town is
responsible for that
[44:05]
because I don't know for sure.
[44:08]
Uh, so with all that in mind, the
recommendation that came from
[44:12]
administration was uh that we don't
um cover the costs of the of the
[44:16]
repairs to this monument, um, and
that doing so could set a
[44:20]
precedent for all the other monuments
that are out there. So,
[44:25]
Well, the other thing is you got to
remember Rose Town soil moves.
[44:30]
Like, for example, the mounted doors
on Main Street that have
[44:34]
to be adjusted two to three times a
year
[44:39]
is ridiculous. Because they move up
and then they move down.
[44:42]
It depends. And that's just the way
even in your house.
[44:47]
That that's the way Rose Town is,
unfortunately.
[44:48]
I've been around to many different
cemeteries, Yep. and uh some are
[44:52]
better than others, and ours is
pretty decent.
[44:54]
We've had people that come here
before and said that it looks
[44:57]
fantastic and we'd like to copy it.
[44:58]
I've been to bigger a few times,
looked at.
[45:01]
The thing that
[45:02]
that is definitely better that we've
done here
[45:05]
is put those runners to keep them
safe from
[45:07]
away from the moers and such.
[45:09]
Also their soil there is more sandy.
[45:12]
Exactly.
[45:13]
they're less apt to shifting like
ours is
[45:15]
the heavier plates to shift
[45:17]
and sort of that.
[45:18]
So we have quite a bit more
[45:20]
keeping un- un- how would you say.
[45:22]
the dirt's, you know, particularly
flat or
[45:25]
tombstones are kind of tipped. But uh
[45:29]
I wonder how many of these requests
will we have
[45:32]
in 10 years, you think?
[45:34]
Would you say?
[45:36]
When Kelly no more, we've dealt with
a few on my
[45:39]
10 years so far.
[45:41]
Yeah, I'd say I can think a half a
dozen probably.
[45:44]
I don't think we've covered it.
[45:46]
So not whole much. No.
[45:49]
I wonder if we could do just a little
bit in kind and say
[45:52]
you know, this this is the bylaw but
[45:55]
maybe helped them a little bit, but
[45:57]
See, was he wanting the whole thing
redone, was he not?
[46:01]
Yeah, but I mean personally so I want
to do it but
[46:03]
he was mostly asking us for the money
to help with
[46:06]
I wouldn't personally. I know him
this family all my life,
[46:09]
60 plus years and
[46:10]
I'm kind of a little bit torn.
[46:12]
I that's getting involved in which I
shouldn't be.
[46:15]
But what I wouldn't have a problem
just replacing
[46:17]
the main plate.
[46:19]
And if he wants to replace the rest,
that's fine.
[46:21]
I think that's all he's asking for.
So he's looking,
[46:23]
I think what he's looking for is to
replace it. So
[46:26]
We shouldn't pay $1,500 for the main.
[46:29]
Yeah, that's what I saw, it's a
thousand bucks.
[46:31]
It has to be the whole scroll, not
just the little plate.
[46:34]
You can replace just the plate.
[46:36]
No, the plate should be replaced or
screwed on.
[46:38]
Mhm. That's right.
[46:39]
But that's what it is, the little
scroll.
[46:41]
That is the plate.
[46:42]
That's the 3x9 bronze scroll and then
installing it,
[46:45]
$90. So.
[46:46]
That's what he's looking for us to
replace.
[46:48]
a couple hundred.
[46:51]
So what if we said 500 bucks?
[46:54]
Yeah, it's going against the we can't
make that decision
[46:56]
as a council.
[46:58]
I'm going to step back from any more
comments.
[47:01]
Yeah. I would just say, I think we
need to have compassion
[47:03]
and sympathy for Mr. Miller.
[47:05]
It's definitely unfortunate.
[47:07]
that this has happened.
[47:09]
But from them it's a we've collected,
I can't definitively
[47:12]
say that it was us that caused it.
[47:15]
If it was, if there was a report to
say we did do it,
[47:17]
I would have
[47:18]
the opinion that yes, we probably
shouldn't replace
[47:20]
that name because
[47:22]
it it states that it was us.
[47:26]
When there isn't that, I don't know
if we should accept
[47:28]
responsibility for doing something
that we aren't
[47:30]
totally 100% sure that we did.
[47:35]
So that would be my my question to
council.
[47:39]
I guess I'm I'm thinking like great
big compassion,
[47:43]
even if we somehow matched him like
[47:49]
My worry there though is like how
many people have
[47:52]
damaged out there that are going to
[47:54]
right, I mean if I heard about it and
I had
[47:56]
my dad's marker was damaged,
[47:58]
and I found out the town would pay me
five, you know,
[48:01]
pay part of it, I'm okay, now I've
got to go get that
[48:03]
fixed, now, right?
[48:04]
Is that going to break the town
though?
[48:05]
I don't think so.
[48:06]
No, but I'd be more here's what I'd
be more interest
[48:08]
personally,
[48:09]
like I I'm a procedure guy like our
bylaw says
[48:12]
we don't do, we don't do it.
[48:14]
But I also if that was my mom or dad,
[48:16]
I wouldn't be happy.
[48:19]
I like to bend the rules a little
bit.
[48:21]
Well, we get we get fees to put you
know, to to
[48:24]
if I want a grave, it's not like I
can just go dig a hole
[48:27]
in the Rosetown cemetery. I've got to
pay for it.
[48:31]
If we had some sort of like a fund to
help with,
[48:34]
you know, in cases of
[48:37]
vandalism where even with vandalism
and we said, hey,
[48:40]
look, the fund will give you
[48:43]
200 bucks to help fix it because
we're taking the we
[48:46]
know, we take the fees we're bringing
in and
[48:48]
we'll hold that.
[48:51]
Like I'd be more interested in going
down that road if
[48:53]
we're looking to help people.
[48:55]
We do have a cemetery deletion fund.
[48:58]
Mhm. So I I'd be more interested in
that route
[49:00]
myself just because the bylaw's
written that way
[49:03]
because it makes sense to write it
that way and I,
[49:06]
you know, I mean if we're not going
to follow it then
[49:08]
why do we have it?
[49:11]
But by the same token, I don't want
to, you know,
[49:14]
I I I mean he was here. I
[49:16]
that was my parents, I'd be upset,
right?
[49:19]
Um, I'd want to get it fixed.
[49:21]
So that that's where my head's at.
[49:24]
I guess someone of mine was when I
looked at it, um
[49:26]
thought and I read through the bylaw
and everything,
[49:29]
I'm like, oh.
[49:32]
I don't think I want a headstone up
there.
[49:36]
I wouldn't want one flush to the
ground.
[49:38]
And it's basically
[49:39]
whatever changes and things change.
Like this
[49:42]
this was a good idea to solve a
problem at a time. It just
[49:45]
it's not a foolproof idea.
[49:49]
None of them are.
[49:50]
They could have a flush tombstone.
[49:52]
Yeah, that was a that was the trend,
yeah.
[49:55]
We never did find the plate, did we?
[49:57]
No. I even asked my guys and like
they said like.
[50:00]
Yeah, so if it was just spit off.
[50:02]
it probably would have been laying
nearby.
[50:03]
That's what we're again,
[50:05]
that's why I'm saying we're not I
can't definitively say it was us
[50:09]
Like if we chewed it off, it would be
there.
[50:11]
And when they're doing cleaning and
maintenance every day,
[50:14]
they would have come across the name
plate.
[50:16]
It's gone.
[50:19]
I'd be curious.
[50:20]
Like you say, having compassion and
sympathy as well.
[50:23]
But to get, is it possible to get
just that name plate
[50:26]
and have it put back on?
[50:30]
for a normal cost.
[50:31]
because I I'm sure that that number
is for the whole bronze,
[50:34]
I thought.
[50:35]
For the whole piece. I'm pretty sure
that's what he was told.
[50:37]
[chuckle]
[50:38]
That would be just for that little
plate.
[50:41]
Yeah, three by nine.
[50:42]
Three inches by nine inches.
[50:44]
that's what he said, yeah. Okay.
[50:45]
Well, maybe they have to remove it
and it's bolted from the backside
[50:49]
No, it'd be it's bolted from the top.
[50:50]
Like it's.
[50:52]
Is it bolted or like it's a glue.
[50:54]
It's like no, it's there like you if
you look in the picture
[50:56]
you can see on the other one, you can
kind of see the little screw
[50:58]
on the end of this.
[51:00]
Okay, got you. Yeah.
[51:01]
Yeah, so it's a 3x9 bronze scroll,
that's the name plate for
[51:04]
$965 then to install it.
[51:06]
to screw it onto the monument.
[51:09]
See, it's a very tough call
[51:10]
because if you make a rule.
[51:13]
[paper rustling]
[51:14]
started.
[51:15]
are you going to break it?
[51:18]
That's in anything.
[51:19]
I don't care whether it's a sport.
[51:21]
or it's a discipline thing or
whatever.
[51:24]
So then, you start stretching, how
far do you stretch?
[51:31]
And like.
[51:32]
There's compassion here because if
that like everyone says,
[51:35]
if that was your parents, you'd be in
the same situation.
[51:40]
and you want something done.
[51:41]
Well,
[51:45]
It's a tough call.
[51:46]
That's kind of where the bylaws kind
of sleep too.
[51:49]
It is an open public space that's
susceptible to vandalism or anything.
[51:55]
It's susceptible to a lot of things.
[51:57]
Like I think to be truthful, if I was
lawn mowing.
[52:01]
up there.
[52:03]
I got ear muffs on, right?
[52:06]
You. Right? You wear.
[52:07]
Ear protection. Yeah, ear protection.
[52:09]
Some of them were them, yeah.
[52:10]
Some of them were, yeah.
[52:11]
Or else they got a radio.
[52:14]
The one that cuts at the cemetery
doesn't.
[52:16]
Doesn't.
[52:16]
Okay.
[52:17]
But you know what I'm saying?
[52:18]
Yeah.
[52:19]
That's always a possibility.
[52:21]
You might not hear anything.
[52:23]
You'd feel a bronze marker go
through.
[52:25]
You should feel it, you'd take the
lawn more.
[52:27]
But.
[52:28]
Remember how old these guys are?
[52:30]
30.
[52:33]
If he's a 30-year-old,
[52:34]
I stayed there with an 18 or
20-year-old guy that.
[52:37]
It's never the.
[52:38]
the summer students.
[52:39]
No.
[52:41]
Okay.
[52:42]
So.
[52:44]
And I've like I've put a rock through
one of our mowers.
[52:46]
Like I'd.
[52:47]
good sight.
[52:48]
And I mean you feel they go through.
[52:50]
You wouldn't hit a bronze plaque and
put it through the mower
[52:52]
and not feel it.
[52:54]
Like it's.
[52:54]
You should feel it.
[52:55]
Like it would probably almost stop
your mower.
[52:58]
So.
[53:03]
So we're kind of beating the horse.
[53:06]
Any other comments about it?
[53:10]
Views?
[53:11]
Solutions?
[53:14]
[paper rustling]
[53:25]
How much is how much is in that extra
fund?
[53:28]
Anyone know?
[53:29]
perpetual care. It's perpetual.
[53:32]
You can't actually touch the
perpetual care fund until
[53:34]
that section of the cemetery is
closed.
[53:37]
Okay, is there another fund?
[53:38]
there's donations made to the
cemetery.
[53:41]
Those go to.
[53:43]
the donations that are intended for
repairs
[53:45]
their personal monuments.
[53:46]
Yeah.
[53:47]
Because they don't the monuments
don't belong to the town.
[53:50]
Like.
[53:51]
So the money that comes in, we have
to use on something
[53:53]
for the town.
[53:55]
Any donation made or else it's.
[53:57]
We get that Roy and Delma Elliott
that we've put to a cemetery
[53:59]
and I believe part of that's going to
the new area that they're
[54:02]
working on right now.
[54:04]
I don't see anything under donations
made so far.
[54:10]
cemetery, just the Roy and Delma
Elliot.
[54:16]
on the uh the donor's choice yeah,
that's it.
[54:18]
Give your money.
[54:20]
Yeah.
[54:21]
[paper rustling]
[54:26]
I suppose on the donation for there's
never been money collected
[54:28]
for on preservation or correction of
tombstones or anything like that.
[54:34]
Probably not specific enough.
[54:35]
No.
[54:36]
And I know like was it Shannador or
one of the companies one year
[54:39]
they come in and they did leveling of
headstones for the families
[54:42]
if you reached out to them and I
don't think they charged, but that
[54:45]
was for the families to go through
and do.
[54:50]
You can actually put your loved one's
monument on your
[54:52]
insurance too.
[54:53]
Yeah.
[54:54]
So that is a thing you can do.
[54:56]
I know there's a few people that have
done that.
[54:59]
when you spend.
[55:00]
eight or ten thousand dollars on a
monument.
[55:03]
They're not cheap.
[55:04]
[affirmative]
[55:14]
Anybody gonna motion?
[55:16]
[laughter]
[55:21]
So what does Council think's her
solution?
[55:27]
I make motion you put $500 against it
[55:30]
to recover some of the cost in kind.
[55:35]
good faith.
[55:36]
Can I just ask that your motion also
will state that the town's
[55:39]
not accepting any responsibility or
liability?
[55:42]
Correct.
[55:43]
Yeah, thank you. Yeah.
[55:46]
Okay.
[55:47]
We have a motion on Councillor Cross.
All those in favor?
[55:53]
One, two, three, four.
[55:55]
I was, I'll abstain.
[55:58]
So we have a pass motion.
[56:01]
Four to three.
[56:08]
[rustling]
[56:21]
Okay, next document.
[56:23]
Decision document 1014 Main Street
tree removal.
[56:32]
[paper rustling]
[56:36]
[sigh]
[56:38]
Yep, so this, this was um, this was
brought over from our last meeting.
Council wanted a
[56:42]
little bit better pictures and a
little bit more um, review of this.
[56:46]
So
[56:47]
Um, so did. I, I went and took a
little bit better pictures,
[56:50]
um, you know, of the house in
question, so
[56:53]
If you're looking at my screen at
all, on your left there is
[56:55]
1214. This is the the person
[56:58]
that's uh um raising the complaint.
[57:04]
Uh, and and their tree over to the
left there
[57:06]
in front of the red truck.
[57:08]
And then uh uh uh 1012,
[57:12]
pardon me, is the blue house on the
right,
[57:15]
and the uh, the owner of 1014 also
would like their tree
[57:19]
removed that's in front of their
house.
[57:21]
So they're saying that these two
trees are are causing their the
[57:24]
heaves in their in their driveway.
[57:27]
Um, I did go and measure as well,
just to kind of get a base
[57:30]
measurement of how far these trees
are, um, of concern.
[57:33]
So the neighbor's tree, um, 1012 is
actually the closest one at 15 feet
[57:36]
from where the the the driveway um is
starting to heave.
[57:42]
Uh, whereas the owner of 104 owner of
1014
[57:44]
is over 30 feet away.
[57:45]
Is it not poppers?
[57:47]
No.
[57:48]
Uh, no, this is uh likely elm trees.
Elm trees.
[57:51]
Yeah.
[57:52]
[muttering] That's surprising.
[57:55]
Uh, I was able also to find a picture
from 2013,
[57:57]
so this is the same property from
2013 you can see
[58:00]
the driveway's almost in very new
condition.
[58:04]
Um, the same trees are there and you
can see that there's
[58:06]
also a uh what I believe to be a
spruce tree,
[58:10]
uh which is very close to the
driveway as well.
[58:12]
Um, and that's not there anymore, so
it was removed
[58:14]
obviously.
[58:16]
It's not to say though that the root
system wouldn't still be there.
[58:19]
I would suspect it.
[58:21]
Um,
[58:24]
So I, you know, when I looked at this
situation,
[58:26]
I took some more pictures, um, I'm
I'm still,
[58:28]
I'm still not 100% convinced as the
trees.
[58:30]
And the reason I'm not is it's a very
straight, linear line,
[58:34]
um, that the driveway's heaving from
the sidewalk to the house.
[58:38]
Um, there's no, there's no impacts to
the driveway
[58:41]
from the tree to that line, from
either of the trees.
[58:45]
Um, it's just it's a straight line
from the drive uh, from
[58:47]
the sidewalk to the house, uh
[58:49]
and and that's the and that's the
general impact of the uh
[58:52]
of of the driveway.
[58:54]
So I don't know for sure that it's
the root system.
[58:56]
Uh, I did throw it to the owners to,
to feel free to provide an
[58:59]
engineering report, you know, give us
something that says
[59:02]
it's the roots.
[59:04]
Um, and then and they came back and
said they weren't going to
[59:07]
do that because they're not looking
for financial
[59:09]
compensation, they just want the
trees removed.
[59:12]
Um, I'm just going to add on, I just
got actually an additional
[59:14]
email from them today, which I just
want to bring to
[59:17]
Council's attention.
[59:20]
Um, so again, she sent a couple more
pictures just today actually
[59:23]
before the meeting, um, just again
saying that they believe
[59:26]
that the tree roots are impacting
their driveway that they've got
[59:28]
shoots growing up from these holes.
[59:34]
And they're asking if they can
chemically treat this root
[59:36]
system to stop it from growing into
their driveway.
[59:39]
She'd be able to identify the tree.
[59:41]
Off that. Mhm. That looks like a
poplar.
[59:43]
Yeah, so it's very likely that seeds
have blown very likely
[59:46]
that seeds have blown into the cracks
and are now growing
[59:49]
through the cracks, so
[59:51]
Again, there's nothing to say that
it's the tree roots from
[59:54]
these elm trees that are causing
those cracks or that these are
[59:56]
shoots from those elm trees, so.
[59:58]
Elms are usually not that bad.
[1:00:02]
after it's completely straight.
[1:00:05]
Yeah.
[1:00:06]
They got
[1:00:07]
For me it is a fact that the the runs
straight up and down the driveway
like it's
[1:00:11]
perpendicular to them.
[1:00:12]
And normally we don't have issues
with as much of elm trees.
[1:00:18]
The council
[1:00:19]
unless there's one that's falling out
of the tree sick or it's dying or
it's causing
[1:00:25]
you know, egregious down. It's
usually
[1:00:27]
pushing up poplar tree, pushing up
sidewalks and driveways tremendously.
[1:00:31]
And uh
[1:00:33]
I don't see that for these trees.
[1:00:35]
The line of those
[1:00:36]
If you looked at it
[1:00:38]
that little one there in the picture,
that's a poplar.
[1:00:41]
So it's coming from somewhere else.
[1:00:43]
It may be on our.
[1:00:44]
And I think that the
[1:00:47]
the deterioration of their pavement
on the driveway is a factor as well.
[1:00:50]
We had a really hot summer with a lot
of rain, so it's
[1:00:53]
I think it's affected that as well.
[1:00:55]
Moisture getting through penetrating
through that to create this.
[1:00:58]
So I think we're having some sort of
shoots coming up.
[1:01:00]
I don't believe that that's an elm.
[1:01:03]
like where it is the where's the
sewer meter or the
[1:01:06]
Not at that location.
[1:01:08]
that at all?
[1:01:08]
No.
[1:01:09]
What about the hookups for the
houses?
[1:01:12]
The service connections? Yeah, they
[1:01:13]
typically in the middle.
[1:01:15]
No, they're running
[1:01:16]
I mean if it was that to me, that
would be what's causing.
[1:01:18]
I thought that too, so I did run that
by Bob and he said the service
service connections are going in on
the grass.
[1:01:23]
which is horrible.
[1:01:24]
Okay, cuz yeah, they did say they had
to give it.
[1:01:27]
Yeah.
[1:01:28]
But it is weird to me that it just
runs straight up the driveway.
[1:01:31]
Yeah, that that that feels like a
it's more of a structural issue that.
[1:01:35]
Or perhaps when they poured the
driveway they poured it in two pieces
and that's just a weak point.
[1:01:39]
they could have taken the part of the
driveway out probably.
[1:01:44]
They've switched to the neighbors get
taken it out.
[1:01:48]
But they they've gotten rid of the
garage there.
[1:01:51]
They've just converted it, I think.
[1:01:53]
Yep.
[1:01:54]
in their garage.
[1:01:55]
Yeah.
[1:01:56]
Okay.
[1:01:57]
Well, and so there's a good question
too, right? What you know, they had
to bring in wood and
[1:02:03]
if they end up putting a flat bed up
the driveway when it was hot up
there,
[1:02:08]
right? I mean, you put a lot of
weight on it.
[1:02:10]
That could have been part of the
problem too, but I don't think it's
true. I really don't.
[1:02:14]
Yeah, I don't find it's for us to
determine what it is.
[1:02:18]
It's whether it is the trees is what
they're trying to determine. So
[1:02:22]
with that in line, with that straight
line, with that straight line, I
don't think it is either one of them
[1:02:27]
trees, so I don't think we should
remove either one of them.
[1:02:29]
due to the evidence that we have
before us.
[1:02:32]
I think you'd see an angle going
across on a diagonal towards that if
it was either one.
[1:02:37]
So, yeah, coming straight out there,
I just don't think that's possible.
[1:02:40]
I think the the push would be on them
through
[1:02:45]
go straight.
[1:02:50]
I think they just have trees in front
and they're just thinking of the they
might be those, but obviously I don't
think it is.
[1:02:58]
You know, the trees
[1:03:02]
Oh. Yeah.
[1:03:03]
Yeah, it would be a right in the
asphalt.
[1:03:06]
Take a picture take a picture with
your iPhone and it'll tell you what
kind of tree it is that's coming out
of the driveway.
[1:03:12]
take your a picture because it still
works.
[1:03:15]
No, I mean like you have to go from
the driveway.
[1:03:17]
Yeah.
[1:03:18]
Yeah.
[1:03:19]
I'm pretty sure that's a poplar.
[1:03:22]
They're pretty cool.
[1:03:24]
plants.
[1:03:26]
Yeah.
[1:03:27]
So any one on council would consider
removing either one of those trees?
[1:03:33]
They're beautiful trees and I don't
see what they could always just tell
them to not
[1:03:38]
Yeah.
[1:03:41]
Can you motion that we you know, the
trees
[1:03:47]
Cuz that what it is when you it's a
negative motion.
[1:03:49]
We should because it should be
documented that was heard, so.
[1:03:54]
So it's the motion is to not not do
it just respond that we won't.
[1:04:01]
Yeah.
[1:04:02]
through your inquiry and
investigation we find that these
trees are not the cause of that
particular issue.
[1:04:09]
I think we'd be open to throwing in
there if they can prove it.
[1:04:13]
Then we could revisit that, but they
want to pay for somebody to come out
there and go yeah, or I mean, they'd
have to dig up part of the driveway
to know.
[1:04:22]
Right, but
[1:04:24]
That's not our responsibility.
[1:04:32]
Okay, as far as motion, all those in
favor.
[1:04:34]
That was carried.
[1:04:39]
Now can I add something?
[1:04:41]
Just seems to me again looking at the
bylaw for our urban forestry.
[1:04:45]
Um, I wonder if our our bylaw there
is a bit out of date.
[1:04:50]
Um, we hire engineers for our
infrastructure to build the sewer and
everything.
[1:04:55]
Maybe we need to be looking at in our
budgets, um, to hire a professional
in urban forestry to assess and help
[1:05:04]
us to make a a plan related to its
aging and our desires to have trees.
[1:05:10]
I just think maybe it's time. We got
a lot of trees that are about the
same age.
[1:05:16]
We do get our current tree,
[1:05:18]
like our the company that comes in to
do tree trimming,
[1:05:20]
he actually does drive the town and
look to make
[1:05:24]
like see what kind of shape if
something's in danger.
[1:05:26]
a real report like an engineer's type
report.
[1:05:30]
I think he does give us a report.
[1:05:32]
You think he does?
[1:05:33]
I'm pretty sure he's no arborest, and
I'm pretty sure he's no arborest, and
I'm pretty sure he gives us a report
on the trees already.
[1:05:38]
But I'll look into it for sure.
[1:05:40]
Yeah, we got that specific thing to
have a
[1:05:42]
Mhm.
[1:05:43]
the tree and talk about the
revilizing the trees like
[1:05:45]
Well, I wanted to look at our pilot
too and make sure that it's viable.
[1:05:50]
I think it's great for when we had
young trees.
[1:05:53]
Now we have some really aging trees.
[1:05:56]
We seem to be dealing with the other
end.
[1:05:58]
Yeah.
[1:05:59]
For sure.
[1:06:01]
Thank you.
[1:06:03]
On to new business.
[1:06:03]
First off, we have Orange Memories
minutes from August the 12th.
[1:06:10]
Jason.
[1:06:13]
He's getting there.
[1:06:16]
We are evil.
[1:06:17]
Don't you even start.
[1:06:19]
Or if I may there.
[1:06:21]
Yes.
[1:06:21]
Um, did that or tax payer also wanted
to know about killing some of them
weeds or trees in the driveway using
a spray?
[1:06:28]
Yeah, I just got that message today
so I haven't run it by Bob yet, so
I'll ford that to him to deal with
it.
[1:06:33]
Okay.
[1:06:34]
Sorry.
[1:06:36]
be. Counselor Hunter, you chaired the
meeting, so
[1:06:39]
I got lucky because
[1:06:40]
[laughter]
somebody failed.
[1:06:43]
Okay.
[1:06:46]
Uh, it was a good meeting.
[1:06:47]
Um, it wasn't very long. Uh,
everything was pretty much
straightforward.
[1:06:52]
Um, things are going well. Uh,
occupancy is full. They've got a very
long waiting list.
[1:06:59]
to the point where some people who
are inquiring or just moving on
because they don't see an opportunity
to get in there.
[1:07:03]
I think they're like 30.
[1:07:05]
34.
[1:07:06]
34, 36.
[1:07:07]
34 on the waiting list, the pay on
the list. Like it's
[1:07:11]
So, um,
[1:07:13]
I mean, good for them. They've
obviously built a reputation there.
[1:07:16]
People want to come. we had 21 sweets
we could fill them.
[1:07:21]
But we don't.
[1:07:23]
till John builds the ranch.
[1:07:26]
Oh yeah, it's right.
[1:07:27]
Maybe it's a good time to sell.
[1:07:29]
Yeah.
[1:07:30]
Could be.
[1:07:31]
It's a great marketing time.
[1:07:33]
Yeah, great marketing time.
[1:07:35]
I wonder.
[1:07:37]
Yeah, uh, other than that, nothing,
um, as far as I recall, nothing
unusual.
[1:07:43]
No.
[1:07:44]
Things are moving along this, they're
moving along.
[1:07:46]
uh, residents are active.
[1:07:48]
Uh, they've been getting out a little
bit more like away from the uh, the
facility itself,
[1:07:53]
and they seem to be enjoying that, so
they're going to continue that.
[1:07:57]
We're doing a museum tour, so they
said.
[1:08:00]
Yes.
[1:08:01]
they hit the tea house and just they
hit the tea house and just they hit
it when there was a birthday party
going on.
[1:08:06]
And all the people volunteering there
had a come to Jesus type of moment,
so it was busy.
[1:08:10]
[laughter]
[1:08:12]
They they were not expecting that
kind of volume, but it was great.
[1:08:16]
Great party there and great tea,
coffee and tea.
[1:08:18]
And they went to Necles.
[1:08:20]
Yes.
[1:08:21]
And they went to uh the Perry barn.
[1:08:23]
I've never been to bigger.
[1:08:24]
They really getti-
[1:08:25]
ng.
[1:08:26]
not just around town.
[1:08:27]
No, they were at Harris Museum.
[1:08:29]
Oh, okay.
[1:08:30]
They did a barbecue there.
[1:08:33]
She say they were there for about six
hours.
[1:08:35]
Oh, Jesus Christ.
[1:08:38]
How do they travel, man?
[1:08:40]
Um, individuals.
[1:08:41]
Okay.
[1:08:42]
families. like family caravans, kind
of thing. families taking.
[1:08:47]
as a rule.
[1:08:48]
Yeah, it's been I know they haven't
done a lot of that as much in the
past, but a lot of it this last month
and it's been very popular, so
[1:08:55]
I expect they'll be continuing that.
[1:08:57]
And they're looking for an outside
person to come on the board.
[1:09:01]
Yes, we still do have the member at
large vacancy. So
[1:09:07]
Um, one of the things we thought is
if council could try and just amplify
[1:09:11]
the the voice out there.
[1:09:13]
They're going to talk more to um like
the family of the residents
[1:09:16]
to see if they can get one of them
[1:09:19]
because that would be ideal, right?
[1:09:21]
Somebody who's got a parent in the
facility.
[1:09:23]
Um, but if not, then we're they're
going to have to kind of look around.
[1:09:28]
A good a good thing for coffee with
counselor again to add to your list
to talk to people.
[1:09:32]
I think that would be a great idea.
[1:09:34]
Yeah.
[1:09:34]
We'll put it on I think Morgan was
going to reach out to the family
first.
[1:09:37]
and then after that, um, put on
Facebook for outside.
[1:09:42]
Yeah.
[1:09:43]
um support as well.
[1:09:46]
Yeah, I think we should just, you
know, make sure we're supporting that
effort.
[1:09:49]
because it I mean, we've had quorum,
but it wouldn't take too much, you
know, a couple of people get sick, we
don't have quorum.
[1:09:56]
It's it's not a particularly deep uh
board.
[1:10:02]
Any other questions?
[1:10:04]
Nope.
[1:10:05]
letter report.
[1:10:08]
Counselor, I move the report.
[1:10:10]
All those in favor? That is carried.
Thank you.
[1:10:16]
Next, we have fire services
agreement.
[1:10:22]
So this is when I met with the arms
and talked with the fire services
agreement.
[1:10:27]
Um, I think we're still going to do a
little bit more work on the seriona,
then, we'll fine tuning to what's all
on there and such before.
[1:10:33]
Uh, yeah, I think and maybe discuss
again maybe with the arms and have
another
[1:10:37]
Yeah, there was a couple of other
small changes that they wanted, but
um,
[1:10:40]
I guess one concern I have about the
agreement is that's relying on SOPs
from 1995.
[1:10:46]
Okay. Um, I don't know if that's
accurate. If it is, they need to be
updated.
[1:10:51]
But uh, so that's part that's that's
something the agreement again that
we're going to have to look at.
[1:10:55]
It's always good to whenever you're
doing something like this to update
those things, such as you mentioned.
[1:11:00]
So it it gives us a great opportunity
to do that. So
[1:11:03]
that's why I always wanted to make
sure you have another review of it
while we
[1:11:08]
when we discuss with the arms as well
if they're happy with it and what
changes need to be made and such, so
[1:11:14]
What is an SOP?
[1:11:15]
Uh, standard operating procedures.
[1:11:18]
So, uh, I just in discussion with the
mayor, um, just certainly dig into
little the fire department just a
little bit
[1:11:25]
to kind of see what they're doing and
how they're doing it and, you know,
if it's working or if there's maybe
some recommendations that need to be
made.
[1:11:31]
So I have a meeting with the Fire
Chief, um, scheduled for Thursday,
um, this Thursday.
[1:11:37]
And I've also requested all the fire
um SOPs and and billing structures
[1:11:43]
and governance structures from our
partner communities, I'm going to
call them.
[1:11:48]
So the same ones I kind of reach out
to before, Outlook unity, um,
Kinderley and Bigger.
[1:11:53]
And uh just to see you kind of how
they're running their fire
departments and, you know, their best
practices
[1:11:58]
to make sure that we're doing the
best that we can for our fire
department as well as the residents,
so.
[1:12:03]
Great job. It's what you wanted,
right? Great job, Jim.
[1:12:06]
I don't think we're find ready to
finalize on it yet.
[1:12:09]
So we'll just table it and uh for
more more.
[1:12:13]
Sounds good. Any comments from
counselor, questions?
[1:12:17]
Great job. It's good to get a lot of
work.
[1:12:18]
It's uh it's a that's again another I
want to say barrel of monkeys, but
that's not the right word I'm looking
for, but a can of worms. We'll say.
[1:12:25]
That's a pretty big can of worms to
unpack I think, so it's going to take
a while to to review it properly and
do it right, so.
[1:12:32]
I think the support was really there
in the meeting with the RM's.
[1:12:36]
M. Yeah. It was very positive, yeah.
[1:12:39]
Yeah, I think it was, we're on the
same page, I think we all can concur
that our fire department is very
valuable to our
[1:12:46]
ourselves and our district.
[1:12:47]
And uh I think the RM's agreed as
well that we need to work together
to, you know, to uh
[1:12:53]
Make sure this can happen and
[1:12:54]
Yeah.
[1:12:55]
to to work as partners and uh to
navigate this uh our fire department
to into the future.
[1:13:02]
And uh working together like we see
and hear about other communities
having some issues with that.
[1:13:08]
So we want to make sure we
collaborate and work together as best
as we can.
[1:13:11]
So I think we have that, we heard
that from both all sides around the
table here. So
[1:13:15]
I think that's a great start to this,
and as we continue on and move into
the future,
[1:13:19]
I think it's great to have RM's with
us as partners and supporters.
[1:13:23]
of uh, the town here. So that's
great.
[1:13:26]
Yeah, I I've found that they were
very like almost aggressively
agreeable.
[1:13:30]
They really I think they really
appreciate the the ability to pool
those resources
[1:13:35]
in Roose Town for them and uh,
[1:13:38]
you know, they're committed to making
sure it works. So
[1:13:42]
I think I think we're going to find a
good agreement out of this. I don't
think we're going to have any
problems.
[1:13:45]
It's going to be said, the the the
guys of the actual they're on scene.
[1:13:52]
They, you know, nobody's got any
complaints. They do their job, they
do it well.
[1:13:58]
Um, you know, so let's just make sure
we get it all sorted out so we
[1:14:02]
And all, and as always, counselor,
very appreciative of the work that
they do, our fire department for the
town.
[1:14:06]
So it's they do a great job for us
and we always want to appreciate that
work that they do. Sure.
[1:14:11]
Okay, so I guess that can just be
tabled. Yeah.
[1:14:15]
Next, we have
[1:14:18]
Athlete Haven Road closure request.
[1:14:23]
I just want to read this. It's a
great one, so I'd like to read it.
[1:14:28]
Sure, I just need the time that she
left here.
[1:14:30]
14. B 14.
[1:14:32]
Okay, we have a letter from Athlete
Haven request.
[1:14:35]
saying, On behalf of Athlete Haven, I
am writing a request permission to
temporary close the 200 block of Main
Street in Roose Town on Sunday,
[1:14:41]
September the 20th, 2026.
[1:14:44]
as part of our 45th anniversary
celebration.
[1:14:48]
Athlete Haven has been proud to be
part of Rosetown business community
since 1981.
[1:14:53]
And this year marks an exciting
milestone for us, 45 years in
business, as well as five years since
we took ownership of the store.
[1:15:01]
We would love to celebrate these
milestones by creating a special
community event.
[1:15:05]
and the heart of downtown Roetown.
[1:15:07]
Our vision is to make the day much
more than an in-store celebration.
[1:15:11]
We hope to create a fun
family-friendly atmosphere on Main
Street
[1:15:15]
that encourages people to come
downtown,
[1:15:17]
spend time together, and celebrate
our community.
[1:15:21]
A street closure would allow us to
safely incorporate activities such as
[1:15:25]
outdoor sporting goods
demonstrations,
[1:15:29]
barbecue fundraising lunch,
[1:15:31]
and family or family-friendly games
and activities.
[1:15:35]
As the event will take place on
Sunday,
[1:15:38]
we hope the closure will create
minimal disruption,
[1:15:40]
the requested road closure times for
that day would be from 8:00 AM to
5:00 PM.
[1:15:46]
We would be happy to work closely
with the town regarding barricades,
[1:15:49]
emergency access, cleanup,
[1:15:52]
or any other conditions Council feels
are necessary
[1:15:56]
to ensure this event is safe and well
organized.
[1:15:59]
Thank you for considering our
request.
[1:16:01]
We would be happy to provide any
additional information required
[1:16:04]
and look forward to working with the
town to make the event a success.
[1:16:08]
Signed, Jenna Moore.
[1:16:11]
So first from behalf of Council,
[1:16:12]
congratulations to Athletes Haven and
45 years in business.
[1:16:15]
They're a definitely a a staple in
our community of a business that's
[1:16:19]
been successful for so many years.
[1:16:23]
And it's wonderful that they're doing
this.
[1:16:26]
I think it'd be great if we can block
off that, uh,
[1:16:30]
block on Sunday from the 200 block.
[1:16:33]
Do you need a motion for that?
[1:16:34]
Or the street, just make sure there's
no concerns
[1:16:37]
from public works or administration.
[1:16:39]
I I haven't I should run this through
Bob, but I don't anticipate any
concerns.
[1:16:43]
Any concerns, Kelly or?
[1:16:44]
Yeah, on the Sunday it should be fine
to do that.
[1:16:46]
I just wondered if they have if they
really have enough to do
[1:16:49]
from 8:00 AM to 5:00 PM.
[1:16:52]
I think that's just the time they're
requesting, it'll it'll probably only
run from here to here,
[1:16:56]
just gives them time for setup and
take down and everything.
[1:16:58]
I just kind that was my one concern.
[1:17:02]
Actually, I had the other one that
the other one that the seniors and
the church people run to the Moz for
lunch on Sunday.
[1:17:08]
Are they still going to be able to
park somewhere reasonably close?
[1:17:12]
I think if it's just that block, they
should be okay.
[1:17:14]
I think that's at the end of the
block.
[1:17:16]
Yeah, the side street should be fine.
Yeah, the other end.
[1:17:18]
So a half block either side probably.
[1:17:22]
And it's not too much of a compromise
for an event like this, 45 years of
celebrating.
[1:17:28]
We're lucky to have this closure, I
think that's a not through road
repair, it's for an event.
[1:17:34]
I think they're doing the dunk tank
too, so.
[1:17:36]
[laughter]
Oh, another dunk tank!
[1:17:39]
You look so excited, Trevor.
[1:17:41]
[laughter]
[1:17:44]
That's a great idea.
[1:17:47]
Okay, I'll make that motion.
[1:17:49]
All those in favor? Motion is
carried.
[1:17:54]
I guess we can have counselor
Aldusberg come back in.
[1:17:56]
I can grab her.
[1:17:58]
Eden's got it. Oh, there we are.
[1:18:01]
Just make sure they know barricades
to stop them to pick up.
[1:18:06]
I was like, if everybody disagrees
with me, then I'll just leave just in
case.
[1:18:11]
Well, we just volunteered you to do
all the work, Trevor.
[1:18:15]
barricades at volunteering you to
pick the barricades up.
[1:18:20]
And Trevor thought he'd look good in
the dunk tank.
[1:18:22]
[laughter] Yeah. No. No dunk tank.
[1:18:26]
No, I don't do dunk tanks.
[1:18:29]
Okay, moving on.
[1:18:30]
Our bylaws, we have none.
[1:18:32]
And in camera there's none from in
camera.
[1:18:35]
So there's only one thing left.
[1:18:36]
I would do that there, right?
[1:18:37]
[laughter]
Council, here.
[1:18:39]
All those in favor? Motion to
adjourn. Motion is carried.
