[20:18] subscribers that subscribe to this service to access these records

[20:23] they're going to get the clerk is going to get 20 of that so over the last four

[20:27] years we've given 150 000 back to the counties as part of this revenue sharing

[20:32] plan so it's really better than free because

[20:34] the actual service is free to the clerks plus they'll be getting a little

[20:39] money generating uh for this program also

[20:43] one other thing i forgot to mention is that

[20:46] some other counties that use our net data software and our docket together we

[20:50] have we have cherokee county macadoches county hopkins

[20:55] coleman polk titus and young for some of those that

[20:59] like to use the software that we have plus

[21:02] as a bonus hotdog gets imaging access so we do i'm sorry we currently request

[21:09] the only question i have would be from a security standpoint what

[21:16] well it's it's very secure we have uh ftp

[21:20] security in place we've been doing this for 20 years we have 136 counties

[21:25] already using our service so it's very secure as far as

[21:30] like terry was saying information would say

[21:33] so every every night the indexes get uh get get uploaded so anything that's done

[21:39] today any updates cases that are sealed or whatever

[21:42] overnight it gets updated the index are created and so the next day it's going

[21:46] to reflect those changes so every day it's going to be up-to-date

[31:03] two weeks following that we dropped down to 60

[31:08] and in the previous past week we're at 22. so we have a total of 363

[31:14] positive cases in russ county

[31:20] on the next page if you just look at russ counties where we have 366 for 363

[31:26] positive cases we do have 312

[31:29] recoveries we picked up our third fatality

[31:33] overnight or a night before last so we now have three fatalities

[31:39] it gives us 48 active cases in the county

[31:45] and we have 18 additional cases that are at

[31:49] east texas treatment center ettf

[31:54] correctional facility

[31:59] looking at the grass

[32:04] two graphs there show you the uh total number per day for the state of

[32:09] texas and for rust county we picked up a seven additional cases

[32:14] last night

[32:18] and it was that because of some kind of special testing somewhere or was it just

[32:22] people who came in no we have not had any testing in rust

[32:25] county for a month other than people just going to get

[32:29] because they're not feeling about it hospital is doing testing

[32:34] pcr testing at their uh

[32:39] pulmonary clinic or respiratory clinic excuse me

[32:44] uh the urgent care facility down 79 is doing testing

[32:49] and i believe cbs has started doing testing states had a little problem

[32:53] they've been miscoding their tests

[32:57] it doesn't seem to affect rust county a whole lot yet

[33:02] so but just to have

[33:05] public testing we have not been having that

[33:08] on the last page uh you'll see once again the graph shows you the total

[33:13] debts per day in the state of texas

[33:18] but the bottom two and i'll give credit to mr chanel for

[33:23] this he taught me how to do these bottom one is a donut graph

[33:29] shows you uh the

[33:32] 356 cases that i didn't get yesterday's in on this

[33:36] and how they're broken down into age categories

[33:41] kind of interesting to look at 0 to 19 is 13 of all of our cases

[33:50] the 20 to 39 is 23

[33:54] ages 49 to 59 is 34

[33:59] ages 60 to 79 to 26

[34:05] and then two percent of our cases are 80 and above

[34:09] and we did have nine cases that we never got an age on so that's the uh

[34:14] unknown and that's a 2 2 but if you look at the last two weeks

[34:21] that zero to 19 jumped from 13 to 24

[34:27] the 20 to 39 remained at 23 the 40 to 59

[34:34] fell to 30 percent the 60 and 79 fell to 21

[34:41] i don't think this is unexpected uh yesterday was two weeks since

[34:46] henderson school schools often and so we're looking to have an increase

[34:51] in younger people uh coming being tested and i believe the

[34:56] high school well at the high school let's say henderson isd i believe

[35:00] they've had at least four maybe five students that they've uh

[35:05] that have come to be positive other schools open this week

[35:11] and tatum will open next week

[35:17] all school districts i think should be open by the end of next week

[35:23] so that's what it looks like you know statewide the numbers are falling

[35:29] testing is falling too unfortunately uh

[35:34] but we're looking at the possibility of uh

[35:37] you know seeing a little bit of a bump hopefully it's not going to be a giant

[35:41] leak when all the schools get open

[35:46] james on day 135 136 137 was that when it reopened the state or was it some

[35:53] other occasion that marked that speed jumped in the

[35:56] state and in wisconsin day 135

[37:05] virus is that when the summer time comes it

[37:11] when the winter time or the cooler season comes and starts picking up like

[37:15] we'll start doing vaccinations with flu next month

[37:20] and october november will be big flu month

[37:25] so but uh this did not seem to follow that because it

[37:30] really got high and as the temperature started to rise i don't know if you can

[37:35] correlate that or not but there's a lot of things about this virus

[37:40] we still don't know

[37:45] as we get to november it's kind of a

[37:50] a guess of what the number is going to look like

[48:15] uh cancel their part of the surf festival and highly recommend the

[48:19] surface itself we canceled until 2021 yep

[50:22] they fooled those military teams out mainly because

[50:28] we saw hospitalization starting to shoot up and still pretty high

[50:33] and the governor pulled those teams and put them down in the valley and along

[50:38] the coast in hospitals that were being stressed at the time

[50:44] and so the only free testing that we had walk-up type testing was in highway long

[50:50] view and i no longer use closed captioning not

[52:12] and i think i've heard cbs is doing testing

[52:44] we all had to be confirmed they had people calling

[53:01] they just didn't have enough people so they went to a

[53:07] radius gas list i don't know the word

[53:12] a mathematical formula they put out

[53:17] so 80 of everybody that's over two weeks uh from their positive test date is

[53:23] considered recovered

[53:27] if you're over you know the other 20

[53:31] they're figuring they're in the hospital or they're having other

[53:35] well they have some mathematical formula now

[53:39] to come up so my question on these tests

[53:45] okay you say that if you didn't have

[53:48] insurance it cost 75 you don't have any insurance i'm not

[53:53] sure about the pcr i'm thinking so which i think the federal government is

[53:57] picking that up but which is a good test which is the

[54:01] good test the pcr is the standard

[54:07] it's the one that

[54:11] it's the test and it's 75 no

[54:14] insurance pays for that the pc the antigen test which is the

[54:21] quick which test

[54:23] tell you whether you're positive in a couple of hours

[54:28] is a fairly good test because if you're positive you're

[54:32] positive on that test but if you're negative

[54:36] they're not sure that you're negative because you may have a

[54:40] you may not have enough of the virus in you

[54:44] right then to show positive it's not as sensitive

[54:49] in the third test is the antibody test

[54:54] and all that does is tell you that you have antibodies in your system it

[54:58] doesn't tell you if you're positive or negative

[55:01] our insurance is supposed to pay for any test

[55:06] that you have but the uh

[55:09] like this urgent care down here what they do is they want you to pay up front

[55:15] and then file on your insurance

[55:18] to get your money back so it depends on the

[55:23] local provider whether they want to right

[55:27] file and get paid by the insurance company or they want you to pay for it

[55:31] and get your money back but a lot of times

[55:34] if you pay it's cheaper than going through the insurance

[55:40] surgeries or any other thing people pay up front it's a whole lot cheaper here

[55:45] going through your insurance and getting all that money my question is is

[55:51] that best test how much will it cost if a man pays

[55:56] to have that test done

[56:00] what i've read

[56:04] it's costing them somewhere around a thousand dollars

[56:07] to get that test but the insurance are paid for

[56:13] if you have insurance and i believe i'm correct if i don't have insurance

[56:20] they will the federal government picks it up

[56:25] i don't think there's a cost to it i couldn't get the hospital tell me yes or

[56:30] no on that i don't think there is

[56:35] the problem is the tests are limited

[56:40] they're few in supply

[56:43] so they don't they can only do so many chats and then they're

[56:47] even the hospitals having trouble getting some back

[56:50] i think when i talked to them last week they had 60.

[56:54] and of course they're seeing six to ten a day so they got enough you

[56:59] know that but if we

[57:02] you know wanted to do it like we did the walk-ups

[57:07] and we had three hundred today what i'm wondering is

[57:12] is if we use that money at these school districts the kids are

[57:17] testing them whatever is to go and give them a test right then to where they

[57:22] know in these school systems know immediately

[57:26] what's happening well and that that would be your

[57:30] quick test which is what we're trying to hopefully

[57:33] get the hospital you know that they're going to be able

[57:36] to start doing which is not terribly accurate it's accurate if you're

[57:41] positive it's not so so accurate if you're new

[57:45] you know so i know it's very confusing

[57:50] none of us have been through this before well what's also uh i guess you're so

[57:54] confused is that i've heard stories of people that have stood in line for hours

[57:58] to get tested and then walked off and then a couple days later received a

[58:03] positive test in the mail when they never got tested that makes you i've had

[58:07] too much confidence in our testing system

[58:10] if that's true it's true i don't i couldn't speak to that i don't know

[58:17] i just know what's happened in russia

[58:22] i mentioned it last time i'm not in favor of us

[58:26] as a county fan protester i just i don't see that

[58:32] uh i've not heard of a great need out in the community of people saying well i

[58:36] i'm sick but i can't afford to go be tested you know

[58:42] i i don't feel like some of the best that we've discussed are necessarily

[58:48] reliable from that standpoint either

[58:52] i know that we have some some cares money that we can spend there's a lot of

[58:56] limitations and things on that

[59:00] i'd like to continue to research and see what we could do that would be

[59:03] beneficial to our community but i just don't see testing

[59:06] us paying for testing is going to be one of them i think one of the bigger

[59:10] problems that we've had with this whole deal is that

[59:14] kobe related things in hospitals and things

[59:18] are getting extra money and so i think it drives more to it but that's my

[59:23] personal opinion

[59:41] on a health issue true so we need to come up with a health
