[0:08] To the flag of the United States of America to the republic for it stands
[0:14] one nation under God indivisible and justice for all.
[0:34] Michael or Sean on Zoom. If one of you could unmute and just confirm you can
[0:39] hear us, that'd be awesome. How you will not do this if you can't
[0:44] hear me?
[0:47] » Yeah, I can hear you. >> Thanks, John.
[0:52] We're in good shape. If you guys can turn the volume up on that a little bit.
[0:55] John was a little quiet, but we can sort that out next time someone from Zoom
[0:59] chams in as well. All right, guys. Um, I'm going to start with the meeting
[1:05] minutes from last month to take care of these and helping Kim uh
[1:12] get started on this month. >> Make a motion to accept the minutes as
[1:17] written. >> I'll second that. All
[1:20] » in favor? Hi >> I have to abstain since I was only here
[1:25] for half of the meeting. >> No verify half of them.
[1:29] » How does that work exactly? >> I'm not sure.
[1:31] » Just say half of I >> like a oneeyed situation.
[1:40] » All right. Um before we open the floor to public comment uh just a quick
[1:45] introduction. Our new village clerk who's here. Kim. Everybody. Everybody.
[1:54] Um, yeah. And we'll start with a public comment. Uh, just to review, everyone,
[1:59] please say your name, uh, street address so that the notes
[2:05] » get taken properly and then uh, we'll go from there.
[2:07] » Starting off with the red dot girl in the back.
[2:13] » I'm in the background. >> Okay. Cannot hear.
[2:16] » Okay. >> Sounds good, Chris.
[2:18] » Everything. And we are uh we are working on a microphone.
[2:22] » That's okay. >> Well, that's only for you. That doesn't
[2:24] help you here. >> I hope you can speak loud.
[2:28] » That's true. >> I can use my teacher voice if you need
[2:31] me to. I can do that. >> Looking down into your paperwork and
[2:36] that's where the sound is going. >> Okay, we'll work on that.
[2:39] » Yeah. And if you honestly if you can't hear what we're saying, you don't you
[2:42] can just say, "Hey, what?" And that's fine. We'll speak.
[2:47] I don't have a gavl or anything, so you're good.
[2:50] » Thanks, Chris. >> All right.
[2:52] » Anybody else? Sir, >> Tim Towner, 506 Ambrose. Um, just wanted
[2:57] to say thank you for the progress DPW's making on the drainage at the end of
[3:02] Ambrose. I don't think we're there yet, but it's getting getting there.
[3:06] » Is it flowing better? >> I believe so. I think we still get
[3:10] » had a fair amount of rain in the past few days to test it out. Okay.
[3:14] » And second thing is just scheduling the leaf pickup for the fall if we could
[3:21] either have two or push the one out a little bit later because last year the
[3:25] village trees hadn't even dropped their leaves before the pickup was. So on the
[3:31] end and we get a lot of them at the end of
[3:34] just a just a request. Sh.
[3:41] » Thanks. Anybody else in the room? Anybody on Zoom? Mr. Miller
[3:48] once gone twice. All right, we'll close public comment and we'll come around to
[3:53] it again at the end. Next up, we have the treasur's report.
[3:59] on the payroll motion to appoint
[4:07] the salary and appointment date then just a motion on the adjustment of
[4:15] amount6
[4:18] » um and your start date was remind me the second or the third okay great I will
[4:23] make a motion to appoint Kim Cring as the new village clerk at 66,000
[4:29] starting September 2nd. >> I'll second that.
[4:32] » All in favor? >> I I
[4:37] motion on the budget adjustment. >> You need a motion. It's
[4:42] » Well, so we're not Oh, well, it will be because it's individuated. So, the clerk
[4:46] can cler >> to change the payroll sheet. You mean?
[4:49] » Um, yes. >> Okay. But I think that motion that we
[4:53] did, we'll just change >> make a motion to reflect that on the
[4:56] payroll sheet. I'll second. Oh, either way.
[4:59] » All right. All in favor. >> And they just
[5:04] » Anybody have any questions on the bills? >> I'll make a motion to pay the bills.
[5:08] » I'll second. All >> in favor?
[5:10] » I. >> Anything else for us, Belinda?
[5:14] » Going well with the admin stuff? >> Yes.
[5:17] » All right. Is fine. So, we are still on track to go live on the 1 of December.
[5:23] Great. Thanks. >> So, we're going to do our building this
[5:25] month. for September this week. Yep. >> Hopefully that's going to be the last
[5:31] cop job one. >> Yeah.
[5:32] » Okay. >> I know for Yes. the first of December
[5:39] hopefully we we're going to go live and we're going to get training and be at
[5:46] um obviously for you know the whole program
[5:52] about the second 30th of November. >> Okay.
[5:57] » Awesome.
[6:00] » Yeah, I'm diving into that already. So last one.
[6:06] Any other questions for Belinda guys? Thank you.
[6:11] All right, we'll move on to department reports and start with uh for today's
[6:16] performance, Lynn is being played by Jared.
[6:22] » Uh as often
[6:26] only other thing I didn't put in there was that we received that trailer back
[6:30] trailer that has really paid for it already.
[6:36] Changed out multiple curb stops within minutes. Great.
[6:42] » Friday, Friday, actually it was Thursday night. Mark Warner called for it. They
[6:46] had multiple water breaks. Uh so they took that and our truck for the night.
[6:51] Came in Friday morning. They had one more break. We went out and helped them.
[6:56] Friday afternoon, um they have another break,
[7:01] but then minutes after that one, a third one popped out. But that trailer alone
[7:06] has saved man hours of shovel. >> Yeah, that's great.
[7:11] » And the village of Brownville had one Saturday board and asking if we would
[7:15] bring it over there, which we did. >> Awesome.
[7:23] » Um, do you are you tracking their the drainage over there?
[7:28] » Yeah. So, we we got onto that. We exposed in the pipe. Um, found it, which
[7:34] is a good thing. Now we're just trying to figure out the best solution to fix
[7:37] it. >> Is a collapse you just talked
[7:41] » they can put a catch basin at the end raising the level where it comes in.
[7:46] Keep that there catch basin on and at the higher level take it right to the
[7:51] lake. That's was last thing we were talking about.
[7:54] » Great. Any questions for Jared guys? gonna the
[8:00] only thing I had to report on the DTPW I'm just going to piggyback on him
[8:03] because they had a lift station go down last week and they've had um they've
[8:09] been having troubles with it since it went down. So they needed to have some
[8:14] emergency money authorized which I gave them a verbal to go ahead and do that
[8:17] because we can't have a lift station down. Um they had already gotten three
[8:21] prices. We went with the cheapest one but it's $10,785.
[8:25] » I gave the bills. Yeah. >> No. Um, it's not actually been expended
[8:31] yet. She just had a copy of it on the top for me to explain what was going on
[8:36] with it. Um, but he dropped it off to Belinda, so we're all set there. But he
[8:40] does have two other prices. >> We got two. We got one through W2O and C
[8:45] works. >> Okay. And with it being an emergency, I
[8:47] feel like two is enough. So, um, they went with the cheaper one. Um, and they
[8:52] had a list of things that they were sending. So, the parts are on order.
[8:57] » One:00. >> Is that station down?
[9:00] » Um, so there's two pumps in each one. So, the other one's doing all the work
[9:03] right now. >> They've been cobbing it to get it going.
[9:08] » Yeah. >> So, I verbally authorized it this
[9:11] morning knowing I was going to talk to you guys tonight. So,
[9:15] » and I know we've talked before about are the pumps standardized throughout all
[9:19] the lift stations? >> They're different sizes. I think this is
[9:23] Rome is a standardization. >> The question is like should we have an
[9:26] extra one on in stock or are they too many variables between them? I don't
[9:32] know what the lead time is on these, but >> so when he I talked to him today, he
[9:35] said it's going be two weeks to get the parts covered. But have the part here in
[9:39] two weeks and I asked when as soon as it hits their floor, they come right on. He
[9:44] agrees with that. >> Okay. So,
[9:46] » but I think what he's asking is in the future, should we have a backup here so
[9:50] that we don't have to wait two weeks next time?
[9:53] » Um, >> I don't even know.
[9:55] » Is there one unit that would work for all of our lift stations or would we be
[9:58] carrying five different skewers? I find it.
[10:02] » Okay. So, that's not going to work. Okay.
[10:04] » And they're they're sized so that one standalone can take all the max flows.
[10:08] So, that one by itself, that's why duplex.
[10:10] » But if they're burning out, we run the risk of the one that's now doubled up
[10:15] overloading because of that, too. So, >> we'll probably in the near future have
[10:19] to spend the same kind of money to >> to replace that one that's carrying the
[10:23] load right now. >> This impeller has failed.
[10:26] » So, it won't hold suction. >> Which lift station is it?
[10:30] Okay. >> And and it runs
[10:32] » uh non-stop. >> Okay. All right.
[10:37] Thank you. >> Do we have an alarm on that if it stops
[10:40] the second one? >> Yeah. Yeah.
[10:43] » Call or myself >> at that point.
[10:52] » Back truck's not going to like its new role.
[10:55] Oh my truck. >> Probably not.
[11:00] » All righty. >> Thank you, sir.
[11:06] Officer Gleason, you're up, sir. >> Okay. Um, I attached my or I sent my
[11:12] report to the deputy clerk this morning. Um, sorry for the late notice there. We
[11:17] were busy with the marathon all weekend. Um, we made it through the Bash for
[11:21] Cash, the Brew York, and the Marathon. I didn't receive any complaints on my end,
[11:28] unless you've heard anything. >> Nope.
[11:32] » Okay. And we were working with the state
[11:36] police and the sheriff's office trying to get the motorcycle issue under
[11:39] control. As you've seen on the internet, it's like a countywide or probably a
[11:44] statewide issue. the when you do try and stop them,
[11:50] most of them just take off. There's a few that'll stop and but they're usually
[11:55] the ones that aren't being problematic. Um I've had many of conversations with
[12:00] some of them at the boat launch. They're respectful and then those aren't the
[12:04] ones. You'll see those ones go out of town nice and slow and obeying all the
[12:08] traffic rules. Um the state police had an issue where two of them took off out
[12:13] dodge and then a third one joined in and passed the trooper and
[12:18] obviously didn't comply with anything. You can't get plates or identifying
[12:23] markers off the bike. So basically >> John isn't it a new Sorry to interrupt.
[12:29] Isn't it a new rule that you guys don't like speed after them? Right.
[12:34] » Um well it's up to the officer's discretion. There's no set it. A lot of
[12:39] risk factors go into it, but >> I mean, pretty much we're in New York
[12:44] State, so if something does happen to the suspects, then, you know, it's going
[12:50] to be bad for everyone involved, >> right? I just was clarifying that we're
[12:55] being we're doing the safe. That's all. >> Yep.
[13:01] » Yeah. And just to piggyback on that, um I don't know if you guys saw Watertown
[13:06] just paid a million17,000 for a death settlement. They put a speed
[13:13] bump at Thompson Park. Uh the signage warning people about it was not the
[13:19] correct amount ahead of it. So it was there was signage at the speed bump, but
[13:22] it was too close for person on eBike. Uh they hit it hard and they died. Um and
[13:28] so you know, everyone's like, "Oh, we should put speed bumps." Like
[13:31] » I think you would need one on every single road as a resident. I think
[13:34] that'd be a huge pain in the tail. >> Yeah. So I think um
[13:38] » I think for now I think letting John >> please do their job.
[13:42] » Yeah. Yeah. >> But I just thought I'd bring it up
[13:45] because there's a more than just the annoying reasons for speed bumps. Um you
[13:50] know it's a there are legal liabilities that come with any traffic changes and
[13:55] those would be very dangerous to do without warning people.
[14:02] Thank you, John. >> Any questions for John?
[14:07] » Good. Great. >> Thanks, sir. Anything for fire? Oops.
[14:14] » David. >> Yeah, you have my report also. Um,
[14:20] a couple things. The good news is that we finally received final payment on
[14:24] this is the LWRP1 grant. Call it. was about 20,000. So that was good. It's
[14:30] been um the bad news is we did hear on the
[14:36] CFA grant it was declined. We tried to package it as one project and they said
[14:43] it's separate parks. We tried puts and then connected by a trail. They weren't
[14:50] buying that. So I as far as I know they haven't announced the
[14:55] swings or any other grants yet so far. So
[15:00] » they denied it completely. >> Well they did they you can't submit an
[15:04] application. >> No I understand so they saw it as two.
[15:12] » Thank you. >> Yeah they didn't bring one at the other
[15:16] » I mean it's pretty competitive too. is not to say that if we had done
[15:19] » anything I think
[15:27] » how's it coming >> there's something we should continue to
[15:29] work on I think there's ways we can strengthen
[15:32] but we got to pick one or the other
[15:37] » that's all any questions for Dave >> I see you have um notes on the zoning
[15:43] can you update what's going on with there or did Sarah want on the zone
[15:47] donate. >> Oh Jeff, on that date actually we're
[15:49] meeting we've been uh meeting the next meeting is I think I put Thursday. The
[15:54] next meeting is next Wednesday. Next meeting is Thursday.
[15:58] » Okay. >> And um done a lot of research. Well, I
[16:02] don't know if Sarah wants to report on it.
[16:04] » Either way, go ahead. >> Um gotten data from the county um on
[16:09] housing on Airbnbs. >> Okay. and we got done some research on
[16:14] just the number of housing units and uh now at this point we're starting to work
[16:19] on actual provisions that >> okay
[16:24] » and the temporary outdoor structures too
[16:32] any questions for Dave
[16:39] Kathy you're
[16:42] Senator Rose I did think was worth mentioning um our
[16:47] numbers were down in August because they were down significantly and
[16:52] just look back through our numbers from previous years. Um
[16:57] they went down about 200 which seems like a lot given that our numbers
[17:00] generally are only around a thousand or anything. Um, as best we can figure,
[17:06] this is due to Canadians and international people not coming nearly
[17:09] as much this year as they had in past years. Um, but also maybe due to gas
[17:14] prices being high because our Jefferson County and sort of surrounding area
[17:18] numbers are up while other few other states in the country are down. Um, but
[17:24] so as best we can tell, that's that's what it is. But we'll talk to Corey and
[17:27] the TI council to see if this is sort of an areawide phenomenon or what's going
[17:31] on.
[17:35] And then I did also, Kelly had asked earlier about um the sign um quotes. I
[17:43] do have a couple of quotes. Um however, they're kind of ballpark quotes because
[17:48] we're looking at very different things. We're not turning apples to apples. Um
[17:52] to do a simple sign, we'd be looking somewhere around 5,000. That would be
[17:56] wooden post and a metal sign would probably last about seven years. Um, if
[18:01] we want to upgrade that to um an HDU sign, which has a look of wood but lasts
[18:06] a lot longer with engravings, that's going to raise the price by 10 to
[18:09] $15,000. >> Raise it to 10 to 15 or raise it high.
[18:16] » And then if we want to do the stone pillars on the side, instead of post,
[18:21] we're looking at even more. And that would be probably like 20.
[18:26] Um, so the prices vary drastically depending on the materials that we're
[18:29] looking at. But I would also maybe like to talk to Lynn first and get his input.
[18:34] » Yeah. >> What will fit?
[18:38] » Do you know >> what the the rig you guys did with the
[18:43] is I think a six buys you put up and then the fabric. Do you
[18:47] guys do that yourselves?
[18:50] $1,000 in
[18:55] » couple hours of work and
[19:00] » the the uprightes it's a it's a they built basically a frame out of uh I
[19:04] think 6x6es or 4x4s. >> All right. And then the the vinyl is
[19:10] stretched so that it's looks almost like it's a permanent sign. It was was it
[19:14] $200 I think for the sign. >> So
[19:18] the temporary one, >> right? But I'm like, if it looks nice
[19:21] and we can replace it every year, brand new,
[19:24] » like the looks of that permanent, not permanently. I mean, obviously, it's
[19:27] working in a pinch. >> Sure. And that's But I feel like we are
[19:31] better than vinyl. Sorry. >> Um,
[19:34] » and I don't think it'll last the winter with the snow and the wind and all of
[19:38] that. >> Yeah.
[19:41] » If it's if it's a $20,000 versus $200, that's a hundred years of replacements,
[19:45] you know. Um,
[19:48] » is that is that per location, Kathy? So, three locations.
[19:53] » Yeah, right. Only I'm only pricing it out based on we need one right now. I
[19:56] didn't price out like Okay. Because we haven't even finalized the materials
[19:59] yet. I haven't asked okay, could we get a discount if we're doing multiple signs
[20:03] or anything because I'm just trying to nail down what what materials to weave
[20:06] them off first. >> Did you end up getting a
[20:09] » Yeah. See,
[20:13] » did you get a hold of the Inkwell guy? I got a hold of the Inkwell guy. I still
[20:17] have not heard back from your guy. Um I was
[20:19] » Well, he was the one that I I thought that was the
[20:22] » Inkwell. That's like KMS or K. >> Oh, yeah. Yeah. Okay. Because he was the
[20:26] one that did the vinyl and his whole thing was I'm happy to rush this for you
[20:29] guys and not charge extra, but I want to be considered for the bid. So, hopefully
[20:33] he'll be a competitive bid. >> I feel like if we've reached out to him
[20:36] a couple of times, we gave him that option then. So,
[20:38] » well then we Well, we we discovered something for him. uh his front desk
[20:42] person was just going, "We don't do that for all sorts of jobs."
[20:46] » Okay. >> Oh, that's good for business.
[20:50] » His problem is uh coming from inside the house. But
[20:54] » but yeah, if I can get in anyway and just talk to him about what he thinks
[20:58] good recommendation. But yeah, right now
[21:02] » is the sign itself, not even counting like what's holding it up yet, but the
[21:07] sign itself is it going to be it's going to be wooden? It could be wooden or
[21:11] metal, but they're not nearly as expensive. I think most of this is
[21:13] coming from construction. >> So, right now, if we had them go ahead
[21:16] and start making the sign part and we just figure out or does that or can we
[21:20] not do that part until we figure out do we want a wooden structure? Do we want
[21:25] stone? >> Let's order the sign because I'm
[21:29] wondering,
[21:32] » yeah, >> are we doing a simple metal sign that
[21:34] will only last about seven years? Are we doing the HDU sign which is a material
[21:40] that looks like wood that can be engraved so it looks really nice last
[21:44] up. >> What is the historical societ like what
[21:46] do you I mean long term >> we
[21:49] » which would fit your requirements because eventually we'll probably want
[21:53] to do all of them. >> Yeah, we did a historic and it was small
[21:57] the front of the chapel um wanted to match this small sign that was in front
[22:02] of historical signing. So we went well we got quotes too but he bought graphics
[22:08] and that's that HDU >> but you cannot tell the difference. I
[22:12] mean it's painted you cannot tell the difference.
[22:13] » That's what I was wondering. I'm not sure if we want metal because will it
[22:16] rust and all of that? So that's why I was wondering if I just want to make
[22:19] sure that whatever we do that it's matching what you guys are doing so it's
[22:22] consistent through the >> Okay.
[22:27] » HDU is what's recommended. However, it's a high price tag but it lasts 30 years.
[22:31] » Oddly enough I think At least two of our three signs are in
[22:35] the town of Hfield. So planning board is well talk to the other one.
[22:39] » I mean that's not I'm just saying it would fine.
[22:42] » But it's nice aesthetically. >> Okay.
[22:44] » Do you have a price on the HDU one? >> H one was the one that was
[22:50] in it. It would be around 20 20,000. >> So again I think this is for
[22:55] constructing the entire thing. We should separately get quotes for just
[22:59] » separately just get a price for the sign.
[23:03] just the middle bit with the information.
[23:05] » Yeah. Because I'm wondering if we can get them started on doing that part
[23:08] while we debate the actual frame of what that's going to hold that
[23:13] up after, if that makes sense. >> I think I think these guys are pricing
[23:18] construction they don't normally do at a premium.
[23:21] » That's what I'm wondering. So, if you could just price out the sign
[23:25] » and then I don't know if we can find a contractor that can build. You know what
[23:29] I'm saying? That's not straight through them. seen um for a John Kent's new
[23:35] building. Yes. I don't know who's doing that work, but
[23:38] » Overton. >> Is it Brian?
[23:40] » Okay. >> Brian.
[23:42] » Well, Overton's doing I don't know. >> House by the barracks.
[23:47] » Yes. I don't know who owns that. Every time I walk by it, I'm like, there's not
[23:50] a It's It's gorgeous, but if there's not a
[23:55] They didn't get a planning board. There's not an orange sticker in the
[23:59] window that tells me that they came to NAS for. So I was like, what are they
[24:01] doing? It took me I walk by it every single day. So I was like, what's
[24:04] happening it? >> Yeah, I was trying to think of the name.
[24:09] » I think that's Overton. >> Overtons is doing that one. But it looks
[24:13] really nice. So that's why I'm like, could we get a quote from them because I
[24:17] like what they're doing around the fence. If we kind of mirror that
[24:22] and had it, but if we did the sign separately, but hired a contractor to do
[24:25] that part of it, maybe we would save money doing it that way. I'm thinking
[24:29] their price is so much because that's probably not something that they
[24:32] typically do. >> So pricing on this if we're not doing
[24:35] the stone veneer. Actually, in either case, there's a metal substructure no
[24:40] matter what because um so Inkwell actually came out and took a look. Plus,
[24:44] they're local so they know like we get a lot of wind there. So they were
[24:48] recommending that we need a steel frame to sort of keep this thing intact as
[24:51] much as possible, >> even if a car hits it again.
[24:54] » Yes. Nothing stop a car, right? You know, did we have been an insurance
[24:59] claim in >> Could our insurance have covered that? I
[25:02] mean, it was >> well, the woman's insurance.
[25:05] » Well, that's what I'm wondering. That was an accident. Could we not have
[25:08] submitted it through her insurance? I mean, she should be I hate to say it,
[25:11] but she should be paying for the replacement of it
[25:14] » and then we could pay the difference. Have we not looked into that?
[25:19] » Do we know? >> You got a police report on that?
[25:22] » Oh, I don't know why we didn't look to do
[25:26] that to begin with. That definitely should have been her insurance covering
[25:29] at least >> something.
[25:31] » Yes, >> part of it and then we could have
[25:33] finished the rest of it. >> Try and get a report. See,
[25:36] » that's what I would do. I can ask John. I don't know if he's still on.
[25:40] » Yeah, I can check into that. I can try and figure out which agency handled it
[25:44] and then get a case number and go from there.
[25:47] » That would be great, John. You could do that and if we need to submit a claim to
[25:50] at least get coverage to replace what was already there and then we could put
[25:55] that with at least it wouldn't cost quite as much money.
[25:57] » I don't know. >> Yeah.
[26:04] » Cool. >> Thank you.
[26:05] » How's the porch? >> Um I'm still chasing John trying to get
[26:09] him back to come and fish. I mean it's in great shape now. We did have a
[26:13] problem with bees. Um >> they're everywhere.
[26:16] » Yes. because he had pulled off bits of the um board that were rotting. I think
[26:21] that that's how they were able to get in. So, we had all pests come treat it
[26:25] once. That seems to have resolved the problem. And so, hoping that we can get
[26:28] back fast enough to finish this off.
[26:33] » Sounds good. Any other questions for Kathy, guys?
[26:39] » Yep. >> Planning board. I don't think Sharon is
[26:44] here or on. Um, we've got a couple here.
[26:53] Any questions about any of this stuff, guys, or notes we want to take back to
[26:56] Janet?
[27:03] On to all right. Uh, not too much ready side.
[27:09] All the projects are closed out. did review some of your emails, Alex,
[27:15] that you forwarded along. One of them is for FEMA, which it requires the village
[27:20] to have some information like EIN number or something like that.
[27:25] So, it's not something we can fill out. I mean, we'd be happy once you got in
[27:28] there, the village got in there. I can take the I need anything.
[27:34] » Yeah. >> Yeah. Just as often when I when they
[27:37] send those, one of you guys is already handling it. So, I just wanted to check
[27:40] before I I'll take Okay. Yeah. If you need specific information about the
[27:44] projects, by all means, just kind of getting in there. It's something
[27:51] um another another one of the emails was about the ready funding. Um you'd have
[27:56] to check with Jim, but as far as I know, all ready funding submitted. Okay.
[28:00] reimbursement. There was 30,000 a change that we kind of exhausted all avenues to
[28:07] to >> Oh, this is at the
[28:08] » station. I think a lot of those have been
[28:12] submitted probably over a year or so. >> Okay.
[28:17] » Um that's all that I
[28:21] » Yeah, I got the notes there. I don't really have any more updates on what's
[28:25] on that date sheet unless there's any questions
[28:28] on anything.
[28:32] Good. Thanks, guys.
[28:38] » All right. You got a long report for us, Kim?
[28:44] » Nothing. >> Perfect.
[28:49] » I just circle back real quick. I didn't get a chance when I was looking at this.
[28:53] Um Janet's on the planning board. Dana has a note um about she suggested last
[29:00] month regular site inspections by the village engineer and the DPW
[29:06] is that in coordination with the developer and she just wants to make is
[29:10] that something our DPW already had like that's not part of
[29:14] » so I talked to Lyn he's regularly checking out what they're doing
[29:17] » she's asking them >> this is for harbor haven because yeah
[29:20] basically where they're at is >> the
[29:25] the lawn in the middle is going to end up being like Peanut Park, which is
[29:29] actually a retention pond, but it's almost never a pond,
[29:33] » right? >> But in the event of like a three-day
[29:35] long rainstorm, that fills up and slowly drains.
[29:38] » The one out there though was really deep. That one's not as deep.
[29:40] » Yeah. So, they're back filling it, grading it, seeding it with grass, and
[29:44] then the storm drains go under the road so that if if it fills with storm water,
[29:49] it trickles out to the storm drain slowly.
[29:51] » Okay. So that's when I talked to Lynn, he said they're
[29:55] checking in regularly. Um Tori has been in discussion with him as well. I don't
[29:59] think we need any more. >> I just wanted to make sure that like I
[30:03] mean I don't want to I didn't know if it was something that our village engineer
[30:07] looks at. That's extra cost. That's an extra bill. Um
[30:10] » there was some built into an infra infrastructure agreement on it.
[30:15] » Okay. I just wasn't sure what the setup was. You know, the one thing if they're
[30:19] doing paving, the one thing I recommend is that, you know, some of the subbase
[30:22] was put out there 10 years ago and then they're going to add some more gravel
[30:25] underneath that. Just want to make sure we have all that's shown on the plans
[30:30] that's there. Okay. >> Um I I'm still in conversation with
[30:32] them, you know, if they want to do a little test pit, but they're supposed to
[30:35] be adding some of that and paving. >> So, you've been in talk like you've
[30:38] talked to them and you kind of know what's going on out there to too.
[30:42] » Yes. >> Okay. That's all I need. I just need a
[30:44] clarification that we're doing what Janet's asking. Sorry, I didn't mean to
[30:48] go back, but I missed it. I You moved a little too fast. Sorry.
[30:56] » All good.
[30:59] » We're on community or I don't think there's anyone from the chamber here.
[31:04] However, um I will just ask on their behalf.
[31:09] » Um I wasn't sure if the stage that they use for the concerts on the battlefield
[31:14] was ours or the historical societies. Dave let me know. it is in fact the
[31:17] villages. Uh they would like to use it for one of the bands
[31:21] during October fests. Uh I think that's fine. I mean the historical society uses
[31:27] it for their community events. It's a free concert open to the public. So it's
[31:30] there's no, you know, they're not charging anyone tickets or anything.
[31:33] » You know where they want it? >> In the road, are they?
[31:36] » No, they were either going to do it >> I think they're leaning towards the
[31:40] anchor bar lot. >> Oh. Um, but they've talked about putting
[31:44] it in the farm stand lot as well or possibly your lot in front of the ice
[31:48] cream store. They're still debating where, but they wanted to know if they
[31:50] had it to use first. So, um, I don't know if we need a motion on it. Um, but,
[31:56] you know, >> they can use it. I just didn't want
[31:58] didn't know. >> I didn't want
[31:59] » So, Main Street's going to be closed then.
[32:02] » Yeah. So, they won't like it would never cross Main Street as a block. Like,
[32:05] it'll still be accessible for emergency services. Somebody stuck.
[32:10] » No, it's just someone from the fire department.
[32:12] » Um, >> yeah. So, they would never like if it is
[32:15] on Main Street, it'll be like parallel park. So, okay.
[32:17] » We can still get an ambulance through >> festival.
[32:21] » October fest. >> Um, that's September 19th,
[32:29] right? I'll let them know anything from you guys.
[32:33] » I don't think we need to. >> I don't think we need to. I think they
[32:35] can just use it. >> I just
[32:38] for the historical society. The concerts are over. We had a great year too
[32:41] inside, but that's just whether but we had I think record crowds and some of
[32:46] the some of the concerts. So, I want to thank the village for the contribution W
[32:51] for moving the stage and all and all that. It was it's been a great
[32:57] awesome. >> All right. Any other community orgs I'm
[33:02] missing? Uh the chamber did have a meeting at Market on Maine this past
[33:07] week and not too much new reporting other than uh their marketing
[33:13] person Michael Deni resigned and there's somebody temporarily replacing him, but
[33:18] I think they're looking for somebody more long-term to take take over in
[33:22] conjunction with Kathy. Is that right? We're talking with Steve Gleason with
[33:28] the New York Homes to join and Phil Stern, but we have yet to actually
[33:35] broach being super involved in marketing with us. We're not we're not sure about
[33:39] that yet. >> So, we all know about it beforehand.
[33:43] » Oh, hopefully talking to him soon. >> Perfect.
[33:45] » It's always funny to hear rumors about yourself that
[33:48] » Yeah.
[33:51] » What's What's up with Michael? Is he >> he's moving on to
[33:56] » other things? >> Other things, I guess. Yeah.
[33:58] » His book's about to come out. He might be focused on that.
[34:01] » He's still he's staying local, >> I think. So, yeah, he's running October
[34:05] » Fest. Yeah. >> All right, we'll move on from community
[34:11] orgs unless anyone has any notes or questions for any groups. On to board
[34:15] reports and I will start. Um, first sort of unrelated to my duties as mayor, but
[34:21] um I I don't think I heard like officer Gleason said, I didn't hear anything
[34:26] from anybody in the barracks that was a issue with people staying in RVs
[34:32] uh for Brior. Um I still have yet to sync up with Garrick from codes.
[34:38] uh he sent me the form, but the event permit, which they did get, so I assume
[34:43] they they all got that sorted. It does now say that anything with over a
[34:48] thousand people or food, requires a county permit. Now, I don't know if they
[34:53] count the farm stand as food or when we have an So, I have to have a
[34:58] conversation with him to make sure I'm understanding when we need to ask for
[35:01] it. I think we probably once I get on the same page as him on our event
[35:07] questionnaire, we can just say like if this qualifies for a county permit,
[35:11] that's another tick box we need ticked that you did in fact file for it. I
[35:16] don't think we need it approved before we approve the event, but it's something
[35:20] that we're going to want to copy up just like
[35:21] » I think Brew York did end up having to do that and they came out and did an
[35:24] inspection. they didn't come out and inspect
[35:26] » but I I just mean in general I don't know like
[35:30] » which a thousand people or any food
[35:34] » which I think I want to make sure I understand like is that hot food is that
[35:38] food for sale is the you know all that >> well I was just wondering the marathon
[35:42] gave away milk
[35:47] » um so I just I want to I'm going to get that squared up with him so that I can
[35:52] not be guessing when it matters and I'll circle back to the concern that he told
[35:56] me, the reason they put it together was if it's an enclosed area, they need to
[36:02] know that that all of our uh departments, you know, the fire and the
[36:07] police and and I was like, well, of course, we do that.
[36:09] » Yeah, but not I think not all municipalities necessarily have the
[36:12] permit. So, it's fine. I just want to make sure we understand when we need to
[36:16] because I don't want to make it over complicated and if they have
[36:18] requirements that we can then say, "Oh, you don't need to worry about that for
[36:22] the village because the county is now doing it." we can maybe simplify our
[36:25] process to it, but I at least want to just get him on the phone so I can ask
[36:29] pedantic questions about their form so I can understand it.
[36:33] » Um, the fishing stuff in new business, uh, I was hoping Craig would be here,
[36:38] but I should give a heads up. So, last couple years, uh, the salmon fisherman,
[36:42] I don't know. I guess you doesn't make sense to me. You fling dyed eggs to
[36:48] attract the fish to their own I >> Either way, there's like orange dye.
[36:53] Yeah, orange dye being flung about and people are getting it on their boat and
[36:56] they're getting mad. Um, but technically Navy Point has uh like a lease over the
[37:05] water, but they can't even say like you can't be between our docks because
[37:08] that's still technically connected to the lake. So, they don't feel like they
[37:12] have any enforcement mechanism to tell people to like shoe. Um, so they called
[37:16] the DC. The DC said there's some rules and mechanisms. I have a call with the
[37:20] DC later this week. I tried to get it done before this meeting, but they
[37:23] weren't free. Um, so I'll circle back on that, but we do have the like ability to
[37:30] enforce our village laws in the harbor, even though um we don't outside. There's
[37:36] there's a weird rule about what counts as in the village in the water. Um,
[37:42] » but Kelly brought up we don't have a great
[37:44] » Well, it's it's they're on their own boats. So, the problem is they're on
[37:46] their own boats. >> I thought you were talking about the
[37:48] people because we have a lot of people that come to fish off the docks. Yes.
[37:51] » So I thought that's what you're >> No, but it's when somebody's on their
[37:53] own boat and they're like drifting by the marina and they're like splattering
[37:57] dye on people's sailboats. >> Well, technically the harbor is in So
[38:02] like within the harbor we can and do have rules.
[38:05] » But we don't have a police boat. We don't have a way to manip like how would
[38:10] that work? >> This is the conversation. I I will
[38:13] hopefully have some better info. >> All right. When you first brought I was
[38:15] like oh the people on because we have there's so many every weekend there's
[38:18] tons of people down on the docks. I thought that's what you were talking
[38:21] about. >> No, I don't know if you can throw the
[38:22] guy that far. But >> that's why I was like, I don't
[38:24] understand why someone would stand on the dock and throw it into someone's
[38:27] boat anyways. So, I was confused. >> Yeah, it's like drift drift fishing. I
[38:30] don't know. Again, I'm not It's not my forte, but I told Craig I would look
[38:34] into it. He got in touch with the DC guy. We're going to have a call. Okay.
[38:37] » Hopefully, they will give me some actionable advice.
[38:41] » So, I get to buy a boat. >> No. No, you do not.
[38:47] » We had enough issues with the fireboat. We're not doing a police boat. Nope.
[38:51] » Actually, the fire I mean you cannon. >> No, not happening.
[38:55] » Clean off the Discourage. >> No, not doing it.
[38:59] » No fun. >> So there's like
[39:00] » it's a source. >> There is a The harbor is a no wake zone.
[39:05] » Correct. >> Who enforces that?
[39:08] » Good question. >> Coast Guard, but there is no Coast
[39:10] Guard. There's iniggo. >> Okay. So I think this fall under the
[39:16] same >> category is
[39:20] » it's enforcement without any >> correct
[39:24] » yeah and people know it because they know that the coast guard is in as we go
[39:29] » I mean >> and then the state police is up in the
[39:31] river >> so technically like usually what happens
[39:36] is the sheriff boat takes care of like the lake but much like the sacks fire
[39:42] department. We had a little issue with our boat this year.
[39:46] » So, obviously, you've noticed it wasn't around, but I've been told by the marina
[39:50] that's going to be back up and running for the spring. So, we should be good to
[39:55] go as far as that goes. >> Yeah. I mean, right now, my
[40:00] understanding is the enforcement is Craig knows who's a pain and he calls
[40:04] them and bothers them if they are difficult and that seems to work to some
[40:08] extent. But yeah, if we had some kids ripping into the harbor on a speedboat
[40:13] and back out again, we wouldn't have a lot of ability to do anything, right?
[40:16] » You try and get the New York State reg number and report it.
[40:19] » I mean, I know people are asking for a full-time police department, but I don't
[40:22] think we can cover that with motorcycles and
[40:25] » watching fishermen in the pay for itself.
[40:29] » They don't know the implication of like, yeah, okay, then your taxes go up by 50%
[40:33] cover. >> Yeah. So, I think um but anyway, I'll
[40:37] hopefully that'll give me some ideas that we can use. Okay.
[40:40] » Um other thing I had was uh Dan Ferstein lives out by you on Ontario.
[40:46] » Um he brought up that he would love to see the village do a villagewide ISP or
[40:52] Wi-Fi. Um I also think those are great projects. Um, New York State's one of
[40:58] the few states that did not uh sort of bend to the conglomerate like
[41:05] Comcast has got it banned in a lot of states because they don't want the
[41:08] competition. Um, I think it would be a neat project. I just don't think anyone
[41:13] here has the bandwidth to move it forward. Um, but if we do hire a grant
[41:18] writer, it could be something they look out for because with some public
[41:21] funding, it might make sense to do. Um, I've done about a lot of research on
[41:26] public Wi-Fi and municipal ISPs. Um, and I'm kind of on the fence as to whether
[41:33] it's something we could manage. Um, I don't personally have the bandwidth to
[41:37] to do it myself. So, unless we have another person who wants to spearhead
[41:40] it, I think it would have to be punted. But, you ask me to bring it up.
[41:43] » How does that work exactly? I'm not familiar.
[41:45] » So, a village wide Wi-Fi, we could just we have fiber here, we have fiber in the
[41:49] school. We could just put nodes and and basically have a mesh network,
[41:53] » okay? >> Have free Wi-Fi for some level of
[41:55] service. Village ISP would basically mean a lot of communities have done
[42:00] this. Vermont's got a lot of them where they say basically Comcast is bad
[42:04] service for bad prices. we can just buy uh the back haul from West Halcom's
[42:10] fiber or gangs fiber and actually run our own fiber lines and we just say like
[42:16] everyone in the village gets $10 a month highsp speeded internet you can opt out
[42:21] if you want but it's run by the it's basically a public utility just like we
[42:25] have water and sewer we can do internet um there's places in New York that have
[42:29] done this with power which I think we are much too small for and I don't want
[42:32] that headache but ISPs are not as mission critical as something like
[42:38] sewer, water or electric. So it smaller communities have done it where you
[42:43] basically just say there's, you know, we're not in an area competitive enough
[42:47] where we have multiple providers competing to provide highspeed internet
[42:51] well here. So we want to do it ourselves. Um it would probably require
[42:57] a full-time person, but it would pay for itself. Um
[43:00] » would it be like revenue producing? Yeah, it could cover its costs, but u I
[43:05] think covering its upstart cost would require uh many years of payback andor
[43:10] grant support. So um it's just something that I think it's great, but we would
[43:16] need like
[43:19] if not a team of people, at least one person who wanted to spearhead it, and I
[43:23] think we're kind of lacking in that right now. Um and then last up, the
[43:28] doors. Um Casey Town is going to do like a three four hour uh install one and
[43:35] learn with RDVW. Uh my maintenance guys are coming so we
[43:40] can split the cost of it because we need to learn how to do it for our buildings
[43:43] as well. >> Are we starting on this building?
[43:45] » Wherever we want to do it. I would do this back door because then we can use
[43:48] the bathroom for the courts. Um, I think that's the most sense to and and he'll
[43:52] do this install while showing whoever from your, you know, if it's all of you
[43:57] guys or whatever. >> Do you know what he's talking about?
[43:59] » That's the access control doors. Casey's he said like if he shows us how to do
[44:03] one should be off to the races. >> Do we need a different front door with
[44:08] that being glass or with the metal there? Can we just
[44:10] » use the magnet or instead of the shirt require a new door? I love the idea of
[44:15] using fobs. I It tracks who's here when they're here. I think it helps with
[44:20] safety. It >> was just very expensive to have them do
[44:24] like stat or doy now. Um they quoted just this building at like 12,000 plus
[44:30] and that's when we already bought all the equipment. Um, and that's I've been
[44:34] trying to kind of solve around that. And I think just like the signs, okay, it's
[44:37] going to be something where we use our own labor to some extent. But rather
[44:41] than have you guys try and learn it from scratch, I think it's worth paying him a
[44:45] few hours of consulting time to like teach,
[44:47] » especially because we already bought the equipment and it's just sitting there
[44:49] doing nothing. So, we got to do something.
[44:52] » He said he'll be back in town next week. I'll get with you guys to schedule like
[44:55] a couple hours where you think you can have people free.
[44:58] » Perfect. Love that. >> And that's all for me. Unless anyone has
[45:01] any questions. Great.
[45:09] » Um, there was no rec committee meeting. Uh, nothing to report from the school. I
[45:15] already told you about the DPW. The only thing I wanted to mention, and I know I
[45:18] mentioned it briefly at the last meeting, is that the fire department's
[45:22] call volume has significantly increased. Um
[45:27] they had 87 fire calls all of last year. They're
[45:34] already at 77 for this year and it's August and they still have September,
[45:39] October, November. >> Total calls or calls they respond to.
[45:44] » Total calls and that they respond to. Um so just their call volume. Um they're at
[45:50] 316 already this year for all of them. fire calls, EMS calls, MVAs, they had
[45:56] three boat calls and two others. I don't know what the others are, but just
[46:00] putting it out there that our volunteers are bearing again the burden of so many
[46:04] high call volumes, lots of, you know, again, those calls in the middle of the
[46:08] night, whether it's the visitors center, which we do. I need to talk to you again
[46:11] about a Knox box. It keeps waking people up. We need to do that. It would just be
[46:16] easier if they had a Knox box there. I say we invest 800 bucks, put a box
[46:19] there. same, right? I It just would be easier
[46:23] so that they're not calling Lyn at two in the morning. They're not calling her
[46:26] at two in the morning. They've got a universal key. The key is already in
[46:29] there and it's just it's just safer for everybody. Um so I definitely want to
[46:34] move on that. Um but again, just the call volume, lots and lots of calls. Um
[46:40] » and sorry, this is so they can access the building.
[46:43] » The visitor center has gone off a lot recently.
[46:48] » This actually Also, these are alarms going off, not people license.
[46:55] And if Doyle can't interpret it properly, they just call the fire
[46:58] department as the standard >> and they could get in the into the
[47:02] building without having to bother somebody and reset it if they could just
[47:05] get in the building. >> And if there's a real problem,
[47:07] » and if there's a real problem, they're not waiting at the door. We don't want
[47:10] them kicking the door down. We would rather them have a key to get into it.
[47:13] So, >> um the I mean the fire departments use
[47:16] Knox boxes. That's just the way to do it. So, I would like, and I know we've
[47:19] mentioned it before, I just think it would be easier to put a Knox box at the
[47:22] visitor center. It's like encased in it. They have a universal key and then
[47:27] inside that is another box where the key to the visitor center would be in there.
[47:31] It would just be easier >> building or somewhere, you know,
[47:35] » somewhere where they would know where to go.
[47:38] » They I believe they're the ones that installs it. So, we would
[47:41] » have a key until we do the digital. Like, I'd be fine with them having a key
[47:43] to >> We talked about that, but there's 50
[47:46] firemen and how do we know which one has They don't stop here first.
[47:48] » Absolutely not. I mean, they may to get a truck, but they're not going to be
[47:51] rifling through a drawer for all keys to truck, but okay. I mean, there's three
[47:56] trucks. You just don't know which truck it's going to be and is it labeled and
[48:01] » um protocol is an ox. That's just their protocol. So, I would hate to throw
[48:06] something off and have a new fireman here and not know that there's a key in
[48:08] the drawer or in the trucker or something. So, I really would like a a
[48:12] Knox box, but that's all I had. Any
[48:17] questions for Kelly, guys? Thank you, sir.
[48:22] Um, just um the public swimming work group
[48:28] did not meet in August with everybody going in 10 different directions, but um
[48:34] I do have some additional information on the um financial side of things.
[48:41] Um Dave mentioned earlier the New York Swims grant program I think um there was
[48:48] not around um
[48:53] this uh this summer. So it's it's likely there would be another round in um after
[49:00] the first of the year maybe like January, February.
[49:03] Um if we wanted to pursue um public swimming and a splash
[49:12] pad as a um jointly as an overall project then then that would fit the New
[49:18] York swims criteria. If we wanted to um approach them on on separate tracks,
[49:27] then the splash pad is considered an ancillary feature would not be eligible
[49:34] for uh New York swims. Um however there are
[49:41] this this needs a deeper dive but there are other um grant opportunities for
[49:47] something like a splash a standalone splash pad. Uh for example the village
[49:53] of Carthage um they used um an unplug and play grant uh which is under the
[50:03] municipal parks and wreck program NPR. um they received a $900,000 grant for
[50:09] their splash pad as a standalone item. So um just something to consider as we
[50:16] go forward. You know, if um we're we're falling behind on one one of the
[50:22] projects and it looks like it makes sense to go forward on separate tracks,
[50:26] then you know, we may have to get creative with with funding options. But
[50:32] » um that's all I got. I uh I did speak with Thomas at uh structure marine
[50:38] briefly. Y >> um he was having trouble visualizing
[50:43] from me just talking at him. So I promised him a map with some diagrams.
[50:47] So I'll draw some stuff up and then make sure like you get eyes on it so it looks
[50:51] right and then we'll kick it over to him.
[50:53] » Okay. >> And those that's the group that did the
[50:55] docs. >> Okay.
[50:56] » Just to see like whether they think some of these ideas are doable or they'll
[51:01] know better. >> Floating dock.
[51:03] Yeah, wave attenuation, all that different
[51:06] » options that they'll they'll be able to give us a little more direction and they
[51:09] do that basically as part of their sales cycle. So they don't charge for
[51:15] » initial consult get it designed by them. >> Is I I know I asked you this. Um is this
[51:21] is this a local firm or they >> a Canadian? Yeah. Okay.
[51:28] » Right. They're >> Yeah. I mean he answered his voicemail
[51:30] starts in French that
[51:34] » like a real >> Okay. Have they done work in this area?
[51:37] Are they >> I mean they did our docs.
[51:39] » Oh, they did. Well, I thought it was Marcelus.
[51:42] » Well, so structural marine. >> Okay.
[51:45] » You guys want I I think I understand it right. They provide the docs and design
[51:48] the system and then Marcellis does the install.
[51:50] » Okay. >> But they're like the ones that say this
[51:53] is what you need for this wave level at this location
[51:55] » and they just sub out the actual install. Okay. I think they might do
[51:59] installs up there, but I don't think they're okay.
[52:02] » Probably not coming here right now. >> No.
[52:05] Okay. >> All right. Any questions for Greg, guys?
[52:11] » Awesome. Sarah, >> uh Dave covered most of uh what we
[52:17] discussed for the zoning rewrite committee that met right after or the
[52:23] week after our last uh board meeting. But if there are any other questions
[52:28] about that, we're still kind of working through a lot of details. So, more
[52:31] details to come as we continue to meet. Um, the other thing I had is just kind
[52:38] of a I was curious about why we don't have
[52:43] one of us as a liaison for the school board.
[52:47] » I am on it. >> You are on it? Oh, I didn't realize
[52:50] that. >> Just recently though, I was asked to
[52:52] attend the meeting. So, I've only been to two, three maybe.
[52:56] » Yeah. >> Okay.
[52:59] » And I just attend the meetings and I don't say much, but if they have
[53:02] questions or if there's a way that we can collaborate, then of course,
[53:06] » similar to the library, >> it's non it's just me to be there in
[53:10] case. >> Yeah.
[53:13] » Good to know. >> Thank you.
[53:17] Um, >> so do you guys have like are you leaning
[53:22] do you want to discuss a little bit about the short-term rental or temper
[53:26] like where you guys are at the moment or do you want to wait until you're more
[53:29] locked down? >> I think we need to be a little bit more
[53:31] locked down. We still have some uh research to do regarding
[53:38] things like municipality liability if we are issuing permits or licenses to
[53:43] short-term rental owners and operators. Um we've got a good grasp on our numbers
[53:49] now as far as how many there are in the village. We're uh I think we were around
[53:54] 2% uh of housing
[53:59] » one. Yeah, just just under 2%. Um, so we've we
[54:03] we're getting a good handle on it, but there's a little bit more to kind of
[54:07] dive into and then the logistical aspect of
[54:11] who will oversee it, who will be reviewing applications and and issuing
[54:16] them. And uh, >> you guys talk with the county yet? I'm
[54:19] I'm curious like what amount of information they're willing to share
[54:22] with municipalities because they're collecting that tax,
[54:24] » right? there and they're like, >> "Okay, because I like I have one where
[54:29] I've had a long-term tenant in the apartment above the liquor store for two
[54:33] years, but I leave the Airbnb up." So that sometimes people reach out and they
[54:36] say, "Hey, what about next year?" And then I just point them at the hotel. Um,
[54:41] but the county was like, "No, if you have that listing up, you need to file,
[54:44] even if you have no revenue, you need to file zero." And they were pretty adamant
[54:48] about it, so I I signed up. And it's not a hard process,
[54:51] » but I was hoping that they'd be willing to like share numbers and and maybe even
[54:56] like the revenue, you know, if we're saying you have to Well, the more
[55:01] information they'll share with the the village, the better, I think.
[55:04] » Yeah. We we've got >> we can use that lean on them for
[55:07] » them. Sure. Yeah. So there's there's definitely more work
[55:12] to be done in order to hammer out all the details, see what would be the best
[55:16] avenue for our small village to take, but we're getting there.
[55:21] » Cool. >> Yeah.
[55:22] » Did you speak with the business owner for the temporary structure?
[55:26] » Yes. >> And where do we sit with that?
[55:28] » I am waiting to hear back. I conveyed the information. Okay. Uh it was kind of
[55:33] situation where Janet still needed to discuss what we had discussed in the
[55:38] committee with the planning board. >> Okay.
[55:40] » See if they were um okay with the path we were taking.
[55:46] » Okay. >> And then that was conveyed to the
[55:48] business owner with no real response yet. So she said she was going to get
[55:55] back to me with a formal kind of response.
[55:57] » Right. So, we I we don't know if our delay is going to prevent or help them
[56:01] from opening or staying open this year. I just want to
[56:04] » Yeah, we we had come up with an idea, a mechanism to allow them to stay open
[56:09] temporarily just for this one more year, but
[56:12] » we're not sure if they're accepting that. Okay. I was just curious if we had
[56:16] an answer yet. >> I um
[56:18] just to be clear, right, the planning board
[56:22] is advisory in this capacity because we're we're writing a new law. this
[56:26] board will pass that law. Uh so we we want their input on what they want but
[56:32] effectively it's input not the decision and like the
[56:36] decision to pass the law is with this board
[56:39] » at the you know given the advice from your committee and then the planning
[56:44] board's job is to enforce the law that we write. Obviously we want their input
[56:48] but it's not the case that like the planning board should be writing this
[56:51] law directly. No. And and I don't think that's the approach that's been taken,
[56:54] but after five years of them having the back and forth at least to get their
[56:58] input, their thoughts on on the direction that we had been going.
[57:05] » Sarah, what's the um lead time that the business needs? Um I mean, we're we're
[57:13] in September and typically that goes up like
[57:18] November. It usually goes up in October. >> It's about a month. So, we're going to
[57:23] buy a new one. The old one's dead. >> They've already reached out. They what?
[57:26] They messaged us at the beginning of August and we still don't have an
[57:30] answer. So, I don't know what >> we do have an answer.
[57:32] » Okay. I mean, we do for the temporary one yet.
[57:34] » We got a pretty good answer in the middle of August. That being said, I
[57:38] don't know if it's enough time. I don't know. Okay.
[57:45] » I I just ordered one um for the the weddings and it takes
[57:50] I've managed to get lucky, I think, and got it in like two and a half weeks.
[57:53] About a month is the lead time I would >> I would consider for safely saying when
[57:59] I order it to when it arrives. >> Um,
[58:02] » well, the good news is the ball's in her court now. She has, I think, all the
[58:07] information she needs to move forward and and stay open this year if she so
[58:12] chooses and then a good solution for >> moving forward. Yes. Gotcha. Okay.
[58:20] Okay. Any other questions for Sarah?
[58:24] All right. Hope bring us home. >> Uh
[58:29] um the um town of H I have the three reports is the town of Houndsfield. I'm
[58:36] a liazison. They weren't able to have their meeting last
[58:40] month because they didn't have a form. Uh so that's null and bull. Uh, I'll be
[58:48] going tomorrow night. Uh, the library, I was uh there with them the other day and
[58:53] um they're still working on uh the ramp um and getting that situated. Uh they're
[58:59] getting ready for the October fundraiser of the quilt show and um
[59:07] and uh Octavia started a children's library um book club of some sort. Um so
[59:15] there's that. Um the big one is the um housing authority. Um there's been a lot
[59:22] that's been going on. There's a lot of community awareness of it now. There's a
[59:27] lot of fundraising that has been done. I have a whole long report here. Um so far
[59:33] we have $4,700 that we have accumulated over since July 4th. uh $500 Stephanie
[59:41] Elliott got from the uh bank, $340 from the ballroom concert the other
[59:48] day. Uh Beth Arthur and the township of
[59:53] Poundfield has donated a vacuum cleaner because the vacuum cleaner that they
[59:57] have is locked in a closet and the residents aren't allowed to use it
[1:00:01] because of United Helpers, which is the property management company, won't let
[1:00:06] the residents use it because it disappears. It gets somebody has sticky
[1:00:11] fingers and and it gets stolen. So, she with her their money from selling uh the
[1:00:18] empty cans and soda bottles and whatever bought a really nice uh vacuum cleaner
[1:00:24] and gave it to Beth, right? How's that going?
[1:00:29] » Very well. Very well. I had to tighten a few screws to handle.
[1:00:38] » Good, good, good, good. Okay. Uh, business cards for the upcoming events
[1:00:43] was donated by Brenda and Tim Towner. Uh, Judy Fentino uh made and contributed
[1:00:51] lanyards that we had made. the Chamber of Commerce, Michael Denhei, is setting
[1:00:56] up a website for the uh uh housing authority and and and
[1:01:02] giving uh PR time to Sack Harbor Heights. Uh
[1:01:10] raffle tickets. Beth Berdick is doing that. Uh latest news is they're
[1:01:17] continuing to look for a maintenance man. That's the big big problem that we
[1:01:20] have. We don't have a maintenance man. Um, United Helpers, uh, which is a
[1:01:25] property management company, will not allow for volunteers to be on the
[1:01:30] premises, such as your recommendation of having a volunteer day.
[1:01:33] » Did you message them or not? >> What?
[1:01:36] » You didn't message them, right? That's on my docket. Message United Helpers. We
[1:01:42] talked about um or Betsy, did you either message him
[1:01:47] about the rider or did you want me to do that?
[1:01:50] » I did not. >> Okay. So they they don't have an
[1:01:54] volunteer rider in their insurance policy. They're like a $100 to add. I
[1:01:58] think we can force them to add them. >> Uh they're
[1:02:03] » that's silly. >> They're difficult. Yes. I also my my
[1:02:06] answer was like, okay, well, if we do it anyway, what are you going to do? Like
[1:02:09] they're not going to you know what I mean? They don't have any enforcement
[1:02:11] mechanism to stop somebody from sweeping the floor.
[1:02:14] » Well, there's people that are already volunteering on a individual basis. for
[1:02:18] us to do a volunteer day. They were like, "Absolutely not.
[1:02:22] » Put face masks on and vigilante clean up,
[1:02:26] » right?" You know, >> but so we're we're gonna just talk to
[1:02:28] the insurance company and see if there's just a a cheap writer to add that
[1:02:31] covers. >> It said that we could paint the walls.
[1:02:34] The board members could paint the walls as long as they didn't get up on a
[1:02:38] ladder. And so then then we were like, "Well, let's get some volunteer stuff
[1:02:43] going on." >> Stand the board. Whoever wants to
[1:02:45] volunteer.
[1:02:47] It doesn't make sense. They're volunteers. You guys are not paid to be
[1:02:51] board members. It makes zero sense whatsoever.
[1:02:53] » It doesn't make sense. And it's it's >> Do you see Do you feel my frustration?
[1:02:58] » Yeah. >> No. Yeah.
[1:03:00] » USDA will not allow a tent or a pavilion of any kind for outdoor smoking. So,
[1:03:04] that's on the kibos and the residents aren't happy about that, but that's the
[1:03:08] way it is. uh their United Helpers is looking is continuing to look for
[1:03:15] affordable carpeting to replace the damaged carpeting from the flood back in
[1:03:20] 2019.
[1:03:23] Large trash items were promised to be removed and have still not been done. Um
[1:03:30] is the hornets nest taken care of? Probably not. Um there's it's just it's
[1:03:38] Anyway, a group of us went for coffee last week and talked to the women and
[1:03:43] they feel as though they are being acknowledged that they're in part of the
[1:03:47] community and we're trying to extend that since we have money that has to be
[1:03:52] designated for the purposes of the carpeting, the parking lot and the what
[1:03:58] else? >> The siding.
[1:04:00] » Siding. The siding. you know, you can't just paint the outside. You got to take
[1:04:05] down the rotten wall uh wood and so that's a big expensive and the 4,700 is
[1:04:12] there's no way that is that's going to cover that. However, um the community
[1:04:18] members are members of the community are going to have coffee with the women and
[1:04:23] trying to open the door of of a relationship with them. um
[1:04:30] providing a monthly birthday cake for them so that they feel included. Um the
[1:04:35] upcoming events for volunteer opportunities and donations by
[1:04:39] organizations is sac the sacktoberfest is going to allow participation and then
[1:04:47] contribute to the housing authority. Halloweenville is going to give a
[1:04:53] portion of their donations to uh the housing authority and uh Margaret Co
[1:04:59] says the craft fair and and holiday shopping will contribute money to that
[1:05:04] also. So um there's some really good things going on. I'm really proud of the
[1:05:11] people that have volunteered. Unfortunately, I'm seeing the same
[1:05:15] volunteers all the time. That's that's sort of the way it goes. Uh, if anybody
[1:05:19] knows how to face paint, we need face painters for the Halloween bill or to be
[1:05:25] a witch for the cauldron. That's that would be lovely. We we could have those
[1:05:30] things uh and and all of that money will will be in addition to um the
[1:05:35] fundraising. So therefore, if we can have volunteers go on the premises, we
[1:05:40] could use we could get cleaning fluids and and and spruce up the place and make
[1:05:45] the women feel included.
[1:05:52] That's it. That's what I'm hoping for. So, that's my reports. Any questions?
[1:05:59] » Yes. >> Um probably open a can of worms, but has
[1:06:04] uh since it flooded, has it been inspected to make sure there's not black
[1:06:08] hole and rot and electrical problems? >> I mean, I hate to see it as Bessie.
[1:06:16] Anybody else expected to make sure
[1:06:22] weren't damaged or anything? >> Fine
[1:06:26] protot.
[1:06:32] » Yeah. And there's >> Okay, that's good news.
[1:06:34] » Need a maintenance person to be able to do things and we cannot. They cannot get
[1:06:40] anybody. I've been asking around. I posted on Sakarago. Um, I've given it to
[1:06:46] Beth Arthur who said she may have somebody that would be interested. So,
[1:06:52] » you know, I mean, >> she's
[1:06:56] » one of the things we talked about at their meeting, guys, was um the rate
[1:07:00] they're asking to pay is not going to get, but they don't need necessarily 40
[1:07:05] hours of work. They'd be better served paying somebody talented, you know, for
[1:07:10] 20 or 25 hours at the same total weekly amount. Um, and so Bets's given me some
[1:07:16] contacts at United Helpers. And the two things I need to
[1:07:21] sort of find a way to politely but firmly say we need them to do is one,
[1:07:26] add the volunteer rider so that we could just take care of some of this
[1:07:29] lowhanging fruit with the people willing to do it. And then secondly, um,
[1:07:35] give us a little more autonomy on managing the hiring process and say,
[1:07:40] "Look, you have a budget of X dollars a week. let us be flexible with the rates
[1:07:44] you're paying so that we can find someone local who might be more willing
[1:07:48] to jump in and do this work. >> Nobody has even applied to find out what
[1:07:54] the price how much is being >> that's fine. I mean it's still a matter
[1:07:57] of like if you put a people know right people know what what United Helpers
[1:08:02] pays and I think if we go and post $35 an hour for a talented retired handyman
[1:08:06] to work $20 an or 20 hours a week we might find some people. So right now the
[1:08:12] gentleman is the maintenance guy over at um Shalom has been coming over and he's
[1:08:17] actually paid less over there than what uh United Helpers has budgeted for over
[1:08:24] here. >> Yeah,
[1:08:26] » it's it's a can of worms.
[1:08:30] They would be a United Helpers employee though, not an employee of the
[1:08:35] » letting us like help with the hiring stipulations. But
[1:08:41] » um >> what what is their rate?
[1:08:45] » 36 now. >> Well, and
[1:08:49] minimum wage is 1650 or something. >> That's tough,
[1:08:52] » right? >> But you can make that at McDonald's,
[1:08:55] » correct? that to them to tell anybody.
[1:08:59] » I think United Helpers has a reputation though and I don't think anybody wants
[1:09:03] to work for them and that's who it's with
[1:09:05] » the 22 other places. They they oversee 22 places. They do not have the issue
[1:09:11] that they have here with keeping the maintenance.
[1:09:15] So >> it's the same rate it
[1:09:18] » less. They're actually paying less over $17.
[1:09:26] If anybody knows anybody, give us the number.
[1:09:30] » But it's a full-time position, not a parttime.
[1:09:32] » 18. >> At 18, if we got them for 30 hours
[1:09:37] at $25 an hour, >> but United Helpers ask you.
[1:09:44] » Yeah. So, we'll we'll chat with them a little bit and see if we can get some
[1:09:48] » That's good. >> some movement.
[1:09:51] for people that wanted to do volunteer work and then we were told we couldn't
[1:09:54] do it. We were ready to rock. >> That's the the insurance writer. I think
[1:09:59] I'm pretty confident I can make happen because I don't have they have no reason
[1:10:03] not. >> I feel like they're going to find
[1:10:04] another reason to say no though. It just seems like that that's the no for right
[1:10:08] now because that's an easy one. >> I I don't disagree.
[1:10:10] » And then I think they're just going to find another reason.
[1:10:13] » I agree. >> But I hope it works. I hope that's the
[1:10:16] solution. That would be great. Well,
[1:10:21] that's what it is. >> All right. Any other questions for hope,
[1:10:23] guys? I didn't have uh any
