[0:04] Two different counties.
[0:09] Well, I thought it was going to be real, and you see, and yet, I'm like, oh, it's like a good day to be in full traffic, trying to do something for that, please.
[0:30] That's about as many people as I like to see. We're not recording. I'd like to be watching the bolding. Yeah, no, that's true. They were so good. Yeah.
[0:41] good games last year. I was totally a thousand percent wrongs on all right too. Really?
[0:49] I didn't think if you stayed had a prayer and then...
[0:54] And then they showed it. Yeah, I wasn't sure about the N.D. and they definitely did.
[0:59] And then what if I fall on your freaking face Texas Tech?
[1:03] I mean they literally beat BYU by 38 to nothing wasn't it?
[1:11] Yeah, I mean, I don't know, but me it was all about I really didn't think it's a portal like I wouldn't want to buy
[1:22] No, and that was a lot
[1:25] They were out of sync. I mean they said it'd been 20
[1:36] Well, it's gonna be longer than that for my chiefs
[1:52] Well, how did the public get him go?
[1:56] I didn't listen to him.
[1:56] There was nobody.
[1:58] Nothing?
[1:59] Well, we cast him at one question.
[2:03] No, it didn't.
[2:05] Okay.
[2:07] We're almost live.
[2:10] We're
[2:14] live.
[2:16] We cast you.
[2:18] Okay.
[2:24] She's shaking her hair and
[2:36] I saw him and can you hear us
[2:50] so she's on mute right now.
[2:54] Hey Corey, hey boy said he's in the waiting room.
[3:00] Can you add him?
[3:02] He's in there now.
[3:03] Oh, perfect.
[3:04] Thank you.
[3:05] No.
[3:06] Our meeting has just got longer.
[3:09] Wow.
[3:09] That beach looks pretty good.
[3:11] Okay,
[3:14] we're in the snowstorm.
[3:17] Yeah, Hawaii looks nice, Lloyd.
[3:28] Did you go to Egypt since I've seen you last?
[3:30] How was that?
[3:31] It was awesome.
[3:32] Awesome.
[3:34] Yep, rode a camel.
[3:36] Out to the pyramid.
[3:38] Cool.
[3:38] You wait there.
[3:41] You wouldn't want to hurt cows on those.
[3:43] No, probably not.
[3:46] Do you get scanned?
[3:49] Nope.
[3:49] Nope.
[3:50] Everybody said we were afraid.
[3:52] No.
[3:56] But we did a cruise.
[3:58] That's annoying.
[4:01] That's fine.
[4:02] That's fine.
[4:05] And you're on as well.
[4:09] Lloyd and Shay.
[4:11] Okay.
[4:14] And the way you're there could make it.
[4:18] They said there's so many people spawning out, but I think it's just turning around.
[4:25] It's okay,
[4:35] it won't be helpful if that somebody else has driven it because nobody, there
[4:40] were no traps.
[4:41] Just keep behind him.
[4:43] Come on.
[4:45] He goes slowly.
[4:46] He drives forward.
[4:48] You're coming with that.
[4:58] Okay, let's call the San Juan County Planning Commission meeting for January 8,
[5:08] two thousand, twenty-six, two-fourter.
[5:12] We
[5:24] usually have
[5:27] rolled first.
[5:29] Okay?
[5:31] But we can do it that way.
[5:33] Oh, gotcha.
[5:33] Well, as you did, we welcomed a roll call of men.
[5:36] Yeah.
[5:36] Okay.
[5:37] But that's, that's all right.
[5:38] That's a minor one.
[5:40] We can fix that.
[5:45] Okay, let's go ahead and do roll call.
[5:48] Commissioners in attendance are Cody Nielsen, Melissa Rig, and Austin, Lloyd Wilson,
[5:59] Shade Walker.
[6:03] TC was en route, but got into an
[6:11] automobile not accident but should turn around and go home after Peter's hill.
[6:18] So that's what he's doing.
[6:21] Trit Schaefer, staff, Corey Coleman,
[6:28] Tamara Lewis,
[6:33] Matt McDonald, and Jens Milson.
[6:37] Jens, I thought we said that you didn't need to come tonight.
[6:40] They
[6:45] didn't want to be too big of a slacker, so you're in.
[6:50] All right.
[6:50] Well, thank you.
[6:56] Is he loyal and wide?
[6:57] Um,
[7:02] most of it. You'd like to move us through it.
[7:08] Sure.
[7:08] Okay.
[7:12] Why don't you just do the fire under the United States of America
[7:16] and to the Republic for which it stands one nation.
[7:21] And we're not in the physical liberty and justice for all.
[7:32] Is he reading in Hawaii?
[7:35] No.
[7:35] Oh.
[7:36] No.
[7:37] glasses.
[7:42] Okay,
[7:47] does anybody have any conflict at interest for anything that's on the agenda tonight?
[7:58] Here in none.
[8:01] Okay,
[8:06] no conflict at interest.
[8:11] Just kind of bring everybody up to speed.
[8:14] we are going to try to head down a different direction.
[8:18] We've got, our staff is rearranged to where they're going to be helping us with the planning
[8:29] ending of
[8:33] our job and plus doing their jobs.
[8:37] But then we appreciate them for their knowledge and background and willing us to help us.
[8:43] Because we've gone nowhere fast for a long time and I appreciate that
[8:52] That's what we're gonna do
[8:54] Unless I'd like to also thank you and let work you guys did on the other
[9:07] plan
[9:18] Let's take them one at a time, November 13th, first, and if I get ahead of myself, I've
[9:27] got to make sure these guys know who did the motion in a second.
[9:34] Thank you.
[9:41] So, so on a minute there was two different formats that we brought after a little bit of reading through laws and different things.
[9:49] Instead of doing the audio transcript for the summary and the summary for the 20th of the first one,
[9:57] another 3 November 13th on page 2 and a page 2 screen and a little bit on page 4.
[10:06] So that's a minute squared the 23rd, so we would just ask if there's any corrections on that one
[10:11] anything that we'd be changed and then you guys could vote on that one, but in November 23rd.
[10:17] November 13th, thank you, thank you in November 13th.
[10:25] Names are misspelled.
[10:27] Maybe misspelled, okay.
[10:29] Which one's more so?
[10:29] Well my last name's wrong, because I know that's something my last name.
[10:34] Great.
[10:34] Great.
[10:34] And like Cody's, Cody's last name is in the spelled.
[10:40] And he's I before E. And I don't know if it's the first one, but...
[10:44] It happens all the time. I barely even know this anymore.
[10:48] But I am, and Shay Walker, between the two minutes, has different spellings of his first name.
[10:56] And it looks like the correct spelling is SHEA.
[10:59] Okay.
[11:00] So, I just think in this true, the other minutes.
[11:04] It's just I go through every name and appreciate that walk.
[11:08] Yeah, I appreciate that.
[11:09] So we do double check, Shay, we need to change Nelson.
[11:11] And we need to delete the S.
[11:13] Yeah, and Jen's Nielsen also says now.
[11:16] I love the same as Cody.
[11:17] Yeah, but I think his are in the December 23.
[11:20] I don't remember.
[11:21] Okay.
[11:22] We'll check all of them.
[11:22] Okay.
[11:23] We'll check all of them.
[11:24] Thank you.
[11:25] I'm an Anne Noe.
[11:27] Anne with Noe.
[11:28] So A and Anne.
[11:30] We're trying to add.
[11:31] I'm kind of about to finish to you guys.
[11:33] I mean, I see it a lot, but I can't have it anyway when I have a specific certificate.
[11:41] Okay, note it.
[11:44] On that November 13th, 02, do we have the Commissioner's Present Correct?
[11:54] I know I was remote, that's correct but I think maybe we're missing Lloyd because
[12:03] I think he makes a motion.
[12:05] on
[12:09] the 23rd. On the 13th? I was on the 14th, but I was not there on the 17th. He does make a motion. So we need to add
[12:25] as active. And you can spell his name any way you want.
[12:30] L-O-P-E.
[12:37] And then we did get remote. Do you like how that says remote?
[12:45] Yeah. Could be without practice. I think so.
[12:51] I liked how tight the minutes were.
[12:59] Me too.
[13:00] Yeah.
[13:02] Well, unless if you're only using the word for word,
[13:05] we don't keep it that way.
[13:07] But the difference between this month and next month
[13:10] there's not going to be spelling.
[13:11] We're going to make sure we get all this.
[13:13] Now, I like it.
[13:15] I mean, people can go and look at the more,
[13:18] look at the transcript that you want to know.
[13:19] I thought it was good.
[13:21] Awesome.
[13:21] Thank you.
[13:26] Okay.
[13:27] I would entertain a motion.
[13:32] I move it.
[13:32] We approve the November 13th planning commission meeting minutes as amended.
[13:38] I will second the motion.
[13:39] Okay.
[13:39] Melissa made a motion and Cody seconded it to approve the minutes with the changes for November
[13:50] 15, 20, 25, and any further discussion, hearing
[13:57] none, all those in favor say aye.
[14:00] Aye.
[14:01] Aye.
[14:03] Any opposed?
[14:06] Okay.
[14:07] Motion carries.
[14:11] Okay.
[14:12] Now the minutes for December 8th.
[14:18] December 23rd.
[14:19] Okay.
[14:22] You're going to give me all for my dates.
[14:23] Yeah.
[14:24] No.
[14:24] I was actually looking at the today's agenda and pick up that.
[14:29] So, with the prior minutes noted on November 13th, back checking the same items, spellings.
[14:37] Yeah, but to the trends point, before we started actually reviewing that, I'm pretty sure
[14:44] I made some of those motions and they're attributed to Anne.
[14:48] Very possible.
[14:49] So, yeah, so I was thinking, yeah, Trent, if you were to just say, you know,
[14:57] less the main emotion, seconded by Cody.
[15:00] That's all you need, right? And, and that was one thing that we, the ones that really stuck out when we were listening to the audio was boy, the trend had a very similar, and you and Ann had a very similar. Yeah. And we would zoom in on YouTube and try and try to pick it out. Yeah. And we're having a tough time. So is there any that you know specifically that need to be changed? Well, I am, I'm almost positive and tell me if I'm wrong here, that I'm the one who moved us to go into public comment.
[15:29] public hearing for the public hearing. Public hearing that sounds more like you than me yeah I think
[15:39] then I just sort of stopped paying attention because then I went and looked at the transcript and
[15:43] the transcript doesn't say it doesn't even so okay so I don't know if there are others but I think I made
[15:49] several of them okay do we need to update that or fix it in the future I don't think we can
[15:55] in this point. Okay, however worried you fix it just by having the chair. Say, yeah,
[16:01] Melissa made a move, seconded by Conde, whatever. Awesome.
[16:07] So staff will make those
[16:09] same things. We fix the issue with, who made a motion and who made the second and will
[16:16] clean that up. The transcript on the November,
[16:24] I know I'm credited for a lot of
[16:28] Lloyd's comments, because Lloyd comments a whole lot more than maybe.
[16:33] And we were noticing that a little bit when we were matching speakers, and again we were
[16:39] zooming in on the YouTube video, and Lloyd was always saying how I, Lloyd would kind of
[16:47] put his hand over his hand and kind of kick it back, and then it would make it sound like
[16:52] was trained. No, I appreciate that very well. So with
[17:03] that chair, we will make those changes.
[17:06] Okay, any other changes besides names?
[17:15] You did notice that that meeting was 58 minutes,
[17:19] and Lloyd wasn't there.
[17:23] Just by chance, Trent. I'm sure we can discuss that. I think it's statistically significant, personally.
[17:36] Okay, I'll entertain a motion.
[17:39] I move that we approve the planning commission's special meeting minutes from December 23rd as amended.
[17:50] Okay.
[17:51] Okay.
[17:52] One second.
[17:53] Okay.
[17:54] So all we got, Melissa made the motion and Anne made the second to approve the minutes as corrected for December 23rd, 2025.
[18:06] I need for the discussion.
[18:11] All those in favor say aye.
[18:13] Aye.
[18:14] Aye.
[18:15] On.
[18:16] Motion carries.
[18:21] Okay.
[18:22] Public comment will have in house first and
[18:30] online.
[18:36] So I have a summer and a Cassie, but I'm not seeing any
[18:43] notice if they want to speak.
[18:45] Okay.
[18:50] No in-house so moved to online. Anybody online want to make a public comment for
[18:57] anything that's on or not on the agenda?
[19:11] Seeing none, move on.
[19:20] Okay, number five.
[19:25] Chair, with your permission, could I move number six? I had a number five?
[19:28] Sure.
[19:29] Now I think the number five will make more sense, number six is a little bit simpler.
[19:33] So the direction that staff has received, and this is just verification from the commission
[19:40] to make sure this is a direction we want to go, is they really like to 2025 definitions,
[19:47] and they want to move them into a live document, which is the 2011 San Juan County ordinance,
[19:51] which is the one that is current use.
[19:53] to give you a couple of facts on it from over the fine.
[20:00] The 2025 definition chapter reflects the intent to amend clarified modernize.
[20:05] The existing zoning ordinance, rather than to repeal or replace it in its entirety,
[20:10] we want to, the retention of 65 existing definitions in the 2011,
[20:15] or the same as 2025.
[20:17] Combined with expanded and updated terminology indicated continuity,
[20:20] continuity with a prior ordinance while addressing gaps created by evolving
[20:26] line use practices. So I'm interested in facts about the 2011-2025. There's 96
[20:32] definitions in the 2011 ordinance. There's 226 definitions in the 2025
[20:38] ordinance. The definition of the pairing in both versions overlap 65. Definitions
[20:45] the provisions you meet to 2011 is 31, definitions new or
[20:49] expanded in 2025 is 161.
[20:52] So instead of just crossing off the whole definition
[20:55] chapter 2011 and recall replacing it,
[21:00] we're asking for clarification from the commission
[21:05] as merging the 2025 into the live code of 2011
[21:10] and striking it.
[21:12] So with that said, if you look on page 129, definitions will label by with a new chapter.
[21:22] The 2011 code has been struck for the purpose of the ordinance.
[21:26] Certain words and terms are defined as follows.
[21:29] Word using the present tense, including future words.
[21:32] And see your number including the plural and plural and singular words not included herein.
[21:37] But the fine and the you know going to go shall be constructed as a fine that is getting struck after you by
[21:45] From our understanding after you from a planning commission
[21:53] After review from legal counsel and the planning commission
[21:58] That is being replaced with a level of adopted definitions for terms set forth it gives the ordinary meeting and then if you go down through there
[22:08] is a new term, and that's being moved to the 2011 code.
[22:15] Accessory building there is a term and the 2011 code,
[22:18] but it has been updated to provide more clarification.
[22:24] If you go down, accessors do always a new one,
[22:27] accessor uses a new one, and the way that I'm moving
[22:31] with this one is I'm striking what is actually being taken
[22:34] out of the code and I'm putting in blue.
[22:36] And blue is going to be the recommendation of the planning commission, the community, and staff as a replacement and that's going to be something that we're going to be able to talk about where you can see exactly what's being removed and exactly what's being added in.
[22:52] It's a lot more work but it's a lot more transparent where we have a live code of 2011.
[22:56] a proposed call to 2025, when you go down to pay the following phase 130, you could see
[23:06] at the top, added cultural is literally word-for-word in 2011 as it is in the 2025.
[23:13] We're striking the number four because it's going to be reformatted and we're deleting
[23:17] as determined by the planning commission, but other than that, there's no reason to just
[23:20] repeal it and replace it. So that's the terminology of striking in the blue. I have only
[23:28] did section A and the reason why is this is going to be very time consuming. With that
[23:37] said, it's going to be very transparent not only to staff, but it hopes to the commission
[23:43] and the community out there saying the changes we're making are very minor in this particular chapter.
[23:54] And we want to keep the transparency to less than 10.
[23:56] So if this looks good, we just need direction.
[24:00] And we're not, we don't plan on bringing B back next month.
[24:03] We plan on bringing B through Z back.
[24:05] So if that's something that you guys like,
[24:08] We don't be really happy because the second meeting and the month we're already going to have
[24:14] what chapter does.
[24:16] So that's what that is, so I'll turn that over to you, Chair, for any questions or any
[24:21] direction.
[24:23] Okay.
[24:25] As far as definitions,
[24:28] okay,
[24:35] about the TC that
[24:40] was uses.
[24:42] Yeah, that's going to be the next discussion, that's going to be the next discussion.
[24:44] Okay.
[24:45] Yes, yes.
[24:46] Yes.
[24:46] Okay.
[24:51] Well, I mean, it's pretty self-explanatory to me.
[24:56] So is this the appropriate time to get feedback on the definitions as well?
[25:02] Please.
[25:04] Please.
[25:05] Okay.
[25:06] So ADU, I do not know what an internal unit is.
[25:17] So which is a building other than the primary dwelling, which is used as a dwelling on a shared lot with the primary dwelling is either an internal or detached unit is that like building language because I sure don't know what an internal unit is.
[25:34] It's state, it's state law language.
[25:36] So what an internal unit would be is if you have a 3,000 square foot house and you're taking
[25:43] your, your four car garage and you're making two of those base as a accessory dwelling
[25:50] unit.
[25:50] That's going to be internal in that primary structure is how I understand that.
[25:54] Okay.
[25:55] Okay.
[25:56] As long as it's state code.
[25:59] Okay.
[25:59] Okay, so this is just one of these little nitpicky things, but let's take care of it.
[26:06] Okay, so for airport, airport approach area and airport transition area, you started off
[26:15] with means all that blah, blah, blah.
[26:18] Airport approach area to me is all that land which lies directly.
[26:24] I get rid of means for both of those.
[26:27] Yeah, because yeah, okay, again, another little tick and pick you one, but a lawyer would
[26:37] appreciate this.
[26:38] Jens, you'll appreciate this.
[26:40] Okay, so airport turning area is the approach zone used for turning operations of aircraft?
[26:49] So the area of an airport other than the approach zone which is used for turning?
[26:54] I think you mean to have the area of an airport, comma, other than the approach zone,
[27:03] comma, which is used for turning operations of aircraft, because the way it's written,
[27:09] the approach zone is the area for turning operations.
[27:13] So you mean the comma between airport and other?
[27:15] That's right.
[27:16] Okay.
[27:17] Why was a peel authority removed?
[27:20] approved. A pill, a 40. Because, yeah.
[27:27] Here? 10? So true. Yeah.
[27:34] I do not know. That would be something that we would have
[27:37] to do some research on. It's not in the 2025 code.
[27:41] It was in our 2025. It isn't in 2025.
[27:44] Okay.
[27:45] Um-hm.
[27:45] Okay.
[27:47] Um-hm.
[27:48] Unless-
[27:48] Unless they're one of our means.
[27:50] On the strike, on the strike ones, are they the ones that overlap?
[27:53] No, they're the ones that are-
[27:55] You know, the 35 that are in both.
[27:58] Um-hm.
[27:58] So no, you eliminated one, and the other remains, no.
[28:03] So the only one that's overlap on this one that I could see is accessory buildings.
[28:09] Um-hm.
[28:10] Effective enemy versus effective party.
[28:12] So there's about three on this one, but the one that are stride, I don't believe her,
[28:17] in the 2025, but I want to go back and check that out.
[28:18] That one was in, I mean, unless in one of our iterations, it was taken out.
[28:24] It was in there.
[28:25] So you want it back in there?
[28:26] Yes.
[28:26] Regardless.
[28:27] Yes.
[28:27] Okay.
[28:29] And then just auto repair has all those little x's after it, so I didn't know what that meant.
[28:38] Okay.
[28:39] No, and it good catches and the reason that we're putting in this format is so you can
[28:44] see exactly what's being removed for you.
[28:45] I think this is great.
[28:47] So we can ask those questions.
[28:48] I think this is great.
[28:50] And that's it that I have.
[28:51] Thank you.
[28:52] Thank you for doing that, Cory.
[28:54] So with that said, are we good to do B3Z and go through and put them on the agenda for
[29:02] next month?
[29:03] Sure.
[29:03] Okay.
[29:03] Does anybody else in anybody online have any feedback on this
[29:10] and Lloyd?
[29:13] Shade that's
[29:17] something proposed
[29:35] and
[29:38] Inland
[29:41] use or authority
[29:43] Where was it appeal authority which runs appeal authority? Yeah, we we had it as up. It's in the maybe not in the definitions
[29:52] But it's was in the ordinance
[29:54] Okay.
[30:00] I was looking under L, but I'm not seeing it under a, yeah, I have a memory of someone bringing that up. Well, I, I, I, I have done it for a long time. I mean, someone from the public, um, pointing that out to you that we don't have a definition definition for appeal authority.
[30:26] Yeah, let me see, we, yeah, we may not have had a definition, but we definitely had.
[30:31] the section for appeal authority. So if we're going to have a, and I'm pretty
[30:36] sure, 2011 doesn't have a section on appeal authority.
[30:43] Well I think that's
[30:44] what it is. I think there's a section but not a definition but the section
[30:50] dictates how that appeal authority works and that I don't know if that's
[30:55] necessarily needs to be places. Okay, so we aren't getting rid of the appeal authority
[31:02] It would just be the definition.
[31:04] The definition.
[31:05] And that's something that, well, as a do you want,
[31:10] that put back, do you want to?
[31:11] No, it's not, it's not being taken out
[31:13] as a ordinance, as long as we're not
[31:15] going to get rid of it all together.
[31:17] OK.
[31:18] Well, I like that.
[31:20] And next month, when we come back, we'll revisit that one
[31:23] specifically.
[31:24] So if the commission could do a lot of research
[31:27] on whether we want that to find or not to find,
[31:29] It could be in the motion next month in public hearing where we have it.
[31:35] The one thing dealing with the building code, the one thing that I find, one of our best
[31:40] chapters is the definition chapter because that's a chapter that's used in the courtroom
[31:46] to define what that section might say and what it may do.
[31:50] But it's something that we could definitely revisit and kind of see.
[31:54] But the nice thing about it, about going this way instead of just saying we're going to
[31:57] the lead-all 20-11, but it's 2025 or the lead-all 20-25 and keep 2011, and it's a very transparent
[32:03] way to say this is what we're changing.
[32:07] Okay.
[32:09] Well, yeah.
[32:10] Okay.
[32:11] Well, then my vote is in 2011 and we know we're going to have it in the ordinance, so my vote
[32:18] would be to keep a definition of it in the definitions.
[32:25] Motion.
[32:26] Yeah, this is that notion.
[32:28] No.
[32:28] I don't
[32:34] necessarily think it needs to be if
[32:39] it's a hair,
[32:45] if we have it then can
[32:56] be defined
[32:58] differently.
[32:59] You know, I don't know if we need to define it because there's not another way to define
[33:05] land use of peel before it, it's just, it is.
[33:12] Well, let's compare when we get to the section about appeals.
[33:18] rules. Let's just review it and see if we need a definition back into the
[33:29] board. Okay, it's short. We'll not,
[33:33] except we don't really need.
[33:41] Jay, Lloyd?
[33:54] Yeah, I think I would agree with them on this one.
[33:58] There's only one. The
[34:02] section is going to explain all the process.
[34:05] So yeah. Okay, that's fine. All three of our Spanish Valley commissioners
[34:12] agreed on something
[34:19] all right well
[34:28] I have just a second so explain to me a
[34:30] little bit like ten to so this that was so much okay and that's one reason
[34:36] we just want to start off with this one because yeah I'm pulling out there
[34:41] so I appreciate that chair
[34:52] I think I have what I mean on that one hey that staff
[34:55] move forward and compile everything and put it back in front of the fine
[34:59] commission okay and it's our intent like I'm hopeful I say A to Z so I'm hopeful
[35:05] that we're gonna get it all done that's but it is a lot of work that's a bit to
[35:09] chew there it is but we'll see we'll see if we can pull it off I appreciate it
[35:12] better than taking 26 months but it's exactly if it's B to H on good with that
[35:20] We'll see what we can get done.
[35:22] We'll see what we can get done.
[35:27] Okay, number five.
[35:30] Okay, so number five.
[35:31] Perfectation of zones we use for San Juan County,
[35:34] 2011 San Juan County Ordnance,
[35:36] Spanish Valley, 2013.
[35:38] Coli had a couple questions on this one.
[35:41] Melissa, thank you very much for your kind last night.
[35:44] One reason I'd want to start off with a definition that's kind of
[35:46] explained the purpose behind the striking and off striking.
[35:51] I want to start right at the top of item number five, which is on page 124, and then we're
[35:56] going to work on through this document to where Cody's question was on 126.
[36:03] So some of the packets that I've read, not all of them, it might have been a practice at times,
[36:10] intermediate, but one thing that I've noticed is a lot of the packages that I've looked at,
[36:15] This is what, on the top, paid to $124.
[36:20] This is what's presented in front of a finding commission.
[36:23] And we don't know what's changed in there.
[36:25] We don't know what's not changed in there.
[36:27] So that would be, something would just be
[36:28] in your staff report from square one.
[36:32] And unless it was like, when I talked to Melissa last night,
[36:34] she was kind of going back and forth saying,
[36:36] okay, explain this to you.
[36:37] It was in.
[36:38] And, sorry, Melissa, sorry, Anne.
[36:41] Yeah, so that's questions.
[36:43] Go ahead, yeah
[36:46] Oh, okay, so then what I did was I put what
[36:50] What I kind of seen as
[36:52] Standard process and then I went to the local bonus values and I were trying to keep things uniform
[36:58] Because we're going with some of the same citizens and I reached out to Monticello city and said okay, Monticello city
[37:04] How do you do this? So the planning commission?
[37:06] So it's very transparent that we're not
[37:08] not erasing the whole code, regrolling the whole code or placing the whole code, they
[37:12] were just making very, very minor changes.
[37:16] Monocelosate uses this format right here as one of the staff community are planning to
[37:22] do it in blue.
[37:24] So when it's not state mandated, they do it in blue.
[37:26] So 10-1 would read just as a bottled and not only took the very first thing, let's say the
[37:33] The status of the zone districts for the purpose of this ordinance, San Juan County is divided into the following of zones and then on the new zoning table, which is a five zones that T.C.
[37:44] compiled.
[37:45] There's no longer a multiple use district.
[37:48] So if we're crossing off multiple use district, then an established valley ordinance, what does that become?
[37:54] and then the San Juan County 2011 ordinance,
[37:57] what does that become?
[37:58] And this is just communication between staff,
[38:01] community, and the commission.
[38:03] When you go to number two, agricultural district,
[38:06] all we're changing on that one is a dash one to a.
[38:11] And that would be not state mandated,
[38:13] that would just be recommendations
[38:15] along with the conversations.
[38:16] If it's state mandated, so the state comes back and says,
[38:19] hey, you cannot have the multiple use district,
[38:23] then we're going to put it in as a red that it's more of a serious conversation that the
[38:29] attorneys have been involved saying this is what needs to happen and we need to change
[38:33] that and it would be the same thing. So that just gives you an example of what would
[38:37] happen if it was commission, citizen and staff versus state mandate. So we know the seriousness
[38:49] of getting it through the code. I'm going to skip number five for now when I come back to
[38:55] this one because there's a little bit of an exercise and a little bit of work on this one,
[38:59] and I want to come down to Cody's question on page 126. And you're going to notice 126 resembles
[39:07] very close to the top of 124. So in this case, what we're looking for direction for is for the
[39:17] The purpose of this is that one county is divided into the following list of zones.
[39:21] Going off of the new use table that has been proposed, multiple use district isn't there
[39:25] anymore.
[39:26] So we need direction on, if it's on the Spanish Valley map, what is a new zone?
[39:33] Is that going to be, according to the map, that going to be residential, that going to be
[39:38] commercial, that going to be industrial?
[39:41] With that said, taking in a county, we have a Spanish Valley ordinance and a San Juan County
[39:46] order. It's more than one county order right now is we're working through making a
[39:52] cold at works for everybody. If you go to number seven agricultural district, A1, no longer
[39:59] exists on that table. The proposed table, it's AG. So very simple change, everything's
[40:06] kind of the same. And then what does it, if it's naturally hasn't agricultural district
[40:12] A1, what is a new zone for Smash Valley?
[40:16] Because this is coming out of the 2011.
[40:19] Number eight is new.
[40:22] It's residential R. And that's not referenced anywhere
[40:25] in the 2011 code, nor the 2019 Smash Valley.
[40:30] Because Smash Valley has the Flex Zones and SBR Zone,
[40:35] I think.
[40:36] So we need direction on what's going to become R.
[40:40] And this is going to be a good exercise, it's going to take some time.
[40:46] Roar residential, RR1, 2011 code, it's going to be our residential, so it's going to
[40:54] be matching the Spanish Valley code with the 2011 code which is our working document which
[41:04] in reality that San Juan County planning a zoning code that we're going to start
[41:09] maybe. Control districts are not on the maps but they are in the 2011 code which
[41:16] is kind of really interesting. Indian reservation districts it's not on the
[41:22] new use table so we're going to have to add on Indian reservation on the new
[41:26] use table. So we're going to have one more zone come up. Highway commercial is on
[41:30] new use table, what matches to that, industrial, what matches to that. So I did this chart above,
[41:38] and this is the 2011 code on the left column, multiple use districts from what I'm gathering on
[41:45] the use table no longer exists. So what if we find a multiple use district in the 2011 San Juan
[41:52] County Code, what is the intent on column 3 for that new zone to be? So column 3 is 2026, basically.
[42:03] 2026, yes. Yeah, yeah. It won't be the proposed new code, what we're using as a base document,
[42:10] what's currently adopted, which is the 2011 code as we start moving everything back to that code.
[42:19] So we read the list of T.C.'s paper, then, even the other?
[42:30] Yes.
[42:30] I think it's a lot of fun.
[42:33] I didn't bring it up.
[42:34] I think it's a lot of fun.
[42:38] No, I do. Residential are rural residential, RR, agricultural AG, I'm a commercial
[42:51] HC and industrial. So that's what's in column three.
[42:56] So our non-residential is going to be in the multi-use and then as in SBR which all
[43:04] That means it's Spanish Malay residential.
[43:07] That's an easy change because you're going
[43:09] to bring Spanish Malay residential to just residential.
[43:13] Okay, hang tight for one minute, maybe one minute.
[43:17] That's so stupid.
[43:21] Great, but I'm not understanding.
[43:35] Okay, so both of you, district, is now what in a new area?
[43:43] So, so if you actually, if you just kind of look through his permissible use, his initial use is in the rural residential, is that please get on there?
[43:56] Yes.
[43:57] Let's see if that lines up with your multi-use history as we've talked about in the past.
[44:03] and were we created to where they overlay each other? You don't mean to where they work with each other, so we're not adding the numbers.
[44:11] Perfect, perfect. So multi use is gone and it has now referred to as RR.
[44:18] RR4 can be referred to as multi use, I mean it's just you utilize that category with whichever name appeases that category, I guess.
[44:27] So we could do this two different ways.
[44:30] We could either take T.C.'s chart and in the purple where it says row residential R.R.,
[44:38] we could put another line right under there and that's probably going to be the simplest
[44:41] way right now.
[44:42] It's put multiple of U District M.U.1 also with that and then somebody down the row will
[44:48] merge them.
[44:49] Right.
[44:50] So, just making sure that the uses in the whole time use as we looked at the past,
[44:57] This is T.C.'s
[45:00] We're on residential kind of online with each other. That was my biggest worries to make sure that they align with each other without just reading something. Agreed. Agreed. Okay. And then because I think, you know, where it comes to agricultural, residential, your highway, commercial order, commercial zone, or any of like our industrial areas that we can't change because of the gravel pit moss.
[45:27] that those all stay the same and because from what I see on DC's use from I thought
[45:37] look great honestly. Okay so walk me through this on oh go ahead Cody I think
[45:43] it all looks straight except for the first page. I'm just wondering if maybe the
[45:48] first page is wrong because I'm looking at it and it's D right residential rule
[45:53] residential, right? And everything's conditional except for a butcher shop. I mean, you've got
[46:01] right? There's permitted. Well, but a butcher shop is permitted. Yeah, but we got
[46:07] the bus terminal, no building materials, hardware stores, conditional, but in AG it's permitted.
[46:14] But then you come to the next one, you know, and we've got flex office warehouse.
[46:22] Yeah, so I mean it just seems like something's wrong. I mean I would just I would think RV boat storage yard would be permitted. Okay, but it's conditional.
[46:35] You know, um, bicycle shop. Conditional. I would think it was permitted. So if you look at it, you're right.
[46:44] So you're not doing anything wrong, so if you look at, if you look at them going over, industrial technically would be G given this, right?
[46:52] This is C, this is D, this is E, this is F, industrial technically would be G, right? There was a G column.
[46:59] Okay, yeah, right, because of the way, and there's no G.
[47:06] There's a, there's a, it ends a F, so it is all pushed out.
[47:10] Also, like there's A and B are the same.
[47:13] A and B are the same.
[47:15] And then C, C comes down, D comes down, E comes down, F comes down.
[47:19] Oh, and then C you got a B column.
[47:21] Yeah, so.
[47:21] So you got A and B.
[47:23] So you're saying you need to be shifted one.
[47:25] They need to be shifted one.
[47:26] OK, with that, I'm just flipping out here.
[47:29] I'm going to flip it over.
[47:30] No, you're right.
[47:30] Goat is right.
[47:31] No, great.
[47:32] With that said, I do not have a digital copy of this to do that.
[47:36] Do we know who has that?
[47:38] The TCC.
[47:39] OK.
[47:39] We won't reach out to T.C. and get that and fix that.
[47:42] Oh, okay.
[47:44] T.C. and I are usually on the same page here,
[47:46] and there's just no way that we had moved that stuff.
[47:50] So, Melissa, what you're studying is, like, right here,
[47:53] this always be moved over one.
[47:56] There's no B.
[47:57] There's no B.
[47:58] Or everything just needs to go.
[48:00] And then you go that way.
[48:02] You can see here you just have the first column is B.
[48:05] And the first column, A and B, is...
[48:08] It's just the term.
[48:10] So the first column on the front page is C and on the second page it's B.
[48:21] Gotcha.
[48:22] Okay.
[48:22] I see it.
[48:24] It's easiest way to understand this.
[48:25] Look if there's no G, you know, but there is, right?
[48:29] And the B is going to the block.
[48:31] Right.
[48:32] Definition.
[48:33] That's right.
[48:33] Good catch.
[48:34] Now that's Cody.
[48:35] Good catch, Cody.
[48:36] No, I was just letting you.
[48:37] We were going to go over.
[48:39] Yeah.
[48:39] We were going to and this is going to be hard more okay, but I have I have something so since we're talking about this and
[48:50] Maybe we don't have this discussion tonight, but we just approved a general plan that talks about multiple use and I
[48:57] Understand our general plan landy land designations are not necessarily zones
[49:02] But when we have our general plan talking about multi use is for residential and where
[49:09] is for land we're residential and other uses will be limited and so it's
[49:16] going to confuse people if we have multiple use in our general plan and we're
[49:20] calling it rural residential here. So is that kind of what Lloyd said we're just
[49:25] going to we're going to call it multi we're going to call it from what what I
[49:29] understand is rural residents of RR and right underneath that multiple use so it'll
[49:34] be the same it'll be the same call on okay and then if we merge those in the
[49:38] future. That's in the future. Okay. That's what I'm understanding. Okay. Is that correct?
[49:43] That's how I am. I didn't understand. I mean that's what's my interpretation.
[49:49] And how do you know that? Okay. No good. Good. Okay. So next one, agricultural district from
[49:54] 21 code. Pretty simple change at AG is agricultural district and the new proposed table.
[50:01] Planet Community PC District in the 2019 Spanish Valley.
[50:06] What does that become out of these five options?
[50:14] And that's what I'm talking about in the Spanish Valley.
[50:18] More or less everything in there is still a lot of stuff.
[50:20] So I think they need to establish what they're going to have to be part of the county ordinance.
[50:31] And instead of us going through and trying to map out their stuff on the finding the need.
[50:36] It's we just tell them okay, so what is your plans with this area property?
[50:41] Or do you want to leave it all in agriculture and act until you decide to start developing it?
[50:49] Okay, so we need to reach out to Silla and ask for the how these match over there.
[50:56] would be the best. So is that going to be the same with all of the Spanish Valley 2019 is we need to ask
[51:05] Silla how they want that to codify over to the code. Everything Silla owns right now other than
[51:14] a little bit on the climate aid. I think is by community except for their sections they have run
[51:22] a run south on the highway I think is commercial is that correct that's correct okay so that covers that
[51:33] control districts I'm not sure if that's a zone or more of a use that's something that I'm
[51:38] kind of unclear on get rid of the control district and what and what does that become into though
[51:45] we'll move into highway commercial yeah so control district commercial or highway commercial is
[51:51] is highway commercial, highway commercial is what it would be.
[51:55] Yeah, it's just going to be commercial.
[51:58] And that's more or less what it is.
[51:59] They name it control district, so they can have different
[52:03] emphasis on how they're going to, you know,
[52:08] I guess control what you're going to do there.
[52:10] So, business flex plan, is that a set with thing?
[52:13] Or does that just move into highway commercial also?
[52:17] Business flex would fall in the highway commercial.
[52:20] And then so we're going to be, we still got the residential plaques too there.
[52:25] So we've weighed those two as more or less, between business plaques and residential plaques.
[52:32] I think they're going to fall under the category of the multiuse area now, because we've
[52:39] established our proposals on them.
[52:42] And now we've got kind of this multiuse area that's going to overtake your residential plaques
[52:48] in your business flags, and all those were is just kind of a clue sharing between commercial
[52:53] and residential, and so that's what our multi-use is supposed to do, too.
[52:57] Okay, so let me clarify this. Residential Flex, Spanish Valley 2019, Residential Flex Plan
[53:03] Community RF District, and Residential SVR District, moves to rural residential RR, not
[53:11] R, R, R, R, R. Now SVR remains residential, R, R, R, R. And then your business
[53:20] flex and your residential flex both all in the local use district.
[53:27] Okay. So that
[53:28] will you keep your residential separate, your multi-use is your buffer between
[53:33] your residential and your commercial. So business flex plan, community BF
[53:39] district is Molda use which is rural residential which is the same as rural
[53:48] residential yes yeah yeah okay so I hope I could read my notes
[53:57] yeah I'm following you Lloyd that makes sense like we're trying to simplify that
[54:03] makes sense and I would say instead of calling it highway commercial just call it
[54:09] Okay, so we're getting rid of on the chart, it would be e-capnically, it's not going
[54:16] to say highway commercial anymore, it's going to say commercial.
[54:19] Yeah, I think so because I was too limiting for our commercial potential.
[54:29] want to put some commercial that's
[54:33] on the highway, you know.
[54:35] Right, and then on the highway.
[54:37] I agree with you on that one, and like we've talked in the past, in some of these unincorporated areas that might be comment about talent, having a little bit of commercial area, small commercial area on something that's not directly on the highway has been official for the community.
[54:57] So highway flex plan and highway commercial will become commercial.
[55:04] then the last one and we'll have to go to the 2011 code Indian reservation. We'll just add that on
[55:10] right after industrial. Why do we have any authority there? Why do we care? I mean like I don't mean that in
[55:17] like I'm going to have a deal jurisdiction over. Okay, so then would that be deleted then? I would. Okay.
[55:23] Yeah, you need to help me on this one.
[55:27] No, no, no, I got it.
[55:29] I mean, yeah, no, I'm good with it.
[55:30] I was going back to control districts.
[55:33] Industrial is actually a control district in 2011.
[55:38] So I'd move that up.
[55:41] So control district's not being deleted.
[55:43] And it's not going to highway commercial control district
[55:45] is becoming industrial.
[55:47] Yeah.
[55:47] So I would just rather make this look like it's brand new,
[55:50] which is the way it looks right now.
[55:52] Yeah, that's actually a controlled district.
[55:54] So third column over here.
[55:58] I like it.
[55:59] Thank you.
[55:59] On the industrial?
[56:00] Yeah.
[56:01] Yeah, because I don't think we need to change the name of it.
[56:04] Yeah.
[56:04] No.
[56:05] But we do need to acknowledge that it's
[56:08] in the 2011 ordinance under controlled districts.
[56:11] So for now, what this chart will say
[56:14] is industrial slash controlled district until we qualify.
[56:18] So to show the public that it's in the 20th century,
[56:22] I haven't created something that's right.
[56:25] It's just being grouped.
[56:29] Better definition.
[56:30] That's real.
[56:30] Okay.
[56:33] Thank you.
[56:33] Or does anyone know the history of why we had reservation,
[56:37] the reference in there to reservation lands?
[56:40] No, that's why I need your help.
[56:42] Yeah, I don't, I'm not aware either.
[56:45] Obviously we don't have any jurisdiction for you know,
[56:49] to do any zoning there.
[56:50] So I know it's chapter 12 of the 2011. There's a small one paragraph thing that basically says
[56:59] Indian reservation land. It basically says we have no authority over Indian reservation land.
[57:06] And it's chapter 12, I think it's chapter 12 of the 2011 code.
[57:10] It knows chapter 13. And it says to provide an appropriate locations areas where the various
[57:16] Indian tribes may exercise self-determination. So we can't we grant them the right
[57:23] today. So can we so can we delete chapter 13? Yeah I think we'll do chapter 13.
[57:30] I think it sounds like preservation. It sounds like colonialism. What do you do with these
[57:35] This area is that I know what you do, but I'll say that that are not reservation but Indian
[57:44] own and Indian controlled, such as Westwater.
[57:50] So Indian owned, so again, so Westwater, it's been, it's not reservation, it's never been
[58:00] declared, it's not reservation, but it is honed by the tribal authority.
[58:09] We have no jurisdiction unless it's on our tax rolls.
[58:14] Yeah, so we have no jurisdiction.
[58:16] Well, like when the nation, not when the nation bought goldings, right?
[58:20] So that's now on our tax rolls is my understanding.
[58:24] It's not on our tax rolls.
[58:26] I was told it. Well, I mean, we've had this before.
[58:28] They were going to keep the TRT, but not the tax roll, as far as property tax.
[58:35] the TRT, yes. So the TRT goes to San Juan County? Okay.
[58:42] So we have an area down and not
[58:50] Monument Valley out by White Horse in a grocery store on it, but that is San Juan County land.
[58:59] 10 bucks family dollar and yeah so San Juan County planning and zoning building
[59:07] department what they do they grocery store out there we have their
[59:12] sticks and all that you know you get that little piece of property done in
[59:18] arch Canyon owned by the you try but well you really have all the other you
[59:25] ground around blending, that's owned by the youths, it's not on the
[59:32] tax role, but it's not a reservation, you know, and I guess I'm just making the
[59:37] point that I, as a somebody on this committee that has been accused of wanting to
[59:46] make everything more difficult for people, I would like to just point out that
[59:52] Literally on one side of the canyon and blending it's a free-for-all do-it-over-you-want no
[59:58] premiered, no one's been...
[1:00:00] No, whatever. And, and it is what it is, whatever you think of that, you know, but yet on the other side, it's told the line, pay your bill, the building permit, your inspections, your, the whole works. And, does, does the tribe inspect those homes at all under construction? I don't know.
[1:00:28] There's, there's the health department.
[1:00:31] do anything out of their septic. So Westwater,
[1:00:38] we do issue permits at Westwater. I
[1:00:41] don't know why, but we have been dealing with the state liaison for the tribe. So
[1:00:48] Westwater is, look at the camera, I'm saying, not on this one. Westwater is County
[1:00:54] Plata, correct? So it actually has partial IDs. The tribe has came to us and said
[1:01:02] this will be inspected by you. The guy that we're working with that is awesome.
[1:01:08] We've been great to work with. I thought it was a good set of plans. We moved through.
[1:01:12] That we should be seeing inspections here soon. But just shortly outside of Westwater,
[1:01:18] we do not have an MLU. We don't have anything in place with the tribe. My past experience with
[1:01:28] tribal land is sometimes they will hire a private inspection firm because the grants and the money
[1:01:35] from the Indian nation more if they do get it inspected but we do not have that relationship at
[1:01:42] this time.
[1:01:44] And whether we bridge that gap and get that relationship as long as the public
[1:01:48] relations and see where they want it to be, I mean, if they want us to go in and help them,
[1:01:55] and that's going to be a bigger conversation.
[1:01:59] I still think we look at maybe just striking that chapter 13.
[1:02:04] Don, Chair, you will see that next month.
[1:02:07] Chapter 13 will be gone.
[1:02:09] Black line won't even be a blue linedered place that.
[1:02:14] Everybody like that?
[1:02:16] Yep.
[1:02:16] What is chapter 13?
[1:02:18] That Indian residence.
[1:02:19] So we're on the strike at here in the use table,
[1:02:24] and then we're on the strike number 13, and that's on the B.
[1:02:26] I came with you with two items to redo two items next month, but I have three now. Good job. I'd like it. We're moving forward.
[1:02:34] Yeah, one real quick. So once you fix this, get with TC, get a digital, you know, so you can go in and fix this.
[1:02:42] Can we and I can in my mind keep it all clear? I just don't necessarily want to sit in. I mean, I can't tell you a one I'd like to change, but I just would like to see it.
[1:02:54] Absolutely.
[1:02:55] Maybe be able to revisit both of these little ADDs.
[1:02:59] Good.
[1:02:59] We like that very much.
[1:03:00] No, I really don't.
[1:03:02] So we're going to start working on my apology for having packets out the day before this
[1:03:09] week.
[1:03:11] We're going to start working on packets immediately and we're hoping to get drafts out of packets
[1:03:16] well before so we have the conversations.
[1:03:21] And then getting fixed before the final one goes out.
[1:03:26] Well, sometimes I agree.
[1:03:29] Sometimes you just see things here, which you're like,
[1:03:32] I don't see it in my phone.
[1:03:35] Yeah, absolutely.
[1:03:37] That's why I like we're back to paper.
[1:03:39] They're forever like, can you not get this print?
[1:03:41] I know it's huge, but can I have something to mark out?
[1:03:45] Well, and I don't know when these binders came in,
[1:03:47] but the binder was just new binders.
[1:03:49] I think I think mapped it up. Yeah, like, um, but you still let us take it home. But you did. Yeah.
[1:03:56] Nobody said for the first time. I'll bring it back to next meeting. I'll bring it back.
[1:04:02] We get busy and I didn't even make a home today. I kind of like to take mine.
[1:04:07] Is there anything else you want in these packets? Yes. We need to have the 2011 so many more minutes in it.
[1:04:15] Okay, so let me I mean they're tabs. They were in it I think last month and now they're gone
[1:04:21] Nice see I've got one that's just been totally stripped. You've got codeys that he could call them
[1:04:28] Okay, so and we got these today about three o'clock
[1:04:31] So we will back check a little bit better with the zone in the form of let me touch that a little bit
[1:04:38] From what I could gather, the best information I could get is we did not have a Word file
[1:04:44] 2011 at all, which kind of surprised me.
[1:04:50] We're in the process of converting that, it's converted over about 90%.
[1:04:53] So what you're going to see in your package, you're going to see 221 on your coach,
[1:04:57] you're going to see the conversion, and on the bottom of the conversion,
[1:05:00] as I page two PDF to word file 2026 and you're going to see the old one as we're working through
[1:05:09] giving them end words so we can strike because without striking it it's really hard for us also.
[1:05:19] So um you want the 20 letter anything else? Well yeah I think I just have a
[1:05:27] I told you many, I mean, it's like fair bones here.
[1:05:35] Oh, no, that's okay.
[1:05:37] I guess we're pretty much.
[1:05:38] No, I'm done.
[1:05:39] Because I'm hoping we move on to building furnace now.
[1:05:42] Okay.
[1:05:42] Wait, wait, wait, wait, wait.
[1:05:46] Is that the people that aren't here?
[1:05:49] No one.
[1:05:49] Let's go.
[1:05:50] Yeah.
[1:05:52] Somebody's in the way.
[1:05:54] We need to start from the back and think about this merging of rural residential and
[1:06:02] local employees because in a general plan the language around us will use to find
[1:06:12] that as a designation for land or residential and other uses will be limited and I don't
[1:06:18] think that's the intent of PCE's rural residential for there to be limited residential.
[1:06:26] So, what I'm saying is we made, it's nice as it is to have only five zoning districts.
[1:06:38] I don't know how we're going to reconcile that because multiple use means a lot of things
[1:06:43] to a lot of different people, but from the other counties that I've looked at there definition
[1:06:49] of multiple use and what our general plan, it is more of these like two designation for
[1:06:56] land to protect land and open space resources to reduce unreasonable requirements for public
[1:07:02] utility and service. So if that's our description of what multiple uses, I think that's a lot
[1:07:12] different than what our use table or what rural residential is describing in TC's chart here.
[1:07:25] Is anybody else following that?
[1:07:27] I am, but I think the general plan is, again, it's just a very large scope, and this is what,
[1:07:35] this is what interprets everything below it.
[1:07:40] You know, that's why I think the general plan is kind of a waste of time.
[1:07:44] But this more or less describes everything that is in the multi-use.
[1:07:52] Well, and that's why maybe we don't want to call it multiuse or rural residential.
[1:07:56] Maybe we need another name for it, so we don't get tied back to this use of multiple use,
[1:08:08] because again, in other counties too, when they talk about multiple use, these are larger
[1:08:13] lots of land that's not you know necessarily tied to any of this special service
[1:08:21] districts it's protect you know open space use
[1:08:35] that child please for I don't
[1:08:38] mean maybe maybe that's the difference is we're not going to have to what their use
[1:08:42] and multiply you multiple use for we're more or less trying to utilize it as that
[1:08:48] that buffers on between commercial and residential.
[1:08:51] So our definition of multiple years versus other jurisdiction
[1:08:55] can be completely damaged.
[1:08:57] And that's why we're holding that.
[1:09:00] OK, so yeah, we will need.
[1:09:02] So do we, but we do it currently even have a definition
[1:09:06] of multiple use in any of our zoning ordinances?
[1:09:11] I don't know right now.
[1:09:13] So let's, let's do this and let's, let's move forward and keep the multiple use and
[1:09:19] cross reference that with with RR and we'll keep RR and cross reference that with multiple
[1:09:23] use for next meeting will fix the table.
[1:09:26] And then when the table sticks and we can see if everything matches I'll see if I can't find
[1:09:31] the 2019 and I'll try to put it all together where you guys could see it 100% transparent
[1:09:39] because right now, we're taking the San Juan County Code,
[1:09:44] which is a current code.
[1:09:46] We're taking the Spanish Valley Code,
[1:09:47] which is the current code.
[1:09:49] And we have good things and bad things in the 2025,
[1:09:53] and we're trying to merge them all together.
[1:09:55] And what we're looking for is transparency,
[1:10:02] and making sure that we're carrying
[1:10:04] what the communities want moving forward.
[1:10:07] and it's going to be a challenge, don't be a little bit of it, and that's one reason I did this chart,
[1:10:11] but let me fix the chart that PCS, and then I'll explain one more time what's wrong with the chart.
[1:10:17] I mean, I know on page one, in page two, the columns, maybe.
[1:10:22] That's all it is, that's all it is. So if you don't see...
[1:10:26] He still has peas and seas in five different columns.
[1:10:29] Sorry, what's not lining up, I guess.
[1:10:30] So be sure to be yellow on page two.
[1:10:34] I'm going to say, and just go to page two and make the B the C and then go all the way
[1:10:50] over to G because industrial on page one is actually column G.
[1:10:59] Change what you're wearing put his piece on C's, yeah it does because on the second page
[1:11:07] there's no industrial unless you do that kind
[1:11:21] of so it's kind of I
[1:11:26] think it's
[1:11:26] right to me it's it's this way it's it's this and we've just gone well let's
[1:11:37] see and then we've got the okay well you're doing the other way yeah right so
[1:11:47] Yeah, I mean, you could do it that way. So they don't line up in so the way Cody did it, no, yeah. So do this go to number two
[1:12:04] Under the yellow that's that's a P and then go to page two and pick one of those numbers
[1:12:13] so number 30
[1:12:17] number B should be
[1:12:19] purple. The
[1:12:28] yellow purple green, you know, the zoning districts that go with the
[1:12:34] peas and seeds, and it's me, I don't know how. Okay, so if you look it on the
[1:12:44] front page, number C, right? That's the yellow. Why do we even need to look at
[1:12:51] It doesn't matter because it's residential, right?
[1:12:54] It's yellow.
[1:12:55] So the first column all the way down on this table is residential, and that's where he's
[1:13:00] got his season piece.
[1:13:01] Right.
[1:13:01] But if you just look at them, if you do it by the rows, they're labeled wrong.
[1:13:09] They are not consistently labeled.
[1:13:11] The rows on one page are labeled a different letter than they are on the other page.
[1:13:20] Excuse me.
[1:13:21] The columns.
[1:13:22] Well, that's something that doesn't matter
[1:13:24] what the columns are labeled.
[1:13:28] That does because if you look,
[1:13:31] well, I mean, if you're going to just do count the number,
[1:13:34] if you're going to count by columns, it works.
[1:13:37] But if you look at, so F on page one is commercial, right?
[1:13:45] What we're going to call commercial.
[1:13:47] But it's actually on page two industrial.
[1:13:52] So if you're just doing it by rows, you know, if you're just counting rows, it's okay.
[1:13:57] But if you're looking at what the name of the column is, it's wrong.
[1:14:07] That's what she's saying.
[1:14:09] Okay.
[1:14:09] Is anybody else in any way wrong in another way?
[1:14:20] And, Anne, do you see, do you see, what's, what is the, if you look at a column name for industrial on page one, what's the column?
[1:14:30] What column is?
[1:14:31] It doesn't matter because I know that industrial goes down, that is the fifth column.
[1:14:37] Right.
[1:14:37] That's all it matters to end up everything in the fifth column, well, the first, I'm going to say the first column is yellow, residential, the second column is purple, the third is green, the fourth is blue, and the fifth is industrial.
[1:14:54] So let's do this.
[1:14:56] That's consistent down the table.
[1:14:59] That's it.
[1:15:00] That's right. Let's get the, what we'll do is we'll backcheck this, and we'll get the digital copy. Yeah. And mind it up and see how it's printed because it could, it could be something very, very simple. And then what we're going to do, we're on the backcheck it with another use table. And it's like Cody's looking at it. Cody's saying, well, I'm hoping that we're on residential, all of the stuff's permitted, which is in the agricultural section. Because right now, everything in rural residential, as conditional, conditional, conditional, conditional down there.
[1:15:29] So let's get a digital copy, something that's workable and then see where it goes from there and I can get with both you and Melissa and see what we could figure out.
[1:15:41] Well, check with TC because I think this is exactly what.
[1:15:47] Yeah, I think that's the best thing to do to check with TC because I think I remember a lot of the multi use stuff going to the agricultural and not the rural residential.
[1:15:57] For some reason, I'm thinking that the residential and the rural residential were split or density purposes more than anything else.
[1:16:07] No, yes.
[1:16:08] Okay, and we can do that.
[1:16:13] Hi ladies,
[1:16:17] that was an asshole.
[1:16:19] I'm
[1:16:22] going to bill it from that is when you give this together and send it out, will you add my email to the list?
[1:16:33] to yes yes yes you didn't get the packet that was intentional sorry that's why I'm making a
[1:16:46] request shake thank you buddy that's and we wouldn't give you the zoom address last time too
[1:16:52] on purpose I see I was a certain fan out right now you're gonna come to defend yourself next time aren't
[1:17:00] not in Hawaii.
[1:17:03] Okay, if you say Hawaii will give you the e-bill. Okay, let's move on to building permits.
[1:17:13] Okay, so building permits, you have a lot of pages here. There's two things that we're kind of
[1:17:21] moving forward with as from the planning zoning building department, we want to start tracking
[1:17:27] industry trends a lot better to know if we're going up in the market or down the
[1:17:33] market to do that we want to see how many building permits we issued in
[1:17:38] 2025 how many we issued in 2024 we're going to kind of start trying to channel
[1:17:43] those into an area of what we're seeing are we seeing commercial we're seeing
[1:17:47] residential or we see a growth which way we see in so on building permits you have
[1:17:51] two reports you have the November December report because we did not give them
[1:17:56] December and then you also have the yearly report of all permits. So one thing
[1:18:01] right now is we're in the process trying to make some software changes right
[1:18:06] now upgrades that gives better tracking and one of the questions that keeps
[1:18:12] on coming up is well how many permits do you guys do a year? If it's 200 we have the
[1:18:18] staff to do it. If it's 600 we need to start looking at staff and getting more
[1:18:22] resources and getting different things. And with that, from a building standpoint, as
[1:18:28] we deal with, I want to say venture capitalists for a lot of better words, that we kind of
[1:18:33] want to start looking at saying, can we bring more economic resources to our area with these
[1:18:41] people? And if we start tracking them better, we know what's starting to pattern on that one.
[1:18:47] So, so you have two reports on this one, if there's more data you guys want great,
[1:18:53] if there's less data you guys want great, but this is a work in progress.
[1:18:57] So like on that, so you're so a building permit, but now building permit, I mean say like a service
[1:19:09] for solar. I mean, are you looking them altogether? I mean, I mean, in your report, not for
[1:19:19] us to see in view to handle, but in your, you know what I'm saying, they're like, there's
[1:19:25] not structures or... Yeah, so on the description, I'll say whether it's an ADA bathroom and kitchen,
[1:19:31] which is a couple of inspections.
[1:19:35] Just a rule of thumb with average as an agent of the company brings up a good point as
[1:19:40] a service is only one inspection, a hotel is only to be 90 inspections.
[1:19:46] The law of average is with 200 permits, you could say 200 permits, probably on average,
[1:19:51] 6 things.
[1:19:52] We're doing about 1200 inspections a year, give or take.
[1:19:55] We can do that, we're just not in that situation.
[1:19:58] I just thought it was, yeah, I mean to me because there is a difference.
[1:20:02] And more so what it is, it's just, so one thing that I think we've seen, move up as we've started using the software system in more detail, as we're starting to see better tracking,
[1:20:16] we're in lieu of going out and catching, catching somebody to build something without a permit, we're catching them while they're getting a permit.
[1:20:23] And so one month we might see 10 permits,
[1:20:25] and one month we might see 16.
[1:20:27] And what we're looking for is more public relations
[1:20:30] and more data coming in and out to see where we're at.
[1:20:36] One thing that we've kind of looked at
[1:20:37] is kind of seeing where the growth is.
[1:20:40] And that's something that it's not going to be done
[1:20:43] any time soon.
[1:20:46] But as of right now, as an example with my building process,
[1:20:50] us. I go to Spanish Valley two days and third days and I go south of
[1:20:56] landing on Mondays and Wednesdays, Friday their emergency days, that type of
[1:20:59] stuff and it always kind of goes different ways but what we're seeing is we're
[1:21:04] starting to see a trend of Spanish Valley getting busy because we have some big
[1:21:07] commercial projects going in up there and we have to see them two days a week we
[1:21:11] might get to a point where we have to see them three days a week. So that's the
[1:21:14] purpose of the report is just transparency to show kind of where we're at.
[1:21:26] want to just think these two,
[1:21:32] I like where we're at today.
[1:21:38] This is probably one of the most productive meetings that we've had in a long time.
[1:21:47] I didn't wake up this morning with anxiety where last couple of years has been, I just
[1:21:57] don't want to go but I really want to move this forward. I appreciate the
[1:22:04] support of the Planning Commission and the staff. I just think that we'll
[1:22:12] get this thing wrestled like an alligator and we'll get it behind this. Thank
[1:22:20] Thank you.
[1:22:25] Anything else?
[1:22:31] Motion to adjourn.
[1:22:32] Seconded.
[1:22:34] Good.
[1:22:35] Cody with the motion to adjourn.
[1:22:38] Melissa, second.
[1:22:39] All those in favor say aye.
[1:22:41] Aye.
[1:22:43] Aye.
[1:22:44] Amy opposed.
[1:22:45] Thank you.
[1:22:47] Motion carries.
[1:22:48] Thanks everybody.
[1:22:49] Be safe.
[1:22:49] Thank you.
[1:22:50] Okay.
