[2:53]
Good evening, council members. With the
mayor and the vice mayor being absent
[2:58]
and as authorized by city code section
2.05.44A1,
[3:04]
I will call the special council meeting
to order. An acting mayor would now be
[3:08]
selected to preside over the meeting and
a motion to appoint one is needed. After
[3:13]
the acting mayor is selected, you may
proceed with the roll call and the
[3:17]
remaining agenda items.
[3:24]
» I move to appoint uh council member
Cabera to lead the meeting.
[3:28]
» I second.
[3:33]
» There is a motion and a second. All of
those signify by saying I.
[3:37]
» I.
>> All those against.
[3:40]
Motion carries. You may proceed. Acting
uh Mayor Cabrera.
[3:46]
» Thank you, Sonia. Um good evening.
Community council members K. Sonia. Um I
[3:53]
call this special meeting to order. Um
today is January 16, 2026. The time is
[3:58]
601 with 24 seconds. Can we please have
roll call? Council
[4:07]
member Luis Cabera
>> present.
[4:11]
» Council member Maria Cecilia Cruz.
Vice Mayor Tio de Laoya.
[4:19]
» Council member Estean Rosales.
>> Present.
[4:24]
» Council member Liset Servin.
>> Presente.
[4:27]
» Council member Javier Vargas.
>> Present. Mayor Nevis Ray,
[4:33]
acting mayor, you do have a quorum.
>> Thank you. Let's proceed with the pledge
[4:37]
of allegiance. Um, council member Sadin,
can you please lead us? Sure.
[4:43]
» I pledge algiance to the flag of the
United States of America and to the
[4:48]
republic for which it stands, one nation
under God, indivisible, with liberty and
[4:54]
justice for all.
[5:00]
Item number three, discussion and
possible action items. Item number 3A,
[5:06]
discussion and possible action on any
and all matters regarding the
[5:09]
appointment of a vice mayor, council
members Luis Cabrera, Lisa Servin, and
[5:13]
Javier Vargas.
So, um, good evening, uh, fellow council
[5:18]
members. Um last December we or
previously we had agreed to every
[5:25]
December visit the position of vice
mayor to have um the opportunity for the
[5:30]
council to serve as vice mayor at least
for a year during each of our terms. Um
[5:37]
unfortunately we didn't visit this item
in December. So we are here to designate
[5:43]
a vice mayor. Um, at the moment, the
vice mayor serves at the pleasure of
[5:47]
council and um, we can designate any of
the six council members to serve.
[5:55]
Um, I believe, um, that if there's no
hesitation, um, council member Vargas
[6:03]
has been here for a little over three
years. Um, and he should have the
[6:09]
opportunity at least to serve as vice
mayor before his terms his term ends. So
[6:13]
I would like to designate Javier Vargas
to serve as vice mayor if that's okay.
[6:17]
» Second.
>> So there's a motion to designate council
[6:22]
me or council member Vargas to serve as
vice mayor and there's a second by
[6:25]
council member Servin. Is there any
discussion on the item?
[6:29]
» No.
>> No.
[6:31]
» Um can I have uh the eyes to signify
that uh the motion in in favor of the
[6:38]
motion? I
>> I
[6:40]
» I
>> uh any naysay?
[6:44]
The motion passes unanimously.
Um so now that we do have a council
[6:50]
member um or now that we have a
designated vice mayor present, um I will
[6:54]
ask Vice Mayor Vargas to uh continue the
meeting.
[6:58]
» Thank you, Council Member Cabrera.
First, I just want to thank you council
[7:02]
members for um the opportunity uh to
serve my community in the capacity of uh
[7:07]
vice mayor. I will assure you assure you
that I'll do my best to represent my
[7:12]
city the best way possible. So, thank
you very much.
[7:19]
Item number three B,
discussion and possible action on any
[7:24]
matters regarding ordinance 478, an
ordinance of the mayor and city council
[7:28]
of the city of San Louisa repealing
section 2.05.250.
[7:34]
Um, and this one,
>> excuse me, uh, Vice Mayor, I this item
[7:42]
was improperly,
uh, agendaized and the public is not
[7:48]
appropriately on notice and so I suggest
that uh, we have a motion to continue.
[7:56]
» Okay,
>> Vice Mayor, if I may make a motion to
[7:58]
continue this item to our regular
council meeting um, scheduled later this
[8:02]
month. Second.
>> There's a motion and a second. All
[8:08]
in favor, please signify by say I.
>> I.
[8:11]
» I.
>> I.
[8:12]
» I.
>> All those against signifying by say
[8:16]
name.
Motion carries.
[8:20]
So this item will be continued for the
next meeting. Correct.
[8:23]
» That would be January 28th.
>> Okay.
[8:27]
» Thank you. Item 3C, discussion and
possible action in any and all matters
[8:31]
regarding ordinance number 479, an
ordinance of the mayor and city council
[8:35]
of the city of St. Louis, Arizona,
amending and restating the St. Louis
[8:39]
city code section 2.05.020
providing the city council designate a
[8:44]
vice mayor every year.
Is there any discussion on this item?
[8:50]
Yeah, I would just like to quickly um
say that I think this is a good um
[8:55]
ordinance because it allows the
opportunity for the position to be
[8:59]
automatically added to the agenda every
December without the need of having to
[9:04]
sign or politize the the position. So
that's just my my two cents.
[9:10]
» Thank you, Council Member Caba. Any
other questions, comments, concerns from
[9:14]
council? Yes. And my comment is that I
think this is a great thing that we're
[9:17]
doing so we have more um of a structure
and stability when it comes to uh this
[9:23]
rotating position. So I think this is
this is the best way um to do it to
[9:27]
handle the vice mayor position. So I
totally agree with with having that
[9:31]
every December.
>> Thank you council member. I just want to
[9:34]
add the same thing. This is just to make
sure that everyone uh and every council
[9:38]
member has the opportunity to serve
their community as a vice mayor. I agree
[9:43]
with this uh ordinance. So um I would
like to make um motion.
[9:49]
» I move to approve the reading of
ordinance number 479 by title only.
[9:53]
» Second.
>> There's a motion and there's a second.
[9:56]
All [snorts] those in favor signify by
say I.
[9:58]
» I.
>> I. All those against signify by saying
[10:01]
nay.
Motion carries.
[10:04]
» Ordinance number 479,
an ordinance of the mayor and city
[10:08]
council of the city of San Louis,
Arizona amending and restating the St.
[10:11]
Louis city code section 2.05.020
providing that the city council
[10:17]
designate a vice mayor every December.
>> Any questions, comments from council?
[10:24]
» Vice Mayor, I move to approve ordinance
number 479 as presented.
[10:28]
» Second.
>> Moved by council member Cadra. Second by
[10:32]
council member Servin. All those in
favor, please signify by say I.
[10:37]
» I.
>> I.
[10:38]
» I.
All those against signify by saying nay.
[10:43]
Motion carries.
[10:47]
Okay. And
item number four. If there's no um
[10:53]
problem, we can adjourn this meeting.
>> So move.
[10:58]
» So I'm this meeting at 608. Thank you
very much.
[11:02]
» Thank you.
